Bank (IDB) Board of Executive Directors has approved a US$350 million loantoGuyana,whichitsays underpins the country's ongoingeffortstomodernise and expand its social protectionsystems.

3 Expanded Public Assistance for Persons with Disabilities: Increasing the
coverage of the Public Assistance program, which has already supported more than 6,000 individuals with disabilities.
4 Growth of the Learning Lab: Scaling up trainingprogramsthatequip persons with disabilities with employability skills, adaptive living techniques, and tools for improved qualityoflife.
5. Women's Economic Empowerment: Expanding the Women's Innovation and Investment Network (WIIN) Business Clinic to provide women with training in business management, legal literacy, andaccesstofunding.
6. Support for Survivors of Gender-Based Violence: Strengthening the Survivors
Advocates program and the Counter Trafficking in Persons Unit to provide comprehensive support to survivors.
7. NationalAction Plan Against Human Trafficking: Supporting the development of a coordinated, interinstitutional strategy to combathumantrafficking.
According to the bank, theseinitiatives,launchedin 2023, reflect a holistic approach to social protection, targeting the most disadvantaged and underserved populations in Guyana.
The IDB loan features a 20-yearamortisationperiod, a 5.5-year grace period, a one-year disbursement window, and a SOFR-based interestrate.“Thisoperation

DearEditor, P r e s i d e n t A l i disappointedly betrayed the nation with his assent to the Oil Pollution Prevention, Preparedness, Response and ResponsibilityBill(theBill), ignoring the numerous troubling concerns and forebodings brought to his a
nt Guyanese, Caribbean and other international experts. Thisalsoincludesascathing r e b u k e b y t h e Commonwealth Lawyers Association, citing the Government's breaches of international commitments
such as the Escazu Agreement, UN Convention oftheLawoftheSea,andthe TreatyofChaguaramas.
Instead, the President abdicated to the ignorance and disloyalty of Attorney General(AG)Nandlall,who, by his own undisguised words, made it crystal clear of his only motive to overthrow Judge Kissoon's Decision which checked the PPPCGovernment'sattempt to remove the requirement for unlimited financial Assurance enshrined by the Coalition.
ThoughtheMacondooil spill in the Gulf of Mexico costed $145 Billion USD, nearly 30 times Guyana's national budget, the PPPC soughttocallouslyslashthis unlimitedamount,cappingit at $2B, which was nixed by the Judge, thus saving Guyana and the rest of the Caribbean from a potential environmental “calamitous disaster” and financial bankruptcy in case of an oil spill.
Innouncertainterms,the veteran Honorable Judge Kissoon described the Coalition's Permit requirement for unlimited
liability as “expressed in clear unambiguous terms” and “such a course of action toviolatethepermitismade permissible only by a derelict, pliant and submissive EPA which has descended into a state of slumber at the critical juncture of an emerging oil sector and has, at every juncture,engagedinacourse of action to undermine and erode the terms and conditions of its own permit”; and that “The government is submissive andrelegateditselftoastate of laxity and abdicated its responsibilities, thereby putting this nation and its people in grave potential danger of calamitous disaster”.
This stern public scolding of the PPPC for its “submissiveness” and sellout to Exxon has ever sincetormentedNandlall,so helookedforawaytoexact revenge He first fought tooth and nail against Guyana in going all the way to the Caribbean Court of Justice to be allowed to conjoin Exxon in appealing the Judge's Decision However, realising he won't stand a ghost of a chance in the courts, and that his selloutofGuyanawillbeon the ballot at the upcoming elections, he resorted to abusing the powers of the LegislativeBranchtosatisfy hisaim,pellucidlyexpressed by his own words in Parliament.
Nandlall's undisguised words of Contempt for the Judiciary
Nandlall's naked motive tonullifytheJudicialBranch could not have been made any clearer than by his own unmistakable words in Parliament when, in
defendingtheBill,hesaid:
Ÿ “Must we allow decisions to remain onrecordthatdoesn't makesenseinlaw”;
Ÿ “Mustwebeallowed to remain frustrated by an ill-informed decisionbycourt”;
Ÿ “It would be highly irresponsibletoleave that decision on the publicrecord”;and
Ÿ “That decision distortsthelawofthe country”
It is shocking that this AG seems to be either ignorantoftheConstitution's separation of powers of the Judicial, Legislative and Executive Branches of Government,orheisjusthell bent on imposing the authoritarian behaviour of the PPPC. Regardless, such action inflicts a troubling assault on the democracy of Guyana via the PPPC's skin of the teeth single seat majority emasculating the Judiciarybyfiatoftheparty to not only start with the overthrow of this ruling, but setsadangerousprecedentof doing same for all future Court decisions they don't like.
Nandlall's incoherence and confusion, arguing with himself
In his weekly diatribe to defend the bogus Bill, Nandlall incoherently and confusingly argues with himself, being both for and against “unlimited liability” coverage. If it sounds too unbelievable to be true, judgeforyourselveswhenhe emphaticallysays:
· “TheBilldoesnot limit liabilities, no limit and caponliabilityatall,none”; and
· “Wesaidno!No cap on liability, none!
Whereverthedamageflows, liability runs with the damage”.
Less than 10 minutes afterwards, he spun heads withtheasininitythat:
· “Wedon'tputacap but it cannot be unlimited”; and
· “Thereisnosuch thingasunlimitedliability”
Is this for real that our supposed learned AG does not comprehend the simple English language that “no limit”or“nocap”meansthe sameas“unlimited”!?
Asifthatwasnotenough to have a good laugh, the manwentontopassionately argue with himself that “we deliberately kept the Parent Company Guarantee (PCG) inplace”toensurenolimitor cap How could this be described as anything but doltishness,sincethePCGis explicitly defined the same as “unlimited liability” in boththePermitsandinJudge Kissoon'sruling?
Inotherwords,thisman is stupidly arguing with himself, saying that he is in favour of the PCG, which means 'unlimited liability', but against “unlimited l i a b i l i t y ” I t i s embarrassingly obvious that this supposed learned AG either did not read the permits or the Judge's Decision, or he does not understand what he reads –poorGuyana!
The foregoing has made it obvious why Nandlall has gone into hiding from my challengeforapublicdebate with him on this Bill. Now that I understand why, I would still love for him to provide a substitute, such as VP Jagdeo or his other bossman,Routledge.

