Citizens who violently resist or refuse to cooperate with traffic police will be tased, Traffic Chief, Assistant Commissioner, MahendraSinghhasnoted.

In a statement released on Monday by Radio Eve Leary, the Guyana Police Force said there has been an increase of violent assaults against traffic officers across the country The statement noted that “traffic ranks are being faced with significant challenges in enforcing the laws of Guyana, especially since a significant number of citizens are bent on breaking the laws by committing traffic breaches and not cooperating with the policemen when caught.”

These confrontations, the statement added, are becoming increasingly common among motorists, who attack traffic ranks whoareunarmed.

“I want to re-emphasise that this type of behaviour by our citizens will not be condonedbytheGuyanaPoliceForce, more sothedepartment.Anyonefoundcommitting any traffic offence in this country and when challenge by our traffic officers’ resort to violently resisting and assaulting them will be met with the full force of the law,” Singh stated.

Who is the "Surety" in the Oil Spill Act?

DearEditor,

Now that the President has assented to the Oil Spill Billagainstallsoundadvice, including that of the Oil & Gas Governance Network (OGGN), we must not s u c c u m b t o t h e consequences without askingforthesurety, whichI rateastheunspokendefense the Government thinks they have if they are taken to court.

“Surety” in the legislation is defined as any person other than the responsible party, who provides evidence of financial responsibility for a responsible party under the Act.

Section 28 provides for claims against a surety Let us be clear here The responsible party is the operator, ExxonMobil Guyana Limited (EMGL), a company registered in the Bahamas, whose liability is limited Therefore, civil society always asked for a parentcompanyguaranteein case EMGL could not meet

the bill of a massive spill. The parent company is ExxonMobil with whatever deal they have with HESS and CNOOC. Surely, they mustbethe“surety”.

Former EPA head, Dr Vincent Adams, has repeatedly stated that the parent company guarantee hewasabouttogetattheend of his tenure never materializedafterthechange of government in 2020 When pressed, the Government sought to confuse the issue with insurance, among other things, which only has limited reach in current practice. Recognising this, Collins & Whyte of Transparency Institute GuyanaInc.(TIGI)actedout the responsibility the constitutiongivestocitizens and took the matter to court to ask for this parent company guarantee – and Justice Sandil Kissoon unambiguouslyruledintheir favour Astonishingly, the Government joined the oil companies against its own

citizens in appealing the decision, andsofarshowsno indication of relenting from theappealinspiteofthisoil spillAct.

Section 21 forbids agreement to transfer the liability of the responsible party (EMGL). This cannot nullify any surety document without making nonsense of theAct.Itislikeuntoachild that accidentally causes damage or injury to another beyond the capacity of the child to repair Section 21 should be interpreted as not allowing the child to escape responsibility, while section 28 allows claims against the parentofthechild.Sincewe are dealing with corporate persons here, section 28 must create a legal instrument which is the evidence of financial responsibility of the parent for the child. The parent can be any person, but it only makessenseforExxonMobil and the other oil companies involved to be the parent if thechildisEMGL.

The definition of surety

requires that evidence of the financial responsibility for a responsible party be provided. The logical place for such an instrument to be laid in this country is the Deeds and Commercial Registries Authority (DCRA), who must be the Competent National Authority of section 27 to whomsuchevidencemustbe laid. SincethePresidenthas taken the mighty step of assentingtotheOilPollution Prevention, Preparedness, ResponseandResponsibility Bill, I have written the DCRA via their website, which designates me as a valued customer, to ask for access to the financial responsibility document. I got an immediate response thanking me for my message.

I find it remarkable that the Attorney-General's Chambers attempted to refute the naysayers to the Billwithoutevermentioning section 28. This leads me to suspect that the evidence of the surety I am asking for

Flawed Immigration Policy?

DearEditor:

Toolittleisknownabout the recent bombing at the Ruimveldt Police outpost and the GPL installation to formaninformedopinionas to the identity of the perpetrators.

All we can say with certainty is that law enforcement authorities are looking for two Spanish speaking individuals and a Brazilian, and they are regarded as the main suspectsinthisincident.

