Chief Education Officer, Dr Marcel Hutson detailed that with the development of debating skills among the student population, such av enues create the necessary discipline and order in their personal life. “I think this activity has its place even in the school system. Even as our chil dren attempt to navigate through life, I get the sense that they will be familiar with parliamentary laws and procedures. These ar eas could only serve as our students attempt to engage in activities that will cause them to be disciplined and organised. The Guyana Government is look ing to have young people actively participat ing in every level of the de cision-making and imple mentation process across all sectors in the country. This is according to President Dr Irfaan Ali, who made this disclosure on Friday as he launched the Presidential Youth Advisory Council at the Arthur Chung Conference Centre (ACCC) at Liliendaal, Greater Georgetown.The multi-member Council comprises young professionals from various fields ranging from medicine to academia to science and environment to legal to mil itary to sport, and students from throughout Guyana. According to the Head of State, political and poli cy decisions affect everyone, and it is therefore important to have the youths involved in this process, which is not only geared towards nation al development, but is also setting the foundation for their“Theyfutures.are here because I believe strongly that we need our young people to be critically integrated into pol icy-making and into the pol icy implementation of our country; so they can have a thorough understanding, an in-depth understand ing, as to how policies are determined, why they are determined; and they can contribute in the finalisa tion of the policies and pro grammes that will take our country forward,” he stated. To this end, President Ali posited that every policy decision made at the munic ipal, regional, and nation al levels in Guyana would be reflective of the involve ment of the Youth Advisory Council. This, he explained, is to ensure that those poli cies and programmes bring the type of goods and ser vices the Government wants to deliver to people. “What they will do is they will work with our communities (including) our hinterland communities, in developing plans and proj ects. They will do feasibili ty studies so that we are al ways in a state of readiness to have support for projects for young people,” he ex plained.“One of the outputs is for us to sit down with the banking system and identi fy opportunities from a busi ness perspective that young people can engage in… working with people with disabilities… working with our former national football players, cricketers, hock ey, squash and integrating them into the development path of pushing sports and using sports as a tool to em power people and bring new talents. They will be doing a lot of this type of work,” he outlined.

Dear Editor, As India celebrates her 75th anniversary of inde pendence in 1947, we should consider expanding rela tions. Our ties are deep-root ed. India has been a longtime eternal friend of Guyana, and has rendered continued devel opmental support for Guyana. And Guyana has been very supportive of India’s causes and concerns. Culture, inter national politics, financing, and trade were instrumen tal in strengthening our rela tions.India-Guyana relations are not based on regional geo-polity, but have a founda tion in strong cultural (ethnic) bonds, historical experiences and traditions, shared heri tage, sports, democracy (1992 onwards), freedom struggle, and international political bonding.India-Guyana relations were officially established in 1966, but India had main tained contact with Guyana while both were colonies, and before Guyana obtained inde pendence.May5 marks the day when the ships Hesperus and Whitby, carrying the first batch of Indian indentured la bourers, docked in Guyana’s territory. This day is now ob served in Guyana as Arrival Day. Cultural relations, which started from the mid1800s with imported labour from India, have continual ly deepened. The presence of Indians, descendants of some 240,000 indentured labour ers (between 1838 and 1917), today some 40% of the pop ulation whereas it was 55% during the mid-1970s, has led to close cultural, political, eco nomic, and technical relations between India and Guyana. Indentured labourers brought their language, cus toms, traditions, cuisine and religious beliefs to their new abode, and that has led to cul tural diffusion among the eth nically diverse population. And politically, India has had influence over Guyana at in ternational bodies and fo rums. India was a founding member of the Non-Alignment Movement, in which Guyana was a leading member and champion. The bust of India’s first Prime Minister and initi ator of the NAM, Jawaharlal Nehru, is at the Non-Aligned Monument between Church Street and North Road in Georgetown.Successive Guyanese lead ers since independence have treated India with signifi cance and importance in our foreign policy, especially at international platforms, and the diaspora linkage between Guyana and India has been growing. Our economic rela tionship has also been very strong and growing over the years. It is a matter of satis faction that trade between the two countries is growing. Since 1966, when Guyana gained independence, there have been diverse areas of cooperation between India and Guyana. The rich bilat eral relations could be seen from our wide range of agree ments and MoUs, which in clude so much assistance to Guyana in science and technology, medicine, agri culture, environment, edu cation, sports, cultural ex change, loans, among others. The result is that India en joys love, affection and sup port from most of the popu lation and the Government of Guyana, regardless of par ty. The economic and political feeling in India for Guyana is mutual also, cutting across Government and Opposition. Thus, the presence of the 9,000-mile distance does not really separate us. While our relations are close, they can be deepened. I am sure India and Guyana can explore the possibilities of working together in a variety of areas besides those men tionedGuyanaabove. is a re source-bountiful country which recently found oil and a variety of rare earth minerals. Guyana should look at how India can help our country in the blue economy (oceanic re sources and coastlands), ener gy (hydrocarbons and renew able), mining, tourism, etc.

As a lead er, and particularly a head coach, he must be able to communicate with the play ers and win their respect. The Caribbean people are waiting to hear why the West Indies Captain Kieron Pollard dropped a bomb shell when he walked away from the West Indies team.
The United Nations General Assembly has designated August 12 as International Youth Day. Since it was first observed in 1999, the day serves as an annual celebration of the role of young women and men as essential partners in change, and provides an opportunity to raise awareness of the many diverse and complex challenges young people face. According to UN estimates, there are some 1.8 billion young people between the ages of 10 and 24 in the world. This is the largest youth population ever. But 1 in 10 of the world’s children live in conflict zones, and 24 million of them are out of school. The UN notes that political instability, labour market challenges, and limited space for political and civic participation have led to increasing isolation of youth in societies.Here, in Guyana, there are many social ills affecting citizens, especially the younger segment of the population, and programmes and support services to help address these issues could never be enough. For example, the use of illegal drugs and alcohol, crime, suicide, domestic and other forms of violence, lack of jobs, and so on are having a huge negative impact on communities. And now, more than ever before, there is need for a genuine collaborative approach, with inclusive planning and coordination, where volunteerism is a key element, to help find practical and lasting solutions to these many ills. While the Government must play a crucial role in designing the relevant policies and putting in place the necessary legislative framework and other support mechanisms aimed at addressing these issues, this burden must also be shared by other stakeholders; such as religious groups, the Private Sector, and other non-governmental organisations (NGOs) etc.It is therefore empowering that President Dr Irfaan Ali used the day to launch the Presidential Youth Advisory Council. At the launching, Ali gave the commitment that this direction would see young people actively participating in every level of the decision-making and implementation process across all sectors in the country. To quote him, this group of young professionals has formed the Advisory Council, since: “They are here because I believe strongly that we need our young people to be critically integrated into policy-making and into the policy implementation of our country; so they can have a thorough understanding, an in-depth understanding, as to how policies are determined, why they are determined; and they can contribute in the finalisation of the policies and programmes that will take our country forward.”
