The Guyanese Head of State further revealed that he reached out to represen tatives of the Surinamese Private Sector on the issue. “I called key members of the Surinamese Private Sector myself to let them un derstand we treat everyone equally here, we give every one an opportunity here and that they should ensure that similar treatment is accorded to Guyanese,” he reasoned.

The two Heads of State also deliberated on the de tention of Guyanese fishing vessels by Surinamese au thorities.“Ireached out direct ly to President Santokhi. There’s active work going on right now in relation to the boats that were kept on the Surinamese side; that matter is being resolved as I speak to you,” President Ali ex plained.Inrelation to the sub stantive issue of granting licences to Guyanese fish erfolk, he said a meeting be tween the Foreign Ministers of both countries would be held in 14 days.

Finance Minister, Dr Ashni Singh, the President noted, also made interven tions in this regard. It was only on Monday that the Guyana Government issued a statement condemn ing “in its strongest possi ble terms, the most recent harassment being meted out to our Guyanese fish erfolk by the Surinamese Government, inclusive of its failure to grant licences to our fishermen”. The Guyana Government explained that this would have been in keeping with a commitment made to President Ali in November 2020 during a visit to Suriname.“During that visit, the Hon Zulfikar Mustapha, Minister of Agriculture of Guyana, met with Hon Parmanand Sewdien, Minister of Agriculture, Livestock and Fisheries of Suriname and requested the issuance of 150 SK licences which will allow Guyanese fishermen to ply their trade in Suriname Ocean waters,” the statement reminded. The statement further recapped that at the last meeting of President Ali and President Santokhi in Georgetown, it was agreed that by January 1, 2022, ar rangements would have been put in place to facilitate the issuance of the 150 SK licenc es to Guyanese fishermen. “Taking into account this decision, the Minister of Agriculture of Guyana com municated the names of the persons interested in being issued licences via a letter dated 16 November 2021 to his Surinamese counterpart. To date, the Government of Guyana has not been ad vised on the status of the es tablishment of the company referred to, nor on the issu ances of the licences,” the statement noted. It added that, “in the ab sence of the issuance of these licences, our fisherfolk con tinue to face harassment at the hands of the Surinamese authorities, including fishing vessels that are stranded in Suriname and cannot return to Guyana for fear of losing their licences”. Most of the fisher men, when they go into the Atlantic Ocean, are still con sidered to be in Surinamese waters, hence the need for a licence from the Dutchspeaking country to operate there. These fishermen also op erate from the Corentyne Coast and have to use the Corentyne River to get access to the Atlantic Ocean where they get most of their catch. The Corentyne River is con sidered Surinamese territo ry. Currently, the licenc es are issued to Surinamese businessmen at US$100 per year and rented to the Guyanese fisherfolk at US$3000 annually. About 150 boats oper ate from the Number 66 Fisherman’s Co-op Society thus providing direct em ployment for about 800 fish ers. uyana and Suriname have agreed to meet in two weeks for high-level discussions on the issue of the continued ha rassment of Guyanese fish erfolk by the Surinamese au thorities.This was related on Wednesday by President Dr Irfaan Ali, who told members of the press that he had a con versation with Surinamese President Chan Santokhi on his country’s foot-dragging on the granting of licences to Guyanese fishermen.

“There are some concerns from their side. We’ve made our case very clear; we’ve giv en all the data...I’m pleased at the efforts that were made in the last 24 hours to ad dress the immediate concerns in terms of the vessels that were kept there and I’m now looking forward for the meet ing that will be held between the two Foreign Ministers… on the long-term solution,” President Ali expressed.

At the official launch cer emony at the Arthur Chung Conference Centre (ACCC) on Wednesday, President Ali delivered the feature ad dress where he emphasised the importance of this activ ity in national development planning.“It’snot just someone coming with a sheet of pa per collecting data and that is the end of it…this is real ly the future,” the Guyanese Head of State explained. The Population and Housing Census is Guyana’s largest national data collec tion exercise, which is con ducted every 10 years. During the census ex ercise, enumerators (cen sus field staff) visit every household in every part of the country to administer the questionnaires that are used to collect social, demo graphic and economic data on the population such as population size, age struc ture, educational attain ment, labour force, and housing.In his remarks, President Ali pointed out how data from the census would assist in guiding the Government in the develop ment of policies to address a wide variety of issues af fecting the country. “If, in the census, the data shows us that 70 per cent of our graduates are coming out in a particular area, but the country re quires persons with this skillset in a different area, how then do we ensure that the policies create the in centive to create that shift in where the labour is fo cused…The census would not give us a labour mar ket information system, but the census would give us a gateway through which we can formulate [that system] to meet our national devel opment priorities,” he ex plained.Thedata generated from the census, President Ali further explained, helps Government in identifying various gaps in society that may require specific inter vention.

