No foreigners must use duty-free trucks to take away local transportation
Vice President, Bharrat
Jagdeo said local truckers have been informed that foreign companies must not use duty-free trucks to take away their work, especially thoseoperatingquarries.
During his weekly press conference on Thursday, Jagdeo said he met recently with the truck drivers who hadstagedatwo-dayprotest at the Soesdyke Junction, East Bank Demerara (EBD) last week, over what they said was a foreign takeover of the trucking business in Guyana, leaving locals without‘abite.’
“…However, I said that no Chinese truck that gets duty free, or any trucks for thatmatterthatgetsdutyfree concession for the quarries must be transporting”, Jagdeo said while adding “andtheyhavecommittedto working with me to look at the capacity so maybe at
somepointintimelikewhat wedidwiththelocalcontent lawintheoilandgassector, if we have good national capacity and people are investing in trucks and stuff like that like, Guyanese people, we may have to dictate that these companies hireGuyanesetruckslikewe did in the local content law, but first of all we have to havethedataonthat.”
ThemeetingwithJagdeo came nine days after truck drivers in Linden and other parts of the country staged theprotest.
Drivers claimed that Chinese companies are taking bread out of their mouth and accused the government of allowing foreignnationalstoputthem outofwork.
Jagdeosaidheexplained during his engagement with the truck drivers, that only a small fraction of the infrastructural work being doneinthecountryhasbeen granted to Chinese by his government.
“I spoke of the $300 billionthatisbeingspentfor housing to develop all those plots and I said based on information from the ministry, not a single Chinese contractor is doing any of those works, it’s all done by Guyanese”, Jagdeo said.
Headded,“ontheHeroes Highway, about 10 percent of it went to the Chinese
Minister of Public Works, Juan Edghill meeting with truck drivers, during protest actions on May 20 last
almost every other infrastructure, all the community roads are done byGuyanese”.
For the upgrade of the Linden-Soesdyke Highway, Jagdeosaidthecontractwas given to Guyanese and Trinidadiancompanies.
“The only contract that the Chinese have, big contracts in this Region, are theTimehritoStadiumroadto widen the road 4 feet and repave it” he said, before noting that the Chinese also have a contract for the East Coast (Demerara) road, but thatlocalshavealreadybeen subcontracted for the delivery of sand and stone forthatproject.
Chinese also won one or two lots on the transmission main contract for the GasTo-Energyproject,however, workshavenotyetbegun.
Meanwhile, the vice president shut down claims that Chinese nationals own sand pits and quarries in the
country Hesaidthatlicences for all sandpits and quarries in the country were handed toGuyanese.
“And then I pointed out to all of the 67 sand pits we have now moving up from 17, every one of those sandpits are given to Guyanesepeople.Theymay have a Chinese man operating it, but they are all given to Guyanese” Jadeo toldreportersbeforeadding, “fromsixquarries, nowthey have 16 quarries. All were given to Guyanese, the quarry licenses, however some of them hired Chinese tooperatetheirquarries”
With regard to other construction work being done in the country by Chinese,Jagdeosaidhetold the local truckers that most of them are being done for private individuals and not thegovernment.
“AndthenIspokeabout the hotels being built in Guyana too, owned by
Guyanese, but they on their own, not government s e l e c t e d C h i n e s e Companies”, he explained whilegivingsomeexamples.
“Like the airport I think it’s ownedbyBassoo, theAiden, the Pegasus and I think Kings and the others using the Chinese contractors not thegovernment.”
Hefurtherarguedthatthe idea that government is givingawayalltheworkand contractstoforeignersisjust afallacy
Truck drivers, during their protest, also made claims that Chinese are importinganumberoftrucks andtakingtheirjobs.
One truck driver at Linden had told reporters, “Dem ain’t even saying that them get 70 trucks or a 150 trucks tek on [hire] 50 Guyanese.No.AllisChinese drivers. Chinese come hay [here]today, tomorrowthem driving.”Anothertruck

HughessaidtheAFCwill focus on several areas including cost-of-living, governance, Indigenous developmentandlandrights, education, reform of the health system, adjustments totaxationandinfrastructure development.
With no indication of planstoimprovegovernance
of the oil and gas sector, recognised as the key driver of the country’s economy, Kaieteur News asked the leader to share his plans for the petroleum sector and state whether the AFC will pursuearenegotiationofthe lopsidedExxondeal.
Hughes delegated party executives David Patterson and Dr Vincent Adams to address the query They unveiled the party’s plans to managethesector, ifelected.
Patterson, who is also party chairman said, “the AFCinparticularandIthink the opposition as a whole, b u t A F C h a s

