Also attending the protest was Alliance For Change (AFC) member JaipaulSharmawhosaidthat the PPP/C government, while in opposition, had claimed that they were transparentandaccountable.

Speakingonbehalfofthe AFC, Sharma said his party will push to ensure that the access to information be madeavailable.

StabroekBlock Agreement
T h e a g r e e m e n t governing the Stabroek Block extends favorable terms to the oil companies. Accordingtotheagreement, Stabroek Block partners can recover 75 per cent of oil produced to cover investmentcosts.
The remaining 25 per cent is considered profit and is split equally between Guyana and the consortium, giving each 12.5 per cent. However, the consortium pays a 2 per cent royalty from its share to Guyana FromGuyana’s14.5percent total take, the government must pay the oil companies’ taxes.
The deal stipulates that the sum equivalent to the taxesowedbythecompanies mustbepaidbytheminister responsible for petroleum to thecommissionergeneralof the Guyana Revenue Authority(GRA).

The Ethnic Relations Commission (ERC) travels far to holditselfoutasapeacemaker Itis,buttoapointonly,and eventhen,itisselective. ThisGuyanaofdiversepeoples,of longanimosities,havelittleuseforaselectivepeacemaker Guyanese need a real peacemaker, especially at this time. The ERC does much to stain its record, when it comes out with bland pronouncements, its carefully worded generalized offerings to soothe a roiled population. What the ERC does is make a mockery of its presence, and exposeshowitcanbeone-sided,andtwo-faced.
The ERC should and must stand as a respected peacemaker,andthebestwayforthiscrucialbodytodosois by being an impartial referee. What has to be called out must be called out, without regard for who is involved. Wheneverhostilityrearsitsmalevolenthead,theERCmust beonthescenewithitsclearmessageofcondemnation,and insisting that the authorities take up the baton from there. TheERChasmanifestedremarkableenergyincomingout and being very clear when certain segments in Guyana's unendingtug-of-warsareonthewrongendofitsattentions. It is commendable that someone from some group is specifiedandisolated,andthentakentotask. Thisiswhat theERCdoesbest,whenitistruetoitsexistence,butonly whenitdoessoconsistently
ThepuzzleoftheERCisthatitspringstolifewhensafe targetsareinvolved. Bysafe,wemeanthattheERCisnot riskinganyhardglaresfrompowerfulsources,bystepping onthewrongtoes. Foritsskills,calculations,andefforts,it may even attract a quiet nod of approval for being on the alert and getting on with its job of serving notice to those who are believed strain the peace of the environment. Social media posts are fertile ground, and there are many who operate in the local domain, and a few, very wellknown handfuls that set cyberspace afire with their contributions. Foreveryonecitizenwhomaydefinethose contributionsashealthyanddesirableexposures,therearea goodmanymorewhoseethosecontributionsasdynamite. Thatis,theyhaveenoughenergyinthemtofanflamesand promptunwantedruptures.
We at this paper take an unambiguous position. Freedomofspeechisasacredright,butthoseexercisingit haveadutytoberesponsible. Thisbeginswithrespecting the rights of others, seeing in every other citizen the same rights as those claimed by each one of us. As long as the lawsofGuyanaarehonored,andoncethereisnoindication of danger, then the standards of free speech must prevail. Not because some politician from some group finds it convenient to sell those lofty standards, but because the Constitution of Guyana enshrines them among its provisions.
Withthatbeingsaid,itissurprisingandbafflingthatthe ERC has reacted so tamely to the instances of hostility displayed against a political candidate in his quest to meet with citizens and get his message across. The Guyana Constitutionguaranteeshimthatright,andtheERCshould havebeenintheforefrontofdenouncingintheloudestand clearesttermswhathavebeenseensofar TheERCgives every appearance of operating under some pressure, as though looking over its shoulder, which requires it not to makewaves,buttoadvanceonthestealthiestoffeet. From oneplacetoanother,andinthemostaggressiveandhostile manner,oneman'srighthascomeunderintensefire,andyet theERCpreferstooperateliketheRomanEmperorNero. It quibbles and fiddles, and then puts out what amounts to a nibbleortwo. Itistheequivalentofdoingsomethingjustto be on the record of having done so. This flabby state in whichtheERCisnow,comesatthewrongtime,couldlead tothewrongplaces. AcommittedandinspiredERCserves without fear or favor Guyanese need an ERC delivering evenhandedlyandconsistently Ifnot,Guyanesearedonea rankinjustice,mightaswellnothaveanERC.

