21 new COVID-19 cases reported – total number of cases now stand at 5154

he confirmed number of COVID-19 cases in Guyana is now 5154, with the detection of 21 new positive samples during a 24-hour period.

The Health Ministry’s dashboard reflected that the death toll remained at 146 while 4034 persons have made complete recoveries. There are eight persons in the Intensive Care Unit (ICU), 85 persons in institutional isolation, 881 in home isolation and 331 in institutional quarantine.

To date, 2677 males and

2477 females have contracted the virus.

A breakdown shows one new case was detected in Region Three (Essequibo Islands-West Demerara); one in Region Four (Demerara-Mahaica) and 19 in Region Six (East BerbiceCorentyne).

The positive cases in Regions One (Barima-Waini), Two (Pomeroon-Supenaam), Five (Mahaica-Berbice), Seven (Cuyuni-Mazaruni), Eight (Potaro-Siparuni), Nine (Upper Takutu-Upper Essequibo) and 10 (Upper

Demerara-Berbice) remained at 843, 121, 38, 440, 178, 376 and 207 respectively.

It was reported that three persons died from the virus on Sunday: a 29-yearold man from Region Seven, an 89-year-old man from Region Six, and an 88-yearold woman from Region 10.

They succumbed while receiving medical treatment at various medical facilities.

Meanwhile, AstraZeneca announced on Monday that its COVID-19 vaccine was around 90 per cent effec-

tive, cheaper to produce, and there were no issues with distribution. Moreover, 700 million doses could be produced in the first quarter of 2021.

This announcement comes after Pfizer and Moderna said they have achieved 95 per cent effectiveness in the clinical trials of their vaccines. They have applied for emergency authorisation use from the US Food and Drug Administration, and this permission can give the greenlight for December pro-

duction.

During the latest update, Health Minister, Dr Frank Anthony shared his thoughts on this new development, “They (AstraZeneca) have been able to demonstrate that with two doses, they’re reaching at least 70 per cent efficacy, which is a bit short of what Moderna and Pfizer have released…but with AstraZeneca, what they have also noticed with the preliminary data, if you do a small first dose and a larger second dose, the efficacy would go up by 90 per cent.”

AstraZeneca’s vaccine does not require a cold chain, making it easier to use with the existing infrastructure.

He said while it was “promising”, authorities were awaiting more information from the detailed studies.

“There’re probably about 200 candidates for vaccines that are being developed.

Many of them are in the preclinical trial. We have those that are in the clinical trial, with these three having com-

pleted now the third stage.

We’ll see in the next couple weeks and months, more vaccines that will completing the phase three clinical trials, so we will have lots of options to work with,” Dr Anthony explained.

Guyanese are reminded to observe the protocols of the COVID-19 Emergency Measures (No 10), which are in effect until November 31, 2020. This order emphasises, among other things, the need for correct and consistent use of a face mask when leaving home, the importance of maintaining six feet of physical distance from others and the need for good hand hygiene to help reduce the spread of COVID-19.

he People’s Progressive Party (PPP) Government is forging ahead with its plans to revitalise the sugar industry and rehire the sugar workers who were dismissed by the A Partnership for National Unity/Alliance For Change (APNU/AFC) regime.

The process has already commenced with the rehiring of almost 700 sugar workers and the plan is to provide employment for over 3000 workers by the end of 2021.

Acting Field Operation and Research Director at the Guyana Sugar Corporation (GuySuCo), Yudi Persaud at a press conference on Monday related that thus far, 270 workers were rehired at the Rose Hall Estate, with 226 and 194 at Skeldon and Enmore respectively. That brings the total rehired sugar workers to 690 thus far.

The workers were hired at three of the four estates that were shut down by the APNU/ AFC Administration. It is anticipated that another 1400 workers would be hired at Enmore and 1600 at Rose Hall by the end of 2021 according to the Sugar Corporation.

Persaud said that they cannot hire more persons at this point since the Corporation does not have the equipment required to progress with its work.

Back in 2016, the former APNU/AFC closed the Wales Estate, and the following year, shut down the Enmore, Rose Hall and Skeldon Estates, putting over 7000 sugar workers on the breadline. The downsizing of the sugar industry saw only the Uitvlugt, Blairmont and Albion Estates in operation.

The assets from those estates were put in charge of the National Industrial and Commercial Investments Limited (NICIL) Special Purpose Unit for divestment.

When the PPP/C Government came into power back in August, the divestment process was stopped and Sasenarine Singh was appointed as the new Chief

had stated that at all the closed estates, the Special Purpose Unit (SPU) had allowed machinery and the factories to lie still, which resulted in major damages. As such, the onus is now on the Corporation to get those pieces of machinery back in working condition to prepare for the reopening.

The Corporation is eyeing the reopening of Enmore and Rose Hall by 2022. It is expected that Rose Hall factory will be the first to become operational while the Skeldon factory will come back into operation by 2023. The Wales factory will be divested.

In addition to machinery, the cane lands have been abandoned as well, and

Persaud, however, explained that GuySuCo has expended just about $126 million to prepare the estates for reopening. The cost includes the procurement of materials necessary, equipment, contractors among others.

“We managed to till 100 hectares at Rose Hall the first.

It will prepare it to commence planting in 2021. In 2021 we

have commenced the process of acquiring equipment – the acquiring of 44 articulated tilling tractors that would go towards these estates so that they will achieve the tillage programme,” Persaud related.

It is expected that the 44 tractors would cost some $1.6 billion and are expected to be in the country soon.

The reopening of schools

T

he Education Ministry, and, by extension, the Government, has done a remarkable job in the past few weeks in terms of preparations for the partial reopening of schools and for learning to continue for students across the country.

No one should underestimate the level of planning and the kind of resources that are needed to ensure that academic learning continues and students and teachers are safe in these challenging times.

The Education Ministry has managed to open schools for Grades 10, 11 and 12 (fourth, fifth and sixth forms) to allow those students who are older back into school so that they can prepare for their exams. These students have already missed out on months of academic work and this will certainly prove to be a challenge in terms of completing the syllabus.

There are a few who have hastily criticised the Ministry for moving ahead with the partial reopening of schools without offering any proper alternative. However, we believe that Education Minister Priya Manickchand was correct in pointing out that school doors cannot remain closed forever. Learning needs to continue, but certainly with taking all the necessary health precautions very seriously.

We have noted that the Ministry has been very thorough in terms of putting systems in place to prevent persons from contracting the virus. However, like many other countries, no one can guarantee that persons would be free from getting infected.

It could be recalled that prior to the reopening of schools, the Ministry held a number of consultations with the Health Ministry, medical professionals, CXC, head teachers, teachers, the Guyana Teachers’ Union, parents, students and other stakeholders to discuss and consider the relevant issues relating to the pandemic.

Internationally, several countries have reopened schools.

Germany and France announced recently that their schools will remain open while taking the necessary precautions.

Ireland too had decided that schools will remain open despite restrictions being placed on other sectors. Regionally, Jamaica has begun a phased reopening, starting with 17 institutions in nine parishes.

At the moment, it is mandatory for every student, teacher and member of the auxiliary staff to wear face masks in Guyana. Everyone is also being temperature tested before they are allowed entry into the school compound. Students were also supplied with safety kits and are being given the necessary support, etc, to cope with the changing learning environment.

While it is not the ideal situation, the Education Ministry must be commended for the work it has done to ensure learning continues. It should be noted that Guyana is one of the few developing countries in the world that have given this kind of support to students and teachers, in spite of the scarcity of resources.

That said, in light of the changes that are being made due to COVID-19, educators will have to adapt very quickly and ensure that students are not left behind. The failure of students must not be an option, hence the important role of the head teachers, regional education officials, and even parents.

Through effective leadership, coupled with sound management, head teachers and their senior staff must be able to cope with the changes that are being forced upon us in order to effectively transform the performance of students.

Good managers know that planning and organisation are critical to success, and it is important that every school adopts this approach. The best performing schools often have better organised and prepared teachers.

Additionally, the Education Ministry and Government as whole must constantly review its approaches to education delivery and management. Doing so would not only allow for improved results at the national and regional examinations, but it will contribute to churning out competent and capable individuals who can adapt easily to tertiary education or the working environment.

Further, it is clear that parents have a greater role to play in their children’s education. Now that children spend most of their time at home, it is in parents’ interest to monitor their children to ensure that they are gainfully occupied. Parents must not leave their children’s education to teachers and the Education Ministry alone. They must understand that their role is as important as the education administrators.

Is justice delayed, justice denied?

Dear Editor, If the saying, “justice delayed is justice denied,” still stands true, then, in Guyana, one wonders if justice is actually being denied.

How efficient and effective is the Judiciary system can be a daily round table discussion at any forum, be it private or public or personal.

There are two election petitions currently engaging the attention of the court from the last General Election held on March 2, 2020. This matter will come up for trial shortly. One can ponder also on whatever happened to the election petition from 2015 that was never called to trial! There is a lost interest because any engagement will only be for academic purpose, the timeframe is meaningless and the challenging party is back in power. But the fact remains that it was never given a chance for the court

to decide on a decision.

The PPP/C was left in limbo and denied the opportunity of knowing an outcome. Could the result have made a difference if the matter was dealt with expeditiously and promptly? Too late shall forever be the cry and we cannot cry over spilt milk. Then again, was mischief afoot? Was there political interference and intentional deliberations for the action or inaction undertaken? Was there manipulation of the system with questionable motives? For the 2020 election petitions, there has already been a case management recall, the AG made a submission and the issue is now awaiting trial. Does this “early” time factor reflect an improvement in Judiciary expedition or……?

A look at what is happening in the USA is indeed “US in distress.” What a comparison with good, old Guyana!

It has only been just over two weeks and there have been some two dozen court filings against the Biden victory by Trump and his supporters. Guess what? Those matters were already heard by the courts, dealt with and decisions made.

