Depletion Policy – per Jagdeo

The issue of a depletion policy has allowed Vice President Jagdeo to introduce a new verbal gimmick to Guyanese. “At some point in time”, the government will share its depletion policy The concern is whether the government has one, or whatever it is being overhauled beforeitispresentedtocitizens. Wherevertheconditionof Guyana'sdepletionpolicy, themanwhoseizedmanagement responsibility for himself in respect of Guyana's huge oil andgassectornowhidesbehind“atsomepointintime.” “At some point in time” is so vague that it could be anytime. This is the Jagdeo that Guyanesefromallwalksoflifehavecometoknow There is the shiftiness and trickiness that a handful of citizens admire, andmanystareatindisbelief. Thedisbeliefknows nobounds, forthisisaformerheadofstate, whoshouldhave somestandardbywhichheoperates, andonefromwhichhe rarely, if ever, deviates. When the nation's loudest voice should be its clearest one, Jagdeo has shown a marked preference for being the slipperiest. Ask him a straight questionthatcallsforastraightanswer, andalmostnineout of ten times, Guyanese media professionals are rewarded with what has twists and turns. He gives himself the proverbial wiggle room, stretching space, giving himself a sidedoorthroughwhichtododgetheissuebeforehim, but whichremainsunaddressedandstandingwhenhereturns. What could be so difficult with publishing the government'soildepletionpolicy, ifithasone? ThePPPC Governmenteitherhasoneoritdoesn't. On the one hand, a robust depletion policy represents the level of prudence that the government's leaders and thinkers, oil planners and managers, has investedforteasingoutandharvestingthemostbenefitsout of the booming oil and gas sector On the other hand, it is how much care is obvious from the provisions in such a policytoridethedemandandpricepeaksandtroughsofa volatile commodity, to sustain this precious asset the longest. Could this be why Guyana's vice president of oil is as skittishasakitten, ondeliveringtheoildepletionpolicythat the government has? Guyana, where are we heading?

DearEditor,

Throughout human history, people have been burdened with leaders who do things contrary to their own self-interest but more so, to the welfare of people they represent. To list the mis-steps of our present governing party, will consume many pages. The independent media has over time used the Editorials, Letter columns, and articles to expose the behaviour of

principlesofdecencyandthe

Democracy

This letter will simply highlight a few selected instances.

1. The woeful waste of tax payers' money on the sugarindustryandtheuseof the well-oiled propaganda outfit to present spurious excuses.

In any business enterprise or establishment, the key is having in place qualified and competent management. In the case of sugar, that means, a CEO with a management team with experience and the ability to make difficult choicestoavoidwaste.Inthe case of sugar, we appoint a CEO with little or no experience of the history, dynamics and demands of sugar, so we have spurious excusesabouttheweather,a weatherpatternthathasbeen with us for many, many decades and this is a problem. The Government seems content with putting square pegs in round holes, providing those persons are partyfaithful.Aqualification thathasresultedinthewaste

of billions of dollars every yearasisthecaseofsugar

2. A few weeks ago, on returningfromtheEastBank Demerara, I stopped by a fruit stall outside of the Albouystown Market to purchasemangoes.

Thevendorshowedmea large mango, and said the cost was $700.00 dollars. WhenIexpressedsurpriseat the exorbitant cost, he said that for me, I can have the mango for $600.00 dollars, and the vendor further explained that other fruits werebroughtinfromBrazil. Some other fruits, on his stand, he explained, were alsoimported.

Unhappy that in spite of all this talk, about food production, a vital area like fruits, are still imported Concerned,Icalledtospeak to the Minister of Agriculture, butwasreferred to a person who said they weresenior So,Iaskedhim, why not establish a Pomology Section at Mon Repos Agricultural Station or somewhere else. After a pause, and on the repeat of thequestion, itwasclearthat this senior officer did not know and therefore did not understandmysuggestionto establish a Pomology Section, so that they can do research to improve the qualityandquantityoffruits, e g mangoes, sapodillas, dunks, guavas, papayaetc.

I was saddened and surprised at that level; the Ministry of Agriculture seniorpersonneldidnoteven know what the word Pomology meant. However, on a visit to Mon Repos Agricultural Station, I was impressed with the size of the Hampshire pigs they are

p r o d u c i n g Congratulations!

But it is apparent that they were also producing two-footed animals, with sizebutnobrains.