ring Agreement (PSA), the Government of Guyana is assigned the burdensome task of paying the taxes of the oil consortium (EMGL, Hess,andCNOOC)fromits share of oil profits and royalties. This contractual arrangement is unheard-of; as it discriminates against otherlocalcompanieswhich are expected to pay taxes from their business income inGuyana.
Alternatively, a more nuanced approach is for the Government of Guyana to approve a tax-holiday for a certain period of time whenevertheGovernmentis interested in providing an incentive to stimulate investment and production. At the end of such a grace period, a company is expected to pay taxes as
other tax-paying companies in Guyana. Consequently, this costly burden on the Guyanese people must be resolved before the commercialquantityofoilis exhausted; for a level playing field offered by Government is a necessary conditionforallinvestors.
Meanwhile, what compounds this Guyana oil tax problem even further is thefactthattheGovernment of Guyana is obligated to issue a tax certificate for money it never received from the consortium; and this tax certificate can thereafter be presented to other governments as proof of the consortium paying t a x e s i n G u y a n a Furthermore, there is no termination clause in the PSA for this arrangement; but it is projected that the commercial quantities of extracted oil will be exhausted in 2057 (Ram:
https://tinyurl.com/4edmw7 jk).Itisthereforecontended that the burden created by this tax certificate must be correctedbyaparliamentary decision. With the financial terms defined in the PSA, Guyana is expected to receive 14.5 percent of total revenue,untilthecapitalcost is repaid, which implies that Guyana should get a higher share of the revenue However, there is no information indicating how much of the capital cost has so far been repaid or when the capital cost will be repaid. Meanwhile,thetotal amountofrevenueearnedby theconsortiumfromtotaloil exports amounted to US$43.49 Billion for the period2020to2024(Bankof Guyana Annual Reports https://tinurl.com/37s9v93b; https://tiyurl.com/285t3ruz). Therefore, Guyana gross shareoftotalrevenueat14.5 percent will yield US$6.31
Billion(Table1). Hereisthe Lopsided Contract Indicator (https://tinyurl.com/4eu59xj t): TheGovernmentpaidthe consortium taxes, (the ‘Lopsided Contract Indicator’ is valued at US$5.23 Billion), for the period 2020-2024 to the Guyana Revenue Authority fromitsshareofoilrevenue. Thisyieldedanetamountin real terms for Guyana of US$1.07 Billion, which is only 2.47 percent of total revenue (US$43.49 Billion) for the entire period 2020 to 2024.
Undoubtedly, this meager amount of US$1.07 Billion (2 47percent) represents a significant inequity, as the consortium captures US$42 41Billion, which is 97.53 percent of total revenue (US$43 49 Billion). If the Government were to remove this Lopsided Contract Indicator andhavetheconsortiumpay its taxes, royalty and profit, Guyana would receive a moreequitableshareoftotal revenueofUS$11.54Billion (US$6.31Billion + US$5.23 Billion), which is 26 53 percent of total revenue (US$43.49 Billion), while the consortium would receive US$31.95 Billion. Thismustbethegoalthatthe Government of Guyana should be working towards on behalf of the Guyanese people.
Another interesting analysis is the comparison between the net oil income and the total amount of remittances Guyanese send home. During the period 2020-2024, the real net income from oil after the Government absorbed the Lopsided Contract Indicator was US$1.08 Billion (Table 2). Having lost the election in 2020, the APNU+AFC immediately launched a smear campaign against GECOM, especially the Chairman and the newly installed CEO. A slew of fabrications were concocted to stoke the claim that the PPP/C had 'lost' the election and was 'installed' in government by external forces.
Having been badly damaged from the battering they received in the aftermath of the 2020 elections, the APNU resiled from their fictitious rhetoric and began wooing and
serenadingthesameexternal forces who they once criticized and even tried to eject from the Ashmin's building.

