‘Troubling flaws in oil spill law’

Athoroughanalysisofthenewly passed Oil Pollution Prevention, Preparedness, Response and Responsibility Law by prominent Attorney-at-Law,ChristopherRam, has unearthed deeply troubling flaws that could potentially leave Guyana at the mercy of petroleum companies

In his two-part column on the law, published by the Stabroek News, theAttorney delved into the specificsofthelegislation, approved without the support of the Parliamentary opposition on May 16

Ramexplained,“Atfirstglance, the unsuspecting reader and observermaybelievethatthelawset out in the 56-page, 39-clause Bill, arranged over eleven parts from Preliminary to Miscellaneous, is progress and development They wouldbedangerouslymistaken”

Beyondthetechnicaljargonand smooth veneer lies a troubling reality that this legislation may weaken the very protections it purportstostrengthen, accordingto him

In his 155th column, ‘Every

Man, Woman and Child in Guyana Must Become Oil-Minded’, Ram highlights a “particularly galling” sellout which reverses the need for unlimited protection from an oil spill TheAttorney explained, “The oilgiant(ExxonMobil)hasoperated for years, knowing it needed unlimited liability coverage – that was the deal from the start Justice Kissooninsistedontheenforcement ofexistingobligations Clause22,in plainterms, removedthatobligation andplaceditonamotleygroupofilldefined entities known as the responsibleparty Incontrast,Clause 21 can be read to render a parent company’sguaranteeinvalid” Clause 21 states, “An indemnification or any like agreement shall be invalid for the purposesoftransferringtheliability of a responsible party under this Act”This means that the company operatingorthe“responsibleparty” shallpaycostsassociatedwithaspill ratherthantransferthisliabilitytoits parentcompany

Pursuing the Bill through Parliament, according to Ram, was equivalent to “legislative

malpractice”and“anotheregregious abandonment of the national interest”

Govt appointedBoards

Meanwhile, theAttorneyshifted his readers’ attention to the boards mandated by the law Ram said, “Thelegislationcreatesatleastfive major bodies: the Civil Defence Commission (as the “Competent National Authority”), its sixmember Governing Board, a National Oil Spill Committee with over 20 agency representatives, ad hoc Oil Spill Incident Boards of Inquiry, and a National Emergency OperationsCentre”

Hewaskeentonotethat95%of all these positions are to be directly appointed by the Minister, with the remaining 5% being ex-officio appointments of officials who were politicallyappointed

The Attorney believes this creates a system where political loyalty takes precedence over technical expertise He therefore mocked, “This legislative masterpiece is worthy of a special case study at Harvard Business Sch

Organisational Dysfunction: A Masterclass in Bureaucratic Architecture’

He added that the maze of institutions, all operating under vaguemandateswithunclearlinesof authority, virtually guarantees bureaucratic paralysis when swift action is needed Ram reasoned, “Rather than streamlining response capability, theBillspreadsfunctions and responsibilities across multiple layers of bureaucracy, creating enough regulatory confusion to allowoilcompaniestooperatewith even greater abandon At the same time, appointeescanalwayspointto some other body as being responsible for enforcement When a spill occurs, who exactly is in charge?”

OilSpillLawand theStabilityClause

In his 156th Column, the Attorney digs deeper into the law, pointing to a series of other flaws Forinstance,RamnotedthatClause 10oftheBillrequiresoilcompanies (the “responsible party”) to submit theircontingencyplans, whichmust alignwithorbeincorporatedintothe

Govt. pulls “initial” audit of Exxon’s

US$7.3 billion audit from website

…renamesdocumentandclaims“finalreport”available

The Ministry of Natural

Resources on Friday responded to an article by Kaieteur News, questioning the delayed publication of

the final report on ExxonMobil’s US$7 3B audit.

T h a t a u d i t w a s conducted by a local

c o n s o r t i u m , V H E Consulting, for the period 2018to2020.InitsMay16, 2025edition,KaieteurNews reported that six months after the Guyana Revenue Authority (GRA) gave clearanceforthefinalreport to be made public, the document remains a mystery

The article came on the heelsofaseriesofquestions to responsible authorities, including Vice President Bharrat Jagdeo, Natural ResourcesMinisterVickram

Bharrat and Senior Petroleum Coordinator BobbyGossaiontherelease ofthereport.

On May 15, Gossai shared a link with Kaieteur News to the “initial audit report”, which was at the time available on the Ministry’s website. See link a t t a c h e d :

Screenshot of the title of the report on the Ministry’s website contradicts statements by the Guyana Revenue Authority (GRA). While the document is dated April 2024, the GRAis on record calling for the final report to be released in November 2024.

https://petroleum govgy/do cuments/vhes-initial-auditreport-stabroek-block-costrecovery-audit-2018-2020

The document, now removedfromtheMinistry’s website, was titled ‘VHE’s “Initial”AuditReportforthe Stabroek Block Cost Recovery Audit – 2018 to 2020’.Itisimportanttonote that this report was published by the GoG since lastyearApril. Moreover,as clearlystatedinthetitle, that document is not the “final report” approved by the GRA for publication. This information was also brought to the attention of Gossai, who committed to

checking on what was available.

