gold refinery in Guyana. Since Independence, Guyana has served as a primary exporter of raw materials. This has been the case for both bauxite, from which aluminium is derived, and gold. Often, the cost of energy has been cited as the reason why more manufacturing has not been done with these raw materials. In his address at the opening of the 2024 Guyana Energy Conference and Supply Chain Expo, President Ali noted that the country’s output of gold and precious minerals is expected to expand significantly as a result of effective management of the oil and gas sector. In particular, he disclosed that the Government is seeing tremendous interest in the building of a gold refinery in Guyana. “With the cost of energy coming down, and with Guyana being a golden country in many ways… With our gold reserve, it makes the gold refinery viable. We are already seeing tremendous interest in establishing a gold refinery here in Guyana,” President Ali explained. In addition to helping modernise the country, a gold refinery would open up new markets for gold export, as well as boosting production of gold in an effort to meet the growth in demand. It could even attract more international investors to Guyana’s gold mining industry.

Cost of energy

President Ali noted that once the cost of energy comes down, it will create an opportunity for the country to manufacture its own aluminium, rather than continue exporting bauxite, which Guyana has over 300 million tonnes of in reserve. The last functional aluminium plant Guyana had, which was located in Wismar, Linden, closed its doors in 1981. “With the natural gas and cost of energy coming down, we can now move to upskill high-value manufacturing in aluminium. Building an aluminium plant to support the deep-water port. This is the value addition. This is the value creation. This is what it opens up,” President Ali said. Natural Resources Minister Vickram Bharrat had previously indicated that investors were eyeing Tarakuli bauxite deposit near Orealla, in Region Six (East CorentyneBerbice). Burnham’s Legacy: a dictatorship in Guyana

T

oday is the 101th anniversary of the birth of Forbes Burnham; who, in the words of Dr Walter Rodney, established a dictatorship in Guyana. Rodney described the nature of the dictatorship in 1979, the year before he was assassinated at the behest of Burnham, according to a CoI. According to Rodney, “By definition, the dictator is responsible to no one, no organisation, to no social institution… (and)… surround themselves with mediocrities and lackeys - that is to say, by men and women with little competence and integrity, who maintain their positions through cunning, opportunism, and boot-licking in relationship to the dictator. “In relationship to the people, these stooges of the dictator become tyrants who imitate, as best as they can, the intolerant and despotic behaviour of the big boss. “The Burnham dictatorship has masked and camouflaged itself. It would prefer that its vices be hidden from the public. Why is this? Men in the past have boasted of being dictators…like Idi Amin. (But) The world has come to shun racist regimes…and all dictatorial governments. This climate of international opinion offers the first explanation as to why the Burnham dictatorship prefers to remain disguised. “The Burnham dictatorship presents itself as its own opposite…as a democracy… (like) Hitler, who subverted German bourgeois democracy in the 1930s. Burnham has taken a similar road to power – subverting the democratic system of which he was part in 1953. Hitler had a mad wish to rule the world. For this reason, he is generally described as a megalomaniac… Burnham’s megalomania is closer to comedy and farce. It takes the form of wearing a General’s uniform and hoping that the army will conquer his own people. “Like all classic dictatorships, that which exists in Guyana has fostered the cult of the personality. The minority PNC regime has used all manner of tricks and gimmicks to make the “Comrade Leader” appear to be a demi-god. (Like) on the exercise books of school children, the face of the reigning English Monarch was simply replaced by that of the Prime Minister. (There is also) the highly personalised nature of the dictatorship. The dictator and his cronies make it their business to hire and fire…(via) the state control over the economy (which) was the main weapon used to keep people in line. (or) who to prosecute in the courts… “Burnham encourages around himself individuals who are weak or corrupt, because he then exercises vicious control over them…On the international scene, Burnham could never be a powerful force. But he has proved crafty and cunning in achieving his ends within Guyana. An old woman at Bourda shouted at a recent political meeting that “Burnham mek Satan cry!” “The Burnham dictatorship crept up upon Guyanese people like a thief in the night. His violations of human rights were frequent, but they were sufficiently gradual that many persons did not realise what was going on until it was too late. “We have said before that the Burnham dictatorship would prefer to hide under the disguise of being a democracy. Elections have not been abolished; instead, they have been rigged in such a way as to become a complete mockery of the most fundamental of rights – the right to self-determination and free choice of one’s government. The rigged elections of 1968 and 1973 and the amazing referendum fraud of July 1978 all indicate that Guyanese people have not chosen the PNC clique. The regime holds power by armed force. Guyanese are finding from their own experience that the dictatorship hates to be reminded that it is a dictatorship. To expose the dictatorship, the first step is to denounce the Government as illegal and illegitimate. “Psychologically, the domination of the dictator has to be rejected. The population must learn to despise the falsehoods which surround the man; they must refuse to accept that he has any halo of greatness around him…Our language (describing Burnham) must express not only ridicule, but anger and disgust. Guyana has seen the “Burnham Touch” – anything he touches turns to shit!”

