United States Secretary of State Marco Rubio has issued a strong warning to Venezuela's Nicolás Maduro regime, stating that any aggression against Guyana or American oil giant, ExxonMobil's operations in Guyanese waters would haveseriousrepercussions.

Speaking at a press conference at State House in Georgetown on Thursday alongside President Irfaan Ali, Rubio reaffirmed America's commitmenttoGuyana'ssecurity

“The regional threats based on illegitimate territorial claims by a narco-traffickingregime,andIwantto be frank, and I've said this during my time as a senator, and I have full confidence in saying it now as a secretary of state, there will be consequences for adventurism, there will be consequences for aggressive action,” Rubio said in his opening remarks.

Venezuela has long laid claim to more than two-thirds of Guyana's territory, the resource rich Essequibo region. The Guyana-Venezuela border controversy is currently before the International Court of Justice (ICJ). Despite a December 2023 agreement between PresidentAli andVenezuelan President Maduro committing to regional peace, on March 1, 2025, a Venezuelan naval vessel entered Guyana's waters and approached E

WhenaskediftheU.S.wouldoffer military assistance to Guyana in the event of an attack from Venezuela, Rubio did not give specifics but was unequivocal in his warning to the Maduro regime. “It will be a very bad dayfortheVenezuelanregime.Ifthey were to attack Guyana or attack ExxonMobiloranythinglike, itwould beaverybaddayorverybadweekfor them, anditwillnotendwellforthem,” heresponded.

The U.S. official outlined the strength of American military capabilities, and suggested that Venezuela avoid making any hostile moves. “I think the US Navy today is making it clear and demonstrating our ability to, we have a big Navy, and it can get almost anywhere, and can get anywhere in the world,” Rubio said. Notably, Guyana has remained steadfast in its position to relying on international law and diplomacy to resolvethebordercontroversywithits neighbourVenezuela.PresidentAlihas previously stated that while Guyana is committed to peace, the country will defenditsterritorialintegrity

InrelationtoPSThomas whohasbeenonleavesince lastyear,Nandlallwasasked whether similar actions could be taken against her, and in his response, the Attorney General expressed his confidence in the agencies to act objectively and based on evidence. “I cannot speak for the law enforcement agencies nor the Guyana Revenue Authority, but I have no doubt that their approach will be one that would be objective and would be evidence-driven. I have no reason to think otherwise,” headded.

This publication had reported that the U S Treasury's Office of Foreign Assets Control (OFAC) had sanctioned the Mohameds over allegations of tax evasion, corruption, and gold smuggling, while Thomas was accused of misusing her position to grant government contracts and other benefits to the businessmen Since the sanctions, the Guyanese government has sought information from U S authoritiesandcommittedto taking appropriate action once enough evidence was available.

According to Nandlall, the United States DepartmentofJustice(DOJ) has responded to Guyana's requestsforinformation, and the investigation remains ongoing. However, he could not provide a specific timeline for when charges might be filed. “They are going to act, they have formally communicated that to me or to the government, and I presume that they will act. They will be acting anytimenow,”heassured.

CRG joins call for the resignation of the Minister with responsibility for Education

DearEditor,

The recent call for the resignation of the Minister with responsibility for EducationistimelyandCRG supports this position. CRG hadpreviouslycalledforthe Minister's suspension shortly after the Dharamlall scandal was exposed. Too many concerns are being raisedcontinually.

The mishandling of the risks stated by the inspector priortotheMahdiadormfire thatledtoamajortragedyin our country, the access provided to someone of

questionable character to young vulnerable children, the poor handling and disregardforteachers'rights, andthelackofimprovement in the performance of our students are sufficient grounds for the removal of the subject minister The recent scandal in the GOAL programme is yet another indication of gross mismanagement.

Too many processes that should be in place to keep our students safe and well educatedareeitherbrokenor missing.Ourcountrycannot

afford to let these major inadequaciesremaininplace forsuchanimportantrolein our society Please see attached photo of the Ministerwithachildshortly after the tragedy It speaks foritself.

We n e e d b e t t e r leadership for our students and we need the ministry to beledbysomeonewhotakes the job of educating and keeping our students safe moreseriously.

Schools continue to be built without the adequate fire safety measures being

put in place. We cannot afford to continue to allow officials to gamble with the lives of our children. From numerous near misses to a majortragedy, andcontinued numerous near misses that can lead to another tragedy, makes it urgent that the MinistryofEducationbeled by someone who will act upon the current risks in a morepressingmanner.CRG also calls for the immediate resignation of the subject Minister

The ethnic diversity debate

DearEditor,

As we continue the debate about Guyana`s ethnic diversity and the ethnic conflict which has afflicted our society, there are those who attribute our problem solely to the politicians and there are thosewhodiffer

Infurtheranceof, andasa contribution to, the debate, here are three pertinent quotations from eminent scholars, whichreferredtoin thissaidletterin2020.

1. 'The plural society owesitsexistencetoexternal facts;itisaunitofdisparate parts, anditlacksacommon socialwill.

There is a medley of peoples who mix but do not combine. The difference sections of the community live side by side, but separately, within the same political unit. Even in the

economic sphere, there is division of labour along ethniclines.