With no further clarifications provided by the Ministry on the document, it later issued a statement describing the article as “hysterical”. Notably, governmentshared a new link, this time to a report titled ‘VHE’s Audit Report for the Stabroek Block Cost Recovery Audit –2018to2020’. It said, “For the removal of all doubt, the Ministry wishes to inform that the final report is in fact available on the website for public perusal via this link: https://petroleum gov gy

This document is also with ExxonMobil Guyana Limited and its partners for reviewandresponse.”

A comparison of the “initial report” and the new document by the Ministry revealed no significant changes.Infact, bothreports flagged US$65,193,546.93 asdisputedcosts.Theyboth contain the same number of pages, along with identical findings and conclusions by theauditteam.

Screenshot showing the link shared with Kaieteur News to a report that is no longer available.

The suspicious removal of the first report by the Ministry and subsequent renaming and replacement of the document raise serious concerns about the management of th

country’s oil and gas sector It would be recalled that in November last year, the Commissioner General of the Revenue Authority, Godfrey Statia, informed thispublicationthatthelocal c o n s o r t i u m , V H E Consulting, has been instructed to release the finalisedsecondauditforthe

tly, it was reported that Natural

ResourcesMinisterVickram Bharrat assured that the reportwouldbemadepublic the following week, promptingthisnewspaperto seek updates on the document. It is important to note that the audit report available on the Ministry’s website is dated April 12, 2024, raising further questions, given the GRA’s instructioninNovemberlast yearforthefinalreporttobe published.

Staying on the path of improving and expanding Mental Health Care

DEAR

Mental health in the workplace is a growing global concern, and rightfully so. This ‘mental health’ situation is impacting both individuals and organisations. So,itisvitalthatwe, asa nation, promote positive mental health atwork(bearinginmindthatthisisthe month for special emphasis). As a nation, we need to employ various strategies, suchassupportingemployee participation, definingroles, promoting work-life balance, managing workloads, providing training, and addressing conflict. At least these are some I have been reading about. We need to seriously address these challengesastheycanleadtoincreased employeesatisfaction, engagement, and productivity, whilealsoreducinghealth costs and turnover It is a mammoth undertaking, and it is noteworthy that thisisgettinggoodattentioninGuyana.

I see that the Ministry of Health is calling on citizens to look beyond outdated misconceptions and take

active steps to support mental wellbeing, both for themselves and others.

Couchedinthemotto,“TurnAwareness into Action”, the major idea is “Let’s breakthesilencetogether.” Thisisthe word coming from Senior Clinical Psychologist and Head within the Ministry of Health, Dr. Mark Constantine.HeisurgingGuyanese“… to confront and dismantle the stigma that continues to shroud mental health issuesinsecrecyandshame.”Hisurgent message is that we move from mere ‘talk’andinstead“takethenextcrucial step (which) is action in homes, workplaces, and communities ” He stated that “When it comes to mental healthormentalillness, thereisalotof stigma that still exists (and) one of themainreasonsisthatthereissimplya lotofmisconception.”

This is a sad reality, and Dr Mark Constantine singled out the umbrella fact that the ‘crazy’ and ‘mad’ myth mustgo.Itisthatonly“crazy”or“mad” people seek therapy or visit mental

‘Border dispute and shared governance’

DEAREDITOR,

More than ever today, there is an urgent need for nationalunity CheddiJagan, Forbes Burnham and even the late president of Venezuela, Hugo Chavez, claimed that the cock and bull story of Mallet-Provost that was posthumously released and adopted by Venezuela with the support of the United States of America, was a contingency measure to prevent the PPP from succeeding in introducing communism on the mainland of South America.Perhapsbecauseof hisownsocialistorientation, Burnham did not sit on his laurels and expect the USA toprotectGuyana.

To c o u n t e r t h e Venezuelan threat, by the early 1970s, Guyanese society had become highly militarised, with about 20,000 to 30,000 citizens having some connection to the military or one of the paramilitary organisations, andtheinternationalreachof thePNCgrewexponentially Guyana was an early and influential member of the Non-Aligned Movement (NAM) and was able to

prevent Venezuela from gaining membership of the organisation At the Commonwealth Heads of Government Conference heldinKingston,Jamaica,in 1975, Burnham was one of the main advocates for a NewInternationalEconomic Order, but by 1983 he was complaining that ‘The immediateneedisforSouthSouthdialogue thereisno advantage to gained from complaining about the unreal, immoral distribution of the world’s wealth ’ Among others, over two dozen Marxist parties and groups were present at the 1981 PNC’s Congress. These ranged from the communist parties of the Soviet Union, China, Cuba, and most of Eastern Europe to the Polisario Front, the Solidarity Committee of Chile, the New Jewel Movement of Grenada and the Sandinistas of Nicaragua. With all the resources at present at its disposal, both internally and externally, in terms of its defence capacities, Guyana is a shadow of its former self, largely because for three

decadesthePPPgovernment has been unable to devise and execute a coherent national and international vision with which to motivate its people. Instead, its focus has been upon establishing ethnic/political dominance at a period when everywhere the rights of ethnic groups to selfmanagement are being championed.