Developmental projects Similar points were em phasised by Senior Minister with responsibility for Finance, Dr Ashni Singh, who highlighted that all the developmental proj ects being undertaken by the Government were not randomly determined, but rather were based on data generated from previous censuses.Healso highlighted that the 2022 Census was be ing undertaken at a critical point in the country’s histo ry. “Census 2022 will allow us to accumulate a com prehensive snapshot of our country, of our population, of our building and housing stock, etc.…[that] will form the basis of analysis that will determine policies that will literally shape the face of our country for genera tions to come…,” Dr Singh expressed.“Thisis not by any mea sure a trivial exercise and particularly given the in credibly exciting chang es that are happening in our country today, new and emerging industries, new and emerging job types, new and emerging skills that people need for their place of work, this census, notwithstanding that it comes in the automatic 10year cycle… has special sig nificance, because it comes at a time when our coun try is going through an his toric and an unprecedented change,” he added. The enumerators who have to execute this “mon umental task” were encour aged by both the President and the Finance Minister to diligently conduct the exer cise and ensure that every household was counted. Residents were urged to fully cooperate and be truth ful with the census takers, keeping in mind that the data generated from this census was directly linked to their development. As expressed by the Chief Statistician and Census Officer at the Bureau of Statistics, Errol La Cruez during his open ing remarks, “even the most basic product which is the true population count is used as the benchmark and common denominator for assessing and tracking de velopment”.Guyana’s last census was conducted in 2012 and showed a population count of 746,955.Thisyear’s census in cludes more lines of ques tioning such as food secu rity and for the first time ever, data will be collected digitally by the enumera tors.September 15 has been declared Census Day and the activity is expected to last for some eight weeks, according to La Cruez. In addition to taking stock of the persons pres ent in the country, he not ed that the enumerators were responsible for count ing members of a household who, at the time of the cen sus, were out of the jurisdic tion.The public education and information campaign for this census cycle is being conducted under the theme: “We countin’ We”. On August 8, 2022, the National Assembly ap proved supplemental fund ing of $2 billion to aid in the execution of the census. (G11)

Creating a legacy of sport for health

Literacy and early childhood development

Today Guyana joins the rest of the world in celebrating International Literacy Day (ILD), themed “Transforming Literacy Learning Spaces.” Since 1967, the celebrations have taken place annually as a reminder to the public of the importance of literacy. This, UNESCO categorised, is a “a matter of dignity and human rights, and to advance the literacy agenda towards a more literate and sustainable society. Despite progress made, literacy challenges persist with 771 million illiterate people around the world, most of whom women, who still lack basic reading and writing skills and are faced with increased vulnerability.”However, even in dealing with literacy, the issue of early childhood development plays an integral part of literacy. Sometime ago, this publication highlighted several aspects of “The Lancet’s Series” which deals with early childhood development. According to findings from “The Lancet’s Series, Advancing Early Childhood Development: from Science to Scale”, an estimated 43 per cent – 249 million – of children under five in low- and middle-income countries are at an elevated risk of poor development due to extreme poverty and stunting. The Caribbean regional launch of the series took place some years ago immediately following the 32nd Meeting of the Council for Human and Social Development (COHSOD) on Education, and was hosted by the United Nations Children’s Fund (UNICEF) in collaboration with the Caribbean Community (Caricom) Secretariat. The Series had again made a strong case for Governments and other stakeholders to work towards designing and implementing effective policies and programmes and allocate the necessary resources to ensure early childhood development.

