ne of the four components of the United Kingdom’s (UK’s) sustainable blue economy programme is to assist Guyana and other countries in their efforts to preserve marine ecosystems and increase prosperity. The blue economy is a nascent notion that promotes innovation, sustainable resource extraction, and care for the oceans and their vital blue resources.

In this regard, the British High Commission in Guyana on Thursday announced the inauguration of the Blue Social Challenge Fund pilot.

Some £49,000 will be used to finance marine con-

servation in the BarimaMora Passage in Region One (Barima-Waini), and raise awareness of critical marine ecosystems and wetland ecosystems in the Mahaica River in Region Five.

Two local environmental conservation organisations —Guyana Marine Conservation Society, and EMC Foundation —have received funding for their pilot projects in the amounts of £25,000 and £24,000 respectively. The pilot will end in March, in preparation for the official launch of the fund this year. Once launched, the fund would support non-governmental organisations (NGOs), civil society organisations, local

authorities, and non-state actors who operate locally to build the resilience of vulnerable communities in small island developing states (SIDS) to the impacts of climate change.

“We believe that challenge funds are an effective way to incentivise innovation. If done right, they can solve problems, bring diverse stakeholders together, and help fund and support the most agile solutions for challenges faced at the community level,” remarked acting British High Commissioner to Guyana, Greg Quinn, at Thursday’s launch.

Quinn has said the Social Challenge Fund is very happy to be helping the Guyana Marine Conservation Society to carry out its work in the Barima-Mora Passage, Guyana’s largest and most intact mangrove ecosystem. This ecosystem is just under 50,000 hectares in size, is rich in biodiversity, and is a blue-carbon hotspot. Hinting at the foregoing information, Quinn has said this is the reason the pilot is so crucial.

ringing the curtains down on the weeklong debate on Budget 2024, Senior Minister within the Office of the President with responsibility for Finance and Public Service, Dr Ashni Singh on Friday informed the National Assembly that a typical Guyanese household was robbed of approximately $9 million in five years as a direct result of the burdensome policies and initiatives imposed by the A Partnership for National Unity/Alliance For Change administration, despite its leaders promising citizens of a better life for all on the then campaign trail.

“You understand why y’all sitting down over deh,” Minister Singh remarked, as he defended the $1.146 trillion Budget titled “Staying the Course: Building Prosperity for All”.

Painting a vivid picture of the sorry state of affairs of the lives of a typical Guyanese household under the APNU/AFC, Minister Singh gave the example of a wife employed as a Government Medical Officer, living with her husband, a Police Inspector; her parents – her mother, a Principal Assistant Secretary, and her pensioner father; and three children.

“The family took a loan to buy this house and they were benefiting from mortgage interest relief…the young couple was also planning to buy a motor car…three of them have degrees from the University of Guyana…”

When the APNU/AFC came into Government in 2015, Dr Singh outlined, they would have taken away the Policeman’s one-month taxfree bonus, the contract gratuity for the medical officer

and the Principal Assistant Secretary as well as their salaries in lieu of leave, the cash grant for the three children, put VAT back on electricity and water. “…because the meter’s in the father’s name, he lives upstairs and he owns the house, they take away the mortgage interest relief, so they now no longer benefit…”

“The Police Inspector over that five-year period lost $545,570 (at 2015 salaries),” Minister Singh outlined, reminding it would realistically be more, since salaries did increase gradually over the years.

“The contract gratuity and the salary in lieu of leave that was taken away from the GMO comes up to $4 million…and for the mother, the gratuity and the salary in lieu of leave that was taken away from her, came up to $3 million…the cash grant for the three children over the five-year period came up to $150,000…the VAT on electricity and water over the five-year period cost then an additional $70,560 and the reduction of the ceiling on the mortgage interest relief…resulted in an additional tax bill or less tax relief of

$132,000.

“When you add those figures up, this ordinary Guyanese family…all of us know families like that…

APNU/AFC over that fiveyear period took away from that very ordinary Guyanese family a grand total of $9,093,040. You know what it is to take away $9 million from a family?”

Dr Singh also urged Guyanese not to forget how the APNU/AFC government criminalised over 17,000 ordinary Guyanese who took out student loans to pursue higher education at the University of Guyana (UG), embarrassing them by publishing their names in the press and even threatening to blacklist them from travelling.

“Mr Figueira, Mr Devin Sears, and Mr Jaipersaud, you know what your party, which you are being asked to represent, did?”

“The lists were published to embarrass people, to embarrass 17,000 ordinary Guyanese!”

He also reminded that “…

have their names placed at the ports of entry and exit in Guyana…so they cannot leave Guyana because they owe a student loan.”

“I know people personally who were terrified by this!

Traumatised! Who went to the bank to take a loan to pay off their student loans because they frighten!”

This, he reminded, was the case while “they paying for themselves to study all over the world”.

In contrast, Minister Singh proudly expressed that the PPP would write off student loans.

These juxtapositions, the Finance Minister detailed, are important for the public to understand the fundamental differences between the APNU/AFC and the People’s Progressive Party/ Civic (PPP/C), especially when considering the points each side made during the budget debate.

“So when we come to debate Budget 2024, which deliberately is consistent with a path we have charted, a path that was defined by the manifesto that we presented to the people of the country when we were going to the election, that comprise the promises that we were making to the people of Guyana, that we are now delivering to the people of Guyana; whether it be the highways on the East Bank or the East Coast, whether it be the schools in the hinterland or on the coast…we are very clear about what we will do.” “…they can’t tek it… the Honourable Member Annette Ferugson, she can’t, can’t understand how she went back to that side of the House so quickly!”

Collaborative approach for challenges facing young people

T

here are many social ills affecting Guyanese society, especially the younger segment of the population; and programmes and support services to help address these issues could never be enough. For example, the use of illegal drugs and alcohol, crime, suicide, domestic and other forms of violence are having a huge negative impact on communities across Guyana. And now, more than ever, there is a need for a genuine collaborative approach, with inclusive planning and coordination, where volunteerism is a key element, to help find practical and lasting solutions to these many ills.

We are well aware that sometimes young people feel there is no end or solution to the problems they are facing, and hence they turn to various forms of anti-social behaviours, thereby creating more challenges for an already burdened society.

While the Government must play a crucial role in designing the relevant policies and putting in place the necessary legislative framework and other support mechanisms aimed at addressing these issues, this burden must also be shared by various actors within the society, such as religious groups, Non-Governmental Organisations (NGOs), etc; since such problems affect everyone. For example, there is hardly any family in Guyana which was never touched directly or indirectly by suicide. Experts have pointed to the fact that about 90 per cent of people who die by suicide had some sort of mental illness at the time of their death.

Many people die by suicide because depression is triggered by several negative life experiences, and the suffering person does not receive effective treatment or support. In many communities across the country, persons are crying out for attention; they need guidance, or simply someone to speak with; many want to find a way out of their misery. However, sometimes accessing that source of help is very difficult.

At present, there are quite a few NGOs, faith-based organisations, etc, offering such support services, but there is a need for more to get involved. Those who are already on board should be commended for the work they are doing. Such work is invaluable and must be supported and encouraged. A few new organisations are also coming on board, and some are expanding the services offered.

The role of the Private Sector should also never be underestimated. There is a need for funding for many crucial programmes aimed at creating better opportunities for young persons, and businesses should step up to the challenge.

Such programmes, once effectively implemented, would see our children and young people become well-equipped with the necessary skills to develop themselves, and in turn, contribute to the overall development of the country as a whole.

