uyana is expected to earn a whopping US$1.1 billion from its total share of profit oil for 2022, with the Finance Ministry mid-year report revealing that the country has already earned US$307 million in profit oil revenue for the first half of the year. The mid-year report, which was released over the weekend, explains that during the first half of 2022, there were five lifts of profit oil from the Liza Destiny and Unity Floating Production and Storage Offloading (FPSO) vessels. Apart from the US$307 million that Guyana earned from its share of profit oil, the country also received US$37.1 million in royalties in the first half. Considering the over US$100 price per barrel of Brent crude, Guyana’s earnings are ex pected to exceed US$1 bil lion by this year end.

“Government antici pates 13 lifts of profit oil for 2022, and subject to the evo lution of world market oil prices, now projects US$1.1 billion from the sale of the country’s share of profit oil, and US$147.7 million in royalties,” the mid-year re portWhenstates.it comes to the money in the Natural Resource Fund (NRF), the report explained that the cumulative balance on the NRF, inclusive of inter est income, was US$753.3 million at the end of the first half. This is after the Government would have withdrawn US$200 million in May, to fund its national development pertogasexplainedMeanwhile,projects.thereportthattheoilandsubsectorisestimatedhaveexpandedby73.5cent,whencompared with the first half of 2021. In the first half of the year, 34.6 million barrels of oil were produced, compared with 20.2 million barrels during the same period last year.“Given the outturn in the first half of the year, to tal production is expected to reach 93.6 million bar rels by year end, and with elevated prices supporting the sector, annual growth for 2022 is now targeted at 113 per cent,” the report states.Another component of the mid-year report is trade. According to the re port, merchandise trade balance improved in the first half of 2021 by US$1.8 million, growing to US$2.6 million at the end of June. “This substantial in crease is a reflection of growth in export earnings in the first half of 2022. Notably, total export earn ings more than doubled over the review period, growing by US$2330.2 mil lion to US$4352.3 million, and outweighed the 41.2 per cent growth in import payments. This is largely attributed to a robust per formance from the oil and gas sector, as well as a mar ginal increase in non-oil ex ports.”“Export earnings from crude oil amounted to US$3612.3 million at the end of the first half of the year, compared with US$1296.6 million over the same period last year. This is the result of an increase in the average export price of oil, combined with the in troduction of the Liza Unity FPSO to local oil produc tion,” the report also states.

The oil rich Stabroek Block, which is producing the oil, is 6.6 million acres (26,800 square kilometres). Exxon, through subsidiary EEPGL, is the operator and holds 45 per cent interest in the Block. Hess Guyana Exploration Ltd holds 30 per cent interest, and CNOOC Petroleum Guyana Limited, a wholly-owned subsidiary of CNOOC Limited, holds the remain ing 25 per cent interest. So far, Exxon’s total in vestments in Guyana total GY$1.3 trillion on its own and over GY$3 trillion with its partners. Additionally, the joint ventures explora tion and production plans up to 2025 will likely in crease their investments to more than GY$6 trillion. ExxonMobil has said it anticipates at least six projects offshore Guyana will be online by 2027, with production having already started in the second phase, with the Liza Unity FPSO vessel in operation. The third project –the Payara Development – will meanwhile target an es timated resource base of about 600 million oil-equiv alent barrels, and was at one point considered to be the largest single planned investment in the history of Guyana.Meanwhile, the Yellowtail development, which will be oil giant ExxonMobil’s fourth devel opment in Guyana’s waters, will turn out to be the sin gle largest development so far in terms of barrels per day of oil, with a mammoth 250,000 bpd targeted. In our editorial yesterday (RSS and Crime) we introduced the “Caricom Crime and Security Strategy”, which was adopted at the 24th Inter-Sessional Meeting of the Conference of Heads of Government on February 18-19 2013 in Haiti. More than nine years have elapsed and we honed in on Goal 7 of the strategy that focused on specific initiatives that were to be operationalised as a priority. It is clear from the alarming crime statistics that emanate from our territories that as a region, and as a country, we have lapsed in providing the fundamental raison d'être of the State itself – security for itsWecitizens.summarise the remaining initiatives of Goal 7: to “Strengthen the Effectiveness of Criminal Investigation through Modern Technologies and Scientific Techniques”. These are more macro-based, but are important especially since the trafficking of narcotics through Guyana and the islands pose one of the greatest challenges to professional crime-fighting: vi. The development of model legislative framework governing the use of forensic evidence in criminal proceedings, in particular implementation of legislation to support the taking and use of DNA samples will be pursued; vii. Caricom will also work towards establishing model legislation to govern the handling of physical evidence, particular in relation to chain of custody, storage, packing, labelling security of the evidence, and the transfer of evidence; viii. The establishment of National DNA Databases should be supplemented by legislation for the maintenance of forensic databases and provision for the sharing of information held within databases through a centralised automated Caricom DNA database; ix. A Caricom DNA