The Agriculture Ministry reported that around 02:00h on Thursday, the door of the sluice at Providence, East Bank Demerara (EBD), de veloped a breach resulting in flooding in some parts of theMorearea. than 200 house holds in Providence and Peters Hall were affected by flooding, with the lower flats of these houses being inun dated with river water. Agriculture Minister Zulfikar Mustapha and oth er senior officials and en gineers attached to the National Drainage and Irrigation Authority (NDIA) subsequently visited the area where an assessment wasThedone.Minister explained that the door collapsed as a result of the tide and that engineers from the NDIA were on site working to ad dress the situation and bring relief to those affect ed. “At around 2:00 am this morning (Thursday morn ing), the koker door at Providence collapsed result ing in our officers immedi ately mobilising resources to seal the breach. A con tractor was also engaged and installed stop logs until a new stainless-steel door is fabricated and installed to replace the damaged wood en door. A pump will also be on site until the new door is installed. Additionally, the stop logs will be oper ated during the low tide to facilitate gravity drainage to complement the pump,” Mustapha explained. He further explained that the local Regional Democratic Council (RDC) is responsible for maintain ing the structure, adding that it appeared this was not being done regularly. “The operation and main tenance of this structure fall under the RDC. Guyana becoming a developed country is not merely an optimistic hope, but a doable and achievable reality, because Government’s facilitation of Private Sector investments can propel this nation into First World status. Before the People’s Progressive Party/Civic (PPP/C) Administration assumed the primary executive office in the land in October of 1992, Guyana was rated on international developmental indices as being on par with Haiti. Graphed during the People’s National Congress (PNC) Administration as the least developed nation in the world, with a crippling debt burden, Guyana’s development under the astute leadership provided by successive PPP/C Presidents was rapid. After a relatively short time span of approximately two decades, Guyana was being recognised by the world as a middle-income developing country, and described by Prime Minister of St Vincent and the Grenadines as “the only shining star in the Caribbean”. The popular prognosis heralded great things for this nation, because the focus of the PPP/C Administrations – then and now – is to make Guyana a modern and developed country; and Guyana had indeed been inexorably moving from a middleincome developing country to becoming, in the not-too-distant future, a developed country. However, for the country to achieve such a status, it has to be a joint effort by all stakeholders working in conjunction and cooperation with Government. There have been, in the past, multiple successful partnerships between the Government, Private Sector, and other stakeholders to work together to create of Guyana a modern society.

Post-2015 elections, a relentless reversal of Guyana’s developmental trajectory, under the coalition Government Administration brought this country to an almost bankrupt state, with a debt burden of billions of dollars.

One of the worst disincentives to private investment in Guyana is the high energy costs, which send overheads skyrocketing, especially in the manufacturing sector; and the PPP/C Government had attempted to address this problem through hydropower, but had reached the usual developmental roadblocks from the PNC-led A Partnership for National Unity/ Alliance For Change (APNU/AFC) Opposition, which used every armament in their arsenal to shoot down the project.
It is a proven fact that not having cheap energy is one of the most prohibitive factors that have impeded Guyana’s manufacturing sector from surging.
The transformation of the national socio-economic landscape has not been easy, because there are elements of negativity who are intent on stymieing every developmental initiative.Regrettably, this progressive developmental paradigm took a relentless and rapid retrogression – in every sector – with the advent of another PNC-led Government in 2015.

