oe Biden has won the 2020 presidential election, the Associated Press projected Saturday, sending President Trump to a bitter defeat four years after he shocked the world by winning the White House with a victory over Hillary Clinton.

have placed in me and in Vice President-elect Harris,” Biden said in a statement. “In the face of unprecedented obstacles, a record number of Americans voted.

Proving once again, that democracy beats deep in the heart of America.

“With the campaign over, it’s time to put the anger and the harsh rhetoric behind us and come together as a nation,” the presidentelect continued. “It’s time

for America to unite. And to heal.”

He added: “We are the United States of America.

And there’s nothing we can’t do, if we do it together.”

Biden now holds the record for the most number of votes cast for any presidential candidate in history — more than 74 million — shattering the previous mark (69,500,000) set by Barack Obama in 2008.

The former vice

president, who turns 78 this month, won his bid for the White House on his third attempt, becoming the oldest person ever elected president in the U.S. His running mate, Sen. Kamala Harris, D-Calif., is the first Black woman and first Asian American elected vice president in U.S. history.

Trump, however, has signaled that he is not likely to concede defeat quickly.

Biden overcame numerous attacks from Trump on the campaign trail, including claims of cognitive lapses (Trump branded him “Sleepy Joe”) and questions about his son Hunter’s business dealings in Ukraine and China. Trump even called on Attorney General William Barr to launch an investigation into the Bidens just two weeks before Election Day. (Barr did not.)

Trump, who sought to paint his opponent as a closet socialist being manipulated by the progressive wing of his party, falsely claimed that Biden wanted to “defund” the police and argued that a Biden presidency would “destroy” the suburbs and embrace antifa.

He also floated wild conspiracy theories and disinformation about Biden and other Democratic figures that had been promoted by right-wing activists on social media.

But none of the punches managed to land, infuriating the president and the GOP. “If I lose, I will have lost to the worst candidate, the worst candidate in the history of presidential politics,” Trump said at an Oct. 17 campaign rally.

The president also

accused Democrats of trying to “steal” the election, falsely claiming that mail-in voting would lead to widespread fraud.

The pandemic caused many states to expand early-voting options, and a record 101 million ballots were cast either in person or by mail before Election Day. In 2016, Trump won office by riding a populist message against a deeply unpopular establishment candidate in Clinton. But polls showed Biden as being far more popular with the electorate than the former secretary of state, giving him more ways to win the election.

Biden, a Scranton, Pa., native, began his presidential campaign in April 2019, joining an already crowded field of Democrats with a video denouncing Trump for his response to the violent white-supremacist rally in Charlottesville, Va., in August 2017.

While speaking out against the violent clashes that erupted among white supremacists and counterprotesters, Trump infamously said there were “some very fine people on both sides.”

“With those words, the president of the United States assigned a moral equivalence between those spreading hate and those with the courage to stand against it,” Biden said in the video. “And in that moment, I knew the threat to this nation was unlike any I had ever seen in my lifetime.”

He carried that message into the general election campaign, promising that his election would “restore the soul of the nation.”

Biden shrugged off disappointing performances in early primary and caucus states like Iowa, New Hampshire and Nevada, gaining his footing after

a crucial win in South Carolina, where he was buoyed by the support of African American voters wary of the candidacy of Sen. Bernie Sanders, I-Vt., who had emerged as the frontrunner.

Biden went on to control of the race, winning 10 of 14 states on Super Tuesday in March.

Sanders dropped out of the race and quickly endorsed Biden, paving the way for his nomination.

In August, Biden, who had promised to pick a woman as his running mate, announced his choice of Harris shortly before the Democratic convention. The senator from California, who lost her own bid for the 2020 Democratic nomination, had clashed with Biden during the first primary debate by attacking his record on race.

But after ending her campaign, she endorsed the former vice president and stumped for him in Michigan ahead of Super Tuesday.

While Biden enjoyed a wave of support among Democrats, he was also backed by “Never Trump” Republicans who opposed the president from the start of his term or became disillusioned by what they considered to be his chaotic and divisive style of governing.

During the campaign, Biden was endorsed by dozens of Republican former national security officials, U.S. attorneys and governors, including former Ohio Republican Gov. John Kasich, former Michigan Republican Gov. Rick Snyder, former Arizona Republican Sen. Jeff Flake and Cindy McCain, the widow of the 2008 Republican nominee for president, Sen. John McCain of Arizona.

Biden now faces the enormous challenge of attempting to unify a

country deeply divided by partisan politics. While that reality predated Trump’s time in office, it also crystallized over the last four years.

Joseph Robinette Biden Jr. was born in Scranton, Pa., on Nov. 20, 1942, to Catherine Eugenia “Jean” Biden (née Finnegan) and Joseph Robinette Biden Sr. He was raised in Scranton and New Castle County, Del. Biden studied at the University of Delaware before earning his law degree from Syracuse University in 1968.

He married his first wife, Neilia Hunter, in 1966. They had three children: Joseph R. “Beau” Biden III (born 1969), Robert “Hunter” Biden (1970) and Naomi Christina Biden (1971).

A month after he won his first race for the U.S. Senate in 1972, Neilia and Naomi died in a car accident that also injured his sons.

During his six terms in the Senate, Biden commuted by train between his Delaware home and Washington, D.C. — 90 minutes each way.

He met his second wife, Jill, in 1975, and they married in 1977, having a daughter, Ashley, in 1981.

Biden mounted two unsuccessful presidential bids, in 1988 (which was marred by a plagiarism scandal) and 2008 (which he lost to Barack Obama, who ultimately picked him as his running mate).

He flirted with the idea of running again in 2016 but was too grief-stricken over the loss of his son Beau, who died of brain cancer in 2015 at the age of 46.

Import tax on Government purchases stone removed

Vice President Bharrat Jagdeo, said on Friday that the Government has purchased additional generator sets through MaCorp Ltd. at a cost of US$2.5M. The generators will be used to increase the power capacity of the Guyana Power and Light info@guyanapostonline.com

(GPL) company and are expected to be installed by the end of the month.

Vice President Jagdeo said the purchase of the generators was to ensure there would be adequate emergency power for Christmas and the New Year.

The Vice President also

added that the previous administration had paid for a Wartsila generator to produce 46 megawatts of power but there were no preparations made to install the generator once it arrived.

“The engine is here in the country but it will have to sit and wait for as much

as five months while the civil works are being done to accommodate it.”

The Vice President also said that sources of hydro and solar energy are being looked at to help reduce the overall cost of electricity and provide more reliable power.

Taxes on the importation of stones were removed earlier this week by President Irfaan Ali and will remain in effect until June 30, 2021.

This decision was made to provide a boost to the country’s construction industry.

There have recent complaints concerning the shortage of stones and the delay in its arrival to the country.

The President exercised powers conferred to him by section 98 (1) of the Value Added Tax Act,

stating, “Zero-rated for the purpose of Section 17 is importation of stones of a type and quality used in construction and housing, provided that a Certificate of CARICOM origin is submitted by the importer in accordance with Section 15 of the Customs Act…” Guyana’s construction sector is expected to experience increased activity with various developmental and infrastructural projects being discussed by the government.

GUYANA RECEIVES THIRD OIL AND GAS ROYALTY

Minister of Public Works, Bishop Juan Edghill, confirmed on Wednesday that US$4,304,275 was received by Guyana as its third payment of oil and gas royalties.

Works, Bishop Juan Edghill The payment was deposited into the Natural Resources Fund (NRF) on October 20, adding to the approximate US$148 million in the NRF. It represents payment

for Guyana’s gross oil production from July to September.

In May, Guyana received its first royalty payment of US$4.9 million; followed by the second in July, of almost US$3.7 million.

The payments now total around US$12.9 million.

Article 15.6 of the Petroleum Agreement says royalties are estimated every month and must be transferred to the government 30 days after each quarter.

Under the Production Sharing Agreement (PSA), Guyana receives two percent royalty and 50 percent profit oil, which is what remains after the

producer recovers their production cost.

Guyana will receive profits from around five million barrels of oil cargo this year from production at the Liza Phase 1 Development.

The first three lifts from the Liza-1 Well were sold to Shell Western Supply and Trading Limited. The country’s fourth millionbarrel crude lift is on schedule to be completed early next month.

Guyana will also be entitled to five crude cargos for this year, as part of its profit share with ExxonMobil and its jointventure partners.

Minister of Public Works, Juan Edghill, said on Wednesday that the Government has not made a final decision on the purchase of four helicopters from the US State Department.

“At this stage, I don’t think we have a final decision…there is nothing in the 2020 budget to facilitate that acquisition at this time.”, the Minister said.

The Minister added that over the next few months it would be known if the government would go through with the purchase.

The US State Department granted approval on October 30, last, for the sale of two Bell 412EPi and two Bell 429 Helicopters and related equipment to Guyana at an estimated cost of US$256 million.

The Government

requested to buy the helicopters with customerunique modifications in 2019. These include two WESCAM MX10 cameras; mission equipment; contractorprovided pilot and maintainer training; ground support equipment; spares; publications; integrated product support; technical assistance; transportation; Repair and Return; and other related elements of logistics and program support.

A press release from the Defense Security Cooperation Agency (DSCA) said the actual cost of the helicopters and equipment could be less depending on final requirements, budget authority, and signed sales agreement(s), if and when concluded.

The NHC’s forecast is for Eta to move across central Honduras on Thursday.

The University of Guyana Students Society (UGSS) announced that the University has agreed to reduce facilities fees for students for the academic year 2020/2021 in light of the Covid-19 pandemic.

The fees have been reduced from $50,000 to

$25,000 after almost four months of negotiations.

The UGSS explained that they approached the University administration for a reduction in facilities fees following the economic impact of the COVID-19 pandemic and the realization that they

would not be returning to campus in the near future.

The University has not had physical classes on campus since March due to the COVID-19 pandemic. Students have been attending classes virtually through various online platforms.

The Ministry recorded 79 new cases of COVID-19 on Wednesday November 4.

34 cases were recorded in Region One, five in Region Two, nine in Region Three, 25 in Region Four, one in Region Six, one in Region Eight and four in Region Ten. The total number of recorded cases in Guyana is now 4,324.

The COVID-19 death toll has increased to 132 with the death of a 54-yearold man from Region Four today, November 5.

As of November 4

20,739 persons have been tested for the virus. 3,394 persons have recovered leaving 799 active cases in the country.

ANSA McAl Trading Limited also donated 100 vials of the antiviral drug Remdesivir to the Ministry of Health.

The Minister of Health reported that the drug has been effective in the treatment of COVID-19 patients in Guyana.