database ought to be pursued and established within a clear framework that protects individual privacy and takes due account of the protection of legitimate personal data; x. The Community will pursue the establishment and implementation of a secure regional criminal database of fingerprints network; Caricom Automated Fingerprint Integrated System (CAFIS), which maintains individual privacy rights. Fingerprint data can reveal vital connections between people and crimes, and allow the identification of anonymous traces left at crime scenes, which will significantly increase the criminal detection rate; xi. The CAFIS will be complemented by the establishment of regional legal regulatory instruments to facilitate the sharing of automated digital fingerprint information, collection, and exploitation in law enforcement investigations and judicial actions; xii. The Region will take all necessary steps to enhance forensic and ballistic capabilities to prevent and solve gun crimes. The marking and tracing of guns are essential steps in mapping the gun problem, identifying routes and modes of illicit gun trafficking and curbing increasing gun violence in the Region. The Regional Integrated Ballistic Information Network (RIBIN), established within the context of the UN PoA, is a proposed ballistic informationsharing mechanism to track guns and ammunition used in crimes and to make this information available to law enforcement, customs and other security agencies. RIBIN will provide support to those Caricom territories that currently lack the requisite forensic capacity to identify the ballistic ‘fingerprint’ of ammunition used in crimes and to record the ballistic ‘signature’ of the firearm used. This will increase Member States’ capacity to link firearms used by specific gangs and also allow them the capability to trace the connections in the organised trade in illicit Small Arms and Light Weapons and ammunition;xiii.RIBIN, once fully incorporated, will eventually link with other systems, including inter alia the European Integrated Ballistics Identification System (Euro-IBIS), Canadian Integrated Ballistics Identification Network (CIBIN) in Canada and the United States National Integrated Ballistics Identification Network (NIBIN). This could be achieved through the establishment of protocol agreements to connect RIBIN to these other international networks; and xiv. Caricom will encourage the establishment of a Regional Investigative Management System (RIMS) to support difficult and protracted investigations. The team would be stood up when required to support a Member State in a complex or protracted investigation or an investigation into an incident spanning regional borders.”There must be a report by the authorities on where we stand in reference to the realisation of Goal 7. Since we called in the RSS to “assess” the Fagundes investigation, can we surmise that RIMS was established and is functional?
The Jamaica Productivity Centre (JPC) reported that Jamaican labour pro ductivity had declined by an average of nearly 1.5 per cent per year (Labour Market Dynamics, 2018), meaning the average Jamaican worker has been progressively contributing less to national economic wealth. This situation is not only untenable but un sustainable.Moreover, the Jamaican Gross Domestic Product (GDP) growth rate was re ported to be two per cent for 2018 and had aver aged roughly one per cent for the last 40 years. This was below the desired tar get of five per cent and the required eight per cent needed to significant ly transform the economy, according to the Economic Growth Council (EGC) of Jamaica. This conflu ence of factors could be ac counted for by low organi sational growth and could be the result of several fac tors, including inadequate ly skilled and competent employees and suitable Government policies to ad dress the Additionally,situation.atthe ter tiary level, studies have shown that the ratio of females to males was al most six to one, while in management up to 80 per cent of the team was typ ically made up of females (UNESCO). These figures demonstrate that there is a low number of males in tertiary institutions and the workforce. While it cannot be guaranteed that more male presence in ter tiary-level institutions will cause an increase in eco nomic performance, the disparity and under-repre sentation of males can be reviewed as a phenomenon requiring further analysis andThisexplanation.situation should be treated as more than just a problem in need of a res olution but rather an un usual phenomenon that necessitates additional ex planation and understand ing. By Jacqueline coke lloyd I n seeking to explain the paucity of males in tertiary institutions and management posi tions in Jamaica, this first in a five-part series of ar ticles assesses the statis tical underpinnings of the claims that there is in deed a dearth of males in these critical institutions in Jamaica and males are underperforming in com parison to females. Based on statisti cal data provided by the International Labour Organisation (ILO), fe males hold most of the managerial positions in Jamaica. Further research by the Statistical Institute of Jamaica (Statin) has also highlighted that males have a low matriculation rate in Jamaica's tertia ry educational institu tions. These two phenome na seem to be connected as the relative lack of males in these institutions may possibly feed into the lower number of males in mana gerialDatapositions.fromthe World Bank (2020) highlighted a 20 per cent attendance rate of males at tertiary-level institutions in Jamaica as of 2015. Furthermore, ILO (2018) noted that approx imately two in five man agers in the country are male.The data highlights two principal phenomena that served as the basis of re search done by Coke-Lloyd in 2020. On the one hand, the data showed that few er