By Dr Hanan MoHaMeD al Kuwari anD Dr TeDros aDHanoM GHeBreyesus With Qatar soon to take the cen tre stage of world sports, the World Health Organization and the Qatar Ministry of Public Health are driving efforts to help make this year’s celebra tion of football, the “world’s game”, a beacon for health and safety, and a launchpad for sharing lessons with ma jor sporting events in the fu ture.Set to be held in Doha from November 20 to December 18, the 2022 FIFA World Cup in Qatar is a unique platform for us to promote health across the world and to communi cate that sport and health go together. They are inter twined and, together, they play out in a celebration of joy, wellbeing, and soli darity for billions of people around the world. Our partnership in Sport For Health has two main ob jectives: first, to work with key partners to help make the 2022 FIFA World Cup – the first to be held in the Middle East – healthy and safe; and second, to capture and share lessons learned with our partners and or ganisers of other large sporting events. The partnership, which is supported by FIFA and Qatar’s Supreme Committee for Delivery and Legacy as part of a drive to promote health globally through football, began last October. Since then, we have worked in close collaboration to pro mote physical health and wellbeing in several ways. These include promot ing health and nutritional awareness during the Holy Month of Ramadan, engag ing in the third edition of the “Walk the Talk: Health For All Challenge” initia tive in Geneva, and rais ing awareness of the harms caused by smoking on World No Tobacco Day. By focusing on physical activity, healthy diets and nutrition, tobacco control, mental health, and health security, we are working to provide guidance on how to help improve the phys ical and mental health of all people globally through sports.Our goals are ambitious, and based on three key pil lars: First, promoting health through strategic collabo ration with governments and sporting organisations, reaching billions of people through football and oth er sports; second, making major sporting events safe for fans, players and staff; and third, sharing informa tion with the public to help them make healthy lifestyle choices. The partnership is leveraging this year’s FIFA World Cup to promote the health benefits of physical activity for all through sport by developing new tools to reach people of all ages, par ticularly youth. As partners, we have been busy develop ing science-based guidance through technical engage ment to communicate the importance of physical ac tivity.

One of the authors of the Lancet Series, Rafael Pérez-Escamilla, Professor of Epidemiology & Public Health, Director of the Office of Public Health Practice, and Director of the Global Health Concentration at the Yale School of Public Health, presented the research findings and Therecommendations.Seriesauthors propose several ways the global community can scale-up support for early childhood development services; these include by encouraging the adoption and implementation of policies to create supportive environments for families to provide nurturing care for young children, building capacity and strengthening coordination to promote early childhood development through existing health, nutrition, education, social, and child protection services, strengthening measurement and ensuring accountability for early childhood development services, increasing research, and fostering global and regional leadership and action and expanding political will and funding through advocacy for the Sustainable Development Goals (SDGs). Guyana must be commended for placing the issue of early childhood development high on its national development agenda over the years. Guyana’s Early Childhood Development Project, which came as a result of intense discussions between early childhood educators and other relevant officials, is aimed at improving the emergent literacy and numeracy outcomes for children at the nursery level and primary Grade One in hinterland regions. The first component of the project caters for capacity building for nursery and Grade One teachers and is aimed at improving the quality of instruction and learning at the nursery and Grade One levels by strengthening teachers’ knowledge, particularly with regard to the implementation of new strategies for the development of emergent literacy and numeracy skills, through an in-service teacher training programme. The second component of the project targets improved supply of teaching and learning materials.

According to the authors of the Series, early childhood development interventions that promote nurturing care – health, nutrition, responsive caregiving, security and safety, and early learning – may cost very little, when combined with existing services such as health. The representative of UNICEF – Guyana and Suriname at the time was quoted by Caricom as saying: “The science and economics are clearly on the side of investing in the first 1000 days of a child’s life. The cost of not doing so is higher. Children fall behind long before they set foot in school.” There is, therefore, need for increased global commitment to early childhood development. The consequences of inaction impact not only present but future generations. In the Region, there is less public provisioning for early childhood education, especially for the 0-2 years age group, as opposed to the preschool years. For example, it was explained that the uneven funding distribution across sectors is striking; expenditure on pre-primary as share of Government expenditure on education is only 2.9 per cent compared to primary at 34.9 per cent and 40.3 per cent for secondary education.

The issue of early childhood development, despite COVID-19, must be taken seriously by all stakeholders as research has shown that a child’s brain develops faster in the first 2-3 years than at any other time in life.

