past is sometimes less of a foreign country than you might imagine. On Friday morning, when my husband wondered aloud if we should get a new television “for the funeral” (ours is comically small), my mind turned not to the John Lewis web site, but to the coronation, the genera tions connected, even now, by the allure of an outside broadcast.

Queen’s College was founded not coincidentally in 1847 for boys and Bishops’ in 1870 for girls by the Anglican Church to cater to the educational needs of the elite to run the Civil Service or enter “the professions”. The Portuguese indentured labourers quickly decamped the plantations to establish businesses in Georgetown and their Church formed the Catholic Grammar School in 1866 which grew into St Stanislaus College by 1907. Their nuns formed St Rose’s High School as early as 1847 for females. It is a shame that even though all schools were nationalised in 1976, all schools have not been raised to the same level and these schools are still considered the premier schools that receive the top performers of the NGSA from across the entire country.
Finally, we must now aim for all students to complete at least three CAPE subjects for matriculation.

Some years ago, the Ministry of Education (MoE) had announced that it was going to rectify this situation by bringing all secondary schools across the country to the same standards in terms of qualified personnel and equipment. Primary schools would then send their graduates to the nearest secondary school. That such an approach is feasible is demonstrated in the performance of a Government secondary school –Anna Regina Multilateral School (ARMS) – and a private secondary school – Saraswati Vidya Niketan (SVN) –over the last few years. The MoE should craft a plan –including a timeline – for equalising the resources of all secondary schools. All secondary schools must offer a CAPE

all, the Queen was there, looking on. If it is, as many believe, a blessing to have a Head of State who does not express political opinions, then how much more propitious if that figurehead is also a woman. At first, this had to do with rar ity value; at least there was always one female in the official photographs. But down the decades, her gender was, in my eyes, a valuable thing in itself.

NGSA, which offers four subjects – English, Maths, Social Studies and Science – for assessment of the performance of our children, the results in Mathematics continue to be abysmal – more than half of the graduates fail the exam. This has been going on for far too long, and there have been several interventions, which have obviously also failed. The MoE will have to keep on working on this. Finally, the NGSA must be used for what it was designed: identify strengths and weaknesses of the students entering our secondary schools, where appropriate attention can be provided.Inthe equalised, CAPE-equipped secondary schools there should be a complete overhaul of the curriculum to cater for the new economy and lifestyles in the globalised world that we are entering. Take, for instance, the “Humanities” subjects which the colonial state gave much attention: in the developed countries, these are being jettisoned exponentially. The focus must be on the subjects that are technologically oriented and those that train graduates to actually work with both their hands and brains. The old colonial disparagement of working with one’s hands must be reversed. “Practical” subjects must not be viewed as only suitable for those who cannot excel academically.
The first decade of the Queen’s reign was replete with firsts for wom en, though some choose not to remem ber this now. In 1955, Dame Evelyn Sharp was appointed the first female Permanent Secretary (at the Ministry of Housing) and Barbara Mandell be came the first woman to read the news on ITN. Three years later, in 1958, Hilda Harding became Britain’s first female bank manager (at a branch of Barclays in Mayfair) and following the passing of the Life Peerages Act, three women took their seats in the House of Lords: Barbara Wootton, the crim inologist; Stella Isaacs, the founder of the Women’s Voluntary Service; and Katharine Elliot, the Conservative pol itician.

he dust is settling down from the reactions to the results of the National Grade Six Assessment (NGSA), and the CXC’s CSEC and CAPE exams released last week. Rather than parsing the specific performances, some comments on the form and content of those exams are in order. The passing of Queen Elizabeth II should remind us of their provenance – Britain, which ruled us from the beginning of the 19th Century. The Christian missionaries, in charge of the educational system from the beginning, generally modified the contents of the curricula to help ensure that the newly-freed slaves and the indentured labourers who replaced them in the plantations (which were the raison d'être for the colony) saw that the order in the colony were “for their own good”, since they were being tutored for their own upliftment.
It may be true that for many people, the 1960s began, as they did for Philip Larkin, in 1963, the year Friedan pub lished The Feminine Mystique. It was, however, a decade earlier that things, in terms of equality, started to change dramatically, a shift facilitated by the important work they did in the war, just like the Queen (she had joined the Auxiliary Territorial Service, where she trained as a mechanic).