males were matriculat ing to the tertiary level in comparison to their female counterparts. And, like wise, there seems to be a lower presence of males in managerial positions in both the private and pub lic sectors.Without sufficient ex planation to the contrary, these postulations can present an image of male underachievement; howev er, such a conclusion would be misleading as deducing the phenomena of male un derachievement is depen dent on more variables than just matriculation rates. In some instances, it may be socially construct ed. The low male presence in the universities indi cates that fewer males are gaining qualifications at the university level in Jamaica, which would like ly lead to these lesser qual ified males being ineligible for managerial positions in theAworkplace.pertinent ques tion that must be asked is whether males are more likely to go into the non-professional sector. This might justify the sta tistics showing that fewer males are studying at uni versities. A related ques tion could then be whether or not the Jamaican educa tion system actually facil itates male learning. One must, therefore, be careful in drawing the conclusion that male under-represen tation at the university level reflects male under achievement.Thephenomenon of male under-representation in tertiary education and managerial positions must ideally be analysed as a social issue in Jamaica. Several authors have com mented on this phenom enon within this context, generally. Some have not ed that the problem of im balances in educational outcomes for males is re lated to the stereotypes associated with what they each should study, while others argued that a defi ciency in educational at tainment among males in the workforce would hin der the realisation of the full potential of the econo my. However, there is lit tle literature that supports the notion that this type of stereotyping is related to the under-representation of males in managerial po sitions in AccordingJamaica.tothe data, low male enrolment at the tertiary level and, conse quently, low retention and graduation rates may lead to a decimation of the tal ent pool. Whereas the for mer may indeed lead to the latter, more explora tion needs to be done on this phenomenon. The low rates of male retention and graduation from tertia ry-level institutions may have negative implications for the country's macroeco nomic growth in general.
In the Jamaican con text, the macroeconomic situation is even more per verse, possibly exacerbat ed by this phenomenon of male underperformance.

Dear Editor, Any political party con testing a general election would want a clean voters’ list, it is one’s sovereign right to contest in a clean and transparent system, however, when you anal yse the statements made by the Opposition PNC and their associated ac tion thereafter, you won der if they are truly inter ested in a clean voters’ list or obsessed by some other nefarious agenda. I will now walk you through a critical and detailed anal ysis of this latest call of theirs.So, I shall begin the unorthodox way by asking a few questions: What vot ers’ list are they talking about? Were they ask ing for a clean workable list that every contest ing party would be com fortable to work with? And the answer is a blunt no! Because they hastily started a house-to-house process in a region of their stronghold under the lead ership of a yes man James Patterson as GECOM Chairman. Their motive here was to compile a list of voters that they want ed to work with. They were secretly compiling a list that would bring them a sure win in the upcom ing general elections, the only obstacle that preclud ed them from succeeding was the time to do it, and there were too many inter national eyes all round. To buttress my point, I bring to your attention the brazen attempts at rigging and the voters’ list of Region Four, a strong hold of theirs. It was their planned objective to fiddle around with that list un til it brought them the de sired outcome. And no bet ter place to do it than in Region Four. The details of our discourse are there for your perusal. So, when the decision was made for a recount, all hell broke loose, because here they were caught in a bind, that is, how to get the numbers to add up. Having found themselves between the proverbi al rock and a hard place, there was a mad scramble to get the figures to add up, so the only option left was to cry foul, turn now and say there was a bloat ed voters’ list, dead voters voting, and those who vot ed were actually overseas! This old PNC tactic was resurrected in March 2020 to increase their chances to at least eke a win, but it failed misera bly. So, this latest call of a clean voters’ list before going into the next LGE and national elections is really a hoax or a charade. The PNC are not really in terested in a clean voters’ list as the reasons I’ve put forward earlier. In fact, in this the period of Claims and Objections, they have not come forward to show any cause of a bloated or a fraudulent list for reasons we all know fully well. But rest assured, they are put ting together their usual, “cry foul list,” after they would have lost the elec tions.Finally, gone are the days when a list was com piled in favour of the PNC and their shameful cha rade of an election. Those days when enumerators would ask of the regis trant which political par ty they would vote for. Gone are the days when there were more voters on the list than the actu al number of people living in an area. Gone are the days when you turned up to vote and you were told that you were dead or you have voted already, these days cannot be resurrect ed. So, cry your heart out Norton, you and your clap traps will not be afford ed the opportunity to get your filthy rigging appa ratus in action again, it is one man one vote from this time henceforth.

