Liza Destiny is Guyana’s first FPSO.Accordingtotheauditreport completed by the consortium, the trip to Singapore included four government officials. It would be recalled that the then First Lady, SandraGranger,alongwithformer HeadoftheDepartmentofEnergy, Dr Mark Bynoe attended the ceremony Theywereaccompanied byexecutivesofEMGL,including the then Production Manager,
MichaelRyanandformerPresident ofExxonGuyana,RodneyHenson.
The report explains that during the period May and June 2019, the oilgiantmadefourseparateclaims for travel expenses to Singapore, which amounted to a total of US$94,477.11 or approximately GYD$19M.
Indisputingthesumclaimedby theoilcompanyundertheheading, ‘Non-Recoverable Employee Expenses’, the auditors explained that “Section 2 of Annex C (AccountingProcedure)oftheJune 27, 2016, Petroleum Agreement (PA)allowsaschargeablecosts,all costs, expenses and expenditures relating to the Petroleum Operations.”

and Vitality Accounting & Consultancy Inc. The contract for this audit was
at US$751,000(GY$156million)and awardedinMay2022.
It should be noted that following the naming ceremony of the Liza Destiny FPSO, the new First Lady, Arya Ali also travelled with a team to Singapore to attend the naming ceremonies of two additionalFPSOs.

Af t e r b e i n g challenged by President Irfaan Ali and Vice President, Bharrat Jagdeo to release evidence of their alleged involvement in the purchase and clearance of a luxury vehicle, businessman and presidential candidate, Azruddin Mohamed has revealed private messages with the head of state who not only approved the taxes tobepaidonthevehicle,but offered to slash the duty in half.
Early Monday morning, Mohamed released a video of WhatsApp conversations between himself and the president. According to the video, the exchange began onSeptember30,2020about t h e p u r c h a s e o f a Lamborghini by the young Mohamed,whoclaimedthat this was merely the “first tranche” of evidence he possesses.
He said, “With his (PresidentAli’s)approvalon October 7, 2020, the Lamborghiniwasboughtfor US$75,000,300. Irfaan is in receipt of that invoice, as seen in the messages. While theysaidthattheydon’thave anyproof.Hereitis.”
Mohamed said the payment was made through Republic Bank and the invoice was sent to Ali on December8,2020.

So,Ireturnedthecall.AndI told him that I want to pay $50 million duty if that wouldbeaproblem,because I saw the Lamborghini was selling for around US$75,000 because it had someelectricalissues,andit was COVID time, so I got a gooddealonthecar Hesaid, wow, that’s a lot of money Why so much? Why you don’t pay $25 million in duty? I said, no, based on what the car is selling for, whenyoucalculatethetaxes, it’s50million.”
Thebusinessmansaidhe also informed the president thattaxesonluxuryvehicles are extremely high in Guyana compared to other Caribbean countries as citizens here are forced to pay300%intaxes.
Nevertheless, the political opponent showed messages that on December 7,2020,heinformedAlithat the car was cleared and the $50millionindutywaspaid. Reading from his cellular device, Mohamed said, “I messagedhim,andIthanked him.Chief,allgoodwiththe carthanks.”
Subsequently, Mohamed shared another encounter he had with the president on January 14, 2021 He explained, “Well, I had to

So, I submitted the documentstoregisterthecar andtheycalledandsaidthey have some issues with (Commissioner General of GRA, Godfrey) Statia. Chief, I sent to register the Lamborghini today at license office and Statia told them not to register it until he gives instructions.”
The president in the messages assured that the issue would be dealt with. The following day when the businessmansentareminder toAliofhiscommitment,the president disclosed “matter sorted”.
When Mohamed finally received his registration, he also updated Ali, as seen in themessages.

They a r e s h o w i n g t h e i r desperation, their weapon, political victimisation, now clutching straws PPP has intensified its political victimisation against my family and myself, a burden which resonates with many of us. Guyanese have long lived in fear of speaking up
or challenging the corrupt regime, for fear of victimisation, an age-old tactic which we recognise and will continue to challenge.”
Mohamed believes he is being targeted by the administration over their fear of him contesting the elections. He argued, “As a fellow Muslim brother, Irfaan Ali continues to disappoint us. His deception dishonours our fate and our nation, and for what? Fear!
Fear that my announcement to run for presidency was well received by Guyanese bothathomeandabroad?”