Theresultisthatwhilein opposition, the PPP was accommodated by the autocratic PNC regime and was literally compelled by thescopeofitsreachtooffer ‘critical support’. Today, AubreyNorton, theleaderof the PNC, while accepting that national unity is critical at this juncture, has sensibly concluded that it is impossible in the context of the political, economic and social suppression and alienationthatistheresultof thePPP’spolicies.

À la Sir. Arthur Lewis, Mr. Dorwain Bess, the founderofV-Pac,arguesthat ‘In countries like Guyana, elections are often decided by the slimmest of margins, sometimes a single seat or a few thousand votes The result?Nearlyhalfthenation isleftfeelingunrepresented, as if governance only extendstothosewhobacked the winning party Whether it’s the PPPor the PNC, this dynamic leaves large portions of our population politically abandoned.’ His group is canvassing ‘a bold and transformative shift to a system of elected shared governance, a model rooted in electoral legitimacy, institutional balance, and nationalinclusion.Wereject the cycle of exclusion that has repeatedly unfolded

Since the early 1960s, it was established that a form of shared governance was the only answer for the proper democratic governance of the kind of multiethniccountriessuchas Guyana that contain two large ethnic groups weened in political hostility towards each other Democracy prioritisesbothmajorityand minority rights, and in Guyana, shared governance is not an option. ‘Bodies are expected to bloat before they float’

Three international

f o r e n s i c pathologists addressed a series of questions on Friday related to the science of drowning, raising further concerns and speculation surrounding the deathof11-year-oldAdriana Younge, particularly the assertion that a body cannot float without first undergoingbloating.

- international pathologists say AdrianaYounge’s case...

Thisstatementwasmade duringalivewebinarhosted

by the International Academy for Certified Disaster and Emergency, Criminology and Forensic Professionals (IACDECFPUK), featuring experts Dr Ousman Leigh from Gambia, Dr Lawrence Acheampong from Ghana, and Dr Ben Achusi from Nigeria The discussion, moderated by Adriana’s family lawyer, Dr Dexter Todd, focused on the medico-legal aspects of drowning.

Adriana’s body was discovered by her father, Subryan Younge, in the swimming pool of the Double Day Hotel at Tuschen, East Bank Essequibo, on April 24, nearly20hoursaftershewas reported missing during a family swimming trip. A post-mortem examination (PME) conducted on April 28byBarbadianpathologist, Dr ShubhakarKarraPaul,at the Georgetown Public

Hospital Corporation (GPHC), confirmed drowning as the cause of death. The examination was observed by two other internationalexperts.

The discovery of Adriana’s body raised questions among family members and the public, particularly regarding the position of her body in the poolandthemarksfoundon her body. She was found in the pool in a standing position, and her body bore injuries to her hands, knees, and face. Parts of her body also appeared discoloured. Family members asserted that the pool was searched multiple times afterAdriana wentmissing, withnosignof her They also noted that Adriana was a skilled swimmer who frequently visited the river with her father

AphototakenofAdriana aftershewaspulledfromthe poolshowednovisiblesigns of bloating, particularly around her abdomen Additionally, the police statement on the autopsy findingsmadenomentionof bloating.Theseobservations

promptedconcernedcitizens to raise questions during the webinar about the circumstances surrounding herdrowning.

During the webinar, a question was raised about whether a body can float withoutbloating.Dr Achusi responded, “Bodies are expectedtobloatbeforethey float simply because of gaseous formation And certainly, it takes more than 24hoursforthattohappen.”

He further stated, “If a body floats within 24 hours, we need to review the time that thebodygotdrowned.”

Dr Leighadded,“Thatis a technically difficult question because I am looking at it from the mechanism of the decomposition changes in the patient’s production by thebacteria, whichispartof the normal flora. They tend to increase in number and eventually tend to form gas. So,abodythatfloatswithout the onset of bloating is somethingthatIdon’tthinkI have any experience about.”

Heemphasisedthatbloating is expected to occur after 24 hours, stating, “We don’t expectabodytofloatwithin 24 hours. Most often than not, it’s post-24 hours. It would be a mere miracle for a body to float between 12 hoursafterdrowning.”

Regardingthepossibility of determining the cause of deathamonthlater, whether someone died accidentally or was murdered and then thrownintoapool,Dr Leigh acknowledgedthedifficulty, but noted that trauma could still be identifiable He explained, “In either case, there could be evidence of trauma like in the form of laceration, bruises,

contusions... So, this could be very, very difficult to say whichoneiswhich.”