The inundated legal challenges were riddled with incoherent inaccuracies and conspiracies and the petitions were either thrown out, withdrawn, rejected or the appellants lost their cases. The perpetual call by all the Judges ran a ring around “show me the proof.” Lack of evidence and immateriality were the leading and guiding factors to unhesitatingly lay the foundation so that the Judges can come to quick, decisive and unchallenging decisions. Some of the decisions were already appealed and dealt with accordingly, with the original

decisions being upheld.

Is this food for thought and is there a lesson to be learnt? Is there a precedent-setting a standard or is this leading by example? Better yet, how open is Guyana to assimilate the urgent need for improvisation and to follow international patterns? Is Guyana willing to follow such a trend? But, in Guyana, there is always a big “but” and submerged underlying factors do stifle any free breathing space.

Are Guyanese in for another spectacular treat in court drama, or, a tragedy in comedy, or, has the matter lost its essence, or, Guyanese have lost any interest, or, as far as Guyanese are concerned, the matter is a foregone conclusion? Perhaps, time will tell, unless, there is another plan afoot!

The experience of Mr Frank Williams, we must

sadly share, is not a new phenomenon. Many sugar workers and workers generally have and are experiencing similar situations arising from the poor recordkeeping of the NIS. The GAWU, over the years, has continually represented these matters to the Scheme with varying de-

grees of success.

The injustices meted out to many contributors in their golden years after their working life is downright shameful and an indelible stain on the NIS. Our Union, as it has done for many workers who have approached us,

NICIL maintains “Board Note” forged

he National Industrial and Commercial Investments Limited (NICIL) is aggressively maintaining that the “Board Note” that is being circulated by now terminated Chief Executive Officer (CEO) Colvin Heath-London is false and that there are no records to prove that a decision was taken to sublease lands leased by NICIL. The issue of subleased lands came to the fore after Attorney General Anil

Both companies by way of Deed of Assignment subleased the land to a Chinese national of Lot 43 Wellington Street, Georgetown, for just $100.

The State Lands Act of Guyana stipulates that when State lands are leased, the lease must state that the lessee must not part with possession without the consent of the landlord (the State) or shall not assign the interest in the lease without the consent of the landlord.

Nandlall revealed that A-Z Pharmaceuticals and Medical Supplies Equipment Inc, with its address listed as 1321 EE Eccles, East Bank Demerara, and Life 1 Pharms Incorporated listed as Grove, EBD, leased 15 acres of land each at Peters Hall, EBD, from NICIL for 20 years at a rate of US$11,700 per year.

If the lessee acts in contravention of that clause, then the State reserves the right to step in and repossess the lands.

However, in the case of the two agreements at Peters Hall, PNC member and Attorney-at-Law James Bond, in drafting the lease agreements, changed that to state: “the lessee may as-

sign, sublet, grant any licenses or otherwise part with the possession and/or purpose and/or dispose of the whole or any part of the demised property or any building or other erection at any time standing thereon or any right or privilege in relations thereto conferred by this agreement.”

Since then, the police have been called in and an investigation is underway.

Heath-London was arrested as part of the investigation. By way of his attorney, Nigel Hughes, the former CEO said that the late CEO, Horace James, is the one who approved the subleasing of NICIL’s lands.

This accusation, however, was debunked by NICIL on Sunday, which claimed that the document which is currently circulating in the public domain and purports to be part of the minutes of NICIL’s Board Meetings, an official record of NICIL, is fake.

“This unsigned document has been carefully examined by NICIL and it has been concluded that it is neither a document emanating from NICIL nor is it part of the minutes of any Board Meeting of NICIL,” a release from NICIL had stated.

It further stated that NICIL’s Board Meetings are recorded and minuted by the company secretary in a particular style and format and

all such minutes and records are kept by the company secretary.

On Monday, NICIL again released another statement in response to HeathLondon’s legal team releasing receipts of payments made by the Chinese national who subleased the controversial properties. Hughes released an invoice issued

by NICIL for rent addressed to Jianfen Yu (sublessee) for rent for Land Lease Plots A17, A18 and A19 for 2020 and the corresponding receipts.

“In the light of the contention by NICIL that document and decisions contained there were not recorded in any minutes of NICIL we merely invite your attention to the…documents which are attached to this Press Release and inquire whether NICIL was issuing invoices to sub-lessees for rent for documents and decisions it contends it was

unaware of,” the statement read.

However, NICIL is contending that the receipts were drawn up and issued

by NICIL’s Accounts Clerk upon being directly instructed to so do by HeathLondon while he was Chief Executive Officer (Ag) of NICIL in July 2020. The Accounts Clerk has already submitted a statement supporting his contentions to the Guyana Police Force, NICIL informed.

“Additionally, it has not gone unnoticed that the decision contained in the alleged forged ‘Board Note’ is being attributed to Mr Horace James, former Chief Executive Officer of NICIL who is now deceased. It should also be noted that the members of the Board of Directors of NICIL in January 2018 at the time the alleged ‘Board Note’ was created were Dr Maurice Odle, Mr Oswald Barnes, Mr

Berkley Wickham, Ms Sonya Roopnauth, and Mr Joseph Harmon.

“However, only Mr Horace James (deceased), Mr Colvin Heath-London, and Director Joseph Harmon were present as per the alleged “Board Note”. It must be emphasised that in January 2018, neither Mr Horace James (deceased) nor Mr Colvin Heath-London were Directors of NICIL. For all intents and purposes and based on all the records at NICIL duly examined, the meeting from which this purported Board Note allegedly emanated never occurred,” NICIL said on Monday.

NICIL has been taking flak for the leasing of several plots of land at Peters Hall by two companies, A-Z Pharmaceuticals headed by Eddie Doolall, and Life 1 Pharms Incorporated headed by Avalon Jagnanan.

These lands were leased and then flipped for a profit.

ttorney General Anil Nandlall has indicated that there is so much confusion surrounding the sale of lands under the former A Partnership for National Unity/Alliance For Change (APNU/AFC) Government, it may warrant a forensic audit.

The Attorney General was at the time speaking on the sidelines of an event on Monday. In detailing the discoveries made since entering office, Nandlall revealed that titles were given to persons for land that had not even been demarcated.

“These lands, some of them have not yet been identified. But a document is entered into, a Memorandum of Understanding. And a huge sum of money is paid.

And the MoU says the person will get a lease for an unidentified plot of land, for example somewhere in Ogle,” Nandlall related.

“I’ve never seen a transaction like that. State land is either given by permission, by lease or by title.

So, you either pay a purchase price or you a license fee or a rent. Here you have an MoU and a huge sum of money is paid. And the MoU entitles the person who signed it with Lands and Surveys, to get a lease at a future date, for a plot of land yet to be identified.”

He explained that there are the cases where persons received land from the Guyana Lands and Surveys Commission (GL&SC) in the general vicinity of the Ogle bypass road. But according to Nandlall, it is not even clear whether the lands were GL&SC’s to

give. So confusing are the cases that he noted a forensic audit might be required.

“One person received 200 acres of land at Ogle.

And the intention is, the land will abut the highway that is being built from Ogle to Diamond. When you look at the distance, and you look at 200 acres of land, it means that almost two sides of the road are gone. And the road is running between the land,” he added.

“You don’t even know if this land is under the administration of Lands and Surveys. Or whether its GuySuCo (Guyana Sugar Corporation) lands that have gone to NICIL. So, the thing is in a horrible mess.

And it stinks of unaccountability and lack of transparency.”

He said there is another case where land owned by the National Sports Commission (NSC) was among those distributed

by GL&SC. Nandlall observed that according to the State lands Act, the agency should have en-

gaged in a competitive bidding process if more than one person is interested in the land. He noted that the absence of competitive bidding is a predominant feature in these transactions.

“Some of these lands, for example, one portion of land given to someone else by the Lands and Surveys Commission, was not even owned by them and under their administration. It was owned by the National Sports Commission. And given to a businessman, who has sublet it to some food chain outlet, drawing tens of thousands of US dollars in income, per month.”

“We are compiling these cases now. Each file, a legal opinion is being written to. And then we will release some to the public and all will be passed to the police, for SOCU (Special Organised Crime Unit) to investigate. And a forensic audit may have to be commissioned, to understand what went on,” the Attorney General said.

This publication had reported a few days ago that a slew of land transactions done by the GL&SC, which resulted in certificates of titles being issued to persons for lands sold under market value, are currently under review by the Ministry of Legal Affairs.

These cases bear similarities to the distribution of land by another agency, the National Industrial and Commercial Investments Limited (NICIL). Already, a number of persons have been arrested and questioned regarding the sale of land under similar circumstances by NICIL.

It has been revealed that the former APNU/AFC Government vested almost 100 acres of prime State land at Ogle, East Coast Demerara (ECD), to eight different companies. All told, the total value of the lands is some $2.9 billion, but NICIL received only approximately $64 million in payments.

eral plots of land at Peters Hall by two companies, A-Z Pharmaceuticals headed

by Eddie Doolall and Life 1 Pharms Incorporated headed by Avalon Jagnanan.

These lands were leased and then flipped for a profit.

Of interest too is the fact that in both lease agreements, a clause was deliberately modified to state that “the lessee may divest

the land, may part with possession, may assign it to a third-party interest”.

However, Guyana’s State Lands Act stipulates that whenever State lands are leased, the lease agreement must indicate that the lessee “shall not” part with lands (possession) or “shall not” assign the interest in the said agreement without the consent of the State.

Trio charged for $3M armed robbery committed on businessman

hree persons were on Monday arraigned and granted bail by Magistrate Renita Singh when they appeared at the Whim Magistrate’s Court for a $3 million armed robbery committed on a businessman.