The adroit way she wielded her in fluence, if not her power – dealing calm ly and delicately with male egos, for instance – was a lesson some of us ab sorbed, almost from childhood, by some strange form of osmosis. Is it fanciful to suggest that, like most women, she learned to work around the obstacles thrown up by sexism? To do what she could rather than worry about what she couldn’t? Even if it is fanciful, the thought is encouraging. “Funny busi ness, a woman’s career,” says Margo Channing, the character played by Bette Davis in “All About Eve”, that great film of 1950. Projection, in any case, is half of the point of monarchy. As I wrote at the time of the platinum jubilee, in the absence of facts, we made the Queen what we wanted her to be; her personality was ours to create. And here, perhaps, she scored again by be ing a woman, in full possession of the subtle emollience and extreme capa bility and stoicism I associate with my grandmothers and many of my female friends and which feels so reassuringly steady.Awriter in one of our more republi can-inclined journals suggests that the media, with its talk of broken hearts and bewildered crowds, has turned her death into a mere concatenation of our larger feelings, something to which he objects. But isn’t it supposed to be that? Wasn’t the Queen always a repository for our emotions? My own large feel ing, in a week in which a female Prime Minister decided not to appoint a min ister for women to her cabinet, is that we were lucky to have a Queen for so long; that even if (unlikely) he takes to reading Laura Bates or Caroline Criado Perez, a king won’t be half so important to women in a world in which things are still hard against us and likely to grow ever more so in the years to come. (The Guardian)(Rachel Cooke is an Observer colum nist)
In 1953, the question of how and where events at Westminster Abbey might be watched was, for most of the population, somewhat pressing. As the year began, fewer than two million peo ple owned a television set.
In other ways, it’s unrecognisable, for all that my parents inhabited it. If every one of the more than 500,000 TV sets sold in the six months before the coronation told a story of aspiration, for many women this stretched far beyond the material. When she was crowned, they could not take out mortgages in their own name, nor could they be fitted with a diaphragm without producing a marriage certificate. No wonder, then, that so many were half in love with the new Queen. Her youth, her beauty, her glamour. What might these things mean? Was a different future about to become possible?
In 1953, a girl had plenty more to think about than what kind of gown Norman Hartnell might be designing. Simone de Beauvoir’s The Second Sex had been published in English for the first time and female teachers such as Miss Moss had been recommended for equal pay. When the press referred to the New Elizabethans, it didn’t only mean men such as Nye Bevan and Henry Moore. It was a generation that included Barbara Ward, the econo mist; Rose Heilbron, the QC; Alison Smithson, the architect, and Sheila van Damm, the rally car driver and theatre manager.
Her spell fell not only on women like Miss Prudence Moss, a Wirral teach er whose new Pye tabletop set cost her more than 10 per cent of her salary, but even on those who might ordinari ly have been more cynical (or less roy alist). In her memoir The Centre of the Bed, Joan Bakewell, then a Cambridge undergraduate, recalls the dreamy ef fect its prospect had on her circle: “… a woman on the throne and one not much older than ourselves. There was a sense of light-heartedness about that: it felt, well, sort of contemporary, the turn of ourItgeneration.”wouldbepreposterous to describe the Queen as feminist. If she ever ut tered the word, it is not recorded; in The Uncommon Reader, the novella by Alan Bennett in which the Queen dis covers the charms of a mobile library, he has her reading Anita Brookner and Thomas Hardy, but no Betty Friedan or Germaine Greer (a story has to be be lievable, after all). But this isn’t to say that her ascension to the throne wasn’t

