On Tuesday, 71 persons tested positive for the coronavirus. Now, the total confirmed cases are at 11,972 – 6051 males and 5921 females.

There are 13 patients in the Intensive Care Unit, 73 in institutional isolation, 1315 in home isolation and 11 in institutional quarantine. Meanwhile, 10,297 persons have recovered.

Guyana has tested 108,883 individuals.

Health Minister, Dr Frank Anthony

he deaths of two more COVID-19 patients on Monday has moved the country’s total fatalities from the virus to 273.

The Health Ministry on Tuesday reported that the latest fatalities are two men, a 60-year-old from

Region Six (East BerbiceCorentyne) and a 56-yearold man from Region 10 (Upper Demerara-Berbice).

They both died while receiving care at medical facilities.

In total, 38 persons have died from the virus during April.

A breakdown showed that two of the new positives were detected in Region Two (Pomeroon-Supenaam); five in Region Three (Essequibo Islands-West Demerara); 45 in Region Four (DemeraraMahaica); three in Region Six (East BerbiceCorentyne); six in Region Nine (Upper Takutu-Upper Essequibo) and eight in

Region 10 (Upper DemeraraBerbice).

Cases in Regions One (Barima-Waini), Five (Mahaica-Berbice), Seven (Cuyuni-Mazaruni) and Eight (Potaro-Siparuni) remain at 1038, 354, 994 and 247 respectively.

Alcohol warning

While there is not any scientific evidence to support that COVID-19 vaccines react adversely with alcohol, Health Minister, Dr Frank Anthony has urged persons to be sober in order to accurately analyse their symptoms.

During the latest coronavirus update, he advised persons not to consume alcohol before and after taking the vaccine. In the same breath, he debunked a published article which claimed that persons must abstain from alcohol for two months post-immunisation.

“Like with all vaccines, we would prefer people not to drink before they come for a vaccine and immediately after to abstain. The reason being is that if we’re going to observe to see whether someone has side effects from the vaccine, then we need that person to be sober.

We haven’t seen in any of

the scientific literature that vaccine interacts in any adverse way with alcohol,” Dr Anthony noted.

Hotspots

Speaking on the pandemic locally, the Minister pointed to Regions Three, Four and Five – where pockets of cases have been identified. The hotspots have been listed as Diamond, Eccles, Success and Lusignan but in many villages, a few cases have emerged.

“There are pockets where we are seeing more cases but generally when we look across the East Coast, Georgetown or the East Bank, almost every village there are one or two cases.

Similarly, at Region Three at Tuschen, we’ve seen more cases but again, in different villages, there are one or two

cases,” Dr Anthony outlined.

Due to the spike in cases within recent weeks, the Minister said health teams have continued monitoring.

There are also a number of patients under isolation.

“We have to keep monitoring. We have a number of persons in home isolation and we have a number of persons in institutional isolation. That exercise continues. Again, it comes back to people doing the right public health measures, that is wearing their mask and ensuring that they keep their distancing.”

At the Infectious Diseases Hospital at Liliendaal, there are 71 patients under hospitalisation while another 15 are at the West Demerara Regional Hospital. An additional five is at the New Amsterdam Hospital. (G12)

ttorney General and Minister of Legal Affairs Anil Nandlall will be appealing a decision handed down on Tuesday by acting Chief Justice Roxane George that the appointment of two Parliamentary Secretaries in September 2020 was unlawful.

The Chief Justice handed down her ruling in a virtual court session.

According to her ruling, the appointments of Vickash Ramkissoon and Sarah Browne as Parliamentary Secretaries were unlawful and they cannot be considered lawful members of the National Assembly.

decision. She also said that the lower court was bound by the 2020 decision of the Court of Appeal in the matter of Attorney General v Morian.

Attorney General v Morian is the case of People’s Progressive Party (PPP) member Dennis Morian, who had filed a constitutional challenge against the legality of former A Partnership for National Unity/Alliance For Change (APNU/AFC) Technocrat Ministers Keith Scott and Winston Felix.

Felix, who was at the time the Minister of Citizenship and Scott, the Minister with responsibility for Labour, were candidates on the coalition’s list in the 2015 General and Regional Elections.

Then Chief Justice Ian Chang in the 2016 High Court proceedings had ruled that those two MPs were unlawfully and unconstitutionally occupying seats in the National Assembly, due to their status as elected members. In January of 2020, the Court of Appeal upheld the late Justice Chang’s decision.

However, Chief Justice George stopped short of granting the coercive orders initially sought by the applicant, Christopher Jones. This means that the enforcement of her judgement within the walls of the National Assembly will be in the hands of Speaker of the National Assembly Manzoor Nadir.

Nandlall has meanwhile indicated his intention to appeal the ruling. According to the Notice of Appeal seen

AG’s application, the Chief Justice erred by considering the court bound by AG v Morian, instead of the constitutional provisions.

“The decision of the learned hearing Judge that a Parliamentary Secretary cannot sit in the Parliament is erroneous and misconceived in law. The decision does not accord with the clear and unambiguous binding language of the

Constitution of Guyana,” the AG wrote in the notice.

Opposition Chief Whip Christopher Jones, the applicant in the case, had contended that the appointments of Browne and Ramkissoon as non-elected Members of Parliament (MPs) and Parliamentary Secretaries to the Amerindian Affairs and Agriculture Ministries, respectively, were done in breach of the Constitution of Guyana.

According to proceedings filed in the High Court, Jones through his lawyer, Senior Counsel Roysdale Forde, was contending that Browne and Ramkissoon cannot be appointed as non-elected MPs since they were named on the List of Candidates presented by the People’s Progressive Party/Civic for the March 2, 2020 General and Regional

Noting that Browne and Ramkissoon continue to be members of the National Assembly, Jones asked the court to grant an order compelling the Speaker of the National Assembly to prevent them from sitting in and participating in the business of the National Assembly.

Child labour on coconut farms

our months after Guyana’s Labour Minister launched an investigation into child labour and exploitation on coconut plantations in the Pomeroon, Region Two (PomeroonSupenaam), the Minister has said the Ministry is reviewing reports of child labour occurring at two coconut estates in the region.

While the findings of the first investigation, which was announced in November 2020, were never released, the Minister, during a visit to coconut estates over the weekend, again received reports of the occurrence, and said the Region’s Labour Officer has been engaged to address the matter.

The rights of children are enacting in key pieces of local and international legislation, and are more so protected by the United Nations Declaration on the Rights of the Child and the Convention on the Rights of the Child. Guyana is a signatory to both international agreements.

According to the United Nations, over 165 million children between the ages of five and 17 years old are in employment.

One survey shows that over 70 million are in some form of hazardous employment – supply chains, from agriculture to manufacturing, services to construction.

Director-General of the International Labour Organisation (ILO), Guy Ryder, some time ago, in addressing the issue of child labour, had said it has no place in well-functioning and wellregulated markets, or in any supply chain. He said countries must act now to stop child labour once and for all, and this has been affirmed by the Sustainable Development Goals. Acting together, it is within everyone’s means to make the future one without child labour.

To support businesses in their actions to remove child labour from their supply chains, the ILO and the International Organisation of Employers (IOE) had jointly created the Child Labour Guidance Tool, a resource for companies to increase their knowledge and ability to conduct business in line with international labour standards on child labour.

The tool draws on the long experience of the ILO’s International Programme on the Elimination of Child Labour (ILO-IPEC) in collaborating with employers to combat child labour in supply chains, and incorporates contributions from a wide variety of companies.

Here, in Guyana, the then APNU/AFC Government, a few years ago, announced that a unit to focus specifically on the issue of child labour would be established by the then Social Protection Ministry. This announcement came mere days after a survey revealed that there is an alarmingly high number of Guyanese children involved in the worst forms of child labour.

However, this unit was never fully materialised. A National Plan of Action geared at eliminating child labour in Guyana completely was also launched with the objective of eliminating child labour in the country by 2025.

At the time, a national child labour rapid assessment survey was conducted in Georgetown, New Amsterdam, Linden, Corriverton, Black Bush Polder, Number 58 Village, Charity, Kwakwani, and Ituni. It was done among three categories of children: 15 years and younger; 15 to 16, and 16 to 18. A total of 532 children and young workers were involved in the survey.

The survey had detailed that many of the youths who participated in the research in all three categories were involved in selling and agricultural activities. It was also highlighted that hidden evidence of prostitution activities were found in all of the age ranges. Another disturbing fact revealed by the survey was that a minor percentage of the working youths sustained illnesses and injuries while working, especially in areas of weeding, begging, or carrying out sexual activities. The study also highlighted that guardians/parents reported the main reason for the children working was to help support their families.

There is no doubt that fighting child labour requires a multisectoral approach, and, as a matter of policy, the Government must ensure that there is enforcement of laws to protect our children.

There is no doubt that all Guyanese must assist in helping to promote the rights of the child, and provide improved protection and care for them. There must also be proactive labour and occupational safety and health officers in every region to help tackle this issue.

Today is Ram Navami, the birthday of Sri Ram, the seventh Avatar (incarnation) of Lord Vishnu

Shubh Ram Navami Dear Editor, Devotees throughout the world, including in Guyana, are culminating the celebration of Chaitra, or Vasant Navratri, after observing nine nights/days of prayers to Mata Parvati, Lakshmi and Sarasvati, with reverence to the Trinity form of Durga Ma. She established nine different forms of her manifestation in order to conquer evil and restore good.

Ram Navami appropriately demarcates the conclusion of the auspiciousness of the period, and obeisance is paid to the Sun Deity, Surya Bhagwan, as the progenitor of Lord Rama’s Dynasty have descended from the Raghukul.

The importance of the Sun was much more in the higher latitudes from the place through which the Aryans have migrated into India.

Ram Navami marks the appearance of Lord Rama in Ayodhya, Uttar Pradesh, the seventh incarnation of Lord Vishnu. Ram Navami falls on the ninth day, the tithi of Shukla Paksha of Chaitra, in March or April as per the English calendar. This year, April 21st (today) is the date for this spring festival, and the celebration takes place at noon.

Maryada Purshottam Ram is particularly important to the Vaishnavism tradition in Hinduism. His manifestation is sung in the divine story of the time in the Ramayana, giving us the message of the life and

teachings of Lord Rama, the word literally means, “One who is divinely blissful and who gives joy to others, and one in whom the sages rejoice.”

The ocean of mercy and compassion, Lord Rama signifies the victory of goodness over evil and the establishment of the Dharma to beat Adharma.

