ven as political parties try to ascertain the Guyana Elections Commission’s readiness for early elections, efforts have hit a stumbling block with Chief Elections Officer (CEO) Keith Lowenfield declining to meet with party representatives in the National Assembly.

The National Assembly’s two Chief Whips: the Opposition’s Gail Teixeira and the Government’s Amna Ally, were supposed to meet with GECOM officials – a decision made during a meeting between Opposition Leader Bharrat Jagdeo and President David Granger on Wednesday.

However, Teixeira in an interview with <<<Guyana Times>>> said that a meeting with Lowenfield would probably have been better, since a number of technical matters would have been dealt with. However, she noted that Lowenfield deferred to GECOM Chairman, retired Justice James Patterson, himself on an extended medical leave.

“Lowenfield thought it appropriate we write the Chairman first and get a meeting set up. That’s what (Chief Whip Amna Ally) did as a result. We haven’t gotten a response yet. My view was that this is a technical issue and (we should) get the technical areas from Lowenfield and his secretariat and the operational preparedness,” Teixeira said.

Meanwhile, Ally in an interview with the State media stated that Lowenfield did not have a difficulty in meeting with them. But nevertheless, he still requested that they seek out Patterson.

terday (Thursday) afternoon and the letter has been dispatched to the Chairman of the Elections Commission as well as the Chief Elections Officer, requesting a meeting to have us briefed on the matter of GECOM’s preparedness for elections,” Ally was quoted saying.

“Whether we are to have elections within 90 days (or) whether we are going to have elections after. I cannot anticipate them. Whatever the Commission tells us, then we are going to be in a position to brief our principal on the status quo of GECOM in terms of preparedness for the elections,” the Social Protection Minister added.

It was announced recently that Patterson had had his medical leave extended, even as the three-month deadline mandated by the Constitution for elections after a successful no-confidence vote approaches and preparations are at a standstill.

Patterson, who was recovering after being hospitalised last month, was expected to return to GECOM on Tuesday to host a statutory meeting. On Tuesday, the Commission revealed that Patterson did not return as scheduled and in fact, it had received an extension of his medical leave.

According to a statement, Patterson is recovering but has been advised by his doctors to take additional rest to ensure full recovery. The statement added that “the Chairman will provide further updates on his resumption”.

Contacted on Tuesday last, GECOM Public Relations Officer (PRO) Yolanda Warde revealed that the statutory meeting would be postponed until Patterson returned. She also said that

The no-confidence motion brought by the parliamentary Opposition – the People’s Progressive Party/ Civic (PPP/C) – against the Government succeeded when Charrandas Persaud, a former Alliance For Change (AFC) parliamentarian, broke ranks and made a conscience vote in favour of the motion.

With the Government’s defeat, the next steps are spelt out in the Constitution of Guyana. Article 106 (6) of the Constitution states: “The Cabinet including the President shall resign if the Government is defeated by the vote of a majority of all the elected members of the National Assembly on a vote of confidence.” Meanwhile, clause 7 goes on to state that “Notwithstanding its defeat, the Government shall remain in office and

shall hold an election within three months, or such longer period as the National Assembly shall by resolution supported by not less than two-thirds of the votes of all the elected members of the National Assembly determine, and shall resign after the President takes the oath of office following the election.” Government has gone from promising to respect the vote to denying the vote’s validity on grounds that include an argument that 34 should have been a majority vote in the 65-seat Parliament.

A court case has been filed seeking, among other things, a stay of the elections pending a ruling. The Opposition Leader has already warned that if elections are not facilitated within 90 days and there is no parliamentary agreement to extend this time, Guyana will have in place an unconstitutional government.

W

orld Disability Day was observed under the theme “Empowering persons with disabilities and ensuring inclusiveness and equality”, the International Day looked at ways in which persons with disabilities contribute towards the eradication of all forms of discrimination and intolerances against them and to promote an equitable and sustainable development envisaged in the 2030 Agenda for Sustainable Development.

The United Nations (UN) Flagship Report on Disability and Development 2018 – Realising the SDGs by, for and with persons with disabilities – shows people with disabilities are at a disadvantage regarding most Sustainable Development Goals (SDGs), but also highlights the growing number of good practices that can create a more inclusive society in which they can live independently.

The UN has issued an urgent call for global efforts to ensure that the more than one billion people worldwide who live with some form of disability can reap the benefits of development and fully participate in society. For this to happen, the UN has said it is necessary that we remove all barriers that affect the inclusion and participation of persons with disabilities in society, including through changing attitudes that fuel stigma and discrimination.

People with disabilities have generally poorer health, lower educational achievements, fewer economic opportunities and higher rates of poverty than people without disabilities.

This is largely due to the lack of services available to them and the many obstacles they face in their everyday lives.

It is no surprise that children with disabilities are almost four times more likely to experience violence than nondisabled children, according to a systematic review published in the medical journal The Lancet in July 2012.

Globally, children with disabilities are estimated to be 5.1 per cent of the total population. These are the ones more than likely to be at a disadvantage where educational opportunities are concerned. For example, while we here in Guyana can boast of a good track record in relation to providing quality education for persons, irrespective of geographic location, race, religion, gender or social status, there is still much work to be done to ensure that persons with disabilities have an equal opportunity to acquire an education.

At the moment, there are very few teachers in the school system equipped with the necessary skills to impart knowledge to persons with disabilities. Of note too is that the majority of our public schools do not have the necessary facilities to cater for such persons; eg, ramps and rails etc.

All of this makes it more difficult for persons with certain disabilities to ‘fit in’. There are also very few schools in the country which cater for special needs children.

To be fair, some steps are being taken to improve and expand what currently exists as it relates to education for special needs children; but they are inadequate and the benefits are not easily accessible to all.

We urge all stakeholders here, including political parties and the international development partners to continue supporting policies that would realise all children’s right to quality education as one way to reduce inequities created by social exclusion. Certainly, when persons with disabilities are given a chance of acquiring a good education or taught a skill, they are in a better position to secure a job and in turn break the cycle of poverty that normally defines such situations.

In a more general sense, the UN Convention on the Rights of Persons with Disabilities is necessary for countries not only to adopt but to implement fully because it is a tool for ensuring that people with disabilities have access to the same rights and opportunities as everybody else. As explained by the World Health Organisation, rather than considering disability as an issue of medicine, charity or dependency, the Convention challenges people worldwide to understand disability as a human rights issue.

The Convention covers many areas where obstacles can arise, such as physical access to buildings, roads and transportation, and access to information through written and electronic communications. The Convention also aims to reduce stigma and discrimination, which are often reasons why people with disabilities are excluded from education, employment and health and other services.

MBS in touch with ‘former’ Saudi royal adviser al-Qahtani: Report – MBS continues to seek advice from ‘dismissed’ adviser who is implicated in Khashoggi’s murder, says Washington Post

audi Crown Prince Mohammed bin Salman, also known as “MBS”, remains in regular contact with his adviser Saud al-Qahtani, who is accused of masterminding the murder of journalist Jamal Khashoggi, the Washington Post reported.

The newspaper, citing unnamed US and Saudi sources, said that Prince Mohammed continues to seek advice from al-Qahtani.

David Ignatius, the paper's security affairs correspondent, quoted an unnamed US citizen who had recently met MBS as saying that al-Qahtani is in possession of a lot of files and dossiers.

"The idea that you can have a radical rupture with him is unrealistic," the source said. A Saudi who is close to the royal court concurred. "There's stuff [al-Qahtani] was working on that he may have to finish, or hand over," he said according to The Washington Post.

The last official Government comment on al-Qahtani was on November 15 when prosecutors said he was under investigation and was barred from leaving the kingdom.

to have influence behind the scenes.

Qahtani is believed to have played a pivotal role in Khashoggi's assassination by first trying to lure him back to Saudi Arabia.

He met the Saudi hit team before they left for Turkey and allegedly gave orders to kill Khashoggi if he refused to return to his country voluntarily.

Ignatius quoted another Saudi source as saying that al-Qahtani had recently made two trips to the United Arab Emirates (UAE), even though he was presumed to be under house arrest in Riyadh.

The adviser also reportedly met recently with senior deputies from the royal court's Centre for Studies and Media Affairs at his home in Riyadh and told them that he had been blamed and "used as a scapegoat." Qahtani had run

the centre until shortly after Khashoggi's death.

Continuing repression

The paper reported that "far from altering his impulsive behaviour," MBS "appears instead to be continuing with his autocratic governing style and a ruthless campaign against dissenters," according to US and Saudi sources.

It said the Trump Administration had hoped that the Saudi royal would learn something from Khashoggi's killing and make some changes.

"Domestically, he feels very confident and in control. As long as his base is secure, he feels that nothing can harm him," the US source who had recently met MBS said.

"He's completely unchastened by what has happened," an experienced Saudi-watcher based in the

UK said. "That is worrying for Western governments."

One example that shows how MBS hasn't altered his Qahtani-style internet bullying tactics is a new aggressive social media campaign launched this week to attack Khashoggi and Canadianbased Saudi critic Omar Abdel Aziz.

Ignatius said the Twitter hashtag "Fact" was used to present the alleged involvement of the two men in anti-Saudi plots financed by Qatar.

A video on Twitter titled "Qatar System Exposed", produced by a company with the same name as a Dubaibased video studio, alleged that Khashoggi was part of a plot to "create a new destabilising Arab Spring to unsettle Arab countries, mainly, Saudi Arabia", reinforcing what the source said about al-Qahtani's visit to the UAE. An appeal to all patriotic Govt Ministers Dear Editor, Even with a small population like ours, the chance of one becoming a Member of Parliament is slim to none.

But if you’re fortunate in your lifetime to have this great honour bestowed upon you, nothing matters more than putting the interest of Guyana and her people above all… above self.