Apedestrian from Blankenburg, West Coast Demerara (WCD), was dealt a brutal death on Saturday evening after he was struck down and killed by a driver who drove away from the scene. Dead is Azaad Khan, 42, of Blankenburg, WCD. Police in Regional Division Three (Essequibo Islands-West Demerara) said after receiving infor mation about the accident, which occurred at around 19:45h on Saturday, an in vestigation was launched. Reports are that a black Allion motor car, PTT 952, hit the pedestrian on the Blankenburg Public Road, in the vicinity of the Blankenburg Nursery School.Police said the motor car was proceeding west along the southern side of the public road at a fast rate of speed and collided with the pedestrian, who was walk ing across the roadway from north to south.

V ehicular traffic was halted on both ends of the Demerara Harbour Bridge (DHB) for several hours on Sunday after a barge ran into Span 9 of the bridge during the retraction period. According to the DHB Corporation, the incident occurred at approximately 11:31h. At the time, a ves sel named “Desal 1” was carrying two tugs – Alpha 1 and Chaka – with sand, and was northbound when it hit the edge of the re tractor span (Span 9) of the Demerara Harbour Bridge. The impact from the collision pushed the bridge out of alignment, causing the breakage of the con necting end post at Spans 8 and 7; this in turn resulted in a transom to be warped with a slight opening. The accident also caused several buoys attached to the floating bridge to burst. Minister within the Public Works Ministry Deodat Indar told Guyana Times more than 10 areas of the Harbour Bridge were damaged from the collision. “There were some struc tural damages to the bridge under, especially with the arms that are holding up Span 9. There is some trans and beams, and end posts, and other structures that were damaged, [as well as] about four of the anchor chains were burst. A num ber of damages had hap pened,” Indar explained. Since the incident Sunday morning, engi neers and technical staff attached to the DHB Corporation were working on getting the bridge back in alignment for several hours.Ina statement from the Harbour Bridge on Sunday, it was revealed that the col lision pushed Span 9 out of line and also caused break age of the connecting end post at Spans 8 and 7. “That caused a slight opening there and no ve hicle can be allowed on the bridge out of an abundance of caution, we are working to get this [bridge] back up as soon as possible, but right now it’s hard to give a specific time,” one engi neer stated mid-Sunday af ternoon.While Minister Indar was at the bridge over seeing the works for most of the day, President Dr Irfaan Ali also visited the site inspecting the emer gencySincerepairs.this incident, the bridge had been closed to vehicular traffic on both ends for over seven hours. They were allowed TWO speakers after signalling they’ll be saying “sayonara” come December?? Inducement to stay on?? …but excluding?? Your Eyewitness waited in vain for Sarabo-Halley who’d founded the “Guyana Nation Builders Movement (GNBM), Jailall Sharma from the “Equal Rights and Justice Party” (ERJP), and Keith Scott from NFA!! In this month – designated as “Amerindian Heritage Month” to honour them – isn’t it time we jettison that colonial moniker and name it “Indigenous Peoples’ Month”?? What’s stopping us?? Those sourpusses who want to deny what being “Indigenous” implies in the modern world – and stress that SOME of the Indigenous aren’t really Indigenous since they migrated here later than the colonials – have shown their hand?? It isn’t just some pedantic exercise to “set the record straight” – but actually one to deny the Indigenous Peoples their land!! But the sourpusses are too consumed by jealousy and envy to acknowledge that it’s not just their “indigenousness” that gave the Indigenous People 18% of Guyana. It’s the same positivist law Europeans used to arbitrarily take over entire continents like Australia – by declaring them to be “terra nullis” (empty land) but couldn’t repeat it here because they acknowledged the existence of the Indigenous Peoples by signing treaties with them!!! Like treaties to trade or hunt down escaped African slaves, for instance. Couldn’t very well then turn around and say as they peered into the jungle, “Nobody there!!!” So when Burnham and crew went up to London – with Indigenous Leader Stephen Campbell – to negotiate for independence, the British acknowledged the Indigenous Peoples’ right to the land they occupied in Annex C of the independence agreement!! The Indigenous Peoples’ right to their lands in Guyana are on par with the Guyanese state’s rights to its Crown Lands!! How about THAT??!! All we can do is argue about “usufructuary rights” like mining and such like – as is happening at Chinese landing. How about the irony of that latter name?! In the meantime, the powersthat-be should get on with giving title to the Indigenous Peoples’ villages once they satisfy the criteria of the law laid down!!