He represents the epitome of perfection for fulfilling all his duties towards both family and subjects.

King Dasarath, the King of Ayodhya in the county of Kosal, situated on the banks of the river Sharayu, was childless, and he performed a sacrifice known as “Ashvamedh,” conducted by Rishi Rishyashring.

He was eventually blessed with Shri Ram from Queen Kausalya, and Ram grew up to be a powerful Prince, who married Sita Ma. His story unleashed a destined saga, reflecting the portrayal of compassion, gentleness, kindness, rightness and integrity. Lord Rama encountered an adventure of various tests for his love for his siblings, challenges for the removal of demons, and competition with Rawan’s rivalry for abducting Sita Ma. His fourteen years of exile in the forest (Vanvaas), accompanied by Sita Ma and his brother Lachman, was filled with a variety of significant incidents and situations, allowing him to fulfill his promises of freeing the world of evil forces and doers.

There he met his ardent and humble devo-

tee, Shri Hanuman, and he also visited the pious Shabri. Seeking the blessings of Durga Ma, Lord Rama was able to truncate the evil King of Lanka, Rawan, and one of his brothers, Kumbakharna.

The kingdom was restored to the righteous brother Vivishana, who was able to rule prosperously and peacefully, much to the joy of all the citizens. His return to Ayodhya at the end of his stay in the forest is celebrated on the festive day of “Diwali.”

Although Lord Rama had all the power in the world, he still was peaceful and gentle. Through careful examination of his life, we learn how to be perfect sons, perfect brothers, perfect husbands and, most importantly, the perfect king, administering with the reign of perfect governance.

So many lessons can be learnt from his lifestyle, and they are all applicable to the political, economic and social situations unfolding in Guyana. The Divine Sage Narad, related to Sage Valmiki, the scribe, said, “Shri Ram is an embodiment of all noble merits, (qualities and virtues), who betters the happiness of his mother Kausalya, in profundity. He is an unfathomable ocean, and in fortitude, he is firm and unalterable, like the kingly Himalayan Mountain.”

The day of Ram Navami is spent in cleansing the body, heart and mind, fasting, praying, chanting the name of Shri Ram, reading

Ram Katha, visiting the Mandirs, giving charity in the form of food, clothes and money, and exchanging visits to friends and relatives with the giving of gifts and sweets.

It is said that the repetition of his name (Rama Nama) is the surest, fastest and easiest way to attain purity, peace, wisdom, understanding, joy, prosperity, and ultimately liberation. Lord Rama Himself said that “Repetition of My name is equal to the repeating of one thousand names of God and Goddess, or repeating of mantras one thousand times.” Lord Rama was the perfect person who embodied divinity on Earth, and taught us how to live our lives in accordance with dharma and divine principles.

Guyanese and other West Indians are thankful to their fore-parents for bringing such a rich culture, preserved in principles and practices, for people to live a way of life as influenced by the Ramayana and Gita, the holy books which they so carefully wrapped and brought with them as part of their luggage. Mahatma Gandhi’s favourite bhajan was “Raghu pati raghav raja Ram, Patita pavan Sitaram.” When he died, his last word was, “Ram.” May the blessings of Lord Rama be upon each and every Guyanese with peace and bliss. Happy Ram Navami.

Guyana must adopt measures that limit disruptions Dear Editor, The Government’s decision to vaccinate all Guyanese adults for the COVID-19 virus has been described as a “A bold move”, and indeed it is. It came three days ahead of a similar decision taken by one of the world’s leaders in the distribution of vaccinations - the USA - and ahead of most countries worldwide.

However, it is not without risks, the major one being a shortage of vaccines.

It has been estimated that the country would need another 740,000 vaccines, based on its current supply. This is the worst-case scenario, as this estimate does not take

into account that “herd” immunity can be attained without inoculating 100% of the population. But whatever the amount, the country would still need a significant number of vaccines, and would have to deal with the difficulty that presents in sourcing, given the world’s supply.

The challenge is to rapidly bring the population to herd immunity before variants of the virus take hold. This can be accomplished is the unscientific timing of booster vaccinations recommended by pharmaceutical companies manufacturing the vaccines.

There was no study done by them to estimate the optimal

time lapse between the first and second doses, and current recommendations are without sound basis. The UK, recognising this defect, decided to prioritise the first shot, where recipients are given some protection, over the second shot, which improves that protection.

This policy change has been so effective that the UK now has one of the lowest per capita transmission/ death rates from COVID-19 in Europe. For example, 50% of the UK population have received their first dose, compared to only 15% fully vaccinated, and the daily death rate has dropped from a

7-day average of 1,248 three months ago to a low of 25 today. Accordingly, I strongly recommend that the Guyana Government adopt the UK approach to maximise protection of the Guyanese population. Let us delay the second shot, which, except for the Sputnik vaccine, is the same as the first shot, until all those who want to be inoculated receive their first shot.

This approach would also have the effect of muting those “alarmists” who are constantly calling for lockdowns with every passing death. These are the people who feel they are contributing by criticising, always

Dear Editor, In the early seventies, when I was in fourth grade in high school, nationalisation was the rallying call of the nation. Booker Mc Connell controlled the sugar, shipping, printing, insurance and stores, and Demba and Reynolds Mines controlled the bauxite industry, which in total at that time probably accounted for more than 50% of the country’s economy.

My high school principal invited Dr Jagan to give us a talk on why it was important that Guyana nationalise these industries.

Jagan expounded on how the capitalist imperialists were exploiting the people of Singapore, Hong Kong and Taiwan. He explained how the workers were toiling in sweat shops for little or no wages.

After his talk, our principal organised a debate with the topic “Is nationalisation of industries good for Guyana?”

Much to my disappointment, I was chosen to lead the argument against nationalisation. In those days there was no Google, and I could not find any books to help me with my argument against nationalisation. I told my principal about my dilemma, and he advised that I should speak with the Leader of the United Force Party (UF) who was against nationalisation.

I made an appointment and met with Mr Fielden Singh, the Leader of the UF. Mr. Singh said, “Son, the only reason why we are nationalising the industries is to say, ‘Abbie gat am abbie own am’.”

I went into the debate, and my team got a good thrashing.

A year later, when I was doing my history lesson in fifth grade, I read about Oliver Cromwell and how his leadership built the English Shipping Industry. Oliver Cromwell had the English Parliament pass a law that stated that ships fetching English goods must be MANNED by English sailors. The result was the Dutch, who at that time controlled European shipping, began hiring and training English sailors. Five years later, an-

other law was passed stating that English ships fetching English goods must be MANNED by English sailors and be OWNED by English citizens.

Local Content Policy in action 400 years ago!

As a postscript to this, I did the audit for many of the companies that were nationalised. One day, when I was walking through the bauxite plant in Mackenzie, I saw two workers assigned to desilt a two-foot-wide concrete drain.

One worker, with the spade in his hand, instead of using it to throw the silt in the loader bucket, was directing the other, with a front-end loader, how to get the bucket into the drain to take out the silt. The concrete drain was being torn up, but what the heck, ‘abbie own am’.

With that bit of history, I come to the rallying call of today, to renegotiate the Exon Contract to stop Exon from exploiting the Guyanese people. This seems like the calls in the early seventies that I wrote about above.

We all know that the wealth of Singapore, Taiwan and Hong Kong are way ahead of Guyana, and would not have been so if they did not pay the price to get the capital, productive capacity, training and skills by accepting low wages and other unfavourable conditions initially.

The days of slavery are over, and no worker would accept low wages when they could find a better job. I have personally been involved in the relocation of call centers from Quincy, Illinois in the US, where the burden rate per hour for a call center employee was US$15.00, to Costa Rica, where it was US$5, and the Dominican Republic, where it was US$3.

Within two years, the cost rose to US$7.50 in Costa Rica and US$5.00 in the Dominican Republic as competition for skilled workers grew.

It is easy for local oil experts to do Monday morning quarterback and declare that we should renegotiate the Stabroek Block Contract

without letting the Guyanese people know about the consequences of such action. Please consider the following: 1. The Stabroek bloc stretches from offshore Berbice, Demerara and most of it in Essequibo. Since the sections offshore Essequibo were being claimed by Venezuela, it was in our strategic intertest to get an American company to drill in that area. We do not have to spend hundreds of millions to create an effective navy to protect the floating production vessels, complements of the USA. Note the recent Joint Boarding Agreement signed between the USA and Guyana.

2. Getting the world’s largest oil company, with proven capability in offshore drilling, is desirable compared to the performance of CGX et al.

3. Exxon has the capability to invest the tens of billions compared to the other entities.

4. If the contract were open for renegotiation, what message would be sent to all the investors we are asking to come and invest in Guyana? Guyana is a country that would not honour the contracts it signed, especially with our history of nationalisation.

5. Venezuela has one of the world’s largest oil reserves and it’s only a matter of time before Maduro and company are gone and Venezuela would again be open for business. No doubt, they will extend very lucrative contracts to bring back investment in their oil fields.

6. The Green Revolution is coming at a fast rate, and in a matter of 15 to 20 years or sooner, the oil economy would be a fraction of what it is today. So, drill baby drill.

7. The public is being misled by certain sections of the media that Exxon is handing Guyana a 20-billion-dollar bill, which is really their investment to search for the oil and get it to market. Any investor is expected to recover their investment and make a profit. Exon have negotiated an aggressive amortisation of their development and capital

expenditures, which are cap at 75% per year. However, as these expenditures are amortised, Guyana’s share of the profits increases with our 50% profit split, plus the 2% royalty. Of course, these expenditures must be properly audited. In addition, transfer pricing laws must be updated with penalties (eg. triple damage) for egregious cases of transfer pricing.

8. Because of the billions being invested by Exxon, Guyana has become a credible investment destination, and is able to leverage this to attract investors in other sectors of its economy.

9. Investors in the other blocks cannot expect to get the same deal as Exxon got for taking the earlier risk of finding oil. If Exxon did not find oil, then they would have borne the loss of the hundreds of millions they spent in searching for the oil, with no recourse to Guyana.

Shipping rather than piping natural gas (LNG) to shore The ExxonMobil Contract can fast track green power

Dear Editor, A letter written by Mr Deo Phagoo, P. Eng, on the 05th April 2021 under the headline “Using floating vessels for Liquified Petroleum Gas could be better choice than pipeline,” proposes the option of transporting the Liquefied Natural Gas (LNG) to shore by using LNG tankers as a more feasible and flexible solution, compared to a fixed pipeline.

