…extols benefits of integration in Caricom Day message

xtolling the benefits of integration to the Caribbean Community (Caricom) region, President Dr Irfaan Ali in his Caricom Day 2022 message made it clear that Guyana remains committed to making its contribution to the building of a prosperous, resilient and sustainable region.

The Treaty of Chaguaramas was signed 49 years ago, establishing Caricom and the Common Market. As a consequence, Guyana observes July 4 as a national holiday. As President Ali described it in his message, regional integration is still an ongoing exercise.

“As our community embarks on its 50th year, the coming 12 months are an opportune occasion for reflection on and a recommitment to the ideals of integration and towards advancing the Caribbean Single Market and Economy (CSME),” the President said.

“Regional integration is an ongoing enterprise.

Over the past 49 years, the Community has remained intact, its membership has increased, and it has expanded relations with countries, regions and groupings. Our community has survived the tempests of change and the turbulence of global challenges.”

Noting that Guyana is a founding member of Caricom, President Ali reiterated that Guyana remains committed to regional integration. He noted that through this, there is a greater prospect for betterment, prosperity and development that the Community, through the CSME. In fact, the President noted that the Region’s hopes and aspirations lie in securing the future for the Caribbean.

“As we collectively focus on climate change adaptation and mitigation, building resilience, enhancing and ensuring food and nutrition security, citizen security and energy security, improving access to financing and building social infrastructure, let us be mindful that in so doing, we are creating a more resilient and sustainable Caribbean.”

“In this regard, Guyana is vigorously exercising its role as Caricom lead on agriculture and food security. In May, we successfully hosted the inaugural Agri-Investment Forum and Expo. As we approach the halfway mark since the approval of the 25 by 2025 initiative to reduce the Region’s food import bill, we are generating impetus towards better enabling our

Region to better feed itself,” President Ali said.

And with the 43rd Regular Meeting of the Conference of Heads of Government of the Caribbean Community (Caricom) ongoing, President Ali noted that the leaders will be reviewing the overall progress towards integration and the CSME. “The Region’s leadership is engaged in charting the way forward. Each one of us embodies Caricom. May we continue to go forward with unity of vision and purpose to deliver on our shared aspirations of a healthy, prosperous and resilient future!”

President Ali further explained.

The President Ali-led Government has been at the forefront of an aggressive campaign to dismantle regional barriers to ag-

ricultural trade. President Ali has said that in the next four years, with the assistance of more diversified crops, Guyana would aim to reduce Caricom’s food import bill by 25 per cent.

Months after assuming office, President Ali had charged the Foreign Affairs and International Cooperation Ministry to assess and address the hurdles related to exporting food and agricultural products to markets within the Region. As such, concerns about barriers to trade in some Caricom markets were raised with the Council for Trade and Economic Development (COTED) earlier this year.

The Ministry subsequently formed a National Working Group on Barriers to Trade against Exports from Guyana. According to the assessment on mar-

ket access by the Working Group, most of the challenges found were related to technical measures including sanitary and phytosanitary measures. It also found several technical and administrative regulations that were all hampering the export of Guyanese products.

The Caribbean Community and Common Market was established by the Treaty of Chaguaramas, which was signed by Barbados, Jamaica, Guyana and Trinidad & Tobago, and came into effect on August 1, 1973. Subsequently, the other eight Caribbean territories joined Caricom.

The Bahamas became the 13th Member State of the Community on July 4, 1983, but not a member of the Common Market.

In July 1991, the British Virgin Islands and the Turks and Caicos became Associated Members of Caricom, followed by Anguilla in July 1999. The Cayman Islands became the fourth Associate Member of the regional grouping on May 16, 2002, and Bermuda the fifth Associate Member on July 2, 2003.

Suriname became the 14th Member State of the Caribbean Community on July 4, 1995.

Haiti secured provisional membership on July 4, 1998, and on July 3, 2002 was the first Frenchspeaking Caribbean State to become a full member of Caricom. (G3)

The East Coast Protest and Riot

esterday, in our editorial the “East Coast Protest and the Police”, we said that the protest “exposed…two issues that have been plaguing the nation from its birth in the sixties – the professionalism of the police and law enforcement forces or its lack thereof combined with the opportunism of the political opposition from whose constituency most of those forces are drawn”. We addressed the first issue there and move today to the second one.

As with the unprofessional forces, the opportunism of the political opposition is also visible since the sixties. The first riots of the Independence riots was Black Friday on February 16, 1962 and it not only bears an uncanny parallel with the riot at Mon Repos Market, but with every protest and subsequent riot since – in 1992, 1997, 1998-2008 and 2020. The Wynn Parry CoI, which examined the events of Black Friday, stated: “In Guyana during February 1962, opposition political parties and the Trades Union Council (TUC) mounted street demonstrations against the Budget introduced by the P.P.P. Government led by Dr Cheddi Jagan. These culminated in riots, arson, and looting on Friday,16 February.” In the present, the Opposition elements have refused to accept the March 2, 2020 elections results and have protested every initiative of the Dr Ali Government since August 2020.

The Report continued, “The fierce violence of Black Friday, resulting in the looting of a large number of shops and the destruction by fire of 56 premises, was caused by a sudden upsurge of anger occasioned by the false rumours of the death of a child caused by tear gas fumes. There had, however, prevailed for some months previously a feeling of unrest, mounting in some cases to a sense of resentment which led naturally, if not inevitably, to the events of the week under review....The leaders of the PNC were actuated through the failure of their ambitions…” This time there were also “failed ambitions” and the false claim that the Police rank who killed Quindon Bacchus had been freed.

At a meeting the night before the riot at the Parade Ground, Mr Burnham spoke. “He began by congratulating his listeners on the splendid performance of the morning when there had been a wholesale breach of the proclamation. (He) criticised the unsympathetic attitude of the Volunteer Force and of the police. In his peroration he declared that a government could not be got rid of by merely saying "Resign" or "Down with Jagan". "Those are useful and helpful slogans, but much more than slogans are required in the present circumstances.

Comrades, first of all, let me say this, that the PNC sees the way clearly, step by step and phase by phase. All I can tell you is this, that it is no sense taking part in this explosion which has happened at this moment if you are going to peter out or turn back half way. You have to see it through . . . .” This is exactly what happened at the funeral of Bacchus the day before when a host of Opposition figures harangued the crowd.

Burnham continued with his “esoteric” signalling: “I believe that the PNC knows what we all want and knows how we will seek to achieve what we all want; but one thing I know you do not want, one thing I know the P.N.C. will not countenance, and that is violence. Comrades, violence we shall never start because we are a peaceful people. If there is to be violence, let others start it, not the PNC; but Comrades, they shall not pass."

How different was this to the sanctimonious exhortations of the social media instigators against “violence” before, during and after the protest march?

After this, Mr Burnham advised his audience to take a rest on the following day, but he had by now worked them up into such a state of frenzy that they declared their firm determination to continue the agitation in the morning. There was an ominous foreboding in the promise which Mr Burnham made in reply to the reaction of the audience to his exhortation for rest.

"I have heard what you have had to say, and I have noted very carefully what you prefer and want, and therefore, Comrades, you will be informed what exercises may be necessary tomorrow."

And on Tuesday, “the next day”, we had the Mon Repos Mayhem.

Latin America can now lead the way on abortion rights

W

ith the US Supreme Court’s decision to overturn Roe v Wade – the landmark 1973 ruling that enshrined the right to abortion in the United States – the global map of abortion rights has been reversed.

While in the second half of the 20th century the global North was at the forefront of abortion law reform, with the US among its leading exponents, today it is feminist and trans-feminist movements in Latin America that are advancing discussions that put reproductive autonomy and gender justice centre stage.

Over the past quarter of a century, more than 50 countries have liberalised abortion laws, but three recent cases in Latin America stand out. In December 2020, Argentina decriminalised and legalised abortion until the 14th week of gestation. In 2021, Mexico declared the criminalisation of abortion unconstitutional, although access to abortion still varies depending on the state. In February of this year, Colombia made abortion legal during the first 24 weeks of pregnancy.