Do the right thing and you will be forever respected as a patriot, a person of integrity, of high moral values, and a champion of the poor and downtrodden. But if you don’t, you become a Moses Nagamootoo or a Khemraj Ramjattan, despised by many for betraying everything they once stood for to cling to position and power.

With a few exceptions, the ruckus behaviour of

Government MPs that completely drowned out the entire speech made in the National Assembly by the Leader of the Opposition on the No-confidence Motion (NCM), clearly defines their characters and expose the lowness of those who serve in the highest decision-making forum of Government.

As a Member of Parliament, I am often embarrassed and appalled at the lack of decorum and unparliamentary language and behaviour displayed by some in the National Assembly.

Some Government Ministers have no ethics and etiquette.

Yet these are the people who represent us at international forums with world leaders and their representatives, and who are given the powers to implement laws that affect

the lives of every citizen here.

Then there are others like Nagamootoo and Ramjattan who now willingly betray the principles upon which the AFC was formed and shamelessly defend the transgressions committed by this Government to protect the grandeur and perks they now enjoy as members of Cabinet.

Thankfully, not everyone fits this description. Some, I know, are genuinely concerned that Guyana is headed in the wrong direction, and would do a Charrandas if they weren’t so afraid for their own safety and the wellbeing of their families.

Just yesterday, it was reported in the State newspaper that Foreign Affairs Minister, Carl Greenidge, who is often above the fray, wrote in a letter to the Canadian

High Commissioner that he was “unaware of any threat” to Charrandas Persaud that would have even required consular protection.

Even this career politician who has now distinguished himself as an elder statesman after once presiding over the worst economic period that helped bankrupt the nation during his tenure as the PNC Government Minister of Finance and Planning, seems afraid to condemn his PNC colleague Jennifer Wade, the Region 5 Government MP, whose voice can be clearly identified saying, “Charrandas, you gon dead tonight.”

Surely the Hon Carl Greenidge must have heard this distinct threat himself from the thousands of video clips played over and over

Justice delayed is justice denied Dear Editor, The Leader of the Opposition Dr Bharat Jagdeo has once again displayed his trademark quality of astuteness and high class political maturity as he made a bold move to avoid not only a constitutional crisis but an economic one in the making as well. As he outlined in his press conference, it is the duty of both the Government and the Opposition to inspire confidence in society in the face of the mounting uncertainties being faced following the passing of the no-confidence motion against the coalition Government. He indicated that strong and mature actions by both parties are essential to remove such insecurities. The populace wants speedy justice!

However, it is quite disappointing to the point of utter disgust that the Stateowned newspaper continues to twist the outcome of the no-confidence motion and now the meeting be-

tween Jagdeo and Granger to highlight in its front pages that the “Government rejects Jagdeo’s request to withdraw legal challenge to no-confidence vote”.

What should be highlighted is the fact that Dr Jagdeo stated that once the Government intends to pursue the course of legal action then both parties must a joint statement requesting the Court to deal with the matter expeditiously since there is a constitutional timeframe given which is 90 days. There is a famous legal maxim which says that “justice delayed is justice denied” and this is exactly what the Leader of the Opposition was referring to. We have seen this being echoed by Guyanese diplomat and academic Sir Ronald Sanders who said that the Courts must act expeditiously since it is a matter of grave national importance and should not take more than a week. He concluded that the political anxiety and tension is

not a good thing and the supreme law should not be vilified. The State-media is financed by taxpayers’ dollars and must be in the forefront to ease this type of tension, not to ignite and fuel it. Even in its dying throes this Government is squandering our monies!

Moreover, it would seem that the State resources are now being used against Guyanese who want to preserve the sovereignty of our Constitution. Those resources should be directed towards a speedy resolution of the constitutional questions before the court. The selfish attempts by some members of the coalition Government to brainwash Guyanese and hold them at ransom will only push them further down the precipice of ignominy to the point of no return. In addition, the AFC duo, Nagamootoo and Ramjattan are now expressing hues and cries far above the normal decibel in a final effort to gain some recognition from the PNC.

They failed at the recently concluded LGE! GECOM had signaled just after the passing of the no-confidence motion that they are prepared for an early election within the constitutional time frame. This was according to Public Relations Officer of GECOM, Yolanda Ward who was adamant that, “it is our Constitutional mandate to conduct the General and Regional Elections and the Local Government Elections whenever they are constitutionally due; so whether it is in 90 days then it is GECOM’s responsibility to conduct elections”. This was published in the Guyana Chronicle on December 27, 2018.

I wish our ‘fit and proper’, GECOM Chairman a speedy recovery to facilitate the electoral process in 90 days!

Countdown to elections Dear Editor, In examination of the noises caused by the strident Yes! Yes! Yes! of Honorable Member of Parliament Charrandas Persaud that have now ebbed and flowed in the national space since the night of December 21, 2018, I am drawn to Edward Fitzgerald’s “The Moving Finger writes; and, having writ, Moves on: nor all your Piety nor Wit, Shall lure it back to cancel half a Line, Nor all your Tears wash out a Word of it.”

That a single sentence should encapsulate all that has transpired to date is to recognise the power of poetry and to understand the importance of literature to any society. Fitzgerald’s translation of Omar Khayyam’s Rubaiyat speaks a pris-

tine truth. The National Assembly approved a resolution of no-confidence in the Government. There is no going backward on this vote, indeed there could not even be a pause in the proceeding. The finger has written and moved on. We are witnessing the attempts to lure that finger back, witty use of mathematics; public wailing; gnashing of teeth; invoking of piety; all to no avail.

The 90-day clock as prescribed by the Constitution, our supreme law, has begun to tick. As I write this, another day passes and the clock shows 69 days left before a General and Regional Election must be held as mandated. On March 21, 2019, that countdown expires. This countdown is

inviolate and is unhindered by any process or institution. The Judiciary may well have matters in front of it that pertain to various interpretations of the Constitution, but they do not in any way affect this clock, any determinations can only apply to future motions of confidence.

The state of readiness of the Guyana Elections Commission is not a factor, it is the President who sets the date of the elections. GECOM is provided billions in funding annually to be in a state of near readiness at all times in compliance with the vagaries of our Constitution. That tail cannot wag the dog.

The Granger Administration may shed tears, but they should

also end the disingenuous attempts to mislead our nation. We have no ‘Constitutional crisis’ the conflicts of Article 106 (6) and (7) will soon be resolved by the electorate. At that point members of the APNU+AFC Administration may well find acts that go beyond the description of ‘caretaker’ being examined by the judiciary for interpretation.

Editor, I hope this letter illustrates the need for the much-maligned arts in our education system; life cannot be lived by mathematical formulas alone, that may well lead us to being half the men and women we are meant to be.

But as decent as Greenidge is, he too must be afraid and is too old to go up against the dangerous PNC to ruin his chances of becoming APNU’s Presidential Candidate to contest the upcoming elections. For despite the earlier pronouncements by Volda Lawrence and Joseph Harmon, I really don’t believe President Granger will ever run again.

It is an undisputed fact that on that fateful evening of December 21, 2018, the Opposition motion was successfully carried, and the Government fell.

Now, like a drowning man, they are desperately grasping at straws to cling to power. Since then, Government has been stubbornly and shamelessly defiant of the Constitution, pursuing a series of frivolous actions to stop the inevitable - The resignation of the Cabinet including the President and new elections within three months according to Article 106 (6) of the Constitution. One cannot simply change the rules in his favour after the game has been played and lost.

The Charrandas vote in favor of the NCM has been totally ventilated. It is now time to move on. Regardless of which side of the political spectrum you’re on, the next few days will determine just how far one is prepared to go without compromising one’s integrity and political career.

The intent of Government Ministers will be scrutinised and characters questioned.

I am sure that if asked, every Guyanese would say that they’re a patriot. But how many, like myself, would willingly risk their lives for this country? And to a lesser extent, how many would

sacrifice their jobs, insecure though it may be at this time, to prevent Guyana from turning into a pariah state?

For selfish reasons, I wager not many would do it. But I’m equally confident there are still good patriotic men and women whose loyalty to Guyana and her people is above reproach.

Both Nagamootoo and Ramjattan are too far gone, post-mortem don’t ever bring back the dead. But there are others in the AFC that should be concerned about their own political careers and the need to make amends for the betrayal inflicted upon their own supporters who once believed the AFC to have noble intentions. It is not too late.

It is to those and other Government Ministers that I make this appeal to put Guyana first. Save our nation from a constitutional crisis that will result in lawlessness, chaos, and the embarrassment of being the laughing stock of the Caribbean and the rest of the world.

As an individual with a conscience, you can resign now to protect what’s left of your integrity, credibility and your political and professional career. In a few short months, this Government will be forced to debit office and Guyana will be under new management. But you don’t have to go down like rats on a sinking ship to avoid being called a “traitor” and other derogatory names, you have a duty to put Guyana first.

And with a clear conscience, justify your resignation from Government as your patriotic duty to the pledge you took as a Member of Parliament.

arents who have specific fears or who are generally predisposed to anxiety often worry about passing their issues onto their children. I, for instance, become anxious at the mere thought of any type of needle, like the flu shot or a blood test. My anxiety over shots is almost as old as I am, and I was deeply concerned about my children picking up my fear.

My colleague, Dr Alice Boyes, author of The Anxiety Toolkit, and I talked about our personal fears and how to avoid passing them on to our children. Whether your anxiety stems from swimming, spiders, or sports, here’s how to make sure your kids stay worry free.

