…says Coalition’s plan to ring-fence oil projects was abandoned by PPP
DuringtheAPartnership for National Unity and Alliance For Change (APNU/AFC) tenure in office, the Coalition was actively pursuing a ringfencing provision for the StabroekBlock.
Aring-fencing provision would mandate that only costs associated with that development is recovered from the specific project when it starts producing oil. This would avoid the operator, ExxonMobil from addingotherexpensestothe cost bank which are not related to that project and ensure a higher share of revenue is available to be splitwiththecountry
The Production Sharing Agreement (PSA) stipulates that 75% of oil produced monthlycanberecoveredby the operator to cover expenses. The remaining 25% is then shared equally between the Government of Guyana (GoG) and the oil companyasprofits,withthe country receiving an additional2%royalty
In light of a number of independent organizations such as the International Energy Agency (IEA) and World Bank forecasting lower oil prices in the years ahead as a result of the decline in demand for the commodity, the AFC was asked to share its view on government's reluctance to implement a ring-fencing provision at a recent press


conference.
Environmental Protection Agency (EPA), Dr Vincent Adams in response told this newspaper that irrespective of the fluctuating oil price, ring-fencing should be pursuedbytheGoG.
“Regardless of oil price, becauseoilpriceswillgoup and down ring-fencing should be a requirement on the table to start the discussion with Exxon,” he said.
Dr Adams also revealed that the APNU/AFC government was pursuing the implementation of this provision while in office.
These plans were however abandoned by the People's Progressive Party (PPP) whentheadministrationwas electedin2020.
The former EPA Head noted, “I know for sure the


pastadministration;thiswas oneofMr Granger'shighest priorities.IknowDr (Mark) Bynoe (Former Head of the Department of Energy) was workingonthiswithExxon, but everything got abandoned as per normal by this current government whentheygotintooffice.”
In a brief telephone interview with Kaieteur News on Thursday, Dr Bynoe confirmed that the previous government was in talks with ExxonMobil in thisissue.
He explained, “I think it was in its early stages of discussion ” The former Head of the Energy Department added that the discussions were not only

internalbuttheoilmajorwas also engaged on the subject. He was reluctant to divulge moredetailsregardingthose d i s c u s s i o n s w i t h ExxonMobil , explaining, “I would not go further than that. The (new) government isnowincharge;letthemgo aheadanddowhattheyhave todo.”
Dr Adamspointedtothe duplicity of the incumbent administrationasherecalled that while Vice President Bharrat Jagdeo was the LeaderoftheOpposition,he attacked the Coalition for “selling out” the nation's patrimonybyfailingtoringfence the Stabroek Block projects.
“They sold us out to the foreigners. The oil companies, every time there isafindoutthere,ourpeople should be sad because nothing comes our way. We are gonna renegotiate those contracts because that's not what we had in mind,” a passionate Leader of the Opposition argued before beingelected.
Government however now supports the nonimplementation of this provision since it believes Guyana will benefit from greaterrevenueinthefuture, despitetheoilpriceforecast.

Itshouldbenotedthatthe 2016 PSA, signed by the f o r m e r C o a l i t i o n governmentdoesnotinclude a ring-fencing provision; analysts therefore suggest thattherewillnotbeabreach totheagreementthroughthe introduction of this requirement, since it would not affect expected revenue fortheoilcompany.
With a new application activelybeingconsideredby the GoG for a seventh oil project, the former EPA Headinsistedthattheproject shouldnotbeapprovedinthe absenceofthisrequirement. He urged, “Ring-fencing must be a must and getting backastowhetherweshould approve the seventh project or not, absolutely I would sayifyoudonotcometothe table, and it's not only ringfencing, there are other issues in this contract that needs to be, negotiated. I wouldsayifyoudonotcome
to the table to do this, we would not grant you your permit.”
Dr Adams maintained that such a bold move was previously made under his stewardship of the EPA for full liability coverage, including an unlimited parent company guarantee. He recalled, “What we told them was thou will not produce one single barrel of oil unless we get that parent company guarantee (and) guesswhat,withindaysthey came and they signed that parentcompanyguarantee.”
Consequently, Dr Adamsurged,“Weshouldbe withholdingthepermitifwe donotgetthefairdealasfar asthepeopleareconcerned.”