The movement that led to the liberalisation of abortion legislation in many Latin American nations has its roots in Argentina.

The origins of the fight for legal abortion care in Argentina go back to at least the1970s, when feminist healthcare organisations across the continent, and some progressive political parties, began to state the need to decriminalise abortion. However, the turning point for the movement came in 2003, when efforts to legalise abortion were incorporated into the agenda of the National Women’s Meeting in Argentina (ENM) – an annual gathering that brings women from different provinces of the country together to discuss ways to achieve gender equality. Two years later, the National Campaign for the Right to Legal, Safe and Free Abortion, a civil society collective joining forces in support of abortion law reform, was created.

The green bandana soon emerged as a symbol of the campaign, and it rapidly became the symbol for reproductive justice demands across Argentina.

The colour green was not selected at random. In the Argentine social imagination, green represents liveliness and health, and by using green as its main colour, the campaign was sending the loud and clear message that abortion is

healthcare and that, for so many, it is a lifeline.

We wore the green bandanas around our raised fists, or attached them to our purses and backpacks, to voice our demand for change and also demonstrate feminist solidarity.

Our campaign for legalisation grew steadily over the years. With trade union organisations, academics, political parties, LGTBQ+ activists, human rights organisations, teachers, healthcare providers, journalists, artists and eventually young people from all walks of life joining in, our movement soon transformed into what came to be known across the world as the Green Wave. By 2018, the Green Wave was flooding streets across the country.

From 1921 to 2020, Argentine legislation guaranteed access to a legal abortion only under certain conditions: when the pregnancy put the pregnant person’s life or health at risk, or when it was the result of a rape.

In 2018, thanks to the Green Wave effect, a bill submitted to the House of Representatives to expand access to legal abortion and further reproductive autonomy progressed to the debate stage for the first time. The women’s movement worked tirelessly to bring the demands for reproductive justice to the top of the public agenda during this period.

Demonstrations were organised across the country and two huge vigils were held in Buenos Aires to coincide with the debates in the House of Representatives and the Senate.

Thanks to these efforts, the abortion discussion received significant media attention. Reproductive justice also started to be discussed in schools and homes across Argentina. The Senate still voted to reject the proposed bill in 2018, but the cultural battle over abortion was undoubtedly won that year. Abortion ceased to be a taboo, and instead became a core issue of public debate. The Green Wave had become unstoppable.

Argentinian women had made it clear that they were unwilling to stop until they achieved reproductive autonomy.

This paved the way for the 2019 presidential and legislative elections to be dominated by discussions over sexual and reproductive rights. The candidates, for the first time in Argentine history, felt it necessary to make their positions on abortion public because a significant percentage of voters were unwilling to vote for candidates who were not committed to furthering gender equality and reproductive autonomy.

And, eventually, the Green Wave

succeeded.

After a long and difficult fight – and in the midst of a global pandemic – abortion was legalised in Argentina on December 30, 2020. On that historic day, after a heated 12-hour-long debate, the Senate passed a bill that allows the voluntary termination of a pregnancy up until and including the 14th week of gestation and gave Argentinian women control over their bodies.

The Green Wave achieved this victory by ensuring abortion was seen as a non-partisan topic of public discussion related to women’s rights and health.

As a result, many legislators were able to break away from partisan loyalties to vote for the bill.

Argentina’s campaign inspired many others in the region, with the green bandana adopted by feminists across Latin America. Mexico and Colombia eventually followed in Argentina’s footsteps.

Today, as these countries celebrate the progress they made, the US is trying to come to terms with a Supreme Court decision that will pave the way for severe restrictions to be imposed on women’s access to safe and legal abortions. In several US states, women now stand to lose their right to abortion completely – a right that is critical for public health, gender equality and human rights.

This is undoubtedly a cause for alarm. The US has taken a massive step back in reproductive justice. But the Argentine experience demonstrates that achieving abortion rights is not a linear process. Any step forwards may be followed by a step backwards. And while many in the US may now feel like all is lost, Latin America demonstrates that there is always hope – being vocal, taking to the streets, demanding our voices be heard and getting organised delivers results even in the most hopeless of scenarios.

Argentina’s Green Wave may now serve as a blueprint for feminist and trans-feminist movements across the world. Drawing on the experiences of activists from other countries, and incorporating the lessons they learned in local battles is fundamental to advancing reproductive rights and securing reproductive autonomy for all women and people who can get pregnant, anywhere in the world.

The fight is far from over. Feminist and trans-feminist movements across the world must continue to support and provide feedback to each other until everyone can make free and informed decisions about their own bodies. (Al Jazeera)

All doubts are Cooperate with Government in tackling violence against children cleared up now

Dear Editor, If ever there were doubts or misconceptions in our minds as regards the method, scope, and intentions of the attack at the Mon Repos Market, it has all been cleared up now with that asinine statement made by the Opposition Leader. A paraphrase of what Mr Norton is saying is that it is the PPP/C who inflicted the racial attack on the Indian vendors at Mon Repos then would turn again and blame it on the looters.

This is typical PNC tactics done in the very same way they are peddling the venomous lies that it is the PPP/C who rigged The March 2020 elections. Nothing could be further from the truth even if you had half a brain that a situation such as Elections 2020 was an act of the PNC and its lackeys, there is no question in any one’s mind on this one. But they persist with this line of lying persuasion, that is, blaming the misdeeds on the victims of crime, that they actually believe it.

But the real reason for them brazenly lying and disgracefully embarrassing themselves lies in the following: (a) that the Mon Repos mayhem was a politically motivated and ra-

cially orchestrated act was something that had its genesis in a political party - we all know who - and (b) the Government's immediate assistance to the victims.

I would linger a little longer on part (b) of the above, that is, Government's rapid response to the victims' demise. It is a well-known fact that these so-called protest actions have a direct purpose in mind, to inflict maximum damage to the victims and then sit back and gloatingly watch them grovel. I am talking about watching the victims cry and suffer knowing not how they can get back on their feet again. However, a caring Government was quick to the rescue to help these innocent people - who had nothing to do with Quindon Bacchus' death - get back their livelihoods and go on to have a decent life again.

This has the PNC party stunned and at the same time seething with anger, that those terrorists moronic plan did not meet its final fulfilment. Nothing hurts a subversive element more than when that individual's plan is openly thwarted; this is their problematic sore!

Dear Editor, The “Every Child Safe” campaign, recently launched at Buxton, is a very important initiative. In fact, it is an ongoing one as it goes back to 2021. Now, it is gathering momentum, as it is expanding both geographically and institutionally. As we all know, abuse against children is global, and it is good to see that the Government is doing its part to combat this horrible crime. We should take note that based on evidence garnered from around the world, we are certain that violence against children can be prevented.

First, it must sink into us that experiencing violence in childhood impacts lifelong health and well-being. I point to Target 16.2 of the 2030 Agenda for Sustainable Development, where it is succinctly stated that the objective is to “end abuse, exploitation, trafficking and all forms of violence against, and torture of, children.” I remind all that violence against children includes all forms of violence against people under 18 years old, whether perpetrated by parents or other caregivers, peers, romantic partners, or strang-

ers. Globally, it is estimated that up to 1 billion children, aged 2-17, have experienced physical, sexual, or emotional violence or neglect in the past year. So, I repeat that this “Every Child Safe” campaign is most important.

Secondly, I see that the Minister in charge, Dr Vindhya Persaud, is hoping that the initiative will help the public to detect warning signs of child abuse. In this regard, I know that abused children may feel guilty, ashamed or confused, and at times very much afraid of informing anyone, especially if the abuser is a parent, other relative or family friend. I did some reading, and noted that the signs of abuse are quite many, namely: changes in behaviour, such as aggression, anger, hostility or hyperactivity; changes in school performance - absence, loss of interest, waning grades etc; depression, anxiety or unusual fears, or a sudden loss of self-confidence; and, lest we forget, self-harm or attempts at suicide. I mean the problem is a big one, and I hope a concerted effort will be made to support the Government in tackling the issue.

