Three injured as privately- Jamaican heads missing owned aircraft crashes jet trauma team in Guyana’s interior

A

F

our persons, including the pilot, on Tuesday morning survived when a single-engine aircraft crashed after taking off at the decrepit Arau airstrip, Kaikan, Region Seven (Cuyuni/ Mazaruni) in Guyana.

The crash occurred around 11:14h.

Ivor Williams, 32, a gold miner of Bachelor’s Adventure, East Coast Demerara; Leon Bristol, a miner of Nabaclis, ECD; and Troy Daniels are the three passengers that were in the aircraft.

The pilot was identified as Guyanese Bernard Singh.

This newspaper understands that the victims were rescued around 16:00h by the Guyana

The Guyana Civil Aviation Authority (GCAA), in a statement on Tuesday evening,

Defence Force Medical Corps. The helicopter reportedly had to make two trips to the crash site to bring out the victims.

The victims were subsequently medevaced to the city and arrived around 18:00h after which they were immediately rushed to the Georgetown Public Hospital.

Williams is said to be in a critical condition and was unresponsive upon arrival in the city. His relatives told this newspaper that

stated that the injured passengers were employees of Singh and they were on their way to another region. Singh, the owner of the crashed aircraft, is also the owner of several mining camps in the interior.

The pilot is said to have sustained the least injuries.

There have been a rash of plane crashes in Guyana in recent times and stakeholders have blamed the government for not doing enough to

secure the local aviation sector.

Back in January, Canadian pilot Blake Slater, 23, and Guyanese Cargo Loader Dwayne Anthony Newton Jacobs, 28, died when their single-engine, 13-seater Cessna Caravan crashed in the dense jungle in the Middle Mazaruni. The aircraft had disappeared out of the sky.

The last contact with the pilot of the aircraft was a “Mayday” (emergency call), which was transmitted to another aircraft within the area at the time. The aircraft had departed for Imbaimadai after overnighting at Olive Creek.

The aircraft was spotted after an estimated 11 hours of searching by a GDF helicopter in the vicinity of the Marikina Mountain.

Meanwhile, about a week prior to this, a Cessna 206 aircraft belonging to the Fenix Airlines veered off the runway of the Ogle International Airport (OIA).

Occupants of the aircraft included pilot Raul Seecharran and passengers Zoreena Alli and Shenika Munroe.

Munroe, 23, of Cane Grove, East Coast Demerara, was pregnant at the time.

TT police searches for man who allegedly molested eight female pupils at Mayaro school

A

n armed man entered the Mayaro Government School compound on Monday and molested eight female pupils, TT police reported Tuesday.

Police said the man, armed with a knife, entered the school’s playground during the lunchtime period. He then reportedly approached the students, threatened them, then inappropriately touched them in sensitive areas. The students ranged in ages

from seven to nine. The traumatised pupils reported the incident to a teacher who then informed the school's principal.

Parents were called in and the eight were taken to the Mayaro Police Station, which is obliquely opposite the school.

The pupils were then sent for medical examination at the Mayaro Health Facility. Police were still searching for the suspect Tuesday night.

The man was thought

to be a Cepep employee, but investigators are yet to confirm that. Angry parents are now demanding that security at the school be beefed up and are contemplating protest action against the Ministry of Education and principal.

Parents said Cepep workers are allowed on the compound to do work during school hours and they are now calling for this to be stopped.

Jamaican is leading the team in China responsible for trauma therapy in response to the missing Malaysian Airlines plane, Flight MH370.

Stephen-Claude Hyatt, who is a clinical health psychologist and head of the Mental Health Department at International SOS Beijing, which is an international and global medical facility, told Jamaican media that he and his team are currently offering psychological and psychiatric treatment to family members and friends as well as airline staff in one-on-one therapy sessions, group sessions, and public forums.

"Malaysian Airlines is doing a great job in attending to the needs of the family and providing care in this difficult situation," Hyatt said before dashing off to work.

The Jamaica College past student and native of Kingston has a PhD in clinical health psychology, as well as postgraduate diplomas in family therapy, HIV/Aids counselling, and clinical supervision from the University of the West Indies and the Wiesbaden Academy of Psychotherapy in

Hyatt is a registered member of the American Psychological Association and did internships at the psychiatric ward of the University Hospital of the West Indies and Patricia House, a residential drug-rehabilitation facility on Upper Musgrave Avenue in St Andrew.

He has also lectured medical and clinical students in psychology, previously in Jamaica, and currently, in China.

Meantime, the Associated Press (AP) reported Tuesday that 10 days after the jetliner disappeared, Thailand's military said it saw radar blips that might

have been from the missing plane, but didn't report it "because we did not pay attention to it".

Search crews from 26 countries, including Thailand, have been looking for the plane, which vanished early March 8 with 239 people aboard en route from Kuala Lumpur to Beijing.

AP said frustration was growing among relatives of those on the plane at the lack of progress in the search.

Aircraft and ships have been scouring two giant arcs of territory amounting to the size of Australia--half of it in the remote waters of the southern Indian Ocean.

Photographs showed the prime minister being met by Dr Anil Ramnanan, Trinidad and Tobago Counsul General in Florida, and posing for pictures with persons who gathered at the airport and with Caribbean Airlines flight attendants.

On Monday, the Office of the Prime Minister is-

sued a press release stating the prime minister would attend an unnamed family member’s funeral. The prime minister is due to return to Trinidad Thursday evening.

The deceased family member was not named, but Florida residents on Facebook Tuesday stated the prime minister was due to attend the funeral of Joy Sawh.

Mobile phone rights

M

arch 15 was World Consumer Rights Day. The day, which was observed under the theme, “Fix Our Phone Rights”, was used particularly to promote consumer rights around the world. This year, the campaign focused on issues affecting consumers of mobile services.

Mobile phones have become an indispensable part of our lives and can be found in almost every home, in every country around the world. Almost everyone owns a mobile phone or has access to one and users are also increasing dramatically.

In 2013, it was estimated that 6.8 billion people owned a mobile phone. In 2011 that figure was six billion and in 2010 it was 5.4 billion. Mobile services have transformed from just being telephones that enable us to talk and text, to mini computers giving us access to information and services crucial to livelihoods and health. They are increasingly important tools that empower citizens and consumers, and having access to mobile connectivity is a necessity.

But as the number of consumers using mobile services nears seven billion worldwide, organisations representing the rights of consumers, such as Consumers International, are asking what sort of services are consumers receiving.

In some cases, consumers are ripped off or given an unfair deal, and there is hardly any redress. Consumers International, along with other national consumer organisations, has started a series of lobbying efforts targeting mobile phone service providers, where they are demanding better services for users across the globe.

In consultation with consumer groups around the world, Consumers International has drawn up an “Agenda for Fair Mobile Services”, which outlines what the consumer rights movement wants to see changed. It includes: * Providing consumers with access to an affordable, reliable service. Consumers want to be able to have access to affordable mobile services in order to communicate and access information.

It is only reasonable that they then expect those services to be consistent and of a high quality. * Providing consumers with fair contracts explained in clear, complete and accessible language. Consumers often feel cheated by their mobile provider, either because of unfair contract terms and conditions or because they didn’t understand what they had signed. * Providing consumers with fair and transparent billing.

Consumers shouldn’t be billed for services they didn’t request. * Providing consumers with security and power over their own information. Telecoms providers and regulators alike must protect the personal data that consumers give up in order to use mobile services. While giving consent to use personal data can enhance the experience of using a mobile phone, it can also compromise the consumer’s right to safety. Consumers must be able to set the terms of how this data is used. * Listening and responding to consumers’ complaints. Telecom providers should have effective complaints systems in place, and if consumers are not satisfied, there should be redress mechanisms to ensure a fair outcome.

Guyana is currently in the process of fine-tuning its Telecommunications and Public Utilities Commission (Amendments) Bills, which are both before a parliamentary Special Select Committee. The Telecoms Bill seeks to provide for the establishment of a telecommunications sector and for matters incidental thereto or connected therewith.

This is a landmark piece of legislation, which would place Guyana in the league of nations with modern legislation in the provision of telecommunication services. It will move Guyana from a nation with a monopoly provider to one where free and fair competition in all segments of service provision is allowed.

These are all very relevant issues raised by Consumers International in relation to mobile phone rights. Perhaps the authorities responsible for finalising the Telecoms Bill in Guyana would want to give some consideration to them in their discussion and debates. The time has come for mobile companies to be held more accountable for unfair, substandard services.

CTU brings international internet governance school to Caribbean

T

he Caribbean faces a number of complex, deep-rooted and interrelated challenges. Human resource development, economic growth, sustainable development and climate change all featured prominently on the agenda for the recently held 25th inter-sessional meeting of the conference of heads of government of the Caribbean Community (Caricom).

A recurring theme in the quest to find solutions to these challenges is the role of information and communications technology (ICT). Its prominence on the agenda was far from accidental. Caricom Secretary General Irwin LaRocque described ICT as “the new frontier for regional integration”.

“The creation of a single ICT space within our community should be pursued vigorously in our efforts to bring technology to the people,” LaRocque stated.

The regional body plans to focus over the next two years on developing a single ICT space as the digital layer of the Caricom Single Market and Economy.

But history has proven that it will take more that speeches and press releases to bring this to pass. It has been almost a quarter-century between Caricom’s 25th inter-sessional and its tenth meeting of heads of government in 1989, when the notion of a common telecommunications space was first introduced.

Time for action

Bevil Wooding, an international technology expert and one of the leading ICT voices in the Caribbean, believes the time is right, but rhetoric must be matched by investment in actual doing.

“The intention (to create a single space), though noble, is long overdue. Twenty-five years later, that dream is yet to be fully realised. If the timespan is an indication of the pace with which current declaration

will be pursued by the regional body, then a catalyst must be found,” Wooding said.

“The survival of the region’s economies depends on its ability leverage modern technology to produce, compete and excel in the global environment,” he added.

The work of implementing ICT development policy objectives falls largely on the Caribbean Telecommunications Union (CTU), which plays a significant role in coordinating the region’s response to technology-related challenges. In fact, the CTU was also established 25 years ago--the same year that the World Wide Web was invented.

