...Annai Toshao apologises after signing letter barring Mohamed

Government has come under pressure for allegedlyinstructingtoshaos in the Rupununi to block political activist, Azruddin Mohamed, from entering theirvillages,andtheToshao of Annai has since come forwardtoapologise,saying that he signed the letter barring the businessman by mistake.

In a letter dated May 10, 2025,toMr CharlesSugrim, who was listed as the representative of Team Mohammed, titled “Permission to visit villages North Rupununi”, it said “with reference to the subject matter the undersigned leaders on behalf of our residents do hereby acknowledge receipt ofyourcorrespondence.”

It went on to say, “As leaders, we know Mr Azruddin Mohamed's work in philanthropy in selective parts of the country However, based on our research in considering the application to enter our village lands, we have become aware of several international allegations of criminalactivitiesconducted byAzruddinMohammed.”

It was further explained that based on these findings that the US Department of Treasury's Office of Foreign Assets Control announced sanctions against the businessmanforhis“rolesin corruptioninGuyana.”They also mentioned allegations of tax evasion on gold exports,under-declarationof his gold production and unpaid duties for the importation of several luxury vehicles. “Therefore, acting in the best interest of our villages and based on precaution, permission to enter our village is hereby denied. We underscore that we will continue to uphold the governance systems established in law, which guarantee the autonomy of the Amerindian Village Council.Asvillagecouncils, wearelegallyempoweredto regulateactivitieswithinour villagelands,includingwho may enter and under what conditions.Assuch,wewish to remind you that our decision, detailed here, is final on the matter We wish you the best on your future endeavours.”

Toshao of Annai issued

reinstated the businessman's visit. In his apology, Toshao Ivor Daniels said that he wrote the letter with deep humility and sincere regret onbehalfofthefivevillages of Annai. “It has come to light that a significant error was made when I signed a letter denying Mr Mohammed entry into our villages.

I acknowledge that this action was a grave mistake and I accept full responsibility for the confusion, distress and inconvenience it may have caused to Mr Mohammed and his team,” the letter continued.

The A Partnership for National Unity (APNU), reacting to the letter barring the businessman, said on Wednesday that indigenous village leaders preventing persons from entering their communities on the instruction of the People's Progressive Party (PPP) is unlawfulandvindictive.

Citingthedecisionbythe Toshaos of the NDC of Aranaputa/Upper Buru Buru,RegionNine,theparty reiterated its objections to what it said is “the PPP's m a n i p u l a t i o n a n d domination of some village leaders, forcing the unilateral barring of persons from visiting indigenous communities for legitimate reasons.”

The statement disclosed that APNU's party executives, as well as its activists, have encountered situations in recent times where they were prevented from entering a community The party said that it is a clear sign that the Toshaos “are clearly under pressure to sign on to PPP-dictated positions coming out of Freedom House ” “These actions are unconstitutional, unlawful,andvindictive.We have since learnt that the Toshao ofAnnai district has reversed his decision due to the widespread pressure

from villagers and indigenous rights activists, such as former MP Mervyn Williams,”thepartysaid.

For full disclosure and the benefit of the public, APNU restated the views of WilliamsfromhisFacebook page on the recent North Rupununi situation. He said that, “Aranaputa is a Neighbourhood Democratic Council area. It is not an AmerindianVillage.Itisnot governedby,orsubjecttothe AmerindianAct,particularly as it relates to access and visitation There is no evidence that the village councils considered, discussed, and decided on thismatter.”

Itwasalsoexplainedthat in matters that may prove to be contentious, such as this one, the village council would normally refer the matter to the village general

meeting, the highest decision-making forum of t h e v i l l a g e , f o r determination.Inorderfora decisiontobebinding,avote oftwo-thirdsoftheresidents present is needed Furthermore, “A village council has no authority to determine the innocence or guilt of any person, (except whereitisadomesticvillage matter and gazetted village rules are applicable), particularly in a case where such a person is not charged

It was further explained that a village council does not have the right to deny a person entry based on criminal allegations that are not before the court. The grounds listed for entry denial are “prejudicial and u n f o u n d e d F r o m informationavailabletome, the residents and their elected councillors on the one hand, and the Toshaos and NDC chairman on the other hand, are at loggerheads on this matter On the face of it, there appears to be some constitutionalbreacheshere. The evil hands of the PPP political operatives are clearlyvisible.”

