More regional cooperation needed on climate change, health crises – President Ali …supports creation of Regional Disaster Fund

resident Dr Irfaan Ali, who is presently in Mexico City for the Community of Latin America and Caribbean States (CELAC) meeting, has called for more inter regional cooperation on issues such as climate change, future public health crises and food security.

The President, as well as Foreign Affairs Minister Hugh Todd, are among the leaders from around the region attending the VI CELAC Summit being hosted by Mexico. During his address to the meeting, the President noted the importance of the region coming together on critical issues.

These issues include national disasters, health crises and climate change, all of which have a disproportional effect on the region.

Ali also noted that the region will be given an opportunity to speak with a collective voice and to stress the urgency of increased and readily available financing for mitigating against climate change at the 26th Session of the Conference of Parties (COP26) of the United Nations Framework Convention on Climate Change (UNFCCC).

He urged the regional bloc to “agree on a systemic approach in dealing with issues of the environment and climate change beginning at COP26. This approach must speak to issues of access to resources, to address adaption and mitigation, establishment of a climate vulnerability fund, and fulfilment of pledges made by the developed world.”

When it comes to health crises, of which the region is in the midst at the moment, Ali called for the region to pool its resources to better tackle these crises in the future. He noted that this would also reduce the region’s dependency on the developed world. According to President Ali, Latin America and the Caribbean must never again be victims of vaccine nationalism.

“Latin America and the Caribbean must never again become victims of vaccine nationalism. We must combine our scientific resources – intellectual and material – so as to reduce our dependence on the developed world in the event of future health crises, and to chart a common strategy to exit this pandemic and bolster economic recovery,” the President said.

Another measure he expressed support for was a voluntary fund that would facilitate regional disaster response. He also urged more cooperation on issues of climate change and food security. When it comes to the latter, Ali emphasised its importance to post-pandemic recovery.

“The socio-economic impact of the COVID-19 coronavirus pandemic will have lasting and lingering impacts. While our Region is expected to experience overall economic growth this year, the Economic Commission for Latin America and the Caribbean has warned that the health crisis has worsened the structural problems of low investment, unemployment, inequality and poverty.”

“Food security is vital to the post-COVID-19 recovery. Guyana strongly supports regional cooperation in ensuring a more food se-

cure Latin America and the Caribbean,” President Ali also said, while expressing hope that the recommendations in the Food Security under the COVID-19 pandemic report presented by the Food and Agriculture Organisation of the United Nations (FAO), and in the CELAC Food Security, Nutrition and Hunger Eradication Plan 2025, will soon be given effect.

CELAC is a regional bloc of 33 Latin American and Caribbean states. The organisation aims to unite all of the Latin American and Caribbean states in order to strengthen the polit-

ical, social and cultural integration of the region. A total of 17 countries from the bloc were represented by their Heads of State at the summit.

The Guyanese delegation arrived in Mexico on Friday and were welcomed by Foreign Minister of Mexico Marcelo Ebrard.

During the event, President Ali met with a number of leaders including the host President of Mexico, Andrés Manuel López Obrador.

After attending the CELAC Summit, President Ali will travel to New York to attend the 76th Session of the UN General Assembly next week. The 76th session of the UN General Assembly (UNGA 76) opened on Tuesday, September 14, 2021. On that day, Abdulla Shahid of the Maldives was sworn in as the General Assembly President and he opened the 76th session.

Meanwhile, in President Ali’s absence, Prime Minister, Brigadier (Ret’d) Mark Phillips was on Friday sworn in to perform the functions of the President of Guyana by Chancellor of the Judiciary (ag), Justice Yonette Cummings-Edwards. The ceremony took place at the Cheddi Jagan International Airport (CJIA), moments after President Ali departed the country on his official duties. (G3)

his Tuesday, Sept 21, the week-long General Debate at the United Nations General Assembly (UNGA) kicks off in NYC. Last year’s Debate was held virtually because of the COVID-19 pandemic sweeping the world, but, this year, while it is expected that half of the heads of the 193 member states might skip the event, the show will go on. This contingency does not imply that the pandemic has been defeated, but, more pragmatically, that the Developed Countries and China, with their wealth and technical advantages, have been able to create and deploy vaccines to such a level as to have almost reached the “herd immunity” nirvana. The disparity in vaccine distribution across the world will definitely be one of the hot topics in the debate.

President Ali has chosen to attend the UNGA meeting in person, and took the opportunity to make a pit stop at the meeting of the “Community of Latin American and Caribbean States (CELAC), of which Guyana and Caricom are members. That conclave started last Friday, and it is expected that the President would have presented Guyana’s case to the other members of CELAC on the Venezuela Border Controversy. This has become a live issue because of the outrageous “agreement” brokered by host Mexico between the Government and Opposition of Venezuela (which is also a member of CELAC), that Essequibo belongs to Venezuela. The controversy, of course, had been dealt with between the parties British Guiana and Venezuela, along with the colonial power Britain in the 1966 Geneva Agreement. And subsequent to the protocols of that agreement, the controversy is before the International Court of Justice (ICJ, or “World Court”) on the decision of the Secretary General of the UN. Fresh from this meeting, President Ali will be ready to inform the entire world at the UNGA, when he addresses them on Thursday, September 23. Venezuela would have already spoken the day before, so President Ali will be able to rebut their well-worn specious arguments. Venezuela is fundamentally challenging the very raison d’etre of the UN - which is, to provide a forum for its sovereign members to settle their contentions peacefully, and not through force. On the Border Controversy, Venezuela has already breached that agreement by forcefully annexing our half of Ankoko Island back in 1966. It is expected that when the ICJ rules in Guyana’s favour next year, Ankoko will be returned to us.

Venezuela will also be pleading for the US to pull back some of the measures it has taken to get Venezuela to return to the democratic fold. But President Ali will be able to expose the hypocrisy of Venezuela invoking “justice” after it has abrogated democracy, destroyed its economy, and pushed 5 million of its citizens to become refugees in neighbouring countries - including Guyana - and now refusing to accept the jurisdiction of the World Court to decide on the merits or demerits of its rejection of a 122-year-old “full and final” arbitral award.

As implied above, while each country would articulate its particular concerns, there are also other “global” issues that would take centre stage - as articulated in this year’s theme: ‘Building resilience through hope – to recover from COVID-19, rebuild sustainably, respond to the needs of the planet, respect the rights of people, and revitalize the United Nations.’

The vaccine inequity in distribution would certainly loom large, and the Secretary-General’s ‘Our Common Agenda’ report would include specific recommendations on the global COVID-19 approach, which could be a benchmark for evaluating how much, or little, Heads of State or Government are proposing. Guyana has already forcefully advocated for justice in vaccine distribution.

With the countries heading to Glasgow, Scotland for the UN Climate Change Conference (or COP 26) in November, President Ali might also telescope the positions Guyana is coordinating with Suriname on this critical issue.

All in all, we should expect the President to give a riveting presentation.

Sad stories of unvaccinated people who died must jolt us to become vaccinated Dear Editor, While the Pope urges COVID inoculations, saying “vaccines are humanity’s friends,” Minister Manickchand revealing that 17 schools closed in one week as teachers test positive, Minister Anthony revealing a one-day record of 313 new COVID cases, and the High Court (as expected) denying injunctions against Government’s COVID measures, it is so sad to read all the sorrowful headlines of unvaccinated people gone too soon.

Right here in Guyana, there was a story from Bella Dam, Pouderoyen, West Bank Demerara - “Mother, daughter die from COVID 7 days apart; family urges vaccination to save lives.”

In California, USA, “Five children are now orphans after both father and mother die of COVID.” Daniel Macias, 38, taught middle school math. His wife, Davy Macias, 37, a labour and delivery nurse, died days after giving birth while on a ventilator. Neither had been vaccinated against the coronavirus. The baby and other

children, ages 7, 5, 3 and 2, are being cared for by their grandparents. The children are still asking for “mommy and daddy.”

“In Alabama, man dies after 43 ICUs full of COVID patients turned him away.”

The family of an Alabama man who died of heart issues is urging people to get vaccinated after they say he was turned away from 43 hospitals in three different states because COVID cases were taking up all the ICU beds. This could happen in Guyana too.

The letter below from a family friend, Heidi Judd, a US school employee, gives some perspective on this vaccination issue: “I’m vaccinated!! And no, I don’t know what’s in it - neither this vaccine, the ones I had as a child, nor all that’s in my Starbucks coffee, or in the skin care products I love, or in other treatments…whether it’s for cancer, AIDS, the medicine I take for menopause hormonal regulation, or the current, routine vaccines for infants or children. I trust my doctors when they

say it’s needed. I don’t have the education and knowledge they have. That’s their wheelhouse. I also don’t know what’s in Ibuprofen, Tylenol, or other meds, it just cures my headaches and my pains…

“I don’t know every ingredient in my soap or shampoo, or even my deodorant. I don’t know the long-term effect of cell phone use, or whether or not that restaurant I just ate at REALLY used clean foods and washed their hands. In short…there’s a lot of things I don’t know and never will …I just know one thing: life is short, very short, and I still want to do something other than just going to work every day or hanging out in my home. I still want to travel and hug people without fear, and find a little feeling of life “before”.

“As a child and as an adult, I’ve been vaccinated for mumps, measles, rubella, polio, chicken pox, and quite a few others; my parents and I trusted the science and never had to suffer through or transmit any of

said diseases…just saying.

I’m vaccinated, not to please the government but: * To not die from COVID-19. * To not clutter a hospital bed if I get sick. * To hug my loved ones * To not have to do PCR or antigenic tests to go out to the movies, go to a restaurant, go on holidays and many more things to come… * To live my life. * To help my college-aged daughter have a typical student life. * For COVID-19 to be an old memory. * To protect us - me, my family, you and yours.

“This is not a political argument. This is not a conspiracy. This is a virus that we can overcome.”

Folks, sometimes we have to cajole people to do the things we know would make them better, such as children who don’t like taking medicine or eating their vegetables. Vaccines save lives.

Death of a Hindu priest: noise and alcohol

Dear Editor, The death of Pandit Rishi Bharrat reveals a stark decadence in the Hindu community. Priests occupy a special place in the hearts of many devotees, and have been largely responsible for maintaining a way of life brought from India.

Many already conclude that noise and alcohol abuse, resulting in criminal actions and nuisance, cannot be resolved, as they are woven in the culture.

Every second home in some villages has a rum shop, legal or illegal. Some are located in front of temples and schools.

What is equally depressing is that these comments come from spiritual, political and other community leaders. This defeatist attitude fails to recognise that the culture to which they refer is thousands of years old, and represents a civilisation that has survived all others known to mankind. One must ask what has led to the present situation in the Caribbean and Guyana, where Hindus are rapidly reducing in numbers, and a significant number know little or nothing about the universal principles of Sanatan Dharma, more popularly known as Hinduism.

Media reports have chronicled detailed speculations where the Government and Police failed. There is no dispute that one of the primary functions of Government is to make and enforce laws to protect its populace. When it fails to do so, International Law offers some protection.

It is only a few weeks ago since it happened, and this event is no longer in the headlines, yet this catastrophe has the ingredients that can change the course of human relations, particularly among Hindus. Some subscribe to the theory that the best government is the one that rules least, but this leaves a lot of freedom and responsibility in the hands of citizens. This is also consistent with Gandhi’s dictum, “You must be the change you wish to see in this world”.

The following are suggestions of what Hindus can do, and a few brave souls have done.

W E D D I N G S , BIRTHDAYS, OTHER CELEBRATORY EVENTS. 1. Invitations should include the following, so there is no misunderstanding: “This is a nonalcoholic event, and the parking lot will be monitored by cameras and security. We

hope you can still laugh, sing and dance to help us celebrate this memorable event”.

There are still bold families who have not consumed alcohol for generations, and they do not offer it to guests. These may be on a very short list, but they ought to be recognised publicly.