Dr Achusi concurred, stating, “It would be very difficult to determine whether the person died accidentallyorwhetheritisa murder But you know, it all d e p e n d s o n t h e circumstances and the degree of decomposition of thatbody.”Headdedthatthe use of imaging, autopsy, or other tools for investigation maydeterminethemannerof death.

When Adriana’s body was retrieved from the pool, visible discolouration was observed on her face, arms, and toes During the webinar, a question was raised about whether an alleged overnight drowning could cause such skin discolouration. Dr. Leigh confirmedthatskincanshow discolouration overnight if submerged in water He notedthatsuchearlychanges are more noticeable in lightskinned individuals. “Yes, thisispossible, becauseI’ve already mentioned that one of the definitions of drowning is an asphyxia death. So, due to asphyxia, thismayleadtosomebluish tinge in the body, like the mucous membrane, the mouth, the lip, and even the face. But these changes are better appreciated in lightskinned individuals, like a Caucasian, or somebody who is fair in complexion, compared to a very darkskinnedindividual,”hesaid. “For changes like that, for a dark-skinnedindividual,you may appreciate it in these areas like the lips, the tongue, possibly you can also appreciate it on the fingers, as in the nail bed of

the fingers.” Dr Achusi added that environmental factors, such as water temperatureand cleanliness, can also affect post-mortem changes.“Italsodependson the environment. When the water is very cold, like in very cold regions or during winter, thebodyisnotlikely to start decomposing very quickly Butifitwasinwarm waters that have bacteria, thereareacoupleofchanges that could accelerate decomposition or affect post-mortem changes,” Dr Achusisaid.

Addressing the onset of decomposition changes, Dr Leigh explained that ambient temperature is the maindeterminant.Hestated, “Within 24 hours, there is

onset of post-mortem change. As long as the body is submerged in water, we expect post-mortem change to start ” He further described early signs like “washerwoman’s hand,” where the skin becomes wrinkled due to prolonged immersion. This form of post-mortem change was alsodiscoveredonAdriana’s body

Regarding the impact of chemicals like chlorine, Dr Leigh acknowledged that certain household products can affect post-mortem changes, but emphasized thatprolongedimmersionin water is the primary factor Henotedthat“theminimum time for the onset of washerwoman’s hand is

when you put your hand in water for 30 minutes minimumandabove.”

Maintenance costs for GTE to kick in after project is completed - Jagdeo

Vice President Bharrat Jagdeo has confirmed that themaintenancecostsforthe Gas-to-Energy Project will kickinonlyaftertheproject hasbeencompleted.

During his press conference on Thursday, Kaieteur News queried whether maintenance costs for the project will be implemented after it is completed.

The vice president explained that the project’s operation and maintenance

contract only comes into effectafterthecompletionof the facility, as something cannotbemaintainedifithas notyetbeenbuilt.

“So, O&M is a standard thing. So,weputoutabidfor O&M contract I think the Siemens Group is ranked number one, and they are now negotiating with Siemens because it’s Siemens equipment that’s there, and Siemens a big globalfirm…tooperateand maintain the plant for a

periodof10years,”hesaid. He said furtherthatonce the plant is commissioned, the contract will then be signed. “But we’re…we’re pleased that Siemens came in as ranked number one because it’s their equipment that is being installed in the plant.”

On April 9, this publication reported that the OfficeofthePrimeMinister (OPM) received five proposals for the operation and management of the

Natural Gas Liquids (NGL) plant, a component of Phase I of the Gas-to-Energy (GTE)project.

This was according to informationprovidedduring the reading of bids for the project.

Bidders who submitted proposals were J&L Supplies Guyana Inc., LSI GroupS.A/LSIGuyanaInc., Guygas Inc., Massy Wood, andExcelGuyanaInc.

The OPM, in its request forproposals, hadstatedthat the operation and maintenance of the NGL plant is based on a NGL fractionation plant that is designed to extract liquids (C3, C4, C5+) from 50 million standard cubic feet of gas per day (MMSCFD). Gas will be delivered to the plant via a pipeline running from the offshore Stabroek block to the onshore Integrated Plant Site (ISP) andoperatedbyothers.

Thedocumentstatedthat the NGLs will be stored and/or dispatched from the southern side of the integrated facilities’ 100acre site, where short-term storage will be in place to allow delivery via road and pipelinetothemedium-term storagefacility

A medium-term storage facility will be built east of the integrated facility to provide for two-month storage and facilitate 2km shipments via road or river Additionally, theprojectwill feature a 2 km pipeline “to connect to short-term and medium-term storage with the Demerara River and Materials Offloading Facility(MOF).”

The prime minister’s officehadexplainedthatthe O&M contract does not include O&M of the 300 MW combined cycle power plantandauxiliaryfacilities. This will be performed by SiemensEnergySAS,which will have overall responsibility for coordinationoftheO&Mfor integratedfacilities.

