Elizabeth I would issue “Royal Charters” to English adventurers to found colonies, and even Buccaneers to raid Spanish settlements and treasure-laden ships. One of those Charters was to Sir Walter Raleigh, who would look for “El Dorado” up our Essequibo River. Another was to the East India Company that would start trading with Moghul-ruled India and eventually conquer it. After Elizabeth’s death, by the time of Victoria (1837-1901) the British Empire, on which “the sun could never set” had been drained of its wealth to make Britain the richest country in the world.

Dear Editor, The Guyana Elections Commission (GECOM) must be willing to hold free and fair elections and win the hearts and confidence of all Guyanese. After the re cent 2020 debacle, it is im perative that all GECOM staff members understand their individual and col lective roles, thereby es tablishing a setting for the delivery of a true and com mitted, reflective position when this nation has to be engaged on electoral mat ters.GECOM’s recent deci sion to release the 2020 elec tions documents in light of the APNU/AFC’s allegation of fraud and claim of having evidence to justify a varying result is a step in the right direction. Such decisions send the correct message to staff and other parties of interest that skullduggery will not be tolerated, while assuring public confidence in itsStatementsprocesses. of Poll (SOPs) among the other rel evant reconciliatory reports ought to be public docu ments, as the copies are le gally required to be put up for display at the varying polling stations as evidence

Elizabeth II passed away on September 8, 2022; and, having ascended to the British throne on 6 February, 1952, she had ruled continuously for seventy years, making her the longest reigning monarch ever. Her predecessor and namesake, Elizabeth I, also did not do too badly in monarchical longevity, having ruled for almost forty-five years from 17 November 1558 until her death in March 24, 1603. Their long reigns were not just noteworthy for their spans, but also for facilitating continuity at the top of the governance structure of a country that launched an Empire during the reign of the first, and unwound it during the second.

Half a century later, however, after becoming embroiled in two world wars with its European rival Germany, Britain found itself overextended, exhausted, and unable to hold on to its empire. This drained Britain conceded world dominance to the United States, and granted independence to India, Ceylon and Burma in 1947. Princess Elizabeth flew back from Kenya in 1952 to become Queen just before the Mau Mau Rebellion in Kenya erupted and was savagely put down in 1960.

Margaret Thatcher’s Prime Ministership from 1979 to 1990 – one of the longest runs in 150 years – placed a microscope on the two women who led Britain out of its difficult times. They were born just months apart, but were worlds apart temperamentally. They met weekly, as was the protocol, and, reportedly, the meetings were formal and stiff. One reason was that Elizabeth had a dry wit, while Thatcher had no sense of humour. The other more substantive one was that the Queen thought Thatcher “uncaring”, for her policies stressed austerities in Britain. Also, according to the NY Times in 1986, “The Queen (was)…worried that Mrs. Thatcher's firm opposition to sanctions threatened to break up the 49-nation Commonwealth.” Not about the evil of apartheid, per se.
By the 1970s, Britain had fallen to a level where it was almost a member of the “Third World”, into which most of her former colonies had been relegated. It was not surprising that Queen Elizabeth’s stock rose, since she was a rock of stability and continuity for ordinary Britons.
Elizabeth 1 became monarch of England and Wales at a time when the Spanish-funded Columbus had stumbled across a “New World” half-a-century earlier, and the Spanish were flooding Europe with their gold and silver, not to mention new agricultural products like tobacco and sugar. Vasco da Gama had discovered a sea route to the wealth of India around the Cape of Good Hope. But more to the point, the Portuguese and Spanish had started shipping Africans across the Atlantic to be used as slaves in the Americas. The world had been split between the Spanish and the Portuguese by the Pope, with newly “Anglican” England left out in the cold.
Even though British colonialism has left a stubborn stain in the psyches of the former subjects, Queen Elizabeth maintained a benign image to those subjects.
ing the seeming immunity to rig elections as a contin uance to ‘backdoor’ power. The events that unfolded at elections are synonymous with those between 1968 and 1985. They reflect how the PNC was able to use and manipulate the “state machinery”, particular ly the staff at the Election Commission, the army, the Police, along with known terrorist organisations to rig elections during the pe riod. The Electoral List has never been a major issue since 1992, when a new list was compiled under the watchful eyes of the Carter Center, and Mr Dennis King from the Carter Center will forever be remembered. The PNC was never able to justi fy its claims of how any fake voters were able to bypass polling agents of political parties, with Identification Card or passports. The sub sequent development of the strengthening ‘folio mecha nism’, which allows the pho to comparison of the voter, along with continuous reg istration and political par ties functioning and paid scrutineers are all systems in place to give transpar ency and accountability at

