Government, Opposition spar over oil money

Vice President and General Secretary of the People’s Progressive Party/Civic (PPP/C), Bharrat Jagdeo, has labeled the A Partnership for National Unity (APNU)

Coalition’s plans as “unsustainable promises” and poured cold water on Ganesh Mahipaul’s recent declaration that the current inflows from oil can fund thiscountry’sdevelopment.

At his party’s press conference held at Freedom House on Thursday, Jagdeo responded to Mahipaul who isAPNU’s Vice Presidential candidate At APNU’s election campaign launch, Mahipaul said that oil revenues alone could fund the party’s vision for Guyana.

Mahipaul asserted that Guyana’soilearningswould be more than sufficient to finance the coalition’s development plans and accused the incumbent PPP/C government of being “deceitful” and “out of touch” with the needs of ordinaryGuyanese.

Theyarealleverywhereonthesmearsleveled against presidential candidate Azruddin Mohamed, while avoidinggettingtothecruxofthisdevelopment. Whatdid the PPPC Government have to do with the Continental Strategytweets? Whendiditknowthattheywereaboutto be broadcast? Who knew and didn't see anything wrong with them? And now that the government knows of the tweets, and the damage done, why does its leaders dance aroundtheissuethroughslippingandsliding?

PresidentAlisaidthatthegovernmentdidn'thaveanythingto dowiththetweetsofthelobbyingfirmthatithired Ifanything, thatstrainsbeliefclosetothebreakingpoint. Thegroupis onapaidretainerfromthegovernment,butithasbeengiven whatamountstoafreehandtobecreativeincomingwhat hassomeheftinGuyana'spoliticalarena. Inotherwords,it isnotheldtoastandardofaccountability,whiletheGuyana Government takes no responsibility for its actions. It is a recipe for lobbyist excess, for pressing the nuclear button: presidentialcandidate,AzruddinMohamedisacollaborator andpartnerwithMaduro. Inonewayoranother,thatisred meat for America, especially for a Guyanese labouring underUSDepartmentofTreasurysanctions.

AmericahasitseyesfixedsharplyonVenezuelaandNicolas Maduro, so any development that feeds its discomfort with Caracasissure to gain traction. Some US politicians have reacted with the expected zeal and packaged indignation. All are concerned about hemispheric stability and democracy, with none talking about oil or US priorities. The PPP's governance marred by secrecy and disregard for parliamentary oversight

DearEditor, It is imperative that I raise a matter of serious public concern, one that strikes at the very core of transparency,accountability, and good governance in our nation.AsGuyaneseprepare to return to the polls on September1,2025,Iurgeall citizens to reflect carefully on the conduct of the PPP/C administration over the past five years, a period marked by secrecy, evasion, and a blatant disregard for parliamentaryoversight.

Guyanese must be reminded that in January 2023, the Government of Guyana officially announcedthefirstreceiptof funds under the Guyana Carbon Credits agreement with Hess Corporation According to a press release issued by the Department of PublicInformation(DPI)on January 10, 2023, the country received an initial payment of US$75 million forthesaleofcarboncredits, under the framework of the Architecture for REDD+ Transactions (ART) programme.

Despite the significance of this transaction, critical documentation, including the terms of the agreement, disbursement mechanisms, andintendedspendingplans; wasneverbroughtbeforethe 12thParliamentforscrutiny In response, I submitted a series of questions to the Clerk of the National Assembly on December 12, 2024, seeking clarity on the matter Thesequestionswere subsequently listed on the Order Paper for January 23, 2025.Atthe104thSittingof the NationalAssembly, held onFriday,May23,2025,the questions reappeared on the OrderPaper However,when thetimecameforresponses, Senior Minister with Responsibility for Finance, Dr Ashni Singh, MP, requested further time to

answer, despite having had several months to prepare. Alarmingly, the Speaker of the House, Mr Manzoor Nadir, MP, granted the extension.