Additionally, he reminded, “we have been advocates for a petroleum commission to bring some technical expertise into it rather than one man getting up on a Thursday afternoon and dictating how the oil revenuesshouldbespentand in our interaction with persons we have advocated and we will continue to advocate for the training of persons in the oil and gas sector.”
Pattersonalsomentioned the party’s advocacy for a r e v i s i o n o f t h e Environmental Protection

He said, “...with the list thatweintendtoactupon,is ofcoursering-fencingsoyes everything that David said, that’s where we’re heading. Assoonaswegetintooffice this will be our highest priority to address every single issue that have been raised about this oil contract
and its deficiencies Our intent is to make it better in the best interest of the Guyanese people, while at the same time making sure that like in every contract, making sure that the contractor also gets a fair share.”
The18-pointplan Patterson then shared a few points from the AFC’s 18-point plan to manage the petroleumsector Inaddition to his earlier commitments, theparty’splansalsoinclude public disclosure of information/contracts/etcete ra; reinjection and prohibition of dumping of produced water into the ocean; reinjection and prohibitionofproductiongas flaring; capacity building; full liability coverage; establishing a national oil company and contract renegotiations.

Fairness and transparency of the upcoming elections
DearEditor,
Subsequent to the Press
Conference which Commissioners Corbin, Trotman and Alexander hosted on Tuesday, May 27, 2025 there has been much ado in the media, social and mainstream, about our posture and disclosures. We have even been accused by G E C O M ' s C E O o f “disinformation”. It would beremissofusnottodebunk such accusations; and not provide clarity, in the instanceswheretheneedfor thathasbeendiscerned.
We maintain that the Chairperson's advice to the President was “unilateral”. She purported to speak on behalf of the Commission, which had not deliberated and/or made a decision on thatmatter
In fact, the Commission had been advised quite differentlybytheCEO.
His subsequent and contrary advice to her required the fiat of the Commission for it to have been treated as the Commission's advice to the President.
The Chairperson has no remit to personally determinesuchamatter, and therefore was in no position to proffer such advice to the President before consulting with the Commission, albeit given the partisan practices at GECOM she might have had good reason to assume what the position of the P P P / C N o m i n a t e d Commissioners would have been, as demonstrated by their attempt, and intent to retroactively give their approval.
The fact that the CEO
disclosed that he had preparedanotherplan, which he never brought to the attentionoftheCommission, ashecontinuedtoengagethe Commission up until May 20, on the pretext that September 22 was the earliest possible date, d e m o n s t r a t e s t h e contemptuous manner in which he treats the Commission with the apparent blessing of the Chairperson.
This is but the latest example of unilateral and connivingactionsonthepart oftheCEOwiththeapparent fiat of the Chairperson. Connivance and fiduciary malfeasance are also exemplified by the CEO`s contentionthattheworkplan which we were discussing was but a list of activities, ratherthanaworkplan.
The document which he circulated, after weeks of delay, was clearly titled: “Draft Work Plan for the Conduct of General and Regional Elections 2025 (v 3.2 – 21 -May -2025)” the sequel to which is the most recent Work Plan with the said title but for “(v 4.0 -27May – 2025)”, the form and contents of which are substantivelythesame.
Both documents are attached for your scrutiny, and the facilitation of your determination as to who is really engaged in “pertinent disinformation” , a description that the delusional CEO attributes to the Opposition Appointed Commissioners.
As for the other distortions, misinformation anddisinformationthathave surfaced in the media, the
publicshouldbeadvisedthat first and foremost our concern is the manner in which GECOM conducts its affairs, and to what end it adopts that manner For us our concern is relevant and criticaltotheconductoffree,
fair and transparent elections, as is th
constitutional mandate of GECOM.
In that regard, there has been no commitment to the finalizationofthefollowing matters:
1.Whetherornotpolling agents will be allowed to exercisetheirfranchiseat the place of work on E Day,iftheyareworkingina polling station other than where they are entitled to casttheirvote, orbyproxies?
2 W h e t h e r t h e incarcerated,andpersonson remand,inparticular,willbe granted their right to vote?
3. Whether unstamped ballots which are evidently authenticwillbevalidated?
4. Whether the names of thevoterswhoareknownto beoutofthecountry, based on the Chief Immigration Officers reports, will be highlighted onthevoters'list.
5. Whether “domicile” will be defined to determine whichresident Commonwealth Citizens can be registered, and allowed, tovote?
6.WhetherForm 12 will beputtouseforthepurpose ofdeletingdeceased persons, whose deaths are reported by the Police and/ortheChiefMedical Officer, from the voters` listAlloftheaforementioned concerns can impact the
rights of the electorate, their participationintheelections, the value of their votes, and consequentiallytheresultsof theelections.
They are therefore germane to the conduct of a free, fair and transparent elections and cannot be simply superseded by the President'sauthoritytoname the date for elections, hence our concern about the mannerin which the President was advised, and the date determined, whichmightnot provideforthosematters toberesolved.
H a d G E C O M undertaken a review of its operations and/or addressed those concerns in a timely manner, the issue of unpreparedness would not have arisen. In that regard, unpreparedness is not solely about the conduct of the routine activities. It is about addressing systemic deficiencies, whichGECOM hasnotshowntheresolveto address.
Another concern is the manner in which the dates fortheactivitieshavebeen c r u n c h e d t o a c c o m m o d a t e t h e announced date of the elections.
Much of the crunching now flies in the face of Best Practices, andtheeaseofthe electorate's participation in theelections.
This also brings into questionthefairnessand transparency of the elections.