To further promote healthy lives, we are un derscoring the importance of nutrition by demonstrat ing the benefits of offering healthy food choices at large sporting events. In the same vein, at the FIFA World Cup Qatar 2022, smoke-free stadiums and bans on tobacco market ing will help to protect peo ple from this deadly prod uct. The benefits of these measures will help promote and protect the health of sports followers at future large sporting events. Lastly, keeping sporting events safe through a com mitment to health security is a fundamental pillar of the project. From ensuring the implementation of mass gathering protocols outside and inside stadiums, to ad hering to control measures to protect people from infec tious disease outbreaks, we are committed to working with partners to ensure all necessary steps are taken to make sporting events, such as the FIFA World Cup, safe andAssecure.weall know, team work is essential for success in sports. Dear Editor, The Guyana National Commission for UNESCO joins the Ministry of Education in observing International Literacy Day, under the theme, “Transforming Literacy Learning Spaces”. The critical role literacy plays in the quality of life of each citizen cannot be overstat ed. On a broader, national level, literacy pays signifi cant dividends in relation to our sustainable devel opment agenda. Although strides have been made globally over the last de cade, it is still disturb ing to note that recent UNESCO statistics indi cate that over 700 million youth and adults lack basic literacy skills. The statis tics further show that this has deeper socio-economic and, in many territories, gender implications. Even further, this stark reality has been exacerbated by the recent pandemic, add ing greater urgency to the need for viable solutions. Although we lack the in sights of a comprehensive, reliable measure of liter acy rates in Guyana, it is clear, from preliminary studies and anecdotal evi dence, that in this regard we also have a challenge to address in our nation. In her message mark ing this important day, the UNESCO Director General issued a clarion call to “all actors in the field of edu cation and beyond to rethink the role of literacy” and cited the renowned theorist Paulo Friere in noting that literacy should entail “the practice of free dom, the means by which men and women deal crit ically and creatively with reality and discover how to participate in the transfor mation of their world”. The Ministry of Education has long rec ognised the importance of this facet of education as noted in its stated mission: “Eliminating Illiteracy, Modernising Education, Strengthening Tolerance”. Its recent sector plan un derscored the importance of continuing efforts aimed at “improving literacy and numeracy at the basic lev el to ensure a good founda tion for learners”. To at tain success, much of these efforts must fully address the equity issues still prevalent in our society. At a recent internation al forum, the Minister of Education, the Hon. Priya Manickchand, stressed the importance of inter ventions meeting the most vulnerable in our society, emphasising that “any kind of input must reach every child, or we will be measuring for a long time to come, how that inequity and the continuing inequi ties affect us as a whole”. This gas will be utilised at the Integrated Gas Fired Power Plant and Natural Gas Liquids in the Wales Development Zone. “These facilities will pro vide low-cost, reliable and cleaner power for Guyana, as well as enable the ad vancement of heavy man ufacturing and industriali sation in our economy,” the report goes on to explain, referencing the gas-to-shore project.The gas-to-shore proj ect, which is currently in the pipelines, will have a 25year lifespan and is expected to employ up to 800 workers during the peak construc tion stage, as well as some 40 full-time workers during the operations stage, and another 50 workers during the decommissioning stage. It will feature approx imately 220 kilometres of a subsea pipeline off shore that will run from the Liza Destiny and Liza Unity Floating, Production, Storage and Offloading (FPSO) vessels in the Stabroek Block to onshore. Upon landing on the West Coast Demerara shore, the pipeline will continue ap proximately 25 kilometres to the Natural Gas Liquid (NGL) plant at Wales, West BankTheDemerara.pipeline would be 12 inches and is expected to transport some 50 mil lion standard cubic feet per day (mmscfd) of dry gas to the NGL plant, but has the capacity to push as much 120 mmscfd. The pipeline’s route onshore will follow the same path as the fibreoptic cables and will terminate at Hermitage, part of the Wales Development Zone, which will house the gas-toshoreTheproject.Guyana Government has already invited inter ested parties to make in vestments in the Wales Development Zone, which will be heavily industri alised and for which approx imately 150 acres of land has been allocated. In the circumstances, she applied the de facto doc trine to give legality to all actions taken by the PSC, including its recent pro motion of dozens of senior Police Officers. In the case of the ap pointment of the Integrity Commission, Justice George noted that the President had followed Article 232 of the Constitution in his ef forts to consult with the Opposition as well as the Integrity Commission Act. As one news-agency pointed out, it was the first time in British History the top FOUR spots didn’t go to WHITE MALES!! In case you forgot, Truss is White but NOT male!! So we have Kwasi Kwarteng – of Ghanaian descent –succeeding Indian-origin Rishi Sunak in the finance job as Chancellor of the Exchequer. Isn’t this poetic justice – that after Britain built its industrial revolution by squeezing the wealth out of India and Africa and the West Indies – they’ve put an Indian and now an African in charge of the money?? C ontending that act ing Chief Justice Roxane George, SC, erred and misdirected her self in law in upholding President Dr Irfaan Ali’s appointment of Patrick Findlay as Chairman of the Police Service Commission (PSC) as well as his appointment of the Integrity Commission, the A Partnership for National Unity/Alliance For Change (APNU/AFC) has filed an appeal.The action brought in the name of Opposition Leader Aubrey Norton, which was filed on Monday, lists 11 grounds upon which the party is seeking to have the Chief Justice’s ruling overturned by the Court of Appeal of Guyana.