Collective responsibility

“The work of advancing the technology development agenda of the Caribbean region cannot be done in isolation, nor can it be done by public sector agencies alone,” cautioned Bernadette Lewis, secretary general of the CTU. “The implementation of the Caribbean ICT development strategy is the collective responsibility of governments, the private sector, civil society and other organisations. The work must take place in concert with the major decisions being made on the international stage. The Caribbean must participate at this level because decisions are being made regarding the evolution of the global Internet which have serious implications for our ability to effectively leverage ICTs for development,” Lewis said.

Through extensive regional public education activities, such as its Caribbean ICT Roadshow, Caribbean internet governance forum, and strategic ministerial seminar series, the CTU has already established a track record of creating awareness across various sectors of Caribbean society of the importance of internet governance to the region.

“Making Caribbean leaders more aware of their role evolv-

ing Internet governance in the region and at a global level is a major priority,” Lewis said.

SSIG comes to Trinidad

The CTU’s new memorandum of understanding with the ICT Training Centre for Latin America and the Caribbean (CCAT-LAT) lends even more strength to that cause. The new MOU clears the ways for the CTU to introduce a fiveday intensive training programme to the Caribbean that aims to improve the quality of regional representation at international gatherings.

The South School on Internet Governance, or SSIG, is a programme to prepare Caribbean and Latin American participants to actively participate in international meetings that determine the future of the Internet. The aim is to increase the level and quality of representation of Latin American and Caribbean countries at regional and international Internet Governance fora.

The Trinidad and Tobago government, through the ministry of science and technology, will be hosting the sixth edition of the SSIG. The event will take place in Port-of-Spain, from April 28 to May 2. It will be the first time in its history that the SSIG will be held in the Caribbean.

“The CTU fully supports the convening of the South School on Internet Governance in the region, as that venue gives Caribbean stakeholders greater access to benefit from the programme,” Lewis said.

With more than half of the registered participants from the region, the programme prepare participants to engage in the formulation of national, regional and international internet policy, addressing with a special focus on Caribbean issues. Participants will hear from local, regional and international experts in a range of technology-related areas.

ays after the tragic deaths of popular Canada-based Guyanese businessman Peter Pitamber, his wife Seeta, and their son, Terry, the West Indian community in Canada remains in a state of shock over the incident.

The family members died Monday at their home in Brampton owing to carbon monoxide poisoning, according to Peel Police.

Peter, 60, who hailed from Lusignan on the East Coast of Demerara in Guyana, immigrated to Canada over 25 years ago, and owned the popular Calypso Hut Restaurant and Bar. Peter’s brother, Paul, and a family friend were also occupants of the house when tragedy struck, but they were safe after being treated at a nearby hospital.

Jerry Pitamber, the youngest son, made the gruesome discovery approximately 02:00 am and stated that “it was unimaginable” when he saw his parents and sibling lying dead at home.

“I came home and tried to save all of them, but it didn’t work. Everybody was just knocked out, and it was unbelievable what I saw,” the tearful Jerry related.

Jerry related that his family was using propane heaters inside their home after their furnace broke down on Sunday.

“When I reached I heard the carbon monoxide detector was going off, but very slow, quiet beeps (that) weren’t loud enough to wake my family up; I saw my uncle was falling down and wobbling too, so we are indeed saddened with what happened here,” the 29-year-old indicated.

When this publication visited the home, family members, friends and customers were consoling the victims’ close families.

Guyana’s suicide rate climbing - two more women are latest victims

D

espite efforts to curb the scourge of suicide in Guyana, two more women took their lives by ingesting poisonous substances, while a third is said to be recovering in hospital in three separate incidents.

In the first case, a 25-year-old mother of four ingested gramoxone at her Meten-Meer-Zorg, West Coast Demerara home on Monday afternoon.

Relatives of Fazeena Ally are still trying to understand her reasons for ingesting the substance.

Chandrawattie Singh, the dead woman’s mother-in-law, said the young woman and her husband had a small argument over the long hours he spent with his friends.

She said she was unsuccessful in her attempt to quell the dispute.

A tearful Singh recounted that her daughter-in-law shouted to her son “let Ma mine the baby fuh yuh”. She said her son questioned the woman about the statement, but never got a response.

Singh explained that the young mother had been taken in by the family at the tender age of 12 and had borne four children for her son.

Singh said she was unaware where Ally may have got the poison, which she drank after leaving the yard. She was rushed to the hospi-

tal where she remained a patient until her death Tuesday morning.

Angad Ramdatt, Ally’s husband, said his wife had indicated some time back that she would ingest poison; however, the threat was never taken seriously.

He insisted that the two of them were not experiencing any major problems. Though inconsolable, Ramdatt managed to speak with this newspaper.

Ally leaves behind her husband and four children, ages 11, 7, 4, and 7 months.

In the second fatal case, Veronica Harnandan aka “Veena” from Richmond Housing Scheme on the Essequibo Coast ingested a quantity of gramoxone on March 13 and succumbed three days later on March 16.

According to reports, Harnandan was humiliated by a girl whom her brother was supposed to marry.

ly spurned young woman was out for revenge and reportedly spread rumours about the family.

Information revealed that two weeks ago, Harnandan started to work at the same place as her brother’s ex-girlfriend.

On March 13, the ex-girlfriend reportedly embarrassed her at the workplace, and she went home hurt, went into her bedroom, and consumed one glass of the poisonous substance.

A half hour after she consumed the poison, she went and told her mother what she did.

She was then rushed to the Suddie Public Hospital and admitted.

Harnandan later succumbed.

Meanwhile, Lachmie Rajkumar, 19, of Huis t’Diren, also consumed a poisonous substance and was rushed to the same hospital.

She is said to be recovering. However, details of this incident remain sketchy.

Guyana’s Police Prosecutors being prepped to deal with domestic violence

uyana’s Police Prosecutors, Probation, Welfare and Child Care Officers and civil society groups on Tuesday converged in the conference room at the Pegasus Hotel to discuss the prevalence of and proper courses of action that could be taken to address the rising incidence of domestic abuse in Guyana.

The event, which was organised by the Commonwealth Secretariat, in collaboration with the Judiciary of Guyana, drew participants from organisations across the country.

Mark Guthrie, a legal and constitutional consultant from the Commonwealth Secretariat explained that the organisation works in partnership with member countries. He said an invitation from the acting Chancellor of the Judiciary, Justice Carl Singh was sent to the Commonwealth Secretariat for the organisation to hold the seminar.

The colloquium brought together several experts from Turks and

Caicos, England, and Trinidad and Tobago to discuss the experiences in domestic violence in Guyana.

The thrust of the day’s seminar was a presentation by Trinidadian Clinical Psychologist, Dr Diane Douglas, who holistically delved “inside the mind of the domestic abuser and victim”.

The doctor’s interactive presentation, while entertaining, was very practical and reached every participant at the individual level.

Participants actively shared their experiences and analyses of the issues and formulated recommendations for future practices and reform.

Dr Douglas called on the Police and Probation Officers to understand

the importance of their roles in dealing with abuse, while encouraging them to embrace victims.

She also reminded representatives of nongovernmental organisations of their important role of reaching “lived experiences of persons who might both be the perpetrator and victim”.

The seminar also provided members of the justice sector in Guyana with the opportunity to discuss major issues confronting them in the dispensation of justice in cases of domestic abuse, providing them with a view of strengthening the administration of justice.

It also aimed to promote judicial sensitisation of gender issues and the law; create awareness of the incidence of gender-based violence; foster an understanding of the psychology of the abuser and victim, strengthen knowledge of the role of the court in domestic violence cases within the framework of relevant laws and to promote access to justice for victims of domestic abuse.

Copa Airlines recruiting Guyanese to fill vacant posts

C

opa Airlines has started to receive applications from prospective Guyanese employees for several positions it will create locally, a release from the airline has said.

Noting that the response has been overwhelming, the airline said it started advertising for several positions last month as part of its preparations to begin service to Guyana on July 11, 2014.

According to airline executives, several positions are to be created locally including: Sales Manager, Airport Supervisors, Sales Executives, Inside Sales Representatives and Sales Counter Agents.

The company expects to conclude the selection process by the end of March. Once the hiring process has been concluded, the airline will begin its training process with the selected staff, the release added.

Copa Airlines had announced in January, its intention to begin operating two weekly flights out of Guyana in July.

The flights will link Guyana to Copa’s Hub of the Americas at Tocumen International Airport in Panama, thus increasing travel options and improving connections throughout Copa Airlines’ extensive route network.

Additionally the airline expects that this will allow Guyanese passengers easier access to 69 destinations in 30 countries, while opening up the country’s tourism products to more markets.

Important development

According to the airline, in January, Guyana’s acting Tourism, Industry

and Commerce Minister Irfaan Ali said “we will be working closely with Copa and the travel trade to maximise the opportunity this partnership offers”.

He emphasised that the government of Guyana welcomes “the introduction of this reputable air carrier” as a “very important development for our tourism sector that brings with it tremendous benefits, as it provides a gateway for our guests to connect between Guyana and South America and with other destinations on Copa”.

The airline currently offers service to 69 destinations in 30 countries in North, Central, and South America and the Caribbean.

ormer Bank of Jamaica Governor Derick Latibeaudiere is the new board chairman of the conflict-ridden Housing Agency of Jamaica (HAJ).

Minister of transport, works and housing Dr Omar Davies informed the House of Representatives Tuesday that Latibeaudiere will head a small board for the time being, but that more members will be added in due course.

In December, Parliament’s Public Administration and Appropriations Committee (PAAC) learnt from Audrey Sewell, permanent secretary in the housing ministry, that the agency was not only facing a leadership crisis, but was also reeling from a Ja$300-million operating deficit, which had forced it to seek additional financing from the National Housing Trust (NHT).

‘No crisis’

But, in his statement to Parliament Tuesday, Dr Davies tried to downplay the crisis which had overtaken the agency.

“Even as I welcome the chairman and members of the new board, I want to place on record my appreciation to the outgoing board for the significant amount of work that it undertook during its tenure,” he stated.

“Notwithstanding the innuendoes and the rumours that have been cir-

culated, I wish to state publicly that, at no time have I had any reason to question the integrity or competence of any member of the outgoing board,” he declared.

