Iam thrilled to share my thoughts on the 13th edition of Business Guyana Magazine 2023, which is aptly themed "The Future is Now." As we look ahead, Guyana's future appears to be incredibly promising, thanks to the remarkable growth that our economy is experiencing. While most economies typically register GDP growth rates ranging from 1% to 3%, Guyana's GDP growth rate for 2022 was an impressive 62.3%, with the non-oil sector growing by 11.5%. What's even more exciting is that in 2023, our nation's overall GDP is projected to grow by 25.1%, while non-oil real GDP is expected to grow by 7.9%. These figures are a testament to the tremendous potential that Guyana holds, and we are poised to take advantage of this growth to create a brighter future for our private sector. I am confident that with the right policies and investments, Guyana will continue to thrive and become a beacon of economic success in the region. The future is indeed now, and we must seize this opportunity to build a prosperous, equitable and sustainable society for all.
As the oil and gas sector continues to rapidly emerge, our nation has become a hotspot for investment and the business landscape is filled with opportunities. This has led us to anticipate significant spending in various areas, including transformative infrastructure, small business support, youth development and skills training, agriculture and food security, as well as health and education. It is important to note that the private sector, consisting of micro, small, medium-sized, and large companies, plays an indispensable role in the growth of our economy. We are thrilled about the expected growth of this sector in 2023 and the positive impact it will have on our nation's overall economic development.
There are numerous commercial possibilities and business opportunities available for both domestic and foreign firms. Local businesses have experienced significant growth in various sectors, including Agriculture, Manufacturing, Construction, Hospitality, and Entertainment. As we approach the end of 2023, we expect to see more focus on industries that have been the backbone of our economy, such as mining. The broad-based growth of local businesses serves as an indication of a healthy and diverse economy. The Agriculture sector has seen a surge in demand for locally grown produce, while the Manufacturing and Construction sectors have experienced an increase in demand for their products and services. The Hospitality and Entertainment sectors have also seen growth due to the influx of tourists and the rise of local entertainment venues.
Looking ahead, we anticipate that the mining industry will continue to play a crucial role in our economy. With the in-
creasing demand for minerals and natural resources, mining companies are poised to benefit from the growing market. As a result, we expect to see more investment in this sector, leading to job creation and economic growth.
The Chamber is equally excited about the wealth of opportunities that await the local private sector through the Local Content Act 2021 and continue to lobby for an increase to the current 40 services which oil and gas companies and their subcontractors must procure from Guyanese, as prescribed in the Act. While we are grateful for the 40 areas, the petroleum industry consists of over 200 areas in which procurement occurs and by token that leaves 160 untouched areas that exist for us as a nation to build out greater capacity in the supply of goods, services and labor.
To this end, it is imperative that in today's competitive market, local companies adopt innovative strategies for brand recognition and marketing. This is particularly crucial if we aim to promote local content. To prevent foreign investment from adversely affecting indigenous Guyanese companies, businesses must elevate their standards and deliver exceptional quality services. E-commerce is also a critical component of digitization for Guyana’s economy, as it can facilitate greater access to markets, reduce transaction costs, and boost trade, particularly for small and medium-sized enterprises. It will also enable consumers to access a wider range of goods and services, driving competition and improving consumer welfare.
The Chamber is committed to creating more opportunities for Guyanese businesses by fostering partnerships, joint ventures, and internal development of local enterprises. We also engage in constructive dialogues with local and international agencies to promote the growth of the local economy.
The Georgetown Chamber of Commerce and Industry is optimistic that by the latter half of 2023, businesses in Guyana will have greater access to financing options. This move is aimed at enhancing the competitiveness of local businesses in the petroleum industry, both regionally and internationally. To achieve this goal, the private sector must have access to a range of borrowing instruments, including invoice factoring, accounts receivable financing, contract borrowing, and movable property lending.

Komal Ramnauth Chairperson of the Fundraising Committee, GCCIBudget 2023 is 41.4 percent larger over budget 2022, amounting to $781.9 billion, fully financed with no new taxes.
Figure 1 below illustrates the composition of Central Government Revenue over the four years period FY 2020 – FY 2023. Prior to the Government tapping into the NRF, central government revenue typically composed of 96% tax revenue and 4%
non-tax revenue. In FY 2022, organic tax revenue accounted for 68% of total revenue, non-tax revenue accounted for 2%, and the NRF withdrawal accounted for 29% of total revenue. In FY 2023, organic tax revenue is estimated to account for 55%, organic non-tax revenue is estimated to account for 3% of total revenue, NRF withdrawal is estimated to account for 36% of total revenue, GRIF inflows estimated to account for 1% of total revenue, and carbon credit inflows is estimated to account for 5% of total revenue.
Figure 2 above illustrates the composition of the expenditure items relative to total expenditure over the four years period FY 2020 – FY 2023. In FY 2020, current expenditure accounted for 77% of total expenditure, and capital expenditure accounted 23% of total expenditure. In FY 2021 and 2022, current expenditure accounted for 74% and 61% of total expenditure respectively, while current expenditure accounted for 26% and 39% respectively. In FY 2023, the ratio of current and capital expenditure relative to total expenditure is 50:50. This ratio reflects the accelerated pace of development by the Government
to invest heavily in infrastructure development as one of the key pillars to economic transformation.
As illustrated in figure 2.3 hereunder, the fiscal deficit during the period 2012 – 2019 averaged 2.64% of GDP, while in FY 2020 and FY 2021 the fiscal deficit represented 6% of GDP. In FY 2022 and FY 2023 the fiscal deficit descended 4.52% of GDP and an estimated 2.52% of GDP in FY 2023. This is outturn is due to the budget being financed, in part, from the NRF and Carbon Credit inflows to the treasury.

The budget is premised on a national development framework which began three decades ago under the incumbent government, viz-á-viz, the National Development Strategy (NDS) (1996). The NDS is a seven-volume document. If one were to peruse this document one would recognize that all of the infrastructure and physical development program, in particular, the tourism development strategy among other things that the Government is advancing, were all identified in that NDS framework. The need to revisit the feasibility of reintroducing railway networks with respect to the development of the transportation sector– aimed at reducing the logistical cost in transporting goods in bulk across the country and of course connecting the country through rail networks once again to enable cost effective and efficient movement of goods and people, is also articulated in the NDS.