T he Government of Guyana has been carefully weighing global events and devel opments, and how they may influence the sale of Guyana’s carbon credits, when it decides to go out on the Thismarket.isaccording to President Dr Irfaan Ali, when asked by Guyana Times on Tuesday about Guyana’s carbon credits, which were supposed to have gone on the market by July. According to the President, the Government is keeping a close eye on global events and how they will sway the carbon cred it market.“There’s a lot of de velopment globally, in the carbon market. And I think that the unit, led by the Vice President, they’re taking into account all that is happening globally. There’s a lot of changes in the carbon market. There’s now different narrative on fossil fuel as a transition (energy source).” He assured, however, that there was still great interest in Guyana’s car bon credits, which are a tradable permit that coun tries can purchase. The Government’s approach to the issue, he said, would be multi-dimensional.“There’sgreatinterest.

I can tell you there’s great interest in Guyana’s car bon. They went out for an expression of interest. So, there’s that analysis that is going on right now, to develop the best. It must be a multi-dimensional ap proach, from all that I’ve analysed from what we have,” the President said. “So, it has to be a multi-dimensional ap proach. And that is where a lot of critical think ing would occur. Because whether you have the di rect approach to the mar ket in some instances, or only an integrated ap proach through the facil itation process. So these are some of the things that we have to address.” During the Energy Conference and Expo ear ly in the year, Climate Change Advisor Kevin Hogan had announced that the Government planned to put at least eight mil lion carbon credits on the market for sale by July of thisAyear.carbon credit is a tradable permit or certifi cate that allows the hold er of the credit the right to emit a stated tonnage of carbon dioxide or an equiv alent of another green house gas. Countries and companies that exceed their permitted limits can purchase carbon credits from other nations that have low emissions such as Guyana. Guyana’s 18.4 million hectares of largely pristine forest stores ap proximately 5.31 gigatons of carbon.Back in April 2021, President Ali had an nounced that Guyana had signed a letter of intent with US-based non-profit organisation (NGO), Emergent Finance Accelerated Inc, to market the country’s carbon cred its through a credit con tract – a deal that could earn the country millions of USLastdollars.year, Vice President Bharrat Jagdeo had said that Emergent would soon be commencing work towards marketing Guyana’s carbon credits on the world stage. And in deed, the process of seek ing proposals has attract ed interest on the world market.Jagdeo has been vocal about the need for the de veloped world to create the incentives for carbon cred it products from the devel oping world, as the fate of the world and carbon emis sion targets hang in the balance.“This is only right and just, given that the world pays nearly US$90 per ton for carbon in another part of the world. And they’re unwilling now, to even guarantee a price of US$10 for forest carbon. And a ton of carbon from whatever its source, or wherever in the world it’s emitted, has the same impact on glob al warming,” Jagdeo said previously.“So,our argument is that the developed world has to start creating incen tives and markets for prod ucts supplied by the devel oping world. They can’t want to treat develop ing world mitigation solu tions as though it could be solved through philanthro py or goodwill, as they did in COP26 when there was just a declaration with out allocation of resources, to say deforestation must end by 2030,” he had ex plained.Jagdeo had noted that deforestation and land use change contribute 16 per cent of total greenhouse gases. P olice in Mahdia, Region Eight (PotaroSiparuni) have launched an investigation into the death of a fouryear-old child who was found in an abandoned car on Tuesday.Dead is Kamal Ramsammy. Reports are that the child’s mother, who had to work the night shift on Monday evening at a popular hotel and bar in Mahdia, left him in the care of his grandmother. Guyana Times was told that when the mother re turned home from work around 10:30h on Tuesday, she enquired whether the child had been sent to school.Itwas then that family members in the house re alised that the child was missing. This led to a search of the area and young Ramsammy was found in a car.He was pulled from the vehicle in an uncon scious state and taken to the Mahdia Hospital, where doctors attempted to revive him. A relative told this publication that the child temporarily became respon sive and called for his mom, but then Policedied.have since launched an investigation.