He confirmed that a restructuring of the agency is to be expedited, based on collaboration between his ministry and the Ministry of Finance and Planning.

“This will ensure that stability is restored and the uncertainties which have affected staff members and other stakeholders will be eliminated,” he explained.

He said that the new board has been charged with the responsibility to accelerate the search for a new managing director.

Shillingford took the council to court after she fell in the grave on the evening of November 1, 2008.

In her suit, Shillingford stated that she fell in a 6-foot uncovered grave during the traditional ceremony of the “lighting of the graves”.

She said she suffered and continues to “suffer pain, injury, loss and damage” and said injuries include “fracture Tibial Plateau/Posterior Tibia Bone-left knee/leg”.

No plan to privatise Petrotrin – TT’s energy minister assures

he TT government has no plan, or intention, to privatise the State-owned Petrotrin Company contrary to allegations made by the Oilfield Workers’ Trade Union (OWTU).

However, it is focused on returning the company to profitability, says Energy Minister Kevin Ramnarine.

Describing the allegations as baseless and mischievous with the intent to undermine government and destabilise the country, Ramnarine in a statement at Tuesday’s sitting of the Senate in Port-of-Spain, said Petrotrin was heavily indebted. As a result, he noted that government’s current strategy for 2014 to 2018, is aimed at returning the company to profitability by 2015, through increased oil production.

Two bonds, one for US$750 million, and another for US$850 million, he highlighted were largely responsible for the massive increase in the debt.

The US$850 million debt, he stated is a “bullet payment” due on August 14, 2019. The bonds and the commensurate debt servicing obligations, Ramnarine said, “have impaired the company’s cash flow, and have impacted its ability to pursue value generating opportunities in the upstream (industry)”.

CAL continues flights to Caracas amid unrest

t a t e - o w n e d Caribbean Airlines (CAL) is operating flights to Caracas, Venezuela from the Caribbean as normal even as ongoing civil unrest continues in that South American country.

“At this time we continue fly at least daily to Caracas and we also offer return flights to and from Port-of-Spain using our ATR turboprop aircraft to service a flight that is generally well booked,” CAL communications manager Clint Williams told TT media Tuesday.

Air Canada has suspended flights to and from Venezuela, citing concerns over security.

In a statement posted on its website, the airline says it can no longer ensure the safety of its operation in Venezuela, which has been roiled by daily street protests

over crime and a deteriorating economy. The airline’s last flight left Caracas on Sunday. It is offering refunds to those who have purchased tickets for flights after that. The airline said it would consider resuming operations once the situation in Venezuela stabilises.

The carrier operated three return flights between Toronto and Caracas per week.

Venezuela has had protests over the last month which has resulted in the deaths of almost 30 people.

“Due to ongoing civil unrest in Venezuela, Air Canada can no longer ensure the safety of its operation and has suspended flights to Caracas until further notice,” says the Canadian airline in a statement.

Guyanese man who burnt wife, children alive was a regular abuser – relatives claim

inus La Cruz of Port Kaituma, Region One, the Guyanese man who set his home on fire last Friday night, burning his wife and children alive, has been described as a man who habitually abused his family.

Roxanne (only name given), a sister of the dead woman told Guyanese media that she was at home when she received a telephone call from another sister relating the horrific news. The depressed woman stated that the couple tied the knot about 14 years ago, but their relationship has been a rocky one.

She disclosed that her brother-in-law would frequently consume alcohol and is also a habitual user of cocaine.

“Whenever he drinks and smokes, he would strip off his clothes and break anything in his way… right now we don’t know what triggered him to commit such an act, but he would always beat

from all indications, she was not too happy. In tears, she said after receiving the news of the fire, she broke down and thought about her daughter and innocent grandchildren who met their demise in the most gruesome manner.

APNU says ‘clock ticking for local gov’t elections’ in Guyana

Partnership for National Unity (APNU) Chairman David Granger said “the clock is ticking” as he called on the Local Government Minister to set a date for the holding of local government elections in Guyana.

The Guyana Elections Commission (GECOM) last week announced that it is in a state of preparedness, noting that it is in possession of a work plan, which puts the timeframe for the conduct of elections at 180 days, commencing from the appointment of a date.

However, it was made clear that the setting of the date is primarily dependent on the minister responsible for local gov-

ernment elections.

Based on the timely announcement, the opposition leader opined that Guyanese can go to the polls soon once the green-light is given by the Donald Ramotar Administration.

He said too that the National Assembly has spoken with the passing of resolution for Local Government Elections to be held no later than August 1, 2014. “So the clock is ticking… the trigger has to be an Executive Order,” he said.

In February, APNU and AFC amended the Local Authorities (Elections Amendment) Bill 2014 to have the elections held by August.

he Barbados government says it intends to sell off some assets as it moves to reduce the fiscal deficit by March next year.

Finance Minister Chris Sinckler presenting the Appropriations Bill in the House of Assembly on Monday announced a raft of new tax measures, including an increase in gasoline prices and the sale of the Barbados National Terminal Limited to help ease the financial burden facing the Freundel Stuart government.

In an immediate response, Opposition Leader Mia Mottley warned Barbadians they can expect more taxes to be imposed during the coming fiscal year as a result of the revenue-raising measures announced by the Finance Minister.

She described the new revenue-generating measures as an ambush, adding that the proposed new energy taxes comprising the removal of the subsidies on diesel and a Bds$0.20 cents increase in excise taxes on gasolene from April 1, will in reality also affect households.

Sinckler told legislators that in the period 2005-6, subsidies and transfers were estimated at Bds$782.1 million increasing to as much as Bds$1.137 billion by 2007-8. He said the figure increased by another one billion during the 2009-10 period.

“This shows that…expenditure has been growing, whilst the revenue has been shrinking. These things began from around 2005 to show up structural problems in the government finances. It is popular for the other sides and others to give the impression that it was due to government’s fiscal indisci-

pline and all of these things to give the impression that this entire story can be told from the beginning of January 2008.”

The minister indicated that the government continues to have a problem with a shortfall in revenue, particularly with respect to personal and corporate taxes.

“The situation is a major worry to the government especially as it relates to the contribution of the International Business and Financial Services sector,” said Sinckler, noting that because the retrenchment process in the public sector had not been totally completed at the time of the preparation of the Estimates, they could not be fully re-

However, he said that would be done and once the process is completed along with the reforms of 19 state institutions, government will realise additional savings of about Bds$40 million by the end of 2014-2015.

“It means therefore we will be left with a shortfall of Bds$105 million to get to our target,” he said, adding “in accounting to get to our desired target it will be necessary for government to make additional adjustments of (Bds)$145 million,” he said.

eader of the Jamaat-AlMuslimeen group, Yasin Abu Bakr, says he will soon host an event in a bid to provide Trinidad and Tobago with an explanation as to why his group sought to overthrow the government in 1990.

“It doesn’t matter. I owe the people of Trinidad and Tobago the truth. Very soon, we are going to be hosting our own explanation of the issues that led up to 1990 and clear up all the questions that are unanswered,” Bakr said on Sunday night.

His comments follow the release of the report by the Commission of Inquiry into the July 27, 1990 attempted coup in which Bakr led more than 100 men in trying to overthrow the government of then prime minister ANR Robinson.

At least 24 people, including one legislator, Leo Des Vignes, were killed during the six day insurrection that ended on August1. Bakr and his men were tried for treason, but the Court of Appeal upheld the amnesty offered to secure their surrender, and they were released.

However, The London-based Privy Council, the country’s highest court, later invalidated the amnesty, but the Muslimeen members were not re-arrested.

“The findings of the Commission will be to ensure that history should not repeat itself and to see what can be done to ensure that if such an event arises again it can be better contained for the citizens of Trinidad and Tobago,” she told legislators.

he Organization of American States (OAS) says it is collaborating with the Canadian Association of Drug Treatment Court Professionals (CADTCP), through its National Problem Solving Court Institute (NPSCI), in conducting a Drug Treatment Court Exchange and OnSite Study Programme for four Caribbean Community (Caricom) countries this week.

On Saturday, the Washington-based hemispheric body announced that the four-day programme, which runs from Tuesday through Friday, takes place in Vancouver, Canada, and involves Jamaica,

Belize, Barbados, and Trinidad and Tobago.

The workshop is organized under the umbrella of the Drug Treatment Courts Program in the Americas, an initiative coordinated by the OAS Inter-American Drug Abuse Control Commission (CICAD).

The OAS said authorities present during the event include the chief justices of Barbados, Belize, Jamaica, and Trinidad and Tobago, the Attorney General of Barbados, and the four chief magistrates of all four countries.

Three of the participating countries have already launched Drug Treatment Court pilots.

Trinidad and Tobago has one court running, Jamaica currently has three in operation, and Barbados has just launched its first.

Trinidad and Tobago will launch its first juvenile court and second adult court in the coming months, while Belize is in its exploration phase.

“The OAS Drug Treatment Court Program for the Americas is an initiative that responds to the OAS Drug Hemispheric Strategy, which calls for countries to explore alternatives to incarceration for drug dependent offenders,” the OAS said in a statement.

St. Lucia’s security minister against decriminalisation of marijuana

ational Security Minister Phillip La Corbiniere has hinted that the St. Lucia government would not support plans to decriminalise marijuana for medicinal and religious activities.

C a r i b b e a n Community (Caricom) leaders at their just concluded inter-sessional summit in St. Vincent and the Grenadines discussed the issue of decriminalising small quantities of the drug as well as exploring the economic benefits that might be derived from marijuana cultivation.

According to the communiqué issued following the talks, the regional leaders agreed to the “establishment of a regional commission to address the issues identified and any others deemed relevant in order to provide clear guidance with regard to decisions to be taken”.

The commission is expected to submit a report to the regional leaders at their annual summit in Antigua in July.

But La Corbiniere, speaking on television in St. Lucia, said he remains unconvinced about decriminalising marijuana, telling viewers if he had a deciding vote, it would be an emphatic no.

"Maybe part of that relates to the fact that I

grew up on the outskirts of the city where I was able to witness firsthand the development of the drug problem. The problem actually started with marijuana, let us not forget that, it was the drug of choice on the streets for many years, and probably some 10 years after we saw the emergence of cocaine coming into the country," he added.

