overnment through the Education Ministry will commence distribution of the “Because We Care” cash grant this week, an initiative which will see $3.2 billion being expended to assist students within the public school system.

The Ministry announced on Saturday that along with the grant, which is valued at $15,000, students will also receive the school

uniform and supplies grant valued at $4000. This gives a total of $19,000 for each child.

Some 172,000 students are expected to benefit from this programme, and unlike last year, the school uniform grant will not be given in the form of a voucher but rather as cash.

The schedule for distribution will be posted on the Education Ministry’s Facebook page, the Ministry’s website today and in the daily newspapers (See Guyana Times pages 20, 21 &22).

“Parents or guardians of children in the public school system from nursery to secondary level are to visit the respective schools on the scheduled date to uplift the grant. If a parent or guardian fails to uplift the grant on the scheduled date, they will be allowed to do so at a later date at the Department of Education for that region or educa-

tion district,” a statement from the Ministry said on Saturday.

This later date will be announced at another time but will be after the entire exercise has been concluded. Parents or guardians are also asked to walk with a valid form of identification when going to uplift the grant. The acceptable forms of identification are the national identifica-

tion card, driver’s license or passport. Persons who do not possess any of these documents can still uplift the grant but their relationship to the child must be confirmed by a senior official in the community or the school’s Head Teacher.

The statement noted that the Education Ministry “aims to serve each child before September 2021. This initiative of the Government of Guyana is to provide assistance to families so that they can provide the necessary resources to their children so that they can not only remain in school but to also excel in their studies.”

Distribution will start on Wednesday in Region Two (Pomeroon-Supenaam) at the Cotton Field Secondary, Anna Regina Secondary, Taymouth Manor Primary, Fisher Primary, Suddie Primary,

Riverstown Primary, Aurora Primary and Tapakuma Lake Primary.

The initiative then moves to Region Three (Essequibo Islands-West Demerara) on July 25.

In the National Budget passed in March, Government had increased the school uniform and supplies Grant from $2000 to $4000, representing a 100 per cent increase.

“We encourage all parents and guardians to uplift the grants and use it in the best interest of their children as we work together to give those who will be the leaders of tomorrow the opportunity to be the best that they can be,” the missive concluded.

The “Because We Care” project was launched back in 2014 by then Education Minister Priya Manickchand and was issued to parents for each child in the public school system. It was implemented with the aim of providing support to parents with school-age children and increasing their disposable income, with a view to raising enrolment and attendance rates.

However, after taking office in 2015, the A Partnership for National Unity/Alliance For Change (APNU/AFC) Government scrapped the project and displaced thousands of students and parents. The Irfaan Ali-led People’s Progressive Party/Civic (PPP/C) Government reintroduced the initiative after taking office last year.

President Ali had said last year that there must be measures aimed at ensuring that every child can access education as well as equipping the education sector to become potential export earners for Guyana.

He noted that in order to achieve that, mechanisms ought to be put in place so as to encourage investment into the sector.

On that note, he also announced that his Government would completely eradicate the corporate tax on private education in an effort to reduce the cost.

In the $383 billion budget this year, some $60.7 billion was allocated for the education sector - representing over 16 per cent of the previous year’s chunk.

Guyana searching for new marketer for crude lifts

uyana is on the hunt for a new crude marketer, with a new Invitation for Bids (IFBs) being issued for companies who will vie for the chance to market the oil currently being produced offshore Guyana and stored in the Liza Destiny Floating Production Storage Offloading (FPSO) vessel.

According to the IFBs issued by the Natural Resources Ministry, interested firms were invited to submit their bids by August 3, 2021, to the National Procurement and Tender Administration Board (NPTAB).

“The objective of the assignment is to competently maximise the value of the Government’s crude oil entitlement from Liza Destiny FPSO in the Stabroek Block and create a competitive market for the Liza blend,” the IFBs said.

Bidders were also told that their bids would be valid 120 days of the date of bid opening. According to the notice from the Ministry’s Permanent Secretary, bids will be opened on August 3 at NPTAB. It had been announced last year that Guyana received 29 bids from companies interested in marketing the country’s crude.

Earlier this year at a press conference, Vice President Bharrat Jagdeo had revealed that 28 of these companies were disqualified due to “nonsensical” bid requirements, even though these companies have proven track records in marketing crude and are trading billions of barrels per day.

This resulted in the Government having to approach the Stabroek Block co-venturers, ExxonMobil, CNOOC/NEXEN and Hess, in order to bid for the contract to market Guyana’s fourth lift back in December.

As a result, Hess had marketed the fourth lift of one million barrels of oil.

Moving forward, Jagdeo had noted that they were examining options to procure a crude marketer and whether it was feasible to go back to the drawing board with the very same companies who were previously disqualified on technicalities. The assessment, he said, is likely to be completed by the time Guyana becomes due for its next shipment of crude.

“We are now discussing whether we just go and invite the same companies and change the so-called prequalification criteria.

can disqualify a person for lack of technical capacity, who is already selling your oil. Something is wrong with that.”

“So, either a simplified prequalification criterion, where you can say all of these companies are capable of marketing and then it’s just a matter of best price. In that context we can look at people who want to buy the oil directly.

For us, it is the best price for our oil. That is what we’re looking at. Because there are hundreds of companies who can take this oil and sell it,” Jagdeo had said.

Guyana, with US oil giant ExxonMobil as the operator, began producing oil on December 20, 2019, in the Stabroek Block.

In March 2021, the Natural Resources Ministry had disclosed that to date, a total of 5,009,797 barrels of oil worth US$246.5 million have been lifted. This sum, added to the royalties the country receives, took the total in the NRF account to US$267.6 million. And if one considers earnings from the sixth lift in April and royalty payments, this amount is expected to have climbed to over US$300 million.

Guyana received its first payment of US$54.9 million for an oil lift dated February 19, 2020. The second lift on May 21, 2020, was valued at US$35 million; while the third lift, which occurred on August 9, 2020, was worth US$46 million.

The fourth lift of oil offshore Guyana occurred on December 9, 2020, and

came in at US$49.4 million in value. And on February 5, 2021, some 997,420 barrels of oil were lifted from Liza Destiny. A sum of US$61 million was paid for that lift.

Already, ExxonMobil has established an ambitious oil exploration plan for 2021 offshore Guyana.

Over the past few months, Exxon has been drilling simultaneous deep-water wells in both the Stabroek and Canje Blocks.

In March 2021, ExxonMobil secured a sixth drillship, the Noble Sam Croft, for exploration and evaluation drilling activities offshore Guyana. A fourth project, Yellowtail, has been identified within the block with an anticipated start-up in late 2025 pending Government approvals and project sanctioning.

This project will develop the Yellowtail and Redtail fields, which are located about 19 miles (30 kilometres) southeast of the Liza developments. With the Liza Phase 2 and Payara developments on track for their scheduled completion and the Liza Phase 1 development averaging 120,000 barrels of oil per day (bpd), Guyana’s oil production is likely to exceed 500,000 bpd by 2024. Haitian President’s assassination

N

ow that the shocking news of the assassination of Haitian President Jovenal Moïse - the leader of Caricom’s most populous member - has sunken in, answers to the many questions raised are being sought.

The basic question of “who” were the assassins has been answered. The Colombian military has confirmed that 26 of the 28 men - in what has to be a mercenary unit were ex-Colombian soldiers. The other two are American citizens of Haitian descent from the large Haitian emigre population in Miami. The Colombian mercenaries were recruited by four named firms.

The 50-year war in Colombia against the drug cartels that ship most of the cocaine to the US and elsewhere - including through Guyana - has produced thousands of battle-hardened retired soldiers in their forties.

Mercenaries have long been a staple in Africa, the Middle East, Afghanistan and elsewhere. Colombians are far less expensive - and expendable - than the US and European mercenaries. The wife of one of the 17 Colombians arrested - three were killed and six are on the run - said he had been recruited last month for US$2700/month.

They were flown to Haiti’s neighbour, Dominican Republic, and later crossed the overland border. The two HaitianAmericans were recruited as interpreters once they were in Haiti.

The big question is who wanted President Moïse assassinated to hire the assassins? At US$2700 per person - and it is certain that some of the more senior military personnel would have been more highly compensated - this amounts to US$75,600 monthly. The unit was accommodated for a month in the Dominican Republic, and from some Facebook postings, this was at resorts which do not come cheap. This would cost a pretty penny. From what is evident - even though it is now being investigated - it would appear that the president’s security detail had been compromised: another expensive proposition. While the “success” of the operation in executing its mission (pun intended) is undoubted, the extraction of the team failed, but monies would have been expended for this contingency.

All in all, this was an expensive, well-planned exercise that was strategic in its aims, raising the question of who hired the mercenaries, and “why”? From what we know of Haiti, there might be two possibilities, which are themselves not unrelated: politics and gangs. President Moïse had precipitated sustained protests because of opposition questions on the legitimacy of his presidency.

The Nov 2015 elections’ results were disputed as fraudulent, and rescheduled in Nov 2016, which Moïse - though again disputed - also won and was sworn in on February 2017. Opponents claimed his 5-year team ended in Feb 2021 - from the time of his first scheduled inauguration of Feb 2016 while Moïse insisted his term would end on Feb 2022.

One possible - and possible “prime” - candidate for the title of “intellectual author” would then be from the ranks of the Opposition, frustrated by what they considered Moise’s “intransigence”. The Opposition would have received funding from the oligarchy that is still paramount in Haiti for the last 200 years. Most analysts have concluded the assassination was not the work of the numerous deadly gangs that have plagued Haiti for decades, and which recently have formed a loose alliance, G9. They had the necessary firepower and manpower to stage a direct attack on the President if they so desired, and it is unlikely they would outsource such a task. It is also unlikely that “foreign powers” were behind the assassination, since Haiti is not of any strategic importance at this time.

Moïse’s constitutional successor should have been the Chief Justice, but he died of COVID-19 a few weeks before. The incumbent Prime Minister (ag) Claude Joseph is being challenged by several persons, leading to further uncertainty. The US has been requested to send troops to maintain order, but this would be a controversial move in light of the last presidential assassination in 1915 and denouement to the entry of American troops.

Maybe this would be a role that Caricom troops can play.

APNU/AFC’s latest attack on Caricom Heads of State

Dear Editor, The Opposition APNU/ AFC is using the assassination of Haitian President Jovenel Moïse to attack the Heads of Caricom. This is evident from Member of Parliament Sherod Duncan’s rant during his Wednesday, July 7th, 2021 Facebook live programme, which is also aired live on the official page of the APNU/AFC coalition.

Duncan referred to the leaders of the Caricom countries as “gangsters”,

“hustlers” and “hypocrites” during his vitriolic attack.

WPA Executive and coalition activist David Hinds adopted a similar posture on his live appearance on another APNU/AFC Facebook programme.

He, however, posited that Indo-Guyanese support for Caricom has always been low, and with the Indo-Guyanese PPP/C Government being in power, the country’s support for Caricom is at its lowest. Further, he blames

the Caricom heads for this, because of their “entanglement” in Guyana’s March 2nd, 2020 elections.

In my view, what Hinds is doing is faulting Caricom for not supporting the APNU/AFC’s attempt to remain in office through fraud, in defiance of the will of the Guyanese electorate. He is basically chastising the Caricom heads for not aligning with “one of their own”.

Duncan’s attack on Caricom is along the same

vein, except that he is masking it with contrived annoyance at the assassination of President Moïse.

No matter how they mask it, what is clear to all is that this is a concerted attack on the Caricom Heads by the APNU+AFC in reprisal for their refusal to be influenced by their injection of race during the rigging attempt last year.