Former Caricom Secretary General Ambassador Irwin LaRocque had, some time ago, said the majority of victims as well as perpetrators of crimes reported by the Police are young males 18 to 35 years old. This is surely reason to be concerned, as right away one would begin to worry about the kind of future these persons would have, and the contributions they would make to their societies, if any at all.

Certainly, there is a great need for intervention in order to combat the challenges facing young people. In order to prepare young people for workplace success, job training programmes need to go beyond technical instruction and also teach “life skills” such as communication, reliability, and teamwork. This push to teach youths life skills has been validated by employers who have consistently reported that, above all, they want to hire employees who possess workplace-ready skills such as communication, teamwork, motivation, and responsibility. Technical skills, they say, can be learned on the job.

We believe that if our young people are to move from the less mature and irresponsible ways of thinking and acting to making more mature and responsible judgments and engaging in activities that are the hallmark of a sociallyproductive adulthood, certain support systems must be provided.

Contemptuous courtesies of monotonous and obnoxious budget rhetoric

Dear Editor, When discussing budgets, President Joe Biden often uses a quote that he attributes to his father: “Don’t tell me what you value; show me your budget and I’ll tell you what you value.”

The PPP/C Party has succeeded in initiating an innovative and imaginative trillion-dollar budget, one that includes something for “every stratum of life”; creating history in Guyana with the biggest budget Parliament has ever received. The huge figure of $1.146 trillion certainly speaks volumes, represents a high value, and is “worth it”.

Bedazzled by this figure, the Opposition party was taken aback, shocked with surprise, and had the rug jerked from under their feet. They recoiled, not having adequate time, but grasping and gasping in order to recollect, revamp and reinvent their responses.

Overnight, they had to burn the midnight oil so that they could reframe, restructure and retaliate with their refurbished, recycled and reprehensible rhetoric.

In a country celebrating its 75th Republic Day, and which Tesla CEO Elon Musk described as “absurd” for not having a permanent seat on

UNSC, it is a practice in India that their President addresses Parliament prior to their Budget Presentation, followed by the Prime Minister’s speech. In the 2023 Budget speech, PM Modi said, “Amid the unstable global economic situation, India’s Budget will not only attempt to meet the hopes and aspirations of the common citizens, but the ray of hope being seen by the world will also glow brighter”.

Guyana’s President Ali said, “Indeed, budget 2024 is about staying the course while building national prosperity.” He said the majority of Guyana will be “rejoicing”, except some, who have the ability but not the “conscience” to acknowledge “what the Government is doing.”

The budget’s agricultural proposal enhances the President’s commitment to reducing food importation by 25% in 2025 for the entire region, not only Guyana. The ambitious budget is looked upon by a curious but envious Opposition, oblivious of the laborious time, effort and impetus of a sacrificing financial team headed by the Honorable Finance Minister Dr. Ashni Singh, and supported by a concentrated and conscientious party of capable enablers.

To become a master, one has to humbly learn from a master, and so this budget has an existential effect to positively affect the faculty of education (among other areas) throughout the length and breadth of Guyana. The necessary infrastructure is being provided to groom students to achieve this desire.

In October 2022, UK Prime Minister Rishi Sunak had to delay plans to plug Britain’s Budget black hole.

He took on an economy facing recession, when the Bank of England was raising interest rates to tame inflation with low growth. The Government was cutting expenditure and cancelling tax cuts. PM Sunak said, “I have been honest. We will have to take difficult decisions to restore economic stability and confidence."

The PPP/C party, cautious with numbers and gracious for all the windfalls, is meticulous in its preparation and rigorous in communicating to Parliament and the people on the pitfalls on what are not so obvious to those who light a candle to see what can be seen in the bright daylight. Guyana is upgrading to “world class” standard.

The notorious PNC Party, riotous for election rigging, callous for corruption, and

pernicious for propaganda, among other contemptuous courtesies (mathematically bankrupt), has been querulous while being vociferous and monotonous in its obnoxious deliberations.

The PPP/C party’s budget production is guided by the principle of “facts speak for themselves, and figures do not lie.” The Opposition rely on a policy of “words are easy to pass as ‘wind’. …loose, lame and ludicrous airy words.”

The foreseen storm has quelled the conscience of vexatious members, who grabbed the opportunity to expound on frivolous, ridiculous and obnoxious presentations.

Fearless for being careless, they rant and vent irresponsibly, spewing the language of absurdity, irrelevance and concoction freely and fervently.

Parliament is staged with drama and trauma as the Budget debate continues.

Scenes of comedy coughed up with criticisms not constructive but construed with carefully crafted animosity will saturate the play in all the acts. Reduced by retaining reused verbatim, nothing is regenerated so as to redesign a refreshing revival.

Gone are the days when an APNU/AFC politician can spin some yarn about how badly they love the public servants. They know you!

Minister Singh further reminded of the many failures of the APNU/AFC in Government, including over 200 taxes they imposed on the citizenry, their devastation of the sugar industry and other productive sectors, their removal of the “Because We Care Cash”

grant, and even their failed Green State Development Strategy (GSDS) which, he highlighted, was funded with $400 million of taxpayers’ monies, but did not generate anything for the country.

This, he compared, with the visionary Low Carbon Development Strategy (LCDS) which had generated US$250 million while the new LCDS 2030 has already earned the country a whopping US$750 million.

“The APNU/AFC’s [GSDS] did not even earn Guyana GY$5,” Minister Singh remarked.

He went on to scoff at the

fact that this very group of leaders had 23 years in opposition to come up with precise and workable plans on how to take Guyana and its people forward, and yet, after less than one term in Government, they were booted out. “…And Mr Norton puffed up his chest and said ‘we are offering ourselves to the people of Guyana as an alternative government’,” Minister Singh jeered, contending that the APNU/AFC had proven time and again to be intellectually bankrupt.

“The APNU/AFC is very talented with lofty-sounding words and ideas, plans and

strategies, green paper and white paper and every other colour paper…,” he expressed, arguing that when it comes down to what matters, the party has no real plan for the development of the country and its people.

Minister Singh pointed out that even Region 10 (Upper Demerara-Berbice) – considered the APNU/AFC’s stronghold – was not spared from the broken promises and lofty plans for development.

“In 2015, they promised the people of Region 10… to create a strategic development plan for Region 10. Mind you, they love

I want to say that when individuals, particularly Afro-Guyanese, assertively refute the Coalition's narrative, aiming to showcase genuine progress towards fostering a unified 'One Guyana', they find themselves targeted for criticism. Afro-Guyanese citizens who benefit from the policies and initiatives of the PPP/C Government, or

publicly express support for the party, are often subjected to attacks by the PNCRled Coalition. Derogatory terms like 'house-slave' and 'soup-drinker' have become unfortunate labels for AfroGuyanese PPP/C leaders, members, and supporters.

This strategy of attacking Afro-Guyanese who debunk the Coalition's racial rhetoric has now been extended to the international stage. President Dr Irfaan Ali, recognised for his robust and transformative leadership during an Official Visit to Accra, Ghana, received the prestigious Global Africa Leadership Award. The ac-

knowledgment highlighted President Ali's commitment to fostering “One Guyana” through unity, inclusivity, and shared prosperity; as well as his principled leadership during heightened tensions related to the Guyana-Venezuela border controversy.

Predictably, the usual critics responded with criticism, directing their disapproval towards the African Prosperity Network (APN) for honouring President Ali. Organizations such as the Burnham Foundation, along with prominent figures like former Georgetown mayor Hamilton Green and

IDPADA-G Chairman Vincent Alexander, both linked to the PNCR, objected to the award. Alexander even suggested there were ulterior motives, insinuating that the award might be a ploy to gain business favour in Guyana. In a published letter, Alexander went as far as cautioning Ghanaians against repeating historical injustices related to slavery.