Simmons’s mouthing that Andre Russell hasn’t made himself available for selec tion, and saying that the status of Sunil Narine is a mystery, should follow with his Evinresignation.Lewis and Oshane Thomas, along with sev eral other players, such as Fabian Allen and Chandrapaul Hemraj, are players on whom the selec tors must keep a watchful eye.It is indeed sad to know that the West Indies will have to play in the firstround matches so as to qual ify to play in the Super 12 of this year’s T20 World Cup. Dear Editor, As the West Indies try desperately to put togeth er a team to play in the T20 World Cup, which is only two months away, the selec tors and the administrators are in deep trouble. Phil Simmons, the Head Coach, is certainly at a loss. Phil Simmons is the per son who made bad choices in guiding the preparation for the West Indies team.
This commitment means that youths will be involved at all levels of decision- making. However, while Government is moving in the right direction to include the young professionals, the role of the Private Sector should never be underestimated. There is need for funding for many crucial programmes aimed at creating better opportunities for young persons. Such programmes, once effectively implemented, would see our children and young people become well equipped with the necessary skills to develop themselves, and in turn contribute to the overall development of the country. The Private Sector is one of the main beneficiaries of an educated and skilled workforce, and it should seek to invest in, and help to build, the pool of talent it wishes to draw from. It is well accepted that progressive countries in the world have strong systems for engaging youth in policy formation, and in creating or altering programmes designed to support youth. One of the most effective ways to create a sense of belonging and give youth a voice is through national and local youth councils, which aim to create platforms for young people to discuss and debate relevant issues and influence policyWedecisions.therefore commend and support President Dr Irfaan Ali on the formation of the Youth Advisory Council.

More often than not, the conflict is between differ ent rights. Often, too, certain improvements are required, but not some of the features that accompany the improve ments.The “legalities” must be taken into account as the base on, and from, which some reconciliation is sought. In consideration of the “tra ditional/natural” rights of Amerindian villages, recall that at Independence, when the British left, there were sixty-five Amerindian villag es listed. It was towards the end of the 1980s that move ment from coast to hinter land generated amounts of evident contradiction that required resolution. Dr Jagan and his PPP/C administration moved to de marcate, and mark on the ground the original 65 villag es, whilst opening the door to the proclamation of new Amerindian villages. Now more than 150 are listed, and the door has been opened to extension of earlier villages. In the extension and procla mation of new villages, con flicting situations with ex isting mining and forestry rights were inevitable, and in the case of the Kaieteur National Park, somewhat reversed. The Park was ex tended to the village bound ary, while the village wanted to be expanded to the earlier KNP boundary. Most of the conflicting mining and forestry situa tions were resolved general ly by encouraging the miner/ logger to accept alternative areas, but a few intractable knots remained, and the par ties approached the courts, as they were free to. Was it noticed in a recent news paper one article denounc ing the mining at Chinese Landing, and another by some resident women vil lagers bemoaning no oppor tunities in that area to earn money? With all protections in place, a win-win solution is a possibility if mutual re spect could be attained and retained.President Ali’s proclama tion of, and urging the devel opment of, a sense and real ity of “One Guyana”, within what many sense as “One World”, would be a good starting point. History is full of wrongs that could not practically be righted today. Mutual understanding, re spect, and reasonable accom modation are what are called for, and are possible now. The case could be made that all Guyana was Amerindian, just as all the Americas were held by the Indigenous Peoples. We must go forward. We can hustle forward under a banner of “One Guyana”, a part of “One World”.

Yes, it is costing money, as the AG recently pointed out, but ‘justice is priceless.’

SamuelSincerely,AA Hinds Former Prime Minister and Former President Dear Editor, It comes as no surprise that the High Court has now ruled that the “President’s (Dr. Irfaan Ali’s) appoint ment of Clifton Hicken to act as Police Commissioner (is) constitutional.” The de tails show that President Irfaan Ali’s appointment of Mr Clifton Hicken to act as Police Commissioner was “out of necessity and his “own deliberate judgement,” and therefore was very con stitutional, as there was no Opposition Leader and Police Service Commission (PSC) at the time. So, let me revisit a few things, as I feel strongly that the exercises of otiosity from the Opposition must be denounced.Igoback to April 2022, and remind readers that it was four months after be ing elected Leader of the People’s National Congress Reform (PNCR) (the main component of APNU+AFC coalition), that Aubrey Norton was finally elected unopposed (almost by de fault) to fill the vacancy of Leader of the Opposition. On the occasion, he did pledge to hold the PPP/C Government accountable. Mind you, the Irfaan Ali-led PPP/C Government took of fice in August 2020. I remind readers, too, that it was in late March 2022 that President Irfaan Ali, coerced almost to act, finally appointed Deputy Commissioner of Police Clifton Hicken to the post of Commissioner of Police (as Nigel Hoppie, who was hold ing the position in an acting capacity, was heading into pre-retirement leave). I have still another re minder on the dilatory and negligent behaviour of Aubrey Norton and the Opposition. I go back to late May 2022, when His Excellency Dr. Mohamed Irfaan Ali had to condemn “…the unexplained ab sence of Opposition Leader Aubrey Norton, who was expected to meet with the Head of State today, for a second round of consulta tion…” That meeting was to discuss the appointments of statutory and constitutional bodies, as mandated by the Constitution.However, the Opposition Leader was a no-show. This was not defence and irre sponsibility, and Dr. Ali was so right in stating that Norton had “demonstrat ed his immaturity” in deal ing with important matters when he failed to show up without explanation.” For his exact words and a glimpse into the President, he noted that “These are im portant national issues, and I want them completed in an environment of respect and an environment of dig nity, because as I have said before, I am pursuing ‘One Guyana.’ It is clear to me that those aspirations of mine may not be shared by Mister Norton, because he did not have the dignity, the professionalism, to even re spond orally or in writing to theSo,invitation.”thevery ethics of Norton are ‘well-below-par’, and are quite inimical to anything worthwhile for the country.Now concerning Norton’s action, I go directly to the ruling. In the notes proffered by Chief Justice Roxane George-Wiltshire, it is said “There could be no disregard of, and thereby a breach of, the requirement for mean ingful consultation when it was impossible to so engage. The applicant therefore is relying on an impossibility to ground the claim of un constitutionality.” She was, of course, referring to the claim from the Opposition that the President breached the Constitution. She add ed that the use of the words “act” and “perform the func tions of” could be used in