2. All priests should let devotees know beforehand that they will not perform a religious ceremony to mark events from birth to death and after if the premises have alcohol.

3. Announced at a funeral: “This is a sad day, but Police will be called if car trunks are used to store alcohol and converted into mobile rum shops.

There are other ways to meet and greet long lost relatives and friends.”

It is only reasonable to give people notice when these drastic changes take place, especially by those of us who have indulged before but have changed.

4. Politicians, friends, relatives and all community- minded persons should have the intestinal fortitude to sign a letter with words of similar import: “Thanks for the invitation; we will not be able to attend, as we have recently decided that we will not be present where alcohol is served.”

5. Which is the better wedding or social event?

The ones where everybody goes home intoxicated or, worse yet, with a bottle of rum; or the one where everybody gets eternal knowledge in the form of a copy pocket-sized GITA as a gift?

CIVIL REMEDIES In addition to criminal charges, those who consumed alcohol and then caused harm to innocent parties can be sued for damages in civil court. An establishment where alcohol is served to those who are already intoxicated, or by hosts of private parties, may also be liable in some situations.

Those who manufacture, distribute and sell alcohol rarely consume the product. Those who drive and own taxis and buses are all in business, and hope to make a profit. It is up to the customers to decide which ones to support. When rum ceases to be profitable, the machinery already exists to package fresh fruit juices or healthy milk products. The bus that advertises that there is no music on board so passengers can converse with each other may be pleasantly surprised how many would wait a few

minutes more, rather than risking damage to their ear drums.

EVIDENCE There have been allegations for decades that Police and other authorities are corrupt and matters are settled or dismissed for lack of evidence.

They have been challenged to produce the evidence.

Almost everyone has a cell phone today, and these can be used to take pictures and tape conversations.

Several copies can be made in case one is destroyed or missing in the process. If locals do not have the courage, then a temporary visitor can supply the evidence before leaving the country - that a certain vehicle or rum shop has been violating the noise regulations.

Gated communities and condominiums attract residents who do not want rum shops in the area. This idea

of living in a Non-Alcoholic Zone can be extended to villages and new housing projects.

Authorities at all levels can ensure that the new or existing run shops are located in nonresidential areas. Several ALOCHOLFREE DAYS, not just religious holidays, can bring attention to a problem that has already destroyed families.

People can change if they appreciate the harm they are causing to their own bodies and loved ones.

They must be approached when they are sober, and shown how they behaved.

Addicts are a different species, and need treatment, not punishment.

Those serving prison sentences for alcohol-related events should attend lengthy counselling classes even after they are released. They should be en-

couraged to share their experience with school children and other impressionable groups.

Guyana has less than 1 million people, yet too many opine that this man-made problem cannot be solved. The state of Gujarat, India, which has an estimated population of 70 million people, also had issues with alcohol consumption. The Mahatma made it a public issue, and became a champion of temperance.

It is now a Dry State, along with a few others. Those who consume alcohol secretly feel the pressure of relatives and neighbours who make them ashamed of their actions. Police enforcement is rarely necessary, and alcohol-related crimes are down. One example is that of marriages, which would not take place if it is discovered that the

other family consumes alcohol, as this demonstrates disrespect for law and social norms.

Conspicuously missing in Guyana is the village Panchayat system, whereby a few older and wiser folks can help to resolve family and neighbourly disputes.

Curbing the social ills of noise pollution, alcohol distribution and consumption gives one an opportunity to appreciate the challenge that Arjuna faced on the battlefield of Kurukshreta.

One may have to face teachers, relatives, friends on the opposite side, but it would all be worth it if righteous living is the result. This battle, however, is not for timorous souls whose courage lies in a bottle.

There is no skill that is unreachable because of “who you are” or “where you are” Dear Editor, COVID-19 is casting a long shadow over the futures of young people all around Guyana. For children and young people looking to gain an education and skills, COVID-19 has made a bad situation even worse.

Before the pandemic, they faced a growing mismatch between the skills learnt in school and those needed for employment. Now, under COVID-19, thousands of young people who were set to join the workforce cannot find jobs.

This moment is an important opportunity to reimagine how and what education and skills are delivered to prepare students for a rapidly changing “world” of work, but our PPP/C Government cannot address this problem alone.

Young people have been hard hit by the wide-reaching labour market and social impacts of the COVID-19 crisis. Youth unemployment has increased considerably; education and work-based learning has been heavily disrupted; and many young people are suffering from financial insecurity, housing instability, and mental distress.

Many work-based learning and apprenticeship opportunities which can help smooth school-to-work transitions have also been disrupted, However, PPP/C Government has responded to this situation by taking comprehensive policy measures for young people, ranging from labour market and income support measures to housing responses and mental health support; with polices providing several measures

being put in place to avoid a long-lasting negative impact on the employment prospects and aspirations of young people.

With the advent of the COVID-19 pandemic, even greater efforts are needed to address students’ academic and social emotional needs, all the while making up for learning loss and preparing for the unpredictable combinations of distance learning, blended learning, and in-classroom learning. These expectations, along with the need for greater emphasis on equity-focused teaching and learning, have raised the bar for educators and for education preparation.

The COVID-19 pandemic has drastically changed the way we live, work and learn. For more than 17 months, each day has been veiled with a sense of uncertainty, fear and isolation. Maintaining positivity amid all these negatives is a big challenge. More than ever, how fast we recover and positively adapt to this new normal of our life – the essence of resilience – is critically important. We need to support our children in developing capacities such as resilience, for them to emerge stronger and better after this crisis.

The prevailing discourse on upskilling focuses too heavily on the skills side, and not enough on the learners. It’s hard to forecast what skills a business would need in 5 years; there are so many external variables, plus businesses have a tendency to change – sometimes dramatically. But that’s just why persistence and lifelong learning are so important.

This crisis has taught us that online learning is possible. It’s taught us how to use online tools to exchange skills, teach and learn.

Another theme that came through strongly was the potential of digital connectivity and online learning to expand access to opportunities for young people in Guyana.

To reimagine the future of skills, I think we need more diverse online learning exchange programmes.

And if we can make sure every young person in the vulnerable communities has access to a tablet or a laptop computer and the internet, it’s a way for us to build a fairer future for skills.

Where I grew up in Region 10, you don’t necessarily aspire to become an engineer, you aspire to become an employee of the bauxite company, and I think that needs to change.

It’s the notion of decentralising education and understanding that it doesn’t only happen in the classroom.

It’s also about specifically trying to reach out to those who are in vulnerable situations.

On the business side, it’s about creating opportunities for people in vulnerable communities. When you think of people getting internships, it’s often because they’re in the suburbs or they’re able to access office parks. We need to make sure young people in vulnerable communities have access to those opportunities too.

Our PPP/C Government has established a powerful vision for Guyana’s future, which all young people should aspire to while looking forward to a future in which every young person who has a dream will never feel their dream is limited because of their circumstances; that there is no skill that is unreachable because of who you are or where you are.

We must all agreed that, to be successful in the future of work, our generation will need strong soft skills such as communication, critical thinking and resilience - and that they’ll need to keep learning all their lives.

ast week, we dealt with the signs of 'labour' at delivery time. I had mentioned that non-intervention during delivery was the best policy.

However, there may be occasions when it becomes necessary for you the assist the mother dog/cat, especially if you cannot get in touch with your veterinarian. Do recall that I had advised that not only must you inform your vet when delivery is imminent, but you must have quick access to his/her contact numbers. Again, I emphasise that it is important for the pregnant animal to visit the vet’s clinic once or twice during the circa twomonth period of pregnancy.

It is sometimes noticed, during a normal delivery, one of the larger sized puppies/kittens appears to be stuck in the vagina. You will notice that when the mother contracts, a portion of the puppy/kitten protrudes, and then - as she relaxes the pup disappears. Let me suggest that you wait for the pup to peep out again and then, with two fingers, try to grasp a portion of the skin - preferably at the top of the head or neck. It is important not to intervene too soon. However, getting involved too late can be worse.

The mother might have become tired from constant contraction and then has no energy left to press out the remaining puppies/kittens. I should mention that once the puppy/kitten has reached the vaginal canal, its supply of oxygen from the mother is no longer available.

Of course, I am not trying to make a pet midwife out of a caregiver in one quick lesson. Obviously, your veterinarian is the best person to assist you or guide you through any phase of your dog’s difficult labour.

In passing, I should mention that there is no written law other than the Veterinarian’s version of the Hippocratic Oath, which dictates that the vet must be called out to exercise his/ her obstetric ability in the

middle of the night/on Good Friday /on Christmas Eve r New Year’s Eve. But it never fails; a dog/cat is there to give her owner and the vet a hard time on a 'rest' day. No vet will turn away a dog/cat which is having difficulties at birthing. arine litter remains an environmental issue of global and local concern. Among the efforts to fight pollution of our oceans and waterways is the International Coastal Cleanup. In partnership with volunteer organisations and individuals around the globe, the International Coastal Cleanup™(ICC) engages people to remove trash from the world’s beaches and waterways.

Thanks to volunteers around the world, the ICC has become a beacon of hope, leading and inspiring action in support of our ocean. Since its beginning, over 16 million volunteers have collected more than 340 million pounds of trash. For more than 35 years, the ICC has galvanised communities worldwide to collect trash that pollutes our waterways, making our coasts cleaner and our oceans healthier.

In Guyana, Coastal Cleanup organised by the EPA and the Caribbean Youth Environment Network has, over the years, given volunteers from various NGOs an opportunity to network and take an active role in helping to care for the environment.

ICC is more than just a cleanup; it’s an opportunity to shape decision-making by collecting data on the environment. During cleanups, every piece of waste collected and observed by volunteers is recorded. The raw data is then sent to Ocean Conservancy for analysis, and feeds into a global report on marine litter. The raw data is also used in Guyana to inform us of what types and volumes of waste are more prevalent on our shorelines. This type of data allows us to be specific with our outreach and enforcement actions.

If you are unable to join a clean-up, there are simple, everyday actions that you can take to help tackle marine pollution: 1. Rethink those purchases – do you really need a new item?

2. Reduce the amount of waste your produce.

3. Ensure that you use a bin to dispose of your waste, whether at home, on the seawall, or by the riverside.

4. Compost your organic kitchen and yard waste.

5. Educate yourself and others on waste management tips.

US committed to helping Guyana strengthen security capacity …Navy, GDF Coast Guard conduct joint exercises

mphasising its commitment to helping Guyana strengthen its security-related capacity in the region, a vessel from the United States (US) Navy on Saturday joined the Guyana Defence Force (GDF) Coast Guard in a joint training exercise.

According to the US Embassy, the US Naval Ship (USNS) Burlington conducted the joint training exercise with the GDF. It was an operation that included countering illicit trafficking operations and monitoring techniques.

The USNS Burlington has been in the region conducting operations with Guyana, Trinidad and Tobago and Suriname. Last month, the ship also lent critical support to US efforts to provide humanitarian assistance and disaster relief to Haiti following its earthquake.

“The USNS Burlington is the U.S. Navy’s 10th Expeditionary Fast Transport (EPF) vessel. EPFs are versatile, non-combatant, transport ships that are being used for high-speed transportation of troops, military vehicles, and equipment.”

“The vessels support a variety of missions including overseas contingency operations, humanitarian assistance and disaster relief, support of special operations forces, theater security cooperation activities and

According to the Embassy, the US is also committed to strengthening “the capabilities of partners in Guyana for the security and prosperity of the region.” This is possibly a reference to Guyana’s role in stemming drug trafficking.

It was announced in December that in keeping with efforts to increase maritime security in the Atlantic Ocean, the US Navy would send the USCGC Stone, a brand-new cutter, to patrol offshore a number of countries in the Region.

The vessel started its patrols offshore Guyana in January, but not before it intercepted a vessel in the process of trafficking drugs.

According to information re-

leased by the Defence Visual Information Distribution Service (DVIDS), the vessel while en route to Guyana to conduct its joint patrols in keeping with Operation Southern Cross when it came across the vessel south of the Dominican Republic.