Hours after Police re ported that they found the remains of a human at Snake Farm, Yarrowkabra along the Linden-Soesdyke Highway, it was reported that they are suspected to be those of 47-year-old Marc Melville, a welder of Parfaite Harmonie, West Bank Demerara who has been reported missing. According to reports re ceived, the burnt remains were found in a clump of bushes by several boys who were traversing the area. The charred skeleton was located about 200 feet north of the entrance lead ing to the South Dakota Circuit from the LindenSoesdyke Highway. Next to the remains, Crime Scene Investigators found a pair of Air Jordan sneakers which appeared to be unburnt with one of the victim’s feet still intact. In addition, they found a Seiko wristwatch, the blade of a knife, two screwdrivers, one USB phone charger ca ble, and a bunch of eight keys. The keys appeared to be those for a door lock and padlock.The items were found close to the burnt remains. A team from the Criminal Investigation Department (CID) Headquarters and ranks from Regional Division 4B conducted addi tional searches in the area during which several other pieces of human bones were recovered. Further, a fire heap was carefully sifted through by ranks and they were able to recover two Barbadian one-dollar coins, a piece of a leather belt, and pieces of a pair of Blue Urban Star DenimFromJeans.allindications, in vestigators said, the re mains had to be those of a male.Melville reportedly left home on August 28 and did not return home. His moth er, Avira Melville had told the media that on the day her son went missing, she attempted to call his phone, but it went wentremainstheHowever,unanswered.uponreadingnewsabouttheburntfound,hisfamilytothePoliceandfrom all indications, they believe they are Melville’s.