A senior Police offi cial had told this publi cation that investigators were treating the couple’s death as a murder/suicide case and it is believed that Ramkellawan shot his wife to her head once before turning the gun on himself moments after they had a dispute at their residence. Reports are that the couple had been involved in a common-law relationship and operated a fuel busi ness from their residence along the Eteringbang Landing.Aneyewitness had said that hours before they were found dead, Ramkellawan and his wife were seen im bibing alcoholic beverages at their residence. This publication was told that after some hours of imbibing with each oth er, persons observed the man and woman engaged in a heated argument. Their row is said to have lasted quite a while before they eventually retreated to the inside of their home together.Shortly after the duo had entered their resi dence, persons in the area heard two loud noises, which sounded like gun shots, but could not ascer tain from which direction theySometimecame. later, their lifeless bodies were found lying next to each other on a bed in the home. It was an employee who worked for the couple that made the gruesome discov ery when he turned up at the residence/business and did not locate his bosses. Ramkellawan was dis covered bearing a gunshot wound to the right side of his head while his wife bore a single wound to the left side of her Additionally,head. a 9mm Taurus pistol along with eight live rounds were found on the bed between their two bodies, and two spent shells were discov ered in the bedroom. According to the report, internal revenue collections were recorded at $88.6 bil lion. The growth in internal revenue collections, the re port notes, was fuelled main ly by higher collection of corporate tax from private companies including those within the oil and gas sector. Taxes were also collected from financial institutions, retail sale, beverages, and the telecommunications sec tor. Additionally, both with holding and personal income tax collections increased mainly on account of the oil and gas sector. The report notes that withholding tax collections were $22.8 bil lion, while personal income taxes collections amounted to $26.8Anotherbillion.area that showed increases was customs and trade collections, which in creased by $1.1 billion to $13.4 billion in the first half of the year. The higher col lections, according to the re port, were primarily due to an increase of import duties of $807.6 million and envi ronmental levy of $154.3 mil lion.These stats, however, are in sharp contrast to VAT and excise tax collections, which the report notes declined by $6.9 billion to $43.2 billion, when compared with the cor responding period in 2021. “Over the review period, VAT from imported goods and services reduced by $1.4 billion, reflecting the impact of implemented budget mea sures, while VAT from do mestic supply grew by $2.2 billion. Excise tax collections declined by $7.8 billion to $15 billion during the first half of “This2022.”was primarily from reduced collections of $7.4 billion from imported petro leum products, which result ed from the policy measure to further reduce the excise tax rate to zero. This was implemented in an effort to cushion the effects of the ris ing fuel price due to the war in Ukraine and related geo political tensions,” the midyear report states.

That forecast incorporates an ex pected 20 per cent decline in harvested area in Ukraine as well as drought-driven out put declines in Morocco. When the People’s Progressive Party/Civic (PPP/C) Government pre sented the $383.1 billion 2021 budget, themed “A Path to Recovery, Economic Dynamism and Resilience”, it had announced a number of sweeping relief measures. T he Guyana Fire Service has launched an investigation into the cause of a fire that gut ted the famous China Star Supermarket in Lethem, Region Nine (Upper Takutu-Upper Essequibo), on Saturday night. Reports are that the fire started at about 20:15h at the supermarket, which is located in Lethem’s com mercialAccordingzone. to the Guyana Fire Service, the structure was a wooden and concrete building of two floors which was operated as a gener al store and served as the living quarters of Wuumo Cheng and Wuujian Giun.