Rapid development: taming foreign investment interests Dear Editor, While we often think of economic growth as good news, it can also happen too rapidly. In light of this, I refer to an article: “Gov’t working to ‘tame’ investment interests” published in the July 4th, 2021 edition of the Guyana Chronicle, in which His Excellency Dr. Irfaan Ali pointed out “the importance of strategizing outside investments coming to Guyana.”

He reasoned that, “… when you are managing an economy like this, you have to be mindful of the consequences of overheating; you have to be mindful of the consequences of having the investments itself creating shortages.”

At this juncture, I wish to commend His Excellency Dr. Irfaan Ali for asserting to this reality and to highlight what is current-

ly occurring in Guyana.

Over the last few months, we have seen raw material shortages escalate, resulting in excessive price increases for every conceivable commodity. This is especially true for construction materials, where we have seen steel prices rise, wood prices rise, nail prices rise, cement prices rise, and, most significantly, the troubling surge in food prices has also become quite worrisome. This tendency has gotten out of hand for the small man, and even medium-sized enterprises like mine, who are struggling to source and purchase materials for minor repairs and construction.

Furthermore, the COVID-19 pandemic has impacted the costs locally and exacerbated prices from foreign goods and materials, as well

as shipping costs, which have quadrupled in certain cases.

I can attest that the widespread scarcity of vital basic materials and resources, as well as rising commodities where demand significantly outnumbers supply, is becoming increasingly burdensome. This is unfair to us, the consumers.

Worse, we all know that if things settle down, these industrialists, businesspeople, importers, and others who were granted pricing power will be reluctant to return to normal pricing.

For one thing, the exorbitant prices placed on basic items as a result of shortages make us feel as if we are being punished.

This trend may also have significant psychological consequences, such as persons finding it difficult

to sustain themselves.

At this juncture, I wish to make it pellucid that while I admire Guyana’s economic growth and look forward to its future, I am concerned that too many investments from outside companies may render us in a catastrophic situation. I worry that our economy may reach the limits of its capacity to meet all of the demands from individuals and companies.

However, I am relieved to note President Ali’s words when he ascertains that the, “investment interests are being thoroughly examined by Vice-President Dr. Bharrat Jagdeo,” and that, “the Cabinet has taken a conscious decision to expend local funds to kick-start key projects that are important for Guyana’s development.”

Govt must ensure equity in forestry sector Dear Editor, A relevant Churchill quote that still resonates is: “Criticism may not be agreeable, but it is necessary. It fulfills the same function as pain in the human body. It calls attention to an unhealthy state of things.”

Worldwide, both illegal logging and the underpayment of fees by concession holders rob the public of an estimated US$15 billion annually; and apart from the direct financial losses, illegal logging significantly undermines the authority’s ability to manage the forest sector sustainably, according to one report by Transparency International.

In Guyana, corruption still remains the leading driver of illegal logging, and within its core lies a flawed regulatory framework. Arguably, the design and operations of the

forestry regulations have, in some ways, helped to set the stage for corruption while, over the years, various political administrations tried to plug the leaks but ignored the writing on the wall, only to end up with a total financial collapse of the Guyana Forestry Commission.

However, now is the time to change this.

When there is sufficient imbalance in any system, loopholes emerge, and with them come unscrupulous opportunists who would take advantage of them to the detriment of all. To boil it down, there are two distinctive forest concessionaires’ categories in operations: small and large.

Hectare for hectare, cubic for cubic of the same species of timber harvested from either of the two categories, it costs far less to produce timber as a small concessionaire than a large

one – mainly because of the fees and resultant regulatory indirect costs attached to large concessions, while taking economies of scale into consideration.

Small concession holders, though limited in acreage size, are allowed to harvest the same type of species as large concessionaires, but without bearing the high costs of the mandatory 100% pre-harvest forest inventory, though the regulations recommend that small concessionaires conduct some amount of pre-harvest inventory for management, planning, and environmental purposes. Further, the calculation of the quota for harvest in small concessions is restricted by as much as 45% if the operator is to produce lumber using chainsaws. So, with just a recommendation to do only some amount of pre-harvest inventory and

with the same benefits that Suriname provided to its citizens. The APNU+AFC truly sent us to hell. We presently lack adequate insurance for oil spills, such that a single spill can wipe away the little bit of money we earn for every third shipment of oil. As a result of this, I believe the government should take severe action.

I urge His Excellency Dr. Irfaan Ali and Dr. Bharrat Jagdeo to work steadfastly on this with Guyana first in mind! We need investors but we need investors with a conscious where it will be a win-win situation for all of us.

Coupled with an increasing demand for lumber, and the majority of small concessionaires being chainsaw operators, the mould is firmly set for corruption throughout the system, as well as with the highest probability of illegal logging.

The reality is that, in the forestry sector, many persons, and even several businesses, have craftily converted from large to small concessions in order to avoid the high costs associated with holding and operating large con-

cessions. In some cases, those operators satisfy or even surpass the production quota for a large concession. This is achieved through the operation of a string of multiple small concessions - a clear winwin for such beneficiaries, but clearly not for the remaining twenty-odd large concessions countrywide, or the GFC. A careful look at the recently released GFC production statistics would confirm this.

However, policy-makers are urged to put an end to this by having a system of equality, because it is one of the main reasons why large concessionaires’ production is unable to

achieve the GFC’s expected production target, and a contributing factor to corruption.

Having the right set of policies and regulations would make the difference, especially when there is strong and fair leadership followed by rules that would ensure equality for all stakeholders in a sector.

I respectfully call on our Government to make the much-needed change, which would benefit not only the forestry sector, but Guyana.

Sharing, Helping, and Other Acts of Kindness

arents often focus on preventing children’s problem behaviours, such as fighting, arguing, and being disobedient. But, parents don’t just want children to avoid bad behaviours.

Parents want children to engage in good behaviours, such as sharing and helping others.

One widely researched framework of positive youth development is known as the 5-Cs, which stands for competence, confidence, connection, character, and caring or compassion. Each of these Cs affects the contributions that children and adolescents can make to their families, schools, and communities.

How can parents promote these desirable behaviours and characteristics in their children?

1. Have a warm and loving relationship with the child

The parent-child relationship sets the stage for children’s other relationships.

Parents can model how to treat others lovingly, with compassion and kindness.

2. Explain to children how they should behave in different social situations

When children know what to expect and how they should behave, they will feel more confident and behave more competently. It can be easy for parents to forget that entering a new situation can be scary because parents have experience in so many more situations than children do. But, until children develop scripts for how particular social situations usually unfold, parents can help prepare them in advance by explaining what to expect.

3. Talk about emotions

and the effects of children’s actions on others

Parents can help children make connections between how they treat other people and how other people feel (eg, “I know it looked silly when Sophia fell, but when you laughed it made her feel sad and embarrassed. Instead, you could have helped her up and asked her if she was okay.”). When disciplining the child, talking about emotions rather than rules or parent-imposed consequences is more likely to promote conscience development and future moral behaviour.

4. Connect the child with resources outside the family

Supportive adults outside the family, such as teachers and coaches, as well as constructive activities that spark interests and stimulate learning can help children, and especially adolescents, thrive.

These experiences can foster competence in sports, music, academics, and other areas as

well as social connections with adults and peers.

5. Recognize that positive youth development may be manifested in different ways in different cultural contexts

People in different cultural groups sometimes vary in the emphasis placed on different areas of competence, such as academics or athletics, as well as on different aspects of social connections, such as obligations to family members.

Parents who believe it is important for their children to demonstrate respect toward extended family members and spend time fulfilling family obligations might try to cultivate these characteristics.

Parents who believe it is important for children to develop their own independent interests and opinions might use different techniques to try to cultivate these characteristics instead.

6. Finally, consider messages conveyed to children

about what is important

Children are astute at recognising what their parents value. But, parents can also ask questions that convey valuing sharing, helping, and other acts of kindness—“What did you do today to be a good friend?”

In promoting positive youth development, parents will be well-served by focusing on their own relationship with the child, children’s understanding of other people’s emotions, connecting children with resources outside the family, and conveying expectations and values. orld Population Day 2021 is observed on July 11 each year. World Population Day, which seeks to focus attention on the urgency and importance of population issues, was established by the then-Governing Council of the United Nations Development Programme in 1989, an outgrowth of the interest generated by the Day of Five Billion, which was observed on 11 July 1987.

This year, the impact of the COVID-19 pandemic on fertility will take centre stage as the main theme for the commemoration.

While this theme does not necessarily speak to the work of the Agency or the impact on the natural environment, let’s take a look at the impact of population growth.

Population growth is the increase in the number of people living in a particular area.

Since populations can grow exponentially, resource depletion can occur rapidly, leading to specific environmental Concerns, such as global warming, deforestation and decreasing biodiversity. It must be noted that population growth is only one of the factors that cause environmental degradation.

Earth’s carrying capacity Influenced by the work of Thomas Malthus, ‘carrying capacity’ can be defined as the maximum population size an environment can sustain indefinitely. Whether we have 500 million people or one trillion, we still have only one planet, which has a finite level of resources. The answer comes back to resource consumption. People around the world consume resources differently and unevenly. An average middle-class American consumes 3.3 times the subsistence level of food and almost 250 times the subsistence level of clean water. So, if everyone on Earth lived like a middle-class American, then the planet might have a carrying capacity of around 2 billion.

However, if people consume only what they actually need, then the Earth could potentially support a much higher figure.

SDG 12 Worldwide consumption and production — a driving force of the global economy — rests on the use of the natural environment and resources in a way that continues to have destructive impacts on the planet.

Economic and social progress over the last century has been accompanied by environmental degradation that is endangering the very systems on which our future development — indeed, our very survival — depends. Sustainable consumption and production is about doing more and better with less. It is also about decoupling economic growth from environmental degradation, increasing resource efficiency, and promoting sustainable lifestyles.

Sustainable consumption and production can also contribute substantially to poverty alleviation and the transition towards low-carbon and green economies.

A few facts and figures: * Each year, an estimated one third of all food produced – equivalent to 1.3 billion tonnes, worth around $1 trillion – ends up rotting in the bins of consumers and retailers, or spoiling due to poor transportation and harvesting practices; * If people worldwide switched to energy efficient light bulbs, the world would save US$120 billion annually; * Should the global population reach 9.6 billion by 2050, the equivalent of almost three planets could be required to provide the natural resources needed to sustain current lifestyles.

16 homeless after fire partially destroys Rasville home

The house that was destroyed by fire

ixteen people have been left homeless after a fire partially destroyed their two-storey dwelling house at Lot 46-46 Rasville, Roxanne Burham Gardens, Georgetown on Saturday afternoon.

The family property housed three siblings and their children, along with tenants in different apartments in the building.

When Guyana Times arrived on the scene, this reporter was told that the blaze had started in one of the apartments in the upper flat of the building, and had quickly spread through the inside of the building, leaving only the concrete exterior standing.

One of the occupants, Collanda Howes, a vendor, told this publication that she was at the market when she received a call about the fire, and rushed home.

The woman explained that her brother and sister were occupying the upper flat of the house, living in sepa-

rate apartments with their children. She said her brother’s son alerted him that there was a fire in the house.

“I was selling and my phone ring. When I pick up the phone, my brother told me that everything was on fire…I don’t have nothing left,” the distraught vendor said.

Howes added that she has been struggling to make a living, and now this clamantly has befallen her family.

“It is very hard to get back everything, because I am a single parent. It is just me and my son that live together, and this is very hard. I did my

home piece-piece, I throw box, I did all kinds of things to get my home done. I even make cold medicine to sell, and everything burn up… Today [Saturday], all I sell was $1000, and had to give City Council $500…it is hard…I have nothing left”, the tearful woman said.

