shareholders
Executives at Hess Corporation have been able to successfully return US$265M to its shareholders intheformofsharebuybacks and dividends during the period July to September, 2022. Specifically making this known were, Chief
Executive Officer (CEO), John Hess and his Chief Financial Officer (CFO), JohnRielly
During his company's third quarter earnings call for 2022, Rielly said the company continued its common stock share
repurchases with the purchase of approximately 1 4 million shares for US$150 million. He said Hess intends to acquire the remaining board authorized amountofUS$310millionin thefourthquarterofthisyear The share repurchase
programme was approved earlier this year and totaled US$650M. He said too that total cash returned to shareholders in the third quarter amounted to US$265 millionincludingdividends.
FortheCEO,hewaskeen to note that the company's financial performance can be credited to its 30 percent interest in the Stabroek Block, as well as its productiveassetsintheUSA.

As free cash flow generation steadily increases in the years ahead, the Hess Boss said share repurchases will represent a growing proportion of return of capital. He was keen to stress that key to its strategy is Guyana one of the industry's highest margin, lowest carbon intensity and highest growth oil and gas prospects according to Wood Mackenziedata.

On the Stabroek Block in
Guyana, where ExxonMobil is the operator, Hess said his companycontinuestoseethe potential for six floating production storage and offloading vessels or FPSOs in 2027, with a gross production capacity of more thanonemillionbarrelsofoil per day and up to 10 FPSOs to develop the discovered resourcesontheblock.
In terms of sanctioned oil developments on the block, HesssaidtheLizaPhaseOne and Liza Phase Two
developments are currently operating at their combined gross production capacity, of more than 360 thousand barrels of oil per day He said t o o t h a t t h e t h i r d development at the Payara Field, with a gross production capacity of approximately 220 thousand barrelsofoilperday, remains on schedule for start up at the endof2023.

NIS urged to speed up reimbursing dialysis patients
..as complaints mount over sloth in processing payments, other issues
Following complaints of persons encountering difficulties with the National Insurance Scheme (NIS) in relation to reimbursements for payment of their dialysis treatment, Finance Minister Dr AshniSinghonThursday met with the management of the agency where clear instructions were given that the $600,000 Grant per annum provided by Government and announced in its 2022 Budget, was an additional support for dialysis patients and should at no time be used as a basis for persons being denied their legitimate benefits fromtheInstitution.
“In Budget 2022 one of the several measures that we announced was the introduction of a $600,000 grant to persons receiving dialysistreatment.
This Grant was in response to Government's recognition of the severe challenges being faced by persons undergoing dialysis t r e a t m e n t a n d t h e tremendous costs associated with that treatment, including not just the
dialysis treatment and the associated medication and other expenditure associated with accessing that treatment,” Dr Singh is quoted in a Press Release by hisMinistryassaying.
The Minister then e x p r e s s e d h i s disappointment that dialysis patients were experiencing this difficulty when it should not have been the case “Often times, patients would require dialysis treatment twice, sometimes thrice a weeketc.andsorecognizing this, we introduced this dialysis support programme under which every single person receiving dialysis on a regular basis will get a grant of $600,000. Having introduced the measure in Budget 2022, it came to my noticerecentlythatanumber of persons have been having s o m e d i f f i c u l t i e s , particularly in their interactions with the National Insurance Scheme in relation to dialysis treatment and in particular, the issue that has been raised with me is that since the introduction of the $600,000
Grant by Government to dialysis patients that some persons have been unable to access their dialysis reimbursements from the NIS, “ the Senior Finance Ministerexplained.
During the meeting with NIS's management on the matter, Minister Singh, provided clear instructions that the NIS discontinue this practice forthwith The Finance Minister described the situation as perverse as he noted that it was never Government'sintention.

“I made it crystal clear that Government's $600,000 grant to dialysis patients is intended to be an additional support to dialysis patients and was never intended to result in patients being denied their NIS benefits. Apparently, what has been happening is that in some cases patients are being told that until they have utilized the $600,000 they are not being reimbursed their dialysis benefits The intention was always by the Government to provide additional support and not to provide support -this grant-
and then to take it away through another institution of the State. And so I made this very clear to the Senior Management of NIS that the $600,000 Grant provided by Government for dialysis treatment is in additional to whatever was being enjoyed by persons who have paid their NIS over the years and who are entitled to some degree of NIS support,” Dr Singhrelated.
He added further that persons who have been contributing to NIS over the years should not be penalised.