Editor, I must point out that young people want to move past this rhetoric.

But this might be wishful thinking.

With a budget of this magnitude, the logistical articulation pellucidly amplifies the Government’s genuine commitment to investment, because they care for the people and the community. President Ali clarified and cautioned, “We are not going to pursue policies that do not address the holistic needs of our country and community.” The call for improved services will materialise when there is invested funds in the respective departments, justifiably and equitably disbursed and distributed.

The investment of 33 years of PNC mismanagement only realized a bankrupt nation, a raped treasury, corruption, rigged elections, and a breakdown in law and order. This led to the international community, especially the embarrassed leaders of all Caricom nations, indisputably disassociating themselves from the PNC party and condemning their poor policies. No wonder the US Government sanctioned them!

The Honorable Minister of Human Services and Social Security, Dr. Vindhya Persaud, forewarned the lame and limping Opposition that the PPP/C Party “not only sets targets, but try to exceed them.”

With the Opposition’s back against the wall, they are forced to assail an attack simply for the sake of arguing and opposing. They disagree with the budget because they have to defy the Government and deny any sign of approval.

Disputing every single piece of proposal is their form of protest to prevent the misguided from thinking that they cannot resist. After all, they do have to “sing for their supper,” even if it’s with a sour note, out of tune, and in harmony with the cacophony of a broken melody scripted with disrepute and discord.

If you cannot manage a “piggy bank,” will you be able to manage the “oil money?”

He also reminded that the APNU/AFC said it would have rescued and modernised the bauxite industry, but instead, “presided over a situation that resulted in the ultimate departure of an international investor in the Berbice River, producing bauxite, ensuring that the Berbice River remains well-dredged, ensuring that more than 1000 families have an income, Linden families, Ituni families, Kwakwani families, and they come here today and say they love the bauxite workers.”

“Where are the results of your efforts to rescue and modernise the bauxite industry?”

The Finance Minister also reminded that the APNU/AFC said it would create new jobs in Region 10, but closed the call centre in town, leaving scores of young people jobless.

In stark contrast, the PPP/C Government has, within the past three years,

delivered on its promises to the people in a clear and consistent manner and according to Minister Singh, the Government would continue to do so in the years to come.

AG Nandlall schools Opposition on upholding Guyana’s Constitution, rule of law

ttorney General and Legal Affairs Minister Anil Nandlall, S.C., on Friday schooled the A Partnership for National Unity/Alliance For Change (APNU/AFC) Opposition on constitutionality and the rule of law in Guyana when he outlined the many transgressions committed by the Coalition in and out of office.

In his presentation during the debates on the $1.146 trillion Budget for 2024, Nandlall said the “performances” over the past four days have established and illustrated the great divide between the People’s Progressive Party/ Civic (PPP/C) Government and the “misplaced” APNU/ AFC Opposition.

“A difference in leadership, a difference in depth, a difference in vision, a difference in competence, and a difference in track record. There is simply no comparison [between Government and the Opposition] whatsoever!”

Nandlall stated.

The Attorney General pointed out that Budget 2024 is another installment of Government’s plan to create a modern Guyana. He added that most of the transformational policies and projects upon which the Government is embarking require a modern legislative framework, and the PPP/C Administration has been working assiduously on a robust legislative agenda that aims to modernise the Constitution and strengthen the rule of law.

According to Nandlall,

“[Opposition Chief Whip Christopher] Jones quoted adeptly from a United Nations document on democracy, but he obviously omitted to share with us the part of the document that must have said that when you lose an election, you got to demit office… Even when they left office, they went with two petitions to the court, and they tried and tried and they failed and failed, until the rule of law prevailed,” he declared. “They are lecturing us on constitutionality…but how can the people of Guyana

forget when the Judiciary declared that President Granger violated the Constitution when he directed the Public Service Commission and the Police Service Commission to halt promotions of public servants and Police officers?

“How can the people of Guyana forget when the Judiciary declared that President Granger violated the Constitution when he revoked 50 leases for rice farmers in Region Five?

the rule of law and an independent, competent judiciary are foundations upon which a modern society rest; no nation has economically progressed, and no people have advanced, without these prerequisites.

He said that is something the Coalition Opposition knows nothing about.

“The Coalition Government… was defeated by a No Confidence Motion on 22nd December, 2018, but squatted in office even after you lost an election, until 2nd August 2020! Don’t bother with British Conventions, just obey our Constitution! Don’t try a veneer of sophistication, obey the laws of the land!”

Nandlall reminded that rather than resigning, as stipulated in the Constitution, the David Granger-led Government went to the courts to challenge the pas-

sage of the motion with the “most clumsy argument”, claiming that 33 is not the majority of 65 with regards to the seats in the National Assembly.

“The students…must know that 33 is a majority, one of the several majorities of the total sum of 65. Well, those on [the Opposition] side didn’t know that!” Nandlall declared.

Flagrant violation

The Attorney General went on to respond to the sermons on democracy being given by Opposition Members of Parliament. He argued that it is an area that the APNU/AFC has no right to talk about. In fact, the minister outlined instances of their flagrant violation of Guyana’s Constitution during their time in office.

“What we have noticed is that many Guyanese are not aware of the benefits and importance of preserving their blue economy resources. Through this project, we will work with the (EMC) Foundation to cultivate awareness and collective commitment toward the preservation and sustainable conservation of the Mahaica wetland and mangrove ecosystems”, Quinn has said.

Employment for women and girls

Annette Arjoon-Martins, founder of the Guyana Marine Conservation Society (GMCS), has expressed gratitude to the British High Commission for their support of the project, and mentioned that it would give jobs to Amerindian women and girls.

The Warrau people have lived in the Barima-Mora Passage for more than 11,000 years, she explained, and although the men and boys work in the extractive industries (fishing, forestry, and gold mining), employment options for women and girls are limited.

“So, when we were given the opportunity to have this project with the British High Commission, I thought, ‘Okay, let’s move away from the traditional making of cassava bread and cassareep, which is beautiful

in itself. But let’s see how we can arm these girls with technology to provide ecosystem services in monitoring the mangroves and the coastline at Shell Beach’. Four species of sea turtles nest there every year from March to August,” Arjoon -Martins has said.

She said seven girls will be beneficiaries of this pilot.

At the launch of this Social Challenge Fund pilot project, it was disclosed that the EMC Foundation has been operating in the mangroves and wetlands of Mahaica because those are vital ecosystems that supply fresh water to the local inhabitants, and serve as a significant source of revenue.

The Foundation has been collaborating with community members and a well-known farmer, who runs the Mahaica River Birding Tour, to develop capacity and offer training in order to promote more eco-tourism initiatives that generate revenue and support long-term conservation in the area.

The EMC Foundation is currently preparing to launch its project, called the Visual Chronicles of the Mahaica Wetlands and Mangroves. (G1)

by South Africa against Israel for its actions against the Palestinians in Gaza, where over 27,000 persons, mostly civilians, have been killed in what amounts to shooting fish in a tank! South Africa had documented specific acts of genocide that satisfied the UN definition of the term - “acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group” – but the Court refused to even say that genocide had been committed!!

All it said was Israel SHOULD not commit acts of genocide, and should report back in a month’s time as to what it has done towards that end!! And imagine, even THIS was seen as a “victory” by South Africa!! It just goes to show how powerful Israel’s friends are, causing SA to have such low expectations!!

