that this was not a case where the President had to act on the advice of anyone or any entity, she pointed out, “this is a case where the President is autho rised to make an appointment albeit to certain circumstanc es under Article 211.” While those conditions could not be met, this does not mean that the President could not act, she said, noting that there was uncertainty, not only be cause the PSC was not re constituted but because since January 26, an Opposition Leader had not been elected and it was unclear when such an election would occur.

FRIDAY, AUGUST 12, 2022 | GUYANATIMESGY.COM Draw By Feona Morrison Chief Justice (ag) Roxane George, SC, has upheld President Dr Irfaan Ali’s appointment of Deputy Commissioner of Police Clifton Hicken to act as Police Commissioner, deem ing an APNU/AFC parlia mentarian’s challenge to the appointment “vexatious and an abuse of the court process”. In her ruling on Thursday to APNU/AFC Chief Whip Christopher Jones’s applica tion, in which he sought to nullify the March 30 appoint ment, mainly on the ground that the Head of State failed to “meaningfully consult” with the Opposition Leader as is constitutionally required, Justice George found that the President always had proper ly executed his discretion. Article 211 (1) of the Constitution mandates that “the Commissioner of Police and every Deputy Commissioner of Police shall be appointed by the President acting after meaningful con sultation with the Leader of the Opposition and the Chairperson of the Police Service Commission [PSC] af ter the Chairperson has con sulted with the other mem bers of the Meanwhile,Commission”.provisions for a person to act in the office of the Police Commissioner are outlined under Article 211 (2) of the Constitution, and the provisions contained in Article 211 (1), shall apply to such an appointment as they apply to the appointment of a person to hold that office. Cannot be faulted When Hicken’s appoint ment took effect, the Office of the Opposition Leader was va cant following the resignation of Joseph Harmon on January 26. Aubrey Norton—Leader of the PNCR—was appoint ed Opposition Leader on April 13. The tenure of the previ ous PSC expired on August 8, 2021; it was reconstituted on May 31 by President Ali. As a result, the Chief Justice said that President Ali could not be faulted for making the ap pointment when there was no one for him to consult, adding that it was not within his pow er to appoint an Opposition Leader. In the absence of an Opposition Leader and the PSC, she held that President Ali, who is also the Commander-in-Chief of the Armed Forces, acted “out of necessity” and it was reason able for him to take action in his “own deliberate judge ment” to appoint someone to act as Top Cop. “As of March 30, the position of Leader of the Opposition was vacant and the Police Service Commission had not been reconstituted. It, therefore, meant that at that date, compliance with Article 211 as regard to the appoint ment of Police Commissioner was impossible because of cir cumstances beyond the con trol of the President,” said the ChiefSheJustice.reasoned that it is “hardly likely” that the fram ers of the Constitution would have contemplated a situa tion where an important con stitutional office such as the Leader of the Opposition, who plays an integral role in the appointment to other consti tutional offices, would have been vacant for such an ex tendedHighlightingperiod.

Hicken’s appointment to act as Top Cop constitutional – Chief Justice rules

Negative impact Moreover, she added that there could have been a neg ative impact on national se curity if the highest office of such an important law en forcement agency was left va cant.In relation to Jones’s argu ment that the President was required to appoint the next senior officer, in this case, Deputy Police Commissioner Paul Williams, to act as Police Commissioner, Justice George said that this is not instructed by the Public Service Commission rules. Further, Jones had sub mitted that the President could have appointed some one to “perform the functions of” Police Commissioner as was done in 2020 with Nigel Hoppie, instead of appoint ing someone “to act”, untilw an Opposition Leader was appointed.TheChief Justice, how ever, explained that the lan guage of “to act” and “per form the functions of” are interchangeable as they are “one and the same thing”. “As in effect, they amount to the appointment of a per son to fill a position in what should be a temporary or holding situation. Thus, whether appointed to act or to perform the functions would amount to the same thing, a person would be per mitted to carry out the duties and responsibilities of the post,” she further went on to explain.Shealso addressed Home Affairs Minister Robeson Benn’s affidavit in which he deposed that assuming but not admitting that the President acted unlawful ly, the doctrine of necessi ty would justify a departure from what is required by the Constitution because there was an impossibility in se curing constitutional compli ance. But according to her, there was a need to distinct from the doctrine of necessity which is applied to legalising otherwise unlawful or uncon stitutional acts, and necessi ty to act in order to ensure that the machinery of admin istration is not hindered.

An important event took place on Thursday with the turning of the sod for the construction of a $130M Business Center for persons living with disabilities. More importantly, this is the first of more such regional centers to be established. Persons living with disabilities often times still face several challenges in Guyana and around the world. Many of these challenges remain unattended for quite some time, with no proper mechanism to curb them. However, the concept of the state-of-the-art business center signals good intention to assist those living with disabilities. When persons with disabilities are given a chance to acquire a good education, or are taught a skill, or be able financially to support themselves, they are in a better position to break the cycle of poverty that normally defines such situations.