The West Indies are un able to put together core players in the team. The Coach cannot name the pos sible opening batsmen, and both the top order and mid dle-order batting are diffi cult to name. The bowlers are also not certain of their places in the team. Fielding is getting more important, and the superb fielding of the likes of Hetymer is in deed most encouraging. The West Indies selectors must identify the core players, and let them play together to build much-needed team spirit.Time is not on the West Indies’ side, and it is nec essary for the West Indies cricket administrators to get down to serious business and build a possible winning team.Nicholas Pooran, Shimron Hetymer, Shai Hope, along with some good all-rounders could put enough runs on the board for the bowlers to bowl at. However, Pooran must be the wicket-keeper. The play ers’ confidence must be in their team spirit. This year’s Caribbean Premier League (CPL) would bring out the best in our players, and ex pectations are sky-high that our cricketers would be at their best. Attorney General Anil Nandlall, SC, has wel comed Thursday’s ruling by Chief Justice (ag) Roxane George, SC, that President Dr Irfaan Ali did not violate the Constitution when he appointed Deputy Commissioner of Police Clifton Hicken to act as the country’s Police Commissioner.APNU/AFC Opposition Chief Whip Christopher Jones had asked the High Court to nullify Hicken’s ap pointment, primarily on the ground that, prior to the ap pointment, the Head of State failed to “meaningfully con sult” with the Opposition Leader as is required by the Constitution.Article211 (1) of the Constitution mandates that “the Commissioner of Police and every Deputy Commissioner of Police shall be appointed by the President acting after mean ingful consultation with the Leader of the Opposition and the Chairperson of the Police Service Commission [PSC] af ter the Chairperson has con sulted with the other mem bers of the Meanwhile,Commission”.provisions for a person to act in the office of the Police Commissioner are outlined under Article 211 (2) of the Constitution, and the provisions contained in Article 211 (1), shall apply to such an appointment as they apply to the appointment of a person to hold that office. When Hicken’s appoint ment took effect on March 30, the Office of the Opposition Leader was vacant follow ing the resignation of Joseph Harmon on January 26. Aubrey Norton—Leader of the PNCR—was appoint ed Opposition Leader on April 13. The PSC’s previ ous Commission expired on August 8, 2021. It was recon stituted on May 31. In light of the unusual circumstances that confront ed the President, Justice George, in dismissing Jones’s case, held that President Ali could not be faulted for mov ing ahead with the appoint ment because, at that time, there was no Opposition Leader with whom he is con stitutionally required to con sult. In the absence of an Opposition Leader and the PSC, she ruled that the Head of State acted “out of necessi ty”, and in the interest of na tional security, adding that it was reasonable for him to take action in his “own delib erate judgement”. $3M in legal costs Considering her findings, the Chief Justice conclud ed, “There could be no disre gard of and thereby a breach of the requirement for mean ingful consultation when it was impossible to so engage. [Jones] therefore, is relying on an impossibility to ground the claim of unconstitutional ity…this application is vexa tious and an abuse of the pro cess of the court.” In the end, she dismissed Jones’s application, declar ing that Hicken was appoint ed lawfully. Accordingly, all actions taken by the acting Police Commissioner, includ ing the recent promotion of dozens of junior Police ranks, were saved. Jones was or dered to pay court costs to the respondents, namely, Nandlall, and Hicken, to be assessed, if not agreed upon by August 31. “Cost can run into mil lions of dollars,” the Attorney General has explained. In fact, in a letter to Jones’s lawyer, Roysdale Forde, SC, Nandlall has proposed $3 million as costs. Forde was given seven days to respond to this pro posal.According to Nandlall, the Chief Justice, in her judge ment, used the word disin genuous thrice to describe Jones’s challenge, and also “incongruous”. “I say all of that to demonstrate the type of case that they presented. No sensible person would file a proceeding in relation to an appointment when the person to be consulted is not present or not appointed,” he added. Regrettable Meanwhile, Forde has sig nalled his intention to appeal the Chief Justice’s “regretta ble”Inruling.astatement, he, among other things, expressed, “The decision delivered by the act ing Chief Justice must be cause for great concern and it is regrettable that it is to be considered as a judicial green light to unilateral appoint ments by the presidency and of course by Irfaan Ali, the current President.” He said that the impact of the judge ment is too grave for it to be left standing. The Attorney General has always maintained that the President acted lawfully. During an interview short ly after the Chief Justice’s rul ing, he noted, “There [was] no Opposition Leader through no fault of the President but because of their [APNU/AFC] own infighting between [then Opposition Leader Joseph] Harmon and Norton. And even after Norton won the contest at their party level, they took another few months to make him the Opposition Leader. Again, the people of Guyana are not at fault, the Government of Guyana is not at fault.”After then Police Commissioner (ag) Nigel Hoppie proceeded on retire ment leave, he said that the Police Force, which has never been without a head in its 183 years of existence, could not have been left without a lead er, and as such, the President after “looking around” and finding no one to consult, had to make a “judgement call” to appoint someone to fill the post.“The President of Guyana is the Commander-in-Chief of the Armed Forces. He is the Minister with responsibili ty for national security and the defence of Guyana. The Minister of Home Affairs is the one who has responsi bility for the Police Force. The Police Force has statu tory and constitutional re sponsibility for the defence of Guyana, for the enforcement of all laws, and the prose cution and detection of all crimes committed. The Police Commissioner has a multi tude of functional responsi bilities under the Police Act and dozens of pieces of leg islation. National security and internal security are at stake,” said Nandlall as he defended the President’s de cision. Wrong and strong In light of the vacuum in the office of the Opposition Leader, the Attorney General reiterated that Jones’s case should have never been filed. He, therefore, called out the APNU/AFC for refusing to accept when it is wrong, not ing that the party is always quick to file lawsuits against the Government. He stressed that there is a modus ope randi evident in the way the Opposition approaches many matters, including litiga tion. “They have this wrong and strong attitude, this ap proach of attempting to bully their way through any given matter,” he reasoned. But this does not surprise him since it has been un ending. Alluding to former AFC member Charrandas Persaud’s “yes” vote on the PPP/C-sponsored NoConfidence Motion in 2018 which led to the collapse of the former APNU/AFC Government, Nandlall said that despite this, the coali tion, determined to still rule, challenged the legality of the motion of no-confidence in the courts. He pointed out that as a result of the passage of the motion, the then ruling party was supposed to resign and call general elections within threeButmonths.instead, he said, the party remained in Government and challenged the No-Confidence Motion on the “ridiculous proposition” that 34 is the majority of the 65-member Parliament and on the ground that Persaud, who is a citizen of Guyana and Canada, was not al lowed to vote in the National Assembly because of him holding dual citizenship. Fast forward to 2020, he reflected on the protract ed national elections that the APNU/AFC tried to “rig” in front of the whole world. “Each time they were caught red-handed, they became con frontational, rushing to the court. Of course, they lost,” added the Attorney General.