As highlighted in Mr. Phagoo’s letter, a comprehensive cost analysis should be done to evaluate the economics of using chartered LNG carriers as compared to the fixed pipeline.

However, other than the economics, there are intangibles that make this proposal an attractive alternative, namely: • Shipping LNG will spawn a complete new maritime industry that can feature a lot of local content.

This venture of shipping the gas to shore to generate 200MW of electricity would require at least two to three small LNG tankers of about 5,000 -7,000 deadweight tonnes due to our draft limitations, especially to a site such as Wales. Our local entrepreneurs, in partnership with owners of LNG tankers in Qatar, which by the way is the number one country in LNG tanker trade, can do the chartering and ship management of these vessels.

The new Maritime Training School at Friendship, EBD would now have the opportunity to provide the specialist training to our seamen for the different positions on these highly pressurised and technical vessels, thus creating more high-income employment.

Additionally, the proposed fixed high span Demerara River Bridge would allow for unrestricted movement of vessels, eliminating delays now caused by the retractable bridge.

• As was pointed out by Mr. Phagoo, what happens to the pipeline after depletion of the gas in Lisa 1. Obviously, it becomes redundant and

will have a decommissioning cost.

On the other hand, using the LNG tankers affords flexibility, due to its mobility to source the gas when Lisa 1 runs dry from other developing wells, or in Suriname or Trinidad, and there is no infrastructure to decommission. This is especially crucial given the lacklustre performance of Exxon in the ongoing drama with their ephemeral saga of the unconquerable compressor, which raises the concern of their reliability as the sole supplier of the natural gas to the 200MW plant project.

• Routing a fixed pipeline through the mouth of the Demerara River is risky business, especially in light of the GPL experience with their undersea cable, which is repeatedly being damaged by vessels at anchorage.

Given that there are projections for increasing maritime traffic on the Demerara River, this in turn definitely increases the possibility of a vessel damaging the pipeline, which can be very catastrophic.

•Constructing the gas pipeline will definitely cause ecological and environmental problems to the fishing industry, whereas most of the LNG tankers are powered by natural gas, which will be far more environmentally friendly.

• The clincher for using LNG tankers is that the new engines for the GPL 46MW plant presently under construction at Garden-of-Eden are all dual powered in design and operate on Fuel Oil or LNG. This is the ideal opportunity, as a pilot project, to operationalise the 46 MW plant using tankers to transport the natural gas.

All that would be required would be the installation of the requisite storage and processing plant for the gas at Gardenof-Eden, and almost immediately the journey of producing 46MW of green power can commence.

revor Bassoo, who was only appointed the General Manager of GuyOil in November, has since resigned even as Finance Minister Dr Ashni Singh has ordered a probe and for the Police to get involved in an alleged fuel import racket.

Sources confirmed to this publication that Bassoo handed in his resignation, which was accepted by the GuyOil Board of Directors.

Additionally, a source within the Guyana Police Force confirmed that another senior official was questioned in relation to the alleged fuel import racket.

Reports had emerged

that a businessman, Jason Aaron, was allegedly contracted by officials at GuyOil to bring in fuel on the promise of kickbacks. The businessman alleged, however, that GuyOil got a sweeter deal and subsequently cancelled his arrangement, causing him to speak out.

According to the source, the official told Police that Bassoo brought the matter to the company’s attention during an executive meeting and implicated him. At the meeting, he said Bassoo presented evidence of the official’s complicity in the form of WhatsApp printouts showing conversations between him and the businessman.

According to the official, he denied any role in the alleged racket during the meeting and claimed that he did not have such conversations with Aaron. The Police source indicated that excerpts of conversations between the official and Aaron were extracted from the official’s phone but the purported conversation was not found.

When contacted, GuyOil Chairman Paul Cheong was tight-lipped on the reasons for Bassoo’s resignation.

When it comes to the businessman’s story, however, Cheong noted that GuyOil

has a transparent and accountable system for sourcing fuel.

This publication made contact with Bassoo himself, who confirmed his resignation but was otherwise tight-lipped. According to him, however, he will be seeking legal advice on the matter. Bassoo also made a social media post in which he labelled the allegations as propaganda.

Probe

Cheong subsequently released a statement on behalf of GuyOil, in which he denied the allegations made

by Aaron of Aaron Realty Inc (ARI). According to him,

there is no truth in claims that GuyOil contracted the said company to supply fuel.

“GUYOIL wishes to categorically state that whilst ARI was one of a number of companies which GUYOIL had discussions on the possible supply of fuel, GUYOIL has not at any time entered into a contract with ARI.” The Chairman laid out a very complicated process when it comes to the State entity purchasing fuel. The process includes competitive procurement, due diligence on the supplying company, a purchase order or contract, nominated quantity sent to supplier with expected date of delivery, quality & quantity surveyor appointed to overlook the loading of the cargo and a certificate of quality/conformity with technical specification produced.

He also noted that when GRA gives permission to offload the vessel, the supplier must send a proforma invoice, a certificate of origin/ signed declaration that the product was not sourced from an embargoed country, details of the vessel to be used, a detailed report on the loading of the vessel by an independent inspector and a bill of lading for the loaded vessel.

Meanwhile, with Bassoo gone, Cheong noted that a sub-committee of the Board of Directors has been appointed to oversee the dayto-day operations of the company. The Ministry of Finance also sent out a statement of its own, in which it was explained that the sub-committee will also lead the search for a new General Manager.

In the statement, it was confirmed that a meeting was held with the GuyOil Board where the Minister was briefed and it was ex-

plained that no contract exists with Aaron Realty for the supply of fuel.

“Consequently, the Minister requested that the Auditor General’s office be invited to conduct an urgent investigation into the matter which is the subject of the allegations being made.

Minister Singh further emphasised the need for the company to act in compliance with the established laws and procedures in line with good governance, accountability and transparency.”

“He reminded that the Board is appointed to protect the interest of the Government and people of Guyana and it is what he expects of all State entities. On this note, he reiterated that his Government will not tolerate any type of unlawful practices.”

Visiting US citizen, 2 locals fined for breaching COVID-19 curfew

wo locals and a visiting US citizen who were found imbibing at a bar after 22:30h were charged for breaching the national COVID-19 curfew.

Junior Bollers, 25, of Third Street Kaneville, East Bank Demerara (EBD); Winston Campbell of Friendship, EBD, and 32-year-old Lorenzo Sampson of New York, USA, appeared before Chief Magistrate Ann McLennan on Tuesday.

Police stated that on April

11, 2021, at Rio Night Club, Forshaw Street, Alberttown, Georgetown, the trio was caught having drinks at the nightspot beyond the curfew hours.

The three men, however, denied the charge when it was read to them. At that time, the Chief Magistrate requested that the trio provide an explanation for their behaviour.

In response, Campbell told the court that he had nothing to say, while Bollers

stated that he works at the nightspot as a selector.

Sampson told the court that it was his second day in the country and that he was not aware of the national curfew. He claimed that he went to the nightspot as a form of relaxation.

The men were each fined $16,350 with an alternative of three months’ prison sentence. Also on Tuesday, the Magistrate issued arrest warrants for Carlos Flores and Levlie Raymond in rela-

tion to similar charges.

Earlier in the month, Akash Ramkissoon was fined for breaching the COVID-19 guidelines. The Police stated that on February 23 last at the Guyana Motor Racing and Sports Club (GMR&SC), Albert Street and Woolford Avenue, Georgetown, he hosted a private party that was attended by several patrons.

He nevertheless pleaded guilty to the charge and was fined.

Businessman fined $1500 for resisting arrest

A

32-year-old businessman who allegedly assaulted a Police Officer was on Tuesday ordered to pay a fine of $1500 for resisting arrest and granted $5000 bail on the assault charge. Terrence Lynch appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts where the charges were read.

He pleaded guilty to the charge which alleged that on April 13, he resisted Corporal

Carl Pedro while he was executing his duty but denied the other charges including disorderly behaviour and assaulting the peace officer so as to cause him bodily harm.

The Police stated that on the day in question, Corporal Pedro was performing duties when he noticed motor car PNN 5061 parked diagonally at the No 42 minibus park.

The rank reportedly approached the vehicle and cautioned Lynch. However, an

argument ensued between the two, thus resulting in the Corporal attempting to arrest the errant driver but instead, he was dealt several cuffs about his body.

On the other hand, the accused told the court that he owns and operate a stall at the Stabroek Market and has been parking at the same spot for some time now. As such, he explained that as the officer confronted him, he became angry and reacted.

Nevertheless, Magistrate McLennan informed Lynch that he has no right to question the officer’s decision.

She related that civilians are expected to comply and obey officers and more, informed him that he should contact the nearest police station if he was wronged.

As such, he was fined $1500 for resisting arrest and granted $5000 bail on the assault charge. The matter had been adjourned to June 1, 2021.

Further, there will have to be men with guns strategically placed among the delegates to signal to them that they’ll be dealt with “condignly” if upstarts like Norton raise objections. The latter, of course, had to stage a walkout with his Linden delegates when he was steamrolled by the rigged process. So as your Eyewitness has said before, he doubts the Sanctimonious Gangster and his henchman Harmon has the kind of support in the groups across the country to win any “free and fair” Congress elections.

So, he’ll hold out as long as he can on convening Congress, and work diligently on getting control of the electoral mechanism. Kinda like he did nationally by appointing the octogenarian James Patterson as GECOM’s Chairman. We - along with PNC members - should look out for the appointment of the Congress electoral committee.

Having the gunmen at Congress won’t be a problem: his crony, Lil Joe, still has his contacts from the good old days in the GDF Intelligence Unit!

But what Granger S.G., should note is that the new faces he brought in to pad his support - like Hoyte had done after he kicked out Green - are jumping ship faster that those people on the Titanic after the captain ordered his helmsman “Full steam ahead!” into that iceberg! The AFCites, of course, have mostly gone AWOL, and the rest are imitating the “Walking Dead”. The “small parties” - brought in to pretend APNU was a coalition - have evaporated.

Take one fervent supporter from the East Coast, a Pandit Tillack who (mis)quoted Sanskrit mantras from the campaign stage to widen Granger’s support. He was the fella who told our Indigenous Peoples on the launching of Amerindian Heritage Month that “paedophilia and statutory rape were a scourge” in their community!

Anyhow, he’s submitted his resignation “for reasons beyond (his) control”. A higher spirit? And “since there’s no (RDC) recall legislation…will continue to serve…until (he) vacates his seat”!