Meanwhile, at the scene, Deputy Chief Fire Officer Gregory Wickham related that three fire tenders had been dispatched after a report of the first was made.

“The first arriving tender, some distance away, noticed smoke and flames coming out from the building, and so they send out the report for backup… We were able to stop the fire from spreading to any other structure,” Wickham explained.

According to the Deputy Fire Chief, “Our investigators are going through the rubble to be able to find what would’ve led to the destruction of this property by fire.”

No injury was reported.

Raising the stakes…

…in regional politics uddenly, Caricom and its leaders are “gangsters and hustlers” with the minions and myrmidons of the PNC!! Once the regional body was the greatest thing since sliced pone, and its leaders were far-seeing statesmen of the highest order - worthy of universal accolades especially since one of them just happened to be Forbes Burnham! While there was the “big four” of Burnham, Manley, Barrow and Williams, it was the latter who was the driver of regional integration. But Burnham never conceded that! Burnham was driven to satisfy his megalomania and personal inadequacies of being slighted by the British establishment. He considered the Caribbean a stepping stone to being seen as a “world” leader! He was just a poseur!

As one scholar noted, there were “two Anglophone Caribbean leaders who were, at times, united by the dream of regional integration: Eric Williams and Forbes Burnham.

Williams’s integration legacy is constructed around three issues: jealousy, contradiction, and child neglect. These tropes effectively portray how and why Caribbean nations consistently overlook their common interests. The move towards integration was a way of severing the nations’ psychological enthrallment with colonialism, and a central contradiction for both Williams and Burnham was their desire to break colonial bonds even as they celebrated the educational benefits that British colonialism had afforded them. The paradox of the simultaneous destruction of and borrowing from colonialism to foster the creation of “Caribbeanness” is played out in Williams’ and Burnham’s attitudes toward integration.”

Burnham also pushed Caricom because he’d sold the other Caribbean leaders the tale that Jagan and the PPP wanted to create an “Indian State” in Guyana. This was the ruse used to get them to turn a blind eye to his rigging elections between 1968 and 1985. But by then they’d gotten wise to the duplicity and callousness of the PNC, and after the last elections (1985) were even more egregiously rigged by Hoyte (the great democrat!), led by Dame Eugenia Charles, they read him the riot act at Mustique in Jan 1986.

That’s the start of the process ending with free and fair elections in 1992.

The PNC’s present “swell mouth” with Caricom, of course, stems from the latter leaders’ refusal - led by another straight-talking lady, Mia Mottley - to excuse Burnham’s protege David Granger’s clumsy attempt to imitate his master’s rigging ways! A “Sanctimonious Gangster” they called him!! Ooooh! How that must’ve hurt!! Fact of the matter is that Caribbean leaders will have to buckle down and get serious about Caricom and its potential for addressing the challenges in a post COVID-19 world.

Guyana - as the last big oil play - will be critical in that undertaking. They can’t allow the PNC to hijack its agenda!! …in our politics Just as the world witnessed the PNC hasn’t lost its rigging compulsions, your Eyewitness hopes they see their willingness to also repeat the violence and destabilisation Burnham initiated in the 1960s to grab power. We’re reminded of this by the arraignment of three persons for torching the GECOM office in Linden during the extended antics of the PNC to steal the March 2 elections. One of the men has confessed that they were hired by the driver of the PNC Regional Chairman!! Smoking gun!!

Now, this doesn’t mean the order was actually given by the top PNC brass. But because of the heated and incendiary rhetoric they engaged in following the elections, many of their supporters felt they had “got to do something”! And that “something” extended to violence, for instance, after Granger and Harmon’s provocative words after the Henry cousins were murdered. Granger’s now a scapegoat for being “weak” for demitting office.

Land surveyor, teen stabbed in drunken row

Dilip Kumar and his Indian diasporic impact

T

he death of Indian movie legend Dilip Kumar marks not just the end of a cinematic era in India, but across the Indian diaspora, where Hindi films were once the most powerful connection to a space that had receded with the end of Indian indentureship in 1917. Hindi films, which entered Guyana from the late 1930s around the 100th anniversary of Indian Arrival, were more widely accessible as signifiers of Ravi Dev “Indian culture” in a colony that derided the latter.

Dilip Kumar, born Mohamed Yusuf Khan in 1927, agreed to adopt a “screen name” that was suggested to him by the producer of his first film in 1944 when he was just 17. It was a common practice in the nascent industry. He would go on to become one of the three biggest stars of his era, along with Raj Kapoor and Dev Anand. They were also immensely popular in Guyana since, by the late 1940s, cinemas running Indian films had penetrated the countryside. In my home village of Uitvlugt, there was the Dutchess Cinema, renamed “Earlo” by local boy and soon-to-be cinema magnate, Robert Sookraj.

Dilip’s early films were all heavily influenced by the then dominant Nehruvian socialist ethos in addition to the (ironically opposed) Gandhian ideal of village India being the fulcrum of Indian culture. One of his earliest hits, “Shaheed” (Martyr) of 1948 - when India would have just won independence - dramatises the “Quit India Movement” led by great revolutionaries like Bhagat Singh.

Dilip’s character would rebel against his father, who was an official of the British Civil Service. According to my father, who was born in the same year as Dilip, the song “watan ki raha mein”, which calls upon youths to sacrifice their lives for the freedom of their country, was very popular in rural Guyana because it echoed the similar call by Cheddi Jagan on the sugar estates.

Naya Daur (New Era) from the mid-fifties would be another Dilip starrer, for which he won his third successive Filmfare best actor award. This picked up the Gandhian notion of finding a balance between his own protege Nehru’s headlong plunge into industrialisation and mechanisation versus their disruptive effects on village life and morality.

Dilip earned his title of the “King of Tragedy” with the 1951 movie “Deedar” (Glance), in which the hero is separated from his childhood sweetheart because of class differences. The song “Bachpan ke din bhula na dena” (do not forget the days of childhood) remains popular.

Devdas (1955) was the ultimate tragic Dilip starrer, in which class distinctions separate two lovers and the hero finds temporary solace with a courtesan - and death from alcohol. He reprieved the role from a 1937 movie, and would be again reprieved (2002) by Shahrukh Khan, along with Ayesha Rai and Madhuri Dixit.

Dilip Kumar was also the first “method actor” in India, and preceded even Marlon Brando, who is often credited with this technique. The actor becomes totally immersed in the character, so that he is not “acting” or invoking remembered emotions, but actually living the experience within the background and circumstances of the scene.

While this makes for very realistic and unforgettable movies, it does take a toll on the actor - as it did with Dilip.

He became so depressed at one point that his psychiatrist prescribed that he should take up some lighter roles - which he did.

By the 1960s India had changed, and so, too, did Dilip Kumar and his peers, who had to adapt. The era of the “Masala Movie”, with its stock themes of the energetic, swashbuckling hero and his heroine who did not need “vamps” to swivel their hips, had arrived. In 1966, he married the stunning (and 22 years younger) beauty Saira Bhanu, who epitomised the new Indian movie scene when she was paired with Shammi Kapoor in Junglee (1962). He starred in the comedy drama “Ram or Shyam” in 1967, which proved to be a blockbuster and gave Dilip his umpteenth Best Actor award. He had transitioned from being a hero to my father’s generation to mine.

Surely, we all belong to the Supreme, and to him we return. RIP, Dilip Saab.

olice have launched an investigation into a stabbing of a land surveyor and a teen at Tabatinga, Lethem, Central Rupununi, Region Nine (Upper Takutu-Upper Essequibo) Injured are the 23-yearold land surveyor Paul Constance and 19-year-old Timothy James.

Reports are that Constance and the teen were stabbed at about 01:25h on Saturday by the suspect, who is the neighbour of both men.

At the time of the incident, the men were at

home imbibing and cooking, when an argument erupted.

During the argument, the suspect, who is 19, pushed Constance to the ground but James intervened, causing the argument to escalate.

In anger, the teen suspect

whipped out a brown-handled knife from his rightside waist and dealt James a stab to his right-side forehead.

During that time, Constance was trying to stand up when the suspect

turned his attention to him and dealt him several stabs about his body.

A report was then made to the Police, and both victims were escorted to the Lethem Regional Hospital.

Constance was admitted as a patient and his condition is stable while James was treated and sent away.

The suspect was subsequently arrested and claimed that he was assaulted by James with a cutlass.

He was escorted to the said hospital where he too was treated and discharged.

He remains in custody pending investigations. (G9)

ExxonMobil conducting developmental drilling in new well U nited States oil giant ExxonMobil has started developmental drilling in another well in the Stabroek Block while simultaneously conducting geotechnical tests in the Demerara River and off the coast of Demerara.

According to notices from the Maritime Administration Department, ExxonMobil has started developmental drilling in a new well. Development drilling will continue on the well - LIZ 3P12 - as of July 7 and will conclude on August 15. In the case of this well, the MODU Noble Sam Croft drill ship will be conducting the drilling.

“The well site is situated approximately 99.6 nautical miles from the coast of Guyana and covers an area of 0.29 square nautical miles,” the notice said, going on to list the over a dozen ships that will be involved in the operation.

Meanwhile, Exxon will also be conducting geotechnical and geophysical surveys along the Demerara River and off the Demerara Coast. According to the notice, these activities will conclude by October 31, 2021, and will use three ships, the MV Wise Fox, MV Risen Star and MV Sealand Chirp.

“The first survey area is situated approximately

17.56 nautical miles from the Demerara Coast and covers an area of 83.34 square nautical miles. The second survey area is 12.7 nautical miles from the mouth to upstream Demerara River and 7.87 square nautical miles respectively,” the notice said, advising mariners to be cautious in the vicinity.

ExxonMobil has established an ambitious oil exploration plan for 2021 offshore Guyana. Over the past few months, Exxon has been drilling simultaneous deep-water wells in both the Stabroek and Canje Blocks.

In June of this year, Exxon made its 20th discovery of oil offshore Guyana,

finding 230 feet or 70 metres of high-quality oil reservoirs while conducting drill-

ing at its Longtail-3 well in the Stabroek Block.

According to a statement from ExxonMobil’s headquarters, the find was made at the Longtail-3 well by drillship Stena DrillMAX. The well, which was drilled in over 6000 feet of water, had 70 metres of high-quality oil reservoirs. Longtail-3 follows on the success of Longtail-1, where oil was found by Exxon in 2018.

Prior to Longtail, Exxon last found oil in the Uaru-2 well in April of this year. At the time, that was Exxon’s 19th find. The company had said at the time that it deployed the two additional drill ships in the first quarter of 2021.

The company has also drilled exploration wells in the Canje Block. However, wells like the Jabillo-1 well and the Bulletwood-1 well have come up dry. Another well, the Sapote-1 well, is planned for this year.

The Stabroek Block is 6.6 million acres (26,800 square kilometres). Exxon subsidiary Esso Exploration and Production Guyana Limited (EEPGL) is the operator and holds 45 per cent interest in the block. Hess Guyana Exploration Ltd holds 30 per cent interest and CNOOC Petroleum Guyana Limited, a wholly-owned subsidiary of CNOOC Limited, holds the remaining 25 per cent interest.

ExxonMobil has said it anticipates at least six projects offshore Guyana will be online by 2027. A fourth project, Yellowtail, has been identified within the block with anticipated start up in late 2025 pending Government approvals and project sanctioning.

This project will develop the Yellowtail and Redtail fields, which are located about 19 miles (30 kilometres) southeast of the Liza developments. (G3)

Police unearth ganja, cocaine in separate searches

A

25-year-old man of Better Hope, East Coast Demerara, is now in Police custody after a stop and search exercise was carried out by ranks of the Sparendaam Station.