K ing Arthur and his Knights of the Roundtable spent their entire lives looking for the Holy Grail – said to be the cup that Jesus drank from at the Last Supper – supposedly it’d give them whatever they desired!! They could just throw back and yet have infinite wealth, eternal youth; or wine, women and song, all by possessing that cup!! Well, in Guyanese politics, the Holy Grail’s a Third Force!! It gotta be – the way it’s been pursued!! In the beginning, there was one – the PPP! Then there were two – PPP (Jaganite) and PPP (Burnhamite), which soon became PPP and PNC. They represented the splitting of the country racially. And the search for the Third Force Holy Grail began - to force the biggies to work together for the “good of the people and country”. One was launched in 1960 by business magnate Peter D’Aguiarbut he was totally consumed by hatred for the PPP, so he really wasn’t the real deal!! His UF was soon swallowed up by machinations of the USA, and was used and then dumped by the PNC. Burnham then made the search moot when he started rigging elections - and dared the PPP to stop him!! After a decade, the WPA was launched, but with continued rigging, they didn’t make a difference - as far as stymieing the PNC. But they showed that a Third Force might just be the vehicle to flip either the PPP or PNC. But came 1992, and the WPA collapsed like a supernova into a Black Hole - no pun intended!! And then there were two again; the quest for the Holy Grail resumed with a slew of aspirants for the role – which boiled down to the AFC in 2006. The Holy Grail was found – or so a whole lotta folks thought, based on the promises they’d made. They’d be standing up for Guyana – and NOT for either of the PPP or PNC. Whichever one of them had an initiative that was good for Guyana, they’d support the idea – and not necessarily the party!! Sounded good, didn’t it? By 2011, they had the opportunity to put their money where their mouth was when the PPP squeaked into the Presidency on a plurality - and not a majority - in Parliament!! But sadly, they signalled their non-neutrality when their leader was made Speaker by the PNC (now APNU), and they moved in sync with the latter!! They went the whole hog in 2015 when they coalesced with the PNC, and the two won the elections. But the ideal of a Third Force was damaged when they accepted being the PNC’s doormat – because of the lure of lucre!! Ain’t gonna be no Third Force soon!!

The difference between politics between nations and WITHIN nations – we’re told – is that, in the latter, the rules of the game in the struggle for power are agreed upon, typically in a Constitution that everyone has signed on to. In the former, notwithstanding the UN organization, nations are still free to do as they please –as is happening in Ukraine!! But what happens when one or more of the parties INSIDE a country refuse to follow the constitution?? Well, typically, they don’t ever say they’re REFUSING TO FOLLOW the Constitution. They pretend to “interpret” the particular clause they’re violating for their own benefit, and go to the Courts – which are constitutionally authorised to settle such matters. And this is what happened recently when the President appointed an acting COP on his own, because there was no Opposition or Police Commission in place to consult, as is constitutionally mandated!! The PNC went to Court, and their claim was thrown out as “vexatious” and a waste of the Court’s time!! …of a roof over every head During the Great Depression, US President FDR promised Americans “a chicken in every pot”. Looks like our own President Ali – a former Housing Minister – is promising a roof over every head!! And keeping it!!

A25-year-old man accused of rap ing a woman four years older than him at a house party has been charged and remanded to prison. Deqwan Norton, a labourer of D’Urban Backlands Squatting Area, Georgetown, was arraigned before Chief Magistrate Ann McLennan at the Georgetown Magistrates’ Courts. He was not required to plead to the indictable charge which stated that on August 7, in Georgetown, he engaged in sexual penetration with a 29-yearold woman without her consent. During the in-camera hearing, Norton was refused bail. His next court date is August 26. It is the prosecution’s case that the virtual complainant was at her friend’s house party. Because “it was getting late”, instead of going home, she decid ed to sleep over at her friend’s place. The woman stayed alone in her friend’s bedroom. She was, however, awakened by Norton, who allegedly touched her about her body, before rap ing her against her will. The woman raised an alarm and persons in the home came to her res cue. According to the prosecutor, Norton attempted to escape but was caught, beaten, and handed over to the Police. He was positively identified by the complainant as the person who sexual ly attacked her. (G1)

I want a closeddoor meeting with all those people who are planting things that they have to hide and do because it’s against the“Somelaw.” people show that they have tremendous abili ty in getting high yields and high production. We just have to use that existing knowledge in an area that will be within the boundar ies of the law and will give you the type of return that will help you to uplift your community and family,” the President stated. On Monday, the National Assembly passed the hemp legislation, which now paves the way for the cultivating and manufacturing of indus trial hemp and hemp-relat ed products; and conduct ing of research on industrial hemp or any other activity concerning industrial hemp. It further provides for the establishment of a Guyana Industrial Hemp Regulatory Authority.Hempis a botanical class of Cannabis sativa cultivars grown specifically for indus trial or medicinal use. Under the new legisla tion, a person shall not cul tivate or manufacture hemp or hemp-related products; or conduct research or any oth er activity related to indus trial hemp without a licence issued by the authority un der the Act. In the case of a violation, a person is liable on summary conviction to a fine of $500,000 or imprison ment for one year. The framework states, “The Board shall consider the impact on public health, safety, security, commerce and agriculture and need for the orderly development of the sector including exclu sivity when considering an application for the issuance of a licence under this Act.” After the licence is grant ed, a person is not allowed to plant any seed or plant; or harvest any cannabis plant before a sample of the seed or plant is analysed by an analyst to ascertain whether it confirms with the allowed tetrahydrocannabinol (THC) concentration.President Ali has long been pushing decriminalise hemp production and label ling it as a viable industry. In fact, he had previously ar gued that the industry is not only about hemp production but having the processing and value-added facilities here in Guyana. To this end, Government had floated the idea of leas ing lands in Regions Six and 10 (Upper DemeraraBerbice) to persons for hemp cultivation.Hemp is a multibil lion-dollar industry which can lend to the production of hundreds of items. While hemp does contain THC, ad vocates have argued that this is in very low amounts, below 0.3 per cent, which is too low to be psychoactive. In Guyana, the THC lev el needs to be below 0.3 per cent for it to be considered legal. Hemp is a source of fibre and the oilseed is grown in more than 30 nations. Some uses for hemp include rope, textiles, clothing, shoes, food, paper, bioplastics, in sulation, and biofuel. It is rich in protein, unsaturated fats, fibre, minerals and vi tamins. Hemp protects the brain, boosts heart health, reduces inflammation, im proves skin conditions and relieves rheumatoid arthri tis. Hemp seeds are particu larly rich in healthy fats, in cluding omega-3 and ome ga-6 fatty acids that are known for improving heart health by reducing choles terol, blood pressure, and triglycerides. Finance Minister, Dr Ashni Singh has signed the Census Order, declaring September 15 as Census Day in Guyana. It was published on Friday in the Official Gazette. The signing of this order followed the approval for supplemental funding in the National Assembly this week, for $2 billion to aid in the execution of the census. The declaration of Census Day allows the Bureau of Statistics, an agency of the Ministry of Finance, to count the population at a specified point in time and marks the commencement of a threemonth long enumeration pe riod for the 2022 National Population and Housing Census.A Population and Housing Census is a com plete count of the population, which is conducted every 10 years and provides detailed data on population size, age structure, education al attainment, labour force, housing, and many other so cio-economic characteristics. Guyana’s last census was conducted in 2012, and since then, there have been many changes across the length and breadth of the country. These changes include the population size, composi tion, economic activities, ac cess to social services, ma ternal health, food security, agricultural activity and ed ucation attainment, among other areas of change.