It is worth noting at this point that in respect of reintroducing railways, beyond connecting the country through rail networks, Guyana is now in a position where over the long term, policymakers may need to consider integrating Guyana in South America through rail networks which will open up new opportunities and access to a larger market within the South American continent.
The NDS, over the years was subsequently complemented by the National Competitiveness Strategy (NCS), the Low Carbon Development Strategy (LCDS) which has been recently updated and expanded to include the blue economy, and the manifesto commitments of the Government upon which it was elected.
The budget contains several measures to combat the costof-living issue which is largely impacted by external factors within the global economy. To this end, the inflationary pressure is driven by two forces: (1) imported inflation attributable to the fact that Guyana imports more than 80% of consumption goods, intermediate and capital goods. This aspect of inflation is impacted by events in the global economy such as supply chain disruptions leading to cost push inflation and demand-pull inflation. (2) Secondly, the inflationary impact within the domestic economy is also driven by strong domestic demand across all sectors as demonstrated by the vibrant double-digit growth in the overall economy and in the non-oil sectors.
The total estimated cost of the COL measures implemented
by the government in terms of direct cost to the treasury and foregone revenue to the treasury–is approximately $89 billion. This represents 11.3% of the total budget, 28% of current revenue, and 43% of the NRF withdrawal to finance budget 2023.
The budgetary allocations in the social services sector, which include allocations towards employment cost for public sector employees, health, education, social welfare programmes, housing and water, culture, and youth amounts to $226.2 billion, reflecting a 42% increase over the previous year and accounting for 29% of budget 2023, and 71% of current revenues. In view of this, these are substantial budgetary allocations towards the social services sector–while noting that the approximate sum of $226.2 billion is exclusive of allocations towards public safety and security.
Indeed, the government is pursuing an expansionary fiscal and monetary policy framework to facilitate the accelerated development trajectory of the economy. In theory, it is true that expansionary policies are inflationary. From all indications, however, the Government is mindful of this and has managed to contain inflation while preventing the economy from overheating. It is precisely for this reason why the government has been careful to NOT significantly increase the current expenditure side of the budget.
In this regard, the current expenditure of the budget since the Government assumed office in 2020 only increased cumulatively by 51% or an average Y-o-Y increase of 12.76 %. In theory, substantial increases in the current expenditure side of the
budget would drive inflationary pressures on consumption, and which would be difficult to scale back because this would include, for example, larger increases, as the Opposition is advocating for, in wages and salaries and social welfare programmes.
Conversely, to accelerate the development trajectory, there have been substantial increases in the capital expenditure by over 400% cumulatively since FY 2020 with an average Y-o-Y increase of 102%. Notwithstanding, capital expenditure and capital projects can easily be scaled back to contain any inflationary impact or overheating of the economy. So far there are no indications of the economy overheating and this can be explained by another inherent constraint, that is a default mechanism anchoring the overheating risk of the economy. To this end, one of the major challenges that the Government has to confront is absorptive capacity, wherein, this speaks to the rate of implementation of projects coupled with the bureaucracy in the system. While this is a constraint to the fast-paced development, it is also naturally working as an anchor by staving off any strong inflationary impact that would lead to overheating.
It is within these contexts, therefore, that it can be safely concluded that the budget is people focused. It is a balanced budget catering adequately for the future generation of professionals and entrepreneurs while improving the present-day conditions upon which their livelihoods hinged. The budget also sufficiently caters for the elderly who account for about 5% of the population within the limitations of the financial resources available.
In December of this year the first phase of the Exxon sponsored shore base at Plantation Best, West Bank Demerara, will become fully operational making it the first such facility in Region three and a herald for the larger Port of Vreed-enHoop vision.
Vreed-en-Hoop Shore Base Inc (VEHSI), the company behind this mega-project in Region 3, is already looking beyond just a single shore base and oil and gas service operations, the company’s vision is to have a fully operational port facility that will have a transformative effect on the economy of Guyana.
The Port of Vreed-en-Hoop will benefit the private sector in several ways. It will provide deeper maritime accessibility, which is crucial for the O&G sector, but more importantly it will provide a solution for the current lack of adequate port fa-
cilities in Guyana. This current lack has resulted in the high cost of shipping, which makes it challenging for companies to operate in the country. The completed port is projected to reduce shipping costs by 10 to 12% of what currently obtains, making it more cost-effective for companies to operate in Guyana.
The shore base has created many job opportunities and stimulated economic growth in the region. During construction, the project is expected to employ 150-200 people and 50100 people for basic operation and maintenance of the base port facilities in phase one. Once phase one is fully operational, it is expected to provide employment for approximately 1000 people and double that number once phase two is completed. As the project progresses and expands, it will create additional job opportunities which will benefit the local economy through direct and indirect employment.
The shore base will be a 44 acre SURF (Subsea Umbilicals,
Flowlines and Riser) shore base for Esso Exploration and Production Guyana Limited (EEPGL) projects and is expected to provide a worldclass facility that can support the operations of companies in the oil and gas industry. The offshore terminal will provide a convenient location for companies to store their equipment, conduct pipe inspections and repairs, and undertake other activities necessary for their operations. The fabrication and spooling yards will provide a space for companies to construct and assemble equipment and structures for their offshore operations. All these factors will allow Guyanese private sector to become self-sufficient in the sector and reduce its reliance on foreign bases to support similar operations in Guyana.
The project will eventually see the full Port of Vreed-enHoop completed with as much as 800 acres of port facilities and fill Guyana’s need for deeper maritime accessibility. Director of VEHSI, Nicholas Deygoo-Boyer has publicly declared that “Once fully realised the Port of Vreed-en-Hoop will tie into the country’s vision to expand Guyana’s development.” He noted that there is space for expansion and VEHSI can facilitate other shore base builds thereby making the need for foreign bases to support operations in Guyana unnecessary.