After reigning for 70 years, Her Majesty Queen Elizabeth II –the United Kingdom’s lon gest-serving monarch – died on Thursday afternoon at age 96. Buckingham Palace, in a statement, said the Queen died peacefully at her Scottish estate, Balmoral Castle, where she had spent much of the summer.Atthe moment the Queen died, the throne passed imme diately and without ceremony to the heir, Charles, the former Prince of Wales. Accused of stabbing a man to death during a robbery in 2017, 30-year-old Wayne Gilbert will go on trial from Monday for the capital offence of murder.Arraigned before Demerara High Court Judge Sandil Kissoon on Thursday, Wayne, called “Nervous” for merly of West La Penitence, Georgetown, pleaded not guilty to the charge. It is alleged that on January 20, 2017, in the county of Demerara, he murdered Rawle Rodrigues during the course/further ance of a robbery. The murder accused is being represented by Senior Counsel Stanley Moore while State Counsel Muntaz Ali and State Counsel Taneisha Saygon are the Prosecutors.Wayne,a remanded pris oner, was first charged with the murder of the 43-yearold man in December 2017. After a Preliminary Inquiry (PI) in 2019, a Georgetown Magistrate committed him to stand tri al for the offence after ruling that a prima facie case was made out against him. Reports are that Rodrigues of Leopold Street, Georgetown was stabbed multiple times after he was attacked by three men at the Route 32 Minibus Park, in Georgetown.Itwasreported that the trio had trailed the man from a nearby bar where he had been imbibing to the busAtpark.the bus park, there was reportedly an alterca tion between the now dead man and two of the men during which one of them stabbed him to the chest. The Ministry of Education, in its wisdom, with that theme in mind, hosted a “drop everything and read!” programme and book drive in observance of Literacy Day. Now, knowing Guyanese, you wanna bet some Government employees “cocked up” their feet on their desks and read the day away – while brushing off supplicants for their service??!! But the thought is good: we SHOULD take time to “drop everything and read” nowadays. Especially when you consider that less and less people are reading. It's affected our politics – the main vocation of our people – in case you didn’t notice. Who reads newspapers nowadays? Especially those long drawn-out articles from which the older reporters can’t wean themselves away!! These days, people’s eyes start to glaze over after 5 sentences – and that’s stretching it!! Formula Over two decades after a con stitutional amendment was made to allow the two top judicial of fice holders to be appointed by the President after receiving agree ment from the Opposition Leader, Guyana remains without a sub stantive Chancellor of the Judiciary and Chief Justice. The procedure for the appoint ment of Chancellor and Chief Justice are outlined in Article 127 (1) and (2) of the Constitution of Guyana. It states therein: “The Chancellor and the Chief Justice shall be appointed by the President after obtaining the agreement of the Leader of the Opposition.”

President Dr Irfaan Ali has once again indicated that he will deal with the substan tive appointments of the Chancellor and Chief Justice (CJ) when the time is right, and after the vari ous service commissions are estab lished.He reiterated this position on Wednesday while fielding ques tions from members of the media. “We’re not at the stage of ad dressing those issues as yet,” the Head of State explained, when asked for an update on the top judi cial“There’sappointments.nothing stalling it. It’s just that we’ve not commenced ad dressing that as yet.” According to President Ali, there are other matters engaging his “Iattention.amtrying to complete the Judicial Service Commission; these things must be in place almost in stantaneously now that we have the clearance. We’re hoping to have the Teaching Service Commission fully constituted and in effect, we’re hoping to have the Public Service Commission fully in effect…then we’ll move our focus…,” he ex plained.President Ali had previously told the media that “we have no is sues appointing (the Chancellor and Chief Justice), but when the right time comes, we will have the consultations on the Chancellor and the Chief OppositionJustice”.Leader Aubrey Norton has since expressed his sup port for the confirmation of Justice Yonette Cummings-Edwards as Chancellor and Justice Roxane George as Chief Justice. They are currently acting in their respective positions.