Reports are that the search was conducted at about 19:10h on Friday when 80 grams of cannabis and 10 grams of cocaine was found.

Police said that when a search was conducted on the man, nothing was found on his person, but a subsequent search was carried out in the immediate area where he was seated at the roadside, and a transparent plastic bag containing a quantity of whitish rock-like substances suspected to be cocaine along with a black plastic bag containing the cannabis were found in the grass alongside the road.

The accused denied own-

ership of the narcotics. He was arrested and escorted to the Sparendaam Police Station where he refused to give a statement. He remains in custody.

Meanwhile, a 20-yearold woman was caught with 892 grams of cannabis at the Bartica Stelling, which she claimed belong to her uncle.

Police said acting on intelligence, ranks approached the suspect at about 12:40h at the Bartica Stelling after which she was taken to the Bartica Police Station.

A search was conducted on an orange handbag that was in her possession, and ranks found a quantity of cannabis wrapped in transparent plastic and concealed in a multi-coloured blanket.

The woman was placed in custody while checks made for her alleged uncle were unsuccessful.

teven Nobrega is perhaps one of Guyana’s most talented young racers on the circuit. Feeling as though he was born to race, Steven never took for granted the amount of hard work and preparation that comes with the sport.

He pushed and pushed even harder to ensure that he is always race ready and his hard work is what propelled him to the top of his sport several times.

The Sunday Times recently caught up with the 25-year-old who shared his journey from growing up in Region 10 (Upper DemeraraBerbice) to the tracks at South Dakota Circuit.

Steven was born in Linden but spent the first six years of his at Moblissa – a settlement just off the Linden-Soesdyke Highway.

He would later move to Georgetown where he started his primary education at St Gabriel’s Primary School and finished his secondary schooling at Reyaz Business Institute.

Racing is one sport Steven has always been

like five years old, my brother used to put me on a little choppy and they would get me riding all over on it. To this day I literally remember sitting on the bike and being unable to touch the ground. A choppy is so small and like every time I see one now, I would remember, vividly, that I couldn’t touch the ground and I would have to like jump on the side and ride,” he said.

Steven’s grandfather, his brother and uncles were all racing enthusiasts as well as racers in their own right so

around. Ever since he was a small boy, his father would take him to every race meet at the South Dakota Circuit which fuelled his love for the sport. He grew up watching racers like Steven Vieira, Kevin Graham and others rule the track. He dreamed of one day doing the same things those men were doing as well as competing against them.

“When I was actually

“Racing means a lot to me. For me racing is in my blood,” he told me.

When Steven was in secondary school, his friends would ride motorcycles and being a part of the group meant he would join in every so often. Being on a bike felt like home for him and when he was about 16 years

old, he received a bike from Harold Hopkinson – the man responsible for sponsoring him for his entire career.

Hopkinson bought

Steven a Yamaha YZ125 and introduced him to the world of competitive racing.

He saw in the young man the talent to make it to the top of the sport and ensured

that he had the resources to excel.

“He bought Yamaha YZ125 for me which I raced for a few years and won a lot of races with. So, from bikes, I basically moved to go-kart racing. I raced go-karts and he also sponsored me my first go-kart.

So basically, from the start of my racing career, he has been sponsoring me to date and I can tell you it’s quite satisfactory and I know he is happy because we have had a lot of trophies.”

Steven’s career is one that sets him apart from the others and to date he has been winning consistently whenever he competes. In 2019 Steven won the Senior Go-Kart Championships and placed second in the 4-stroke

championship in 2018. Those are just a part of his lengthy track record.

However, his relatively short career has not been without challenges as well.

When Steven first started in the racing world he did not immediately shoot to the top. He was nowhere close to being a star in the field for the first year and a half. He recalled not stepping onto a podium during the first phase of his career and trying not to let this affect his optimism of one day racing to the top.

In 2017, the young man broke his ankle at the South Dakota circuit and that injury put him out of the sport for almost a year.

“ I was unable to ride for a lengthy duration of time and then once I was comfortable enough to go back, I went back and I started to race. I think after like two months after getting back on the bike there was a race in Ogle. I raced

there and I got I think it’s two seconds and a third place.”

Ensuring that he was fit for racing remained his priority and in 2018 he returned to the place of his birth to compete at Linden’s first Dirt Bike Championships. There, according to him, he had one of the best experiences of his racing life.

“I actually went and won all 7 of the races so that was one of the most standout moments on the dirt.

Then in 2019 the South Dakota also had the 125cc Lightweight Championship and that was the first time for me racing back at the circuit since I would have

broken my ankle. It was a really good experience. I mean, the bike was perfect and I actually brought second in the first race, I won the second race and I got second again in the third race. All the races were basically nail-biting finishes, it was very close and was really competitive so that was one of the highs that I really, that really stuck out to me,” Nobrega related.

Though racing is seen, to the normal eyes, as a sport that does not require a lot of physical strength, it is quite the opposite. A racer needs to be physically fit in order to properly handle their vehicle and in this case, it is Steven’s bike and go-kart.

Speaking about how he prepares for the racing season, Steven said he is always in the gym leading up to the commencement of the season and during the season.

He does take downtime to just unwind as well.

Additionally, the burden of expectation placed on Steven by fans and supporters is what drives the racer mentally to keep him in shape on competition days.

“Once you racing, you have to be physically fit. I mean, to me, being a competitor, the competition is very high and once you go there and start to race and start to win, then the expectations are very high…

I try my best to go to the gym, eat properly and stay hydrated. So, when you’re racing, you’re not affected by being dehydrated or you don’t have the stamina to go 15-20 minutes in a race.”

However, the corona-

In order to stay occupied during this time, the father of one rides whenever it is possible in addition to his day job as a site supervisor with Secure Innovation and Concept Inc. He and Hopkinson recently brought in the first 125tc Husqvarna to Guyana but because of the pandemic, they are yet to race it.

When asked what advice he would have for a young racer, Steven said “You have to like what you doing.

So first of all, you have to get

into it for the love of it. You can’t just see a friend doing it and you want to do it. You have to have a passion for what you do and but stay focused. I didn’t give up in the first phase and once you start to get competitive not giving up comes naturally. It’s something that comes in you. Once you’re up there, you don’t go down back easily unless you’re injured, you’ve been away for a long while, and younger ones come up. But my main advice is don’t give up, stick to what you like, do what you like, don’t give up, keep pushing, keep training, and you will get there you’ll reach on top.” (Photos provided by Steven Nobrega)

uite often we come across stories of persons beating the odds to excel in their lives. Odds that are worthy of highlighting in an effort to provide some hope to others who may be going through the same situation.

The story of Dr Tamashwar Budhoo is one such story of overcoming mountainous hurdles to excel in every aspect of life. Moving from a school dropout to a PhD in Education shows how Budhoo’s hard work and determination to plaster his name beyond the banks of the Mahaicony River, succeeded.

Budhoo grew up in Water Dog Creek, Mahaicony with his farmer parents - Sugrim and Sirimati Budhoo - and his siblings.

s t a r t e d staying away from school and would eventually drop out and take up farming with his parents. By the time he was 16, Budhoo decided that he needed to pursue a different career path since farming was not for him. So, he applied for a teaching job in his community – because of the remoteness they were always in need of teachers. He was able to secure the position and was placed at the Karamat Primary School as an underqualified teacher.

“I walked from where I live in Water Dog Creek in Mahaicony River to Mahaicony Branch Road on the mud road to uplift my letter of appointment at the District Education Office in Mahaicony. I remember going back home with that letter and I looked at what I had in my closet at that point to go to work and I remember looking at a pair of sneakers and some just regular clothes - jeans and shirt. I said to my mom, at that point, you know I'll make do with this because this is what I have to start working on.

“I remember the first week, because of the terrain and the condition the sneaker bottom went.

I took a bag needle and some cast net twine and I stitched that sneaker around, so it will take me until I get salary, which is three months and because of the remoteness of that

School where he wrote the then Common Entrance Examination in 1989 and secured passes to attend Bush Lot Secondary School, a few villages away from his home.

At that time, his parents were under financial duress and they opted to send him to the Primary Top at Karamat Primary School.

There he wrote the Secondary Schools Proficiency Examination (SSPE) part one while in Form One and part two in Form Two. Usually, those examinations would be taken in Third and Fourth Forms but he was given the opportunity to do them and passed with flying colours.

He was about 14 years old when

Budhoo taught as an underqualified teacher, with a salary of $3000, for two years and then in 1998 he was offered the opportunity to take the Guyana In-Service Distance Education pre-tests, which would position him to gain a place at the Cyril Potter College of Education.

He aced those tests and began his training with the Guyana Inservice

Distance Education Program Guide.

When he started the Guide Programme training, he and a group of classmates from the Mahaicony River would walk to the Mahaicony Secondary School every Saturday morning. The trek was not a short one and because of the underdeveloped roads, they would sometimes be walking in knee-deep mud slushes just to get to classes. The classes ran from 09:00h to 16:00h and then they would have to walk back home. He remembered walking in the raid on the mud dam with his colleagues

and being exposed to vicious dogs, persons questioning them about the reason for being there among other elements. Sometimes, if they were lucky, their journey would be made easier when they boarded pontoons carrying paddy and drifted on the Mahaicony River to their homes.

After completing the Guide Programme, Budhoo was accepted to CPCE in 2000 and was the only teacher at that time without CXC qualifications. Initially, he got accepted into the primary school teachers’ training programme but his mother urged him to take up

a challenge. She told him to push himself and take up the secondary school programme. He did that but was indecisive about whether to pursue math or sciences since he excelled in both subject areas during the Guide Programme training. Again, his mother offered guidance and told him to take up math because of the opportunities for advancement and growth within that subject area.

The programme ran for three years and in 2003 he graduated among the top three in his class as well as taking away the prize in

science and education. However, he was a bit gutted about missing the mathematics honours but was happy to take the Ministry of Education’s Permanent Secretary’s prize for Best Graduating Student – Teaching Practise and the Students Council prize for the Best Graduating Student - Teaching Practice.

“It was not without challenges because for the first time I was exposed to advanced concepts like calculus and advanced geometry and trigonometry, but I took those in strides.

At that point, you know, that was one of the big motivations for me because here I am now graduating as a trained teacher, going into college without any CXC and competing with my friends – some of whom had a Bachelor’s degree, Associate’s degree and so on. There I was just from the countryside trying to qualify myself and get through this process and not failing,” he said.

During his CPCE days, Budhoo was attached to the Kingston Community High School in Georgetown and subsequently Cummings Lodge Secondary after he told his administrators that he had difficulties finding his way around the capital city. Upon completion of his CPCE training, he was placed at the Mahaicony Secondary School in the Math Department.

However, he felt that his capacity to acquire knowledge exceeded what he had at that time and then in 2005 he applied to the University of Guyana to read for his degree in mathematics. He graduated from that programme in 2009 was then appointed Head of the Mathematics Department at North Georgetown Secondary School.

Still not being satisfied with his

academic achievements, Budhoo once again applied to UG to read for his post-graduate diploma in mathematics.

“I took that programme in 2012 and it was a two-year parttime programme. I graduated with honours on that programme and got the Guyana Teacher’s Union Prize for The Practice of Education. While I was going to UG I was also lecturing at CPCE part-time but after I finished, I was able to transition from North Georgetown Secondary School to a lecturer at CPCE a full-time in the mathematics department.”

There he spent six years and in 2013 the World Bank had a project with CPCE and several of the lecturers there were awarded developmental scholarships.