The situation grew even more concerning during the 105th Sitting, held on Monday,June2,2025.While the questions once again appearedontheOrderPaper, they were now marked with asterisks and a footnote referencing Standing Order No.22(9):

“In accordance with Standing Order No. 22(9), thefollowingquestionswere deferred for a period of twelve(12)cleardays.”

What makes this development especially troubling is that no such asterisks or deferral notes appearedontheOrderPaper for the 104th Sitting Moreover, when I sought clarification on the deferral, the Speaker declined to give me the floor, despite the questionshavingbeenonthe parliamentary record for

severalmonths.

From these actions,

several disturbing conclusionscanbedrawn:

1 T h e P P P / C administration deliberately avoided answering critical questions regarding the receiptanduseoftheUS$75 millioncarboncreditfunds.

2. The use of Standing Order 22(9) to defer the questions at the final sitting of the 12th Parliament appears to have been a calculated maneuver to suppress accountability, particularly since the administration was fully aware of the impending dissolutionofParliament.

3. The Government has demonstrated a consistent pattern of obfuscation, thereby undermining public trust and weakening the foundations of democratic accountability

To support my claims, I have attached relevant excerpts from the Order Paper of the 105th Sitting, which clearly show the

questions posed and the proceduralmechanismsused tosidestepthem.

Editor, these actions reflect a troubling trend: the normalizationofsecrecyand the erosion of parliamentary integrity Thisisnotthekind of governance the people of Guyana deserve Our citizens are entitled to leadership that is transparent, accountable, and genuinely committed to managing public resources inthebestinterestofall,not intheinterestofafew.

As we approach the upcoming General and RegionalElections,Icallon all Guyanese to reject this culture of impunity Let us demand more from those who seek to lead us. Policeman gets 25 years for killing Orin Boston

Special Weapons and Tactics (SWAT) constable, Sherwin Peters has been sentenced to 25 years in prison for the killing of Essequibo businessman, OrinBostonbackin2021.

The police constable who is originally from Amelia's Ward, Linden was indicted for manslaughter overBoston'sdeathin2021.

At Peters' first court appearance, he was not required to plead to the indictable charge, which alleges that on September 15, 2021, at Dartmouth, Essequibo Coast, in the Essequibo Magisterial District, he shot and killed Boston.

Peters was charged with manslaughtermonthsafterit wasreportedthathewasona police operation searching for 'illegal substances' at Boston's Dartmouth, Essequibo Coast home Boston, who was reportedly still in his bed at the time of the shooting, was shot once in the chest with a high-

calibre rifle. A subsequent autopsy report revealed that Boston died as a result of a gunshotinjurytotheleftside ofhischest.

Residents had mounted protest action on the Essequibo Coast over the shooting. Four months after Boston'skilling,theDirector of Public Prosecutions (DPP), Shalimar Ali-Hack, SC, recommended that the rank be charged with manslaughter Followingthe PreliminaryInquiry(PI)into thematter,MagistrateEsther Sam ruled that there was sufficient evidence for Peters to stand trial for manslaughterbeforeajudge and jury Peters was committedtostandtrialbyat the Suddie Magistrates' Courtin2022.

The PPPC Government did that, and Guyana now doesn’t have the fallback option of going after ExxonMobil itself if the worse were to occur. The APNU+AFC Coalition and PPPC Governments have not been oil governments, they have been oil goofballs.

They recall how they clapped longest at rallies, how they wore the face of the leader on their shirts, how they whispered of "progress" even as they queued for rice or kerosene or a passport out. In societies where the leaderisnotjustelected,but adored—there is no space for scrutiny, no room for dissent The adoration becomes a kind of sickness.

And so, when the reckoning comes when historyopensitsthickledger and begins to count the cost—do not imagine that it will look only at the man at the top. It will also look at those who kept him there. It will ask: Who sang his praises? Who silenced the critics? Who excused the crimes?Who chose comfort over conscience? Construction worker jailed for possession of smoking utensil

A construction worker was jailed on Thursday for oneyearandfined$6000for possession of a smoking utensil.