Quacy Funt-a-fat, 40, of Annandale, East Coast Demerara (ECD); Afzal Khan, 58, of Chateau Margot, ECD; and Jason Staunton, 32, of Samatta Point, East Bank Demerara (EBD), pleaded not guilty to the charge which stated that on November 20, 2020, at Nauth village, they robbed Deonarine Harripersaud.

However, they were each granted bail in the sum of $250,000 and ordered to lodge their passports. In addition, they are to report to the Brickdam Police Station every Friday.

It was reported that on the day in question, Harripersaud called “Chona” of Nauth village, Corentyne, West Coast Berbice (WCB), went to a bank at Corriverton, Berbice, and withdrew the cash.

the money in his haversack in which he already had a quantity of Suriname Dollars.

Harripersaud told Police that he proceeded to another bank in Corriverton and withdrew another sum of money, and placed it in the same bag and went to conduct business. He said that

he parked his car on the eastern side of the Number 66 Public Road and left the haversack with the money in the front passenger seat but upon returning at about 10:15h he discovered the haversack with the money missing.

It was discovered that the lock on the front passenger’s door was tampered with. The businessman told Police that eyewitnesses told him that a white Allion motor car was parked next to his car, someone came out, went into his car and took the haversack.

Following the robbery, a report was made at the Number 51 Police Station.

Acting on information received, Police went to Liverpool, Corentyne, Berbice, and stopped a white Allion motor car with registration number PYY 4310, at the Liverpool Public Road, Corentyne, Berbice.

The 40-year-old driver of Annandale, East Coast Demerara, and several persons in the car were arrested after a search revealed a grey haversack, which contained a quantity of Guyana and Suriname Dollars, along with the passport and other documents belonging to Harripersaud.

Now FIVE YEARS LATER, the UG mandarins just indignantly asserted that they had the “mandate” for higher education in the land and they’re not brooking any sharing with UWI! But the question is, what did they do about that MANDATE after oil was struck?? And the answer is “not a damned thing!” They left the Guyanese people in the embarrassing position of the fella who’s frantically trying to build a latrine when he just can’t hold it in any longer!! We know what’ll happen, don’t we? And it ain’t pretty.

UG has, therefore, abdicated whatever mandate it had. And since the Ali Administration can’t be twiddling their thumbs if they expect to achieve the ambitious developmental goals they have set for the country, the President made an executive decision for Guyana!! Make available to Guyanese all the programmes UWI offers!

Not so incidentally, the newspapers have been chock-full of ads from foreign universities from England to Australia – and not to mention the degrees offered via Nations -offering Bachelors and Masters in any number of subjects.

Why hadn’t UG complained about their “mandate” being undermined?

The fact of the matter is that UG’s been allowed to run a subsidised monopoly in higher education for far too long.

And like all monopolies, they’ve become fat, bloated and top heavy – with an inordinate percentage of their funding going to the mandarins in charge. They’ve also dumbed down the quality of their graduates by not just reducing their entrance requirements to five CSECs (unlike 3 CAPEs for UWI) but by accepting whatever remedial certification that places like Critchlow Labour College offers! How relevant for Guyana’s developmental needs are the thousands that graduate with International Relations degrees year after year after year?

Our policy can’t just be free quality education from nursery to University.

It must be free QUALITY education.... ....forging Board’s records What could be more reprehensible than trying to make a dead man take the fall for the obscene land scandals at Peters Hall? Especially when the dead man is a former official of NICIL – its CEO even – and is not around any longer to defend his name. He noted that based on reports he received, his now dead cousin might have forgotten to close a window in the bottom flat of the house and it was there the men gained access to the house. “I can’t say who did this but according to what I hear, they were wearing masks.”

Meanwhile, one man suspected to have been involved in the robbery/murder was arrested and is being grilled at the Timehri Police Station.

US$90M Hilton Hotel for McDoom T he Government of Guyana through the Tourism and Commerce Ministry and the Guyana Office for Investment (GO-Invest) signed a Memorandum of Understanding (MoU) with the investor for the US$90 million Hilton Hotel which will be constructed at McDoom, Greater Georgetown.

The investors in the luxury hotel is a joint initiative among 658 Guyana Holdings, GREC Investment Group and TOTALTEC Oilfield Services Guyana Incorporated.

It was recently announced that the 289-room branded hotel will be constructed in the already busy area which is the home to many businesses such as Gafoors, Pritipaul Singh Investment, Guyana Shore Base Inc, Farm Supplies, and Schlumberger. Only last week, Chairman of the Giftland Group, Roy Beepat announced plans to construct a US$100 million Radisson Blu Hotel, which is part of an international chain of hotels in several destinations around the world. According to Beepat, the agreement is already finalised to offer this five-star package to Guyana.

The Government had recently announced that it has received many proposals since August 2, 2020, for hotel development and as such invited all persons with interest in that regard to submit or resubmit their proposals. The Government said it was prepared to offer generous incentives for the development of the hotel and hospitality sector, including fiscal incentives.

In its emergency budget, the ruling People’s Progressive Party/Civic

(PPP/C) outlined several measures to support tourism, including a special incentive package to attract new investments that will result in four new hotels.

The Government noted that in anticipation of both the recovery from the current economic downturn caused by the COVID-19 pandemic and the expanded economic activity from the growing petroleum sector, it is projected that increased hotel development would bring significant employment opportunities and income.

President Irfaan Ali has already said that the Government is looking to have four new branded hotels constructed by the end of his first term in office. The construction of these worldclass hotels is seen as timely for Guyana which has gained worldwide recognition since the discovery of oil from which the country is expected to see major developments across various sectors.

The Guyana Marriott Hotel was officially opened in April 2015. It includes a total of 192 rooms and five suites across nine floors and provided jobs for around 250 people and about 100 indirectly. The US$51 million project was first launched in November 2011.

uyana’s President, Dr Irfaan Ali commenced a three-day official visit to neighbouring Suriname on Monday to mark that country’s 45th independence anniversary and to engage in bilateral talks with Government officials there.

According to a report by Starnieuws, the President’s visit was confirmed by Suriname’s Minister of Foreign Affairs and International Business and International Cooperation, Albert Ramdin.

The Guyanese Head of State and his Surinamese counterpart, Chandrikapersad Santokhi will sign several cooperation agreements after a formal meeting on Tuesday, according to news reports out of Suriname.

The Guyanese Head of State will be the only guest to address the National Assembly in an extraordinary public meeting on Wednesday.

President Ali will also visit Staatsolie, Suriname’s State oil company. According to Starnieuws, the festivities will be held under strict protocol, taking into account COVID-19.

The Surinamese Head of State had visited Guyana back in August for the inauguration of President Ali. In an update on their meeting in August, President Ali had indicated that the engagement be-

CEO of the Sugar Corporation, Sasenarine Singh related that the tractors are tailored to the specific needs of the sugar industry while lamenting on how important it is to ensure that the right equipment is made available to be able to meet production targets and enhance yield. He explained that the brand of tractor is the same that the Corporation has been using for a number of years but it has not been morphed with another company and is being marketed as GAME Equipment tractors.

However, he stressed that those tractors are “sugar specific tractors” and would be put to use to till

the fields in preparation for planting.

“One of the biggest challenges that GuySuCo has been facing for the past five years is that our opportunity days in tillage has moved from about 120 days per year to about 70 days a year now which means that we have to be able to exploit those 70 days 24 hours a day and if we don’t then production would be adversely affected…tilling is everything, if we cannot till, we cannot produce sugar,” the CEO stated.

Under the previous APNU/AFC Government, four of Guyana’s seven estates – Wales, Enmore, Rose Hall and Skeldon – were

closed, resulting in thousands of sugar workers being placed on the breadline.

The PPP had promised on the elections campaign trail to reopen these estates and within weeks of being in office, had taken steps in this direction while also injecting funds to keep the cash-strapped and heavy indebted GuySuCo afloat with the three remaining estates – Albion, Blairmont and Uitvlugt.

During a tour of the estates in Berbice last month, Agriculture Minister Zulfikar Mustapha said Government is hopeful to have the Private Sector on board in reviving the sugar industry to a viable state.

Woman kills brother during argument over undercooked rice by wife

n argument over undercooked rice resulted in a woman stabbing her brother to death at Parika Backdam, East Bank Essequibo (EBE), on Sunday afternoon.

The police said that 20-year-old Alex Morgow of Parika Backdam was stabbed once to his left side chest and died almost immediately. The suspect, his 31-year-old sister Lashena Margow, remains in custody as the investigation is progressing and charges are expected to be brought against her soon.

According to information received, the incident occurred just about 17:45h on Sunday while the young man and his 36-year-old reputed wife Joyann Atkinson were involved in a physical altercation over the food she prepared.

Investigators said that the dead man pushed Atkinson to the ground and began slapping and kicking

her in the presence of his sister. This resulted in an altercation between the siblings and it was then the sister ran to the kitchen, armed herself with a knife and rushed back to her brother as the argument continued.

Eventually, she dealt him the fatal stab. He was pronounced dead on arrival at the Leonora Cottage Hospital after he was rushed there.

Guyana Times visited the Parika Backdam area on Monday and residents related that the couple lived deep in the farmlands and access to their home would have been a futile task since no one was there. However, this publication caught up with Atkinson who was on her way to a friend’s home in the village.

“He been angry with me because he been working and I cook for he but he tell me ‘like this is the rice you cook for me.’ I tell he ‘yeah what happen to it’ and he tell me ‘must feel it’ because the rice been little hard.

Then he come up to me and he chuck me and he cuff me pon me hand and that was it between me and he,” she recounted. He reportedly accused her of consuming alcohol.

The woman said following the confrontation, her

sister-in-law, who was in the lower flat of the house, confronted her brother. She reportedly told him that his wife was not consuming alcohol and that he should not be angry.