Police in Regional Divisional Three (Essequibo IslandsWest Demerara) on Thursday unearthed a quan tity of cocaine and marijua na at an abandoned house at Vergenoegen, East Bank Essequibo.Atabout 17:00h, a party of policemen, acting on intel ligence, went to the two-sto rey wooden abandoned build ing, where a search was conducted. In the lower flat of the house, the officers met a 45-year-old man who hails from Uitvlugt New Scheme, West Coast Demerara. A search was carried out on the premises in his pres ence and a large black bulky plastic bag was found which contained Cannabis sati va, along with another black plastic bag containing co caine.He admitted ownership of the narcotics and was taken to the Leonora Police Station along with the nar cotics where the cannabis and cocaine were weighed in his presence. The canna bis amounted to 3558 grams while the cocaine amounted to 242Thegrams.suspect was placed into custody pending charges. Only two days ago, Police went to Bourda Street, Georgetown, where a 29-year-old male was searched and a cigarette pack was found in the crotch of his pants which contained a quantity of whitish rocklike substance weighing 3.9 grams suspected to be co caine. On the day in ques tion, Police ranks were re sponding to a noise nui sance report. At about 04:00h, the ranks went to Lamp Island, Kwakwani Water Front, Berbice River. While there, they observed motor car HD 673, with two occupants driving away upon seeing them.This led to ranks giv ing chase and the driver of the motor car drove into a nearby trench, causing the vehicle to come to a halt. Four men are now in Police custody after they broke into two cars that were parked in front of Space Gym, which is located on Mandela Avenue, Georgetown.Thevictims are a 26-yearold man of Eccles; a 21-yearold male of Campbellville, Georgetown, and a 36-yearold male of Ogle, East Coast Demerara. The robbery oc curred on Thursday at about 19:50h. Police said the first vic tim reported that he lost $275,000,00 and a num ber of documents. The sec ond victim had one black Nike gym shoulder bag, one brown Dockers wallet val ued at $8000, two GBTI cards and a bunch of keys. Meanwhile, the third victim has been robbed of $80,000 and an HP ProBook valued at $315,000. It was reported that the victims parked their motor cars in front of the gym, and just before 20:00h they were making checks on their mo tor cars when they observed that the back right side glass for the vehicles were broken. The locks on the doors were also opened and the ar ticles mentioned were miss ing.Investigators said CCTV cameras were viewed at the said building and it cap tured when three male per petrators committed the act before leaving the scene in a red Pitbull minibus. Checks were made by the Police, and the minibus was inter cepted at Leopold Street. At the time, the bus was driven by a 37-year-old male with two men, a 22-year-old male, and a 29-year-old as the occupants. A search was conducted and $23,000 was found in one of the suspect’s pants pockets and $22,000 was found on the other sus pect.They were both arrested and questioned and they ad mitted to breaking into the cars and stealing the items. Information provided by the men led Police to a property at D’Urban Street, Wortmanville, Georgetown, where a search was conduct ed and the HP ProBook was recovered along with a num ber of cellular phones and other items. “The census, Guyana’s largest national data collec tion exercise is more than just a headcount, as it plays a critical role in evaluating the aforementioned chang es and data collected during the 2022 census will contrib ute significantly towards chartering the course of na tional development over the next ten years. This data is extremely valuable to us ers at all levels, including Government, the private sector, non-governmental organisations (NGOs), stu dents, researchers and in ternational agencies,” a statement from the Finance Ministry detailed. The Population & Housing Census is an ex tremely important exer cise that produces a large amount of socio-economic and demographic data that is used for planning and na tional development. All of these changes have an impact on the demand for social services, such as health, housing & educa tion. This information is in great demand by the policy makers for planning and de velopment, private sector, students, researchers and donor agencies. It should be noted that census data is collected, ana lysed, and made available in an aggregated format, while ensuring that individual in formation is treated with the strictest of confidence. Provisions under Chapter 19:09 of the Statistics Act ensures that the data is only used for analytical purposes and that any individual data is protected and never made public.Meanwhile, among some of the preparatory works being undertaken by the Bureau of Statistics are the establishment of temporary regional offices, finalisa tion of data collection tools, training of approximately 3000 temporary personnel and the rolling out of a pub lic education and awareness campaign.Allpersons in Guyana are being encouraged to ful ly participate in the 2022 census by providing accu rate information and coop erating with the ators/census-takers,enumerwho are scheduled to visit every household and building in Guyana.Guyana’s popula tion count in 2012 stood at 746,955, a decline from the previous census in 2002 which saw a count of 751,223. The Health Ministry has announced one more COVID-19 fatal ity as of Friday, taking the confirmed death toll to 1275. A 52-year-old from Region Seven died on August 8. He was not vacci nated.Additionally, 45 new cas es were reported, taking the confirmed cases up to 70,398. This translates to 32,239 males and 38,159 fe males.One patient is in the Intensive Care Unit, 13 in institutional isolation, 481 in home isolation and three in institutional quarantine. Additionally, 68,628 per sons have recovered. About 500 active cas es are being monitored, of which 14 are hospital ised. Eight patients are be ing housed at the Infectious Diseases Hospital, Liliendaal.Abreakdown of active cases is five for Region Nine, 14 for Region Two, 60 for Region Three, 275 for Region Four, 28 for Region Five, 52 for Region Six, 13 for Region Seven, 24 four Region Eight, four for Region Nine and 25 for Region 10. Health Minister, Dr Frank Anthony on Friday expressed that the current BA.5 wave is still causing infection among the popu lation and authorities are monitoring the progression of this strain. “It’s more contagious, meaning that if people are not wearing their masks, they can easily get infect ed. Another characteristic is that in persons who might have been infected before with one of the subvariants of Omicron, you can get re infected with BA.5. People would have to take the pre cautions,” he detailed. Dr Anthony provid ed some insight into the COVID-19 vaccination up take among pregnant wom en, as he