Thirdly, the “hands-on”

and “being on the ground” approach is very commendable. The news reported that Dr Persaud, along with Deputy Chair of the Child Care & Protection Agency, Levine Gouveia, not just “… hosted a sensitisation session on child safety with children from the school…” but she candidly chatted with the children about verbal and other kinds of abuse”. This is indeed the way to go, as it allows the children a sense of freedom to speak fearlessly and in a confidential manner. So, I do agree that according to the Minister, it was a good ses-

Greed overtook AFC and wasted opportunity Dear Editor, The recent statement "we needed money" by the leadership of the AFC is ridiculous. They know that the citizens of this country are well aware that they rushed to sign the contract with Exxon without full debate and hid the signing bonus from the public.

They also received funds for their family members under the guise of scholarships.

The lead negotiator at the time was so arrogant that he stated he had learned to negotiate at Harvard.

Upon a closer look, it wasn't even part of a degree programme. If they had taken the time to properly consult with others in the industry or at a minimum benchmark the best-in-class contracts for offshore drilling, the royalty rate would be in the double digits. The USA Law Library of Congress published in January 2015 crude oil royalty rates in selected countries. Based on

this information, a royalty rate in the low to high teens would not have been unreasonable.

No Guyanese who wants what is best for our country will trust the AFC and APNU again. Thousands of sugar industry jobs destroyed out of racially motivated revenge.

Many Indians lost their income and everyone is aware of how little help our community received from the Opposition when they were in power. The AFC couldn't even carry Whim as a result of the clear racial bias of the APNU/AFC Government.

Now thanks to their and their partners’ greed, our fisherfolk and those dependent on the fishing industry are living off of Government handouts. Even the hardworking sugar workers had to await the support of the PPP/C to be able to better take care of their families. For the AFC to now turn and say that they were

concerned about the country and wanted to urgently make more money is utterly ridiculous. Make more money for whom? Greed took hold of them and they wasted the long-awaited opportunity that they were giv-

en. The we in "we needed money" is the sound of a pig going wee wee wee. No one should be willing to take such a risk again.

Caricom Day and US Independence Day Dear Editor, Today is the 49th anniversary of the signing of the Treaty of Chaguaramas, creating what is known as Caricom – the Caribbean Community of which 15 countries are members, to promote trade and involve in cultural and sporting activities. It is a holiday in Guyana and most member countries. A three-day meeting is being held in Paramaribo in which Belize will hand over the chairmanship to the President of

Suriname.

Today is also the 246th independence anniversary of the United States, known as 4th of July - a public holiday. Americans are celebrating the day with traditional barbecues and social gathering throughout the country. Despite the high costs of foodstuff and gasoline, Americans are celebrating the day in the usual traditional way.

3 cops to be charged for Quindon Bacchus’s death …as PCA leaves final decision on offences with DPP

T

he Police Complaints Authority (PCA), having concluded its investigation into the fatal shooting of Quindon Bacchus, which occurred on June 10, has recommended that three Police officers be charged.

According to a statement from the PCA Chairman, Retired Justice William Ramlall, the statutory required reporting of the results of the investigation to the Director of Public Prosecutions (DPP), Shalimar Ali-Hack, SC, has also been completed. He noted, however, that it is the DPP who will determine the nature of the charges.

“The Police Complaints Authority wishes to advise that the investigation into the fatal shooting of Quindon Bacchus is completed. The statutory report to the Director of Public Prosecutions has also been completed. The copies of this report to the official designated by statute will be sent today (Sunday).”

“I recommended to the Director of Public Prosecutions that three (3) members of the Police Force are to be charged. It is for the Director of Public Prosecutions to determine who is to be charged and what offences he/she/they is/ are to be charged for,” Justice Ramlall said.

“As I’m here to sympathise with Quindon Bacchus’s mother and father, I’m also ready to listen to all the people here. All the concerns that you have and this engagement that I’m having with you today is just the beginning,” the Prime Minister had further said.

It was reported that on June 10, ranks were conducting an intelligence-led operation in the Haslington New Scheme area of the ECD after receiving some information earlier in the day. While there, the ranks said, they contacted a 22-year-old construction worker, who provided them with certain information.

As a result of the information, the ranks went to Bacchus’ home, where he was seen with a firearm in his possession. He had reportedly intended to sell it to one of the ranks. The plainclothes rank, who was armed, made arrangements to purchase the firearm from Bacchus, who left and returned with the firearm.

In the process of handing over the firearm to the rank, an alarm was raised.

a southern direction and discharged a round in the rank’s direction, and the rank drew his service pistol and returned fire.

Police said Bacchus then ran further south and jumped into a yard, and the rank gave chase. While the rank was in close proximity to Bacchus, the man allegedly discharged several other rounds towards the rank, and the rank took cover and returned fire, hitting the now-deceased man about his body.

Bacchus reportedly fell to the ground, along with the firearm, which was later identified as a .380 pistol with a magazine that still had one round. Police said Bacchus was picked up in a conscious state and escorted to the Georgetown Public Hospital, where he was seen and examined, but

After the looters made off with the fruits, vegetables, clothing, shoes, and other articles which were being sold in the makeshift market; vendors were left counting their losses, which could be amounted to millions of dollars. (G3)

Victim calls rapist “deranged, sadistic monster”, wishes him long life in jail

C

onvicted rapist, 34-year-old Ronald Armstrong will be sentenced on Thursday, and his victim has already wished him a long life in jail. The man, also known as “Sargie”, was found unanimously guilty of raping and robbing the 20-year-old woman. The rape occurred on January 22, 2013.

In her victim impact statement read to the court by State Counsel Caressa Henry during a pre-sentencing hearing, the rape survivor described Armstrong, a former labourer, as a “weak-minded, deranged, sadistic monster and a pitiful excuse of a human being”.

Although the incident occurred almost a decade ago, the woman, who is now 29, shared that she is still a sad, anxious and broken person who was once whole. While she accepted she has to live with this, she, however, said this is her rapist’s “cross to bear.”

For years, she explained that she blamed herself for

what happened to her. “I blamed myself, I was angry at myself, I questioned everything I did and did not do, every action…” But with time, she said, she has finally allowed herself to be angry at Armstrong.

Recounting the ordeal, the victim pointed out that when she screamed, the perpetrator stuffed her mouth with cloth, while pointing a gun at her baby. She recalled that all her attempts to get away from him were unsuccessful.

“I couldn’t protect myself and it kills me. I felt like I died that night. A piece of me did die that night,” she added. Notwithstanding, she said that she is thankful that her child has no recollection of the horrible incident.

According to her, returning home after the incident was equally distressing due to the trauma. She said that she felt uneasy around her father, husband and brother and other men.

“I hope every day that you are tormented by your violent actions. I hope you can’t sleep at night because of what you did to me. I don’t think I will ever be able to forgive you. But I want to forget you because when I think about you and your actions towards me, it makes me sick to my stomach,” the woman told Armstrong.

Scarred

Even though she is still undergoing therapy, the rape survivor noted that she is scarred for life and still feels broken. She added that Armstrong may have wound-

ed her body but not her spirit.

“I am alive; I am determined and I will empower myself. I wish you a very long life in jail Ronald Armstrong!” she ended.

According to court documents, the woman was at home on January 22, 2013, with her baby and sister who were both sleeping. While the victim was in the bathroom doing laundry, she was confronted by Armstrong, who was armed with a gun, and two other men.

Armstrong demanded gold and other valuables from the woman while threatening to injure her baby if she did not cooperate. Afraid for her life, she handed over several pieces of gold jewellery her baby was wearing as well as some she had stored in a cabinet.

He then pulled her into a bedroom, placed her on a bed, and raped her until she passed out. The victim was revived by her sister after the men left the house. Armstrong and his

accomplices also robbed the women of two televisions and two laptops.