Theaccused,21-year-old Akash Parsaram called 'Samsung' of Success, East Coast Demerara (ECD), appeared at the Sparendaam Magistrates' Court before Magistrate Abigail Gibbs whoreadthechargetohim. He pleaded guilty to the offence of possession of a

Caribbean leads the way in reducing AIDS-related deaths globally …but progress on reducing new infections slow

Data from the latest GlobalAIDSUpdateReport, released by UNAIDS, show the Caribbean recorded a 62% reduction in AIDSrelateddeaths,between2010 and 2024, the steepest declineamongeightregions globally

According to the report—AIDS, Crisis and the Power to Transform, over the last fifteen years, therehasbeena54%decline in AIDS-related deaths globally The Caribbean is well above the global averageat62%.

The report credits the widespread availability of anti-retroviral treatment

Brazil vows to match US tariffs after Trump threatens 50% levy

Nationwide block against Trump’s order seeking to end birthright citizenship

(CNN) A federal judge agreed Thursday to issue a new nationwide block against President Donald Trump’s executive order seeking to end birthright citizenship.

The ruling from US District Judge Joseph Laplante is significant

because the Supreme Court lastmonthcurbedthepower oflowercourtjudgestoissue nationwide injunctions, while keeping intact the ability of plaintiffs to seek a widespread block of the order through class action lawsuits, which is what happened Thursday in New

Hampshire.

Ruling from the bench, Laplante granted a request from immigration rights attorneys to certify a nationwide class that “will be comprised only of those deprivedofcitizenship”and issued a preliminary injunction indefinitely

blocking Trump’s Day One order from being enforced against any baby born after February20.

“The preliminary injunction is just not a close call to the court,” Laplante said during a hearing. “The deprivation of US citizenship and an abrupt change of policy that was longstanding that’s irreparable harm ” US citizenship,thejudgeadded, “isthegreatestprivilegethat exists in the world.” The judge, an appointee of former President George W Bush, said he would pause his order for several days to g i v e t h e T r u m p administration time to appealhisdecision.

In his ruling earlier this year, Laplante said Trump’s order“contradictsthetextof the Fourteenth Amendment and the century-old untouched precedent that interprets it.” Several other judges similarly ruled that Trump’s order was unconstitutional, but their injunctions applied nationwide and prompted the administration to mount the series of appeals that eventuallylandedbeforethe SupremeCourt.

About the contractor’s case

According to the court filings, obtained by Guardian Media, Eastman Enterprise started its work with CEPEP under a oneyear contract signed in September 2018 The contract was renewed for two years and then for another year before the parties entered into a new contract in October 2022. The following year, the company’s contract was extended to September 2026. On April 23, days before the General Election, the contract was modified and extended to September 2029. During the course of the contract, Eastman received a management fee ranging from $21,999.62 to $23,947.90permonth,while its 29 employees were paid directly by the State company Its lawyer Kareem Marcelle,whoalsoservesas LaventilleWestMP,claimed CEPEP was required to immediately pay the company for one month’s service, as it sought to terminate based on Clause 15 of the contract without

giving notice. The clause allows CEPEP to terminate by giving 30 days’notice or making a payment in lieu of notice, if the company fails to meet its contractual obligations or performance assessments conducted by CEPE officials Marcelle pointed out that while CEPEP CEO Keith Eddy promised that payment would be processed and dispensed when he notified the company of the termination, the payment should have been made togetherwiththetermination letter.

“It is settled law that for payment in lieu of notice to have effect, the outstanding suminlieuofnoticemustbe paidsimultaneouslywiththe said service of notice,”

Widely regarded as Guyana’s premier 3x3 basketball quartet, all four players have proudly represented the Golden

Arrowhead at numerous international 3x3 tournaments, most recently at the prestigious FIBA 3x3 AmeriCup in Puerto Rico Their experience, chemistry, and elite skill set position them as the favorites headingintothecompetition.

Founded by two-time GuyaneseOlympianandnational table tennis standout Chelsea