But the biggest takeaway for us in Guyana is to note that even if the ICJ HAD ruled that genocide was taking place, it had no mechanism for enforcing its decision to stop it!! Technically, it can refer the matter to the UN Security Council for action to be taken, but we know state bullies have a friend with their veto power there!! So, what we have is a guard dog that’s supposed to protect the weaker states against the stronger, predatory states, but it has no teeth!!

So, Israel’s gonna return in a month with a straight face and claim – as it’s done every day since October 8 – that it’s merely “protecting” itself from attacks by those nasty and dastardly Hamas terrorists!! Never mind that most of those killed are women and children, and all the hospitals have been obliterated, so that doctors have to amputate etc – without any anaesthesia!! If using more bombs than were used in WWII in a 140-square- mile area with over 2 million people isn’t genocide, what is?? Only sending them to gas chambers qualify??

Anyhow, back to us in dear Mudland. We have consistently maintained that the determination of the Venezuelan controversy and bullyism over our Essequibo lies with the same ICJ. So, as expected, if at the very best the ICJ rules in our favour, what then?? Mad Maduro’s counting on this lack of an enforcing mechanism to prevent the annexation of our Essequibo - which will catapult him as one of the heroes of the Venezuelan pantheon, on par with Simon Bolivar!!

If matters go to the UNSC, Venezuela’s buddy, Russia, has its veto waiting!! …yapping?

Some folks are fit to be tied over the award conferred on Pres Ali in the motherland of Ghana!! And understandably so!! The one card they had left to play against the PPP juggernaut in 2025 was the one they’ve been using since 2020 – race! And now it’s been trumped!! How do you claim the PPP’s anti-African when the REAL Africans have decided Pressie’s deserving of a medal!! And let’s not forget that when folks from places like Guyana claim they’re AFRICAN, the folks from the continent snicker ever so surreptitiously!!

They know they’d sold us down the river and across the Atlantic as slaves – and because their forms of slavery were much more humane that the chattel-slavery of the New World, they do look at us a bit askance!! Duo busted with $23M Miner robbed of raw gold, licensed in ganja in Berbice firearm & ammo

Based on reports received, Customs Anti-Narcotics Unit (CANU) officers conducting a joint operation with the Guyana Police Force (GPF) in the Crabwood Creek area

That vehicle was subsequently intercepted and searched, leading to the discovery of four salt bags containing five parcels wrapped in transparent plastic and containing ganja.

wo masked men have executed a daring robbery on 33-year-old Mohamed Azam Shadiek, a miner of Canal Number Two, West Bank Demerara (WBD), on Thursday at Sand Hill Backdam in Region Seven (Cuyuni-Mazaruni).

Based on information received, on the day in question, between 17:00h and 18:00h, Shadiek, a licensed firearm holder, and his workers had washed down a land dredge, on completion of which he secured the production in a small green container and placed it in his haversack.

Armed with his .32 Taurus pistol, he then boarded his all-terrain vehicle (ATV), accompanied by two of his workers - Wayne Thomas and Isaque Brown and left for his camp.

About three minutes into their journey, Shadiek noticed a tree lying across the road blocking his path, thus causing him to stop.

That is when he was ambushed by these two suspects, who were both armed with handguns.

The miner was held at gunpoint and relieved of his pistol and 10 matching rounds of ammunition, along with an undisclosed amount of raw gold, before the suspects made good their escape.

The matter was reported and a manhunt has been launched for the two suspects.

resident Dr Irfaan Ali was on Friday evening conferred with the prestigious Global African Leadership Award in recognition of his strong and transformational leadership, during the Africa Prosperity Champions Awards and Presidential Gala Dinner in Ghana.

The distinguished event, held in Accra, was intended to shine light on exceptional individuals who have served with excellence, and saw several leaders and important figures being bestowed with recognition for their respective contributions.

Particularly, the Guyanese Leader was also recognised for ‘protecting his country from an outrageous and aggressive attempt of neo-colonisation and unwarranted foreign aggression’.

As he accepted the award in the presence of Ghanaian President Nana Akufo-Addo, Ali dedicated it to the ancestors who came to Guyana from Africa and fought valiantly for freedom and for the shackles of slavery to be broken.

“I want to say how pleased I am to be here and I accept this award on behalf of all our great ancestors who came from Africa and laid their bones on our shores in the name of freedom, just

to realise human dignity and achieve freedom from the worst system the world has ever seen, and that is the system of slavery,” the President voiced.

He added that from that era to present, Guyana has been transformed and the intention of his leadership is to create one system and one country where all citizens prosper.

The President shared, “I come from a very small country of six ethnic groups, a country that is divided by external forces that sought their own selfish interests and used what is the greatest asset of humanity, that is our differences and ethnicity, as a tool of division. But today, I am proud to lead a country where the people elected me, from a minority religion of Islam, as their President. That is how we have grown.”

Meanwhile, recognition was also given to the fact that 40 per cent of the world’s gold reserves, 30 per cent of mineral reserves and 65 per cent of all arable lands are in Africa.

He contended, “The next two decade belongs to Africa. it is up to ourselves to ensure it happens.”

Official visit

President Ali arrived in Accra for an official visit to the West African country on Thursday.

He was expected to deliver the keynote address at the Presidential Dialogues session and participate in panel discussions at the Africa Prosperity Dialogues Summit of Heads of State and Business Leaders.

On Friday, the Guyanese Head of State met with Ghana's President, in Accra, the country's capital. Later, he also attended the commissioning of the Sentuo Oil Refinery.

The refinery is expected to churn out two million barrels per annum and was lauded as a pivotal step towards securing the African nation’s future in the energy landscape. The project, in its second phase, will also be scalable to five million barrels.

The Ghanaian President posted on his social media page, “It is essential to recognise that some 97 per cent of our current consumption of petroleum products is imported, resulting in a heavy reliance on external sources. This overreliance not only poses economic challenges such as high cost and the constant drain on our foreign currency reserves, but also limits our ability to control prices and ensure a stable supply. The establishment of this refinery signifies our commitment to reducing this dependence, achieving self-sufficiency, and driving the growth of our domestic petroleum industry.”

During previous engagements in Guyana, President Akufo-Addo had committed to lending assistance to Guyana as the country was at the time preparing for first oil – an offer which the former A Partnership for National Unity/ Alliance For Change (APNU/AFC) Government and the then People’s Progressive Party/Civic (PPP/C) Opposition had both welcomed.

Thereafter, he has engaged President Ali on several matters of mutual interest, including oil and gas, climate change and the environment, capacity building, and training. (G12)

n throwing her support behind Government’s $1.146 trillion fiscal plan for this year, Dr Asha Kissoon has said the 2024 Budget has a lot of positives and benefits for Guyanese, but she believes there is room for improvements.

Dr Kissoon, representative of the one-seat Joinder Parties on the Opposition side, and also the Deputy Speaker of the National Assembly, on Friday delivered her presentation during the Budget Debates.

She commended the work of the People’s Progressive Party/Civic Government in bringing benefits to Guyana and its people in several sectors, and pointed to the Housing and Water sector in saying, “I am proud of Ministers [Susan] Rodrigues and [Collin] Croal for what they have done and demonstrated for the people of Guyana. Thousands of persons have homes, thousands of persons have access to financing for housing; it is a basic need that is met for the people of Guyana: shelter, water, potable water…

“The tremendous work that is being done must be acknowledged, and politics (ought to be) put aside,” she posited. Moreover, she lauded Agriculture Minister Zulfikar Mustapha for hitting the ground running from the inception in his quest to make Guyana the breadbasket of the Caribbean; something which she says Guyanese should also be proud of.