Our country has been so ravaged by corruption that whenrevelations-thelikesofwhatMr AzruddinMohamed released yesterday and the infamous Su-gate happen, citizensreactbysaying“thisisnothingnew.”
Guyanese are so seasoned to corruption that they can smell it and the people who are engaged in it from a distance.Yetverylittleisdoneaboutthelocalepidemicof corruption, and this is despite the bright promises and stirring claims of leaders in this PPP/C Government to be thoroughly and powerfully against corrupt practices, and thosewhoarepartofsuch.
In its Corruption Perception Index (CPI) report this year published by Transparency International, it was noted that Guyanascorefellslightlyfrom40pointsin2023to39in2024, placing the country at 92 out of 180 nations But what was significantinthereportisthatitstatesthatthestateofGuyana hadbeencapturedbytheeconomicandpoliticalelites,fostering misappropriation of resources, illicit enrichment and environmental crimes It added: “Although the country has createdanti-corruptioninstitutionsandlaws,transparencyand lawenforcementareverylow,andattacksondissentingvoices, activistsandjournalistsincreasinglycommon”

This has incurred the wrath of more than one government. Over the years, national leaders have never ceased in their efforts to disagree with allegations and reports of massive corruption. Leadership disagreement has been vicious, with little energy spared to go after corruptplayersandthecostlypracticesthathaveresulted. Like a cancer, corruption has infiltrated and then spread across Guyana, sickening the entire society We are searching and waiting for a single admission, even an acknowledgement,thatthereis,indeed,aprobleminthisor that space, and that some curative work is necessary, and thatitwillbedone.ThePPPCGovernmentistooarrogant, toocontemptuous,toloweritselftosuchalevel,whereonly somegenuinenessiscalledfor,alittlesincerityofwhichit seems utterly incapable. Acknowledgement of reality and admissionofsomeresponsibilityaresolidfirststeps Political leaders may believe that they have glossed over, and gotten away with, the costly culture that undermines this country’s promise They fool themselves, for most citizens, including theirown,seethroughthegapsbetweenwhatispreachedand whatispractised.

A choice that proved beneficial to the PNC, which was socialist and pursued nationalist policies during its initial termsinoffice.Theviewwas that“socialismbecamemore radicalised...and Burnham’s resurrection of radical socialism was inspired by the opportunity which the ideology afforded to gain near-total authoritarian charge of the society ” (Reference: Stanford edu The Foreign Policy of Guyana1970-1985).
Withthediscoveryofoil and gas, the increase in
resources has provided an opportunity for the PPP to embrace the use of government subsidies that increasestheaffordabilityof goods for the masses, but mayleadtoinefficienciesin themarketduetothelackof market competition and the limitations placed on supply and demand by government intervention. Iran has tried gasoline subsidies for many years,butthishasresultedin excessive consumption, gas smugglingandlowerprivate sector investment in the sector The government has started to use this policy, which has also been used to justifyinvestmentsintheoil and gas sector that will not provide a profit. This has also led to poor central planning, poor project execution and financial losses due to project delays. We must be cautious not to restrict free market dynamics and allow our sectors to remain globally competitive.
The sugar sector is another important example of where socialist and communist economic policies have failed. From nationalisation to the extensive use of subsidies and protective tariffs, the sector has continually underperformed and competition has been artificiallyreduced.Thishas led to higher industry
inefficiencies and poor central planning. The sector is now unable to effectively competegloballyinmarkets wherefreemarketdynamics have improved the competitiveness of others.
The rice sector and other agricultural sub sectors appear to be headed in a similar direction It is important to note that the government is planning to play a significant role by directly influencing the approachtakenbyfarmersin the development of their business.
So what is different between our country’s approach and the successful approach being taken by China? China’s communist policies allowed for high volume production (economies of scale) in key profitable markets. This is a current gap in our country’s economic development policy
CRG suggests that we first identify where to play and focus on those few key profitablemarketswherewe can gain a sustainable competitive advantage. The openingupofvirginlandfor agriculture provides an opportunity to quickly ramp upourproductioninorganic farming. Something which manycountriesareunableto doasquickly

