GRA drops $191B tax bomb on Mohameds
…accuses gold dealer of massive under reporting in gold sales and income
TheGuyanaRevenueAuthority (GRA) has accused gold dealers Nazar “Shell” Mohamed and his son, Azruddin Mohamed, of Mohamed's Enterprise, of massive underreporting of income between 2019and2023,resultinginbillions ofdollarsinunpaidtaxes.
Azruddin, who leads the We InvestinNationhood(WIN)Party, is already before the magistrates' court facing a multimillion-dollar tax evasion charge. That case, brought by the GRA, stems from alleged false declarations and underreporting of the purchase price of a luxury vehicle imported in2020.
In a fresh move, a letter dated October 2, 2025, addressed to Nazar and Azruddin Mohamed, states that GRAis seeking billions in taxes from Mohamed's Enterprise.Thedemandarisesfrom $34 billion in understated income declarations for the period 2019 to 2023.
According to GRA, its review of the company's filings showed that over $34 billion in income taxes were understated With accumulatedinterestandpenalties, thetotalsumnowowedtothestate
stands at more than $191 billion.
“The revenue authority has conducted a review of the income and property tax returns submitted in relation to the above years of assessment.
This review, together with additional information received from other tax and financial agencies, have revealed that you failed to submit true and correct returns for the said years of assessment 2020 to 2024 (years of income 2019 to 2023),” the authoritysaidintheletter
G R A r e m i n d e d t h e businessmenthatsubmittinguntrue and incorrect tax returns is an offence under Section 110 of the Income Tax Act. It said the false declarations directly affected the liability to income tax that should havebeenpaid.“Accordingly,asa result of the untrue declarations made, income tax in the sum of $34,067,322,989 were understated for the said period 2019–2023,” it wasstated.
Further,theauthorityexplained that the understated taxes attract interest and penalties in keeping with the financial administration and audit act and the Income Tax
Act. “An accumulated sum of $191,171,975,676 as per the attached computations, is due, owing and payable to the revenue authority by Nazar and Azruddin Mohamed, trading as Mohamed's Enterprise. For ease of reference, kindly be guided by the attached document, which shows a detailed breakdownofthetaxesdue,owing andpayable,”GRAsaid.
The tax body has given the Mohameds an opportunity to respond to the outstanding tax liability and to show cause why proceedings should not be institutedagainstthem.
“Please note, if you fail to respond with legal justification/s within 14 days of service of this letter,therevenueauthoritymaybe forced to take necessary actions againstyou,withoutfurthernotice, for the act committed and to have the taxes payable recovered, in accordance with the laws administered,”GRAwarned.
Additionally, GRA also disclosed that it is investigating Mohamed's Enterprise prior years of income. Once the investigation is complete, the businessmen will be notified of the findings and
givenareasonabletimetorespond.

Touchingontheyouthof Guyana.Thissegmentofthe population represents the futureofthisnationandwill ultimatelyberesponsiblefor moving this nation forward. However, in communities acrossGuyana,weseemany idle youths Engaged in activities such as the use of narcotics, smoking and consuming alcohol, they seem to drift directionless down the path of life, often victims of circumstances beyond their control such as poverty,brokenhomesanda system that tends to favour therichandconnectedatthe expense of the poor and voiceless.
Regarding culture, there seemstobenorealpolicy,no direction and no real ambition to foster culture and to help it grow in Guyana.Andinsports,often we see little flickers of sporting brilliance and potential from the furthest corners of Guyana. On the national stage, our athletes and sportspersons may perform for a bit, but then revert back to a life of nonexistence, God given potential gone to waste with no platform to build and developtheirskills.
But now with a former national sportsman as a
Minister of Culture, Youth and Sports and the availability of greater financialresources,itistime that government looks at building culture, youth and sports from the community level in a holistic, allencompassing manner Rehabilitatingagroundhere andthere,andsendingafew athletes overseas now and then cannot be counted as development. Therefore, the first step in the right direction in m a k i n g G u y a n a a powerhouse in sports and culture,inmyopinion,isthe appointment of a dedicated Regional Culture Youth and Sports Officers for each administrative region, s i m i l a r t o h o w administrative regions have Regional ExecutiveOfficers and Regional Health Officers Give them the resourcesandthemandateto go out, get on the ground, and work with the communities. Let them understand the vagaries and challenges of each region. Let them put forward to government, blueprints that canservelocalcommunities better Help to build youth capacity, ensure culture becomes a focal point of community life, and let sports become the life changer it can be for many, especially those from disadvantagedcommunities. Ministers and advisers can never bring real meaningful changetothelivesofpeople sitting in an airconditioned office in Georgetown. It is time for culture, youth and s p o r t s t o b e c o m e decentralized to allow the truesportingpotentialofthis nationtobefullyunleashed.