recommended they take the jabs. The Health Minister re layed that myths have been circulating in the public do main, hinting that preg nant women can be affected if they take the COVID-19 vaccines. However, as he de bunked such information, Dr Anthony said take the vaccines mean added pro tection for the child. “That’s totally untrue. On the contrary, the vaccine would help both the infant and the mother. It is advis able that they take the vac cines. Even after delivery, a mother can take the vac cine. If they didn’t have one during the pregnancy, they can still take the vaccine,” he shared in the COVID-19 update. The Health Minister re iterated that COVID-19 vac cines are completely safe for women and their newborn. Since jabs are not available for young children and in fants, he advised that the mother be protected – of which some antibodies can be passed on to the child. “These vaccines are safe and they are protective. So, if a pregnant woman got the vaccine in their last tri mester, the antibodies they would build in their system would pass on to the infant and help to protect that in fant.” “We don’t have any vac cines that are currently available for small children and one way of protecting small children and infants would be that the mother be vaccinated so that the anti bodies can pass through the breastmilk to the child. This is a very positive thing,” Dr Anthony added. He is urging persons to get vaccinated, since rein fection is still a high possi bility among the vulnerable and unimmunised. Vaccination Vaccination figures show that so far, 445,440 or 86.8 per cent of adults have tak en a first dose, while some 345,089 or 67.3 per cent of persons are fully vaccinated. For the 12 and 17 group ing, 35,487 first doses or 48.7 per cent and 25,981 or 35.6 per cent second doses have been administered. Vaccination for chil dren in the five to 11 cate gory shows 7049 first doses or 6.9 per cent. Only 2159 or 2.1 per cent have returned for their second shot. In ad dition, 71,696 persons have returned for their booster shots thus far. According to the World Health Organisation’s (WHO) recent figures, some 585 million confirmed cases were reported globally along with over 6.4 million deaths. In the Region of the Americas, that is Latin America and the Caribbean, the number of confirmed COVID-19 cases has in creased to 172 million while the death toll in the region has gone up to 2.7 million. AUS$44 million loan agreement was signed on Friday with the World Bank as part of the Guyana Strengthening Human Capital through Education Project. The project focuses on the expansion of access to quality education at the sec ondary level and improv ing technical and vocational training (TVET). The agreement was signed in the Finance Ministry’s boardroom by Finance Minister, Dr Ashni Singh and World Bank Resident Representative for Guyana and Suriname, Diletta Doretti. In brief remarks, Education Minister Priya Manickchand stated that this project aligns with the Education Ministry’s goals to improve and expand ac cess to quality secondary ed ucation while simultaneous ly developing the country’s TVET“Thesector.Government of Guyana is very aware that this new Guyana has to be people-centred. Each human being must develop along with the beautiful resources our land is benefiting from,” the Minister is quoted as saying in a release from the EducationFinanceMinistry.Minister, Dr Singh shared similar sen timents. He noted that the signing of the US $44 mil lion agreement for the devel opment of human capital is a significant part of a much broader and comprehensive policy agenda. He explained with the rapid transforma tional development taking place, there is a great need for human capital develop ment.“We believe that there is no investment that is more important than the invest ment in the people.”
Following a Facebook live video that was posted by a Guyana Police Force (GPF) Sergeant, Dion Bascom, making sev eral allegations against the Police Force, the Office of Professional Responsibility (OPR) said it has since been instructed to commence an investigation.OnMonday, Bascom was among five people who were arrested when Customs Anti-Narcotics Unit (CANU) raided a Norton Street, Georgetown house. Reports are that CANU officers conducted an opera tion at a Norton Street resi dence, where a known drug trafficker resides. A subse quent search of the premises led to the discovery of four parcels containing suspect ed cocaine. The known drug trafficker along with the cop and three persons were ar rested at the Meanwhile,premises.in a Facebook live video which he has since deleted, Bascom claimed was his “wrong fully” arrested by CANU. He was heard making alle gations that there is a ma jor Police cover-up going on within the Police Force. He also said he believes he is being targeted for call ing out the wrongs in the Guyana Police Force. The Sergeant claimed that on the night CANU agents turned up at the Norton Street home and conducted the search, he was visiting a friend. He claimed that he had no knowledge about the co caine while stating that the friend that he went to vis it was one of the persons charged for the offence. Bascom was not charged and has since been released. In his Facebook live broadcast, the cop claimed that there has been a mul timillion-dollar bribe that was paid to senior ranks in the GPF with regards to the investigation into the mur der of 42-year-old Ricardo “Paper Shorts” Fagundes. Fagundes was killed ex ecution-style in March 2021 outside a popular Main Street, Georgetown night spot.Reports are the man was partying with a group of friends at the bar when his phone rang and he exit ed the club to take the call, but soon after, several gun shots were heard. Reports are that the now dead man’s friends rushed out to en quire, but found Fagundes lying motionlessly in a pool of blood close to his motor car.Emergency Medical Technicians (EMTs) arrived shortly after the shooting and pronounced Fagundes dead. Following the inci dent, Police recovered at least 15 spent shells from a high-powered rifle at the scene.Less than 24 hours after the shooting incident, Police found a white wagon, which is suspected to have been used by the killer, on fire at Swan, Linden-Soesdyke Highway.However, investigators have not confirmed if it was the same car but based on CCTV footage, the car was of the same model as the one seen outside the nightspot, in which the killer escaped following the shooting. Bascom said a securi ty agent for a popular city businessman was the prime suspect in the murder inves tigation while noting that during the probe which he was part of, one of the inves tigators was able to track the phone used by the main suspect in “Paper Shorts” murder.Thecop now claims that the security officer was the last person who called the dead man before and af ter the shooting incident. Bascom said the matter was placed on the back burner.

