EDITORIAL

The power of compromise If there is one thing that can be gleaned from last week’s agreement on a Gecom chair it is about the power of compromise for consensus. Agreement is given birth by compromise, which does not arrive early or smoothly, even satisfactorily when finally realized. But this much can be said for what compromise does: it moves from nothing and gives something. The jumping off point is usually sharp disagreement, which intensifies into hard stagnation, which descends towards irreversible confrontation. When men cast away minds and prioritize mass and might; mischief is spawned, unmanaged mayhem follows. This is that grinding, unprogressive place to which many a smart person and sometimes not-so-thoughtful leader have surrendered. The brute surging physical overcomes the abandoned cerebral. It could be from pressure applied through the now many incarnations of the press; more accurately, the many media offshoots, sometimes severely partisan and mostly unbridled. Or it could be through people mobilized for peaceful picketing near strategically selected pavements for maximum exposure and value; this is rational, practical, and constitutional. Yet even as that is in motion, associated tactics must be consistently visited with responsible rhetoric and continuing conversations; conversations that search honestly for compromise towards consensus. This is worth repeating as often as is required, if only so that there would be more listening, more responding, more delivering a la Gecom chair. This is what should be blessed with more interest and energy by leaders (and advisers and supporters) to solidify form and substance, as to the specifics and sinews of mutually acceptable compromise. All of this enjoys some involvement even as measured public positions are advanced in continuously tempered manners. In a supersensitive place, a reactionary territory, such as Guyana, all of these components of public and political engagement and discourse are mandatory. There has to be personal and group adaptations recently severely missing. No one could argue that it has not been this way, and that movement towards compromise is made infinitely more backbreaking. Moreover, there can be no disputing that the issues at hand nor the players enmeshed nor the power strategies, tactics, and objectives are unfamiliar or unexpected. All have been seen and experienced before. Admittedly, there is a touch of the modern, through a powerful presence in the world of cyber country and the untraceable footsteps of proxies. But it is the same bulldog mentality at the core, because the face paints and eye shadows fall short of hiding the scars and deformities of old and unchanged political outlooks. Since these predominant characteristics have failed to register any positives, almost all of the huffing and puffing and blustering should-and could-be slashed through in quick, efficient strokes. These negatives impede compromise; they are time-wasting and undermining. Mindsets are then not geared towards compromise; merely the obvious further hardening of animosities and positions. This is the beating heart of Guyana that is visible to all, in its swollen, lesioned, fatigued state. There is much dead tissue that has to be cut through. Looked in a different way, the incurable pains of this country are best compared to the old quarrels of an old couple with the old bitterness leading to the old resignations and leaving with the same old emptiness. It is of going nowhere new, doing nothing different; but simply adding to the well-tended storehouse of memories of mutual malice and mistakes. Compromise suffers in such an atmosphere. On the other hand, willing, principled compromise converts, at the end of all the poisons, to so much time saved, so much bad blood avoided, so much radically different social and racial thinking prompted: things are possible. In sum, compromise and results stand as monuments of good intentions, good sense, good faith, and goodwill that follow. The power of compromise towards consensus is way more than about politics; it is of life itself. And of giving self and society a chance to emerge reborn.

The Georgetown Municipality should conduct itself as a true business entity DEAR EDITOR, As someone who has been an avid fan of the new Mayor of Georgetown and supporter of his efforts to clean up the mess at City Hall, disappointingly I would like to express my disenchantment at his ‘mendicancy initiative’ in which he invited the members of the diplomatic community to view the derelict and sordid municipal facilities of our capital. First, I would like to know whether this activity was organized through the Ministry of Foreign Affairs as would be formally required, and approved by that agency or whether in breach of protocol the municipality is reach-

ing out ‘cap in hand’ to the foreign missions in Guyana. Second, I am hoping that the Mayor is aware that the capitals and other cities in the countries from which this come and represent, do have fiscal, infrastructural and other challenges of their own, which their federal governments must first address before giving out aid to foreign cities. Third, is the Mayor aware that no agency, neither local nor foreign will be prepared to pump money into a municipality or engage in a business arrangement that has not allowed itself to be fully audited and its accounts presented for inspection by the public

for at least the last seven years? Prudent fiscal management is a prerequisite for every funding agency. It is time that the Georgetown Municipality stops cloaking itself in this veil of poverty, and conduct itself as a true business entity like many other cities in the world. It should create and issue municipal bonds to citizens the proceeds from which can be used to rehabilitate its existing dilapidated infrastructure and develop new cuttingedge facilities. It should invite and create conditions for foreign companies to site their headquarters and other facilities in Georgetown from

which it will garner property rates and other taxes rather than see them lured out of the capital as has recently happened with a major oil company. It is time for the Mayor to wake up and smell the coffee, it is time for him to do some load shedding of some of the useless departments and employees at City Hall which he himself identified as unnecessary. It is also time for him to understand that it would be better for his municipality to be given a rod and taught how to fish rather than to wait every day to be given a fish. Regards Jermain Johnson