President Dr Irfaan Ali and Prime Minister Brigadier (ret’d) Mark Phillips ushered in Raksha Bandhan celebrations on Thursday morning by receiving rakhis from sisters from the Brahma Kumaris and from representatives of the Indian High Commission in Guyana. Rajnie Narine and Ahalia Geer from the Brahma Kumari, and Sunita Tyagi, Savitri Dutt, Sanyukta Singh and Pammi Kaushik from the Indian High Commission visited President Ali at the Office of the President on Shiv Chanderpaul Drive and Prime Minister Phillips at his office, where they tied the rakhis on their wrists ahead of the day of celebration on Thursday (OP photos) By Marina Hyde Devastating news for the future Trump Presidential Library, already suffering acute supply problems after recent reports that the former US President frequently ripped up presiden tial papers and clogged toilets with them (home and abroad). Last night, the FBI carried out a raid on Mar-a-Lago, the Palm Beach mansion in which Trump currently resides, shar ing only several of its com munal areas with paying Floridians. The raid – or “as sault”, as Trump would have it – is thought to be related to his already-proven removal of re cords from the White House at the end of his administration, but could reasonably be linked to a number of active law suits and investigations cur rently being faced by the 45th President.Evenso, it’s a develop ment that has hit Trump and his family hard. Or opportune ly, depending on how you look at it – and more on that lat er. “These are dark times for our Nation,” began an over night statement by the former President, talking like a Star Wars opening crawl. Trump went on to say his property was “under siege”, which feels a little histrionic. Surely, this was just a harmless law en forcement rally that mildly got out of hand, though not in a way that saw five people end up dead, a gibbet erect ed on the croquet lawn, and small-state golfers barricading themselves into executive re strooms in genuine and ratio nal fear of their lives? Alas, that wasn’t the line which the presiding inspo for the Capitol riots decided to go with, with Trump instead putting the monstrous imper tinence of the FBI in perspec tive with the howl: “They even broke into my safe!” Lest you imagined you had hallucinat ed this attack line, Donald’s etiolated adult son Eric could be found honking it over on Fox News, where, as I am typ ing this, the story is current ly being headlined “BIDEN’S FBI RANSACKS THE HOME OF POTENTIAL 2024 OPPONENT”. As Eric de clared with incredulity: “They broke into a safe?! … I mean, gimme a You’llbreak!”behugely taken with this notion that a safe is your special private place that NO ONE should ever touch, a kind of supra-legal repository whose contents are automati cally placed beyond the legiti mate attentions of any and all law enforcement agencies, no matter the gravity of federal crimes being alleged, and no matter how loudly your polit ical opponents shriek “but his safe!” or simply “LOCK HIM UP”.As yet, there are no de tails of where in Mar-a-Lago Trump’s safe was located, though students of the resort’s interiors’ style would hope it was concealed behind the 1989 portrait of him entitled ‘The Visionary’. To be clear, I’m not talking about the ninefoot painting of himself that Trump paid for with $60,000 meant for charity, but the one where he’s wearing crick et whites as sunbeams break through some celestial clouds behind his head, and his ex pression says simply: “I dare you to report what I’m about to do to you, sweetheart”. FBI raids on former Presidents; filing stuff in the U-bend – another huge ly uplifting 24 hours in pol itics. Not for the first time, much of the most unwitting ly revealing commentary on it all comes from Trump him self, who says of the raid, “Nothing like this has ever happened to a President of the United States before”. Well, quite. Meanwhile, plenty of his most powerful supporters have lost no time in informing Americans that if this can hap pen to the former president, then the ordinary people are next. And yet, and yet…are they? Of all the things to lose sleep over in the contemporary US, the imminent peril of doz ens of FBI agents turning up on your doorstep and finding classified presidential records among your ironing is argu ably not one of them. Still, what kind of world are we living in when a man of the people is treated like one of the people? The whole busi ness has appalled freedom-lov ing anti-elitist Nigel Farage, who this morning announced himself to be “shocked” by the FBI’s presence at Trump’s property, before concluding that “the deep state truly does exist”.Carry yourself with the moral and intellectual consis tency of Nigel, who believes that rich and powerful men who are the subject of multi ple active criminal investiga tions should be above the law, while he himself has previ ously endorsed a US political candidate who – among other things – believes that all ho mosexuality should be made illegal. A huge number of grim prospects are coming down the slipway, but the virtually locked-on prospect of Nigel us ing the cost-of-living crisis to respawn over the next year or so is definitely up there. For now, more immediate respawnings are available. Trump is already fundrais ing off the outrage his winged monkeys are whipping up af ter last night’s raid, and at tacking its very legitimacy. “Democrats broke into the home of the 45th President,” was the way he characterised the actions of an FBI whose lifelong Republican director he personally chose for the job. As so often in the rabbit hole down which Trump has led us, I fear the news of the raid is not the unalloyed de light that many of his detrac tors may be celebrating it as. It surely makes it more, not less likely, that his 2024 presi dential run will be announced in short order, very possibly breaking his agreement to hold off before the midterms. After days like these, what does he really have to lose, barring other people’s money? Each new probe is an added incen tive to win and shut it down, pausing or permanently halt ing any number of lawsuits, and painting all reasonable investigation as clearly politi cally motivated, or – just like before! – an attempt at sim ple electoral theft. Never mind five towns ago, we passed “ra tional” five years ago. For all the drama of last night, the way back still remains entire ly unclear. (The Guardian) (Marina Hyde is a Guardian columnist)