At the TVET level, a min imum of 600 students and 140 secondary and post-sec ondary TVET trainers will benefit from professional de velopment activities.” The project will support the piloting and nation al rollout of a new curric ulum for Grades Seven to Nine and finance textbooks for Grades Seven to Eleven. Many months af ter the Human Services and Social Security Ministry launched its “Every Child Safe Campaign”, fittingly, their “Anti-Bullying Campaign” (ABC) – along with a mot to, “Do Good, Be Good, Live Good” – was launched on Friday, as the world cel ebrated International Youth Day 2022 themed “Intergenerational solidar ity: creating a world for all ages.”Minister Dr Vindhya Persaud, while attending a ceremony held by the United Bridge Builders Mission in Guyana (UBBM) at the Bookland Gardens, Woolford Avenue, Georgetown, spoke extensively on the issue of bullying amongst children. She massively highlighted the issue of cyberbullying, which is slowly becoming a norm in today’s society of so cial media domination. Hazel Success, a social worker who delivered an outline of the UBBM – in col laboration with the Human Services and Social Security Ministry – said that bully ing in schools, workplaces, in the home, and online is on the rise and “if left un checked can destroy our community.”Shenoted that it is im perative that we all try and strive to curb this practice of bullying in Guyana’s so ciety. Safe space Over the past six weeks, she revealed that the UBBM held a programme with chil dren to provide a safe space for them to talk and open up about the many issues trou bling our children today. She said that many in teractive group sessions were held to educate the children on the cause and consequences of bullying and the various types of bul lying. However, it was the one-on-one sessions with the children that dug up some of the issues that are facing. Issues such as child rape, child abuse, and child drink ing were brought up in those one-on-one sessions. “There were also oneon-one sessions which also dealt with a number of is sues, as well as brought out serious problems faced by children as a consequence of social factors influencing their lives, including but not limited to, child rape, child abuse at home, child run ning away from home, child drinking and all of these things,” the social worker said. Very engaging Chief executive offi cer and founder of UBBM, Bonita Montaque, while de livering brief remarks at the ceremony, said that the ses sions were very engaging and the children were very receptive of what was being taught to “Thesethem.two days ses sions, engage participants in various areas from selfcare to understanding the role in the prevention of bul lying and developing pro ductive professional rela tionships with the children in their care. They were very engaging, and recep tive and have pledged to be great gatekeepers. Most of the participants expressed appreciation for the oppor tunity to benefit from the training and were very clear in calling for similar ongo ing training and support,” Montaque said. She also expressed that children are the future of to morrow and we should pro tect them at all costs, shar ing similar sentiments with Dr Persaud who noted that at no point a child who feels as though their safety is threatened should be afraid to come forward and speak up about it. “And their safety is of such importance that at no point in time when that safe ty is threatened, they must be afraid of speaking out be cause we are here to listen. We are here to help. We’re here to work with you to re ally enjoy the safety. That is your entitlement. And I see it as clearly as that because children are entitled to safe ty at all times. Whether it’s at home, at school, in their communities, or yes in State care,” Dr Persaud said. Every Child Safe Campaign Meanwhile, Dr Persaud, who reminded the audience of the “Every Child Safe Campaign” said that the campaign targeted not only children but the role of their parents in their lives who play a major role in main taining their child’s safety. “The competence of work ing with communities is an important and essential com ponent of the Every Child Safe Campaign because I have always known that we cannot from the level of the State or any one institution make a significant impact on children’s life without in volving their parents and the widerWithcommunity.”thisinmind, the Minister, with the help of her Ministry, devised a par enting manual that is in tended to foster better par enting skills in a child’s life. Now, the “Anti-Bullying Campaign” intends to tar get bullying not only at the State level but also at the community level. As such, the Minister urged persons to report acts of bullying. “So, let’s start report ing bullying. Let’s call it out. You know, they have a Cyber Crime Act in this country. So many things are crimes so it might cross the line from just being plain old bullying to being a crime. So we should not encour age cyberbullying in any of its forms. We need to call it out,” she charged. “Lunch Buddy” Additionally, Dr Persaud said that there will be up coming activities under the ABC initiative, like the “Lunch Buddy” activity which encourages children to eat with a friend at lunch to decrease their chances of being bullied. Another activ ity is the “Tree Note” activ ity which encourages chil dren to write a note and pin it on a tree on a specific day that is yet to be announced. Further, children who are under State care will receive free music lessons of their choosing from the Music School of Guyana and also free memberships to the Guyana Cricket Club. “We are going to be link ing with the Music School of Guyana for all the children in State care to have ac cess to diverse training be it steel pan to dance to singing whatever it is you think you want to learn that arrange ment has already been made for “Andyou. to those boys and girls who told me that crick et was the thing they want ed, arrangements have been made for you to go to crick et clubs free so that we can have you in Guyana so these are things that I feel chil dren in here must have ac cess to,” she said.

The way is now cleared for non-nation als to practice med icine in Guyana with the passage of the Medical Practitioners Amendment Bill after the second reading in the National Assembly on Monday.Health Minister, Dr Frank Anthony told the Assembly that the amend ment removes the criteria where one has to be a citizen or married to a citizen to be considered for proper regis tration in Guyana. “By removing that, we are opening up the coun try to a pool of expertise that is urgently needed if we are going to continue with the transformation of the healthcare sector,” Dr Anthony is quoted as saying in a DPI Anthonyreport.noted also that Guyana is undergoing a rap id transformation in the health sector, and the mis sion is to create a worldclass health care service for all citizens to enjoy the best medicalTherecare.isalso an expec tation that persons living in the diaspora will want to re turn home, or even non-citi zens, for medical care. “To train a doctor takes quite a long time, and to train a specialist, even lon ger time, so the amend ment that we have for the Medical Practitioners’ Bill, allows for us to change the existing law, non-nation als to allow for coming into Guyana, and practice med icine and to be registered by the Medical Council,” Dr Anthony stressed. The Health Minister said that the amendment was made in the interest of ac celerating the pace of devel opment in the health sector. According to Anthony, “the transformation has al ready started with signifi cant investment in the hos pital infrastructure and equipment”.“…Andso in the next few years, we will see this infra structure transformed, but one of our challenges would be with human resources, and while attempts have been made to increase train ing, to expand our training programme, it would still take a few years for us to complete this process and to have all the staff that is nec essary,” Dr Anthony said. According to the PractitionersMemorandum”,“ExplanatorytheMedicalAct,current ly sets out five requirements for persons applying to the Medical Council wishing to be registered as a medical practitioner. The first requirement is that the person must be a citizen of Guyana, a resident of Guyana, or a Caricom na tional.Clause Two of the Bill seeks to remove this re quirement of registration for persons who want to be reg istered to practice medicine or surgery in Guyana.