The works on the sand key reclamation remains at a rapid pace and construction works on the artificial island continues on a 24-hour basis. This shore base facility, that was built from scratch, started in June 2022 with the dredging of the access
channel in the Demerara River and included the deepening/widening of the existing nautical channel, berth pockets, and turning basin. These activities have already had a direct positive impact on the Demerara Shipping channel. The upgraded channel has had the wrecks removed, the draft increased from 5 meters to 9 meters, the channel lengthened by 5 miles and widened by more than 60%. This alone now allows shipping at the existing demerara ports to accommodate larger vessels in the channel.
The directors of VEHSI have expressed praise for the support they received from the Government of Guyana, noting that without the rapid pace of responses and the outpouring of support the project could not have proceeded at such an accelerated pace. The company would like to particularly recognise the rapid speed at which President Irfaan Ali responded to the development plans for this project and the support received so far in helping the company to build out this world class facility. The support and encouragement given by the Government of Guyana have been reassuring and augur well for additional investment and the future of Guyana.
VEHSI is currently the largest Guyanese private sector investment in the oil and gas sector and is expected to cost over US$300 Million. Vreed-en-Hoop Shore base Inc. is a joint venture between NRG Holdings Inc.—a 100 percent Guyanese-owned consortium that is the majority shareholder –and Jan De Nul, an international maritime infrastructure company headquartered in Luxembourg.
All Guyanese can expect to benefit from transformational infrastructure in 2023. Minister within the Ministry of Public Works, Hon. Deodat Indar, attributes the impressive advancements in Guyana's infrastructure and technology to the oil and gas industry, which he labels as both an impetus and a catalyst. Reflecting on his childhood, Minister Indar recalls the dilapidated roads, community self-help projects for water, and weak energy infrastructure. However, he notes that over the past two decades, Guyana has made remarkable progress and has moved beyond its previous status as a highly indebted poor country with limited and scarce infrastructure.
As the country's economy continues to rapidly expand, driven by the demands of the emerging energy sector, the government is taking steps to build sustainable infrastructure that will support future trade and development beyond 2030. Minister Indar has challenged the nation to play a vital role in contributing to sustainable development. Excitingly, Guyana is set to experience transformative infrastructure in key areas such as energy, roads and bridges, aviation, transportation, housing, and water. These developments will not only support the country's economic growth but also improve the quality of life for its citizens.
With Guyana re-committing to developing its indigenous renewable energy resources and pursuing 100% renewable energy in electricity generation in its Green State Development Strategy, the energy sector is poised for significant change. Several renewable energy projects have been commissioned by the government to achieve energy security, including the construction of a 300 megawatts (MW) natural gas-fired power plant, aimed at reducing blackouts across the country and slashing electricity bills by 50%. Also underway is the rehabilitation of about 430 kilometers (km) of transmission and sub-transmission lines. This is the government's way of applying world-class operational practices to support the country’s increasing demand for power that is tied to its growing economy. Under the expanded low-development carbon strategy, the government remains steadfast in its plan to achieve a diverse energy mix with several solar farms and solar mini-grids totaling 33 MW to bring clean and affordable energy to targeted communities in Guyana. This project, coupled with the government’s flagship Amaila Falls hydropower project, will deliver a combined 410 MW of power to Guyana.
Several exciting highway projects in the works will greatly improve transportation in Guyana. One of the most significant is the construction of a four-lane highway from Timehri (CJIA) to Georgetown, passing through Eccles and Great Diamond.
This project aims to alleviate the congestion in the city. Another is the expansion of the railway embankment from Sheriff Street to Mahaica, which will also be converted into a four-lane highway. In regions three and four, highways are also underway from Schoonoord to Crane, Versailles to Parika and Timehri to Monkey Jump Bartica to open up the backlands. Additionally, the reconstruction of the Linden to Lethem highway is underway, with 121 km out of 451 km already awarded for construction. This project will accommodate containerized traffic and will include a bridge over the Kurupukari and Wismar (Linden). Furthermore, discussions between Guyana and the Surinamese government are ongoing regarding the construction of a bridge from Moleson Creek to South Drain in Suriname. The vision is to also construct another bridge over the Berbice river to connect Suriname to Guyana - Guyana to Brazil. The Ministry of Public Works has already begun construction of the highly anticipated Demerara River Bridge, which will be the first of its kind - a high-span, four-lane permanent hybrid concrete and cable-stayed structure. This new bridge will significantly alleviate the traffic congestion that has plagued the East Bank of Demerara for far too long.
The construction of the Cheddi Jagan International Airport has been successfully completed, and discussions are underway regarding the feasibility of a second terminal. Addi-
tionally, there has been significant progress in the approval of upgrades to the Eugene F. Correia International Airport and the Hinterland airstrips. These enhancements will lead to improvements in the Lethem aerodrome runway, which will facilitate cross-border tourism and trade between Trinidad and Barbados, directly through Northern Brazil.
In addition to the various housing schemes being erected across the nation, the government is well on its way to delivering 50,000 house lots, within the next five years, as stipulated in their manifesto. Additionally, intense works are underway to ensure the necessary plumbing infrastructure is strengthened to enable water purification, especially in areas where this is non-existent.
Farmers in regions three, five, and six will soon have access to state-of-the-art drainage and irrigation sluices to mitigate the devastating effects of prolonged rainfall. The eroded mangroves along the coastal areas in regions two, three, four, five, and six have been a driving force behind the current administration's initiative to fortify our sea defenses with Riprap efforts. Furthermore, a river defense system and a Mangrove restoration project are also included in the 2023 budget.
Guyana is eagerly awaiting the arrival of the MV MA LISHA at the port of Georgetown. This ferry vessel, which is being funded by the Government of India, will travel the Barima-Waini to Georgetown route, providing a much-needed transportation option for locals and visitors alike. In addition to this exciting development, major rehabilitation projects are cuurrently underway for stellings in several key locations throughout the country. These include Bartica, Supenaam, Kingston, Good Wharf, Morawhanna, Kumaka, Berbice, Canawaima Port Kaituma, Rosignol, and Parika.