T h e m e m b e r s intermingle and meet as individuals, but the union is not voluntary; it is imposed bythecolonialpowerandby the force of economic circumstances (J S Furnivall, Colonial policy and practice a comparative study of Burma and Netherlands India CambridgeUniversityPress, 1948.)

2 “Demographic pressures and technological innovations have caused a scarcity of work on the plantations which is not compensated for by the growthofnewindustries. As more and more East Indians searched outside the plantationsforjobs, thearea of competition between the East Indians and Afro-

Guyanese sharpened.” (Paul Singh, Guyana: socialism in a plural society Fabian ResearchSeries307,1972) 3. “During the period of British hegemony, any conflicting national interest of East Indians and AfroGuyanese were kept in abeyance by parallel status deprivation and their common opposition to colonialism.Withtheadvent of independence, the latent conflictsemergedintermsof political competition, job allocation and increased prejudice ” (Paul Singh, Guyana:socialisminaplural society Fabian Research series307,1972).

The first quotation establishes the conceptual framework for the identification of a plural society. Is that applicable to Guyana?

The second quotation

identifies an occasion when the differences assumed antagonisticproportions.

The third quotation identifiesthesuppressant,as wellastheawakening, ofthe conflict, albeit it does not factor-in all of the ethnic groups.

Let the debate continue, in 2025, as we still seek the truth about, and consensus on, the causal factors of our ethnicconflict.

The three quotations citedaboveareuseful, ifnot central points, in the search for an understanding of our problem and the scripting of asolution.

The identification of those factors will go a long way in determining how the conflictcanberesolved. The resolution should be our ultimategoal.

We need to promote our people's Indigenous culture, language, and traditions

DearEditor,

We need to promote our people's Indigenous culture, language, andtraditions. We also embrace progressive initiatives such as ecotourism, modern sports facilities, education, and o t h e r s i g n i f i c a n t advancements in our communities We must ensure that we are not overlooked or forgotten by thecentralgovernment.

W h i l e t h e s e

developments in our communities are beneficial, noteverythinginourvillages is positive. Many of our people, particularlythemen, are struggling with alcohol abuse.Itappearsthatmostof us lack the self-control to know when to stop, often

failing to say, "I've had enough;it'stimetogohome to my family and children."

Unfortunately, this issue has l e d t o n e g a t i v e consequences, including violence, with instances of stabbings, and even a tragic case where a woman murdered her child without mercyinhervillage. The other evil is that underage girls are being exploited sexually by their unclesandclosemalefamily predators in villages across Guyana.Andthesearebeing hiddenmosttimesbyparents and family members who don't want their relatives to go to prison In North Rupununi, there has been sexualmolestationofafouryear-old girl child by a

mentally challenged man and the raping of a thirteenyear-old female student in South Pakaraimas. All of these evils happening to our young girls should be stopped by our people, organizing ourselves to denounceallwrongdoings.

Editor, these crimes are gettingoutofcontrol, andwe cannot stand by and see victimssufferfromtheseevil actsanddonothing.

To address these social issues in communities, here

are some practical suggestions to help curb alcohol abuse by men and control family members or o t h e r p r e d a t o r s impregnating young Indigenousgirlsinvillages. 1. Reenforced the law of

alcohol in Indigenous communities and imposed a fine on those who sell it withoutalicenceinvillages.

2 We need to stop protecting our uncles, fathers, and those in authority who are placed in trustofouryoungteenagers. There is a need to let the victimsbreakthesilenceand make examples of sex offenders in our villages by jailing them, including parents who can't monitor and supervise their young daughters' whereabouts, which contributes to underage girls being impregnatedinvillages.

AG needs to clarify matters on land acquisition for the gas-to-energy transmission lines from Diamond to Soesdyke

DearEditor,

I saw an article in the StabroekNewsonMarch25, 2025,andtitled'Gov'tmeets persons likely to be affected

b y g a s t o e n e rg y transmission lines' The article stated, 'Attorney General, Anil Nandlall SC yesterday said that the government had met with a number of persons whose proprietary interests are likely to be affected by the corridor earmarked for the Guyana Power & Light (GPL) transmission lines from the Gas-to-Shore Generating Facility and the new East Bank Demerara Highway (Diamond to Soesdyke)'.

This engagement was held at the Arthur Chung Conference Centre What was alarming about this articleisthatStabroekNews reportedthattheinformation wastakenfromapostonthe

Attorney General's Facebook page. Firstly, was Stabroek News and other news agency not invited to this meeting? Secondly,

several people have contacted me, having read the article in the Stabroek

News to find out if I was aware of the meeting, I was not. I also enquired from residentsontheEastBankof DemeraraandnobodywhoI contacted knew about the meeting. The AG needs to organize meaningful consultations with the residents who will be affected.

Thearticlefurtherstated that the Attorney General (AG)saidthat“Everyperson is free to retain a lawyer of their choice and if they cannot afford to do so, the State will provide one for them Similarly, every person has a right to a valuation officer of their choice to advise them in the process.Everyeffortwillbe made to minimise the acquisition of private property”. Now, editor, a numberofissueshavearisen from theAttorney General's note on the event on his Facebookpage. On the point of “Every effort will be made to minimize the acquisition of private property”, we need clarification from the Attorney General It is rumoured that the

government is building the newEastBankPublicRoad, and they intend to or are mulling to take 600 feet of land,Ithink300feetonboth sides of the road. Now, why would the government require 600 feet of land for the road? In my view, if this is accurate, this is the government essentially intending to take the prime lands flanking the new publicroad.