Thetenderdocumenthad

stated that the NGL plant is located on a 100-acre integrated plant site within the Wales Industrial Zone, approximately 25 km inland on the West Bank of the Demerara River, Region Three Additional storage will be located on land east ofthe100-acresite. This OPM, in its initial requestforproposalsforthis project, indicated that the GTEprojectwasexpectedto start up by mid-2025. The controversial project, which lacksafeasibilitystudy, was initiallyintendedtocomeon streambytheendof2024.It waslaterannouncedthatthe projectwouldcommenceby 2025, however, this too has beenfurtherextendednowto 2026, as explained by Project Head, Winston Brassington.

The Guyana-Venezuela border controversy is currently before the InternationalCourtofJustice(ICJ).

Canadian mining firm G2 reports 60% increase in gold resources at gold project in Guyana

Canadian mining firm, G2 Goldfields Inc., has announced a significant increase in gold resources at its flagship Oko Project in Guyana since its last Mineral Resource Estimate (MRE)datedApril3,2024.

Effective March 1, 2025, G2 disclosed that there was a 60% increase in indicated gold resources, bringing its estimated recoverable gold to 15 million ounces, and a 49% increase in inferred resources to 16 million ounces

Located within an 83,967-acre property, the Oko Project consists of three main mineralized zones: the highgrade Oko Main Zone (OMZ) in the north, the bulk-tonnage Ghanie Zone in the south, and the more recently identified OkoNorthwestZone.

“We have written to our presidentandvicepresident, butwe have, up until now, not seen the government take any actions to defendourrights”,Henrysaid.

Gold mining is currently ongoing on the lands, threatening not only their livelihoods but also pollutingtheirmainwatersources, specifically the Suwai Creek, a tributaryofSawa.

Jawallaresidentsnotedthatthe Ministry of Natural Resources recentlysteppedinandsuspendeda mininglicencegrantedtoaforeign company for mining operations at Anaraputa, North Rupununi, Region Nine, after a public outcry byseveralcommunitiesthere.

The villages had raised concerns over the lack of an Environmental ImpactAssessment (EIA)forminingoperations.

Jawalla residents were hoping that the government would have taken similar steps for the mining operations taking place on their lands, since they, too, have raised concerns. However, to date, their concerns seem to have fallen on deaf ears as they are being thrown off their property by the Guyana Geology and Mines Commission (GGMC). They have even been blockedfromaccessingfarmlands, burial grounds and homes by gold miners, whonowclaimlegalrights overthelands.

One of the affected villagers is

To verify his story, Moore, the villagers and members of the villagecounciltookKaieteurNews andanothermediahousetoanarea where the miners are working and encroachingontheirtitledlands.

Upon their arrival, it was quite evident that villagers were indeed occupying the land before the minerscame.

There was a landing that was erected by the village, and not too far away was a burial ground.

Hypertensionisacommon condition which affects over 35% of people aged 30-79 yearsintheAmericas,PAHO said in a press release.

Itistheleadingriskfactor for heart attacks and strokes, which together cause more than 2.2 million deaths each year in the Region.

It is also a major risk factor for chronic kidney disease, dementia, andcomplications of diabetes.

“This high level of illhealth and death caused by hypertensionisunacceptable becauseitcanbeprevented,” said Dr. Jarbas Barbosa, PAHO Director. “Lifestyle changes such as quitting smoking, avoiding harmful useofalcohol, limitingintake ofultra-processedfoodproducts and exercising, are all highly beneficial to health.”

Policymakers also play a crucialroleinprevention, including through the implementation of policies to promote physical activity and healthy eating, such as salt reduction in foods and frontof-packagelabellingtoenable consumers to make healthier choices.

However, aswellasfocusing on prevention, the PAHO Director underscored that countries must also ensure that people have better access to diagnosis and treatment, which will involve the equitable expansion of services at the primary health carelevel.

In the Region of the Americas, up to four in ten adultshavehypertension, yet one-third are unaware that they have the condition. Of those who are aware, only 80% receive treatment and just 60% of those receiving treatment have controlled hypertension.

To address this, PAHO’s HEARTSinitiative, whichisa comprehensive program that focusesonimprovingtheprevention and management of cardiovasculardiseases, supports countries to improve

hypertension control and CVDriskmanagement,atthe primarycarelevel.

Currently,33countriesin theAmericashavecommitted to implementing HEARTS, with7,158primaryhealthcare facilities reaching 37 million adults—5.7millionofwhom are receiving treatment. “HEARTS works and is our key strategy to reduce preventable deaths related to cardiovascular diseases and strengthen primary health care,”addedthePAHODirector

“We have made great progress, with HEARTS being available in more than 80% of primary health care facilitiesin10countries.However, we need to ensure that everyonereceiveshigh-qualitycare,nomatterwherethey live,” he said.