3.Wehaveagovernment that goes to Parliament to passlegislationtogetaround a decision made by Justice Sandil Kissoon A Government that beyond belief joins with the oil giantstoappealandoverturn a decision favourable to all thepeopleofGuyana.Wedo not mind the people who havecometoextractourvast resources, oil, gas, diamond, goldandtimbermakinghuge profits but as the owners of those natural resources, we mustseekalargersliceofthe cake That is the responsibility of any Government elected by the people.Somethingiswrong, when the Government gets only US$2 billion when the investorsarecartingawayin excess of $US$11 billion, everymonthandeveryyear

It appears that hoisting the Golden Arrowhead has becomemeaninglesstothose now in charge of the ship of state.

4. Security is one pillar upon which the house of democracyrests.

There are many honest andhardworkingranksinthe GuyanaPoliceForce, butwe andtheyareburdenedwitha leadership installed by our political elite for no other reason than that of our government who exercises total political control of this vitalarmofgovernance. So, wearebuildingschoolswith gay abandon, but teachers hadtogoonstriketoobtaina livingwagetocopewithand out of control, high cost of

living We are building hospitals, while nurses are headingNorthandallofour public health institutions are understa

machines and

equipment are not working and patients are being referred to the private hospitals, and in some instances, the Government doesn'tmindfootingthebill.

W a l k a r o u n d Georgetown, parts of the North-West and other areas, you see Spanish speaking people at the instance of our governmentgraduallytaking over So, we have heard statements from the PPPtop brass, ofhowweshouldhelp persons fleeing from the difficulties they experience in Venezuela but there is no immigration policy that should determine who and how many we let into our country Every country has within its borders, persons with criminal propensities. There is an old saying 'you don't feed your neighbours' children, whileyourchildren gohungry.'

From the information thatIhaveread, withDonald Trump's clamp down, we willseegreaternumbersand some already obtaining Guyana Identification Cards and Birth certificates from the General Registrar Office (GRO).When would we get a policy document to deal withImmigration?

Finally, when people protest against wrongdoingsandspeakup, theyare targeted; by the powers that be. Once again, my Dear Guyana, where are we heading?

Respectfully,

A tribute to Shiv

DearEditor,

OnSunday,June1,2025,I attendedthefuneralofShivon the Essequibo Coast. Shiv who was struck down and killed in a road accident one th month after his 17 birthday was the son of one of my nephews He was a pedestrian and the accident occurred during the period when he was writing the CXCexams.

Inmytributeatthefuneral, Ichallengetheleaderspresent (religious leaders, educators, political leaders, senior and retired public servants and community leaders who wereinattendance)tostarta conversation on the phenomenon (I used a stronger classification) of road accidents in Guyana. I amoptimisticthatthestartof a focused conversation on the issue will get traction with sufficient intensity to propel the issue onto the formal agenda. I am also optimistic that we have adequatemindsinGuyanato turnthetides.

Our experiences of more roads, more vehicles, more laws and better enforcement hasnotdeliveredachangein the trends and without additional interventions is not likely that we will achieve different results Humanliveswillcontinueto become statistics on our roads Considering that contemporary vehicles are equipped with better breaking, steering and other systems as well as with several alert systems, it is easy to conclude that alerts are ignored by some and therefore one can conclude that two significant contributing factors to road accidentsarethejudgements anddecisionmaking, orlack

thereof, of drivers

Judgements and decision making by pedestrians are also a significant factor in road accidents. It follows that there need to be significant efforts made to change some attitudes of members of our society and toreinforceotherattitudes.

We live in a highly competitive world which requiresquickjudgementsand decisions and fast actions in ordertoremainrelevant.

Thequestionishowdowe operate at a fast rate and still make sound judgement. It is understood that the values which individuals embrace are brought to bear on the decisions they take and with that in mind, I placed on the table, (during my tribute), the“skyscrapermodel”.The skyscraper model requires engineers to go downwards at calculated depths to construct a solid foundation even before constructing the firstflooroftheskyscraperin order to keep the building fromtoppling.Applyingthis model to our society will require our social engineers to give us the blueprint to create a community of peoplewho, whilestillbeing innovative and efficient, embracevaluessuchaslove, compassion, empathy and respect for other people and property

Intensify the push to save Guyana's most valuable resource

DearEditor,

In every rural community there is the rapidly growing alcohol and drugabuse, aproliferationof bottomhouserumshopsand brothels (now populated by high cost foreign 'social workers') and this can be seengraphicallyinBerbice.

Allthesesocialactivities need substantial sums of money and we don't need a crystal ball to figure out where it is coming from. Mostly the paycheck is robbed to finance these abominable activities and this is where the first line of destruction becomes the family. Many families are impoverished not because there is no wage earner or adequate earnings but the fact that the wage earner does not see spending on food, clothing and shelter as apriority

Justlookatthenumberof Super Bets gambling dens which populate rural areasthey ran a close competition with supermarkets and then look at the fact that every Chinese supermarket is now a mini rum shop or beer garden.