Car goes up in flames after crash

ADAM’S There is COVID-19 that has placed limitations on so many things. The pandemic placed a limit on sporting activities so there has scarcely been a cricket or a football match.

Gyms have been closed but people still managed to find ways and means of staying healthy.

People would pass by the often vilified D’Urban Park and see scores of people either early in the morning or late in the afternoons going through their paces.

People who were once considered couch potatoes and who gained weight have suddenly found the time to go out for some much needed exercise.

The one place that seems to be void of people in any number happen to be the court. The High Court appears to be void of people. Yet the number of cases keeps mounting.

The murder trials are continuing apace as are the civil matters.

A relatively new technology called Zoom has replaced the need for people to be present in the courts. But even here there are problems.

In a country the size of Guyana one would have expected the communication system to be better.

There are three internet service providers yet the quality of the service they provide leaves a lot to be desired. Some cases have to be further postponed because sometimes people cannot be heard.

That is sad because matters that could be completed within days have to be prolonged with the hope that the internet connection would improve. Of course this is not always the case but many cases are forced to be adjourned.

Safe distancing often prevents the kind of numbers from gathering in one spot. The result is that cross examinations are often stilted. Lawyers desire to see the people with whom they are speaking but they have to make do with what is presented.

The witness can always dodge by pretending not to hear the question. Of course, this cannot go on indefinitely but for a while the witness can succeed.

Using this system the courts are being asked to hear some interesting cases. One of them has to do with the elections petitions brought by the coalition. The hope is that these petitions will be heard under normal conditions.

But there are others.

Lawyers are now challenging the right of a Minister to sit in the National Assembly by virtue of the dual citizenship she once held.

After Charrandass Persaud voted with the opposition back in 2018 lawyers moved to the courts to invoke the section of the law that stipulates no person who holds dual citizenship should sit in the National Assembly.

So this Minister, Ms. Oneidge Walrond, held dual citizenship. The issue did not arise because she was not on the list of candidates. However, it did come up after she took the oath of office.

The woman said that she had renounced her foreign citizenship but the Clerk of the National Assembly said that he had not seen the certificate of renunciation. When it did come there was the question of the date.

The lawyers for the Coalition are saying that

the renunciation came after Ms.

Walrond was sworn in. They are asking the Clerk of the National Assembly to make the document public.

Trying to serve two masters, the Clerk is hesitant to release the certificate. He does not want to antagonize the government like so many people these days. The result is that the lawyers for the Coalition are threatening legal action.

A letter from the Chambers of Attorney Roysdale Forde, Senior Counsel, has been dispatched to the Clerk.

“The information released by Mrs. Oneidge Walrond and which is in the public domain indicates that Mrs. Oneidge Walrond was not qualified to be appointed as a Minister of Government and or Member of Parliament.

“It is clear that the appointment of Mrs. Oneidge Walrond was in breach of the Constitution and consequently invalid.

“We are of the firm view that Mrs. Oneidge Walrond is not lawfully a member of the National Assembly and ought to be so declared.

“We are also of the view that the failure to respond to the aforesaid Letter by supplying a copy of the Certificate of Renunciation is most untenable.

“The inaction by yourself and the Speaker of the National Assembly in the face of the

unconstitutional appointment of Mrs. Oneidge Walrond is unacceptable and constitutes a violation of your obligation to uphold the Constitution of Guyana.”

The letter states that the failure to comply with the request would result in the institution of legal proceedings to prevent this flagrant breach of the Constitution.

One side of the coin is that Ms. Walrond sought to renounce her foreign citizenship before she was sworn in. The date of renunciation is after the swearing in. At issue here is whether she became eligible to sit in the National Assembly when she applied to renounce her foreign citizenship.

The other issue is that she continues to be foreign national until the certificate of renunciation was granted.

So the courts must gear themselves to hear another issue that should never have to reach there.

There are going to be other legal issues beyond the termination of the contracts held by some people. The termination of contracts by companies is another matter. The Attorney General was not in possession of all the facts when he terminated three of those contracts.

If he, and by extension the government, holds firm to continue the witch hunt the courts would be kept busy.

An accident between a car and a bicycle along the Montrose Public Road, resulted in the vehicle going up in flames and destroying two nearby trucks.

At around 06:05 a.m.

Wednesday at Montrose, East Coast Demerara (ECD) motorcar PTT 9975, driven by 36-yearold Imran Khan, was heading west along the southern side of the roadway.

A cyclist, 66-yearold Deokumar Parbo, was going in the same direction. He allegedly moved into the path of the vehicle after avoiding a puddle of water on the

road.

Khan applied brakes to avoid hitting the cyclist, but was unsuccessful.

Parbo was thrown onto the roadway and sustained injuries. Khan then lost control of the vehicle and it crashed into a parked truck.

After the crash, the car burst into flames and destroyed two trucks that were parked near to it.

Khan managed to escape unharmed. Parbo was taken to the Georgetown Public Hospital in an unconscious state and is receiving treatment.

Khan is currently in police custody assisting with the investigation.

US Embassy donates drugs, other medical supplies to the Regional Health Service

The United States Embassy in Georgetown Guyana continues to make tangible contributions to the people of Guyana.

Recently through the embassy’s Humanitarian Association Programme the embassy donated a quantity of drugs and medical supplies to the Regional Health Services (RHS) in Region Six. The much needed items will be distributed throughout the region to be used in hospitals and other medical institutions.

Among the items received are chronic disease medications, antibiotics and a number of miscellaneous medical supplies.

Receiving the items on behalf of the RHS was the

Regional Health Officer Dr. Vishalya Sharma.

She was accompanied

by Regional Executive Officer, Narendra Persaud, and Medical Superintendent of the New Amsterdam Hospital, Dr Vasana Henry.

The management and staff of the Regional Administration and the RHS expressed their gratification and appreciation to the US Embassy in Guyana for this timely contribution.

According to Dr. Sharma they look forward to further collaboration as the RHS continue to work assiduously towards the delivery of equitable health care for the residents of the Region.

ccording to energy intelligence group, Global Data, South America’s offshore oil output is set to surpass volumes coming from North America by 2024.

Several projects in Brazil and Guyana have taken final investment decision (FID), and are less likely to be postponed or suspended unlike projects in offshore U.S. and Mexico.

Key projects in the offshore U.S. have already been delayed as a result of the COVID-19 pandemic and the sharp decline in production for Mexico’s shallow water projects will not be reversed by the

13 planned and announced projects Effuah Alleyne, Senior Analyst at GlobalData, said “Delays and pending approvals will not help North America reverse its declining trajectory, as production is expected to drop by 15% over a period of 2022-2024.

Improving the region’s trend will require a combination of factors not exclusive to better market pricing to support project economics, enhanced recovery for existing projects, and the expansion of resource base especially in Mexico.

Projects in the US and Canada have been bottlenecked by pipeline

capacity and so increasing pipeline infrastructure will alleviate some of the issues faced.”

The total offshore production for the Americas is expected to increase from 8.65 million barrels of oil equivalent per day in 2020 to 9.15 million barrels per day by 2024. This increase is due to significant contributions by Brazil’s pre-salt area and Guyana’s ultra-deepwater projects.

Brazil’s pre-salt region has survived due to the robust economics of its current and upcoming projects, high productivity and high-quality crude wells.

Brazil’s projects have

breakeven oil prices as low as $35 per barrel and the national oil company, Petróleo Brasileiro, has been shifting its focus to exploration and production activities in the pre-salt layer, while divesting non-core assets in onshore, shallow water and post-salt areas.

Guyana’s ultradeepwater projects in the Guyana-Suriname Basin have breakeven oil prices as low as $23 per barrel and the short term production of the projects is expected to increase 10 times by 2024 from projects such as Liza Phase 2.

CDC provides assistance to villages affected by flooding

Mr. Bassoo is the holder of a BSc. in Computer Science from the University of Guyana, a CAT accounting qualification from the Association of Chartered Certified Accountants, a PhgC. in Business Administration from the University of Leicester, and an MBA from the Australian Institute of Business.

Mr. Bassoo is also currently wrapping up his CMPA at the University of Guyana. He also has twenty years of combined private and public sector management experience.

Bassoo was interviewed and selected by the Board of Directors. He joined GUYOIL on Monday, October 19, 2020 and has since been reviewing the Company’s operations and interacting with staff to understand where the company is currently

he Civil Defence Commission (CDC) on Monday sent assessment teams to the communities affected by flooding from the recent heavy rainfall.

Cleaning and sanitising hampers were distributed to the persons affected.

All of these are considered strongholds of the People’s Progressive Party.

The CDC is advising residents of riverain, low-

by Mr. London in the performance of his duties, which have had a detrimental effect to the Government’s and NICIL’s business.

The alleged illegal acts

include the issuance of leases of NICIL properties located in Peters Hall, East Bank Demerara without public tender, valuations, necessary approval and the standard provisions to protect NICIL; issuing approximately 14 agreements of sale and leases for NICIL lands located at Ogle, East

Coast Demerara; vesting seven tracts of lands without ensuring that full payment was received and without ensuring that they were drafted by approved NICIL counsel or contained the usual language to protect NICIL’s interests; failing to facilitate and procure the auditing of the SPU’s

accounts by the Auditor General and failing to facilitate and procure the necessary NICIL account reconciliations to allow the Auditor General to audit NICIL’s accounts from 2014 to 2019.

Nandlall said that London’s actions breached several laws and violated policies established by the

Government and NICIL, and led to NICIL and the Government losing millions of dollars.

The Attorney General has indicated that he intends to have the Special Organised Crime Unit probe the matters.

The flaws or illegal acts mirror those of Winston Brassington.

“Guyana will use the enhanced capability to strengthen its homeland defense; conduct maritime surveillance, patrol, and interdiction; counter narcotic trafficking and transnational criminal organizations; deter regional threats; and

support coalition partners overseas.

Guyana will have no difficulty absorbing this equipment into its armed forces.”

The principal contractor will be Bell Helicopter Textron Incorporated (BHTI) located in Piney Flats, Tennessee.

U.S. to sell four utility helicopters to Guyana

he United S t a t e s m i l i t a r y ’s Defence Security Cooperation Agency (DSCA) said on Friday that it is planning to sell four utility helicopters to Guyana.

The U.S. State

Department has cleared the possible $256 million sale of two Bell 412EPi and two Bell 429 helicopters to Guyana.

The complete package includes several unique modifications to the helicopters; two WESCAM MX-

10 cameras; mission equipment; contractorprovided pilot and maintainer training; ground support equipment; spares; publications; integrated product support; technical assistance; transportation; Repair and Return; and

other related elements of logistics and program support.