Ownership of lands in Plantation Thomas Prepared by the Guyana Lands and Surveys Commission in view of recent concerns as to the ownership of lands along Carifesta Avenue

ecords in the Guyana Lands and Surveys Commission indicate that Lots 1 and 2 of Plantation Thomas were held under Transport number 30 of 1863 by the Colony of British Guiana. Colony Lands are lands held before Independence by the Colony of British Guiana. These have since been referred to as Government Lands, after 1966. The GLSC issued leases on Colony Lands (CLL category), and continues to issue leases on Government Lands, now GLL category. The unique feature is that these lands are held under Transport, as against State Lands, which are not. Lot 2 was transferred to one Quintin Hogg vide Transport in 1886. A portion of land consisting of 15 acres, called Non Pareil Park, along with two other portions called A and B, consisting of 18 and 10 areas respectively, were later transferred by Quintin Hogg to the Mayor and Town Council of Georgetown vide Transport Number 337 of 1887. The area basically covered under this Transport extended from Camp Street to Vlissengen Road in a westeast direction, and the area immediately south of the Queen’s College southern boundary extended to Cummings Canal in a north-south direction. This block of land was, save and except for Lot C, previous-

ly held by J.V Caetano, and was acquired for the construction of Irving Street, the residual being fenced into the Guyana Public Service premises now. The area retained by Government covered the entire area to the north of the grounds on the northern side of Woolford Avenue from Camp Street to Vlissengen Road up to the Sea Wall (basically from Queen’s College to the sea wall). Over the years, various surveys were done over all of the lands, for different purposes, by both the Town Council and the Government. For instance, the land on which the Government Technical Institute is built was acquired by Government from the City Council by Order number 27 of 1951 (plan 5678). The Indian Education Trust College of British Guiana obtained Lease 347 of 1960 from the City Council for 99 years for the area east of GTI. The Tennis Court is the property of the Council. Central High School was surveyed by the Council in 1959 (plan 8921). At no time did the Council survey north of Central High and Queen’s College. They basically knew their boundaries back then. Plan 11057 shows the play grounds north of Woolford Avenue were surveyed by the Council in

1964; the Council should be aware if they gave any leases. The Guyana Lands and Surveys Commission Stock Plan Number 12850 highlights all Government lands in the City, and from the extract, it can be seen where the red lines are. These are all Government properties, except where they were sold. This plan also lists the various agencies and/or organizations that once occupied or still occupy some of these lands. The Government has been issuing leases for many years over the lands held under transport for the lands Government had retained. Among several leases are the two playgrounds on Carifesta Avenue where the new hotel project is to be developed. Permission number C. 434 was issued to the Teachers’ Training Centre in 1947 by the Department of Lands and Mines. Permission number C. 433 was issued to “Youth Council” in 1947 for the area east of the Teachers’ Training Centre. Other portions of land were leased to Saint Stanislaus College, B.G Boy Scout (now Ministry of Education), East Indian Cricket Club (Everest), Catholic Guild Club (now Marian Academy). Malteenoes Sports Club (expired, now being processed again). Cosmos Sports Club (now being processed for Guyana Motor Racing and Sports

Club). Some areas were also given to the Guyana Telecommunication Corporation by vesting orders under the Public Corporations Act, these are now part of GT&T properties. The only portion of land that the City Council held in the area north of Carifesta Avenue was a dam between GT&T and Saint Stanislaus ground (called Wireless Road). This was leased to a private citizen for commercial purposes by the Council. The above basically seeks to bring some perspective into the ownership of the lands in the area, and from the account given, it can be garnered that the City Council does not clearly know what they own. The GLSC has a substantial amount of historical records that show its control of those lands for well over 100 years. At no time during this period has there been any interference by the Council as to the ownership of the said lands. A quick check of the amount of land held by the City Council will amount to approximately 43 English acres, which more or less corresponds to the area previously described as being held by the Town Council. Accompanying this report is a number of survey plans, leases etc. that can be very useful in terms of understanding the ownership and boundaries of the said lands.

More prosperous, happier life will come Dear Editor, I write in response to the headline “You can’t build roads and teachers hungry”, attributed to the GTU President. Certainly, the needs of our teachers, and all of us Guyanese, are worthy of more, and a better life. We have to develop ourselves, and create the better life for ourselves step by step. It will take time, as we learn and make ourselves and our infrastructure more capable; and our patience would be tested. I want to share a lesson I received from a South Korean official visiting Guyana about fifteen years ago. We are all rightly impressed with goods and services out of South Korea – Samsung, LG, Hyundai, Kia, Doosan, Gangnam Style. Guyana and

South Korea have a Joint Commission Agreement by which, every three years or so, teams from our two countries meet in each capital alternately to speak about things for mutual benefit. There was one such meeting in Georgetown about fifteen years ago, and I was leader of our team. Travelling through Georgetown with the Leader of the South Korean Team, we could not help noticing the garbage all around. He said, “We (South Korea) have equipment and techniques that could help you dispose of garbage.” I concurred that equipment would be helpful, and we would need, at the same time, to develop changes in the understanding and views of our people.

He acknowledged that it was often difficult for people to imagine a changed, different future. He recalled that when he was young, in the early 1960s, not long after the Korean War, South Korea was receiving alms, food aid from the international community; and he recalled his family taking him, joining with others in protests against the government of General Park, shouting, “We want food! Give us food, not infrastructure!” However, he said, he must say now that infrastructure was crucial in getting South Korea going on its path of rapid development to the Samsung, LG, Hyundai, Kia, Doosan, Gangnam style of these days. I join the call for patience, even as I know that some in-

formation has been very powerful in skyrocketing our expectations. It is true that, on a per capita basis, we may have more oil than Saudi Arabia, or Qatar, but it takes time to turn potential riches to realized real riches. How much longer, how much earlier, was their oil discovered? Our Government is in a difficult spot: it has to try to restrain pay and consumption increases to be no more than our average (non-oil) increase in production and productivity. If any group forces a large increase, all others will push for similar. We could fall into a downward runaway inflationary spiral, as happened after our independence in 1966, when great expectations were unleashed. It took the extremely pain-

ful medicine after 1985 (huge retrenchments and shutdowns in the Public Services and state-owned enterprises) until about 1995 to stabilize things again. From 1964, rates of pay might have been increased about 100-fold, but prices rose about 500-fold. Even with big pay increases after 1964, and perhaps partly because of them, we paradoxically had less, much less. And, from 1990, we had to rebuild and restore much of what we had and lost; and then to build further out step by step. A responsible Government and people would not want to go down that road again, and would call for the discipline which, in the not-too-long run, would bring much more to us. Patience. The better life

will come as we learn and enable ourselves to produce and share more and better goods and services. Life in the developed countries is better because they got going earlier at learning, accumulating, and improving conditions for greater production and productivity, and fairer sharing of goods and services which they produce; and knowing how they did it, we can advance much faster and catch up with them. Suggestions by Lincoln Lewis, Christopher Ram needs Melinda Janki are laughable to check his facts