GECOM under its new leadership must ensure that Guyana remains a democratic state DEAR EDITOR, The internal dynamics of Guyana is in a potentially explosives political crisis, emanating from who is in control. Many intelligent and sincere people are convinced that the taking of or continuation in power by the APNU/AFC coalition Government will be destructive for the nation, as they seem bent on satisfying their own self interest. The most troublesome and worrying development is the Guyana Electoral Commission, (GECOM) which was explicitly created to prepare and conduct elections (which the constitution specified could be held anytime) and which exists to continuously update the voters registry and otherwise prepare for elections at anytime. The GECOM is acting in defiance of the constitution, and continue to be partisan in its behaviour, when making critical deci-

sions. It is factual that the GECOM is an autonomous body that is being financed by taxpayers, and must ensure that its constitutional mandate is being fulfilled despite of any external political forces. The drastic action by GECOM to embark on the House to House registration cannot satisfy all stakeholders in the holding of a credible elections, since obligations to hold genuine elections have not be addressed comprehensively or systematically by GECOM. However no two electoral systems are exactly alike, there is no single model of democracy, there is no one size democracy that fits all. While it differs, the range of democratic systems does share one important similarity, that is, intricate link to everyone’s civil rights and obligations. While each country sovereign rights is to choose how

to conduct its elections, UN members states have agreed by a set of obligations and commitments, to protect and promote electoral rights of their citizens which is basically to ensure that all citizens have the effective rights and opportunity to participate in elections on an equal basis. If a Guyanese goes out of the country for six months and returns to Guyana after the final voters list is being compiled by GECOM, (but their name was on the last voters list), return to be told that there names are no longer on the voters list, that would deny this person an opportunity of their constitutional rights to vote. Therefore the on going registration is not only denying people their rights but many other Guyanese you are holidaying overseas. Guyanese therefore must ask:

- why is it that GECOM presently don’t have a valid voters list ? - why GECOM allow the voters list to be expired ? - what happens if there should be by-elections in the Local Government System ? - billions is being spent by taxpayers yet officials who are mandated to execute their functions are failing. We must not continue to pay officials for FAILURE and INCOMPETENCE in GECOM . GECOM under its new leadership must act professionally to ensure that Guyana remains a democratic state. The UN, OAS, Carter Centre, etc. must be asked to assist in the preparations for elections before 18 September 2019.Congratulations to the new Chairperson of GECOM. Regards, Zamal Hussain

We need to take back our city from this unlawfulness DEAR EDITOR, As an earnest tax paying citizen of Georgetown, can the Council inform us when the current Mayor and Councillors of the City of Georgetown will embark upon correcting the wrongs and repairing the extensive damage that was wilfully done to our capital city by a former senior administrative municipal staffer. If one were to take a stroll in the Bel Air Park neighbourhood along where the empty lots known as R3 and R4 are located, one can still observe the remaining evidence of the venal attempt

at land grabbing by the ‘Fantastic Four’. There is an old shipping container and a dilapidated and teetering guard hut defacing one side whilst the other side has been made into a swamp that breeds mosquitoes and cultivates copious amounts of wild brush, weeds and trees due to it being recklessly excavated when the gang was trying to illegally convert this dedicated open space into a dedicated upscale housing plot for themselves. The area needs to be restored into an aesthetically pleasing open space. The

same goes for the Farnum ground in the Subryanville area where another illegal land grab attempt was made. In the downtown area there are old cut up railway tracks that have been placed along some sidewalks, which serve no useful purpose other than to have given ‘the boys’ some jobs and some free money to cut up and bolt down this scrap metal. This should be removed and sold to the scrap metal dealers. And then there is the unfinished and now derelict ‘Presidential Park’ at the eastern extremity of Church Street and North Road, which was an unrefined attempt to pan-

der to the politicians. This eyesore needs to be either completed by the relevant agency or torn down. Should this area not be returned to a green space as part of our city and country’s green agenda? And further west of these same two roadways there is the area that was assigned to street barbers, cosmetologists, and beauticians many of whom are unlicensed which is now nothing short of a shantytown with a number of rickety makeshift tents barely standing, adorned with scraps of multi coloured plastic, cloth, and canvas, and (Continued on page 5)