DearEditor, Was the dislodged truck wheel fatal accident describedasafreakaccident an act of God or sheer n e g l i g e n c e a n d incompetence? I say it was thelatter. Howcouldthedrivernot recognise the signs that something was drastically wrongwiththetruck? Now an innocent life is lost.

This“singleview”isthe medical model of disability, and it has dominated our schools, workplaces, and healthcare systems for generations.
The medical model definesdisabilityasadefect in the individual something to be treated, rehabilitated, or, if possible, corrected But this view, while sometimes useful for diagnosis or treatment, comes with real danger It quietly tells people with disabilities that the problem liesinthem,notintheworld thatexcludesthem.
Under the medical model, a child who cannot walk is “disabled” because their legs do not function typically But under the social model of disability, that same child is disabled because buildings lack ramps, schools lack inclusion, and attitudes lack empathy The difference is profound: one blames the body, the other challenges society The social model of disability emerged from the voices of people with disabilities themselves — advocates who dared to say, “Nothing about us without us.” It reframes disability as a natural part of human diversity, not a defect. It demandsthatsocietyremove barriers physical,
attitudinal, and institutional that prevent full participation.
By embracing the social model, we shift from pity to partnership, from charity to justice. It asks not “What's wrongwithyou?”but“What needs to change around you?” The medical model persistsbecauseitfeelssafe. It provides neat labels and treatment plans. Last year’s amendments to Guyana’s Fugitive OffendersActwereheralded as a breakthrough in modernising the country’s extradition framework and streamlining cooperation with international partners, notably the United States.
The Attorney General described the reform as
necessary to “make extradition easier,” and the publicwasledtobelievethat Guyana had finally fortified its laws against the procedural delays that have long plagued high-profile extraditioncases.
Yet a closer legal examination reveals that,
while the amendments have widened the evidentiary base and simplified some procedural aspects, they have done little to cure the deeper deficiencies that continuetorenderGuyana’s extradition system weak, ambiguous, and prone to constitutional challenge. At theheartoftheamendments passed in 2024 was a revision allowing courts to admit a broader range of documents in support of extradition requests. Such flexibility is consistent with modern extradition practice and may indeed reduce preliminary procedural wrangling. H

Compounding the problemistheuncertaintyof constitutional compatibility

C o m m o n w e a l t h jurisdictions that have reformed their extradition laws such as Barbados, Jamaica, and the United Kingdom now explicitly prohibit extradition where thereisarealriskoftorture, cruel treatment, or political persecution Guyana’s statute, drafted in another era, relies instead on the antiquated political character exception and offers little by way of contemporary human rights protection.
This gap invites arguments that extradition would breach constitutional
rights, again compelling the courtstointervene.
Thecumulativeeffectof these deficiencies is predictable: more litigation, moreconstitutionalmotions, and more appeals to the Caribbean Court of Justice. Each case will turn on complex questions of treaty interpretation, statutory construction, and constitutional compatibility The cost—in time, judicial resources, and public expenditure will be significant.
IfGuyanatrulywishesto align its extradition framework with modern international standards, cosmetic amendments will notsuffice.Whatisrequired is a comprehensive overhaul new treaties drafted in plain language, explicit incorporation of specialty and human rights protections, and clear statutory limits on ministerial discretion. Until such reform is undertaken, the Fugitive Offenders Act, despite its recent facelift, will remain a weak and porousinstrument—onethat guarantees not swifter justice, but rather an unending procession of costly and protracted legal challenges.

news broke: Messrs Azruddin Mohamed and Nazar “Shell” Mohamed indictedon11charges. Two businessmen ensnared in a U.S. net cast in a wide arc. WhatdoIthinkofthis?
First,andfortherecord,I know only the eldest of this indicted trio. I proceed. Thereisthelaw,anditmust applytoall. Iwishthatthese matters were developed and detected in Guyana. How
proud would I have been aboutrespectforthelaw,its universalapplication! Even Anil Nandlall of Guyana's attorney general stature couldn't compete with that respect. When no one is above Guyana's laws, then Mr Nandlallcanoccupythe first chair, but not before. Now, this is less of two Guyanese indicted, and more of government failure at the highest levels. To be brutallyfrank,morethanone government, more than one operating under one colour. Foremost is the convention that these Guyanese are innocent until proven
otherwise. Butonefactcan't bedenied. Whenfavoursare extended and accepted, a pactissealed. Whenmoney is grabbed or demanded, under whatever cover, then where does that leave leadership, governance? How could that prompt hissupporterstoreact? The seismic change in the