Dear Editor, Separate letters to the editor by Lincoln Lewis and Melinda Janki share the theme of ‘Ignorance’: Janki posits that ignorance is prevalent due to a lack of good teachers, which is caused by a lack of good pay for teachers; and Lewis speaks of the ignorance of obeah as a religion. Janki’s contributions on the prevalence of ignorance are self-proving, as her solutions are mired in a spectacular display: “Pay teachers the same as MPs, ministers, or the president”. Firstly, graduate teachers (and upwards), which make up the bulk of the teachers, earn more than MPs presently. Secondly, Ministers' salaries (approx. $900K monthly) look good until the job description is examined: There are no days off, no free nights, no overtime, no August/ Christmas/Easter holidays; and, of course, there is blame for every wrong done in the sector (a pin drops in Lethem, Minister to blame in Georgetown). There is personal vilification of the vilest variety, and, of course, the occasional bit of ‘obeah’. Thirdly, there are only 16 Ministers, and raising the pay of 14,000 teachers to that level would give us a monthly wage bill of $12.6 TRILLION, or $151.2 trillion annually. The current budget for the entire country is $1.4 trillion by comparison. There is no need to make comparisons with the President’s job and pay, as I am sure that was included for attention. Janki’s second solution suggests that if all Government officials send their children to public schools,

there would be an immediate improvement in the schools. This is ironic when you consider ALL the Government officials mentioned are products of Government schools, and Ministers have to fight schedules to spend time helping their children to prepare for Common Entrance and CXC exams, a luxury more readily available to other parents with less demanding jobs. Janki’s third and final suggestion: a test of MPs’ competence, reeks of arrogance and ignorance. One would ask who sets the test (Janki?) and who decides the correct answers? Would the CCJ, for example, be enjoined (once again) to pronounce on the math segment? The courts have just decided that Janki and co. have no right to examine the Exxon guarantee to the EPA; how many would have gotten that answer correct on Janki’s exam? A ‘solution’ should not create a quagmire from which there is no exit. To his credit, Lincoln Lewis makes an eloquent defence of Obeah with much merit, save and except his failure to balance his theoretical arguments of the value of the Obeah religion with what it has devolved into locally. I posit that the practice of Obeah in Guyana is no longer religious. There are no churches/congregations, and there are no open proponents/ priests who can or will explain the workings and significance of obeah rituals. Obeah is a diasporic practice that is derived from various West African traditions; and it is separate from established African religions, such as Orisha - which is practised openly, has churches, and is recognized as such worldwide.

Obeah, conversely, has become the domain of charlatans, who fleece the simple-minded as the latter seek solace, love, protection, and revenge by supernatural means. Lewis would do well to share his knowledge of Obeah and the meanings of its rituals, as information is sorely lacking. If Obeah is to be taken seriously as a religion, its practitioners must treat Obeah as a serious religion; organize and inform. I am tempted to ask if Lincoln Lewis is advised by an Obeahman or Obeah woman in his trade union dealings, as so far it has left him President of a union with no working membership. Talk about black magic, that trick takes the cake! Editor, what both missives prove beyond doubt is that ignorance exists, but we cannot improve our education by utilising ignorant

solutions. Janki would throw money at the problem, and Lewis would have us introduce religious education in a secular school system. Both are seemingly ignorant of the whirlwind one reaps when one sows the wind. Janki would see us having to find trillions to pay public service workers annually, and Lewis would have our children spending time learning of every known religion, and possibly becoming susceptible to exploitation by charlatans, not to mention being unprepared for Janki’s MP exams. The suggestions of this duo would be laughable if they were made in a rum shop, but they have to be answered following publication, lest the seeds take root and spout a garden of ignorant weeds. Rigged elections belong to a bygone era Dear Editor, Well, it was confirmed; some, to gain the reins of Government, are prepared to go the rigging route. The position articulated by a former Prime Minister (whose time in office was through the very route being advocated): that elections should continue to be rigged to keep a particular political party from gaining office, is an assault on democracy, and is tantamount to a mutinous mindset against the state. It is dangerous, troubling and threatening; makes a mockery of the fight against rigged elections; and must be thoroughly condemned, as it has no place in today's

Guyana. Rigged elections belong to a past bygone era. It would appear that some are still living in that era - that dark place. Would those who stood and fought against rigged elections please stand and let your voices be heard loudly again? The position was emboldened without shame, as the election fraud cases are still to be tried. Coming as 2025 looms, is this the position of the party of the former Prime Minister? New Caribbean Energy Chamber to unite regional stakeholders against challenges

he launch of the Caribbean Energy Chamber (CEC) on Monday has now paved the way for greater global recognition of the energy challenges faced by the Caribbean with a focus on prioritising affordable net zero energy security for the region. On the sidelines of the Guyana Energy Conference and Supply Chain Expo, the pan-Caribbean chamber was launched in an effort to unite regional energy stakeholders against critical challenges. Founding Chair Melanie Chen shared during the launching ceremony that owing to the nature of

Caribbean economies, most Caribbean leaders have a pragmatic foreign policy and work with international institutions and allies around the world for the well-being of their citizens. This vision has been reciprocated by the Chamber as she highlighted challenges of COVID-19, the Russian invasion of Ukraine, and climate change which have impacted the Region severely. “We share this vision with the Region's leadership, and that will be reflected in the pragmatic approach of CEC. This approach is important, because the Caribbean is, and was faced with … major issues: climate change, the