“He went home one time and he reached him there in the house, and he talk ed to him about going there, but other than that, I don’t know anything more about him having any issue with anyone,” Henry explained. She said while family members were still trying to put the pieces together to figure out how Melville lost his life, they were told that the father of three was blud geoned, stuffed in a suitcase, and lit a fire at the scene. This has left us very hurt. The Natural Resource Fund (NRF), which contains revenue re ceived from Guyana’s prof it oil, as well as royalty pay ments and interest earned, have a balance of almost $200 billion as of August 2022.This is according to the monthly financial state ment, which was released by the Bank of Guyana. According to the financial statement, the NRF had a closing balance of $198 bil lion or US$949.9 million as of August 31, 2022. The financial statement also reveals that the Fund had an opening balance of $176.3 billion at the start of August. While no royal ty payments were received for the month, Guyana did receive $21.3 billion in prof it oil payments and $374.6 million in interest pay ments.The report also notes that transfers to the NRF increased by US$198.3 mil lion, to US$344.2 million in the first half of 2022. The first withdrawal from the Fund, of US$200 million for developmental projects, was also recorded in the first half.It was only last week that President Dr Irfaan Ali offi cially appointed the Natural Resource Fund Board, say ing that this would bring true value to the sector while adding that these po sitions must be undertaken by people who were not po litical in nature. The Public Accountability and Oversight Committee and the Investment Committee were also ap pointed to serve in their re spective roles after taking the oath of office. The Natural Resource Fund Board will be chaired by Major General (Retired) Joe Singh. Other members are Guyana’s Permanent Representative to the United Nations, Carolyn RodriguesBirkett and former Member of Parliament (MP) for the People’s National Congress Reform (PNCR), Dunstan Barrow.Longstanding execu tive of the Private Sector Commission (PSC), Ramesh Dookhoo and former Caribbean Development Bank (CDB) President, Professor Compton Bourne were also appointed. The petitioners had contended that Section 22 of the Elections Law (Amendment) Act (ELA) and Order #60, also known as the Recount Order, vi olated the Constitution of Guyana. Failed to present evidence However, in dismiss ing the petition, the Chief Justice, SC, held that the petitioners failed to pres ent evidence to support that the conduct of the elections contravened the Constitution and elector al laws. She ruled that nei ther Section 22 nor the Recount Order was ultra vi res the Constitution, add ing that Article 162 of the Constitution empowered GECOM to take whatever actions were necessary to conclude the elections, in cluding embarking on a re count of all Alludingballots.tothe events that occurred after the close of polls, Justice George noted, “Given the difficul ties, it does appear that it would not have been pru dent for GECOM to de clare the results in the pe culiar circumstances that accompanied the comple tion of the process of the March 2 Elections. In light of this, Presiding Magistrate Sunil Scarce re quested Da Silva and the prosecution to lay over writ ten submissions to the court on that point. The Magistrate has fixed October 5 to rule on the sub missions and on the way forward in the matter. Bruce, 35, of 295 Soesdyke Back Road, East Bank Demerara (EBD), is facing a charge for cy bercrime at the DiamondGolden Grove Magistrates’ Courts.He was arrested and subsequently charged af ter Journalist Leroy Smith alleged that he was being relentlessly attacked by the cartoon character on Facebook and other social media platforms. It is alleged that on January 25, 2021, at Soesdyke, EBD, Bruce used a computer system to dis seminate information about Smith, knowing same to be false. Police are alleging that the information sub jected Smith to public ridi cule, contempt, hatred, and embarrassment.BackinJanuary, Police arrested Bruce and sever al other persons on allega tions of the cartoon char acter slandering persons. Police Headquarters said that ranks seized several pieces of equipment from a DD Eccles, EBD home. In addition, several voice messages were also collected, which, when an alysed, matched with the “Mudwata” commentary. His arrest came days af ter Smith, owner and man aging editor of the online media outlet BIG SMITH News Watch, offered a $1 million reward for reliable information that would lead to the proper identification of the cartoon character. Smith had made this of fer after a video aggressive ly attacking him was posted by “Mudwata” on Facebook andAfterYouTube.Bruce’s arrest, Smith had stated that sev eral persons had come for ward with information about the cartoon charac ter. As such, a court order was issued to search Bruce’s house for any evidence that would pin him to the char acter.The Police are obliged under the provisions of the Cyber Crime Act 2018 – a legislation that was passed under the previous APNU/ AFC Government – to in vestigate any report made with respect to cyberbully ing.Meanwhile, in February of this year, Bruce filed a $101 million libel suit against Mikhail Rodrigues, better known as the “Guyanese Critic”, whom he has accused of slander ing him. In that lawsuit, filed at the Demerara High Court, Bruce claims that, on January 29, Rodrigues, via a Facebook Live which at tracted 761 comments, 933 reactions, 33,000 views, and 91 shares, Rodrigues made several false and defama tory statements about him being the person behind “Mudwata”.Insisting that he and the “Mudwata” character are not “one and the same”, Bruce said Rodrigues had not presented any credible evidence to the contrary, and therefore this could not be a “matter of fact”, since this had not been proven in a court of law. G uyana’s renowned soil scientist, Dr Oudho Homenauth, who served as Chief Executive Officer of the National Agricultural Research and Extension Institute (NAREI), has died. He held this position for over two decades. Dr Homenauth died on Tuesday, collapsing as he was about to take an after noonHewalk.grew up in the Number 67 Village, but subsequently moved to Georgetown after he was placed at Queen’s College. He taught at the Manchester Secondary School in Corentyne for one year after leaving school, and went on to univer sity from 1975- 1978, af ter which he joined the National Service in his ear ly days.During his teaching ca reer, he received a scholar ship to study medicine but rather pursued a degree in chemistry. While on the sidelines of the launch of the popu lation census on Tuesday, President Dr Irfaan Ali paid a tribute to Dr Homenauth, reflecting on the numerous contributions he made in the agricultural sector. “He served exceedingly well, he made tremendous contributions to the agricul tural sector; his death is a tremendous loss to the coun try, I had the honor to work with him at the Ministry of Finance, Ministry of Housing and as President. His contributions can nev er be understated. Much of what we have accomplished in the rice industry is his hard work,” the Head of StateMeanwhile,said.

Having been curtailed for two years due to the global pandemic which rocked Guyana and the world, the annual Pele FC Alumni/Lions Club of Georgetown Durban Park Summer Camp made a wel come return August monthend.The four-day event at tracted 44 children between the ages of 6 and 13 and was conducted on August 13, 20, 26, and 27 at the Den of the Lions Club of Ruimveldt, lo cated in Festival City. Deemed a resounding success, the purpose of the Camp was to improve the literacy levels of the par ticipants through fun. This year, there was an addition to the programme which saw art and craft being in tegrated into the literacy sessions. Providing expert guid ance and support in art and craft sessions was the Director of Unique Touch along with the staff. Additionally, trained teach ers volunteered and assist ed with the literacy ses sions at the camp, while the Literacy Unit of the Ministry of Education pro vided some technical sup port in the form of a Literacy Clinic. On the final day of the camp, all the partici pants received backpacks and stationery donated by Pele FC Alumni; in addi tion, some of the male par ticipants received pants.