The DSCA said in a notice, “The proposed sale of the Bell 412EPi and 429 helicopters will improve Guyana’s capability to meet current and future threats.

UK assists Guatemala

he Ministry of Health recorded 13 new cases of COVID-19 on Wednesday October 28 and 24 cases on Thursday October 29.

The total number of recorded cases in Guyana is now 4,098.

The death toll has risen to 125 with the deaths of 65-year-old woman from Region Four and a 64-year-old man from Region One on Wednesday and the death of a 70-year-old man from Region Four today.

As of October 29 there

have been 18,009 persons tested for the virus. The number of active cases in the country is 819.

The COVID-19 guidelines for November are currently being developed by the National COVID-19 Task Force.

The Task Force is considering several requests made by stakeholders.

Minister of Health, Dr. Frank Anthony, said the new measures will be similar to those already in place.

“There would be a few adjustments, but the measures would pretty

much be similar to what we have now. A number of stakeholders would have met at various times during the past month with the Task Force, [and] brought to our attention a number of areas that they think we should change.

We have listened to those suggestions and done some assessments.”

The Minister hopes that a decision will be made by Friday and the new guidelines can be put into effect on Sunday.

The current guidelines will remain in effect until October 31 with curfew hours from 9pm to 4am.

wo men arrested following ganja bust About 15:45 hrs on Friday the lawmen went to Church Street, Rampoor, Corriverton, Berbice following the report of threatening behaviour.

Upon arrival at the residence the two men a

19-year-old goldsmith and a 28 year-old fisherman began acting suspiciously.

This led the cops to search the premises. During the search the police found a bulky black plastic bag in a Barbeque grill.

The contents were examined and found to contain a quantity of leaves, seeds and stems

suspected to be cannabis.

The men were both arrested and taken to the Springlands Police Station along with the suspected cannabis.

The items were tested and weighed in the men’s presence and found to be 550 grams of marijuana.

Investigations are ongoing.

IRFAAN ALI WANTS GAS TO SHORE PROJECT COMPLETED BY 2023 President Irfaan Ali said that he is hoping for the completion of the ongoing gas-to-shore project by 2023.

The President said there are two advisory committees currently working on the project, one focused on local content and the other on the gas-to-shore project.

The gas-to-shore project advisory committee is headed by former

National Industrial and Commercial Investments Limited (NICIL) head, Winston Brassington.

“What I know is they’re doing the ground work in terms of getting the information.

Because before we move to strong negotiations, we have to get the information together,” the President said.

The project involves running a 120-mile-long

pipeline from the Liza field to the shore, which has been determined to be ‘technically feasible’.

Discussions on the project will continue with ExxonMobil, which is producing oil in the Stabroek block. The President wants to ensure that at least by the end of 2023, the gas to shore project will be completed and operational and can provide the country with

natural gas-powered energy.

Natural gas is not a renewable source of energy but is composed mostly of methane and small amounts of hydrocarbon. It can provide a large amount of energy when burned while producing emissions containing a significantly lower level of carbon dioxide, compared to oil.

Guyana Power and Light Inc. (GPL) also has plans to construct a

46-megawatt, dual engine generator at its Garden of Eden power plant by April 2021. The engines will be capable of using both Heavy Fuel Oil (HFO) and the natural gas being piped in from offshore Guyana.

ExxonMobil officials have said that using natural gas to power the generators that provide electricity to consumers across the country will be cleaner by up to 50 percent when compared

to using heavy oil. Using natural gas would also be a cheaper option than heavy oil.

Demerara Distillers Limited (DDL) is one of several private companies that have begun the transition to using natural gas.

Last year, the company commissioned Guyana’s first Liquefied Natural Gas (LNG) gasification terminal.

RSS TEAM RECOMMENDS POLICE FORCE DO ADDITIONAL WORK President Irfaan Ali disclosed yesterday that the five-member team sent by the Regional Security System (RSS) to assist with the investigation of the murders of Isaiah and Joel Henry and Haresh Singh, has recommended that the Police Force do additional work in the investigations.

The RSS team was led by an Assistant Commissioner of Police

and comprised of officials from countries within the Regional Investigative Management Systems (RIMS). The team was in Guyana from September 28 to October 6.

President Ali said he was briefed on the contents of the report which the team handed over to the Guyana Police Force.

“They recommended some additional work to

be done but in total they were satisfied with the work the local police have done,” the President said.

Crime Chief, Wendell Blanhum, said the police are still pursuing various leads regarding the murders of the teens.

Several persons had previously been arrested in Connection with the Henry murders but were released following the end of the 72-hour holding period. No arrests have

been made for the murder of Haresh Singh.

On September 6, the bodies of Isaiah and Joel Henry were found in the backlands of Cotton Tree, West Coast Berbice, after relatives went in search of them almost one day after they were reported missing. They had left their home in Number Three Village to pick coconuts in the backlands, but did not

The police say that they are investigating the wounding of the 15-yearold student by the 41-year-

old man of Stanleytown, New Amsterdam Berbice, which occurred around 18:00 on Sunday at Pope Street, New Amsterdam, Berbice.

Reports are that the victim and his friend were standing on Pope Street. During that time the suspect passed and told the victim that his mother who is a nurse, has

School boy injured in fight with 41-year-old man

It was reported that during the fight the suspect used an ice pick which he had concealed in his pants waist and dealt the victim a stab to his left side chest, injuring him in the process.

The accused, who is a known character, was subsequently arrested and taken into custody.

Essequibo man killed by speeding car Police are investigating the death of a 59-yearold man who was hit by a speeding car while riding his bicycle on the Essequibo Coast Public Road.

The deceased is Tulsiram Rajkumar,

called Otam, of Golden Fleece, Essequibo Coast.

The driver of the car was a 57-year-old man, also from Golden Fleece.

Police said the car was speeding north along the road and Rajkumar was heading in the opposite

A Hurricane Warning continues for the Yucatan Peninsula from Tulum to Dzilam and Cozumel.

Hurricane conditions are expected there by late today.

A dangerous storm surge will raise water levels by as much as 1-3 feet above normal tide levels along the immediate coast in the Hurricane Warning area near and to the north of where the centre makes landfall in the Yucatan Peninsula.

A Tropical Storm Warning continues for Pinar del Rio Cuba, and for Mexico from south of Tulum to Punta Allen and from west of Dzilam to Progreso. Tropical storm conditions are expected within the Tropical Storm Warning area of Mexico by late today and could occur in the warning area of western Cuba beginning later today.

At 5 a.m. EDT, the centre of Tropical Storm Zeta was located over the northwestern Caribbean Sea about 210 miles (340 km) southeast of Cozumel, Mexico.

Zeta is moving toward the northwest near 9 mph (15 km/h). On the forecast track, the centre

of Zeta will move near or over the northern Yucatan Peninsula later today or tonight, move over the southern Gulf of Mexico on Tuesday, and approach the northern Gulf Coast on Wednesday.

Data from an NOAA Hurricane Hunter aircraft indicate that maximum sustained winds have increased to near 70 mph (110 km/h) with higher gusts. Tropicalstorm-force winds extend outward up to 115 miles (185 km) from the centre.

Strengthening is forecast, and Zeta is expected to become a hurricane later this morning.

Additional strengthening is expected before Zeta moves over

the Yucatan Peninsula.

Rainfall totals of 4 to 8 inches, with local amounts of 12 inches, are possible through Tuesday along and east-northeast of Zetas track across the Yucatan Peninsula of Mexico, the Cayman Islands, and central to western Cuba.

Zeta is forecast to be at or near hurricane strength when it approaches the northern Gulf Coast on Wednesday, and there is an increasing risk of storm surge, rainfall, and wind impacts from Louisiana to the Florida Panhandle.

Residents in these areas should monitor the progress of Zeta and updates to the forecast.

Guyana records another COVID-19 death The Ministry of Health recorded three new cases of COVID-19 on Monday October 26. One case was recorded in Region One and two cases in Region Four. The total number of cases in Guyana is now 4,026.

The death toll has risen to 121 with the death of an 82-year-old man from Region Four. 41 COVID-19 related deaths have been recorded so far in October.

As of October 26 there have been 18,489 persons tested for the virus. 3,009 persons have recovered leaving the number of

active cases in the country at 897.

The Ministry of Health continues to ask persons to observe the protocols of the COVID-19 Emergency Measures (No. 9), which are in effect until October 31, 2020.

The measures emphasise the need for correct and consistent use of a face mask when leaving your home; the importance of maintaining six feet physical distance from others; and the need for good hand-hygiene to help reduce the spread of COVID-19.

As of October 22 there have been 17,625 persons tested for the virus. 2,853 persons have recovered leaving the number of active cases in the country at 906.

The Ministry of Health has said that there have been considerable achievements in its efforts to curb the spread of COVID-19 in the country.

Minister of Health, Dr. Frank Anthony said the regions have been

doing well in containing the disease but also acknowledged that there would be spikes in infections.

The Minister pointed to a reduction in the number of positive cases in Region Nine with a change from close to 100 active cases to six active cases.

Region One has one of the highest number of COVID-19 cases with Kwebanna being among the most affected villages.

Dr. Anthony said a health team will be dispatched to boost the medical workforce in the Region.

Once someone tests positive, they will be isolated at home; Contact tracing is done, and their relatives are informed about how to protect themselves. There will also be strict monitoring of persons entering and leaving the community.

Minister of Tourism, Oneidge Waldron

The APNU/AFC Coalition has called for the resignation of Minister of Tourism, Oneidge Waldron, following inquiries into the relinquishment of her dual citizenship.

Minister Waldron said in a statement regarding her citizenship, “I wrote to the US Consular Office on August 18 renouncing my citizenship to the United States of America with immediate effect.

“I was thereof informed of the administrative procedure I must comply with to obtain a Certificate of Loss of Nationality of the United States. I complied with that process

by August 27. I have since received the Certificate of Loss of Nationality.

“I took the oath to the National Assembly on September 1. That was after I renounced my citizenship of the United States of America.”

The APNU/AFC Coalition responded to

the Minister’s statement saying that renouncing citizenship was a process and “a person’s dual citizenship comes to an end at the time of the dated renunciation certificate, not at the time when one decides to embark on the process.”

The coalition also said that Waldron’s statement shows that she was still a citizen of the United States when she became a Minister and was sworn in as a Member of Parliament.

northwestern Caribbean Sea about 210 miles (340 km) southeast of Cozumel, Mexico.

Zeta is moving toward the northwest near 9 mph (15 km/h). On the forecast track, the centre of Zeta will move near or over the northern Yucatan Peninsula later today or tonight, move over the southern Gulf of Mexico on Tuesday, and approach the northern Gulf Coast on Wednesday.