Thequestionis, forwhat purpose? I think that according to the 'law', it is 100 feet that is required, I stand corrected. Does the government intend to take the prime front lands from landowners on the East Bank? If this is accurate, I have some serious issues with this approach. It is a good thing for the government to build new roadsandopenuplands,we appreciate this very much. Particularly, now that Guyana has lots of oil money, thisispossibletoday more than any other time in Guyana. What I disagree withisthegovernmentusing these road expansions for wealth creation for the rich

Cheddi Jagan and 'Democratic

DearEditor,

March 6, 2025 marked the 28th anniversary of the life and legacy of Cheddi Jagan.

To mark the occasion, celebrationswereheldatthe Cheddi Jagan Research Centre at Red House, in Georgetown, where a panel discussion was held on the topic 'Jagan as a Visionary' andlater, theAnnualCheddi Jagan Lecture Series was convened.Botheventswere highly successful and well attended.

The annual pilgrimage by thousands of Party supportersandpartyleaders to the burial site of Jagan at Babu Jaan in Berbice took place and was given wide coveragebymainstreamand electronic media outlets

Speeches were made by the President of the Republic and theVice President. For my part, I published a small butsignificantnotethatwas sent to me by President Jagan before his passing. The contents of the note speak for itself: The note has no date, but I assume it waswrittenbeforehediedas the President of Guyana (March 1918-March 1997).

Michael Manley, the person referredtoinhisnotewasat onetime, thePrimeMinister of Jamaica (December 1924-March1997). That note, is just one of the many personal notes PresidentJaganwrotetome sharing his thoughts, personal impressions about people and about topical events. I have kept those

and wealthy to access the prime front lands by new roadways by using the amended Acquisition of Lands for Public Purposes Act for acquiring these private lands under the pretext that they are being acquired for public purposes.

The Attorney General stated that 'every effort will be made to minimize the acquisition of private property'. The AG must be more specific in this consultation stage. What does minimum acquisition mean;100feet,300feet,600 feet, one acre, or other? If it is300or600feet,whydoes the government need 300 –600 feet to build a roadway, placeutilitypoles and water mains, etc.?

I also learnt that the government wants to purchase land from private landowners during this road buildingprocess.

Tothelandownersonthe East Bank Demerara, my advice is to let the government have the 100 feetandbuildthenewpublic road, install power lines, water mains, etc., then the

value of your property will increase;andthenselltothe government additional lands, if they are so interested, providing that landowners want to sell, but do not be forced by the government to sell acres of your lands before the new roadisbuilt.

I think that the governmentisreallymissing an opportunity to develop and implement a poverty reduction programme that will accele

the movementoflargegroupsof Guyanese into the middle class. These new roadways will increase the value of landsignificantlyandcreate the opportunity for landowners to create and capture more value from theirlands.Canyouimagine the government's; this government or another government's poverty reduction transition over fiveortenyears?

My vision is to see poverty eliminated in Guyana by 2035 and this is possible if the government hasastrategic, structureand fair programme to assist landownerstousetheirlands

to move out of poverty into themiddleclass.

The Attorney General also seems to be 'battle ready' , even before meaningful consultation, he issayingeverypersonisfree to retain a lawyer and a valuation officer.ThisI find interesting; how much land is required for these roads? Or should I ask how many acres of land is required by the government for the new East Bank Public Road?

Does the AG know something that we don't?

Residents on the East Bank mustnotbeforcedtosellthe government their lands or giveupmorethanisrequired forthenewroadandutilities, etc. We look forward to meaningfulconsultationson this matter, Mr Attorney General and the relevant agencies. It is my view that thegovernmentshouldfocus on the 100 feet or so that is requiredforconstructingthe road and utilities. Some of us secured in our ivory tower fail to see the bigger picture

DearEditor,

So the Chairman of the Private Sector Commission (PSC), Mr Komal Singh, in hisaddresstoameetingwith the International Monetary Fund (IMF) delegation pronounced that “every economic sector in Guyana is experiencing growth, driving an increasing demand for skilled labour.” This is true but he then proceeds to state that any unemployment in Guyana is voluntary

Some of us secured in ourivorytowerfailtoseethe bigger picture. Persons find it uneconomical to work in areas that are distant from their homes, which require excessive amounts for transportation and even sometimes housing. Over a year ago, I was in a local Guyanese establishment, and engaged an employee behind the counter I found out that they had come in from Venezuela a few monthsearlier

The Guyanese Manager observing the conversation waved his hand and told the Venezuelan employee not to speak with strangers. This remark must not be trivialised because it points tomuchdeeperissues.

All of a sudden, Guyanesebornandbredhere are now being described by the new Private Sector elite as being a stranger. This means that our Amerindian Brothers and Sisters who settled here thousands of yearsago, arenowstrangers. The descendants of those who travelled in boats and tradedwithAmerindiansare now strangers See Ivan Sertima'sbook-TheyCame beforeColumbus.”