A recent, less than two years, program launchedbytheGovernment of Guyana, the Guyana OnlineAcademyofLearning (GOAL), allows Guyanese regardless of geographic region, race, gender, to receive scholarships to pursue certificates, diplomas, undergraduate, and postgraduate degrees through an expanding pool ofpartneringinstitutionsand universities.

Mr Lincoln Lewis recently wrote a letter to the editor The tone of his language in his letter can easily be described as abusiveandinsulting.
MrLewismakesthree'or else' demands. He wants them implemented in 90 days:
1. A clean, credible voters'list
2 Biometric voter verification
3 Total reform of GECOM
Having laid down his demands, Mr Lewis then proceeded to issue what implicitlywasanultimatum: 'I urge my fellow Guyanese to support every lawful action necessary to protect our democratic rights. We cannot remain silent while our democracy is being dismantled before our eyes. And the time to act is now, nottomorrow Now!'
Mr Lewis' call for 'Lawful action' was in effect a euphemism for protest actions. And his talk about protecting ''our democratic rights'soundsratherRipVan Winkle-ish.
I searched for references foramorecombativecallby
Lewis during the MarchAugust 2020 period when persons associated with the APNU+AFCweretrampling on the democratic rights of the electorate to elect the government of their choice.
Predictably, I came up empty-handed. I can only conclude that Mr Lewis' reference to 'democratic rights' is a political football to be kicked around so long as it is the PPP/C who is in government.
Standing on a high ground, Mr Lewis proceeded to make a flawed comparative 'analysis' to justify his call for elections nottobeheldunlesshisthree demands are met; 'In 1990, respondingtodemandsfrom political parties and civil society, President Desmond Hoyte rescinded the prorogationofParliamentto address urgent calls for electoralreform.'Lewisthen madeanunhingedleapfrom 1990 to 2025, suggesting that PresidentAli should do as Hoyte did in 1990. In so d o i n g , M r. L e w i s convenientlyoverlookedthe factthatPresidentHoytedid not agree to institute a slew ofelectoralreformsasanact of benevolence; he did so
underimmensepressure.Let me remind Mr Lewis, Mr Hoytewascalleduponbythe thenUSBushadministration and a number of American congressmen and Senators, as well as Canadian and British parliamentarians and the Carter Centre, to implement electoral reforms.At first, he deemed electoral reforms 'logistical nightmares' but under pressure,herelented.
Further, Mr Hoyte was cautionedthatfailuretohold freeandfairelectionswould, ineffect,jeopardisehisIMFfunded Economic Recovery Programme(ERP).
In case Mr Lewis may have experienced a senior moment, he should be reminded that domestically, pressure was exerted by the joint political opposition underthePatrioticCoalition for Democracy (PCD), whose leaders also pressed for electoral reforms. More significantly, the business community, as well as the Heads of the Catholic and Anglican churches in Guyana at that time, joined in the call for free and fair elections.