Budhoo was among those awarded and he applied to Walden University in the United States to read for his Master’s Degree in Education with a major in Mathematics. The online programme was two years but Budhoo was able to finish it in just 13 months and graduate with honours early.

In 2016, he also made a foray into politics where he ran in the Local Government Elections and became

a Councillor with the Georgetown Mayor and City Council. That career would be short-lived because of his thirst for international exposure.

“I was thinking that you know, I have a Master’s from the US which is an international Master’s but I have no international experience to match my qualification. So, I started applying internationally to see where I could secure a job because I needed funding for my PhD and I didn’t want to go to another scholarship…I was able to secure a job overseas and as soon as I arrived there, I enrolled at Walden to do my Doctorate in Education majoring in Curriculum Instruction and Assessment.

“So, I took a different swing from math and the reason for that is that I felt I had enough content knowledge for math. I had enough pedagogical skills to effectively teach but questioned how do I use all of this to develop the curriculum so that what I have acquired over the years is now transitioning into the education system. I found that one of the ways to do that is to have a skill in Curriculum Instruction and Assessment.”

In 2016, he enrolled in the PhD Programme and completed

his reading courses in just about two years. Then he took a year academic break during which he prepared his research proposal and in November 2019, he restarted his studies. He was ready to propose his research which focused on geometry teachers’ efficacy and their ability to effectively deliver.

The research was done in Bermuda where he lives and works currently. There he found that teachers had the content knowledge but it was from what they acquired during their training years. Identifying the problem, Budhoo was able to craft a professional development plan to address the issue and he is hopeful of implementing that in the school he teaches.

He was conferred with his doctoral degree this year.

“I had one of those long these in my academic journey but when I sit down and reflect on it I’m really happy that I did what I did because I can share now and say to young people anywhere in the world, once you have a positive mindset, you can achieve anything.”

Dr Budhoo is currently in Guyana and hopes to come back home to share his expertise and further

develop the education sector here – of which he has been a part of for 25 years now.

When asked to sum up what his journey has been like, he said “It’s like Maslow’s hierarchy of structure, I have self-actualised as the son of a farmer, as an educator, I can now say that I’m at the peak of where that structure is. I dropped out of school and started to plant cash crops like bora, boulanger, ochro, cabbage, tomatoes, sweet pepper, hot pepper and so on for the market. My days started at four in the morning and ended at seven or eight in the night. On Wednesday and Sunday, I will paddle a huge canoe in the Mahaicony Creek and sell my crops.

As much as I was a teacher, I was still a farmer and did that until I left for college in 2000.

“Nothing is wrong with being a farmer because is one of the most rewarding journeys in life you get satisfaction and you make money.

At one point my mom used to laugh and said that you’re making a lot more money being a cash crop farmer than being a teacher because I could make, back then, $10-15,000 on one shipment and that’s on a Wednesday. Then on Sunday when I do another thing and apart from that I had all these wholesalers who used to come and take vegetables so by the end of the week you make $50-60,000 and my teaching salary was $3000. I didn’t give up my teaching dream though because I saw education as a journey of me getting out that farm because farm life wasn’t for me.”

To be quite honest, when you're now starting up as a woman, a small business, you don't have the capital needed to get a building, to pay rent, and to keep the lights on. When I launched Naked Closet, it was just all online and I was having a really tough time finding a place, a space that felt safe, not only for me but for my customers, and so I thought to myself and said well if I'm having these struggles then imagine how many other women with small businesses are going through the same thing. So, in February 2020 we launched Babe Cave and essentially my plan for it was, and still is, to be a safe space for women in business,” the young entrepreneur said.

Currently, Babe Cave is home to 30 female-led businesses. At the Babe Cave, there are shelves and racks which are rented to the women so they can

ust over two years ago, Amber Low’s profession took her, literally, in the skies as she manoeuvred aircraft in Guyana’s airspace. Today, she is grounded in the Babe Cave creating a safe space for women in business to collaborate and create.

The 24-year-old, just over a year ago, created the Babe Cave, offering everything she wanted when she was first venturing into the world of entrepreneurship with The Naked Closet.

In addition to being a savvy businesswoman, Amber is a pilot as well, specialising in medical evacuations and disaster relief flights.

Chronicling her journey from the ground to the skies, Amber said that becoming a pilot was never in the cards for her. Rather when she was just about 18, she became a flight attendant for Dynamic Airways but from the first time she had an in-depth assessment of the aircraft, she realised that she wanted to be the one manning it.

“The moment I got into the aircraft, I looked around and went home to my mom and I said you know I just want to be a pilot. I don't want to do this (flight attendant) and that was really it. So, I spent a few months with Dynamic Airways and then I was lucky enough to be able to go to flight school (in Florida). It (flying) was something that just came very naturally to me and it just felt right, the entire time. It just felt like this is what I should be doing,” she recounted.

When she got back to Guyana, after completing flight school in Florida, Amber took up employment with Roraima Airways and began specialising in medical evacuation, disaster relief flights in Guyana and around the Caribbean.

Two years ago, she took a break from flying and launched The Naked Closet - an online fashion marketplace and from there the Babe Cave was born.

“So, the Babe Cave is Guyana’s first collaborative space for women in

display and sell their products. There is also the “Collab Room” where the women would meet and discuss where they are in their business and receive the support from others. The Babe Cave provides everything that Amber believed was lacking when she started out in the world of entrepreneurship.

“A lot of our members are under the age of 45. So, we're talking about young innovative women here and most of them also have 9-5 jobs. So, this is really, from the feedback I have gotten, this is a way for everyone to have their side business, to be a part of the business world and venture into it without having to really dedicate all that time to it. So, the Babe Cave is just streamlining and making it easier.

Ulex Smith’s Signature Move Marketing Agency helping small businesses to create their identities Ulex, a Linden native, has had the opportunity to live in different Caribbean territories where she unknowingly observed various marketing trends.

When she was 15, her mother died and then she moved to Trinidad where she lived until 2010 and then to St Lucia for two years.

She returned to Guyana in 2012 where she took up employment with one of Guyana’s cell phone companies as a call centre agent. She worked her way up the ranks and would eventually become a Marketing Executive. There she studied and learned marketing trends and what the Guyanese market demands.

In 2017, she left the post as Marketing Executive after the company was downsizing and decided to venture into the realm of business on her own.

“So how it works is each shelf or rack you see is actually owned, it’s rented by a different small business. The business owners stock and design their shelves, the way they want to look and I believe that everybody’s brand is individual and important and basically they can display however they want.

The space is theirs and we take care of all the transactions. We take care of most customer relations and we market for them. Each business gets social media promotions as well on our pages, which together have I think over 1415,000 followers.”

By marketing the products of every business in the Babe Cave on social media, Amber and her team are not only reaching customers of that particular business rather they are also engaging the customers of the 29 other businesses in the Cave.

During our chat in the Collab Room, Amber told me that inspiration for the Babe Cave came from a number of sources. She gained some ideas while travelling but never came across a set up like the Babe Cave. She also drew from her experience in the heavily male dominated aviation industry as well as factored in the fact that majority of the businesses in Guyana are male owned or managed. That creates an uneven playing field and women are more than likely to be overlooked or perceived as not fit for the job.

With the Babe Cave she is essentially creating a space to navigate most of the challenges for women and also share opportunities for their growth.

“When I was flying, I was one of three female pilots. At the time I was also the youngest. I think that the biggest thing I have learned and I have taken and continue to take into this new part of my life is to be confident and assertive. You will find, and I have found, people who have completely doubted everything that I have done and what the Babe Cave has done but I believe that once you stay true to yourself and you stay confident because you will be good…I think that’s definitely the biggest thing that I have learned is to be confident, put your blinders on and really just go for what you want and that’s definitely something that I was challenged with as a pilot...it’s also important to not be arrogant but making sure that you understand your value is a really big deal.”

For Amber, she thinks that starting up anything is especially intimidating but advised that if it is something you want to do then by all means, go for it. She said that once you start then there is nowhere else to go than the top even if you encounter failures along the way.

When I asked the young entrepreneur if we would ever see her in the skies manning an aircraft again, she said that for now her career in aviation is on pause. However, once the Babe Cave achieves its objective and is in a place where she is satisfied then she would return to the skies. However, her return would be to volunteer to fly medivacs and disaster relief flights and not the commercial aspect of the aviation sector.

and after being home for about two months, I realised that there isn’t a lot of marketing agencies that assist small businesses at affordable costs. So, I decided that I wanted to do something, make a difference and to be able to share the knowledge that I would have gotten by being at Digicel,” she said.

It was then that she created Signature Move Marketing Agencies with the aim providing marketing assistance for small businesses, helping them to understand the importance of brand awareness, and create a presence for the business. In doing all of that, she wanted to ensure that the cost for those services remain affordable since small businesses do bring in a lot of revenue on a monthly basis.

“How I came up with the name is very funny because at the same time Cardi B song about money moves was out and I decided to use the word move and then I added signature. I used signature because I wanted to really create that standard, you know like you

make your signature which is very important. So basically, it is for businesses to create a standard when they’re using us in terms of customer service and making entire experience must be memorable,” she said.

Ulex is the holder of a diploma in marketing and would have done several short courses with various institutions including Harvard University. She also received digital marketing training in California.

“We at Signature Move Marketing Agency provide marketing strategies to grow the business. There are some people that we work with from the market entry in terms of building the social media presence, creating the pages on social media platforms – Instagram, Facebook – monitoring and managing those pages. I do outsource sometimes and currently have just one staff but apart from that I do everything myself.”

In addition to digital marketing, Ulex provides traditional marketing options to her clients. With most of her clients being small businesses

operating within the traditional context, she considers it a challenge to be able to assist them to evolve.

The COVID-19 pandemic has made the job somewhat easier since a lot of those small business have realised the need for an online presence.

“Signature Move was built, or was created to assist small businesses. There isn’t a lot of marketing companies that provide services to small businesses that give them that attention that they need. They can’t walk into any agency unless they have 1000s of dollars so I assist in terms of providing affordable costs and working with them,” Ulex said.

Ulex is back to a traditional 9-5 job as Digital Marketing Officer for Unicomer Guyana but still ensures that each one of her clients is attended to.

“Time for us to get more knowledgeable of marketing, understand the reason for marketing, and to basically don’t create a business, create a presence and let persons see the value of your business,” she advised.

n previous articles, I emphasized that the whole reproduction process in companion animals (pets) and domesticated (farm) animals is an invaluable piece of education, not only for children, but for adults too.

The changes in the female (and male) during the “heat” (oestrus) period of the female are very interesting – both behaviorally and psychologically. For example, the bitch’s attitude to the stud dog, to the owners, to food consumption, to visitors, etc. is visibly altered. We will later discuss physical changes and our pets needs associated with mating.

Last week we mentioned quite a few important aspects pertaining to the actual mating of two dogs. We discussed when (at what specific days) the dogs should be brought together, as well as the contractual obligations which must be clearly understood by the breeders.

Today, we will look at some health criteria. For one thing, the vaccination status of both dogs must be current. This is perhaps an even more important consideration for

the female. If the specific antibody levels (i.e., the defence mechanism against various diseases) are high in the mother dog, then the puppies will be ensured a greater degree of

immunity (when they are young and vulnerable) for the first six weeks.

Furthermore, the dogs should have been recently dewormed, and their skins should be void of any ectoparasites (mites, fleas, lice, ticks, etc.) or lesions suggestive thereof (no mange!!!). Their eyes should be bright and alert and without discharge; and the ears should be free of any suppuration and abnormal foul-smelling wax build up.

It might be necessary to trim off the hair from around the female vulva (the entrance of the vagina), and from the male’s foreskin (prepuce). This later consideration is important because the prepuce hair might become entangled with the penis during mating.