Peaceandsecurityfromtheirbig, superpower neighbour circling, looking to put them out of existence as a nation. Peace has its price, and President TrumpjustwrungthelastcentoutofitforAmerica. Guyana should take note, because it also urgently needs a superpowersecurityblanket.
VenezuelaisamajorpresenceonGuyana'snorthwestern border, has long cast covetous, hostile eyes on Guyana's landsandtreasures. Practicallyspeaking,liketheUkraine, Guyana does not match up well against its increasingly aggressive neighbor Guyana wants peace and confidence that its biggest businesses will not be interrupted, nor its existencethreatened. Itcouldcostthiscountry,astheUSUkraine deal provided blueprint and precedent of what couldcomerighthere.

National leaders in the PPPC, just like they are determined not to have a Petroleum Commission, are ensuring that the good-fornothing Access to Information Act does not work. They put a man to run the process, but he is more interested in ensuring Guyanese do not access information.
President Ali and other members of his PPPC Government have embraced the practice of asserting loudly and consistently about how much they are about transparency.
We suggest that both the president and his team cast their eyes in the direction of the all but comatose Office of the Commissioner of Information and its head. By even some minimum standard of self-respect, the president and his people should be prompted to change their minds and confirm that transparency in the government is a selfserving exaggeration, pure myth. Access to information is severely limited, nonexistent.
Police release autopsy findings but no mention of the ruling out of “forced drowning’
TheGuyanaPolice Force (GPF) at m i n u t e s t o midnight on Wednesday released“some”preliminary findings from the Post Mortem Examination (PME) conducted on the bodyof11-year-oldAdriana Younge, which did not include the ruling of forced drowningaswasclaimedby PresidentIrfaanAli.
The Police said it felt “compelled to share” some of the findings of the preliminary autopsy in light o f a “ b a r r a g e o f misinformation being peddled in the social media intending to confuse and causepublicmischief.”
Notably, the Force responded to comments made by the family's lead attorney, Dexter Todd regarding a premature pronouncementonthecause of death of the child. The GPF said, “The Guyana PoliceForcewishestomake itabundantlyclearthatitwas therelativesofthedeceased, their lawyer and the doctor

representing the family who divulged to the Press and published on the social media the preliminary findingofthecauseofdeath, drowning, of the forensic examination.
Thus, the Guyana Police F o r c e , t h e r e f o r e , categorically rejects the contention of Dexter Todd that the Police, prematurely or at all, released the preliminary finding of the causeofdeathtothepublic.”

5.Theskinwasfoundto be intact and free from antemortem injuries; (Meaning that she did not receive any injuries to her bodypriortoherdeath);
6. The sphenoid sinus was found to have approximately 1ml of liquid (this is the air space located in the brain consistent with drowning);
7. Liquid also found in the lungs of the deceased, which is consistent with drowning.
TheGPFremindedthata c o m p r e h e n s i v e toxicological study of the bloodandgastriccontentsis being conducted by the National Medical Services
Police Commissioner, Clifton Hicken
(NMS) Laboratories in the United States. Additionally, tissue specimens are undergoing histological analysis by Mount Sinai's board-certified forensic and diagnostic pathologists in the United States, according toPolice.
The purpose of the postmortem toxicology analysis is to detect, identify, and quantify drugs, alcohol, poisons, or other toxic substances present in the deceased's body This analysis helps determine whether any of these substanceswerepresentand, if so, whether they contributed to the death of thedeceased.
The GPF said it was made pellucid that the final report of the PME will only be made available upon completionofthetoxicology analysis.As such it said, “It isratherunfortunatethatMr Todd would attempt to blatantly mislead the public by his erroneous utterances anduninitiatedopinionsina highly technical scientific field.
Professional comity and
common courtesy demand that he defers to the opinion of three renowned international experts in the field.”
The release of the preliminary findings by the GPF comes after the Commissioner of Police, Clifton Hicken reportedly informed the legal team representing Adriana's family on Wednesday that the police does not have the preliminaryreport.
Following the meeting withHickenandothersenior officers of the Police Force, Todd told the media that severalpointedquestionson theinvestigationwereputto the police commissioner to which no answers were provided.
One of these questions was, “Is there a preliminary report available of the autopsy which was done?” To this end, they were informed, “That is not yet been provided; it's not available so we have no answer.”
Toddalsoaskedwhether the police would oppose a review of the report but was told, “Well, we don't have the report, so no answer.” Family members ofAdriana Younge repeatedly made it clear that they do not trust the GPF to investigate the child's suspicious death as a result of the police's handling of their initial report regarding the missing childandsubsequentevents. To date, two officers have been fired while the Commander of Region Three, Khalid Mandall was sent on administrative leave pendinganinvestigation.