Our cheatsheet to help prevent passing on your fears

If you have a persistent fear, allow other adults in your child’s life to model a lack of fear. For example, a source of anxiety for Alice is dogs and animals generally – partly in terms of being bitten, but also about being unable to escape certain experiences like visiting people with dogs and their furniture being covered in pet hair or being licked by a dog, or a cat rubbing up against her leg. Alice handles this by making a point to let other adults expose her toddler to patting and playing with dogs, and teaching her child the skills involved in safely approaching and being around dogs and other animals.

Pay attention to your language. Anxious parents can find themselves constantly reminding their child to “be careful”.

This phrase is too non-specific and often too repetitive to be useful for your child’s development. Instead, help children learn to pay attention to signs of both safety and danger. For example: Safety sign: Your child may be timid about playing with children he doesn’t know, a position remarkably similar to how you felt as a child. You might say, “Did you notice that the other kids are smiling at you? I think they’re hoping you’ll come over and play with them.”

Instead of always pointing out danger signs eg, “Did you notice that log looks wobbly?” try pointing out safety signs like “Did you notice how sturdy this log looks? Let’s test it by standing on it before trying to walk across.”

Help your child adopt a problem-solving approach when she encounters anxiety-provoking situations.

For little kids, you can also create your own bedtime stories about characters using strategies to cope in situations where they feel upset or scared. Keep these stories light and, to avoid overdoing it, also tell stories that relate to other life lessons, like how to be patient or caring. Ask the school or local librarian for book suggestions that address overcoming fears or illustrate compassion or patience.

Don’t make your grownup worries your child’s worries. Sometimes we think children are more mature and able to handle more problems or information than they actually can. Let’s say you have money difficulties. A child can’t help, and some may start to think that you will lose the house or get divorced. In other words, don’t burden children with adult concerns that they are unable to solve. If they arise, help your child understand that there are responsibilities and decisions adults take care of that they don’t need to worry about.

Verbalise strategies you use to make yourself less anxious. Hopefully your child will learn to do the same. For instance, “I feel nervous about the talk I have to give at

work. I’m going to practise to be sure I know it.” Or, “When I go to the dentist, instead of being nervous about what he’s doing or the noisy equipment, I think about how shiny my teeth will look or how much better my mouth will feel when I leave.”

Help your child understand and label specific emotions. A child predisposed to anxiety may more easily recognise when she feels anxious than when she feels other emotions like anger, sadness, and guilt. Research shows that people who are able to granularly label their emotions tend to regulate them better, and that applies to children as well. Encourage your child to tell you what he’s feeling when he seems anxious or fearful and listen to what he says.

Tune out of the news. Understandably, you may have terrible anxiety about school shootings or child abduction.

Your children may hear something from a friend, at school, or on the news. If your children ask questions, answer them as best you can, and remind them that you will do everything you can to keep them safe. Limit your and your young children’s exposure to media broadcasts; overexposure only intensifies fears.

Seek out evidence-based solutions.

They’ll help you cope with your own fears and teach your children to do the same.

For example, in terms of needle phobia, the Children’s Hospital of Minnesota developed and successfully implemented four strategies to reduce this anxiety and manage pain. The techniques proved successful and other children’s hospitals are adopting them. More generally, for your child’s routine health needs (like the dentist) visit health professionals who have a good bedside manner and make visits positive and affirming experiences.

While anxiety isn’t pleasant, the better you understand and manage your own anxiety, the better you’ll be able to help your children navigate whatever they find anxiety-provoking, whether they have average levels of anxiety or are predisposed to being fearful. (psychologytoday.com)

Why chalk art with water?

Chalk art combined with water is a simple idea that requires little planning and is practically free but yields priceless rewards.

It combines three things kids love most: water, drawing and imagination.

Chalk art gives kids permission to tap into that impish feeling by drawing on the sidewalk, a fence or a wall and then splashing water everywhere. While they’re at it, they will create some individual and amazing art.

They can make chalk art almost anywhere outdoors – in your garden or yard, at the beach or at a neighbourhood park –as long as there’s access to water.

Simply make a chalk drawing on any ‘natural canvas,’ then add some water.

Water + Chalk + Kids = Fun Chalk Art. As the water mixes with the chalk, ask your kids to use their imagination to draw over the changing picture and create something new.

Use a watering can to sprinkle or a paintbrush to splatter water on a chalk drawing. What was once a face may become a pizza. Add antennae and it could become a monster.

Govt admits approaching Canadian High Commissioner for answers

overnment has admitted it approached the Canadian High Commission in Guyana after one of its security officer rendered assistance to former Member of Parliament, Charrandas Persaud, whose “yes” vote on a Noconfidence Motion brought down the Government.

In a statement on Friday, the Foreign Affairs Ministry admitted that a formal approach was made to the Canadian High Commission stationed in Georgetown.

According to the Ministry, explanations were sought about certain breaches of protocol, though it did not identify what these breaches were.

“In keeping with normal diplomatic procedures, a note was dispatched on Monday, January 7, to the High Commission and meetings were subsequently held on Wednesday, January 9, and (Friday) with High Commissioner (Lilian Chatterjee),” the statement said.

The Foreign Affairs Ministry went on to cite its responsibility to seek “clarification” on the reports of breaches of diplomatic protocol by a foreign mission which it received.

“This process in ongoing and the Ministry is working with the Canadian High Commission to ensure that the matter reaches a satisfactory conclusion,” the Foreign Affairs Ministry added.

On December 21, 2018, the No-confidence Motion brought by the parliamentary Opposition – the People’s Progressive Party (PPP/C) – against the Government succeeded when Persaud, at

the time an Alliance For Change (AFC) Member of Parliament, broke rank and made a conscience vote in favour of the motion.

Outside the chambers, Persaud said he voted that way because of the AFC’s subordinate role to the majority A Partnership for National Unity (APNU).

Persaud cited examples, such as Public Health Minister Volda Lawrence’s controversial statement about hiring party faithful, and pointed out that the AFC leadership did not condemn, but rather condoned the statement.

“I am an AFC member, and I’m extremely disappointed in the AFC team.

My reason for voting in favour of the motion is that I have no confidence in what the AFC team will do,” Persaud had said, when questioned by the media.

At the time, the former MP had noted that his actions have put his life in jeopardy.

As he broke tide and delivered the proverbial nail in the APNU/AFC coffin, the MP’s life was threat-

ened twice; he was hit by both colleagues flanking him as well as received many explicit comments within a five-minute period.

This was all done while the National Assembly broadcasted the sitting live on its website. The video on the Parliament website showing clearly what transpired. Persaud received the hostile treatment from his colleagues after he voted his conscience and sided with the Opposition People’s Progressive Party’s motion of no-confidence against the Government, of which he is a part. During the final part of the 03h:51m:04s video, during the second part of the debate, when Persaud delivered his first “yes”, all hell broke loose. He received the first punch on his left arm, at 03h:33m:04s in the video, by an APNU MP who insisted that Persaud “can’t vote against the Government.”

This was followed by a series of expletives by the same MP and surprisingly Persaud received another punch from another APNU MP at 03h:32m:28s in the video. Then came the issue of death threats to Persaud. If one listens to the video, you would find that at 03h:33m:04s and 03h:35m:35s in the video, he receives the threats “Charrandas you gon dead tonight” and “Charrandas you want dead tonight” respectively. It sounded as though the threats came from a female MP on the Government side of the house.

resident Donald Trump on Friday said he is planning changes to H-1B visas, which are issued temporarily to highly educated immigrants, so they can work in specialty occupations, that would create simplicity, certainty and a possibility that the workers could become US citizens.

econa Welcome was jailed for three years on Thursday for causing the death of her friend, Debra Pompey on June 24, 2017, following a vehicular accident at Liliendaal, Greater Georgetown.

Welcome was found guilty by Magistrate Alisha George at the Sparendaam Magistrate’s Court.

The prosecution contended that Welcome of Lot 391 Austin Street, Campbellville, Georgetown drove motorcar PSS 7195 in a manner dangerous to the public, thus causing the death of Pompey. According to the prosecution’s case, the 27-year-old woman also exceeded the legal limit of alcohol consumption.

made her first court appearance and was released on $520,000 bail. It was reported that on the fateful night, a group of friends, including Welcome, had just left the Giftland Mall after a bridal shower and was heading to Georgetown when she lost

Among those injured were 20-year-old Rodlyn Grace of Blygezigt Gardens; 18-year-old Shameica Martin of Beterverwagting, East Coast Demerara; the

The timeline for new elections: Article 106 (6) is unambiguous as can be – they SHALL be held in THREE months after a no-confidence vote!! Article 106 (7) specifies that this period can ONLY be extended with a two-thirds vote of the National Assembly – meaning the Opposition HAS to agree.

But while the Communiqué had the President agreeing with the Opposition Leader on the Article 106 (7) METHOD of extending the three-month time frame, he refused to accept the mandatory nature of Article 106 (6) if the Opposition refuses to authorise any extension.

He insists that the “readiness” of GECOM and the processing of his cases in the courts can stave off the elections in THREE months!! This is absolutely ridiculous!! GECOM’s always supposed to be in a state of readiness for elections. More so after they just came off an LGE! Furthermore, the day following the no-confidence resolution – December 22 – the CEO of GECOM said he was getting together his staff to prepare their strategy for conducting the elections in the time frame. That’s over two weeks ago and they haven’t uttered a squeak that they face any constraint!! Three billion dollars has already been voted for GECOM in the 2019 Budget for General and Regional Elections!

So now we hear Amna Ally saying they can’t see GECOM because the chair isn’t there, you can figure where this is heading!! The Chairman, we know, is seriously ill, and has had his sick leave extended to January 22! How do we know he’ll be better by then?? Can the doctor tell an 85-year-old patient to go to work, when he insists he’s still sick??

But the GECOM Chair has no responsibility for the OPERATIONAL readiness of GECOM – that’s the responsibility of the CEO Lowenfield and his Deputy Myers. WE know the last time he was needed, Lowenfield couldn’t be found – but did Ally seek him out??