However, while she acknowledged the gains made

by the Government and lauded some measures outlined in Budget 2024, Dr Kissoon contended that more could have been done, especially in relation to the national tax threshold and pension payments.

According to the Deputy Speaker, the increase of the threshold to $100,000 would benefit 13,000 Guyanese workers, but a significant number of public and private sector workers still would not reap the benefit this measure brings, and would still be subjected to paying 40 per cent of their income as PAYE (Pay As You Earn) tax.

“I do believe that, as a young person standing here, that there is room for improvement…because, as Guyana progresses, 40 per cent is still very high for us,” the MP stated.

While she went on to commend Government’s interventions to support elderly Guyanese, such as subsidized water and electricity, Dr Kissoon noted that the proposed $36,000 Old Age Pension in this year’s budget is not enough for pensioners.

“While there have been improvements (from the Opposition’s $17,000), there is still more room for improvement for our elderly.

These are people who have worked their entire lives, and we must thank them. We must acknowledge also that not all pensioners have been Government workers. Not all of them will benefit from NIS (National Insurance Scheme) pension or Government pension. Most of them only collect the Old Age Pension,”

GOAL scholarships

Dr Kissoon also commended Government’s efforts to grant more than 21,000 GOAL scholarships to Guyanese over the past three years. She noted that this is a tremendous initiative for the country in fostering academic growth, especially among young people.

“I sincerely love the fact that more is being invested into education, more is being done for young people, more is being done for the Guyanese people. Now the question comes, Mr Speaker: with these scholarships and education being offered, who is the backbone behind it?

Our teachers!

“There are now more people to be taught. Our teachers have been compensated, with the senior teachers getting duty-free concessions, allowances, salary scale increases; but we must acknowledge, Mr Speaker, that majority of the teachers in

the system are junior teachers – that is the largest percentage of our educators, who on average take home $90,000 per month. While I appreciate everything that is being done for our teachers, I’m suggesting that this be revised and our teachers be given more consideration, especially the junior teachers,” Dr Kissoon proposed.

Medical professionals

Similarly, in the health sector, she noted that more can be done for doctors.

Currently serving in the public health system, Dr Kissoon welcomed the hefty investment in the sector as a “tremendous positive”, but pinpointed some of the challenges facing the public health system, including the loss of medical professionals.

“Let us not be ignorant of the fact that most of our medical professionals are leaving: our nurses, our doctors… As a doctor with colleagues who have left,(I know) it is not simply because there is better opportunity outside. Most of the times, Mr Speaker, it is because when they make a plea for the minimum to be done for them, it is met (with)

deaf ears,” she contended.

“Doctors in the healthcare system, they work 16hour shifts, 24-hour shifts, 26-hour shifts. Could this Honourable House even fathom that a doctor is being paid $4000 for working 16, 24 or 26 hours, which is taxed…?” she questioned.

“I am a doctor in the system; there is no overtime paid, and that is the rate.

In the public health system, our salaries are not competitive on a level with the Caribbean. The doctors have made continuous pleas for this to be met. Mr Speaker, we acknowledge that there is much to be done…and consideration should be made for the points that I have raised,” Dr Kissoon implored.

Support

Despite these pleas, however, the Deputy Speaker threw her support behind Budget 2024, which she says will benefit the Guyanese populace.

“I am truly feeling positive about the 2024 Budget.

It is well put together; it is comprehensive; it does cover all the crucial sectors.

Mason accused of shooting man on $150,000 bail

ravis Porter, a mason of West Ruimveldt, Georgetown who is accused of shooting a man in his groin, has been placed on $150,000 bail after his arraignment before Senior Magistrate Leron Daly on Friday at the Georgetown Magistrates’ Courts.

Represented by Attorneyat-Law Stacy Goodings, he has pleaded not guilty to the offence of discharging a loaded firearm with intent, wherein it is alleged that on December 29, 2023, at Hill Street, Albouystown, Georgetown, he discharged a loaded firearm at Clive Rodrigues with intent to maim, disable, disfigure, or cause Rodrigues grievous bodily harm.

Police prosecutor Christopher Morris did not object to Porter being placed on bail, but asked that

the court impose reporting requirements. Porter is thus required to report weekly at the Brickdam Police Station’s Criminal Investigation Department (CID) pending the resolution of the case.

fire of unknown origin has destroyed a house at Four Miles Squatting Area in Bartica, Region Seven (CuyuniMazaruni), on Wednesday evening, and five persons have been rendered homeless.

According to reports, the fire started at about 21:00h, after Julissa Roberts and Tavis Callender, a 33-yearold miner, had secured their home and gone to the township of Bartica with their three children.

Callender told investigators that, at about 21:00h, he received a telephone call from a neighbour, informing him that his house was on fire; and upon arriving on scene, he observed his house engulfed in flames, with public-spirited persons futilely engaging in efforts to put out the fire.

The fire was eventually extinguished by firefighters, and Callender has estimated his loss at $4M.

In response to this concern, it has launched nationwide community engagement initiatives wherein fire-fighters are actively spreading

awareness about fire safety and prevention as they reach citizens one person at a time.

The GFS has said that through outreach events, public education and collaboration with local organizations, it aims to educate residents on fire safety measures, evacuation procedures, and the importance of early detection. Its awareness campaign in-

cludes distributing informative pamphlets and conducting fire safety talks and demonstrations on the use of fire extinguishers, apart from facilitating free home inspections.

Persons are asked to keep an eye out for Guyana Fire Service personnel in their communities, as these officials strive to extinguish the flames of ignorance and promote a culture of safety.

city magistrate has granted two young men $60,000 bail each on Friday after they entered not-guilty pleas to a joint charge that accuses them of committing a knife-point robbery.

Daniel Bodley of Mocha Arcadia, East Bank Demerara and Shaquane George of Crane, West Coast Demerara are accused of robbing Michael Verasa of $10,000 while being armed with a knife on January 23, 2024 at Commerce Street in Georgetown.

Bodley and George appeared before Senior Magistrate Leron Daly without legal representation; and George claimed to be a welder while Bodley said he works as a plumber. However, the Police

file indicated that they are both jobless.

Police prosecutor Christopher Morris requested that reporting requirements be imposed on the defendants’ admission to bail, but he did not object to their release on bail.

Neither of these defendants has any outstanding court proceedings or prior convictions, he told the court.

Magistrate Daly ultimately directed Bodley and George to each post $60,000 bail, and obligated each of them to report to the Brickdam Police Station’s Criminal Investigation Department (CID) on Mondays and Fridays at 09:00h until the outcome of their case has been determined. This matter will be heard again on March 1.

Latest submarine fibreoptic cable to add CXC, higher education 13 terabytes of capacity this year – PM now required to join …says “no turning back” from Govt’s development trajectory

rime Minister, Retired Brigadier Mark Phillips has announced that the latest submarine fibreoptic cable, undertaken by Digicel Guyana, will add a hefty 13 terabytes of capacity – far greater than the consumption expected for years to come.

Just over a week ago, the Prime Minister was on site for the landing of the newest submarine fibre-optic cable aback the Marriott Hotel in Kingston, Georgetown.

Fast-forward to Day Five of the Budget Debate on Friday, he outlined the advancements which Guyanese can expect in the telecommunications sector for 2024. The latest landing brings the number of submarine fibreoptic cables to three, and it is expected to become operational this year.

Phillips detailed, “The benefits expected include reduction in data prices as operators further compete with each other…The newest offering will add a minimum of 13 terabytes of capacity to our international Internet capacity, something that we will not be able to utilise fully based on current growth, over the next 25 years.”