The Descendants of the African who with their folly

and complicity of some African Chiefs were herded into slave castles in West Africa and later tricked and placed into ships and brought to labour under inhumane conditions, being beaten, dehumanized, and cut off from their ancestral roots, todigcanalsanddams toproducesugarandcotton, and according to the Book, “Overthrow of Colonial Slavery,” allowed Massa to make fabulous fortunes out offreelabouroftheAfricans who civilised the entire Coastal belt must now be describedas'strangers.'

OurIndianBrotherswho were brought on ships, provided by the former plantation owners, worked hard and made sacrifices. Theirdescendantsmustnow be described as strangers. Those who came from Madeira and China and settled here are now strangers in the Cooperative RepublicofGuyana.

If the Private Sector Commission are truly concerned, they should address the growing gap between the haves and the haves not. To reduce this widening gap, the Private Sector must be bold enough to bring together all of the politicalparties, inandoutof office, to retool the education system, energise and give relevance to the fastest growing economy of theworld.

The World Bank report noted that Education in the Caribbean was in crisis. An examination of the recent CXC results, showed how Guyana has fallen behind in t h e k e y a r e a s o f Mathematics, Science and English Language. A truly concerned Private Sector must take a holistic view of

Guyana if we are not to betray what Cheddi Jagan and Forbes Burnham fought for Only a retooled educational system can provide the business industry with the skills and attitudes required to make th

h e beneficiariesoftheCreator's bounty,ofHisblessings. The Private Sector Commission can help take us forward instead of being part of the orchestrated propaganda blitz.

Incidentally, I've said nothing on this question so far But when the Government puts it as 'One Guyana,' on an official document such as our Passport, it is time for the PNC to take credit for first advancing the idea of One Guyana in Parliament in 2006.

It was then that the Leader of the PNC, Robert Corbin in 2006, advanced this idea, during an effort to harmonize the existing social and political groupings existing at that time. The slogan 'PNC/R ONE GUYANA' then had a specific objective and was not intended to replace our National Motto of “One People, One Nation, One Destiny.”

They say, there is no greaterpraiseonecangiveto another person than when one copies an idea or a slogan from another The PNC should therefore be proud that the PPP in government has copied a sloganfromthePNC. Only thetruth, thewholetruthand nothing but the truth can set usfree.

Guyanaisinacrisis,and Iwillcontinuetosayituntil thetruthisacknowledged.

With the GRE 2025 elections approaching later thisyear, itisevidentthatthe PPP/C is on shaky ground. I have been observing the political climate closely and the behaviour of certain individuals The latest incident involved a female PPP/C supporter, Ms. Indira Jafarally, who physically assaulted a male, provoking a retaliatory response from thegentleman.

It is disheartening to witness figures like Nigel Dharamlall and others attempt to demonize the gentleman without understanding the full context. Fortunately, thanks to social media and those who recorded the incident, the public is able to see through the PPP/C's propaganda.

ThesilenceofthePPP/C leadership in this matter is telling. Should we assume t h a t t h e y a r e t h e

masterminds or intellectual authors behind such acts of violence?

This incident brings to mindtheeventsofMarch15, 2020, when PPP/C supportersattackedinnocent schoolchildren traveling home on a minibus in Bath, WCB. IappealtoallGuyanese; whether you are an AFC, PPP/C, or PNCR supporter, not to let political emotions dictate your actions. We are “One People, One Nation, and One Destiny”. Let us define ourselves as Guyanese, not by our political affiliation No political party owns us as individuals Many of us engage civically through political institutions to c o n t r i b u t e t o t h e developmentofournation.

Change is coming I appeal to my brothers and sisters; our ancestors fought for adult suffrage and the right to vote, striving to make a difference for themselves, their families, andsociety In2025,wewill have the opportunity to vote for a stable, fair, and just society We have witnessed the devastation that marginalization and corruption have caused, and we know that democracy must once again be the cornerstone of our nation. Therefore, I vehemently reject any and all forms of violence.

Guyanawillrisefromthe ashes!

As Guyana approaches fifty-nine (59) years of independence, it is disheartening to see our nation still politically divided by a few powerhungry politicians. The time has come for a new political paradigm in Guyana. How much longer will the vulnerable suffer while the richcontinuetobenefit?

Govt. warns City Hall over waiver of interest on outstanding rates and taxes

Minister of Local Government and Regional Development Sonia Parag has issued a warning to the GeorgetownMayorandCity Council (M&CC) over its move to implement an “unlawfulandunauthorised” financialregulationtowaive interest on outstanding rates and taxes owed by property ownersinthecity

In a letter sent to the council, Minister Parag noted that it came to her attention that the Mayor

along with the APNU/ AFC aligned councillors have unlawfully passed and are now seeking to implement a purported financial regulation which will allow for the waiver of interest on rates and taxes owed by propertyownersinthecity

The Local Government Minister who in her letter urged the council to “cease and desist” from such unlawful action noted that the Municipal and District CouncilsAct, Cap. 28:01 of

the Laws of Guyana, “expressly and exclusively” vests the authority to make financial regulations in the Minister

“Section 146(1) of the Act is unambiguous. That powerlieswiththeMinister, not with you...” Parag said addingthat“Section146(1) states: The Minister may make financial regulations for controlling and managingfinancialbusiness ofcouncils.”