I repeat, based on what I have just stated, that all commendations are in or der as the “safe space” care initiative was conceptual ised by the Human Services and Social Security Minister, “… to protect the nation’s children while cre ating avenues for women to be gainfully employed”. ome might’ve thought that Pres Ali’s “Silica City” announcement two years ago was just a gimmick. But it should now be clear that unlike Burnham –who talked about having a new city on higher ground in the then North West District – this president isn’t just full of ideas like the departed dictator. Ali isn’t a “talk man” like his predecessor, but a “do man”!! It appears that Pres Ali has long nurtured this dream – since 2013 when he was Minister of Housing, to be exact. Maybe that’s the reason he did his PhD dissertation at UWI on urban planning?? And now that he’s got the authority to make his dream a reality he’s going full steam ahead!! Silica City here we come!!!
Thompson, who denied both charges, was remanded to prison.

So what makes Silica City right – apart from its alliterative ease on the tongue!? Well, it’s far from the madding crowd (and stench!) of Georgetown, but being near CJIA, it’s actually as close as you can get to the international investment crowd we’re trying to attract into our country!! And with the Highway to Lethem soon to be completed, it’s closer to both Linden and that behemoth in our south – Brazil – to which we’ll be strengthening our trading links!! Silica City’s also gonna be closer to the Intermediate Savannahs where we’re diversifying our agricultural base away from sugar and rice!!
Unrepresented by le gal counsel, he appeared be fore Senior Magistrate Leron Daly in the Georgetown Magistrates’ Courts and pleaded guilty to the follow ing offences: having a .38 revolver when he is not a licensed firearm holder; hav ing five matching rounds of ammunition, and having spent shells.
Meanwhile, last month, William Ramsey, a 38-yearold taxi driver of B Field Sophia, Greater Georgetown, who was nabbed by the Police with an illegal firearm and ammunition, was sentenced to two years’ imprisonment.

taxi driv er was remanded to prison after he was al legedly caught with an ille gal firearm and ammunition.
A39-year-old
It was further alleged that on the same day at the said location, while not li

censed to carry a firearm, he had three .38 live ammuni tion in his possession.
Jailed: William Ramsey
The ranks searched the driver and discovered the revolver with the matching rounds on his person. Asked if he was the holder of a fire arm licence, the driver re sponded in the negative, and as such was arrested.
What can you lose but the power to be crippled by strikes??!!

The prosecutor’s facts re vealed that at around 01:25h on the day in question, ranks on a Police patrol observed Thompson liming near a ho
He was arrested with the items on August 22 at Mandela Avenue in Georgetown.
A clip of a stadium of Irish football fans singing “Lizzie in a box” to the tune of KC and the Sunshine Band's hit song, “Give It Up” went viral upon hearing of the passing of Queen Elizabeth.
The President just reiterated the incentives that are available for “pioneers” as we begin to “bust open” our interior!! Now your Eyewitness feels we gotta speak frankly to those who’ll soon be hollering “discrimination!!” when Silica City’s off and running. Let them apply NOW for housing or business – or whatever – permits!! And if they don’t, too late shall be the cry!! Linden with its Opposition supporters are in the best position to take advantage of this opportunity – and the PNC should encourage and organise this initiative!!
Your Eyewitness is from the generation that remembers when the Pegasus (the “Peg” to insiders, thank you!!) was the pride of the GT crowd!! Hanging out at poolside, wolfing down hors d'oeuvre as discreetly as possible – while quaffing some cold Banks with Sly and the Family Stones crooning in the background – was the height of cool!! Anyhow, time and tide wait for no man – and evidently no hotel!! The edifice, where Elizabeth II had slept (Is there a sign “Lizzie slept here” in the room??) fell on hard times.
Remanded: Dexter Thompson
…back to #1?
Can he recapture some of that ole time feelin’?!!
S
Now, there’s many reasons why Ali’s locational choice is so appropriate. First of all, there’s the question of practicality: which investors and pioneers were going to move all the way to the now Region 1 to set up a new city?? Jim Jones II?? Hasn’t the Government been trying with Mabaruma for the longest while? Let’s face it – that idea wasn’t sustainable – like most of Burnham’s big ideas – and that’s why it never got off the ground – pun intended!! The time will come for Reg 1 to have its city – but not now!!
But your Eyewitness has a suggestion for Pres Ali. Why not move the Government’s administrative infrastructure to Silica City. That’s what Brazil did when they created Brasilia in the middle of the Amazon during the 1960s!!
…on in Ireland
There, two charges were read to the accused.
The first charge alleged that on September 6 at Robb Street, Georgetown, he had a .38 revolver in his possession when he was not the holder of a firearm licence.