The case for the prosecution was presented by State Counsel Cicelia Corbin, State Counsel Caressa Henry, and State Counsel Paneeta Persaud, while Everton SinghLammy is the defence counsel.

Armstrong is currently serving a prison sentence for two counts of robbery under arms.

While armed with a knife, he robbed two elderly women, in 2020, of $50,000 and a cell phone valued $20,000.

The robbery occurred at their Friendship, East Bank Demerara (EBD) home.

Meanwhile, in July 2014, he was jailed for 50 months after he was found guilty of trafficking 181 grams of marijuana and conveying 32 packs of cigarettes into the prison. (G1)

Region 3 Police crack down on students loitering after school

F

or years, concerns have been raised about the loitering of school children at a number of bus parks and areas around Guyana.

This has prompted the ranks of Regional Division Three (Essequibo Islands-West Demerara) to issue stern warnings to those students who continue to loiter after school hours in their region.

On Friday last, the ranks in the region fanned out in

the Vreed-en-Hoop, WCD district where they engaged with students from various schools who were awaiting transportation. During that time, the ranks said they issued a stern warning. “...they were warned to desist from loitering on the roadways and streets after the closure of schools,” one rank commented.

Earlier this year the Education Ministry’s Welfare Department swooped down at several minibus parks around the city, where over 200 children were caught loitering Chief Schools’ Welfare Officer at the Education Ministry, Gillian Vyphius had told the media that a decision was made to carry out a truancy campaign after it was reported that students were loitering on the minibus parks instead of heading to school.

She said the Welfare Department was making every effort to ensure that children get to school on time.

During the campaign, the children who were caught loitering were rounded up, placed on a bus, and taken to their respective schools.

Vyphius further challenged parents to constantly check on their child's punctuality.

Before this campaign, the last reported anti-loitering campaign was held in 2016 by the Ministry of Education which led to a decrease in the truancy rate. The Schools’ Welfare Department conducted the campaigns once per week in all regions and the campaigns were guided by monthly reports on students’ attendance.

While the initiative was focused primarily on Region Six (East Berbice-Corentyne) and Georgetown, it had proven effective in keeping children in school and ensuring that they were aware of the importance of attending. (G9)

Dealing with… …anti-Indian violence

T

he fallout from the violent attacks and looting of the Indian-owned stalls at Mon Repos market continues to roil our political and social landscape.

And well it should!! We just can’t have innocent citizens traumatised like this for nothing else that being who they are, can we? We might as well do away with the State and all the governmental apparatus that cost us such a bundle, since such violence is nothing more than a reversion to life in the jungle where life is “nasty, short and brutish”. And “brutish” is about the only way you can describe what went down at Mon Repos.

Your Eyewitness has already dealt summarily with the ignorant piffle that it was “infiltrators” who committed the mayhem. That particular bucket’s bottom has loooong dropped off – and it ain’t holding no water no mo’!! So the question is what’s the authorities gonna do ‘bout it?? Security was – and continues to be – the number one reason for the State and its government so the Government better get on with the programme. And what programme might that be?? Well, to paraphrase that tag-line that became popular during Bill Clinton’s campaign back in 1992 – “It’s the police, stupid!!”

That’s right, Dear Readers. We can’t pussyfoot around the elephant in the room any longer. The PPP inherited a GPF in 1992 that was woefully unprofessional due to the machinations of the Machiavellian Burnham who (mis) used them to keep him in office. For whatever reasons, they didn’t shake up the Force in the 23 years they were in office – and had to do an end run around them when the local politics became an armed assault on the State.

That further deprofessionalised the GPF!!

And when Granger and (PNC) company returned in 2015, the first thing they did was to decapitate the entire top brass and insert their own picks. That a former Top Cop and a GDF Chief of Staff became top functionaries of the PNC Govt only proves how the PNC’d penetrated the entire Security Forces!! Demoralised the second tier to no end!! But when the PPP returned in 2020, they finally took the bull by the horns and picked a no-nonsense go-getter as the Top Cop. But before you could “Sanctimonious Gangster”, the Opposition went on the offensive to the Courts, to the Social Media and to the Streets to prevent any reform.

Clearly, there’s not much anyone can do about creating a “kinder, gentler” PNC. They’ve written off getting back to power thru the ballot box. So what’s left for them??

The Bullet, that’s what…literally or figuratively! Guyana better get used to another round of “mo fyaah; slow fyaaah” from the Opposition.

Hold onto your seats, folks!! …Dead Meat?

Well, what’d ya know…the AFC has made a decision on its own!! We can’t be completely sure, but there it was: AFC heading off on its own by year-end from APNU - -when the Cummingsburg Accord expires. Your Eyewitness is all agog in anticipation at the show-and-tell he hopes is in the offing!! Ramjattan won’t speak before the Accord ends, so he must be an honourable man, no??

Will we then be told why he allowed his party to be used as a doormat for Granger? Why Moses accepted emasculation of the Prime Ministership powers that the Constitution guaranteed him? Will we now get the scoop on Trotman and the Oil Contract?? And what about those Russian spies?? Will we ever know how they were going to rig the elections? Anyhow, your Eyewitness wishes the AFC well. The demographics of Guyana allows a party with just two seats to control the two big boys.

They just have to get rid of that Dead Meat stench!! …consultations Pres Ali had invoked the “doctrine of necessity” – basically “when you gotta go, you gotta GO!!” – to appoint Hicken as the Top COP!! Now the bodies that had to be “consulted” are all in place, is he gonna be made permanent??

Saudi Arabian State, private investors to visit Guyana …following President Ali’s bilateral discussions with Saudi Prince

I

n the wake of bilateral discussions between President Dr Irfaan Ali and Saudi Arabian Prince Adel bin Ahmed Al-Jubeir on Sunday, a large delegation of State and private sector investors from Saudi Arabia will be paying a visit to Guyana this week.

President Ali is presently in Paramaribo, Suriname, for the 43rd Regular Meeting of the Conference of Heads of Government of the Caribbean Community (Caricom). It was while there that he had the discussions with the prince, who is also the Minister of State for Foreign Affairs and a Member of the Council of Ministers of the Kingdom of Saudi Arabia.

“The discussions focused on a number of areas of co-

operation, including investment, energy, logistics, food security, climate and regional development… a large state and private sector investment delegation from the Kingdom of Saudi Arabia will visit Guyana on July 8 and 9,” a release from Office of the President said.

It was only in February that Prince Adel bin Ahmed Al-Jubeir was in Guyana, with the intention of further strengthening ties between the Kingdom of Saudi Arabia and Guyana. President Ali had hosted a working lunch for the prince at State House.

The visiting Saudi Arabian Minister had led a delegation which included Counsellor in the Ministry of Foreign Affairs, Norah Mohammed Al Bassam; First Secretary in the

Ministry of Foreign Affairs, Badr Abdullah Al Muaiqil; Secondary Secretary in the Ministry of Foreign Affairs, Naif Abdulaziz Alnuwaiser and three others.

Also in February, President Ali had held a meeting with another visiting team from Saudi Arabia at the Marriott Hotel in Georgetown, following the opening day of the inaugural International Energy Conference and Expo Guyana, which was held in Georgetown.

Saudi Arabia’s Minister of Energy HRH Prince Abdulaziz bin Salman, had joined the meeting virtually. The visiting delegation, which was here for the Energy Conference, was led by the Arab nation’s Governor of the Organisation

of Petroleum Exporting Countries (OPEC), Adeeb Al Aama.

There has been an increasing interest in Guyana from Middle Eastern States in recent years following the blooming oil and gas industry. In fact, Saudi Arabian company, Aramco Trading Limited, last year was awarded a one-year contract to lift Guyana’s share of oil from the Stabroek Block after coming out with the best responsive bid during evaluation.

The 12-month deal to market Guyana’s oil runs from September 2021 to August, 2022. Additionally, the company was also awarded a single-lift for last September to avoid the country having to forfeit its one million barrels of crude.

he Guyana Police Force (GPF) promoted hundreds of its ranks on Sunday. Of the bunch that was promoted, eight of its senior officers were awarded the position of Commissioner of Police.