This further incensed the young man, who then told his sister to stay out of his “business”.

“But with the alcohol she still continue fuh argue with he and then he and she start.

She chuck he and when she chuck he, he push she back because he don’t want fuh hit she because is he sister.

Then she and he had it out and he forget about me because she and he arguing,” the wife added.

Further, she related that his sister pushed him out of the verandah and as he was making his way back in the house, she dealt him the fatal blow. After receiving the stab wound, he reportedly fell down the stairs and into the mud, where he died.

Atkinson stated that his sister was left in a state of shock and disbelief. The aggrieved wife noted that she went to the residential area to get assistance but it was too late. The police were summoned and upon arriv-

The grieving woman said that her sister-in-law lived with them while adding that her children would visit from time to time since she and her husband separated.

The couple has been together for the past year but has no children together.

They both came from Region One (Barima-Waini).

When asked about whether the now dead man would repeatedly abuse her, Atkinson told the publica-

tion that there were “ups and downs” and that she was never severely abused rather he would “slap me but never beat me bad…he does only slap me when he angry.”

She described her husband as a loving individual who took care of her. She noted that all her relatives are in Region One and she would now have to stay with friends and find a job until she can become financially stable to begin fending for herself.

Arrangements are currently being worked out to have the dead man’s body transported to Region One, where he will be laid to rest.

CAL now offers flights between Guyana and Cuba

aribbean Airlines (CAL) has announced the commencement of operations between the Cheddi Jagan International Airport and Jose Marti International in Havana Cuba. This operation started on November 21 and flights are being scheduled on a weekly basis.

raffic Chief Ramesh Ashram on Monday disclosed that fatal accidents in Guyana for the year thus far have increased by a whopping 37 per cent when compared to the same time in 2019.

The statistics were revealed during the launch of National Road Safety Week, under the theme: “Stop Speeding; Don’t Drink and Drive. Stay Alive.”

“When we look at the comparison of last year and this year to date, we see clearly that there is a increase in fatal accidents,” Senior Superintendent Ashram noted.

For the year 2020, there were 115 accidents, resulting in 125 deaths. From the fatalities, five were children.

he Guyana Police Force (GPF) has issued wanted bulletins for the two inmates who escaped from the Lusignan Prison Holding Bay, East Coast Demerara (ECD), on Saturday last.

The two men - Donald Baird, 40, of Lot 22 Hardina Street, Wortmanville, Georgetown, and Phillip Jhagroo, 46, of Lot B 3 Goed Intent, Leguan, Region Three (Essequibo IslandsWest Demerara) - are wanted by the police for armed robbery, murder and the escaping from lawful custody.

It was reported that on the day in question, the two men escaped between 01:28h and 01:48h but the Officer in Charge, Superintendent Alstan Scott reported them missing until 5:20h.

He said under the previous Government, many of the units were malfunctioning. As such, the PPP/C Administration does not want to return to that “chaos and lawlessness”.

“One of the major initiatives that we are working on currently is to ensure that throughout Georgetown, our traffic lights are up, running and functioning well to allow for controlled flow of vehicular traffic and also to allow for safe movement of pedestrians while crossing major intersections,” the Minister indicated.

He noted that there have been many instances of theft, whereby persons have sought to remove the solar panels from these traffic lights. The Guyana Police Force has been asked to assist the Ministry in curbing this dilemma.

Sarah Johanna squatters refuse Govt’s assistance to relocate – owner of lands threatens legal action

ome squatters at Sarah Johanna, East Bank Demerara (EBD), who are illegally occupying approximately four acres of private lands, are refusing Government’s assistance to relocate.

On Sunday, Attorney General and Legal Affairs Minister Anil Nandlall and Public Affairs Minister Kwame McCoy visited the area where they held a meeting with the aggrieved residents.

The Attorney General informed the squatters that the Government will not intervene in the matter as it is a transported property owned by Rafiek Baksh. He further informed them that the Constitution of Guyana protects the owner’s private property and there is nothing the Government can do, but to move the squatters to another location.

According to Nandlall, there is currently a dispute in the area involving 24 families who are squatting on the private property. He said that the Government through the Housing Ministry has offered house lots to these persons but some have refused the offer.

“Unfortunately, they are not all in agreement. The Government remains ready to relocate the squatters once they are prepared to be relocated and we have that offer open,” Nandlall noted.

The information of those who are willing to accept the Government’s offer was documented. According to the Attorney General, it is now left up to the owner of the land to consult with his lawyers to seek legal intervention to resolve the dispute.

The power of attorney of the landowner was present at all meetings between the Ministers and the residents during which the transport for the disputed property was presented. But the squatters are refusing to remove on the basis that they have been living there for years.

In late October, the issue between the squatters and the landowner had escalated. There was a standoff in the form of a protest between the squatters and the private land developer who had taken heavy-duty equipment in an attempt to block the main drainage canal as well as excavate a farm on which one of the

As a result, a team comprising of Nandlall, McCoy, and Minister within the Housing and Water Ministry, Susan Rodrigues as well as officials from the Guyana Lands and Surveys Commission (GL&SC) met with both the squatters and private developer.

The Attorney General had told this publication that both sides had come to an agreement for the State to take certain actions whereby the GL&SC would conduct an occupation survey of the persons on the land and identify the parameters for the land cov-

ered by the transport in possession of the developer.

“I made it very clear that the Government is simply attempting to mediate and will assist in bringing a resolution if one is possible. I further made it clear that squatting is wrong and the Government will not encourage or countenance squatting. I emphasised that property – both owned by the State and owned by private individuals must be respected and the Government will not take sides.”

“Certainly, the Government will not facilitate private property being

unlawfully taken by squatters except if the squatting satisfies the legal requirement to confer the squatter with ownership by prescription,” Nandlall had pointed out.

According to the Attorney General, most of those persons on the back half are clearly squatters who have not been there for 12 years so they would not have acquired prescriptive titles.

The Attorney General had clarified that there are two portions of land at Sarah Johanna owned by two different individuals.

The front half of the land

– which extends from the public road – contains occupants who have been there for over 20 years.

Many of these persons have filed for prescriptive titles in the land court.

According to Nandlall, who had represented these persons while practicing privately, while some of those persons have already been granted and received their transport from the court, the other proceedings are pending.

He added that in some other instances, residents had entered into agreements of sale for plots of land from the owner and those transactions are being dealt with. However, the portion of land at the back part of Sarah Johanna is what is under dispute, Nandlall had explained.

He noted that this portion of land is currently owned by Baksh, who has appointed Abdool Azim as his power of attorney.

Azim was present at all the meetings held between the Government officials and the squatters. During her visit there, Minister Rodrigues took the opportunity to register the squatters for house lots.

42 businesses issued warning for breach of COVID-19 guidelines – NCTFS

he Health Ministry and the National COVID-19 Task Force Secretariat (NCTFS) have sought to inform the Private Sector Commission (PSC) that some 42 businesses have been issued warnings for breaching the national measures.

This came after the Private Sector body came to the defence of Palm Court after the business was found

operating in violation, calling out the Task Force for biasness and ‘discrimination’.

Palm Court, a popular nightspot on Main Street, was given a final warning, and the official correspondence sent specified that legal sanctions could be taken, including having its licence revoked. This final warning, the Secretariat said, was also issued to 20 other businesses that were operating

outside the requisite guidelines.

“The NCTFS has thus far sent first letters of warning to a total of 42 businesses regarding breaches of COVID-19 Guidelines.

Among those 42, a total of 20 of them have been issued with final warning letters for continued breaches,” the statement indicated.

While being accused of leaking the warning letter to the media, the NCTFS told the Commission that it did not disclose any such documents to the media, especially in regards to the ones issued to Palm Court Restaurant and Bar. It went on to say the PSC played an important role in the operation of the Task Force, and this matter could have been resolved “mutually”.

“This will continue to be the modus operandi of the Ministry and the Task Force regarding the issuance of such correspondence…The PSC plays a vital role as

part of the Task Force and the Ministry believes that the matter concerning the Palm Court Restaurant and Bar could be resolved mutually and collaboratively as done by other businesses that were written to,” the NCTFS said.

The PSC has been encouraged against taking any decision to withdraw from the Task Force, as the Government of Guyana has

purposely chosen an inclusive approach, especially in the face of the ongoing national COVID-19 response.

It has been reported that Palm Court has denied breaching any of the measures, while stating that it supported the work of authorities in preventing the further spread of the coronavirus.

These emergency measures are made pursuant

to paragraphs (1) and (2) (b) of the Direction by the President, given under the Public Health Ordinance, Cap 145, and published in the Gazette, Legal Supplement – B, March 16, 2020.

The Government concluded that it made a rapid assessment of the response to the COVID-19 pandemic and found that it was fragmented and incapable of administering the public health, economic, and social measures needed to keep the population safe. The Order noted that the current measures are extended to allow for further assessments and consultations to develop updated protocols to aid in the combating of the COVID-19 spread.

For social and entertainment spots, it specifies that there should be strict social distancing and persons must take precautions. This is especially important in an indoor setting.

Shortage of staff, other factors blamed for recent prison breaks – Prisons Director ...says staff recruitment, upgrades to all three prisons underway

irector of Prisons Gladwin Samuels is of the view that staff shortage is a factor in the repeat prison breaks from the Lusignan Prison; but efforts are underway to remedy this, including the recruitment of more staff and the expansion of the prison.

Samuels made this disclosure on Monday when he was quizzed by the media about the increase in prison escapees from the Lusignan penitentiary. While he assured that this is not an excuse, Samuels revealed that they were below the recommended staff to prisoner ratio during previous escapes.

“If you look at a population of 500 prisoners, really you should have more than 25 staff on duty. On the night in question [the recent escape] it was thirty per cent of that… I’m not saying that as an excuse.