about the silence surrounding the illegal construction of the Mae's S c h o o l ' s o n t h e neighbourhoodplayground.
Since losing its main campus in Subryanville to a fire last March, the school hasbeenoccupyingsections oftheEasternendofFarnum Playfield to house its operations and even moved toerectaprefabstructureon theplayfield.
Themovehasbeenmuch totheannoyanceofresidents of Subryanville, who complained about illegal construction on the open playfield Residents have beencallingforacease-anddesist order to be issued to s t o p t h e o n g o i n g construction highlighting the lack of consultation and permitsintheprocess.

unregulated construction site with welding ongoing. Additionally,Deane-Hughes pointed out an alleged unauthorised electrical feedfromtheburntsitetothe construction site. She also questioned whether the school has relevant certificate to operate followingthefire.
Attorney and resident of Subryanville,JamelaAliSC, in a letter to the editor, outlined her contentions regardingtheconstruction.
Ali called out regulatory agencies such including the Central Housing and Planning Authority (CHPA) and the Ministries of Housing & Water, Education, Public Works (Electrical) and Labour for not responding to enquiries fromresidentsontheissue.
Accordingtothelawyer, residents are concerned about a number of breaches including whether approval was given for prefab structures; whether Mae's Schools were licensed for 2024and2025;whetherthey are satisfied with children being on an active construction site with materialsstrewnalloverand with vehicles driving on the ground; whether the electrical supply and hanging wires attached to a treehavebeenapproved;and whetherallhealthandsafety standardsareobserved.
Further highlighting several infractions, she raised contentions about the regulatory roles of M&CC and CH&PA in the granting of building permits. Notwithstanding their current construction, the lawyer said it appears that M&CC and CH&PA have nowreceivedaplanforasixstorybuilding.
“Residents have requested from CHPA, the mayorandrelevantbodiesto be informed and consulted before any application is considered. Residents have notbeeninformed,”Alisaid. She noted too that the main issue the M&CC, City Engineer, CHPA, Ministry of Education, and EnvironmentalAgencymust consideristhatSubryanville is a residential community with restrictive covenants listed on the transports, statingthatnobusinessmust becarriedon.
Inthisregard,thelawyer heldthatpastillegalconduct cannot be used as a precedent.“Previouswrongs mustbecorrected,”shesaid, adding that it is imperative
that the M&CC and City Engineer carry out their statutory duties and ensure the Georgetown Building and Planning laws are compliedwith.

She asserted, “It would bedifficulttoarguethatfour categories of schools for privatefee-payingarenotfor business The effects of businesses, be they schools, hotels or other businesses, which involve the presence ofalargenumberofpersons in a small residential community, include the creation of vehicular chaos, inconsiderate parking, blocking of driveways, entrances and access roads, littering, noise nuisance, creation of one-way streets and extension of buildings which obstruct the line of sight,increasingforeseeable dangers of accidents of vehicles and pedestrians exiting onto the main road…”

Gu y a n a ' s maritime sector has experienced a rapid expansion, with a 54 per cent increase in ship trafficsince2020,indicating the country's shift toward becoming a regional shippingandoilandgashub.
Minister of Public Utilities and Aviation, Deodat Indar noted during the commissioning of the new pilot boats last Friday that some 2037 ships have sailed through Guyana's waters.
“In 2020, when we first tookoffice,therewereabout 2,037 ships that came into thisrecord,asoflastyear,it was 3,144 ships, and an additionof1,107shipscame
over the five years”, Minister Indar said, adding that “the level of activity in this river is expected to climb.”
The minister noted that with the growing economy, Guyana imports most of the materials needed to assist Guyana's development through the waterways

The Environmental
Protection Agency (EPA) has received an applicationfromTidewaterMarine InternationalInc.forthedrillingof anexplorationwellintheStabroek Block.
The 26,800 square kilometer block is operated by ExxonMobil Guyana Limited (EMGL). It is unclear why the application was made by Tidewater and not the oil companyforthedrillingworks.
According to the Project Summary seen by Kaieteur News, “The proposed well is approximately 200 km from Port Georgetown in a North Easterly direction in the Atlantic Ocean, whichcoversalmost27,000square kilometers.”
This newspaper understands that the exploration drilling is scheduledfortheperiodSeptember 2025 to October 2026. There is no indication on the regulator's website that approval was granted forthedrillingworks.
In its Project Summary, Tidewater highlighted potential impacts to the environment includinganoilspillandemissions toairandwaterduetoincidents.
“Emissionstoairandwaterdue to incidents involving collision, grounding and in worst case scenario total vessel loss, are very rareevents.