Those were Senior Superintendent Calvin Brutus, Senior Superintendent Fizal Karimbaksh, Senior Superintendent Ravindranauth Budhram, Senior Superintendent Mahendra Sewnarine, Senior Superintendent Errol Watts, Senior Superintendent Khali Pareshram, Senior Superintendent Kurleigh Simon, and Senior Superintendent Wendell Blanhum.

Blanhum is acting Crime Chief; Sewnarine is Divisional Commander for Region Three, Pareshram is Commander for Regional Division 4 C, and Simon is Commander of Region Five.

Brutus, on the other hand, is the acting Deputy Commissioner of Police with responsibility for Administration while Karimbaksh is the head of the Special Organised Crime Unit (SOCU).

Watts, who was recently replaced as Regional Commander for Region Three

by Sewnarine, now heads the Special Branch, while Budhram is the acting Deputy Commissioner with responsibility for Operations.

Of the 97 senior Police officers promoted for this year, 11 were promoted to the rank of Senior Superintendent and 21 were promoted to Superintendent.

Among those promoted to Senior Superintendent are Traffic Chief Ramesh Ashram, Commanders Shivpersaud Bacchus, Region Two (Pomeroon-Supenaam); Boodnarine Persaud, Region Six (East Berbice -Corentyne); Dion Moore, Region Seven (Cuyuni-Mazaruni); and Hugh Winter, Region 10 (Upper Demerara-Berbice) Commissioner of Police (ag) Clifton Hicken made the

announcement at the Route March ceremony held at Eve Leary in Georgetown to mark the Force’s 183rd anniversary that over 300 junior ranks were also promoted.

This is the first time in two years that the Police had any promotions. In December 2020, Brutus through his lawyer, CV Satram moved to the High Court to challenge the Police 2020 promotions by the PSC. The case sought to challenge the promotion of Police officers who he had said had disciplinary matters pending against them.

Among other things, Brutus contended that he was bypassed for promotion to the rank of Assistant Commissioner even though he was recommended for promotion by the Top Cop and due to frivolous allegations of indiscipline against him for which he has not been called upon to defend.

In an affidavit, Brutus outlined that his colleagues are facing disciplinary and/ or criminal investigations for dereliction of duty, facilitation of unlawful activities, perverting the course of justice, and corruption by a public officer, among other offences.

However, Chief Justice (ag) Roxane George dismissed the case. In her ruling, she noted that there is nothing unlawful in the Police Service Commission considering pending disciplinary matters as a bar to Police promotions.

Following the case, President Dr Irfaan Ali suspended the entire PSC on June 16, 2021, but the life of the Commission came to an end in August 2021. In May this year, the new Commission was fully constituted.

that caused an uproar within the last two years. Acting Commissioner of Police, Clifton Hicken took over the helm of the Guyana Police Force in March after President Ali appointed him as acting Police Commissioner after his predecessor, Nigel Hoppie, who was also acting as Top Cop, proceeded on pre-retirement leave.

However, his appointment did not go down well with the People’s National Congress Reform (PNCR), since they

said the appointment was illegal and unconstitutional, and that they were going to challenge the appointment.

In a statement, they said Article 211 (1) of the Constitution requires meaningful consultation with the Opposition Leader and Chairperson of the Police Service Commission (PSC).

So, the Government reached out to Opposition Leader Aubrey Norton to have consultations with him, but he was a no show.

The Government, through Governance and Parliamentary Affairs Minister Gail Teixeira, had written to Norton in a letter dated June 29, inviting him to send his written submissions to President Ali on Hicken’s appointment.

However, on Friday, Norton moved to court seeking to quash the appointment of the PSC. In his Fixed Date

Application (FDA), Norton had also contended that Hicken’s appointment was unilateral and not in keeping with Article 211 of the Constitution. In the letter to Norton, Teixeira had explained why Norton was not initially consulted on Hickens’s appointment.

Elderly woman’s murder

Suspect admits to killing pensioner over unpaid “weeding” money A 26-year-old man has confessed to Police that he killed 87-year-old Agnes Dillon of Lot 32 Mon Repos North, East Coast Demerara, after she refused to pay him for weeding work he did in her yard.

Dillon was on Thursday discovered in the bottom flat of a two-storey wooden building at Mon Repos with several chop and stab wounds.

The victim had last been seen washing clothes on Wednesday at about 17:00h.

On Thursday, the landlady did not see the victim, and as such called out to her, but there was no answer. This

the woman’s bedroom window and managed to get it open.

Upon looking into the bedroom, he saw her lying in a motionless state on the bed. He returned to the main door, which he prized open and entered the house.

A closer inspection revealed that the woman was lying in a pool of blood. Police at Beterverwagting Police Station were called to the scene.

prompted her to contact a neighbour and ask him to check on Dillon.

Upon checking, the neighbour found the main

door reportedly secured from the inside. He, too, called out to the elderly woman, but to no avail. Suspecting something was amiss, he went to

A source close to the investigation told this publication on Sunday that the suspect took ranks to the scene and pointed out how and where he gained access into the victim’s home.

He also showed ranks some dense vegetation where he threw the murder weapon. However, a search was carried out in the area but the weapon was not found. The suspect remains in custody pending charge.

A

20-year-old fully vaccinated man of Region Two (PomeroonSupenaam) is the country’s latest COVID-19 death, the Health Ministry reported on Sunday.

He died on July 1.

With this additional death, the COVID-19 death toll now stands at 1256.

Sunday’s dashboard showed that 24 new cases were recorded within the last 24 hours, taking the total number of infections since the start of the pandemic in March 2020 to 67,615.

One case was recorded in Region One (BarimaWaini); four in Region Three (Essequibo Islands-West Demerara) and 19 in Region Four (Demerara-Mahaica).

There are currently two persons in the COVID-19

Intensive Care Unit (ICU), 29 in institutional isolation, and 837 in home isolation.

Another two individuals are in institutional quarantine.

A total of 31,037 males and 36,578 females have tested positive since the pandemic started here.

Meanwhile, 65,491 persons have completely recovered from the virus.

Guyana has conducted 661,833 COVID-19 tests to date.

Authorities are urging the public to continue observing all COVID-19 preventative measures, particularly masking in public, social distancing and frequent hand washing and sanitising.

Everyone five years and older is encouraged to get vaccinated against the dead-

ly virus. Those who have already taken their primary vaccines are urged to get a booster dose.

s the Guyana Police Force (GPF) celebrates its 183rd anniversary, acting Commissioner of Police Clifton Hicken reminded his ranks that civil society is not their enemy, but rather their friends.

At the time the Top Cop made this comment, he was outlining his vision for the Guyana Police Force.

“Collective we are prepared to serve, but we must know that professionalism is paramount and so this is an opportune time for me to remind you that as we go forward, we are going to see changes internally in the GPF in terms of rotation.

You are going to see chang-

es in the way we work, and based on our guide coming out of our strategic pillars,” he highlighted.

Hicken further posited that in order to foster a better relationship with the public, the Force will be focusing heavily on group development through the community relations department.

He also charged the ranks to adapt to the changes and challenges as the country goes through development.

“There’s a rich foundation in which we develop over the years, it’s imperative for you to maintain the discipline that you displayed this morning in the

form of competition among each other,” he told the participants.

In addition, he reminded the ranks that their approach is critical when dealing with members of the public.

After taking office in March this year, Hicken has been doing several community outreaches with the aim of fostering a better relationship with the public.

This is in keeping with the Force’s five-point strategic plan, one of which focuses heavily on building partnerships with communities and civil society to create safer environments countrywide.

His most recent visit was in the West Berbice community of Ithaca, Region Five (Mahaica-Berbice) where he met with a number of young people.

While addressing the crowd, he told the residents that the Police Force is currently undergoing a transition to being a more modernised and service-oriented organisation to meet the needs and overcome the challenges of contemporary policing. (G9)

resident Dr Irfaan Ali on Sunday held bilateral talks with Prime Minister of Trinidad and Tobago (T&T), Dr Keith Rowley, during which the leaders discussed cooperation in trade and food security among other issues.