Challenges to full implementationincludelimitedaccess to clinically validated automatic blood pressure devices in clinical settings and the low availability of highquality medicines to reduce blood pressure. PAHO’s Regional Revolving Funds, a pooled procurement mechanismthatenablescountriesof

the Americas to access quality vaccines, essential medicines, and public health supplies at affordable prices in a timely and transparent manner, is crucial to addressing these issues.

TheFundsofferclinically validated blood pressure devices,quality-assuredantihypertensive and cholesterollowering medicines at competitivepricesandworkwith countries to ensure demandplanningtofacilitatethecontinuous access of hypertension care and technologies at theprimaryhealthcarelevel. PAHO’sBetterCareforNonCommunicable Diseases (NCDs)initiative, launchedin 2023,aimstofacilitateaccess to quality NCD services within primary health care systems, expanding prevention, diagnosisandtreatment services for other chronic conditions, building upon existing efforts such as HEARTS.

“This World HypertensionDay,makehypertension control a top priority. Measure your blood pressure accurately, control it, and live longer,”concludedthePAHO Director

The news comes days after a spokesperson for Biden said the former president was recently evaluated for a “small nodule” discovered on his prostate.

Concerns about age and health dogged Biden, the nation’s oldest sitting president, throughout his time in office and came into sharper focus following his halting

debate performance against Donald Trump last June. In February 2024, Biden underwent a physical at Walter Reed National Military Center overseen by his physician Dr. Kevin O’Connor, who at the time said there were “no new concerns” with the president’shealthandhewas “fit for duty.”

OP:ED: Avian Flu Doesn’t Respect Borders. Neither Should Our Response

Avian influenza is sweeping through the Americas devastating poultry farms, disrupting trade, threatening wildlife, and infecting humans. This crisisisnolongerconfinedto agriculture.Itisatestofour collective readiness for transboundary health emergencies.

Since 2022, over 4,700

outbreaks of highly pathogenic avian influenza (HPAI) have been reported acrossLatinAmericaandthe Caribbean, affectingpoultry, wildbirds, marinemammals, and pets. In recent months alone,Argentina, Colombia, Mexico, Panama, Peru, and Puerto Rico have reported newcases.Humaninfections have been confirmed in Mexico,Chile, andEcuador

Thevirusfollowsthenatural paths of migratory birds—travellingthePacific, Atlantic, and Central American flyways that connect ecosystems from CanadatoTierradelFuego.

At the Food and Agriculture Organization of the United Nations (FAO), we are tracking a rapidly expanding crisis. Since 2003, HPAI has been reported in more than 135 countries and territories. It hasspiltoverintoatleast60 terrestrial mammal species and 20 marine species, includingdairycattle, sheep, and household pets. Human cases are also increasing, underscoring the risk this virus poses beyond the poultrysector

In the United States, the scaleisstaggering.Over100 million domestic birds have been impacted. As of April 2025, H5N1 avian influenza hasbeendetectedin989U.S. dairy herds across 17 states, with 70 confirmed human

cases, primarily among individuals exposed to infected animals It has c r o s s e d s p e c i e s barriers—movingfrombirds tofoxes, seals, cats, andnow dairy cattle where the economic, agricultural, and trade implications of viral spread are profound. The emergence of infections in cattle has disrupted farm operations and triggered movement controls in major dairy regions. The detection of H5N1 in livestock represents an important development, prompting renewed attention to biosecurity, veterinary capacity, and the resilience of food production systems acrosstheAmericas.

This is a crisis of food, h e a l t h , a n d ecology intertwined, accelerating,andbeyondthe reach of siloed responses.

Poultry production underpins food security across the Americas It sustains millions of small and medium-scale producers, fuels trade and puts protein on the plates of millions of families. But too many backyards and smallholder systems remain unprotected. Without coordinated support, they risk becoming entry points for even more dangerous outbreaks.

National containment strategies are essential—but they are not sufficient. A virus moving through migratory bird flyways that span continents demands a response that is just as farreaching Fragmented, country-by-country efforts risk delayed detection, inconsistent containment, and cascading effects on agriculture, trade, andpublic health. leadership, and sustained investment in animal health systems.

We know how to respond Investments in biosecurity, surveillance, early warning systems, and local veterinary capacity have proved effective in countries that have adopted them. In 2023–2024, FAO’s animal health teams worked in over 50 countries and helpedcontrolmorethan440 outbreaks of transboundary animal diseases, including avian influenza quickly, cost-effectively,andinclose coordination with national

America, FAO launched emergency programs in eleven countries, from Argentina to Honduras, to deploy early detection tools

In a statement Sunday, Lewis said while he was invited to the “after liberty brunch” hosted by the headof-state, he found it very difficulttoattend, especially at this stage in Guyana’s development.Theeventwas attended by government ministers, members of the diplomatic corps as well as somepublicsectorworkers.