Data from an NOAA Hurricane Hunter aircraft indicate that maximum sustained winds have increased to near 70

mph (110 km/h) with higher gusts. Tropicalstorm-force winds extend outward up to 115 miles (185 km) from the centre.

Strengthening is forecast, and Zeta is expected to become a hurricane later this morning.

Additional strengthening is expected before Zeta moves over

the Yucatan Peninsula.

Rainfall totals of 4 to 8 inches, with local amounts of 12 inches, are possible through Tuesday along and east-northeast of Zetas track across the Yucatan Peninsula of Mexico, the Cayman Islands, and central to western Cuba.

Many of the squatters have refused to vacate the land and still remain

living there in makeshift dwellings. On Friday, a tree fell on a structure and injured eight women who were inside.

President Irfaan Ali has called on squatters to do the right thing to obtain land and noting that the squatter settlements were not sustainable.

PRIVATE CRIMINAL CHARGES DROPPED AGAINST KEITH LOWENFIELD, VOLDA LAWRENCE AND CLAIRMONT MINGO

Keith Lowenfield Today, the Director of Public Prosecutions moved to nolle prosequi the private criminal charges brought against Chief Elections Officer, Keith Lowenfield; Chairperson of the People’s National Congress Reform, Volda Lawrence and Region Four Returning Officer, Clairmont Mingo.

Attorney at law, Nigel Hughes said, “Mr Lowenfield also had matters before Magistrate Sherdel Isaacs. Those were cases brought by the police.

“It was disclosed that there were six persons to whom the Director of Public Prosecutions

Volda Lawrence gave the fiat to prosecute.

Sanjeev Datadin, Glenn Hanoman, Ganesh Hira, Mr Gossai, George Thomas, and Mark Conway.”

These are all private lawyers who would be paid by the DPP to prosecute the matters.

These matters stem from the charges brought by the police.

Mr Hughes said that the defence team was not afforded a copy of the fiat. The court. However, shared the fiat. It stated that Sanjeev Datadin would be in charge of the prosecution. The defence objected.

“Mr. Datadin is a sitting MP for the People’s

Progressive Party. To give him responsibility for the prosecution of a matter that is highly political and for which Mr. Hanoman agreed had political consequences, we believe is a poor exercise of her discretion.”

Mr Hughes contended that all prosecutors have a responsibility to fairness. In a matter that has political implications and with Datadin being a Member of Parliament for the People’s Progressive Party, that could not fit him in the role of a prosecutor.

“All prosecutors have a responsibility for fairness.

They have no interest in conviction; they have a

Clairmont Mingo responsibility for fairness.

Part of that responsibility is that they must bring all the material to the court, whether it is in favour of their case or against their case.

“The Legal Practitioners’ Act says that all prosecutors have an obligation to be dispassionate. We believe that the appointment of a sitting government MP as a prosecutor completely violates all of those and has the appearance of bias.”

Mr. Hughes said that Datadin would be advocating a position that is hostile to the defendant.

“Mr Lowenfield’s ability to get a fair

trial depends on the prosecution acting fairly and in an open manner. One of their obligations is to disclose any information that they have in their presence which may be in favour of the accused person.”

The argument is that Datadin, who has a political bias, would not be disposed to disclose information that is in favour of the accused person. He said that he would adversely impair Mr Lowenfield’s right to a fair trial.

“The court ordered us to put over our submissions in writing and we come back in three weeks.”

Mr Lowenfield, Ms Lawrence, Mr Mingo and all those charged have been charged indictably.

This would mean that the matter should be disposed in the High Court. But the prosecution had other ideas.

“The prosecution asked for a summary disposal of the matter. We opposed this application. (The prosecutions’ contention) is that he defrauded the people of Guyana.

“There are 750,000 people in Guyana. You don’t get an allegation of a criminal act that has

more victims. Therefore we believe that the person whom you accuse of defrauding 750,000 people should face those 750,000 people in the shape and form of a jury of 12 persons of their own.”

Mr. Hughes said that the prosecution does not want that. They are contending that the matter would be too complicated for a jury.

This matter, too, would be further discussed in the magistrates’ court late in November.

Ms. Roxanne Myers, the Deputy Chief Elections Officer, faces the same conditions as Mr. Lowenfield. A member of the defence team, Ronald Daniels, said that the prosecution was expected to make full disclosure today.

“As we come here for disclosure in the private criminal charges, those matters were withdrawn.”

Mr Hughes said that these were the charges that were so serious that the prosecution was opposing bail for Mr. Lowenfield.

The trial for those matters was scheduled to begin on Monday.

That is no longer the case. The prosecution simply could not present the evidence hence the withdrawal of the charges.

National Assembly Clerk questions dual citizenship of Tourism Minister

The legitimacy of Minister of Tourism, Industry and Commerce, Oneidge Walrond’s position as a Member of Parliament (MP) was called into question after Clerk of the National Assembly, Sherlock Isaacs, said he had not received a document indicating that she had renounced her American

citizenship.

The issue of MPs holding dual citizenship was raised after December 21, 2018 when Alliance For Change (AFC) MP, Charrandass Persaud, voted in favour of the noconfidence motion against the APNU/AFC Coalition Government.

In 2019, the Court of Appeal ruled that

someone who holds dual citizenship cannot be elected to a position in the National Assembly.

After the ruling by the Court, then government parliamentarians Joseph Harmon, Rupert Roopnaraine, Carl Greenidge and Dominic Gaskin resigned. Harmon and Greenidge have since said that they have

renounced their American and British citizenships.

Minister of Parliamentary Affairs and Governance, Gail Teixeira, said that Minister Walrond’s application to renounce her American citizenship was completed before she was appointed as a parliamentarian and the constitution was being upheld

There could be a challenge to the DPP’s shocking decision to withdraw the charge against Nandlal

Attorney General, Anil Nandlall The decision by Director of Public Prosecutions to nolle prosequi the criminal charges against Anil Nandlall has sent shockwaves in many quarters. Perhaps the shock has been felt hardest within the ranks of the

coalition.

On Thursday, Senior Counsel Roysdale Forde said that the decision was most unusual. Nandlall was before the courts for larceny of law books, property of the state.

“These charges were

DPP, Mrs. Shamimar Ali Hack, Sc instituted by the DPP and now appear to be arbitrarily withdrawn without explanation or reason. The withdrawal of these charges is yet another signpost signalling the erosion of law and order in the Guyanese society

since August 2, 2020.”

Mr. Forde said that the withdrawal of the charges highlight the fact that the Office of the Director of Public Prosecutions has been politically compromised.

The DPP is acting, not

Mr. Forde added that the APNU+AFC Coalition has learnt that the DPP office has become the new watering hole and gathering place for several well-known, prominent pro-PPP attorneys, including sitting Members of Parliament.

He said that these people frequent the DPP chambers on a daily basis to presumably cook up and concoct the litany of frivolous and vexatious charges that target APNU+AFC leaders, activists and supporters.

“The DPP chambers has become a virtual cook shop for politically motivated and vindictive

trumped up charges.”

The APNU+AFC Coalition wants the DPP to provide to the public, without delay, a thorough explanation for her withdrawal of the charges against Nandlall.

Lawyers are at present contemplating a challenge to the decision by the DPP to withdraw the charges.

Nandlall’s trial had reached the stage where the Magistrate had overruled his lawyer’s no-case submissions. He was then called on to lead a defence. He appealed to the Guyana Court of Appeal which said that it cannot pronounce on the matter that is still before the courts.

Nandlall took the matter to the Caribbean Court of Justice where it remained until the DPP opted to withdraw the charges.

COVID-19 Update October 24

The fallen tree on the shack

Eight of the squatters residing on the land at Success, East Coast Demerara, were injured yesterday after a tree fell onto a shed they were sitting in. All of the injured persons were women.

According to police, around 2:10 p.m. the tree fell on top of a makeshift structure on a dam running east to west, injuring the women sitting inside

it. One woman was seriously hurt after being pinned by the fallen tree.

The others only received minor injuries about their bodies.

They were taken to the Georgetown Public Hospital with assistance from law enforcement officers.

The police also stated that no work was being conducted in the area

by the Guyana Sugar Corporation (GuySuCo) when the incident occurred.

The injured women are Dallyan Donald, 25, Shevon Bell, 34, Pinky Benjamin, 33, Sunita Persaud, 46, Nalini Lalland, 47, Sonia Nazir, 40, Nafeeza Persaud and a person whose name was given as “Smart”.

The Ministry of Health recorded 83 new cases of COVID 19 on Friday October 23.

SENIOR COUNSEL ROYSDALE FORDE SAYS THE PPP WILL TRY TO STALL THE ELECTIONS PETITION

His comments came in the wake of objections of a lack of service on Bharrat Jagdeo, the representative of the PPP list of candidates.

“There were indications of objections being Counsel raised by Mr Forde, a Mendes on behalf of Mr

Jagdeo in relation to the service of the elections petition but I am satisfied that we would have complied with all the legal requirements in relation to the elections petitions and the laws governing them.

“We therefore expect that these elections petitions will be heard and determined quickly and in favour of the petitioner.”

Mr Forde said that he is confident about the petitions being successful. He said that the petitions should be heard expeditiously. He said that his team that included attorney Mayo Robertson, anticipated such objections.

CDC says there is no risk of oil spill from Nabarima vessel The Civil Defence Commission (CDC) wishes to notify the public that there is minimal risk of an oil spill in the Gulf of Paria. This information comes after assessments conducted by Trinidad and Tobago, efforts to relieve the Floating Production Storage and Offloading Vessel (FSO) NABARIMA of its cargo and the ongoing remedial works.

Trinidad and Tobago’s Energy Minister, Franklin Khan, said yesterday, “The FSO Nabarima is upright and stable with no visible tilt and there is no imminent risk of tilting or sinking.”

A three-man team from Trinidad and Tobago assessed the situation and reported that the ongoing maintenance on the vessel

was “quite satisfactory” with pumps and electrical motors being repaired and replaced as needed.

The Guardian Newspaper reported that the Venezuelans and Petróleos de Venezuela, S.A. (PDVSA) had started to offload the vessel on Tuesday after the arrival of PDVSA’s Aframax ship, Icaro – a much smaller vessel than Nabarima.

Khan said that the team recommended that the transfer of oil from

the vessel be done by a larger vessel which will reduce the offload time and logistics of the transfer as “this will reduce the possibility of an environmental incident occurring in the Gulf of Paria.”

The CDC will continue to liaise with its local, regional and international counterparts to ensure the situation is adequately monitored and that no threats are posed to Guyana.

“It was clear during the process of serving of the petition that Mr. Jagdeo, the representative of the list, would have sought to avoid service, repeatedly.