Tallawahs had posted 1638 in 20 overs, on the back of Raymon Reifer's brilliant 62, but Kings ended victorious on 164-8, to claim the match by twoInwickets.thechase of 164, Kings lost early wickets. Niroshan Dickwella was the first dismissed for 10, caught by a diving Kennar Lewis with the gloves. Mohammad Amir then produced a top delivery to destroy the stumps of Faf du Plessis, who went for a second-ball duck. Charles then continued, and he was joined by West Indies Under-19 Captain Ackeem Augueste. The lefthanded Auguste did not last long, as he departed for four when Chris Green made a mess of his stumps at 34-3 in 5.4 overs. While Charles continued to score, Roston Chase departed for three. Tim David, who recently earned a maiden callup to the Australia team, came and struck the ball clean as he and Charles saw Kings reach 72-4 in 10 overs. By Brandon Corlette in St luCia Keemo Paul's ab sence from the bowl ing crease in the first match against Jamaica Tallawahs emerged as one of the biggest talking points as it relates to the Guyana Amazon Warriors’ defeat. According to Head Coach Rayon Griffith, Paul was fit and ready to bowl as he was, but perhaps, the skipper had different ideas. "He was picked to bowl and bat. Maybe, the situation of the game, I believe as it got to the back end, the skipper did not go for him. Maybe he had different ideas. He is fit and ready to bowl," Griffith said. After two matches, Warriors got their first point after a match was rained out in St Kitts. Griffith reflected on that encounter and looked ahead to the match against Patriots. "The first game, I must say we play some good cricket. It was a good fight be tween us and the Tallawahs. It was a close match. With that gone, we have to focus on what is ahead of us, which is Patriots. I believe we had some good sessions after, which some of the guys are looking in nick." When asked about find ing the right balance and how important is it to have points away from home, Griffith said: "Early days yet, and we are still trying to get that right balance. Everyone wants their points, to ensure you are in a good position for the final four. It is still early days, but we want to see how much points we can get out side here (away from home)." Based on close-up obser vations in St Lucia, the sur face is good for batting, and the fast bowlers will have purchase. With Warriors bowling strength being spin ners, Griffith is confident in the faster men, and he is also confident that the spinners will adjust to conditions and bowl to suit. "It does not really matter We have some experi enced spinners which is good. They will know how to vary their pace, even push and pull in terms of line and length and some of the spinners will do well on this ground (Daren Sammy Cricket Ground). We still have some fast bowlers who can get the job done on this surface," the Amazon Warriors Head Coach said. While Paul and Romario Shepherd have been expen sive with the ball of recent while playing for West Indies, Griffith noted that the more they play, the better they will become.

A ll three Barbados Royals' games in the ongoing CPL have been marred by rain, but the team in blue has found ways to record a hat-trick of wins, the lat est being against a power ful Trinbago Knight Riders - a thumping 80-run win via DL method in St Lucia, which now puts them at the top of the table. Opting to bowl, the Knight Riders' bowlers were taken to the clean ers from the onset as Kyle Mayers blazed his way to a 33-ball 52 that includ ed five fours and four six es. His attacking knock not only helped the team record 60-0 at the end of powerplay, but also al lowed his partner Quinton de Kock to play the second fiddle. Skipper Miller, who walked in at three, had the perfect platform to play his natural game and he didn't disappoint.Thehighly-rated South African left-hander of fered much-needed mo mentum through the mid dle overs and stitched a crucial 58-run stand for the third wicket while at it. His 36-ball 60 ensured the Royals had a stiff total on the board to challenge one of the most feared bat ting line-ups of the tourna ment, the Trinbago Knight Riders. In fact, at the half way stage, Quinton de Kock noted that "They (TKR) have the potential to chase it down. Every sin gle one, everybody needs to be switched on. We have got a lot of options. If all goes fine, we should win." In pursuit of what ap peared to be a huge tar get, the Trinbago Knight Riders smashed a couple of boundaries in the 12-run opening over, but that was the last bit of joy they had as wickets kept tumbling throughout the powerplay, making an absolute meal of the target. Barring Colin Munro, none of the top six could get to the double-dig it scores and that left them reeling at 42/6 at the end of theTherepowerplay.were a couple of rain-breaks during the course of the chase, but a relentless spell of rain at the end of the eighth over forced the umpires to call off the game, at which stage the TKR were behind by DLS calculations.