During the opening of the April 2022 Demerara Criminal Assizes, the President of the Guyana Bar Association, Pauline Chase called for the formula for appointing the top judicial office holders to be re formed.“…those who the duty so falls to start the consultative process and put into motion the machinery to address the correction of this un workable and failed formula… It is, therefore, inimical to the rule of law that there are acting appoint ments of our highest judicial offi cers. The absence of confirmed ju dicial officers since the amendment of the Constitution for their ap pointments some 20 years ago is no clearer evidence that that system is not working,” Chase said. Attorney General Anil Nandlall, SC, had responded to Chase, con ceding that the current formula that requires consensus between the President and the Opposition Leader has not worked in the more than two decades it has been in place.He explained that since the addition of this provision to the Constitution in 2001, a sitting President has been unable to secure the agreement of the Opposition Leader on either of those appoint ments. Luckily, he added, an ad justment was made for an alter native if there is no agreement between the President and the Opposition Leader, that is, for the President to make acting appoint ments. The fact that Guyana has been unable to make substantive appointments in these two offices is “an unfortunate state of affairs”, Nandlall had expressed. Guyana’s last substantive Chancellor of the Judiciary was Justice Desiree Bernard, who served from 2001 to 2005 when she demitted office to serve as a Judge of the Caribbean Court of Justice (CCJ ),which was inaugurated on April 16 of that year. After then, several other Judges were appointed to act in the posi tion including Justice CummingsEdwards, who was sworn in by then President David Granger on March 27, 2017, following the retirement of Justice Carl Singh, who was also never confirmed in the post. Justice George was also sworn in to act as Chief Justice on March 27, 2017, following the retirement of the late Justice Ian Chang, SC. Previous efforts Referencing a lawsuit filed by the Opposition over the non-ap pointment of the top judicial posi tions, Nandlall during his recent programme – Issues in the News – recalled previous efforts made by past People’s Progressive Party/ Civic (PPP/C) Presidents to sub stantively fill those posts. He reminded that the then President Bharrat Jagdeo had on many occasions attempted to engage the then Leader of the Opposition Robert Corbin to se cure an agreement to confirm the appointments of Chief Justice (ag) Singh as Chancellor and Justice Chang as Chief Justice. “There are several meetings that were held, several letters ex changed and Mr Corbin refused to give his agreement either to con firm Chancellor Singh or to confirm Chief Justice Chang,” Nandlall pos ited.He noted that these efforts were made by Jagdeo up until 2011 when Donald Ramotar became President. Ramotar too, Nandlall recalled, made every effort to en gage the then Opposition Leader David Granger on the substantive appointments, but Granger also re fused.When Granger became President in 2015, Nandlall re minded that before he went ahead and appointed Justice George and Justice Cummings-Edwards to act in their respective positions, he had attempted to bring someone from outside of Guyana to fill the posi tion of NandlallChancellor.argued too that this process of the top judicial appoint ments was initiated by the Head of State and that during Granger’s tenure, he never attempted to kick start the “Presidentprocess.Granger, not once, ever attempted to engage Leader of the Opposition Bharrat Jagdeo from 2015 to 2020 in respect of se curing an agreement for the per sons acting in the Office of Chief Justice and Office of Chancellor,” the Attorney General said. The Education Ministry will be pur suing every ungraded result at the 2022 Caribbean Examinations Council (CXC) examinations, in or der to ensure that students achieve a fair grade. Some students who wrote the Caribbean Secondary Education Certificate (CSEC) and the Caribbean Advanced Proficiency Examinations (CAPE) have received an ungraded mark next to some subjects. While some of these re sults have already been rec tified, Education Minister Priya Manickchand has stated that every grade would be pursued to ensure a fair“Theoutcome.preliminary results submitted to us had ungrad ed subjects…It is possible that when students open the portals, you will see un graded next to a subject you did your best in and that you submitted everything for. We will do as we did in 2020. We will not leave you. We’re going to pursue ev ery last grade until you get a fair and just resolution,” the Education Minister ex plained during the official results announcement this week.In 2020, across 20 coun tries in the Caribbean, a to tal of 11,578 students that sat the exams received un graded in one or more sub ject areas. In Guyana, these revelations sparked wide spread public outrage, with students demanding an swers from the examina tions body as it relates to the poor grades assigned. The Education Ministry had led robust efforts to ensure there was a review of the re sults in question. For CSEC, 10,368 candi dates were registered as op posed to 9808 in 2021. There were 62,990 subject entries. This year, Guyana has seen improvements in both CSEC and CAPE, a feat which was credited to the investments in the education sector. “We invested in the chil dren of this country and you will see results now. That investment won’t stop. It will grow and it will be di verse and equitable.” To ensure that the coun try’s pass rate continues on this trajectory, the Minister said investment in resources would complement the goal to have 100 per cent trained teachers in the next four years.