“But the law, the National Assembly Validity Act, contemplated those possibilities. We complied with the law, we applied to the court in due time and got orders of court granted in respect of himself and other respondents we had difficulty effecting service upon and we were able to comply with the law.”

The preliminary case is that the objections may not have merit. Mr Forde said that the objections

would be exposed as being misconceived.

The fact that the two petitions filed by the coalition may be seeking the same end result does not mean that they are the same. Mr Forde said that the reliefs being sought are completely different.

And in response to the comment by Attorney General Anil Nandlall that the petitions will go nowhere, Senior Counsel Forde said that the PPP is simply putting up a front.

“If they have all this degree of confidence in the elections petition being without merit, why spend state resources hounding down employees of the

elections commission?

Why spend considerable time and energy seeking to use state force against persons?

“Why seek to lockup people? I am not worried by the statements made by the Attorney General.

What I know as a fact is that they are extremely worried about the elections petitions being heard so early and what they are likely to reveal.

Because a petition seeks the removal of a government from office, lawyers will seek every available path to delay an elections petition from being heard, according to Mr. Forde.

The Commissioner said the funds will be used to purchase materials to sew reusable masks for the police ranks who are a part of the Government’s COVI-Curb operation.

The COVID-curb operation was started with the goal of sensitizing the public to the importance of the measures that are in place for the prevention of COVID-19.

to “engage, encourage, educate and enforce.” The Commissioner also said that he hopes people will continue to adhere to the measures in place.

Boyer also encouraged the public to work with the police force and to follow the guidelines set by the Ministry of Public Health and the international agencies, WHO and PAHO.

House to House registration is a must Dear Editor, My country remains a strange and interesting place in the run up to National and Regional Elections 2020, for reasons which I never understood.

Spurious reasons were advanced to justify us going into Elections before completing this House-to-House registration exercise.

For some equally strange reason our political leaders seem to accept going into Elections using a list that was clearly not wholesome.

Those of us who have experienced the

contentions of Elections, since Universal Adult Suffrage was introduced in 1953, must know how important an updated list of voters is.

What prevented us from continuing Houseto-House Registration, Covid 19 or no Covid?, Are we to believe that our new political leaders relish a situation where Elections provide opportunities for disputes?

For the sake of removing all obstacles in the way of a peaceful and speedy Election, a Houseto-House registration should be reactivated and a system put in place for an annual review and update of such a list.

Coastal warnings discontinued as Epsilon moves away from Bermuda Loop News) Bermudians are breathing a collective sigh of relief as the country’s Meteorological Service has discontinued the Tropical Storm warning for the island.

There are no coastal watches or warnings in effect, as Epsilon has veered off its projected course and is now moving northward, away from Bermuda.

The National Hurricane Centre has advised,

however, that large swells generated by Epsilon will affect Bermuda, the Bahamas, the Greater Antilles, the Leeward Islands, the east coast of the United States, and Atlantic Canada during the next few days.

These swells are likely to cause life-threatening surf and rip current conditions. Please consult products from your local weather office.

At 5am AST, the centre of Hurricane Epsilon was

located over the central Atlantic Ocean about 195 miles (310 km) eastnortheast of Bermuda.

Epsilon is moving toward the north near 8 mph (13 km/h). A generally northward motion with increasing forward speed is expected through early Saturday, with an even faster motion toward the northeast later that day.

The centre of Epsilon will continue to move away from Bermuda.

Maximum sustained winds are near 85 mph (140 km/h) with higher gusts.

Epsilon remains a large storm system. Hurricaneforce winds extend outward up to 15 miles (30 km) from the centre and tropical-storm-force winds extend outward up to 255 miles (405 km).

Some fluctuations in strength could occur for the next day or so before gradual weakening begins on Saturday.

Designed for a wide range of tourism stakeholders, this webinar provided a comprehensive understanding of the COVID-19 pandemic as well as protection and safety measures. This training is a crucial step in the overall preparation for eventual reopening of the destination to international travellers.

One of the key messages from the virtual training was that tourism stakeholders must deliver simple, easy, healthy, and safe experiences for all visitors to Destination Trinidad as we navigate through the coronavirus pandemic. Over 200

tourism stakeholders took part in this program on October 14.

COVID-19 Update October 23 The Ministry of Heath recorded 27 new cases of COVID-19 on Thursday October 22. Four cases were recorded in Region Three, 21 in Region Four, one in Region Six and one in Region Seven.

The total number of recorded cases in Guyana is now at 3,877.

There have been 118 recorded COVID-19 deaths. 38 deaths were recorded over the last three weeks.

As of October 22 there have been 17,625 persons tested for the virus. 2,853 persons have recovered leaving the number of active cases in the country at 906.

The Ministry of Health has said that there have been considerable achievements in its efforts to curb the spread of COVID-19 in the country.

Minister of Health, Dr. Frank Anthony said the regions have been doing well in containing the disease but also acknowledged that there would be spikes in infections.

The Minister pointed to a reduction in the number of positive cases in Region Nine with a change from close to 100 active cases to six active cases.

Region One has one of the highest number of COVID-19 cases with

Kwebanna being among the most affected villages.

Dr. Anthony said a health team will be dispatched to boost the medical workforce in the Region.

Once someone tests positive, they will be isolated at home; Contact tracing is done, and their relatives are informed about how to protect themselves. There will also be strict monitoring of persons entering and leaving the community.

The Minister added that these methods have proven effective in other villages with a reduction in the number of cases after two to three weeks.

said that the challenges of dealing with the disease have been reduced with the capacity to now conduct tests at the National Public Health Reference Laboratory, which has been boosted with three Polymerase chain reaction (PCR) machines. The Ministry was also successful in procuring adequate test kits and reagents to ensure there are sufficient stocks available.

The Minister reiterated the call for Guyanese to do their part to reduce transmission of the disease by wearing masks and sanitising or washing their hands thoroughly.

In the end the Ministry saves at least $24,500 per patient.

“When a patient is on home isolation the Ministry of Health saves money as follows. On average the Government saves about $24,500 a day for every COVID-19 case that is on home isolation,” Dr. Cummings said.

This value to the Government of the day is in exchange of an average of two new cases of COVID-19 which is gained for every person they place on home isolation, she added.

This constitutes a dereliction of duty by the Minister of Health Dr. Frank Anthony and the PPP regime who are failing to deliver adequate and sufficient health care to the people of Guyana during this global pandemic.

On Wednesday, October 21, 2020 Guyanese businessman and former Private Sector Election Observer, Ghalee Khan, made a plea deal before a Federal Judge in the US, according to New York-based Enrico Woolford.

Khan, a 43-year-old Guyanese, admitted that he is guilty of conspiracy to import drugs into, conspiracy with intent to distribute drugs in the US and of jumping bail.

Khan jumped bail in December 2008. He proceeded to reestablish residence and business in Guyana.

Khan set up a security company that tendered for and obtained security

contracts from the Guyana Government for nearly a decade.

Khan’s firm was accepted as a member of the private sector and the Chamber of Commerce in Guyana On Wednesday, the court this morning heard that the plea agreement was in discussion with the Prosecution since last year. Khan left Guyana for the US days after he was an observer at Guyana’s March 2 Elections this year.

Epsilon now a category 2 hurricane, Bermuda braces for bad weather

(Loop News) A Tropical Storm Warning continues for Bermuda and residents have been advised to brace for Tropical storm conditions today.

The National Hurricane Centre stated in its 5 reports that these conditions will continue intermittently in Bermuda throughout this evening.

At 5am AST, the centre of Hurricane Epsilon was located about 260 miles (415 km) east-southeast of Bermuda.

Epsilon has been wobbling around since last evening, but according to the NHC, its longerterm motion is toward the

northwest near 7 mph (11 km/h).

A turn toward the northnorthwest is expected later today, followed by a northward motion tonight through Friday night, and an acceleration toward the northeast on Saturday.

On the forecast track, the centre of Epsilon is forecast to make its closest approach to, but well to the east of, Bermuda later this evening.

Maximum sustained winds have decreased to near 110 mph (175 km/h) with higher gusts – a category 2 hurricane on the Saffir-Simpson Hurricane Wind Scale.

Hurricane-force winds extend outward up to 25 miles (35 km) from the centre and tropicalstorm-force winds extend outward up to 310 miles (500 km). Additional weakening is forecast to take place during the next few days.

Large swells generated

by Epsilon will affect Bermuda, the Bahamas, the Greater Antilles, the Leeward Islands, the east coast of the United States, and Atlantic Canada during the next few days.

These swells are likely to cause life-threatening surf and rip current conditions

COVID-19 Update October 22

The Ministry of Health recorded 54 new cases of COVID-19 on Wednesday October 20.

Five cases were from Region One, three from Region Two, seven from Region Three, 31 from

Region Four, two from Region Seven, two from Region Eight, two from Region Nine and two from Region Ten. The total number of recorded cases in Guyana is now 3,850.

There have been 956 cases recorded over the last three weeks.

The death toll has risen to 118 with the death of a 68-year-old man from Region One. There have been 38 recorded

of the Guyana-based television newscast, Capitol News, Khan will be sentenced on January 28 next year by Federal

District Judge Sterling Johnson. He faces a minimum of five years in federal jail.

Khan appeared with his

attorney Michael Kushner before Magistrate Judge Roanne Mann via video and telephone conference because of COVID considerations.

Two of three escapees recaptured

Two of the three men who escaped from Lusignan Prison have been recaptured. The three prisoners escaped on Tuesday night by jumping the fence of the Prison.

A statement from the Guyana Prison Service said that swift and tactical action by members of the Joint Services led to the recapture of Alex Matthias

and Arnold Kennedy at Zeelugt Public Road, East Bank Essequibo.

Both men were facing murder charges.

Police have said that the pair will provide aid in the ongoing search for the remaining escapee Mark Rafino. Rafino is from Good Intent Village, West Bank Demerara and was

committed to stand trial for robbery.

The Police also thanked persons who helped to get the information about the escape out to the public, the support of the public for providing information on their location and the Joint Services members for conducting a clinical recapture.

GUNMEN VISIT CHIEF JUSTICE’S HOME, DROP FAKE PISTOL Guyana Post, Thursday October 22, 2020

The Police Criminal Investigation Department, Major Crimes Unit and other law enforcement agencies are on high alert after three men showed up at the home of Chief Justice Roxane George, one day before the case management into the elections petition filed by the coalition administration.

BIG Smith News Watch, headed by Leroy Smith, reported that the men showed up with a Glock Pistol which they

dropped and left behind after the female police rank who was on duty at the location raised an alarm and the Tactical Services Unit rank who was also on duty at the premises responded.