It is significant how those six names stand in sharp contrast to those on the first and thus show t h a t O pposition Leader,

Bharrat Jagdeo, was simply being provocative in what is supposed to be a consensual process with the best interests of the country at heart. So who really has been obstructionist and acting in bad faith here? It is also of interest that the final list reveals how ethnically centric the PPP/

C has become under his tenure. For the majority of peace loving Guyanese, Mr Jagdeo remains a divisive and disruptive force. The upcoming election will be a referendum on him and the corrupt and dangerous days he wants Guyana to return to. Yours sincerely, Albert Russell

The PNC, all by itself, has squandered the opportunity given to it by the citizens DEAREDITOR, I refer to a letter by one Gerhard Ramsaroop in the Kaieteur News captioned “AFC has squandered its opportunity”, it should not have the PM position. While I can agree with him that the AFC squandered its chance, I want to remind Mr. Ramsaroop to take off his blinkers and also recognize that the PNC, all by itself has squandered the opportunity given to it by the citizens to rule Guyana after the next elections. Mr. Ramsaroop also has the audacity to state, “the PNC retains goodwill thanks largely to Granger”. What has this man been smoking lately? Is he so desperate to be the PM Candidate of the PNC that he spews such rubbish? If one is to look at the credentials of the PNC over the last 4 years, it is one populated with prejudice against another group outside of Mr.

Granger’s group. This PNC led administration has been one buried in corruption so much so that the Auditor General in his latest report implored this Granger administration to produce the evidence on the G$600 million missing from the Durban Park Project? BOYO must be turning in his grave to be watching down on what his son has emitted here and Gerhard must not be given a free pass since he has now entered the political arena with this piece from him. So the question to ask, what do we do with someone who rolls from the PPP to the AFC to the PNC? We should treat him exactly like how we treat his arch-nemesis, Mr. Khemraj Ramjattan and Mr. Moses Nagamootoo… After Mr. Granger offered him a big job, Mr. Ramsaroop pick up his “paridhan” (belonging) and ran away from Mr. Granger and now he wants to

walk into the PNC camp and they must all clear the way for him to be Mr. Granger’s PM Candidate? What happened to people like Mr. Khemraj Ramjattan who has stood side by side with Mr. Granger, covering up his incompetence and deflecting for all the allegations of corruption against the regime? What I see from Mr. Gerhard Ramsaroop is the embodiment of one who is a naked political opportunist equal in caliber to two others who can be readily named. What I see is someone seeking a job from his old friend Mr. Granger. Well, it is too late now since, under a caretaker/ interim government, even Mr. Granger cannot hire him and soon Mr. Granger could become a private citizen on a pension if the voters are allowed to vote in free and fair elections. This needs to become the rule rather than the exception DEAR EDITOR, WPA welcomes the appointment of Justice Claudette Singh as the new chairperson of the Guyana Elections Commission (GECOM). In the end, the two principal leaders did what the constitution and the CCJ required of them—arrive at an outcome through a process of cooperation and consensus. That they arrived at this consensus without any overt external intervention is an indication that Guyanese are capable of solving their problems on their own. This needs to become the rule rather than the exception. WPA is not blind to the fact that given the underlying distrust between the two major political forces, consensus is not automatic. But we believe that more could be done in this area if the leaders recognize the enormous responsibilities that are placed on their shoulders. We hope that this decision is a signal that hyper-partisanship is giving way to political maturity. There are

more challenges to navigate as the country moves towards the most important election since 1953. WPA wishes to chide sections of the Civil Society elite and the media for encouraging the Opposition Leader to ignore the recommendation of the CCJ and to insist on unilateralism over cooperation. This stance was unhelpful and may have been partly responsible for the gridlock over the last few weeks. WPA respects the right of all organizations to speak up on national political issues but thinks that Civil Society organizations and individuals should also serve as mediators. The display of partisanship and their stance against cooperation and consensus were not their most shining moments. As we welcome the new GECOM chair, it is clear that her tenure would not be an easy one. With no known affiliation, she begins her job with some needed capital. She will be overseeing an