It was explained that acting on information from a maritime patrol aircraft, the USCGC Stone approached the vessel and used its US Coast Guard authority to stop them. Another ship, the USCGC Raymond Evans, subsequently arrived on the scene. Eventually, 2148.5 lbs of cocaine was discovered.

In September of 2020, then US Secretary of State Mike Pompeo visited Guyana and signed a maritime patrol pact with officials in Guyana to guard

against narcotics and other regional security threats.

President Dr Irfaan Ali had explained at the time that the maritime pact would see joint patrols to interdict narcotics trafficking. The President had also noted that it would allow for the improvement of technical and human capabilities in monitoring Guyana’s Exclusive Economic Zone.

That move, he had noted, would augur well for stronger collaboration and broader technical assistance to help combat both domestic and transnational organised criminal networks.

Anyhow, into this pall came Trinidad’s own Nikki Minaj with a statement on the COVID vaccines that grabbed headlines across the world.

So you ask what can Nikki the rapper possibly say about COVID that could accomplish that? Well, in this and every other matter, it’s all about context. And it has to do with the same hesitancy that’s besieging us in Guyana - and has formerly staid members of our teaching profession cussing down their sistas something nasty! Seems like Nikki - of Super Bass fame and Cardi B notoriety - refused her invitation to the NY Met Gala ‘cause she didn’t appreciate their insistence that she be vaccinated against COVID-19! Sounds familiar? And this was the Met, mind you…the event that most of the “in crowd” NY high society would give their firstborn to get in.

Asked as to why she’d do that, she tweeted “My cousin in Trinidad won’t get the vaccine cuz his friend got it & became impotent. His testicles became swollen. His friend was weeks away from getting married, now the girl called off the wedding. So just pray on it & make sure you’re comfortable with ur decision, not bullied.”

That’s right!! Nikki Minaj, with EIGHTEEN MILLION FOLLOWERS, sent out the message that the COVID vaccine could cause men to not only become impotent - but their scrotums would become like blimps!! Your Eyewitness isn’t sure whether the Trinis use the same name we Guyanese do - godie - for the condition medically dubbed “hydrocele”. But it ain’t pretty, and it ain’t what any redblooded man would want to have carting around. Or pushing with a wheelbarrow, which might be a tad more convenient!!

So you could imagine the impact this had - not just on Minaj’s massive fan base x, but on the apoplectic public officials desperately trying to convince COVID skeptics!!

The White House called her to talk about her claim which she interpreted as an “invitation” to visit the White House. And after this was clarified, she went ballistic and cussed them out. Dr Fauci had to weigh in, and he got the same treatment.

Minaj claimed that Twitter then placed her in “Twitter Jail” because of her post on COVID, which they adjudged to be spreading misinformation. And they got the Minaj treatment!! Finally, Trevor Noah got in touch with the TT Min of Health - who confirmed that Minaj’s cousin’s friend didn’t suffer a “flat tyre”.

Yep, that’s what Trinis call “erectile dysfunction”!

…on PNC Congress Looks like PNC supporters will be getting a Christmas present - a new leader of the Party! Personally, your Eyewitness wouldn’t hold his breath…but then, he’s not one of the party faithful to whom these announcements are articles of faith. Acting PNC Leader Volda Lawrence don’t get confused, Roysdale Forde’s acting for Opposition Leader Harmon - said that Congress is gonna be held between Nov 27 and Dec 13 to (technically) satisfy the PNC’s rules of a November deadline. It could go over (meaning it WILL go) into December, ‘cause they want their North American delegates (read moneybags) to enjoy their Thanksgiving turkey before they fly south for the expected dust-up in Guyana!

So a lot of questions will now have to be answered. The main one, of course, is who’s gonna be the PNC’s next Leader. Will Granger ride into the sunset? Will Harmon fall on his sword? Will Volda crush Norton, as she’s done in the past?

7 unvaccinated persons succumb to COVID-19 …273 new cases recorded

F

or the month of September, there have been 88 reported deaths from the novel coronavirus – seven of which were announced on Saturday.

All seven persons were unvaccinated. They included two females from Region Four (Demerara-Mahaica), a 44-year-old and 48-yearold, who died on September 18. On September 13, a 71-year-old man from Region Eight (PotaroSiparuni) also died, along with an 82-year-old female from Region Two (pomeron-Supenaam) on September 12.

Meanwhile, an 83-yearold female from Region Four and a 90-year-old female from Region Two died on September 11; and a 51-year-old male on September 10.

These patients were admitted with COVID-19 like symptoms but died while receiving care at medical institutions. Samples were taken at the time of admission which subsequently returned positive tests.

The Health Ministry’s dashboard showed cases increasing by 273, hiking the total confirmed cases to 29,345. There are 32 pa-

tients being monitored in the Intensive Care Unit, 170 in institutional isolation, 3452 in home isolation and 14 in institutional quarantine. In total, there are 3654 active cases being monitored across designated health facilities.

Recoveries are now at 24,978 after 14,041 males and 15,304 females tested positive. Guyana has tested 298,009 persons since the virus was detected here.

An analysis of new cases showed four from Region One (Barima-Waini); 12 in Region Two (PomeroonSupenaam); 28 in Region Three (Essequibo IslandsWest Demerara); 141 in Region Four (DemeraraMahaica); 32 in Region Five (Mahaica-Berbice); 17 in Region Six (East Berbice-Corentyne); 16 in Region Seven (CuyuniMazaruni); six in Region Eight (Potaro-Siparuni); nine in Region Nine (Upper Takutu-Upper Essequibo) and nine in Region 10 (Upper Demerara-Berbice).

Vaccination figures have shown that over 341,000 first doses have been administered across the country, with over 176,000 second doses.

Guyana is currently offering the

AstraZeneca, Sputnik V, Sinopharm and Johnson & Johnson jabs. The PfizerBioNTech is available for persons aged 12 to 17.

Motorcyclist dies after Woman stabs brother during crashing into parked vehicles row over father’s health …after speeding away upon seeing Police

A

26-year-old man of Roxanne Burnham Gardens, Georgetown, died on Friday evening after he lost control of the motorcycle he was riding and crashed into two parked vehicles at Mon Repos, East Coast Demerara.

Dead is Akeem Ming. A 17-year-old girl, who was the pillion rider on the bike, was injured in the crash and she is currently hospitalised with multiple injuries about her body.

Police Headquarters released a statement on the incident, explaining that the fatal accident occurred at around 22:30h after the motorcyclist started to speed away upon seeing a Police vehicle.

According to the Police, motorcycle CJ 1204 was proceeding east along the northern driving lane on the northern carriageway when the rider “observed a Police pickup and begun to accelerate the motorcycle”.

As a result of the speed, Police said the rider lost control of the vehicle and collided into the right side of motor car PLL 3026 and then into the rear of motor lorry GYY 7016 – both of which were parked on the side of the road.

Due to the impact, both Ming and the teen fell onto the road’s surface where they received injuries about their bodies. They were both picked up in an unconscious condition and taken to the Georgetown Public Hospital where Ming was pronounced dead on arrival. His body is presently at the mortuary awaiting post-mortem.

While the Police statement did not reveal that the Force-issued vehicle was chasing the motorcyclist, CCTV footage seen by this publication shows that the Police pickup was involved in a high-speed chase with the rider at the time of the fatal crash.

Last month, a 20-year-old mechanic identified as Mahendra Deopaul died in an accident after the motorcycle he was riding crashed during a high-speed chase with the Police. That incident had occurred at around 23:45h along the La Parfaite Harmonie Public Road, West Bank Demerara (WBD).

Regarding that incident, a Police statement had outlined that the motorcyclist, upon seeing the Police vehicle, drove away at a fast rate of speed, causing the ranks to respond by giving chase. During the chase, the motorcyclist reportedly ended up driving into potholes, which caused him to crash the bike and fall onto the road’s surface. The young man was taken to the West Demerara Regional Hospital where he died a few hours later. (G11)

28-year-old woman has been arrested after she reportedly stabbed her older brother during an argument over their father’s medical condition.

Injured is 30-year-old Mahendra Mohabir, also known as “Baggie” of Lancaster Village, Corentyne, Berbice, Region Six (East Berbice-Corentyne).

Police said that on Friday, the father was at his son’s house consuming alcohol when at around 19:50h, Mohabir decided to take his dad home to Ulverston Village.

Upon arrival at the father’s house, the victim’s sister was standing on the bridge in front of the yard and a heated argument ensued between the two over their father’s medical condition.

According to Police, the man took his father into the yard and reportedly warned his sister not to the beat the elderly man.

Mohabir allegedly told investigators that his sister has a “habit” of beating their father.

Meanwhile, as the man took their father into the yard, the argument between the siblings intensified, causing their mother to intervene. The mother reportedly came out the house with a cutlass which she used to broadside her son to the chest.

At this point, the sister ran into the house where she armed herself with a knife which she used to stab her brother to his left hand.

The neighbours were alerted and went to the man’s aid, Police said. The victim managed to ride his bicycle home where he was later escorted to the Port Mourant Hospital.

Mohabir was treated and placed under observation; his condition is listed as stable.

Investigations are ongoing. (G11)

Man accused of raping 15-yearold relative on $300K bail

A

54-year-old man, who has been charged for raping a 15-year-old family member was on Friday released on $300,000 bail when he made his court appearance at the Leonora Magistrate’s Court.

The accused appeared before Magistrate Zameena Ali-Seepaul where he was charged with Sexual Activity with a Child Family Member Contrary to Section 16 (3) (a) of the Sexual Offences Act Chapter 8:03.

According to the Police, the man was arrested in January 2021 for the crime which reportedly occurred in July 2020.

During his court appearance, the alleged rapist was not required to plead to the

charge, however, he was placed on bail.

The matter was adjourned to October 12, 2021, for statements.

Statistics released by the Guyana Police Force (GPF) this month showed that there has been a 47.5 per cent increase in rape cases recorded this year so far, when compared to the same period last year.

At that time, the total number of rape cases for the year stood at 208 while for the same period last year, the number was just about 141. The statistics also revealed that 78 persons were charged with rape for this year – a 21.9 per cent increase from the corresponding period last year. (G11)

The GPF must be professionalised

T

he killing of Orin Boston by the Police has once again set Guyana on the edge of a very slippery slope. The society was already tense with the confluence of the politicised fallout from the COVID-19 pandemic and political fallout of the attempted elections’ rigging of March 2020.

There are so many unexplained elements in the killing that cry out for some rational explanation that there has to be an Inquiry into the killing of Mr Boston, and one has been promised. It should not be politicised, but we know it will be. I call it “killing” at Ravi Dev this time in the same spirit that I voted with the PNC against the PPP’s motion in 2005 that called for a COI into the “assassination” of Walter Rodney. Even though I believe the killing was a “murder” just as Rodney’s was an “assassination”, we must allow the process to take its course.

Most of the troubling facts on Mr Boston’s killing have been ventilated in the press: why was a SWAT team deployed; what information could they have on him when they first went to his sister’s house; what were the exigencies for “apprehending” him that it could not wait until daybreak, but also necessitated violating the standard “knock and announce” rule? We know there was no warrant.

Then there was the now abandoned assertion by the Police that there was a “confrontation” that precipitated the shooting. From the very terse autopsy report, we learn that ‘the cause of death was given as haemorrhage and shock due to gunshot injuries to the chest. A single warhead was extracted from the body of the deceased.” But there is that hole in the mattress on which Mr Boston was shot, evidenced by the blood on the sheets. Was a second bullet fired?