“I gave very clear instructions that they are not to use the receipt of the $600,000 grant from Government by any dialysis patient as the basis for denying any person who is otherwise legitimately entitled to support from the NIS for the purposes of dialysis.
I made that very clear to them,” Minister Singh concluded. Over the last several weeks a number of persons have written to the Minister complaining of

encountering difficulties duringtheirinteractionswith the NIS in relation to their d i a l y s i s t r e a t m e n t reimbursements The Minister has urged any person who may be still encountering such issues to contact the Ministry of
Finance where staff are available to deal with the issue Government c o n t i n u e s t o w o r k aggressively to improve the quality of services delivered by State institutions such as the National Insurance Scheme.

Wind, solar projects cheaper than hydro -newUNreport
By Renay SambachAt a time when G u y a n a i s pursuing the US$700 million Amaila Falls Hydroelectric Project (AFHP) – a October 2022 United Nations (UN) report revealed that not only are wind and solar options cheaper but also pointed out that there will be a decrease in the hydro projects in the comingyears.
On Tuesday, the United Nations Environment Programme (UNEP) launched its report titled, 'Is natural gas a good investment for Latin AmericaandtheCaribbean?'
The UNEP's report assessed the implications in Green H o u s e G a s ( G H G ) emissions, costs and job
demand changes and also that the electricity production percentage from hydropower plants will decreaseover-time.Infact,it wasreportedthattheshareof electricity production from hydro-powered projects will decrease from 45 per cent in 2019 to 41 per cent by the mid-century
Further, itstatedthatnew developments are primarily based on wind and solar powered plants, along with geothermal plants in countries with reported potential, and small scale hydro power plants (mainly run-of-riverunits).
Another factor the report pointed out, is the transmission cost for hydro, wind and solar projects. The transmission cost means the amountspentinexcessofthe
Barbados is now leading the Caribbean region with the announcement that it will be building the largest clean hybrid power plant in the Caribbean, producing base load power for 16,000 Barbadian households from solar and locally produced greenhydrogen.
On the other hand, Guyana's US$700 million hydroelectric plant will supply some 165MW to the
nationalgrid.
The Amaila falls project wasintroducedseveralyears ago by the then Bharrat J a g d e o l e d P P P administration but was shelved. Back then it carried ahigherpricetag. Whenthe PPP administration came back into office the project came back on stream. The contract was awarded to a Chinesecontractorbutitwas disclosed in July 2022, that
the company was having a hard time raising the money fortheproject.

Despite this, Guyana's President, Irfaan Ali later declared that despite the hiccupsGovernmentwasnot goingtoabandontheproject.
For his part, Jagdeo, who is now Vice President was reported in the media saying that solar is simply too expensiveforGuyana.Itwas during a June 2022 Press

Conference when Jagdeo, who was one of six persons back in 2010 to receive the UnitedNationsEnvironment Programme (UNEP) Champion of the Earth, claimed that the generation of power in Guyana through renewable options such as solar, windandevenhydrois “very, very expensive” but the administration is still adamanttogoaheadwiththe Amailahydrofallsproject.
creation of the different power sector options (natural gas and renewable energy). With the Region having some of the world's best conditions in term of solar radiation and wind power, thereportpointedout that wind and solar technologiesarewinningthe year-by-year race to be the cheapest sources of new electricity generation As such, the UNEP report pointed out that wind and solar make the renewable pathwayano-regretoption.
However, the report showedthatsomerenewable energyoptionsarewaymore cost-effective than others. It showed that if countries in the Region pursue wind and solar powered projects over hydro-poweredprojectsalot of money can be saved as it relatestoconstructioncosts.
To this end it was stated that wind and solar projects adapt more quickly to
fixed costs of operation for the electricity to be taken from the power-plant to cities and other areas
Notably, it was highlighted that not all transmission costs apply equally for a given power plant in the model. A table showed that distributed solar projects d o e s n o t h a v e a n y transmission costs whereas wind and hydro projects have a 100 per cent transmissioncostperplant.
A reference that can be made based on what the UNEP's report pointed out is between Guyana's proposed U S $ 7 0 0 m i l l i o n hydroelectric project, and Barbados US$100 million solar project. Earlier this year, the Government of Barbados signed a deal that will see the country realising some 178 MW of electricity using hydrogen and solar energy at a cost of some US$100 million. Notably,

which was sanctioned in April, Hess said it will be the largest development to date on the Stabroek Block, with first oil expected in 2025. The project will develop an estimated recoverable resourcebaseofapproximately925 million barrels of oil, and have a gross production capacity of

approximately 250 thousand barrelsofoilperday
Importantly, the Hess Chief said front end engineering and design work for the fifth development at Uaru is underway, with a Plan of Development expected to be submitted to the governmentbeforeyearend.
In terms of exploration and

