Others reject this position of a gender bias toward peace and stress rather that the same continuum of non-violence to violence is found among women as among men. In practice, it is never all women or all men who are involved in peace-making efforts. Sometimes, it is only a few, especially at the start of peace-making efforts. The basic question is how best to use the talents, energies, and networks of both women and men for efforts at conflict resolution.Thethird contribution of a gender approach with its emphasis on the social construction of roles is to draw our attention to a detailed analysis of the socialisation process in a given society. Transforming gender relations requires an understanding of the socialisation process of boys and girls, and of the constraints and motivations that create gender relations. Thus, there is a need to look at patterns of socialisation, potential incitements to violence in childhood training patterns, and socially-approved ways of dealing with violence. And this would also relate to anti-women violence.

Three elements can be the “gender” contribution to conflict transformation efforts. The first is in the domain of analysis, the contribution of the knowledge of gender relations as indicators of power. Uncovering gender differences in a given society will lead to an understanding of power relations in general in that society, and to the illumination of contradictions and injustices inherent in those relations.Thesecond contribution is to make us more fully aware of the role of women in specific conflict situations. Women should not only be seen as victims of war: they are often significantly involved in taking initiatives to promote peace. Some writers have stressed that there is an essential link between women, motherhood, and non-violence, arguing that those engaged in mothering work have distinct motives for rejecting war that run in tandem with their ability to resolve conflicts non-violently.

A decade ago, on the occasion of “International Day for Women”, Rene Wadlow, President and Representative to the United Nations, Geneva of the Association of World Citizens, made a suggestion we believe our conflict-ridden society may benefit from. She suggested a larger role for women as peacemakers, even as they are facing the brunt of inter-personal violence.

One of the best-known symbols of a woman as peacemaker is Lysistrata, immortalised by Aristophanes, who mobilised women on both sides of the Athenian-Spartan War for a sexual strike in order to force men to end hostilities and avert mutual annihilation. Since Lysistrata, women, individually and in groups, have played a critical role in the struggle for justice and peace in all societies. However, when real negotiations begin, women are often relegated to the sidelines.However, a gender perspective on peace, disarmament, and conflict resolution entails a conscious and open process of examining how women and men participate in and are affected by conflict differently. It requires ensuring that the perspectives, experiences, and needs of both women and men are addressed and met in peace-building activities. Today, conflicts reach everywhere. How do these conflicts affect people in the society — women and men, girls and boys, the elderly and the young, the rich and the poor, the urban and the rural?

Then, apart from ‘clearcut’ bias, there appears to be legal ignorance and in competence. It is like a cal low swimmer in the pool. For example, on Tuesday, 15 March 2022, the em barrassing story read that “The Caribbean Court of Justice (CCJ) ruled that Guyana’s Director of Public Prosecutions (DPP) could not unilaterally or der a Magistrate to con duct another preliminary inquiry, but must instead ask the High Court to de cide.” I need not go on. To Shamshun Mohamed then, I ask, how can I expect any thing good from the DPP; ignorance and incompe tence add to bias all make for a pallid and emasculat ed figure.

As I stated in my first missive, “I have personally called Police stations inces santly to intervene, but the generic response is ‘We will send the patrol’.” This is the culture. I dare anyone to do some ad hoc tests on this for me. Imagine, Mon Repos was invaded, and these ‘in vaders’ came from as far away as Golden Grove. In Guyana, there are Cove and John, Enmore, Vigilance, and Beterverwagting Police stations, and yet these ‘free dom fighters’ had their way before any kind of intercep tion was forthcoming from the Force. Pathetic right?

Peace and women, women and peace

As for the Police, I have a few words; but, first, what I ask is the role of the Corporate Communications Unit (CCU) of the Guyana Police Force (GPF). I re mind our readers that the two Police PR officers (Mark Ramotar and Stan Gouveia as its Director and Deputy Director respec tively) were hired without any advertisement for the posts. Minister in Charge, Robeson Benn, back in June 2021, had to admit that the positions to head the CCU of the Guyana Police Force (GPF) were not advertised before they were filled. His non-sequitur explanation, when confronted, was that

This year’s observance is particularly rich in irony, as the world convulses with the knockon effects of the war in Ukraine and the many other conflicts around the world – between man and nature, between nation states, between groups, between individuals. The commemoration of this United Nations-designated day should encourage all to redouble our efforts for peace, and so in that spirit, we reiterate our thoughts on women as peacemakers:

Now, concerning ‘edicts’ by those in positions of le gal power, affluence, and influence, I have not an in kling of expectation that ‘things will change’. One of the dailies reported that the said “One Guyana Mega Concert” had pensioners feting like teenagers.” So, I think Mohamed under stands my ambivalence; DPP versus Government - DPP asks against noise, and Government endorses it.