According to the

Minister, thelegislationgoes on to outline the scope including matters related to accounting, borrowing, tendering and the receipt of revenue. Parag noted that “Subsidiarylegislationbyits nature must be made by the authority designated by statute You are not the authority designated by statute. Any attempts to do otherwiseareultraviresand legallyvoid.”

“Further,” she said, “before any such subsidiary legislation can take effect, it must be published in the Official Gazette in accordance with established legal procedure which the Minister authorises. This is notafunctionwhichyouare authorised to perform or causetobedone.

The PPP has started the intimidation

In politics, as in life, what goes around comes around The People's Progressive Party/Civic (PPPC) may presently revel in the loud and rowdy protests that follow Azruddin Mohamed into its strongholds.

But history teaches us that the whip you crack today may one day be turned againstyou.Thedeployment of intimidatory tactics against Mohamed is not simply a moment of partisan mischief; it is the setting of a dangerous precedent, one that may well turn against the PPPC in ways it does not yetanticipate.

Guyana is no stranger to political turbulence The road to power has long been paved with acrimony, hostility, and, at times, outright violence The PPPC,whichnowenjoysthe comforts of incumbency, ought to remember that the tactics it condones today may be visited upon it tomorrow If the intention behind these protests is to deter Mohamed from entering the political fray, it is as futile as it is shortsighted Political history abounds with figures who have drawn strength fromadversity;themoreone is attacked, the more one is noticed, and in politics visibilityiscurrency

The PPPC has a history of decrying political intimidationwhenitisonthe receiving end, but it appears less troubled when the shoe isontheotherfoot.Ithasfelt the sting of hostile crowds before. In the 2015 and 2020 election campaigns, its m e e t i n g s i n P N C R strongholds were met with

hecklers, jeers, and missiles.

At one meeting, a party flag was urinated upon and set alight. These were not mere expressions of political disagreement; they were calculated efforts to silence and discourage. The PPPC condemned these acts, as it should have. It should now consider whether its current approach is any less destructive.

Politics is a strange game. The strategies that seem clever in one moment can become liabilities in the next.ThePPPCisseekingto expand its reach into opposition strongholds, hoping to attract votes from t r a d i t i o n a l P N C R supporters But the very actions it now sanctions against Mohamed may return to haunt it when its own election caravan rolls intooppositionterritory The logic is simple: if one side seesintimidationasfairplay, theothersidewillsoonadopt the same position What begins as an isolated tactic can quickly spiral into a norm, andadangerousoneat that.

More troubling than the protests themselves is the suggestion that they may be orchestrated by the ruling party If true, this marks a sharp and troubling departure from democratic principles Campaigning should be a contest of ideas, not a test of endurance against orchestrated mobs. Mohamed, regardless of whether he ultimately contests the elections, has the right to engage with the publicwithoutbeingshouted down or harassed. To deny him that right is to deny the essence of democratic

Dem Boys Seh...

competition.

The PPPC and its acolytes may currently view thesedisruptionsasaformof political theater, a show of strength that demoralizes potential challengers. But in politics, intimidation does not merely silence; it also galvanizes Supporters of Mohamed may see these actions not as deterrents but as provocations, as evidence that the ruling party fears his potential candidacy Worse still, opposition forces may adopt similar methods, leadingtoacycleofhostility that make

ical discourse impossible A p

champion democracy must be wary of the forces it unleashes.

Guyana has had its share of turbulent elections. The nation cannot afford another cycle of political violence and intimidation The responsibility of ensuring a peaceful campaign season rests with all political actors, but the burden falls heaviest on those who hold power The PPPC, as the governing party, must take the lead in ensuring that democratic norms are upheld. It must resist the temptation to use its supporters as a bludgeon against potential opponents. To do otherwise is to risk normalizingchaos.

The international community is watching Observergroups, embassies, and regional partners are already attuned to the fragility of Guyana's political scene. If the PPPC continues down this path, it risks drawing the scrutiny and condemnation of those who expect democratic fairness. More immediately,

Election Time is Promise Time!

Election season come again, and y'all know wah that mean—politicians flooding de country like rainy season! Dem running all over, shaking hands, kissing babies, and mekkingpromisepontopahpromise. Some ah dem gon promise heaven and earth, but whendedustsettle, allyuhgettingismud. Some gon try fuh fix problem right deh pon de spot, just fuh show dem doing something. But dem don't always check if dem even got de means fuh do it. Big red jersey, big smile, and bigger promises. He seh he comefuhlistentodepeopleproblemandfix dem right away—like how dem always promisingdemgonfixdemsugarestate, but westillwaiting.

it risks alienating the very voters it hopes to attract. No one is persuaded by a party t h a t s e e m s t o f e a r competition. If the PPPC believes in its vision, it s h o u l d w e l c o m e challengers, not attempt to silencethem.

Itisnottoolatetochange course. There is still time for observer groups to engage politicalpartiesandpotential candidates in discussions about fair campaigning Agreements can be brokered to ensure that all parties are free to canvas support withoutfearofdisruption.

Political leaders must

committoacampaignfreeof intimidation and violence. The PPPC, in particular, must recognize that d e m o c r a c y i s n o t strengthened by silencing voices but by engaging them.