But I am utterly baffled by the ease at which people, especially from Venezuela, can come and stay here and be integrated into our society

As I write this missive, an abandoned Amerindian Hostel in North West Guyana has been taken over by Venezuelan migrants, who presumably did not go through immigration procedures One report suggests thatthereareabout 100,000 Venezuelans

currently here. Bear in mind that we are a country with lessthan1millionpeople. But this clearly illadvised decision of keeping the bar for refugees' admissionverylowcanhave v e r y d e t r i m e n t a l consequences and must be lookedatinthecontextofthe present state of affairs between this country and Venezuela.Itshouldnottake a very astute mind to figure out at least one of the possibly negative consequencesofthispolicy

There is no question that Guyana is underpopulated, but we have no cultural or linguistic affinity with these people, besides are they all here just for a better quality of life than exists in their own country, or are there moresinistermotives?

Therearespeculationsin some quarters that the decision to relax the immigration restraints may have been influenced by sinister political motives. If

these speculations can be sustainedbyverifiablefacts, are we prepared to sacrifice our unique Guyanese culture, nay our national sovereignty, only to find out that our expected recompense becomes an unrealizablepipedream?

When I am long gone, and when you who are reading this have also departed, let the rafters of every schoolhouse in every county across this fair land continue to reverberate in our native tongue with the lusty, even off keyed voices o f o u r c h i l d r e n , grandchildrenandthosethat follow, astheycelebratewith patrioticsongs thebeautyof ourcountry

Correcting Ray Chikrie's

DearEditor,

Ray accuses the visiting delegation of presenting a one-sided perspective on IndiaPakistan matters His remarksarethemselvesonesided tinged, supporting Pakistan.

Let it be clear — the visiting delegation was not in Guyana to convince the

President Irfaan led government to take sides between Pakistan and India. At any rate, Guyana has consistently remained friendly with India and has sided with India on every issue going back to 1966. India doled out several billions in American dollars inassistancetoGuyanaover the last 65 years; Pakistan gave zero. It is a no brainer on which side Guyana will choose.

There seems to be a misunderstanding on the purpose of the mission. The premise,Ray'sassertion, that

Azruddin Mohamed is undoubtedly a trump card

DearEditor, Azruddin Mohamed is undoubtedly a trump card that voters can wield in just 89daysatthePolls.

Criminal law and civil law stand as the two principal divisions of the legalsystem, oneaddressing crimes against the state or public, and the other handling disputes between individualsorcorporations.

The interplay between these two can create compelling overlaps. When a single act results in both a public offense and a private injury such as in the notorious O.J. Simpson and Eagleson cases criminal andcivilchargesarepursued concurrently

Navigating this complex legal landscape is essential for crafting an effective strategy that abides by both setsofrulesandstandardsof evidence.

In Azruddin's situation, we must scrutinize the implications of this overlap,

implications.

The critical questions surroundingthemotivesand timing of these legal proceedings cannot be ignored; they are essential for understanding whether they serve justice or a politicallychargedagenda.

Public figures must be grantedtherighttoafairtrial and be presumed innocent. Political aspirations should not be hindered by undue legalburdensthatarisefrom concurrentcivilandcriminal cases.

erroneous assertions on India Delegation visit

the delegation was here to m a k e t h e G u y a n a government pick sides between India and Pakistan is simply erroneous and indicative of lack of understanding of the visit andtheissueofterror There is only one side to pick and that is 'against terrorism'. One must stand against terror, and Ray himself condemned the terror attack against Hindus who were killed after affirming their genitals that were not Muslims Such behavior doesnotbelonginacivilised society

India has been battling terror exported from Pakistan. Guyana has made itclearthatitisagainstterror andthatitstandsontheside of peace The Guyana government condemned the terror attack that killed 26. Guyanese were victims of terror in USA and condemned acts of terror against USA and India Guyanese in Guyana were also victims of terror, and other countries condemned suchterror Ray is right that Guyana is a non-permanent member oftheUNSCtillendof2025.

That doesn't mean that Guyana has no role to play after that. Guyana has some standingwithothercountries in international affairs Guyana has had a clear and consistent policy on terrorism, and it has condemned terrorism in all its form and manifestation against every country PresidentAlimustbesaluted for Guyana's position on violence and terror Therefore, to construe Guyana support as something like a temporary s u p p o r t i s g r o s s simplification of facts and

goes against Guyana's consistent policy against terrorism.

Ray's contention that India is interfering in Balochistan, Pakistan, and therefore it is someway related to the India-Pakistan conflict is just a wishful thinking and fertile imagination.Thereisno (Continueonpage6)

Remembering the late Valerie Garrido-Lowe

DearEditor,

T

h i s l e t t e r commemorates the life of Valerie Garrido-Lowe, who has recently passed away Valerie was a mother, sister, andgrandmotherandserved as a minister within the Ministry of Indigenous Peoples Affairs when the opposition was in power In her role, she provided services and assistance to manypeople.