PPP'S unstinting patriotism
DearEditor,
The walkout of the National Assembly by the PNC/APNU/AFC members during the debate on the motion which was intended to show solidarity and unity of the Guyanese political forcesinlightofVenezuela's ridiculous claims on Guyana'sterritorywasreally shameful and borders on anti-patriotism. Theexcuseusedtoshow o p p o s i t i o n t o t h e Government was the lack of consultations.VicePresident Bharrat Jagdeo debunked thisandgavedateswhenthe draftmotionwasinthehands oftheopposition.
However, even if Mr Nortonwascorrectandthere wasnoconsultationwiththe opposition, itdoesnotjustify the walk out on such a vital national issue. The walk out would surely be seen in Caracas with some satisfaction.Iftheopposition can take such an action on such an issue, how far will they go to oppose and try to depose the PPP/C administration? WhenthePPPwasinthe Opposition between 1964 to 1992, this issue came up on several occasions PPP leader and members came outinfullsupportofthePNC government in face of the
threat to our territorial integrity When the Venezuelan occupied our half of the Ankoko island PPPandPYOmemberstook to the streets, together with PNCandYSMmembersina massive show of solidarity In1975,whenthethreatto the PNC regime looked serious from Venezuela and the US, the PPP changed its political line from noncooperation with the PNC regime to one of 'Critical Support.'
Itisappositetorecallthat this was shortly after the PNCmassivelyandblatantly riggedthe1973elections. In that massive rigging
exercise by the PNC regime hundreds of PPP members andsupporterswerearrested and two of them, Jagan Ramessar and Bholanauth Parmanand were shot and killed at No. 64 Village on theCorentyne.
Despite the repression, the PPP came out to show totalunityandsolidarity Dr CheddiJagantoldthewhole country that he wanted it to be clear to all foreign forces that the PPP would stand solidly behind the then PNC government in the face of any attempt to attack our country.