The use of marijuana, alcohol is as common as cigarettesmokingandcanbe accessedeasily inthenook

and cranny of every village whilst in many instances the law enforcement officers turna'blindeye'.Inaddition, the need for monies to finance these anti-social habits leads to the commission of theft-choke and rob, banditry –and even begging.Itisnotuncommon the find young men begging fora'raise'tobuy'something to eat'. And we know what the 'food' is. We should not deny these facts or brush themundertherug.

Another resultant factor is the increase in domestic violence, domestic abuse and child abuse. In many instancesthesearecausedby drug and alcohol abuse and innocent persons-the spouse and the children-pay the ultimatepricewhilsttherum shop owners and the drug pushers count their monies allthewaytothebank.

What has happened to the conscience of these people?Howcantheyenjoy theirill-gottengainsfromthe blood and tears of women andchildren?

Yet some of these socalled businessmen would be involved in making charitable donations to religiousorganizations:very hypocritical.

How can a person

gleefully rob poor women and children and attempt to 'give' back to society? The socialcostistoohighanditis timethatthoseinauthorities enact some drastic changes in the law to restrict alcohol use and these betting houses which have mushroomed overnight.

Let us look at some salvage strategies. How do wehelpthelargenumbersof alcoholics and drug addicts whoareincreasingonadaily basis?

The Psychiatric Hospital inBerbiceisnotequippedto deal with this issue and we need at least one rehabilitationcenterasastart todealwiththehugenumber of these addicts who are silentlycryingforhelp.

T h e c l o s e s t

Rehabilitation Center is in Georgetownandthedistance and cost is prohibitive to many who are willing to undergotreatment.

We are losing our most valuableresource-thehuman resource-onadailybasisand this must be addressed immediately

In January 2023, our MinisterofHealth,DrFrank Anthony said that he believes that there are not enough treatment and rehabilitation facilities and rehab specialists in Guyana to counter substance abuse. InGuyanathereareonlytwo such NGOs Centers-the Phoenix Recovery Project and the SalvationArmy and these are wholly inadequate to deal with the huge numbersofaddicts.

When I was the Prime Minister's Representative under the Coalition GovernmentinBerbiceIdid raise the need for such rehabilitation centers in Berbice but unfortunately it fell on deaf ears. In conclusion, I am calling on the Home Affairs Ministry, ourSocialServicesMinistry and our Health Ministry to intensifythepushtosaveour mostvaluableresource.

Senior Supt. Sawh ensured safe passage of drugs through Region One –USTreasuryDepartment

The United States Department of Treasury’s Office of Foreign Assets Control (OFAC) has alleged that Senior Superintendent, Himnauth Sawh during his time as Commander of RegionOne(Barima-Waini) hadensuredthesafepassage ofdrugsthroughtheregion.

On Thursday, it was announced that the senior officerlandedontheOFAC’s sanctions list, along with three other Guyanese and two Colombians for allegedly trafficking drugs from South America to the United States, Europe and other destinations through Guyana.

OFAC updated its Specially Designated Nationals and Blocked Persons (SDN) list, naming the37-year-oldseniorofficer of Cane Grove, as well as businessman Paul Daby Jr., 40, also known as “Daby

Ramsuchit” , “Paul” , “Rondell” and “Randell” of Georgetown; Mark Cromwell, 43, known as “Demon”and“Diamond”of Lot40Vigilance,EastCoast Demerara, and Lot 10 Buxton, ECD; and 50-yearold Randolph Duncan for drugstrafficking.

Additionally, two Colombiannationals,Manuel Salazar Gutierrez, also known as “Manguera” and “Orejon” and YeisonAndres SanchezVallejo, alsoknown as “Blacks” and “Andreas”, were listed as operating in drug trafficking through Guyana.

Inadetailedstatementon the drug trafficking operations, theUS Treasury Department alleged that DabyJr andDuncanoperate the largest drug trafficking organisationsinGuyanaand relyonmaritimevesselsand aircrafttoconcealandtraffic cocaine.

Itwasstatedthatthemen also allegedly bribed Guyanese officials to facilitate their drug traffickingoperations

The U.S. agency alleged that Daby Jr. traffics tonquantities of cocaine, coordinating the shipment of loads from Colombia and Venezuela via aircraft, and utilising illegal airstrips in Guyana. It was alleged too thathereliesonanetworkof individuals to conceal and transportcocaineinshipping containersfromtheportsof Guyana and Suriname “Daby Jr is also involved in the transporting of illegal gold from Guyana via maritime vessels Duncan traffics cocaine from Guyana to Africa and the Caribbean, with Europe and the United States as the ultimatedestinations,”itwas furtherstated.