Not surprisingly, there are other elements of the Lopsided Contract Indicator that are integrated in the PSA; and some of these elementscanbeidentifiedas follows:
1.Guyana is recognized
in the PSA as the NonOwner Associate, even though Guyana owns the resource. This implies that the owners of the consortium, who are not Guyaneseandpaysnotaxes, ownalltheoilresourcesthat isGuyana’spatrimony;
2 There is a cost recovery mechanism in the PSA which guarantees that 75 percent of total revenue for the life of the PSA is unequivocally captured upfront by the consortium, while the Non-Owner Associatehasnoauthorityto change this clause in the PSA;and
3.Noring-fencingandno real-time auditing provide an incentive for the consortium to invest in new oil projects and non-oil activities both on and o f f s h o r e T h e s e disbursements are achieved byusingsomeofthemoney in the 75 percent cost recovery bucket; and the Non-ownerAssociatehasno input in this process. For example, money earned in one project can be used to conduct drilling operations in an unapproved project.

The bullet-riddled body ofataxidriverwasfoundon Thursday inside a drain at Victory Valley, Wismar Linden,RegionTen.
Police identified the deadmanasRonClarke,30, of William Street, Kitty, Georgetown and 76 Wisroc HousingScheme,Linden.
His remains were reportedly found around 19:15hrs.
A teen construction worker was reportedly walking along a street in Victory Valley when he saw Clarke motionless in the drain.

TheGuyanaPoliceForce (GPF) has arrested several persons in connection to an alleged sexual assault of a young indigenous woman at a bar, Minister of Human ServicesandSocialSecurity Dr VindhyaPersaudsaidon
A heinous video circulatedonsocialmediaof the young woman being sexually assaulted in the bar and persons cheering and recording the situation. The bar, which has been identified by police as Raghoo's bar and is located at Soesdyke Junction, East Bank Demerara (EBD) has sincebeenshutdown.
In a statement posted on her Facebook page, the minister said that on Thursday night she received a “very disturbing video which showed a young woman being terribly violatedataBarinfullview ofmanypersons.”
“ I t w a s m o s t reprehensible to see persons filming the incident rather thanhelpingthiswoman,and the DJ encouraging the perpetrator to perform lewd actsonthevictim.
Iimmediatelyalertedthe GuyanaPoliceForceandthe Ministry of Home Affairs, and the Ministry of Human Services has been collaborating with them to address this reprehensible incident.”
The Minister announced that the bar has been identifiedandshutdown.
“Sofar,theBarhasbeen
identified and shut down, personsareincustodyofthe Police.Allnecessarysupport willbeprovidedtotheyoung woman by the Ministry of Human Services and Social Security I urge persons not tosharethevideoasthisisa further violation of the victim.
I call on citizens to be public spirited and not just record these things on their phones, but, offer help and report these serious incidents,” the minister pleaded.
In a subsequent statement the GPF said, the ownerofthebar“Mr Omesh Raghoo has been called in andisassistinginvestigators with their inquiries. The bar has been closed indefinitely pending the outcome of the investigation.”
Further, the police said that such incidents are taken “very seriously” and it remains committed “to ensuring justice is served underthelaw.”
“Investigators are urging any witnesses or individuals with information to come forward and assist with the investigation Please note that no efforts will be spared,”policesaid.
The Ministry of Home Affairs in a separate
statementurgedthepublicto “refrain from sharing these videos out of respect for the victim and the integrity of theinvestigation.”
“Members of the public who have any relevant or helpful information are stronglyurgedtocontactthe 4B Divisional Headquarters at Diamond, East Bank Demerara, or report to the nearest police station,” the ministryurged.
Earlier on Friday, the University of Guyana IndigenousStudentsSociety (UGISS) said it “is deeply disturbed by a video currently circulating on social media, which appears toshowthesexualassaultof a young Indigenous woman inapublicsetting.”
The UGISS said the incident, which reportedly took place in a bar, shows a crowd cheering, recording, andsharingthefootage,with further encouragement from theevent'sDiscJockey(DJ).