Guyana could become like Dubai if we are united and committed to its development
DearEditor,
Our beautiful Guyana is beaming with oil and gas, awashed with gold and rich in other precious minerals, flourishing in agriculture, overflowing withwaterandanabundance offishesalloverthecountry, yet it is still relatively poor
Manyifnotmostofusseem to think or believe that not too far in the distant future, Guyana could become a prosperous country achieving the lushness of Dubai.
Some have even contended that Guyana, is blessed with its vast oil and mineral resources and huge forests and could become wealthier than Dubai
Others are of theopinion thatitcouldhappenbecause nottoolongago,Dubaiwasa dry and sandy desert with hardly any oil or natural resources.
Jobs were scarce and its people were struggling to survive.Thetruth is Dubai did not become rich overnight.
Its wealth stemsfroma combination of factors, including its significant oil and gas reserves, strategic economic diversification, and a thrivingtourismand real estate sector The discovery of oil in Dubai in 1966 provided a substantial income source and allowed its leaders to invest heavily in infrastructure, healthcare, education, human development and public services, thus transforming it into a modern, global economic power
TheleadersofDubaihad planned carefully and they hadavisiontomakeDubaia truly independent and affluent nation. And even though Dubai's total
outstanding debt is US$112.4 billion, which is 22% of its GDP and which includes both direct government debt and debt from Government-Related Entities, it is actively working to reduce its debt burden by more than half throughadebtsustainability plan.
Furthermore, its leaders did not squander the country's money or build mansions for themselves. They have built roads, bridges, airports, schools and a massive tourist attraction similar to what
P r e s i d e n t A l i ' s administration has done and continues to do. Simply put, the leaders of Dubai are smart and insightful in that they had the wisdom and foresight to spread the country's wealth across manysectors.
Today,Dubaiisrakingin huge sums of money from its oil and gas, tourist attraction and its real estate ventures, among others.
It is the belief of many thatGuyanacandothesame or even better than Dubai, but it will take strong, discipline, courage and properleadershipandastute, skillful and sensible planning.
If we do not heed this advice and spend our oil revenues wisely, the vast majority of the population will remain poor and impoverished despite our enormous resources.
Another reason why Dubaihasbecomefilthyrich insuchashortspanoftimeis because white collar c r i m e s i n c l u d i n g corruption,bribes/kickbacks and embezzlementofpublic funds are dealt with swiftly andseverely
The delay in progress in
Guyana is due largely to corruption and bribes/ kickbacks which are rampant at almost every level and, in some cases, have become institutionalized with hardly anyharsh penalties or severe consequences. It mustendimmediately.
Thenation, especiallyits youths are tired of corrupt practices, frustrated with cronyism, fed up with bad roads, poor schools, and annoyed with pitiable and mediocre health care services.
And while a few are getting rich, a large section of the population has remained poor and are gettingpoorer
Those in authority have to think carefully, act strategically and embarked
on smart farming, clean energy, eco-tourism, and improve and enhance human development, healthcareandeducation.
We, the people of Guyana cannot afford to remain divided along racial lines or become distracted. We must remain focus and keep our eyes on the prize. Development cannot be achieved with empty speeches, broken promises and unfiltered rhetoric, but with action by our youths who are roughly 65 percent ofthetotalpopulation.
Weneedleaderswhowill serve the people, lift up our youths, instill confidence in them, andmakeeverycitizen proudtobeGuyanese.
Our leaders must be committed to good governance, transparency,
democracy, equality and an impartial, ethical and virtuous justice system for all.
Guyanese must not accept poor management as normal, excuses for excellence and party loyalty for progress We must develop and build a Guyana in which every citizen, regardless of race, ethnicity, party affiliation or statusmusthaveachanceto strive.
Thename“Guyana”is derivedfromanAmerindian language which means land of many waters due to the numerous rivers, creeks, canals and streams that traverse the country, including the Essequibo,
Demerara and Berbice rivers.Guyanaalsohaslarge reserves of oil, gold, fertile lands, hugerainforestsallof which make Guyana the envyoftheworld. Guyana also has a rich culture and brilliant minds and is sitting on a treasure chest, but these alone cannot build a nation like Dubai.
What thecountryneeds is unity, and selfless leaders with vision, courage and integrity
Wedonotneedseparate groups divided by race and politics, but one people united, free and strong and fighting foronefutureand oneGuyana.
Sincerely,
Dr AsquithRose

“You would appreciate that I am the newly elected chair of the PSC…about a week in the post and therefore, I cannot speak to whatoccurredduringthelast two years under previous leadership…However, what Idoknowisthatthemonies collected will be distributed tothefamiliesinthecoming weeks, before the end of June, ” the chairman revealed.

The PSC came in for harsh criticism after a Stabroek News article and outspoken attorney Chris Ram raised questions about the money collected during former PSC Chair, Mr KomalSingh'stenure.
The PSC collected approximately US $144,000 for the families of the 20 Indigenous children who died in a fire in the school's dormitory located in the complex of the secondary schoolonMay21,2023.
Kaieteur News has since contactedValerieCarter, the mother of two of the dead children. Carter explained that she is still grappling with the loss and trauma of losing her precious twin daughtersinthehorrificfire. She disclosed that she was unaware of the fund establishedbythePSC.
“Ireallydon'tknowwhat tosaybecauseIwasn'taware of this... I am not sure if many of the other families know about it… But if they collected it for us, why would they not give it to us. Even if it's a small sum for each person it, it could do something in terms of making our situations better,”shesaid.
Meanwhile,AllianceFor Change (AFC) member, Dr Shamir Ally was among several who voiced disappointment over the manner in which the PSC's leadership has handled the matter. During a press conference on Friday, Dr Ally called on the PSC to handle the donations in a manner that honours
t r a n s p a r e n c y a n d accountability.
“The Alliance For Changepartyexpressestotal disappointmentinthePSC's leadershipandshameonthe Guyana Police Force for their inaction The AFC highlights the need for fairness, accountability and openness when handling donations meant for those affectedbythedisaster,”Dr Allysaid.
In the interest of transparency, Dr Ally said the PSC should at least say what exactly what type of relief efforts the monies are intended for Twenty children died in the “horrific” school dormitory fireatMahdia.
The fire that engulfed Mahdia Secondary School's female dormitory killed 19 girlsbetweenages12and14 yearsandaboy, agedsix.