appraisal in Guyana, Hess reminded of there being two new discoveries on the Stabroek block at Yarrow and Sailfin, bringing our totalthisyeartonine.
These discoveries will add to the previously announced gross discovered recoverable resource estimate for the Stabroek Block of approximately 11 billion barrels of
oilequivalent.
In summary, the Hess Chief said, “We continue to successfully execute our strategy and deliver strong operational and ESG performance.
We offer a unique value proposition – to grow both our intrinsic value and our cash returns by increasing our resource base,
delivering a lower cost of supply and generating the best cash flow growthamongourpeers.”
As his company's portfolio becomes increasingly free cash flow positive, Hess said it will continue to prioritize the return of capital to shareholders through further dividend increases and sharerepurchases.

Venezuela’s oil partners head...
From page 14 two Venezuelan assets to private equity firm, Sucre Energy Group, and returned a stake in a third project to PDVSA. Accounts receivable and owed dividends were transferred to Sucre as part of the transaction, but at a heavily discounted value, a person involved in the transaction said.
The departures highlight the risks of doing business with cash-strapped PDVSA and the few legal avenues available to companies that have not been paid.
Equinor declined to disclose details of the transaction, but confirmed in an email the company has no remaining activity in the country. Inpex, Total and PDVSA did not reply to requests for comment.
WHAT ABOUT THE WORKERS?
not been paid completely. “Days ago, an official passed by and said the company had not respected its contract with PDVSA.”
Suelopetrol declined to comment on talks with PDVSA, but said the company remains committed to Venezuela, with assets and staff in place.
With companies and workers leaving almost en masse, the abandonment of oilfields is visible near Maracaibo Lake, among Venezuela’s oldest producing region. Its oil output keeps falling, outages became routine and some workers are on the verge of starvation.
“A month ago, they tried to restart a small rig and it caused an explosion that sent crude to people’s houses,” said a neighbor of Maracaibo’s Cabimas oilfield, his feet stained with oil.
Between 2019 and 2021, PDVSA delivered oil cargoes to partners to reduce outstanding debt.
Eni (ENI.MI) and Repsol (REP.MC) this summer received 3.6 million barrels in a temporary resumption of oilfor-debt, but nothing since then. Chevron (CVX.N) has proposed to the U.S. government it be allowed to recoup its debts through an expanded license, yet pending.
“Almost none of the companies that have left the country have been given that benefit,” said an oil industry representative, who declined to be identified.
The departures have hit oil service providers and contractors the hardest, said the Venezuelan Petroleum Chamber, whose members fell to 300 from 500 in the last four years.

Some companies losing staff in Venezuela or dealing with labor claims, including Venezuelan oil firm Suelopetrol and GPB Global Resources, have discovered PDVSA appointed new joint venture managers or took over their operations.
GPB Global Resources, a stakeholder in the Petrozamora joint venture, in September lost operational control on the ground of its projects, even though it had not been informed on a takeover nor received any compensation from PDVSA, the company said.
“There is a very substantial debt owed by the Petrozamora joint venture to a subsidiary of GPB Global Resources,” the company said in a statement, adding that it intends to pursue “all available avenues of recourse” against PDVSA, Venezuela or any third party that may acquire the shares or assets.
From over 110,000 workers a decade ago, PDVSA’s workforce has dropped to about 60,000 people, said Daniel Delgado, a union leader at the Tia Juana oilfield.
“We are risking our lives to get an oil barrel out by working in unsafe conditions, without proper equipment or medical assistance. It’s a high price,” Delgado said.
Venezuela last year fell short of reaching its oil production goal. And so far this year output has stalled at about 725,000 barrels per day (bpd), well below its year-end target of 2 million bpd.
To further increase production would require PDVSA to honor past debts, said Enrique Novoa, the Chamber’s President, adding, “Sanctions also must be eased, at least partially.”

T20WorldCup:ZimbabweshockPakistan withthrillingone-runvictory
BBC News - Pakistan’s World Cup hopes suffered further damage with a shock one-rundefeatbyZimbabwe inPerth.

An inspired performance from the Zimbabwean bowlers ensured Pakistan finished on 129-8, chasing 131towin.
Shan Masood looked to be steering Pakistan out of trouble before he was stumped for 44 off spinner Sikandar Raza, who took 325.
It was Zimbabwe’s first ever win outside the first round of a men’s T20 World Cup.

“ I t ’s s o s p e c i a l , especially after the work we didtogetintotheSuper12s,” said Zimbabwe captain CraigErvine.
“We didn’t want our tournament to end there, we wanted to come in and play some really good cricket against some top teams and I t h i n k w e d i d t h a t exceptionallywelltoday.”
Needing three to win from the final ball, Shaheen Afridi could only manage a singleandwasrunouttrying to come back for a second run which would have securedatie.