term access to strong demand for the profitable productsthattheydecidedto focus on. This is where we have another significant gap i n o u r e c o n o m i c development policy
Securing space on local shelvesforourgoodsisnota guarantee of purchase Unless secured on consignment, it may also reducetheprofitabilityofthe grocery stores and limit the expansionandgrowthofthe sector CRG suggests that it is more important for the governmenttobefocusedon leveraging the newly gained exposureontheglobalstage to open up markets for our farmers Secure key international partnerships that leverage our focus on the coconut industry and otherproductswherewecan develop a sustainable competitive advantage (our rumproductionmaybesuch an opportunity). This will secure the demand for our farmers’ products. This will ensure that our products are easily sold when produced. The local demand may be attractive, but it is not close to the demand generated by accessing markets in the U S and the EU It is important that we make the decisions today that will enable us to be successful overthelongterm.

One of the underlying features of our national politics is that PPP supporters have been corralled around the PPP by t h e e c o n o m i c disenfranchisement and discrimination instituted by thePNC.
They have however endured much plundering, poverty and financial insufficiency at the hands of the PPPover the years, with ricefarmersbeingallowedto be ripped off by millers, sugar workers punishing under bad decisions involving the waste of hundreds of billions of dollars of taxpayers money injected by the PPP into GUYSUCO over the decades, money that could well have been used to pay off sugar workers and finance the much-needed economic restructuring of communities dependent on thesugarindustry
Their children also were n o t s p a r e d c l a s s discrimination of the PPP’s education policy which ensured that children of the rich were given the best schools, best teachers, and always had textbooks every school year Children of poorer backgrounds were justnevercateredforwhenit came to distribution of textbooks,itseemed. These allegations are of sufficient seriousness to qualify as felonies anywhere in the world, but in Guyana, the police and other authorities would not even ask a question in an attempt to investigate. The President has come out with a statement, basically admitting to facilitating tax waivers to the young businessman on his luxury car. In an election year, these corrupt deals matter to the electorate. They are taking note.
Tax revenues as a share of GDP in Guyana fell in 2023 and the country now hasthelowesttax-GDPratio for the Latin America and Caribbean region, a new reportbytheUnitedNations Economic Commission for Latin America and the Caribbean (ECLAC) has said.
According to the report, tax revenues in Latin America and the Caribbean (LAC) decreased as a share of GDP in 2023 amid a slowdown in economic activity in the region and a declineinglobalcommodity prices. The report titled, Revenue Statistics in Latin America and the Caribbean 2025, released two weeks ago at the UN-ECLAC 37th Regional Fiscal Seminar in Santiago, Chile, shows that theaveragetax-to-GDPratio in the LAC region was 21.3%in2023.
This was 0.2 percentage points (p.p.) below the level in 2022 and slightly below
thelevelpriortotheCOVID19 pandemic (21 4% in 2019). Tax-to-GDP ratios in
theLACregion,accordingto the report ranged from 11.6%inGuyanato32.0%in Brazil in 2023 By comparison,theaveragetaxto-GDP ratio in OECD countries was 33 9% in 2023.
Between2022and2023, the tax-to-GDP ratio fell in 14 of the 26 LAC countries included in the report. Chile andPeruobservedthelargest declines (of 3.2 p.p. and 2.1 p.p. respectively). In both cases,thiswasprimarilydue to lower income tax revenues, which resulted from the impact of lower commodity prices on the economy and high tax refunds and credits in 2023. Accordingtothenewreport, the overall decline in tax revenues as a share of GDP intheLACregionwasdueto a fall in revenues from income taxes, notably among some of the main
hydrocarbon and mineral producers.