The drivers expressed concerns about the governmentgivingduty-free concessions to the Chinese which in their opinion, makesitdifficultforthemto compete.
Locals also complained of Chinese getting first preference when accessing stones and other materials.
But Edghill assured that this

“Theonlythingthatwas duty-free was the mill which is operating inside the quarry (Chineseoperated quarry) So, if the Chinese bought trucks and are operating it, they are buying it just like you,” he toldthetruckers
The minister promised that the government will intervene to stop local truckers from being sidelined when it comes to lifting stones from a Chinese operated quarry at Arisaru Mountain, Region Ten – an issue that local truckers had raised with Kaieteur News back in February
Local truckers had

Commission
(GECOM) has announced July 14, 2025 as nomination day
The commission has approved the workplan for the general and regional elections The workplan, whichwaspreparedbychief elections officer (CEO), VishnuPersaud, outlinesthe conduct of the polls set for September1,thisyear
“In this regard, the GECOM secretariat is authorised to proceed with implementation of the tasks delineatedintheworkplanto ensure that the elections are conductedinafree, fair, and transparentmanner,”itsaid.
In keeping with the statutory provisions, all political parties who desire to contest the elections, are
required to submit their respective list of candidates
on July 14th, 2025
GECOM said forms are available on its website at www.gecom.org.gy
“Additionally, political parties will be required to submit applications for allocation of symbols for approval by the commission by the 22nd of June, 2025.
Recognising that the commission has been conducting continuous registration throughout the year since January 2023, a short claims and objections exercise will be held from June 16 to 20, 2025,” GECOMadded.
The exercise is in keeping with legal requirements to produce an Official List of Electors (OLE) to be used for the elections As such, all
persons18andolderbyJune 30, 2025 who have not been registered, canapplytodoso during that period to be included in the OLE, and be eligible to vote on September1.
“Personswhoarealready registered can apply for (i) correction of incorrect particulars on their national identification cards, (ii) name change if they have changed their name(s) since they were registered, and (iii) transfers if they have changed their addresses since they were registered,” thecommissionsaid.
It said any elector who haschangedtheirresidential address from one electoral divisionordistricttoanother will have to go the polling station associated with their previous address in order to voteintheelections.
APNU/WPA confident of elections victory
A Partnership for National Unity (APNU) and the Working People's Alliance (WPA) have announced their decision to coalesce for the upcoming General and Regional Elections, expressing confidenceinwinning, once electionsarefreeandfair
In a statement to the media, the parties said that they are, “aware that GECOM is a compromised institution that is not intent on delivering free and fair elections and we are preparing to confront the illegalities. GECOM must know we share the views of our Commissioners and that GECOM's failure to deliver free and fair elections has s e r i o u s n e g a t i v e consequences.”
Recommending that good sense prevails, the coalition clearly stated that its decision must in no way be seen as an indication that the parties therein are comfortable with GECOM's “mismanagement of the electionprocess”.

Depletion policy will be made public at “some point in time”
Vice President, Bharrat Jagdeohaspromisedtomake public the depletion policy governing Guyana’s oil and gas sector at some “point in time.”
At his weekly press conference on Thursday, Kaieteur News askedJagdeo whenwillthepolicybemade available.Hesaidthepolicy willbepostedtotheMinistry of Natural Resources’ website, thesamesitewhere the audit reports can be found.
Deviating from the question, Jagdeo spoke about the two audits that have been available on the website for months now “Kaieteur News has been saying, ohthegovernmentis hiding the audits. We put them there…nothing you all probably didn’t even read them.”
Returning to the question, he said “the depletionpolicycouldbeput there too at some point in time… we are not rushing now to satisfy Kaieteur News.”

