“It makes sense to open up, but in keeping with reality of pandemic” – Caricom SG …as preparations set for 33rd Intersessional Meeting in Belize

ith the stage set for the 33rd InterSessional Meeting that will be held in Belize, Heads of Government of the Caribbean Community are expected to deliberate on a host of major issues including the region’s post-pandemic economic recovery, which according to Caricom Secretary-General Dr Carla Barnett is critical.

She made this remark during a review of the agenda for the upcoming regional meeting. The Caricom SG posited that one of the priorities of the region now is to ensure the opening up of economies but added that this must be done in keeping with the reality of the pandemic.

“We really cannot stay locked up… People have to produce; they have to eat. They have to do their business every day and you can’t do that in an extremely constrained social setting. Therefore, the notion that we have to free up, that we have to open up makes sense but we have to do it in keeping with what the scientific information says about the pandemic is evolving, how the virus itself has evolved and what the main concerns would be, which continue to be – we have to protect our most vulnerable populations,” Dr Barnett said.

vancing the implementation of the Caricom Single Market and Economy (CSME), which is regarded as the Region’s most practical option for responding to current economic challenges, and building a more resilient Caribbean Community.

“Even more now [CSME is seen as option to economic resilience] because, I think, what the COVID pandemic has emphasised for us is the real importance of being able to support each other, combine our efforts in economic development, invest in each other’s country – making

sure where there are opportunities, that those opportunities are shared, where there are risks we address them together because at the end of the day, within the CSME, that’s really about our future,” she stated.

According to the Caricom SG, while there have been delays in implementing certain aspects of the CSME, there is still a holistic recommitment by Members States towards advancing this initiative.

In addition to this, another critical area of mutual interest for the Region that will be featured on

the agenda for next week’s meeting is agriculture development and food security.

Dr Barnett went on to point out that one of major challenges in this sector is transportation.

“Because of the impact of COVID and the disruptions that occurred, transportation of food in particularly is really on the agenda but not food… people. So, if there is a glut in St Vincent, there really ought to be no reason for that extra not to go to St Lucia or Barbados or some other place.”

The Ministers of Agriculture and the officials have been talking about all of the things that have to be sorted through… to ensure that we manage the movement in such a way that nobody’s agriculture sector is compromised. So that’s high on the agenda and is linked closely with the matter of food security and increased food production,” the Caricom Head asserted.

Other reoccurring issues will also feature on the agenda such as regional security, border issues and climate change.

Under the Chairmanship of Belize’s Prime Minister, John Briceño, Caricom Heads of Governments will be gathering in person for the first time in two years for the 33rd Inter-Sessional Meeting in San Pedro,

According to the Caricom SG, this meeting is particularly special since not only is it her first in-person meeting with regional leaders since assuming office but also because it is being held in her home country.

“It’s even more significant for me because I’m from Belize and it’s going to be my pleasure to welcome Heads [of Government], colleagues from the Secretariat, delegations from all Member States to Belize… It’s kind of special to be able to do that,” Dr Barnett said.

Following the inter-

sessional meeting set for March 1 and 2, there will be a Caricom-SICA meeting also in Belize that will see the Caribbean leaders meeting with counterparts from Central and South America to advance cooperation talks.

United Nations Secretary General Antonio Guterres is expected to address that gathering.

Foreign Affairs and International Cooperation Minister Hugh Todd attended the virtual meeting of Ministers of Foreign Affairs of Caricom-SICA in preparation for the Fourth Caricom-SICA Summit.

u y a n a ’ s Government, through the Foreign Affairs and International Cooperation Ministry, has been engaging its hemispheric neighbours to discuss the stability of the regional in light of the current crisis in Ukraine after Russian troops invaded the European country on Thursday.

On Thursday, Foreign Affairs and International Cooperation Minister Hugh Todd held a series of teleconferences with his counterparts from South American nations.

He spoke with Brazil’s Minister of Foreign Affairs, Carlos Alberto Franco França, and the Vice President and Minister of Foreign Affairs of the Republic of Colombia, Marta Lucía Ramírez, “following the recent developments in Ukraine,” brief statements posted on the Georgetown Ministry’s Facebook and Twitter accounts detailed.

However, Brazil’s Foreign Minister tweeted on Friday that, “Minister Carlos França received a call today from the Minister of Foreign Affairs and International Cooperation of Guyana, Hugh Todd.

They discussed the situation in Ukraine and the handling of the issue by the two countries”.

Meanwhile, Columbia’s Foreign Minister shared on her twitter account, “I had a telephone conversation with the Foreign Minister of #Guyana, Hugh Todd, with whom we discussed the Ukraine-Russia cri-

sis and its impact not only on the security of Europe, but also on the stability of #AméricaLatina (Latin America) and #Caribe (Caribbean), zone of the world traditionally of peace”.

These engagements followed previous meetings held on Thursday between Minister Todd and members of the diplomatic community in Georgetown including Russian Ambassador to Guyana, Alexander Kurmaz.

A brief note from the Foreign Affairs Ministry’s Facebook page stated that the meeting followed “Russia’s actions against Ukraine” but did not indicate the nature of the discussions held.

The Ministry also said “following the recent developments in Ukraine,” Minister Todd met with United States Ambassador, Sarah-Ann Lynch; British High Commissioner, Jane Caroline Miller; Canadian High Commissioner, Mark Berman, and the European

Union Ambassador, Fernando Ponz Cantó.

The Guyana Government already joined global condemnation of Russia’s attacks on Ukraine, calling for immediate ceasefire and peaceful resolution of differences between the two European neighbours.

“Guyana is gravely concerned over the recent military intervention by Russia in violation of the territorial integrity and sovereignty of Ukraine and calls for an immediate cessation of hostilities and a return to diplomacy,” it said.

According to the People’s Progressive Party/Civic (PPP/C) Administration, “Guyana deplores the threat or use of force in the conduct of international relations and urges a peaceful resolution of the differences that currently exist, in consonance with the rule of international law and the provisions of the United Nations Charter”.

Thursday’s missive went on to outline that the

current military action in Ukraine is contrary to the principles of respect for territorial integrity, sovereignty and the non-interference in the internal affairs of another sovereign State.

“The aggression against Ukraine is a threat to the region and countries everywhere. Guyana supports the efforts of the United Nations Secretary General to bring a speedy resolution to the situation in Ukraine and cease the threat to international peace and security,” the Guyana Government stated.

It further indicated that it has been consulting with its international partners on this matter.

The Organisation of American States (OAS) and the Caribbean Community (Caricom) – both of which Guyana is a member of – have also condemned Russia’s act of aggression, which has been described by western neighbours as “a dark day for Europe”.

Non-observation of basic rules

T

here is always an element of risk whenever someone uses the roadways, be it a motorist, passenger, cyclist or pedestrian. This is somewhat inherent, since it is believed that accidents will happen. Often the fault is not with the one being cautious.

The risks may manifest in various forms, such as a lack of street lighting while driving at nights; potholes which, when swerved from, could place a vehicle in the direct path of another; absence, or non-functioning, of traffic lights, which can create uncertainty among drivers; roaming animals; speeding; drinking and driving; narrow streets, and lack of traffic signage. In addition, disregard of basic traffic etiquette and other rules exacerbate the risks.

Seemingly common now is the disrespect for designated major roads. Many drivers, including some within the public transportation system, refuse to adhere to what is mandatory.

As a result, a number of accidents occur frequently at some of those points. Similarly, the practice of running red lights and the green signal that allows pedestrians to cross continues unabated, predominantly by minibus drivers. The danger that poses needs no explanation.

While a plethora of traffic violations are committed on a daily basis, some appear more prominent. Undertaking and cutting in front of a vehicle, and the sticking out of a minibus conductor’s arm to do likewise from the other side, seem the new norm of driving. Aside from the obvious danger, especially to young and inexperienced drivers, and apart from being an irritant, it is blatant bullyism and a potent source for road rage.

It appears that those who engage in such practices do not see themselves as being errant, or what they do as a traffic violation. Lanes that allow for turning-on-red are abused and used as if they are the right-of-way. In the City, many roads other than what are authorised for minibus routes are used as thoroughfares. Speeding is foremost, causing areas that are supposed to be free of minibuses to become dangerous.

In addition, some drivers seemingly take pride in having an alcoholic beverage in their possession while transporting passengers. Adding to the woes of those who abide by traffic rules, they are verbally abused when trying to stave off a potential transgressor. These practices are not unknown to the Police, and while the Police cannot be at all points where violations occur, there is the expectation for more and sustained intervention in the interest of safety for all road users.

This does not take away from the valiant efforts of a few dedicated traffic officers, who do their best to curb the situation; one which has reached alarming proportions.

From all reposts, some traffic ranks can easily pinpoint a particular minibus, based upon design and route, when a complaint is lodge. That probably suggests that that traffic violation is not unique to that vehicle. Again, it must be asked: how is it allowed to continue?

What is desperately needed is a sustained campaign to reduce traffic violations, and let the law take its course on the errant ones, regardless of who they are. The carelessness exhibited puts all road users at risk. This is where the National Road Safety Council would need to be supported, and probably empowered to have a more visible presence and increased influence all year round.

It must be noted that drivers are not the only violators of traffic rules, for some pedestrians are equally guilty. Aside from the common jaywalking, they cross busy intersections when not authorised, and refuse to use the overhead pedestrian walkways, thereby bringing danger to themselves and others. Like errant drivers, they seem empowered to not observe basic traffic rules. This will change only when there is a constant stream of violators up the stairs of the courts across the country. There is a hope that that is not wishful thinking.

Can anyone in Russia stop Putin now?

estern leaders have spent the past 20 years trying to guess what Vladimir Putin “really wants”. Very often, it’s enough just to read his words, very carefully. Because usually he means exactly what he says.

And in the case of his early morning television address announcing Russia’s invasion of Ukraine, his words and hints about his intentions were truly terrifying.