tel and approached him.
Ramsey had told the court that he bought the fire arm and ammunition while he was in the interior a few months ago. He claimed that he bought the gun for his protection because he was robbed while working. After considering Ramsey’s early guilty plea, Magistrate Daly sentenced him to two years in prison on each of the three charges, and ordered that the jail times run concurrently.
Reports are that Police ranks, acting on informa tion received, went to Norton Street and Mandela Avenue, Georgetown, at about 06:30h on the day in question, and intercepted a white Toyota 212 motor car with registra tion number HB 9112, which was being driven by Ramsey.

Police ranks then searched his person and found the gun in the crotch of his pants. Questioned by the ranks if he was licensed to carry the firearm, the taxi driver responded in the neg ative, telling them that he bought the gun for his pro tection.

Meanwhile, provisions for a person to act in the office of the Police Commissioner are outlined under Article 211 (2) of the Constitution, and the provisions contained in Article 211 (1), shall apply to such an appointment as they apply to the appointment of a person to hold that office.

On August 11, Justice George dismissed Opposition Chief Whip Christopher Jones’s application in which he had sought to nullify Hicken’s appointment pri marily on the basis that the Head of State failed to “meaningfully consult” with the Opposition Leader as is required by the Constitution, to make such an appoint ment. But Justice George, in dismissing Jones’s case, held that President Ali could not be faulted for forging ahead with the appointment be cause, at the time of Hicken’s appointment on March 30, there was no Opposition Leader with whom the President is constitution ally required to consult. In the absence of an Opposition Leader and the Police Service Commission (PSC), she ruled that the President acted “out of necessity”, and in the in terest of national security, adding that it was reasonable for him to take action in his “own deliberate judgement”.
In dismissing Jones’s ap plication, she deemed its vex atious and an abuse of the process, while declaring that Hicken was appointed law fully. The Chief Justice also awarded costs against Jones to Nandlall and Hicken, which is to be assessed, if not agreed upon by August 31. Costs for the respondents, jointly, have since been pro posed at $3 million by the Attorney General. (G1)
In addition, Jones is claiming that CJ George also erred in law when she did not direct her mind proper ly to Article 232 (2) of the Constitution which provides that the terms of Article 232 (2) of the Constitution were only applicable “unless it was otherwise provided or re quired by the context”.
Article 211 (1) of the Constitution mandates that “the Commissioner of Police and every Deputy Commissioner of Police shall be appointed by the President acting after mean ingful consultation with the Leader of the Opposition and the Chairperson of the Police Service Commission (PSC) af ter the Chairperson has con sulted with the other mem bers of the Commission”.
JonesCommissioner.hadsubmitted that the President could have ap pointed someone to “per form the functions of” Police Commissioner as was done in 2020 with Nigel Hoppie, in stead of appointing someone “to act”, until an Opposition Leader was appointed. Justice George, in her deci sion, however, explained that the language of “to act” and “perform the functions of” are interchangeable as they are “one and the same thing”.
He argued too that in the circumstances of the instant case the Constitution did ex pressly otherwise provide or require by its context that the President’s power to ap point a person to the office of Commissioner of Police to act was conditional on meaning ful consultation as required by Articles 211 and 232 of the Constitution.Anotherground listed in the appeal stated that the Chief Justice also “…erred in law by finding that the President could have made an acting appointment to the office of Commissioner of Police without meaningful consultation is destructive to the specific Constitutional design and principles under pinning the pointmentclusionthatMoreover,Constitution.”itwasarguedJusticeGeorge’s“…conthattheactingapbythePresident