COVID-19 pandemic and conflict. Climate change does not have boundaries. It continues to produce more adverse weather, which disproportionately affects the Caribbean and will take global teamwork to help mitigate its effects,” Chen said. She added, “All three issues, which are interlined, have battered Caribbean economies and citizens alike. These challenges, while having a disproportionate effect on some, impact the lives of everyone, regardless of economic size, or ideological affinities. No geographic border can contain rising sea levels or the next pandemic.” Given these concerns, Chen expressed optimism about collaboration within the Caribbean itself and with the global community, highlighting the importance of recognising differences while focusing on shared values. “It is time that we ushered another topic, one that is often spoken of, but has challenges to implement – cooperation. Cooperation is a mechanism that accounts for differences among us, but emphasises the commonalities that we share. Cooperation as a platform brings attention to Caribbean energy security in a more consistent manner through policies that achieve sustainable im-

pact for the common person. Cooperation that sees tangible solutions to the energy transition facing the Caribbean as an opportunity to work with all potential partners for the Region’s future,” she stated

Hub for uniting

CEC will serve as a hub for uniting all energy stakeholders in the Caribbean, including those in the public and private sectors, and on the demand and supply sides. The establishment of CEC and its headquarters in St Lucia is seen as timely and valuable by regional governments and institutions. As part of its initial efforts, CEC will focus on key areas including energy efficiency and public awareness; technical capacity rollout – which includes an engineering pilot pro-

gramme with Grenada and Trinidad and Tobago; grid modernisation and promoting distributed generation; assisting to develop bankable projects and looking at a bundling approach on a national/regional level versus project level. The new chamber is a non-profit, non-partisan and independent organisation governed by a 23-member founding Board for the first three years, with CEC members electing a new Board on an annual basis thereafter. CEC membership will comprise companies and individuals from the Caribbean and around the globe. It is in the process of onboarding members from across the Caribbean from all the various sectors and is encouraging wide application for membership. Close to 10 members have been onboarded, from

Barbados, Dominica, St Lucia, Trinidad and Tobago spanning the education, banking, renewable energy and policy-making sectors. “The institution is as of two to three weeks old, but I think we've done quite well to get the 10 board members. But yes, we are working as quickly as we can, and there's been very significant support from the Government, regional Governments and all the institutions that approach,” Chen told media operatives during the launch. Founding Deputy Chair Verne Emmanuel has also expressed his optimism that as a regional, self-sustaining cooperative mechanism, CEC will contribute to the enhancement of the Caribbean's energy security and enable the Region to effectively address present and future challenges. He referenced the Linden-toLethem Road, which is being funded by the United Kingdom and Caribbean Development Bank (CDB). “We’re building out the road to Northern Brazil… 120 kilometres of that road is under construction, 45 bridges. All of that investment we’re already making. So, that market becomes immediately available,” the President said. The President also

pointed out that in Northern Brazil, agriculture and food imports are eight million tonnes, while exports are 13 million tonnes. But to move these goods to their ports takes two weeks, owing to their land-locked status. This, he noted, is where a deep-water port in Guyana comes in, with President Ali relating that the New Amsterdam location is very much a viable option. “Coming through Guyana will take less than two days. Our geographic position now places us on a competitive path to be the shipping logistics solution for Northern Brazil, but more importantly, make them more competitive. So that justifies and adds to the rate of return for the deep-water port. That’s the direction we’re going. “A recent study shows us that from Lethem to Brazil, Lethem to New Amsterdam, which is where we’re foreseeing the Deep-Water Port, that’s a distance of 540 kilometres. You know what’s the time? Five hours, four minutes. You’re talking about a game changer for Guyana, Northern Brazil and transport and logistics,” the President said. The Linden-Lethem Road is being upgraded to an all-weather road, with the contractor being required to produce an asphaltic surface capable of withstanding the heavily laden lorries which currently use the thoroughfare. If international observers – from the OAS, Caricom, Commonwealth, EU, US, UK - and their ambassadors weren’t present, the PNC’s Simon-pure David Granger woulda still been president!! And, who knows, the big, fat pension that Granger gave Green - via a special Bill passed in his name - mighta been augmented!! Or maybe he woulda gotten the Order of Excellence – our highest award – in addition to the Order of Roraima that Granger pinned on his chest upon assuming office in 2015!! It’s clear that Granger appreciated the efforts of Green, back in the day, to not only lead the PNC’s rigging combine, but also led the thug elements that intimidated the Opposition!! Green, of course - as he reminded his audience at the Burnham Foundation - was then also the PNC’s General Secretary when Granger was groomed by Burnham to subvert the mission of the GDF to become part of the rigging apparatus!! But while some claim “confession is good for the soul”, Green has long sold his soul to Beelzebub - when he was an integral figure in the PNC’s X-13 Plan that outlined the program of arson, bombings, shootings, and mass intimidation which forced the PPP’s acceptance of PR, that ousted them in 1964. If anyone knows about the riggings and other anti-democratic manoeuvres that the PNC played to keep themselves in power, it’s Hamilton Green!! In fact, it’s widely asserted that Burnham felt he’d gotten too big for his britches, and that’s why, when Ptolemy Reid stepped aside as PM, Burnham picked the staider Desmond Hoyte as his PM – and heir apparent!! So, we arrive at our present conjuncture, where Green’s outburst signals that a democratic culture still escapes the PNC – since no one in the gathering objected to this encouragement to rig elections to get into power. And imagine that the PNC’s representative on GECOM wasn’t just PRESENT – he was the organiser of the whole shindig, as Chairman of the Burnham Foundation. Now we know what “keeping Burnham’s legacy alive” REALLY means!! But Green needn’t tek worries –PNCites leaders are totally copasetic with the rigging programme. Didn’t we see all the “new blood” defend Mingo and LoLo’s doing the dirty with that soiled bedsheet in 2015??!! La rigging continua!! …at UNSC? Your Eyewitness was chuffed when we garnered the requisite two-thirds of the General Assembly to accept our application to become one of the ten non-permanent members of the UN Security Council! Now, while the General Assembly can – and does - pass all sorts of resolutions, those resolutions are enforceable only if nine of the fifteen UNSC members go along. The five permanent members – US, UK, France, China and Russia – of course, have veto powers, but they prefer not to use it if the ordinary members vote their way!! Well, today, the UNSC will be voting for an immediate humanitarian ceasefire in Gaza – moved by Algeria. It is widely understood that, if necessary, the US will veto any such resolution – which for sure will be supported by the other permanent members. But if the US can get allies like Ecuador, Japan or Guyana to even abstain, it gets off the hook!! he 2024 Guyana Energy Conference and Supply Chain Expo has seen the attendance of a number of regional leaders: from Trinidad and Tobago’s Prime Minister Dr Keith Rowley to former Colombian Head of State Ivan Duque, all of whom weighed in on Guyana and its contribution to regional energy security. Leading the opening speeches on day one of the energy conference was Caribbean Community (Caricom) Secretary General Dr Carla Barnett, who spoke of the region’s advancement towards renewable energy being bolstered by collaboration among member states… collaboration in which Guyana has featured prominently. “Caricom is actively working towards a more sustainable and resilient energy future by accelerating the deployment of renewable energy sources

