Group sues over election boundaries

A Washington, D.C.-based group that is suing Georgia over boundaries drawn in 2015 for Rep. Joyce Chandler, R-Grayson — allegedly to reduce the effect of black voters — wants to stop the state from using those boundaries for this year’s elections. The Lawyers’ Committee for Civil Rights Under Law announced Wednesday that it filed an injunction trying to bar the state from usJoyce Chandler ing the boundaries late Tuesday. The group, along with the Georgia NAACP, is suing the state in federal court over redistricting done for the Grayson-area legislative district. The groups allege the redistricting was done to make the seats safer for Chandler and other Republican legislators whose districts had higher percentages of black voters. The injunction specifically targets boundaries drawn for Chandler’s district, as well as House District 111 in Henry County. “Georgia’s mid-decade redistricting is an egregious example of the kind of racial gerrymandering that has no place in our democracy today,” Lawyers’ Committee for Civil Rights Under Law Executive Director Kristen Clarke said in a statement. “In swing districts where margins of victory were close, Georgia lawmakers reopened legislative maps for the sole purpose of locking in favored non-minority incumbents.” The Lawyers’ Committee for Civil Rights Under Law wants the District 105 boundaries used in the 2012 and 2014 elections used in this year’s election. One of the group’s claims is that officials in the House redistricting office adjusted district boundaries in 2015 to protect white Republican incumbents by reducing the number of minority voters in their districts. One such accusation is that a House redistricting office contacted state Rep. Chuck Efstration, R-Dacula, in August 2014 about swapping some Republican-leaning areas in his district with some Democraticleaning areas in Chandler’s district. Chandler had won a narrow re-election in 2014. She and Efstration represent Chuck Efstration neighboring districts. Efstration refuted the lawyers’ committee’s claims. “Liberal special interests are desperate to falsely attack bipartisan legislation that unanimously passed the Georgia House of Representatives,” he said in an email. “I’m disgusted, disappointed and saddened by their tactics.” See BOUNDARIES, Page 8A

Students from three Gwinnett County high schools walked out of classes Wednesday to raise awareness for school safety and gun reform laws.
