



Arecentarticleby H o u s t o n Chronicle has placed the spotlight on American oil giants ExxonMobil and Chevron, for leading the list of Houston’s 100 highest paid executives.
Theagencyreportedthat whileHouston’seconomyis diversifying, most of the region’s top-paid executives are connected to the energy sector, and in particular oil andgas.
Houston Chronicle reported Exxon, Chevron, Exxon, Exxon again. That’s how this year’s ranking of Houston’s 100 highest-paid executivesbegins,anditsets thetonefortherestofthelist. Rounding out the top of the list were Neil Chapman and Jack Williams, both senior vice presidents at Exxon who each earned packages valued at about US$25.5millionlastyear

It was recently reported
that an arbitration panel met a decision in the dispute involving oil majors ExxonMobil Corporation andChinaNationalOffshore Oil Corporation (CNOOC) over a US$53 billion deal that could grant Chevron accesstoHessCorporation’s 30percentstakeinGuyana’s prolific Stabroek Block That decision has not been disclosedtodate.
In October 2023, it was announcedthatChevronwill b e a c q u i r i n g H e s s CorporationforsomeUS$53 billion. The takeover would giveChevronaccesstoHess’ most valuable asset in Guyana.However,thisledto ExxonMobil Corporation, the parent company for ExxonMobil Guyana Limited, the operator of the block filed for arbitration at theInternationalChamberof Commerce in Paris, arguing that it has a right of first refusal over Hess’ stake. In M a y 2 0 2 5 , t h e o i l companies, through their lawyers faced-off before the three-member arbitration tribunal.
Woods told Reuters the
companyfiledforarbitration because discussions were nothappeningwithChevron andHessaroundtherightof first refusal provision “Those discussions needed to happen and hadn’t been happening,”Woodssaidina Reutersarticle.
HesaidExxonwantedto have its right of first refusal recognised before it could decideonitsstrategyforthe Stabroek block. An Exxon executive has said the arbitrationcouldtakefiveto sixmonths.
Meanwhile, Wirth had said Chevron had done extensive due diligence on the operating agreement between Exxon and Hess in Guyana and has extensive experience in those types of agreementaroundtheworld. Chevron is looking forward t o a f f i r m i n g i t s understanding of the contractinthearbitration,he added.

Hospitals and schools, food convoys and aid centers, have all come under a relentless barrage of steel and fire. Yet, America is unmoved and unwilling to lift a finger on behalf of the battered and brutalized Palestinians, other than to utter a stray word of cautioneverynowandagain.
What is this that the Israelis are engaging in, what's calledwar? Whetherconflictorwar,itisnowmorethana war against terror, a war against a people, a war against civility,awaragainstallthatishonorable.
It is now what amounts to a war against Muslims, for when there is wider escalation of the Gaza assaults in anotherareaoftheregion,thennotmuchelseisleftforthe intellect to sift through. WhenAmerica stands limply by, jumps in on the side of the barbarous, then America the Beautifulfirstinchesslowlydownward,andthenbyleaps and bounds, into the territory of America the Pitiful. DearEditor, I am compelled to respond to Rohee's letter, which is headlined as 'his convictions in relation to GECOM s readiness for elections 2025', as opposed to its readiness to conduct free, fair and transparent elections Given Rohee's p r o p e n s i t y f o r disinformation, which I will lay bare once again, there shouldbenoneedtopayhis letteranyheed.However,the gravityofthematterandthe specifics of his conviction necessitate that the citizenry be relieved of his contamination of public information and things GECOM.
Rohee contends that the postponedGECOMmeeting of July 3 was not a “crucial meeting”.
Thankfully, he admits that the meeting was postponed.Hiscontentionof the meeting not being statutoryisirrelevant.Itwas agreed that in the lead up to elections, special meetings will be held on Thursdays. The notice of postponement acknowledged that a meeting was scheduled. To wit, there were “time sensitive matters” to be discussed, on which I shall elaborateherein.
First, the meeting was postponed on the eve of the certification of the Revised ListofVoters,soontobethe Final List of Electors, yet Rohee does not consider the
determination, of how the names of the dead, reported by the Commissioner of Police, and the Chief Medical Officer; and of the thousandswhodiedoverseas will be deleted from the list, asacrucialmatter Allthathe said about compilation of discussion notes and referrals to the AG are the ongoing shenanigans that willresultinthoseineligible names being retained on the list, on the pretext that time ran out on GECOM It should be noted that the timing of the elections emanated from the CEO's adviceonGECOM'sstateof preparedness.
Second, the issue of the incarcerated languishes at the AG's Chamber after the Chairperson referred the matter to that office Everyonehasagreedthatthe incarcerated are entitled to vote,buttheforumatwhich this matter should be reported on is postponed, rather than convened to deal with such “time sensitive” matters.
Imagine, Rohee unashamedly refers to the Chair`scitationofthePrison Act Cap 11:01 (it is “an offence for a person without a lawful excuse to speak or communicate with any prisoner”)asthebasisfornot enabling the incarcerated to vote Implied in their interpretation of the law is that the conduct of elections is not a lawful reason to
communicatewithprisoners, although the incarcerated have the constitutional right to vote. Their contention flies in the face of the constitutional right of the incarceratedcitizens.Towit, they dragged out this matter unto the dissolution of the National Assembly, thus d e m o n s t r a t i n g n o commitment to activating the legislative remedy that theyidentified.
Roheeclearlyadmitsthat the issue of the “Nonresident Order” is still to be resolved. That too is “time sensitive”.
On the question of the acquisitionof“sensitiveand non-sensitive items”, the Commission was belatedly informed about those items, and was only advised on June 27 about the actual procurement, only to realize that items, to the tune of millions of dollars, had already been sole sourced from India, including items such as, electoral ink and seals, which may well not meet the criteria for sole sourcing, since in keeping with the National ProcurementManualandthe Procurement Act they are neither 'exclusive items' nor 'specializedinnature'anddo not meet the criteria for sole sourcing.
There seems to be a preference not to have this matterinterrogated. In the face of all of the above,Roheeconcludedthat
“therewasno'timesensitive' issue slated for discussion” and “no critical tasks outstanding”.
I therefore find it necessary to sanitize the public information l a n d s c a p e o f h i s disinformation, and to decontaminate the public communication atmosphere. That Rohee's accusation of me being propagandistic is applicable to himself is demonstrated by his attempt to juxtapose my stance as a c o m m i s s i o n e r t o pronouncements of the Leader of the Opposition. Unlikely me, he does not enjoy the freedom of being objective about things GECOM, since he, by his own admission, is an adherent to the PPP/C`s positions and directives on things GECOM. It is downright disgraceful that this aircraft was commissioned with the national flag improperly displayed.Ifthegovernment really believes what it says that we are ready to defend our sovereignty and similar platitudes, what they are doing is broadcasting to our envious neighbour that we areillequipped.
This administration while promoting 'Stink n Dutty' Concerts, Vybz Kartel, Spice and the likes seem to care little about protecting and promoting national symbols and nationalpride.