La Corbiniere said that he had seen youngsters with whom he went to school move from marijuana to hard drugs, and watched generations of families destroyed.

He noted too St. Lucia had a problem with the use of alcohol resulting in tremendous social and economic cost.

Guyana (IAG) said it will soon make public its new structure of underwriting measures applicable to flood coverage, contending that the risk of loss by flooding could soon become uninsurable.

In a press statement, the IAG said, “The severe flooding that was experienced mainly in Georgetown and its environs on Tuesday, January 14, 2014 essentially on the heels of the flood of November 27, 2013 is a matter of serious concern to the insurance industry.”

It explained that the poor drainage system, coupled with the culture of disposing of garbage in drains and canals, is contributing significantly to the frequent flooding in Georgetown and neighbouring communities.

“What was especially disturbing about this latest round of flooding was the admission that some pumps necessary to drain the city, were not working. Of even greater concern was the absence of any assurance as to when they might be repaired,” the statement read.

Telecommunications Services of TT manager, media relations and corporate communications Graham Suite Monday again urged members of the public to be wary and cautious of strangers sending text messages to their phones.

“People have to be vigilant about offers and

calls and the messages they receive,” he said.

Suite stated that the messages came from Somalia and the United Kingdom.

“Based on the investigations, the messages were international and went through designated centres which are known.

Our investigations traced the messages passing through message centres in Somalia and more recently from the United Kingdom.”

But Suite added that the messages were changing their point of origin. “We can’t tell who are the specific persons involved, just the trending of the message and the content were similar. That was how we recognised the patterns on how it originated and we blocked them from getting to citizens,” he indicated.

He added that TSTT continued to advise members of the public to use their best judgment.

“Once you get a message like that and you didn’t participate in any promotion and did not register, those are red flags. It is not legitimate. As appealing as it sounds, anything like that rarely happens,” he said. He said TSTT would continue to monitor the messages. (TT Guardian)

Canadian specialists to upgrade Guyana’s cardiac interventions

A

team of Canadian cardiologists, headed by Professor Debra Isaacs, Director of Cardiac transplant of the Calgary University, is currently in Guyana on a one-week visit as part of continuing efforts to enhance the South American country’s healthcare services.

The five-member team is focusing on paediatric cardiac surgeries, and will be offering the capacity needed to

conduct these surgeries locally. They will be looking at means of upgrading cardiac interventions, primarily in babies.

This group has over the past two years worked with the Georgetown Public Hospital Corporation (GPHC) to establish the Guyana Paediatric Cardiology Steering Committee (GPCSC) which is solely responsible for the vetting of car-

diac patients for further intervention.

Key members from the committee such as Paediatric Cardiologist Dr Frank Dicke of the Alberta Children’s hospital and Dr Isaacs, will be working to establish a cardiac programme in Guyana that will allow these surgeries to be conducted locally.

The committee has been formed to oversee the development and ongoing management of ac-

cessible and modern paediatric cardiology at the GPHC, for the benefit of Guyanese children.

The clinic will include focus on education of paediatricians and nurses, provision of a database/ electronic medical records and evidencebased plans for monitoring and follow-up for paediatric patients with heart diseases.

Guyana's Health Minister Dr Bheri Ramsaran said that this

clinic should be up and running later in the year.

Earlier in the year, another team from the said university was in Guyana, and conducted a series of continuing medical education programmes on chronic kidney disease/transplant services in Guyana. They also met with government officials on that aspect of medical health.

Guyana has thus far benefited tremendously from strategic partner-

ships, not only from the Calgary University, but several such universities and organisations.

Only recently, 11 Guyanese children were taken to the Dominican Republic for heart surgeries as part of another initiative that included Canadian doctors.

Doctors from Calgary, led by renowned CanadianGuyanese Dr Narendra Singh, had conducted screening of the kids in Guyana.

Jamaican Velma Hylton requests exclusion from Tivoli Enquiry

amaica’s Governor General Sir Patrick Allen has accepted a request from Queen's Counsel Velma Hylton to be excused as a commissioner for the impending enquiry into the May 2010 police-military operation in West Kingston.

The Governor General's decision was made public in a statement from the Office

of the Prime Minister (OPM) on Tuesday.

Hylton was named on February 24, along with chairman, Barbadian Sir David Simmons and former Appeals Court judge, Hazel Harris to judicially investigate the incident that left more than 70 people dead.

Since the announcement, the parliamentary opposition has opposed Hylton's inclusion owing

to comments she reportedly made while serving as a lawyer for a 2002 enquiry involving West Kingston.

Hylton had reportedly said she couldn't understand why the security forces could not shoot women and children if they are being used as shields by criminals.

he perception that there exists a virtual “medical mafia”– untouchable in the face of repeated cases of negligence–has led many to expect little or no justice whenever a preventable case of infant mortality occurs, Diego Martin Central MP Dr Amery Browne said last Friday.

The MP was speaking during a motion which sought to get the Parliament to debate child mortalities–including the recent case of baby Simeon–as a definite matter of urgent public importance.

Speaker Wade Mark ruled the motion did not qualify under the Standing Orders under which it was filed, but advised that it would possibly qualify if filed under separate rules seeking a

substantive debate of the issue, as a matter on the adjournment.

In seeking to raise the motion, Browne said, “Our citizens perceive that there exists what is alleged is a medical mafia in existence, the effect of which is that there is an expectation of little or no justice when these unfortunate incidents occur.”

try remains beset by reports of cases of “criminal negligence,” adding that “there has been an alarming epidemic of neglect and negligence within the health sector which falls under the purview and responsibility of the Ministry of Health."

Hylton in making the request indicated that, "the proposed Commission of Enquiry is very important to

Jamaica and should not be hampered by politics and petty distractions".

The OPM also stated that the government rejects what it calls the unwarranted attacks on Hylton in connection with her role in a previous Commission of Enquiry held over a decade ago.

"It must be noted that Miss Hylton is a Queens Counsel who has served with distinction in high and responsible offices not only in Jamaica but also in other Caribbean countries," a spokesperson said in the release.

West Kingston MP, Desmond McKenzie who has led the opposition on the matter, accused

the government of being malicious by including Hylton.

He also said the people of Tivoli had written to the Governor General, Amnesty International and the United Nations on the matter.

The government had stared down the calls for her removal, alleging that the opposition is attempting to sabotage the enquiry.

It was also revealed that the opposition was given two weeks to respond to the suggested commissioners, but did not.

Guyana’s regional hospitals claim shortage of drugs affecting operations

Q

uirks in the distribution and storage of drugs at the government’s multimillion-dollar bond at Diamond, East Bank Demerara, continue to affect the operations of medical institutions across Guyana, with several regional hospitals complaining about shortages and unreliable supply.

In Berbice, a top official told Guyanese media that despite assurances, the shortage of drugs continues, affecting the operations of hospital across Region Six. While noting that there has been a slight improvement based on what obtained a few months ago, the official who asked not to be named said very often the Berbice Regional Health Authority (BRHA) has had to borrow money from the Region Six Administration to purchase drugs to fill the void.

drugs often arrive two to three weeks late, creating a mini crisis at several of the region’s hospitals. “Usually, we have a situation where two to three months of orders are backed up… then you will get one order come in…that is the situation up here,” the official commented.

Pharmacies can’t offer some basic treatment

It is believed that the systems established to manage the bond contribute significantly to the problems. “Yes, the automated system at the new bond and the challenges the staff face are main contributors.”

Essequibo

Across in Essequibo, another official speaking under condition of

anonymity said they have not received any new supplies of drugs since January. Patients visiting the Suddie Public Hospital and the Charity Oscar Joseph Hospital have routinely complained that they are not receiving sufficient medication from the hospitals. Several patients speaking with this newspaper said every time they visit the pharmacies at the two hospitals, they are given prescriptions to purchase drugs from private pharmacies.

Inadequate drugs

Additionally, last year Lethem Hospital Nurse-in-Charge Emona Hamid had expressed concerns about the undue delays in the supply of medical drugs to the facility.

Hamid explained that Region Nine (Upper Takutu-Upper Essequibo) on a quarterly basis, submits a list of medical supplies that are required to keep the health facilities in the region operational.

This list is submitted to the Health Ministry’s Material Management Unit (MMU).

However, the process, she said, takes close to two months before medical supplies are delivered, hindering mostly the operations of the Lethem Hospital.

She explained that the hospital not only receives patients from Lethem and communities within the region, but also from Brazil, and a shortage would result in the hospital being unable to administer adequate drugs to patients.

Former FIU director urges TT to enforce anti-money laundering laws or face blacklist

f the TT government fails to begin prosecuting people under the money laundering laws, the country runs the risk of being blacklisted by the Financial Action Task Force (FATF). The warning was issued by former director designate of Financial Intelligence Unit (FIU) David West who pleaded with parliamentarians to work together to ensure the legislation is enforced.

He was speaking at the launch of the first local Chapter of Global Organisation of Parliamentarians

Against Corruption (Gopac) at Soongs Great Wall Restaurant in San Fernando on Saturday.

West said the fourth round of FATF evaluation was in 2015 and the country was not ready because there had been no prosecutions and no convictions for money laundering.

In an interview afterwards, West explained that if TT was not compliant in enough of the standards or recommendations of the FATF it would go on the International Cooperation Review Group (ICRG) list. If that hap-

pens, he said TT would be regularly evaluated and monitored. “We don’t have any convictions. We don’t have any prosecutions on money laundering and that is what they are looking at now.

“Previously, we were getting all the legislation in place and we have legislation, but now it’s time to get the investigations and prosecutions going.

It is highly likely that we could be back on the ICRG list and if nothing happen in the near future we could be blacklisted.”

He said the FATF would issue a bulletin

saying TT had failed to comply with certain standards and advise countries not to do business in the twin-island republic. “It hits the man on the street,” he added.

“We don’t want a situation to happen like in Guyana, where the Caribbean FATF based in Trinidad has warned countries not to do business with that country.

In Trinidad this can easily happen because the opposition may not support the legislation and we may end up in a situation like Guyana. I am imploring parliamentar-

ians on both sides to be sensible when dealing with this legislation.”