It was reported by this publication on May 08 that, in a joint statement, the councillors, tourism operators and residents of theLakeCapoeycommunity expressed that they had no issues with the businessman visitingtheirvillage.

The statement came a day after a video was circulated with Toshao Wendy Francis saying that she was disrespected by the businessmanandothers,and also accused him of

breaching the Amerindian Act since he is an outsider who did not seek the council's permission before entering the community Refuting her claims, the statement said, “Lake Capoey is a tourist community As such, because we usually have a highvolumeofcustomerson a weekly basis, it was decided years ago by the community that we would allow visitors to come into the community on a limited basis without writing for formal permission Those rules are still in force in the communitytoaccommodate

Itwasalsodisclosedthat the Vice Toshao was made aware of the businessman's intended visit by a community member, who handled parts of the organising, and the information was shared, via a WhatsApp group, to the Councillors It was also highlighted that Team Mohamed's is not responsible for any lack of communication that may have happened between the community organisers, the Vice Toshao, councillors, andtheToshao.

Misuse of Paul Raskin’s work Does the current administration need anAlien Enemies Act to get things done?

DEAREDITOR, Allow me respond to a lengthy letter to the Editor on the relevance of Paul Raskin’s work for Guyana by one, A. Thomas (KN, 5/13/2025). If you are not familiar with Raskin, you should know that he holds a PhD in theoretical physics from Columbia University, and is a leading thinker on problemsofworldorder,the global political economy,

and environmental sustainability Itisimportant tonotethatRaskin’sworkis decidedly against divisive politics, undemocratic

governance, ethnic chauvinism, racialization, andviolence.

For this reason alone, Thomas’ use of Raskin to make claims about developments in Guyana is out of order, and should be summarilydismissedasboth pretentiousanddangerous.

Raskinisabig,structural thinker, about the direction of human development within the global biosphere. In the Great Transition, Raskin contemplates three possible future scenarios,

namely, hegemonic continuity of the current world order, a cataclysmic rupturing if and when the current global structure can

n o l o n g e r a b s o r b contradictions, or a ‘great transition’ founded in a planetaryapproachtoglobal governance.

Ms Thomas vulgarly manipulates the second globalscenariotofitGuyana in ways that go against both the epistemology and moral intentofRaskin’swork.

Think for instance, how outrageousitisthatThomas uses Raskin’s work to level criticisms against Gerry GouveiaandBrianTiwari.I

wonder if she knows that thesemenemploymorethan athousandGuyaneseinhigh paying jobs. Based on her high marginal propensity to racialize everything, I also encourage her to do a check onthedemographicsoftheir staff.

This is no place to engagethecomplexworkof Raskin. Yet, given Thomas’ gambit, I must, at a minimum, note that “barbarization” and “breakdown” occur because of the choices made by individuals and groups groundedinthesocialforces of a society. It is not only about leadership at the top. In Guyana, there are social forces that are intensely ideologicalintermsofracial eschatology

, President Irfaan Ali raised the issue of digital toolsandAIandthepossible impact on journalism in Guyana and around the world. This matter has been and continues to be studied by reputable researchers from universities such as Harvard and Oxford for many years now It has become a matter of global concern.Bybeingoneofthe first heads of state to place this issue on the agenda for national and regional dialogue, President Ali has become a global leader on this matter Our president has become, if not the first, amongthefirstfewheadsof state to place the matter of digitaltoolsandAIandtheir impact on journalism. He deserves praise, not criticism.

President Irfaan Ali has been a leader who is not afraidtomovethingsintothe future. He came into leadership at the time when CARICOM invested more

than $6B annually in importing food it can produce. He initiated the 25 X25initiativetoreducefood import from outside CARICOM by 25% by 2025,nowwiththetargetset for2030.Hehasbuiltonthe visionary low carbon development strategy, initiatedbyPresidentBharat Jagdeo in 2010. In July, PresidentAli will launch, in Guyana, the Biodiversity Alliance with global leaders and institutions. There are other initiatives he has catalyzed since he was sworn in as President in August2020.