AccordingtoJagdeo, the key element at this stage of the policy is to get as much oil out of the ground as quickly as possible, taking into consideration what couldhappeninthefuturein lightofclimatechange.
“If you approach a rate where it becomes where the oilpricesareclosetothecost of production or the breakeven point, obviously you have to sit down with your company, and thirdly we tooktheapproachthatwhich is recognised now in situations where the g

Jagdeo said Suriname has become a shareholder, because it is investing in their oil and gas projects. However, this is a risk because money has to be raisedandtaxpayers’money is involved. Therefore, in thattypeofsituation, onehas to practice an aggressive proactivedepletionpolicy
Last Thursday, Jagdeo told the media that the country’s depletion policy wascraftedtosuittheglobal supply and demand and that long-term policies are not determined by day-to-day changes.
Kaieteur News hadasked the vice president whether t

“Should we have a depletion policy now… you don’tdeterminepoliciesofa long-termnatureonthebasis ofdailyoccurrencesinanoil and gas market which is known for its volatility, and sowhenIsawthatcomment coming from Jordan [Winston Jordon- former Finance Minister], I wonder if he really understood policy,”Jagdeosaid.

In the article, Jordan opinedthatitisnottoolateto implement a depletion policy “The more FPSOs [Floating Production and Storage and Offloading vessels] ExxonMobil brings on,itiswiththeseadditional costs,” Jordan told Stabroek News.
The opposition also weighed in on the matter on Friday, the Alliance For Change (AFC) challenged the government to make the policypublic.
On May 26, this publication reported that Spokesperson for the AFC on oil and gas Dr Vincent Adams calling Jagdeo’s bluff, issuedthechallengeto release the policy, so that it could be perused by the oppositionandcitizensalike.
“Well, I have never seen a(depletion)policyfromthis administration So, what BharratJagdeoneedstodois

Dr Adams said such a policy is born from longterm planning, based on the production profile over the years, which is available in theFieldDevelopmentPlans (FDP) The government would have to look at their strategic plan in the projects they were looking to undertake, and compare to seeifitmatcheswhatisinthe FDPs.
“Then you can devise a policyfromthat, ifyouwant to not produce at the maximum level, then you can regulate how much oil you want to produce, etcetera. But… first of all, they have not released the FDPs, and I’m glad you

On May 29, this publication reported that, in an invited comment by this publication Economist and Spokesperson on Oil and Gasfortheparty,ElsonLow said that a Depletion Policy cannot succeed, if the funds from oil which are placed in the Natural Resource Fund (NRF) continue to be spent inanirresponsiblemanner

The irony of insulation
I n G u y a n a , t h e Constitution tries to uphold democratic order But in respect to certain important appointments,itgiveswayto politicaldeadlock.
Nowhere is this paradox more evident than in the appointment—or rather, the
p r o l o n g e d n o n -
appointment of the Chancellor and Chief Justice For more than twenty years, these posts have remained vacant in all but name, filled by acting
o f f i c e r s w h o s e confirmations are held in limbobypoliticalgridlock.
It is not that the country lacks a formula for these appointments. Indeed, there exists a formula: the President and the Leader of the Opposition must agree an arrangement
supposedly born of consensusbutforged, likeall politicalcompromises, inthe firesofmistrust.
When this formula was enshrined by the National Assembly, the prevailing sentiment seemed to be one ofnobleidealism: inclusion in the interest of national unity Thatno one paused to consider the obvious—that bipartisanship in Guyana is about as common as there b e i n g s n o w i n Guyana only confirms what we know about legislativeoptimism:itisthe opiate of the perpetually elected.
The result is an institutional stalemate. For two decades, a country has
gone without permanent appointments to the post of Chancellor To blame the present administration alone for this state of affairs would be dishonest. The rot hasalongerlineage. At the heart of this constitutional absurdity lies a deeper flaw—a system that, while pretending to s
effectively politicized its apex. The Judicial Service Commission, created as a constitutional prophylactic againstpoliticalintrusion,is entirely sidelined in the appointment of the Chancellor and Chief Justice. Why? Perhaps in part because the very persons to be appointed sit on the Commission, and so the Constitution in its infinite caution opts to have
the Executive and Opposition decide instead. In doing so, it replaces the ghost of bias with its living embodiment.
Thus emerges a judicial paradox:asystemthatplaces its trust in political actors to protect the judiciary from political influence. It is a striking irony that the principle of political
c o n s e n s u s i n k e y c o n s t i t u t i o n a l appointments—nowtheroot o f a t w o - d e c a d e deadlock originated not from within Guyana, but from a foreigner: former U S President Jimmy Carter Introduced as a safeguard to encourage