The method of infection of Tapeworms is quite dif ferent from Roundworms and Hookworms. In fact, as I have previously men tioned, Tapeworms are to tally different worms - in almost every aspect. Their anatomy is different. For ex ample, they have hooks and sucking cups on their heads. This means that even if one gets rid of the seg ments, which are attached to the Tapeworm's head, the head remains intact and attached to the host's gut wall, and it is difficult to remove them - surely not with the medication that re moves Roundworm with rel ative ease. Each segment of the tapeworm may have both male and female or gans - and it is believed that each segment can reproduce on its own; or, if segments touch each other, there can be an indirect reproductive capability. Moreover, the anthel minthic drugs that work against Roundworms are not effective against Tapeworms. The diagnosis relative to a Tapeworm in festation is more difficult since most infections exhib it not many definitive signs - although emaciation would be the first symptom to be observed. If the infection is heavy enough, and the space, on which the tape worm can attach itself to the gut wall, becomes lim ited, the Tapeworms detach themselves, and are then seen squirming on the ex pelled stool during defeca tion. Further, the moving worms in the rectum (end part of the intestinal tract) create an itch reaction as they emerge from the anus. The animal is seen scooting on its Evenbehind.thestool test

One may recall that I had mentioned that the eating of Tapeworm-infected car casses or even live animals having Tapeworms in their gastro-intestinal tracts and having fleas on the bodies would almost surely lead to infection and the perpetu ation of Tapeworms in the animal consuming the dead or live Tapeworm-infested prey.

The caregiver's vet will know what to Finally,do. as I had men tioned in a previous column, (Pet Care - August 7, 2022), the intermediary hosts of Tapeworms are fleas. Consequently, the removal of fleas from the pups and adult dogs is imperative in the control and prevention of Tapeworms. Control re quires medication to treat the Tapeworms as well as the eradication of a flea bur den on the dogs. This is not always easy to accomplish. Let your vet advise you fur ther on these matters.
It is imperative that you isolate sick animals and thoroughly wash and scrub the pet’s living areas in the prevention and con trol of Threadworms and Whipworms.

The infection mode is similar to that of Hookworms (see above). These intesti nal worms are much larger than Hookworms and there fore use up much of the food given to the mother dog and her puppies during the lat ter's early weeks of life. Consequently, the pups do not thrive well - low growth rates, emaciation, distend ed abdomens. Actually, the caregiver would of ten see the 1-2-inchlong worms in the stool, given that the larval stages of these worms do a body pas sage wall-bloodtiontine-penetra(intesofthegutstream-lungs-coughedupintothemouth-swallowed-

The control and pre vention would be the same as with Hookworms (see above). Also, similarly the pregnant mother dogs should be dewormed twice during the gestation peri od; and the puppies must be dewormed when they are 3 weeks of age, and 3 weeks later. The vet will advise on the deworming regimen thereafter.Ishould mention that the Heartworm preven tion medicine could be ad ministered monthly to both the adult dogs and pups, when the latter have at tained 3-4 months of age. Control requires specific medications to eradicate the Tapeworms. As mentioned last week, Praziquantel is the drug of choice. Preventing access to prey animals and flea control are most important to avoid in fection.
Often an infection with these worms do not show any (many) symptoms. A very heavy infection will produce soft/watery stool streaked with blood, espe cially during hot, humid weather (currently being ex perienced in Guyana). In se vere cases, the animal will develop a fever and shallow breathing. These worms are easily seen, via a microscop ic faecal examination.

The demand that CSEC subjects be limited comes from a misguided urge for an “egalitarian” outcome, where no kid’s allowed to rise above others - even through his/her own efforts. This is the dumbing down compulsion that will perpetuate Guyana’s mediocrity. SVN shows every year that even low-scorers at NGSA can be high-flyers. Let the system raise all ships to their own level.