He recalled that TT was almost blacklisted in 2011, but in 2012 it came off the list and at the last evaluation, TT was in compliance with 28 of 40 recommendations. Between 2010 and 2013, according to the Financial Intelligence Unit (FIU) report, there had been over a billion dollars in suspicious transactions, but no prosecution, conviction or debate. Construction to begin soon on Jamaica’s new multi-million dollar hospital

rime Minister Portia Simpson Miller has expressed appreciation to the Spain’s Hospiten Group, which last Friday announced final plans for the construction of a highly specialised general hospital at Cinnamon Hill, Rose Hall, St James at a cost of Ja$200 million.

The Hospiten Group made the announcement during a ceremony at the Montego Bay Convention Centre in Rose Hall.

The medical facility is expected to provide services for residents of the North Coast area, as well as for visitors to the island.

Construction of the 16-room, 28-bed facility is expected to begin shortly, and is slated for completion during the second half of 2015.

It will provide full medical services, and will be equipped with an image diagnosis centre,

a surgical block, an intensive care unit (ICU), a clinical analysis lab, a 24/7 emergency room, and 22 hospitalisation rooms.

Delivering the main address, the prime minister said the Jamaican government welcomes the investment of the initial US$20 million for the

construction of the medical facility, which will be the first of its kind in the English-speaking Caribbean.

“The decision by the Hospiten Group to commence construction of this highly specialised general hospital in the heart of Jamaica’s tourism industry comes at a

time of improving economic stability, supported by positive ratings by the international rating agencies. This investment represents a tangible outcome of Jamaica’s tourism master plan and the work of successive governments,” Prime Minister Simpson Miller said.

"I want to commend the Ambassador, the Chairman of this Group and his son, for having the business foresight to locate this catalytic project here in Montego Bay, Jamaica,” she added.

Further, the prime minister informed that the primary target market for the investment was the tourists in the resort areas encompassing Montego Bay, Ocho Rios and Negril, but that Hospiten has decided to extend the same quality of medical services to Jamaican residents.

“Hospiten will establish 11 nursing stations in hotels along the North Coast as well as a clinic at the new Falmouth Pier and at the Ocho Rios Crew Ship Port. These are very sound investment decisions which demonstrate Spanish vision, ingenuity and enterprising breaking into this new and exciting frontier

for Jamaica’s tourism industry,” she outlined.

Simpson Miller further expressed appreciation to the government of Spain, represented

by Ambassador, Celsa Nuno, for strongly supporting the project. She assured that “Jamaica remains a grateful nation and a willing investment partner”.

Meanwhile, Head of the Spanish Delegation Dr Pedro Luis Cobiella informed that the project has been designed to create some 300 direct jobs during construction and more than 300 when it is completed. “The Hospiten Group’s maxim has always been to achieve excellence in the services provided, both in medicine and in patient care, the result of which is that all our hospitals have obtained international recognition for quality and excellence in service and management,” Dr Cabiella observed. Enquiry Report recommends compensation for TT’s coup hostages

T Parliamentarians who were held hostage during the 1990 attempted coup should be compensated for their injuries and otherwise “harrowing and traumatic experiences.” This was one of the recommendations made in the Report of the Commission of Enquiry into the 1990 attempted coup which was laid in Parliament last Friday

by Prime Minister Kamla PersadBissessar.

Compensation, both monetary and non-monetary, was also recommended for hostages, victims and people who displayed bravery during the event.

“No evidence was adduced to the commission that any of the Parliamentarians held hostage were ever compensated,” the report read. “The Commission recommends that all parliamentarians who were held hostage be compensated for their injuries and otherwise harrowing and traumatic experiences. In relation to those who have died since the attempted coup, but were victims of violence, their

surviving next of kin should receive compensation on behalf of the deceased.”

In the first chapter of the document, the Commission recommended that the government fix a limit for the amount of compensation for each category of victim after a preliminary report has been submitted to the Cabinet. The report said a special unit should be established to make appropriate awards according to the respective categories. It identified nine police officers, who either died or were injured during the attempted coup and five civilians in Parliament on July 27, 1990 to be considered for compensation.

Journalist Raoul Pantin, who was said to have suffered a personality change with serious consequences and all of the hostages at local television station TTT, were also listed for consideration for compensation. Veteran Journalist Jones P Madeira and Directv general manager Bernard Pantin were also highlighted for assisting in

keeping Imam Abu Bakr, leader of the Jamaat al Muslimeen, off the airwaves. The report said they should be recognised by an appropriate non-monetary award.

This new project is a continuation of the partnership between the Jamaican government and the World Bank on "upgrading some of the country’s most vulnerable and volatile communities", the release said.

It builds on the success of the Inner-city Basic Services for the Poor

Project to address accelerating urban decay and declining citizen security.

“The project aims to foster a more inclusive society in Jamaica by improving the quality of life of marginalised city dwellers," said Sophie Sirtaine, World Bank country director for the Caribbean. "It also aims to prevent crime and violence by engaging youth in public safety initiatives and providing them with job skills training.”

The loan financing this project from the International Bank for Reconstruction and Development (IBRD) to the government of Jamaica has a final maturity of 29 years, with a five-year grace period.

TT offers employment to St Lucian nurses

St. Lucia’s Prime Minister Dr Kenny Anthony welcomed the offer from the government of Trinidad and Tobago

n a move to address severe shortages in the country’s medical field, the government of Trinidad and Tobago has offered to employ qualified nurses from St. Lucia who wish to work in the twin island republic.

Prime Minister Kamla Persad-Bissessar made the offer during the recently held meeting of Caribbean Community (Caricom) heads of government in St. Vincent and the Grenadines.

Currently, Trinidad and Tobago employs some 60 nurses from St. Vincent and the Grenadines.

St. Lucia’s Prime Minister Dr Kenny

Anthony welcomed the offer from the government of Trinidad and Tobago, noting that there are several nurses who were trained in Cuba that are in search of job opportunities.

"This is how Caricom should work. If there are shortages of skills and labour in one Caricom country, then the shortage should be resolved by inviting other Caricom countries to supply those skills," said Anthony, commenting on the offer of employment from Trinidad.

TT’s Health Minister Dr Fuad Khan also welcomed the move, stressing that it could make a big impact in helping the twin-island republic deal with the current shortage of nurses “We do have a shortage of nurses, and any nurse or nurses that could come to Trinidad will be welcomed and I’m glad the prime minister made the initiative at the Caricom meeting,” Khan told TT media Monday.

Inconsistent supplies hindering Guyana’s export market

uyana’s Foreign Affairs Minister C a r o l y n Rodrigues-Birkett said suppliers of goods for export in Guyana were not consistent with their supplies and this has had a negative impact on the work of the ambassadors in marketing local produce globally.

In light of Guyana’s failure to secure adequate rice markets, local observers have questioned whether the country’s diplomats were doing enough to market the country’s products.

However, RodriguesBirkett maintained that her diplomats have being doing a “great job,” contending that buyers need the products on their shelves throughout the year, but the local suppliers are principally unable to maintain the supply of goods. This, she explained, could be attributed to the lack of resources and high production costs in some instances.

She explained that interested investors often contact the Embassy and are placed directly in contact with the ministry responsible or GOInvest.

played a major role in ensuring that the contract with Venezuela and Guyana for the shipment of rice was honoured.

Also uttering similar statements was Guyana Rice Development Board General Manager Jagnarine Singh. In a recent interview, Singh noted that Da Silva would have played a pivotal role in ensuring the contract survived another year.

Belizean contract

As it relates to the other ambassadors, the General Manager affirmed that whenever a task was asked of any

specific ambassador, the task would be completed forthwith. “This is very redeeming work ethic on the behalf of the ambassadors,” said Singh.

He explained that he is currently in talks with Guyana’s Consulate in Belize who spearheaded the Belizean contract, which would see the weekly export of some 1500 tonnes of rice.

The contract came about after the Belizean government estimated that there would be a significant decrease in the total yield for their crop this year. Hence, the country had sought to import rice to facilitate the expected shortage.

This is where the Consulate came in and made the impending deal possible. Last week, Belizean officials paid a visit to the local shores, travelling the length and breadth of the rice industry, inspecting the rice production process in Guyana.

he United States Coast Guard says it has seized an estimated 1,500 pounds of cocaine nabbed in the Caribbean Sea earlier this month.

The Coast Guard said the drugs, offloaded in Florida on Monday, had a wholesale value of US$23 million.

Coast Guard Cutter Tampa’s commanding officer Clinton Carlson, said the seizure on March 12 “highlights the hard work and dedication of our crews in stopping the illegal flow of drugs in the Caribbean.”

He added that, “this interdiction demonstrates the effectiveness of our federal and interdiction partnerships to keep dangerous drugs off our streets.”

Carlson stated that

the interdiction was part of ‘Operation Martillo’, which is one component in the United States government’s “whole-ofgovernment approach” to countering the use of the Central American littorals as transshipment routes for illicit drugs, weapons and cash through the Caribbean Sea. ‘Operation Martillo’ is an international operation focused on sharing information and bringing together air, land, and maritime assets from the U.S. Department of Defense, the Department of Homeland Security, and Western Hemisphere and European partner nation agencies to counter illicit drug trafficking, Carlson said.

‘Game changer’

Barbados’ Finance Minister Chris Sinckler stated that: “this investment by Cahill Energy represents a “game changer” for Barbados and truly belies any doubt that Barbados is still a preferred destination for solid, and impactful foreign direct investment.”

The plant will provide a leading edge, environmentally sound solution to two of Barbados’ most pressing challenges: waste management and energy security. Using plasma gasification technology (one of the

most effective and environmentally friendly methods of waste treatment available), the plant will transform up to 650 tonnes of solid waste per day into clean, renewable energy.

As a result, the plant will eliminate environmental threats posed by the use of landfill. The energy generated will provide a new domestic source of power for Barbados, reducing the island’s reliance on costly imported fossil fuel.

Chinese company explores paper production in Guyana

fficials of China Paper and Guyana’s Agriculture Ministry had extensive discussions ahead of the signing of a Memorandum of Agreement (MOA) on the generation of energy and the production of paper in the Intermediate Savannah.