bipartisan cooperation in a country that is politically divided, the idea was embraced.
Yet in an act of almost comedic misjudgment, the offices chosen to bear this burden of consensus were the very ones whose appointment process demands the greatest insulation from politics: the Chief Justice and the Chancellor
I have suggested before thatwelooktotheCaribbean Court of Justice for inspiration a tribunal whosejudgesareselectedby a labyrinthine commission. The Regional Judicial and LegalServicesCommission, whichhandlesappointments to the CCJ, includes everyone from civil society representatives to bar associations, public service commissions, and deans of law faculties. It is an elaborate bureaucratic ensemble designed not for speedbutforsanctity Cumbersome?Certainly But there is a certain beauty in its complexity a deliberate design to prevent any single hand from steering the ship. It is, in essence, the architecture of trust, or at least of mutually assured suspicion And perhapsthatiswhatGuyana now needs: not simplicity, but sanctity; not consensus, butconstraint.
Even former President

constitutional conundrum of who makes the final decision. You may open the window to let in fresh applicants, but if the doorwayremainsblockedby partisans, then nothing entersbutdrafts.
And so we return to the uncomfortable proposition: that sovereignty itself may have to yield. Guyana, like many of its postcolonial siblings, clings fiercely to the emblem of national autonomy even as its institutionsbuckleunderthe weight of internal dysfunction. We declare our commitment to regionalism withonehandwhiledrawing lines in the constitutional sandwiththeother Thevery ideaofinvolvingregionalor

Another two decades of acting appointments? A return to the drawing board to draft yet another impotent formula, this time with thickerink?Orshallwe, ina rare act of constitutional courage, construct an i n d e p e n d e n t mechanism—one that, like the CCJ's commission, draws from the collective wisdom and caution of a region familiar with its own ghosts?
Even if we were to confirm the current acting
officers in their roles—a temporary reprieve, no doubt the fundamental problem would remain unresolved The next vacancy would trigger the same impasse, the same ritual of finger-pointing and delay We would still be prisoners of a formula that promises consensus and deliversgridlock.

A way out, a compromise candidate
I give a much-needed handtothePNCandAFC. It istimelyforbothgroupsare flounderingmassively.
One major bone of contention is leadership, as inwhowillgetthenodtobe number one to compete in the looming elections, drawingevercloser Ithink that even uber competitor, Dr Bharrat Jagdeo, would
e n d o r s e m y recommendation, sincethere is no joy in a one-party national election, which effectively translates to a one-man election horserace. That is, himself. Where is thegloryinthatforamanof the political stature and the grand delusions of General Secretary Jagdeo? I recommend Mr Carl Greenidge, as the compromise candidate. He is as storied as they come, and has covered a lot of
territory in his time. If the names Aubrey Norton and NigelHughesarecausingso much difficulty, generating so much tension, then why notaconsensusleaderinMr Carl? The omens are helpful, may be ready for a way out of the leadership impasse.
First, if I recall rightly, both Mr Norton and Mr Hughes, at different times, have indicated a willingness tostandasideandthrowtheir weightbehindanothername, onethatmeanssomething,in that it is viable. It's a good start.
Second, whohasabetter name than Carl Greenidge. This Guyanese has been a minister, a CARICOM helper, an ACP worker, and the inspirer behind the now long forgotten Economic Recovery Programme that haditsusesevenforthePPP
Mr. Greenidge has served honourably and ably as one of the leading PPP men on the border. Yes, that one is right: PNC man Carl Greenidge has been a main PPP ma
e to Guyana's always delicate and intricate border issue. How many Guyanese can saythat:aPNCluminaryand a PPP border stalwart in the same Sak FifthAvenue suit. One of these days, I must summon the interest to inquire of Mr Greenidge, how he has done the impossible so well, and so often, and so confidently Meaning, workingdiligently andsuccessfullyasaservant o f t w o m a s t e r s simultaneously Thereisno more arduous and minefield ladenjobinGuyanathanthe tightropethatMr Greenidge walks Based on his credentials and work record
alone, I place Mr. Greenidge's name in the leadership hat for the PNC and AFC to consider. Seriously, andnotasamatter offormality
For,third, ifthePNCand AFC themselves are experiencing such heavy weatherinselectingaleader, and are seemingly hopelessly stuck where they are, at the half year junction in an election year, then outside the two parties is even grimmer Because if internally there is so much trouble, then how can anyone reasonably expect that Guyana's disgruntled and undecided voters are going to have the required level of confidence in either Mr NortonorMr Hughes? I take this point farther, and beatitsilly Ifthecomrades who know them, cannot make up their minds about them, then it would be an undue demand, a travesty of conscience, to expect citizens who don't know themwelltotaketheplunge and vest their votes in them. ThisiswhereMr Greenidge comes in for favourable mention.
Fourth, in any taking of hisweight, hisrecordspeaks toawashofexperience, and all at high levels, not party