Addressing attendees, the president said he was celebrating the Guyanese workers whom he dubbed the “wheels of production.”

“Intherainydays, labour, the greatest form of dignity, mustalwaysknowtheyhave leadership they can trust. They have leadership they can rely on… and I commit once more to you, that the government I lead and the People’s Progressive Party Civic Government, will alwaysbeagovernmentyou couldtrustandrelyon.

I want you to know that we honour your hard work, wecelebrateyourhard work, andwewilldoso, not onlybywords, wewilldoso byaction, aswehaveproven in the last four years,” Ali toldthegathering.

“Just look at how the government has treated the Guyana Teachers’ Union

These are people who have been asking simply, asking for the government to negotiate with them in good faith. Instead, there’s been nothing but resistance and refusal No intention to compromise. No interest in workingwiththeunion. And this pattern isn’t limited to the GTU, it extends to other unionsaswell.”

Addressing the GTU’s debacle, Lewis reminded that the court had made an order compelling the Ministry of Education to reinstate the check-off system so that the union couldcollectitsdues.“What didthegovernmentdo? They refused to comply and said they’re going to appeal the matter One minister even had the nerve to say they’d take it all the way to CCJ. Whatdoesthattellus?Ittells us that the government does not even respect the rulings from Guyanese judges, judges who are part of their ownlegalsystem.”

He continued, “So, here we are, watching our own

government use taxpayers’ money, workers’ money, to fight those very workers. To denythemtheirfundamental

oppression,”heargued.

In early 2024, a few weeks after the passage of a $1 1 46 trillion budget, teachers across the country

, challenging the government topayincreasedsalaries. Their calls were never heeded, even with the interventionofthecourt. The union later called off the protest with the intention of m e e t i n g w i t h t h e government; however, talks with the ministry fell through, andteacherstookto the streets again in May By June, teachers agreed to call off the strike, making way for conciliation between the two bodies. The GTU had maintained that the government considers its multi-year proposal from 2019 to 2023 The government was, however, adamant that it would only consider an agreement from 2024onwards.

Guyana set to host major regional disaster response simulation

Guyana is set to h o s t M E C O D E X 2025, a major regional disaster response simulation

exercise aimed at strengthening international cooperation and improving national preparedness for flood-relatedemergencies.

Scheduled for May 1922, 2025, the exercise will take place at the Pegasus Hotel & Corporate Center,

the Civil Defence Commission has said MECODEX, short for Mechanism for Disaster Cooperation Exercise, is

being organized in collaboration with the InterAmerican Defense Board (IADB) and the Civil Defence Commission (CDC)ofGuyana.

The exercise brings together disaster response experts, military officials, and humanitarian agencies from across theAmericas to test and refine coordinated strategies in a simulated floodscenario.Itisdesigned to rigorously evaluate the operational readiness of

local agencies while fostering regional solidarity indisasterriskmanagement.

Speaking today on the event, Colonel Nazrul Hussain,DirectorGeneralof the CDC, emphasized the significance of the event:

“Tohosttheleadershipofthe Inter-American Defence Board is a great honour and augurs well for our civilmilitary coordination We welcome the foreign delegations and look

forward to a successful exercisehereinGuyana.”

Lt. Col. Mark Thomas, Deputy Director General of the CDC, also noted the significance of the exercise fornationalreadiness:“This ismorethanjustadrill.Itisa strategic opportunity to strengthen inter-agency coordination, evaluate our response mechanisms, and

buildtheconfidenceofthose entrusted with safeguarding livesduringdisasters.”

MECODEX 2025 is sup

144 killed yesterday as Israeli strikes batter Gaza hospitals

…brutal siege, bombing intensify

(ALJAZEERA) In its latest assault on Gaza’s decimated healthcare system,Israelhasonceagain targeted the Indonesian Hospital in northern Gaza, this time with drones, as its forcesarealsocarryingouta groundoffensiveinthenorth and south of the bombarded territory Health officials said late on Sunday that fighting around the Indonesian Hospital in Gaza and an Israeli military “siege” forcedittoshutdown.Itwas the main medical facility in the north after Israeli air strikes last year also forced the Kamal Adwan and Beit Hanoon hospitals to stop providinghealthservices.

“Thereisdirecttargeting onthehospitalincludingthe intensive care unit, ” IndonesianHospitaldirector DrMarwanal-Sultansaidin a statement, adding that no one could reach the facility, which had about 30 patients and 15 medical staff inside. Israelhasrepeatedlytargeted hospitals during its 19monthwaronGaza.

Humanrightsgroupsand United Nations-backed experts have accused Israel of systematically destroying Gaza’shealthcaresystem.

Earlier, Dr Muhammad Abu Salmiya, director of alShifa Hospital in the besieged enclave’s north, told Al Jazeera on Sunday thatthelateststrikes–which have been ongoing since Saturday – indicate that Israeli attacks on Gaza’s

hospitals are intensifying.