T h e r e s u l t t a k e s Zimbabwe third in Group Two behind India and South Africa, while Pakistan are fifth.
After winning the toss and choosing to bat first, Zimbabwe struggled against fiery Pakistan bowling, with Sean Williams’ 31 the only individualscoreofmorethan 20 Mohammad Wasim starred with 4-24 and legspinnerShadabKhantook323.
ButPakistanlostopeners B a b a r A z a m a n d Mohammad Rizwan early and slipped to 36-3 before a partnership of 52 between Masood and Shadab rebuilt thechase.
But when Shadab and HaiderAlifellinconsecutive balls off Raza, the momentum shifted back to Zimbabwe.
In a chaotic finish, s e a m e r s B l e s s i n g Muzarabani and Richard Ngarava bowled with excellent discipline before a six and a four from Mohammad Nawaz swung the equation back in Pakistan’sfavour

“We had the game in our hands, only being two down in the 13th over and the run rate went below seven - we just had to finish thegameoff.
“It’s very disappointing that when push came to shove a little bit and pressure came on that we let itslip.”
History for Zimbabwe, d i s a p p o i n t m e n t f o r Pakistan

Pakistan came into the World Cup as potential favourites
After a competitive seven match series with England, they boast a fearsome fast bowling lineup and one of the best opening partnerships in world cricket in Babar and Rizwan.
But after two games, their hopes of qualifying from the group stages are hanging by a thread Pakistan were undoubtedly favourites before the game started, and even more so whentheirbowlersrestricted Zimbabwetojust130.
Shaheen was not at his brilliant best with the new ball, evidently still recovering from injury, but Haris Rauf and Wasim were fast, fiery and gave absolutely nothing awaythe former particularly economical, conceding just 12runsfromhisfourovers.
Alongside leg spinner Shadab, it is easy to argue thattheyarethebestbowling attackinthetournament.
But Zimbabwe were not going to back down easily
Pakistan rely heavily on
their openers and they managed just 18 runs between them, exposing a rather vulnerable middle order
They stuttered to 28-2 after the six-over powerplay and Zimbabwe capitalised ontheuncertainstart.
Eventual player of the match Raza continued his fine tournament, taking his tally to eight wickets, but it was a relentless all round performance
It was particularly impressive that Zimbabwe held their nerve up until the final ball, given their lack of tournament experience in comparison to their rivals
The joyous scenes at the end of the game showed just how much it meant, with players dancing, singing and taking numerous pictures with their fans as their historic World Cup journey continues
“I’mlostforwords,”said player of the match Raza, who revealed he was inspiredbyapre-matchgood luck message fromAustralia legendRickyPonting.
“My thoughts are dry and I think that is because ofallmyemotions.
I just can’t tell you how proud I am of this group of boys.
“The way the seamers started at the top was unbelievable and the way we backed it up in the field and just kept believing, I don’t think there are any words that I can share right now ”

- India’s men and women cricketteamswillbepaidthe same appearance fees to represent their country, Board of Control for Cricket in India (BCCI) Secretary JayShahsaidyesterday
The agreement will see women’s players at international level receive the same match fees as men across all formats 1,500,000 rupees ($18,225) for tests, 600,000 rupees for one-day internationals and 300,000 for Twenty20 internationals.
“We are implementing pay equity policy for our contracted BCCI women cricketers,” Shaw wrote in a postonTwitter
“The match fee for both men and women cricketers willbesameaswemoveinto a new era of gender equality in Indian cricket.” Indian women’s cricketers
currently earn 400,000 Indian rupees for test appearances and 100,000 for T20s and ODIs, and also play less cricket than their malecounterparts.
Shah did not say whether there would be changes to the contract system for women. Under their current annual contracts, women cricketers in the highest bracket earn 5 million rupees, while Grade B players take home 3 million andGradeC,1million.
Men in the Grade A+ bracket are paid 70 million, with those in Grades A, B and C taking home 50 million, 30 million and 10 million respectively, meaning the lowest graded male cricketers still earn twice as much as top-tier womencricketers.
India’s women’s team is ranked fourth in both the ODI and T20I rankings and

beat Sri Lanka in the final of the Asia Cup this month to claimaseventhtitle.
Former India women team captain Mithali Raj hailed the announcement on Twitteras“historic”.
“The pay equity policy along with the (Women’s Indian Premier League) next year, we are ushering a new era for women’s cricket in India,”Rajwrote.
