With the death at Balmoral of Queen Elizabeth II, a prepared but nevertheless shocked nation finds itself at such a moment, and it is import ant that our troubled poli tics and our wounded civil society face up to it as calm ly and sensibly as possible, because this event will res onate politically and con stitutionally for years to come.Elizabeth was on the throne for so many years that, through no fault of her own, she made this pro cess difficult. She reigned longer than any other mon arch in British history, and by a considerable margin. She is the only one to have reigned for more than 70 years, a span that is un likely to be repeated in the foreseeable future. Until yesterday, she was the only monarch that the vast ma jority of us had ever known – you have to be at least 75 to have had any memory of George VI’s reign. This is a big, big event for Britain.

According to PAHO/WHO, people with underlying health conditions such as NCDs, including cardiovascular diseases, diabetes and cancer, have a higher risk of severe COVID-19 disease, and are more likely to die from COVID-19. Risk factors for NCDs can make people more vulnerable to becoming severely ill. For example, smokers may have reduced lung capacity, which would greatly increase risk of serious illness.
The Government, even though it must take the lead as it relates to policy drafting and implementation etc, cannot do it alone. The entire society must be actively involved.
Further, NCDs come at a high cost to individuals and nation states in terms of human suffering, expensive treatment, and loss of production. It is estimated that the direct and indirect cost of treating NCDs in Guyana is over 10 per cent of the Gross Domestic ProductWhat(GDP).isnoteworthy is the realisation that most cases of chronic NCDs are avoidable, and it is within our individual power to prevent these diseases from affecting our lives.
It is also believed that around 40 per cent of Guyanese are either overweight or obese, and of that number, the majority are women.Health experts say that chronic diseases result largely from bad food choices and low levels of physical activity. Reducing the risk of developing chronic illnesses, including Type 2 Diabetes, cardiovascular diseases and various cancers, is associated with living a healthy lifestyle, which includes such factors as nonsmoking, a healthy diet, regular physical activity, moderate alcohol intake, and a sense of mental well-being.
The idea that Britain’s way of doing a monarchy is the only possible model is nonsense. Ours is the only European monarchy that is also the head of an es tablished church. Partly for that reason, ours is the only one that has an elab orate coronation to mark a new reign. If Liz Truss had been a Swedish polit ical leader, she would have travelled to see the speak er of the Riksdag this week to be appointed as prime minister, not the monarch. Sweden’s king has no role in summoning or dissolv ing parliament either, and he does not give royal as sent to Theselegislation.areamong the many terms and conditions of constitutional monar chy that a grownup coun try might reasonably dis cuss, particularly at the end of a long reign such as Elizabeth’s. The list would certainly include the many forms of royal prerogative powers that are exercised by Britain’s prime minis ter, but which the Johnson era helped to make contro versial.Donot underestimate the upheaval in British life that this dynastic moment will trigger. Elizabeth II spent 70 years as a lowkey but extremely effective unifying force in a nation that is visibly pulling itself apart. Her passing will re move that force, which her heirs cannot assume they will be able to replicate. In its way, this succes sion will be one of the big gest tests to face modern Britain. Of the three witnesses Jones and Witter (the claim ants) intend to call, two of them testified on Monday. They included Opposition parliamentarian and Attorney-at-Law Khemraj Ramjattan and Witter, him self. On the night of December 29, 2021, Members of the A Partnership for National Unity/Alliance For Change (APNU/AFC) had dislodged the Mace from its position
at the House Clerk’s desk and protested in an attempt to prevent the Natural Resource Fund Bill from be ing passed.
At one point in the National Assembly proceed ings, the Speaker’s Personal Assistant was seen latching onto the Mace while lying on the floor in an attempt to se cure it, while the Opposition parliamentarians stood by hurling racial slurs and taunts at him.
In his Affidavit in Defence, Nandlall contended that the claim is an abuse of the court process and with out any legal basis. In light of this, he has urged the court to dismiss the matter. According to the Attorney General, there is no princi ple known to the law, nei ther does the Constitution nor the Standing Orders of the National Assembly re quire that the Mace must be present and in place for Parliament to exercise its constitutional power to make laws for the peace, or

However, the Opposition’s protest and its mounting calls for the Bill to be sent to a Special Select Committee had no effect as the Government passed the Bill.House Speaker Nadir is, however, adamant that the NRF Act was lawful ly passed, noting that a replica Mace was in place. But Justice Singh upheld Nandlall’s objec tions, stopped Witter’s tes timony, and adjourned the trial. The trade unionist will continue his testimony on November 8, while Jones will begin his testimony the next day. Nandlall has asked the Judge to dismiss the challenge.

Mark Gomes, the 38-year-old man who was convict ed of trafficking cocaine in 2018 and sentenced to four years’ imprisonment, was on Monday granted bail on a similar charge.
But there’s still a lot of other colonial history that needs to be rectified. Over in South Africa, there was a young medical doctor by the name of Steve Biko who launched the “Black Consciousness” movement in the late 1960s when he was just in his early 20s. The leaders of the ANC and the PAC were mostly in jail or exiled when the young leader launched his movement in the University based on the ideas of Franz Fanon, the US Black Power Movement and Marcus Garvey. Fanon’s focus on the psychological damage of colonialism reverberated with Biko in apartheid South Africa. In a nutshell, his message amplified and operationalised Marcus Garvey’s: “Emancipate yourselves from mental slavery, none but ourselves can free our minds!”