Upon assuming office, Government liberalised the communications sector, and thereafter, Private Sector investment saw a jump by 40 per cent from $10.5 billion in 2020 to $14.6 billion in 2023. From 2020 to 2022, mobile subscription also grew by 11 per cent from 665,000 to 746,000.

“These developments demonstrate the benefits accruing to Guyana from Government’s execution of this policy as operators step up their capacity and offerings to give the best value for consumers’ dollars,” the PM disclosed.

Coupled with private investments is the buildout of Guyana’s national data management infrastructure. Since the liberalisation, he pointed to several positive impacts.

Bandwidth has seen a reduction of over 90 per cent in 2023 – a key indicator that the monopoly has been broken. Upcoming investments include restoring the secondary data center, which experienced failures in 2022.

Hinterland connectivity has also witnessed significant improvements.

Government’s satellite system has increased from 1-mbs to 10-mbs and reach as high as 15-mbs.

“The unlimited and uncapped service provides residents in the hinterland and remote communities with

access to basic messaging and online connectivity.”

No turning back

Turning his attention to the transformational $1.146 trillion national budget, Phillips echoed that there was no turning back for Government in its drive towards a prosperous Guyana.

“This is just the first of many trillion-dollar budgets to come. As the biggest budget ever in our country’s history, and the first to extend to a trillion dollars, the allocations in this budget all form part of the necessary and imperative plans of our Government to continue to usher in a prosperous and positive future,” he disclosed.

Budget 2024 was lauded as a strategic investment in the country’s foundation for the future and the majority funding placed in infrastructure was defended as an essential component for sustainable growth.

“The people of Guyana, we have raised their expectations. That is natural and through our budgets 2020 to 2024, we have continued to

manage those expectations and deliver to the people…

We have moved Guyana to a stage where citizens are participating in the development of their country and communities,” he shared.

With concrete plans, like those outlined in the 2024 financial plans, Phillips said Government would ensure that every citizen benefited from the newfound oil wealth. In this way, the senior Government official told the House, people are being lifted out of poverty and equipped with the tools or resources to thrive.

Such is the case with the free solar mini grids being provided to persons in the hinterland and remote areas. Over 28,000 solar PV systems were distributed in 2023, translating to benefits for some 120,000 persons.

“More will be delivered in 2024 because the $1.146 trillion caters for the continuation of these projects.

Mr Speaker, the PV systems will serve the essential social, healthcare and educational facilities. This has transformed the lives of people throughout our hinterland and riverine areas.

Just go and speak to the people! The people are saying there’s more they can do now with the light that is available. More hours of production for them and studies for their children.”

n a groundbreaking move, the Guyana Police Force has raised the bar for potential recruits, now requiring that they have at minimum Caribbean Examinations Council (CXC) qualifications or a higher level of education in order to enter the Police Academy.

This decision comes as the Police Academy receives official accreditation, opening doors to a diverse range of recognized academic courses.

The accredited Police Academy is set to revolutionize the training of law enforcement officers, incorporating not only essential policing skills, but also a robust academic curriculum. The courses offered would lead to attainment of various certifications, enhancing the educational profile of officers.

In a recent programme, Police Superintendent Sonia Hubert disclosed that what sets this initiative apart is the composition of the training staff, all of whom hold no less than a degree, and are highly qualified within the Police Force.

“Our training staff at the Guyana Police Force Training Academy are all ranks in the Guyana Police Force who have no less than a degree in some area or the other. We have a few who have their master's(degrees); so, the lecturers are fully qualified to conduct training in various topics in the academy”, she explained.

The GPF has extended invitations to its partners, including Caricom member states and sister services, to foster a collaborative approach to law enforcement training.

“We have invited our partners, like the Institute of Distance Education and various institutions…to come and lecture to the participants in various areas, like critical thinking, crisis management, and so on…”, Superintendent Hubert added.

To complete the course, recruits will now need to achieve a minimum score of 70 per cent, emphasizing a commitment to excellence in both practical and theoretical aspects of law enforcement. “And now you come here to lecture us on constitutionality?” Nandlall queried.

Even after declaring all of the above, the Attorney General went on to point out that the APNU/AFC’s transgressions continued in the Opposition when he reminded of the infamous Mace grab and disruptions of the National Assembly sitting on December 29, 2021.

According to Nandlall, the Opposition MPs have the audacity to lecture the Government’s side when they blatantly and publicly created a riot in the House.

“They have now become the standard bearers of parliamentary morality and decorum in the National Assembly…But who can forget that night [when] the Honourable Members on that side – the moral police as they want to be now – Mr Speaker, they ignored every one of your admonitions repeatedly when you told them to take their seats, and they descended into the rotunda of the National Assembly and they wined, and they danced, and they gyrated, and they blew whistles, and they sang. And they (did) it for the world to see!

And not being satisfied with that kind of riotous conduct, they charged towards the Mace, broke it, and ran away with it, dragging a staff of this Parliament along the floor,

calling him a “house slave”.

In contrast, Minister Nandlall said, the PPP/C Government recognises that the Constitution is the most paramount and fundament of Guyana’s legal instruments, providing the basis through which the country functions and is governed.

In this regard, he highlighted efforts undertaken by the current administration to create a modern legislative framework.

Guyana has already passed the Constitutional Reform Commission Act, and before the first quarter of this year, the revision of the Laws of Guyana would be concluded and the new laws would be published. In addition, Guyana Law Reports from the year 2008 to 2020 will be published.

A new building to house the Director of Public Prosecutions (DPP) would be completed and commissioned at Onderneeming in Region Two (Pomeroon-Supenaam) later this year; and a new edifice is being constructed at Suddie to house the Deeds and Commercial Registry authorities.

In 2024, $800 million has been budgeted for the construction of a new Deeds and Commercial Registry Authority at Esplanade Road in New Amsterdam, and another Hope and

Justice Centre will be built at Vergenoegen on the East Bank of Essequibo.

The first centre was commissioned at Lusignan, East Coast Demerara.

In 2024, Government will be donating a portion of land to accommodate a building to house the Guyana Legal Aid Clinic at Providence, East Bank Demerara. The Sexual Offenses Act is being reviewed, and Guyana will also have new legislation that would provide for the trial of certain criminal matters to be conducted solely by a judge.

Appointments will be made this year for the Judicial Service Commission.

This will see the appointments of six justices of appeal, nine judges appointed to the High Court, and two commissioners of title.

In addition to the appointments of magistrates and new court houses, Government has also launched, in December 2023, a pilot case management system for the Magistrates Court system to bring immense efficiency and modernity to the sector in Guyana.

“I hope that I have demonstrated vividly to the people of the country that those on [the Opposition] side are completely unfit and unqualified to come anywhere close to our Government,” AG Nandlall declared. (G8)

Lenox Shuman resigns as Govt advisor, cites conflict of interest …set to launch El’Dorado Airlines in August

mid mounting calls for a Guyanese airline to be established, El’Dorado Airlines Incorporated is gearing up to serve the local market from August 20, 2024.

This investment was announced by Lenox Shuman, who has resigned as Aviation Advisor to the Government of Guyana in order to focus on this venture. He tendered his resignation to President Dr Irfaan Ali in a letter seen by this publication on Friday, and he has cited conflict of interest as the reason for his resignation, which became effective from January 9, 2024.