In a more general sense, the UN Convention on the Rights of Persons with Disabilities is necessary for countries not only to adopt, but to implement fully, because it is a tool for ensuring that people with disabilities have access to the same rights and opportunities as everybody else. As explained by the World Health Organization (WHO), rather than considering disability as an issue of medicine, charity or dependency, the Convention challenges people worldwide to understand disability as a human rights’ issue. The Convention covers many areas where obstacles can arise, such as physical access to buildings, roads and transportation, and access to information through written and electronic communications. The Convention also aims to reduce stigma and discrimination, which are often reasons why people with disabilities are excluded from education, employment, and health and other services. People with disabilities have generally poorer health, lower educational achievements, fewer economic opportunities, and higher rates of poverty than people without disabilities. This is largely due to the lack of services available to them, and the many obstacles they face in their everyday lives. If one can recall, when this Dr Irfaan Ali-led administration came into Government in 2020, the Head of State, shortly after taking office, met with the umbrella body representing persons with disabilities in Guyana - the Guyana Council of Organisations for Persons with Disabilities (GCOPD) – where a call was made for the new administration to take steps to ensure that the national developmental plans are inclusionary, and create equal opportunities for persons with disabilities. At that meeting, the organisation had listed a number of concerns which it would like to see the Government address to make life more comfortable and meaningful for persons living with disabilities. Those requests include: the establishment of a monthly Disability Grant in place of the Public Assistance; opportunities for employment of qualified and skilled PWDs in the Public Sector; improvements in the delivery of education to children with disabilities; provision of low-income housing for PWDs; and provision of assistive and mobility aids. Today it is refreshing and noteworthy to see the reality of that list of requests being achieved. At the sod turning, Coordinator for Guyana Council of Persons Living with Disabilities, Ganesh Singh, referred to the Business Center as a “new chapter” for the transformation of persons living with disabilities. To quote him: “These individuals, most of them live in impoverished circumstances. A high percentage is unemployed. With this center, that will change. You will have persons with disabilities gaining employment and lifting themselves out of poverty.” Significantly, he said that he is humbled to know there are persons who care to improve the lives of persons living with disabilities. Kudos must be given to the Office of the First Lady and the Chinese Government, who are assisting with the funding for the programme. This Business Center and its replicas countrywide would indeed ensure that persons who are living with disabilities earn a decent living, express their independence, and have the economic freedom to not only have a comfortable social life, but a transformative life.

Dear Editor, It is with shock and hor ror that we listened to a leaked audio recording of a segment of the GuySuCo Board meeting and exchang es therein. Editor, this is documentary evidence that GuySuCo has degenerated to its lowest level in record ed history. The Corporation desperately needs help. The relationship between ex ecutive management and the board of directors is un healthy.Should this condition be allowed to continue? Can GuySuCo make a turn around in this state? The issue at hand in that leaked audio is about pur chase of fixed-frame tractors versus articulated tractors. The Corporation is ada mant that it needs articu lated tractors, and not fixedframe tractors. The Board is seemingly skeptical of the Corporation’s choice because of costs, fuel consumption, and capability. It further ar gues that fixed-frame trac tors would be required for other activities in any event. Editor, it is my consid ered opinion that any good business person would pur chase a piece of equipment that is: (a) capable of core function, (b) multifunctional (3) efficient, (4) low mainte nance and (5) cost competi tive. GuySuCo is driving ag ricultural mechanisation, and this is very much need ed; however, agricultural mechanisation is not limit ed to land preparation only, hence there is need for a ma chine that is multifunction al. There may be a need for some articulated tractors, but the question is: do we need the quantum that the Corporation is having a tan trumThefor?second issue I wish to address is a news item re ported in Guyana Chronicle (6/8/22)- “8,000 bags of sugar in bonds”. In this news item, the Corporation attempts to downplay the Uitvlugt fiasco as a major cause of nation al sugar shortage. The news paper reported: “Singh ex plained that while there was a minor issue at the Uitvlugt Estate during the first crop, the problem there was fixed, using technology from the United States”. Editor, in the audio recording, the CEO is heard referring to the Uitvlugt situation as a “national catastrophe”; how ever, we are told in the GC article that it is a “minor is sue”. This is clear deception, to lead this nation into be lieving that the Uitvlugt fi asco had nothing to do with the sugar shortage debacle. The truth on the Uitvlugt situation is that GuySuCo’s engineers, having observed a deteriorating high-speed, high-torque gear assembly on its mill turbine gearbox in December 2021, did noth ing to procure a new gear as sembly, or acted very late to source replacement from one of its sources in USA, India, or China. The engineers de cided they would repair that gear assembly through welding - a patently wrong engineering decision for this type of duty and applica tion. This type of gear can not be effectively repaired or fabricated locally (which GuySuCo spent millions to experiment with), and must be sourced internationally. It is not “new technology” that is needed, it is a simple replacement.Intheend, the repairs failed after 16 hours of op eration, and a locally fab ricated gear assembly also failed on the first trial. This caused the estate to aban don its 1st crop, thus wiping out 6,000 tonnes sugar from the national supply. And Uitvlugt employees were left without incomes. This man-made disaster/ catastrophe presented a sit uation for Mr. Mohammed to extend his love, kindness and generosity to Uitvlugt employees, for which they are thankful. No deflection or deception can remove thatTofact.compound the na tional sugar supply prob lem, Albion and Blairmont Estates did not achieve the meagre targets of 9,078 tonnes and 6,888 tonnes re spectively in the first crop. Ultimately, with demand being steady and supply lowered, price skyrocketed. The ACCA and MBA hold ers do not need me to ex plain further. between GuySuCo management and board is unhealthy