It would be good to start with his warning to the west not to interfere, because just as people like David Davis call for the west to provide air support to Ukraine, Putin had this to say: “Russia will respond immediately, and the consequences will be such as you have never seen in your entire history. All the necessary decisions in this regard have been taken.”

There can be little doubt that what he means is that he is prepared to deploy nuclear weapons against any country that takes military action to help Ukraine. He added, with great emphasis: “I hope that my words will be heard.” Apparently not by Davis.

As for Putin’s intentions in Ukraine itself, there was a strong indication that he plans to incorporate the Donbas (including the entire Donetsk and Luhansk regions, most of which are still in Ukrainian hands) into the Russian Federation, just as he did

with Crimea in 2014. He said that the peoples living in Ukraine (by which he meant the Russians) have the right to make a “free choice”, and added that in 2014 Russia “was obliged to protect the people of Crimea” and that those people then chose to “be with their historic homeland, Russia”. There is no other way to interpret those words than as a threat to annex the eastern regions of Ukraine.

As for his declared intention to “demilitarise and denazify” Ukraine, it is hard to see how this could be achieved without a wholesale occupation of the country and change of government. True, Putin denied that his purpose was to occupy Ukraine. But there was a big “but”: there were, he said, “statements” coming from the west to the effect that there was no need any more to “abide by the documents setting forth the outcomes of world war two”. So it’s goodbye Yalta, it seems, as Putin sets about redrawing the map of Europe.

So what hope is there that Putin can be deterred from going this far? Inside Russia, opposition voices have been utterly squashed.

Politicians who might have led public protests, such as Alexei Navalny, are in prison, and his entire network of activists has been outlawed. Would-be protesters in Moscow were detained as soon as they left their flats.

Gazeta, Dmitry Muratov, who won last year’s Nobel peace prize, put out a desperately sad statement: “President Putin has ordered our country to start a war with Ukraine. And there is nobody to stop this war. For that reason, as well as grief, I feel shame.”

Anyone who watched Monday’s meeting of Putin with his security council will understand Muratov’s despair. This was a gathering of those who in theory advise the president, whose job is to assess options and their outcomes.

Not one of them dared step out of line. They knew what Putin wanted them to say and they said it. When the foreign intelligence chief, Sergei Naryshkin, fluffed his lines, he got a tongue-lashing (shown on TV) from the president. A couple of officials did suggest giving diplomacy a few days longer, but they were ignored. Dmitry Medvedev was seen as a flickering light of reason when he swapped the presidency with Putin in 2008-12, but on Monday he too fell into line.

There is, literally, nobody in Russia who can stop this war, because Putin has total control. The ostensibly elected parliament – the Duma and the Federation Council – is full of his placemen. The presidential administration and the foreign ministry almost certainly contain doubters, people who might want to point out that invasion

is hardly compatible with the president’s statements about Ukrainians and Russians being “one people”. But I would be astonished if any of them offered to resign.

Can the west stop him?

The history of sanctions, ever tougher and more far-reaching, is ignominious. Putin sneers at them, because he will always put his version of what Russia needs for its security above economic considerations.

He also has a huge reserve fund to soften the blow.

All wars end in either victory for one side or in a negotiated settlement.

Today, the prospect of the latter appears bleak. I find it hard to comprehend why it would have been so wrong to agree to the negotiations Putin wanted last year, to seriously review Europe’s security system, if that had a chance of avoiding the war that has now begun. Surely a neutral Ukraine, safe between its neighbours, would be preferable to war. But the time for that is gone. Putin is now hell-bent on revenge for what he perceives as years of western slights. Bisram prefers to attack the messenger rather than the message Dear Editor, It is pellucid that Vishnu Bisram and I will never see eye to eye on the matter of our culture; nor, it seems, on the matter of nationhood.

Mr Bisram has chosen to live outside of Guyana, so much for his patriotism, but persists in pontificating on who we should be culturally as a people.

As is often the case, in responding to my letter, he prefers to attack the messenger rather than the message, and then proceeds to write what amounts to a thesis on promoting what

can only be described as “Indianism” as a cultural imperative for our country.

How terribly wrong he is. My ancestors were brought to Guyana as immigrant labour from Madeira (not Portugal), as were Bisram’s from India, though in fact before his; but, unlike Bisram, while I, of course, recognise and respect this heritage, I am firstly, and always will be, Guyanese. For me, and if we are truly one Guyana, what is most important to the future of this country which has given us birth is, as I have said, to acknowl-

edge who we are today.

We have just celebrated our 52nd Anniversary as an independent republic, and we have been an independent people for 56 years, and yet Bisram questions what is our national culture, what is our national identity, and then asserts “we don’t have one people or one culture”. How then are we one nation? How then are we “One Guyana”?

Last Wednesday (23rd February), on stage on the grounds of our National Assembly, we celebrated our culture with song, dance, music and recitation

reflecting all of our 6 heritages, but in fusion representing who we have become and who we are, and not by singular performances promoting our separate ancestral cultures.

In doing so, there was no attempt here to reject our ancestral culture, whether Asian, African, European, or Indigenous, nor committing “cultural genocide”, as Bisram persists. We were simply recognising that each has contributed to a whole.

In defining the challenge we face in Guyana, when addressing the

Family Summit hosted by the TARIC Islamic Centre of Ontario recently, on the subject of “Countering Islamophobia”, President Ali put it best when he said that “as multicultural societies, both Guyana and Canada recognise the need to engender respect for internal diversity, and face the challenges associated with multiculturalism, including ethnic prejudice and discrimination”.

As for my time served as a minister, not information, as is popularly mistaken, in the Burnham Government, a total irrel-

evance to the subject at hand, sufficient to say that politics is more often than not pursuing the practice of the possible, and the possible at that time was the choice between Guyana becoming a communist satellite of the Soviet Union or remaining an independent country in its own right, albeit an imperfect and unfortunate victim of the Cold War between the West and Soviet Russia; but that is for another discussion at another time.

Dear Editor, The GAWU believes it is necessary to offer a response to Mr Robin Singh’s letter which appeared in the February 25, 2022 edition of Guyana Times.

In his missive, Mr Singh apparently decided to lump us with what he deems “the usual nattering nabobs of nihilism”.

While we admire the eloquent use of language, we fail to see how our expressions place us in that group. It appears to us that Mr Singh may have misinterpreted our statement in respect to the recently announced arrangements in respect to the Enmore Packaging Plant. We simply asked what would be the fate of the employees of that plant. We fail to see how

that could be construed as throwing a wet blanket on the initiative.

Of course, following our statement, some clarity has been provided.

The GAWU, for the record, is not averse to any development in the interest of our people. We welcome initiatives which create decent jobs for our Guyanese brothers and sisters. We were therefore disheartened to note the apparent attempt to malign our character.

We hasten to remind that our Union has a legal obligation to our members. We will not shirk this responsibility, regardless of the ‘lucre’, as Mr Singh puts it.

GAWU will Large events make a shirk its mockery of COVID protocols not responsibilities

Dear Editor, Recent events in our nation have caused me to remember my mother (deceased in 2000). I remember her going to purchase meat at a stall in Bourda market. The butcher, in an attempt at being friendly, greeted her with the words “morning sweetheart”. She promptly moved to the next stall. Why? She was not his “sweetheart”, and she disliked being addressed that way.

In 2022, we have persons revelling in being ‘stink and dutty’! Really? How can anyone or any entity with a modicum of decency and decorum support or

endorse such an event? Is this how we see ourselves as a nation 52 years after becoming a republic?

I was so mystified (or rather horrified) by that caption that I googled it to find out some more. I discovered that “Stink and Dutty” is the name of a song released in 2013 by an artiste called Blaxx. I decided to listen to the song, and here are some of the words that I uncovered. “ I got an attitude problem”, “Carnival will see me wuss behaviour”, “Move outta me way because ah stink and dutty”, “messing up the whole place because ah stink and dut-

ty”, “pure rum and bacchanal”.

Is this what we want to identify with? Lord help us! Lord help our offspring!

Another issue is that such large events make a mockery of COVID protocols! How could there possibly be social distancing at such events? But the (no doubt) sweet, clean and sanitised, mask-wearing unvaccinated are denied entry into the sweet, clean, sanitised banks! We couldn’t be serious!!

Reckless decisions made with devastating consequences

Dear Editor, If there was no lifeguard on duty, then the pool should have been closed to the public, in the teen-drowning incident at the resort.

Likewise, the teen, who could not swim, should not

have been allowed to enter the pool.

Responsibility for the tragedy lies on both sides, with reckless decisions having been made with devastating consequences: for management of the resort for

allowing the use of the pool without the mandatory lifeguard; and for the relatives, for knowing there was no lifeguard on duty, yet throwing caution to the wind, and, at their own risk and peril, allowing a non-swimmer to

enter the pool.

My condolences are extended to the family and relatives.

Initial reports from Ukrainian authorities are that over 100 civilians and miliary personnel were killed and dozens of others injured in air strikes and bombings during invasion attacks that has spread across the European country.

Day two of Russia’s invasion saw explosions in Kyiv’s skies in the wee hours of Friday, while shelling and gunfire were heard throughout the capital. Clashes were reported south and in the eastern suburb of Kyiv.

With some citizens continuing to take shelter in subways and bunkers, scores

of others are rushing to borders to seek refuge in neighbouring country such as Romania.

Ukrainian President Volodymyr Zelenskyy and his top Government officials on Friday joined the fight in the streets.

In a late-night message on Friday, Zelenskyy said Russian forces are advancing on the capital city, adding that it will be a make-orbreak moment for Ukraine.

“It was a difficult but courageous day. We are fighting for our country on all frontlines – in the south, east, north, in many cities of our beautiful country… This night will be very difficult, and the enemy will use all available forces to break the resistance of Ukrainians…

The fact of Ukraine is being decided right now,” the President stated.

demnation and sanctions continue to roll out against Russian businesses and officials including its President, Vladimir Putin, some 50 countries have signed a joint statement saying Russia abused its veto power by blocking a United Nations Security Council resolution that condemns its invasion of Ukraine.