The mystery passing of this child, Adriana Younge, has intensified calls for an independent probe led by international investigators. Itistheleastthathermemory deserves, what is due to her family I believe that the calls for international expertise and input have much merit, given what Guyana has got in the reputation of local law enforcement.
Itisnotmuch,andthat’s being polite. But aren’t Guyanese forgetting something, one which should be worth its weight due to its location, and what that could mean? Right here,overinTurkeyen,there is the Guyana Forensic ScienceLaboratory(GFSL), which should be given the opportunity to prove its mettle. It may be the last thing welcomed here, but I stilltable.
TheGFSLisequippedto handlefromfirearmstesting to toxicology work, and has been hailed as a facility that could benefit the entire region. The former head of India’s Crime Bureau of Investigation is one of the spearheads around work being done at the GFSL. In the complex, mysterious, and delicate matter of Adriana Younge’s death, I amthinkingthatsomevalue couldbeobtainedhere(atthe GFSL) rather than sending material for examination to overseaslabs.
If the lab is readyequipment, the kind of manpower needed, the overall conditions and availability-then Guyana could prioritise arranging internationalexpertscoming here to get the necessary testing done. I repeatcoming here. We have read and heard of the time that it
takes to get samples sent overseastestedandreturned; more often than not, it can take a few weeks. Because the reality is that samples sent from Guyana have to joinalineandwaittheirturn at the table of examination Attheriskofsoundingcrude, there are priorities much bigger than a little child who died a strange death in some low totem, faraway place that many people still have difficulty identifying. Why not bring in people that can be trusted, experts to do the jobrighthere?
Time is being lost, and thedeathofAdrianaYounge, and the circumstances surrounding her untimely departure from this vale, have generated national interest, national passions, and national impatience. It is not good for the health of this country for so many of its citizens to be gnawing at their fingernails while waiting anxiously for the nextdevelopment. Ithink,I recommend, that better use be made of what has been saidtobebestinthisregion.
It was the Hon. Minister of Home Affairs, Mr. Robeson Benn, who had challenged GFSL personnel to go beyond firearm forensics. To this end, there are media reports that noted the government has engaged experts in crime scene forensics, among other things.
Inthinkingofalltheback and forth, and ups and downs, surrounding this child’s death, the thought came of that tragic Bell 412 helicopter crash in the remote interior that killed five Guyanese soldiers, and injuredtwo. Ittookcloseto a year after the crash before an announcement about a draft report was heard; a report that didn’t shed much light, which is the best that could be said about it Further, it was reported that the cockpit voice recorder was badly damaged, hence, of limited value. Of note, however, is the fact that one of the survivors was in the co-pilot’s seat at the time of thefatefulcrash. Mypointis that, on occasion, there are
assets right here, and that the best intelligence could be had from them. I think thattheGFSLshouldfitinto this category. The concern, however,issentimentsareso far along, and trust nowhere to be found, that anything thathas‘MadeinGuyana’or ‘Operated in Guyana’ has a lifeofitsown,viz.,theworst reputation that could be imagined.
Currently, there is Adriana’s matter, which has attracted national attention and stirred national convictions, one way or another The longer that it hangsoverthisnation’shead unresolved, the more unsettled wide sections of the local populace If Guyana is ever going to make a start at getting over itsproblems,andstandonits own feet, it is going to have to start somewhere. It may be the worst thing to say at thistime,butthisisthetime, with the GFSLas Exhibit 1, that Guyana could start extractingsomereturnsfrom it,sincesomuchmoneywas invested, and with the kind
of fanfare that greeted its unveiling.
This is but one aspect of the investigation into what really transpired and led to the death of 11-year-old AdrianaYounge. Anotheris thepressforaninternational investigation that has its pluses, which I have guardedly endorsed Separately, there’re also some misgivings relative to international agencies being recruitedtorenderassistance (there is an already finished offering). They can be very good, at times; and they can leave feeling that some ground was lost, in some other instances. Guyana’s troubles multiply when second-guessing flourishes, and leadership trust is nonexistent.