The fact of the matter is this whole argument’s a tempest in a teacup, since there is already a system in place to evaluate and determine how many subjects can be taken.Inall schools, the students have to get the specific subjects and number of subjects APPROVED by the teachers, HODs, and eventually the headteacher. In the case of the latest exceptional performers, the teachers’ assessments were obviously vindicated, since they passed all their subjects with such flying colours. Some worry about all the non-high flyers. But the high flyers didn’t PREVENT any other student from performing as well - or even better, did they?? Kids writing double-digit numbers of subjects aren’t preventing teachers from teaching others, are they?
It was reported that on the day in question, CANU officers acting on intelligence conducted a narcotics opera
tion at Ixora Avenue, Eccles, East Bank Demerara, thus resulting in the discovery of a quantity of cocaine, 27 rounds of 9mm ammuni tion, one .32 Taurus firearm, along with one magazine, and 25 matching rounds of .32 Morganammunitions.wassubsequent ly arrested and escorted to CANU headquarters along with the firearm, ammuni tion, and cocaine. He was later charged. Andrew and Peter Morgan have been un der CANU radar for more than two decades.
Well, now that the Minister has rejected any policy that mandates kids should be limited in the number of CSEC subjects they can write - and this gripe’s been expressed every year for the last decade, as the number of CSEC subjects keep rising - your Eyewitness hopes we’ll move on. He can understand if kids were forced to write these double-digit numbers of subjects; but they weren’t. In fact, one kid said as far back as when he was writing his NGSA and the topper at CSEC copped 25 subjects, that became his goal!!
For donkey years, those in the educational sector have been promising a “turnaround” in the delivery of their various curricula in a more efficient manner –meaning, we’d get better results. What’s happened, however, is when they say THAT, they simply mean they’ll just intensify their efforts to “teach to the test”, so the results will APPEAR better. But even here they’ve failed abysmally!
…for new economy

and remanded to prison by Magistrate Sunil Scarce when he appeared at the Diamond/Golden Grove Magistrates’ Courts. Morgan pleaded guilty to the charge which stated that he had 3.278 kilograms of cocaine in his possession for the pur pose of trafficking.
The matter will continue on September 27.
At last, we have the possibility of employing ALL our future graduates – once we match their skill set to the needs of the new economy. As such, there should be a complete revamping of the curricula!!
our Eyewitness feels some old fogies who spew out those letters – knocking the kids who passed 27 subjects at CSEC - are just plain jealous because, “in their days”, they could only write six or seven subjects!! And mostly because that was all most of them were judged capable of writing!! Maybe not…but hey!! In case they didn’t notice, as the world turns, we, humans living on it, inevitably change. Change is life, stagnation is death!!
Y
So, how many subjects will kids eventually write?? Your Eyewitness thinks the limit will eventually be the number of subjects CXC offers! What is it? 35? How come they don’t complain about FORCING kids to write AT LEAST five subjects? Aren’t there thousands of kids who just can’t cope with that number?
the evidential issues are not relevant factors to be tak en into consideration for the granting of bail. He, there fore, agreed with the argu ments made by the CANU prosecutor that no special reasons were put forward for bail to be considered.
We always need heroes who push the envelope.
Hanoman has also ad vanced that CANU has evi dential problems including establishing a nexus.

In fact, Peter Morgan was deported from the US back in 2015 after serving his time in prison on trafficking in nar cotics charges. He was ar rested for conspiring to im port, possess and distribute five kilograms of cocaine be tween December 2001 and August 2003 in the United States.
She has also argued that the matters raised by Hanoman are contentious is sues of fact suitable for tri al and not a bail hearing. She has also contended that there has been no delay but an argument of presumed delay in the JusticeFollowingfuture.thearguments,Persaudruledthat