Thirty-two-year-old Shamby Yamat of Sarah Johanna, East Bank Demerara (EBD), who was involved in a fa tal accident on Monday, was grant ed bail in the sum of $1 million when he appeared at the Diamond Magistrate’s Court. Yamat appeared before Magistrate Judy Latchman on Wednesday where he pleaded not guilty to the charge which stat ed that he drove motor lorry GYY 6047 in a dangerous manner thus causing the death of Francisco Simosa.Itwas reported that 35-yearold Simosa, a Venezuelan nation al, was killed by a reversing truck driven by Yamat along the Sarah Johanna Public Road, EBD. Police had stated that the now dead man was standing along the roadway as motor lorry GYY 6047, which was heading in the direction of Timehri, stopped, and as the driver reversed, the left side of the tray struck the pedestrian, causing him to fall onto the parapet. It was then that the left side rear wheel of the truck ran over him.The injured man was picked up by the Police and public-spirit ed citizens in an unconscious con dition and taken to the Diamond Diagnostic Centre, where he was pronounced dead. A breathalyser test was con ducted on the driver, but no al cohol was reportedly found in his system.Ina video that was provided by a resident, the driver of the truck explained that he was reversing when he felt as if the truck rolled over something on the roadway. As such, he stopped the vehicle and saw the man lying in a motionless state. He exited the vehicle and from all indications, Simosa appeared to be dead. The driver claimed that a buzzer would normally come on when the truck is reversing and he was not sure if the now dead man heard“Theit. buzzer was on and if he hear it, why he didn’t move?” the driver questioned. Meanwhile, Yamat will return to court on August 29, 2022.

Dead: Francisco Simosa

Step 2: Find the greatest number in the tenths place: 0.90. Then the next gre atest number in the tenth place: .61 Step 3: If two decimals have the same number in the tenths place, look at the next place value, the hundredths place and rank according to the higher number. With 0.21 and 0.22, 2 is greater than 1.

Comparing and orderingExercises:decimals

Remember: When comparing numbers with decimals, always look at the whole numbers first. If two whole numbers are the same, then compare to the right of the decimal point.

A king and queen once upon a time reigned in a country a great way off, where there were in those days fairies. Now this king and queen had plenty of money, and plenty of fine clothes to wear, and plenty of good things to eat and drink, and a coach to ride out in every day: but though they had been married many years they had no children, and this grieved them very much indeed. But one day as the queen was walking by the side of the river, at the bottom of the garden, she saw a poor little fish, that had thrown itself out of the water, and lay gasping and nearly dead on the bank. Then the queen took pity on the little fish, and threw it back again into the river; and before it swam away it lifted its head out of the water and said, “I know what your wish is, and it shall be fulfilled, in return for your kindness to me— you will soon have a daughter.” What the little fish had foretold soon came to pass; and the queen had a little girl, so very beautiful that the king could not cease looking on it for joy, and said he would hold a great feast and make merry, and show the child to all the land. So he asked his kinsmen, and nobles, and friends, and neighbours. But the queen said, “I will have the fairies also, that they might be kind and good to our little daughter.” Now there were thirteen fairies in the kingdom; but as the king and queen had only twelve golden dishes for them to eat out of, they were forced to leave one of the fairies without asking her. So twelve fairies came, each with a high red cap on her head, and red shoes with high heels on her feet, and a long white wand in her hand: and after the feast was over they gathered round in a ring and gave all their best gifts to the little princess. One gave her goodness, another beauty, another riches, and so on till she had all that was good in the world.

Step 4: What do you do with .09 and 0.091? Add a zero to .09 as a placehol der for the thousandths place: 0.090. Now, you can see that 0.091 is greater than 0.090. Exercises: Place these decimals in order from least to greatest: 2.61, 2.21, 2.610, 3.220, 0.90, .09, 7.61, 0.75, .92, 4.22, 1.90, .093

When you compare whole numbers, you look at place value. To compare de cimals, you will look at place value. Line up your decimals so that the deci mal points are in a column. Then begin by looking at the column to the im mediate right of the decimal point, the tenths place. As you arrange your numbers, work toward the right. Example: Place these decimals in order from least to greatest: .61, 0.21, .09, .22, .90, .091 Step 1: Line up the decimal points: 0.0910.90.21.61.09.22

“This is a case of a necessi ty not to cure an illegality, but to ensure that the unexpect ed lacuna that resulted in the impossibilities comply with Article 211 did not result in a situation that would have left the Guyana Police Force and, therefore the nation, without a Commissioner.”Accordingto her, the Opposition parliamentarian’s argument that President Ali, upon assuming office, had re fused to engage with former Opposition Leader Joseph Harmon until the APNU/AFC recognised the legitimacy of the PPP/C Government, was to “engage in speculation”. Even if she had declared Hicken’s appointment uncon stitutional, the Chief Justice made it clear that she would have applied the defacto offi cer doctrine, to save all actions carried out by him, including the recent promotion of doz ens of junior Police ranks. …on elections Now, we know General Elections are due in 2025. Unless, of course, the PPP calls a snap election – which is their prerogative. But whichever way we go, there’s gonna have to be a Voters List – with the names and particulars of all who’re entitled to vote! Now, your Eyewitness isn’t too sure about their stance on the imminent LGE, but Opposition Leader Norton just made it clear the Opposition ain’t going to participate in the 2025 General Elections unless there’s a brand-new voters’ list - put together from a house-to-house exercise. They claim our list is too “bloated”, cause it has too many persons who’ve migrated or died. Now, this threat sounds reasonable – until you hear that the Courts have ruled that you can’t take off emigrants’ names!! So, what to do?? Well, we can always change the constitution to allow that. Or, as the PPP says, tighten the safeguards that were instituted after 1997 and subsequently!! Whichever way we go, this aint gonna end well. …in the air? A lotta folks are happy that British Airways is back. Now, this might be good for Britain, as they try recovering from Brexit. But is this recreating the old Pax Britannia? And will the navy follow??