In a similar vein, PresidentIrfaanAlihasseen the dramatic rise of digital tools as a source for news andinformation.Hehasseen the impact of Artificial Intelligence on various aspects of life and has seen how significant Artificial Intelligenceisimpactingthe media and journalism. Insteadofjustwaitingtosee howthisplaysout,President

Ali used the occasion of World Journalism Day 2025 to highlight the impact of digital tools, including artificial intelligence in the operations of the media in Guyana and around the world He urged media practitionerstorecognizethe revolution that is taking place and consider how Guyana, CARICOM, and the world might be able to maximize the potential for good that these tools offer, but,concurrently,ensurethat the potential for bad or for evildoesnotgaintraction.

For this, the president deserves commendation Onewouldhavethoughtthat a n y o r g a n i z a t i o n representingeitherthemedia ormediapractitionerswould have jumped on the opportunity offered by the president to participate in a nationaldialogueonamatter ofimportancetoGuyanaand the world. But not so the Guyana Press Association whichimmediatelyknocked the idea and immediately

concluded this was a signal of a president and his governmentsettingthestage for restriction of press freedom.

Nothing the president stated was even remotely linked to press freedom restriction Indeed, the president admitted that he wasnotcertainwhattherise inAI and digital tools mean for the practice of journalism. The president cautioned that whatever impact AI and digital tools have on the quality of journalism, we ought to ensure that responsibility, fairness, truth and justice remain the hallmark of a strong media world in Guyana.

The GPA predictably donned their political cap as one of the major anti-PPP governmentorganizationsin Guyana. Strangely, it is the GPAwhich just days before hadspokenaboutAIandthe potential for mischief, misinformation,etc.

media, of journalism, has emerged. There has been a profound dislocation of the media in recent years DISLOCATION is now the buzzword for media realities. Where journalists and reporters populate their work is today very different fromwheretheydidjusttwo to three decades ago. From just newspapers, radio and TV newscasts and talk shows, practitioners have movedtonewerplaces,such as Facebook, Instagram, Instagram Reels, Tik-Tok, Podcasts,You-Tube, What’s App,Linkedin,etc.Butwho is a journalist has been impacted by dislocations also. Who is a journalist or reporter has changed, to the great chagrin of those who trained for the job. Indeed, ordinary citizens more and more provide a new source for information. Where peopleobtaintheirnewsand their information, clearly, too, has been dislocated. No longer is the newspaper or theradioorTVtheexclusive destination for people looking for the news or for information Now the destination is digital tools, searchengines,etc.

It is a fragmented media environmentofferingpeople around the world a seeminglyendlesssourcesof information to choose from. Where Guyanese, like their counterparts in other countries around the world, obtain their information has changedradicallyinthe21st century Digital sources today dominate the media environment Young people are unlikely to read newspapersorwatchtheTV news for their information. Thebadnewsfortraditional media is that this unlikely possibility also now is rapidlygainingtractionwith olderpeople.

Even before 2000, newspaper readership has been suffering significant losses The decline has

become an existential crisis fornewspapers.IntheUS,a study showed that from just 35% of adults who read newspapers in 2019, it dropped to a worrying 24% in 2022. A Pew Research Center survey (2020) found that 86 percent of adults in Americagottheirnewsfrom a smartphone, computer, or t a b l e t “ o f t e n ” o r “sometimes,” compared to just 40% who similarly got news from TV A similar trend is seen across the world.

Themediaworldtodayis radicallydifferentfromwhat existedatthestartofthe21st century While changes had alreadystartedpriorto2000, thechangeshaveaccelerated so rapidly that what constitute the media today has no resemblance to what the media was just twentyfive years ago. Journalism today is very different from whatitwasin2000.Indeed, who is a journalist has changed dramatically and we now fight for a proper definition of who is a journalist.