She was known for her interactions in the remote

communities of the interior of Guyana, where she listened to the stories of residents and offered suggestions, as well as job andskill-basedopportunities aimed at improving their lives.

Her commitment to addressing the needs of the poor and vulnerable was significant, and she assisted adiverserangeofGuyanese people, particularly Indigenous communities. Valerie was an advocate for

The minister navigated her political career with a focus on serving her people, inmyopinion, similartothe approach taken by Mr. StephenCampbellduringhis time as a parliamentarian. Valerie and Stephen are

notable political figures from my home town Moruca, whorepresentedthe interests of Indigenous peoplefromtheheart.Sadly, she was the last stalwart representing the United Force(TUF).

Nevertheless, her contributionstotheAlliance for Change party and the

Correcting Ray Chikrie's erroneous assertions...

Frompage5 evidence to support such assertion.

Anyone who studies South Asia history and politics, especially since the Soviet invasion and the Pakistan Army's policy of Jehad and threats to India of 'bleeding through thousand cuts', knows who practices and preaches terrorism and intervenes in affairs of neighbors.

Pakistan sheltered the notorious Osama Bin Laden in Abottabad in heart of Pakistan, in a heavily protected military zone; Osamaplannedandexecuted

the9/11attackagainstUSA. Pakistani continues to harbor, shelter, and support UNsanctionedterroristslike HafizSayedandmanymore of his tribe. India does not arm groups against any government.

AndIndiaisnottheonly sufferer of the terrorism inflicted by these UN sanctioned terrorists. Even Afghanistan and Pakistan itself (as claimed by it) is a targetoftheseterroristswho perpetrate crime against humanity

It is sad that Pakistan, especially the army that is a state by itself, continues to use the trained terrorists to direct their state-sponsored terroristpolicyagainstIndia.

T h e i n t e r n a t i o n a l community knows this, and there are no takers for Pakistan's lame excuses. No country supports Pakistan publiclyalthoughChinaand TurkeyarmPakistan.

Contrary to what Ray wrote,Kashmirisneitheran issuenoriteverwasanissue that justifies terror Kashmir

has been an integral and inalienable part of India as per the treaty of accession signedin1947.ItisPakistan that has been an aggressor and continues to illegally occupy the part of the territory which it tried to capturebysendingitstroops disguised as mercenaries.

The fact that the people of Kashmir came out openly in support of Government of India's policy of growth and development in the aftermath of the April 22 Pahalgam terrorist incident, is amble evidence that the issue is long settled. It is high-time that Pakistan accepted that indisputable reality and returns the territory that it has illegally occupied.

ThefactthatanAll-Party Indian Parliamentary Delegation, ledbyamember of the opposition, visited Guyana and other countries in the region is enough evidence that there is across the board support to India's position and there is absolutely no place for any

doubt that it has anything to with any so called 'ultranationalist movement', asassertedbyRayChickrie. Every country has a right to protect its sovereignty and territorialintegrity

Even the Guyanese opposition understand that whenitcomestothesecurity and sovereignty of our country; people should rise aboutpoliticaldifferences.

The elections campaign is heating up and politicians in Guyana will make pretty speeches of how much good they have in mind for the Guyanese people, as they beg for our support. But deep down in their hearts, is where the real truths of their commitments given so easily lies.

To support is to vote for, and to vote for is to trust. Every ballot cast with that simplest of letters from the alphabet, an X in the right place, is a deed of trust.

Do right, do good, do what is truthful, do what is wise and just and clean. We ask our fellow Guyanese a simple question: what is it that citizens have gotten in return for the last six decades for their trust?

Outside of leaders' inner circle of friends, family, and other favoured followers, what have leaders delivered in return for the priceless trust they received? Politicians in Guyana have long been liars and frauds and deceivers and now with oil springing from below the sea is here, they have lost their minds. They hide, they lie, they make up stories, and they mock Guyanese as they kick aside the trust given to them. Some of the biggest betrayers and biggest robbers in Guyana are in government offices and political headquarters.

These are not isolated cases. They speak to something deeper Ashift.A withering Something hollow has opened up at the heartofoursociety

Last November, I wrote about those 26 unclaimed bodies. The hospital staff had to wait weeks, even months, for someone to come. No one did. These were people who once laughed, worked, gave love, gave life. And when their time came, they were left behind. As if they no longer mattered. As if they were forgotten, inconvenient.