Worse, when the penis retracts, long hair may be caught in the mating process causing a constriction. Please be careful when clipping, ensuring that the scissors does not slip and cut the vulva or foreskin. That trauma could generate so much pain (and infection

possibilities) as to preclude a successful coitus.

I would suggest that both dogs undergo a heartworm test, unless they are both on current Heartworm prevention medications.

The function of the heart as the blood pumping organ is integral to the energy needed during mating. We do not want a dog (especially the stud) falling down on the job because of an impeded heart condition.

If one is truly serious as a breeder of top class, pedigreed dogs, then X-ray pictures of the hip and elbow joints of the dogs in question should be carried out, in order to eliminate the presence of hip and/or elbow joint Dysplasia, conditions which could result in a deficient function of the fore and hind legs. Of course, besides the genetic problems, there is the sheer inability of the male to mount the bitch, if the former is severely lame. The joints of the bitch suffering from Dysplasia might cause her to collapse under the weight of the stud during mating.

I cannot help but mention my pet peeve relative to dogs’ health. This is the obesity syndrome. In this mating game, the dogs must be trim and in good physical condition.

Fat studs and bitches tend to become very lethargic, especially, if there is a lot of activity between the two, prior to the actual mating.

Now, I am not going to go overboard and suggest that a pre-mating consideration could be to have a sperm count done, or to have cultures carried out on the secretion of the prostate gland. However, if the male is consistently not fathering puppies (especially if he is an old dog), then the breeder might consider these interventions.

Next week we will look at those elements which could distract the dogs from mating or place then in a generally disadvantageous position, prior to mating.

D

izziness is the feeling of being light-headed, woozy, or unbalanced. It affects the sensory organs, specifically the eyes and ears, so it can sometimes cause fainting. Dizziness is not a disease, but rather a symptom of various disorders.

Vertigo and disequilibrium may cause a feeling of dizziness, but those two terms describe different symptoms. Vertigo is characterised by a spinning sensation, as if the room is moving. It may also feel like motion sickness, or as if leaning to one side.

Disequilibrium is a loss of balance or equilibrium.

True dizziness is the feeling of light-headedness, or nearly fainting.

Dizziness is common, and its underlying cause usually is not serious.

Occasional dizziness is not something to worry about.

However, in cases of experiencing repeated episodes of dizziness for no apparent

ziness is benign positional vertigo (BPV). This causes short-term dizziness when someone changes positions quickly, such as sitting up in bed after lying down.

Meniere’s disease can also trigger dizziness and vertigo. This causes fluid to build up in the ear with associated ear fullness, hearing loss, and tinnitus.

Another possible cause for dizziness and vertigo is an acoustic neuroma.

This noncancerous tumour forms on the nerve that connects the inner ear to the brain.

Some other possible causes of dizziness include: * Sudden drop in blood pressure * Heart muscle disease * Decrease in blood volume * Anxiety disorders * Anaemia (low iron) * Hypoglycaemia (low blood sugar) * Ear infection * Dehydration * Heat stroke * Excessive exercise * Motion sickness In rare cases, multiple sclerosis, a stroke, a malignant tumour, or another brain disorder could cause dizziness.

SYMPTOMS OF DIZZINESS

People experiencing dizziness may feel various sensations, including: * Light-headedness or feeling faint * A false sense of spinning * Unsteadiness * Loss of balance * Feeling of floating or swimming Sometimes dizziness is accompanied by nausea,

* Loss of consciousness * Chest pain * Ongoing vomiting These symptoms could indicate a serious health problem, so it is important to seek medical attention as soon as possible.

DIAGNOSIS

Health care providers can narrow down the cause of dizziness and any other symptoms by performing a thorough clinical history and a physical examination. They will ask you questions about the dizziness, including: * When it occurs * In what situations * The severity of symptoms * Other symptoms that occur with the dizziness An examination of the eyes and ears, neurological physical exam, observation of posture, and performing tests to check balance are helpful during the diagnosis process. Depending on the suspected cause, an imaging test such as a CT scan or MRI might be recommended.

In some cases, no cause for dizziness is determined.

TREATMENTS FOR DIZZINESS

Surgery is an option for patients whose BPV is not otherwise controlled. * Meniere’s disease is treated with a healthful low-salt diet, occasional injections, or ear surgery. * Migraines are treated with medications and lifestyle changes, such as learning to identify and avoid migraine triggers. * Medication and anxiety-reducing techniques can help with anxiety dis-

orders. * Drinking plenty of fluids can help when dizziness is caused by excessive exercise, heat, or dehydration.

HOME REMIDIES

Follow these tips if experiencing recurrent bouts of dizziness: * Sit or lie down immediately when you feel dizzy, and rest until the dizziness goes away. This can prevent the possibility of losing one’s balance, which may lead to falling and serious injury. * Use a cane or walker for stability, if necessary. * Always use handrails

when walking up or down the stairs. * Do activities that improve balance, such as yoga, meditation and Tai Chi. * Avoid moving or switching positions suddenly. * Avoid driving a car or operating heavy machinery if you frequently experience dizziness without warning. * Avoid caffeine, alcohol, and tobacco. PROGNOSIS

Most cases of dizziness clear up on their own once the underlying cause is treated. In rare cases, dizziness can be a sign of a more serious health problem.

Dizziness may result in complications when it causes fainting or a loss of balance. This can be especially dangerous when a person is driving or operating heavy machinery. Use caution if there is a feeling of an episode of dizziness coming on.

Laparoscopic suite underway for NA Hospital …operating theatres to be refurbished

The New Amsterdam Hospital

T

he New Amsterdam Hospital will be outfitted with a complex laparoscopic suite, equipping the medical team with instruments and other resources to perform complex surgeries.

Health Minister, Dr Frank Anthony announced that Government is injecting a sizeable investment into the Region Six (East BerbiceCorentyne) facility, and will also include the refurbishment of theatres and other surgical spaces.

This revelation comes just after a successful laparoscopic common bile duct surgery – the first to be conducted at the hospital.

“They don’t have the full suite of instruments that is necessary to perform these complex types of surgery so the Government of Guyana has taken a decision that we are going to build a complete laparoscopic suite at the New Amsterdam Hospital. This would allow the hospital now with the capability to do complex laparoscopic surgeries.

We are also refurbishing the theatres there so hopefully by the end of the year, the New Amsterdam Hospital would have new theatres, recovery rooms and new space for sur-

gical patients. We’re investing quite a sizeable sum of money to purchase this laparoscopic suite,” the Minister outlined.

It was posited that these resources are being installed at the hospital with the key intention of improving service delivery to the public.

Laparoscopic surgeries are commonly known to reduce recovery time and complications, providing an advantage for patients.

“They have seen less infections with these types of surgery, so that’s also a good thing. Complications from the surgery is far less. We think this is the way to go because people will spend far less time in the hospital. They’ll get far (more) complicated surgeries but spend far less time in hospital. They’re able to heal quickly and get back to work fast… Your recovery time is far less because you would receive a smaller cut so you heal faster. That’s good thing,” he detailed.

In Guyana, a number of surgeons are trained in this method. It entails making a smaller incision and instruments are inserted to manipulate, cut, and sew tissue.

“The techniques of using

laparoscopic instruments to do surgery has been around for a while. We have a number of our surgeons who are trained to use this method. Some of them, most in Georgetown, have been doing these types of surgery…

This is something that we have been encouraging and for New Amsterdam, we have a lot of talented surgeons and this is just one example of what they can do.”

Advisor to the Health Minister, Dr Leslie Ramsammy had relayed that the Common Bile Duct (CBD) Laparoscopic Surgery was led by Dr Tameshwar Algu and included Dr Ravi Thakoordeen and Dr Mahendra Rampersaud. We would like to congratulate our young doctors and the supporting nursing team.

He added, “When laparoscopy is done, little to no scars are left. This is a high-tech surgery that is routine in the best hospitals in America and other developed countries.”

A 35-year-old female with stones in the Common Bile Duct (CBD), a tube that connects the liver to the bowel and transports bile to the bowel, was diagnosed after having upper abdominal pain with nausea and vomiting. She underwent an ultrasound and an MRI which showed that the CBD was dilated and had stones as well as stones in her gallbladder.

The surgeons were able to conduct a total laparoscopic CBD exploration and duct clearance together with removal of her gallbladder. The clearance of the stone was confirmed using choledochoscopy and the patient was discharged six days post operation.

Troy Resources' downsizing to be finalised in 2-3 weeks …85% of workers will be laid off

abour Minister Joseph Hamilton has met with officials of Troy Resources Limited amid the downsizing of its operations, in order to ensure that laid off workers are paid in accordance with the Termination of Employment and Severance Pay Act. The Minister was accompanied by Chief Labour Officer Michelle Baburam

while the company was represented by General Manager Colin Connors, Human Resources Manager Samantha Latchman, Manager Michael Rodrigues and Company Consultant Mohamed Akeel. Among the areas discussed was systems that will be implemented to recall some, if not most of the workers when normal operations resume.

It was outlined that 80 to 85 per cent of the company's workers will be terminated, a process which will be concluded in two to three weeks. The representatives were asked to provide the Labour Ministry with records indicating how many workers will be affected, how many are to be paid off and other details.

Minibus driver dies after crashing vehicle into fence

A

n early morning accident has left a family in shock after a bus driver crashed into the fence of Apex Academy on Atlantic Gardens Public Road, East Coast Demerara.

Dead is 36-year-old David Michael Dindial of Lot 17 Goed Fortuin, West Bank Demerara.

The accident occurred around 02:30h on Saturday.

According to the Police, Dindial was driving a minibus, GTT 9815, proceeding west along the southern carriageway of the public road at a fast rate of speed when the driver lost control and ended up into the fence on the southern side of the road.

As a result of the impact, the driver was pitched out of the vehicle where he received injuries.

The ambulance service was summoned to the scene where the body was examined by a

doctor who pronounced him dead.

The body was taken to the Lyken Funeral Home awaiting a post-mortem examination.

They were asked to liaison with the Ministry's Occupational Safety and Health (OSH) Department, which will properly advise them on how to head into underground mining. Furthermore, Minister Hamilton stated that when the company is ready to commence underground mining, its representatives should meet with the OSH department.

Two months ago, the Australian mining company had reportedly hit a snag in its preparations for what was supposed to be its first underground mine in Guyana, the Smarts Underground Prospect in Region Seven (Cuyuni-Mazaruni).

Troy Resources announced in its market update that previous timelines for starting production at the underground site would be delayed, listing a number of underlying factors. These factors include additional drilling being requested by the geotechnical consultants and the resource calculation, as well as lack of contractors and service providers due to the COVID-19 pandemic.

It was noted that despite these setbacks, all the signs point to the Smarts Underground mine being a very valuable asset.

According to Troy, approximately 290,000 ounces of gold have been mapped at the site.

“The geotechnical work illustrated that ground conditions for underground mining are excellent. However, previous estimates around the time of completion of reserve calculations, economic assessment and the commencement of production will not be achieved,” Troy Resources had said.

It was also noted that they have been trying to get a permit for the underground mine for some time now. One key challenge has been that there has never been an underground mine developed in Guyana.

According to the Australian company, this means that the Guyana Geology and Mines Commission (GGMC) has no experience in this area.

However, the Government is highly supportive of the project and has already issued the company a permit to commence infrastructure works.

102-year-old among 3 new COVID-19 deaths W

ith the death of three more persons as a result of the life-threatening COVID-19, Guyana’s death toll has reached a startling 492.

On Saturday, the Health Ministry revealed that the latest fatalities are a 67-yearold man from Region Four who died on July 9; a 60-yearold man from Region Six and a 102-year-old woman, also from Region Four, who died on July 8.