We still have to make best use with the resources we have, to ensure that this nation is safe,” the Prisons Director explained.

“There are a number of issues that would affect the number of staff available to work at the prison. You have persons who have to be given off-duty. They may have to report sick. Several times you may have prisoners in hospital. We have to provide staff to oversee them,” he added.

He noted that all these factors, coupled with already reduced staff, have contributed to the shortfall.

However, Samuels assured that efforts are being made to address the problem,

with the recruitment of additional staff to adequately complement the workforce.

“That is why, through the Ministry of Home Affairs, we have received the green light to recruit 28 recruits, who we have commenced training with. We have also been given directives for how we can add to our staffing. Those recommendations are being looked at.”

Added to this, the Lusignan Prison is expected to be expanded soon.

Samuels explained that a new facility is currently being designed and the contract to construct it will hopefully be awarded by the end of the year. Work is also being done at the other prisons.

“The Mazaruni Prison is currently being expanded. Phase one of that project should be completed and ready for use by January,

latest February of 2021.

That will see the capacity increase by 200. Work is also ongoing [at the Camp Street Prison] and hopefully, the cell blocks will be [included in] budgetary allocations come 2021.”

“Further to that, a decision was taken for [a building to be constructed] at Lusignan [Prison]. This is currently in the design stage. Hopefully, before the end of this year, that contract should be awarded and we will see a facility being built there with an average capacity of 1000 prisoners,” Samuels explained.

female passenger of Coverden, East Bank Demerara (EBD) was admitted a patient in the Intensive Care Unit (ICU) of the Georgetown Public Hospital following an accident along the Linden- Soesdyke Highway on Sunday evening. The female passenger was identity as 23-year-old Aaliyah Norton.

However, at the time of the accident, the injured woman, along with two others, was travelling in a taxi when the driver reportedly lost control and ended up in a trench in the vicinity of First Hill, LindenSoesdyke Highway, EBD. The car was being driven by 23-year-old Kurt Daniels of Second Street, Sandville, Kuru Kururu, LindenSoesdyke Highway.

Based on reports re-

ceived, the motor car was travelling along the roadway when it is alleged that an unknown motor vehicle which was proceeding in the opposite direction overtook another vehicle and ended up in its path.

Upon realising that the motor vehicle was coming towards him at a fast pace, Daniels reportedly swerved to avoid a collision, but, in the process, his right rear tyre blew out, causing him to lose control. The vehicle reportedly toppled several times before ending up in the trench.

As a result, the female passenger who was seated in the back seat of the car sustained injuries to her head and was pulled from the wreckage in an unconscious state. She was taken to the Georgetown Public Hospital.

Her condition is regarded as critical. Meanwhile, Jermaine Daniels, the brother of the taxi driver, told Guyana Times that his brother was heading to the Linden- Soesdyke Highway Junction when the accident occurred.

He noted that based on reports he received, his brother might have swerved from hitting another car which was overtaking another vehicle. He noted that the other two occupants of the car escaped unhurt.

“The other girl who was in the back seat like she drink some water and so after the car ended up in the trench, but we hear that she coming around,” the brother stated.

An investigation has been launched into the accident.

Former national cyclist gets High Court bail on gun charges

igh Court Judge Navindra Singh on Thursday last, granted former national cyclist Hamzah Eastman bail on gun-related charges.

Eastman was initially charged with the offences on November 10, 2020, when he appeared before city Magistrate Leron Daly.

The Magistrate, however, refused to grant bail and remanded him to prison.

As such, Eastman’s lawyer, Bernard DaSilva, made an application at the High Court for his client to be released on pre-trial liberty.

According to the initial charge, on November 7, 2020, at Cane View Avenue, Roxanne Burnham Gardens, Eastman had a .32 revolver in his possession when he was not the holder of a firearm licence.

It was further alleged that on the same day and location, he had four live rounds of .32 ammunition in his possession without being the holder of a firearm licence. He had pleaded not guilty to both allegations.

According to the facts submitted by Eastman’s lawyer, on the day in question, his client was standing on the roadway with a group of friends when a police vehicle drove past them.

The lawyer added that the vehicle stopped and reversed. DaSilva said that on seeing this, Eastman’s friends ran away, leaving

him behind. The lawyer added that the police ranks combed the scene and picked up what appeared to be a gun not too far from where his client was standing.

According to the defence counsel, his client was unable to provide the police with the accurate identity and place of abode of his friends. He said that Eastman provided them with nicknames which resulted in the police being upset and accusing him of covering for his friends.

The lawyer claimed that the police told his client he would have to “own up to the gun.” DaSilva urged Justice Singh to admit his client to bail because there is a likeli-

hood, he may not get a trial within a reasonable time as the police are still conducting investigations.

Added to that, the lawyer said that given the inhumane and unhygienic conditions at the prison, his client is at risk of contracting the deadly COVID-19. The lawyer further submitted that based on the nature and complexities of the investigations, there is a strong likelihood of the trial date being delayed.

“This delay can be considered unfair, thereby denying the defendant of a fair hearing within a reasonable time. Article 144 of the Constitution is being relied upon,” DaSilva noted.

The lawyer added that his client is aptly entitled to rely on the presumption of innocence at this stage of proceedings. “At this stage of proceedings, it is nothing more than a mere allegation albeit a serious allegation, and this charge is yet to be proven.”

He said that Eastman is by no means a flight risk.

According to the defence counsel, since his client’s incarceration, there has been a continuous economic loss to his family since he is the sole breadwinner in light of the restrictions caused by the COVID-19.

Eastman will make his next court appearance on November 27, 2020, before Magistrate Daly.

Several corrupt prison officers sent packing A

ssisting inmates to smuggle contraband and other corrupt practices at the penitentiaries have resulted in the dismissal of several prison officers.

This revelation was made by Home Affairs Minister Robeson Benn during an interview with the media on Monday, after he was questioned about the frequent jailbreaks – the latest being on Saturday where two murder accused escaped from the Lusignan Holding Bay. Benn shared concerns over the level of corruption among prison officers and inmates, which he related has resulted in frequent checks. In most cases, contraband is being smuggled into the prisons.

“The issues of people escaping from the prisons has to do with poor administrative issues at the prison.

There is corruption at the level of the prison officers.

We have been firing prison officers for smuggling ganja,

rum, vodka, whiskey, cigarette. There are issues of them making knives there, and so searches have to be conducted,” he explained.

During previous checks at the penitentiaries, improvised weapons, cell phones, alcohol and other illegal items were found and seized. In July, the

confiscation of contraband led an inmate to set fire to the Lusignan Prison, East Coast Demerara – burning the entire structure to the ground.

Earlier this month, two prison officers were arrested after a search unearthed 894 grams of marijuana at the Lusignan Prison Barracks. The police said that a search was conducted at the Prison Barracks housed at the Cecil Kilkenny Training College.

A black plastic bag was unearthed in a cupboard hidden under a sink and it was opened in the presence of the two prison officers and two large transparent ziplock bags of cannabis were found within.

One of the officers, 34-year-old Quincy Jemmott of Schoonord, West Bank Demerara (WBD), pleaded not guilty to the charge and was granted bail.

Contraband smuggling has been a perennial problem within the local prison system, and this is com-

pounded by the fact that both prison wardens and police officers are facilitating the illegal trade, which is said to be “big business”.

In October, four prison officers were arrested after they smuggled a bottle of rum and a pack of cigarettes into the Lusignan Prison the weekend prior. These officers were subsequently charged and interdicted from duty. Furthermore, five other prison officers were relieved of duty back in July after they were implicated in an incident wherein a parcel containing cannabis had been thrown into the Lusignan Prison Holding Bay area.

While the authorities have been struggling to curb the illegal practice, there has been a breakthrough in the apparent network among rogue officers.

ing in cockfighting and were placed on bail to make their court appearance before the end of the week.

Based on reports gathered, the men were arrested for both hosting and attending a social activity in breach of the COVID-19 emergency measures gazetted.

The Public Health Ministry issued wide-sweeping restrictions and a national curfew to slow the spread of the novel coronavirus.

However, on Sunday ranks of the Guyana Police Force (GPF) visited the home of Dextroy Melville, where a cockfighting activity was being held.

It was during that time, Melville, 31, of Bora Street Rose Hall Town, was arrested for hosting a social activity while Lloyd Murray, 36,

of David Street, Rose Hall Town; Wilfred Mann, 32, of Rose Hall Town; Brandon Patiraj, 19, of Boundyard Port Maurant; Jamal Brush, 27, of Mati Street Rose Hall; David Singh, 51, of Whim, Corentyne; Saaheed Seetaram, 20, of Rose Hall Town and Kevin Deheart, 22, of Port Mourant were all arrested for attending a social activity.

The men were all placed on bail and are expected to make an appearance before the Albion Magistrate’s Court today.

lmost one week after 15-year-old Rockey Sawh was shot and killed by his best friend at close range, his family is dissatisfied with the manner in which the authorities are dealing with the matter.

The teenager was accidentally shot to the head by the suspect, thus resulting in him suffering severe brain damage. He died a few hours after receiving the gunshot injury.

However, in an interview with Guyana Times on Monday, the dead teen’s mother, Amrita Panday vented her frustration at the slothfulness of the police in dealing with the investigation. What is even more surprising, the distressed mother added, was the fact that the teen who killed her son was granted bail.

The teen was granted bail on Friday after he appeared before a city Magistrate.

Nevertheless, the woman is holding out that the police are yet to inform her and family members of what really transpired on the fateful night when her son went on a sleepover.

“When I saw it on my phone last night, I broke down in tears because nobody called and say nothing to me, I just see it on the Facebook that the boy is getting $100,000 bail. This is really wrong because I am not hearing nothing from these people. If you ask question, they are not talking you,” the woman said.