Canadian mining firm G Mining Ventures Corp (GMIN) has struck gold in more ways than one, announcing on Monday that it has secured a whopping US$387.5 million financing
package to kickstart development at its 100 percent–owned Oko West Gold Mine in Region Seven (Cuyuni-Mazaruni).
The project holds an estimated5.4millionounces ofgold.
The company explained that the financing packaging which could total up to US$537.5 million provides the corporation with the financial flexibility to advance the development andconstructionofits100%owned Oko West Gold ProjectinGuyana.
Thefinancingpackageis anchored by an agreement with a syndicate of financial institutions for a revolving creditfacilitythatallowsthe company to borrow up to US$350 million, with an accordion feature for an additional US$150 million available post-closing, which is subject to customaryconditions.

Newly Appointed President of the Caribbean Court of Justice (CCJ), Justice Winston Anderson has been lauded for his integrity and unwavering commitment to serving the Region’s jurisprudence.
This was done as several top jurists, legal scholars and luminaries from across the Caribbean gathered at the CCJ’s headquarters in Port-ofSpain for a Special Sitting at the Seat of the Court to commemorate Justice Anderson’s elevation to the office of CCJ President. Businessman loses $7M in failed boat deal

Georgetown businessmanhas expressed frustration and disappointmentoverwhathe describes as the poor handling of a matter by the GuyanaPoliceForce.
The businessman, Basdeo Pooran, said the matter dates back to 2015 where he paid more than $7 millionforafishingboatthat was never delivered. He is urging the authorities to properly investigate the matter which was initially reported to the headquarters oftheCriminalInvestigation Department(CID).
Pooran said he invested over $6 million to have a fishing vessel built since 2015butisyettoreceivethe boatorarefund.
In an interview with Kaieteur News, the businessman explained that in December 2014, his brother introduced him to a boatbuilderfromEssequibo.
“My brother, Mark Raghoo, who was a fisherman, told me he wantedtomigratetoGuyana and get into the fishing business. So, I decided to help him by building a boat,” Pooran recalled. He said another brother, Vikram, who was a sea captain, recommended an individual from Essequibo who could construct the vessel.
On December 3, 2014, Pooranmettheallegedboat builderathisSheriffStreet business, where they discussed building two 55footfishingboats—onefor Pooran and one for Raghoo. The boat builder quoted a price of $6.3 millionpervessel,andthey agreedthattheconstruction would take place in Essequibo.
Pooran said that on August 29, 2015, he paid $5.1 million toward the constructionandwasgiven a signed receipt. “Upon making the said payment [the boat builder] gave me allassurancethathewould have the boat completed and delivered before the end of October,” Pooran said. However, later that month, the boat builder allegedly called claiming financial difficulties and requested another $100,000 to buy cotton for thevessel.Poorancomplied, but the boat was still not delivered.

During the following months, the businessman said he continued receiving requests for money. On March 24, 2016, the boat builder allegedly asked for another $500,000 to purchase more materials, followed by another $200,000 on June 10, 2016, supposedly to complete the project.
“Uptothistime(theboat builder) would have never delivered the boat to me. I must mention that I would have paid a total of $5,900,000 Guyana currency to him for my fishing boat and he never delivered it to me. I tried to contact him on several

After years of waiting and failed attempts to contact the boat builder, Pooran said he filed a complaint at the CID Headquarters in 2019. However, when he followed up, he was told that the case was sent to the Director of Public Prosecutions (DPP) for advice.
“When I went back, one oftheofficerstoldmeIwon't get anywhere with this matter because the man has connections, ” Pooran alleged.
In December 2024, a frustrated Pooran wrote letters to both the DPP and theAttorneyGeneral,buthe said he never received a response.“Uptonow,Ican't hear back from anybody I haven't heard from the man sincethedayIsawhimatthe police station,” he said

(AL-JAZEERA) It has been two years since Israel launched its genocide againstPalestiniansinGaza.
Israel’s assault on Gaza beganonOctober7,2023,in response to attacks on southern Israel by fighters from the Qassam Brigades, the armed wing of Hamas, andotherPalestiniangroups, during which 1,139 people died and about 240 were takenintoGazaascaptives.
Inresponse,Israelbegan a bombing campaign on Gaza and tightened its longstanding blockade, turning what had already been a 16-year siege into a totalstranglehold.
Two years of Israeli attacks have killed at least 67,000 Palestinians Thousands of other people arestillundertherubble.
That is about one out of every 33 people killed, or 3 percent of the pre-war population. At least 20,000 childrenareamongthedead, or one child killed every hourforthepast24months.
ThePalestinianMinistry of Health counts deaths based on people brought to hospitals or officially recorded.Thetruenumberis unknownandislikelymuch higher because the official death toll does not include those who perished under rubbleoraremissing.