In the final analysis, the tactics being deployed against Azruddin Mohamed are not just about one man; they are about the broader trajectory of Guyanese politics. If intimidation is a l l o w e d t o s t a n d unchallenged, it will shape theconductofthisyear'sand futureelections. If,however, politicalactorschoosetorise

above it, they will set a precedent that strengthens democracy The choice is clear: a politics of fear or a politics of competition. The PPPC must decide which legacyitprefers.

Guyana borrows another US$22M from World Bank for health programme

The World Bank's Board of ExecutiveDirectorshasapproveda loan of US$22M for a new project to strengthen health resilience in Guyana.

The US$22M Guyana One Health Project will focus on empoweringthecountrytoprevent, prepare for, and respond to health emergencies, the Bank said in a statement.Theprojectwilladopta One Health approach, which integrates human, animal, and environmentalhealthsystems.

According to the World Bank, Guyana faces an evolving set of public health threats Noncommunicablediseasesaccountfor 70 percent of all deaths while infectious diseases, such as HIV/AIDS, tuberculosis, and malaria, continue to pose major risks. The threat of antimicrobial resistance (AMR) - when medicineslikeantibioticsnolonger work against infections - is especially pressing. In 2019, 147 deaths in Guyana were directly attributabletoAMRand579deaths wereassociatedwithit, makingthe country the second highest in AMR-related mortality in the Caribbean Further, despite a largely government-funded

healthcare system that serves around 80 percent of the population, hinterland regions still experience critical shortages of healthcare workers. The country's health information system is also mainly paper-based, making it difficult to track patient care and ensure continuity especially duringemergencies.

Toaddressthesechallenges, the WorldBankandtheGovernmentof Guyana, with the support of the Pandemic Fund, have launched a new project which integrates and modernizesGuyana'spublichealth infrastructure. The Guyana One HealthProjectwillfurtherupgrade and decentralize the laboratory network, including transforming the National Public Health Reference Laboratory into a stateof-the-art facility Veterinary and wildlife diagnostic capacity will alsobeexpanded, utilizingtheOne Health approach, improving the ability to detect zoonotic diseases—those that spread from animals to humans—as well as illnesses such as dengue and malaria. extreme weather conditions. The project builds upon previous partnerships, includingtheGuyana COVID-19 Emergency Response Project.

“A healthy and productive society is critical for economic growth,” said Diletta Doretti, World Bank Group Representative for Guyana. “This project builds upon earlier health projects which addressed vulnerabilities in the health system, applying a One Health approach, and directly contributes to the nation's productivity and long-term

prosperity.”

The project will also work to digitize the country's health surveillance systems, replacing outdated paper records with integrated,real-timeplatformsthat link data from across human and animal health sectors critical for addressing AMR. Further, it will establish regional surveillance units nationwide, helping to detect andrespondtoemergingoutbreaks closer to their source. Investments will also improve disease monitoring at points of entry, ensuring Guyana's borders are

better equipped to manage crossborderhealththreats.

Alongside these system upgrades, a new generation of health professionals from laboratory scientists to port health officers will be trained and equipped with the skills to detect, report, and respond to outbreaks. The training will go beyond technical expertise to include how to identify and support individuals affectedbygender-basedviolence, a risk that often increases during crises.

Guyana partners with ILO & FAO to revitalise fishing cooperatives

In an effort to stimulate g r o w t h a n d b e t t e r functioning of cooperatives and associations within the fisheries sector, particularly in the seabob sector of Guyana, the government through the Ministries of Labour and Agriculture alongside the Food and Agriculture Organization of the United Nations (FAO), the International Labour Organization (ILO), and the European Union (EU) on Thursday launched a new

culture, empowering artisanal fisherfolk and empowering women within thefisheriessector FISH4ACP, an initiative of the African, Caribbean and Pacific Group of States (OACPS), implemented by FAO with funding from the European Union (EU) and GermanFederalMinistryfor Economic Cooperation and Development (BMZ), focuses on improving the p r o d u c t i v i t y a n d competitiveness of the Atlanticseabobfishery With approximately 26

registered fisheries cooperatives present in the country, Chief Cooperatives Officer at the Ministry of Labour,JanaknauthPanchu, said that only five of the 26

accordance with the Cooperatives Society Act Chapter88:01.Thesearethe No 66 Fishermen's Co-op, Three Door Fishermen Coop,RosignolFishermenCoop, a co-op located in Siparuta and another in Orealla,RegionSix.

“Now, immediately, you may want to ask why only fiveoutof26ofthesefishing cooperativesarefunctioning in accordance with the Act. Now, this will be attributed to many reasons One of which is poor management, sometimes corruption by persons who were elected into the committees of management of these societies And when

m e m b e r s b e c o m e dissatisfied when they see corruption, when they see thattheirresourcesarebeing misused, sometimes they would refuse to contribute

financially to these societies,” the Chief Officer explained.

According to Mr. Panchu, when these conflicts arise, the Cooperatives Department wouldusuallyinterveneand try to resolve the disputes between members. He said that they are usually successful He added, however, “Sometimes it doesn't last and then these people go back to their old ways.”

Henoted, too, thatwhen the department wants to put sanctions in place for these members, there is a hindrance in doing so, since the Cooperatives Society's legislationhasbeeninactive since1948.