TheGovernmentof Guyana has hired Leonard Mc Coshen, a retired Royal Canadian Mounted Police (RCMP) investigator, to assist in the probe into the deathof11-year-oldAdriana Younge.
Adriana's lifeless body was pulled from the Double Day International Hotel swimming pool by her father, Subrian Younge, on April 24, just 20 hours after she was reported missing while on a family trip at Tuschen, East Bank Essequibolocation.
A p o s t - m o r t e m examination (PME) was conducted on April 28 by a three-member international pathology team The specialists, Dr Shubhakar Karra Paul from Barbados, Dr Gary Collins, Chief Medical Examiner of Delaware, United States of America and Dr Glenn Rudner of Mount Sinai Hospital, concluded that the childdrowned.
However, with more questions than answers surrounding the girl's death, there was a public call for greatertransparencyintothe i n v e s t i g a t i o n a n d international assistance in theprobe.
The Ministry of Home Affairs, in a statement on Thursday, described Mc Coshen as "a trained and qualified homicide and s u s p i c i o u s d e a t h investigator." The ministry said that he "has over 30
years of experience as an investigator with the Royal Canadian Mounted Police. He had spent 20 of those yearsattachedtotheSerious CrimesBranch(SCB) inthe Major Crimes Unit (MCU), with the mandate to investigateserious,complex andsensitivematters,mainly homicides and deaths where foulplaywassuspected.”
According to the ministry, Mc Coshen has supervised and coordinated m o r e t h a n 2 0 0 investigations, including homicides,kidnappings,and otherseriouscases,bringing a "wealth of training, qualifications, and experience"tothecase.

The Guyana Darts Association (GDA) held its BiennialGeneralMeetingon March 28, 2025, and a new executive body has been elected.

Secretary/Treasurer - Dr Terence Joseph and Public Relation Officer - Mr. Sheik Yaseen.

performanceatthe4thISKF South America Masters Tournament,heldfromApril 24 to 27, 2025, in Bogota. The 29-member team, supported by four coaches, three judges, and one official, proudly finished third overall in the medal s t a n d i n g s a m o n g participatingcountries.
The prestigious event opened with intensive training sessions and seminars for judges and instructors, led by Shihan HiroyoshiOkazaki,9thDan, Chief

Guyana's junior competitors delivered exceptional performances, spearheading the country's strongshowing.
Inthe8–9girls'division, Katalina Carter struck gold in both Kata and Kumite. In the 10–11 girls' category, Arryan Sankar matched that feat,asdidAgnesSijuinthe 12–13girls'division.
In the 12–13 boys' category, Jasmin Dalgetty and Amario Tyrrell each earned double gold, while David Charles claimed two silver medals. Emily Ibbott addedtwosilversinthegirls' 12–13division. Otherjunior standouts included Jevanah Collins, Ethan Goodhart, Trivena Tyrrell, Miah Sampson, Gia McPherson, KemChan,KemptonCarter, and Gael McPherson, who all contributed to the team's medal haul. The black belt divisions showcased
Guyana's senior talent. TalithaKissoon(18–21adult female) earned bronze in KataandsilverinKumite.
Kristian Chaves (18–21 adult male) won bronze in Kumite, while Alex Rodrigues (22–44 adult male) and Feonia Yong (22–44 adult female) earned bronze in Kumite and a bronze/silvercomboinKata and Kumite, respectively Rosita Katchay (45–55 senior female) took gold in Kumite.
Guyana also impressed inteamevents.
The junior team of Collins,Chan,andGoodhart claimed gold in Team Kata, while Tyrrell, Ibbott, and Javier Collins captured silver
InTeamKumite,Guyana defeated host nation Colombia to reach the final againstArgentina. Despite a strongshowingandanotable win by Rodrigues, the team settled for silver after a closelycontestedfinal.
Off the mats, the Guyanese delegation took time to explore Colombia's vibrant culture and scenic attractions through organizedsightseeingtours.
ISKF-Guyana expressed deep gratitude to Shihan Hiroyoshi Okazaki, Sensei Julian Garcia Torres (Country Director of Colombia),SempaiSimonee Torrealba (Tournament Director), the Ministry of Culture, Youth, and Sports, and all officials, sponsors, and volunteers whose support made the journey andsuccesspossible.