A 51-year-old clothes vendor and mother of five was on Friday shot dead at firststreetMocha,EastBank Demerara (EBD) during a robbery
Dead is Desiree Hyman ofLot625Mocha,EBD.
Report reaching this publication was that the Hyman was selling at Lot 297 Mocha, when she was allegedly robbed by masked menonamotorcycle.
Accordingtoastatement from the Guyana Police Force (GPF), two suspects approached the vendor on a motorcycleandattemptedto rob her, however, she resisted, resulting in her receiving six gunshot wounds. Three to the left side of the lower abdomen, two on the right side of the lower abdomen and one underherrightbreast.
The suspects made good their escape on the motorcycle in a northern direction. The scene was processed and two 9mm
spent shells and one suspected projectile were found about three feet away fromthebody.Theareawas canvassed, and several CCTVcameraswereseen.
Daughter of the deceased, Ashanti Hyman told Kaieteur News that she was on her way to work when she received a call around 2:30pm informing herthathermotherwasshot.

Shewasalwaysout-goingto anybody,”hesaid.
The husband said he hopes justice will be served whilenotingthathiswifedid not have any problem with anybody Hyman claimed thataneyewitnesstrailedthe suspected bandits in a direction towards South Ruimveldt and noted that oneofthemhadonahelmet whiletheotherwasmasked.

According to Raphael, when they arrived at the hospital around 12:15 hrs, the staff did not act with the urgency the situation required. “When we get to the hospital, the nurse came to take my sister in into a room and said that she was going to check her vitals. But when I pushed the door to enter the room, the nurse didn'tcheckanythingonmy sister, the nurse was asking her to full up a form, asking her if she is Guyanese and her age and all of this informationthatIcouldhave given to the nurse myself,” hesaid.

Twomaskedbanditsona motorcycle reportedly robbed two women at gunpoint on Thursday at La Parfaite Harmonie, West BankDemerara(WBD).
The victims were identified as Rayleen Patterson, a 26-year-old teacher from Parfaite Harmonie and her aunt, AliciaBrownofSophia. They were attacked around 21:30 hrs., police saidinapressstatement.

Thereissomething oddly comic, and at the same time tragic, about the postcolonialstate.Itisthesortof place where ideas arrive before institutions It is where the most industrious menarenotthosewhobuild bridges or till the soil, but those who can fill out forms in triplicate and place them onthecorrectdeskofaman who wears a tie but understandsnothing.Insuch places, corruption is not so much a deviation from the norm as it is the only remaining lever of functionality Nothing moves unless grease is applied. And corruption is thegreaseforanenginelong rusted, and the only way anythingmovesforward.
This, of course, was not supposed to be the way When the colonial flags camedownandtheanthems changed, there was a brief period of euphoria. But the real business of running a country of building a nation from scratch—was left to men who had, in the main,neverrunsomuchasa cakeshop. The colonizer’s institutions were retained wholesale—Parliament, the Judiciary, the Civil Service—but the soul of these institutions had stayed behindinLondonorLisbon. What remained were the exoskeletons: impressive in shape,buthollowandbrittle.
In Guyana, as in other post-colonial territories, bureaucracy became an instrument of paralysis. To
build a house required permitsthattooksixmonths, a cousin in the city council, and often a “small gift” for someone who could nudge the paper along. To get a passport meant knowing someone whose sister had once worked at the Passport Office was needed. And to secure a government contract? That required not competence, not value for money, but proximity to power In this world, corruption was not the enemy of development—it wasthestimulus.
To be corrupt in such a system is not always to be evil.Often,itissimplytobe efficient.Amanwhowishes to get something done must “work the system,” and working the system means understanding where the envelopes go, who gets the phonecall,whichrelativeof whichministerneedsalittle consideration. In such a setting, it is not virtue that movesanation—itisaccess.
But this is not merely an accident Corruption, in post-colonial societies, is structural. It arises from the fundamental contradiction of the post-colonial project: theattempttograftimported institutions onto societies that did not organically evolve them. There is no deep-rooted trust in these institutions because they were never truly ours. They werethingsweinherited.So, welearntomanipulatethem, not to build them We survive despite them, not throughthem.
In Guyana, successive governments left, right, and centre have been felled or hobbled by corruption. And yet, every five years, they come to the people with fresh promises: “This time, we will strengthen institutions. We will digitize services. We will make procurement transparent.”And the donor agencies nod approvingly But the reality is that these same institutions are staffed by men and women whose careers have been built on knowing how to stall or shuffle or obscure
Improving institutions, in such a context, is like repaintingatermite-infested house.
The real answer is more radical and more dangerous. It is to downsize the state. The post-colonial state is too big, too bloated, and too busy pretending to dothingsitcannotdo.Ittries to build roads, manage utilities, run hospitals, distribute scholarships, and deliver security It wants to be saviour and employer, watchdogandwelfaregiver But it cannot What it becomes instead is a k i n g d o m o f p e t t y princes each with their fiefdoms, each collecting rents, each making themselvesindispensableby ensuringnothingeverworks unlesstheysayso.
The more government tries to do, the more opportunities for graft it creates. Every new agency, every new programme,