This investment, Shuman added, comes amid several clarion calls by the Head of State and travellers for the establishment of a Guyanese airline.

ing a Guyanese Airline – El’Dorado Airlines Inc, and my continued role as Aviation Advisor would put me in a position of conflict of

Guyana’s attractiveness as an investment destination has stoked the interest of airlines around the world to operate flights here. Such destinations include Qatar, Ghana, and even South Africa.

This is coupled with the growing passenger traffic recorded in recent years.

Passenger movement at the Cheddi Jagan International Airport (CJIA) had seen 729,680 passengers being processed for 2023. This represented an increase of 11 per cent over the 657,249 passengers processed in 2022.

Guyana had, as far back as in 2018, signed an air services agreement with Ghana wherein was initiated the process of facilitating direct flights between Guyana and Ghana. The agreement was signed after the hosting of the third African Diaspora Meeting,

where an assessment had found that it usually takes more than 38 hours to fly from a Caribbean country to Africa.

An air services agreement had also been signed with Qatar in 2019. That agreement had permitted Qatar’s national carrier, Qatar Airways, to operate any number of passenger and cargo flights, and enter into cooperation between the carriers concerned. It had been reported at the time that Qatar Airways would be given permission to have an operation centre in Guyana to fly to any country in the Region and other regions as well.

This potential link would open a route for passengers wishing to head to Asia, or to destinations in Africa. Additionally, it had been reported that a Qatar central hub would open up massive connectivity opportunities for the citizens of

Guyana.

Meanwhile, an agreement was inked between Guyana and Saudi Arabia in 2022, to promote and facilitate the expansion of international air services opportunities between the two countries. Presently, there is no direct flight operating between the two countries. With the new document, airlines can now ply the route, thereby widening connections, trade and economic growth.

There have also been talks about Ethiopian Airlines flying the Guyana route on a scheduled basis. It was also announced earlier last year that the Government is looking to expand flight options to Europe through the Netherlands by working to get the flagship carrier of the Netherlands – KLM Royal Dutch Airlines – to operate direct flights here.

UG partners with Canada on workshop in natural resource management A

workshop held collaboratively between the High Commission of Canada and the University of Guyana (UG), to help boost national capacity in climate, land, energy, and water resource management, was held at the UG Turkeyen Campus in Greater Georgetown under the theme “Enhancing policy coherence for the SDGs through integrated climate, land, energy and water (CLEWs)”.

The workshop, held from January 15 to 19, was attended by 15 participants; and according to a release from the UG Public Relations Department, was aimed at providing persons with the skills needed to assess the interlinkages between resource systems, in order to understand how production and use of food, energy and water resources contribute to climate change, and how climate change affects

those resource systems.

It was also intended to equip participants with the knowledge that would allow them to more efficiently manage Guyana’s resources and mitigate climate change, while growing the economy and working to achieve the Sustainable Development Goals.

Prospective candidates can now sign up on the Guyana Police Force's website to initiate the recruitment process. The entrance exam, previously regarded as rudimentary, now demands a higher level of proficiency, aligning with the Force's dedication to enhancing the literacy and educational standards of its officers.

“Because we would have acquired academy status, our exams will be set by the University of (Guyana); so it is at a higher level, which therefore means you must have a CXC level of education or you should have at least attained some higher level of education to pass…that also applies to our entrance examination”, Hubert explained.

This proactive measure comes in response to public scrutiny, with concerns having been raised about the educational qualifica-

tions of Police officers. In this regard, the Guyana Police Force has said it is taking a significant step forward in not only addressing these concerns, but also setting a new benchmark for law enforcement education in the region.

Just recently, Head of the Force’s Administration Department, Allison Moore, related that even though some officers might not be academically qualified, they are capable enough to conduct their duties. “…you would hear people, some say it publicly, some whisper. Persons genuinely believe that members of the Guyana Police Force are illiterate; but throughout my career in the Guyana Police Force, I try to be the best Police I can be, to behave as intelligently as I can, and to speak as intelligently as I can…the Guyana Police Force does not comprise of illiterate

ranks,” she contended.

Moore highlighted that the Police Force, in collaboration with the Government, has been giving Police officers second chances by providing training programmes for them.

As such, she argued that it is up to the individual ranks to prove the public wrong on the topic of literacy.

In this light, Moore has said that, so far, there have hardly been ranks who do not try to further educate themselves by taking advantage of the opportunities that are provided to them.

In August last year, the Guyana Police Force (GPF) Academy received its institutional accreditation, making it the first public entity to be accredited. It therefore means that GPF ranks would also be recognised regionally and internationally. The accreditation has been granted for five years.

pressed extreme delight that the UG was able to partner with the Canadian High Commission and its partnering agencies to plan and execute the workshop.

Mohamed-Martin added that waterways and oceans are important to Guyana; and noted that, in a few days’ time, the University would launch the Institute of Marine Ecology and River Economics, which would be housed at the institution’s Tain Campus in Berbice.

Meanwhile, Head of Cooperation at the Canadian High Commission in Georgetown, Adam Loyer, dived into the ongoing collaboration and involvement of Canada by saying, “Canada is committed to improving climate resilience strategies by supporting efforts to enhance

research and innovation, strengthen inclusive and coherent policy-making, and (create) channels for mutual cooperation (in order) to improve sustainable resource management and development.

“This commitment aligns with Guyana’s Low Carbon Development Strategy to effectively address climate-related challenges in the pursuit of sustainable development.

Specifically, it aligns with Government’s commitment to stimulating low-carbon growth through investment in clean energy transition.”

He said he was very delighted to see another partnership between Canada and Guyana to support these efforts, and commended the University for leading the initiative.

in her remarks at the closing of the workshop, noted that the training has yielded immediate benefits in the formation of a UG modelling group and their ability to share their newly acquired skills with our students.

She noted that the workshop has also set in motion the initiative to support building a CLEWs model for Guyana, which would in turn support a national cross-sectoral approach in addressing the complex issues related to climate change and management of energy and other natural resources.

Among those present at the closing ceremony were Caitlin Sievert, Second Secretary at the Canadian High Commission, and Dr Mellissa Ifill, UG Deputy Vice-Chancellor who has responsibility for Institutional Advancement.

il prices rose for a second week in a row and settled at their highest in nearly two months on Friday as positive US economic growth and signs of Chinese stimulus boosted demand expectations, while Middle East supply concerns added support.

Brent crude futures rose US$1.12, or 1.4 per cent, to settle at US$83.55 a barrel, their highest close since November 30. West Texas Intermediate (WTI) crude climbed 65 cents or 0.8 per cent to US$78.01, also the highest close since November.

Both benchmarks made weekly gains of more than six per cent, marking their biggest weekly increase since the week ending October 13 after the start of the IsraelHamas conflict in Gaza.

"Economic stimulus from China, stronger-thanexpected 4Q GDP [fourth quarter Gross Domestic Product] growth in the US, cooling US inflation data, ongoing geopolitical risks, and the larger-than-expected 9.2 million-barrel drop in US commercial crude stocks for last week have all combined to wedge prices higher," said Tim Evans, an independent oil market analyst.

The Houthi military spokesperson said naval forces carried out an operation targeting an oil tanker in the Gulf of Aden, causing a fire to break out, adding to worries of supply disruptions.

Oil was also boosted earlier this week by a larger-thanexpected drawdown in US crude stockpiles. The depletion in inventories, especially around the WTI delivery point at Cushing in Oklahoma and across the Midwest, could create a squeeze on nearby futures prices.

Supply concerns are evident in the structure of Brent futures. The premium of the first-month contract to the sixth on both Brent and WTI rose to the highest since November, indicating a perception of tighter prompt supply.