It is easy to blame the government for everything. It is easy to say the system failed. But in this case, the failure is more personal These abandoned men and women had families Children. Siblings. Nieces.

This isn't a failure of the State. It is a failure of spirit. A failure of duty It is a collapse of basic human decency Abreakdowninthe sacred bonds that once held familiestogether

Opposition walkout forces abrupt end to GECOM meeting

A scheduled meeting of the Guyana Elections Commission (GECOM)wasabruptlyadjourned on Tuesday after oppositionnominated commissioner, Desmond Trotman walked out in protest.

The walkout came after commissioners were informed that several critical electoral issues raisedinthepreviousmeetingwere notincludedontheagenda.

This was confirmed by commissioner Vincent Alexander during a brief interview with Kaieteur News following the meeting at GECOM headquarters inKingston,Georgetown.

According to Alexander, the meetingcametoanabruptenddue to the lack of a quorum after Trotman walked out the meeting. Trotman’s walkout followed the commission’s announcement that several concerns raised by o p p o s i t i o n - n o m i n a t e d commissionersduringtheprevious meeting, held last Thursday, were notincludedontheagenda.

“The chairperson started the meetingbysaying,‘let’slookatthe minutes ’ I stopped and said, ‘madam chair, before you look at the minutes, this agenda of the meeting does not have the items

— critical matters missing from agenda

methodologyforflaggingdeceased personsonthelist.

“Thesemattersshouldbeonthe agenda for discussion. They were notontheagenda,”heemphasised.

Alexander noted that the matters had been raised in writing several weeks ago, but to date, the Attorney General and Minister of Legal Affairs, Mohabir Anil Nandlall, S.C., has not provided a response.

Opposition-nominated Commissioner, Desmond Trotman

they promised to check,’”

Alexanderrecalled.

He continued, “She then responded saying because the Attorney General had not responded, that’s the reason why themattersarenotontheagenda.”

Alexander explained that the issues expected to be addressed included: the stamping of the ballot, dual citizenship for Commonwealth citizens, the incarceratedbeingallowedtovote, underlining of overseas Guyanese on the voters’ list, provision for party polling staff to vote, and

According to Alexander, GECOM Chairperson Justice (Ret’d) Claudette Singh, indicated thattheexclusionoftheissuesfrom the agenda was due to the pending responsefromtheattorneygeneral. “She stated the reason they were notontheagendaisbecausetheAG had not responded to the matters,” hesaid.

However, Singh assured the commissioners that responses would be available by Thursday Despitethatpromise, tensionsrose further when Trotman insisted the issues should have at least been included for reporting and preliminarydiscussion.

“Commissioner Trotman then

said, even if you didn’t have the responses, you should have the mattersontheagendaandreporton the matters. Because she didn’t reportonthematters, shewasgoing to start on the discussions in the minutes It’s only when we enquired... but then she said let’s look at the minutes,” Alexander recounted.

“Trotmansaidyoucan’tdothis; themattersshouldatleastbeonthe agenda. He said that he’s not preparedtostayinameetingwhere theissuesthatwerereportedarenot included in the discussion. So, because he left, there was no quorum.”

Alexander explained that GECOM’s rules require a minimum of two commissioners from each side to constitute a quorum. “In GECOM, you need two [commissioners] from each side to institute a quorum, so once he left, there was no quorum,” he clarified. As a result, the meeting was adjourned to Thursday, with a commitmentfromthechairthatthe outstanding matters would be includedontheagenda.

During the last meeting, o p p o s i t i o n - n o m i n a t e d commissioners eventually agreed to the September 1 election timeline, despite initially arguing that the decision had been made unilaterally and did not align with GECOM’s internal planning Commissioners Alexander, Trotman, and Charles Corbin also contended that the commission would not be adequately prepared toholdelectionsbythatdate.

However, while the new work plan was eventually discussed and agreed upon, Alexander emphasizedthatseveralkeyissues remain unresolved. “The issues which were outstanding were stamping of the ballot, the number of dead persons on the list… and those matters I contended are critical to a free and fair election, which have not been concluded,” hetoldKaieteurNews. He said these matters were not included in the current plan but flagged by the opposition as essential, were supposed to be addressedinTuesday’smeeting,an expectationthatwasnotmet.

These2019-vintagecredits, representing emission reductions from 2016 to 2020, arepartofGuyana’scomprehensive forest conservation effortsencompassing18million hectares—about 85% of