Reports are that fire fighters responded to the fire at the home of 39-yearold Joshua Campbell and his family at Parika Façade, East Bank Essequibo (EBE), at about 09:30h on Friday. T he Works Committee of Region Six was forced to ask contrac tors to redo road repairs in Region Six (East BerbiceCorentyne).Thiswas revealed by Regional Vice Chairman Zamal Hussain. He was at the time addressing the Regional Democratic Council (RDC) at their monthly statutory meeting on Thursday.“Weareasking contrac tors to ensure that they do their work properly because we went very hard on some of the contractors – myself and the engineer,” Hussain said as he presented the Regional Works Committee report.He told the RDC that some of the roads checked by the Works Committee were not done to the expect ed standard.“Weasked them to redo it. There is one road in Liverpool where we only had money to do a certain part but we were asked to do the entire street and are doing that with the help of the Ministry of Public Works.”Hussain pointed out that all works are being monitored as he called on all Regional Councillors to also monitor all of the proj ects taking place within the region.Meanwhile, work is ex pected to commence shortly on the repairs to 268 roads in the region. The tenders closed on Wednesday. “That would bring the figure to well over 400 roads to be repaired in that region this year,” Hussain said. “This is a record, some thing that had never been achieved in this region be fore.”According to the Vice Chairman, who also heads the Works Committee, ca nal maintenance is continu ing and the quality of work has improved but there are still some problems with some of the work being done in theTheregion.ViceChairman took the opportunity to thank the Regional Executive Officer and the Works Committee for works done to the stan dard needed for the reopen ing of schools today. He pointed out that they were able to get assistance from Government part-time workers who are employed under a 10-day per month work programme earning $40,000 monthly. This is due to the fact that the existing width of roads is not adequate for the ever-increasing traffic. This was announced by Minister within the Public Works Ministry, Deodat Indar, back in June. He had noted that with the mas sive development Guyana is projected to undergo from its oil and gas sector, the Government will invest in opening out those choke points and constructing con nector roads, so that people can move freely. For example, the Minister explained, road widening works will com mence on the road at Grove leading to Good Success, East Bank Demerara (EBD), and it will be paved all the way to the Cheddi Jagan International Airport (CJIA), Timehri, EBD. According to the Minister, by the end of this year, the Government is hoping to finalise funds to put out tenders for the pav ing of the Soesdyke-Linden Highway. The choke point at the La Penitence Road which leads into Albouystown, Georgetown will also be widened to three lanes. Widening works will also be done at Cemetery Road, Georgetown, which will see the addition of two to three more lanes to ac commodate more traffic onto the Back Road. Similar works will be done on the road by the Russian Embassy in Georgetown, which when completed would allow for four lanes of traffic to come from Conversation Tree, Greater Georgetown and onto Durey Lane, Campbellville Georgetown. Over the next few years, the Government plans to do remedial works on be tween 4000 to 5000 commu nity roads across Guyana, including roads that were previously neglected. This is according to Vice President Bharrat Jagdeo, during a recent interview that was broadcast on social media. He explained that while the Government has been focused on getting the bigger road projects out of the way, they will be transi tioning to doing more work on community roads. “We’re now transitioning back to community roads that were neglected. So, in the next two, three years, we’d have to do maybe 4000 - 5000 community roads across the country. Good, solid roads so that when people come out from their houses, they can see the benefits.”