Judges, prosecutors, cops undergo human Man charged with beating ex-girlfriend rights training by US State Department …telecoms training also provided

enior members of the Guyana Police Force (GPF), the Office of the Director of Public Prosecutions (DPP), and the Judiciary on Friday participated in a one-day training conducted by the US Department of State’s Bureau of Democracy, Human Rights, and Labor (DRL).

The training focused on the State Department’s Leahy Law, which prohibits State assistance to foreign security forces if there is credible information that a security force unit has committed a gross violation of human rights (GVHR) which includes extrajudicial killings, torture, forced disappearance, or rape under the colour of law.

According to a missive from the United States Embassy in Georgetown, the training reviewed definitions of GVHR types, the consequences of committing GVHRs, and the information and reporting standards required to demonstrate that the Government of the country is taking effective steps to bring the responsible members of the security forces unit to justice before the resumption of assistance can be considered.

This training was the second in a series of trainings for Guyana’s criminal justice sector. It followed a January 25 training on the same topic that saw the participation of over 150 members of the Police Force and the Guyana Prison Service.

It was noted that this se-

ries of trainings on the State Leahy law is an example of the US Government’s commitment to the professionalism of Guyana’s criminal justice sector and promoting respect and protection of human rights.

Telecommunications

Meanwhile, the US Department of Commerce also conducted a separate training session that focused on the Telecommunications Law and Broadband Deployment.

This was the first in a series of technical assistance workshops to aid the Government of Guyana in strengthening the implementation of the 2016 Telecommunications Act. Experts from the Department of Commerce’s Commercial Law Development Program (CLDP) provided best practices in administrative law and rule-making to the staff of the Telecommunications Authority and the Public Utilities Commission.

This initial workshop will be followed by

training provided by the Federal Communications Commission experts on best practices for nationwide broadband deployment, particularly in connectivity for underserved rural communities.

“The engagements are aimed at assisting Guyanese officials to strengthen regulatory frameworks for the telecommunications industry. They also lay the groundwork for future collaborations between the two governments on rural broadband connectivity, network security, and supplier diversity, which are all paramount to the universal deployment of broadband services,” the US Embassy said in a separate statement.

This programme is reflective of the US commitment to the rule of law, network access and security, and a competitive communications industry. CLDP’s mission is to improve the legal and business-enabling environments in developing and transitional countries, fostering economic opportunity for local entrepreneurs and US companies alike.

Just over two months of entering office, the People’s Progressive Party/Civic (PPP/C) Government in October 2020 issued commencement orders for the liberalisation of the telecommunications sector in Guyana thus opening up massive business opportunities for new entrants in the ICT and ICT-enabled businesses to operate locally.

As a result, Prime Minister, Brigadier (Ret’d) Mark Phillips last week handed over a telecommunication licence to locally-owned Green Gibraltar with aim of broadening services in the telecoms sector.

The Prime Minister, who has responsibility for the telecommunication sector in Guyana, said it is his hope that the increased competition in the local telecommunications sector would result in better quality service to Guyanese.

In a notice published in the local media last October, Green Gibraltar said it has applied for the granting of an individual licence to operate a public telecommunications network and offer a public mobile telecommunications service in seven of Guyana’s 10 Administrative Regions, that is, Regions Two, Three, Four, Five, Six, Seven and 10.

Additionally, it was stated that the company also applied for frequency authorisation to use spectrum and to install and operate radio communication equipment in the operating of the network and service. (G8)

Remanded: Fabian Crawford

A

29-year-old man was arraigned at the Georgetown Magistrates’ Courts on Thursday for beating his ex-girlfriend with a hockey stick after she refused to have sexual intercourse with him.

Fabian Crawford, a labourer of Laing Avenue, Georgetown, appeared before Chief Magistrate Ann McLennan. He was not required to plead to the indictable charge which stated that between February 18 and 19, 2022, at Laing Avenue, Georgetown, he unlawfully and maliciously wounded a woman with intent to maim, disfigure or disable her.

The court heard that due to Crawford’s alleged abu-

sive ways, the woman ended her relationship with him last month. On January 18, he reportedly broke a cell phone he had bought for her.

The woman is alleged to have visited his home on the day in question, and asked him for money to repair her phone.

It was then that he allegedly demanded that she have sex with him in order for him to give her the money. But when the woman refused, he allegedly became angry, armed himself with a hockey stick, and dealt her several lashes to her head and about her body.

The matter was then reported and following a probe, Crawford was arrested and prosecuted. His next court date is March 9. (G1)

Lawyer challenges doctor’s examination of 6-year-old rape victim ...in appeal against client’s conviction, 28-year jail time

vidence about a medical examination conducted on a six-yearold girl, who was raped by a man back in 2013, is being challenged at the Guyana Court of Appeal by the convict’s Attorney-at-Law Dexter Todd, who is seeking to have his client’s conviction and 28-year jail sentence set aside.

Led by Chancellor of the Judiciary (ag) Justice Yonette CummingsEdwards, the appellate court on Thursday opened arguments in an appeal filed by 28-year-old Colvin Norton, who in 2018 was convicted by a 12-member mixed jury of raping the underage girl.

The charges against Norton had stated that he sexually penetrated the child on August 1, 2013, and then again on August 6 of that same year in the county of Demerara. He was 19 years old at the time.

For the first count, he was sentenced to 24 years in prison, however, on the second count, trial Judge Jo Ann Barlow added four more years for aggravating factors, thereby sentencing him to 28 years on the latter. The two sentences were ordered to be served concurrently.

Not properly examined

While Todd advanced several grounds on which he is seeking to have the decision of the lower court quashed, he particularly challenged the evidence giv-

en by a female doctor who examined the girl.

“Whether the victim was properly examined by the doctor and whether on conclusion of the evidence of the doctor, whether the jury was invited to speculate as it relates to what the doctor said she discovered,” he said.

At the age of six, he reasoned that the sexual injuries shown on the child as observed by the doctor should have been “a lot more” given what is detailed in the Color Atlas of Sexual Assault—a clinical resource for practitioners who assess and treat sexually assaulted adolescents and adults.

Todd submitted that at that age, there should have been some form of lacerations and tears and swelling and pain

as highlighted by the experts in the book. The doctor, in this case, Todd noted, only testified to observing “redness” at the girl’s private area.

“In that by itself… the appellant maintains that the examination of the doctor was not a proper and thorough examination and therefore, it allowed the jury to speculate that that redness was as a result of what they believe was a sexual assault…” the defence lawyer argued.

According to Todd, during her testimony, the doctor said that this was her first time conducting an examination in a sexual offence matter and that it was also her first time appearing in court to testify in the case.

However, Justice Cummings-Edwards interjected, inquiring of Todd if he was asking the court to “second guess” the doctor who was deemed an expert and who examined the child to what is written in a textbook.

“The doctor would have seen the victim, and the doctor, based on her examinations, made the findings.

You are asking the court now, to second guess the findings against what the textbook authors are saying, them having not seen the particular victim…” the Chancellor responded.

But counsel sought to explain that he was asking the court to consider that while

the medical practitioner documented her findings, because of the inexperience of his client who was unrepresented at his trial in relation to asking important questions of the doctor, her evidence was left without any “proper interrogation”.

Concerning whether the trial Judge’s direction was able to bring clarification to the doctor’s report, Todd said, “All that was mentioned in the summing up is that the doctor could only give evidence of what the doctor saw but cannot say whether it was [Norton] who committed the offence.

He added, “While I accept that that is a very reasoned summing up, in terms of the comment of the Judge, there was no further explanation in relation to the fact that maybe at this age, for them [jurors] to consider, whether there was a proper examination of the witness.”

For his part, Justice of Appeal Rishi Persaud highlighted certain sections of the record of the appeal, stating that on page 14, “it says that… redness indicated irritation in the area… something big trying to go in would cause the redness…at that age the area is small…”

“This is not a case where the doctor only said redness,” Justice Persaud added. Todd, however, contended that, that statement “in itself” could not have been left “just like that”.

“Something big trying to go in”, he repeated, while noting that the medical examination was deficient and “could not be what was presented in this case…”

Overwhelming

Senior State Counsel Mercedes Glasford rejected Todd’s contention that the jury’s verdict was unsafe as they were left to speculate on the doctor’s evidence. She noted that the doctor’s evidence was not the only evidence relied on by the prosecution to convict Norton.

“The evidence, in this case, was overwhelming.

The complainant was six years old at the time of the commission of this offence.

The complainant gave evidence of the appellant sexually penetrating her…” she said.

Glasford continued, “The doctor found that the outer vagina was healthy. The hymen was not intact, the area around the vagina had increased redness. The doctor explained that the redness and irritation of the area were a result of forced penetration.”

According to the State counsel, the doctor also clarified that the redness would indicate an irritation to the area which could be caused by “something very big trying to force itself into something very small”.

…in Europe our Eyewitness has feasted on Rambo tales even before Rambo was created! The trope of a lone western hero taking on thousands of “natives” – of various and sundry darker hues – has been with us since Columbus stumbled across the “New World”. In fact, HE might’ve started it all. Didn’t just a few boatloads of Europeans conquer entire continents? But there’s a difference between Cortez and Rambo – Cortez used his superior weapons to mow down the natives almost unopposed. But Rambo went into action only after western forces had been convincingly defeated by natives!! Think Vietnam and Dien Bien Phu!! The Rambo movies were just a face-saving pretend move!!

Well, in the west’s estimate, Russians were never very much above the natives of far-off places. They were never considered “real” Europeans. They were “Slavs” – and while the term isn’t derived from the word “slave”, that’s pretty much how the Western Europeans saw them. Attempts by Peter the Great and Catherine the Great to haul them into European Enlightenment never succeeded. That feudalism survived there into the 20th century – only to be removed by the Communist Revolution of 1917 – didn’t help; this just added an ideological burden to the earlier racial one!!