All Guyana must insist on a proper and thorough investigation of these and other questions that have arisen. From the formation of the GPF in 1839, it was not an institution to “serve and protect” the citizens of this country. It was deliberately NOT modelled on the London Metropolitan Police (the unarmed “Bobbies”), but the armed Irish Constabulary, designed to impose “law and order” on an assumed recalcitrant populace. Independence did nothing to change that orientation, and in fact, during the PNC’s 28 years, facilitated the “control state” and became even more brutal within our ethnicised politics. The Police’s Target Special Squad (TSS) or “Black Clothes”, which earned so much opprobrium, was formed by President Desmond Hoyte. In 1989, this writer was subjected to their ministrations, and saw them up close and personal.

We need not rehearse the tragic events from 1998 (not 2002, as some insist, starting with the Mash Day jailbreak) to 2008, and the role of the Police in them. Significantly, all Guyanese concluded that the GPF needed to be “professionalised”, but, sadly, we all look at it through ethnic lenses, and complain only when “our” group is facing the fire – literally.

From the beginning of our involvement in Guyana, ROAR has called for the Disciplined Forces to be professionalised. Our early calls in the late eighties were interpreted as partisan and anti-PNC, since the forces by then had been made appendages to that regime. Our calls for the forces to be professionalised by “streamlining it, decentralising it and balancing it” after the January 12th ethnic riots were again seen in that light – even though events had unfortunately unfolded in accordance with the predictions of our analysis.

Most critics focused only on the “balancing” recommendation – disregarding the wider recommendations for professionalisation – many of which have been incorporated in later official (domestic and foreign) recommendations.

Our country, like all countries, needs a Police Force, but the Police Force as presently constituted and constructed cannot satisfy that need. Each government has tried to ignore this elephant in the room – the ethnic imbalance. Those who are complaining about the present contretemps with the Police brass ignore former President Granger’s contrived “assassination plot” to mould that “brass” in his image.

In conclusion, I quote Cynthia Enloe, who studied the Guyana military within a comparative context: “…the police and military must be ethnically reconstituted at the top and the bottom. Resolution of inter-ethnic conflict will be tenuous if the security that is achieved is merely state security and not security for each of the state’s resident communities.”

Police intervene to get Albion sugar workers’ protest under control …amicable solution being sought to Albion strike – GuySuCo

H

undreds of sugar workers attached to Guyana Sugar Corporation’s (GuySuCo’s) Albion Estate in Berbice, Region Six (East BerbiceCorentyne), on Saturday continued their protest of poor working conditions but this time they blocked a major roadway.

Police in Region Six, however, managed to engage the workers and persuaded them to clear the roadway, thus allowing a smooth flow of traffic. Additionally, the Police arranged a meeting between the disgruntled sugar workers and the manager of the estate.

The workers took strike action, shutting down the sugar factory as they called for an inclusive approach to several of the issues affecting them.

Their main concern is that the poor quality of cane in the field cannot give them the weight needed to earn decent day’s pay.

As it is, the workers said they are only earning onethird of what they should earn as cane harvesters.

Workers’ union representative, Arjunan Persaud said they were forced to take to the streets because management has been reluctant to meet with them to address their concerns.

“The reason they are

out here is because they are working six and seven days and could barely get $12,000 a week. That money is not enough to take home to maintain a family.”

He explained that an arrangement has been put in place for them to do additional work in the fields if they want to make decent day’s pay.

Workers, however, said that they are required to clean drains in the canfields and also the beds from which cane has been harvested.

Persaud said on Saturday that it is difficult to ask the harvesters to do that after starting work before 05:00h.

“When they finish working then at 1 o’clock and 2 o’clock in the hot sun you want them to do that. Some of them can’t. We have to lift some of them out of the canfield when they fall down.”

Commenting on this, some of the harvesters told this publication that they would normally work in their kitchen gardens at home when the sun is cool but if they have to work extra hours in the hot sun, they cannot do the home chores they are accustomed to doing.

“When you go home, all you can do is go and sleep,” one of the harvesters told this publication.

According to Nicholas Paul, the cane they are har-

vesting is way below the approved weight.

“If you cut a bundle of cane and you throw it inside of the water it would float.

You could hold the cane and break it easy because of how it dry. If you walk on it, it breaking because of how it dry,” the young cane harvester said.

Paul said that over the past five days, workers have been seeking to meet with management but to no avail.

Meanwhile, another harvester, Vickram Mangal, told this publication it was the worst quality of cane he has experienced since harvesting cane from 1989.

“We understand that the whole place was flood – that is God work, but we are now working at the sugar industry for ‘thanks’; nothing else than thanks.”

Mangal showed this publication two of his payslips.

One indicated that he was paid $1123 for one day and another showed he was paid $4000 after completing a five-day workweek.

The workers are also saying that other groups which fall under the agriculture sector are being treated better than them.

They claimed that rice farmers are being given flood relief so too are poultry, livestock and cash crop farmers.

Police intervention

Deputy Commander, Superintendent Himhauth Sawh engaged the workers and urged them to clear the roadway. He noted that the protest was an illegal activity but the Police had no intention of prosecuting persons. In fact, he urged them to remove the burning tires and large pieces of wood they had used to block the roadway to vehicular traffic.

The Deputy Commander also told the protesting workers that he was personally going to meet with the Estate

Manager and seek to get him to meet with them.

The Estate Manager, Threbhowan Shivpersaud, then met with them and the meeting took place at the Albion Sports Complex.

He told the workers that the current state of the canes in the field was as a result of the 65 days of the flood.

He said the management from the Albion Estate met with executives from GuySuCo and another meeting was planned for Tuesday.

“I just got a call from one of the executives and he said they will meet with us and the representatives tomorrow [today].”

Workers asked for some of the harvesters to also be included in that meeting, however, the Estate Manager said he could not promise since it was not his meeting.

Amicable solution

Meanwhile, the Guyana Sugar Corporation (GuySuCo), which is currently dealing with the fallout of a strike at its Albion Sugar Estate, said that every effort is being made to find an amicable solution to the impasse while at the same time putting the estate’s financial predicament into perspective.

our years ago, Maywattie “Reya” Ramrattan never imagined that she would be running a successful business while inspiring other young women to follow their dreams.

The 32-year-old mother of three hails from Spring Garden Village on the Essequibo Coast, Region Two (Pomeroon-Supenaam), and currently operates Reya’s Cake Creations. Though her venture is relatively new, Reya is comfortably touted as one of the best cake artists on the Essequibo Coast.

She recently sat down with the Sunday Times and shared her journey from being a stay-at-home mom to one of the best bakers in the region.

Reya’s journey in the world of cake artistry came from her being at home bored and wanting to learn something new. In 2018, she attended a cake decorating class where she gained the technical knowledge on how to create masterpieces. There, she learnt to not only decorate but also bake cakes.

Since she was a child, Reya had an interest in cakes.

"I get my inspiration from many places. I always try to better myself by looking at many YouTube videos, many cake designs on the internet and draw inspiration from the designer perfecting their craft," she said.

The entrepreneur also said that she always dreamt of having her own business while being a stay-at-home mom.

"Around that same time, friends and family who knew of my talents started approaching me for wedding cakes and birthday cakes and suddenly everything just made sense. The orders I started to receive have motivated me to put more interest in baking and decorating,” the cake artist said.

She told the Sunday Times that since she started her business four years ago it is something that has "never gotten old" regardless of how many times she went through the exact cake design.

When the baker was asked what excites her the most, she said, "What excites me the most of being able to do something I love and what I enjoy is trying new designs and I always strive to make the new cake better than the last. On average, it actual-

ly takes me about three and a half to four hours of baking and decorating".

Reya noted sometimes that while baking cakes, the recipes would fail her and she would have to start all over again.

Inspiration can come from anywhere. If the baker sees a fascinating pattern on a building, a piece of fabric, or even an everyday object, she would imagine how it might look on a cake. Many nights Reya finds herself tirelessly browsing online for cakes

done by the superstars in the industry and ideas bloom from there. The mother noted that there are those times when she has to put together

a cake in a hurry and looks at the materials she has at hand for inspiration.

r Ritesh Tularam is the Head of the Technical and Vocational Education and Training (TVET) Unit at the Ministry of Education.

September is designated as Education Month and this year we observe it under the theme “Education for all: Innovative Teaching and Learning in a Global Pandemic.”

It is a known and acknowledged fact that Technical and Vocational Education and Training (TVET) is considered as skill training, which ultimately leads to enhanced produc-

tivity and sustained competitiveness in the global economic sphere.

Notably, worldwide, countries are renewing efforts to promote Technical and Vocational Education and Training. This is because it is recognised and reciprocated as the only way to prepare young and logical thinking individuals of workable age for the world of employment.

Interestingly, this model of education delivery significantly reduces the high rate of unemployment that has been leading to increasing poverty and serious social problems. It also addresses the psychosocial, emotion-

al and financial inequalities within our geographical spaces.

In Guyana TVET acts as a 21st century tool for the alleviation and/or the reduction of poverty while creating a balance in society.

Notwithstanding, global research has positively shown that there can be no sustainable national development without vocational and technical education, and there can be no vocational and technical education

without skills acquisition.

The issue of sustainable national development is not a one-day event, but constant or continuous process that affects the citizens positively. So, education is the process that helps in the development and positions persons to capitalise on those opportunities.

According to NarlingHammond (2010), it is believed that quality education is the key variable for the survival of the citizenry in a competitive economy. He further posited that parents, practitioners and policy makers agree that the key to transform the nation’s economy is to improve quality of education with more emphasis on TVET. Notably, in support of Hammond’s position, Fafunwa (1997) asserted that education is the aggregate of all the processes by which a child, the young, or adults develops the abilities, attitudes and other forms of behaviour which are of positive value to the transformation of the society in which he lives. Education therefore

involves the process of transmitting culture in terms of continuity and growth and for disseminating knowledge. TVET, thus, plays an orientation role towards the world of work and its curriculum emphasises on the acquisition of such employable skills, which is a fundamental necessity for driving the industrial and economic growth. Additionally, it is a key to building this type of technical and entrepreneurial workforce.

Consequently, the importance of TVET for national development need not to be over emphasised, this is because vocational and techni-

cal education provides the necessary knowledge, skills and competencies for survival and sustainable national development for the 21st century. It was Akpan (2002) who maintained that TVET is the gateway through which practical competencies can be successfully transferred for the sustenance of the country.

In light of the foregoing, let me to highlight some of the potential benefits of TVET in this revolutionised ecological space.

Questioned as to what is the most difficult cake design to date, she told the publication that intricate and highly detailed designs are always the most difficult ones because they require a tremendous amount of time and patience and in some instances, there is minimal room for error. The baker further indicated that sometimes the highest degree of difficulty comes from environmental conditions.

"Humid conditions can turn the simplest design into a disaster. The icing doesn’t behave as it should and everything

weeps, including me,” she said.

Reya’s Cake Creation has backed her largest cake which is a seven-layer sponge cake for a birthday celebration with icing and decorative designs. She noted that the cake literally weighed over 65 pounds and required two men to lift it off the kitchen counter.

At Reya's Cake Creations, she would typically bake the everyday vanilla, chocolate, lemon, and red velvet cakes as well as scrumptious cupcakes. But the unique ones are available including the Guyanese favourites - fruit and black cake.

The creative baker told Sunday Times that she has noticed the overloaded chocolate cakes are always a hit. By overloaded, she means the cake is chocolate, the icing is chocolate and there’s melted chocolate with chocolate shavings on top along with chocolate filling in the cake. She emphasised that it’s a chocolate lover’s dream and with a lot of chocolate lovers out there, most of her clients order her tempting chocolate cakes which is one of her favourite designs to create.

Reya said that her ultimate goal is to grow her business into a cake empire.

“As a cake designer specifically, my goal would be to bring icing smiles to beautiful faces as lifelong memories are created.

It’s my chance to blend my talents in arts and crafts, with my interest in science and utilise my professional business training.

It’s the most comprehensive package for me."

Cakes done by Reya's Cake Creations entirely depend on the recipe. Some are easy to get right on the first try while few require as many as ten tries. She stated that it does require a lot of patience but when you think about the smile you’ll bring to someone’s face, it’s more than worth it in the end.