BK Quarries is con testing a decision by the Guyana Geology and Mines Commission (GGMC) to grant the quarrying li cences to the company, which, in addition to the Environmental Protection Agency (EPA), are listed as the respondents in its judi cial review application filed in June. In initial filings, BK Quarries had also named GGMC’s Commissioner Newell Dennison as a re spondent.However, the Commissioner of GGMC ap plied to be removed as a par ty to the Justiceproceedings.Persaud grant ed the application on the ground that there was “no cause of action disclosed against him”. As such, he has been de leted from the proceedings and BK was ordered to pay him $250,000 in costs on or before September 20. Further, BK Quarries had filed an application for the GGMC to disclose sev eral documents, including documents submitted to it by Hadi’s World in its quar ry licence applications. That application, was, however, denied by Justice Persaud who held that “[BK Quarries] has not demon strated any exceptional cir cumstances to justify the disclosuresAccordingsought”.tothe Judge, “the application for disclo sure seems to be an attempt to obtain as much informa tion as possible to unpick GGMC’s decision and seems to be a fishing expedition”. “[BK Quarries] has come to court to challenge GGMC and is required to prove its case based on the informa tion in its possession not on what it hopes to acquire through an application for disclosure within a Fixed Date Application,” said the Judge in his ruling. With the dismissal of the appli cation, BK Quarries has to pay an additional $150,000 in costs to GGMC. Injunction In its application for ju dicial review, BK Quarries through its lawyer Siand Dhurjon, complained that despite raising several ob jections, the GGMC and EPA went ahead with the granting of the licences to Hadi’s World which has no expertise in the quarrying industry.Among other things, the company is seeking an in junction to prevent Hadi’s World from occupying or taking any steps to develop 16,500 acres of land recent ly awarded by the GGMC as four quarrying licences. Dhurjon said that BK Quarries applied for a quarrying licence for an area in Iteballi, Region Seven (Cuyuni-Mazaruni) in August 2018 and is still awaiting a response regard ing its Hadi’sapplication.World, BK Quarries said, only applied for its quarrying licence in December 2020. BK Quarries con tends that the EPA ille gally waived the require ment for Hadi’s World to be subjected to performing an Environmental Impact Assessment (EIA) of four quarrying operations for the reason that the operations “would not significantly im pact the environment”. “This decision to award a company which does not own even a single crush er, 16,502 acres of land for quarrying was made al though BK Quarries had applied for a quarry licence since August 16, 2018, for a portion of the same area. BK Quarries Inc. was is sued a prospecting licence for the said portion in 2014, a licence which remains in force up to today,” BK Quarries said. BK Quarries’ legal doc uments outline that the Commissioner of GGMC had written to its owner, Brian Tiwarie, in December 2019 stating that his appli cation for the quarry licence at Iteballi was being pro cessed. It said it was even informed by GGMC that the area the company had ap plied for was “a considerable expanse of land” and that it would be required to reduce the acreage being sought. The said acreage was reduced by 50 per cent — from 9364 acres to 4680 acres, Dhurjon said, adding that on January 20, 2021, GGMC informed his client that all quarry licences ex tant and otherwise are to be reviewed by the GGMC’s Board of AccordingDirectors.to counsel, on February 6, 2021, as published in the Official Gazette, BK Quarries ob served that GGMC had published a notice of in tention to grant four quar ry licences to Hadi’s World of Lot 29 Lombard Street, Georgetown, over the areas which were covered by its [BK Quarries] prospective licences and 2018 quarry li cenceTheapplication.companysaid that it immediately protested the GGMC’s decision as unfair, unlawful, and unaccept able, and through its law yers, sent several letters to the GGMC that went un answered. The lawyer sub mitted that on February 18, 2021, several of GGMC’s Board members pointed out that the applications by Hadi’s World, which were still before the Board for consideration, had already been approved unilaterally by that it baffles the mind that the EPA would waive the re quirement for an EIA for the issuance of four contigu ous quarry licences that cov er a stunning 16,502 acres. “This is an area that is five times the size of the capi tal city of Georgetown and almost four times the 4500 acres that were approved for BK Quarries Inc in the same place.”According to Dhurjon, on June 15, 2021, Minister of Natural Resources Vickram Bharrat hosted a ceremony for the signing of the four quarry licences along with related EPA permits which were personally hand ed over by the Minister to Mohamed.Assuch, BK Quarries complained that it did not benefit from equality of treatment under the law by State agencies in breach of the Constitution since the GGMC had “a serious” con cern that it “could not ac tually use and occupy some 9,000 acres for quarry ing operations whereas the GGMC has licensed Hadi’s World Inc to use over 16,500 acres for quarrying opera tions.”