Williams, a f o r m e r executive of the People's National Congress/ Reform (PNCR) and opposition member of parliament (MP) has parted ways with the PNCRandhasjoinedtheWe InvestinNationhood(WIN).
WIN is a party launched by businessman, Azruddin Mohamed,whowaslastyear sanctioned by the United States Department of the Treasury's Office of Foreign AssetsControl(OFAC).
In a statement Friday evening, Williams said, “As our country is preparing to take its place on the global stage in this fast-paced, technologically advanced era,itiseasyforournational development to be derailed and lose its momentum if those whom we choose to lead this advancement are ill-equipped and lack the substanceandveracitythatis necessary for this transition.”
She added that over the years, Guyana has been plagued by “ineptitude and deficient” leadership which she believes has left
lingeringnegativeeffectson national development and thelivesofGuyanese.
Hastings-Williams added, “For too long Guyanese have been forced into submission to a system of government which saw citizens being neglected, discriminated against and deniedjustice.
Others are still without basicnecessitiesandinsome instancestotallyignored.”
She argued that Guyana needs strong, visionary leadership that will ensure the country's natural resourcesbenefititspeople.

Alliance for Change (AFC), Nigel Hughes is calling on the Guyana Elections Commission (GECOM) to outline clear procedures for nomination day, in order to avoid chaos and confusion when it is time for parties to submit their list of candidates.
Hughes said Friday that his party had written the ChiefElectionOffice(CEO) Vishnu Persaud specifically asking him about the procedure for the presentationofthelist,butto date have received no response.
He lamented, “what we know today is that the presentation will take place attheUmanaYana.Wehave engaged with the Guyana Police Force in an effort to make sure that at least our presentation is done as orderlyaspossible.”
He said he understands GECOMislikelytobeatthe locationaroundmidnighton Sunday, but currently there are four political parties camping outside of the Umana Yana. The APNU arrived first, AFC second,
followed by ALP, and then ForwardGuyana.
“…andwereallybelieve thatthiscountryhasreached a stage where everyone ought to know what the specific procedures are at every given stage in the electoral process. The government will c o m m e n c e t h e reimbursement of fees for students who wrote the Caribbean Secondary Education Certificate (CSEC) and Caribbean
Advanced Proficiency Examination (CAPE) this year on Monday,July14.
President IrfaanAli announced last week that his government will fully reimburse the examination fees for students who wrote up to eight subjects at CAPE and CSEC thisyear
The announcement came after his initial announcement in April this year, that government would pay the full examination fees for eight subjects for students who wouldsitnextyear’sexaminations.
Inanotice,theministrysaidthe beneficiaries of the reimbursement include candidates of public and private schools and private candidates.
Also, the ministry shared that the categories of reimbursement include candidates who paid full fees - those who did and did not receive subsidy for a maximum of eightsubjects.
Theministrynotedthatparents who will be uplifting the reimbursement are asked to walk with their national ID card, passport,ordriver’slicense.
Thosewhocannotpresentthose documents will be identified by a senior official in their community, such as the school’s principal or villageToshao.
Additionally, for parents and guardians unable to uplift, an authorisation letter will be made available.
The schedule for each region will be published on the ministry’s socialmediapage.

(Reuters) - A son of imprisoned Mexican drug lord Joaquin “El Chapo” Guzman pleaded guilty on Friday to four criminal counts in two related drug trafficking cases targeting the notorious Sinaloa Cartel.
Ovidio Guzman Lopez, 35, pleaded guilty to two counts of drug distribution and two counts of participation in a continuing criminal enterprise before U.S.
District Judge Sharon Coleman in Chicago.

He emphasized that the report does not indicate whether the drowning was accidental, homicidal, or otherwise.
“The report did not go down the line of staring the investigators that the forensic pathologists, the three of them came to the conclusion that that girl drowned in that pool.
I did not get the sense that the report addressed or give that type of indication at all. So, it supported what Dr. Terry said that it requires
a thorough criminal investigation.
While they were silent on that, you can read the report and recognize that the report needed to be supported by a thorough criminal investigation, which is what I believe is being done,” Dr Todd explained.
The lawyer also addressed the report’s findings regarding signs of trauma.

does not rule that out… The report said that there are no signs of struggle, of trauma.”