But will join any party as “his conscious (sic) dictates”!

Guyana could save US$160M annually in energy from gas-to-shore project – VP Jagdeo – says notional price of US$800M for pipeline likely to be slashed

he Government expects Guyana to save as much as US$160 million a year in power costs, when the gas-to-shore project, which will be feeding gas from the Liza Field offshore Guyana, comes on stream.

During a recent interview, Vice President Bharrat Jagdeo noted that crude oil is currently around US$75 per barrel, while the cost of generating power is US 14 cents per kilowatt.

On the other hand, Guyana sells power at US 30 cents per kilowatt.

“The cost of generating power is 14 US cents per kilowatt/hour, we are selling power at about 30 US cents per kilowatt/hour. Now, with the pipeline coming in, they put a notional figure between 800 to 900 million for

Agriculture Minister orders report on work needed in Helena – reprimands engineer for passing sloppy work

griculture Minister Zulfikar Mustapha on Tuesday ordered a comprehensive report on works needed in Helena, Mahaica on the East Coast of Demerara (ECD) after several complaints were received from farmers in the community.

The Minister travelled to the area with a team of officials to get a firsthand look at some of the challenges there.

A farmer, Basil Jagasar, told

the Minister that many of the dams in the area need to be fixed and canals need to be cleared. “We need help. We are happy that you are here. The trench is blocked up and water going into our farms,” he said.

Other farmers expressed similar concerns about the need for urgent rehabilitative works to be conducted on other dams in the community.

Farmers also said they were

dissatisfied with the work that was done on a recently constructed bridge since the machines used to transport their produce were not able to cross it due to the rails being too narrow.

After listening to the farmers, Mustapha said a report would be compiled on the issues while adding that some amount of revetment works would have to be done on the bridge to accommodate the machines.

“I’ve since instructed our regional engineer to come back to the area tomorrow and work with the farmers. I’ve also asked that a comprehensive report on works needed in the area be done. I should have that report by Friday so that we can prioritise the works and commence as soon as possible.

Also, there’s a bridge that was constructed last year as part of NDIA’s capital programme and I think that we’ll have to carry out some remedial works on it. I’ve asked NDIA to make the bill of quantities available so that we can closely examine the scope of the works. When we are under-

taking works of this nature, we have to ensure the stakeholders are involved in these projects at some level because they are the ultimate beneficiaries,” Minister Mustapha said.

The Minister further added that he was disappointed that farmers had to bring the matter of substandard projects to his attention when engineers are tasked with monitoring these projects.

On this note, he stated that he is in the process of revamping the engineering department of the NDIA to ensure the agency is more responsive and proactive.

He related that the Ministry will not allow work to be done in a haphazard manner. “We have to ensure that when these projects are done, they are done in a way that we can have value for the monies spent.”

The Minister posited that these projects cost a lot of money and they have to be done according to the contractual specifications and as such, the Ministry will focus on the manner in which contractors do their work.

“Works have to be verified by our engineers before payments are made,” he stated.

Man stabbed after intervening in domestic dispute

A

shop attendant was on Sunday attacked and stabbed after he reportedly intervened in a domestic dispute between the suspect and his wife at Sand Hill Landing, Mazaruni, Region Seven (Cuyuni-Mazaruni).

The injured man has been identified as Ryan Jones of Riverstown, Essequibo.

Police stated that on the

day in question, the suspect, “Plait Hair” and his reputed wife were involved in a heated argument at the Sand Hill Landing which eventually ended up at the shop where the victim works.

As such, with the intention of bringing peace between the two people, the victim intervened and warned the suspect about his behaviour.

However, the suspect,

who was at the time armed with a cutlass and a knife, became annoyed and dealt the victim several stabs to his body after which he escaped.

The victim was taken to the Bartica Regional Hospital where he was admitted a patient. The matter was reported and an investigation was launched.

The suspect remains on the run.

minibus driver of Sophia, Greater Georgetown, was on Tuesday arrested after he attacked a traffic rank with a cutlass at Homestretch Avenue, Georgetown.

Based on reports received, at about 13:15h, a Police Constable was on a motorcycle patrol when he observed a minibus bearing registration number BZZ 3029 overtaking a line of traffic along Homestretch Avenue, Georgetown.

The minibus was intercepted and the driver was told of the offence and was asked to produce his driver’s licence but instead of doing so, he reportedly drove away.

The Constable gave

chase and caught up with the minibus on Sheriff Street, Georgetown. He once again managed to stop the driver in a bid to prevent him from committing the same offence.

Nevertheless, the driver reportedly exited the vehicle, drew a cutlass and attacked the Constable, who ran in a bid to prevent himself from being hurt.

After the attack, the driver went back into his minibus and drove to his Sophia residence. The matter was reported and the suspect was arrested at his home and taken to the Brickdam Police Station where he remains in custody pending charges.

New $174M education platform launched to enhance curriculum delivery

o deliver distanced education while school doors are still closed, the Education Ministry on Tuesday launched a new $174 million online learning platform for curriculum delivery that is set to target over 1000 teachers in the initial stage.

The Online Learning Platform for the delivery of Education was birthed in collaboration with the Global Partnership for Education and Tablet Academy.

Director of the National Centre for Education Resource Development, Quenita Walrond-Lewis shared that this new initiative will provide for an inte-

grated online platform, firstly targeting 1022 teachers across the country.

“This initiative is a component of the COVID-19 Accelerated Funding Project, which seeks to support the continuity of learning for people across Guyana…The COVID AFP seeks to provide the hardware, infrastructure, and supporting education through capacity building that will enable educators to deliver to and for their students, quality education inputs,” said WalrondLewis.

Educators will receive laptops with the accompanying software and the rollout will further support training

for 60 master teachers – who will then offer training in a cascading model.

“The Teams for Education App will allow for the setting up of classes, with facility for teacher and student notes, assessments, group works and live classes. The solution will allow for the Ministry of Education to set security policies up for students and teachers to determine what types of interactions are allowed,” she added.

Education Minister Priya Manickchand indicated that COVID-19 has resulted in an

expansion of teaching mechanisms and using technology to replace the traditional arrangement. For this, the Ministry had to brainstorm new ideas to reduce learning loss.

“We have looked at every possible way of delivering education that is not traditional. By traditional, I mean a trained teacher standing in front of the classroom delivering education using a blackboard and chalk. We

have had to refashion our learning channel to deliver education according to the curriculum in a time-tabled way to all who can receive that channel.”

This has extended to radio lessons and physical workpapers for the deep hinterland communities. Manickchand welcomed this new development in the technological infrastructure, which is expected to create waves for the education sector.

It was clarified that the services of Tablet Academy were procured through an open bid process, as well as the procurement of laptops for teachers.

“This helps us to roll out a more robust system where we can incorporate technology in an aggressive way with what we know already works to be able to be more effective in the classroom. We believe there is going to come a time and it’s not going to be long off when we are going to be unable to deliver certain topics without the usage of technology,” the Minister emphasised. (G12)

he Guyana Sugar C o r p o r a t i o n (GuySuCo) has invited the Guyana Agricultural and General Workers Union (GAWU) to a meeting on May 4, after being faced with massive protests in recent days from sugar workers for unsettled wage increases.

This week, over 5000 workers from the Blairmont and Albion Estates in Berbice protested for promised increases by GuySuCo for the year 2019.

President of GAWU, Seepaul Narine told Guyana Times on Tuesday the Corporation requested a meeting on May 4, where the negotiations on wage increase will continue.

According to him, the Union remains hopeful

that the dispute will be settled, adding that the Chief Executive Officer of the company, Sasenarine Singh, has the power to have it resolved.

“We heard from GuySuCo today (Tuesday) and they have sent us a letter saying that they’re inviting us for a meeting on the 4th May to continue the negotiations on wages and salaries. I believe that CEO has the authority to get it resolved so we’re very hopeful that the matter could be resolved and would be resolved,” Narine said in an invited comment.

Since 2018, the workers had been pushing the corporation by way of strikes and protest for a wage increase.

They have not received any since 2014. However, in 2020, the Corporation had agreed to pay a five per cent across the board increase with the promise that they would also pay retroactive increases for 2019. The five per cent increase for 2020 was open for further discussion.

Meanwhile, Agriculture Minister Zulfikar Mustapha has since noted that the Government did not make any promises to the workers in relation to pay increases.

As a Government, we don’t interfere with management and Union negotiations,” the Minister had explained.

Addressing the issue of wage and salary increases, Mustapha said the workers should take note that over the past eight months, huge sums of money has been injected into the sugar industry, especially to revive the closed estates.

The Rose Hall Estate is scheduled to commence grinding operations by the second crop in 2022. Both the Enmore and Skeldon sugar estates are also on stream to become operational shortly after that. According to Mustapha, Government

“We also have to look at GuySuCo’s ability to pay.

We have been putting funds into GuySuCo over the last nine months in order to develop GuySuCo. As a matter of fact, we are starting to see results already from some of the estates.”

On the protest line, a cane harvester explained that the CEO had requested that they put forward their proposals for the retroactive increases which included 2019, 2020 and 2021.

“I have copies of letters which was sent to GuySuCo since 2019, explaining our proposal and on October 6, a similar letter was penned to the CEO of GuySuCo, Sasenarine Singh. So, to ask

us to submit proposals again is an eye pass to us as workers,” he said on Monday.

On the other hand, workers who fall under the umbrella of the National Association of Commercial

and Industrial Employees (NACIE) did not participate in the strike. Those employees say they do not think they are getting the kind of support they should from their Union. (G12)

Duo busted with over 2kg cocaine, 18kg ganja

wo men were on Tuesday arrested by agents of the Customs Anti-Narcotics Unit (CANU) after they were reportedly intercepted with a quantity of cocaine and cannabis along Lance Gibbs Street and Vlissengen Road, Georgetown.

Twenty-five-year-old Daquan Wills of Meadow Brook Drive, Georgetown, and Joel Fung-A-Fat, 39, of Forshaw Street, Georgetown,

were reportedly travelling in a motor car, PVV 6706, which was under CANU surveillance.

However, as CANU ranks attempted to intercept the vehicle, the driver sped away. As such, agents gave chase and the vehicle was eventually intercepted at Lance Gibbs Street and Vlissengen Road, Georgetown.

During the chase, the ranks observed a cocaine

brick being tossed from the vehicle which was subsequently retrieved and when weighed amounted to 1.054 kilograms.

Upon their arrest, the two suspects reportedly led CANU ranks to an abandoned range house at Stone Avenue Campbellville, Georgetown, where another brick of cocaine and a bag containing a quantity of cannabis were discovered.