“ S a w h , a l a w enforcement officer of the GPF, has ensured safe passage to Colombian and Venezuelan traffickers through Region One,” the USagencystated.

Following a US$188 million drug bust reported in September 2024, this publication had stated that a senior police officer was allegedlyconnectedwiththe cocaine bust at Matthew’s Ridge, Region One. A joint services team, led by the Customs-Anti Narcotic Unit (CANU) unearthed approximately 4 4 tons (4,400 kilos) of suspected cocaine, at a nearby illegal airstrip at Matthew’s Ridge, Region One. It was reported that the cocaine neatly stashed was found buried in four hand-dug pits, each averaging five to six feet deep, and covered with tarpaulins, wood, and bushes Following allegations that a senior cop

wasinvolvedinthedrugbust, SeniorSuperintendentSawh, who joined the GPF on June 3rd, 2008 and who was the commanderforRegionOne, was transferred from the region to the Guyana Police ForceProjectsOffice, where he was on duty up to Thursdaybeforehewassent on administrative leave followingthesanctions.

RegardingCromwell, the agencypointedoutthatheisa former member of the Guyana Police Force (GPF) who is “a violent drug trafficker and associate of Daby Jr.” It was also noted that he is wanted for his connection to the 2024 abduction of a former Guyanesepoliceofficer

It was stated that the two Colombian nationals were responsibleforoverseeingthe clandestine airstrips used to transport ton-quantities of cocaine via aircraft from ColombiatoGuyana.

OFAC designated Daby Jr,Duncan,Cromwell,Sawh, Sanchez, and Salazar for having engaged in, or attempted to engage in, activitiesortransactionsthat

“Sanctions target drug traffickersutilisingboatsand narco-subs to traffic tonquantities of cocaine, along with an alleged corrupt Guyanese law enforcement official.

OFAC stated that for decades, Guyana has been a transshipment point for the movement of drugs from SouthAmericatothe United States and Europe. “Drug traffickers exploit the rivers and jungles of South America by transiting large quantities of cocaine, from Colombia and Venezuela, through the waters of Guyana and Suriname,” it was stated. OFAC outlined that Guyana’s proximity to the Caribbean, as well as reported corruption along its ports and borders, allows maritime vessels, also

knownasnarco-submarines, to transit through its waters undetected.

It was stated that traffickers utilise these vessels to smuggle cocaine fromtheportsofGuyanaand Suriname, across the Atlantic, to the United States, Europe, and the Caribbean. OFAC said, too, that traffickers also coordinate the importation of cocaine loads from Colombia and Venezuela to Guyana via small aircraft, utilising illegal airstrips in Guyanaaslandingspots.

The implications of the sanctions are as follows all property and interests in property of the designated or blocked persons described above that are in the United Statesorinthepossessionor control of U.S. persons are blocked and must be reported to OFAC In addition, any entities that are owned, directly or indirectly, individually or in the aggregate, 50 per cent or morebyoneormoreblocked persons are also blocked. AFC uneasy over Nandlall advising GECOM

...raises concerns about conflict of interest

The Alliance For Change (AFC) has written to the Chairperson of the Guyana Elections Commission (GECOM), Justice (Ret'd) Claudette Singh, raising concerns about the Commission's failure to appointanindependentlegal advisor ahead of the 2025 General and Regional Elections.

In the letter, the AFC expressed alarm over indicationsthattheAttorney General and Minister of LegalAffairs,AnilNandlall,

SC is now expected to provide legal guidance to GECOM.

“ T h e f o r m a l announcementofSeptember 1, 2025, as the date for General and Regional Elections has triggered the final and most intensive phase of Guyana's electoral cycle.

Itisthereforeimperative that every aspect of the process reflects the highest standards of transparency, impartiality, and public confidence,” the party stated.

The AFC argued that havingtheAttorneyGeneral serve as GECOM's legal advisor presents a clear conflictofinterest.

“Against this backdrop, the insertion of theAttorney General whose partisan affiliations and public political commentary are well documented—into the advisory framework of GECOM raises serious issuesofconflictofinterest. The role of legal adviser to GECOM requires not only legal competence but unimpeachable neutrality It

cannot be reconciled with a concurrent role as the chief legal officer of the Executive,”thepartysaid.

The letter further noted: “The Attorney General's visible political activism on behalf of the ruling party, including frequent appearancesonIssuesinthe News where he routinely d

compoundstheproblem. No credible democracy can expect public trust in its elections if its supposedly independent elections body isseentobeguided—legally or otherwise by a politicallyalignedfigure.”

According to the AFC, thedualroleoftheAttorney General and legal advisor to GECOM undermines the C o m m i s s i o n ' s independence.

