Steuben County District #4 Wayland & Cohocton

Legislator’s Report Over the past eight years it has been my pleasure to represent you on the Steuben County Legislature. In this report I would like to review the past eight years with you.

have helped to eliminate higher taxes in the future.

First and most important is your County tax rate per thousand dollars of assessed valuation. In 2016 your tax rate was $7.63 per thousand dollars and in 2023 your tax rate fell to $6.52 per thousand dollars of assessed valuation. My point here is that with proper financial management, even with inflation, your County government has been able to hold the rate level to the point we have reduced the tax rate by $1.11 per thousand dollars of assessed valuation.

In the past few years we have brought into the County Workers’ Compensation program the Towns of Wayland and Cohocton, the Villages of Cohocton and Wayland along with the Cohocton Fire Districts and Springwater EMS. As the County Workers’ Compensation insurance rates are 20% lower than outside insurance agencies, we have saved the above mentioned agencies thousands of dollars.

In 2021 the County received 18.5 million dollars from the Federal government due to the Covid crisis. Those funds are referred to as ARPH funds. It was my contention from the time we received the funding that these funds should be used to repair and replace County Highway shops and Emergency Management buildings as well as expansion of Broadband Internet Services in the County.

In Steuben County we have 683 miles of county roads and 335 bridges. District #4, made up of the towns of Cohocton and Wayland have 33.7 miles of roads and 11 bridges. That equates to District #4 having 4.93% of county roads and 3.22% of county bridges. I have always maintained that District #4’s tax base subsidizes the rest of the County roads and bridge maintenance.

This being said, in my time on the County Legislature, I have always pushed for better than average conditions of the roads and bridges in District #4.

My idea was to utilize these funds for projects that have to be done in future years so we would not have to add those costs into future budgets. I believe by doing so that we

from the site to the County landfill. This was done at no cost to the Village of Wayland tax payers. This year I got the County Land Bank to take title to the condemned building located at 3 East Naples Street in the village of Wayland and the old Cottage Inn located at 2 North Main St in the Village of Cohocton.

Both buildings were removed at no cost to either village.

In this eight year period we have survived a pandemic. Through several financial moves at the County level we were able to keep your County property taxes down and still provide all the services the County provides.

Jack Wheeler and his staff, Tim Marshall from Emergency Services, and Darlene Smith and her staff from Public Health all did a remarkable job providing much needed service to all County residents.

For the past two years my committee has been working on a plan to help improve ambulance services in Steuben County.

In 2023 I got the Finance Committee to appropriate $500,000.00 to help in this effort.

Part of the plan is to hire a full-time Co-ordinator and Instructor to handle this effort. Second part of the plan is to provide funding for training to become an EMT and funding to renew their license. This reimbursement for course cost and time

spent in training is to try and shore up the volunteer ambulance services in the County and attract more volunteers. Other aspects, such as trying to address waiting time to get ambulances to some of the rural communities is still being worked on.

One of the other assets the County provides is the Landfill and Transfer Station that deal with solid waste. This operation is called an Enterprise Program and is totally financed by the users. No tax dollars are involved. We are now in the process of building another landfill cell which will last about seven years. Over the past few years the County has purchased enough land around the landfill to ensure enough space until 2045. The County landfill operation provides a much needed Service to all County residents at a very fair price.

Just a reminder that next Tuesday, November 7th is Election Day. Over the past 8 years I have tried my best to represent you on the Steuben County Legislature and to make sure that your needs are met. If you believe I have served you well I would appreciate your vote in the General Election.

While food can be a culprit, some additional factors may be contributing to mouth odor as well. Poor dental hygiene is a particular concern. According to Colgate and the American Dental Association, failure to brush and floss teeth regularly leads to the accumulation of food particles in the mouth. This food can collect bacteria and begin to break down, causing a bad aroma. Dry mouth is another condition that causes bad breath. Without adequate saliva production, particles of food that may cause odor are not swept away regularly. Bad breath also may be an indication of a medical condition elsewhere in the body.

Upper respiratory infections and gastrointestinal disturbances may contribute to halitosis.

Paget’s Disease Causes Arthritis, Pain, Deformities and More

DEAR DR. ROACH: My husband has been diagnosed with Paget’s disease. I would like to know more about it; this is the first time I have ever heard of it. I would like to know the treatments and how much damage affects the bones. He is 76, had prostate cancer and underwent radiation treatment. -- C.W. ANSWER: Paget’s disease of the bone is a common disease in people of European ancestry, with a lifetime prevalence of approximately 3%, although it remains undiagnosed in many. The cause of the disease appears to be a defect in bone reabsorption by the osteoclast, a specialized cell that normally helps maintain bone health.