“The medical teams are reallysuffering, andwehave a few numbers of medical teamsandstaff andalotof peopleareinneed[of]more medical care,”Abu Salmiya said by phone from the hospitalonSunday

Thousands of sick and wounded people could die, he warned. Blood donations areurgentlyneeded.Thishas been underscored by Gaza’s Health Ministry, which confirmed that Israeli forces besieged the facility in Beit Lahiya, adding that “a state of panic and confusion is prevailing” The ministry later said that Israel had cut offthearrivalofpatientsand staff,“effectivelyforcingthe hospitaloutofservice”.

With “the shutdown of the Indonesian Hospital, all publichospitalsintheNorth Gaza Governorate are now out of service”, it said Gaza’s healthcare facilities have been targeted repeatedly throughout Israel’s deadly assault that began 18 months ago. Other facilities in the north that have been bombed, burned, and besieged by the Israeli militarysincethestartofthe war include Kamal Adwan Hospital, al-Shifa Hospital, al-Ahli Hospital, and alAwdaHospital.

Dozens of other medical clinics, stations, andvehicles havealsocomeunderattack.

The targeting of health facilities, medical personnel and patients is considered a war crime under the 1949

Geneva Convention. Israel has also battered several hospitals in Gaza’s central and southern areas, includingDeirel-Balah’sAlAqsa Hospital and the Nasser Medical Complex in KhanYounis.

Earlier this week, Israel strucktwohospitalsinKhan Younis Nine missiles slammedintoandaroundthe courtyard of the European Gaza Hospital, killing at least 16 people, while an attackontheNasserMedical Complex killed two people, including a wounded journalist.

Incessant attacks on Gaza’s healthcare sector have left it reeling, devastating its ability to function, while doctors say they are out of medicine to treat routine conditions.

Hospitals have also been on

the verge of total collapse amid a brutal and ongoing blockade, where Israel continues to bar the entry of much-needed medical supplies, fuel, and other humanitarian aid including food and clean water The crisis in Gaza has reached one of its darkest periods, humanitarian officials warn, asfaminealsolooms.

Israeli air strikes have killed hundreds of Palestinians in the last 72 hours Strikes over the weekend have also put the European Hospital, the only remaining facility providing cancer treatments in Gaza, outofservice.

“Israeli air strikes in Gaza are still escalating as dronesandfighterjetshover in the sky,” Khoudary said. The death toll has reached thesamelevelofintensityas the earliest days of the war, said Emily Tripp, executive director of Airwars, an independent group in London that tracks recent conflicts.

She says preliminary data indicate the number of incidents where at least one person was killed or injured by Israeli fire hovered around 700 in April. It’s a figure comparable only to OctoberorDecember2023–oneoftheheaviestperiodsof bombardment.

Backthen, theopposition had queried the existence of such a unit in the National Assembly and Minister of Governance, Gail Teixeira, revealed then that the RegionalJointSupportTeam was a new initiativedecided on by the Defence Board back in April of that year Teixeira said the initiative involves both the Guyana Defence Force (GDF) and the Guyana Police Force (GPF) and aims to develop operationalcapacityincrime fighting. Since then, there has been no report on the work of this unit, and it is unclear whether it was ever operationalisedandisstillin existence.

Grangersaidtheconcept of total national defence meant that Guyana should have the ability to use all of its resources, not only in the four hinterland regions, but also throughout the country, “to support our defence efforts,” Granger explained. He also emphasised the importance of diplomatic preparedness. In his view, Guyana’s embassies in Brasilia, Caracas and Paramariboshouldbestaffed with capable individuals who could provide timely, informed analyses on

regional migration, transnational crime and territorial security Granger recalledthatwhenhewasin office, in addition to reinforcing Guyana’s national defence, his administration prioritised regional collaboration, particularly with Brazil, and strengthened ties with CARICOM defence forces. These diplomatic efforts, he said, areessentialtobuilding abroadernetworkofsupport and deterrence. “I think the Venezuelan threat has often been underestimated,” he warned. “There must be a more robust territorial security posture to ensure thatthecountryisprepared.”

Back in February, Chief of Defence Staff, Brigadier Omar Khan, had assured Guyanese that the GDF is ready and set to defend the country against any threats both within and around its borders Speaking at the opening Ceremony of the

Conference,Khansaid,“We have to remain vigilant and militantinthefaceofalland any threats and we must be ready to deter and resist any threat.” Speaking directly to President Ali, Khan added: “Commander-in-Chief,Ican assure you, we, the men and women in uniform of the GuyanaDefenceForce, have remained vigilant and will continuetodoso…”

He said he was pleased with the President’s clear vision, hisleadershipandthe fact that the GDF can be proud of its operational

posture to execute their defence mandate to defy, deter and defend “It is envisaged, challenges for our country’s national defence and development will continue, and would therefore demand our constant attention, and then, amidst all these challenges, t h e c