Last Wednesday, China Paper’s officials met with Agriculture Minister Dr Leslie Ramsammy at his Regent Street Office in Georgetown, Guyana, where the discussions were held.

Speaking with the media after the meeting, Dr Ramsammy said a Memorandum of Understanding (MOU) has been signed, with another MOA pending. In the MOU, the parties have indicated that lands will be made

available in Guyana’s Intermediate Savannah.

“We have to agree on the first allotment of land and what biomass they will pursue,” the Agriculture Minister said. According to Dr Ramsammy, the company also met with officials from the Natural Resources and Environment Ministry.

China Paper is a multimillion dollar stateowned Chinese company engaged in production, development and utilisation of forest pulp paper, among central enterprises. Cultural printing paper, coated white paper and special paper are among products produced by the company. China Paper will also be working along with NARI to establish an Environmental Management Plan while the Environmental

But China Paper is not the only company that is showing interest in the production of bio-fuel in Guyana.

Dr. Ramsammy disclosed that the DY Patil of India is currently doing preparatory work on its 10,000 acres of land leased to it in the Canje Basin.

Additionally, Bornion Guyana Incorporated (BGI) also was leased 10,000 acres of land in the Canje Basin. The company has commenced the harvesting of rubber plants at its nursery, along

the Linden/Soesdyke Highway.

Within the next two weeks, Bornion’s technical personnel are expected in Guyana to advance its mega farm, however, at its Canje location, paving the way for the production of bio-fuel.

Bornion is a subsidiary of the Malaysian Wee Boon Ping Group of Companies. Using the allotted land, it is expected to invest US$500 million in the production of bio-fuel. Both Bornion and Patil have already signed MOUs with the government of Guyana through the Agriculture Ministry.

However, 14 other international investors are in consultation with the ministry over the production of bio-fuel in Guyana, along with the harvesting of crops.

Tobago boat hauls in 10,000 pounds of fish

istory was created in St. Ann, Jamaica, last Thursday when newly installed Custos Rotulorum for the Parish of St. Ann Norma Lorraine Walters, became the first female Custos of the parish, and the first to succeed a spouse.

Walters was installed by Governor General Sir Patrick Allen during a ceremony held at the Seville Heritage Park in St. Ann, which saw hundreds of representatives from western parishes participating in the event.

Addressing the ceremony, the Governor General offered commendation to outgoing Custos Radcliffe Walters for his outstanding service to the parish and Jamaica.

Meanwhile, he used the occasion to express concern over the decline of values and attitudes in the society.

“For too long we have allowed our values, positive attitudes and respect for the rule of law to slip.

Too many of us shun hard, focused work, preferring instead activities that provide instant gratifica-

tion, but do not build character.

We have not preserved our natural resources, as we should, for future generations,” he stressed.

He renewed Prime Minister Portia Simpson Miller’s call for Jamaicans to come together and take back the nation from the grip of crime and negativity.

“Starting with the people of St. Ann, especially the leaders in our communities, our Pastors, JPs, our teachers, police, social workers and others…wherever you live, wherever you are, I urge you to play your part in a national movement for the restoration of peace, love, honesty, forgiveness and reconciliation in your parish,” the Governor General appealed.

He also encouraged the newly installed Custos to strengthen the team effort of the Justices of the Peace in the parish, to address problems facing the parish, and assist with consensus building and team spirit, through the engagement of groups such as the Ministers Fraternal, community organisations, service clubs, and the business community. Tobago fishing vessel, The Capital of Paradise 1, brought in a 10,000-pound haul of blue marlin, yellow fin tuna, and albacore last Friday.

Seven thousand pounds of the catch were exported to the United States as high-grade fish while the remainder was sold on the domestic market.

In a release issued Monday by the Office of the Chief Secretary, Tobago House of Assembly, Department of Information, it said the vessel was owned and operated by the Fish Processing Company of Tobago Limited (FIPCOT), a special-purpose company set up by the THA in 2009 to support the development of a Tobago-based commercial fishing industry.

Venezuelans in Jamaican juror recorded trying to bribe foreman in Kartel trial, says DPP military uniforms rob Guyanese miners

group of Guyanese miners were robbed of their gold in proximity of the Guyana/Venezuela border last Wednesday by men dressed in Venezuelan military clothing, Guyana’s Crime Chief Seelall Persaud has reported.

Last Friday, Persaud told Guyanese media that ranks have since been deployed to the area to conduct an investigation. He confirmed that the incident allegedly occurred at the Guyana/ Venezuelan border.

This newspaper understands that the incident took place at a shop in Five Star Backdam, North West District, where the men had gone to purchase groceries.

From reports received, the men would have crossed the border illegally and were armed with high powered rifles.

While shopping, the armed men reportedly held the Guyanese at gunpoint and ordered them to hand over their gold and threatened to pull the trigger if they did not comply.

Out of fear, the men reportedly handed over the gold that they earned over a two-month period.

They were held hostage by the men for more than two hours. The gunmen also took away the mobile phones of the miners.

"I will take care of you as long as you say wah me a say. These men are promising entertainers and unu must let them go," the accused juror, Livingston Cain, is reported to have told his colleague, according to Director of Public Prosecutions (DPP) Paula Llewellyn.

The revelation came Tuesday as Llewellyn outlined the allegations against Cain in the Corporate Area Resident Magistrate's Court.

Cain, who Llewellyn identified as the juror who voted against a conviction in the 10-1 decision, has been charged with five counts of attempting to pervert the course of justice and one count of conspiring to pervert the course of justice.

He has denied the allegations and was granted bail in the sum of Ja$750,000 and ordered to surrender his travel documents.

A stop order has also been placed on him at the ports, and Senior Resident Magistrate Lorna Shelly-Williams warned him not to make any attempts to contact

Llewellyn told the court that police investigators also have electronic evidence of a telephone conversation between Cain and the jury foreman.

In outlining the allegations against the juror, Llewellyn said after several attempts during the course of the trial to convince other jurors to return a not-guilty verdict, Cain approached the foreman last Thursday and told her he wanted to speak to her privately.

As a result, she said, the foreman accompanied Cain to the library at the Supreme Court and took along her BlackBerry cell phone because of information she had received from other jurors.

The DPP charged that during the conversation, which was being recorded by the foreman, Cain said he realised that she had some influence over the other jurors and that he wanted her to "come to a notguilty verdict against the five accused".

According to Llewellyn, the "astonished" foreman went back to Cain some time later in an attempt to confirm what she had heard.

Llewellyn said that is when he told the foreman he was "offering her (Ja) $500,000 to release all the accused men".

"She asked him when she could get the money, and he said tomorrow (Friday, March 14)," she alleged.

Meanwhile, as part of increased safety measures, Llewellyn disclosed that close protection security has been provided for Jeremy Taylor, the lead prosecutor in the Kartel case, and his junior, Crown counsel Leighton Morris.

The concerns about the safety of the two prosecutors could mean additional challenges for the police who have already placed in protective custody, the main prosecution witness and Stephanie Breakenridge, the sister of Clive 'Lizard' Williams, who Kartel and his co-accused were convicted for killing.

Kartel, whose real name is Adidja Palmer, and fellow entertainer Shawn Campbell, better known as 'Shawn Storm', as well as Kahira Jones and André St John, were convicted for Williams' murder last Thursday.

Former Trinidadian PM remains US$21.9 million IMF loan for Grenada hospitalised in stable condition

ormer TT Prime Minister Arthur NR Robinson continues to be in a stable condition at the St Clair Medical Hospital, his daughter Ann Margaret said Monday.

Robinson, 87, was warded at the hospital last Thursday after complaining of feeling unwell.

Sources said last Friday his kidneys were the major concern but he was said to be rallying up to Tuesday and was described as “seeming to be much better.”

His daughter, who has been caring for him, also confirmed he continued to be in stable condition.

Last Friday, Prime Minister Kamla Persad-Bissessar and Health Minister Dr Fuad Khan visited Robinson, who was said to be “responsive,” squeezing the prime minister’s hand in acknowledgement of her presence.

Persad-Bissessar said he was alert, though weak. Both Persad-Bissessar and the Inter Religious Organisation have called for prayers for Robinson.

he International Monetary Fund (IMF) says it has reached agreement with the Grenada government for a three-year US$21.9-million Extended Credit Facility to support an “ambitious programme” to correct the island’s fiscal imbalances and lift sustainable growth.

“The agreement reached with the authorities is subject to approval of the IMF’s Executive Board, and is contingent upon the timely completion of prior actions to be taken by the Grenadian authorities and obtaining the necessary financing assurances,” said Aliona Cebotari, IMF mission chief to Grenada.

She added that the main objectives of the programme are to restore fiscal and debt sustainability, boost longterm growth through structural reforms, and safeguard the resilience of the financial sector.

“The cornerstone of the programme is a strong fiscal

adjustment focused on curbing current spending and widening the revenue base, while maintaining space for infrastructure spending and social safety nets.

The IMF official indicated that the support from official and private creditors for the debt restructuring will be critical for the country’s return to fiscal sustainability.

She said ambitious public financial management reforms will support the durability of the adjustment.

eminiscing on the joys of celebrating Phagwah in Guyana, prolific U.S.based Guyanese author Jag Mahadeo, from No. 66 Village, Corentyne, Berbice, wrote ‘The Heart of the Sun’ to share his fond childhood memories with others.

In an interview, the author said, “I had written many of the stories in ‘The Heart of the Sun’ over the course of years.

Then it struck me that the time, place and environment during which the stories took place no longer existed. Time had moved on, places had changes and the best of No. 66 Village had long gone. Since most kids at the time can relate to the stories, I decided to put it all in a book to make it documented and everlasting, which others can turn to relive their own childhoods and memories of Guyana.”

Writing

The author said he grew up always open to challenges. Every path

he has taken so far has led him to the “journey of stepping outside of himself to communicate personal thoughts and scribbles into formal writing to share”.

Writing for the author was always his “getaway world” into which he escaped, even as a child. He attributed his book to his father, Pt Budhram Mahadeo, who was considered a great orator by many.

uyanese-Americans and their friends came out in large numbers to celebrate Phagwah in Richmond Hill. Unlike in Guyana, Phagwah or Holi is not a holiday.