world transitions towards clean and renewable sources of energy,” she added. Dr Barnett emphasised the importance and contribution that capacity building and access to emerging technologies have on

the development of energy potential in the region. With this in mind, the Secretary-General called for urgent action to be taken to ensure energy security and climate resilience, and has warned that, without it, the region’s development trajectory is at risk. Meanwhile, The Bahamas Prime Minister, Phillip Davis, expressed support for Guyana’s current push to industrialise its economic sectors, and commended Guyana’s long-term plan for energy production, which also includes the important responsibility of protecting the environment. “There is also the resistance by the Global North to allowing new entrants into the global oil market, despite the fact that the Global North has historically and currently benefit from their resource of oil and fossil fuel,” he said. “We support Guyana in its quest to boldly fuel its industrialisation on its own terms, according to the resources the people of

Guyana have been blessed with,” the Bahamian leader firmly expressed to hundreds of participants.

Pensioner dies 2 days 22-year-old dies after minibus collision after crashing

A

security guard is now dead following an accident along the East Canje Public Road. The pensioner took his last breath on Monday morning, two days after the accident on Saturday. Dead is Winston Beaton. The 67-year-old passed away on Monday at the New Amsterdam Hospital. Reports are that on Saturday afternoon, the security guard was riding his motorbike along the East Canje Public Road at Canefield when he was hit by a minibus. At the time, the minibus had turned out from a cross street and into the path of the motorcyclist resulting in a headon collision. Beaton was taken to the New Amsterdam Hospital in an unconscious state and remained in the Intensive Care Unit.

According to the Police, minibus PVV 8266 was being driven by a resident of Number 2 Village, East Canje and was proceeding south on the eastern drive lane of Canefield Public Road. The driver alleged that he stopped in the centre of the road to turn west into a street when the rider of motorcycle CN 800 ran into the bus’s front

right door. As a result of the collision, both drivers were taken to the New Amsterdam Public Hospital. Beaton was admitted as a patient in the Intensive Care Unit while the driver of the minibus was treated for hypertension and admitted as a patient in the Accident and Emergency Unit. Beaton’s eldest daughter, Malkia Vanbrook explained that medical staff at the hospital said arrangements had been put in place to have Beaton transferred to Georgetown Public Hospital. However, the woman said her father was never taken there. Following the incident on Saturday, Vanbrook said she met with Police Officers at the New Amsterdam Hospital. “All that I heard from the officer was that my father was wrong and that

he rode into the back of the vehicle. I was a bit puzzled, because I know my father was not a hard rider; his motor is 110hp. How can he ride into a vehicle and cause so much damage? I asked him what he could tell us about the accident. I told him that I had a video that shown clearly that my father was hit from the front; the vehicle front is damaged. How can you say that my father rode into the back of the vehicle and the front is damaged? All he said was that ‘your father rode into the bus’.” “I don’t want the lying; I just don’t want them to lie. We want them to come to us and talk to us and let us hear exactly what took place. That is all we want to know, because my father just lost his life,” she said. Beaton worked with the Rose Hall Sugar Estate until retirement. (G4)

22-year-old man has succumbed to his injuries after he crashed into a fence along the Enterprise, East Coast

Demerara (ECD) access road. Dead is Timothy Kublall of Lot 102 Enterprise Squatting Area. Reports are that about 20:50h on Sunday, Kublall was driving motor car PRR 6860, and was proceeding west at a fast pace when he lost control of the vehicle and ended up in a nearby trench on the southern side of the road. As a result, the vehicle sank with the driver trapped inside. Public-spirited citizens rushed to Kublall’s aid and he was pulled from the wreckage, by which time the Police had reached the scene. They transported him to the hospital. However, he was pronounced dead on arrival. Investigations are ongoing. (G2)

Labourer arrested for Construction worker slapped with rape of 12-year-old

construction worker of Hope Estate, East Coast Demerara (ECD), was slapped with charges of illegal possession of ammunition and trafficking in narcotics. Jamal Anthony, of Hope Estate, and also of Guyhoc Park Squatting Area was arrested on February 14 for the offence of possession of ammunition without licence, contrary to Section 16 (2a) of the Firearms Act, Chapter 16:05.