Previously on Friday, two individuals from Region Five, a 36-year-old man and a 66-year-old woman were among the fatalities reported after they died on July 8. A 75-year-old man from Region Four also died on July 7.

On Thursday, a 47-yearold from Region Four and 68-year-old from Region Six succumbed to the disease. In the past 10 days into July, 16 deaths have been reported.

In one day, a total of 90 new positives emerged after 1469 persons were swabbed for the virus. This has taken the confirmed cases in

Guyana to 20,924.

Active cases are now at 1434: 12 seeking treatment in the Intensive Care Unit, 85 in institutional isolation and 1337 in home isolation.

Some 15 persons are in institutional quarantine. In total, 18,998 persons recovered completely. Since the pandemic started, 200,230 individuals were tested – of which 10,215 males and 10,709 females were positive.

An analysis showed 10 new cases in Region One (Barima-Waini), eight in Region Two (PomeroonSupenaam), eight in Region Three (Essequibo IslandsWest Demerara), 29 in Region Four (DemeraraMahaica), five in Region Five (Demerara-Mahaica), six in Region Six (East Berbice-Corentyne), eight in Region Nine (Upper TakutuUpper Essequibo) and 14 in Region 10 (Upper DemeraraBerbice).

Cases in Regions Seven (Cuyuni-Mazaruni) and Eight (Potaro-Siparuni) remain at 1270 and 380 after

no new cases surfaced.

This past week, the Health Ministry made a move to offer COVID-19 jabs for HIV (Human Immunodeficiency Virus) patients at care and treatment centres in the future, in order to make them more comfortable.

There were hesitations from HIV patients in taking their vaccines from the common vaccination sites. Amid this concern, the National Care and Treatment Centre in Georgetown was considered for a vaccination site.

Other treatment sites across the country would soon be opened to offering the vaccines.

Latest figures show that over 237,000 persons in the adult population have taken their first doses; and more than 118,000 are fully immunised.

Persons are encouraged to get immunised with both doses of the vaccines, since it is proven to protect against death, the more severe form of the virus, and the new

he assassination of President Moïse of Haiti is the latest dramatic reflection of the culture of murderous political violence that has typified the colonisation of the Caribbean, and whose legacy continues to speak to the devalued worth of black life especially in our hemisphere.

For the people of Haiti and the wider Caribbean region who have politically united for mutual survival with dignity under the banner of CARICOM, this blunt and brutal execution of the democratically elected Head of State foregrounds the historic savagery long fought against in our region’s struggle to forge a humane and sophisticated post-colonial Caribbean civilisation.

Political murder and social mayhem have long been the management tools used to maintain the misery and marginalisation of the Caribbean as it marches inexorably to the rendezvous of democracy as a freedom victory.

No country in the modern world has paid as great a human and material price as Haiti in seeking to convert its rubble of bloody imperial domination into a viable democratic nation state. In this regard, the murder of Moïse is the latest in a legacy that includes political leaders such as Walter Rodney and Maurice Bishop.

His political execution reflects but an element in the internal political gridlock many Caribbean societies face in their effort to detach from the colonial scaffold with its endemic thirst for violence, and advance to a peaceful domestic democratic idealism. The University of the

West Indies is dedicated to this process and transition and mourns the lost life of President Moïse.

I recall the intellectual elegance and charismatic charm of his chairmanship of the Meeting of the Conference of Heads of Government of CARICOM in Port-au-Prince in February 2018 when he made this statement: “I am not a graduate of The University of the West Indies, but I am an academic product of it. As a student here in Haiti, I was raised on the scholarly output of the great University of the West Indies and I have an affinity for it.”

on Friday by Regional Commander of Region six (East Berbice-Corentyne), Superintendent Jairam Ramlakhan at the Central

Deputy Commissioner Clifton Hicken in discussion with residents of Orealla, Region Six

Police Station Compound, New Amsterdam, Berbice.

This event saw in attendance the New Amsterdam Mayor Winifred Heywood, Region Six Deputy

Chairman Bhupaul Jaghroo and Region Six Deputy Commander, Superintendent Himnauth Sawh along with other officers, inspectors and ranks of Region Six. Representatives from the Guyana Defence Force, Guyana Prison Service, Guyana Fire Service and Community Policing Groups within the region were also in attendance.

The service was officiated by Pastor Wesley LaFleur, who urged the ranks to seek and put God first in their lives and everything that they do. He also reminded them of the Force’s motto, “Service and Protection”, stating that it is still the main function of the organisation along with guaranteeing the safety and security of the citizens of Guyana.

The service prayers were conducted by Imaam Nazim Gafur from the Muslim faith, Pandit Deodat Persaud from the Hindu faith, and Pastor Indranauth Persaud from the Christian faith, with scripture readings being done by Sergeant Chisholm and Constable Simon.

Community outreach

Meanwhile, Deputy Commissioner Clifton Hicken conducted a community outreach session, by visiting the riverine community of Orealla where issues of partnership and trust between the members of the community and Police were discussed.

Hicken along with Police Commander of 4B, Senior Superintendent Mahendra Siwnarine, the second-incharge, Superintendent Alastair Roberts, the officer-in-charge of Providence Police Station, Kevin London and several junior ranks also visited Herstelling, East Bank Demerara for a similar exercise.

The team had engaging interaction with the residents who freely voiced their concerns and problems they were enduring, and were in turn promised that actions will be taken.

Over the last few weeks, Hicken and the Regional Commander have embarked on an aggressive approach to re-engage communities within the region.

President Ali’s Administration is on the right track where South America’s economic integration is concerned

L

ast Thursday, the South American trade bloc MERCOSUR was told by His Excellency Dr. Mohammed Irfaan Ali, President of the Cooperative Republic of Guyana, that it should strive to establish regional economic integration.

Guyana is the only English-speaking country in South America, with a small population of less than one million people, per capita income of US$5,000 (2019), and GDP in nominal terms of US$4 billion. By virtue of Guyana being on the cusp of an economic transformation wherein it just became a petroleum producing state, Guyana has an opportunity to become the driver of a transformative agenda within the region, viz-à-viz an enhanced framework that would foster deeper regional economic integration of South America and the Caribbean with the rest of the world. This notion is premised against the backdrop of its arguably geopolitically potent location, its emerging petroleum industry, coupled with the increasing global interests in Guyana.

Guyana can play a pivotal role that fosters greater regional and continental integration of the Caribbean and South America respectively within the global economy.

Towards that end, Guyana can lead a regional integration agenda aimed at strengthening South-South cooperation in South America, Latin America and the Caribbean through the auspices of Caricom and the other regional trading bloc as mentioned herein, within the framework of leveraging the country’s development needs. Within these respects, for example, Guyana’s geographic location in South America, which places it at an advantage in terms of access routes to the rest of the world, is an important factor that has to be considered in the deep-water harbour project and the Brazil-Guyana road link project. These two projects alone can integrate more South-South cooperation, where opportunities would open up for not only Brazil’s goods to pass through Guyana, thereby creating new industries and commerce, but for other countries’ goods in South America to pass through Guyana to the rest of the world’s markets.

As a region and a sub-continent together, the political leaders of South American countries need to start examining the need for a South American Development Bank to focus on large scale development projects in the member states. In the long term as well, the need to connect the continent through the construction of railways would be necessary if the leaders of South America are serious about deepening integration of the continent and to cement its role in regional integration in order to conduct business with the rest of the world. To this end, Guyana can become a regional hub for shipping and commerce.

Importantly, Guyana needs to address its human capital deficit, infrastructure deficit, and high energy cost. By addressing these issues, where the paper discussed to some extent ways in which the country can reduce the cost of energy, the types of projects thereto, and the infrastructure deficit presenting opportunities for large scale investments, these of themselves can be pioneer developmental strategies wherein Guyana leads the regional integration agenda. Guyana does not only have oil as its attractiveness to foreign investors and underpinning its geopolitical importance, but it is also endowed with an abundance of natural resources, including arable agricultural land and potable water. The Caribbean Community alone imports US$ 10 billion in food annually, a significantly important market where Guyana can tap into the opportunity to supply these markets.

Guyana is well positioned to become the food basket of the region. As a strategy to bridge the human capital deficit gap, a structured immigration policy can be put in place to attract the skills and expertise needed to advance the country’s development agenda through these regional associations as well. And lastly, there is a need for regional capital market development. The need for creative tools and innovative financial products that would align with these development goals for the region needs to be examined as well from a regional and global perspective, and Guyana could be the leader to position itself in the region to drive these regional integration goals.

artine Moise, the widow of slain Haitian president Jovenel Moise on Saturday accused shadowy enemies of organizing his assassination to stop democratic change, as a struggle for power intensified in the Caribbean nation.

Haiti has been reeling since Moise was gunned down early on Wednesday at his home in the capital, Portau-Prince.

Martine Moise, who was wounded in the attack, said her husband was targeted for political reasons.

“You know who the president was fighting against,” a voice recording posted on her Twitter page said, without naming anybody. “They sent mercenaries to kill the pres-

ident at his home with members of his family because of roads, water, electricity and referendum as well as elections at the end of the year so that there is no transition in the country.”

Haitian authorities said foreign, trained assassins comprised of 26 Colombians and two Haitian Americans carried out the assassination.

Colombian media suggested the Colombians may have been hired as security for the president.

But fresh questions have been raised over Haiti’s official narrative for the assassination, as uncertainty gripped the Caribbean country and the streets of the capital remain eerily quiet amid fears Haiti is lurching

into a new phase of political and social upheaval.

The late president, who spoke of dark forces at play behind years of unrest – rival politicians and oligarchs angry about his attempts to clean up government con-

tracts and politics – had proposed a referendum to change Haiti’s constitution.

The referendum, scheduled for 26 September along with presidential and legislative elections, could abolish the prime minister’s position, reshape the legislative branch and strengthen the presidency.

Moise’s killing has clouded those plans and led to political disarray in Haiti’s government, which has

appealed for troops from the United States and the United Nations.

The United States said it has no plans to provide Haiti with military assistance, while the request to the UN would need authorization from its Security Council.

Late on Friday, the man Moise appointed as prime minister just before the assassination claimed the right to lead Haiti. But competing claims by political rivals have fueled uncertainty as the government scrambles to maintain order and provide answers to the public about the killing.

Ariel Henry, a neurosurgeon who was named prime minister by the late president on Monday, told Reuters he was now the highest authority in Haiti, not interim Prime Minister Claude Joseph, and that he was forming a government.

“After the president’s assassination, I became the highest, legal and regular

authority because there was a decree nominating me,” he said in a phone interview late on Friday.

The power struggle has created confusion over who is the legitimate leader of the country’s 11 million people.

Elections Minister Mathias Pierre said acting premier Joseph would keep that role until the 26 September vote.

There is no sitting parliament as legislative elections scheduled for late 2019 were postponed amid political unrest.

Haitian officials have not given a motive for the assassination or explained how the killers got past Moise’s security detail.

OILNEWS OIL NEWS UBS: Oil demand to return to pre-COVID levels by Q1 2022

C

rude oil demand will rebound to pre-pandemic levels by the first quarter of 2022, according to Wayne Gordon, executive director of commodities and forex at UBS Global Wealth Management.

Speaking to Bloomberg this week, Gordon said the outlook for oil was quite bright even though, he added, we could see more production soon once OPEC settled their internal differences. The analyst noted the latest drawdown in US crude oil—and fuel—inventories reported on Thursday, which signalled strengthening demand.

Barring another flare-up in COVID-19 infections as the latest variant of the coronavirus gains growing attention, oil demand could be back to its level from before the pandemic early next year.