However by the time the rank took up his tactical posture to engage the men, they made good their escape. The pistol turned out to be a fake.

The community where the Chief Justice lives has a number of houses with CCTV cameras as well as

the main entrance to the community.

It is unclear if any evidential footage was recovered by the detective who visited the location. It is also unclear if the Chief Justice was at home at the time.

Chief Justice Roxane George is expected to start the case management procedures into the March 2020 election petition which was filed by the A Partnership for National Unity+ Alliance for Change (APNU+AFC).

Ministry discusses plans to reopen schools

Minister of Education, Priya Manickchand, held a virtual meeting with all Regional Executive Officers and Regional Education Officers to discuss plans for the eventual re-opening of schools.

In attendance were Chief Education Officer, Dr. Marcel Hutson; Permanent Secretary, Alfred King; the Assistant

Chief Education Officers for Nursery, Primary and Secondary; all District Education Officers and the Chief Planning Officer Nicola Johnson.

The objective of the meeting was to determine the level of preparations each region had for the eventual re-opening of schools.

Grades 10 and Eleven 11 students were

considered for the first group of students to return to in class learning as they would need more time in the classroom to complete School-Based Assessments (SBA) for CXC and CAPE examinations in 2021.

The Minister stressed the importance of schools being prepared to safely receive both students and teachers once they are

approved for re-opening by the Ministry of Health.

Every school should have running water, adequate toilets and other related features made available.

Currently works are underway at schools across the country to install additional sinks at the entrances and within the schools. Additional toilets are being built;

COVID-19 guidelines signs are being placed around the schools and the compounds are being weeded and cleaned.

The issue of students at schools with dormitories being adequately facilitated while still observing the COVID-19 social distancing guideline was also discussed in the meeting.

Minister Manickchand

acknowledged that these undertakings are expensive but noted that the National Budget did cater for this approach in addressing the situation.

She also said that the ongoing work had to be accelerated and efficiently managed to ensure the safety of students, teachers and other stakeholders once schools were reopened.

Stop giving money to child beggars— CPA’s Ann Greenefor

Director of the Childcare and Protection Agency (CPA), Ms. Ann Greene is calling on the public to stop giving

money to children who are begging at stop lights around Georgetown.

The Director raised this issue, and other troubling

matters, on a recent television programme.

“These children are at risk and members of the public must not give these children ‘small change’ because when they do, they become a part of the problem and not the solution,” Ms. Greene said.

The CPA has received reports that children are soliciting money at various stop light junctions, in exchange for cleaning the windscreens

of random cars.

“We cannot arrest random persons who hand out money to these children on the streets, but we are pleading with them to be our eyes. The Childcare and Protection Agency cannot do the job alone; wherever there are children wandering report them to the Agency, so we can get them off the streets. Do not feed into the issue,” Greene said.

Recently, the CPA team conducted an exercise

in which several were removed from the streets.

Through this intervention, a single mother of nine, who is a security guard, was called into the Agency after one of her children was taken into care.

Ms. Greene said that after listening to the woman’s plight the Agency took a decision to list the names and last known addresses of absentee fathers in the daily newspapers, asking them to report to the

Agency.

“Through this system, once the information is published and the father/s reach out to us, we don’t throw them in the lockups.

Instead, we work with them, whether through counselling or the court system, to ensure these children who are on the streets are taken care of rather than neglected and exposed to danger,” the Director said.

Late and unsubmitted SBAs responsible for ungraded CXC results A review of the grades released by the Caribbean Examinations Council (CXC) has found that the reason behind the ungraded scores received by students was late, and in some cases non submission, of school based assessments (SBAs) by teachers.

Schools across the Caribbean have lodged

complaints about this year’s CXC results in almost all of the subject areas. Students have also requested reviews of their final grades.

CXC altered the format of the Caribbean Secondary Certificate Examination by not including a long paper but requiring the submission of entire SBAs for to be

graded. Usually, only a sample of the SBAs is used to make up the final grade.

Speaking on the explanation given by CXC on the ungraded results that were received, Minister of Education, Priya Manickchand, said on Tuesday that it appeared some teachers did not submit the SBAs

on time or failed to submit them at all.

“Of the 20 schools that had ungraded marks, for most of them, it was because our teachers and our central Ministry failed in making sure those SBAs reached CXC or reach them correctly. So, it was not the students’ fault. It was the way it was delivered and submitted

and that will not happen again.”

The Minister also said that there would be more training and monitoring of teachers in the future. She added that Marcel Hutson, the Chief Education Officer, is collaborating with the Assistant Chief Education Officer, Secondary Exams

Division, to ensure that there is accurate and high quality marking and that the timetable for submissions is kept.

CXC is still in the process of reviewing the grades for other students and has made moves to address those who received ungraded results.

Guyana’s COVID toll is 110 and counting The Ministry of Health recorded 52 new cases of COVID-19 on Friday October 16. Nine cases were recorded in Region One, one in Region Two, four in Region Three, 24 in Region Four, one in Region Five, nine in Region Seven, and four in Region Ten. The total number of recorded cases in Guyana

is now 3,672.

The death toll is currently at 110. There have been 30 COVID-19 deaths recorded so far in October.

As of Friday, 16,561 persons have been tested for the virus. 2,590 persons have recovered leaving the number of active cases in the country at 972.

The Head of the Georgetown Public Hospital Corporation’s Obstetrics and Gynecology Department, Dr. Lucio Pedro, disclosed that there are currently 37 postpartum mothers who are infected with the virus.

Pedro said the hospital was unsuccessful in determining how these women had contracted the

virus.

Studies initially revealed that coronaviruspositive mothers do not transfer the virus to their babies, but other research has linked coronaviruspositive mothers to higher rates of premature births and maternal morbidity.

The Pan-American Health Organisation (PAHO) had stated that

studies showed pregnant women can be severely affected by COVID-19 but Dr. Pedro said none of the positive mothers had shown any severe forms of the virus.

Dr. Pedro added that all swabs which were lifted from newborns for COVID-19 testing have returned negative.

Once a mother tests

positive for the virus they are isolated from their newborns to help reduce infection. The hospital has also constructed a makeshift labour room for positive COVID-19 mothers to keep them separated from those who are not infected.

Police have a woman reporting to CID every day since August 26

Chairperson of the People’s national Congress and former Minister of Health, Volda Lawrence, made another of what has become a pilgrimage to the

Georgetown Magistrates’ Court today. Again she was slapped with charges pertaining to electoral fraud.

Also appearing alongside her and charged with conspiracy was PNC activist, Carol Joseph.

Attorney at Law, Nigel Hughes, accompanied by attorney Darren Wade was later required to address the situation.

“Ms. Volda Lawrence, Mr. Clairmont Mingo and Ms. Carol Smith-Joseph were all charged. Ms. Volda Lawrence had one charge, Ms. Carol SmithJoseph had three charges.

Two were of conspiracy to defraud. She was jointly charged with Ms. Lawrence.

“Mr. Mingo had three charges. One of forgery for which he has been jointly charged with Ms. Joseph, and two others of conspiracy.”

This time the bail

amount was $30,000 on each charge. The matter has been adjourned to October 28.

Mr. Hughes said that the charges are the same that have been applied. At the same time the defence has not seen any statements in relation to any of the charges.

“Both Ms. Lawrence and Ms. Joseph attended video-recorded interviews at which the same questions were asked of them previously.

“These were repeated yesterday. So one is at a loss to find out the basis for these charges, particularly when they are existing charges.

“Ms. Joseph is of course appearing before the court

for the first time.”

Mr. Hughes said that today, like any other time when his clients have had to appear in court, he asked that for the purposes of efficiency the prosecution should bring all the charges at one time.

This would allow for the defence to determine the most efficient way to have the charges heard by the different magistrates.

“Bringing them in drips every week or every two days does not help, particularly when you have reported to the courts that you have not completed your investigations.

“Our proposal was that they take a long date so when they are confident that they have concluded their investigations we would be aware of all the charges.

“At that stage we could sit down and decide which cases could go forward, which cases are not going forward and which witnesses are going to come.

“The present way in which they have elected to conduct this results in great inconvenience to all the people charged.

Mr. Mingo has to travel from West Coast Berbice; Ms. Joseph, every time she has to go to the CID Headquarters at Eve

Leary, she has to travel from West Coast Berbice.”

He said that this could be a burden, especially at this time of COVID. Organising the charges would be a help to these people, according to Mr. Hughes.

“Of course, if you complete your investigation, you have one mass interview, then they come to court to deal with the charges.

“These charges may be without foundation but we will address them at the time. But having them come every day, every two days every week; the administration probably

has some other intent.”

Ms. Lawrence was one frustrated woman. “Come back for Act 1; Scene 5.

Come back before the Chief Magistrate. Today they read several charges against myself and my sister. And let me tell you the truth, I stop listening.

“Let them just do what they think they can continue to do here on earth and God would do the rest.”

But there was something upsetting amidst all the happenings.

And these happenings involve the women employed by the Guyana Elections Commission.

“I was very touched when I heard they had been reporting to CID

since August 26. One has a sick mother living way over the river. (This woman) got to come every day and report. That is money that she has to spend that she doesn’t have.

“This morning when the other name was calling in there, in court, she was in CID.” The police had sent charges for this woman while they had her sitting at CID headquarters, Eve Leary. And there was evidence of continued

harassment.

Ms. Lawrence said that those charged were requested to report to court for 9:00 this morning. The charges did not arrive until after 10:00.

“This is harassment.

This is nothing to do with law and order and forgery and what else. This is just harassment.

“In my own purview, I feel that they got to please somebody so every other week they got to march us to CID.” The matter has been adjourned

Three more escape from Lusignan Prison

Three inmates who are said to be facing murder-related charges have escaped from the Lusignan Prison.

They have been identified as Mark Rafino, Alex Mathias and Arnold Kennedy.

Rafino was committed to stand trial for the attempted murder of a barber at Richmond. He was granted bail and was also on trial for the robbery of a money changer and his daughter.

Matthias was accused of the murder of a man at Pomona Housing Scheme in December 2018 Kennedy and several others were accused of the murder of Alvin Seenarine, called ‘Chockoloo’, of 820 ‘G’ Zeelugt North, East Bank Essequibo in July 2019.

A report from Police Headquarters said that the prisoners escaped by jumping the south eastern fence of the Prison. An intensive

manhunt for the prisoners is currently underway as investigations continue.

Police are asking persons to report any suspicious individuals or activities to the nearest police station or call 2256411.

The Lusignan prison has experienced several escapes and incidents of violence over the last few months.