I nfrastructural works are progressing in the Amelia’s Ward Phase 4 Housing Scheme, which will soon be ready for some 400 Linden families to take up residence.Housing and Water Minister Collin Croal on Thursday visited the loca tion to examine the pace of theAwork.release from the Housing Ministry has said that, to date, a massive por tion of the land has been cleared, and preparatory work is ongoing for the con struction of access roads. Following the first phase infrastructural works, the other amenities, including drainage, water and electri cal networks, are expected to be installed. In July last year, the Ministry, through its ‘Dream Realised’ house lots’ allocation exercise, distrib uted 400 house lots in the Amelia’s Ward Phase Four Scheme. Some $364 mil lion has been allocated for the infrastructural works in that area. While there were some delays in the land-clearing process as a result of squatting, during the Minister’s visit, he not ed his satisfaction with the work done so far. To date, all the illegal structures that were imped ing the development pro cess have been removed. However, the Ministry is pleading with residents to desist from carrying out construction of any kind in the area, as there have been reports of squatting taking place in some sections of the scheme.Also, while in Linden, the Minister visited Millie’s Hideout, the newest area identified for housing de velopment. Land-clearing is also ongoing in that area, which spans approximate ly 250 acres. That area has been identified for the con struction of the first batch of three-bedroom hous ing units, another hous ing option for the Region. Mobilisation for the con struction would commence shortly.Todate, a large portion of the area has been cleared and levelled to facilitate the installation of road net work. This projects forms part of President Dr Irfaan Ali’s commitment to see the construction of 1000 hous ing units in Linden, to ad dress the housing needs of Region Ten. The commit ment was made back in January 2021, during the first outreach the President and his Cabinet made to the miningAlready,town.some 40 elevat ed two-bedroom units are at various stages of construc tion, and most have been completed and allocated in the Amelia’s Ward Phase Two Scheme.

FBI agents in this week’s search of for mer U.S. President Donald Trump’s Florida home removed 11 sets of classified documents includ ing some marked as top se cret, the Justice Department said on Friday, while also disclosing it had probable cause to conduct the search based on possible Espionage ActTheviolations.bombshell disclo sures were made in a search warrant approved by a U.S. magistrate judge and ac companying documents re leased four days after agents searched Trump’s Mar-aLago residence in Palm Beach. The Espionage Act, one of three laws cited in the warrant application, dates to 1917 and makes it a crime to release information that could harm national securi ty. Trump, in a statement on his social media platform, said the records were “all de classified” and placed in “se cure“Theystorage.”didn’t need to ‘seize’ anything. They could have had it anytime they wanted without playing pol itics and breaking into Mara-Lago,” the illegallytigationoutcianbusinessman-turned-politiRepublicansaid.ThesearchwascarriedaspartofafederalinvesintowhetherTrumpremoveddocu ments when he left office in January 2021 after losing the presidential election two months earlier to Democrat Joe Biden. The Guyana Men’s 3x3 National Basketball Team will begin their campaign to earn 3x3 basket ball gold at the 5th Islamic Solidarity Games in Konya, Turkey on Sunday, August 14th, when they come up against Mauritania at 11:15AM (Turkey time) at the Karatay Sports and Congress Center.The men’s 3x3 basket ball competition will have 20 teams playing in a leaguestyle (round robin comprising 4 groups with 5 teams each) that leads directly to sin gles’ elimination. The top two teams of each group would ad vance to the quarter-finals, while the third-place team of each group would play for 9th–12th places. The bottom two (2) teams of each group would be clas sified based on wins, headto-head records, and points scored for 13th–20th places.
The Ricky Skerritt-led Cricket West Indies (CWI) board has been given a failing grade by for mer West Indies fast bowl er Sir Andy Roberts, who be lieves the body has done little to improve the standard of cricket in the region. Speaking on the Good Morning Jojo sports show, Sir Andy said he would strug gle to give the current board a score of four out of 10, given the current state of cricket in the “Iregion.wouldn’t judge him based upon what he’s done for the governance of the game, I have to judge him based on what he is doing for the devel opment of the cricket, because it is a cricket board, it’s not a Government you’re running. So, if the cricket is not devel oping, then it means that you are not doing your job in the way it should be done. You’re supposed to have hands-on, and I am not saying you have to go and do the job, but you should be looking and telling the director of cricket that. ‘I see that as a problem, and we are not solving this problem, so you have to get up off your butt to go and find ways for our cricket to im prove,” he said. Sir Andy believes that if action is not taken to address all the issues, the situation would only get worse. “We have been having more reviews than FIFA, we’ve been having more re views than when they go up stairs (to the third umpire), and we have not seen any thing change. Everything has just remained the same, so in stead of having a review, we need to have a reshuffle, be cause decisions have to come from“Whoupstairs.appoints the ones around the team? The CAC ChampionshipsBodybuilding2022staged in Barbados have been done and dusted, but that tall and strapping Guyanese athlete Julio Sinclair, who has a very commanding presence among his peers, has still not got ten over the surreal moment when he copped gold in the heavyweight category. Sinclair notes that earn ing a gold medal is testament to all the hard work he has been putting in over the years in regard to body building. In an interview with this publication, he was asked how it felt to cop gold, and he re sponded, “Winning the gold at CAC was an overwhelming experience that meant a lot to me, for I have been working for years and years towards this competition. The experi ence was “Meetinggreat.athletes that have been in the game longer than I (have been), and shar ing different experiences and knowledge…”Sinclairexplained that, for him, the high point of the competition was when he was able to step on the stage and showcase his ‘A’ game. He di vulged that, for 2023, he will definitely be pushing in the overtime and working on his condition, as he seeks to re tain his gold medal. Sinclair has said that once he is able to defend his title, he would receive what every bodybuilder seeks, and that is the coveted PRO card. Glenn Phillips struck a half century from 31 balls to propel New Zealand to a 90-run win over the West Indies in the second T20I, played in Jamaica; New Zealand clinching the three-match series with a 2-0 lead.