The Office of the Prime Minister is currently implementing a national Information Technology (IT) strategy that aims to foster networking between Government agencies and the business sector. The ultimate goal is to eliminate unnecessary bureaucracy and streamline the permitting process for foreign investors through a single-window system. To further digitize business processes in Guyana, the government is also pursuing the implementation of a “citizenship card”. This computerized card is expected to revolutionize the way we conduct business by eliminating paper transactions and serve as the foundation of e-commerce. By leveraging the power of technology, the government is committed to creating a more efficient and effective business environment that will attract foreign investment and drive economic growth.
The government remains committed to ensuring that all Guyanese have access to the resources and opportunities they need to thrive, and the implementation of transformational infrastructure is just the beginning.
After his retirement, Linden Edmondson made a bold decision to permanently return to his homeland, Guyana, from the United States during the peak of the oil discovery. His sole purpose of using his knowledge and skills to capitalize on the opportunity to make a significant contribution to the country's burgeoning oil and gas industry.

Edmonson's decision to construct a 41,000-square-foot warehouse and begin importing barite was heavily influenced by several factors. Barite, a mineral composed of barium sulfate, is a crucial component of the oil and gas industry's exploration and production process. It is extensively used to increase the weight of drilling fluids and regulate pressure in the borehole by preventing unwanted influxes of fluids from the formation being drilled.
The significance of barite in the oil and gas industry cannot be overstated. It is a vital ingredient in drilling mud, which is used to lubricate and cool the drill bit, remove rock cuttings, and maintain pressure in the wellbore. Without barite, the drilling process would be inefficient and ineffective, resulting in costly delays and potential safety hazards. Its high specific gravity allows it to be easily identified and separated during drilling waste management, making it possible for recycling efforts. As such, barite plays an essential role in ensuring drilling operations are efficient and safe, reducing environmental impact as well as costs associated with non-productive time.
Edmonson recognized the importance of barite in the oil and gas industry and saw an opportunity to provide a reliable source of this critical mineral to satisfy demands. Edmonson said that the demand in the oil and gas industry is unceasing and his company aims to capitalize on this demand by supplying products and services directly to Guyana. This approach ensures a sustainable and reliable strategy for meeting the industry's needs.
Joint ventures play a crucial role in the daily operations of any successful company. Edmondson, a seasoned business leader, recognizes the significance of joint partnerships in driving the prosperity of businesses operating in both the oil and gas and traditional sectors. By collaborating with Ado, the world's largest supplier of barite and cement, Edmondson's company has gained access to a reliable source of barite and auto-drilling fluids. This partnership has enabled them to streamline their procurement process and leverage credit lines to make purchases with ease. Such strategic alliances are a testament to the power of joint ventures in driving business growth and success.
In May of 2022, the company made a significant stride towards establishing its manufacturing facility in Guyana. They signed a Memorandum of Understanding (MoU) with Excalibar Minerals LLC to establish a barium-manufacturing facility worth US $20 million. Unfortunately, the project faced a significant delay when Excalibar Minerals LLC was sold to CIMBAR
Resources, Inc. Despite this setback, both parties are currently in discussions to ensure that the project materializes as soon as possible. Another major obstacle to domestic manufacturing is that the key ingredient, ore, must be imported. Unfortunately, Guyana lacks a deepwater port capable of handling the massive 50,000 metric ton shipments required for this process. Edmondson believes that to overcome this challenge, the government must invest in the necessary infrastructure.
Edmondson underscored the critical importance of the Local Content Act for local businesses seeking to enter the oil and gas industry. He emphasized the need for a level playing field, where local companies have equal opportunities to compete in the sector. As an experienced importer, he recognizes the challenges faced by local companies that lack the capacity to manufacture and must rely on imports. To address this, he advocates for a cushion in the form of reduced rates for these companies, compared to those that manufacture their own products and can import at lower rates. In early March, the company received its inaugural shipment and is now seeking to engage the government in a discussion regarding the possibility of reducing the 15% tax on Class G cement. This is particularly important given that Class G cement is a crucial component in servicing the energy sector. It is worth noting that regular Portland cement is only taxed at 5%. Therefore, the company believes that a reduction in the tax on Class G cement would be a fair and reasonable move.

More importantly, as the country embarks on significant economic growth through the budding oil and gas industry, the tourism sector will be strategically positioned to continue to reap the benefits of these measures.
As the demand for accommodation grows, a commitment has been made to expand the hospitality sector. New internationally branded hotel franchises, including Best Western Hotel, Hyatt Place Hotel, Four Point Sheraton, Pasha Global Hotel, AC Marriott, and the Marriott Courtyard Hotel, will be established before 2025, adding approximately 991 more rooms to the country’s accommodation listing. Consequently, with the demand from a constantly growing target market and a new target audience, there are a number of areas that are open to investment, including the development of upscale and luxury eco-lodges and resorts as well as recreational facilities.
To complement the growing hospitality sector, the Ministry of Tourism, Industry & Commerce, through the Guyana Tourism Authority, will launch the country’s official online tourism and hospitality training platform in collaboration with the Government of Barbados. A Tourism and Business Facilitation Centre is also slated to be established in Lethem, one of
the main gateways to experiencing tourism in Guyana’s interior regions.
More specifically, the Guyana Tourism Authority will continue to strengthen resilience and improve the quality of service provided in the tourism and hospitality sectors. Training in Delivering Quality Service, First Aid & CPR, Culinary Arts, Mixology, Financial Management and Wilderness First Responder has significantly heightened the level of service provided by tourism businesses and communities. Over 3000 persons will be trained by the Authority this year. A total of 2089 persons have been trained for 2022 in these areas surpassing the team’s initial target of 2000.