The Working People’s Alliance (WPA) has promised to revise the 2016 Production Sharing Agreement (PSA) Guyana haswithUSoilgiantExxon Mobil, should the coalition assume office after the upcomingpolls.
Party co-leader, David Hinds on Monday, laid out someofthecoalition’splans fortheoilsectorshoulditget intogovernment.
Dr.Hindsexplainedthat the APNU and WPA have been working separately on their manifestos, while exchanging ideas. Now that the two sides have announced that they will be contesting elections jointly, those policies will be merged.
Regardingtheoilsector, Hinds said his party has recognisedthelargebodyof opinionthathasbeencalling for a renegotiation of the 2016 PSA, and as responsible parties, those callscannotbeignored.
“WPA recognises that the initial contract that was signed was done within a particularcontext,andsowe arenotoverlyharshonthose who signed that coalition, (as) they were dealing with circumstances that were
beforethematthattime.We feel that as we have moved onalmostadecadelater,itis time to review those arrangements,” Dr Hinds said.
Wheningovernment,as part of the coalition, there willbeanexpertcommittee put together, including political parties, experts on oil and gas, financing and the environment, as well as manyothers.Thecommittee will be tasked with reviewing the oil contract and advise the government onareasthatneedrevision.
“…that’s the first thing we would do, is to have a serious revision of the original oil contract, taking into consideration the changes that have occurred since, and taken into consideration the fact that what we know we didn’t knowthen,andwewouldbe guided not by politicians, but they will be guided by peoplewithexpertiseinthat area to advise us on what shouldbenegotiated.Weare not naive to believe that seven to 10 years on, that there is nothing in the oil contract that would have to change,”hestressed.
TheWPAisanticipating that there are parts of the
contract that will have to be changed, to bring it up to date, noting that once both sidescometoanagreement, changescanbemade.
Inthisregard,Hindssaid Exxon and its partners will beapproachedandwillhave to agree to the changes, hence there will be serious engagements to highlight the changes in the industry since the initial contract signing.
“It is no doubt that the present contract is bias and balanceinthefaithoftheoil company, and when we signed off that contract, we knew nothing about oil as a country
We were a new oil producing country, and so wethereforecouldnotbring to bear institutional knowledge. Now we have institutionalknowledge.We will have to sit down with Exxon and the other companies and say, look, youknow,werecognisethat the first sign benefited you in a lopsided way,” Dr Hindsnoted.
Now that things have changed, the party believes thatitmustamicablychange thingsasnottochaseExxon or any other investor off. Nevertheless, the oil
belongs to Guyana and “we are the biggest investors, so to speak, because we have the commodity, as some people are saying, that we are, you know, Exxon and othercompaniesaretheonly investors. We are the big investors, because the oil belongstous,”hestressed. Hereiteratedthattheoil resources should be used as leveragetonegotiateabetter deal, as the oil is sweet and the WPA strongly believes that the reserves are “larger than Exxon, and even the present government is letting on so we have leverage now, and WPA is arguing that the time has come for us to use that leverage to ensure that Guyanese and Guyana have abetterreturnforouroiland ourinvestment.”