UBS’s Gordon is far from alone in his bullish view of oil.

Bankers are bullish, too. Goldman, for one, has stuck to its price forecast of US$80 per barrel of Brent in the third quarter, citing the fast rebound in demand. JP Morgan agrees, seeing Brent topping US$80 in the current quarter.

Bank of America goes further: its analysts believe Brent crude could reach US$100 per barrel but not this year. They see this price for the middle of 2022, meaning BofA analysts expect supply to remain tight.

Meanwhile, global inventories are falling while nonOPEC supply is not rising as fast as it would have under other circumstances. This is particularly true of US supply. In previous cycles, US producers were quick to start ramping up production but now they have switch to a wait-and-see mode.

This provides additional fuel for prices.

Nothing is set in stone, however, and the price rally could be halted even with demand still on the rise.

The rally “would only come to an abrupt end if central banks start increasing interest rates unexpectedly because of fear of inflation or in case OPEC raises production above demand — or they fail to accommodate extra Iranian barrels if the Persian Gulf OPEC member comes back to the market,” PVM Oil Associates analyst Tamas Varga told CNBC last week.

India's most populous state seeks to promote 2-child policy I ndia's most populous state, Uttar Pradesh, has proposed legislation that aims to discourage couples from having more than two children, becoming the second state ruled by Prime Minister Narendra Modi's party to make such a proposal.

If Uttar Pradesh were a country, its 240 million people would make it the world's fifth most populous, and population density in the northern state is more than double

the national average.

Under the state government proposals unveiled on Saturday, couples with more than two children would not be allowed to receive government benefits or subsidies and would be barred from applying for state government jobs.

The bill says that because of the state's "limited ecological and economic resources at hand, it is necessary and urgent that the provision of the basic necessities of hu-

man life are accessible to all citizen".

Per capita income in Uttar Pradesh is less than half the national average.

outh African Police said on Saturday that 28 people had been arrested and one of the country's biggest highways remained closed over violent protests linked to former President Jacob Zuma's imprisonment.

Protests erupted this week in parts of KwaZuluNatal (KZN), Zuma's home province, after the ex-leader handed himself over to police to serve a 15-month jail term for contempt of court.

On Friday, the high court dismissed Zuma's application to have his arrest overturned in a case that has been seen as a test of the post-apartheid nation's rule of law.

sions in the governing African National Congress (ANC), as a party faction remains loyal to the former President and has been a potent source of opposition to his successor, Cyril Ramaphosa.

KZN Police spokesman Jay Naicker said the 28 arrests had happened since Friday on charges including public violence, burglary, malicious damage to property, and contravention of COVID-19 lockdown regulations.

He said protesters had set alight some trucks near Mooi River, a town on the N3 highway that leads from Durban to Johannesburg, and shops had been looted in Mooi River and eThekwini, the municipality that in-

Law enforcement officers had been deployed to all districts in the province but there had been no deaths or injuries so far, he added.

As of lunchtime, the N3 was closed at Mooi River.

treet battles have been raging between security forces and armed gangs in the Venezuelan capital Caracas.

No official death toll has been given but local media reports say more than 10 people have been killed since the fighting began on Wednesday.

Hundreds of officers have been deployed to seize weapons and search for gang leaders, who have been seeking to expand their territory.

One local resident said the recent violence was "like a war".

Images shared on social media showed bullet castings littering the ground in the Cota 905 neighbourhood on Friday.

One officer told AFP news agency that authorities were now in control, but said "there may still be a few snipers".

Some 800 security personnel were deployed to affected areas, where they conducted house-to-house searches.

Interior Minister

Carmen Meléndez said Police had "advanced in the dismantling of the criminal structures that have settled in these territories with the intention of sowing terror".

She said the officers had freed citizens kidnapped by the gangs, and would remain deployed "as long as necessary".

The Venezuelan government has offered rewards of up to $500,000 (£360,000) for information leading to the detention of gang bosses.

While the shooting appears to have died down, dozens of civilians have been fleeing their homes, frightened of being hit by bullets.

The government accuses the opposition, with the help of foreign powers, of orchestrating the violence to "destabilise" President Nicolás Maduro.

or the first time, a majority of Brazilians support impeaching President Jair Bolsonaro, according to a poll released on Saturday, as serious graft allegations related to vaccine procurement hit the rightwing leader's already battered image.

According to the survey

by Datafolha, 54 per cent of Brazilians support a proposed move by the country's lower house to open impeachment proceedings against Bolsonaro, while 42 per cent oppose it. In the last Datafolha survey on the issue, released in May, supporters and opponents of impeachment were essentially tied.

In a separate Datafolha poll, released on Thursday, 51 per cent of Brazilians said they disapproved of Bolsonaro, the highest figure since he took office in January 2019.

In recent weeks, Brasilia has been rocked by allegations that federal officials solicited bribes to fasttrack and overpay for the

xtreme heat is building in the western United States, with forecasts of record-breaking temperatures in the states of California and Nevada.

It comes just weeks after another dangerous heatwave hit North America, and the region has experienced the hottest June on record.

California's Death Valley on Friday recorded a high of 54.4C (130F), with similar heat expected this weekend.

Millions of people in the US are under warnings of excessive heat.

The National Weather Service has advised those affected to drink plenty of water and stay in air-conditioned buildings.

The temperature in Death Valley on Friday matched one recorded in August 2020 - which some argue is the highest temperature ever reliably recorded on Earth. A tempera-

ture of 56.7C (134F) was recorded in 1913, but this is contested by climate experts.

Firefighters battling the many wildfires in the region say the air is so dry that much of the water dropped by aircraft to quell the flames evaporates before it reaches the ground.

In Nevada, near the border with Northern California, people were evacuated from their homes as wildfires triggered by lightning strikes tore through parts of the Sierra Nevada forest region.

Forecasters say Las Vegas's record of 47.2C (116F) could also be passed.

In Oregon, more evacuation orders were issued when a wildfire fanned by strong winds in the FremontWinema National Forest grew from nearly 26 sq miles (67 sq km) on Thursday to nearly 61 sq miles on Friday.

Trinidad and Tobago tipped to host group and plate matches

T

T is tipped to host group and plate matches in the 2022 International Cricket Council (ICC) Under-19 Cricket World Cup, with the Queen’s Park Oval and Brian Lara Cricket Academy being among the venues carded to welcome the future international stars.

Caribbean countries started bidding to host matches earlier this year.

According to a Cricket West Indies (CWI) media release in March, countries have been required to demonstrate their ability to stage the matches by providing adequate match and training facilities; undergo a venue inspection; provide immigration, customs, medical and security support; as well as other operational and logistical requirements, including accommodation for the members of the teams, match officials and broadcast crew.

On Wednesday, a TT Cricket Board official told Newsday, “I think what we getting is a group stage, which

is the preliminaries. They offered us that, and I think the plate…that is what I have heard.”

Another source also said TT is expected to get group stage and plate matches.

“That is most likely what we are going to get. We can’t get both (the Super League and the plate) because they are clashing, and we won’t have

enough facilities.”

The tournament will feature 16 teams competing over a one-month period. This is the first time West Indies will host the event, with players competing in 64 matches in the 50-over format.

The teams will battle for one of the eight spots in the Super League stage, before having the chance to win the

Under-19 World Cup. The remaining eight teams will fight for the Under-19 Cricket World Cup Plate, which will determine the teams finishing between ninth and 16th place.

The tournament, set to bowl off in early 2022, will earn millions in revenue for the region. The CWI media release said over 75 million people will watch the tournament, and will inject an estimated US$10 million into the economy of each host nation.

The Government will be hoping the COVID-19 pandemic improves, as, in 2021, no major sporting event has been held in TT. The national men’s football team did not get permission to host any 2022 FIFA World Cup qualifying matches in TT, and several other local sporting events have been cancelled or postponed.

West Indies have won the Under-19 tournament once before, in February 2016, when they beat India in the final in Dhaka, Bangladesh.

That team included many players who are now part of the West Indies senior setup, including the pace trio of Alzarri Joseph, Chemar Holder, Keemo Paul; and batsman Shimron Hetmyer, who was the Under-19 captain. (TT Newsday)

Guyanese contingent ecstatic ahead of Tokyo Olympic Games

he Guyana Olympic Association (GOA) has had a timely engagement with Guyana’s 16-member Tokyo Olympics contingent that consists of athletes, coaches and officials. This was done on Saturday morning at the GOA’s Liliendaal headquarters on the East Coast of Demerara.

The engagement entailed updates on their preparation, protocols and expectations, being shared ahead of the Games’ opening later this month.

While disseminating this information, chef de mission Garfield Wiltshire took the time to extend gratitude to Eureka Labs, that are working along with the GOA to ensure the contingent’s COVID-19 tests are up-to-date.

“What is also important is that the team has to be tested 96 hours and 72 hours before (its) arrival in Tokyo, so that is two tests. We’ve been fortunate enough, and we must commend Eureka Medical Labs, who have provided the tests for the delegation in Guyana (two tests each), for the eight persons who are here, free of charge,” Wiltshire divulged.

He added, “And that is a significant contribution being

made by Eureka Medical Labs, by Dr. Andy Boyle and his team.”

he newly formed Essequibo Coast Cricket Club will be looking to create a good impression in this year’s Ontario Softball Cricket League (OSCL) 20-over season, which commenced on Saturday July 10 with 6 matches being played simultaneously.

Skipper of the club, Kenny Ramsawak, is all excited, and has expressed profound confidence that ‘his boys’ would reap success. Essequibo Coast will open their campaign against another new team, Miss Phoebe, at Ashtonbee Park in Scarborough.

There was no competition in 2020 because of COVID-19, and this season has again been shortened because of the deadly virus, which had put a hold on all outdoor activities for the past 18 months.

Ramsawak mentioned that the break from the game was very sad, but un-

derstandable. He had featured in the OSCL tournament in 2019 with his club, Smashers Cricket Club, but through the initiative of former Essequibo and Guyana youth player Devon Ramnauth, this new club is ready to represent the Cinderella County with “passion, purpose and commitment”.

“I [am] indeed delighted to get back on the cricket field. I must say thanks to the OSCL in getting things going during this torrid time,” Ramsawak has said.

He disclosed that his team is packed with mostly Canada-based Guyanese who hail from Essequibo, and he decided to form a club to participate in this annual softball cricket competition.

“There are a lot of Essequibian softball cricketers in Toronto. Me and Devon decided to come up with the name and to keep the name Essequibo flying when it comes to cricket,”

Ramsawak declared.

Ramsawak has said there are several players in the team who would have played for Essequibo at inter-county level, and they just want to keep playing the game they definitely adore.

Apart from Ramnauth, Dillion Heyliger, Raakesh Goberdhan, Raj Sankar, Ravendra Madholall, Fazil Ghani and Motie Naraine are some of the members who featured for Essequibo; while Ivan Narine, who captained Essequibo at the first inter-county softball tournament in 1992, is also included in the Essequibo Coast’s lineup.

Essequibo Coast will have another assignment today when they collide with Three Counties, this time at Littles venue, also in Scarborough.

The 12-team competition is expected to be run on a round-robin basis until September 19. There will be playoffs, semis and a final.

Sri Lankan player from the alternative limited-overs squad and bio-bubble in Colombo, which was training as a back-up for the India series, has tested positive for COVID-19.

This comes as another setback for the Sri Lankan set-up, because the firstchoice squad to take on India had already been hit by two COVID-19 cases this week: batting coach Grant Flower and team analyst GT Niroshan.

The player who tested positive on Saturday was staying with the alternative group at the Cinnamon Grand Hotel in Colombo.

The visiting India squad is