Democracy’s being asphyxiated by the PNC. Once again! …Article 106 (7) The Communiqué declared: “the Leader of the Opposition contended that while the Government remains in office in accordance with Article 106 (7) of the Constitution, its functions must be confined to the provision of essential services of the State and to matters in relation to preparation for General and Regional Elections.

On the other hand: “The President emphasised that the Government is legal and that it must govern without any limitations on its authority. His Excellency further stated that there is no provision in the Constitution which imposes limitation on the Government to perform its lawful functions.”

How can this circle – the functioning of the National Assembly in the no-confidence interregnum – be squared? We can look at how others did it. We’ve repeatedly cited the 1979 noconfidence vote majority secured by Thatcher’s Tories against Labour. Twenty years later, in India, the BJP coalition also lost by one vote against the Opposition.

But unlike the PNC, the losers both resigned, and went into elections.

While taking no major initiatives in Parliament!! …the letter and the spirit of the Constitution No Constitution can cover all historical contingencies. But that’s where responsible governments will work out accommodations in the democratic spirit of their Constitutions.

How can the PNC occupy Government with 33 seats, yet claim it’s NOT a majority?

Guyana, 18 other OAS states refuse to recognise Venezuelan Govt – resolution adopted urging return to democracy, free and fair elections

n the same day as the swearing-in of Venezuela President Nicholás Maduro, Guyana was among 19 countries to support a resolution refusing to recognise the legitimacy of a Maduro Government and to call for fresh elections.

This resolution was taken at the level of the Permanent Council of Organisation of American States (OAS), of which Guyana is a member.

When the dust from voting had settled, OAS Assistant Secretary General Nestor Mendez announced that 19 voted in favour of the resolution, six were against it and there were eight abstentions and one member completely absent.

According to the resolution, the OAS would not recognise the legitimacy of Maduro’s new term as President. The resolution also urges member states to use lawful, diplomatic, economic and financial measures to restore democracy to Venezuela.

Among other things, it also calls for new, free and fair presidential elections to be held. The resolution notes that last year’s election failed to meet international standards for elections and lacked legitimacy.

The resolution also seeks “to invite Member States and Permanent Observers to implement measures to address the humanitarian crisis in Venezuela and impacted countries, through the support to appropriate international and regional organisations.

It also urges “the Venezuelan regime to allow the immediate entry of humanitarian aid to the people in Venezuela, including epidemiological surveillance, to prevent the aggravation of the humanitarian and public health crisis, particular-

ly against the reappearance and propagation of diseases,” going on to demand “the immediate and unconditional release of all political prisoners.”

The OAS resolution also assures the Venezuelan people of its solidarity and intention to restore democracy to the beleaguered Spanish speaking country, adding that the resolution will also be presented before the United Nations (UN).

It was noted in the resolution that Maduro’s Government has presided over “worsening political, economic, social and humanitarian crisis, resulting from the breakdown of democratic order and serious human rights violations in that state, and the Government of Venezuela’s negligence to meet the fundamental InterAmerican standards of human rights and democracy.”

It adds that “as a consequence, a significant number of Venezuelans are being forced to flee the country because their basic needs have not been met.” The OAS also noted that with the collapse of Venezuela’s healthcare system, there has been a reemergence of previously eradicated infectious diseases across that country and into its neighbors and the wider region.

It is understood that besides Guyana, the other 18 votes in favour of the reso-

lution came from Argentina, Bahamas, Brazil, Canada, Chile, Colombia, Costa Rica, Ecuador, United States, Guatemala, Haiti, Honduras, Jamaica, Panama, Paraguay, Peru, Dominican Republic, and St Lucia.

On the other hand, the six countries voting against were: Bolivia, Nicaragua, St Vincent and the Grenadines, Dominica, Suriname, and Venezuela. The eight countries that abstained were: Mexico, St Kitts and Nevis, Trinidad and Tobago, Uruguay, Antigua and Barbuda, Barbados, Belize, and El Salvador. Grenada was absent.

Intimidation It was only a week ago that Guyana’s Government had called on Venezuela to cease its intimidation tactics and respect Guyana’s territory. This had followed complaints late last year from ExxonMobil that the Venezuelan navy had intercepted one of its vessels while doing research work.

On December 22, ExxonMobil’s local subsidiary announced it was suspending the 3-D seismic tests it started only a month ago in Guyana’s Stabroek Block; after the appearance and approach of the Venezuelan navy caused the company’s seismic vessel to pack up shop and vacate the area.

Ramform Tethys, the

vessel in question is owned by Norwegian company Petroleum and Geo Services (PGS). The company was contracted by Exxon to carry out tests and acquire seismic data.

The incident came at a time when Guyana has an ongoing territorial integrity case with Venezuela.

While Guyana has submitted the relevant paperwork to the International Court of Justice (ICJ) the Venezuelan Government is yet to join the proceedings.

During the 2019 budget debates, Foreign Affairs Minister Carl

Greenidge had revealed that April 18, 2019 has been set for Venezuela to submit its counter memorial.

Guyana approached the ICJ in the hopes of a final judicial settlement of longstanding border controversies with Venezuela. When US oil giant ExxonMobil announced the first of multiple oil finds in local waters in 2015, Venezuela renewed its claim to twothirds of Guyana’s territory.

Venezuela has been against oil exploration in Guyana’s Stabroek Block, where multiple oil deposits were found by ExxonMobil, and has since re-

newed claims to the Essequibo region.

On January 30, 2018, Secretary General of the United Nations Antonio Guterres concluded that the Good Offices Process – which the parties had engaged in for almost 30 years, but it failed to achieve a solution to the controversy – and chose the ICJ as the next means of settlement, for which Guyana has long been advocating.

hree ultrasound machines were donated on Friday to the Public Health Ministry from the Guyanese Diaspora in Canada.

The donation was made through the Foreign Affairs Ministry on behalf of the Diaspora. This was made possible with contributions from North York General Hospital which donated the equipment to the Guyana Christian Charities Consulate in Toronto, Canada.

During the handing over ceremony in the Ministry’s Brickdam compound, Public Health Minister Volda Lawrence said one of the donated machines will be given to the Diamond Diagnostic Centre, on the East Bank of Demerara; another to the CC Nicholson Hospital at Nabaclis, East Coast of Demerara; and the other machine to the Materials Management Unit of the Ministry.

“The collaboration between the Ministry of

Foreign Affairs and the Ministry of Public Health is in consonance with ongoing efforts which include the facilitating of the annual medical outreach by the Canada Guyana Outreach Mission (CANGO) who are members of the Diaspora in Canada,” Minister Greenidge is quoted by the Department of Public Information as saying.

Meanwhile, Minister Lawrence emphasised that specialists who are assigned to these facilities would be most grateful because it means the turnaround time of them having information about their patients will be shorter with the improved capacity to administer treatment in a timely manner.

Corentyne man Driver escapes after minibus beaten to death topples on Homestretch Ave P

wo persons are now in custody as Police probe the death of a Corentyne, Berbice carpenter, who was found lying on the Corentyne Highway.

Dead is Navindramauth Bowman, also called “Altaf”, 21, of Lot 54 Number 70 Village, Corentyne. Reports are Bowman was beaten by two persons after he went away with a $5000 bill they had given him to purchase a bottle of rum which cost $1500. Speaking with Guyana Times, the dead man’s uncle, Mohamed Safraz Noordeen, said he was approached and told of the transaction. According to Noordeen, he was visited by a villager who is commonly called “Two Feet”, who related to him that Bowman went away with $5000 which he and another had given him to purchase rum.

"He come to me and tell me that Altaf take $5000 from him to buy rum and he aint bring back their money.

The second time he come he say that he gone kill Altaf if he see him first... Is about 15 minutes after I telling my sister in front the story and I get a message that Altaf lying down on the road.”

According to Noordeen, it would appear as though the now dead man was hit to the head.

The young man’s grieving aunt, Bibi, related that prior to leaving home, Bowman had asked her for money and she gave it to him.

Meanwhile, an investigation was launched into the young man’s death and Police acting on information received went to a house at Fyrish, some 35 miles away from where the incident occurred, and arrested two men.

Also at Fyrish, a woman was questioned by Police and reportedly told investi-

gators that “Two Feet” and another known as “Ariv” had gone to her house for refuge, claiming that they had beaten a man but could not say if he was dead. The two suspects in custody are cooperating with the Police probe.

Bowman, 21, was picked up on the same spot where the body of a 26-year-old carpenter was picked up on November 1, 2017.

The lifeless body of Fayaz Narinedat was picked up at Number 70 Village just over two years ago at the same spot. Five men and two women have since been charged for his death. The alleged mastermind of that killing, Marcus Bisram, who lives in the United States is yet to be extricated to face charges locally.

olice are on the hunt for the driver of minibus bearing registration number BWW 4714 that was involved in an accident on Homestretch Avenue, Georgetown on Thursday evening, which left several persons nursing multiple injuries.

Reports are at about 21:30h, the Route 41 minibus toppled several times before coming to a halt. Guyana Times was told that the driver of the minibus, which was proceeding West along Homestretch Avenue at a fast rate, lost control of the vehicle causing it to topple, throwing several passengers out of the minibus as it toppled.

However, after the bus turned turtle, the driver managed to free himself and ran from the scene, leaving the passengers to fend for themselves.

Several passengers were rushed to the Georgetown Public Hospital by Police. This newspaper was told that no one suffered any life-threatening injuries.

he University of Guyana, Turkeyen Campus through its registrar, Dr Nigel Gravesande and President of the United Minibus Union (UMU) Eon Andrews recently inked a three-year agreement for the provision of transportation services for staffers and students.