Their Eastern Orthodox Roman Catholic religion that survived the Communist detour helped in being “othered”!

And it’s against this background we, natives in Guyana, have to understand Putin being able to rally the Russian people to invade the Ukraine. After the USSR – in which Russia was Uber Alles – collapsed in ignominy with their defeat in the Cold War against the US and the West, the chip on their shoulder gradually became a log. There was some hope their success in going into space and such like would’ve made them competitive. But to discover it was mostly bluff and bluster shook their confidence once again.

That Ukraine, one of the breakaway “soviets” – which had given two USSR leaders, Krushchev and Brezhnev – would now signal it was joining NATO, the military alliance than had in effect defeated the USSR, was the final straw for Putin. His claim to fame, after all, is he’d return PRIDE to the Russian people. And as we in the Third World know, hell hath no fury like a people scorned as not being equal!!

So, what’s ahead?? Putin knows he can’t occupy Ukraine forever. His end game is to absorb the two breakaway provinces into Russia as a buffer; install a friendly regime in Kiev, and have them accept they won’t join NATO. And the West? Sure, they’ll make a lot of noise…but none of them would be sending troops to actually take on the Ruskies.

Nagamootoo identified “youths” as their shock troops in their war break. “… anyone who calls for an election without our young people being on that voters’ list, they’re calling for trouble in this country,” Nagamootoo screamed!!

Well, Local Government Elections are due this year, and there have been noises made about HtH registration from the Opposition camp. On the other hand, GECOM has announced that “continuous registration” has started to bring the present list up to date. It will presumably be cleansed by “Claims and Objections” just before the LGE. So, another “War Break” in the offing? “Shock and awe” like Putin? …over invitations Poor PNC. They’ve complaining they weren’t invited to the O&G Conference. ith the Enmore Packaging Plant slated to undergo transformation into a modern oilfield service centre and manufacturing facility, the Guyana Agricultural and General Workers Union (GAWU) was concerned about the 30-odd workers with the undertaking of this new venture.

However, following a meeting with the Guyana Sugar Corporation (GuySuCo) on Friday, the Union is now satisfied that the rights of workers at the packaging plant is being respected during this transition.

“Through our engagement, the Union was able to ensure that the rights of the 30-odd workers within the GAWU’s bargaining unit were respected. GuySuCo has agreed to ensure that it fulfils its obligations as efforts are made to transition the workers to the new venture,” GAWU said.

According to the Union, the workers have also indicated their satisfaction with its efforts, saying that GAWU’s presence allowed them to feel reassured and know that they are protected. As the same time, the workers informed the Union that they are excited to move into the new venture.

“The Union was assured, at this time, by GuySuCo that employees linked to other aspects of the estate’s

operations will not be affected by the changes taking place. The Corporation indicated that operations would continue as per normal and advised that it could not offer any further clarity at this point. GAWU is heartened by the developments which ensured that the workers are taken care of, and their rights were respected,” a missive from the Union detailed.

Last week, it was announced that Government has leased the packaging facility located at the Enmore Estate, to local company Guysons Engineering which has partnered with US-based K+B Industries to form the Guysons K+B Industries Inc. (GKB) Joint Venture will be establishing the Enmore Manufacturing Facility to cater to the oil and gas sector.

As part of the agreement, the company will have to retain all the workers of the packaging plant and conduct training so that they can be absorbed into the new operations.

Last week, a team comprising Government Ministers, including Agriculture Minister Zulfikar Mustapha, and executives of GKB Industries met with the workers of the packaging plant.

It was disclosed at the engagement that in addition to securing their jobs, Government will also be

giving the workers a twomonth bonus to assist them during the transition period – something which the workers welcomed.

Meanwhile, Guysons K+B Industries has committed to invest in the people of the East Coast corridor, plugging an “unmatched” US$37.5 million ($7.5 billion) to establish the Enmore Manufacturing Plant, a state-of-the-art oilfield services facility.

The company clarified that its lease is not for the sugar estate but the Enmore Packaging Plant – a site that was recommended by Government.

The packaging facility is approximately 100,000 sq feet and its transformation will take an estimated 18 to 24 months. GKB said the packaging plant could be repurposed and become operational, almost immediately, preserving jobs currently held at the plant, with a guarantee of 150 employees by the end of the first year and 500 in five years.

According to the company, a minimum of 50 acres of land is required to effectively deliver OCTG (oil country tubular goods) and premium accessory services to the local oil and gas sector.

These services are currently being outsourced to companies in Trinidad and Tobago, the United States, and other countries.

“This initiative would in-

New infrastructure, arson among challenges for Fire Service – Benn …GFS transitioning to adapt, upskill human resource

ew challenges have emerged for the Guyana Fire Service (GFS) with the growing oil industry, and authorities are now transitioning to meet these demands which entail highly-skilled expertise and resources.

Home Affairs Minister, Robeson Benn on Friday highlighted some of the challenges for the Fire Service, as the Fire Prevention Board targeted the business community and members of the public on methods to mitigate fires.

According to him, one of the newly-emerged challenges is the new landscape of the oil and gas sector, and fulfilling services both onshore and offshore.

“We have new challenges. I have to go onto the oil and gas development that is upon us and the fact that for that development offshore, we have to have highly-skilled professional Fire Service persons present not only on the vessels offshore but de-

velopments onshore…They have to have prior prevention systems and methods involved in those constructions because much of what is stored are chemicals,” Benn underscored.

In the midst of the budding oil sector, Government is also moving to finalise the Wales Development Zone – earmarked to be one of the largest industrial zones in the Caribbean once completed. The requirements to respond to fires in such settings, he added, are at a higher level.

“We have to train up. We have to learn to respond.

We have to be courageous enough and we have to be ready at all times.”

In recent time, he pointed to acts of arson which have devastated several public buildings, including the Brickdam Police Complex and schools. Such acts, he added, were due to persons inciting destructive actions. Other existing trials for the Fire Service have persisted, such as the resources needed to combat

fires in taller structure.

“I have gone to a series of fires on the city and the coast. Lives were lost, the livelihood and business is shattered and if we have a situation like the last two attempts to catch afire, the wharves, if those things continue to occur and we’re not getting on top of it, the whole question of safety of

trade and industry is challenged.”

Transitioning

Like with the other arms of the Disciplined Services, the GFS is also under a transitioning phase in order to better provide services and respond to emergencies. For the Ogle International

Airport, a fire system is being procured to reach the standards set out for that respective facility. A ladder-truck will be added to the fleet in order to access high buildings.

“The Fire Service is going through a transition.

We say this for many of our Disciplined Services and the services are going through reforms. New awareness being sought, new postures being developed, the awareness of the need to bring in better and newer equipment to refurbish some of the old equipment.”

“Even though we’re transitioning to concrete houses and buildings with natural means of preventing fires, we still have to pay attention to the question of fire prevention.

Now that we’re getting into larger buildings going up several stories, we have to pay attention to fire prevention in those buildings,” the Minister relayed.

In preventing fires, businesses and homeowners were asked to identify

the systems which should be in place, as well as assess electrical systems in these structures.

Minister Benn urged, “We have to think now and transition in large commercial buildings to fire sprinkler systems, dry and wet riser systems, presence of extinguishers. We have to pay attention in all new business and homes where we had electrical wiring systems which are now overridden by more and more electrical appliances.”

Most importantly, they were asked to enable insurance coverage for buildings in the event of loses.

“Beyond taking care of the physical assets to prevent fires, pay attention to the question of signing on to insurance and for having the necessary inspections done, which the Fire Service is supposed to sign off on for the buildings and reticulation in the building in terms of fire and fire prevention, power and water.” (G12)

he construction of a new headquarter for the Guyana Fire Service, a project which is pegged at $614 million, has commenced.

Home Affairs Minister, Robeson Benn informed on Friday that this start to the new building will serve in ensuring enhanced and faster response from the Fire Service. It will replace the age-old Central Fire Station at Water Street in the vicinity of the Stabroek Market, a high-traffic area that has posed challenges in the past.

“We have started the building of the new Georgetown Fire Station.

The new facility will be constructed on approximately 3.5 acres of land between the Cliff Anderson Sports Hall and the D’Urban Park Stadium. A portion of the land at the immediate east of the stadium has been earmarked for the construction of a sports facility.

This is significantly larger than the cramped Stabroek layout, which poses difficulties for tenders to navigate during peak hours, as both human and vehicle traffic is hiked, thus affecting response time.

A contract of $614 million was signed with Mohammed’s Enterprise for the construction of the new headquarters last November, after an allocation was made in the 2021 budget. The expected time of completion was set as 14 months from the commence-

ment date.

Budget 2021 saw some $1.9 billion earmarked to enhance the capacity of the Fire Service.

This accounted for the relocation of the Central Fire Station, the construction of a new fire station at Eccles, East Bank Demerara, and the purchase of six water tenders and two ambulances.

Fire Stations were also planned for new townships – Mabaruma, Region One (Barima-Waini); Mahdia, Region Eight (PotaroSiparuni) and Lethem, Region Nine (Upper Takutu-Upper Essequibo).

Last year, four fire tenders valued $202.9 million were handed over to the GFS. The vehicles were dispatched to Melanie Damishana, East Coast Demerara; Eccles, East Bank Demerara, another to West Demerara and to the Central Fire Station in Georgetown. (G12)

oting that a majority of marine-related fatalities occur in the rural regions of the country, the Maritime Administration Department (MARAD) said Guyana has seen a significant decrease in these types of deaths within the last five years.

In 2017, Guyana had recorded 18 maritime deaths – four from accidents and 14 stemming from other incidents.

In 2018, 23 deaths were registered – five from accidents, two from other inci-

dents and 16 as a result of piracy.

In 2019, 11 deaths were recorded, all occurring from various incidents. For 2020, eight deaths were recorded as a result of accidents; while in 2021, Guyana recorded six deaths – two from accidents and four from other incidents.

During a recent exclusive interview with this publication, Director General of MARAD Stephen Thomas pointed out that a number of these accidents and incidents occurred in the rural areas of Guyana.