British Airways (BA), the United Kingdom’s flag carrier, has officially launched its commercial flight operations to Guyana, with stops in St. Lucia. As a result of the initial announcement, there has been significant interest from internationally acclaimed travel agents and tour operators. Trail Finders, one of the largest travel agents in the United Kingdom, has already started promoting five (5) holiday experiences to Guyana. Journey Latin America has also launched a new trip to Guyana. These experiences highlight the diversity of experiences available in Guyana and reinforce the notion that strengthening bilateral relations with international world leaders will always yield positive results.
This new connection will bring approximately 33,488 more travellers annually to Guyana, automatically increasing the country’s visitor arrival figures as penetration into existing and new markets is inevitable. More importantly, Guyana has already commenced discussions with St. Lucia to promote multi-destination experiences in an effort to strengthen regional tourism and, by extension, the country’s relationship with St. Lucia.
In an effort to continue diversifying and expanding Guyana’s tourism product offerings to attract a constantly growing target market, fifteen (15) new experiences are scheduled to be developed in 2023 by the Guyana Tourism Authority. Communities in the South Rupununi Circuit, Region One Circuit, Region Ten Circuit, Essequibo Circuit, and the Berbice Circuit has been prioritised for development. More specifically, with an emphasis on developing more Indigenous community tourism enterprises, a total of eighteen (18) communities will receive support.

SBM Offshore Guyana is the provider of the Floating Production Storage and Offloading (FPSO) vessels supporting ExxonMobil Guyana’s operations in the Stabroek Block. The company has so far delivered the Liza Destiny, Liza Unity and Prosperity FPSOs. Prosperity will come online later this year, adding to production from the Destiny and Unity FPSOs.
The Prosperity FPSO is the second vessel built under the Fast4Ward® programme and with Sustain-1 Class Notation. The vessel will support the Payara Development and is expected to commence operations in late 2023. It is the largest vessel built by SBM Offshore to date, for operations in Guyana, with a storage capacity of two million barrels of crude, and a production capacity of 220,000 barrels per day. The vessel also has an associated gas treatment capacity of 400 million cubic feet per day and a water injection capacity of 250,000 barrels per day.
Two Guyanese companies, Guyana Oil and Gas Support Services Incorporated (GOGSSI) and Industrial Fabrications Incorporated (InFab) were hired to support the construction
of fabricated fixtures for the vessel, marking the first time that Guyanese companies have provided this service to the industry. Collectively, the companies provided 50 tonnes of fabricated steel structures. In addition to the fabrication companies, two local garment producers—Caribbean Clothing Limited and Denmor Garment Manufacturers Incorporated—were contracted to supply overalls for the team working on the FPSO.
SBM Offshore Guyana will continue to utilise local companies and businesses to contribute to the development of the
nation’s petroleum sector and the economic development of Guyanese. Notably, the company was the first Prime Contractor of ExxonMobil Guyana that was granted approval for its Local Content Master Plan.
Additionally, the company’s Graduate Engineers’ Programme provided international training for eight young Guyanese Engineers, who graduated from the University of Guyana, to function in key roles for the Prosperity FPSO. Seven of the Engineers underwent a one-year international capacity building process, and were trained in The Netherlands and then Singapore where they received hands-on training on the vessel.
The eighth Graduate was trained in Monaco and the Netherlands, where she worked alongside the international team in
creating a ‘Digital Twin’ for the vessel. The ‘Digital Twin’ is a tool that enables information management, to keep track of activities on the vessel, and is used to predict and identify challenges onboard. Upon their completion of the programme, the young pioneers were officially awarded placements within the company to support its operations.

Once investors and potential business partners are confident and satisfied that Guyana is an ideal location for the business start-up, the focus turns to the real estate and land market for setting up the office and operations.
Guyana has qualified real estate brokers to consult for this purpose. Foreign investors also are treated in the same manner as domestic investors when acquiring or leasing land.
Private property in Guyana is registered under two legal forms:
● Transported (governed by the Deeds Registry Act)
● TITLED (Land Registry Act)
For those interested in purchasing private land for operations, the first step is to sign an Agreement of Sales and Purchase with the owner of the property. The agreement should contain the names and addresses of the buyer and seller, the agreed purchase/selling price and the location and description of the property.
Then, investors must secure the services of an attorney to prepare an affidavit to explain the intent and particulars of the purchase. The owner of the priority is also expected to file a similar affidavit.
The agreement and both affidavits are then submitted to the Deeds Registry, which places an announcement in the official gazette of record. Once the documents have been published, the public is allowed 14 days to register any opposition to the sale. Opposition might be based on a claim from someone who indicates the seller owes him some form of payment or compensation obligation or there is an existing lien on the property. If no protest is filed, then the passing of the transport (deed) is processed in two months’ time.
For titled land, the process is the same except that the transaction does not have to be filed for gazette publication. Also, any contention from an outside party would be lodged with the Lands Registry.
It is advisable that buyers check in advance with the Registry to verify if any claims have been made on the property in question.
In Guyana, the State Lands Act (62:01) and the Land Development Act (59:01)govern the acquisition or leasing of government owned land.
The process of land identification begins with checking its availability and zoning status with Guyana’s Land and Surveys Commission (GLSC). If the land is available, an inspection is
requested and one half of the fees are paid up front. A GLSC officer visits the site and completes an inspection report so that the application form for lease can be successfully completed and submitted to the respective regional GLSC office.
If the application meets the minimum information standard required, the filing fee is paid and the application is then forwarded for review by various regional and public agencies. If no objections are received, the application is forwarded to the GLSC’s head office, where the Management Information Unit reviews and verifies the application before it is sent to a processing unit for a confirming round of verifications. The final schedule is prepared and submitted to the GLSC Commissioner who then forwards the package to the President and the GLSC board chair for final approval. If it is approved, the final lease is prepared and granted.
In Guyana, the Immigration Services Department of the Ministry of Home Affairs is responsible for visas and work permits. The Ministry has an updated list of countries who nationals require a visa that can be found at www.moha.gov.gy or via email at homin@guyana.net.gy for queries or additional information.
For short term visits, individuals can apply for a visitor’s visa, which is valid for an initial 30 days and can be extended by immigration officials for two additional one-month periods.