Panday said she made several visits to the police station during the investigations and the officers ignored her.

“When I was talking to them [the police], they were walking away like you don’t

exist, and like my son Rockey was never here. The people [family of the suspect] took a lawyer from the beginning … then they had something to say with my son’s death because they don’t know what it is and they done jump to lawyer,” the grieving mother recalled.

The dead teen’s mother stated that the parents of the teen who committed the act to date have not reached out to them to offer their condolences. “They did not even show any remorse or sympathy,” the woman added.

She said given that the two boys shared such a strong bond, she had expected the family to at least reach out to her family.

“I wasn’t supposed to be seeing my son like that. I actually supposed to be seeing him go out in a long pants to school, but instead I saw my son lie down in a black down pants, going his way,” she said.

The woman demanded justice for her son but at the same time, she needs answers.

Meanwhile, Police said that Sawh and his 16-yearold best friend had just finished a meal on Wednesday evening last when the teen suspect breached the lock of a secured wardrobe where a licensed .32 Taurus pistol owned by his father was secured.

After retrieving the gun, the teen showed it to Sawh and accidentally pulled the trigger.

As a result, Sawh was shot to the right side of his head and fell to the ground. He was taken to the Georgetown Public Hospital, where he was admitted in serious condition. He died at about 17:00h on Wednesday.

hirty persons in the Amerindian village of Siparuta were tested positive with the novel coronavirus (COVID-19), according to Toshao of Orealla/ Siparuta, Carl Peneux.

In addition, he noted that an elderly man has also perished from the virus and as such, the Council is contemplating a lockdown of both Orealla and Siparuta.

Among the 30 who were tested positive is a pregnant woman along with two persons from Siparuta who were admitted in the

Intensive Care Unit (ICU) at the Georgetown Public Hospital.

During a virtual press conference on Monday, Regional Chairman David Armogan confirmed that 16 positive cases were recorded as of Sunday at Siparuta but the Toshao stated that an additional 14 others tested positive on Monday.

This led to a widespread testing exercise which has resulted in a shortage of testing kits.

However, Armogan stated that Region Six (East Berbice-Corentyne) now has 152 confirmed cases of the virus.

The Chairman further revealed that a child who was feeling unwell was taken to the Amerindian Hostel at Corriverton and then to the Skeldon Hospital where she was tested for the novel coronavirus. The results of the test came back positive.

On the other hand, the Toshao related that 39 tests were done in the village but sixteen came back positive.

lage on the Suriname side of the Corentyne River) to do business and some of them were being assisted by the Suriname Police to go over to the country to purchase Parbo Bier,” Peneux disclosed.

Expressing concern at persons crossing the Guyana-Suriname border illegally, Peneux said the village only has three police officers and appealed for enforcement.

“We are having a problem with people adhering to the national restrictions,”

Peneux said.

Meanwhile, the Village Council met on Saturday to discuss the issue and according to Peneux, one of the recommendations made was to lock down the two villages.

However, he noted that measures have already been put in place to reduce the spread of the virus.

“We have decided that nobody from Orealla should go to Siparuta and nobody from Siparuta must come to Orealla.”

Peneux further explained that a gate will be constructed at the bridge which is across the Tarakully River which separates the two villages. A police officer was reportedly expected to be placed at the gate to prevent persons from entering either village.

Meanwhile, as testing continues, 73 samples were sent for testing. Armogan stated that testing is continuing at both Orealla and Siparuta.

“We are working now with the National Task Force and with the CDC because if you are locking down these areas, we would have to take in food supplies and other supplies that they would need.”

Meanwhile, the Chairman pointed out that New Amsterdam is now a COVID-19 hotspot as several cases have been recorded in the town.

“We are doing more testing there and also we have a few cases in the Angoy’s Avenue area. These are the hotspot areas. We also have

to look at East Canje because we have a few cases there too.”

Asked whether any consideration is being made of putting the Region on a lockdown, Armogan said it is not being considered at this time.

Minister of Health, Dr Frank Anthony on Monday stated that a team was dispatched to the two riverine communities along the Corentyne River and met with the Village Council in an effort to assist them to understand the precautionary measures that should be taken.

Linden hire car drivers protest relocation

ire car drivers who ply the Linden to Georgetown route on Monday took to the streets in the form of a peaceful protest against a decision taken by the Linden Mayor and Town Council (LM&TC) to relocate their parking area.

The Council recently made the decision to have the drivers return to the designated park located at the Georgetown bus park which also caters for minibuses.

The drivers have been back and forth between Mackenzie Water Front and the Georgetown bus park for years as they noted that they find the designated

Police Division recently hosted a consultation with hire car drivers regarding the decision, however, drivers were agitated when they turned up to the riverfront on Sunday to find that a sign prohibiting parking was painted.

On Monday, some of the drivers told this publication that they were unaware of the consultation which was allegedly held while others opined that the consultation was held with taxi drivers who operate within the confines of Linden.

According to the drivers, the revenue has increased over the years but there seem to be no benefits.

As such, they called on the municipality to have better facilities to accommodate them.

“We does already pay a high revenue. Ok, you putting us in the park, we need proper facilities - toilet, all of these kinds of stuff and none of these things aren’t being met. How can we deal with something like that?

The only concern they have is the revenue. They don’t

have no other concern,” a driver stressed.

According to the drivers, the riverfront location is ideal, given the close proximity to the market and ferry services.

“From the ferry service, you need transportation.

From the market, you need transportation at a convenient location. You taking us from a very convenient location that serving the public and putting us in an inconvenient location. Come on man, that doesn’t make any sense. We want a designated area that we will know that well, this is taxis working here. We don’t want to be in a park with buses that we’re having conflicts with all the time,” a driver related.

One of the protesting drivers also explained that when events are hosted at the Georgetown park, they are forced to relocate to the park which they are presently forbidden from using.

This, he noted, is very frustrating and confusing.

“You putting we in deh saying you want order, and when it get activity you ain’t

telling we nothing and we got to stay outside. That ain’t make sense. Is bullying. It’s like you telling me I got to do what you say at all times,” a driver noted.

The drivers also called on the Mayor to look into their plight.

“The Mayor need to do something better. She get citizens out here being inconvenienced because of her actions,” a driver stated.

At the time of the protest, representatives of the car and minibus association in Linden met with the Mayor at the Council.

Arrindell noted that during the meeting, concerns were raised and the two sides explored several possibilities to address the situation.

She noted that a number of suggestions were made as it relates to proper utilisation of the park.

She said the decision to relocate was not accepted by the Association’s President, however, some drivers have agreed to see how the system will work.

The Mayor further stated that the designated park has seen some developments including security at the entrance and exit.

She reiterated that the decision was made as a means of bringing order to the park systems in the community and to reduce congestion on the main thoroughfares.

Guatemala suspends budget ratification after attack on Congress

uatemala has suspended the final ratification process for the 2021 budget after its approval by lawmakers sparked violent protests at the weekend and attacks on the legislature, the President of the Congress of Guatemala, Allan Rodriguez, has said.

Congressional leaders met on Sunday to discuss the budget, which included cuts to spending on health, education and human rights, and an increase in public debt.

“In order to maintain the governability of the country and social peace, we’ve agreed to suspend the process of approving the revenue and spending plans for the 2021 budget,” Rodriguez said on congressional social media on Monday.

The budget had been due to go to President Alejandro Giammattei to be signed off, but on Saturday demonstrators set fire to Congress in

upermarket chain Carrefour Brasil’s share price plummeted six per cent in afternoon trading on Monday after the death of a Black man beaten by security guards last week at one of its Brazil stores, igniting protests due to resume later in the day.

Shares in the Brazilian chain, the local unit of France’s Carrefour, were the biggest losers on Brazil’s Bovespa benchmark stock exchange index, which was

up about one per cent overall in afternoon trading.

A Carrefour Brasil spokesman declined to immediately comment on the fall in share price.

Some protesters have called for a boycott of the chain after a graphic video circulated on social media showing two security guards punching and pinning to the ground 40-year-old João Alberto Silveira Freitas on Thursday night. The two guards have been arrested.

The killing sparked Black Lives Matter protests in major Brazilian cities on Friday, with more than 1000 demonstrators gathering at the store in the city of Porto Alegre where the incident took place. Some of the protesters rioted, destroying windows and vehicles, and setting fires.

Carrefour’s global Chairman and Chief Executive Officer (CEO), Alexandre Bompard said late on Friday that the images of the beating were “unbearable” and he condemned racism and violence.

Trinidad: Ex-politician sues Journalist for libel F

ormer political leader of the Progressive Empowerment Party, Phillip Edward Alexander has sued Journalist Kejan Haynes for allegedly calling him a racist.

In a defamation claim filed last week, Alexander is seeking damages for defamation, aggravated and/ or exemplary damages and costs.

Alexander, founder of the Citizens Union of TT lobby group, alleges that Haynes posted on his Twitter account that Alexander was racist, condoned racism, was a conduit for extensive rac-

ist statements on his own social media account on Facebook and promoted racism there.

Alexander is represented by Attorney Matthew Gayle.

His defamation claim alleges innuendo and sets out the particulars against Haynes, alleging that the tweets have been widely seen by an unquantifiable number of people since June 25, 2018.

It also says the alleged defamatory statement was “palpably false and untrue,” and Alexander was entitled to compensation.

He also alleged improper motive and malice on

Haynes’s part.

Alexander also claims to have suffered “loss, damage and injury to his reputation” and said he has been “brought into odium and contempt.” He also claims his reputation as a political leader, politician, activist and campaigner for social justice and against racism has been reduced and impeded by the alleged defamatory statement.

He is also asking the court to restrain Haynes from making defamatory statements against him.

il prices extended their gains on Monday as traders were optimistic about a recovery in crude demand thanks to successful coronavirus vaccine trials, but price gains were contained by renewed lockdowns in several countries.