Paget’s disease is not a cancer. It is normally diagnosed over the age of 55.

Most cases of Paget’s disease are asymptomatic; however, without treatment, some people will develop arthritis, pain, deformities and fractures.

The bone deformities may lead to nerve compression and, in the case of the tiny bones in the ear, hearing loss. X-rays and a high alkaline phosphatase (ALP) blood test are suggestive of the diagnosis. A bone scan is recommended to see the extent of damage from the disease.

Fortunately, highly effective treatments are available. Bisphosphonate drugs, the same drugs that are used to treat many people with osteoporosis, are very effective. A single treatment with zoledronic acid is effective at stopping (not reversing) the progression of the disease, and fewer than 20% of people will need a second dose. Diagnosing and treating early are ideal.

I don’t think his prostate cancer or radiation treatment has anything to do with his diagnosis of Paget’s.

Basic Training DEAR PAW’S CORNER: You often mention that owners should spend time with their dogs in basic obedience training. What are “the basics” exactly? -- Ferris T., Huntington, N.Y. A: While the specifics of basic obedience training for dogs are better detailed through books or by professional trainers, I can list these training requirements here.

• Housetraining: The most basic and most important to you and your dog’s peace of mind. Teaching a new dog where and when to eliminate, and training yourself to keep a proper schedule, is a crucial initial step.

• Heel: Your dog should walk calmly alongside you, and not struggle against the leash, pull you down the street or chase after birds, cars or other dogs.

• Sit: A well-trained dog will sit on command. When training on the leash, have the dog sit on your left side.

• Down: The dog should lie down (on his belly, paws forward) on command.

• Stay: In the “sit” or “down” position, the dog should not move until you release him with a verbal command.

• Come: At your command, the dog should come to you, or respond to further directional commands (such as tugging the leash right or left to signal a turn).

That’s essentially it: five basic commands and housetraining. It doesn’t sound like much, but teaching a dog of any age these skills will take at least several weeks, if not months. And they must be taught correctly: no hitting or yelling, maintaining dominance over the dog. Training books provide many more details on effective ways to do this, while a professional trainer can demonstrate additional effective techniques to ease the basic training process.

Remember that basic obedience training doesn’t stop once these skills have been learned. Dogs need regular reinforcement, even if it’s just a five-minute review during their daily walks.

NaNoWriMo: Take a Month to Ignore Self-Doubt and Let Your Creativity Soar

s leaves plummet from lofty perches, winds usher in the annual mercury drop and potentially the s-word around here, thousands around Rochester, the region, and the nation aim to write a full novel within the thirty days of November.

Hence National Novel Writing Month, affectionately abbreviated NaNoWriMo. According to nanowrimo.org, the month-long initiative encourages people to “novel.” Organizers say, “Yes, we use it as a verb. Yes, we made up that use. Noveling is an act of pure, inspired, messy creation; it forces people to sit up, create, and engage with the ideas they’ve received.”

Begun in 1999 as a writing challenge, NaNoWriMo provides community writing challenges, camps, resource collectives, author visit programs, and local initiatives to encourage creative writing across the country. No matter your background, “NaNoWriMo believes in the transformative power of creativity.” In 2022, over 400,000 writers officially participated in the program.

While I personally participated in this challenge only once or twice over the years, local teens, Chelsie Wells and Ella Fowler, are set to embark on it for the second year in a row. Avid creative writers who rival the best, they often self-assign goals and challenges, encouraging each other to write despite time constraints of school, family, and extracurriculars. They often get together for “writing sprints” to help motivate each other and have fun creating and encouraging each other’s creativity. The two often read each other’s in-progress writing as well, offering productive feedback as they go. They recently started their own podcast to spread their writing positivity and ideas with the world.

Last year, Ella wrote 50,000 words in the NaNoWriMo challenge, which brought her near the end of her novel. She says, “I definitely found myself cramming words in at the end, but it was totally worth it, and I loved the experience.” She says, “Something about writing to complete a big goal alongside so many other authors is very inspiring, and since I’m quite competitive, I love the challenge and find it very motivational.”

ensure you make it to the finish line.” Chelsie admits that it’s the competition that helps her stay inspired to write. “You’re basically competing with yourself, or with your past self, [so] if you’ve been procrastinating writing, NaNoWriMo is a great way to give you that extra boost of motivation.”