Guyana could save...

Soon after the Government issued permit licences to Exxon for the Payara Development Project last year, Jagdeo had announced that the Government would turn its attention to negotiating the gas-to-energy project.

He had pointed out that Guyana is generating at nearly 17 to 20 cents per kilowatt/hour. As such, he noted that the project could cut the cost of electricity in the country by more than

half. To this end, he had announced that a team has been set up to start negotiations on the gas-to-energy project, with the Government eyeing 2023 to bring the project to fruition.

And indeed, a Gas-toShore Project Advisory Committee headed by former National Industrial and Commercial Investments Limited (NICIL) Head Winston Brassington was set up soon afterwards to look at various locations for

the gas-to-shore project.

A number of factors including geotechnical, geophysical and environmental were examined before Vice President Jagdeo announced recently that the Government had settled on Wales to land the pipelines for the project.

Meanwhile, Prime Minister Mark Phillips, who has responsibility for the energy sector, has previously said that the Government is looking to produce 200

megawatts of power from the gas-to-shore project by 2024.

Exxon has said that around 30 to 35 million cubic feet of natural gas would be required for the gas-to-shore project. Recently-released data from Norwegian research company Rystad Energy had indicated that less than 20 per cent of the 1.8 billion Barrels of Oil Equivalent (BOE) discovered last year was gas.

Students denied internet access while security officers have password

any students who attend the No 8 Primary School on the West Coast of Berbice (WCB), Region Five (Mahaica-Berbice), are being denied access to the internet services provided by the Education Ministry at the institution while others, including the security, are given the password.

The issue was raised at the Regional Democratic Council’s (RDC) last statutory meeting by Councillor Carol Nurse, who noted that the children do not have access to internet services to complete their assignments.

There is a password to gain access to the service and that password is not being given to students.

However, Nurse told the RDC that there is usually a large number of people on the school’s steps in the evening accessing the internet.

“If you go to the school in

the night, you would see the big people along with the security guards on the verandah and they accessing the internet and the children cannot have the opportunity to do the same. The children are out of school but they would come to the village office and be all around the compound; sometimes you would see them doing their homework there. I think if the internet system is at the school, they should have access to it. Some of them, when they go there, you see it would come up on their tablet, ‘Please put in a password,’ and they don’t know the password so they cannot get the opportunity to use it,” she told the RDC. However, Regional Education Officer Dion Lewis-Clarke was asked by Regional Chairman Vickchand Ramphal to provide some information on the allegations but he failed to do so.

Ramsammy’s Ruminations Dharm Shala celebrates Disasters drive regional 100th anniversary today solidarity – Caricom must work together in good times too T

P

resident Irfaan Ali has called for solidarity among Caricom States in times of disaster and in times of no disaster. Before him, another Guyanese President spoke of that continuous solidarity when he led what became popularly known as the Jagdeo Initiative. Other initiatives that support solidarity, such as the Common Market and free movement, unfortunately suffered the same fate - we do not ever seem to be able to work together to make these dreams a reality.

President Irfaan Ali, in pledging full and unconditional support to St. Vincent and the Grenadines, has appealed to sister States in CARICOM that we must work together in bad times and in good times. In recognising the full solidarity of CARICOM States with St. Vincent and the Grenadines, President Irfaan Ali has called on CARICOM States to let the solidarity with each other not only bloom in times of disaster, Dr Leslie Ramsammy but at all times. We are all small States with small populations, but one thing is certain: we carry a heavy punch when we work together. Together, we can be a leading force in the world, when we work together. Caricom States have shown they have the capacity to work together. But, too often, we only show that willingness when faced with a disaster.

President Irfaan Ali is personally leading Guyanese support for our sisters and brothers in St. Vincent and the Grenadines. This week, a third shipment of goods and supplies will leave Guyana for St. Vincent and the Grenadines. This is not an option for Guyana.

As our President has insisted, this is an imperative for our country.

Guyana has proudly stood tall any time any of our CARICOM sister States faced a disaster. In times of need, such as the 2005 big flood, and in most recent times with the attempted theft of Guyana’s democracy, Caricom sister States have been there, standing shoulder to shoulder with us. Guyana has always benefited from the generosity of Caricom States.

But no one should ever doubt Guyana’s commitment to our sisters and brothers in Caricom. We have always, no matter what the circumstances, stood tall when it comes to supporting sister States in Caricom. St. Vincent and the Grenadines needs our support, and Guyana is not about to be a bystander. Guyana has never watched what others do; we always are ready, at the first sign of disaster, to stand in solidarity with sister States.

President Ali is leading a combined Public and Private Sector effort to assist our sisters and brothers in St. Vincent and the Grenadines. The disaster that has struck St. Vincent and the Grenadines has again demonstrated that, in times of disasters, in times when any Caricom member faces difficult times, Caricom members stand solidly with each other. In disasters as in the present volcano eruption on Mount Soufriere, Caricom members rush to each other’s aid.

Guyana has been both a beneficiary and a supporter in times of disaster. One thing is for certain: in the present disaster that has struck St. Vincent and the Grenadines, and perhaps other States, the Government of Guyana, the Guyanese Private Sector, Guyanese families rich and poor, will come together and give whatever we can.

The solidarity that is so pronounced in times of disaster, however, does not carry over when no disaster is on the horizon.

Caricom is a collection of Caribbean States intended to pool our resources and talents so that we can maximise our development.

But most times we forget we work together for all our people. Our countries import almost US$5B of food from outside of the Region.

The sweat and blood of our farmers are allowed to be squandered as Caricom States import, with great enthusiasm, goods and services from outside the region. Every supermarket or community shop in Caricom States is filled with food items that have been imported from developed countries.

Not only have Caricom States showed a preference for trade with our big, developed neighbours, we institute non-tariff barriers to prevent Caricom products from circulating widely within the Caribbean. As a Minister of Agriculture, I experienced the resistance to allowing Guyanese agricultural products in markets of Caribbean countries. Guyanese agricultural products are no less healthy or any more toxic than fresh products that come from countries outside of Caricom. Guyanese-manufactured food items are no less healthy than the ones we allow from other Caribbean States into our country.

In Guyana’s case, our large agriculture land availability can be used to supply all the corn and soya that the Caribbean buys from outside the region. Guyana’s rice does make it to certain Caribbean States, but we compete with rice from outside the Region. Guyana’s sugar should be in every supermarket in the Caribbean, as do our pineapples, sweet potatoes, peppers, meat etc.

There are problems that we will have to overcome. With solidarity we can overcome these problems. The Jagdeo Initiative called for such solidarity to resolve and eliminate the barriers. We need a new Jagdeo Initiative, so that we can make the dream of continuous solidarity, in good times and in bad times, a reality.

he Dharm S h a l a (Home of Benevolence for all Races), founded by Pandit Ramsaroop Maharaj, turns 100 today.

Pandit Maharaj founded the charity in 1921 after travelling the length and breadth of Guyana.

He was a gold dealer in his earlier years so that allowed him to travel to the remotest parts of Guyana, where he encountered the plight of his countrymen.

On these trips, he witnessed their poverty, suffering and deprivation and was deeply moved to the point where he knew that he needed to play his part in addressing them. He was enabled financially early in life to give up his profession and devote himself to full-time voluntary service towards helping the less fortunate of Guyanese society.

With the help of the Colonial Government and his own resources, he would build homes of residence for the destitute, as well as schools and churches in Georgetown and Berbice.

All services would be free of charge.

The Pandit was a regular and authorised visitor to the leper asylum, the Mental Asylum, the Penal Settlement and settled disputes at Plantation Uitvlugt, De Kinderen and Tuschen. The Pandit was subsequently awarded the Silver Jubilee Medal and later the MBE honour in 1935.

Accompanying the Pandit whenever time permitted was his elder son, confidante and mentee, Harry Ramsaroop. The Pandit, whilst considering extending his charitable endeavours to the county of Essequibo and enduring ill health, died unexpectedly of a heart attack on October 11, 1950.

He had made sure his son Harry understood the importance of charity, so when he died, Harry resigned from his civil service job and continue the charity for over 63 years.

He died in October of 2013.

Under the stewardship of Harry Ramsaroop, the old wooden Dharm Shala Homes of residence at Georgetown were torn down and replaced with two large concrete buildings with modern amenities.

Four other Dharm Shala buildings at Georgetown were also rebuilt/repaired.

The Hindu temple was also repaired and the Albouystown Nursery School rebuilt.

renovated.

A chapel – the Chapel of St Francis of Assisi was also built, next to Harry Ramsaroop’s home for Christian residents of the Dharm Shala at Georgetown. Later, the Berbice Dharm Shala was rebuilt.

The Georgetown and Berbice Dharm Shala have

a total of 11 Dharm Shala buildings and Harry would also find time to serve as Chairman of the Prison Aid Fund for discharged prisoners and later Chairman of the YMCA for Albouystown.

He would also hold other positions.

The Dharm Shala would become an icon of private charities, a household name

and be visited by royalty and visiting dignitaries.

H a r r y Ramsaroop was honoured on three occasions – receiving the MBE, MS, CCH for service to Guyana from the colonial and later independent Governments of Guyana.

Following his death in 2013, Harry Ramsaroop’s four daughters Kella, Pamela, Ula and Pauline took over the running of the charity. Kella and Pamela take up the bulk of the work while Ula and Pauline engage in rendering voluntary service whenever time permits.

The siblings are keeping their father and grandfather’s legacy alive with the proper functioning of the charity.

One hundred years later and the Dharm Shala continues to be a safe haven for those in need.

Region 2 to expend over $100M on several projects

Digicel Guyana makes $2M donation towards volcano-ravaged St Vincent

ver $100 million will be expended by the Region Two (Pomeroon-Supenaam) administration on several transformative projects along the Essequibo Coast.

This was according to Regional Executive Officer (REO) Devanand Ramdatt, who noted that upon completion, the projects will benefit thousands.

During an interview with the media, Ramdatt explained that the projects include the reconstruction of several dams, a reinforced concrete regulator at Marias Lodge and a culvert at Hampton Court.

In addition, over $9 million will be invested to improve the infrastructure of several schools including the rehabilitation of the Dredge Creek Primary School dam.

Plans are also in the pipeline to upgrade the Cullen Primary School road.

He further stated that $11,627,530 was approved to upgrade the third street at Affiance, Essequibo Coast.