On Friday the university announced that the agreement covers those who travel the Georgetown to East Coast Demerara route which caters for 47 registered Route 44 bus drivers who ply the Georgetown/

Turkeyen route, from 07:00h to 21:30h, Monday to Friday, and 07:00h to 18:30h on Saturdays.

“The current fare for that route is $120 per person. While the drivers who ply the Turkeyen to Mahaica route will operate from 16:30 h to 21:30 h from Monday to Friday. The current national fare structure applies for villages along that route,” the University said on Friday.

In addition, the agreement states that the UG sticker must be prominently displayed on each bus and both drivers and conduc-

tors are expected to wear the t-shirts and caps provided by the Union and adhere to the Code of Conduct agreed to by both parties at the signing.

Important to note is that minibuses not registered with the UMU - UG Turkeyen Branch will not be allowed to enter the campus “for the purpose of being a transportation provider on the routes specified.”

The need for adequate and readily available transportation services has been outlined as the University currently has about 8,000 students enrolled.

Check the kits regularly. Replace missing items or anything that has expired.

urns are a potential hazard in every home. In fact, burns (especially scalds from hot water and liquids) are some of the most common childhood accidents. Babies and young children are especially at risk – they’re curious, small, and have sensitive skin that needs extra protection.

Here are some important ways to protect kids from burns — as well as falls, electrical shocks and household fires — in your home.

In general

Make a fire escape plan with two ways out of the house, plus a designated meeting place once out of the house. Practice the fire escape plan regularly.

Keep an emergency ladder on upper floors of your home in the event of a fire. Keep the ladder in or near the room of an adult or older child capable of using it.

Make sure you have a smoke alarm on every level of your home and in each bedroom.

Test smoke alarms monthly and remember to change the batteries twice a year.

Replace smoke alarms that are 10 years or older.

Install a fire extinguisher in the kitchen and know how to use it.

Keep matches, lighters, chemicals, and lit candles out of kids’ reach.

Don’t smoke inside, especially when you’re tired, taking medication that can cause you to be drowsy, or in bed.

Move chairs, cribs, beds, and other furniture away from windows to prevent children from climbing onto sills. Never leave a child alone around stairs.

Don’t keep loose rugs on the floor.

Never put babies in child safety seats, in-

fant seats, or bouncer seats on a countertop or on top of furniture. The force of the baby’s movements could propel the seat over the side and cause serious injuries. Never leave a baby unattended on a changing table or bed. If you get a phone call while you have your baby on the changing table, hold your baby while you answer the call or check your phone later.

Make sure all pieces of furniture a child might climb on – tables, bureaus, cabinets, TV stands, etc — are sturdy and won’t fall over.

Attach protective padding or other specially designed covers to corners of coffee tables, furniture, and countertops with sharp edges.

Clean up any spills around the home right away.

Keep stairways clear of toys, shoes, loose carpeting, etc. Place a guard on banisters and railings if your child can fit through the rails.

Teach your toddler how to go down stairs backward — your child’s only example is you going down forward.

Electrical equipment and appliances

Put child-safety covers on all electrical outlets.

Get rid of equipment and appliances with old or frayed cords and extension cords that look damaged.

Bind excess cord from lamps or other electrical equipment with a twist-tie to prevent injury from chewing on cords. You also can purchase a holder or spool specially designed to hide extra cord.

Position television and stereo equipment against walls so small hands don’t have access to the back surfaces or cords. It’s best to secure TVs by attaching them to the wall.

Make sure all wires to seasonal lighting,

such as holiday tree lights, are properly insulated (for example, make sure they don’t have exposed or broken wiring). Bind any excess cord and unplug lights when they’re not in use.

Check electronic toys often for signs of wear and tear; any object that sparks, feels hot, or smells unusual must be repaired or thrown away immediately. Replace batteries in electronic toys regularly and look for any signs of corrosion in the toys.

Clean the clothes dryer vent of lint after each use.

Don’t run electrical wires under rugs or carpet.

Don’t overload electrical sockets.

Keep any decorative items away from windows, doors, and ceilings. Make sure anything you have near the ceiling is not blocking any sprinklers you may have installed.

Choose sleepwear that’s labelled flameretardant (either polyester or treated cotton). Cotton sweatshirts or pants that aren’t labelled as sleepwear generally aren’t flameretardant. If you use cotton sleepwear, make sure that it fits your child snugly.

Make sure any nightlights aren’t touching fabric like bedspreads or curtains.

Bathroom

Set the thermostat on your hot water heater to 120°F (49°C), or use the “low-medium setting” — a child can be scalded in five seconds in water at 140°F (60°C). If you’re unable to control the water temperature (if you live in an apartment, for example), install an anti-scald device, which is relatively inexpensive and easily installed by you or a plumber.

Always test bath water with your elbow

or the inside of your wrist before putting your child in it.

Always turn the cold water on first and turn it off last when running water in the bathtub or sink.

In the tub, turn kids away from the faucet or fixtures so they’re less likely to play with them or accidentally turn on the hot water.

Install grounded circuit breakers in the bathroom.

Make sure older kids are especially careful when using irons or curling irons. Unplug these items after use and, when cool, store out of reach of young children.

Apply nonskid strips to the bottoms of bathtubs.

Kitchen/dining room

Have a three-foot “no play” zone around the stove where kids are not allowed to be.

Don’t let a child use a walker in the kitchen (experts strongly discourage any use of walkers).

Don’t drink hot beverages or soup with a child sitting on your lap, or carry hot liquids or dishes near kids. If you have to walk with hot liquid in the kitchen (like a pot of soup or cup of coffee), make sure you know where kids are so you don’t trip over them.

Don’t hold a baby or small child while cooking.

Turn pot handles towards the back of the stove every time you cook.

Block access to the stove as much as possible. (It’s a good idea to install a stove lock and stove knob locks.)

Don’t warm baby bottles in a microwave.

The liquid may heat unevenly, resulting in pockets of hot breast milk or formula that can

scald a baby’s mouth.

Keep hot drinks and foods out of reach of children.

Avoid using tablecloths or large placemats.

A small child can pull on them and overturn a hot drink or plate of food.

Unplug all kitchen appliances when not in use and keep cords far from reach.

Make sure to use cabinet locks on cabinets containing cleaning products. Many can cause burns. Always store cleaning products in their original containers, never in milk or plastic jugs.

Outside/in the car

Don’t use fireworks or sparklers.

Use playground equipment carefully. If it’s very hot outside, use the equipment only in the morning, after it’s had a chance to cool down during the night.

Remove your child’s safety seat or stroller from the hot sun when not in use because kids can get burns from hot vinyl and metal. If you must leave your car seat or stroller in the sun, cover it with a blanket or towel.

Before leaving your parked car on a hot day, hide the seatbelts’ metal latch plates in the seats to prevent the sun from hitting them directly.

Don’t forget the sunscreen when going outside. Use a product with an SPF of 15 or higher. Apply sunscreen 20-30 minutes before going out and reapply every two hours or more often if in water.

Keep infants under six months out of the sun.

If your child has started to ride a bike, make sure he or she wears a helmet and is well-versed in bicycle safety and signals.

Make sure sidewalks and outdoor steps are clear of toys, objects, and anything blocking a clear path. Repair any cracks or missing

pieces in walkways.

Be sure outdoor playground equipment is safe, with no loose parts or rust.

Make sure playground surfaces are soft enough to absorb the shock of falls. Good surface materials include sand and wood chips; avoid playgrounds with concrete and packed dirt.

Be prepared

If you have young kids in your home, childproof as much as you can. Get down on your hands and knees in every room of your house to see things as kids do. Be aware of your child’s surroundings and what could be dangerous.

Of course, childproofing shouldn’t take the place of parental supervision. Keeping an eye on kids is the best way to prevent accidents.

It’s always a good idea to: Learn cardiopulmonary resuscitation (CPR) and the Heimlich manoeuvre.

Keep these numbers near the phone (for yourself and caregivers): toll-free poison-control number child’s doctor’s number parents’ work and cellphone numbers neighbour’s or nearby relative’s number (if you need someone to watch other children in an emergency) Make a first-aid kit and keep emergency instructions inside.

Teach your kids how and when to call 911 or other emergency numbers for help.

Install smoke detectors and carbon monoxide detectors.

Even with these precautions in place, kids still can get hurt and accidents do happen.

No more cover-up of Police crimes – President T

he Commander-inChief of the armed forces, President David Granger, has cautioned ranks of the Guyana Police Force (GPF) that there will be no cover-up of any wrong doings that will tarnish the repairing image of the country’s premier law enforcement agency.

Speaking at the Police Force’s Annual Officers’ Conference on Thursday, the Head of State also warned senior ranks that they too will be held accountable for instructions passed down to their subordinates.

“Officer, the days of concealing security sector mistakes and misdeeds are over. The Force’s officers will be held accountable for the consequences of their actions and for the instructions that they issue to their subordinates”.

Over the years, the Force has been undertaking measures to curb corruption among officers.

“Officers are paid more to do more, not as a reward for

past efforts, but as a promise of what they are capable of doing. The Force is not merely one for shine shoes and soft raiment. It is not an organisation only for deskbound clerks and land-lubbers. Officers have to get out of their offices into the regions and divisions,” the

To this end, President Granger reminded ranks of their oath, urging them to show professionalism in executing their duties.

“The most senior officers must visit, they must inspect, they report, and they must correct problems where

they exist and whenever they arise. Every barrack room, every bicycle, every boat, every Constable, ever horse, every kitchen, every station, every stable, every vehicle, must be checked.

[They] must be checked daily, weekly, monthly and annually by a supervising subordinate or gazetted officer to ensure that they are fit and proper to perform their functions”.