“This is in spite of the fact that Hadi’s World told the Government enti ties that its quarrying op erations would only utilise less than 1000 acres com bined across the four licens es covering the 16,500 acres of lands given to them for quarrying operations,” the lawyerDhurjonargued.also alleged that the Board of the GGMC was biased in its decision. Considering this, Dhurjon is asking the court to grant an order of manda mus to compel the GGMC to take all steps necessary to see to the 2018 application by BK Quarries for a quar ry licence over the area of 9364 acres designated by the GGMC. The Youth Entrepreneurship and Apprenticeship Programme (YEAP) has been reinstat ed by the Government, along with the rehiring of the 2000 CSOs who were fired by the former APNU/ AFC Government. The pro gramme has also been ex panded to include 500 CSOs.To date, approximate ly 466 CSOs have been trained in the theoretical and practical areas of com puter literacy, introduction to solar installation and maintenance, garment con struction, tourism and hos pitality, and field operation and tractor maintenance, among others, amassing some $1.85 billion in train ing“Leadersfees. will benefit from continued support to build leadership capacity and we remain committed to supporting transparency and accountability within villages for the best interest of the villagers,” Minister Sukhai said. Trinidad’s Central Division Police have made a breakthrough in a robbery incident involv ing bandits pretending to be Police Officers. A Police press release said on Sunday, that Anthony Hoyte, 30, of Roystonia, Couva was expected to ap pear before a Chaguanas Magistrate today to answer 11 charges, namely three counts of robbery with vio lence, two counts of assault with intent to rob, one count of robbery with aggravation, and five counts of false im prisonment.Hoytewas charged on Saturday. According to reports, five men all dressed in Police tac tical wear and all armed, held up a man at Derrick Road, Chase Village last week. The men took the man to a nearby house where they relieved him of his cellphone. The suspects then en tered the house where they confronted the three occu pants and tied up two of them. President Wayne Forde has met Culture, Youth and Sport Minister Charles Ramson Jr to present the Federation’s 2021 audited finances and to thank him for providing financial support for the recently-concluded annual FIFA referee training course. The Ministry partnered with the GFF and offered financial support to offset the costs for this annual FIFA capacity-building course, which was held at the GFF National Training Centre in August, as well as the GFF’s ongoing referee development work and recruitment drive.

Acaptain’s knock from Deandra Dottin and bowling brilliance from Anisa Mohammed steered the Trinbago Knight Riders to a 10run victory over Barbados Royals to see them crowned champions of the inaugural Massy Women’s Caribbean Premier League (WCPL).With her team put in to bat, it was the Knight Riders’ Captain who shone, scoring the maiden half-century in WCPL history and helping her team to a defendable first innings score of 100-7. Hayley Matthews was pick of the Royals’ bowlers taking three wickets in the 19th over to finish with 3-22, including the key wicket of Dottin. In response, Aaliyah Alleyne and Britney Cooper went early in the chase, while Matthews dug in and looked to be the key to leading her team home. But wickets fell around her, and when she went for 46, the run chase was all but done. With just the tail to clean up, Knight Riders had the momentum and it was only fitting that Anisa Mohammed should take the final wicket and finish the game with 3-16 as her side cleaned up the Royals for 90. W hat ended up looking like a pretty one-sided thrashing was actually becoming a real nail-biter of sorts. It took a bout of rain to spice the game up, and in a reduced contest, Barbados Royals only just held their nerve to avoid what would have been a proper jailbreak.Things were almost about to end in heartbreak for the Royals, when at the end of a fiery four-wicket spell from Kyle Mayers that had the Kings on the mat at 10-4 in four overs, the heavens opened up without the mandatory fiveover quota being completed, and nearly robbed them of victory. But after a 45-minute break, that left Saint Lucia with 93 runs to win in 30 balls, Faf du Plessis, who watched his top order crumble from the other end, was joined by Alzarri Joseph, and together, they went ballistic. Joseph started off with a couple of sixes in the fifth over, before Faf took over and smashed a couple himself in the next. However, despite getting 63 runs off 24 balls, the DLS target – thanks to the four wickets lost early – was a mountain too steep for them to climb. With 30 runs needed off the last over, Faf bought the equation down to 18 off the last three balls, but Corbin Bosch held his nerve, bowled full, quick and straight, and closed out the innings. Earlier, Barbados got off to a blazing start in the powerplay with both openers – Rakheem Cornwall and Mayers – getting their team to 50 in five overs. But the bowlers pulled things back a bit in the middle overs, with off-spinner Mark Deyal picking up a couple of wickets and conceding just 15 runs in his four overs, to help restrict the Royals to 162. Wickets continued to tumble and the key moment came with 13 needed off 12 as Matthews couldn’t clear Glasgow at midwicket. She went for 46 leaving her team needing 12 from 10. It was too much for the tailenders facing the bowling of Mohammed, who cleaned up the tail sending Mandy Mangru’s bails flying. The Knight Riders, who lost the final of the inaugural SKYEXCH 6IXTY against the Barbados Royals, now have their payback. It was a phenomenal team performance led brilliantly by the power-hitting and elite display of batting from Deandra Dottin and a fitting finale for an incredible inaugural Massy Women’s CPL.