Chelsie says she tends to write fantasy novels but loves experimenting with other genres. She’s rarely not up for a challenge suggested by her friends and fellow writers. To combat writer’s block, which Chelsie says “is just another excuse” everyone experiences, she recommends writing through the block. “Set a timer for 5-10 minutes and just write. Normally by the end of the 10 minutes you’ve gained some sort of motivation or inspiration and are able to keep writing for longer. Starting is the hardest part.

Just start.”

Ella agrees that starting to write is most important. “Whenever I have writer’s block, I just write anyway and tell myself that even if it’s garbage, I can rewrite it later. Eventually, I come to a place in my book that I’m highly inspired to write and oftentimes I go back to the places I had writer’s block while writing and rewrite pieces.

Either that or I take a slight break for a week or two (not going to lie, a week HAS turned into a month, so I might not recommend this, but...) and I return to writing later. It usually doesn’t help that much, but sometimes I just need a break.”

Both young authors suggest “Never stop writing.” Maybe designate a time each day to stop everything and write. Maybe pursue the NaNoWriMo goals of writing 50k words in 30 days. But no matter what, they suggest writing should be fun. Ella says, “Take your time and enjoy writing!” Chelsie adds, “Writing should be fun, and it should be something you look forward to every day.”

Good luck to all who participate in this year’s NaNoWriMo!

Chelsie echoes the sentiment, and during last year’s NaNoWriMo, Chelsie wrote 30,000 words to finish drafting 4 Doomed Queens, and aims to write the first 50k words of its sequel, 3 Broken Wings, this November. She says this year she feels more confident writing often, so she has high hopes of meeting her goal.

Chelsie is methodical, suggesting to aspiring NaNoWriMo participants to “Try your very best to hit that word count every day.” 50,000 words in 30 days means an average of 1,667 words each day, so she explains, “If you don’t, it’ll all pile up at the end of the month and it’ll seem impossible. Try to stay ahead of the game to

(585) 728-2100 William A. “Bill” Huver October 26, 2023 Sparta - William A. “Bill” Huver, age 75, passed away early Thursday evening October 26, 2023, at his home that his wife and he built.

He was born in Dansville on June 24, 1948, a son of the late William J. and Florence (Holbrook) Huver.

On August 8, 1970, he was married to Audrey Traxler Huver who survives.

Bill attended Dansville High School majoring in Shop and graduated in June of 1966. Bill had a varied career. He was employed at the Village Water and Sewer Department as an equipment operator, Perry’s Hardware as the store manager, Town of Sparta Highway Department as a snowplow operator, BOCES in Mt. Morris as the head custodian, and The Gunlocke Company in the Maintenance Department. And the job he enjoyed the most was being self-employed in his own business for 23 years, Huver’s Electric/Danstel. He always said having the opportunity to meet and work with so many people was the best part of being his own boss. Bill was famous for cooking pancakes, sausage and eggs for the family every Christmas for years and he enjoyed that very much.

Bill was very community minded. He volunteered to work at the Festival of Balloons every year since 1999. He maintained the electrical service at the balloon festival and helped to organize the field for vendors. Bill was brought up by his dad as a Boy Scout and continued to work with Scouts until 1992 as Assistant Scout Master and then Scout Master for Troup 40. He was active in the Lutheran Church and led the Youth Group there for many years as well as teaching Sr. High Sunday School. He was a member and Past Master of the Phoenix Lodge # 115 of the F&AM in Dansville.

Bill is survived by his wife of 53 years, Audrey (Traxler) Huver, his two sons, Willam D Huver (Donna Phillips) of Dansville and Brian (Kathy) Huver of Ellicott City, Maryland and his brother, Randolph (Nancy) Huver of Westminster, Maryland. Also, his mother-inlaw, Wilma Traxler and sisters-in-law, Kathi ( James) Culbertson, of Dansville, Nancy (Bill) Faulds of Dansville, Laurie Carapella of North Carolina and a brother-in-law, James (Dawn) Traxler of Dansville. And he had many nieces and nephews.

Friends called on Monday, October 30th from 4:00pm to 7:00pm at the Hindle Funeral Home, Inc., 271 Main St., Dansville. On Tuesday, October 31st, 11:00am, a funeral service was held at St. Paul’s Lutheran Church. Interment was in Greenmount Cemetery, Dansville. Arrangements are by Hindle Funeral Home.

Richard C. Tracy October 27, 2023 Richard C. Tracy, 87, of Dansville, NY, peacefully passed away on Friday, October 27 at home surrounded by his family.