Moreover, I believethathecanmakethe disillusioned in the opposition's close ranks and far-flung camps feel a bit of excitement, alittlelifttoget themoutofthequicksandin which they have been trapped.Fifth, thiswouldput PPP big boss Bharat Jagdeo in a bind; or, at least, on the backfoot Knowing Dr JagdeoaswellasIdo,Iwill tell all Guyana that he doesn't like being put on the defensive. ACarlGreenidge consensus candidacy, could force him to shift his eyes and fears from the young fellow, and give Mr Greenidgeasharplookover IntermsofJagdeobeingina bind, there is the reality of Carl Greenidge and how muchofaloadheiscarrying for the PPP Government relative to the GuyanaVenezuela border issue WhatisJagdeogoingtodo?
Denounce him? Disparage his work? Disown and dismiss him, as of no account, as not representing a political threat? We may see.
L a s t , f r o m a l l appearances,CarlGreenidge has the manure and tenure that could make him a formidable opponent in the upcoming elections. Speaking for myself only, other than for the energies and fight in the WPA's Dr David Hinds, this elections season has been flat to boring, anemic to asinine PPP General Secretary, Bharat Jagdeo has been lightwork of clearing all in his path, as though he is some combination of King Kong and Godzilla and the Guyanese version of a political Hannibal Lector For those who see some sense in a Carl Greenidge presidential candidacy, I suggest mailing in sealed ballots to the people who count and consider these things There! I have done my elections work, now I need to collect from GECOM

Hughes: AFC unfazed by Azruddin Mohamed’s bid for presidency
The Alliance For Change(AFC)on Friday made it clear that the party is unbothered by the announcement made by businessman Azruddin Mohamed to run for president.
In fact, leader of the political body, attorney Nigel Hughes said he welcomes the addition of anothercandidate.
Hughes was at the time responding to a question from Kaieteur News on whether he was concerned about the party’s prospects, inlightofMohamedjoining the presidential race. The businessman announced on Monday that he will be contesting this year’s election,setforSeptember1.
Mohamed, who was sanctioned by the US government back in 2024 over tax evasion and under declaration in Guyana, is also facing other charges locally for allegedly making false declarations to the Guyana Revenue Authority (GRA) on the value of several luxury vehicles purchasedbythefamily.
Nevertheless, Hughes said, “I welcome Mr. Mohamed into this election cycle. It gives Guyanese a wider range of choices and anything that offers the electorate a wider range of choicesisgood.Ithinkfora long time we have had limited choices to 2006 and Mr Mohamed clearly has had an impact on the electorate and we welcome him.”

(CNN) The Supreme Court on Friday allowed President Donald Trump's administration to suspend a Biden-era humanitarian parole program that allowed half a million immigrants fromCuba,Haiti,Nicaragua, a n d Ve n e z u e l a t o temporarilyliveandworkin theUnitedStates.
It was the second time thismonththatthehighcourt sidedwithTrump'seffortsto revoke temporary legal statusforimmigrants–even as Trump has continued to rail against the federal judiciary
The Supreme Court previously cleared the way for the administration to revoke another temporary program that provided work permits to hundreds of thousandsofVenezuelans.
The court's brief order

was not signed and, as if often the case on its emergency docket, did not offer any reasoning. Two liberal justices – Sonia Sotomayor and Ketanji Brown Jackson – dissented fromthedecision.
Though the emergency decision from the Supreme Court is not final – the underlying legal case will continue in lower courts –the order will allow the administration to expedite deportationsforanestimated 530,000 migrants who had previously benefited from the program. An unknown n u m b e r o f t h o s e beneficiaries may have applied for other forms of protection or immigration relief.
“I cannot overstate how devastating this is,” said Karen Tumlin, founder and

In a scathing dissent penned by Jackson and joined by Sotomayor, the court'sjuniorliberalmember said her colleagues had “plainly botched” the formula used to decide whetherliftingalowercourt ruling would have negative consequences for parties involved in a dispute, particularly one involving scores of individuals at immediate risk of deportationtocountriesthey fled.