Also, the sum of $9,011,500 was spent on improving the

lives of rice farmers by upgrading the Lima Road leading to the main canal.

Moreover, a contract totalling $10,798,240 was awarded and undertaken for the construction of a timber revetment at Zorg Nursery School and the roof of Suddie Diagnostic Centre will be redone at a cost of $9,262,000.

The construction of external washrooms for public convenience at Anna Regina will cost $1,707,740.

Other projects listed are the construction of a drain between public hospitals, a shed at the Oscar Joseph Hospital, a bridge at Charity, road works at Cotton Field and the construction of the Cheddi Jagan Play Park Bridge.

Going further into the hinterland communities, he noted that over $11 million was approved for the construction of a duplex living quarter at Lake Mainstay while another $11,919,230 will be expended on a living quarter at St John’s Primary in the Lower Pomeroon.

School will also benefit from a duplex living quarter.

Also in the budget, according to Ramdatt, is the construction of a timber bridge in Wakapao at Curemeru, Lower Pomeroon, as well as the rehabilitation of the Ulele Nursery.

Finally, $12,793,538 was awarded for the construction of the Maybel Sandy Nursery at Wakapao Mission, Lower Pomeroon River.

The REO explained that these projects will commence soon and that the respective Neighbourhood Democratic Councils (NDC) will supervise the projects that will also be overseen by the residents and community leaders.

igicel Guyana has pumped $2 million towards Guyana’s relief support for the island nation of St Vincent and the Grenadines following the devastation caused by the La Soufrière volcanic eruptions.

The donation was recently handed over to the Civil Defence Commission (CDC).

Thousands of people have been evacuated from the red zone and housed in shelters, as a result of ash fall from the explosive eruptions of La Soufrière. These eruptions have affected the entire island and the situation continues to be difficult for residents.

In a statement to the

media, Digicel committed itself to working with the Government of Guyana on national and regional emergencies and commended the CDC for its management of the relief efforts.

“We are confident that our donation will be put to good use in meeting some of the immediate needs of the people of Vincent and the Grenadines. Simone Pierre, Head of Commercial, said at the handing over.

“Digicel is honoured to be part of this collaborative effort initiated by the CDC in providing relief to the people of St Vincent and the Grenadines. We would like the Vincentians to know that our hearts and prayers

are with them during these difficult times.”

Further, the Digicel Group donated US$500,000 worth of much-needed items to the Government of St Vincent & the Grenadines last week.

“With our priorities being helping to keep people safe and keeping them connected, it’s at times like these that our natural instinct is to want to do everything we can to help. As a company, as a team and as the Digicel family, we are here for the people of St Vincent and the Grenadines and ready to help in a meaningful way,” Digicel Group Chairman Denis O’Brien noted.

on a simple larceny charge.

Vicky Suffrein made his appearance at the Georgetown Magistrates’ Courts and pleaded not guilty to the charge which stated that on April

15, 2021, at Brickdam, Georgetown, he stole one Samsung Galaxy mobile phone from Shemaine McKinnon along with a wallet containing $27,000 in cash.

The prosecutor told the court that the stolen items were found in his possession after he was apprehended. He is expected to return to court on April 26, 2021.

Princess Latifa: UN calls for “concrete” proof of life from UAE

he United Nations has called for the United Arab Emirates to provide "concrete" proof that Princess Latifa Al Maktoum, the daughter of Dubai's ruler reportedly being held in detention, is alive.

In a statement issued in Geneva on Tuesday, UN human rights experts also said she should be released "urgently".

Princess Latifa tried to flee Dubai in 2018. In footage shared with BBC Panorama, she says commandos drugged her and flew her back to detention.

The UN says it needs more information.

Dubai's royal family has previously said Princess Latifa is safe and being "cared for at home".

On March 5, the UN said it was still awaiting further details from the UAE – two weeks after an initial request for proof of life.

In Tuesday's statement, the UN experts called on the Government of the UAE once again to "provide meaningful information" on Princess Latifa's fate "without delay".

They asked for "independent verification of the conditions under which she is being held, and for her immediate release".

by the Emirates authorities' merely indicating that she was being 'cared for at home' is not sufficient at this stage," the statement said.

It added: "We are alarmed that, following the

public release in February of footage in which Sheikha Latifa reported being deprived of her liberty against her will, and the subsequent official request for further information on her situa-

tion, no concrete information has been provided by the authorities."

In recordings obtained by BBC Panorama in February, Princess Latifa said she was being held hostage in a "villa converted into a jail" with no access to medical help.

Latifa's father, Sheikh Mohammed bin Rashid Al Maktoum, is one of the richest Heads of State in the world, the ruler of Dubai and Vice President of the UAE. With the help of friends, Princess Latifa says she tried to flee Dubai to start a new life in February 2018.

"I'm not allowed to drive, I'm not allowed to travel or

leave Dubai at all," she said in a video recorded just before her escape.

But days later, the Princess says she was captured by commandos on a boat in the Indian Ocean.

She was flown back to Dubai, where she has remained ever since.

Her father said he was acting in her best interest.

A statement from Dubai's royal family last month reiterated that she was being cared for at home.

"Sheikha Latifa continues to improve and we are hopeful she will return to public life at the appropriate time," it said. (Excerpt from BBC News)

China's Xi calls for fairer world order as rivalry with US deepens

hinese President Xi Jinping on Tuesday called for a rejection of hegemonic power structures in global governance, amid growing tensions between Washington and Beijing over a widening range of issues including alleged human rights abuses.

Speaking at the annual Boao Forum for Asia, Xi criticised efforts by some countries to "build barriers" and "decouple", which he said would harm others and benefit no one.

China has long called for reforms of the global governance system to better reflect a more diverse range

of perspectives and values from the international community, including its own, instead of those of a few major nations.

It has also repeatedly clashed with the biggest stakeholders in world governance, particularly the United States, over a range of issues from human rights to China's economic influence over other countries.

"The world wants justice, not hegemony," Xi said in remarks broadcast to the forum.

"A big country should look like a big country by showing that it is shouldering more responsibility," he

said.

While Xi did not identify any country in his remarks, Chinese officials have in recent times referred to US "hegemony" in public criticisms of Washington's global projection of power in trade and geopolitics.

On Friday, US President Joe Biden held his first faceto-face White House summit since taking office, in a meeting with Japanese Prime Minister Yoshihide Suga in which China topped the agenda.

Both leaders said they "share serious concerns" about the human rights situation in Hong Kong and

China's Xinjiang region, where Washington has said Beijing is perpetrating a genocide against Muslim Uighurs. China has denied abuses.

In a display of economic cooperation to the exclusion of China, Biden said Japan and the United States would jointly invest in areas such as 5G technology, artificial intelligence, quantum computing, genomics and semiconductor supply chains.

US reserves 6000 guest worker visas for Central Americans

he Administration of US President Joe Biden will set aside 6000 seasonal guest worker visas for people from Guatemala, Honduras, and El Salvador in the coming months, the US Department of Homeland Security (DHS) said on Tuesday, a small step towards establishing more legal pathways to the United States from the region.

The 6000-visa allotment would be part of an additional 22,000 H-2B visas made available to employers in the current fiscal year, which ends on September 30, DHS said in a statement.

The increase has been sought by business groups but opposed by labour unions amid high unemployment related to the coronavirus pandemic.

Biden has grappled in recent months with a rising number of migrants arriving at the US-Mexico border, including families and unaccompanied children. In March, about 85,000 of the 172,000 migrants caught at the border came from Guatemala, Honduras, and El Salvador.

Biden officials have urged migrants not to travel to the border while systems are established that allow them to seek asylum from their home countries or come to the US through other legal pathways.

The extra H-2B visas would be in addition to the

annual allotment of 66,000 visas for the fiscal year, a tally that was exhausted in February. The visas are used for landscaping, food processing and hotel work, among other seasonal jobs.

If the 6000 visas are not used by companies seek-

ing to hire people from Guatemala, Honduras and El Salvador, they will go back to the general visa pool sometime before September 30, a DHS official and a second person familiar with the matter told the Reuters news agency.

The latest bulletin issued by the Health Ministry noted that 171 cases were registered in the last 24 hours, pushing the total active cases to 982. The number of people who have died from the virus is now 157.

he United Nations launched an appeal on Tuesday for US$29.2 million to help some 15,000 people displaced when the La Soufrière volcano on the eastern Caribbean island of St Vincent erupted earlier this month.

"We are in a dire situation frankly ... We're not out of the woods," St Vincent and the Grenadines Prime Minister Ralph Gonsalves told reporters, adding that scientists had warned eruptions could last another six months.

The volcano erupted on April 9 after decades of inactivity, spewing dark clouds of ash some 6 miles (10 km) into the air and prompting the evacuation of thousands of people. The volcano has continued to rumble and vent ash.

razil's Defence Minister defended the democratic system on Tuesday, decrying "attempts at institutional destabilisation" amid concerns over President Jair Bolsonaro's commitment to constitutional norms ahead of next year's election.

Defence Minister Walter Braga Netto, speaking alongside the President at the inauguration ceremony of new Army commander, General Paulo Sergio Nogueira de Oliveira, said the armed forces were committed to upholding the Constitution and "prepared and ready to serve national interests".

Braga Netto, a former General, took office after the departure of ex-Defence Minister Fernando Azevedo. He is more political than his predecessor, and closer to the President, having previously served as Bolsonaro's Chief of Staff.

St Lucia has recorded two more COVID-19 related deaths and two new cases of the virus. As a result of the deaths, the total number of individuals who have succumbed is 69.

old male from the Castries district with underlying medical illnesses. Death #69 is a 68-year-old male from the Soufriere district with underlying medical illnesses,” a Health and Wellness Ministry statement said.

rime Minister Mia Amor Mottley is encouraging public officers to embrace the new way of working, as outlined in the recently-approved Flexible Work Arrangement Policy for the Public Service.

Mottley said the flexible work arrangements, which allow officers to accept a compressed week, flexitime, staggered hours or telecommuting, now bring the public service into the 21st century. “When this administration came to office in May 2018, the main focus was on modernising the public service and bringing its operations into the 21st century. We started this process by removing anachronistic jobs and providing more meaningful work for public officers. The next step was to modernise operations to facilitate an ease in doing business through technology and modern work arrangements.

UNC: PM just “reshuffled a pack of jokers” after Khan's death

he Opposition United National Congress (UNC) on Monday was shocked and angry over the Prime Minister's decision to re-shuffle the Cabinet to shift Stuart Young from the National Security Ministry to the Energy Ministry, after Energy Minister Franklin Khan's death on Saturday.