…of culture

Vultures...

There are some people who’ll go to any length to create strife and confusion in our country – just to further their lust for power. Note your Eyewitness didn’t say “to SATISFY their lust for power” – cause as they move up the power ladder, they get enlarged perspectives to see and seize ever larger chunks. To reverse the analogy, they become like avalanches picking up debris to build their mass, smashing everything in its path. Your Eyewitness, of course, is talking about those elements in the Opposition camp, who, knowing fully well we’ve got an ethnically divided society, yet exploit culturally driven fears in the community. And this is very, very dangerous, since culture goes to the very essence of who we are; or, more to the point, who we see ourselves to be. Or not!! Now the danger comes from the fact that folks who live near each other, or with each other, can’t help but compare themselves – and in these matters, someone will always come out ahead or behind. That’s what comparison’s all about, ain’t it?? Now, this started from the very beginning of this country, when the Europeans who “discovered the New World” compared themselves with the local Indigenous peoples and concluded that they were faaaar superior!! So superior that they didn’t even deign to consider how they could “discover” these lands when those folks were already living here!! And, of course, the answer is they didn’t consider those to be REAL people!! And ditto for all others they dragged from all four (?) corners of the earth for the honour of slaving away for them!! To slave for them was an honour, since we’d pick up some “civilised” behaviour from them – like whipping and beating us for the slightest “infraction”. Such as looking at them cross-eyed!! You were supposed to be grinning even when you were dragging a punt loaded with cane to the sugar factory!! And some are surprised that nowadays we beat our wives and children at the drop of a hat!! Anyhow, our history has, not surprisingly, produced cultures that make us touchy about all kinds of “slights”. And if you’re slighting your neighbour, if you happen to be doing better than he is doing, you’re implicitly signalling that he’s not as good as you!! And when an entire group suffers by comparison to another group, then, lo and behold, you have the ethnic conflict that bursts out ever so often in our dear old mudland!! And that’s what these culture vultures are digging up like old sores. Folks move ahead or fall behind for all sorts of reasons – driven by historical or contingent factors. Rather than whipping up frustrations that can explode into violence, why not work to overcome debilitations?

He also called on persons to be more responsible and desist fromInsquatting.earlyMay of this year, the Housing and Planning Authority (CH&PA) had conducted a demolition ex ercise in Phase 4, Amelia’s Ward, which has been ear marked for infrastructure development by the Ministry of Housing and Water. During the exercise, however, two habitable structures were demolished, while other structures in cluding fences and founda tions were also removed. The structures were in the path of an access road. To date, some of the affected persons have been offered house lots while two have opted for housing units. Immediately after the demolition exercise, Chief Executive Officer of the CH&PA, Sherwyn Greaves met with the persons who had taken up illegal occu pancy in the area. A com mitment was made for those persons to be offered lands and alternative housing op tions. These offers were accepted, followed by an independent valuation ex ercise which was done by the Ministry of Finance’s Valuation Office in June. But prior to this agree ment, several officials in cluding Minister with the Housing Ministry Susan Rodrigues had met with the affected persons. At one of those engage ments, the CH&PA Head had explained that while the demolition exercise was un fortunate, it was necessary as the area was earmarked for a new thoroughfare and the agency could no longer sit by and hold back devel opment. Moreover, he had stated that when the occupation al survey was done in mid2021, there were no struc tures in the path of the road and the squatters in the area were advised against erecting new structures as well as making additions to existing structures. It was previously report ed that of the 16 informal settlements, only two hab itable structures existed at the time of demolition, while the other structures varied from chain-link fences to wooden and concrete foun dations. While the affected per sons have agreed to the sug gested resolution to the mat ter, the CEO had pointed out that the issue of squat ting is causing major set backs in the housing drive for the region. He noted that while there are genuine instances where persons are forced to occupy lands illegally, this practice cannot and would not be en couraged.Greaves had further ex plained, “last year we al located 400 house lots in Amelia’s Ward and we can not give persons access to those lots because of those persons who are squat ting. Now we have to move around that and we have to constantly be changing our plan and it is unfair to those 400 people to be affected by a few, so as a result those ac tions were taken.” (G8)