For longer term stays, business representatives and investors can apply for business visa good for five years, which can also be extended with official approval as necessary. Individuals and companies can apply for work permits and employment visas, respectively.
Businesses can legally register with the Deeds Registry in one of the following forms and statuses: single owner proprietorship, partnership or incorporated company. The Business Names (Registration) Act and the Partnership Act govern sole proprietorships and partnerships, respectively, and the Companies Act covers the registration of an incorporated business.
Incorporation involves more time than registering an unincorporated company and submitting the required articles of incorporation which should include the following items:
● The proposed name of the company
● The proposed address of the registered office in Guyana
● The classes and any maximum number of shares that the
Company is authorised to issue
● If there will be two or more classes of shares, the rights, privileges, restrictions, and conditions attaching to each class of shares must be specified
● Minimum issue price in respect of shares or classes of shares
● Number of directors; minimum/maximum number of directors
● Restrictions on the type of nature and business the company may carry out, if any
● The names, addresses, occupations and signatories of incorporators
● Statements naming the first directors and secretary and their consent to serve
Investors also should take note that individuals younger than 18, or who have an undischarged bankruptcy, or who have been determined by a court to be incapacitated in terms of making legally binding business decisions cannot be involved in the incorporation process.
After the articles of incorporation have been submitted, the fees due will be calculated. With issues such as a name that actually is a previously reserved name for another company, the applicant will be notified and directed to change the name.
Fees are due at the completion of the application, which is then forwarded to the company division of the Business Registry. In two to three days, the certificate of incorporation is ready to be uplifted, which represents conclusive proof of incorporation of the company named in the certificate and the date of its incorporation.
There are special provisions for firms incorporated outside of Guyana, or what are called “external companies” in the Company’s Act. Additional information and documentation must be filed including the country within which the company was incorporated; its name, manner of incorporation, corporate instruments and the extent to which the liability of the shareholders/members of the company is limited. There is also a different fee structure.
For companies needing to protect specific trade names, invented words and other distinctive marks, an application to the Registry of Patents, Designs and Trade Marks is required. The Registry will check for any previously registered trademark for similarities and if none is found, it will be published in the gazette for public scrutiny. After one month, if there are no contested issues filed, the applicant will be approved for a certificate of registration, which is good for seven years and can be renewed indefinitely every 14 years thereafter.
For ease of navigating the registration process, it is strongly recommended that investors utilize the services of an attorney licensed to practice in Guyana.
The next step is to register the newly formed company with the statutory tax agencies, namely Guyana Revenue Authority (GRA), the National Insurance Scheme (NIS) and the respective municipal authorities.
All firms must register with the GRA to receive a Taxpayer Identification Number (TIN) which is required to conduct business with any government and public entities. To apply, representatives can complete registration at GRA Headquarters at 200-201 Camp Street, Georgetown or at any GRA Regional Office in Guyana.
The GRA collects taxes of the following types: value added, income, corporation, property, capital gains, professional fees, withholding premium, travel voucher, environmental and excise.
All firms must also register with NIS, the national social security organization, to obtain a unique registration number. The application process can be readily completed at any NIS office.
Companies must file monthly contributions for their employees. Self-employed individuals must also file monthly returns on their earnings. The total contribution is calculated at 14 per cent of the actual wage/salary paid to the employee is derived by a 5.6 percent deduction from the employee’s pay and the remaining 8.4 per cent portion by the employer on behalf of the employee.
The actual wage/salary is, at present, subjected to a ceiling of $GY158, 159 per month ($GY36, 498 per week).
The self-employed person contributes 12.5 per cent of his/ her declared earnings as contributions.
There are six municipalities in Guyana: Georgetown, Anna Regina, New Amsterdam, Corrivertown, Rose Hall, Linden. Companies are required to pay the duly outlined rates and taxes, including property taxes. Companies can register at the respective municipal office.
There are several options for locally based financing in Guyana. Guyana has six private commercial banks with operations spread throughout the country.

These banks provide many services with loan interest rates averaging around 11 per cent.
At this stage, the investor and business principals are ready to develop the acquired land or property to establish operations. This process, as standard in any country, entails key steps, approvals and permits. In Guyana, the process includes the following:
a. Find a reputable architect to design and complete architectural renderings of the proposed building. All permits and approvals are contingent upon those blueprints.
b. Completed renderings and plans are submitted to the engineers department of the regional municipality or town council for review and approval. The review encompasses factors including spacing, sanitation and disposal facilities, drainage, boundaries, lighting, ventilation, structural soundness and others.
c. Once plans are approved and the Council agrees with the recommendations of the City Engineers, the application is then passed onto the Central Housing and Planning Authority (CHPA). The CHPA will request multiple copies to distribute to various permit agencies, where applicable.
d. After CHPA has received notification and approvals from the relevant permit agencies, it approves the plans and returns them to the municipality.
e. The municipality then issues a building permit to commence construction. The permit is usually valid for two years.
f. Find a reputable construction firm to carry out the project. The architect or the local Chamber of Commerce can recommend few for consideration, as based on specifications.
g. Once construction has commenced, a business principal must inform the city engineers department within 30 days from the beginning of construction and again once the construction is completed.
Permit agencies include but are not limited to the following: Guyana Fire Service Department, Occupational Safety and Health Authority, Environmental Protection Agency, Food and Drugs Department, Public Health Department and Guyana National Bureau of Standards.
During before or after construction, utility services can be established and coordinated through the following entities: The Guyana Telephone & Telegraph Company Ltd. (GT&T), Digicel and E-Networks for landline, phone, voice, cellular connections and data.
There are also other providers of Internet connectivity that can be found in the yellow pages of the GT&T telephone directory or by contacting the local Chamber of Commerce.
Other important utility providers include the Guyana Power & Light Inc. (GPL) for electricity, the Guyana Water Inc. for water. For businesses in Linden, there is the Linden Power Company that supplies electricity.
All items imported for the new business must pass through the Customs Department of the Guyana Revenue Agency (GRA). While one can navigate this process without assistance, a registered customs broker can prove effective in expediting the process, saving time and money.