Withallthechangesthat have occurred in the last twenty-five years, journalism is about to change even further and even more rapidly The rise ofArtificialIntelligence(AI) hasalreadyhadanimpacton themediaandonjournalism. Thechangingmilieuandthe changing environment for journalism and the potential for AI to completely revolutionise the media and thepracticeofjournalism,to redefine who is a journalist have become a global concern. President Irfaan Ali has once again taken a leadershiproleonamatterof great importance for Guyana,CARICOMandthe world.Itiswhyheisseennot simply as Guyana’s President,butaleaderonthe globalstage.

A new low for Pres. Ali and the PPP/C

The President Irfaan Ali Government has set a new record: no cabinet media briefing for an entire term in office.

The PPP/C, while in opposition, had said much about President David Granger not holding media conferences. President Ali is no better. At least every week without fail, Granger's government kept the media updated on important policy positions and decisions.

At the moment, the one forum where journalists can guarantee some response to burning questions is the weekly Freedom House cuss-down show, where reporters and their media houses are degraded and important questions about the affairs of this country are trivialised.

We have editorialised before how suffocating those weekly briefings are and how they can hardly be relied on to inform the nation about government policies and programmes.

Therefore, the question must be asked, what is the PPPC Government afraid of, and what are its leaders going to great lengths to conceal?

Exxon’s third audit completed

The local consortium that was hired by the government of Guyana (GoG) to conduct the third audit of ExxonMobil's US$19 6B expenses has

Resources,VickramBharrat, in an invited comment on Tuesday Minister Bharrat

told this newspaper that the Guyana Revenue Authority (GRA)hasreceivedtheaudit

report completed by Ramdihal & Haynes Inc; Eclisar Financial; and Vitality Accounting & Consultancy Inc (VHE Consulting) “GRA is in receipt and doing their internal assessment,” he explained.

any's expenses incurred between the period 2021 to 2023 VHE Consulting also conducted the second audit of the Stabroek Block operator for the period 2018 to 2020, whichisstilltobefinalised.

The third audit, which commenced in November 2024, was initially expected to be completed by March, butanextensionwasgranted tothetimelinebytheGoG.It is important to note that the audit in question is the largest in the country's history, yet auditors were granted a mere five months toconductthereview When asked if the government is comfortable with the short timeline given to auditors to review a substantial US$19.6 billion in expenses which is significantly larger thanthetwopreviousaudits, Permanent Secretary of the Ministry of Natural Resources, Joslyn McKenzie, had responded, “Asitrelatestotheduration, the duration is in keeping with the audit charter, and the GRAassured us that the work will be completed within that timeframe. All the bidders who submitted their bids also said the same thing, that the timeframe is adequate.”

Additionally, unlike what obtained during the firstcostoilaudit,themedia was not invited to attend the signing of the contract, sparking concerns from stakeholders. Chairman of the Alliance For Change

(AFC) and former Minister of Public Infrastructure, David Patterson, said at the time that the media was blankedonpurposefromthe event. In an interview with this newspaper, Patterson had said, “We noted that the contract signing was done without the presence of the media, departing from earliersuchcontractsigning. Weseethisasanattemptby the government to dodge q u e s t i o n s o n t h e performance of the company, as well as the contentsoftheirreport.”The earlierauditsincludeBritish firm IHS Markit, which reviewed expenses totalling US$1.7billionfortheperiod 1999 to 2017, and VHE Consulting, supported by SGS and Martindale Consultants, which audited US$7.3 billion for 2018 to 2020.

Meanwhile, even as the third audit has been completed by the consulting group,thesecondoneisstill to be finalised. The second audit, covering Exxon's expenses for 2018 to 2020 andtotallingUS$7.3billion, was conducted by the local c o n s o r t i u m V H E C o n s u l t i n g , w i t h international support from SGS and Martindale Consultants.

That final report was submitted to Exxon in November 2024, and the company had 60 days to respond. Kaieteur News had reported that an analysis of the second audit report revealed missing details on key expenditures that were covered in the first oil audit done by IHS Markit Currently, citizens can access VHE's “Initial Audit Report for the Stabroek Block Cost Recovery Audit – 2018 to 2020” on the Ministry of Natural Resources website That version was published on April 12, 2024 and is 135 pageslong.

Did the GPA really need a 10-page thesis on press freedom?