Bridging the gap be tween emerging job markets and skills to support such sec tors has moved one step closer with the sign ing of a Memorandum of Understanding between the Georgetown Chamber of Commerce and Industry (GCCI) and Coursera. This signing, facilitated on Thursday, comes after weeks of consultations, and will bring about training programmes facilitated by Coursera that would upskill persons in all sectors. One of the first initiatives is a sur vey to identify the skills gap and needs of the labour mar ket, after which the training would be rolled out. Senior Advisor at Coursera, Chad Pasha, un derscored that nationwide upskilling would develop the skills on demand in the Private Sector. He noted that Guyanese need to pre pare for the jobs that would come on stream from the budding oil and gas indus try.“As the country’s eco nomic landscape rapidly evolves, it is imperative for Guyanese citizens to have the opportunity to learn the skills and earn the creden tials needed to continuous ly prepare them for today’s and tomorrow’s job mar kets. There are now much fewer barriers to accessing the world’s best online edu cation. Learners don’t need pre-qualification for the vast majority of Coursera cours es. You don’t even need con stant internet connection to download our content of fline,” he noted. Already, there are 65,000 Guyanese learners enrolled in over 248,000 courses. We are current ly working with the PSC to map these needs to a Private Sector survey,” Pasha has said.PSC Chairman Paul Cheong added that there is a new Guyana in the making, and stakeholders must cap italise on opportunities. He also said the country’s land scape is changing quite rap idly, and people must keep up with this “Guyana’space.economy is growing at a rapid pace. This year, it is projected to grow 60 per cent. That growth and development create also the need for the requisite skills to participate in the coun try’s development…We need to, as citizens of this coun try, put ourselves in a place to optimise whatever benefit we can get through the con tribution we would be mak ing to our country’s develop ment. So, we look forward to many of our people coming on board outside to get the requisite training that they require,” the PSC Chairman relayed.Launched in 2012, Coursera is now one of the largest learning plat forms in the world, with over 102 million registered learners. Coursera collab orates with over 250 lead ing universities and in dustry partners, including Yale University, University of Michigan, Google and IBM, to offer a broad cat alogue of content and cre dentials, including courses, specialisations, professional certificates, guided projects and Bachelor’s and Master’s degrees. Institutions and Governments around the world use Coursera to up skill and reskill their em ployees and citizens. “We now have a gold en opportunity to increase the economic potential and quality of life of thousands of Guyanese citizens, as well as improve Guyana’s attrac tiveness for investment, its competitiveness on a glob al footprint, its growth tra jectory, and the ecosystem for innovation which leaves no citizen behind. We must lower the barrier to entry in education, and allow people from vastly different skill sets, backgrounds, abilities coming from different parts of the country to be able to have equal chances at im proving themselves to the best of their ability,” Pasha added.

Beginning from the month of October, com muters using Guyana’s ferry services would simply be able to book their tickets on line, rather than waiting for hours prior to their departure to secure a spot. You’d be able to book, you pay and you know. The advisory board of the Transport and Harbours Department is working very hard for the implementation of online booking,” he said. The Transport and Harbours Department would publish the sched uled trips departing from the Parika Stelling to places like Supenaam and Bartica. There have been com plaints from commuters about the hours of waiting just to secure a spot for their vehicles. Due to the large vol ume of passengers traversing daily, the Minister explained that authorities would facili tate additional trips per day, to ensure that people get to their destinations.

The vouchers can be ex changed for fertiliser at companies identified by the RPA.President Dr Irfaan Ali had announced a $1 billion fertiliser assistance pro gramme for farmers earlier thisInyear.July, Guyana Times reported that two months after President Dr Irfaan Ali had announced that his Government would pur chase $1 billion worth of fer tiliser to distribute to farm ers across various regions, the tender for that project was out, and has already at tracted a number of bids. The bids for this ten der, which is seeking a com pany to supply 5000 met ric tons of granular urea fertiliser, were opened at the National Procurement and Tender Administration Board (NPTAB) this week. According to the ten der, the fertiliser would be distributed in Regions One (Barima-Waini), (East(Mahaica-Berbice)(Demerara-Mahaica),WestThree(Pomeroon-Supenaam),Two(EssequiboIslands-Demerara),FourFiveandSixBerbice-Corentyne).Amongthebidders, Caricom Rice Mill Limited entered a bid of $1.1 bil lion and Dax Contracting Services entered a bid of $1.2 billion. The price for fertiliser now we can’t af ford and they do something great and lessen our bur dens,” farmer Persaud said Another rice farmer, Suresh Singh said that he is very satisfied with the bags of fertilisers he received for his 65 acres of rice fields. He added that most of his money was spent on fertilis er where the price for one bag of urea is $11,000 and the cost for one bag of MPK IS $10,000.“Withthis intervention it will assist me a lot in my rice field. I am very thank ful and satisfied with the bags I received,” he said. Other recipients praised the Government for its sup port of the rice industry and are looking forward to their continuousAdditionally, support.during an interview with the Regional Vice Chairman, Humace Oodit, he stated that the process was being hindered by inaccurate information supplied to extension offi cers by the farmers. Public Works Minister Juan Edghill has said that there has been a recorded increase of per sons transiting through the Cheddi Jagan International Airport. This increase has now taken the level of traffic at the airport almost back to the levels recorded be fore the country was hit by the devastating COVID-19 pandemic, which forced the country into lockdown. “August of July 2022, these number are record ed as of the end of July 354,961 passengers transit ed and operated through the Cheddi Jagan International Airport and that is com pared to a 183,063 for the corresponding period last year…in 2022 we are al ready recording a 94 per cent increase of traffic for the corresponding peri od last year,” the Minister said on Wednesday during a pressHeconference.addedthat arriv als at CJIA reflected a 97 per cent increase while de partures reflected a 91 per cent increase, adding that “we are currently doing 95 per cent of our pre-pandem ic traffic which was measur ing at 2019 before we had to into the lockdowns in 2020.” “So, right now air traf fic and travel in and out of Guyana, we are getting back almost to the pre pandemic levels and we have seen sig nificant increases over the last year,” he said. The Minister stated that since taking office back in 2020, the Government has been able to double the number of airlines operat ing Thishere.has now led to an increase in the number of seats available for travel as compared to previous years. “When we came in on October 2020 and we reopen that airport there were just 4 airlines operating, we had Caribbean Airlines, Copa Airlines, Suriname Airways and American Airlines. The total available seats as of October 2020 amounted to 260,434.“Intwo years, we were able to get Jet Blue, Inter Caribbean Airways, Fly Allways and we are welcom ing British Airways. So, we met 4 airlines operating and in 2 years we have been able to double that by putting in another 4 airlines operating in and out of Guyana,” he stated. The total available seats as of July 2022 is 627,318, which is an increase of 140 per cent as compared to the seats offered in 2020, when the Government took office. With the arrival of British Airways, the new est airline operating out of Guyana will be able to add 1328 per week or 69,056 seats per year. The Public Works Minister further explained that this is due to the Government’s decision to reopen the airports despite the negative feedback from naysayers.“Ithink the vision ary leadership and deci sion making directed by President Irfaan Ali, when we decided October of 2020 to reopen our airport is bearing fruit and we led the Caribbean in this regard and I’m sure that every one is now contended that we made the right decision amidst all of the risk and the cry and the pessimism that was being offered, that we were going to bring COVID in and kill people. “We had given the fig ures of how many persons had tested positive on ar rival and those numbers are miniscule, we were able to control this in a great way and we also want to remind that airports international would have certified and ac credited the Cheddi Jagan International Airport with very high accolades of our ability to operate during that COVID-19 period,” Edghill added.