The baker has encountered her fair share of “almost-

disasters” but things eventually turned out great in the end. Reya said that as cliché as it might seem, she was truly inspired by the Food Network channel where bakers turn simple ingredients into a creative design, whether it is a house, a cartoon character, and even the shape of anything around us.

She said that feedbacks from her clients motivate her to give her best in terms of extraordinary creations. She added that she juggles cake decoration and being a mom, which is quite easy most times, although she is preparing her son for exam classes.

“At times I have a minor struggle when I’m needed in two places at once but that’s not a regular occurrence. It happens at time when I receive an order and at the said time I have to attend my children’s school meeting… other than that everything is great for me.”

Ramrattan is currently doing cakes based on orders. She said that the business gets challenging when she gets huge orders for weddings while pointing out that it gets chaotic in the kitchen.

She does all the baking and decorating herself but also receives support from her two daughters who assist with tidying the kitchen. She added that her family, which includes her husband, two daughters, and one son has been her greatest support system in all her endeavours and although she started at the age of 28, she has no regrets in life.

Effective acquisition of vocational and technical skills will inculcate entrepreneurial skills that would help the youths to be self-reliant, this will in turn bring about national development.

Consumer Education: consumer education promotes better understanding of individual relationship with business. TVET educates the youths in the development of consumers business and socio-economic competencies. It therefore makes the youths intelligent consumers of goods and services. A good knowledge of consumer education helps to serve every individual in making adjustments in the economic arena. TVET educates the public on the consumption of goods and services and fosters healthy business communication consideration and discourages exploitation which could deter the socio-eco-

nomic growth of the society.

Formation of Attitudes: TVET educates the populace with proper knowledge, vocational behaviour and attitude needed for successful vocational and technical career formation. It also inculcates, in the citizens, efficient methods of distribution of goods and services to consumers and desirable social and cultural behaviour needed for sustainable national development.

Manpower Development: in this significantly transformative emerging oil economy that Guyana is at the cusp, TVET must be the way forward in providing highly competent, skilled,

trained and dedicated vocational and technical education professionals for the sustainable production of various levels of business and technical manpower.

This is to ensure the citizenry are above subsistence level of poverty, and provide a solid base for healthy multi-cultural transformation that would eliminate over dependence on foreign economic.

Training and Empowerment for Necessary Skills: TVET will provide the training and skills that will lead to the production of craftsmen, technicians and other skilled personnel who will

significantly assist in transforming the existing growing economy for sustainable national development with the new and emerging skills, knowledge and attitudes to satisfy the global market competitiveness.

Introduction to Professional Studies: TVET will provide introduction to professional studies in engineering and technologies which is the bedrock for economic transformation and

national development.

Career Education: TVET provides educational experiences and abilities that would enable students to make intelligent, conscious and sound occupational decisions. Moreover, it provides opportunities for students to make realistic decisions about a successful and satisfying career for economic survival and sustainable national development in the 21st century.

And so, in spite of the above-mentioned benefits there are numerous other benefits that can be accrued from TVET education in the beautiful country of ours, Guyana. TVET is the master key for the alleviation of the social, economic and financial inequalities in Guyana.

etirement from one’s job is a bittersweet moment but for many the change of routine oftentimes is a hard transition.

While this has not been proven for every career path, retirement after being a teacher who would have devoted many years of her life moulding and preparing students for adulthood and establishing a bond with colleagues is challenging for Rozena Ferguson.

Ferguson popularly known as “Teacher

Rosey” in Kwakwani, Region 10 (Upper Demerara-Berbice), passionately devoted 32 years of service in the teaching profession and now battles the thought on weekdays that she no longer has to prepare to head off to the classrooms.

“I miss the days of dressing up to go to work, I wake up every morning thinking I have to go to work. Life is boring now; I miss the job,” Ferguson told this publication during an inter-

Navita Singh – a young teacher with a strong desire to help slow learners succeed By: Raywattie Deonarine

F

or those who barely know her, Miss Navita Singh is a soft-spoken young woman who currently teaches Mathematics and Integrated Science at the Abram Zuil Secondary School in Region Two (Pomeroon-Supenaam).

But for Teacher Singh, this is more than just a job; it is a strong passion and a humble opportunity for her to contribute meaningfully to society by helping to shape young minds into tomorrow’s future leaders.

The many who can profess to know this 29-year-old educator would readily tell you that she is not only a force to be reckoned with when it comes to the delivery of education, but they might even describe her as the type of human being who never surrenders, not even in the face of the most daunting of challenges.

For Miss Singh, there is a method to her endurance which many will learn of in this concise but very informative chronicle of her life which focuses mainly on her years of educating students in two notable educational institutions on the Essequibo Coast.

Singh hails from a beautiful and peaceful village of Perseverance in Region Two. She was born on October 6, 1991, to parents Annasyira Boodhnaraine and Boodhnaraine/Joe. She is the last child of the three children.

She attended the Affiance Nursery School and then moved on to the Taymouth Manor Primary School. At the latter institution, she was able to sit the National Grade Six Assessment, which was back then called the “Common Entrance Exam”.

Due to her stellar performance, she gained a spot at one of the best schools in the region and country; the Anna Regina

Multilateral Secondary School (ARMS).

Singh graduated with nine subjects from the science stream in 2008 and thereafter, immediately began her journey to becoming an outstanding educator.

In an interview with the Sunday Times, Singh explained that she had ideally preferred to further her studies at the University of Guyana upon completing her secondary education. But this dream was just was not possible since her family could not afford it at that time. Her father was a sales clerk at Imam Bacchus and Sons Ltd, and her mother was a home administrator – and together, their income was not enough to help their ambitious daughter pursue her desires.

This, therefore, meant that Singh had to find the finances on her own to advance herself academically.

“This was a bold step since I had to leave my parents to live in Georgetown to attend the Cyril Potter College of Education (CPCE). The pain of being away from my parents, studying, cooking, washing, and managing a home all by myself was rough but this taught me to be independent,” Singh related.

Upon completing three years of training at CPCE, Singh graduated as a trained Grade One Class One teacher, specialised in the area of mathematics and science. Then in 2011, Singh initiated her duties as a qualified teacher at the Anna Regina Multilateral Secondary School where she served for four successful years. And then, in 2015, she was transferred to the

“I was transferred to AZSS after I got married to my husband. Fortunately, my spouse is a teacher by profession at the said institution. When I married, he became my additional source

students, especially those who are slow learners… it gives me the opportunity to show them that I am not a difficult person… we can take it a little piece at a time and little steps at the time. I always make sure that at the end they learn and understand.”

but the rewards were everything for Singh, who feels accomplished as her students graduate with a good standing academically, and spiritually.

“I was able to bridge those two together and help my students to understand that if you work hard, God will help you and you can do as just as well as the students of the other top institution.”

“As a staunch Hindu, I believe in being humble to humanitarian, and the teaching arena supplies me with countless opportunities to associate with people of all walks of life.

Every child may not be fortunate in every way but one must never give up on what they [want to achieve],” Singh expressed.

Meanwhile, Singh told the Sunday Times that it is very difficult at times to satisfy the needs of diverse learners with online teaching during the pandemic as well as being a housewife dealing with two “mischievous” kids.

However, Singh underscored the important role education plays in the key to success, noting that she is a living example of that philosophy.

Asked why she continues to educate herself, Singh explained that enhancing her knowledge and skills will definitely increase her level of efficacy, boost her confidence, increase her passion for teaching and pave the way to becoming an exceptional and exemplary teacher who can meaningfully touch the lives of Guyana’s children and future leaders.

“I am a dynamic individual who will continue to persevere in the field of education and I challenge every reader of this article to do the same. I leave you with this thought, since its education month, ‘Education is the passport to the future, tomorrow belongs to those who prepare for it today’,” Singh expressed.

erguson trained in the traditional career path of every young woman in the village after completing their secondary education since job availability is not readily available for women. “Teaching was the main job in the Berbice River since there wasn’t much to do after school unless you want to farm and that was hard work,”

Ferguson affirmed.

She stressed that while teaching was the most prestigious profession available at the time, she thrived to be more than just a teacher with no qualifications. With her hard work and perseverance, Bonita Hunter, a stalwart in the education sector, extended the opportunity to her to migrate

to Kwakwani at age 20.

Ferguson seized the opportunity and was enrolled into an upgraded class, which later qualified her to attend the Cyril Potter College of Education (CPCE).

Upon completion of her study, she then returned to her hometown where her teaching profession was birthed. She served some seven years there and then returned to Kwakwani, where she taught at the Kwakwani Primary School as a Senior Mistress and ended the final years of her career in January, 2020.

Ferguson said while being in a prestigious job was joyous, her greatest joy and accomplishment during her tenure is to now sit back and admire the students she would have moulded and prepared for the world of work, who are now professionals in various prestigious career paths.

Life outside classrooms Ferguson now operates a small fruit and vegetable stand at the Kwakwani Market.

“I had to find something to do since I was accustomed to working all the time. The money is not big on the market, but keeps me going,” she posited.

When asked if she would return to the classrooms if called upon, she said, “After preparing the children for the world of work, I find it to be a selfish act on my part and I think I would be failing the younger generation that would be desirous of the job,” she said, while also adding that it would be a great temptation.

POLYCYSTIC OVARIAN SYNDROME (PART 3) - HORMONAL ACNE

H

ormonal acne is exactly what it sounds like — acne tied to fluctuations in hormone levels. Although it’s typically associated with hormone fluctuations during puberty, hormonal acne can affect adults of any age. It’s especially common in women.

A number of factors may contribute to this, including menstruation and menopause.

It’s estimated that 50 percent of women aged 20 to 29 have acne. It affects about 25 percent of women aged 40 to 49.

Expert opinions are mixed when it comes to hormonal acne. Although the Mayo Clinic says hormones generally aren’t a factor in adult acne, hormonal imbalances may contribute to acne in adults with underlying medical conditions. In other cases, adults with acne may not have any “measurable” hormone issues. This can make diagnosis and treatment challenging.

During puberty, hormonal acne often appears in the T-zone. This includes a person’s forehead, nose, and chin.

Hormonal adult acne typically forms on the lower part of the face. This includes the bottom of the cheeks and around the jawline.

For some people, hormonal acne takes the form of blackheads, whiteheads, and small pimples that come to a head, or cysts. Cysts form deep

under the skin, and don’t come to a head on the surface. These bumps are often tender to the touch.

Hormonal acne may be caused by influxes of hormones from: * Menstruation * Polycystic ovarian syndrome (PCOS) * Menopause * Increased androgen levels Specifically, these hormone fluctuations may aggravate acne issues by increasing: * Overall skin inflammation * Oil (sebum) production in the pores * Clogged skin cells in hair follicles * Production of acnecausing bacteria called Propionibacterium acnes Menopausal acne Many women begin to experience menopause in their 40s and 50s. This causes a natural decline in their reproductive hormones, resulting in an end to menstruation. Some women experience acne during menopause. This is likely due to a drop in estrogen levels, or an increase in androgen hormones, like testosterone.

Women may still experience menopausal acne even if they are using hormone replacement therapies (HRTs) to ease their menopause symptoms. This is because some HRTs use an influx of the hormone progestin to replace the estrogen and progesterone the body loses. Introducing this hormone to the body can cause the skin to break out. In most cases, prescription medication can clear up menopausal acne. Some women may find success using natural treatment methods.

Treatments for hormonal acne Unless one’s hormonal acne is mild, over-the-counter (OTC) products usually aren’t successful in treating it. This is because hormonal acne typically takes the form of cystic bumps. These bumps form deep under the skin,

out of reach of most topical medications.