“The Attorney General

simultaneously serving the interests of the Executive andnow,itappears,advising the Commission, creates an unacceptable conflict that u n d e r m i n e s t h e constitutional mandate of GECOM as an independent institution,”thepartystated.

The AFC is urging GECOM to reconsider this developmentandappointan advisor whose neutrality is unquestionable “That individual must be professionally qualified, non-partisan,andcommitted to upholding the principles of fairness and transparency upon which our democratic process depends,” the party emphasized.

Meanwhile, when contactedbyKaieteurNews for a response on Friday evening, Nandlall said he hadnotyetseentheletterbut wouldreviewitandrespond

appropriately

He told Kaieteur News, “I am the principal legal officer The Attorney General's role is outlined in the Constitution, and w h a t e v e r t h o s e responsibilities are, I perform those functions and Iplaythatroleinaccordance withtheConstitutionandthe law,”Nandlallstated.

The democracy watch

In March of 2020, the people of Guyana voted. They went to the polls with the usual hopes: for a better life, for less corruption, for fairplay Theystoodinlong linesbelievingstillintheold romance of the ballot. They voted early, voted late, and thenwaitedwithpatiencefor theresultstobetabulated.

Butsomethinghappened after that something sinister, something shabby Ahandfulofpersonstriedto twist the figures in one Region alone A strange brand of verification took place – where votes were discounted here and then added. And so began an anxious and disheartening chapter, where democracy stoodonaprecipiceandheld itsbreath.

What saved that election what saved Guyana was not simply law or logic, but pressure. Foreign pressure The United States, under then Secretary of State Mike Pompeo, spoke first and firmly Canada and the United Kingdom followed. The European Union raised its eyebrows CARICOM made its own quiet, crucial interventions, andsotoodid the Commonwealth and the Organization of American States. Their voices may havedifferedintone, butthe message was one: if you intendtorigthisthing, there willbeconsequences.

Andthatishowthefarce wasforestalled.Notbecause the culprits suddenly acquired conscience, but

because the world was watching and would not permitthespectacle.Itisnot acomfortabletruthtoadmit, thatasmallsovereignnation hadtoberescuedfromitself. Buttruthhasnoobligationto becomfortable.Itneedonly betold.

Now,fiveyearslater, the airisheavyagain.Thereisa rustling among the old players, and from the sound ofit, somearerehearsingthe same old script. Doubt is being sown like rice before the rains. The credibility of theelectoralprocessisbeing questioned in advance—not after evidence, but in anticipation.Andthepattern is a familiar one: cry foul before the game is played, and then claim you were robbedwhenyoulose.

The concern here is not merely for the integrity of the election, but for the soul of the country A people cannot keep rescuing democracy from its own politicians. Nor should they need the glare of foreign capitals every time they go tovote.Butifhistoryteaches anything, it is that vigilance isnotaone-timechore.Itisa perennialobligation.

Foroverthirtyyears, the W e s t e r n democracies Canada, Britain, the United States, the European Union—have devoted considerable resources to ensuring Guyana’s elections are free and fair They have sent monitors, funded civic education, and lent legitimacy to results. These

days, themoneyisnolonger neededbuttheimportanceof the presence of western democracies has not diminished. It may be even more critical now, when subtler forms of sabotage couldbebeingplanned.

Civil society in Guyana has its work cut out Churches, chambers of commerce, trade unions, NGOs—these bodies, along with the influential private sector, mustnowspeakwith one voice: a call for the international community to not only monitor, but to warn. Let it be made clear, well in advance, that any attempt to frustrate the democratic will of the peoplewillbemetwithswift and painful penalties Sanctions Visa bans Economic censure Whateverittakes.

Some will bristle at this call it external meddling But it is not meddling to insist that elections reflect the will of the voter It is not interference to object to fraud It is, rather, the plainestkindofsolidarity

The opposition, or elements within it, must know that the past is not so distant.Thememoryof2020 is still sharp. If they attempt again to stir chaos or confusion, they must be greeted not with polite reprimands, but with consequences The world must not wait for the smoke to rise before calling in the fire brigade. The time to act is now—to declare, in calm

GECOM on track for Sept 1 polls

The Guyana Elections Commission (GECOM) is currently on track with its preparations for the general and regional elections scheduled for September 1, 2025.

This is according to GECOM's Public Relations Officer, Yolanda Ward, who

confirmed that the commission is operating in

accordance with its approved elections work plan.

“We are on track in relation to the approved workplan,”Wardstated.

So far, in terms of

preparations, Ward

highlighted that the commission has published a notice inviting political parties to submit their symbols for approval." The notice reads, “all political

parties desirous of contesting the general and regional elections to be held on 1st September, 2025, are required to submit a symbol for approval by the Guyana Elections Commission before nomination day,” set forJuly14,2025.