“So it is quite outdated, andtheneedforamendment toalotofthingsstatedinthe Co-opAct.Therearefinesin Co-opActlike50cents,a$1, we have $250 for refusal to hand over the financial record that we may appoint and so that cannot be considered really a fine in today's society In 1948, a $250 would have been a heftyfine.Intoday'ssociety, that wouldn't even be considered a fine,” he revealed.

With the legislation also being a challenge, the Chief Officer noted that the ILO hasbeenworkingalongwith the ministry to review the legislation and make some amendments.

“Now, I would have pointedoutthesethingshere becauseIknow, yes, weneed some help and I know that theILOisonboard, theFAO is onboard, and we have these experts from Cipriani College (from Trinidad and Tobago) here to provide assistance. So, I know we w o u l d s t r e n g t h e n cooperatives in the future andtrytoconvincepeopleto work in harmony for the betterment of these societies,”hementioned.

In strengthening these fishing cooperatives, Panchu stated that it is a crucial move in this sector, sincetheseabobvaluechain is important to Guyana's economy

Minister Hamilton underscored the importance of community service as an integral part of the training programme. He lauded the participation of women in the

programme and noted that their involvement reflects the government’s commitment to inclusivity and equal access to opportunities.

“Let me say I’m grateful and thankful that you’re thinking outside the box. You’re thinking differently. You’re not locked into this box where a man says, this is man’s work only. And you women must continue to push to the door. When you suc-

That’s your role, to ensure that no more women are sidelined or neglected, or men saying, you can’t do this work because this is a man’s work,” the minister stated. By investing in local talent, the government aims to foster a sense of pride within communities while creating self-sufficient and thriving regions.

He also outlined the scope of the MOU. “Our joint commitment in an enhanced partnership in combating transnational crime, inclusive of narcotics trafficking, human trafficking, money laundering, and all forms of smuggling, is reflected in the enhanced MOU signed today. We have reassured our partner that we will continue to ensure all international and local labour laws are adhered to in the hiring of regional and international labour,” President Ali added. The President further expressed confidence in the MOU and the significance of Secretary Rubio’s visit. “I’m confident that the outcome of this visit has further aligned our policy agendas, shared commitments, and partnerships that will bring enormous benefits for our two countries and the region,” he said.

Meanwhile, Secretary Rubio also commended the partnership between the two nations, emphasising Guyana’s potential for transformation.

“I hope you fully appreciate and understand that this is the most exciting place in the world to be right now because you have the opportunity at this moment to transform this country for generations. We want to be your partner in making that possible. We think it’s a mutual benefit to see that happen. Other countries are looking to improve and make progress, but his country has an opportunity to transform,” Rubio remarked.

He also highlighted the benefits of the partnership, stating, “You have an opportunity to expand in a responsible way, agricultural production, not just for the needs of your population, but for the region, and to do it in a way that safeguards the beauty and the natural environment that’s pristine. You have an opportunity to expand in eco-tourism. Citizens to stage protest today against

A group of citizens has therefore organised a protest to demonstrate againstthelackofaccessto information in Guyana. The exercise will be conducted from12noonattheOfficeof the Commissioner of Information,340EastStreet, between Middle and QuaminaStreets.

In a statement to the media, Attorney-at-Law

C h r i s t o p h e r R a m explained that over the years, he, as well as former President of Transparency

Institute of Guyana Inc (TIGI), Frederick Collins, former Auditor General (AG), Anand Goolsarran, and transparency advocate, Alfred Bhulai, have all tried to obtain information through the Office of the CommissionofInformation. Ram noted, “However, he has stalled for some ridiculous reasons, including his demand that he be addressed as Justice withS.C.O.R.followinghis name. He has also played games with applicants, p u t t i n g h i s o w n interpretation of the Access toInformationAct.”

To this end, the lawyer pointed out that the effect is an Act that fails to achieve its intended goal, despite the Office receiving $40millionperyear Ram also highlighted

Commissioner of Information, Charles Ramson (senior)

that there has never been a single report tabled in Parliament, as required by theAct.

Consequently, the protest has been organized to demand that the Act is “operationalized as it should be” and for the legislation to be subject to review and amendment, after more than a decade.

Further, the attorney suggested that “surgical measures” be taken should the Commissioner's Office continue obstructing access to information, since “governmentcannotclaimto champion transparency whileallowingthismockery tocontinue.”

…as Trump threatens tariff on Chinese-made vessels Guyana vows to stand with U.S.

While President Irfaan Ali has acknowledged the looming economic impacts stemming from United States President Donald Trump's proposed tariffs on Chinese-built ships, on Thursday he vowed to stand by the U.S., “a great friend” ofGuyana.

At a press conference following talks with U.S. Secretary of State Marco Rubio, heldatStateHousein Georgetown, both officials were asked whether their discussions focused on the impacts the tariffs could have on the Caribbean Responding first, Secretary Rubio contended that the U S aims to reduce dependency on Chinese shipbuilding. He, however, acknowledged the potential economic consequences for Guyanaandtheregion.“The goal the President has in doing so is we need to have an ability to build ships in this world that don't just comefromChina.Ithinkit's just dangerous that one country in the world is building all the ships. I assureyouthatwedon'twant awar.ButImean, they'renot goingtobuildshipsforusif we get in trouble, right? So, weneedtohavealternatives to Chinese and we're trying to create a market and then demand for alternatives to Chinese ship construction,” Rubioexplained.