Picking pennies, losing billions
The government's latest move to demand US$1.2 million from ExxonMobil to fund the audit of the company's seventh oil project exposes a glaring hypocrisy.
This request, though outside the 2016 Production Sharing Agreement (PSA), shows that when it suits them, the government can “find a way” to extract something from the oil giant. Yet when it comes to the big-ticket items like higher royalties, ring-fencing, or making Exxon pay its fair share of taxes, they suddenly hide behind the so-called “sanctity of contract.”
This double standard insults the intelligence of every Guyanese. It proves that the government is capable of pushing Exxon, but chooses to settle for crumbs while billions of dollars slip away.
If a small, uncontracted request for audit funds can be made and met, why can't the same resolve be shown to renegotiate unfair terms that rob the nation's future?
Guyana deserves leaders who will defend national interest with the same vigor Exxon defends its shareholders. We cannot keep begging for pennies while our patrimony flows offshore. Courage, not convenience, should guide our dealings with ExxonMobil.

Fifteen-year old KyleGibsonisthe latest young cricketertobenefitfromthis noble initiative done jointly by Anil Beharry of Guyana andKishanDasoftheUSA. TheMalteenoesSportsClub allrounder was the recipient ofonecricketbat,onepairof battingpadsandgloves,one pair of cricket shoes, one cricket bag and balls. The LBI Secondary student was recently selected in the winning Demerara under13 team that participated in the GCB Inter County tournament.
At a simple ceremony heldrecently,CyrusGibson, thefatherofKyle,expressed hisgratitudeandpromisedto help his son achieve the
highest level possible. This project is pleased to be part ofthedevelopmentofyoung Gibson.

BBC Sport - Cricket’s lawmakers have explained why the umpires eventually made the correct decision in deeming Muneeba Ali to have been run out in Pakistan’s defeat by India at the Women’s World Cup on Sunday.
Pakistan’s captain Fatima Sana protested after opener Muneeba was given out by the TV umpire, havingliftedherbatfromthe crease as a throw hit the stumps.
The Marylebone Cricket Club (MCC) says although some have cited law 30.1.2 and said Muneeba should have been not out because she had grounded her bat moments earlier, that law is onlyrelevantwhenabatteris “runningordiving”.
“This law, which was introduced in 2010 and is sometimes referred to as the ‘bouncing bat law’, is to protect a batter who inadvertentlylosescontact with the ground as they move towards the stumps, either with their bat bouncinguporjustwithboth their feet being airborne through the natural process ofrunning,”theMCCadded.
“It does not protect a batter who is turning for a n o t h e r r u n , overbalancing, or who - as in Muneeba’s casesimply lifts their bat into theair
“The third umpire was entirely correct to give this out.”

What do the laws and MCCsay?
Cricket’s laws say a batter will be run out if “while the ball is in play, he/she is out of his/her groundandhis/herwicketis fairlybrokenbytheactionof afielder”.
Law 30 1 1 states “a batter shall be considered to be out of his/her ground unless some part of his/her person or bat is grounded behindthepoppingcreaseat thatend”.
The confusion comes around law 30 1 2, which wasintroducedin2010,and states a batter is not out if, “in running or diving towards his/her ground and beyond, and having grounded some part of his/herpersonorbatbeyond the popping crease, there is subsequent loss of contact betweenthegroundandany partofhis/herpersonorbat, or between the bat and person ” This has largely been used to cover instances where a batter dives and makestheirground,onlyfor thebattobounceintotheair asthestumpsarebroken.

a profound illness and was totally sponsored by the popularbakery. In the opening round which was played over ten overs per side, Guymine defeated Achievers by 30 runs, Belvedere United breezed past Skeldon Community Centre by nine wickets, while Rose Hall Town Bakewell defeated their counterparts Rose Hall Tigersby35runsinfrontofa largeandcolorfulcrowd.