Oral medications can work from the inside out to balance hormones and clear up the skin. Common options include oral contraceptives and antiandrogen drugs. * Oral contraceptives Oral contraceptives specifically used for acne treatment contain ethinyl estradiol plus one of the following: * Drospirenone * Norgestimate * Norethindrone Together, these ingredients target the hormones that can contribute to acne. This can be especially helpful during peaks in hormones, such as during ovulation. Oral contraceptives may not be an option for everyone if the person has a history of blood clots, high blood pressure, or breast cancer or smoking. * Anti-androgen drugs Anti-androgen drugs work by decreasing the male hormone androgen. Both men and women have natural levels of this hormone. Too much androgen, though, can contribute to acne issues by interfering with hair follicles that regulate skin cells, and by increasing oil production.

Although spironolactone (Aldactone) is primarily used to treat high blood pressure, it has anti-androgen effects.

In other words, it can prevent the body from producing more androgen, and allow the

hormone levels to stabilise. * Retinoids If the hormonal acne is mild, persons may be able to use topical retinoids. Retinoids are derived from vitamin A. Many retinoid creams, gels, and lotions are available over the counter. Applying a topical retinoid to one’s regimen, it’s important to apply sunscreen daily. Retinoids can increase the risk of sunburn.

Natural treatment In some cases, plant-based treatment options may be used to clear up mild hormonal acne.

Natural treatments are usually free of the side effects sometimes caused by prescription options, but they may not be as effective.

Research on natural options is lacking, and, at this time, nothing has been proven to produce results. * Tea tree oil Tea tree oil works by decreasing inflammation that can contribute to acne.

One study found that 5 percent

topical tea tree oil relieved symptoms in participants with mild to moderate acne. Tea tree oil is available in many skin care products, such as cleansers and toners.

Dilute tea tree essential oil with a carrier oil before use.

Popular carrier oils include coconut, jojoba, and olive. The general rule is to add about 12 drops of carrier oil to every one to two drops of essential oil.

It’s also important to do a skin patch test before using diluted tea tree essential oil.

To do this, apply the diluted oil to the inside of the forearm. If no irritation or inflammation is experienced within 24 hours, it should be safe to apply elsewhere. * Alpha hydroxy acid Alpha hydroxy acids (AHAs) are plant acids derived mostly from citrus fruits. AHAs can help remove excess dead skin cells clogging pores. As a bonus, AHAs can help minimise the appearance of acne scars.

AHA can be found in many OTC masks and creams. As with retinoids, AHAs can increase the skin’s sun sensitivity.

Wear sunscreen when using products with AHA. * Green tea Green tea is known for decreasing inflammation in the body. For a more holistic approach, consider drinking a few cups per day besides practising topical skin care regimen. Lotions and gels containing at least 2 percent green tea extract may be beneficial.

Diet The exact role between diet and hormonal acne isn’t fully understood. Some foods may help prevent acne — particularly inflammationfighting foods.

Plant-based foods that are high in antioxidants may help reduce inflammation and promote clearer skin. Omega-3 fatty acids may also decrease skin inflammation. Contrary to popular belief, junk food alone doesn’t cause acne. But overdoing on certain foods may lead to increased inflammation.

Consider limiting the following: * Sugars * Dairy products * Refined carbs, such as white bread and pasta * Red meats To clear up hormonal acne and keep it at bay, it’s important to establish an appropriate skincare routine. * Wash the face in the morning and again in the evening. * Apply no more than a pea-size amount of any acne product. Applying too much can dry out the skin and increase irritation. * Wear sunscreen every day. * Use only non-comedogenic products to reduce the risk of clogged pores.

Though the exact timeline for hormonal acne varies from person to person, being proactive can help prevent related breakouts. It typically takes about eight to 10 weeks for a new acne treatment plan to take full effect.

Guyana-Brazil border remains closed …discussions begin on reopening only for fully vaccinated persons

lockades and protest action by Brazilians over the closure of the border crossing shared with Guyana have sparked discussions between authorities of both countries to enable arrangements for the movement of people and goods.

Now, both Governments will consider the possibility of reopening the border for fully vaccinated persons.

The blockade of the border on the Brazil side was initiated by members of the Lethem and Bonfim communities, thereby preventing trucks carrying goods from entering Lethem earlier last week.

From the outset, the Governor and State Representatives of Roraima and Guyana’s Ministers of Government highlighted the importance both Brazil and Guyana’s Governments attach to the bilateral relationship.

Anthony said while it is understandable that members of the communities want an opening of the border to allow for the movement of commerce and people, the arrangement put in place to restrict the movement of goods to one day per week had worked satisfactorily over the past year.

He pointed out that while

it was Guyana’s desire to have the border between the two countries opened as quickly as possible, this had to be done safely given the continuing rise in COVID-19 cases and the threat of the spread of the Delta variant across the communities.

This situation was compounded by the unfortunate position being taken by some persons in Guyana not to be vaccinated. He highlighted that one possible solution is for all persons transiting the border to be fully vaccinated and produce a negative PCR test. Both sides will further discuss this to arrive at a de-

cision in the future.

Meanwhile, Minister Singh underscored the special relationship between Guyana and Brazil and, in particular, the longstanding friendship enjoyed by Guyana with the State of Roraima. He stated that the economic intentions of Guyana and Roraima are very closely tied to each other. He also reviewed the interest of both countries in further developing the relations, in particular strengthening commercial ties, partnering to finalise the Lethem-Linden road link, and exploring enhanced cooperation in the energy, agriculture, health and tourism sectors.

Singh offered to facilitate a meeting between the Private Sector of Guyana and of the State of Roraima as a means of exploring business opportunities by both sides, at an appropriate time.

Minister Singh reiterated the strong commitment of the Government of Guyana to continue working to overcome the short-term challenges posed by COVID-19, and to closer collaboration with the Government of Brazil to secure the best interests of the people of both

countries.

It was agreed that early discussions would be held with counterparts of the various sectors, as well as to convene a meeting to review the full implementation of the International Road Transport Agreement for Passengers and Goods and a meeting of the Frontier Committee responsible for monitoring the development and integration of the two border communities.

“The Government of Guyana wishes to state categorically that it will not put citizens of any country at risk during this pandemic and, as a result, will continue to enforce measures in keeping with national and international protocols.

The Government further encourages all citizens and the Private Sector to support these initiatives,” said the Ministry of Foreign Affairs in a statement.

The World Health Organisation has reported that as of Friday, there have been 21,034,610 confirmed cases of COVID-19 with 588,597 deaths in Brazil.

GAWU officials threatened by purported Puran Brothers officers during meeting with staff

he Guyana Agricultural and General Workers Union (GAWU) on Saturday said that its officials were threatened by persons purporting to be officers of Puran Brothers as they engaged employees of the company.

According to GAWU, the workers had shared with the Union representatives, issues regarding violation of their workplace rights and concerns over poor working conditions.

In a statement on Saturday, GAWU said arising from those interactions, which took place on Friday, officials of the GAWU ventured to continue discussions with the workers. “It appears the Puran Brothers officials may have gotten wind of the interactions and ventured to a shop where the Union officials were located. The company’s officials then begun to threaten our GAWU officials and attempted to snatch their possessions.

Our officials then came under attack and sand was thrown at one of our officials while another of the company’s personnel verbally assaulted him. This was after one of our officials replied to a derogatory remark launched towards the Union’s personnel,” GAWU said in a statement.

Their threatening behaviour, GAWU said, “is obviously an attempt to intimidate the Union and more so the workers.”

“We learnt following the interaction with our Union officials, the workers were summoned to the company’s premises. “The GAWU denounces the attempt by officials of the well-known company to undermine and dissuade the workers from pursuing their rights. Ministry to act swiftly to ensure that the workers’ inalienable constitutional rights are protected, and they are treated with decency, respect and dignity which all workers deserve.

In a statement on Saturday, GuySuCo explained that four out of five cane harvesting gangs are on strike, amounting to 1146 employees. It noted that the workers are demanding that the estate compensate them for the dry cane that deteriorated due to floods earlier this year, without having to do alternative work.

GuySuCo also explained that Corporation executives met with the Guyana Agriculture and General Workers Union (GAWU) on Tuesday last and listened to their concerns, which are being relayed to higher management. In fact, another meeting is planned for September 21, where GAWU will be updated on the discussions with upper management.

At the same time, however, GuySuCo noted that the Albion Estate has been facing a number of challenges that have led to its weekly sugar production being reduced from 2100 metric tonnes of sugar to 1815 metric tonnes. This is as a result of 65 days of flooding that affected cultivation and the subsequent loss of weight that led to the workers being unable to reach their minimum 6.5 tonnes daily punt weight.

“The 2021 flood have created new challenges at Albion/Port Mourant Estate.

Among those challenges is the claim being made by the cane harvesters for compensation for not achieving their minimum daily punt weight of 6.5 tonnes due to dry canes. The estate is actively working to address this challenge using the established system for such situation.”

“The estate’s weekly sugar production target has been reduced as a first step to recognise the loss in weight. In addition, this reduced target is a means to also to encourage employees to work to earn additional earning through daily performance incentive and weekly production incentives,” GuySuCo also said in its statement.

According to GuySuCo, the cane harvesters in one of the gangs that went on strike had stated that premium price was paid in the past for obstacles in the field.

The Corporation noted that this was pay based on the additional time spent on the job to complete the work shared.

“Indeed, under normal circumstances Albion/Port Mourant Estate’s second crop is usually twenty (20) and more weeks, however, as a result of the prolonged flood the estate lost 31 per cent of its crop canes causing our second crop 2021 to be curtailed to 12 weeks,” GuySuCo said.

“Further, the Chief Executive and his management team will be meeting the Union Central Executives and the cane harvesting shop steward (today) to further discuss this matter to reach a mutually agreeable solution,” GuySuCo added.

Concession

Meanwhile, a senior official in GuySuCo informed this publication that the system currently in place when dry cane is cut involves suitable alternative work being offered to the cane harvesters to make up for their loss in earnings.

He noted that there is a possibility that the company could offer a one-off compensation to the workers, in addition to the alternative work. The alternative work option, he noted, should be non-negotiable since the one-off compensation would already be a concession. Additionally, he pointed out that GuySuCo is already losing money on the crop due to the floods.

“While one will argue that the harvester is giving his labour and losing out on earning by no fault of his own, one must also appreciate that the company is also losing on sugar and given our financial position, consideration must be given as relates to the value of compensation which can be offered.”

Scores of cane harvesters attached to the Albion Sugar Estate downed tools on Friday morning to stage a protest over what they claimed is poor working conditions in the fields. Moreover, the workers have raised concerns over the recorded weight of the cane on the scales, contending that the figures are considerably lower than what they thought was harvested.

“The number of planes destroyed I think we have 3 and we recovered 2 whole which will be put to use for operations of the Police and

The Minister further stated that since taking office, they have been having significant successes.

“We’ve had successes at Nine Miles, Potaro (Region Eight); Orealla, (Region Six). We’ve had successes up in the Kwakwani area, these relate to significant seizures they relate to the destruction and capture of planes and persons. The result is I think we have at least 3 pilots of Brazilian origin in the prisons and some who are Guyanese, who are also in prison,” the Minister added.

Health Ministry receives two 40ft containers of PPE from HSS/Seva

he Hindu Swayamsevak Sangh (HSS) and Sewa Guyana, two non-profit organisations have donated a quantity of Personal Protective Equipment (PPE) to Government of Guyana through the Health Ministry in response to Guyana’s COVID-19 crisis.

The donation was said to be made possible through Sewa International.

The two 40ft containers of items were handed over to Health Minister, Dr Frank Anthony by senior representative of HSS/Sewa Guyana Yashpaul Seownarine at the Health Ministry’s headquarters on Brickdam, Georgetown.

The items donated were 342 surgical gowns, 2448 liquid hand soaps, 6504 wipes, 10,152 sanitisers and 265,680 KN95 face masks.

An oxygen generating plant is expected to be donated soon. It will be providing locally-made oxygen for medical purposes.

“We are in a Delta surge right now which means that we’re going to see more cas-

them because the transmission is what you breathe in. and if you’re breathing in aerosols with the COVID-19 virus then you’re going to get infected so you have to wear your mask properly and of course, you have to sanitise your hands and keep your social distance.”