“This year, about 75 per cent of our teachers are trained. Before the next four years, 100 per cent of our teachers will be trained or in training. That’s a big move to take up and sustain high pass rates. All our teachers will be taught how to teach. Not only will they have strong content but they will learn how to deliver that to students. “ Before the ending of 2022, all CSEC students will benefit from the textbooks they need along with other support“Lookingmaterials.after how eq uitably services are deliv ered. S ome 50 families will soon settle into their new homes as the Central Housing and Planning Authority (CHPA) has completed the construction of a number of core homes in Region Three (Essequibo Islands-West Demerara).Theconstruction of these homes falls under CHPA’s Adequate Housing and Urban Accessibility Programme (AHUAP) which targets low-income residents.The20ft x 20ft two-bed room concrete structures have been built in La Parfaite Harmonie. At an event held on Wednesday, Housing and Water Minister Collin Croal disclosed that “al ready, we have constructed 50 Core Homes valued at $4 million each and these have been completed in La ParfaitePersonsHarmonie”.wererequired to apply for the core homes and once successful were expected to contribute $100,000. AHUAP also ca ters to home improvement subsidies of $500,000 in materials to upgrade their homes.Croal further disclosed that the Government will soon commence the con struction of a number of flat houses in Region Two (Pomeroon-Supenaam).Hesaid,“Wehave an other 125 flat houses that are expected to come on stream within two weeks in Region Three.” In Region Three alone, over 3200 house lots have been distributed in the Government’s first two years in office. She is a career member of the senior foreign service, a graduate from Mount Holyoke College and holds master’s degrees from the Fletcher School of Law and Diplomacy at Tufts University and the National War College. She also served with USAID from 1993 to 2018 and was post ed overseas in Bangladesh, Peru, Afghanistan and Iraq where she was the USAID mission director in Baghdad. A man is suspected of killing himself and attempting to kill his one-year-old child. Cleon Blackwood, 45, from Bannister district, Old Harbour, St Catherine was found dead and his oneyear-old daughter found be side him in bushes in the area on Thursday morning. Blackwood had ran away with the child after firing on Police on Wednesday night. His body and the alleged suicide weapon was found. Police said Blackwood’s child’s mother made a re port against him about 21:00h on Wednesday. The Police went to Blackwood’s home in a marked ser vice vehicle, but, upon ap proaching the house, the lawmen saw Blackwood outside holding his daugh ter. Blackwood fired at the Police and fled into bushes with the child. The Police remained in the area until daybreak and commenced a search about 06:30h, when Blackwood’s lifeless body was found with a single gunshot wound to the left side of his chest and his one-year-old child was found with an entrance and exit wound to her abdomen. She was assisted to the Spanish Town Hospital where she was treated and then transferred to the Bustamante Children Hospital, where she re mains in stable condition. A Taurus 9mm pistol with a magazine containing 14 9mm rounds with a round stuck in the breach was found close to Blackwood’s body.It is alleged that Blackwood is a licensed fire arm holder, but that has not yet been verified. A Judge in Argentina has charged a man and his girlfriend with attempting to kill Vice President Cristina Fernández de Kirchner last week.Fernando Sabag Montiel, 35, and his girl friend, Brenda Uliarte, 23, deny involvement in the failed attack, when a gun was pointed at the politi cian.The gunman’s weap on jammed and the Vice President was not hurt in the incident in the capital, Buenos Aires. But a Judge said the ac tions of the two suspects were planned and co-ordi nated.The charges are prelim inary and can still be mod ified. The incident happened on Thursday, September 2 as Fernández de Kirchner, 69, greeted supporters out side her home. A small crowd had gath ered to show its backing for the Vice President, who is currently on trial for cor ruption, when a man point ed a handgun at her head. The moment was cap tured on video. The gun did not fire, but Argentina’s President, Alberto Fernández, lat er said it had been loaded with five bullets. “Cristina