becomes a feeding trough. Contracts become rewards, jobs become bribes, and inefficiency becomes a virtue—because the longer something takes, the more palms that must be greased. To downsize government, then, is not to destroy the state. It is to save it from itself. But therein lies the rub. The very people who must decide to shrink the state are the ones most dependentonitsbloat.Their power is derived not from their in tellect or achievement, but from the ministries they control and the budgets they command.
To downsize government would be to dismantle their kingdoms And so, with tragic circularity, the corrupted are tasked with
curing corruption, and the result is predictable: inquiries that go nowhere, audits that find “procedural gaps,” and reports that gatherdust.
And yet, without this radicalsurgery,Guyana and much of the post-colonial world willremaintrappedin atheatreofgovernance,where appearancesmattermorethan results, and where corruption continues to be not merely a vice, but a necessity The tragedy is not that corruption exists The tragedy is that it works
And so, the circus rolls on The ministers give speeches, the bureaucrats hold workshops, the newspapers write editorials. But in the quiet corners of the capital, in the air-
conditioned rooms behind the ministries, the real business of the state continues—in whispers, in favours,inenvelopes.Thisis thetrueeconomyofthepostcolonial state: not production or innovation, butaccess.
It is a kingdom, yes. But one built not on merit or service, but on the delicate, cynical art of getting things donethroughtheapplication ofalittlegrease.

Thetoolsandassetswere all there. A new kind of leader, a possibility Then the odds went south, got all mucked up. Number one, wasthefirstissue;thenhow to divide. Hairsplitting led to the hair-raising with en
watching. Watching,butnot
believing. That's not leadership. That's gamesmanship. A little bit of craftsmanship, too; along somecrassnessalso. Isayit again: there can be no chattering about shared governance at the national level,whenthereissomuch difficulty splitting at the internal level. What didn't yet exist. Leadership of a rare order was needed, summoned. The bell went unheardandunanswered. If Mr Hughes didn't know it, somebody on his side had to prevail. The people are watching. They are waiting for someone, a leader to be trusted, to walk with them. For the longest while, Guyanese have
walked alone. It is a lonely road, take it from me; traveled only by those with thefortitudeofacertainkind of constitution. More Guyanesedon'twanttowalk with the president, or the former president Mr. Hughes had that slightest of small openings. The law overtookhishead,redirected his energies. He had gotten hishandsfull,fromHouston, East Bank Demerara to Houston, TX. It's a big world One that, unfortunately, didn't leave the kind of room for the priorities and pains of Guyanese. Theirs was to live with the profanities of powerslocalandforeign. What I table is what Nigel Hughes should have beenstandingonthehighest, biggest local table, and representing the Guyanese people with his all. Oh, he had it all, then came the political fall. Now he has slowed to a crawl. I don't feelforthisbrother,forheis strong enough to go on by himself. IfeelforGuyanese,
whonowstudytheterrainin front of them, and weigh their choices. Norton or Mohamed? The new Mohamed or the older one, which is a running national joke. Becausetheolderone is Bharrat Jagdeo. Thirty-six-year-old BradleySampson,knownas “Doggie,” was on Friday slapped with six charges when he appeared at the Georgetown Magistrates' Court.Thebusinessmanand fatherof14appearedbefore Acting Chief Magistrate FaithMcGustywhoreadthe charges. he Georgetown Public Hospital Corporation (GPHC) on Friday said that it has restarted its corneal transplant surgeries through a partnership with internationally renowned Corneal Surgeon, Dr. Lloyd Williams of Duke University, North Carolina, USA.
Fourteen corneal transplant surgeries were completed over the pastthreedays.
GPHC first introduced corneal
transplantsurgeryin2016,through a successful partnership with The George Subraj Foundation, completing 99 surgeries by 2021. The foundation played a crucial role in sourcing corneal tissues, making these life-changing surgeries accessible to Guyanese patients who previously had to traveloverseasfortreatment.