Rescue personnel participating in the operation for miners trapped Palaeontologists on Thursday heralded the discovery of a pre viously unknown small ar moured dinosaur in south ern Argentina, a creature that likely walked upright on its back legs roaming a then-steamy landscape about 100 million years ago. The Cretaceous Period dinosaur, named Jakapil kaniukura, would have been well-protected with rows of bony disk-shaped armour along its neck and back and down to its tail, they said. It measured about 5 feet (1.5 meters) long and weighed only 9 to 15 pounds (4-7 kg), similar to an average house cat.Its fossilised remains were dug up over the past decade near a dam in Patagonia in Rio Negro province's La Buitrera pale ontological zone. The scien tists described Jakapil in a study published in the jour nal Scientific Reports. The scientists said Jakapil marks a first-ofits-kind discovery of an ar moured dinosaur from the Cretaceous in South America. It is part of the thyreophoran dinosaur group that includes the likes of Stegosaurus, known for its bony back plates and spiky tail, and tank-like Ankylosaurus, covered in armour and wielding a clublikeLeadtail. palaeontologist Sebastian Apesteguia and his colleagues found a par tial skeleton of Jakapil along with 15 tooth fragments fea turing a leaf-like shape, sim ilar to iguana teeth. Jakapil resembles a primitive form of thyreo phoran that lived much earlier, making it a sur prise that it dated from the Cretaceous. Apesteguia said never before has such a thyreophoran been dug up anywhere in the southern hemisphere. (Excerpt from Reuters)

Oil prices settled up more than US$2 on Thursday after the International Energy Agency raised its oil demand growth forecast for this year as soaring natural gas prices have some consumers switching to oil. Brent crude futures gained US$2.20, or 2.3 per cent, to settle at US$99.60 a barrel. US West Texas Intermediate crude futures settled up US$2.41, or 2.6 per cent, to US$94.34. "Natural gas and electricity prices have soared to new records, incentivising gas-to-oil switching in some countries," the Parisbased agency said in its monthly oil report. It raised its outlook for 2022 demand by 380,000 barrels per day (bpd). By contrast, the Organisation of the Petroleum Exporting Countries (OPEC) cut its 2022 forecast for growth in world oil demand, citing the impact of Russia's invasion of Ukraine, high inflation and efforts to contain the pandemic. OPEC expects 2022 oil demand to rise by 3.1 million bpd, down 260,000 bpd from the previous forecast. It still sees a higher overall global oil demand figure than the IEA for 2022. Prices were also boosted as the US dollar extended losses against other major currencies after a report showed US inflation was not as hot as anticipated in July, prompting traders to dial back expectations for rate hikes by the Federal Reserve.

A rise in US oil inventories last week and resumption of crude flows on a pipeline supplying central Europe capped price gains. US crude oil stocks rose by 5.5 million barrels in the latest week, the US Energy Information Administration said, more than the expected increase of 73,000 barrels. Gasoline product supplied rose to 9.1 million barrels per day, though that figure shows demand down 6 per cent over the last four weeks from a year earlier. WE CAN’T BEG PEOPLE TO PLAY FOR WEST INDIES – Phil Simmons NBA to retire Bill Russell’s #6 jersey

Andre Russell hasn’t made himself avail able for selection. The status of Sunil Narine’s availability is a bit of a mystery. Evin Lewis and Oshane Thomas have not appeared for their fitness tests. Sheldon Cottrell and Roston Chase are out with injuries, while Fabian Allen has pulled out for personal reasons. As a result of the foregoing, with the men’s T20 World Cup about two months away, West Indies are far from identifying their best squad, and the 4-1 series defeat to India at home recently hasn’t helped. The three-match T20I Series against New Zealand gives the team manage ment one last chance to see the players in an interna tional setting. The CPL will follow, but Lead Selector Desmond Haynes and Head Coach Phil Simmons have expressed disappointment at the state of affairs ahead of theRussell, series. for example, has not played for West Indies since the 2021 T20 World Cup. He’s playing the Hundred at the mo ment - along with Narine - and missed the home se ries against India and now against New Zealand. A couple of days ago, Russell was part of the list of over seas players unveiled by the UAE’s International League T20, which begins in January next year. “From what I have gath ered, I think he is unavail able because he hasn’t made himself available,” Haynes said of LewisRussell.failed to complete a fitness test that had been arranged for him by the CWI during his IPL stint with Lucknow Super Giants earlier this year, according to Haynes.“Iwould love (for) every one to play for West Indies. I would love to make sure that all the guys make themselves available to play,” Haynes has said. “But you must realise that the guys have options now, and if guys are choosing other franchises in front of West Indies, then we have to pick from who is available to us.” Simmons’s comments were stronger: “It hurts! There’s no other way to put it. But what can you do? I don’t think that I should be begging people to play for their countries. I think if you want to represent West Indies, you will make your self“Lifeavailable.haschanged in that people have the opportuni ties to go different places, and if they choose that over West Indies, that’s just how it is.”The CPL, which runs from September 1 to October 1, will come at a good time vis-à-vis West Indies’ se lection for the T20 World Cup. The West Indies would have to play the first round of games, which starts on October 16, to qualify for the Super 12 round of the T20 World Cup. “If there is a competi tion that is run by the West Indies (and) somebody is playing well, I think his name should really come up for selection,” Haynes said about considering CPL per formances for World Cup se lection. “That performance is very important to us, and we didn’t say that we have picked the World Cup team yet, so all the games that are going to be played lead ing up to the World Cup we must take into consider ation.”In the three T20Is against New Zealand, West Indies could tinker with the positions of their two main batters in the middle order, Nicholas Pooran, the cap tain, and Shimron Hetmyer. “So far, we have been experimenting. As we get to the end of these games, we’re going to have a bet ter idea how we want them to be put in the order, and how we want them to go in,” Simmons said. “And we tend to judge it by overs and the situation. So, in each game, it could be different; Shimron could bat higher and Pooran could bat lower. It just depends on the game, the situation in the game.” (ESPNCricinfo)