The 26th Annual Parade began at the Dr Cheddi Jagan Square on 133rd Street and Liberty Avenue, culminating a mile away at Smokey Park. There was much enthusiasm and revelry for the celebration from the sizeable crowd.

The parade began with prayers from the 'dharmacharya' of the Sanatanists, Pandit Rishi Misir and Pandit Ramlall. Several politicians also marched in the parade just behind the two 'dharmacharyas'. There were two dozen floats and marchers on foot.

The parade was organised by the Hindu Parades and Festival

Many had national bandanas around their neck.

Revellers on the route and at the park also waved the flags of their home country. Many danced to tassa while waving their national flags.

ulinary artist Kester Robinson is a celebrated pastry chef in the Caribbean, known for his intricate, edible art.

Hailing from Georgetown, Guyana, Robinson graduated from Central High School, the University of Guyana IDCE, where he pursued Hospitality and Tourism, Carnegie School of Home Economics, graduating with a diploma in Catering and Hospitality, and UWI-Open Campus

for Certification in Wedding Planning and Decor. Currently, he is attending the Trinidad and Tobago Tourism and Hospitality Institute, pursuing studies in baking and pastry arts.

Additionally, he works part-time for a restaurant in Trinidad.

In an interview, Robinson said he knew he wanted to be a chef since the age of 12.

“Just around the time of Common Entrance examinations, when per-

sons asked, ‘What would you like to become?’ I just said, ‘A chef’. But I wasn’t sure as to what type.

During my mid-teenage years, I discovered my passion for the pastry arts. My father’s side of the family has many talented bakers and restaurateurs, so I think I got that in my genes also,” he explained.

Robinson pointed out, as a pastry chef, he loves baking desserts. More specifically, he enjoys working with chocolate, creating delectable desserts that “melt as soon as it enters the mouth”.

He mentioned that Crème Caramel is one of his favourites to make. It is a dessert that is highly rated in Trinidad by local and international customers.

niversity of Guyana ProChancellor, Professor Prem Misir will launch his new book ‘HIV and AIDS: Knowledge and stigma in Guyana’ at Guyana’s consulates in the U.S., Canada and England.

The publication will be launched at the Guyana Consulate in Canada and York University, Canada on March 24 and 25; the Guyana Consulate in New York and York College/ CUNNY, U.S.A. on March 27 and 28; and the Guyana High Commission in London and the London South Bank University, England on April 9 and 10.

This cross-sectional study used a purposive sample of 379 high school students from 15 urban and rural high schools in Guyana and assessed their HIV and AIDS knowledge and stigma-related attitudes, and the relationships among gender, age, religion, and race/ethnicity and HIV and AIDS knowledge.

dents displayed an overall moderate level of HIV and AIDS knowledge. The students understood the modes of HIV transmission; they recognised the symptoms of HIV and AIDS; nearly half of them believed that a blood donor was at risk of contracting HIV; and about one-fifth of the students embraced myths and mis-

conceptions surrounding HIV and AIDS. There was no statistically significant difference in the knowledge scores of male and female students. Knowledge scores, nevertheless, differed significantly between the 13 to 15 and 16 to 18 age groups, and among the religious and ethnic groups.

Stigma-related attitude scores did not differ significantly for gender and age, but differed significantly for religion and ethnicity among students. The study showed fissures in HIV/AIDS knowledge and substantial stigma-related attitudes.

Limited understanding of the myths and misconceptions of HIV and AIDS, demands a new focus on how HIV is not transmitted through moving beyond conventional strategies toward a social constructivist approach.

This book is essential reading for medical professionals, policymakers and educators throughout the Caribbean region.

etired principal of the Manchester-based Mandeville Primary and Junior High School, Byron Farquharson, was recently honoured for his 44 years of service to education.

At an appreciation function held at the Kendal Conference Centre in Manchester, Farquharson was lauded for his work to transform the former Mandeville All-Age to its current status of being a choice school where parents queue to enrol their children.

Representatives from the civic groups, the school, Ministry of Education, Jamaica Teachers' Association and the Caribbean Union of Teachers—two organisations where Farquharson served as president—were among persons in attendance at the ceremony.

Leading the tributes, Custos of Manchester Sally Porteous said education is a vehicle against social ills, and for prosperity, and that Farquharson's 44 years "were spent for the betterment of our young people and for that, we are truly grateful to him.

"It is he who has dedicated his life to ensuring that our young people learn all of these things (values of education), so that they can become the Jamaicans that we can all be proud of. You can look back and be proud of the role that you played in shaping the lives of so many," the custos said.

Education Minister Ronald Thwaites said the event was one for rejoicing, and the evening's activities were about "saluting the life dedicated to the upliftment of our children.”

Minister of National Security Peter Bunting, the Member of Parliament for Central Manchester, also lauded the work of the educator, as well as Chairman of the school board Dr Lloyd Quarrie, who described the retired principal as a transformational and visionary leader.

his year, for the first year ever in all my 18 years, I wasn’t home to celebrate Phagwah with my family. So far I’ve been lucky enough to be able to fly home for my birthday, Diwali and our yearly pooja. But this time, med school is in full swing and there was really no chance of flying home for the Phagwah weekend.

Phagwah commemorates the beginning of Spring, the triumph of good over evil and a time for new beginnings for everyone. It’s a story set many eons ago among a people called “Asuras”– traditionally opposed to the gods but incorrectly called "demons". A young Asura prince named Prahalad had the courage to stand up to his own father, King Hiranyakashipu who had started to challenge the gods. Because of a boon he received from Lord Bramha, he was nearly invincible and so filled with arrogance and pride.

He demanded he be worshipped by his subjects.

To paraphrase Albus Dumbledore, “It takes great courage to stand up to our enemies but it takes even greater courage to stand up to our family (friends)”. And Prahalad had that courage. No matter how many times his father and teachers tried to convince him otherwise, Prahalad always kept his belief in Lord Vishnu.

And his prayers didn’t go in vain. The king had his minions try every which way to kill his obstinate son but to no avail: the boy was protected by Lord Vishnu. This was even when his Aunt Holika, immune to fire, who tried to burn him in a pyre.

Finally, Hiranyakashipu scornfully challenged Prahalad to prove that Lord Vishnu was indeed in everything and everyone. Lord Vishnu appeared out of a pillar as Narsimha–half man-half lion.

Hiranyakashipu’s boon was that he couldn’t be killed by man nor animal; not by hand nor by any weapon; not in the day nor in the night; not in a house outside nor on the ground nor in the air. Lord Narsimha killed Hiranyakashipu with his claws, on his knee, on the doorstep of the palace at exactly dusk. Prahalad was crowned King.

The lesson, of course, is that anyone can be a Prahalad by standing up to the Hiranyakashipu in their life. Life isn’t about always being a passive person who doesn’t have opinions or who doesn’t stand up for their beliefs. That’s not to say you should always pick up cudgels whenever someone steps on your toes. But you should always let them know firmly, that you’re not just someone they can take advantage of.

The story of Prahalad will be told countless times this week as schools put on Phagwah shows incorporating the story as a skit or in mandirs and in homes.

The message of Phagwah is a very strong one. Stand up for what you believe in; don’t be a carpet that everyone walks over. Always remember Prahalad, a young boy who had the strength, the courage to stand up for his beliefs.

Don’t just go along to get along.

Phagwah is also the harbinger of Spring–the time of rebirth and renewal. It’s a time for joy and merriment.

When the media contacted Gegele, she expressed her gratitude at being considered for the award. While stating that the reaction from the Jamaican audience at the book's launch back in September was overwhelming, Gegele said the consideration for the award was unexpected.

She went on to highlight the impending benefits this will have for authors and publishers alike. "I am very happy

for myself, but I'm especially happy for my publisher. In this business, publishers take a great risk when they decide to support an author, so this doesn't just validate the quality of the work, but it also validates the publisher's faith in the work," she said.

Gov’t support

Gegele says that the fact that there are three Jamaican nominees is testament to the great work happening within

the industry and solicited more support from the government. "I'm hoping that getting Jamaica on the literary map will encourage the government to work more closely with persons in the industry because culture is more than just sport and music," she said.

She also hopes that the novels will get more young people interested in reading as she sees that as the way to increase the country's literacy rate. "If more young people become interested, it means you will have an adult generation that will be more interested and this could lead to an eventual increase in the country's literacy rate," Gegele said.

he second annual ‘Caribana on Ice’ skating lime held earlier this month at Toronto’s Nathan Phillips Square has been deemed a huge success.

The event presented an opportunity for patrons to gather together and skate to the beats of popular Caribbean calypso/soca tunes including some of the latest music emanating from the just-concluded Trinidad and Tobago carnival.

The event attracted persons from various communities including the Henry family from Scarborough who came down to skate and to celebrate the birthday of its matriarch, Cheryl.

‘Caribana on Ice’ has become a prelude to a series of carnival-like activities that take place annually in Toronto during Caribana.

n March 23, the Kendra Phagwah Festival’s 'Pichakaaree' championship will take place at the Kendra’s grounds in Longdenville with 12 finalists entertaining patrons.

The 'Pichakaaree' contest is one aspect of the Kendra’s Phagwah’s celebrations which is being held under the theme “The Child--Will We Rock or Wreck the Cradle.”

Geeta Ramsingh (Vahini), President of the Kendra, said the theme was chosen in response to the many troublesome reports about children of Trinidad and Tobago.

Roshana was acknowledged for her outstanding performance at the Miss Universe Pageant in Malaysia last year by officials, family and friends.

ifteen year-old Sachin Kumar continued his consistent fine play to win the 107th TT Open played at the picturesque St Andrews Golf Course in Moka, Maraval on Sunday. Kumar became the youngest ever winner of the Open surpassing Ben Martin, Stephen Ames, Alan Mew and Chris Harries, all of whom were under 17 when they won.

Based on the entry list, the bulk of the athletes are drawn from the local clubs and institutions, including Racers, MVP, Akan, Cameron Blazers, UWI, and UTech, among others.