“A lot of them occurring in the rivers of rural areas, like in the North West, the mining areas, in the Mazaruni, Cuyuni and those places which are very treacherous…,” he explained.

Despite the decrease in the maritime fatalities, the MARAD Head contended that any loss of life is unfortunate.

As such, he said the Department is hoping that in the near future the number of fatalities can be reduced to zero. (Amar Persaud)

he East La Penitence, Georgetown man who allegedly stabbed his ex-girlfriend to death last month, was on Thursday arraigned on a charge for the capital offence of murder at the Sparendaam Magistrates’ Courts.

Terrence Thomas, 34, called “Oosh” of Lot 3 East La Penitence, Georgetown, was remanded to prison until next month.

Simon, of Albouystown, Georgetown, was fatally stabbed after her ex-boyfriend went to her mother’s home where she had been staying, asked her for some water and started to demand that she tell him the reason why she ended their relationship.

Emergency Medical Technicians from Alberttown Fire Station were summoned and they pronounced the woman dead at the scene.

The now dead woman was allegedly threatened by her former partner last year,

and after enduring a period of abuse, she ended the relationship. Guyana Times was informed that the man began to stalk the woman, forcing her to move in with relatives in Albouystown.

However, Simon moved on with her life and was two months pregnant for someone else. Following the stabbing incident, the Police issued a wanted bulletin for Thomas, who was only apprehended on Monday at a house in Queenstown, Georgetown. (G1)

Heavy rainfall to persist until Sunday

forecast from the Hydromet Office suggests that the current heavy showers will continue until Sunday, as authorities put contingency and preparatory plans in place to mitigate floods.

This was communicated by Agriculture Minister Zulfikar Mustapha, who

said authorities are hoping for this change in weather pattern by the end of this weekend.

“The rainfall pattern will continue in another three days. We’re hoping the weather will break about Sunday, according to the Hydromet Office. That is why we’re looking to ensure

The court heard that Norton was caught in the act by the child’s mother on the second occasion. It was revealed that after he raped the child, he told her not to tell anyone as her mother would not believe her.

After sentencing Norton, Justice Barlow had ordered that he be exposed for programmes tailored for sexual offence convicts. Given his admission that he could not read and write properly, the Judge also instructed that he be enlisted in literacy programmes offered by the Prison Service. (G1)

In the event of a flood, persons are asked to stay out of the water and keep food items safe. Water-borne diseases can be contracted through contact with these waters. Direct contact with floodwaters can expose persons to several germs that can lead to any of these diseases. Guardians are also asked to keep children especially out of the water, as they are most at risk of contracting diseases; and everyone should avoid swimming

in canals and trenches.

Protective gear should be used, and feet should be washed regularly after persons exit the waters. If necessary, Vaseline or oil can be applied to form a barrier to protect from the dirty water.

Additionally, water is a breeding ground for mosquitoes which spread Zika, dengue and chikungunya virus. Fruits and vegetables should be washed thoroughly with clean water to prevent contamination.

To protect against an electric shock, turn off the main electrical switch, unplug all appliances, and move them to safe areas in the home. If it is suspected that electrical wiring has been damaged in a home, turn off the main switch and have it checked by a qualified electrician before turning on the power again. (G12)

From 738 persons that were swabbed for the virus, 58 new cases were detected, according to the Ministry’s dashboard. The total confirmed cases in the country moved to 62,856 – 28,938 males and 33,918 females.

Deaths have remained at 1216.

There are 10 patients in the designated Intensive Care Unit (ICU), 713 in home isolation, 40 in institu-

tional isolation and 10 in institutional quarantine. The data shows that 60,877 patients have recovered from the life-threatening virus while 537,150 tests have been conducted.

Out of the 50 persons that are hospitalised, 37 are seeking treatment at the Infectious Diseases Hospital with one at Suddie Hospital, one at West Demerara Hospital, five at New Amsterdam Hospital, one person at the Bartica Hospital, and one at Mahdia Hospital.

“We have increased our ICU beds. At Ocean View, we have capacity to manage 52 patients in the ICU. These beds have ventilators.

Every region would have at least three beds with ventilators and all the necessary things if people need such services. While we do have this capacity, the way that the COVID-19 disease is presenting itself with this Omicron infection is different from when we had the Delta variant circulating,” Dr Anthony emphasised.

In analysing new infections, two were recorded in Region One (BarimaWaini), three in Region Three (Essequibo IslandsWest Demerara), 19 in Region Four (DemeraraMahaica), eight in Region

Five (Mahaica-Berbice), two in Region Seven (CuyuniMazaruni) and 24 in Region Nine (Upper Takutu-Upper Essequibo).

No increases were reported in Regions Two (Pomeroon-Supenaam), Six (East Berbice-Corentyne), Eight (Potaro-Siparuni), and 10 (Upper DemeraraBerbice).

In terms of vaccination, 431,597 adults or 84.1 per cent have received a first dose while 326,867 or 63.7 per cent have returned for their second shot. In the adolescent age group, 24,134 or 33.1 per cent are fully vaccinated. Booster doses stand at 49,742.

ussian President Vladimir Putin urged Ukraine’s military to overthrow its political leaders and negotiate peace on Friday, as authorities in Kyiv called on citizens to help defend the capital from a Russian assault its mayor said had already begun.

No sight of missing fishermen, vessel …as Govt updates families on search

oday marks exactly one week since three fishermen went missing after their trawler reportedly capsized and sank in the Atlantic Ocean, but despite a week of search and rescue efforts, there has been no sight of the men nor the vessel.

This is according to Minister within the Public Works Ministry, Deodat Indar. He met with family members of the three missing fishermen on Friday to update them on the current search operations being conducted.

by Director General of the Maritime Administration Department (MARAD), Captain Stephen Thomas, and Captain John Flores, one of the members of the high-level Board of Inquiry (BoI) that was set up by the Government to investigate the circumstances surrounding the sunken vessel – World Friend 307, which is owned by Noble House Seafoods Limited.

Following Friday’s meeting, Minister Indar told Guyana Times.

“I just met with them to

keep them updated on what we’re doing [in relation to] the search operation; what we found so far and what we’re doing… [The search team] continues to search but they have not located the vessel as yet or any bodies,” Indar related.

Nevertheless, the Minister within the Public Works Ministry indicated that the search still continues.

According to Indar, he also listened to the concerns raised by each family members.

The three fishermen who went missing after their trawler capsized in the Atlantic Ocean some 18 miles off of the Mahaicony Coast last Saturday have been identified as 44-yearold Captain Harold Damon of Lot 4 Water Street, Agricola, Greater Georgetown, and two crew members: 46-yearold Winston Sam of Lot 32 Public Road, McDoom, Greater Georgetown; and 78-year-old Ronald Burton of Lot 23 Water Street, Agricola, Greater Georgetown.

Speaking with Guyana Times after the meeting at the Public Works Ministry on Friday, Tiffany Sam, the sister-in-law of Winston, related that they were told that the net that was found earlier this week by the search team was not from the missing vessel but was

an old one that was apparently dumped there a while now.

“What the Minister said is that they searched all the areas possible that the boat supposed to be and they haven’t found anything…

They’re expanding the search now,” she said.

Tiffany further disclosed that they were told the metal detecting vessel that is being used in the search efforts went off twice during the operation but when the divers went underwater, in both instances, it was just planks.

In response to their concerns, the woman said the Minister has instructed Captain Flores to check with the Police report filed by Dazzell and Nobel House’s records of the last time they had contact with the trawler.

Already, authorities have announced that the fishing company could face sanctions over its failure to promptly report the matter.

During a press conference on Monday, MARAD’s Captain Thomas had explained that, “there are distress procedures. All vessels are required to have a card with the distress procedure close to the radio so should there be an emergency, they would call all stations for any vessels within the vicinity, they would hear that and come to their assistance.”

Against this backdrop, the Director General contended that, “we have no records of calls being made from the vessel on that channel, the emergency channel.

With respect with the contact that was made with Noble House earlier in the day, they should be informing us right away, which is the Lighthouse which works 24×7, we have the Coast Guard, we have our boat house, we have various entities that work 24×7 that they are to contact and we activate emergency response to the distress, but that wasn’t done in this case.”

Noble House Seafoods Limited has since issued a statement saying they will cooperate with this investigation as well as launch an internal probe of its own.

The company also assured the families of the crew members that they will continue to “support all and every effort to locate the crew members”. (Vahnu Manikchand)

24% salary increase for Sol workers, minimum wage now $130,000

he General Workers’ Union was able to broker a deal with Sol Guyana Incorporated which sees workers benefitting from as much as a 24 per cent increase.

The Memorandum of Understanding (MoU) was signed between the two parties on Friday with Chief Labour Officer Dhaneshwar Deonarine as witness.

The new Memorandum of Agreement or Collective Labour Agreement will span over two years, effective from January 1, 2022, to and including December 31, 2023. According to the new agreement, workers will benefit from a 24 per cent increase in pay for 2022 and a further 5 per cent from January 1, 2023.

This means that Sol Guyana’s new minimum wage will now be upwards of $130,000 per month, with further elevation from January 1, 2023, to $136,000

General Manager of Sol Guyana Inc, Earl Carribon stated that the company sees its employees as its most important resource, a key factor that played in the creation of the new agreement.

“We do see our staff as our most important resource. You can have the best trucks, the best storage tanks, the best whatever. If you don’t have competent and happy people, satisfied staff, energised staff working for you, you’re not gonna

have a very good business operations. So, it’s from that point-of-view, it’s with that context that we went into this negotiation with the Union,” Carribon said.

He added that the company had given a 10 per cent salary increase to non-union-

ised workers in 2021 and that it would only be fair to craft an outcome that would benefit both unionised and non-unionised Sol employees.