T he NBA will hon our the late 11-time champion Bill Russell by retiring his jersey, num ber six, across the league. Boston Celtics’ legend Russell died at the age of 88 last month. Current players who wear six, in cluding LeBron James, would be able to continue to use the number, but it would not be issued to new players.Centre Russell won a re cord 11 NBA titles and five NBA Most Valuable Player awards during a 13-year career with the Celtics. He also captained the USA to Olympic gold in 1956, and made a significant impact as the league’s first black head coach and an equal rights“Billpioneer.Russell’s unpar alleled success on the court and pioneering civ il rights activism deserve to be honoured in a unique and historic way,” said NBA Commissioner Adam Silver.“Permanently retiring his number six across ev ery NBA team ensures that Bill’s transcendent career will always be recognised.”

By Jemima Holmes Even after 10 years of the “Biggest Party in Sport”, a number of “firsts” can still happen. For instance, 2022 may be the year that Guyana Amazon Warriors’ new addition, Jermaine Blackwood, gets the opportunity to play his first Hero Caribbean Premier League (CPL) game at the Guyana National Stadium at Providence, EBD. Though he may not have been on the pitch, Blackwood is no stranger to the ener getic crowds that pack the National Stadium to capaci ty; it is an aspect of the CPL he is eagerly looking forward to, as he hopes to make the most of his first year with the localThusfranchise.far,Blackwood has found the ongoing Warriors camp to be a welcoming one. The batsman related ex clusively to Guyana Times Sport, “It was good to hear or see that I got picked for the Guyana Amazon Warriors, my first time playing for GAW. To be honest, from yesterday, the first day that I got here, I can feel the to getherness with the team and the management staff. “From the airport, I just felt that feeling like I’m at home, and that’s always good when you’re in an environ ment and you’re so comfort able already. I just can’t re ally wait to get the games on the“Itway.has been good. Today was a bit hot, humid, but the guys put in the work. We have some very young, good talent as well. So far, my first day was excellent,” he add ed about his first day in the GAW training camp. Blackwood comes to the Guyana Amazon Warriors from the Jamaica Tallawahs, whom he last represented in the Hero Caribbean Premier League (CPL) in 2020. On the international scene, Blackwood has had a good year, especially in Test cricket, wherein he racked up two centuries and two fif ties. Unbothered by the dis parity in formats, Blackwood believes his aggressiveness with the bat would bode well in the T20 landscape. “Well, it’s not going to be too hard for me to (tran sition) from Test match to T20 or T10, because I’m an aggressive player. Over the past few years, I haven’t been playing, like, any whiteball cricket, I’ve been playing a lot of Test cricket; and, you know, with Test cricket, you have to take your time and bat, but T20 is more fastpaced, and it’s going to be a nice turn around for me,” he told this cialer,gametablishsaid,Continuing,publication.Blackwood“Also,I’mtryingtoesmyselfintheT20aswell,and,asaplayIjustwannadosomespethingsfortheGuyana Amazon Warriors and help them to the trophy this year.” While admitting that he has never played a CPL game at Providence, this right-handed batsman is ea gerly looking forward to the vibes and, most importantly, the“Fromfans. (the time that) I got here yesterday, the taxi driver told me that the four games here sold out already; so that’s a massive thing for us as a team. You know, when you’re playing at your home, you want to get the full support and the full backing. That’s going to be a big booster for me, because I like to play with fans in the stands so, you know, I can put on a good show for them,” the new GAW player explained.Stillon the topic of the “Warrior Nation” fans, he said, “The party stands and the entertainment here have always been great. Even if I’m not playing CPL, I al ways watch it, and I always see a lot of fun activities go ing on here when the game is playing, or even when the game is finished.” Like most others, Blackwood is optimistic about this year’s CPL sea son, anticipating that he can bring something to the table that would get the Warriors over the line at home. “I just get this feeling this year that this year is going to be the year for us to win this trophy. We always appreciate the support from the fans, and just looking forward for that same sup port this year,” Blackwood said. The Hero CPL is sched uled for August 31st to September 30th 2022 in St. Kitts and Nevis, St. Lucia, Trinidad and Tobago, and Guyana.