He deposed therein that on advice from his lawyer, he believes that the impact and purport of Justice George’s decision amount to a “grave and fundamental miscon struction of the constitu tional provisions which pro vide for the powers of the President to appoint persons to act in office established by the Constitution as well as to perform the functions of an office established by the Constitution”.Jonesfurther deposed that his lawyer has advised him that the resolution of the issues raised in the appeal is of “great urgency and public importance”.Joneslodged the ap peal less than one week af ter the Chief Justice handed down her ruling; contend ing, among other things, that she erred in law when she held that the President was vested with the authority to make an acting appointment to the office of Commissioner of Police under Article 111 of the “TheConstitution.Learned Chief Justice (ag) erred in law when she found that the President of Guyana could have acted out of necessity and exercised his own deliberate judgement pursuant to Article 111 of the Constitution to make an ap pointment for a person to act in the office of Commissioner of Police,” he further con tended.Inanother ground of ap peal, he argued that Justice George again erred in law when she found that there

Naseem Shah, steaming in, rattled Kusal Mendis's stumps in the opening over, but more pace awaited them in the form of Harif Rauf, who notched up pace in excess of 150 mph and picked up the wickets of Pathum Nissanka (caught at mid-off) and Danushka Gunathilaka (bowled). The boisterous cheer “Charles is King”, embodying the monarchical change and Charlestown’s triumph, was bellowed by the team’s many supporters. The joyous celebrations were preceded, of course, by sweat and toil on the young teenaged players’ parts.
A glimpse of the boys’ final between Charlestown and Ann’ Grove
From the first whistle, the determination to lift the ExxonMobil trophy was apparent by the intense hunt for an opening goal. Fans did not have to wait too long to see fireworks, as Charlestown Captain Malcolm Hendricks came in clutch for his team.Stealing possession from Ann’s Grove, Hendricks played through the middle and fired a lightning shot into the goal, yards outside of the box.

Indeed, East Ruimveldt’s girls returned from the break with fresh enthusiasm and a certain eagerness to equalise. In fact, they came close on multiple occasions, but misdirected kicks and squandered opportunities were as frequent.

Sri Lanka emerged Asia Cup champions for the sixth time with a 23-run win over the more-fancied Pakistan in Dubai.
Central to the title win was a counter-attacking batting effort from Bhanuka Rajapaksa (71* off 45) and Wanindu Hasaranga (36 off 21), who lifted Sri Lanka from 58-5 and set 171 for Pakistan, a target that proved too tall for Babar Azam and Co on the night. Absolute pandemonium broke out at the Ministry of Education Ground, Carifesta Avenue, as Charlestown Secondary on Saturday achieved what no other team imagined they could: a double championship win in the ExxonMobil Under 14 schools’ football tournament – claiming the boys’ and girls’ divisions.

A penalty opportunity finally came East Ruimveldt’s way and it was taken by Captain Azaria Wilson, and they finally added something to their scoresheet.

How the toss spiced things up Coming into this final, Sri Lanka's only loss in the tour nament came when they bat ted first. To be fair, it wasn't a one-off instance of them failing to put a total on the board; since the 2021 T20 World Cup, Sri Lanka had lost all of the seven matches they batted first in. Furthermore, the venue only multiplied the challenge on offer – teams chasing in Dubai had won 26 of the last 30 games lead ing into this final. So when the coin fell Pakistan's way, it pitted Sri Lanka's bat-first limitations against Pakistan's grey chasing record, mak ing for a fascinating contest.