It is alleged that he had eight 12-gauge shotgun cartridges and four .38 rounds of ammunition in his possession. It is further alleged that the 27-year-old also had in his possession 42 grams of cannabis for the purpose of trafficking contrary to Section 5 (1ai) of the Narcotic Drug and Psychotropic Substance (Control) Act, Chapter 10/10. He was also charged for cultivating a prohibited plant contrary to Section 8(1ai) of the Narcotic

Regional leaders hail Guyana’s energy... As the theme of the conference was energy, the Prime Minister elaborated on the important role that energy plays, as well as the unique challenges it poses to Caricom. According to him, Caricom countries import an estimated 87 per cent of their oil, compared to the global average of 21 per cent. This dependence has left the region vulnerable to energy market volatilities which take a toll on crucial economic sectors within the region. And he noted the important part that regional energy producers -- including Guyana, Suriname and his own country -- would play in solving this challenge. “Policy makers worldwide need to evaluate the

central role (energy) plays in modern life. With rising concerns for future demands and climate change, the industry finds itself in a delicate situation. The first phase of the project focuses on a two-lane highway being constructed with an asphaltic concrete surface. The road will be approximately 121 kilometres long and 7.2 metres wide. Meanwhile, there had long been talk of the Guyana Government facilitating the development of a DeepWater Port, though the Government has said it preferred a privately-led Build Own Operate model to finance the project. Further, investors from as far as Dubai and India have been considered for the project. The potential benefits of a deep-water port have long been recognised, particularly when it comes to providing critical assistance to the rice, sugar and agro-processing sectors. housands of persons are soon to benefit from a new $35 million well at Mabaruma Settlement, Region One (Barima-Waini), which will be completed next month. Housing and Water Minister Collin Croal and Regional Chairman Brentnol Ashley visited the newly-drilled well over the weekend. The well was drilled to a depth of 105 metres by Platinum Investment Inc. It is undergoing tests to determine its production rate. The project is being managed by the Guyana Water Inc (GWI). Croal emphasised that the entire water supply system is scheduled for completion in March, addressing the longstanding water supply challenges in the rocky

terrain of Mabaruma. "It is intended just after that to connect it to the Mabaruma settlement grid. So, we're talking about over a thousand persons who will benefit directly from this well," he noted. Representative of the contracting firm, Jocelyn McAllister detailed that they employed specialised equipment for geo-resistivity logging studies to identify the optimal well location. In the rocky Mabaruma Settlement area, the studies revealed solid rock at least 50 metres below the surface, as opposed to the usual fractured rocks that allow water to permeate. "Because of that study, we were able to complete the drilling in just over a week and we were successful," said McAllister.

With Government planning to achieve 100 per cent potable water supply for the hinterland by 2025, GWI is actively expanding the water supply in Mabaruma, with a new well being drilled in Aracuru. Contracts totalling $77 million have been awarded for additional wells in Barima Koriabo, St Anslem, Red Hill, and Powaikuru. Several other communities are slated to benefit from new wells under the 2024 programme. A new office is under construction to enhance regional services, as the current office is within the compound of the Regional Democratic Council (RDC). Looking ahead, the water company also plans to build a new treatment plant in Mabaruma, as part of its 2025 water initiatives.

“Reckless & appalling” – GCCI condemns Hamilton Green’s support for rigged elections T

he Georgetown Chamber of Commerce and Industry (GCCI) on Monday vehemently condemned the remarks made by veteran political figure Hamilton Green, who has encouraged the use of electoral fraud as a tool to gaining political power, and is supporting a racial agenda. Green, a former General Secretary of the People’s National Congress (PNC), suggested last Friday that election rigging be used to remove the ruling People’s Progressive Party/Civic (PPP/C) Administration from office. He was at the time addressing a group of persons gathered for the LFS Burnham Foundation’s 2024 Annual Commemorative Symposium – an event organised to commemorate the 101st birth anniversary of Linden Forbes Burnham – former PNC leader and President of Guyana, whose legacy is largely attributed to his dictatorship-style leadership and blatant rigging of several elections. This started after Burnham won the 1964 elections. At the time, Green was the General Secretary of the PNC. Slamming Green for the statement, GCCI on Monday said such statements are not only reckless, but are also deeply concerning in light of Guyana’s painful history of rigged elections, which have resulted in racial violence and destabilisation of our nation. “Any attempts to undermine the integrity of the electoral process poses a serious threat to our de-

mocracy and the wellbeing of our society as a whole. Democracy and respect for the rule of law are fundamental pillars of our society, and any subversion of these principles must be unequivocally condemned,” GCCI said in its statement. It is disheartening and appalling, the Private Sector organization said, to see the resurrection of this “archaic thinking which has been responsible for discord, disharmony and disunity in the past in Guyana.” A stable and fair electoral process and democratic environment are essential conditions for businesses to thrive and engage in commerce without fear of instability or unfair practices, the GCCI noted. “The GCCI firmly believes that a stable democratic environment is essential for fostering economic growth and delivering a high standard of living for all of the nation's people,” GCCI said, adding, “We urge all individuals, especially those in positions of influence, to refrain from making statements that threaten the integrity of our electoral system and the stability of our nation.”