Leroy Graham escaped from a burnt section of the prison on September 21 and just over a week later, James Moore, escaped while he was placed on kitchen duty.

Two inmates were killed by prison officers during a riot that occurred following a visit from the Minister of Health and the Minister of Home Affairs.

On October 16, prisoners attempted to kill Aszim Shivgobin who was on remand for the murder of Canadian citizen, Nicholas Jaipaul.

$500M worth of cocaine found in charcoal shipment in Paraguay they, too, could contain drugs.

Interior Minister Euclides Acevedo said the final haul could amount to more than three tonnes.

Charcoal, a key Latin American export, has become a popular cover for trafficking cocaine across international borders.

While the containers’ final destination was marked as Israel, the shipment was due to make stops in the Argentine

private port in the city of Villeta, near the capital, Asunción.

Two people have been detained, one of them a former director of a state TV channel.

(BBC) Police in Paraguay have found a record 2.3 tonnes of cocaine hidden among a charcoal shipment destined for Israel.

The police said the cocaine, neatly packed into parcels, was found in one of six containers. The five remaining containers are still to be searched and police did not rule out that

an estimated street value of $500m (£383m). It is the largest drugs seizure police have made in the South American country.

The cocaine was found in a container at Terport, a

capital, Buenos Aires, and in the Belgian city of Antwerp, Mr Acevedo said.

A tip-off from Belgium reportedly alerted Paraguayan police to the drugs shipment in the first place.

Paraguayan counternarcotics officials think the cocaine was brought to Paraguay by air from Bolivia, the world’s third biggest producer of the drug.

Paraguay has been a key transit country for drugs for years. Some of Brazil’s most notorious criminal gangs, such as First Capital Command (PCC), have expanded across the border into Paraguay.

Paraguay’s previous biggest cocaine haul was seized in February 2019 and weighed 2.2 tonnes.

There is a large influx of Trinidad companies coming to set up operations in Guyana.

At last count, there were some 950 Trinidadian companies operating in Guyana. Since then this number has increased.

Today Opposition Leader Joseph Harmon described the situation as being beyond carpetbagging.

“We have barges and equipment and personnel from Trinidad primarily here in Guyana and others are on their way,” Mr Harmon said at a press conference on Monday.

He said that this will have an impact on Guyanese businesses and the people of this country.

Mr. Harmon said that the resources of Guyana are primarily for the people of Guyana.

“Investors whom we welcome must recognize this reality in their political analysis of the decisions which they make about doing business in Guyana.”

He saw the invasion as the PPP making arrangements with its friends and cronies in Trinidad at the exclusion of Guyanese.

He accused the PPP of violating the constitution on a daily basis. He used the actions against public servants and certain contract employees as an example.

“The Minister of Parliamentary Affairs continues to convey instructions of the Cabinet.

This is unconstitutional.

The constitution stipulates that the decisions are conveyed by Cabinet Secretary who is a public

officer. He said that Minister of Parliamentary Affairs, Gail Teixeira, is not a public officer.

“We recently learnt that Ms. Teixeira continued to sign these unlawful documents by jus signing as Gail Teixeira, MP. This, of course, does not cure the unconstitutionality of the action.

“In similar vein tis unlawful behavior is trickling down to the Regional Democratic Councils.”

In Region Nine, the Regional Chairman issued a letter terminating the services of the Deputy Regional Officer.

“The REO has no such authority and his letter is a piece of paper which ought not to affect the employment of the Deputy Regional Executive Officer.

“We have been further advised of a husband and wife combination working in the same department within the Guyana Forestry Commission. “(The couple) is exhibiting power drunkenness and harassing the staff on the basis of political preference.”

This matter is to be addressed in the appropriate forum, he said

Charges against Nandlall dropped The simple larceny charge against Attorney General, Anil Nandlall, were discontinued by Magistrate Fabayo Azore after instruction from Director of Public Prosecutions (DPP), Shalimar Ali-Hack.

The Civil Defence Commission (CDC) prepared the Graham’s Hall Primary School to be used as a shelter for displaced squatters of Success, East Coast Demerara.

The squatters had been occupying land owned by the Guyana Sugar Corporation (GuySuCo) which was intended to be used to restart sugar operations.

The Civil Defence Commission (CDC) is currently monitoring the Venezuelan oil tanker, Nabarima, which is leaning to one side off a remote stretch of Venezuela’s coast in the Gulf of Paria.

The Floating Production Storage and Offloading Vessel (FPSO) is carrying 1.3 million barrels of crude oil and has been moored off the Venezuelan coast since January 2019 after the US Government sanctioned its operator. The Nabarima was operated by Petrosucre joint venture between Venezuelan state oil company, Petroleos de Venezuela, and Italy’s Eni. Eni is seeking approval from the U.S. before offloading the crude oil in order to prevent any sanctions risk.

The CDC noted in a statement that while an oil spill would impact the ecological systems of Venezuela and Trinidad and Tobago almost immediately it can also affect other countries within the hemisphere.

The CDC is working with the Caribbean Disaster Emergency Management Authority (CDEMA) to closely monitor the situation and will keep the public updated.

“Should the need arise, the National Oil Spill Contingency Plan (NOSCP) will be activated and the committee will be tasked with conducting analysis, assessments and necessary response measures to mitigate any adverse effect on Guyana,” the disaster response agency said.

Patricia Ghany, President of the American Chamber of Commerce of TT (Amcham), has said the Trinidadian government needs to use every available option to deal with the Nabarima oil vessel “Government should use every available avenue, including international pressure if necessary, to ensure that the Venezuelan Government and the Italian company ENI offload the oil and stabilise the Nabarima to protect our environment.”

The figure of a relaxing cat has been discovered in the Nazca desert in Peru.

The Nazca lines, a Unesco World Heritage site, is home to designs on the ground – known as geoglyphs – created some 2,000 years ago.

Scientists believe the cat, as with other Nazca animal figures, was created by making depressions in the desert floor, leaving coloured earth exposed.

The cat then went unnoticed until plans were recently drawn up for a

new path leading to an observation platform.

The platform would have provided a vantage point for visitors to see many of the other geoglyphs.

In a statement, Peru’s culture ministry said: “The figure was scarcely

visible and was about to disappear, because it’s situated on quite a steep slope that’s prone to the effects of natural erosion.”

It added that the geoglyph, which is about 37m (120ft) long, has been cleaned and conserved over the past week.

Johny Isla, Peru’s chief archaeologist for the Nazca lines, told Efe news agency that the cat predates the Nazca culture – which created most of the figures from 200 to 700 AD. The cat, he said, was actually from the late

Paracas era, which was from 500 BC to 200 AD. “We know that from comparing iconographies,” he said.

“Paracas textiles, for example, show birds, cats and people that are easily comparable to these geoglyphs.”

Studies initially revealed that coronaviruspositive mothers do not transfer the virus to their babies, but other research has linked coronaviruspositive mothers to higher rates of premature births and maternal morbidity.

The Pan-American Health Organisation (PAHO) had stated that studies showed pregnant women can be severely affected by COVID-19 but Dr. Pedro said none of the positive mothers had

shown any severe forms of the virus.

Dr. Pedro added that all swabs which were lifted from newborns for COVID-19 testing have returned negative.

Once a mother tests positive for the virus they are isolated from their newborns to help reduce infection. The hospital has also constructed a makeshift labour room for positive COVID-19 mothers to keep them separated from those who are not infected.

OAS: In danger of undermining the ‘Right to Protect’

(The writer is Antigua and Barbuda’s Ambassador to the U.S. and the OAS. He is also a senior fellow at the Institute of Commonwealth Studies at the University of London and at Massey College in the University of Toronto.

The view expressed are entirely his own) A noteworthy event occurred on the afternoon of Saturday, October 10, that could have implications for nations across the globe. It merits attention.

The Secretary-General of the Organization of American States (OAS), Luis Almagro, issued a statement, indicating that he “designated international human rights lawyer Jared Genser as Special Adviser on the Responsibility to Protect (R2P)”.

This appointment happened when the OAS is again facing dire financial circumstances and staff contracts are not being renewed.

Still, even in such difficult circumstances, an appointment of someone greatly needed to carry out the Organization’s work would be understandable.

The difficulty with this appointment is that it is not a priority identified either

by Ministers of member states or the Permanent Council of the OAS. Further, R2P is, rightfully, a matter on the agenda of the United Nations General Assembly and under the authority of the Security Council.

Consequently, it is intriguing that, in his statement, Mr. Almagro said unequivocally that: “If existing international mechanisms are not responding to the demands and needs of the victims of mass atrocities in the Americas, at the very least the OAS should try to design and build a regional mechanism that can prevent and respond more efficiently, and in a timely manner, to crimes of this nature in the Western Hemisphere”.

Whether intended or not, this sounds like a dismissal of the UN Security Council and an arrogation by the OAS to act in its place “in the Americas”.

It is important to note that R2P was unanimously endorsed by the member-states of the United Nations at a World Summit in 2005. The agreement is designed to protect people the world over from four crimes: “genocide, war crimes,

crimes against humanity, and ethnic cleansing”.

The question arises, therefore, about the identity of the countries “in the Americas” where Mr. Almagro suggests that such crimes are being committed and against which action is required “more efficiently, and in a timely manner”.

If such countries exist in the Americas, why have they not been brought before the UN Security Council? And why is this matter not being raised for discussion, with the evidence of atrocities, by member governments of the OAS in appropriate bodies of the Organization?

The way this matter has crawled into the OAS – not in the full light of transparent discussion and decision but in a weekend media statement from the Secretary-General – is why suspicion surrounds the OAS. It is a suspicion with which all its member states are tainted as complicit. Silence is taken as consent.

A further consideration is that the R2P does not replace the UN Charter; R2P is a UN-led response to the problem of massatrocity crimes, and actions in furtherance of

it require UN Security Council authorization.

Therefore, why would the OAS – a group of only 33 governments – seek to usurp the UN of 193 states, and a 15-state Security Council?

Dr. Adrian Gallagher, Co-Director of the European Centre for the Responsibility to Protect, makes the following salient point: “R2P does allow states to consider all coercive and noncoercive measures under Chapters VI, VII, and VIII of the UN Charter when a government is “manifestly failing” to protect its population from the four crimes. Though this does include the use of force, any action taken has to be authorized by the UN Security Council”.

In his statement, Mr. Almagro makes another point that merits attention.

He says: “The costs of not having an R2P regional mechanism at the OAS so far have been the continued loss of human lives and the persistence of impunity for mass atrocities crimes”.

He continues: “Yet, over time, there have been mass atrocities committed in far too many countries by repressive and undemocratic regimes”.