While this assertion is noteworthy, what Lewis failed to tell readers is why, how and who denied the sameworkingclass,theright toelectagovernmentoftheir choice because of rigged elections in 1968, 1970 (LGE), 1973, 1978 (referendum),1980,1985,in 1990 when attempts were madetodosounsuccessfully and in 2020 when it was again attempted but failed. The big question that remains unanswered is:
where was Mr Lewis' voice duringthepoliticallystormy periodfromMarchtoAugust 2020?
In a reckless and
undiplomaticmanner,Lewis took aim at the diplomatic communityinourcountryas if they were inattentive and theleastconcernedaboutthe electoralprocessinGuyana; thushewrote,'Andwemust say this too: the diplomatic communityisnotblameless. Too many are silent, complicit, or worse, enabling this charade. They once did the same under apartheid They turned a blind eye to Gaza.And now theypretendnottoseewhat's goingoninGuyana.'
Mr Lewis' attack on the diplomatic community is reminiscent of the attack by PNC operatives on Ambassadors,diplomatsand overseas election observers and the attempts to remove them from the scene of the riggingthatwasunderwayat Ashmin's building, where they witnessed the chaos, confusion and protests that resulted.And as though that was not enough, they were abused and insulted by a hostilecrowd.

United States f o r e n s i c pathologist, Dr Carol Terry, has raised critical questions about marks found on the body of 11-year-oldAdrianaYounge, whose death remains under investigation.
Among her observations duringasecondautopsy,Dr Terry noted unusual marks onAdriana'sfeetandqueried whether they might be consistentwiththepatternof thetilesinthepoolwherethe child'sbodywasdiscovered.
Thiswasrevealedbythe family's lead attorney, Dr Dexter Todd, during an appearanceontheResetTalk ShowhostedbyJr Giddings. Dr Todd was joined by Adriana's mother, Amecia Simon,andheraunt,Ameka Lewis, to provide an update onthecase.
During the programme,
Dr Todd revealed that Dr Terry had submitted a sixpage document containing over100questionsregarding the police investigation into Adriana'sdeath.
“I have in my hands a six-page document submitted to me by this pathologistaskingclosetoa hundred and something questions from the investigations before Dr
Terry even comes to preparingareport,”Dr Todd stated.
He highlighted one specific concern the pathologist noticed “The tile pattern—because there are marks on Adriana's foot that she [Dr Terry] wants to see whether those are consistent with the tile pattern.”

( I M F ) h a s projected that Guyana's inflation rate will rise to about 4% in 2025, up from 2.9%attheendof2024.

Dr Terry noted that the case presents “highly suspicious” circumstances that cannot yet be conclusively attributed to drowning.

Yet underneath this surface triumph lies a troubling reality: Guyana has the lowest tax-to-GDP ratioinallofLatinAmerica. Far from being a mark of fiscal prudence or economic liberation,thisfigureshould prompt serious questions about the structure of Guyana's economy and the quality of its financial governance.
Thetax-to-GDPratioisa simple but powerful indicator It measures the amountoftaxescollectedby the government as a percentage of the country's total economic output. In mature, well-functioning economies, this figure tends tobehighenoughtosupport strong institutions, public services, infrastructure, and social protection In Scandinavia,ithoversabove 40percent.InLatinAmerica and the Caribbean, the averageisaround22percent. Guyana's figure, according to the latest available data, sits alarmingly below 13 percent. One report places it at11.6%.
Atfirstglance,thismight seemlikeagoodthing.After all, who doesn't want low taxes? Low taxation, proponents argue, leaves more money in the hands of
consumers and businesses, spurring investment and growth. But this view is dangerously simplistic. In fact, in the context of Guyana's current economic trajectory defined by a historic oil boom—such a lowtax-to-GDPratiosignals a fundamental failure to translate economic growth intopublicbenefit.
Thereareseveralreasons why First,alowtax-to-GDP ratio amidst high GDP growth is not a neutral phenomenon. It means that even as the economy expands, the state is failing tocaptureafairshareofthat growth for national development.

Corporation (GPHC) announced on Wednesday that between January and April this year, through its neurosurgery department, it successfully treated and saved four patientswhosustaineddirect gunshotwoundstothehead.