For individuals pursuing process independently, the required documents include bill of lading/airway bill, invoice, completed declaration (Form C 72), Taxpayer Identification Number (TIN), and permits and licenses, as applicable. Other documents to support the transaction (i.e. valuation) should be attached.
The process includes the following steps:
● The importer, consignee, broker and agent lodges the required documents for vetting at the customs lodging area in GRA’S headquarters. If documents are not in order, they are returned to the importer, consignee, broker or agent for required revisions. A lodgement number is assigned to the completed set of documents and the entry will then be processed usually in one day, but may take up to three to five days, especially for a large shipment of multiple items.
● If the payment is greater than $GY30,000, the importer, consignee, broker or agent is issued an assessment notice which is paid at the office where tax assessments are satisfied. After payment, the broker or investor receives official receipts and copies of the entry before proceeding to the Transit Shed (T/Shed), where the goods are stored and the shipping agent will release the goods once the receipts and entry are presented for claiming the shipment. The officer-in-charge arranges for the transferring of goods to be examined prior to final release. The physical goods inventory is checked against items listed in the invoice. As experienced investors soon discover, the customs protocol in Guyana is similar to many other countries. Rather than inspecting every single item in a claim lot, customs officers employ risk-profiling techniques in which random checks may be conducted even if the risk profile is low for a particular item. The percentage of items to be examined is determined by criteria identified in the Total Revenue Integrated Processing System (TRIPS).
● Once all documents and inspections have been completed, the importer, consignee, broker or agent obtains delivery of the goods and the documents are stamped for release.
Insuring investor and owner assets is an important part of the business start-up process and Guyana offers several channels for handling insurance needs. These include the Guyana & Trinidad Mutual Fire & Life Insurance Companies (GTM), the Hand-in-Hand Group of Companies, North American Life Insurance Company Limited, Demerara Mutual Assurance Society, CARICOM General Insurance Company and Assuria Life Inc. Companies unfamiliar or unsure about which firm to use for insurance needs are encouraged to contact a well-known insurance brokerage firm.
Guyana’s workforce is advantageous for its youthful energy, its large skills base in a variety of agricultural and manufacturing industry sectors and its capacity to adapt to and adopt technologies that are critical to today’s economies. Job postings are most widely disseminated in local newspapers and their popular classified advertising sections, especially for quick response from qualified applicants. The country’s daily newspapers include Stabroek News, Kaieteur News, Guyana Times and Guyana Chronicle.
Another option is to procure the services of a local recruitment agency and some accounting firms coordinate and facilitate activities for hiring. The local Chamber of Commerce and Guyana Ministry of Labour do effective advocacy for identifying solid job candidates.
As in many other countries, when all of the steps have been completed in preparing a new business, Guyana’s communities enthusiastically celebrate a grand opening. There are professional marketing and public relations agencies which can facilitate event planning but in instances where cost management is important, key business personnel can do much to plan their own grand openings.

The Chamber authorizes Certificates of Origins to local businesses for the purpose of facilitating trade around the world. A Certificate of Origin is a document attesting that goods exported in a shipment have been wholly obtained, produced, manufactured or processed in a particular country.
The Business After Hours forum is the premiere networking events for business professionals. It is usually held on a Wednesday from 5pm-7pm. This 2 hours’ time frame gives you the opportunity to discuss and share ideas while learning about other businesses.
It is a relationship building experience held in a relaxing setting that benefits you and your company through added contacts and resources.

1. Collaborating with companies to host meetings, conferences, workshops and, seminars.
2. Organize meetings, conferences, workshops, seminars, business dinners & luncheons and cocktails for other companies.
Hosting a table at one of GCCI’s events is a great way to meet some new people and market your business! Simply call the Secretariat to sign up to be a table host at an upcoming Chamber event. Then plan goodies, hand out your business information, decorate your table and be prepared to “host” your guests at the event.
The GCCI offers Trade and Investment development activities such as:
a) Organisation of trade and investment missions
b) Arranging meetings between visiting trade delegations and members; and
c) Organizing trade fairs and exhibitions or coordinating members’ participation in overseas fairs and exhibitions.
The aim of Trade Missions is to increase importation and exportation of local products.
Trade missions offer good opportunities for members to explore business development potentials in other countries. The organisation of such missions is approached on a project basis and some basic procedures followed are:
1. Planning the mission – scope; timing and duration; destination and itinerary; budget
2. Pre-mission preparations – appointment of mission leader, secretary and treasurer; printing of mission brochures; contacting counterpart chamber in host country; drawing up programme for mission travel and accommodation arrangements
3. Carrying out the mission – attending meetings; courtesy calls; factory visits
4. Post-mission follow-up – production of mission report; de-briefing sessions
Generally, mission members commit a fair amount of time and expenses to participate in the missions, so we ensure a well-conceived pre-mission planning and preparations to avoid unnecessary problems such as:
• Disappointment with the mission programme because the host chamber did not have enough time to organize their members to meet the mission; or adequate information to match mission members’ interest with the programme planned for them.
• Unforeseen delays arising from failure to confirm flight and hotel bookings.
• Loss of exhibits/products samples sent out as unaccompanied baggage, etc.
The Chamber is a recognized point of reference for visiting businessmen and is also an effective way to introduce foreign business to members.
The Secretariat obtains information on the incoming mission’s objectives, interest, composition and proposed length of stay and coordinate and plans a programme for the mission. Staff also collate pertinent general information such as the volume of trade between the two countries and whether there are bi-national companies operating in either or both countries.
To ensure that the visiting mission meets the relevant members of the Chamber, the Secretariat staff handling the reception programme would need sufficient time to identify the relevant members, notify and organize a suitable programme of meetings.
These are popular with companies wishing to introduce their products and services to the market. Chambers with adequate resources may prefer to organize their own exhibitions while others may decide to co-organize these with established exhibition companies or to co-ordinate their members’ participation in fairs staged by other organisations.