Seownarine in his remarks stated that “HSS and Sewa Guyana is always here to help all Guyana as we are a selfless serving non-profit organisation committed to lending assistance, especially in heightened times of need”.

In an interview with Praem Ramharack of HSS, he emphasised, “We were very concerned with the upsurge in the number of COVID-19 infections and from what we have learnt about this Delta variant in addition to the vaccination programme, which we support, it is also necessary to follow the distancing, masking and cleansing protocols.

Our contribution is intended to assist in the last two requirements.”

95% of Kwakwani Utilities Inc staff vaccinated …others have pre-existing medical conditions

ome 95 per cent of the staff employed at the Kwakwani Utilities Incorporated is vaccinated against the novel coronavirus (COVID-19), according to the company’s General Manager, David Adams.

The General Manager disclosed that 86 per

cent of the staff have received their first dose of a COVID-19 vaccine, while eight per cent are fully vaccinated.

It was noted that many of the staff that received their first dose only, are employees who received the Sputnik-V vaccine and

wo bandits on a motorcycle, one of whom was armed with a gun, pounced upon and robbed two women who were walking home.

The incident occurred at around 20:05h on Friday at Austin Street, Campbellville, Georgetown.

Police said the women, aged 63 and 58, were walking north along Austin Street when two men on a motorcycle approached and blocked their path.

The pillion rider then dismounted the bike, pointed a gun at the women and demanded that they hand over their valuables. "Don’t say a word, give me de bags," the perpetrator reportedly told the women.

Out of fear, the duo surrendered their handbags which collectively contained $43,000 in cash.

After collecting the valuables, the bandits made good their escape. No shots were fired during the ordeal.

hina’s oil consumption is likely to peak around 2026 at about 16 million barrels per day and that of natural gas by around 2040, according to a top executive of Sinopec Corp.

Sinopec's oil peak forecast echoes a prediction by consultancy Rystad Energy in April that cited rapid adoption of electric vehicles as the main cause for global oil demand to peak over the next five years.

Oil will shift eventually to become a raw material for chemicals rather than fuel, Ma Yongsheng, Sinopec's acting Chairman told a seminar in Beijing on Thursday that was confirmed by a company representative on Friday.

The top Asian oil refiner will "forcefully promote" green growth of its refining and petrochemical business and remove inefficient and energy-intensive capacities.

"We will accelerate the transition from oil to chemicals and boost production of high-end materials...and raise lower-carbon feedstocks to cut down the carbon footprint throughput the manufacturing cycle," said Ma. The firm aims to have its average single refinery's crude processing capacity to reach 10 million tonnes per year, or 200,000 bpd, he added, without giving a comparative figure.

China's natural gas consumption is forecast to peak around 2040, when demand is estimated at 620 billion cubic metres, and it will become China's top fossil fuel resource around 2050, Ma said.

he Taliban have excluded girls from Afghan secondary schools, with only boys and male teachers allowed back into classrooms.

Schoolgirls told the BBC they were devastated not to be returning. "Everything looks very dark," one said.

Taliban officials who seized power last month said they were working to reach a decision on the matter.

Many fear a return of the regime of the 1990s when the Taliban severely restricted girls' and women's rights.

Hundreds arrested in Australian anti-lockdown protests

ustralia’s Police have arrested 235 people in Melbourne and 32 in Sydney at unsanctioned anti-lockdown rallies and several Police Officers have been injured in clashes with protesters.

Victoria Police said six officers required hospitalisation during the violence on Saturday. Several officers were knocked to the ground and trampled, the Police said and television footage showed.

Officers used pepper spray after approximately 700 people managed to gather in parts of Melbourne.

Some 2000 officers made the

city centre virtually a no-go zone, setting up checkpoints and barricades. Public transport and ride shares into the city were suspended.

The illegal gathering comes as the city goes through its sixth lockdown since the pandemic started, with the state of Victoria reporting more than 500 cases of COVID-19 on Saturday.

Footage from one incident showed a crowd charging through a police line as scuffles erupted along a tram route.

In Sydney, riot squad officers, highway patrol, detectives and general duties police were also deployed to

the streets, preventing large gatherings.

Australia has been grappling with an outbreak of the Delta variant of the coronavirus since mid-June, with both Sydney and Melbourne, and the capital Canberra, in strict lockdowns for weeks now. On Saturday, 1882 new coronavirus cases were reported, most

ormer Algerian President Abdelaziz Bouteflika has died at 84, the presidency said on Friday, more than two years after he stepped down under pressure from mass protests and the army.

Bouteflika, a veteran of Algeria's war for independence, had ruled the North African country for two decades before his resignation in April 2019 after street demonstrations rejecting his plan to seek a fifth term.

He had rarely been seen in public before his departure since a stroke in 2013.

After Bouteflika's resignation, in a bid to end the protests demanding political and economic reforms, authorities launched unprecedented investigations into corruption, leading to the imprisonment of several senior officials, including Bouteflika's powerful brother and advisor, Said. Said has been jailed for 15 years on charges including plotting against the State.

After Algeria's independence from France in 1962, former President Bouteflika became Algeria's first Foreign Minister and an influential figure in the Non-Aligned Movement that gave a global voice to Africa, Asia and Latin America.

As a President of the UN General Assembly, Bouteflika invited former Palestinian leader Yasser Arafat to address the body in 1974, a historic step toward international recognition of the Palestinian cause.

He also demanded that China be given a seat in the United Nations, and railed against apartheid rule in South Africa.

He championed post-colonial states, challenged what he saw as the hegemony of the United States and helped his country into a seed-bed of 1960s idealism.

atin American and Caribbean nations should aspire to a regional block similar to the European Union, Mexico's President said on Saturday, in a bid to wrest diplomatic influence away from the Washington-based Organisation of American States (OAS).

The host of the summit, President Andres Manuel Lopez Obrador, told nearly 20 Presidents and Prime Ministers attending the meeting of the Community of Latin American and Caribbean States (CELAC) at the gathering's opening ceremony that the block could better boost the region's inequality-stricken economies as well as confront health and other crisis.

"In these times, CELAC can become the principal instrument to consolidate relations between our Latin American and Caribbean nations," he said at the opening ceremony, held at the ornate national palace in downtown Mexico City.

"We should build in the American continent some-

thing similar to what was the economic community that was the beginning of the current European Union," he added, emphasising the need to respect the sovereignty of the region's mostly Spanishspeaking nations.

The summit's kick-off focused attention on the region's centre-left leaders, including Peru's new President, Pedro Castillo, Cuba's Miguel Diaz-Canel and Venezuela's Nicolas Maduro.

The leaders gathered at the invitation of Lopez Obrador with a stated aim of weakening the Washingtonbased OAS, the long-standing regional body that excludes Cuba and is viewed with scepticism by many of Latin America's centre-left leaders.

Migrants have been camping under the bridge to escape the heat

he US Government is set to fly back to Haiti thousands of migrants who have gathered under a US-Mexico border bridge in recent days, US media report.

Flights will begin today and could involve up to eight a day, officials told the Associated Press.

At least 10,000 people, mostly Haitian migrants, are camped under the bridge connecting Del Rio in Texas to Mexico's Ciudad Acuña, and more are expected.

Del Rio's Mayor Bruno Lozano has declared a state of emergency.

Describing the situation as "unprecedented" and "surreal", he said border patrol had been overwhelmed and "agitated" migrants were living in impossible conditions.

The border crossing at Del Rio was temporarily closed on Friday "to respond to urgent safety and security needs presented by" the influx of migrants, US Customs and

Border Protection said.

The makeshift camp at Del Rio has few basic services and migrants, waiting in temperatures of 37C (99F), have been wading back across the river into Mexico to get supplies.

Shelters have been made from giant reeds and many are using the river to bathe and wash clothes in, the AP reports. At least two babies are reported to have been born in the camp.

Earlier this year, it was reported that the number of migrants detained at the USMexico border in July exceeded 200,000 for the first time in 21 years, Government data shows.

And last month, the authorities arrested more than 195,000 migrants at the Mexican border, according to Government data released on Wednesday. This summer's numbers represent a significant increase from the 51,000 arrested in August 2019.

Mane scores 100th goal in Liverpool win against Palace

iverpool have remained unbeaten in the Premier League this season after Sadio Mane scored his 100th goal for the club in a victory against Crystal Palace.

Jurgen Klopp’s side created numerous chances against a resilient Palace, before Mane pounced on a rebound at the back post in the first half.

Mohamed Salah doubled their lead with just over 10 minutes remaining when he smashed home a flick-on from a corner, before Naby Keita’s late curling strike made it 3-0.

Liverpool were wasteful in the first half, as Diogo Jota fired over the bar from a few yards out in a glorious position, while Thiago and Jordan Henderson were also denied by keeper Vicente Guaita.

Palace had started brightly - hitting the post twice in as many minutes - as Liverpool failed to clear their lines in the box, but the hosts’ persistence eventually paid off.

In the end, it was a comfortable victory that capped a good week for Liverpool at Anfield, following their dramatic 3-2 win over AC Milan in the Champions League on Wednesday.

And it means they go top of the table with four wins from their opening five games, while visitors Palace remain outside the top 10.

Mane was one of six changes to Klopp’s side from their win over AC Milan, and his return must have been an unpleasant sight for Palace fans.

Having scored twice against Palace on the final day of last season, Mane’s

opener on Saturday made him the first player to net in nine consecutive league matches against a single opponent.

It took his total to 13 against Palace in the Premier League - the most anyone has scored against them - and was the perfect way to notch up his 100th goal in all competitions for Liverpool.

Palace had attacking threat of their own from Wilfried Zaha - making his 250th Premier League appearance - but he was dealt with by the physicality of Fabinho and debutant Ibrahima Konate.

And while Palace continue to adapt and learn under new boss Patrick Vieira, they were given a humbling reminder of the ruthlessness of Liverpool’s attacking quality.

S Open champion Emma Raducanu has said it felt like somebody else was playing as she watched Saturday’s final for the first time on returning home.

The 18-year-old celebrated the historic win in New York before arriving back in London on Thursday. Speaking to ‘BBC Breakfast’ on Friday, she said being the first British woman in 44 years to win a Grand Slam singles title is “gradually sinking in”.

“I watched the final and tried to remember how it felt,” she added. “It’s still such a whirlwind of an experience.

I’ve loved every moment of it, but it is something that is difficult to comprehend.

“When I was watching it [the final] it almost feels like that’s not me whose playing and pulling off some of those shots. I was really proud of how I came through some tough moments.”

The straight-set victory against Leylah Fernandez made Raducanu the first qualifier to win a Grand Slam, and raised her to world number 23 and British number one.

Despite the amount at stake, the teenager said she “didn’t feel any stress” when stepping out in front of a packed Arthur Ashe Stadium.

“I was just having a lot of fun out there,” she explained.

“That’s what helped, because I wasn’t thinking at all about anything that was out of my control or that was going on off the court.

“I think that’s the key that helped me have the run I had, because I wasn’t distracted, I was just focusing on what I had to do, and I executed.”

Bus karaoke, meeting Hamilton and dumplings how Raducanu celebrated After captivating the New York crowd, Raducanu was invited to celebrate at various events across the city. But immediately after the win, she took time to reflect with her team, as they headed back to their hotel on “a sort of party

bus”.

“There was a lot of music, and we were all just singing along,” said Raducanu, adding that Neil Diamond’s Sweet Caroline and The Killers’ Mr Brightside were two songs of choice.

“Then we had a really nice night just talking until early in the morning, reflecting on the whole experience and what an amazing time it’s been.”

Sandwiched between appearances on prime-time American breakfast television and a visit to the Stock Exchange, Raducanu was invited to the star-studded Met Gala.

“At the Met Gala, I spoke to Lewis Hamilton, which was really cool being such a fan of motorsports and Formula 1,” she added. “It was really nice to speak to him there, and everyone else.”