Secretary Rubio admitted that he could not make any guarantees about exemptions or policy changes, as trade matters do not fall under his portfolio. However, he assured that he would relay the region's concerns to U S trade officials.“So,Ican'tmakea commitment to those exempt, because that's not something we have with the partner State. What I can committoisthatIwillmost certainlyraisethisissueasa recurring issue in multiple places, that it would have a real detrimental effect on economic development Maybe in 10 years, it won't be an issue because there's been some diversification, maybeinfive, butrightnow, it would be problematic. That message I'll take back to Washington and to my colleagues that are handling thetradeportfolio, andwe'll see how the President decides to proceed. But rest assured, we will take that message back,” Rubio

stated. For his part, President Irfaan Ali took comfort in Rubio's statement that he will relate Guyana and the region's concern. He said, “But Secretary Rubio is, as he said, will take this back andtoseewhethertherecan be any special initiative for theregion, givenourspecific circumstances.”To this end, AlimadeitclearthatGuyana has a responsibility to its friends. “The U.S. is a great friend of ours. The U.S. has made it very clear that they are ready to stand by us in our development, in our economic expansion, in our security and in our defence. And I will say very boldly that such friends must have some different and preferential treatment, because a friend who will defend me when I need a friendtodefendme, mustbe a friend that enjoys some specialplaceinourheartand in our country, that will be thecase,”hesaid.

President Ali recently voicedhisconcernsoverthe impacts Trump's tariffs

would have on the region.

Ali said that Guyana, Suriname, and Trinidad and Tobagowouldneedtoassess the implications for tankers

and other vessels transporting oil and gas

“That, of course, can have effects on the cost of goods coming into the region, the costoftransportcominginto the region… this is a policy that was alluded to, so there are some discussions that will have to occur so all of thesethingsarekeyregional issuesthatwearediscussing together,”Alistated.Hesaid that while the policy is not yet implemented, “we have to have early conversations to mitigate or minimize the impact.”

US media have reported that industry executives stated on Monday at a U.S. Trade Representative (USTR) hearing, that Trump'splantorevitalisethe U.S.shipbuildingindustryis likelytobackfire, asitrelies on proposed fees for Chinalinked vessels that would harm domestic ship

U.S. ship operators said that fees onChina-linkedshipswould push more U.S. cargo to foreign-capitalized ocean transport companies, which have the resources to better handlethechange.

According to the USTR, China's share of the shipbuilding market rose from under 5% in 1999 to over 50% in 2023. Speakers said that U S shipyards produce fewer than 10 ships ayear, whileChinaproduces 1,000. Meanwhile, industry executives noted that shipbuilders in Japan and Korea would struggle to meet demand in the years it would take for U S shipyardstobuildcapacity.

Kathy Metcalf, CEO of the Chamber of Shipping of America, said that replacing existing Chinese-built ships is not like flipping a light switch “Punishing China and the U S maritime transport system is not an acceptable outcome,” she said.

The discussion centers on the stacking of fees on Chinese-built ships, which could exceed US$3 million per visit to U S ports, Reutersreported.TheTrump administration claims these fees will deter China's increasing commercial and military dominance in open seasandencouragedomestic shipbuilding U S steelworkers' unions, U.S. steel manufacturers, and Democratic lawmakers support this effort, saying it will revitalize the domestic industry

However, this idea has created a shockwave in the U.S. maritime industry, as it threatens the survival of the same shipping companies and customers that would increase the demand for orders from the U S shipyards Trump wants to rebuild “The effort to strengthen American shipbuildingwouldnotserve the national interest if it inadvertently destroyed American-owned carriers,”

“HardworkingAmerican families cannot afford more price increases and product shortages, and American manufacturers and farmers cannot afford to lose more export markets,” Herman said.

Representative Rosa DeLauro and 62 other Democrats in Congress supported the proposed fees and other “swift and decisive” actions in a letter sent to U S Trade Representative Jamieson Greer on Monday, saying that China's dominance in t h e s e c t o r p o s e s “unacceptable costs and risks” in terms of job losses and critical manufacturing capacity.Theyrequestedthe USTR to provide a facility that would allow firms to avoid fees by routing their cargo through Mexico or Canada.

U S ship operators support key American industries, such as manufacturing, mining, and agriculture, by transporting goods on inland waterways, along the Great Lakes, and up and down the country's coasts Agricultural exporters are struggling to book ships after May due to uncertainty in the USTR plan, while coal industry representatives also state thatthefeesmakeitdifficult to offer their goods to the globalmarket.“Iurgeyouto ensure that your efforts to increase domestic shipbuilding do not come at the expense of farmers' access to the market,” said Mike Koehne, a board member of the American Soybean Association, who grows soybeans and corn in Indiana.

The USTR, which will hear more comments at a hearing on Wednesday before finalizing the proposal under the Unfair Trade PracticesAct, did not immediately respond to requestsforcomment.Inthe current proposal, to completely avoid fees, ship operators must be based outside of China, have less than25%oftheshipsintheir fleet built in China, and not plantoorderortakedelivery from Chinese shipyards in thenexttwoyears.