Richard C. Tracy was born on November 30, 1935, in Ossian, NY to the late Mildred and Harold Tracy.

Dick graduated from Danville Central High School in 1955. After graduation, Dick entered the US Army becoming a Sargent. He returned home after two years and in 1958 married the love of his life, Shirley (Hartman) Tracy.

But the other love of his life was auctioneering. From a young age Dick made a lifelong career of selling. In 1957 Dick and his brother David purchased Pavilion Livestock Market where they held thousands of livestock auctions.

In 1967 Dick turned his passion to automobiles and opened Expressway Auto Auction in Dansville, NY. He was a member of the National Auto Auction Association and past president of the eastern zone. Expressway became a family business and continues to operate today by his sons and grandchildren.

If it could sell, Dick would be there, donating his time and auctioneering skills to numerous charity auctions and community events. His enthusiasm could energize any room.

He is survived by his wife of 65 years, Shirley Tracy. Two sons, Jeff (Lynn) Tracy and Scott (Dawn) Tracy. Four grandchildren, Brittney Tracy, Matthew (Colleen) Tracy, Lyndsey Tracy, and Kyle Tracy. Two great-grandchildren and several nieces and nephews.

Friends called Thursday, November 2nd from 2-6pm at the Dansville Foursquare Church (49 West Ave, Dansville, NY) where a funeral service to celebrate his life was held Friday, November 3rd at 11am.

Joseph G. Snyder October 17, 2023 Atlanta – Joseph G. Snyder, 59 years of age, passed away Tuesday evening, October 17, 2023 at his home in Atlanta.

Joe was born January 8, 1964 in Rochester, the son of Jay T. and Muriel (Hatch) Snyder. He was born in Rochester, moved to Nunda and attended Keshequa Central School.

Joe went on to serve his country in the United States Navy and proceeded to reside in different areas of Virginia, including Richmond, Reston and Front Royal. On May 1, 2004, Joe and Molly Fasick were married in Aldie, VA and together celebrated over 19 years of marriage. In 2016 they moved to Atlanta, NY where they had resided since. Joe was a dedicated Big Foot researcher, loved ghost tours, nonfiction and was a huge fan of Ted Lasso and Star Trek.

Joe’s employment spanned a few different areas throughout life. He was the doorman at Jimmy’s Old Town Tavern in Herndon, VA, a security guard for the Red Cross, installed luxury home elevators, an armed security guard for the Islamic Saudi Academy in Alexandria, VA and most recently delivery for DoorDash in Canandaigua.

Joe was predeceased by his parents, Jay and Muriel Snyder; his second wife, Kathy Snyder; his brothers, Jay and Robert Snyder; his sister, Winifred Snyder; his half-sisters, Linda Kulzer and Deltha Huckleberry. He is survived by his wife, Molly Snyder of Atlanta, NY; his sister, Jill (Lanny) Hotelling of Middlesex and his brother, Stanton Snyder of Bend, OR; his nieces and nephews, Andrea, Lanine, Robert, Michael, Albert, Carrie and Melinda; along with other great and great-great-nieces and nephews.

Joe’s celebration of life will be held at a later date. The family asks that in lieu of flowers donations be made to the Nunda Historical Society, 24 Portage St, Nunda, NY 14517.

SHARE WITH US Drivers If you want to drive 10 mph under the speed limit that’s fine. If you look in your mirror and see multiple vehicles lined up behind you why can’t you at least move a bit to let some by? You may have all the time in the world but others don’t!

Headlights From the Other Side New cars have LED headlights. I didn’t choose LEDs; the car came this way. A recent rant complained about being blinded by bright headlights. I am constantly flashed by other cars as though I have my brights on. I have two options to this flashing. One: do nothing and look like a jerk. Two: flash my brights and let them face a much brighter light, thereby demonstrating that what the other driver thought was bright wasn’t even close. The solution for drivers bothered by lights hasn’t changed. If a car is approaching, fix your gaze on the painted line along the shoulder on the right side of your car until the bright lights pass. Staring directly at any headlights and getting angry is a silly move.

Spinal muscular atrophy, or SMA, is the most common cause of mortality in infants. According to the Muscular Dystrophy Association, SMA is a motor neuron disease that affects the central nervous system, peripheral nervous system and voluntary muscle movement. WebMD notes that the severity of SMA varies widely, but the disease is known to weaken muscles and can cause difficulty eating, breathing and walking. In the past, infants diagnosed with SMA typically did not survive more than two years, but the MDA notes that doctors now prefer to avoid making rigid predictions on life expectancy based strictly on age of onset.