Sentiment was also bolstered by hopes that the Organisation of the Petroleum Exporting Countries (OPEC), Russia and other producers, a group known as OPEC+, will keep crude output in check.

Brent crude futures rose 17 cents, or 0.4 per cent, to US$45.13 a barrel by 0039 GMT while US West Texas Intermediate crude gained 4 cents, or 0.1 per cent, to US$42.46 a barrel. Both benchmarks had increased by 5 per cent last week.

“Positive sentiment continues to be driven by the recent good news about the efficacy of coronavirus vaccines in development and the expectation that the OPEC+ meeting at the end of this month could see the group extend current cuts by 3-6 months,” said Stephen Innes, Chief Global Markets Strategist at Axi. US healthcare workers and others recommended that the nation’s first COVID-19 inoculations could start getting shots within a day or two of regulatory consent next month, a top official of the Government’s vaccine development effort said on Sunday.

Dr Moncef Slaoui, Chief Scientific Adviser for “Operation Warp Speed”, said the US Food and Drug Administration (FDA) would likely grant approval in midDecember for distribution of the vaccine produced by Pfizer Inc and German partner BioNTech, launching the largest inoculation campaign in US history.

Elsewhere, OPEC+, which meets on Nov 30 and Dec 1, is looking at options to delay by at least three months from January the tapering of their 7.7 million barrel per day (bpd) cuts by around 2 million bpd.

Congo warlord sentenced to life for war crimes

military court handed a life sentence on Monday to militia commander Ntabo Ntaberi Sheka for war crimes including murder, sexual slavery and child soldier recruitment in the Democratic Republic of Congo.

The two-year trial involving more than 300 victims is a landmark for Congolese justice, rights groups and the United Nations said.

Authorities first issued a warrant for Sheka’s arrest in January 2011 but he remained at large until 2017, when he surrendered to UN peacekeepers.

Sheka and Séraphin Zitonda, a commander from another militia, received life sentences at the trial in the city of Goma for crimes committed in Congo’s eastern province of North Kivu between 2010 and 2014.

The men were found guilty of orchestrating raids on villages in Walikale territory in mid-2010 where 380 men, women and children

were raped, and 287 killed.

“We salute the courage of the victims, who have continued to testify despite the threats,” said Yuma Fatuma Kahindo, a lawyer representing the group of victims.

Daniele Perissi, a representative of TRIAL International, a charity that fights impunity for international crimes, said the authorities had proved they are capable of taking on “an incredibly complex case” from a legal and security point of view.

A successor to Sheka’s militia, the NDC-Renove, was one of the largest armed groups in the east of the country in recent years and seen as having close ties with the national army until it split and turned on itself in July.

onald Trump has accepted a formal US transition should begin for President-elect Joe Biden to take office.

The President said the federal agency overseeing the handover must "do what needs to be done", even as he vowed to keep contesting his election defeat.

The General Services Administration (GSA) said it was acknowledging Biden as the "apparent winner".

It came as Biden's victory in the state of Michigan was officially certified, a major blow to Trump.

Saudi Arabia denies meeting between MBS and Israeli officials

audi Arabia’s Foreign Minister has denied reports that a meeting took place between Crown Prince Mohammed bin Salman and Israeli officials on Sunday.

“I have seen press reports about a purported meeting between HRH the Crown Prince and Israeli officials during the recent visit by @SecPompeo.

No such meeting occurred.

The only officials present were American and Saudi,” Prince Faisal bin Farhan Al Saud

wrote on Twitter on Monday.

Israeli media reported earlier that Prime Minister Benjamin Netanyahu held secret talks in Saudi Arabia on Sunday with Crown Prince Mohammed, also known as MBS. The reports by Israeli public broadcaster Kan and other outlets came weeks after Israel reached deals to establish relations with the United Arab Emirates, Bahrain and Sudan.

The deals were brokered by

the Administration of United States President Donald Trump, who leaves office in less than two months.

There has been widespread speculation, within Israel and the US, that Washington may push for other Arab states to follow suit before Presidentelect Joe Biden is sworn in.

US Secretary of State Mike Pompeo, who was in Israel last week, was also at the reported talks, according to Kan’s diplomatic correspondent.

Pompeo has confirmed he was in Neom on the Red Sea as part of a Middle East Tour and met MBS. Netanyahu’s office, US State Department and the US Embassy to Israel had not commented on the reports.

Chinese spacecraft sets off on Moon sample quest

hina has launched a mission to try to retrieve rock samples from the Moon.

Its robotic Chang'e-5 spacecraft departed the Wenchang launch complex on a Long March 5 rocket early on Tuesday morning local time, and if successful should return to Earth in mid-December.

It's more than 40 years since the Americans and the Soviets brought home lunar rock and "soil" for analysis.

It's a multi-step process that involves an orbiter, a lander-ascender and finally a return component that uses a capsule to survive a fast and hot entry into Earth's atmosphere at the end of the mission.

But confidence should be high after a series of well-executed lunar missions that started just over a decade ago with a couple satellites.

These were followed up by lander-rover combinations - with the most recent,

Chang'e-4, making a soft touch down on the Moon's farside, something no spacefaring nation had previously accomplished.

Chang'e-5 is going to target a nearside location called Mons Rümker, a high volcanic complex in a region known as Oceanus Procellarum.

The rocks in this location are thought to be very young compared with those sampled by the US Apollo astronauts and the Soviet Luna

robots - something like perhaps 1.3 billion years old versus the 3-4-billion-year-old rocks picked up on those earlier missions.

This will give scientists another data point for the method they use to age events in the inner Solar System.

Essentially, researchers count craters - the older the surface, the more craters it has; the younger the surface, the fewer it has. (Excerpt from BBC News)

COVID-19: Oxford University vaccine is highly effective

he coronavirus vaccine developed by the University of Oxford is highly effective at stopping people developing COVID-19 symptoms, a large trial shows.

Interim data suggests 70 per cent protection, but the researchers say the figure may be as high as 90 per cent by tweaking the dose.

The results will be seen as a triumph, but come after Pfizer and Moderna vaccines showed 95 per cent protection.

Fans at sporting events: Maximum of 4000 to be allowed in England A

maximum of 4000 fans will be allowed at outdoor events in the lowest-risk areas when the four-week lockdown in England ends on December 2.

Up to 2000 people will be allowed in tier two areas, but none in tier three.

Indoor venues in tiers one and two can have a maximum of 1000 spectators, with capacity across indoor and outdoor venues limited to 50 per cent.

Organised grassroots sport will be able to resume, while gyms and leisure centres can reopen across all tiers.

Elite sport has continued behind closed doors during the national lockdown, but grassroots and amateur sports have been halted since November 5.

United Kingdom Prime Minister Boris Johnson made the announcement outlining the Government's new measures and COVID-19 restrictions in England on Monday via video link to the House of Commons.

Members of Parliament (MPs) will vote on the plans later this week.

"In tiers one and two, spectator sports and business events will be free to resume inside and outside with capacity limits and social distancing," said Johnson.

"Later this week, we will announce which areas will fall into which tier – I hope on Thursday – based on analysis of cases in all age

groups, especially the over60s.

"Also, [it will involve] looking at the rate at which cases are rising or falling, the percentage of those tested in a local population who have COVID and current and projected pressures on the [National Health Service] NHS." Culture Secretary Oliver Dowden said: "This is a big step forward for sport.

"Bringing grassroots sport back was my number one priority, so I'm pleased we are reopening sports and gyms in every tier, in recognition of the significant health benefits.

"I'm also delighted we are able to get the turnstiles turning sooner than expected, taking a cautious approach and starting with the lowest-risk areas first.

"I'm confident that sports will take every step to ensure their fans are safe, and fans will play their part and look out for each other until we can safely get everyone back in."

“We have missed our fans”

Football across England's top four divisions has been played behind closed doors since its return in June following the first coronavirus lockdown.

"It is a start point. Even if it is limited numbers, it brings that feel and that connection back," said Burnley Manager Sean Dyche before his side's home Premier League match against

Crystal Palace.

"Hopefully, it will build quickly after that. We have missed our fans."

The English Football League (EFL) is looking at the possibility of shifting some of next week's fixtures to take advantage of the plan.

The EFL has a full schedule of matches in the Championship, League One and League Two across December 1 and 2.

No decisions have yet been taken, but any club in a tier one or two area that requested a move from Tuesday to Wednesday is likely to receive a favourable response if there is no conflict with broadcasting requirements.

"Fans have always felt football should be treated the same as other sectors," said a Football Supporters' Association statement.

"We welcome today's announcement, which does suggest that will be the case, and we look forward to seeing further details.

"For many lower-league and non-league clubs in particular, getting paying fans into stadiums safely is absolutely critical to their survival during a very difficult season.

anly Warringah Sea Eagles player Keith Titmuss has died at the age of 20 after falling ill following training.

The prop was taken from the Narrabeen training camp to Northern Beaches Hospital, before he was transferred to Royal North Shore Hospital in Sydney, Australia, where he died shortly after.

Titmuss had yet to make his National Rugby League (NRL) debut, but was in his side's 30-man squad for next season.

"We are all devastated by this news," said Sea Eagles Head Coach Des Hasler.

"Keith was a very popular character among the playing group. He will be sorely missed, but never forgotten by the Sea Eagles."

Titmuss played for the Sea Eagles junior teams and scored the match-winning try in the 2017 Holden Cup final for Under-20 sides.

He also won the Jersey Flegg Cup players' player award – an event that involves teams made up of players aged 20 or under.

Sea Eagles chief executive Stephen Humphreys said: "Our club sends its deepest condolences to Keith's family and friends, and will provide them with all of the support they need during this difficult period.