The National Assembly on Monday passed the RepresentationofthePeople (Amendment) (ROPA) Bill
2025, which makes
provision for deputy supernumerary returning officers to be appointed in electoral sub-districts in Regions3,4,and6.
The amendments, introduced by Attorney General and Minister of LegalAffairs, MohabirAnil Nandlall,SC,weremetwith strong opposition from the APNU+AFC, who argued that what the country urgently needs was a clean
voters’ list and the
implementation of biometrics as fundamentals for credible elections. The Bill amends Sections 2(1)
and 33C (1) of the RepresentationofthePeople
Act (ROPA) and the National Registration Act. According to the Legal Supplement published on
May 16, Section 2(1) was amendedtoredefinetheterm “supernumerary returning officer” as “a deputy supernumerary returning officer”.Section33C(1)was revised by replacing the word “shall” with “may”, introducing discretion regarding the revision of the Official List of Electors and the roll for non-resident electors under certain circumstances.
Attorney General Nandlall explained, “The amendment is very simple... WhenweenactedtheBillin 2022, we omitted to include in the definition of a supernumerary returning officer, someone to deputise his/her function. When one draws the analogy between thesupernumeraryreturning officer and the returning officerasthesupernumerary returning officer will be a miniaturize version of the returningofficer,yourealise thatthereturningofficerhas a deputy in ROPAbut in the
amendmentsthatwedid,we did not include a deputy for thesupernumeraryreturning officer Andthatisallthatthe billisintendedtocorrect.In my view, a supernumerary returning officer if he or she is not there someone can deputize by operation law and by normal grammatical cannons of interpretation.” However, Clause 3 of the amendment, pertaining to the revision of the electors’ list, was later withdrawn by Nandlall during the debate following objections from the opposition. The Speaker subsequently struck out the clause.
One of the central provisionsoftheamendment is the reorganisation of vote tabulation for electoral
districts(Regions)3,4,and6 (Guyana’s most populated districts) Nandlall stated that electoral sub-districts will now be created within these regions, where tabulationwillbeconducted at the subdivision level rather than centrally at the AshminsBuilding.
Nandlall noted, “The intent of those amendments istoensurethatinthesevery populous districts, we have the tabulation exercise which would ordinarily be donebythereturningofficer in one central place in each electoral district that that tabulationexercise whichis stipulated as a mandatory course in ROPA that this exercise will take place not in one central place but will
be done in electoral subdistricts which we have created now using known electoral divisions which have existed in our system since we introduce p r o p o r t i o n a l representation.”
He further explained, “Region4nowhasfoursubelectoraldistricts:EastBank Demerara, East Coast Demerara, and North and South Georgetown using conventional boundaries The votes cast in each subdistrictwillbeascertainedby a new officer now styled ‘supernumerary returning officer’intheparticularsubdistrict.”

With the 2025 At lantic hurricane season underway, running from June 1 to November30,thePanAmerican Health Organization (PAHO)isurgingcountriesto reviewcontingencyplansand activate preventive measures to prepare health systems for potential hurricanes, storms, floods, and other extreme weather events.
Thecallfollowsaforecast fromtheU.S.NationalOceanic andAtmosphericAdministration(NOAA),whichpredicts “above-normal”hurricaneactivity for this season.
“Extreme hydrometeorological events, such as hurricanes, torrential rainfall and resulting floods and landslides, are a constant threat to the region, leading to injuries, loss of life and over-
whelming health care systems,” said Leonardo Hernandez,HeadofPAHO’s Emergency Operations Unit. “Activating preventive measures to protect people and health care infrastructure prior to an extreme weather event is crucial to reducing their impact, particularly on thehealthofvulnerablecommunities,” he added.
Beyond the physical impact and infrastructure damage which often disrupts accesstoandavailabilityofessential services, the health consequences of extreme weather events also include increased risks of waterborne diseases, such as diarrheaorcholera,vector-borne diseases, such as dengue and Chikungunya, and respiratory diseases, among others.
The NOAA outlook for
the 2025 Atlantic Hurricane seasonpredictsa60%chance of an above-normal season, with a range of 13–19 named storms(windsof39milesper hour (mph) or higher). Of these, 6–10 are forecast to become hurricanes (winds of 74 mph or higher), including 3–5 major hurricanes (category3,4or5,withwindsof 111mphorhigher).
The 2024 hurricane season was already highly destructive and caused some of the greatest economic losses on record.

Saunders, outgoing president of the Caribbean Court of Justice (CCJ), has reiterated the view that greater regional justice access would be achieved if Jamaica and Trinidad and Tobago joined the court’s appellatejurisdiction.
Speaking with The SundayGleanerlastweek, Saunders emphasised that while the CCJ would welcome the participation of countries such as Jamaica, Trinidad and Tobago, and St Kitts and Nevis, it is not fixated on those countries and remains committed to serving its current memberswithexcellence

strives to be the “best court that we can be for those countries” that use it in its appellate jurisdiction
“Those who do not are in a position, where, to be quite blunt about it, they don’t know what they are missing outon.’”