Green told the gathering at Friday’s symposium that, earlier in the day, he had engaged another group during which he mentioned the rigging of elections to get the PPP out of government. “…It was Burnham’s wisdom which got him into office in 1964. I was General Secretary at the critical time. And if, as I told one

of the groups I met [Friday] morning, if they say he rigged elections, I say we should keep rigging to save us from these devils, these bastards, these demons that we have,” Green declared during the event that was livestreamed on Facebook. In attendance at the event was the PNC-led A Partnership for National Unity/Alliance For Change (APNU/AFC) Commissioner at the Guyana Elections Commission (GECOM), Vincent Alexander. The guest speaker was Attorneyat-Law Nigel Hughes. During his remarks, Green proposed the use of the LFS Burnham Foundation building to not only “eulogise Burnham”, but also educate young people on what needed to be done. “As you speak to some young people, they have been so brainwashed and confused at the highest level…Use every opportunity – if it’s six or seven young people in their teens – to sit them down and tell where we came from, where we

are, and what we need to do for tomorrow,” he stated. Further suggesting that the PPP/C Administration could be pressured into calling snap elections, Green posited, “I’ve been in this business long, and we have to begin preparations to deal with that prospect today. “When things were going quiet, Burnham called a young gentleman who was at the centre of Congress Place… and said, ‘Why is the city so quiet?’ And that gentleman acted and brought Jagan to his senses when he had said to the workers, ‘Not a cent more’. But that didn’t happen by accident, because at the centre of the political directorate there are people who are in touch with the grassroots, and all of us who spoke here today must leave here committed to put in the ambit of your control and influence six people, or seven, eight, nine, 10… and I leave that message, that plea, with the Burnham Foundation, so that we can save this country.” Recalling that he was nursed into politics by his mother, the PNC politician contended that the same needed to be done with young people today. In fact, Green even offered his services to engage these young people. “The history of this country suggests that the only people who deserve to be ‘pan tap’ (on top) are those whose ancestors suffered for centuries without a cent. sought to unite the people, but based on the demographics, the new Indians were a larger group. They didn’t want that,” Green said. “If the Captain on this Captain’s Deck is Bharrat [Jagdeo, General Secretary of the PPP/C and Vice President] and [President Dr Irfaan] Ali, who is being portrayed as a saint, they have to learn the language that they will understand; because if we don’t, we’ll betray the legacy of Burnham, Cuffy, Quamina and the Enmore Martyrs,” Green noted.

Blatant rigging

Under the Burnham regime, there was blatant rigging of the national elections in 1968, 1973, 1978/1980 and 1985 in the PNC’s favour. It was not until 1992 that the PNC was removed from office when the PPP won the elections and stayed in office until 2015. However, when the PNC-led APNU/AFC coalition, under the David Granger presidency, fell

to a No-Confidence Motion (NCM) in December 2018, it went against the Guyana Constitution and did not go to elections until more than a year later, on March 2, 2020. In another attempt to cling to power, the APNU/ AFC, after an almost smooth polling day, colluded with senior GECOM officials to rig the elections results – a move which plunged Guyana into five months of political deadlock. Several international observer missions, including the United Statesbased Carter Center, and other global bodies, world leaders, and even regional powers, had called out the PNC-led regime for its blatant attempts to derail the election results. This support from the international community, coupled with strong and persistent pushback from local stakeholders, ensured that democracy prevailed through a national recount that was supervised by the Caribbean Community (Caricom). That 33-day exercise found that Clairmont Mingo, former embattled Returning Officer of Region Four (Demerara-Mahaica) – Guyana’s largest voting district – had heavily inflated the figures in favour of the then incumbent coalition. Mingo, along with former Chief Elections Officer Keith Lowenfield and other GECOM staffers, as well as PNC party activists, is currently before the courts facing several electoral fraud charges.

and another inmate, Gilbert Gill, under supervision of a prison officer, were performing labour duties in a ‘wood bush’, on Thursday last at about 07:20h, when Wong requested permission to go defecate and was granted same by the prison officer. About five minutes later, a check was made for Wong, and it was discovered that he had gone missing. An alarm was raised, and law enforcement officials widened the search perimeter around the area, but he was not located. He remains on the run. Wong was 27 years old when he was convicted in 2020 for raping a 14-year-old girl. He pleaded guilty to the charge, which stated that on June 30, 2017, in the county of Demerara, he engaged in sexual penetration of the

child. A probation report had stated that Wong, a resident of Half Mile Wismar in Linden, Region 10 (Upper Demerara-Berbice), had been associated with persons of unsavoury character, and had been involved in many delinquent activities. According to the probation officer, Police records showed that Wong was wanted for a murder which occurred in Mabaruma, Region One (Barima-Waini), and he was arrested only in 2018, after a wanted bulletin had been issued. The probation officer had informed the court that Wong had told her he had also previously been charged for break and enter and robbery, but he claimed those charges had been dismissed.

Haitian Judge charges widow, ex-PM over President's assassination

Haitian Judge in charge of the investigation into the 2021 assassination of the Caribbean nation's last president has charged some fifty persons, including his widow and a former Prime Minister, according to a document leaked to local media. According to the 122page document from Judge Walther Wesser Voltaire, made public by AyiboPost, the President's widow Martine Moise conspired with former Prime Minister Claude Joseph to kill the President in order to replace him herself. Moise was shot dead

when armed men broke into his Port-au-Prince bedroom on the night of July 7, 2021, a raid that left the former First Lady injured. The Judge's order calls for the arrest and trial of those charged. The former First Lady did not immediately respond to Reuters' request for comment, nor did Joseph. Moise has criticised on social media what she calls unjust arrests and political persecutions. Joseph meanwhile told the Miami Herald the President's de-facto successor, Prime Minister Ariel Henry, was the main beneficiary and was now "weap-