S e c o n d l y , t h e commission issued a public notice yesterday inviting local observers to apply for accreditation to observe the elections. According to the n o t i c e , d o m e s t i c organisations or groups interested in observing the electoral process are encouraged to submit applicationsforapproval.

Regarding issues under

consideration by the commission, Ward stated thatupdateswouldbeshared to the public once official

decisions are made

“Operationally, we are on track with the work plan,” she said. “The other issues that the commission is dealing with are matters of policy decisions, and therefore, when the commission has finalised those discussions and made decisions, we would communicate that in a press release.”

President Irfaan Ali officially announced the September1,2025elections d a t e d u r i n g h i s Independence Day address at the Albion Sports Complex in Region Six, Berbice. He stated that the decision followed consultation with GECOM Chair, Justice (Ret'd) Claudette Singh, who assured him that the commission would be ready to conduct elections on that date.

F o l l o w i n g t h e announcement, a formal work plan was issued to G E C O M t o g u i d e preparations. Initially, the decision sparked outrage among oppositionnominated commissioners, who expressed concerns about the commission's readiness. They argued that t h e p r e s i d e n t ' s announcementwasbasedon misleadingadvice.

However, after a

statutory meeting at GECOM's headquarters in Kingston, Georgetown, the opposition-nominated commissioners agreed to support the September 1 timeline Despite this consensus, some critical electoral issues remain unresolved.

Opposition-nominated commissioner Vincent Alexander highlighted several outstanding matters, including voting by polling agents, voting rights for i

s, domicile requirements, e l i g

b i l i t y o f Commonwealth citizens, and the underlining of deceased persons' names on thevoterslist.

Alexander noted that during a meeting held on Thursday, some of these issueswereaddressed, while the remainder will be discussed further at the next commission meeting on Tuesday GECOM has confirmed that nomination day will be held on July 14, 2025. PNCR says U.S. sanctions expose deep corruption in Guyana’s law enforcement

Leader of the People's National Congress Reform (PNCR), Aubrey Norton, on FridaysaidtherecentUnited States (U S ) sanctions

a g a i n s t S e n i o r Superintendent Himnauth Sawh serve as confirmation of entrenched corruption at the highest levels of the GuyanaPoliceForce(GPF).

The United States Department of Treasury's Office of Foreign Assets

Control (OFAC) on Thursday updated its

Specially Designated Nationals and Blocked Persons (SDN) list, naming the 37-year-old senior officer of Cane Grove, as well as businessman Paul Daby Jr., 40, also known as “Daby Ramsuchit”, “Paul”, “Rondell” and “Randell” of

G e o r g e t o w n ; M a r k Cromwell, 43, known as “Demon” and “Diamond” of Lot 40 Vigilance, East Coast Demerara, and Lot 10 Buxton, ECD; and 50-yearold Randolph Duncan for allegeddrugstrafficking.

Speaking at a PNCR pressconference,Nortonnot only said the sanctions expose the corruption in the GPF top brass but also

accused the Peoples Progressive Party (PPP) government of shielding criminal enterprises. He described the situation as a nationalembarrassment.

Norton then pointed to the lack of charges or arrests following the 4 4-tonne cocaine bust in Matthews Ridge last September that was executed by the Customs Anti-Narcotics Unit (CANU) and touted by the government as a major breakthrough.

“Let us recall that when the CANU seized 4.4 tonnes of cocaine in Matthews Ridge last September, the government made grand pronouncements that investigations were ongoing. It boasted about its commitment in tackling transnational crimes.Yet, no one has since been arrested, let alone charged,” Norton noted To this end, he accused the government of

using the excuse of

requesting additional information from the U.S. as a smokescreen for inaction.

N o r t o n s a i d , “ T h e government's oft-repeated statement that it will request details from the U S Authorities to facilitate its own investigation has

indicationofcomplicity.”

PNCR Leader also reiterated the PNCR's longstanding criticism of the police force, asserting that it is incapable of conducting legitimateinvestigationsdue to internal criminality “We have regularly said that the Guyana Police Force as presently constituted cannot investigate crime because it is itself a criminal enterprise,”hestated.

Meanwhile, at a separate press conference on Friday, Executive Member of the Alliance For Change (AFC), Dr Shamir Ally, echoed similarsentimentsandurged internationalaction.

“The Alliance For Change party urges the USA administration to implement visa restrictions on all corrupt persons with the evidence available at the U S Drug Enforcement

S e c u r i t y, t h e U S Department of Justice, and the U.S. Federal Bureau of I n v e s t i g a t i o n f o r kleptocracy,”Dr Allystated.