“In our minds, there’s really no differentiation, whether unionised or non-unionised. Our view is that there should be equal and fair treatment across the board for all staff. So, in our minds, it’s about equity, it’s about making sure that our people are well compensated and fairly compensated and making sure that we’re able to attract and attain the best talent and that we’re rewarding people for the contribution that they play to what we do at Sol Guyana,” the General Manager related.

Timely completion

Meanwhile, President of the Union, Norris Witter lauded Sol Guyana for their

willingness to engage and timely completion of the agreement.

“I would wish to commend the management of Sol Guyana limited, and why I say so, it took us less than three meetings, utilising a total, approximately, eight hours to conclude negotiations for a new collective agreement for a two-year period. The management’s attitude towards the negotiations were respectful, positive, and mature,” Witter explained.

He also stated that configurations will be made if inflation exceeds the 5 per cent increase by the end of 2022.

“That 5 per cent is conditional, meaning that it is indexed to cost of living and the inflation. So, if the inflation rate exceeds 5 per cent at the end of 2022, the parties will reengage and review that 5 per cent,” Witter related. (G2)

ussia vetoed a draft UN Security Council resolution on Friday that would have deplored Moscow's invasion of Ukraine, while China abstained from the vote a move western countries view as a win for showing Russia's international isolation.

The United Arab Emirates and India also abstained from the vote on the US-drafted text. The remaining 11 council mem-

bers voted in favor. The draft resolution is now expected to be taken up by the 193-member U.N. General Assembly.

China's abstention comes just weeks after Beijing and Moscow declared a "no limits" partnership, backing each other over standoffs on Ukraine and Taiwan with a promise to collaborate more against the West.

"We are united behind Ukraine and its people, despite a reckless, irresponsi-

ble permanent member of the Security Council abusing its power to attack its neighbor and subvert the U.N. and our international system," US Ambassador Linda Thomas-Greenfield said after Russia cast its veto.

ussia has limited access to Facebook over the platform’s stance on the accounts of several Moscow-backed news outlets amid the invasion of Ukraine.

Russia’s communications regulator Roskomnadzor accused the network of “censorship” and violating “the rights and freedoms of Russian citizens”.

Facebook said it had refused to stop fact-checking and labelling content from state-owned news organisations.

The move came a day after Russia launched its attack on Ukraine.

It is unclear what the regulator restrictions mean, or to what extent Facebook’s parent company Meta’s other platforms - WhatsApp, Facebook Messenger and Instagram - are affected.

The regulator had demanded Facebook lift the

restrictions it placed on Thursday on state news agency RIA, state TV channel Zvezda, and pro-Kremlin news sites Lenta.Ru and Gazeta.Ru. It said that Meta had “ignored” these requests.

Sir Nick Clegg, vice-president of global affairs at Meta, said Russian authorities “ordered us to stop the independent fact-checking and labelling” the outlets’ content.

“We refused,” he said.

But he made clear he wanted Russians to continue to use Meta’s platforms.

“Ordinary Russians are using our apps to express themselves and organise for action”, Sir Nick said, and the company wants “them to continue to make their voices heard”.

Many state-owned media outlets in Russia have painted a largely positive picture of Russian military advanc-

es in Ukraine, calling the invasion a “special military operation” that had been forced on Moscow.

On Thursday Meta said it had set up a “special operations centre” to monitor content about the conflict in Ukraine.

Russia has its own Facebook equivalents, VK and Odnoklassniki, but Facebook is also popular in the country - as is Metaowned Instagram.

On Friday, US Senator Mark Warner said Facebook, YouTube and other social media services had “a clear responsibility to ensure that your products are not used to facilitate human rights abuses”.

Meta, has been under pressure to label misinformation - and has been working with outside fact-checkers, including Reuters.

Moscow has also increased pressure on domestic media, threatening to block reports that contain what it describes as “false information” regarding its invasion of Ukraine.

Twitter also told the BBC that its safety and integrity teams were “disrupting attempts to amplify false and misleading information and to advance the speed and scale of our enforcement”.

Meanwhile, a Calabar High School graduate gave an update from the bunker at the metro station.

“Currently, I am underground in the metro station.

The metro stations are the bunkers in Ukraine. There is gunfire and explosions at the moment. However, we are safe in the metro. I cannot reply to everyone’s messages right now, but I am thankful for your prayers and love,” he said.

The Observer was told that many of the students have turned their phones off to preserve battery life as they had expected to be in the bunker throughout the night. Some, however, haven’t been able to get reception or Internet connection.

Nicole Senior last spoke to her 21-year-old niece, a medical student at Kharviv International Medical University, Thursday morning.

“We spoke this morning, but she has turned off her phone to preserve battery life,” Senior told the Observer.

“She is currently in a bunker. She is based in Kharkiv, which is experiencing bombings. Troops rolled in this morning while she was attempting to travel to Kyiv to get a flight to Turkey, but she said a plane was shot down at the airport so that plan was shelved.”

Senior said the plan was for her niece to get to a border crossing in the west to possibly get to Moldova. But, unfortunately, at that time, the metro was not working, and all transportation was halted.

“The Jamaican embassy initially told them that threats of war was commonplace, while at the same time, the minister [of foreign affairs] was saying they should make plans to leave by acquiring a US or UK visa, but those coun-

tries were not issuing visas to non-nationals,” she said.

“She has an interview with the British embassy on March 8, so we were hoping that peace remained until then. As a back-up, she had a flight booked to Turkey for today, but that did not materialise,” Senior said Thursday.

On Sunday, Sergey Velinchanskiy, a Ukrainian journalist and training army reservist, told the Observer that the best option for Jamaican students would be to “go home”.

“It’s difficult to say how long it will go on, so in case if you go, it’s difficult to say come back in June or come back in September. But I would say that if you have a chance to just go home for now, then probably until the next school year, that might be a good idea because nobody can guarantee anything,” Velinchanskiy, who is also a university professor, said.

On Thursday morning Velichanskiy said he was awoken by explosions.

“This is the view from my window,” the man told the Observer, pointing to a cloud of black smoke above an airport in the capital city Kyiv.

“It looks like it [airport] was hit. It woke me up in the morning at 6:30,” he continued.

At the time, Velichanskiy said he was getting ready to go out on the streets.

“The war has started officially… God save us,” he said.

In a release Thursday afternoon, the Ministry of Foreign Affairs and Foreign Trade said that the Government of Jamaica continues to assist Jamaican students and their families where possible during this difficult period.

The ministry noted that 15 students have left Ukraine, 26 remain in the country, and two have not provided information on their location. (Jamaica Observer)

Jamaican students in Ukraine take shelter

Jamaican mother on Thursday shared that she is now worried after hearing explosions during a phone call with her 20-year-old daughter, who is studying medicine at Kyiv Medical University in Ukraine.

Her anxiety was made even worse by the fact that the line went dead during the call just after 10:00 pm Jamaica time Wednesday (after 5:00 am Ukraine time Thursday).

The concerned mother told the Jamaica Observer that her daughter and two friends, all graduates of Convent of Mercy Academy (Alpha), last gave her an update when they arrived at a bunker after midday Jamaica time Thursday.

She hasn’t heard from them since. “... They are currently underground at the metro. Most of the Jamaican students are underground.

While they are underground, we cannot get in contact with them because there is no signal down there. They would have to go to the front of the metro to text us that they are okay and safe,” she said, slowly, in-between deep breaths.

“But once they got down back into the metro, they can’t get a signal. So it’s a waiting game to hear back from them each time. They seem calm. And even though they seem calm I know they are worried. They are just trying to be as safe as possible for now,” added the mother who asked not to be named.

“For the past hour, we don’t get back any information from them. I’m just praying to God for the safe return home of my child and the rest of the kids,” the woman told the Observer on Thursday about noon.

Up to 5:00 pm, nothing had changed. She was still awaiting word from her daughter. “They have been hearing explosions from early in the morning because I was on the phone with them

Colombia says at least 23 FARC Venezuela blames US, NATO for Ukraine conflict dissidents killed in operation

enezuela, a close ally of Russia, blamed NATO and the United States for the crisis in Ukraine, where Russian troops were advancing on the capital a little more than a day into their invasion of the neighboring country.

Venezuela’s Foreign Ministry said late on Thursday that NATO and the United States had violated the Minsk agreements, a 2014 deal aimed at ending a war in Donbas, a separatist region in eastern Ukraine.

Russian missiles pounded Kyiv on Friday, as families cowered in shelters and

authorities told residents to prepare Molotov cocktails to defend against the Russian assault.

“The Bolivarian Republic of Venezuela expresses its worry over the worsening of the crisis in Ukraine, and laments the mockery and violation of the Minsk accords on the part of NATO, encouraged by the United States of America,” the Ministry said in a statement.

“The derailment of these (Minsk) accords has violated international law and created strong threats against the Russian Federation, its territorial integrity and sovereign-

ty, as well as impeded good relations between neighboring countries.”

The South American country -- whose President, Nicolas Maduro, said before the invasion launched on Thursday that Venezuela was with Putin -- also urged a diplomatic dialogue to avoid an increase in the conflict.

Fossil of dinosaur with hard head and tiny arms found in Argentina

cientists have unearthed in Argentina the remains of a previously unknown species of meat-eating dinosaur that lived about 70 million years ago that had puny arms and may have used its powerful head to ram its prey.

The fossil skull of the Cretaceous Period dinosaur, named Guemesia ochoai, was discovered in Argentina's northwestern Salta province.

The researchers said it likely belongs to a carnivorous group of dinosaurs called abelisaurs, which walked on two legs and possessed only stub-like arms, even shorter than those of North America's Tyrannosaurus

rex.

The short arms may have forced Guemesia to rely on its powerful skull and jaws, the researchers said.

"It's so unique and so different from other carnivorous dinosaurs, which allows us to understand that we're dealing with a totally new species," Federico Agnolin, lead author of a study on the dinosaur published in the Journal of Vertebrate Paleontology and a researcher with Argentine national science council CONICET, told Reuters.