election which from all indications would be keenly fought. WPA hopes that in the final analysis, her stewardship would take the Commission further along the road of impartiality. Because she holds the casting vote in an institution that reflects the political divide, she has the dual role of leader and mediator. Having said that, WPA calls on the political forces to tone down the political pressure and allow GECOM to do its work. GECOM should not be the arena for settling political scores. Compromise and consensus should drive the deliberations and decision-making. Guyana can illafford a dysfunctional elections body at a time when the stakes are very high. Justice Singh’s first task has to do with the contentious issue of what to do with the Voters List. She takes up office in the middle of a fierce debate over the House to House registration which was ordered by her predecessor. There would obviously be enormous pressure on her to discontinue that exercise. But she must withstand those pressures. WPA hopes her decisions would be guided by the CCJ’s doctrine of “ marrying principle with practicality.” David Hinds

But what oil revenues is he speaking about? If production in the first year is going to be around 120,000 barrels per year, how much revenue is Guyana going to earn when one considers the deplorable deal which was signed by the

government with the oil companies? Guyana gets a mere 2% royalties and a 50/50 split of profit oil, that is, after expenses have been d e d u c t e d . The owner of this stall has denied selling unlicensed alcohol A female stall holder is refuting that she is engaged in the illegal sale of liquor at her Stabroek establishment. The woman issued the denial after Kaieteur News published a photograph of her stall in an article head-

lined “Illegal rum shop and open toilet behind Stabroek cafeteria. The article dealt with the plight faced by Abiola Fung, who operates a cafeteria in the area. Mrs. Fung had complained that individuals who

visit a stall that sells unlicensed liquor urinate behind her cafeteria, and that vagrants and others defecate there also. Mrs. Fung never identified the female stall holder as having operated an illegal rum shop.

They admit that the country got a rotten deal when the government agreed to a 2% royalties. But they feel that the 50% profit oil will still ensure a huge take away for the government. What they have fac-

tored into their assessment is who determines the profits. Oil companies can find a million ways to inflate prices. They can procure supplies from countries whose law restrict them from giving information to third parties. Therefore, there is no way that

Guyana would ever be able to verify some of the costs which have to be deducted from the sale of oil to give profit oil. How are these costs going to be audited?

I want to say that we are not just going to concentrate on the ethnic market, but also

Justice Vasheist Kokaram, in a 125-page decision last Friday, deemed the section to be unconstitutional as it discriminates against non-nationals who want to practise law in TT. The Section allowed TT law students to enter the profession without the requirement of a legal education certificate from the Hugh Wooding Law School, if they underwent six months of in-service training under a practising attorney, once they had the LPC and BPTC (Legal Practice Course and Bar Professional Training Course). Harold Bascoms How to get better reviews for your first novel - a must-read for aspiring writers If you are struggling to complete your first novel, which you hope to self-publish, you will find several great tips in an excellent online book on writing. It is aptly titled: “How to Get Better Reviews for Your First Novel: 11 Convos on the Basics of Fiction Writing For New Self-publishing Authors.” This manual, which can be accessed via Amazon, is the most recent work by novelist, graphic artist and Guyana Prize-winning playright Harold Bascom. Bascom, who also reviews self-published fiction, makes it clear that his manual is only for those who are willing to put in the hard work. Then, in an easy, conversational tone, he offers up eleven chapters that cover practically every aspect of writing; from dialogue to points of view, to finding story ideas and plots, to the daunting chore of re-writing. Bascom explained what inspired him to publish his manual. “I now do reviews of selfpublished novels and short story collections. In the course of it, I continually come across stories that carry

In this, I mean that many new writers seem not to understand how to write effective scene descriptions; how to put together arresting dialogue; how to show and not tell; how not to be the victim of clichésthings like that. So, I decided to put together a series of articles, conversations convos, to help new

writers get a leg up, so to speak, and the book, “How to Get Better Reviews for Your First Novel: 11 Convos on the Basics of Fiction Writing For New Self-publishing Authors,” was born.” His own experiences as a struggling writer have also served as a guide. “My very first incursion into fiction writing took place many, many years ago in Guyana during the time when Alan A. Fenty used to read local short stories on GBC. I enjoyed them and wanted to become a short story writer too. So, I penned one and submitted it to GBC. Someone there, thankfully, responded to me, and even though what that person wrote was humiliating, I can say it was a good thing. The response said that what I submitted was too short and didn’t really constitute a short story; that I didn’t understand what fiction writing was. “What did I do? Did I tuck my tail between my legs and disappear? No. I went to the Library and borrowed a few books on writing in general and writings short stories. Within a month after that, I submitted another story, “Buddy Swaaku and the Stars.” It was an amusing story of a man whose days were guided by whatever his

astrology for the day said and suffered for it after his effeminate nephew read the wrong prediction to him. The story was a national hit. I followed up with the story, “Putooks Last Run,” the story of a man obsessed with being a marathon runner, but who was insistent on always running in his dhoti, and whose demise as a runner came apart after his wife (fearful of his safety on these athletic excursions)