The reshuffle saw Laventille West Member of Parliament (MP) Fitzgerald Hinds replacing Young as National Security Minister while La Horquetta/Talparo MP Foster Cummings assumed Hinds' former portfolio as Youth Development and National Service Minister.

Oropouche East MP Dr Roodal Moonilal declared, "The Prime Minister's health has clearly further

impaired his judgement."

Moonilal said debate on the No-Confidence Motion which the UNC filed against Khan in the House of Representatives on February 26 will continue. because Young "will be equally incompetent as his unfortunate predecessor".

Moonilal said Hinds was "a well-known and proven failure in about eight ministries".

He said Dr Rowley should have asked Commissioner of Police Gary Griffith to return as National Security Minister.

Griffith was National Security Minister in the former UNC-led People's Partnership coalition Government until he and then Attorney General Anand Ramlogan were fired from their posts

in February 2015 by then Prime Minister Kamla Persad-Bissessar for their roles in a witness-tampering investigation.

On Cummings' reassignment, Moonilal quipped, "I hope he will now return to the PNM chat."

He said Rowley was just "moving scrap iron from one side of a yard to another" because he has a dearth of talent to choose from.

He claimed Hinds' appointment was temporary.

"Like a nightwatchman.

In those circumstances, he may last for a few weeks."

rude futures settled lower on Tuesday, pulling back from one-month highs, on fears that India, the world's third-biggest oil importer, may impose restrictions as coronavirus infections and deaths surge to record highs.

Oil prices have risen steadily this year on anticipation that demand would recover, but while the United States and China are rebounding, numerous other countries are not.

"Unless major progress is seen beyond the key industrialized nations such as the U.S., the pandemic factor could require some downward adjustments in global oil demand expectations for this year," said Jim Ritterbusch, president of Ritterbusch and Associates in Galena, Illinois.

India, the world's second-most populous country and currently the hardest hit by COVID-19, reported its worst daily death toll on Tuesday, with large parts of the country now under lockdown amid a fast-rising second surge of contagion.

India's Prime Minister Narendra Modi urged citizens to take precautions to halt the spread of COVID-19, but stopped short of imposing lockdowns.

Restrictions continue to hamper travel worldwide.

Hong Kong will suspend flights from India, Pakistan and the Philippines from April 20 for two weeks.

Brent crude settled down 48 cents, or 0.7 per cent, at US$66.57 a barrel. During the session, it reached its highest since March 18 at US$68.08. US West Texas Intermediate (WTI) crude fell 94 cents, or 1.5 per cent, to US$62.44.

Crude prices rallied earlier in the session after Libya declared force majeure on exports from the port of Hariga and said it could extend the measure to other facilities, citing a budget dispute.

Hariga is scheduled to load about 180,000 barrels per day (bpd) in April. Libya's production was hit last year after eastern-based forces in that country's civil war blockaded oil terminals.

Overall, oil prices have recovered from historic lows last year spurred by the onset of the pandemic, helped by some demand recovery and huge output cuts by the Organisation of the Petroleum Exporting Countries and its allies, known as OPEC+. A year ago today, WTI sank to minus US$40 due to a massive glut.

COVID-19: US to advise against travel to 80% of countries

T

he US state department is to advise Americans to avoid 80 per cent of countries worldwide because of the coronavirus pandemic.

In a note to the media about its updated travel guidance, it said the pandemic continued to "pose unprecedented risks to travellers".

The current US "Do Not Travel" advisory covers 34 out of 200 countries.

COVID-19 has now claimed more than three million lives worldwide - more than half a million of them in the US. The World Health Organisation (WHO) warned the world was "approaching the highest rate of infection" so far, despite the global rollout of vaccination programmes.

India - currently in the grip of a second wave - is to begin offering vaccinations to all adults over 18 in a bid

to control the surge in infections.

The US state department said its decision to update its travel advisories was to bring it more in line with those from the Centers for Disease Control and Prevention (CDC) and "does not imply a reassessment of the current health situation in a given country".

However, it said the move would "result in a significant increase in the number of countries at Level 4: Do Not Travel, to approximately 80% of countries worldwide".

Anyone planning to travel to a country in the remaining 20 per cent is advised to reconsider before proceeding.

Currently, only three places in the world are assessed at the lowest tier - level one, which advises "Exercise normal precautions". They are Macau, Taiwan and New Zealand. (Excerpt from BBC News)

China, Myanmar and others criticised in report on rising religious persecution

iolations of religious freedom are increasing and persecution takes place in more than 25 countries, with China and Myanmar among those that have the worst records, according to a report by a Vatican-backed charity.

The Religious Freedom in the World Report, covering 2019-2020 and issued on Tuesday, said that in some countries, such as Niger, Turkey and Pakistan, prejudices against religious minorities led local residents to blame them for the COVID-19 pandemic and denial of access to medical aid.

The 800-page report was prepared by Aid to the Church in Need International (ACN), a worldwide Catholic charity that studies violations of freedoms of all religions.

The latest report put 26 countries in a "red" category denoting the existence of persecution, compared to 21 countries at the time of the last report two years ago.

It put 36 countries in the

"orange" category denoting discrimination, compared to 17 two years ago.

The report describes discrimination as when laws or rules apply to a particular group and not to all, and

persecution as when there is an active programme to subjugate people based on religion.

"There has been a significant increase in the severity of religiously-motivated persecution and oppression," the report said.

It was particularly scathing about China and Myanmar.

"The apparatus of repression constructed by the Chinese Communist Party (CCP) in recent years is ... fine-tuned, pervasive, and technologically sophisticated," the report said.

The most egregious violations were against Muslim Uighurs in Xinjiang "where the atrocities have reached such a scale that a growing number of experts describe them as genocide", it said.

George Floyd: Jury finds Derek Chauvin guilty of murder

jury has found a former police officer guilty of murder over the death of AfricanAmerican George Floyd on a Minneapolis street last year.

Derek Chauvin, 45, was filmed kneeling on Floyd's neck for more than nine minutes during his arrest last May. The widely watched footage sparked worldwide protests against racism and excessive use of force by

Police.

Chauvin was found guilty on three charges: second-degree murder, third-degree murder and manslaughter.

After both sides presented closing arguments on Monday, the jury was isolated in a hotel with no outside contact so they could deliberate on a verdict, a process known as sequestration.

The 46-year-old bought a pack of cigarettes at a convenience store in South Minneapolis on the evening

of May 25, 2020.

A shop assistant believed he had used a counterfeit US$20 bill and called the Police after Floyd refused to give the cigarettes back.

When Police arrived, they ordered Floyd out of his parked car and handcuffed him. A struggle ensued when officers tried to put a screaming Floyd in their squad car. They wrestled him to the ground and pinned him under their weight.

Chauvin pressed his knee into the back of Floyd's neck for over nine minutes, as the suspect and several bystanders pleaded for his life.

As he was being restrained, Floyd said more than 20 times that he could not breathe, pleading for his mother and begging "please, please, please".

When the ambulance arrived, Floyd was motionless. He was pronounced dead about an hour later.

Chad leader Deby, key Western ally, killed in battle – army

His son, Mahamat Idriss Deby, was named interim president by a transitional council of military officers, army spokesman Azem Bermendoa Agouna said on state television on Tuesday.

Deby, 68, took power in a rebellion in 1990 and was one of Africa's longest-ruling leaders, surviving numerous

coup attempts and rebellions.

His death, the exact cause of which was unclear, could deepen Chad's problems, as well as those of its allies.

On the domestic front, the military is divided and the opposition bridling against years of repressive rule.

Internationally, France and the United States will be hoping their counter-terrorism efforts are not now pushed off course.

Modi said the Federal Government was working with local authorities nationwide to ensure adequate supplies of hospital beds, oxygen and anti-viral drugs to combat a huge second wave of the

COVID-19 pandemic.

“The situation was manageable until a few weeks ago. The second wave of infections has come like a storm,” he said in a televised address, urging citizens to stay indoors and not panic amid India’s worst health emergency in memory.

“The Central and State Governments, as well as the Private Sector, are together trying to ensure oxygen supplies to those in need. We are trying to increase oxygen pro-

duction and supply across the country.”

India is currently recording more new cases of coronavirus than any other country. As of Monday, the seven-day average for new daily infections was about 233,000, according to Our World in Data.

The country reported its highest daily death toll on Tuesday, with large parts of the country now under lockdown amid a fast-rising second surge of contagion.

The Health Ministry said

1761 people had died in the past day, raising India’s toll to 180,530 – still well below the 567,538 reported in the United States, though experts believe India’s actual toll far exceeds the official count.

FIFA calls for Super League clarity, Perez says proposal is ‘saving football’ F IFA president Gianni Infantino said on Tuesday that breakaway Super League clubs cannot be “half in, half out” of the established soccer system, while his UEFA counterpart has said it is not too late for those involved to step back from the brink.

European soccer’s governing body UEFA has threatened to ban the 12 clubs, which include Manchester United and Real Madrid, from domestic and international competition, with Infantino adding his voice to the backlash.

“We strongly disapprove…if some go their own way, then they must live with the consequences of their choice. Either you are in, or you are out. You cannot be half in and half out.” Infantino told UEFA’s congress in Montreux, Switzerland.

However, a Madrid court later warned UEFA and FIFA against imposing sanctions on clubs and players until it fully considers the Super League case.

England’s big six: Manchester United, Manchester City, Liverpool, Chelsea, Tottenham Hotspur and Arsenal, came under attack from their domestic rivals for their involvement with the Super League, while the English Premier League has said it “unanimously and vigorously” rejects the plans.

The Premier League has said it is considering “all actions available” to stop the new competition, which will guarantee membership for 15 clubs in contrast to the Champions League, which requires qualification via domestic leagues.

The German Football Association (DFB) has demanded the suspension of the 12 clubs until they reconsider their situation. “The clubs and their youth teams should be banned from all competitions until they think of their many supporters who have made them into top clubs in the world in the first place, and not only of their purses,” DFB President Fritz Keller said on the official DFB Twitter account.

UEFA chief Aleksander Ceferin has accused the breakaway dozen of contempt

for smaller clubs. But the Slovenian insists there is still time for reconciliation.

“I would like to address the owners of some English clubs.

‘Gentlemen, you made a huge mistake’,” he said. ‘Some will say it is greed, others (will say) disdain, arrogance, or complete ignorance of England’s football culture; but, actually, it doesn’t matter.