is still alive, because, for some reason yet to be con firmed, the gun ... did not fire,” he said in a televised address.President Fernández de scribed it as “the most se rious incident since the re turn of democracy” in 1983. Crude prices edged up about one per cent on Thursday after dropping to a seven-month low in the prior session as some technical traders bought the dip and Russia threatened to halt oil and gas exports to some buyers. That price increase came despite a surprise build in US crude inventories, news that the United States was weighing the need for more crude releases from strategic reserves and concerns China’s COVID-19 lockdown extensions and rising global interest rates would slow economic activity and hit fuel demand. US crude stockpiles surged by nearly nine million barrels last week due to a combination of increased imports and ongoing releases from Government emergency reserves, the Energy Information Administration (EIA) said. The hefty build compares with the 250,000-barrel draw analysts forecast in a Reuters poll and data from American Petroleum Institute (API) industry group showing a 3.6-millionbarrel“Mostincrease.ofthat oil in that build came from the Strategic Petroleum Reserve. Acareer-best T20 knock from South African Corbin Bosch en sured Barbados Royals won four from four in the 2022 Hero Caribbean Premier League (CPL). The Royals won by six wickets against St Lucia Kings in Match 11, played at the Daren Sammy CricketRoyalsGround.ended on 175-4 in 18.3 overs, on the back of Bosch's 81 from 50 balls while Kings had posted 1696 in 20 overs batting first. In the chase of 170, Barbados Royals lost Quinton de Kock for a gold en duck when he edged a Roston Chase delivery be hind at 7-1. Kyle Mayers, who got going with a straight six off Chase, con tinued his rich vein of form. He was joined by Bosch and the duo took Royals past 50 in the fifth over, his maiden T20 fifty from 23 balls.Mayers was then dis missed for a 26-ball 33, which had three sixes. He and Bosch added 84 runs for the second wicket, a partner ship that set the tone for the chase. Azam Khan came and went for 13; he was removed by the tournament's leading wicket-taker, Alzarri Joseph at 117-3 in 12.1 overs. In the other semi-fi nal of the women's divi sion, Woodpecker Hikers beat GCC Tigers after the game went down to a penal ty shootout. At the final whis tle, the women were 1-1 after a hard-fought game on both sides. Rene James, Latacia Chung, and Maria Munroe all converted for the Hikers. In contrast, the lone scorer for GCC was Sonia Jardine while Vanessa Pieres was denied by the Hikers goalkeeper Anesa Permaul. What can be considered one of the most compelling games of the night in the men's B group saw Bounty GCC Pitbulls advancing to the finals after edging Pepsi Hikers 6-5. The fast-paced, high-intensity match between the two saw GCC’s Kevin Spenser boring the Hikers net four times. Playing with out a goalkeeper, the Hikers men tried to defend their goal, but the Bounty GCC capital ised on their opponents’ mis fortune and scored at every opportunity. The game was tied 5-5 in the 40th minute; however, as seconds counted down, a penalty corner was awarded to GCC. With no keeper in the goal, the GCC men made light work by hit ting the backboard easily. In the final semi-final of the evening, the YMCA Old Fort outscored Hikers Cadets 4-3. Warren Williams, Simeon Moore, Daheron Wilkinson and Vice Captain Shaquan Favorite all scored for Old Fort. Colonel Heywood, who played beautiful defence, netted a goal for the Cadets along with Devin Munroe and Shane Samuels. Other teams to advance to the finals on Friday are Saints Conquerors and GCC Spartans in the Under 20 girls category and Saints S7N and YMCA Old Fort in the Under 20 boys. The winless Guyana Amazon Warriors suffered a four-wick et defeat against St Kitts and Nevis Patriots in match 10 of the Hero Caribbean Premier League, played at the Daren Sammy Cricket Ground.Patriots were down and out, requiring 22 runs from the final over, but Romario Shepherd again had a bad outing with the ball, as South African Dwaine Pretorius took him to the cleaners. Patriots regis tered their first win of the season, ending on 163-6 in 19.4Theovers.Warriors began their defence with a sur prise package, opening the bowling with Paul Stirling serving up his gentle rightarm spin. Evin Lewis slammed him for a mon ster 101-metre six. Shepherd, bowl ing from the me dia centre end, was struck for a bound ary, but in the same over, he got rid of Lewis (10), who got a ball that climbed and was caught at mid-on. The Warriors rung in the bowling changes, but Andre Fletcher held things togeth er. Dewald Brevis slammed his fellow South African Tabriz Shamsi for a six, but the spin wizard trapped Brevis at the crease for 13 with Patriots on 61-2 in 8.3 overs.The spiceman held things together in his 41 from 38 balls, an innings that included four bound aries. He fell to mid-wick et to give Shepherd his second wicket. Sherfane Rutherford took Tahir for a six in his first ball, but was out stumped the next ball as Patriots were re duced to 95-4 after 13.2 overs.