For his part, AFC leader NigelHughessaid,“Nowwe are embarrassing ourselves not only domestically but internationally it is clear that our fiends particularly the United States has lost confidence in senior members of the Guyana PoliceForce.”

Hughes said the country is now at a stage where confidence in the GPF is “unacceptably low.” He noted that the Force cannot continue to “pretend” to discharge its constitutional mandate in the current manner

“It is clear that the Guyana Police Force is beyond reforming itself. It is clear that the leadership of the Guyana Police Force has absolutely no interest and pays no concern to the

rapidly deteriorating lack of confidence…in the GPF as aninstitution.”

He then called for Police Commissioner Clifton Hicken to retire and for the restructuringoftheForce.

This publication had reported that the U S Treasury Department has alleged that Senior Superintendent Sawh during his time as Commander of Region One (Barima-Waini) had ensured the safe passage of drugs through the region. On Thursday, it was

announced that the senior officerlandedontheOFAC's sanctions list, along with three other Guyanese and two Colombians for allegedly trafficking drugs from South America to the United States, Europe and other destinations through Guyana Additionally, two Colombian nationals, Manuel Salazar Gutierrez, also known as “Manguera” and “Orejon” and Yeison Andres Sanchez Vallejo, also known as “Blacks” and “Andreas”, were listed as

Tasing of citizens a last resort; ranks not allowed to misuse tasers

In light of newly enforced measures allowing police to use tasers on citizens who violently resist or refuse to cooperate with trafficofficers,TrafficChief,

Mahendra Singh has clarified that tasing will be used only as a last resort and

must not be applied f r i v o l o u s l y b y l a w enforcement.

The announcement

comes amid growing

incidents of violent altercations between traffic

ranks and civilians, prompting the Guyana PoliceForce(GPF)toissuea statement on Monday via RadioEveLeary

“Traffic ranks are being faced with significant challenges in enforcing the laws of Guyana, especially sinceasignificantnumberof citizens are bent on breaking the laws by committing traffic breaches and not cooperating with the policemenwhencaught,”the GPF stated.According to the police, these confrontations often involve unarmed ranks being attacked by motorists, have increased across the

country In an effort to address the recent surge in violent resistance, Singh announced that traffic ranks will now be equipped with taserguns.

“The traffic chief says traffic ranks will now be issued with taser guns to protect themselves and to properly subdue offenders in the process of enforcing the laws and bringing them to justice,” the GPF's statement read.Speaking with Kaieteur News on Friday, traffic chief Singh explained that the enforcement of taser use by police officers' stems from the increasing perception that law enforcement appears weak in the eyes of t h e p u b l i c “ L a w enforcement appears to be targeted. They appear to be weak in the face, and therefore the scope to do your work seems thereafter limited because the moral and spirit of those who are to enforceand/orgivedirection isbroken,”Singhstated. However, he was quick to emphasise that the new policy does not grant police officersfreereintousetasers

on citizens who act violently without first attempting to de-escalatethesituation.

“A taser is a last resort, similartoanyothermeansof force being utilised by the police in Guyana to address anyone. So, this is where it goes. A taser will not be utilised against anyone unless it is absolutely necessary that every other means or methodology that the police would apply to dealwiththesituation, todeescalate the situation, to address a suspect who is arrested and/or is in custody for traffic offenses all would have been exhausted and there's no other means by whichyoucanaddressit.”

As such, Singh sought to reassure the public that there is no need to fear being tased simply for interacting with trafficofficers.

“Thereshouldbenofear The public should never think that the police are now saying, 'here, we will tase you,' even if you do not c o m m i t yourself Committing yourself is just for offense purposes, the police deal

Traffic Chief Mahendra Singh

with that every day But the aspectofthetaserwhereyou can consider its usage, it is linked to the level of aggression. It is linked to the violent confrontation orchestratedbythepolice.”

He, however, also admitted that police officers themselves have, at times, contributed to the escalation of situations involving civilians.“I am not going to speak with water in my mouth or say that the public is the only one responsible for the escalation of what occurs. You (police) are not there to now take this as a means by which each and everypersonyouengage, the moment they question as to why you are there and what you are doing, and if there's no offense commission, the police themselves are responsible for what?

Pushing a situation, pushing an agenda, escalating

something It will be resolved The police are responsible, accountable, and whatever they do it has to be in a transparent manner,” he said Singh firmly denied that the new taser policy is a means of granting police officer power over civilians. “This isnotacasewherethepolice are now empowered more and given powers beyond what is written in the law to now deal with things in an arbitrary manner Never No.”

What happens if someone is harmed or killed byataser?