Milton Pydana - Guyana & West Indies International Cricketer

Milton Robert Pydana wasagoodteam-matewhile playingforGuyanaandWest Indies. Born 27 January 1950;diedaged75;15April 2025, Pydana made his Guyana debut, as wicketkeeper batter, in then Shell Shield's regional 4-day tournament, v Barbados, 29 January–01February1971, agedonly21.
Incidentally, three prominent Guyana teammates; opening batters Roy Fredericks and Steven Camachoandwicket-keeper batter Milton Pydana; have alldiedoflungcancer They smokedincessantly Per late legendary actor Sean Connery, “You gotta die of something”, but so many who had smoked so much in the past have died fromthatdreadeddisease. Lies&Statistics!
In 1970/71, as wicketkeeper for Guyana, Pydana had replaced my aviation mentor, Senior Air Traffic Control Officer / Aviation Manager, Geoffrey “Reds” Murray “Reds” always maintainedthathewantedto focus on his then young familyandgrowingaviation career
Note that the other wicket-keepers for WI regionalFirst-Classteamsin 1970/1971's Shell Shield tournament were: David Murray(Barbados);Michael Findlay(CombinedIslands); Desmond Lewis (Jamaica)
and Anthony Lewis (Trinidad&Tobago).So,for scribes, commentators, cricket historians, CWI personnel, and ESPN-CricInfo,tosuggestthat“Jeffrey Dujon kept Milton Pydana out of WI cricket teams” is dangerously disingenuous and downright dishonest That statement is a palpable lie!!
Jeffrey Dujon, excellent 1970s, 1980s & 1990's' Jamaica and WI wicketkeeper, HAD NOT YET played for Jamaica in First Class cricket when Pydana debuted for Guyana in 1970/1971.
It was Pydana who kept himself out of WI teams, with sporadically extremely poor, unconvincing performances for Guyana. Others simply passed him by,asPydananeverproperly established himself for that highestlevel. Dujon first played for

Jamaica;FirstClass;vT&T, 21–24March1975;FOUR YEARSAFTERPydanahad first played for Guyana Dujon then debuted for WI; Test;purelyasabatter,since WI incumbent wicketkeeper was then David Murray
Note too that Pydana playedhisfirstgameforWI, v Pakistan; ODI; 21 November 1980, ONE YEAR BEFORE Dujon made his WI debut; Test; v Australia,26–30December 1981.
Overall, Pydana played 85 First Class games; 1970/71 to 1987/88; and threeODI'sforWI. Having played for 17 + years, Pydana should have been much more productive. 85 F-C games; 2 centuries. That is extremely poor production for a wicketkeeper batter, which negativelyaffectedPydana's WIteamcandidacy
Guyana's Best WicketKeeperinthe1970s&1980s
AsGuyana'spremierfast bowler, from First Class debut in 1971/72, especially 1976/77 to 1982/83; and still, up to now, Guyana's best fast bowler ever, I can attest that Pydana was the bestwicket-keeperthatIhad playedwith,underGuyana's “Golden Arrowhead” flag. My out-fielding improved tremendously with his help, with so many additional hoursofpractice.
However, Pydana was also very prone to making major, unfocussed, mistakes behind the stumps, errors whichcosthimhisWIplace. Hislaissez-faireattitudealso suggestedthathedidnottake hiscricket-playingsituations as seriously as he should havedone.
Thathedidnotplaymore for WI was also due to cricket's ongoing political infighting, and on Pydana himself, with his almost perpetual cricketing insecurities.



He was not a strongwilled athlete but one who always sought approval, from whomsoever, to boost hisinnerself. Tobegreatat any sport, one must be supremely self-confident, even truculent and arrogant. One needs “belly” Remember late Aussie spinnerShaneWarne?
Pydana probably would also have played more for WI had then Guyana selectors, in their “jackassed-ness”, not rotated Guyana's wicket-keeping duties; Pydana along with Georgetown Cricket Club's (GCC) Stephen Bamfield and Surrey CCC's Lonsdale Skinner
In my opinion, Skinner was the worst of them, but, somehow, he was selected, in 1976/77, in the prime of Pydana's skills, simply because Skinner had played for Surrey CCC in UK, an example of the very unintelligent reasonings that covered Guyana's 1970s cricket.
Unforgettably, in Plymouth,Monserratt,inmy breakoutShellShieldseason 1976/77, Combined Islands' JimAllen, who should have played for WI, had been badly dropped, by Skinner, off Croft's bowling, a straight-forwardcatch,when onzero. Allenblistered150! Icanalsostillremember theexactgame,withallthen WI selectors present, that “dropped” Pydana from WI considerations altogether; Guyana v T&T, Bourda Oval,23–26January1981. It was a significant game in many respects, seriously affectingfutureWIteams. Guyana v T&T, Bourda 1981, was played just after our WI team had returned from beating Pakistan in Tests and ODIs, where Pydana had made his ODI debut. Hewasflyinghigh.