This is according to a release from the Office of the President. Also present at the meeting was Minister of Foreign Affairs and International Cooperation Hugh Todd, on the side of Guyana, while

his Trinidadian counterpart Amery Browne sat on Rowley’s side of the table.

On the Prime Minister’s side, a release from his office explained that a follow-up on the implementation of the Memorandum of Understanding (MoU) Rowley signed with Ali back in May, was also done.

“Both leaders continue to work towards the full implementation of the decisions made during the Prime Minister's recent trip to Guyana which resulted in the

During the Suriname Energy, Oil & Gas Summit & Exhibition at the end of last month, President Ali had said that a regional energy strategy that will connect the oil and natural gas producers in the region would be presented in a few weeks.

The countries the strategy would have encompassed had included Guyana, Suriname, Trinidad and Tobago, Brazil and even Barbados, which has natural gas potential – most of which are Caribbean Community (Caricom) countries. According to President Ali, a full strategy on energy would have been presented in Suriname in a few weeks.

According to President Ali, they were paying keen attention to the opportunities that the regional strategy and an integrated regional project can provide.

He had explained that this

was one of the topics of discussion, when Rowley had paid a visit to Guyana last month for the Agri-Expo and Summit.

Rowley was last in Guyana for the Agri Investment Forum and Expo that was held from May 19 to 21. Not long after the expo was concluded, a Memorandum of Understanding (MoU) was signed between Guyana and T&T, with the two countries agreeing to work with each other in eradicating trade non-tariff barriers, as well as in the areas of infrastructure development and transpor-

tation.

Among the resolutions contained in the MoU, is for the two parties to work assiduously on the removal of barriers to the trade of agricultural products throughout the Region. This includes phytosanitary standards.

According to the MoU, “the Parties agree to work with each other in the areas of trade and investment, agriculture and food security, security, energy, and infrastructure, and other areas as may be determined, with the aim of developing a strategic cooperation partner for the mutual benefit of their respective countries and the wider Caribbean Community.”

It goes on to state that non-tariff barriers and “other impediments to the flow of goods and services between them”, as well as promoting cooperation in the areas of sports, culture, tourism and education, will be pursued under the MoU. A high-level bilateral commission was also to be established to overlook the implementation of the agreement. The commission will include high-level members of the Government and private sector. 28-year-old man of La Bonne Intention (LBI), East Coast Demerara (ECD), lost his life on Sunday after he was struck down by a motor lorry as he was crossing the Soesdyke-Linden Highway.

Dead is Steven Dhanbeer.

Reports are that the accident occurred in the vicinity of Silver Hill. According to Police, the motor lorry, GNN 1385, with trailer TJJ 3014, was being driven by a 27-year-old of Anna Catherina, West Coast Demerara (WCD).

It was reported that the motor lorry was proceeding north along the western side of the road when the front portion collided with the pe-

destrian whom the lorry driver claimed ran across the road from west to east.

As a result of the collision, the LBI resident fell onto the roadway and sustained injuries to his body.

He pronounced dead at the scene.

Meanwhile, Keshawn Wray, who was involved in an accident on July 1 at about 23:40h at the intersection of Sandy Babb Street and Vlissengen Road, succumbed to his injuries.

Reports are motor car HD 896, which was being driven by a 52-year-old man of Section A Sophia, Georgetown collided with motorcycle CK 3612 ridden by 26-year-old Wray of Lot 192 Prospect, East Bank Demerara, and a 21-year-old pillion rider.

The driver of the motor car alleged that he was proceeding south along the east-

ern carriageway in the western drive lane of Vlissengen Road and made a right turn proceeding west along the southern drive lane onto Sandy Babb Street, whilst the traffic light signal was showing green in his direction.

It is alleged that motorcycle CK 3612 was proceeding north along the western carriageway of Vlissengen Road and on the approach of the intersection, the motorcycle failed to stop and collided with the left side of the car.

As a result of the collision, the motorcyclist and the pillion rider fell onto the roadway.

Police said that they were both picked up in a conscious stated by an ambulance and taken to the Georgetown Public Hospital where they were both admitted as patients.

However, at about 05:00h on Sunday, Wray succumbed to his injuries.

American jailed for role in Jamaican lottery scam

he United States Immigration and Customs Enforcement (ICE) agency says a man from Orlando, Florida has been sentenced by to 48 months in prison for his participation in a lottery fraud scheme linked to Jamaica.

ICE said Sheldon Shaun Hibbert, 43, had pleaded guilty to Conspiracy to Commit Money Laundering.

The immigration enforcement agency said Hibbert’s guilty plea and sentenc-

ing follow investigations by multiple United States law enforcement agencies, including Homeland Security Investigations (HSI), Internal Revenue Service (IRS) Criminal Investigation, Federal Bureau of Investigations (FBI), United States Postal Inspection Service, and Treasury Inspector General for Tax Administration.

“This was a despicable scheme that preyed upon unsuspecting elderly people

who thought they had won a lottery, said Scott Brown, special agent in charge for HSI Phoenix, Arizona.

“This defendant’s conscience allowed him to launder money taken by a very vulnerable population for his financial gain, and for that he will pay a price.”

Argentine President Alberto Fernandez held meetings and telephone calls on Sunday as he scrambled to find a new Economy Minister, official sources said, after the abrupt exit of ally Martin Guzman shook the country’s centre-left Government.

By Sunday afternoon there was still no sign of a successor. “No news,” a government spokesperson told Reuters.

Guzman, 39, submitted his resignation late on Saturday amid rising tensions within the ruling Peronist coalition over how to handle economic crises

that have been exacerbated by Russia’s invasion of Ukraine and sky-high inflation.

The shock exit has brought deep-seated splits in the Government to the surface, threatening to force a sharp shift in direction as factions battle over how to manage the economy.

“We are facing a complex political crisis, deepened by the fight for power,” said Rosendo Fraga, a political analyst.

Fernandez has yet to publicly address the resignation of Guzman, a moderate who had served as Economy Minister since

the President took office in late 2019. Guzman was the driving force behind major debt restructurings with local and international creditors, and was key to sealing a new US$44 billion deal with the International Monetary Fund (IMF) this year to replace a failed 2018 programme.

Fernandez’s choice for successor will be an important signal on the likely direction of economic policy over a tightly controlled foreign exchange market, ongoing debt deals and trade.

Tropical Storm Bonnie to become hurricane off Mexico coast Sunday

ropical storm Bonnie was expected to intensify into a Category 1 hurricane off the southwest coast of Mexico on Sunday evening, packing winds of up to 95 miles per hour (153 kilometres per hour), Mexico’s national meteorological service said.

Bonnie made landfall on Friday evening on the Caribbean coast near the Nicaragua-Costa Rica border, bringing heavy rains across the region, before crossing over to the Pacific on Saturday.

Local media reported one death in El Salvador due to the storm.

he former Premier of the British Virgin Islands, Andrew Fahie has officially sent word to the legislature of the British Overseas territory informing them of his absence from the latest sitting.

Since his arrest at the Miami-Opa Locka Airport in late April, Fahie, who represents the First District, has missed one sitting of the House and missing another two would have put him in danger of being removed as District Representative.

OILNEWS OIL NEWS Total global recoverable oil reserves are falling at an alarming rate

F

ollowing publication of BP’s annual Statistical Review, each year Rystad Energy releases our own analysis of the global energy landscape to provide an independent, data-based comparison and evaluation. Continuing the trend from previous years, Rystad Energy’s 2022 review shows a sizeable drop in recoverable oil resources in what could deal a major blow to global energy security.

According to Rystad Energy analysis, global recoverable oil now totals an estimated 1572 billion barrels, a drop of almost 9 per cent since last year and 152 billion fewer barrels than 2021’s total. Recoverable oil corresponds to the industry term “remaining technically recoverable crude oil and lease condensate”, ie expected volumes including fields, discoveries and risked future discoveries.