Let me begin by saying I have nothing against the Guyana Press Association (GPA). Truly Some of my best friends are journalists—or at least, they were, until they read the GPA’s recent World Press Freedom Day statement and promptly fell into a coma. Nowtheycommunicateonly in Morse code, tapping out

requests for shorter sentences.

The statement in question, a sprawling, labyrinthine manifesto that could double as a sleep aid, raises an urgent question: “Did the entire GPA executivereallysitarounda table, read this thing, and nod in unanimous approval?”Orwasitmoreof a “Well, someone wrote it, so…let’sjustrollwithit”?

I imagine the editing processwentsomethinglike this:

Editor1:“Thisisabit… long.”

Editor2:“Wecouldtrim someredundancies?”

Editor 3: “Nonsense! Add three more paragraphs aboutAI!”

Editor 4: (whispering)

“Arewetryingtohitaword count for a UNESCO grant…”

Buried beneath the statement’s

avalanche of clauses, subclauses, and gratuitous references to international bodies lies what appears to betheGPA’srealbeef:social mediaisnot‘realmedia’.

TheGPAinsiststhatonly t r a d i t i o n a l journalists those noble scribes who toil under the sacred banner of editorial guidelines qualify as “media” Everyone else—TikTokers, Facebook commentators,thatguywho livestreams his lunch are mere “information consumers”.

This raises an obvious question: “Is the GPAafraid of social media?” Because, let’s be honest—if the crux of your 5,000-word treatise is “Hey, PresidentAli, don’t you dare lump us in with those unwashed Facebook trolls!”, then maybe, just maybe, you’re not fighting forpressfreedomsomuchas fightingforrelevance.

The GPA rejects the President’s suggestion to redefine “media,” arguing that media are simply channels for content dissemination,notentitiesto be politically defined It warns against conflating journalism with social media, emphasizing that professional journalism a dheres to ethical

standards distinct from casualcontentsharing.

The GPA’s argument hinges on a romanticized vision of journalism—one where grizzled reporters

pound keyboards in newsrooms, muttering “Followthemoney!”before dramaticallyhangingupona corrupt source. Meanwhile, in the real world, a 19-yearold with an iPhone and a Facebook page breaks more stories than some legacy newspapers.

Does this mean every randomwithasmartphoneis a journalist? Of course not. But does it mean the definition of media has expanded beyond the GPA’s comfort zone? Absolutely! ThatisarealitythattheGPA willhavetolearntoaccept.

Themostdeliciousirony here is that the GPA, in its zeal to ‘protect’ press freedom, is inadvertently arguingforamorerestrictive definition of who gets to participate in the media ecosystem Social media cannot be ignored The credibility of many of its reports may be open to question.Butsocialmediais a tide that the traditional mediawillignoretoitsperil.

President Ali’s musings about AI and media regulation may indeed be misguided (or,

Three weeks after an autopsy confirmed that 11year-old Adriana Younge diedbydrowning,herfamily hasyettoreceivetheofficial report from the Guyana Police Force (GPF), raising growing concerns about t r a n s p a r e n c y a n d communication in the ongoinginvestigation.

Attorney Dexter Todd, representing the Younge family, confirmed on Tuesday that despite formally requesting a copy of the autopsy report the previous week, neither he nor the family is in possession of the preliminary forensic findings. “We do not have a preliminary report as yet,” Todd told Kaieteur News. Now, the family has confirmed that a second autopsywillbeconductedon Adriana'sbodyintheUnited States.Herbodyisexpected tobeflownoutbynextweek.

Meanwhile, even as the familystrugglestogetacopy of the autopsy report, Attorney General Anil Nandlall has sought to downplay their quest for a second autopsy. “Whether another post-mortem or forensic procedure would

produce anything of value would be a matter for those whoarepursuingthatcourse of action, my information is thatitwillbeofverylittleor no value,” the AG told his audience during his weekly talk show on Facebook Tuesdaynight.

Suspected remains of missing hunters found in South Rupununi

Eight months after two hunters went missing during a hunting trip in September 2024, the skeletal remains of two men were discovered on Tuesday by fishermen in the jungle area near Awarewaunau Village, SouthRupununi,RegionNine.