A potential fuel supply disruption after a Ukrainian drone attack on an export-oriented oil refinery in southern Russia also supported prices.

On the demand side, the US, the world's biggest oil consumer, registered faster-than-expected economic growth in the fourth quarter, data showed on Thursday.

Sentiment was also buoyed this week by China's latest measures to boost growth.

Traders, however, bet the US central bank is more likely to start its round of rate cuts in May, rather than March, weighing on crude futures.

Also curbing gains, Baker Hughes said US energy firms this week added two oil rigs, pushing the figure up to 499.

ICJ ruling: Key takeaways from the court decision in Israel genocide case

he International Court of Justice (ICJ) ordered Israel on Friday to take action to prevent acts of genocide as it wages war against Hamas militants in the Gaza Strip, but stopped short of calling for an immediate ceasefire.

The top United Nations court for handling disputes between States was ruling in a case brought by South Africa.

Here are key takeaways from the decision.

What did the court rule?

The court ordered Israel to refrain from any acts that could fall under the Genocide Convention and to ensure its troops commit no genocidal acts in Gaza.

"At least some of the acts and omissions alleged by South Africa to have been committed by Israel in Gaza appear to be capable of falling within the provisions of the (Genocide) Convention," the judges said.

The ruling required Israel to prevent and punish any public incitements to commit genocide against Palestinians in Gaza and to preserve evidence related to any allegations of genocide there.

Israel must also take measures to improve the humanitarian situation for Palestinian civilians in the enclave, it said.

However, the court did not demand an immediate ceasefire in Gaza, something that Israel says would allow Hamas militants to regroup and to launch new attacks on the country.

The court also said it was "gravely concerned" about the fate of hostages held in Gaza and called on Hamas and other armed groups to immediately release them without conditions.

krainian President Volodymyr Zelenskiy announced on Friday the creation of a second body to assist businesses in wartime after several entrepreneurs voiced outrage at the arrest of a prominent banker.

Zelenskiy, speaking in his nightly video address, said the All-Ukraine Economic Platform would help businesses overcome the challenges posed by Russia's nearly twoyear-old invasion.

Earlier this week, Zelenskiy announced the formation of a Council for the Support of Entrepreneurship, which he said sought to

strengthen the economy and clarify issues relating to law enforcement agencies.

Decrees creating both bodies were published on Friday.

uba is counting on winter-weary Russians to help boost the Caribbean island nation's ailing tourism sector in 2024, according to the Cuban Ambassador in Moscow, after a disappointing 2023 saw visitors numbers fall short of the Government's goals.

Some 185,000 tourists from Russia travelled to Havana and Cuba's dazzling white-sand beaches in 2023 and "we hope that the number will rise to 250,000 people this year", Cuban Ambassador Julio Antonio Garmendía said in a report by Russia's Interfax news agency.

That would represent a 35 per cent jump in tourists from Russia in 2024, a desperately-needed shot in the arm for a key Cuban industry that has struggled to revive following the COVID-19 pandemic.

Stiffened US sanctions under former US President Donald Trump also complicate travel by US citizens to the island.

The Cuban diplomat in Moscow said new flights to the island from the Russian capital – a 13-hour direct flight – had helped boost visitor numbers last year and would do the same in 2024.

The decision came hours after three of Machado's allies were detained on accusations of conspiracy, amid growing tensions between the Government of President Nicolás Maduro and the political Opposition.

The United States has conditioned a continuation of sanctions relief, granted in October on the back of an electoral deal signed in Barbados, on Maduro freeing political prisoners and "wrongfully detained" Americans and making progress toward re-

moving bans on holding office imposed on a number of Opposition politicians.

Venezuela in December released 24 of its own citizens and 10 Americans, including six classed as "wrongfully detained", in exchange for freedom for a Maduro official and the extradition of a Malaysian businessman wanted by the US. Additionally, the Rotary Club provided information from its childhood obesity prevention programme while the clubs and coaches were rewarded with plaques and cricket necessities.

Rose Hall Canje trio of Coaches Balram Samaroo, Seon Hetmyer and Ameer Rahaman were recognised for their consistent work.

Meanwhile, Tucber Park’s coaching duo of Orlando Tanner and Floyd Benjamin were also rewarded for their outstanding work. All five coaches received plaques from the Rotary Club.

NA Rotary Club President Rafeek Kasim lauded the Coaches for their continued progress as it relates to the development of young cricketers.

Kasim cautioned the cricketers and coaches that fitness was important. He also spoke highly of the international talents produced by the respective clubs.

“I want to commend the Tucber Park Cricket Club on producing fit cricketers – Shamar Joseph and Romario Shepherd. The work you guys do (Coaches) go unnoticed, but we at the Rotary Club of New Amsterdam are here to encourage and support. We believe in community service,” Rafeek told the gathering of more than 40 cricketers.

West Indies won the toss and put England in to bat.

Skipper Ben McKinney and Noah Thain then put on 50 for the second wicket before McKinney was Edward’s second victim for 26 in the 11th over.

The MoU outlines plans to achieve parity in international and regional match fees, international captain’s allowances, international team prize money and regional individual prize money for all West Indies cricketers by October 1, 2027.

This strategic initiative is a testament to CWI’s dedication to creating a more equitable playing field and fostering an environment where talent is valued irrespective of gender. The MU also aligns the performance grading criteria for international women's and regional men’s contracts with the established standards for international men, ensuring a uniform evaluation process across domestic and international cricket from 1 October 2024.

Commenting on the announcement, CWI President, Dr Kishore Shallow stated, "This is a historic day for West Indies cricket. As we overhaul the compensation structures and align per-

Some important provisions agreed upon in the new MoU, as reflected in the Terms and Conditions of Engagement, are as follows: 1. Significantly increased team prize money throughout the system and new individual player rewards; 2. Full match fees for players in the starting XI

and 80% for reserves (effective October 1, 2024); 3. All retainers on hold once a NOC [No-Objection Certificate] is issued for an overseas domestic franchise tournament (effective October 1, 2024); 4. The potential for CWI and franchises to award multi-year retainer contracts (up to 3-years); 5. Increased international and regional match fees and ICC Tournament fees for all women’s cricketers, to achieve parity by October 1, 2027; 6. “Ideally, I wanted to play eight of the best teams, but because of the demand by other teams to be included I was left with no choice but to increase the number of participants to 16. It was a difficult call; these were teams who supported all my tournaments in the past and I felt obligated to include them with strict emphasis on punctuality,” Jefford stated.

The event, he recalled, was usually staged over six nights previously, but owing to the rising cost of hosting such tournaments, he was forced to make the

adjustment and fuse everything into one night of adrenaline-charged action.

According to the seasoned organiser, the shortened format is the new direction sports is taking, pointing to the exciting T20 cricket as a prime example to underscore his point.

“I have an opportunity to create an atmosphere allied with the Mashramani celebration which is adorned with colour, pomp and ceremony, and fans can be assured that that is what I will deliver along with the on-field intense fireworks.

Sinclair smashes 50 on debut as Khawaja, Carey, Cummins rescue Australia K

evin Sinclair made a half-century on debut and celebrated his first wicket with a spectacular somersault.

Australia were 24 for 4 with Kemar Roach on a hattrick. Alzarri Joseph bagged four wickets with hostile pace. Alex Carey made a Gilchrist-esque 38-ball half-century. Pat Cummins passed 50 for the first time in over five years. Usman Khawaja was Usman Khawaja. West Indies were 64 for 5 and made 311.

Australia were 54 for 5 and made 289 for 9 before declaring to bowl with a new pink ball under lights after 9pm.