The drop in reserves is driven by the 30 billion barrels of oil produced last year, plus a significant reduction in undiscovered resources, to the tune of 120 billion barrels. The US offshore sector has contributed the largest total to that drop, where 20 billion barrels of oil will remain in the ground, largely thanks to leasing bans on federal land.

Of the 1572 billion barrels of technically recoverable oil, only about 1200 billion barrels are likely to be economically viable before 2100 at US$50 per barrel. This economically extractable oil would contribute about 0.1C of additional global warming by 2050, and somewhat less by 2100 thanks to natural carbon sinks.

“While the drop in oil availability is positive news for the environment, it may threaten to further destabilise an already precarious energy landscape. Energy security is a matter of redundancy; we need more of everything to meet the growing demand for transport and any action to curb supply will quickly backfire on pump prices worldwide, including large producers such as the US. Politicians and investors can find success by targeting energy consumption, encouraging electrification of the transport sector and drastically improving fuel efficiency,” said Per Magnus Nysveen, Rystad Energy’s head of analysis.

Looking at the longer-term picture, Rystad Energy has updated our estimates for total undiscovered oil from 1 trillion barrels in 2018 to 350 billion barrels in our latest report, due to a rapid collapse in investor appetite for exploration exposure, leading to fewer Government leases.

This downward revision is good news for carbon compliance but could have negative consequences for global energy security, particularly if electric vehicle adoption falls short of expectations.

Rystad Energy’s updated report includes revisions for proven reserves.

Here, we apply a consistent set of conservative probabilities, as opposed to official reporting by authorities which are considered less consistent.

This year we found significant differences between OPEC and non-OPEC members in the longevity of proven reserves. All OPEC countries have proven reserves that are expected to last over 10 years, ranging from Iraq with just over 10 years to more than 14 years in Saudi Arabia. In non-OPEC member countries, Mexico ranks last among individual countries with fewer than five years of proven reserves, whereas Canada’s reserves are projected to last almost 20 years.

Referring to the report on recoverable oil resources, Saudi Arabia holds onto the top spot with 275 billion barrels, followed by the US with 193 billion barrels. Russia with 137 billion barrels, Canada with 118 billion barrels and Iraq with 105 billion barrels round out the top five.

In South America – a fast-growing region for oil discoveries and production – Brazil remains in first place, with 71 billion barrels of recoverable oil, ten times the volume of proven reserves, but down four billion barrels from last year. In Europe, both the UK and Norway’s recoverable volumes have fallen by one billion barrels and now stand at 10 billion and 17 billion barrels respectively.

Bucking the trend of most countries losing oil resources this year, the US added 8 billion barrels to its discovered resources.

The timestamp of Rystad Energy’s newest resource assessment is 1 January 2022. In other words, our analysis illustrates where the remaining recoverable resources of each country stood at the beginning of this year.

3 Police die in “pure hell” Kentucky shooting

hree Police officers have been shot dead in the US state of Kentucky while trying to serve a warrant on a man accused of domestic violence.

Police took the 49-yearold suspect into custody after the shooting.

Floyd County Sheriff John Hunt said the officers had faced "pure hell" when they arrived at the man's home.

Four other people were injured at the scene in Allen, a small town in a mountainous part of eastern Kentucky with a population of just 166.

The officers who died in the shooting late on Thursday have been named as Capt Ralph Frasure, Deputy William Petry and dog handler Jacob Chaffins.

everal people have been killed and injured in a shooting at a shopping mall in Denmark’s capital Copenhagen, Danish Police said The suspected gunman, who is in custody, is a 22-year-old Danish man who was detained near the Fields shopping mall, said Police Inspector Soren Thomassen, head of the Copenhagen Police Operations Unit, on Sunday.

“There are several injured, and what we also know now is that there are several dead,” Thomassen told a news conference, adding that a motive of “terrorism” cannot be ruled out.

He said the Police had launched a massive search operation throughout the local Zealand region to determine whether the suspect had accomplices.

“We do not have information that others are involved. This is what we know now,” he said.

India's bowling depth trumps Bairstow's 3rd straight Test century J

onny Bairstow added a new chapter to a glorious summer with a belligerent 106 off 140 balls, but it was India who took control of the Edgbaston Test over the course of an enthralling third day. Their quicks, led by Jasprit Bumrah and Mohammed Shami, bowled England out for 284 to secure a first-innings lead of 132, and by stumps, this lead had grown to 257, with seven wickets still in hand, as Cheteshwar Pujara marked his comeback with a rock-solid, unbeaten third-innings half-century.

After both first innings flew along at more than fourand-a-half runs per over, India's second innings followed a far more traditional Test-match pattern as they went to stumps at 125 for 3 after 45 overs. This was down in large part to Pujara's presence at the crease, of course, but every minute he spent out there was precious to India's push to bat England out of the game. Barring a couple of nervy moments, he looked utterly secure – more secure in his defence, possibly, than at any point since the COVID-19 pandemic began.

In this Test match, it has been apparent that Pujara has changed his set-up at the crease to get more sideon, with his front shoulder pointing to the bowler rather than towards mid-on as was the case during the first four Tests of this series in 2021.

On Sunday, this seemed to allow him to adjust more easily to late away movement than he has done in recent times.

Where he would occasionally get squared up by these deliveries while playing the initial angle – a- common pattern in a lot of his dismissals

in Australia and England last year – he seemed to be able to play the ball later here, and adjust the angle of his bat face to defend in the direction of the movement.

His leaving was full of certainty too, even against incoming balls in the channel outside off stump, against Stuart Broad in particular. The only time he got into a tangle while leaving was when Ben Stokes bent one into him, late, to strike him on the front pad. A loud shout was turned down, and England's review returned an umpire's call verdict, with ball-tracking suggesting the ball would have gone on to clip the outside edge of off stump.

This moment came soon after Stokes had produced the ball of the innings, which lifted unplayably to kiss Virat Kohli's glove, to end a 32-run third-wicket partnership.

point led by 218 – under quite a bit of pressure. As it turned out, Pujara and the impish Rishabh Pant saw out the rest of the evening's play, putting on an unbroken 50-run stand for the fourth wicket.

The morning began with India ascendant, leading by 332 with England five down.

They would have been wary of Bairstow and Stokes, however, an overnight batting pair that's as likely as any to turn a situation like this on its head.

Bumrah and Shami bowled through an engrossing first half-hour, and had, by the end of that period, sent down 30 of the innings' 33 overs, thanks to rain and the overnight break giving them frequent periods of rest.

Bairstow and Stokes had shown the bowling plenty of respect during this half-hour, and even so had been lucky to survive with the ball moving both ways at pace and beating their edges frequently.

Then came a frenetic period where both batters switched gears. Bairstow did so successfully, hitting six pristinely-timed fours in the space of 16 balls to go from 16 off 65 to 50 off 81. Stokes, however, kept offering India chances, only for Shardul Thakur to put him down on 18, off the luckless Shami, and then for Bumrah to put him down on 25, Thakur the bowler on this occasion. Both were straightforward chances. Remarkably, though, Stokes hit Thakur's next ball in the air as well, in the direction once again of Bumrah at mid-off, and this time he plucked out a far more difficult chance, diving to his left, to leave England 149 for 6.

Bairstow kept playing one breathtaking shot after another – highlights in-

cluded a drive over mid-off off Mohammed Siraj and a pick-up whip off Thakur that bisected long leg and deep square leg – either side of successfully reviewing an lbw given by Aleem Dar off Thakur's bowling. Just as he entered the 90s, though, rain sprinkled down to take the players off the field. Apart from the 40 minutes of the lunch break, which was taken 15 minutes early, a further 35 minutes were lost before play resumed.

When it did, Bairstow rushed to his century, clipping Thakur pristinely between midwicket and a deepish mid-on, and then stabbing him to the point boundary to bring up the landmark.

It took him only 119 balls to get there, but it was still the slowest of his three centuries this summer.