What matters is that there is still time to change your mind.

Addressing UEFA’s congress, Ceferin made a point of thanking Paris St Germain president Nasser Al-Khelaifi, whose club is not one of those involved in the breakaway.

A statement issued by the Qatari Al-Khelaifi said any proposal without the support of UEFA would not resolve the issues currently facing the football community.

Portuguese giants Benfica also issued a statement denying they were in discussions to join.

Manchester City manager Pep Guardiola, whose pre-match news conference was devoted to the seismic events partly initiated by his club, was candid in his opinion of the proposed league.

“It is not a sport where the relation between effort and success does not exist,” he said, while saying those behind it had a duty to give more information.

“It is not a sport where success is already guaranteed, or it doesn’t matter where you lose.”

Despite the universal wave of criticism, the instigators continued to argue that the breakaway was good for football.

In a letter to the club’s commercial partners, Milan chief executive Ivan Gazidis said: “We’re confident that this new competition will capture the imagination of billions of soccer fans all over the world, and will be a new, exciting chapter for the game.”

Milan are one of three Italian clubs involved, the others are Inter Milan and Juventus.

The owners of the 12 teams have kept a low profile since Sunday’s bombshell, with the first senior figure of any club involved being Real Madrid

supremo Florentino Perez, who earlier claimed, “Young people were no longer interested in football.”

“Audiences are decreasing and rights are decreasing, and something had to be done. We are all ruined. Television has to change, so we can adapt,” Perez, the new chairman of the Super League, told Spanish TV show El Chiringuito de Jugones.

The International Olympic Committee added its voice to the throng, warning that the existing structure of European sports is under threat by self-interest and pure commercialism.

“It is challenged by a purely profit-driven approach that ignores the…social values of sports and real needs in the

Ahmedabad is set to host the T20 World Cup final later this year

T

he Board of Control for Cricket in India (BCCI) has proposed to the ICC 9 venues for the 2021 men’s T20 World Cup. These are: Ahmedabad, Bengaluru, Chennai, Delhi, Dharamsala, Hyderabad, Kolkata, Lucknow and Mumbai. They were part of the list finalised by the BCCI’s Apex Council, which met virtually last weekend.

The ICC, which runs the global tournaments, will take a decision on the final venues based primarily on the COVID-19 pandemic situation in India.

The 16-team tournament is scheduled to be played between October and November, with November 13 being earmarked for the final, scheduled to be played in Ahmedabad. It is understood that the ICC has done reconnaissance of a few venues, but is facing the challenge of sending experts to India, which currently is going through a second wave of the pandemic. An ICC team is understood to be travelling to India on April 26.

The ICC and the BCCI are understood to have discussed different plans in case staging the event at multiple venues proves to be a complex issue.

ESPNcricinfo understands that the ICC is closely watching the 2021 IPL, which the BCCI is conducting on a caravan model with the eight teams split across two venues at a time.

Geoff Allardice, interim CEO of the ICC, said two weeks ago that he expected the T20 World Cup to go ahead as planned in India, but the governing body had back-up plans in place as well. Sri Lanka and the UAE are among the back-up venues for the event.

The BCCI remains confident about staging the event, mainly because it believes that by the time the World Cup is hosted, a healthy percentage of adults in India would have been vaccinated.

On Monday, the Indian Government stated that from May 1 onwards, all adults over 18 years could get vaccinated.

Originally Australia was meant to host the T20 World Cup in 2020, but the ICC postponed the event in the wake of the pandemic affecting normal life and global travel last year. mit Mishra fizzed and whizzed the ball with the skill of old, as the Delhi Capitals shook off their history of defeats to the Mumbai Indians to record a six-wicket win on a tough pitch in Chennai.

Mishra had given up ten runs in his opening over, the last of the powerplay, but then came back to break the game open and tear through Mumbai’s bighitting line-up.

He took out a free-flowing Rohit Sharma and Hardik Pandya in his second over, came back to outfox Kieron Pollard with a googly, and in his final over, bowled Ishan Kishan with a yorker.

Mishra’s 4 for 24 was the best bowling figures for a Capitals’ bowler against Mumbai in IPL history, and he ran rings around a line-up that had been 67 for 1, going at nearly ten per over.

Rohit Sharma fined for slow over-rate Rohit Sharma, the Mumbai Indians captain, was fined INR 12 lac after his team maintained a slow over-rate. It is the first time this season that Mumbai have been pulled up for it.

Sharma, however, was not on the field for most of Mumbai’s bowling innings due

to a niggle. Kieron Pollard was stand-in captain in that period.

Mumbai eventually ended with just 137 for 9, with Mishra’s strikes ensuring the Capitals stifled the defending champions.

Shikhar Dhawan then rode some good fortune and a large helping of good form to steer the chase. He fell with the game still balanced, but Mumbai didn’t have enough on the board to apply the squeeze like they had done in previous lowtotal defences in Chennai, and the Capitals didn’t choke at the final hurdle.

behind off Avesh Khan for a 15ball 24. However, Mumbai still seemed steadily on course with Sharma in great ball-striking form.

Mishra breaks the game open Two balls into his second over, Mishra had already given up 16 runs. But he went on to give up just eight more runs in his entire spell, and it began with Sharma’s wicket. Spotting Sharma advancing down the track, he hung the ball further away from off, slowing it up too, and, for once, Sharma didn’t get the timing on his drive right.

Two balls later, Pandya attempted to whack his first ball over long-on, and the fielder there was in business for the second time in the over, as Mumbai went from strong to uncertain.

Mishra wasn’t done yet, and in his third over, he pitched a googly on the perfect length for Pollard’s back-foot play, getting it to turn into the batter sharply to strike him plumb in front.

From looking like they could target anything in the region of 180, Mumbai found themselves 84 for 6 in 12 overs, struggling to survive the full innings.

Dhawan guides the chase In the last two years, Dhawan has become one of the IPL’s best openers – one of the best batters, in fact - and has done it by scoring heavily and quickly. In this game, he showed he could adapt too, and went into the pre-2019 Dhawan mode.

Given the small target, a tough pitch and a great attack to contend with, Dhawan’s was the right approach to keep the Capitals steady. He had a bit of good fortune when the last ball of the first over popped up off a leading edge, and Pandya at short cover launched himself horizontally forward to seemingly pluck the ball with his fingertips. It was one of those did-it-touch-the-ground-did-itnot catches that, when rendered in 2D television images, mostly turn out unfavourably for the fielder. The third umpire was called on, and ruled that Dhawan was not out.

I

f Carlos “The Show Stopper” Peterson-Griffith is not at the Guyana Amateur Power Lifting Federation’s National Championships and Qualifiers – where even the novices and juniors would be present to showcase their robustness and vitality – then I dare say the fans need not bother themselves to check out those proceedings.

A “show of strength competition” isn’t truly such a competition without the presence of “strongman” Carlos.

When he arrives on the scene,

competitors find their task cut out for them, as records are broken and a serious test of strength gets underway.

This Sunday, April 25th 2021, Peterson-Griffith will be competing in the Guyana Amateur Powerlifting Federation’s (GAPLF’s), Novices/ Juniors National Championships and Qualifiers at Saint Stanislaus College on Brickdam, Georgetown.

Speaking with this publication, Peterson-Griffith shared that he is itching for action as the competition approaches.

Asked what it feels like to buckle

up after a lengthy period away from competition, PetersonGriffith said, "Getting back in competition? Since I know myself in the strength and power sports, I’ve been competing with the man in the mirror!

However, from then to now (during suspension and after), I've been working and training as hard as ever…not just for a local competition, but more so for the International Championships!

“The road to becoming a world champion is not that easy, because there are quite a few other athletes on the international podium who're

pursuing the same goal. For the past year, I was able to improve at least 15% of my previous scores/records, and focus on a greater placing at the World Championships.

“My main aim is to become World Champion.

Nevertheless, I'm thankful for the opportunity once again to continue to raise the Golden Arrowhead up high."

The meeting was held in relation with the ACCCC's partnering with the Ministry of Health in another COVID-19 vaccination drive, set for Saturday April 24 at the Albion Community Centre,

Persons 18 years and older are being targeted for vaccination.

“All are urged to spread the word, and be on board as

The Club had partnered with the Ministry of Health in an earlier vaccination drive held on April 10, 2021. It was one of the most successful vaccination drives held in the country, and 421 persons were vaccinated.

Even during the pandemic, Peterson-Griffith continued to train in a safe environment

thereafter focus on world squat, deadlift and total records, which are as follows: Squat = 331.5kg, Deadlift = 372.5kg and Total = 853.5kg.

Peterson-Griffith has said it is his belief that through hard work, blood, sweat, tears, passion, patience, perseverance, consistency and more importantly time, sacrifice, determination, commitment and DISCIPLINE, he would become a good power lifter and a great athlete.

He also has maintained his deep gratitude to God Almighty for bringing him this far. Moreover, he is thankful to

everyone who has supported him in his journey.

lthough a local table tennis team recently competed in Argentina without mishaps, a question mark lingers over the South American Senior Athletics Championships.

Similar to concerns expressed by the Guyana Amateur Boxing Association (GBA), the Athletics Association of Guyana (AAG) is mulling their Athletes’ travel plans to Argentina in the coming month.

With the country currently experiencing a spike in coronavirus cases, and Brazil having reported a deadly variant, AAG President Aubrey Hutson is gravely concerned about the May 14-16 event.

“It is a concern for us.

I spoke to the President of CONSUDATLE (South American Athletics Confederation) just a few days ago, and he's expressing some concerns because I think their protocol for Brazil per se is they're not

accepting them in unless they're able to quarantine in Argentina for ten days,” Hutson shared with this publication.

He added, “So, you know, here it is now you have to get up, how do you quarantine yourself for 10 days? Which means no training, you cannot look out, you can’t get outside of the hotel, what kind of shape you're going to be in in preparation for competition?”

Hutson was careful to explain that while this is not the reality for Guyana, he is still unsure what protocols would be required, and whether the competition would even go on as planned.

The AAG President candidly expressed, “It’s the situation for Brazil and not Guyana, but I honestly don't see a South American Championship, you know, taking place in South America with Brazil.

“I don't know exact-

ly what the other protocols are for the rest of South America, but Brazil is a key stakeholder in competition in South America, and honestly, I don't know what holds, you know, what protocols are in place for Guyana,” but he was just telling me of the Brazilian experience.

He went on to reveal, “So, they're still debating whether to have it or not to AAG President, Aubrey Hutson have it at all.”