Now that she is home, Raducanu’s feet are firmly on the ground again, and the highlight of her first night back was “some really good homemade dumplings” provided by her mum.

She credits her parents’ “tough love” with giving her the mental strength to claim a first major title so young.

“They just gave me a hug when I came back. Nothing crazy, no big celebration.

They are just staying discreet, and some reassurance in saying they’re proud of me is enough,” she said.

As for the £1.8m prize money earned in the US Open win, Raducanu added: “I will just leave that to my parents and my team.

I’m just focusing on what I love to do, which is co m p et i n g , and they can take

care of that for me.”

What next for Raducanu?

Raducanu is staying humble in victory, telling BBC Radio 2 she is simply glad her ranking is now high enough to “play the biggest tournaments” and “compete with the very best”.

She could receive a wildcard to appear at Indian Wells in California, which begins on 7 October, and the season-ending WTA Finals take place in Guadalajara, Mexico in November.

The eight players with the highest points’ tally this year will qualify for that tournament, and Raducanu has risen to 14th in the race.

“I haven’t actually discussed my tournament schedule yet,” she said.

“Because of the change in my ranking, the tournament options change slightly. I need to discuss and sit down and see what’s next for me. “I’ve had a very long and intense seven weeks. I really need some time to rest and recover, because it’s been very demanding physically and emotionally to withstand seven weeks on the road. I really need to recover, rejuvenate, and next time I’ll be ready to go to whichever tournament I choose.”

Perhaps most exciting for British tennis fans is the prospect of seeing Raducanu at Wimbledon in June 2022.

She was forced to withdraw from the fourth round of this year’s tournament with breathing difficulties. But if she has not yet decided her next tournament, the teenager definitely will not be drawn into discussions of any possible success at the All England Club.

When asked how ‘Henman Hill’ should be renamed during her matches, Raducanu said: “I think that one should stay with Tim Henman.

“He’s a great inspiration, and he’s helped me so much. I’m obviously looking forward to Wimbledon, but it’s still some time away, and I’ve still got so much learning to do.”

BCB to launch historic coaching manual on Wednesday — dedicated to memory of Michael Hyles

he vibrant Berbice Cricket Board (BCB), under the dynamic leadership of Hilbert Foster, would on Wednesday create history in Guyana when it launches its own coaching manual.

The launch, set for the BCB Office in New Amsterdam, is expected to be attended by senior board officials, youth cricketers, and cricket coaches in the county.

Foster, who has spearheaded a major cricketing revolution in the Ancient County, is expected to give the feature address at the launch, and then distribute the first copies of the manual to some cricketers.

Plans for the manual started after the board was unable to host its county-wide coaching programme because of the ongoing COVID-19 pandemic.

Foster then promulgated to his executives that alternatives had to be found to assist youths to improve their game, and it was decided that the board should invest in a coaching manual.

The BCB President was able to obtain the necessary sponsorship, and a high-level team of qualified cricket coaches, led by level three coaches Winston Smith and Julian Moore, was set up to provide the necessary information for the booklet.

Other coaches involved were Leslie Soloman, Balram Samaroo, Travis Hardcourt, Tremayne Smartt and the late Michael Hyles.

Information in the manual involves tips on batting, fast bowling, spin bowling, wicketkeeping, fielding, and physical training. The manual also has special articles on the importance of discipline and education. Other topics covered are field positions, ways of dismissal, and umpire signals;

BCB Public Relations Officer Simon Naidu has said that with the official launching of the manual out of the way, the board would now forge ahead with the hosting of four mini cricket academies across the county.

The academies would be hosted for almost 200 promising under 19 players in West Berbice, New Amsterdam/ Canje, Lower Corentyne, and Upper Corentyne. Each player attending an academy would receive a copy of the manual, while the board also intends to assist its fellow county boards with copies, if they request same.

Foster has said that publication of the historic

coaching manual was undertaken at great cost because the BCB is totally committed to the development of every available cricketing talent in the Ancient County.

He said that with players having their own coaching manual, they would be able to work on their own personal development at home on a regular basis, and club officials would also be in a position to assist them.

Most clubs in Berbice are without the services of a cricket coach, and the manual should assist them to do their own coaching sessions. The BCB President made it quite clear that the manual would be distributed free of cost. The booklet was made possible with the support of overseas-based sponsors Dr Tulsi Dyal Singh, Dr Puran Singh and Brian Ramphal.

The BCB has also decided to dedicate the manual to the memory of long-time cricket coach Michael Hyles, who died recently. Hyles had served as a cricket coach in the county for over four decades, and had assisted in preparation of the document before his sudden demise.

t feels like eons ago since Kieron Pollard engineered a win for Mumbai Indians in a game that Rohit Sharma hailed as one of the best he's been a part of.

Months of cricket across formats in bio-bubbles, and unfortunate cancellations later, the keys to the re-ignition of the IPL bandwagon have understandably fallen into the arms of the two champion sides. ewly-appointed Head Coach of the Golden Jaguars, Jamaal Shabazz, is all for the Guyana Football Federation’s (GFF’s) vision of qualifying for the 2026 FIFA World Cup, and shared his views on the mission after being appointed to his new position on Friday.

Over the past few years, Guyana Football Federation (GFF) President Wayne Forde, has been stressing the Federation’s intention to have the senior men’s national team qualify for the FIFA World Cup in 2026.

The specificity on the 2026 event comes from the fact that the global tournament would see an expansion from 32 teams participating to 48. For the Confederation of North, Central America and Caribbean Association Football (CONCACAF) region, of which Guyana is apart, 6 spots are available in the quadrennial

Answering a question from media operatives about Guyana’s chances at making it to the big league, new Head Coach Jamaal Shabazz commented that Guyana have already proved they have the ability to qualify for big competitions.

“I think we’ve got the dream and vision. Because, you know, there’s a difference between a dream and a vision, and I think we got to go for it. We qualified

for the Gold Cup under Mr Johnson and his staff, and it showed that we could qualify for the big competition,” the newly appointed Head Coach answered.

He went on to justify his answer by stating, “We were on the same field one time with Mexico and El Salvador and Costa Rica, and that same moment Mexico and Costa Rica reached the knockout stages of the FIFA World Cup. We were in a group with them in that same qualifier. We were one of the few countries in the world to score a goal on Mexico in high altitude.

“As pointed out both by the Minister and Mr. Forde, the effort is a collective one.”

Shabazz continued, sharing that he believes the Golden Jaguars have ‘no choice’ but to qualify, since they owe it to the people of Guyana.

“I think it is realistic, it is visionary, and we can dream

for it. But I don’t see that we have a choice; I think that we owe it to our nation, we owe it to our people, to realistically attempt to get there; and what we have to do in that period is a very collective one,” Shabazz emphasised.

Also touching on the topic on Friday was GFF President Wayne Forde, who expressed his faith in Shabazz to lead the team. He highlighted that the Coach has the tools and ability to lift the confidence of the Golden Jags.

The GFF President commented, “I believe that we have started on that path. We have focused our investments on creating the right environment, the right culture within the administration, which is key to anything we can achieve on the pitch, and I believe that a really solid foundation has been set.

“Coach Shabazz also acknowledged and mentioned in his remarks that we actually

have something to build on going forward. So, I’m very optimistic, given everything that was said in terms of the tools that the Coach brings to the job, that we’ll be able to lift the level of confidence that is so crucial in bringing the Government of Guyana, Corporate Guyana and all stakeholders on board to join us on this very

interesting mission,” he concluded on the topic of the 2026 World Cup. The 2026 FIFA World Cup will be hosted in the United States of America, Mexico and Canada; the first time that the tournament will be having three host countries at once.

As the fight ensued, they bit down on their mouthpieces and threw for the fences, with little interest in defense as they both went for a home run shot. Harris backed off with a leg kick, and blocked a punch with an elbow so that he could swing a left hand.

The Guyanese went on to swat at his man with a right hand over the top, and dug his shin into Kasanganay’s liver.

Both men blasted the other with massive punches, and it was Harris that got the better of the exchange as Kasanganay staggered back. Harris followed and smashed him in the face with a left hand that sent Kasanganay

careening to the ground.

Kasanganay rolled over and got to his knees, but Harris was already on him, attempting to finish the job in the first round.

As the Guyanese pounded on his foe with strike after strike, it was enough for referee Mark Smith to step in and call a halt to the fight.

Kasanganay stood back up and protested the stoppage, but there was nothing he could do as the fight was over in 2 minutes and 28 seconds.

This is Harris’s second consecutive UFC victory, after subduing another American, Christian Aguilera, with an Anaconda Choke Submission for his first win back in May of this year. (Excerpted from Sherdog. com)

Rutherford credits Patriots’ management and captaincy for his stellar performance in Hero CPL …grateful to Guyanese fans for support

t conclusion of the Hero CPL 2021, the Saint Kitts and Nevis Patriots were crowned champions of the Hero CPL, their having defeated the Saint Lucia Kings in a thrilling lastover affair.

Son of the soil, Guyana’s very own Sherfane Rutherford, was part of the winning franchise, as he played his part in their capture of the title that had eluded them for some time.

Rutherford was given a new role in the Patriots, being promoted to number 5, where he showed many that not only is he an aggressive batsman, but he can play himself in and score those vital runs at crunch time.

He played a total of 11 matches and scored 262 runs at an average of 37.42, all while doing it with a strike rate of 127.18.

He scored three half centuries in total, and registered a high score of 58*. At the end of the competition, Rutherford was ranked 7th on the batting charts among a total of 50 players. He was also ranked number 7 with the greatest number of sixes in the tournament, blasting 18 towering maximums and proving his athletic ability in the tournament by bagging

11 catches, the most in the tournament.

In an exclusive interview with this publication, he was asked how it feels to win the title representing the Patriots for the first year, and Rutherford responded as follows: “First, I want to thank God for the opportunity, and this win for me is one that I will cherish for a long time, and it’s one of the happiest times for me, given the fact that I moved to a new team where I didn’t know what the outcome will be. But the guys definitely put their hands up, and as a team, we came through strong together.

“My performance this year is the best since I started playing CPL, and it’s one that I will sure look to learn a lot from, moving forward.”

The talented lefthander also noted that, for him, his next step is the Indian Premiere League ( I P L ) , where he will be representing

the Sunrisers Hyderabad, and thus he is looking forward to working with his new team, and also rubbing elbows with the likes of international players such as David Warner and Kane Williamson, among others.

Rutherford went on to credit the Patriots’ management and captaincy for his performance, stating that, in his opinion, St Kitts & Nevis Patriots is one of the best franchises in the tournament.

“It is one that made me feel at home. A lot of freedom was given to me as well, and I guess that helped my performance.

Also, a special thanks to DJ Bravo, Chris Gayle and Rayad Emrit, who helped me along; and to the other locals and overseas players.”

Rutherford’s parting words to this publication were: “To my Guyanese fans, I just want to say, ‘Keep support me, I appreciate all of you guys and also the messages’.”

thrilling but brief matchup between Guyanese fighter Carlston Harris (16-4, 1-0 UFC) and Impa Kasanganay (91, 2-1 UFC) during the UFC Fight Night resulted in the former bagging the second UFC win of his stellar career.

Battling in the UFC Apex, the Brazil-based Guyanese was able to score a technical knockout (TKO) after destabilising his opponent and serving him several clinical punches, finishing off his opponent 2 minutes into the first round of the fight.

Drifting up to the welterweight division, the two men had impressive submission victories in their last outings.

The gloves had not touched, as both men instead took a stride on the edge of the cage. Harris was the first to engage, waltzing forward to lob a wide right hand.

Kasanganay dodged and moved away, but Harris was intent on closing the distance with it, as he punched his way into a clinch.

When Kasanganay was able to escape, Harris just missed with a right hand on the break.

“Mocambique”, as Harris is often referred, slapped away a punch to score a heavier one of his own, and fired off a head kick. They both exchanged huge punches, and Harris appeared