The animal, possibly a juvenile, lived just a few million years before an asteroid impact at what is now

Mexico's Yucatan peninsula wiped out about three-quarters of Earth's species including the dinosaurs about 66 million years ago.

Scientists believe abelisaurs roamed what is now Africa, South America and India, and several dozen specimens have previously been dug up in Argentina nearly all of them in southern Patagonia, far from the site of Guemesia's discovery.

Chile copper giant Codelco’s profits surge on higher metals prices

re-tax profits for the world’s largest copper producer Codelco surged to US$7.4 billion in 2021 from US$2.1 billion a year earlier, boosted by high global prices for the widely used metal, the Chilean state mining company said on Friday.

Copper prices jumped last year and some analysts see a new super cycle for the red metal as demand rises for its use in electric vehi-

cles.

Codelco, which turns over its profits to government coffers, reported that it produced 1.618 million tonnes of copper at its own mines in 2021, in line with output a year earlier.

Adding production from its stakes in Freeport’s El Abra and Anglo American Sur, total copper production rose to 1.728 million tonnes.

Cash costs increased 2.6 per cent to US$1.327 per

pound of the metal, Codelco Chief Executive Octavio Araneda said during a virtual press conference.

“This was mainly due to external effects, higher input prices that towards the end of 2021 began to put pressure on the industry’s operating costs,” he said.

Araneda said fallout from Russia’s invasion of Ukraine is not expected to significantly affect Codelco’s sales as those countries are not important buyers of the company’s copper.

Chief Financial Officer Alejandro Rivera forecast global prices for copper should remain near current levels this year barring a major escalation of the conflict.

Important maintenance work at Codelco’s Chuquicamata smelter is not expected to hit overall production, but it will affect cathode output, Araneda said.

t least 23 dissidents of the Revolutionary Armed Forces of Colombia (FARC) rebel group were killed during an operation by the Colombian armed forces along the Venezuelan border, the Defence Ministry said.

The dissidents “died during military operations” carried out in the northern border department of Arauca, a narcotrafficking corridor that has seen fierce fighting between armed groups since the beginning of the year, a source in the Ministry told the AFP news agency on

Thursday.

Among the dead was a former FARC leader known as “Arturo”.

Five dissidents were additionally injured, the source said.

“This operation forcefully dismantles the FARC dissident structure,” Colombian Defence Minister Diego Molano said in a video published on social media.

Colombia signed a peace agreement in 2016 with the FARC to end a decades-long battle, but some dissident members of the group have chosen not to recognise it.

The Defence Minister said Arturo “took refuge in Venezuela and from there sought to reactivate the dissident groups to continue committing crimes”.

Former FARC dissidents, as well as members of Colombia’s last active guerilla group known as the ELN, have set up bases in Venezuela, where Colombian authorities say they receive Government backing – an accusation Caracas denies.

Another rebel group leader known as “Ernesto” was also killed in the operation.

Last month, President Ivan Duque announced the “neutralisation” of the rebel group leader known as “Jhonier”, while in October of last year the alleged drug kingpin known as “Otoniel” was captured.

he Trinidad & Tobago Chamber of Industry and Commerce is calling on the Prime Minister and the National Security Minister to do something about the upsurge in violent crime in this country, and for a review of current bail legislation to keep criminals off the streets.

“The Trinidad & Tobago Chamber of Industry and Commerce strongly condemns the recent spate of violent crime. We call on Dr The Honourable Keith Rowley, Prime Minister of Trinidad and Tobago as the Head of the National Security Council, the Minister of National

Security and the Acting Commissioner of Police to address this increase in crime with a swift and effective action plan to eliminate the recent criminal activities in our society,” the business group said in an official statement, in which it also pledged its readiness “to collaborate with Government in the interest of urgent action.”

The Chamber’s call comes on the heels of the killing of businesswoman, Nicole Moses, on Thursday February 24, during a home invasion which the Chamber describes as “barbaric”, and the recent vicious attack by bandits on the owner and

staff at Reliable Appliances.

The T&T Chamber stated: “While these incidents impact members of the business community, the citizens of Trinidad and Tobago have also been affected by the increase in criminal activity.

The Government needs to act swiftly and urgently to eradicate this level crime in the country that continues to put fear and heartache on the shoulders of our law-abiding citizens.”

Tiny robots made in Mexico to explore moon in scientific 1st

ive tiny robots designed and made in Mexico will blast off for the moon later this year, part of a first-of-its-kind scientific mission that envisions the two-wheeled bots scrambling across the lunar surface while taking sophisticated measurements.

The so-called nano robots developed by researchers at Mexico’s National Autonomous University (UNAM) will work together like a swarm of bees, the senior scientist told Reuters, once they make the nearly 240,000-mile (386,000 km) trip from earth aboard a rocket from closely held US firm Astrobotic Technology.

The mission is poised to

launch on a United Launch Alliance Vulcan rocket and would be the first American spacecraft to land on the moon in nearly 50 years.

“This is a small mission where we’ll test the concept, and afterwards we’ll undertake other missions, first to the moon and then on to asteroids,” said Gustavo Medina Tanco, a UNAM scientist who heads the Colmena project, which means “beehive” in Spanish.

Medina Tanco explained that the bots, made of stainless steel, titanium alloys and space-grade aluminum, are equipped to gather lunar minerals that could be useful in future space mining.

On a recent tour of

UNAM’s space instruments lab, Colmena team members tested a launch device for the wafer-thin almost 5-inch-diameter (12 cm) disk-shaped robots, which are designed to communicate with one another as well as with an earthbased command center.

The bots are scheduled to launch in June on Astrobotic’s Peregrine lander, originally developed for Google’s LunarX-Prize.

During their month-long mission, the nano robots will take first-ever lunar plasma temperature, electromagnetic and regolith particle size measurements, according to an UNAM article on the project published earlier this month.

il prices slipped Friday after sharp rises early in the session on concern over potential global supply disruptions from sanctions on major crude exporter Russia.

The April Brent crude futures contract fell US$1.15, or 1.2 per cent, to settle at US$97.93 a barrel, after climbing as high as US$101.99. The more active May contract shed US$1.30, or 1.4 per cent, to US$94.12.

US West Texas Intermediate (WTI) crude fell US$1.22, or 1.3 per cent, to settle at US$91.59 a barrel, after hitting a session high of US$95.64.

For the week, Brent rose about 4.7 per cent, while WTI was on track to rise about 0.6 per cent.

On Thursday, Russia's invasion of Ukraine boosted prices above US$100 a barrel for the first time since 2014, with Brent touching US$105, before paring gains by the close of trade.

The assault was the biggest attack on a European state since World War Two, prompting tens of thousands of people to flee their homes. On Friday, Russian missiles pounded Kyiv, families cowered in shelters and authorities told residents to prepare Molotov cocktails to defend Ukraine's capital.

On Thursday, US President Joe Biden responded to the invasion with a wave of sanctions that impede Russia's ability to do business in major currencies along with sanctions against banks and state-owned enterprises.

Britain, Japan, Canada, Australia and the European Union also unveiled sanctions, including a move by Germany to halt certification of an US$11 billion Russian gas pipeline.

However, Russia will not have its oil and gas flows specifically targeted by sanctions, a US official said. The country is the world's second-largest crude producer and a major natural gas provider to Europe.

"As much as 2.3 million b/d of Russia's 4.6 million b/d of crude oil exports go to the West," Wood Mackenzie said in a note. "We are seeing slowdowns in Russian crude purchases. Until payment terms are clarified, further tightening in the supply and demand balance is expected."

Biden said the United States is working with other countries on a combined release of additional oil from their strategic crude reserves.

"Obviously the talk of the SPR (Strategic Petroleum Reserve) is still out there and that's been a negative factor, but uncertainty going into the weekend is going to be supportive," said Phil Flynn, senior analyst at Price Futures Group in Chicago.

China has ramped up purchases into its oil reserves this year even as oil prices soared, despite calls from Washington for a global coordinated stocks release to help cool the market, industry data showed and traders said.

Top buyers of Russian oil are struggling to secure guarantees at Western banks or find ships, sources told Reuters.

A deal among OPEC+ oil producers is showing no cracks so far, OPEC+ sources told Reuters, and the group is likely to stick to a planned output rise of 400,000 barrels a day in April despite crude topping US$100 a barrel.

The alliance, which groups the Organisation of the Petroleum Exporting Countries and producers including Russia, meets on Wednesday to make the decision.

In an indication of future US supply, the number of oil-directed drilling rigs rose by 2 to 522 in the week to Feb 25, data from oil services firm Baker Hughes showed on Friday.

Money managers cut their net long US crude futures and options positions in the week to Feb 22 by 21,204 contracts to 274,132, the US Commodity Futures Trading Commission (CFTC) said on Friday.

yrian President Bashar al-Assad in a phone with President Vladimir Putin praised Russia’s military incursion into Ukraine, denouncing what he called Western “hysteria” surrounding it.

Al-Assad told Putin on Friday what was happening in Ukraine was a “correction of history and restoration of

balance which was lost in the world after the breakup of the Soviet Union”, the official SANA news agency quoted the Syrian leader as saying.

Al-Assad added: “Syria stands with the Russian Federation based on its conviction that its position is correct and because confronting NATO expansionism is a right for Russia.”

China says it respects Ukraine's sovereignty and Russia's security concerns

hinese Foreign Minister Wang Yi told senior European officials on Friday that China respects countries' sovereignty, including Ukraine's, but that Russia's concerns about NATO's eastward expansion should be properly addressed.

After weeks of warnings from Western leaders, Russian President Vladimir Putin unleashed an invasion of Ukraine from the north, east and south on Thursday that was the biggest attack on

a European state since World War Two. Weeks before the invasion, China and Russia announced a strategic partnership, and so far, Beijing has stayed clear of condemning Moscow's actions.

Kenyan schoolgirl jailed over Moi Girls School's fire deaths

A

Kenyan schoolgirl has been sentenced to five years in jail over a school dormitory fire that killed 10 fellow students in the capital, Nairobi.