Americas most decorated track and field athlete may have missed out on a medal at this weeks U.S. national championships as she returned to competition for the first time in 13 months after having a daughter in November, but the quest goes on for the six-time Olympic champion. “This is a stepping stone,” the 33-year-old mentioned several times at the meeting at Drake University that doubled as the U.S. world championships trials. “I want to be back in the Olympics,” said Felix. “I want them more than anything. I want to go out on my terms.” Her best time in the championships, 51.45 seconds in the 400 metres semi-finals, was two seconds slower than her personal best of 49.26 seconds in 2015 and she finished sixth in Saturdays final in 51.94. For Peru the big national celebration actually came a day earlier on Saturday when the hosts opened the Games by sweeping both the mens and womens marathon gold. Meanwhile, the August 25 event is already gaining traction with competitors from Suriname and Trinidad indicating their interest in being a part of quarter mile run. As many as six cars are in talks with the GMR&SC over shipping logistics for the event while Suriname has not indicated how many cars would be willing to make the voyage. Verstappen wins crazy German GP as Hamilton extends lead HOCKENHEIM, Germany (Reuters) - Max Verstappen made five pitstops, spun and then won a crazy German Grand Prix yesterday, while Formula One champion Lewis Hamilton had a nightmare afternoon but still stretched his overall lead to 41 points. Five-times champion Hamilton finished 11th on track before a final twist lifted the Mercedes driver to ninth after post-race penalties elsewhere. In a wild race of changing fortunes and endless drama, punctuated by crashes and safety car periods, Ferraris home crowd favorite Sebastian Vettel charged from last on the starting grid to second place. Russian Daniil Kvyat, who became a father overnight, was an even more astonishing third to hand Red Bulls junior team Toro Rosso their second-ever podium and engine partners Honda a day to savor. “It was an amazing race to win in the end, it was really tricky out there to make the right calls, and we really had to be focused,” said Verstappen, who took the checkered flag 7.333 seconds ahead of Vettel. The 21-year-old Dutch driver also took an extra point for the fastest lap of the race. He is third overall but 63 adrift of Hamilton and 22 behind Mercedes Valtteri Bottas, who crashed out six laps from the end while pushing for the podium. Vettel, who had failed to set a time in qualifying due to a turbocharger issue, could scarcely have expected such a turnaround. “It was a long race, at some stages it felt like it would never end and it was very tough with the conditions and I m just happy. It was a lot of fun,” said the four-times world champion. While Verstappen kept his head, and his car on the road, it all went wrong for Hamilton. The Briton, under the weather already before the start, led from pole position

but smashed his front wing, served a five-second time penalty and survived a wild spin to cross the line out of the points. Stewards then imposed 30-second penalties on the Alfa Romeos of Kimi Raikkonen and Antonio Giovinazzi for starting data irregularities, dropping them from seventh and eighth to 12th and 13th respectively. LATE TWIST The race was shortened by three laps after the safety car had led the field away before a standing start. The safety car would be kept busy, making four appearances as conditions went from wet to dry but leaving patches of treacherous standing water. “Overall it was for us a bad day, it was for the drivers a bad day and it simply cannot go much worse,” said Mercedes boss Toto Wolff, whose team had been celebrating 125 years in motorsport and their 200th start as a constructor. “It shows that you shouldnt fool around with stuff, you should concentrate on the job,” added the Austrian on a weekend that featured a one-off livery with employees dressed in retro clothing. “We are not superstitious but we believe in karma and its a day to learn.” Verstappen, the only man to beat Mercedes and now with seven career wins, had made a slow getaway alongside Hamilton on the front row. He was soon back up to third, behind the two Mercedes, and even a 360 degree spin in the middle of the race did not faze him. Hamilton looked in control early on, reeling off fastest lap after fastest lap, but his race began to unravel when he ran off the track and hit the barriers at the penultimate corner that also claimed Ferraris Charles Leclerc and others.