Granger underscored that the Police Force, if it is to maintain public security, must ensure that it enjoys public trust. “The idea of public trust arises out of the relationship between the Police and the public, of course. All politics is about people. It follows that whatever trust the people place in the Police must be respected.”

In fact, bribery, the President noted for example, is regarded as a notorious crime because it contributes to corruption and, thereby, undermines public trust.

“The existence of a commission, however, is not enough to guarantee that the Force would be officered by persons who are competent, committed and uncorrupted. A Force which is contaminated by corruption cannot safeguard the security of our citizens. Service in the Force must be based on the values of commitment, competence and incorruptibility,” Granger noted.

Meanwhile, Police Commissioner Leslie James assured that public security will be maintained.

The theme for this year’s conference is “security sector reform implementation – enhancing capacity through training, infrastructure and human resource management.”

In recent years, one of the troubling issues that continues to beset the GPF is corruption, particularly in the Traffic Department.

Many ranks in this department have, over the years, been accused of turning a blind eye to many traffic offences, once errant drivers and law breakers pay up.

Wanted man caught - remanded for armed robberies

3 9 - y e a r - o l d North Ruimveldt, Georgetown resident, who was wanted for robbery under arms, landed himself in court before Magistrate Leron Daly, who remanded him on Friday when he appeared at the Georgetown Magistrates’ Courts.

Shawn Woodluck was slapped with a charge which stated that he robbed Revon Thorn on January 9, 2019, of a gold chain worth $75,000 while being armed with a gun and in the company of another.

Another charge stated that on the same day at East Ruimveldt, Georgetown, while being armed with a gun he also robbed Nash Moore of items worth $150,000; including a cellphone and cash, which were

the property of both the victim and his employer Massy Distributions.

Additionally, Woodluck was charged for robbing Shazeer Latiff on January 5, 2019 of two gold chains valued $600,000 at Broad Street, Charlestown, while he was armed with a gun and in the company of another.

Police Prosecutor Sanj Singh informed the court that the defendant was wanted for a similar charge, after which he stated that Woodluck was positively identified at an Identification Parade following the robbery on Massy Distribution truck.

He was remanded to prison and the case will continue on January 25.

Labourer remanded for trafficking over 20 lbs ganja

e o r g e t o w n Magistrate Sherdel Isaacs-Marcus on Friday remanded a 45-yearold labourer to prison after he was slapped with a charge of trafficking over 20 pounds of marijuana.

Seon Bartholomew is accused of trafficking 10,832 grams of cannabis on January 9, 2019 at Charlestown, Georgetown.

The prosecution is contending that the marijuana was found concealed in a suitcase, which Bartholomew admitted ownership.

Defence Attorney Phillip Da Silva in a bail application, submitted to the court that offence for which his client was charged is bailable, noting that the illegal drug was not found on his person. He further told the court that Bartholomew has no pending matters nor previous convictions.

However, Police Prosecutor Inniss objected to bail citing the seriousness of the offence.

Magistrate Marcus remanded Bartholomew to prison and the case will continue on January 25.

M&CC clearing illegal dump sites …persons to be prosecuted for illegal dumping

irector of Solid Waste at the Mayor and City Council (M&CC) of Georgetown, Walter Narine on Friday took on a new challenge to clear illegal dumpsites around the city.

In an interview with Guyana Times, the director noted that most of the 27 illegal dumpsites reported were cleared.

Narine noted that a crew from the M&CC have been working tirelessly to ensure the city is clean, especially with Mashramani just around the corner.

He warned that persons who continue to dump their waste illegally will face the full wrath of the law.

According to him, City Hall plans to reinforce the laws, which will see persons being prosecuted for illegally dumping their garbage.

This enforcement, he said, will be done by City Constables who will be looking out for such persons.

earing in mind that child sexual abuse is one of the worst forms of abuse against children, the need for counselling services to cater for children after abuse is often stressed, however, it is being reported that such services have been improved to help affected children recover.

This is according to ChildLink, an advocacy group which recently conducted a study on Child sexual abuse in Guyana.

According to the group, child sexual abuse is when an adult or older individual coerces, forces or persuades a child into sexual activities.

ChildLink describes the act as alarming and distressing since it causes trauma among other issues for a child.

The report was keen to note that the number of reports relating to child abuse has increased, especially child sexual abuse which may mean that more child victims are being enabled and empowered to recount what has happened to them.

More importantly is that some improvement has been recorded in the delivery of services to children who have been sexually abused.

“In 2014, there were 3,883 reported cases of child abuse to the Childcare and Protection Agency, 628 (16 per cent) were child sexual abuse cases. In 2017, the CPA report reflected a total of 4,179 cases of abuse with 841 (20 per cent) of those cases being child sexual abuse.

In a period of three years (20142017) there has been an increase of 5 per cent of reported child sexual abuse cases,” the report finds.

In addition, “In 2015 and 2016 the CPA received 676 and 734 reports of sexual vio-

lence, respectively constituting 15 per cent of the reported cases of abuse against children.

In 2017, the CPA reports indicated there were 4179 cases of child abuse, of which 20 per cent was cases of child sexual abuse totalling 841 reported cases,” ChildLink expressed.

According to the group, since the launch of the Sexual Offences Court in November 2017 by the acting Chancellor and the Judiciary there has been approximately 80 per cent successful prosecution rate of child sexual abuse cases that have made it to the new Court.

About 30 per cent of reported cases of child sexual abuse are referred to the Child Advocacy Centres (CACs) where children receive services to specifically address the trauma and support through the legal process.

Although some are supported through their rehabilitation phase the report finds that over 500 children annually may not receive any counselling for the trauma they have suffered and are likely to grow into adulthood bearing the wounds of their traumatic childhood.

It is for this reason that psychosocial support services in all regions of Guyana for children is a necessity for developing a socially and mentally healthy community and society.

ChildLinK and Forward Guyana in collaboration with the Child Care and Protection Agency (CCPA) managed to open Guyana’s first CAC in Georgetown in February 2014.

Another was opened in Region Five (Mahaica-Berbice) in May 2015 followed by another in Region Three (Essequibo Islands-West Demerara) in September 2015.

Blossom Inc, another partner of the CPA, opened another

CAC in Georgetown and another in Region Two (PomeroonSupenaam) during the 2015 to 2016 period. Since the opening of the CACs, both agencies have been receiving referrals from law enforcement, the Director of Public Prosecutions (DPP), the Ministry of Education through the schools, Georgetown Public Hospital, and the Childcare and Protection Agency of children who are known or suspected to have been abused sexually.

From February 2014 to December 2017, these referrals to CACs operated by ChildLinK totalled 171 in Region 4 (Georgetown); 87 in Region 5 (West Coast Berbice) and 80 in Region 3 (West Bank Demerara). ChildLinK received a total of 338 referrals during this time period.

Data for this report was collected from the children’s files or face-to-face interviews, as described below. While those children who are reported to CACs are undoubtedly just a small portion of the victimised children in Guyana, and most likely differ in some ways from their peers who are abused but do not come to the attention of authorities, these children, nevertheless, provide a chilling insight into the problem of CSA in Guyana, and potential solutions. Child Advocacy Centres (CACs) are internationally accepted as the best model for investigating and coordinating efforts for suspected child victims of sexual and other violence.

According to this model, professionals from the Police, Public Prosecution, Child Protection services, medical teams, and NGOs coordinate their efforts to investigate serious crimes against children through the CAC.

Irfaan Ali’s legal challenge

High Court hearing adjourned …Top Cop, DPP no show; send legal reps

ormer Housing Minister Irfaan Ali’s move to legally challenge the validity of the 19 charges which were brought against him by the Special Organised Crime Unit (SOCU) last November, was convened at the High Court on Friday and further adjourned to next Thursday.

The respondents in the case did not attend the in-chamber hearing but their legal representatives made their appearance.

Police Commissioner Leslie James and Chief Magistrate Ann McLennan were represented by the Attorney General’s Chambers; while Prosecutor Tashanna Lake showed up on behalf of the Director of Public Prosecutions, Shalimar Ali-Hack; and State Counsel Leslyn Noble for Police Detective Corporal Munilall Persaud.

Boston but was represented by Attorney Devindra Kissoon on Friday. Following the in-chambers hearing, the lawyers exited and only said that the proceedings will continue next Thursday.

Meanwhile, the deadline for submission of affidavits and statements is January 14.

The Georgetown Magistrates’ Courts proceedings against Ali were halted after the challenge was filed to question the merit of the charges.

The writ filed by Ali related to the sale of lands at Plantation Sparendaam, East Coast Demerara, to which he positions that the charges are “irrational, arbitrary, capricious, whimsical, malicious, biased, without any proper evidential basis, made in bad faith, influenced by irrelevant and improper considerations and motives, unreasonable, discriminatory, unlawful, null, void and of no effect.”

The application sought two orders of Certiorari – the first one quashing the decision of the DPP to charge him with the offence of conspiracy to defraud contrary to common law; and the second, to quash the oath of Persaud, given at the Georgetown Magistrates’ Courts in re-

Illegal firearm, ammo land duo on remand

37-year-old carpenter and his alleged 24-year-old accomplice, who are both known to the Police, on Friday appeared before Magistrate Leron Daly after they were slapped with a joint charge for possession of an unlicensed firearm along with matching ammunition.

It is alleged that Lloyd Sadloo of Mocha Arcadia, East Bank Demerara; and Seon Bourne, of High Street, Georgetown, had in their possession a .38 pistol along with four live matching rounds of ammunition without being licensed firearm holders on January 7, 2019 at Vlissengen Road, Georgetown.

Sadloo was represented by Attorney George Thomas while Bourne was represented by Attorney

Adrian Thompson, who both made bail applications on behalf of their respective clients.

According to the prosecution’s case, the duo was intercepted by patrolling ranks in motorcar PWW 5460, which was parked in the vicinity of the 1763 Monument.