Dr Anthony stated that over 6000 births are record ed per year, of which six deaths are recorded.
For us to progress, we need to appreciate the constraints of coloniality at the individual, group, state/nation and global levels. For instance, why should we look down racially/ethnically at other groups when we ourselves are suffering from that scorn from others through hierarchies of race? Shouldn’t we fight for equity and equality of opportunity for all groups and genders in our country?
Quijano asserts, in addition to racial classification and slavery, “The other process was the constitution of a new structure of control of labour and its resources and products.” The global racial/ethnic hierarchy of Europeans and non-Europeans was an integral part of the development of the capitalist world system. That included transitional forms such as Indentureship, in which the control of labour was guaranteed without the moral opprobrium of slavery. The Girmit/Indentured, represented the contradictions inherent in the myth of “free labour” from slave labour in the “accumulation by dispossession” stage of capitalism.
Meanwhile, Dr Anthony explained that the train ing intends to better equip healthcare workers with the skills and knowledge aimed at reducing the rate of infant mortality.“Oneof the things that we want to do is to make sure that we can reduce mor tality, more so, more specifi cally, neonatal mortality,” the Health Minister said.
The andColonialismElizabeths,coloniality
The “Systems of knowledge” should be especially relevant to our academics at UG and cultural/political activists. Quijano writes, “Europe’s hegemony over the new model of global power concentrated all forms of the control of subjectivity, culture, and especially knowledge and the production of knowledge under its hegemony.” Have we questioned the “knowledge” UG disseminates? The related third element of coloniality of power is the creation of cultural systems that revolve around a Eurocentric hierarchy and that enforce Eurocentric economic and knowledge production systems. We all ape Eurocentric norms in which we will invariably be second class.
However, Latin American theorist Anibal Quijano, in a formulation he called the “Coloniality of Power” demonstrated that while “colonialism” might have ended, its structural features, dubbed “coloniality”, remains firmly in place. Quijano posits that we were all conscripted by a European-defined “modernity” that began in 1492 with the conquest of the Americas. It developed and extended the structures of power, control, and hegemony that emerged during the era of colonialism. He posits that the coloniality of power takes three forms: systems of (racial) hierarchies, systems of knowledge, and cultural systems.

More insidiously, we the “natives” in the colonies were convinced of our inferiority, ultimately by force but masked by Enlightenment British culture and the homilies of British liberalism with its boast of universal freedoms and the rule of law, into which we would have to be tutored, until we were “ready” for “independence”.
The ideological attempts to peel off the effects of colonialism in the Caribbean ranged from Marxism from the 1940s to Black Power in the 1960s and 70s. Carifesta I in 1972 was supposed to counter the imposed British cultural paradigm, but ironically peripheralized Indian cultural aspirations. By 1989, a PNC-bankrupted Guyana had to accept the new neo-liberal economic paradigm along with Latin America, that reinforced the contradictions of the racial and cultural systems. Today, some still smirk at those who are “less cultured” to enjoy “coolie gaana” and the Guyana Prize for Literature will reward those who write in “good” English prose.

Elizabeth’s passing was expected and it offers an opportunity to examine what she, as the Monarch, represented to us in the detritus of the British Empire. What is remarkable is how she and the system of governance (colonialism) she represented was so normalised that all we remember is her kind and placid demeanour.
But the empire that her namesake and forbear Queen Elizabeth I launched was not benign. The latter’s Royal Charters gave “authority” to pirates and buccaneers to form beachheads for English colonies in North America and the West Indies and to traders like the East India Company, which eventually conquered and governed India, . Her descendant Charles II formed the Royal African Company (RAC) that became the largest shipper of enslaved Africans in the history of the African Slave Trade. It was owned by the Royal Family and helped produce their “hereditary” wealth enjoyed by Elizabeth I and now by Charles III and their descendants. India was drained of $45Trillion.
“That’s an improvement because in the past it used to be a much higher num ber. Overall, in the country infant and neonatal mortal ity… would be around 30 or so, and at the GPHC that is being reduced to six deaths per thousand. So, that is a significant reduction,” he said.He said this is so that they can further reduce in fant death in the country. In

Polycystic Ovarian Syndrome (PCOS) is a con dition that affects a wom an’s hormone levels. Women with PCOS produce high er-than-normal amounts of male hormones. This hor mone imbalance causes their bodies to skip men strual periods and makes it harder for them to get preg nant.PCOS also causes hair growth on the face and body, and also causes baldness; and it can contribute to longterm health problems, like diabetes and heart disease.