onising the Haitian justice system" to persecute opponents in "a classic coup d'état". A spokesperson for Henry's office said the Judge was independent and "free to issue his order in accordance with the law and his conscience". It was on February 17 that news broke that Thorne had left the ruling Barbados Labour Party and crossed the floor. In a nine-minute video message laced with rage, Navalnaya, 47, accused Putin of killing her husband and said he had cut away half of her heart in doing so and robbed their two children of a father. onny Bairstow has been backed to rediscover his form by England coach Brendon McCullum. Bairstow made zero and four in the 434run shellacking England received from India in Rajkot; and has continued an awkward fourth tour of India in which he is averaging 17.00 from six innings. Ben Stokes had predicted big things for Bairstow at the start of the series. With Ben Foakes taking the gloves, the England captain had believed that a role exclusively as a batter could unlock a Bairstow purple patch akin to the summer of 2022, when he became the original Bazball poster boy. "We saw what we managed to get out of him, and I don't want him to worry about anything other than batting at five, getting runs and what's in front of him in the here and now," Stokes said. It has not worked out as planned. With England trailing 2-1 in the series, there will be selection decisions to ponder ahead of the fourth Test in Ranchi, which begins on Friday; but McCullum gave strong indication that Bairstow would retain his place in the XI for what would be his 99th Test cap. "You know I can't answer that; I haven't even seen the wicket," McCullum said when asked about Bairstow's position. "But I'd anticipate Jonny would be playing, yes." Dan Lawrence is the only spare batter in the squad, having replaced Harry Brook, who pulled out of the tour for a family matter, and is unlikely to return. Lawrence, however, is yet to feature under McCullum and Stokes. England wants to give Bairstow every chance to access the explosiveness of two summers ago. That, McCullum feels, is the problem. "Yeah! Look, he's not scored the volume of runs he would have wanted, and a couple of times he's got out kind of mildly for someone who's got the power game Jonny's got," he said. "I don't have concerns over him. I'm not blind, but he's done so well for us, and he's had such an impactful career we know that a top-quality Jonny Bairstow is as good as anyone in any conditions. So, from our point of view, we've got to keep on giving him confidence and block out a lot of the external noise as well, and keep him really present and focused on what he's trying to achieve; and I'm sure Jonny will come good."

Over the coming days, McCullum will opt for a more human touch with someone he describes as "a little bit different…but that's in a good way". Doing right by the person above the player has worked well for Stokes and McCullum thus far, and the 2022 Bairstow - whom they encouraged, emboldened, and at times reassured - is a testament to that. By contrast, McCullum will take a hands-off approach with his other out-of-form senior batter Joe Root. Another set of low scores has England's second-highest Test run-scorer nursing 77 runs at an average of 12.83, but McCullum could not be less concerned. "It's Joe Root! Crikey! I mean, seriously? The law of averages suggests he'll fill his boots in the next two." McCullum also defended Root's ramp shot in the first innings, which triggered a collapse of 8 for 95 on day three. England relinquished a position of 224 for 2, giving up a first-innings lead of 126 to India, who were without R Ashwin at the time. It was a critical passage of play. McCullum also took aim at those who say the new approach is not suited to Root. The start of the series has seen

You can get nicked off defending one, or trying to drive one through the leg side. I don't know if it is as high-risk shot in the modern game as what it appears in the previous game. "I would say that his statistics in the last 18 months or so, while people see a shot like that and they go, 'Oh, Joe Root is struggling to deal with this new regime', but have a look at the numbers: he's averaging higher, he's striking at a higher rate; his impact on the game is still very, very significant. Imagine if this becomes the norm for Joe as well, with the talent that he possesses and the history that he's got. And then what's the ceiling? So, this is a point: do we want just a normal Joe Root, or do we want a Joe Root that is even better. How many games are we going to win if that hap-

pens? Two more would do for now.” Having recovered to square the Ashes after defeat in the second Test at Lord's in similar circumstances to Rajkot - a first-innings collapse of 9 for 137 after Nathan Lyon was ruled out with injury - England does have previous experience for coming from behind in five-match series. But McCullum was clear he was happy with the method, and believes focusing on the mistakes here and last summer would be counter-productive. And though many hope the lessons from this defeat would lead to a more defensive approach, the team will double-down for a must-win game in Ranchi. "That's not a conversation we've ever had, because then you're starting to put peripheral thoughts into guys' minds, and the whole idea is to free them up to allow them to make good decisions in the moment; to be totally present, and to be able to then adjust their games to be able to do so. To me, that almost puts a limitation on what you can achieve,” he declared. "Ultimately, if you're going to beat India in India, you've got to be able to be good enough against every single

one of their bowlers, regardless of if they are a man down or not. I wasn't against the method that they took, that we went out there with. It obviously didn't work on this occasion, and we're going to cop that sweet, but it might work next time. "If you have got one crack at life, you may as well enjoy yourself and remain positive throughout things. There's lots of people who see the grey sky, not the blue; and to me, that's not necessarily how you go about things, and it's certainly not how you want to play as a cricket team when you've got this much talent that sits amongst it. "Yes, we will get it wrong at times. Guys in their own way will process that and be able to smooth out some of those rough edges. But a general conversation among the group about, 'We didn't do this right, we need to do this next time', it's detrimental to what you're trying to achieve, and you need conviction in your methods. ational youth all-rounder Leon Swamy will return to the Cotton Tree Die Hard team for the AJM ‘Mash It Up’ T20 tournament, which bowls off on Saturday, February 24, at the Bush Lot Sports Complex in Region Five. A product of the Tucber Park Cricket Club, Swamy is a left-handed batter who bowls brisk right-arm seam, and is an all-rounder who has built a solid reputation for dominating limited overs cricket. In the last AJM second-division T20 tournament, Swamy was among the top performers, demonstrating his prowess with scores of 54, 61 not out, 37, and 22 not out. With the ball, Swamy picked up 5-20 and 3-3 as he brought his top bowling performance to the party. “Well, I'm looking to have a great all-round performance again, and (I will) try to put my team in a good spot to win the competition for the second time,” he has said. “The experience playing there was really entertaining and also competitive, and I also learned a lot. There was a lot of support at the ground, and the atmosphere was really pleasing,” Swamy has said. This fantastic cricketer, who also plies his trade in the United States of America, has been putting in the work ahead of the AJM tournament.