A search was conducted and the firearm and ammunition were found inside the car. Both men denied knowledge of the illegal weapon and were arrested and charged for the offence. Police Prosecutor Sanj Singh informed the court that Bourne is wanted for two counts of armed robbery and simple larceny.

Magistrate Daly remanded both men to prison. The case will continue on February 15.

“Change cannot wait”, say concerned Guyana Goldfields shareholders …urge entity to hold meeting soon

he group of concerned shareholders of Canada-based Guyana Goldfields Inc, who has called for a shakeup of the company’s leadership over claims of poor performance and declining stock prices, is urging that the meeting requested over a week ago be held urgently.

Last week, the shareholders who together own not less than five per cent of the issued and outstanding shares of the company, announced that they have requisitioned a meeting for the purpose of reconstituting the entire Board with new experienced, accountable and qualified directors capable of fixing performance issues, leading a share price recovery and executing a value-maximising transaction. The ‘concerned shareholders’ also provided a list of nominees who they

want to replace the current Board of Directors.

In a statement on Friday, the shareholders noted that under applicable rules, the Board must honour the request by calling a meeting within 21 days of the requisition. According to the shareholders, this meeting is urgently needed to halt dramatic value-destruction and improve the company’s performance. As such, they are urging the current Board of Directors to respect the rights of shareholders in the period before the requisitioned meeting.

Moreover, the shareholders are warning the Guyana Goldfields’ Board of Directors to refrain from self-serving or defensive actions that are detrimental to shareholders’ rights.

“Shareholders are telling us that they’ve had enough of

the dramatic value-destruction that has occurred under the stewardship of this Board and are seeking a new path, with new Directors, who can turn things around. They share the concerned shareholders’ view that the longer it takes to change the Board, the worse things are going to get for shareholders,” said Patrick Sheridan, one of the largest shareholders and founder of the company.

In Friday’s missive, Sheridan, who is also a former Executive Chairman and former Director of Guyana Goldfields, expressed gratitude to other shareholders who have reached out to express support for the ‘concerned shareholders’ Director nominees and related proposals.

he Ethnic Relations Commission (ERC) has embarked on a developmental trajectory in the public awareness arena in collective efforts to foster unity among Guyanese by launching its harmony campaign.

In the company of the Chairman of the Commission, John Smith; Social Cohesion Minister, Dr George Norton; Social Protection Minister Amna Ally; Education Minister Nicolette Henry; former Prime Minister Samuel Hinds; Commissioners of ERC and other stakeholders, a series of new material were launched for public welfare.

A sociable and remodelled website was introduced, featuring information about the Commission’s work and monthly newsletters, distributed with only the requirement of a subscription.

Additionally, Five Public Service Announcements (PSAs) are expected to be broadcasted along with the introduction of the ‘Harmony Challenge’, several posters, a harmony “passport”, brochures and two billboards.

also referred that there is still a barrier between the classes of urban and rural living.

“As Guyanese, we must determine if we want to be a people that are miles apart or we are working towards our nation’s motto where we are coming from different cultures, different religions, different world views and different socialisation.

We still have major problems with class in Guyana, with rural and urban and we have to come from those standpoints and come together.” Dr Norton gave his presentation on behalf of the Government, by noting, “We are a caring people, which makes our diversities our strength…For this to materialise, harmony is an important ingredient and one of the most powerful component of harmony that unites us at the core is music.” The ERC was established as a constitutional body by Constitutional Amendment (2) Act of 2000, which was assented to by the then President on August 11, 2000. It was recently reconstituted in April 2018.

In its last performance review – 2018 third quarter operational and financial results in October – Guyana Goldfields reported its gold production guidance was revised downward to 150,000– 55,000 ounces as grades have not rebounded as quickly as anticipated in the fourth

quarter. This represents a reduction from the previous range of 175,000-185,000 ounces of gold. Consequently, cost of sales was also revised to US$1030-US$1055 per ounce and all-in sustaining costs of US$1025-US$1050 per ounce, and cash cost (before royalty) of US$660US$685 per ounce for the year. Meanwhile, back in August, the Canadian mining company confirmed its intentions of laying off approximately 80 local workers in a bid to consolidate its operations. Aurora Gold Mines’ Public Relations Officer, Leon Roberts, had explained that the company would be focusing its operations at Aurora, located in Region Seven (Cuyuni-Mazaruni), thus cutting back operations from its Greenfield prospect, also located in Region Seven.

Thai Police: Saudi asylum seeker is flying to Canada

Saudi asylum seeker who fled alleged abuse by her family is leaving Bangkok on Friday and will fly to Canada, Thailand's immigration police chief said. Police Chief Surachate Hakparn said the 18-year-old woman, Rahaf Mohammed Alqunun, would leave late Friday evening.

He gave no other details.

He earlier said several countries including Canada and Australia were in talks with the UN refugee agency on accepting Alqunun. A spokesman for Canada's foreign minister said he could not confirm she was coming to Canada.

Alqunun's case has highlighted the cause of women's rights in Saudi Arabia.

Several female Saudis fleeing abuse by their families have been caught trying to seek asylum abroad in recent years and returned home. Human rights activists say many similar cases have gone unreported.

Alqunun was stopped last Saturday at a Bangkok airport by immigration police who denied her entry

Former Windies skipper Lloyd bats for former players to fill top coaching post L

egendary West Indies captain Clive Lloyd believes more regional players should be given a chance to lead the unit in the wake of the appointment of Englishman Richard Pybus to the post.

The 54-year-old former director of cricket and head of the high-performance centre was appointed to the position on an interim basis last week. According to Cricket West Indies, (CWI) Pybus will oversee the upcoming series against England and this summer’s ICC World Cup campaign.

Despite the position being announced as temporary, the former Pakistan and Bangladesh coach was selected ahead of several

former West Indian players that had shown an interest in the post. Among them was former opener Desmond Haynes.

“I heard about it but I thought they were quite a few names put forward and I think somebody had said that Desmond was one of those names,” Lloyd told the popular cricket radio show, Mason and Guests.

“What I would like to see in the future of our cricket that people like Gordon Greenidge, who has coached all over the place, and Desmond

helsea midfielder Cesc Fabregas has joined Ligue 1 side Monaco, managed by his former Arsenal team-mate Thierry Henry, on a three-and-a-half year deal.

The 31-year-old Spaniard captained the Blues in the FA Cup against Nottingham Forest on Saturday and was in tears as he applauded fans at the final whistle.

He joined Chelsea from Barcelona in 2014, having played 303 times for Arsenal between 2003 and 2011.

Fabregas described the move as “a new project”, calling it a “great honour”.

etired Windies all-rounder Dwayne Bravo has lamented a lack of opportunity to make a bigger impression at the international level.

The 35-year-old called time on his international career last year, following a 12year stint with the regional team. At the time of his retirement, the Trinidadian native had, however, not played Test cricket since 2010 or an ODI game since 2014.

In T20 international’s Bravo had fared a bit better playing his last match against Pakistan in 2016.

During his playing days, Bravo was among a group of senior players that often found themselves at odds with the regional governing body (then WICB) and infamously captained the team that abandoned the tour of India in 2014 over a wage dispute.

The player, however, continued to play T20 League cricket going on to be considered as one of the best all-rounders in the world.

“I could have achieved a lot in international cricket, but it was cut short. I am happy that I was able to represent West Indies at the international level. Not too many people get the opportunity to represent their country,” Bravo said.

“I am fortunate enough to have been a part of the West Indies set-up for more

Cricket West Indies President, Dave Cameron and his colleagues on the Nominations Committee of the ICC will gather in London over three days next week to make the recommendations for the best candidate.

The ICC will be looking to replace outgoing CEO, Dave Richardson, who will step down at the end of the World Cup this July when his contract expires. Richardson occupied the post for seven years and has already intimated the global body that he will not seek an extension.

Fruta Conquerors drawn in Group A – kicks off on April 5

he Confederation of North, Central America and Caribbean Association Football (CONCACAF) conducted the official draw for the 2019 CONCACAF Caribbean Club Shield, at its headquarters in Miami, Florida.

The second edition of the tournament, which will be hosted in Curaçao from April 5-15 as part of the expanded CONCACAF Club Competition Platform, will feature the participation of clubs from 13 different Caribbean Associations.

The draw, which sorted the clubs into three groups of three and one group of four for the first round of the competition, was conducted by CONCACAF’s Director of Development, Jason Roberts.

As such, Guyana’s Fruta Conquerors have been placed in Group A, the only group with four teams, with the likes of Curaçao’s Jong Holland, Scholars International Sports Club of Cayman Islands and Santiago de Cuba.

Group B has Weymouth Wales (Barbados); SV Real Rincon (Bonaire) and Club Sportif Moulien (Guadeloupe) while Group C consists of Hoppers FC (Antigua and Barbuda); Platinum Football Club (Saint Lucia) and Rams Village Superstars (Saint Kitts and Nevis).

That means the remaining three teams, defending champions Club Franciscain (Martinique), Dakota FC (Aruba) and SV Robinhood (Suriname) were pitted against

each other in Group D. After round-robin play, each group winner and runner-up will advance to the quarter-finals. The quarter-final winners will automatically qualify for the semi-finals.

The two finalists will dispute the final on Monday, April 15, 2019. The complete schedule will be released in the coming months.

The winner of the 2019 CONCACAF Caribbean Shield, provided said team fulfils the CONCACAF Regional Club Licensing criteria, will have the opportunity to face the fourth-place finisher of the 2019 Flow CONCACAF Caribbean Club Championship in a playoff match to determine the fourth Caribbean representative in the 2019 Scotiabank CONCACAF League.