The 18-year-old committed the offence in 2017 aged 14 in her first year at the prestigious Moi Girls School.

Parents of those who died in the fire said the sentence was lenient, but were glad justice had been served.

The incident shocked the country and raised concerns about the safety of students in boarding schools.

This was the most deadly of a spate of fires in Kenyan schools in recent years started by students protesting about issues such as bad food or ill treatment by teachers.

The student was found guilty of manslaughter in December 2021 after the court acquitted her of murder.

The Judge argued that she did not intend to kill her

schoolmates, but had started the fire in order to get transferred to another school.

The girl's attempt to rescue some of her friends from the fire was found to have been a mitigating measure.

The student was seen in court for the first time on Thursday when the Judge delivered the sentence virtually. However, she has only been identified as TWG. Arrests are often made of students accused of setting fire to their schools but this is one of just a few convictions.

The fires always lead to school closures and one of the conditions for readmission include payment of hefty penalties for rebuilding the affected facilities.

IPL unveils new format for 2022, with two groups and seedings T

he 2022 edition of the IPL will give its 10 teams seedings, and place them in two “virtual” groups during the league phase of the tournament. The seedings are based on the number of times a team has won the IPL or made the finals.

Group A will be led by five-time champions Mumbai Indians, who are the top overall seeds, while four-time winners Chennai Super Kings will lead Group B with the #2 seeding.

The other teams in Group A, in order, are: Kolkata Knight Riders, Rajasthan Royals, Delhi Capitals and Lucknow Super Giants. Group B features Sunrisers Hyderabad, Royal Challengers Bangalore, Punjab Kings, and Gujarat Titans in that order.

Unveiling the new format on Friday, the IPL said in a release that the 10 teams would play a total of 14 matches - seven home and seven away - during the league phase of a season, which now stretches to 70 games. Ten of the 14 matches will be home-and-away games against the other four teams in the group, but there will be two matches against the team from the corresponding row (organised by the seedings) of the other group.

Mumbai, as an example, will play the other four teams in Group A: Knight Riders, Royals, Capitals, and Super Giants; and Super Kings from Group B two times each. Mumbai

will play the remaining teams in the other group once each (for a total of 14 games). These games will be split home and away.

The home-and-away formula will not be relevant this season though, because the IPL has decided to restrict the league phase to four venues across two cities: Mumbai and Pune. While Mumbai will host the bulk of the matches (55), the Maharashtra Cricket Association (MCA) Stadium, on the outskirts of Pune, will host 15 matches during the league phase.

Every team will play four times each at Wankhede Stadium and DY Patil Sports Academy, and three times each at Brabourne Stadium and the MCA Stadium.

While the IPL would finalise and announce the schedule in early March, it remains to be seen whether Mumbai would get any match at their home base at the Wankhede.

2011 format tweaked The format is similar to the one that had been used in 2011, when 10 teams featured for the first time. The teams were split into two loose groups, with 70 league matches and four playoff games, and all the teams were ranked in one points’ table.

During the league phase, every team played 14 matches.

and away (eight matches), four of the teams in the other group once each (four matches, either home or away), and the remaining team in the other group twice, both home and away.

UEFA moves Champions League final from St Petersburg to Paris

The 2022 Champions League final will be held in Paris, after UEFA stripped St Petersburg of the right to stage the game.

The decision came after European football’s governing body condemned Russia’s invasion of Ukraine and called an emergency meeting of the executive committee to discuss the situation.

It is understood that UEFA agreed to relocate the final on Thursday, the first day of Russia’s military assault on neighbouring Ukraine, which continued on Friday. An announcement was delayed while a suitable new venue was selected.

The match will now be held at the Stade de France in SaintDenis, at the original time of 20:00 GMT (21:00 CET) on May 28.

UEFA also ordered that all Russian and Ukrainian club sides, as well as the national teams, must play their home matches at neutral venues “until further notice”.

“King of Studies III” set for March 27

he King of Studies football tournament, which kicked off in 2019 and continued in 2020 before the pandemic put a pause on the third (2021) edition, has been confirmed to recommence on March 27, 2022 at the University of Guyana, and the winner will cart off $100,000.

In a sit-down with this publication, founder of the event, Jafar Gibbons, divulged some of the plans he

has to make the event more lucrative than its previous editions. He said, “(Among) the plans to make it bigger and better (are) to make the ‘MVP’, ‘highest goal-scorer’ and ‘the most disciplined’ prizes to be accompanied by cash prizes.

“We know traditionally the MVP would receive a gold ring as per norm, but we want (something) bigger and better. I must outline that we are planning to make this

tournament as safe as possible, so participants would definitely have to be vaccinated to be a part of the tournament,” he declared.

Gibbons noted that before the curfew was lifted, the organising committee had written to the COVID-19 Task Force and had received permission to hold the tournament. He related that with everything now approved, it would only be smooth sailing

heading into the tournament.

He explained that the teams have always been hyped for the tournament, as, within three years, the tournament has become the premiere sporting event at the University of Guyana, ahead of a plethora of inter-faculty tournaments.

Gibbons has also said that the players are prepared and are awaiting the launching of the tournament, as their

hunger for the premiere event continues to grow.

“The responsible is favourable, the teams are waiting. Ten teams get to enter the tournament, and registration is open, so I know the guys will be waiting,” Gibbons posited.

Gibbons has expressed that he wishes to thank all those who had previously partnered with him to successfully host the Kings of

Studies tournament.

hree under-15 cricketers from the Cinderella County of Essequibo are each a recipient of one pair of cricket shoes from the project “CRICKET GEAR FOR YOUNG AND PROMISING CRICKETERS IN GUYANA”.

These young, aspiring cricketers were recently selected to represent the county in the upcoming Guyana Cricket Board’s InterCounty Under-15 Tournament, which, after many years, will be played in all three counties.

Anil Beharry, a partner in this initiative, explained that he reached out to the counties through the GCB WhatsApp group, and the newly elected

ECB took up the offer to help its young cricketers.

The cricket shoes were presented to the players by Deleep Singh, President of the ECB. Singh thanked Beharry and his partner Kishan Das for the gesture, and said he is certain it would help the players as they prepare for the tournament.

he second edition of the Essequibo Softball Cricket League (ESCL) is set to bowl off this Sunday with a number of matches being played across Region Two, Pomeroon-Supenaam.

According to ESCL Chairman Wakeel Layne, six teams have confirmed their participation in this year’s tournament.

For this year’s edition, the winning side would receive $100,000 and a trophy, while the second-place team is set to cash in on $50,000 and a trophy. There are other prizes up for grabs.

Teams participating this year are: Ravens Sports Club, Devonshire Castle Sports Club, Hibernian Strikers, Queenstown Tigers, Caribbean Cricket Club, and Sunrisers Masters.

U-20 Lady Jags “working hard” ahead of CONCACAF opener vs Honduras

he Guyana women’s U-20 national team the U-20 Lady Jags take on Honduras in their first game of the 2022 Concacaf Women’s Under-20 Championship today, and Head Coach Paul DeAbreu has reported that the squad is “working hard” in the Dominican Republic.

The U-20 Lady Jags squad, featuring 15 Canada-based and three Guyana-based players, have been drawn in a group with 2018 champions Mexico, 2012 semi-finalists Panama, and 2015 fourth-placed Honduras.

The Guyanese are making their second consecutive appearance at the regional championship, having reached the quarter-finals in their first outing at this level in 2020 – just two games shy of qualifying for the FIFA U-20 Women’s World

Cup. Alongside the top-16-ranked sides in the region, Guyana qualified automatically for this year’s tournament after being regarded by CONCACAF as the 10th strongest nation in this age and gender group in the Caribbean and Central and North America.

he Berbice Cricket Board (BCB) has announced that the incomplete First-division tournaments would be completed after this period of rainfall ends.

The BCB is urging clubs to prepare their teams for these upcoming First-division tournaments: Ivan Madray 20/20 Memorial and Tenelec 50-Over.

The BCB would play the semifinals of the long-awaited Banks Beer Two-Day First-division tournament. “It is our hope to have the Berbice River involved in the Madray Tournament in a historic move. Teams are reminded that players have to play with the different teams they are registered with,” the BCB has informed.

The teams for the Ivan Madray tournament are: West Berbice, Blairmont, Police, Tucber Park, Young Warriors, Rose Hall Canje, Albion, RHTY&SC, Port Mourant, Upper Corentyne, Skeldon and Berbice River.

espite playing only three OneDay matches and one T20I for the West Indies Women, Cherry-Ann Fraser has shown improvement, and the selectors did not hesitate to include her in the squad for the ICC Women’s World Cup tournament.

This is according to CWI Women’s Lead Selector Ann BrowneJohn, who said: “Cherry-Ann is one of the medium pacers in the team. She has been there for a while, and we think, just as the other players, she has been quite consistent. She has been improving from game to game, and the selectors had no hesitation to include Cherry-Ann into the squad.

She has been growing from match to match.”

Despite suffering a 2-1 defeat against South Africa, Browne-John is confident that the West Indies team would reach the final.

“Any team that is sending a squad to the World Cup, their expectations would be for them to do (as) well as they possibly can, and reach right down to the final; and that would be our expectations.

It would not be an easy World Cup, we know that we are not ranked as one of the top teams, but having said that, the girls have been training very hard.

“We had a good series against South Africa, although we lost the series 2-1. We were happy with what we saw in South Africa, and therefore we are expecting that the

girls will give a good showing at the World Cup. We have some worldclass players like Stafanie Taylor, Deandra Dottin, Hayley Matthews, Shakera Selman, Shamilia Connell, Shemaine Campbelle, so many players who have been on the world stage. Although we have some young players, the bulk of the team has enough international experience to acquit themselves,” the CWI Women’s Lead Selector has said.

West Indies Women are one of eight teams doing battle at the March 4-April 3 World Cup in New Zealand, and would confront cooler temperatures and truer pitches with consistent bounce, generally expected to favour faster bowlers.
