Commissioners table vote on chicken law By Curt Yeomans

curt.yeomans @gwinnettdailypost.com

Gwinnett County commissioners postponed a decision on a proposed law change that would make it easier to keep chickens in backyards on Tuesday as proponents and opponents debate the merits, and the logistics,

of the proposal. The Board of Commissioners had been expected to make a decision on revising the county’s livestock ordinance this week, after the Planning Commission recommended its approval with conditions. After a halfhour of debate between residents, however, Commissioner Tommy Hunter

asked his colleagues to table the matter so it could be vetted more thoroughly. Hunter said there were “valid concerns” raised on both sides of the debate. He initially sought to have it postponed until July 7, but later changed the date to July 21 because of a scheduling conflict Commissioner

Jace Brooks had with the earlier date. “That gives us (four) weeks to figure out where we want to go from there,” Hunter said. The livestock ordinance was one of two law changes commissioners dealt with on Tuesday. They also passed changes to the county’s beekeeping law that makes it

easier to engage in backyard beekeeping. While the beekeeping law change sailed to passage without opposition, the livestock ordinance — which has also been referred to as the chicken ordinance by some residents — drew lengthy debate by many people on both sides of the issue. Residents from the

Danbury Village neighborhood in Norcross made up the majority of people who spoke against the proposal. They expressed concerns that passage of the law change would escalate a problem they have had in their neighborhood with chickens and roosters that

Probe: Cop and aviation manager broke policy By Joshua Sharpe joshua.sharpe@gwinnettdailypost.com

Phillip McMillan, a once-hailed Gwinnett County police officer, claimed in his March resignation letter that he was removed from the force’s aviation unit for “sticking up for safety.” He also accused his boss of misusing a police helicopter. The results of the subsequent internal investigation now suggest that both the 2012 Gwinnett Chamber Phillip Medal of Valor winner McMillan and his former superior, Aviation Manager Lou Gregoire, had violated agency policy. Gregoire was suspended for four days. McMillan had already been deemed ineligible to return to the force. Lou Gregoire Police released the case file to the Daily Post on Monday in response to a previous request. The file details what appears to have been a contentious relationship between the two men, and possibly some hurt feelings over who got to fly ceremonial maneuvers for a couple of funerals. The investigation began on March 20 when McMillan, who did maintenance on the police helicopters, went to the department’s office of professional See AVIATION, Page 8A

BETHLEHEM — A light breeze swept through Oak Rest Pet Gardens on Tuesday morning as a bugler played “Taps” and dozens of police officers stood at attention in honor of the late K-9 Andor. The 13-year-old German shepherd, who died last week, aided in many cases at the Lawrenceville Police Department, and now leaves a sadness that brought more than a few hardened lawmen to tears as they spoke near the dog’s American flag-draped casket. Shawn Humphreys, the K-9’s final handler before retirement five years ago, thanked the crowd for giving a fitting send off to Andor, who he described as his teacher, partner and friend. Then, as the crowd dispersed and people turned away, he bent down, kissed the coffin and whispered one last thank you. Suspect’s whereabouts remains unknown By Joshua Sharpe joshua.sharpe@gwinnettdailypost.com

LAWRENCEVILLE — Pushing 11 years later, a Gwinnett County grand jury has handed down an indictment in the murder of a Norcross woman. Not that the case against her boyfriend, Herminio Nicolas Reyes, is necessarily closer to resolution. District Attorney Danny Porter said Monday the timing of the indictment was due to an eight-year delay in getting the final report from Gwinnett police. The detective who worked the case of Sadot Ozune-Carmona’s death turned in his investigative report in 2012, he said, because he never found time to write it before. Porter said the lag hasn’t made a difference, because authorities don’t See MURDER, Page 8A