However, Holness said it is his administration that has placed the country on a journey of prosperity. He said before 2015, the mantra and the theme of the country was about poverty. “It was all about poverty,” Holness claimed, suggesting
that debates about poverty are in the distant past. He said the last that has been heard about poverty is that absolute poverty has been cut in half, moving from 16 per cent of the population being below the poverty line to eight. Further, he pointed to the unemployment rate, which, he said, was 13 per cent but has since dropped significantly to its lowest, at 3.3 per cent. He said, as a probability, there is a 97 per cent chance of being employed in Jamaica. “Of course, we’re always going to argue about wages and the level of the wage and so forth, but we are in a better position today than we were a decade ago,” he said, pointing to the beneficiaries of the social housing units to be constructed. He said there are 40,000 National Housing Trust units in train and major crimes are down, arguing that the people whose lives have been saved are infinitely better off. He said Jamaicans will have to change their perspective, having, for so long, been struggling and having a default position of “nothing naah gwaan”. The prime minister said things are changing before their very eyes. “If your perspective is that the glass is half-empty, where are you looking? You’re looking at the bottom. But if your perspective is that it is half-full, where are you looking? You’re looking upwards, and that tells me so much about your attitude. If it’s one thing we know about life is that where you’re headed is determined by your attitude,” said Holness.

During an interview outside of GECOM’s High Street, Georgetown office on Friday afternoon, opposition-nominated GECOM Commissioner Vincent Alexander disclosed that the Horizon and Star party’s list, headed by Hubert Maloney, was not approved by the commission due to insufficient documentation. He noted that, like other parties, Maloney was written to and informed of the issues with his list and was given a chance to make changes. However, according to the commissioner, Maloney’s response was still insufficient.
When asked about the commission’s agenda for the upcoming week, Alexander said templates for the ballots have to be approved. However, he pointed out that there are several other outstanding matters that re-
quire attention.
He said, “We have got some outstanding matters, like what right we have never really concluded on the question of the incarcerated, the question of the overseas ballots, how that will be counted, is still to be concluded.
The question of how we deal with the local dead who are not submitted by the Registrar of courts and deaths is still to be to be dealt with.
The question of flagging names of overseas Guyanese on the voters list still to be dealt with.”

Training was intense, seven days a week, filled with drills and discipline.
After four years of dedication, he earned his Shodan(1stDan)BlackBelt under the watchful eye of Master Teruyuki Okazaki, 9thDan.
“By then, my parents were secretly hoping I’d quit,”Waldronrecallswitha laugh. “But I had found my calling.”

Fiveyearslater,Waldron founded what is now St. Gabriel’s Shotokan Karate Club in Brooklyn, where he has mentored countless youngkaratekas.
“Manykidscomeinwith movie-inspired ideas, they want to break bricks and fight right away,” he said.
“But karate is a discipline. Fighting comes only after m a s t e r i n g t h e fundamentals.”
Though karate became his life’s work, Waldron’s love for family has always come first. “When it comes
to karate, I’m always there—my fellow karateka can count on me. There’s a saying:Karateislikeapotof boiling water If you take away the fire, it cools. You mustkeeptraining.”
From Competitor to Master Waldron officially retired from competition after representing the East Coast at the U.S. Nationals in Hawaii, where he won gold in the team kumite event.
In June 2017, he earned his 7th Dan (Shichidan) under Chairman and Chief Instructor Hiroyoshi Okazaki.Today,heserveson the East Coast Technical Committee as an ISKF A Judge, B Examiner, and Instructor, teaching at both the Maynard Miner Karate Academy and Tora Karate across Massachusetts and RhodeIsland.
He continues to honour hisGuyaneseroots,recently teachingatISKFGuyanaon the invitation of Chief Instructor Christopher Chaves, 6th Dan, and keeping close ties with formerGuyaneseclassmates Amir Khouri and Jeffrey Wong.
After eight years of rigoroustrainingbeyondhis Shichidan, Waldron achieved what many only dream of, earning his 8th DanBlackBeltin2025.
Reflecting on his journey, Waldron said, “I’m eternally grateful to my parents for giving me the freedom to pursue my dreams. Karate shaped my life,andnow,itismylife.”