Jaguars’ batting looking ominous as centuries pile up

T

he Guyana Jaguars batsmen are seemingly coming of age as the defending champions racked up their second successive 400-plus first-innings total this season, with a few of their batsmen hitting triple figures to further highlight their prowess.

The Jags have been renowned for posting good scores over the years, but this season, it seems like the champs are hungrier than ever with more impetus being injected into the structure of the team. Guyana’s execution thus far has been graceful in most departments, but it is their immense batting strength, which seems to be overshadowing any errors that they Anthony Bramble might have made to date.

The senior men, as predicted, have been more impactful than before as they seem to be a bit more mature in their approach to Four-Day cricket. Anthony Bramble’s knock in the first innings against the Windwards Volcanoes was a testament to the responsibility shown by one of the seasoned guys.

After slamming a ton against Barbados, the wicketkeeper hammered 168 off 151 balls in a canter of an innings, which took Guyana from a harrowing place of 70 odd for the loss of three wickets. Bramble’s knock was his second 150-plus score in First-Class cricket, further highlighting the importance of senior batsmen stepping up.

The Jaguars’ other centurion from round four was Tagenarine Chanderpaul, who played a completely opposite innings from Bramble. The left-hander has been in good touch this season, managing a few good scores, but his workman-like century was a demonstration of his temperament and ability to grind the bowlers.

to convert strong starts into big scores. However, it seems like the son of Windies legend Shivnarine Chanderpaul has finally found his rhythm and could churn out more triple-figure scores in the rounds to come.

On the other hand, star players in skipper Leon Johnson along with the returning Windies pair of Shimron Hetmyer and Keemo Paul missed out in the first innings. Their star power was not missed as the Jags were treated to a mature 72 off 144 balls from all-rounder Romario Shepherd, who kept the line-up firing despite a few hiccups.

One of Guyana’s frontline pacers, Shepherd is also a player who could join the ranks of Paul, Hetmyer and Sherfane Rutherford should he continue to rack up more scores of 50 or more. With Clinton Pestano continuing to chip in with useful runs, Shepherd, batting at number seven, has the important role of being the barrier between the bowlers and the ‘tail’, which can certainly wag if needed.

Apart from the boon of the Jaguars batting, the downside is that Johnson especially will need to throw up a few big scores at number three, given that Vishaul Singh, Raymon Reifer and Chandrapaul Hemraj are on international duty with the President’s XI squad.

Notwithstanding the few worries with the bat, issues which will likely be resolved by the next round with Johnson and company possibly coming to the party, the Jaguars will want to continue posting 400-plus scores batting first. With six rounds left, it is clear that the Jaguars could see a number of their batsmen finishing in the upper echelons of the run-scorers when the tournament ends.

Through this competition, the participating clubs continue working with CONCACAF towards a long-term vision to professionalise the club game across the Region.

In the inaugural edition of the CONCACAF Caribbean Club Shield, Club Franciscain of Martinique were crowned champions with a 2-1 victory over Suriname’s Inter Moengotapoe. Rose Hall Town Metro won the toss and elected to bat first on the lightning-fast Hampshire Ground. West Indies training camp selectee Shabiki Gajnabi and Samaroo added 80 for the first wicket before Gajnabi was caught for a well-played 68 which included seven boundaries and five huge sixes. Samaroo played within herself for a mature 44 (five boundaries) while Oma Matadin (10) and West Indies batter Shemaine Campbelle (12) reached double figures as Rose Hall Town Metro reached 168 for 8 from their allotted overs.

K Fraser and Lafona Gilegous took three wickets apiece for 31 and 27 respectively while Tremayne Smartt, playing as a guest player, took 2 for 20. West Berbice, in response, had very limited opportunities to score freely as Rose Hall Town Metro capitalised on

their opportunities. They were restricted to 58 for 7 in their 25 overs, with none of their batters reaching double figures.

BCB President Hilbert Foster praised Rose Hall Town Metro for emerging as the Berbice female cricket champions in the three-team Tournament. Foster also hailed the Nand Persaud Group of Companies for its continued support of cricket in Berbice.

Special mention was made of General Manager Mohindra Persaud, who was described as a true friend of sports in Berbice. The BCB boss stated that while his Board was the only one in Guyana to organise female cricket in 2018, 2019 would see a minimum of three tournaments for females.

He committed the Board to being very proactive in promoting female cricket in the Ancient County and called on the female players to be more committed and disciplined.

Guyana, T&T to host CPL’s 2019 opening games, play-offs

head of the 2019 season, Hero Caribbean Premier League (CPL) and Cricket West Indies (CWI) joined forces to structure the best possible window for the 2019 edition of the tournament; allowing fans to see the Windies biggest T20 stars in action.

This year will see for the second time a number of contracted CWI players representing the various franchises. Regarding the move to ensure that the very best players are available during the tournament, Hero CPL Chief Operating Officer (COO) Pete Russell said, “We are very pleased to be playing our tournament in August and September for the third successive year and we have now agreed that this will be the time of year that CPL takes place for the next five seasons.”

from strength to strength with a number of young talents being promoted to the world while T20 world stars are being churned out by the numbers on an annual basis.

Russell further stated that the move now afforded guaranteed availability of top players. “Fans now associate this time of year with Hero CPL and we have already started work on bringing the party to life in 2019.

Having the best Caribbean cricketers and the world’s best overseas players is what our tournament is all about, and this window gives us that,” he said.

Over the years, the CWI and CPL have

grown closer owing to both entities inevitably having to share the talents of the Caribbean; thus resulting in a phenomenal partnership which now ensures that the fans are treated to the best cricket, with the best West Indies players on show.

Speaking on the newly-constricted window, CWI CEO Johnny Grave stated, “The Hero CPL has developed into one of the best and most exciting T20 competitions in the world and we look forward to hosting another successful tournament later this year.”

He continued, “We are pleased that we have been able to find a window in our Windies in-

ternational calendar to ensure that all the best Caribbean cricketers can take part, as the tournament plays a crucial role in our preparations and planning for the T20 World Cup in 2020.”

Meanwhile, according to a release from the Hero CPL on Friday, the seventh edition of “Summer’s Biggest Party” will get underway from August 21 and will run up to September 27 with 34 high-intensity matches set to thrill the Caribbean fans.

Much like last year’s edition of the tournament; the Hero CPL will bowl off its opening round of games in the twin-island republic of Trinidad and Tobago and Guyana. Following the opening rounds, teams will tour the Caribbean before returning to the two territories to wrap up the competition with the playoffs and finals.

t was a beautiful day for cricket at Providence; Tagenarine Chanderpaul finally jumped the hurdle – after batting for approximately 10 hours, he reached his second First-Class century. He remained unbeaten on 116 off 484 balls, including 10 boundaries.

The second day was dominated by Jaguars after they racked up 454-9 declared and grabbed five Volcanoes wickets at stumps, as the visitors are trailing by 355 runs. Keemo Paul was the star of the show with the ball, ending the day with 4-28, removing the first four Volcanoes batsmen. Paul removed the prized scalps of Devon Smith and Captain Kirk Edwards in another dominant day for the Jaguars.

Earlier, Jaguars resumed the second day on 307-6, with the intention of extending their first innings dominance and setting a mammoth first-innings score. Chanderpaul began the day on 71 with his partner, Romario Shepherd, on five. Shepherd started off with finesse, clipping fast bowler Sherman Lewis for four the first ball of the day. The strong Berbician continued to time the ball to perfection as he drove Lewis straight down the ground for another four, to set the tone early on day two for the Jaguars.

The Chanderpaul and Shepherd partnership continued to flourish and the latter picked up boundaries at will and rotated the strike with great comfort. Jaguars reached 350 after 107.4 overs when Shepherd took a single off the bowling of left-arm spinner Larry Edward. The Tucber Park player, who resides in New Amsterdam, Berbice, edged closer to his half-century, while Chanderpaul inched closer to his century.

In the 125th over, Shepherd exploded, hitting left-arm spinner Kaveem Hodge over his head for a six followed by a four in the same area to reach his second half-century in First-Class cricket. After Shepherd smoked Edward into the media centre for six, Chanderpaul remained patient and reach his century.

The magic moment came when he flicked Josh Thomas into the mid-wicket area, scampered for two runs and raised his bat as he reached his second First-Class century.

His century came off 424 balls batting for 429 minutes hitting seven fours, nine twos and 46 singles. The left-handed Chanderpaul and Shepherd batted until lunch in a wicket-less first session on day 2. Guyana Jaguars were 403-6 in 130 overs at lunch with Chanderpaul unbeaten on 101 from 427 balls and Shepherd on 68 off 134 balls.

In the afternoon session, post lunch, fast bowler Thomas started proceedings, bowling in the right channels. He was rewarded when Shepherd became his fourth victim, four overs after the lunch interval. Shepherd was out caught at first slip off a Thomas ball that he played a false shot, which was easily pouched by Devon Smith. Shepherd played a good knock of 72

from 144 balls that included six fours and two sixes.

The Volcanoes broke the 121-run partnership between Chanderpaul and Shepherd, with the score on 411-7 after 134.3 overs. Clinton Pestano replaced Shepherd as he partnered the rock-solid Chanderpaul. Pestano was his usual aggressive self, hitting Thomas for a six, straight over the longoff boundary. Pestano continued to hit boundaries at will, but his breezy innings came to a close when he was out caught by Roland Cato off the bowling of Jordan after scoring a 30-ball 20, inclusive of two fours and one six.

With the score on 443-8, the Volcanoes were sensing a declaration. After Permaul (02) became the ninth wicket with the score on 446, when he was out caught by Devon Smith in slips off Edward, Gudakesh Motie partnered Chanderpaul. The final batsman, who faced eight balls after cutting a ball past backward point for four, was left unbeaten on five when the declaration was made at 13:35h.