In light of public concerns about police brutality, including fatal shootings, Singh was asked by this publication what would happen if a taser causesseriousharmordeath. He responded that all uses of force will be judged by a legal framework known as t h e " u s e o f f o r c e continuum."“It will only be on the basis of what is permissible by the use of force continuum. So tasers are catered for It has to be and it is within the confines ofthelaw There'saStandard Operating Procedure (SOP), which outlines the step-bystep SOPreference, training, its use and everything else. So,everythingistiedbackto somethinglegitimate.”

He elaborated that tasers are used only when there are

no other available means of c o n t r o l , a n d t h a t accountability mechanisms arealreadyinplace.

“Everything is tied back to something legitimate That is deployment or put into place for use is only catered for is a situation that cannot be dealt with by no other means. Guess what? Without other methodology and mechanism which improves our quality of service is the body-packed camera,”Singhexplained.

To ensure transparency, Singh said that the justification for tasing a citizen must be backed by evidence from police-issued body cameras, in addition to CCTV footage when available.

“So, the bottom line now is here that the traffic man who'stherealreadywhatyou requiretojustifythebasisfor use is an engagement. What records the engagement is thatbody-packedcamera.”

Headded,“Soapartfrom theCCTVcamerasdeployed country-wide, and what private CCTVs mean we have to wait to get-you have a live feed now from a bodypacked camera based on the engagement that led to the subsequent use of a taser. Whether it is justified or not justified, police action will also be deemed to be investigative just like every other person. So, to prove or disproveisourduty.”

Eid-ul-Adha is a commemoration of unwavering devotion, deep sacrifice, and complete submission to the will of Allah(SWT),asexemplified by the life of Prophet Ibrahim (peace be upon him), his son Prophet Ismail

(peacebeuponhim),andhis wife Hajar (may Allah be pleased with her). Their story is one of sacrifice, of trusting the divine plan, and of showing what it truly means to live a life in obediencetotheCreator

The Quran tells us in SurahAs-Saffat: “Wecalledouttohim,'O Abraham! You have fulfilled the vision.'Indeed, this is how We reward the doers of good.” (Qur'an 37:104105)

This sacred day reminds usthattruesuccessliesnotin material wealth, but in our commitmenttoourfaith, our willingness to sacrifice for righteousness, and our compassionforothers. As millions of our brothers and sisters perform the pilgrimage of Hajj, let thisremindusoftheunityof the Ummah—regardless of r a c e , s t a t u s , o r nationality we are one

bodyworshippingOneGod. The Muslim Ummah all over, especially in Palestine and South Sudan, continues to experience unimaginable trials and tribulations; we must remember them in all ourprayers.

We are in a period of immense testing. However, our Beloved Prophet Muhammad (peace be upon him) trained us to turn to Allah (SWT) in solitude, in profuse prayer, prolonged prostration, andtoconfidein Allah (SWT). Our Beloved Prophet(peacebeuponhim) liftedhisarmsintotheskyas hemadedu'a(supplication)an action reserved for the most desperate of prayers andrequests.

Afterwards, seek the counsel of sincere and trustedpeople.

T h e P r o p h e t i c methodology is to combine unwavering Tawakkul reliance in Allah (SWT) while putting in the effort withone'sownhands.

Guyana Under-19s host second encampment in Essequibo ahead of Regional Tournament

The Guyana Under-19 cricket team continued its preparation for the upcoming Cricket West Indies Regional Under-19 Tournament with its second weekend encampment, scheduledtobeginyesterday afternoon (June 6) and run through Sunday (June 8) at the Essequibo Hostel, located in the scenic CinderellaCounty

Boththefirstandsecond encampments have been held in Essequibo as part of the Guyana Cricket Board’s (GCB) effort to decentralize i t s d e v e l o p m e n t programmes and create balanced opportunities for youth cricketers across the country

Speaking ahead of the encampment, Head Coach GarvinNeddemphasizedthe importanceofcontinuingthe team’s physical and technical work while beginning to instill greater

tacticalawarenessandmatch intelligence.

“This weekend we’ll continue the physical preparation, but we’re also moving into fine-tuning technicalareas—especially batting and bowling,” said Ned. “We’ve already begun introducing game sense and situational awareness so the players understand what we want to achieve as a unit in thisyear’stournament.”

Reflecting on the previousencampment,Nedd noted that while inclement weather limited some of the outdoor sessions, he was pleasedwiththelevelofskill displayed, particularly by the batsmen. “The batters showed solid technique in the sessions we had access to. While we couldn’t do as m u c h w i t h t h e wicketkeepers, pacers, and spinners due to the conditions, we made the most of the facilities

available. Overall, I’m quite impressed with the skill set shownsofar,”headded.