Bumrah returned to the attack for a fiery spell during which he beat Sam Billings' bat twice and found his edge once – only for it to fall short of the cordon - in an over before having a loud lbw shout turned down – rightly so, it emerged after he went for the review – when he bent a low full-toss sharply inwards at Bairstow. He gave way to Shami after four overs, and the change brought a wicket instantly, as Bairstow drove away from his body at an outswinger to nick to first slip.

With England six down

and still 175 behind, India scented a quick finish to the innings, and they largely achieved this, as Siraj bounced out Broad, bowled Billings off the inside edge, and then had Matthew Potts caught at second slip to complete an odd sort of four-wicket haul.

Siraj was expensive, conceding 66 in 11.3 overs, and threatened the batters far less consistently than Bumrah or Shami, but every bowler enjoys the occasional day when they are far from their best, but end up with a big haul.

The final wicket came in debatable circumstances too, with Shreyas Iyer grabbing the low chance on the second grab, having first scooped it up from very close to the turf - close enough that the decision may have gone the batter's way had the soft signal been not out rather than out.

Sainz converts pole into maiden Grand Prix victory at Silverstone after scintillating race

The drama that caused that early red flag came at the original race start, with Alfa Romeo's Zhou Guanyu and Williams's Alex Albon both taken to the medical centre after separate Turn 1 incidents – with Zhou later released, as Albon was transferred to nearby Coventry Hospital for precautionary checks, with those two, plus Mercedes' George Russell, forced into retirement following the incidents.

Leclerc was forced to take P4, having led for

large parts of the race, finishing ahead of the Alpine of Fernando Alonso and the McLaren of Lando Norris.

Championship leader Max Verstappen could only take P7, the early race leader having suffered some form of damage that hobbled his Red Bull, the Dutchman holding off the Haas of Mick Schumacher in the final laps, as the German scored his first points in F1 in P8.

he ExxonMobil National School Basketball Festival (NSBF) officially got underway with the opening ceremony on Saturday, July 2, at the Cliff Anderson Sports Hall.

The programme, chaired

by NSBF alumni and Youth Basketball Guyana (YBG) team member Tequain Vieira, opened with the parade of athletes representing the top basketball teams from across the country competing in three divisions – boys’ 14-16, boys’ under 18, and girls’ 13-18 developmental.

On hand to show their support and share best wishes to the athletes were the Culture, Youth and Sport Minister Charles Ramson Jr; Director of Sport, Steve Ninvalle; Education Ministry Permanent Secretary Alfred King; title sponsor ExxonMobil’s Public and Government Affairs Advisor, Ryan Hoppie; G-Boats (sponsor) and Daniel LaFont.

Local musical artiste Jeremiah Williams started things off with a spectacular rendition of the National Anthem.

A brief history of the tournament was then read. The first National School Basketball Festival was played from June 2630, 2006 involving 18 schools in a single-elimination tournament.

Since its inception, the Festival has been in partnership with the National Sports Commission, Education Ministry, and sponsors in an effort to develop a structured National Schools Basketball Championship. Prior to the coronavirus pandemic, the tournament had grown to almost 50 schools participating first for ranking in six separate Regional (ZONE) Tournaments, in order to qualify for the National Championship. This year, 48 teams representing 30 schools will compete for national titles

in the three divisions. The tournament over the years has been used to identify prospective players for possible selection for the national youth team(s).

The NSBF, or the Festival as it is known, is widely acknowledged as the National School Basketball Championships for Guyana Omar Seymour of President’s College said the prayer for athletes. Anthony Kandar said the coaches’ oath while Ronaldo Teixeira said the officials' oath.

Student-athlete Alisande Jaiserrisingh of Queen’s College said the athletes’ oath.

YBG Co-Director Chris Bowman emphasised in his remarks the legacy of the National School Basketball Festival and pointed out that over the last 17 years, the tournament has directly impacted more than

10,000 students who have gone on to be outstanding citizens.

He thanked all the sponsors and partners who have invested in this effort over the years and particularly singled out this year’s title sponsor ExxonMobil for its significant sponsorship. Bowman encouraged the student-athletes to be the best on the court, and also the best in the classroom, and leaders among their peers.

Minister Ramson Jr was tasked with making feature remarks and declaring the championship open. He spoke about the need for discipline and shared his own experience of how sports played a critical part in his own success. The Minister, during his remarks, paused to invite a group of students who were a bit distracted, to come down to the court and he spoke to them directly about the value of paying attention and listening.

He used the opportunity to talk about developing a winning mindset and learning how to win. Afterward, he challenged the youngsters to a game of three-on-three basketball, first to

three, and promised that, with the exception of himself, the winners would each get a pair of basketball shoes. Ramson Jr then congratulated the YBG for the good work it was doing and declared the championship open.

Archer had success in the women's 800m and Crane came third in the women's 200m breaststroke.

For the men's 3x3 basketball team, the Guyanese – Stanton Rose, Timothy Thompson, Kimol Grimmond and Yonnick Tappin – combined to defeat Cuba 14-9.

It was sweet revenge for the Guyanese, who lost to the Cubans in the preliminary round on Saturday morning.

WI v Ban T20I: Powell’s and King’s half-centuries set up West Indies win L

ed by brilliant halfcenturies from Rovman Powell and Brandon King, West Indies defeated Bangladesh by 35 runs in the second T20 International (T20I) in Dominica. Powell slammed 61 while King made 57 to propel West Indies to a solid total of 193-5 while a collective bowling effort restricted Bangladesh to 158-6 in 20 overs.

Shakib Al Hassan was the lone ranger with the bat for Bangladesh, hitting an unbeaten 68 from 52 balls, which had five fours and three sixes. Afif Hossain chipped in with 34 from 27 balls. West Indies

Nicholas Pooran calmed the nerves with a 74-run partnership. King carved his way to a 43-ball 57, which was decorated with seven fours and one six, but Pooran was dismissed for 34 from 30 balls, after hitting three fours and one six.

eam United We Stand rider Briton John displayed his high class in Berbice when he dominated his Guyanese cycling counterparts, to stop the clock at two hours, 19 minutes, and 27 seconds.

John got the better of 25 other starters in the 52mile race, which started at Rose Hall Town, turned back at Number 63 Village, and finished at the point of origin.

The dominant John, who recently returned from the United States of America, was too hot to handle throughout the race, as he bossed throughout. Berbice's prodigal cycling son, Andre "Padlock" Green finished second in a sprint home with Christopher Griffith (third), Robin Persaud (fourth),

Kwame Ridley (fifth), and Marcus Keiler (sixth). John also claimed four prime prizes.

Persaud emerged as the top veteran, while Ridley and Alex Mendes finished in that order. In the juniors, Aaron Newton finished first in the juniors category, while Mario Washington came second.

Alexander Leung rode in third.

After the race, John said there were windy conditions heading towards the turning point. "Five miles into the race I was not feeling too well. I need to jump, so my Coach told me go ahead. Like 30km to go, I thought I had the race, so I kept on pressing and never looked back," John explained.

West Indies legend named Head Coach of USA Women's teams

ormer West Indies batter Shivnarine Chanderpaul has been appointed as the Head Coach of the USA Women's senior and U-19 teams.

The 47-year-old, who is based in Orlando, Florida in the United States, is currently the Head Coach of the Caribbean Premier League side Jamaica Tallawahs, and recently served as the batting consultant for the U-19 West Indies men's team for the U19 Men's Cricket World Cup 2022.

Chanderpaul's role begins immediately, with the USA Women's U-19 team departing for the Caribbean on July 3 for the Cricket West Indies (CWI) Under-19 Rising Stars T20 Championship, which will take place from July 5 to 13 in Trinidad and Trinbago.

A Windies legend, Chanderpaul's international career spanned more than 20 years. In 454 internationals, he scored a whopping 20,988 runs at an average of 45.72, which included 41 centuries and 125 half-centuries. He is also one of only two West Indies batters to score more than 10,000 Test runs.