“…the unit was established as part of the Force’s stra tegic plans.” For me, the CCU and its two heads are encapsulated; in one word, “pipsqueak.” (On the side lines: How much are they being paid? What are their lists of duties? What have they accomplished?)

While as individuals, men and women alike can achieve a state of wholeness, of balance between the yin and yang, in practice “masculine” refers to men and “feminine” to women. Thus, some feminists identify the male psyche as the prime cause of the subordination of women around the world. Men are seen as having nearly a genetic coding that leads them to “seize” power, to institutionalise that power through patriarchal societal structures, and to buttress the power with masculine values and culture.

It seems, based on his statements, that if I defend Indian-Guyanese (Multiple articles in the media making such defences, including criticising how Singh was being treated in opposition), that’s okay, but if I defend AfricanGuyanese, I’m being racist.

Among the food items banned from importation during those sordid years in Guyana was flour. No amount of spinning can change that reality. The banning of wheat flour importation is a fact, and it happened under Forbes Burnham.Sase Narine served as Speaker of the National Assembly during those harsh years of PNC dictatorship. The Burnhamled PNC Government banned importation of wheat flour. What exactly was Sase Narine denying? Wheat flour was banned. So were other products, like dhall, potato, sardine, corn mutton, etc. These are hard, cold facts.

Did the elite have access to these products at that time? Yes, it was what created the privileged class. Was there smuggling of these products into the country? Of course! A whole lot of ordinary, decent Guyanese were criminalised trying to get access to these banned products.Sase Narine’s baptizing the flour ban a myth urged Vincent Alexander and the Burnham Foundation to rewrite history. Sase Narine is totally shameless. Having served as part of the dictatorship, and having served infamously to ensure the dictatorship was prominently displayed in the Parliament, where he banned Cheddi Jagan from speaking for many years, one would have thought Sase Narine would seek some kind of redemption. Instead, his atrocious call to rewrite history by describing the flour ban as myth demonstrates that Sase Narine remains unapologetic for his role in those despicable years.

In the late 60s and 70s, frequently Police officers showed up at our home in Albion, Corentyne and searched our home, dug up the backyard, looking for sardine cans, looking for evidence that we were using banned products. Our home in those days was considered the Corentyne Freedom House. There was absolutely no reason to suspect our family of using the banned products. But this was the PNC’s way to intimidate our family, which remained unbowed and unrepenting for being staunch supporters of Cheddi Jagan and the PPP. My father had by then operated a hire car service. Very often, we had to go look for him, because he would be arrested and kept at one of the Police stations in Berbice, suspected of transporting smugglers. He never did, yet that did not stop the Police from constantly harassing him.

But there are thousands of families across Guyana who could talk about their homes and yards being searched, their vehicles being stopped and searched for banned foods, people being locked up for cooking wheat flour roti, or having in their possession condensed milk and sardine, etc. These are not isolated stories. Many Hindu families had their religious ceremonies desecrated as Police looked for flour which Hindu families used to make “persad”. Which part of this story is a myth? I am told Sase Narain is a devout Hindu. How come he does not know this happened in Guyana? NO amount of spinning can change the truth. Whatever may have been Burnham’s reason for the banning strategy, one thing is certain, the banning of food items during those horrendous years exacerbated the food crisis in Guyana.Evenif the banning of wheat flour was intended to catalyze a local production of rice, cassava and plantain flour for bread, roti and other flour products, the manner of implementation created a food crisis. Simultaneously, the PNC had dismantled the rice industry, so there was never enough rice flour to substitute for wheat flour. There was also a destruction of cassava and plantain production so that these kinds of flour were never produced in any meaningful quantities. The minimal production of rice, cassava, coconut and plantain flour also had quality issues. The baked products could not match the quality of the wheat flour products. Today, we could add such flour as a percentage to support wheat flour products. The strategy then was ill-conceived and poorly implemented. Instead of trying to explain Burnham’s rationale, those who now carry on the legacy of Burnham’s PNC are trying to rewrite history. Burnham is twisting in his grave. The Seven Ponds resting place for Burnham is an uneasy place today as Burnham looks on in dismay at the cluelessness of those who carry on his legacy.