"We are working with the NRL's well-being team to offer support and counselling to our playing group and staff."

he Rose Hall Town Youth and Sports Club, MS is well known across Guyana for honoring and recognizing it’s own heroes and outstanding Guyanese. Each year, the clubs holds the country’s largest award ceremony to honor its outstanding performers and also hosts award ceremonies like Tribute to Heroes, Tribute to Outstanding Teachers, Tribute to Retired Teachers, Region 6 Sports Awards, Ansa Mcal Award of Excellence, Tribute to Law Enforcement Officers and Tribute to Medical Workers.

The highest of the awards is the Dolphin Award of Excellence, which is specially reserved for sixty outstanding Guyanese and five non-nationals.

On Thursday last, the Club presented the Award to Prime Minister Mark Phillips during a simple ceremony at the Office of the

Prime Minister located at Camp Street, Georgetown.

Club Secretary/CEO Hilbert Foster along with Vice President Mark Papannah, Asst Secretary/ CEO Simon Naidu along with Youth Ambassador Marissa Foster handed over the award to the Prime Minister.

The Dolphin Award is given to outstanding friends of the club who has played a major role in the development of the RHTYSC, MS and most importantly is a positive role model to members of the club as they resist the evil ways of Satan. The first awardee was late General Manager of Guyana Beverage Company, Robert Selman.

Others to receive the award includes former President David Granger, former Prime Minister Moses Nagamootoo, former Regional Vice-Chairman Dennis Deroop, Bakewell

hen Guyana Times Sport last caught up with Bartica Football Association (BFA) President Alden Marslowe, things were up and coming. However, the COVID-19 pandemic came and brought to a standstill every sporting discipline in Guyana. Nevertheless, Marslowe is positive about the things to come in the future as sports in general are slowly getting back to where they once were.

When asked about his perspective on the halting of sports, Marslowe said, “As usual, we are guided by the [Guyana Football Federation] GFF. The latest move of the GFF has been to form a task force to oversee the resumption of football activities, which, most likely, would involve a transition into a period of training prior to competitions.

Sport is mostly interactive; so social distancing is definitely a hindrance to the development of sports. This pandemic has been quite harsh on every aspect of life as we know it ... and I believe that returning

to some semblance of normalcy would take a lot of time. However, we eagerly look forward to the resumption of football in Guyana.”

The BFA boss went on to state that it was his belief that Guyana has begun to move towards the digital age a s

hence banning spectators from sporting activities. Thus, he opined that it was time for Guyana to explore more television and Internet productions to deliver sports to the people.

He further went on to clarify that leading the association during this period in a situation of inactivity was quite frustrating, because football was attractive mostly to young people and youths craved action.

He notes that there isn’t a day that goes by that someone doesn’t ask for football, making it very sad not being able to deliver.

In closing, Marslowe relayed that it was his aim to bridge the gap and make things safer and better for everyone, especially along the lines of having investors coming on board to better football in Bartica.

“Once football is restarted in a community like mine, there is no way to keep the fans at bay. The community is starved of sports and they will come. But I guess it is now and added responsibility of administrators to pursue the electronic delivery of sports. To the potential spoons, I say that Guyana is now listed as a world-class hotspot for investment.

Let us not fail to invest in our greatest resource: the youths of Guyana. Come on board with sports and let us foster a holistic development of our country.”

arren Bravo said challenging himself to bat for as long as possible was the key factor behind his century against New Zealand A on Saturday.

The 31-year-old left-hand batter scored 135 for the West Indies, who made 366 in response to New Zealand A’s 308 for 3 declared. In all, Bravo batted for four hours and 39 minutes, faced 214 balls and hit 13 fours and five sixes, excellent preparation for the upcoming two Tests against New Zealand in early December.

Bravo said the process was all about challenging himself to bat for as long as possible.

“Most importantly for me was spending time out in the middle,” he said while speaking virtually with media from Queenstown on Sunday.

“I know fully well that if I batted for, let’s say two and a half hours, I was definitely going to get a good

score. It wasn’t about the runs. The runs are not going to do justice per se, but I think spending time out in the middle and understanding the conditions and stuff like that will work in my favour as a batter, so that was basically my main goal.”

This, he says, has been his approach as he looks to get back playing Test cricket on a regular basis and it seems to be paying off.

“Even in the nets, I try my best not to get out, even if I just get to bat for 20 minutes in the fast-bowlers’ nets. It’s just a matter of spending as much time in the middle as possible and challenge myself as much as possible and if I get through that period, because sometimes you tend to get lazy as a batter, I challenge myself throughout.

he Rose Hall Town Youth and Sports Club (RHTY&SC), MS, on Thursday last officially launched its 30th anniversary magazine by handling over the first copy to Prime Minister Mark Phillips at his Camp Street office. A copy of the 44-page magazine was also handed over to Agriculture Minister Zulfikar Mustapha, a long-time friend of the RHTY&SC. The RHTY&SC is widely considered Guyana’s leading youth and sports organisation and is the

The magazine was printed at the F and H Printery in Georgetown, and Foster noted that the main objective was to document the remarkable history of

The magazine, Foster stated, would serve as a personal souvenir for club members as they reflect on the achievements over the last thirty years. The RHTY&SC since lifting its first cricket title in 1992 has gone on to win a total of 98 tournaments at the different levels. A combined 105 members have played for either Berbice, Guyana or the West Indies at the different levels.

Among the articles in the magazine are messages from the President Keith Foster, the Secretary/ CEO and the Club’s official cricket sponsors.

Constant competition important for athletics restart

ne month ago, Region Six Member of Parliament and Minister of Agriculture, Zulfikar Mustapha met with the executives of the Berbice Cricket Board (BCB) at the Fyrish Primary School during one of his outreaches in Berbice.

The Minister, a Berbician, had committed to playing a major role in the development of Berbice Cricket and the two delegations discussed a wide range of plans.

On Thursday last, the Minister started to fulfil his commitments to the Board by handing over two cheques, valued at $500,000 combined for a University of Guyana educational scholarship and the hosting of an Under 15 cricket tournament for clubs in the Ancient County.

BCB President Hilbert Foster, who accepted the two cheques in the presence of Public Relations Officer Simon Naidu, stated that the one-year educational scholarship was awarded to Naeem Khan of the Albion Cricket Club. The seventeen-year-old all-rounder, who bowls offspin, attended the New Amsterdam Multilateral School and obtained ten sub-

jects at the CSEC examinations. He has been accepted at the Tain branch of the University of Guyana to study for a Bachelor’s Degree in Agriculture.

Khan is the son of former Berbice all-rounder Zamal Khan and also plays parttime for his home village of Chesney.

The Ministry of Agriculture’s Under-15 tournament will bowl off the BCB 2021 cricket season and will be played on a round-robin 50-over per side basis. About eighteen teams drawn from across Berbice are expected to participate in the tournament, which would be used to select the Berbice inter-county team. Among the teams expected to participate are No 73, Scottsburg, Port Mourant, Rose Hall Town Farfan and Mendes, Albion Community Centre, No 19 Kendall’s Union, RH Canje, Mt Sinai, Edinburgh, East Bank Blazers, Blairmont, Achievers, Bush Lot United and Bush Lot All-Stars.

Foster stated that the tournament would be very important for the BCB because, after the enforcement stoppage of over nine months, the Board was uncertain of

the current status of many of the players. The date of birth cutoff date would be September 1, 2006, and players are expected to be attending school if they desire to play in the tournament.

The BCB President announced that 2021 will see a very active calendar for the Board with the hosting of thirty cricket tournaments at the Under 13, Under 15, Under 17, Under 19, Under 21, Female, Internal Zone, Intermediate, Second Division, Double Wickets and First Division levels.

Additionally, special emphasis will be placed on expanding the coaching programmes of the BCB and providing assistance to clubs and less fortunate cricketers. Foster expects the BCB assistance programme to players and cricketers to exceed over $3 million in 2021.

The BCB President extended gratitude to Minister Mustapha and Permanent Secretary Nedd for their cooperation. He pledged that the tournament would be well organised while the BCB would monitor the performance of Naeem Khan to make sure that he upholds his required standards.

hile the COVID-19 pandemic has taken a toll on sports, Athletics Association of Guyana President Aubrey Hutson is confident that constant competition will get athletes ready for international competition in the next two years.

The Athletics Association of Guyana has restarted their track activities and so far, the results have been fruitful. However, with the Olympics, trials and other international competitions scheduled for 2021, the national athletes will need a lot of competition time.

“While I can more speak of the athletes who have been here, locally, yes it has been a setback because competition is a test, it tends to sometimes bring out the best in you. It tells you exactly where you are and what you need to go back to the drawing board to do and what you coach needs to fix with you,” Hutson explained.

He further stated, “So, it has been a setback. We had one qualifier thus far and we’ve tapered our calendar in such a manner to give them maximum opportunity early in the year.”

While noting that competition is a test, the AAG boss shared that they are

most focused on getting athletes in tip-top shape for the Olympics. As such, he revealed plans for some important local competitions next year.

“Our national seniors will be run off, I think, late April and then South American seniors in late May. So we’re hoping that particularly those two competitions will give them enough points to get into the Olympics, which I think is in July,” Hutson envisioned.

The following year, Guyana is slated to host the 50th edition of the Caribbean Free Trade Association (CARIFTA) Games. This will be the first time Guyana is hosting and according to Hutson, talks with the Minister of

Sport on Guyana’s preparation have been fruitful.

“I must say I’m very encouraged by the response from the Government of Guyana and the Minister of Culture, Youth and Sport, Charles Ramson Jr. He’s sold on this idea and we really would like to see it happen, so we’re working now on getting the stadium ready for hosting this event,” he revealed.

The AAG boss also emphasised the importance of having a great showing in Guyana for the 2022 games, noting that it is important to show that Guyana is capable of hosting a competition of such nature.