Record-breaking Lindener wins Diamond Mineral Water cycling meet in Guyana

W

hile some cyclists seemed uncomfortable riding in a heavy midmorning shower, followed by very overcast conditions, Linden’s Orville Hinds used it to his advantage, blazing to victory in the feature 35-lap School Boys and Invitational race of the Diamond Mineral Water cycling meet in Guyana at the inner circuit of the National Park on Saturday.

The event, staged for the ninth year in succession, attracted 25 starters for the main event, but it was Hinds who emerged the star, clocking an amazing one h, 14 minutes, 45 seconds (01h:14m:45 seconds).

Hinds’ time is a new record for the 35-lap event at the National Park, according to national coach and race organiser Hassan Mohamed and race official Joseph Britton. In addition to the record, he claimed six of the eight prime prizes on offer, leaving Raynauth Jeffrey and Godfrey Pollydore to settle for the other two.

The victory was also Hinds’ first at the National Park for 2014 after securing two second-place finishes and a third. Prior to Saturday’s win, the United Bikers Club rider had tasted success on the road, winning on the West

Jamaica to host 2014 Caribbean Cup

J

amaica will host the 2014 edition of the Caribbean Football Union (CFU) Caribbean Championship, top regional football officials confirmed Tuesday.

The biennial tournament is expected to be staged during the FIFA calendar window of November 10-18 and will be hosted in picturesque Montego Bay, Jamaica's tourist capital.

CFU General Secretary Damien Hughes, in confirming the development Tuesday evening, gave reasons the island was granted hosting rights over other bidders.

"We selected Jamaica because we have confidence in the country to mobilise all the relevant stakeholders—the corporate aspect, plus they

have the ability to motivate people to come out and support the games.

"Also, we are satisfied with the quality of the facilities, plus the CFU is of the view that Jamaica is well positioned to achieve the objectives," he said.

Jamaica Football Federation (JFF) President Captain Horace Burrell was delighted with Jamaica being granted the hosting rights for the Caribbean's top tournament, a qualifier for the prestigious CONCACAF Gold Cup.

T’s national cyclist Njisane Phillip recently returned to Trinidad from his California, USA-base, to resume training with local cycling club, Rigtech Sonics, as he primes for his national Match Sprint title-defence at the upcoming National Cycling Championships, which rides off in early May. Phillip, who arrived in Trinidad Sunday, revealed that he has been in intense training with his club-mates in an effort to stamp their authority at four major upcoming local cycling events— the Noel Luces Classic, Southern Games, Easter

Grand Prix and National Championships.

Earlier this year, the 22-year-old Olympian was hospitalised for a week in California due to kidney complications.

After several medical tests, Phillip was discharged and has been taking it lightly. And even though the multiple national champion is expected to undergo another test in May, Phillip indicated that he is back to full potential.

“I’m at 100 percent right now. There’s nothing stopping me. I’m just glad to be back training with my Rigtech Sonics outfit and we’re working towards tak-

ing over the coming local cycling meets. I would like to retain my Sprint title at the coming Championships and then I’ll head back out to the U.S. to continue my international training programme with my team in California,” he explained.

In the U.S., Phillip’s managerial team comprises his 2012 Olympic manager Peter Maharaj, American coach Jamie Staff and the experienced Travis Smith.

Having lost his former Rigtech Sonics sibling coaches, Noel and Kent Luces, within a two-year period, Phillip expressed determination

to keep the “blue” flag flying high throughout the twin-island republic.

“There’s a lot of positive energy when I train with my club-mates.

They feed off me and I feed off them. We’re a good working unit and we support each other a lot, especially when we train together. It feels good to be back with my team. Varun Maharajh also returned (to TT) on Friday and he will be a good addition to the outfit for the coming tournaments,” said a motivated Phillip.

The Siparia native also revealed that he and his team are presently in the planning process-

As a qualifier for the Gold Cup, only the top-four finishers of the Caribbean Championship usually advance to CONCACAF's marquis event.

But there's a new format this time around.

"A new and exciting element to the regional tournament is that the fifth-place finisher in Montego Bay will have a chance to qualify for the Gold Cup in a play-off with the fifth-place team from Central America," Burrell revealed.

The JFF boss explained that once again Montego Bay, for its obvious advantages, was chosen as host city for the Caribbean Championship, adding

to its list of credits.

In recent times, as Montego Bay slowly establishes itself as the "football capital of Jamaica", the tourist mecca hosted the CONCACAF Men's Under-17 Championship in 2011, where Jamaica qualified for the Mexico tournament, and last November it welcomed seven CONCACAF countries for the Women's Under-17 equivalent.

"Also, Montego Bay, as a tourist destination, has its advantages from a business perspective... there are great hotels, they know how to receive and treat visitors, plus the international media will want to cover whatever happens in Montego Bay," Burrell said.

TT’s U-15 girls prepare for August

T

rinidad and Tobago national girls’ team is currently in training for the Concacaf Under-15 Championship in August.

The TTFA conducted screening sessions over the past few weeks and a squad of 40 players is in training under Rajesh Latchoo, who is serving as head coach, with Lyndell Hoyte-Sanchez as manager. Hoyte-Sanchez was also manager of the TT Women’s Under-20 team that narrowly missed out on World Cup qualification earlier this year.

Latchoo, is also an instructor for the TTFA Coach Education Programme.

“It’s an interesting challenge for us to get the girls up and ready for the upcoming competition,” said Latchoo.

“This is a great opportunity for the players to get exposure at the international level before they move up into the Under-17 or Under 20 level for World Cup qualification. It also gives us

an opportunity at the national level to start working with players from an earlier stage prior to these qualifying campaigns.”

TTFA technical director Anton Corneal, meanwhile has been overseeing the preparations of the senior women’s team for their upcoming World Cup qualifying campaign.

est Indies women’s captain Merissa Aguilleira joined her male counterpart Darren Sammy in dreaming of a ‘Windies double’ at the upcoming ICC World T20 tournament.

Speaking to reporters at the open media session, the inspirational wicket-keeper said her team is looking to take it “to the next level” and better their semi-final places in 2010 and 2012.

“Darren Sammy said he is dreaming of a ‘Windies double’ and that’s great. We always keep in contact with the men’s team and they always offer us their support. It is great that they have faith in us to come here and deliver and it would be magnificent for both West Indies teams to lift the cups on April 6,” Aguilleira told WICB Media.

“Our motto for this tournament is ‘moving in faith’. We didn’t have a good time on the recent tour of New Zealand so it is time now for us to bounce back and show what we are made of.

We would like to take the title and continue to make the people of the Caribbean proud.”

Contender pits Jamaica's best against the Caribbean

hat has now become the cradle of Jamaica's boxing revival, the popular J Wray & Nephewsponsored Contender Boxing Series, has thrown its 2014 edition's door wide open to the Caribbean for a major showdown with Jamaica.

However, only the English-speaking Caribbean countries of Barbados and Guyana will take part. Trinidad and Tobago had accepted the challenge, but the boxer selected had to return home to honour an earlier engagement.

Wisynco, through its Schweppes grapefruit soda brand, has joined major sponsors J Wray & Nephew in staging an ultra-competitive and beefed-up Contender Boxing Series that opened at the Chinese Benevolent Association (CBA) Auditorium on Wednesday evening.

share of the Ja$3 million prize money on offer with the major share of Ja$2 million going to the winner along with the title of Jamaica's Ultimate Welterweight Contender.

The runner-up will pocket Ja$500,000 with third place Ja$250,000 and fourth place Ja$200,000.

The 16 boxers contesting the Contender Boxing Series will be divided into two teeming cauldrons: Team Jamaica (Green Team) and Team Caribbean

(Yellow Team), of which Carl Grant will act as coach for the Jamaican team and last year's winning coach Andrew Boland acting on behalf of Team Caribbean.

As in the past seasons, during the first eight weeks of the Wray & Nephew Contender, Team Jamaica and Team Caribbean will engage in a series of weekly challenges marshalled by Atlanta's double Silver medallist Juliet Cuthbert as motivator.

The winning team will then have the ad-

vantage to nominate a boxer from their camp and choose an opponent from the other camp to oppose each other in an elimination fight to determine who remains in the contest. These bouts will be broadcast live to the nation on TVJ, the event's broadcast partner.

At the second stage of the contest, the eight winners from round one will fight over six rounds for the four spots with the four top-seeded fighters selecting their opponents in a random draw.

The penultimate round three stage will see the top four from stage two battle it out over eight rounds into the semi-final. At this stage, the two fights of eight rounds each, at the end, will leave the two best boxers to battle each other in the fourth and final stage over 10 rounds for the title of Jamaica's Ultimate Welterweight Contender and a Ja$2 million winner's purse.

oung batting sensation Nicolas Pooran is set to feature in this year’s Etobicoke & District Cricket League Elite limited-over tournament during which he will represent Redemption Sports Club (RSC) from early May. Vice-captain of the team Andrew Boda said the club is still very excited with the news that the Trinidadian will be joining them, as his presence will be a tremendous boost.

made an immediate impact at the inaugural Limacol Caribbean Premier League (CPL) tournament last year, when he chalked up a superb and entertaining half-century for Trinidad and Tobago Red Steel in one of the games.

Pooran is expected to spend five weeks in Canada before he heads back to the Caribbean once selected by Trinidad and Tobago Red Steel team for the second Limacol CPL tournament, which bowls off in mid-July.

he NASL's Fort Lauderdale Strikers have announced the signing of Guyana international midfielder Chris Nurse, 29, for the 2014 campaign.

“Chris is an experienced player who has already won a championship in this league and is going to help us in many ways,” said Strikers Head Coach Günter Kronsteiner.

“He’s a solid player and a leader both on the field and in the locker room,” the coach added.

Nurse, a 6' 2" midfielder, was born in London, England of Guyanese descent. He was named captain of the Guyana National Team for the 2014 FIFA World Cup qualification matches. He has 47 National Team caps with Guyana, scoring five goals.

Nurse made his NASL debut in 2010 with the Puerto Rico Islanders and joined the Carolina RailHawks on loan in 2011/12 before returning to the Islanders later in 2012. He spent the 2013 season with FC Edmonton, where he scored three goals during the season and was named North American Soccer League Player of the Month for the month of August.

Nurse is the fifth new player to join the Strikers for 2014. The club has also re-signed 14 players from last season’s roster.