Organizing a trade exhibition is a rather mammoth exer-
cise in a Chamber’s calendar. The event could easily take 9 to 12 months to plan and carry out and considerable manpower and financial resources are required. An organizing committee along with sub-committees are established to concentrate on various key areas such as marketing and publicity, facilities and reception.
The secret to great business networking is establishing a mutually beneficial relationship. Building a strong network is essential to companies and executives in order to survive. It is the secret to a successful career and business.
Business by Referrals is aimed specifically at helping sales-oriented professionals by connecting them to other industries and the personal and professional networks of those in the group.
The Chamber is involved in Government Affairs. This is because Public policy affects the members, hence, the need for elected officials to hear from the Chamber as the voice of the business community. The Chamber acts as the liaison between the membership and the Government.
Participation in sectoral planning and policy making is seen primarily as an activity carried out at the level of local, regional or central government, leading to changes in legislation, incentives, policies, etc. affecting businesses.
Under the Advocacy and Governance Committee, the Chamber does the following:
● Articulate members’ concerns in a unified voice attracting policymakers’ attention.
● Meet regularly with decision-makers to discuss key policy issues and establish channels of communication and close working relationships with their staff.
● Provide sound policy-relevant information to policymakers so that they may start automatically turning to business associations for policy advice.
● Engage in both proactive and reactive advocacy (help to set the policy agenda by voicing concerns and proposing specific policies as opposed to only reacting to proposals already on the table).
● Keep abreast of imminent and current policy proposals so that they can thoroughly examine the issue and prepare a
sound policy response.
● Help prevent frequent changes to the business-related legal and regulatory framework that scare away investors and hinder entrepreneurship.
● Monitor implementation of advocated policies to ensure that they are administered fairly, consistently, and swiftly, thereby strengthening the rule of law.
● Publicize successes to “brand” the association as an active agent of positive change.

The chamber Provide regular updates on employment legislation and business regulation to members. Provide members with information on all local, regional and international trade related matters of relevance. Sourcing and distributing statistical information and relevant data on trade and industry, imports and exports, manufacturing processes and finance. Answering queries of a general nature from third parties.
The Chamber provides opportunities for members to showcase their goods and services to potential buyers; towards creating opportunities for joint ventures and other types of partnerships, and towards leveraging of resources, services etc. between two or more partners.
As well as ensuring we achieve our policy objectives through interaction and engagement with national, regional and local policy-makers and relevant stakeholders, we undertake our own in-house research and produce regular policy briefings on topical issues.
As the country's most representative private sector organisation, our survey-based research is unique in being truly led by industry. The Chamber also gathers intelligence that keep members informed on business trends and policy developments.
This service is geared towards inculcating good business practices among members as well as an appreciation for standards in all aspects of the business. All members are required to abide by the code of conduct established by the Chamber.
While Corporate Social Responsibility means different things to different companies, it can be broadly defined as the concept that corporations should voluntarily commit to, i.e. ethical, responsible business practices, reflecting the interests of all stakeholders in the company's policies and actions. Key areas of concern include but are not limited to employee relations, environmental stewardship, community outreach, and corporate governance.
The Chamber supports activities outside its 'core work', engaging with organisations from various social sectors and communities. We aim to use our links with businesses to promote and encourage community engagement and corporate responsibility. We believe that partnership working can enhance communications and understanding between different communities.
The Chamber’s boardroom is available for use by Chamber members and other individuals who need a professional setting for meetings during normal Chamber business hours (9 a.m. –4.30 p.m., Mon-Fri), after business hours (5.00 p.m. – 9.00 p.m. Mon-Fri) and weekends (9.00 a.m. – 2.00 p.m., Sat-Sun).
As any good Chamber of Commerce, Advocacy is a critical part of the work of the GCCI. By keeping a close eye on Government and its legislative and policy agenda, the Chamber is able to make an input in the content and substantive design and final output of these processes.
The Chamber adopts rational, informed positions that take account not only of the short term interests of members and the wider business community, but brings to bear a perspective that calls for efficient, well researched and thought out policy that achieves national goals and objectives with minimal negative impact on the business, society, environment and economy.
Networking pertains to establishing and developing social and business relations with useful “contacts” which may be individuals, government or business organisations. At the Chamber level, this translates into forging strategic alliance with local and foreign business organisations, other Chambers of Commerce and Industries, Trade Associations, other Service Providers, Universities, Training Institutions and Government Organisations and Agencies.
For the members of the Chamber, useful contacts would include fellow member companies and other business organisations that would be potential business partners/associates, customer or suppliers, political decision makers, Ambassadors, Trade Commissioners, business leaders, industrialists, professionals, academicians, technocrats, etc.
Since the Chamber draws its membership from a wide spectrum of industries, the Chamber provides various forums for networking, such as:

The Chamber represents members at various domestic, regional, hemispheric and international trade negotiation meetings and delegations. The Chamber also negotiates for and on behalf of members with Government and other relevant stakeholders.

The Chamber offers basic “in-house” consultancy services on energy conservation, environmental issues, and industrial relations matters. The Chamber rely on the varied resources of member companies to build up a pool of industrialists, technologists and professionals whose expertise and experiences could be tapped upon for consultancy when the need arises. The job of identifying the area of expertise required and putting up a project proposal could be assigned to an industry officer, research personnel or training staff of the Chamber.
The Chamber’s Small Business Development Centre provides technical support to Small and Medium Sized Enterprises (SMEs) by providing development resources, strategic planning, and guidance for starting a business and growing successful growth.
Knowledge & Skills Enhancement - To provide SMEs with the requisite knowledge and skills to write grant proposals to access funds from donor agencies to expand their businesses and to provide SMEs with the knowledge necessary for them to become export ready.
Strengthening the export capacity of SMEs to respond to market opportunities - The Chamber will teach SMEs to assess their financial position, develop an export plan, develop distribution channels, develop a promotion plan for business, learn to competitively price goods, develop payment terms, develop risk management plans, understanding the market target, be innovative, etc.
Mainstreaming inclusiveness and sustainability into trade promotion and export development policies - To provide training to SMEs through a combination of knowledge and skill enhancement to improve the availability and use of trade intelligence