Sadly, where there have

been such instances in the past, in OAS countries, governments of other OAS member states have ignored them for narrow, political reasons. Such politically selective and convenient responses must stop if the OAS is to have any credibility in advancing the principle of R2P. In this regard, another observation by Dr. Gallagher is worth recalling: “It is important that those who champion the R2P do not overstate the scale of the crimes being committed. OAS Secretary General Luis Almagro has invoked the Rwandan genocide as a pretext to justify R2P action in Venezuela, but clearly any such analogy is deeply flawed, as there is no pending threat of mass genocide”.

To be clear, the principle of R2P should be embraced by every country in the world.

Every government should uphold the human, civil and political rights of its people, not oppress them and certainly not murder them or eliminate any ethnic group within them.

Where governments execute heinous atrocities, the wider international community, particularly

neighbouring states, should act to prevent and punish them within the UN agreed framework.

The OAS should be discussing this openly and transparently, paying attention to every country in the Americas, and not just to those where the political or ideological interests of powerful states are served, one way or the other.

If the OAS continues the selective path that it has followed, it will reverse every step that it now makes to be regarded universally as a credible and respected organization.

That is not an OAS that will serve the peoples of the Americas well.

As a regional organization, the OAS should not seek to supplant global efforts at the UN; it would better serve the region and the world by providing objective and non-discriminatory leadership in upholding and advancing the principle of R2P within the UN agreement of 2005.

Taxi driver charged for drug trafficking A 40-year-old taxi driver was arraigned on Friday for the charge of possession of narcotics for the purpose of trafficking.

Leader of the Opposition, Joseph Harmon, along with several Members of Parliament, visited the lands at Success, East Coast Demerara to observe the area and speak with the squatters.

The lands are intended to be used by GuySuCo in restarting sugar operations but the presence of the squatters has impeded progress from being made. Police were called to remove the squatters and there were several altercations between them and the squatters. Initially

a bridge leading to the lands was destroyed and the police fired pellets and tear gas at the squatters.

One woman also claimed that an officer threatened an 11-year-old child with a firearm.

Following the unsuccessful attempts to remove the squatters, the lands were flooded on Wednesday. Most of the land and structures built by the squatters were under water and still being used; many of them remain on the land since they have no other place to go.

Harmon noted that

squatting on land should not be necessary but the response of the government was similar to that of “slavemasters” and should not have been taken against them. The squatters also pointed out that no actions were being taken against other squatters on unused plantation lands.

Harmon continued to say that whether the land was owned by GuySuCo or NICIL, it was the State’s responsibility to negotiate with them and find a suitable resolution to the issue. The squatters

Paul Cheong, Hinds said that he wanted to disassociate himself from the “inhumane actions and onslaught on Guyanese residents that occupy the Success area on the East Coast of Demerara, an area of land that is owned by NICIL and not by the Guyana Sugar Corporation.”

He said that the actions taken against the squatters were “crude, cruel and callous”. He said that he did not want to continue to give the impression that he supported these acts.

A security guard stationed at the Success Backlands, East Coast Demerara (ECD), was attacked on Thursday afternoon by two armed men on a motorcycle.

The guard was watching a pump being used by the Guyana Sugar Corporation (GuySuCo) on the land at Success.

Around 16:00 hrs. it

said that they want the situation to be resolved quickly and receive plots of land where they can construct houses. One squatter also pointed out that they were still waiting for details on their reallocation from the Minister of Housing.

Harmon promised to provide assistance to the squatters with commodities such as water and electricity and continued to call for the government to find a suitable resolution to this issue.

The Special Organized Crime Unit (SOCU) seized a number of borrowed computers and phones from Yuri Garcia Dominguez on Wednesday. SOCU was acting on information that Dominguez had millions of dollars– suspected to be proceeds of money laundering– hidden in his home.

Dominguez, and his wife, Ateeka Ishmael, are accused of running a major Ponzi scheme through their company, Accelerated Capital Firm Inc. On Thursday Dominguez and his lawyer, Dexter Todd, explained that the

seizure has prevented the company from repaying investors. The company began the process of repayment on Monday, October 12 but had only repaid 27 of 17,000

investors in those first two days.

The state is usurping the functions of an elections court

…by charging people with electoral fraud The decision by the state to conduct investigations into election irregularities is being challenged. One legal opinion is that only a court could investigate electoral irregularities.

Senior Counsel Roysdale Forde contends that this is a sound legal opinion.

“The institution of these charges is one thing. The evidence in support of

those charges is another issue. We would be paying close attention to these charges that are being laid.

“We are very vigilant on paying attention to when these charges are likely to begin in terms of a hearing.”

The evidence can only come from the elections and Senior Counsel Forde said that this has implications.

“Once the evidence

starts to come out that they are seeking to go into matters directly connected to the election petition then you are seeking to raise issues which form part of the court’s resolution in relation to an elections petition.

“Those charges would have to be permanently stayed until the court hears and determines an elections petition.”

But the state has forged

ahead with charging people for electoral offences. The source of the legal advice has not been stated. However, generally, such advice to charge could only come from the Attorney General.

Mr. Forde said that the charges are very vague.

“While it is a correct principle in law to say that all those issues must be determined by an elections petition and can only be heard by an elections court we must contemplate that there may be the possibility for a charge.

“But those charges must form issues outside of an elections petition.”

Lawyers representing those charged say that all the charges appear to relate to an elections petition. Mr. Forde said that under such conditions the charges will and can go nowhere.

Guyana places hope on COVID vaccine The Ministry of Health recorded 31 new cases of COVID-19 on Thursday, October 15. Four cases were recorded in Region Two, 18 in Region Four, two in Region Seven, two in Region Eight and five in Region Nine.

The total number of recorded cases in Guyana is now at 3,620. There have been 691 recorded cases over the last two weeks.

The death toll is currently at 108. The sum of 28 COVID-19 related deaths have been recorded so far in October.

As of October 15 there have been 16,451 persons tested for the virus. 2,522 persons have recovered leaving the number of active cases in the country at 990.

Minister of Health, Dr. Frank Anthony, has said that the Government will ensure that frontline workers are the first to benefit from the COVID-19 vaccine when it becomes available.

The Minister said that through initial discussions with the Government of India, it was made known that India will be working to produce at least one billion doses of vaccines for early next year following a successful phase-three trial.

In September, President Irfaan Ali and Argentina’s President, Alberto Fernandez, had discussed regional collaboration and support in the fight against COVID-19.

Argentina is working on producing 250 million

doses of COVID-19 vaccines, some of which will be made available to countries in South America.

There have also been discussions with the Russian Ambassador in Guyana about the vaccine being used in clinical trials in Russia.

“So, we will see what comes out of the clinical trials and whether we can be able to utilise such vaccines here,” Minister Anthony said.

The minister also assured that the cost of the vaccines will be covered through COVAX and GAVI. The COVAX Facility is a global initiative that brings together governments and manufacturers to ensure

eventual COVID-19 vaccines reach those in greatest need. GAVI is a global vaccine alliance which brings together public and private sectors with the goal of creating equal access to new and underused vaccines. GAVI’s support is provided to countries based on their national income.

Guyana began to move beyond the threshold for GAVI eligibility when its gross national income surpassed US$1,500 per capita in 2011.

Support for immunisation programmes did continue as the country remained eligible for GAVI support.

Dominguez had borrowed two computers and three phones in order to begin the repayment process.

Dominguez said that the incident was very unfortunate. There were a lot of misunderstandings around the payments, the dates and how much would be repaid. He also said the target for each week was to repay at least 215 investors.

SOCU on Thursday also seized the computers and phones of the couple’s two children, the couple’s birth certificates, marriage certificates, records of investors and other personal documents.

Dominguez was also

further charged by SOCU for running a company without a license and running a pyramid scheme.

Todd said that he was not allowed inside the house while it was being raided for over two hours on Thursday and Dominguez was not allowed out to speak with him.

The case against the couple will come up for case management conference on Wednesday, November 4, 2020 before Chief Justice (ag) Roxane George.

The couple has been released on bail with instructions to lodge their passports and regularly report to the CID

Two more COVID-19 deaths

The Ministry of Health has announced the deaths of two more persons who tested positive for COVID-19. The deceased are a 48-year-old man from Region One and a 71-year-old woman from Region Four.

These deaths bring the death toll for COVID-19 to 110. There have been 30 recorded deaths in the month of October.

The Ministry of Health continues to ask persons

to observe the protocols of the COVID-19 Emergency Measures (NO. 9), which are in effect until October 31st, 2020.

This order emphasises the need for correct and consistent use of a face mask when leaving your home; the importance of maintaining the six feet physical distance from others; and the need for good hand-hygiene to help reduce the spread of COVID-19.

The Elections Petition is being displayed by APNU+ AFC executives

Charging some GECOM staff would not impact the elections petition The date is set for the elections petition filed by the APNU+AFC. Just this week, Chief Justice Roxane GeorgeWiltshire informed the opposition that October 22 has been fixed for Case Management.

But even as the start of the hearing of the petition is approaching, the state is instituting charges against

people who would be involved in the petition hearing.

Today Senior Counsel Roysdale Forde was asked about the likelihood of those facing charges to testify before the elections court.

“All persons who are connected with the electoral process can be called as witnesses. The Chief Elections Officer would have been charged, repeatedly, for a number of alleged offences.

“However the National Assembly Validity Election Laws contemplate that the principal respondent to an election petition is the Chief Elections Officer.”

Chief Elections Officer Keith Lowenfield has been slapped with six charges by the state. He has also been ordered to answer to private criminal charges filed by a supporter of the People’s Progressive Party and a member of The New Guyana.

All told he has had to post bail in the sum of almost $1 million.

Attorney Forde said that the Chief Elections Officer cannot be prevented by any institution of any criminal proceedings from being a respondent and a compellable witness in any elections petition.

“He represents the entire elections commission— the six commissioners and the Chairman of the commission. His deputy and all his subordinates

are important persons who must, and will give evidence.

“The numerous harassments and institution of frivolous charges against them cannot work, will not work and will never work.”

Senior Counsel Forde said that his party knows why the government has been seeking to implement the charges.

There have been statements by Chairperson of the Guyana Elections Commission, Justice Claudette Singh, that the allegations and issues raised about the elections were serious.

“We also have the very reports. Each and every report, the ten Observation Reports and the summaries submitted by the Chief Elections Officer and his final report on July 31, 2020.

“In those reports (Lowenfield) said that the elections lacked credibility, do not demonstrate the true

will of the people, that in every area and in every electoral district there was serious fraud (and the elections were) lacking in credibility.”

Lowenfield is just one of the electoral officers being prosecuted. Senior Counsel Forde said that the government is misguided into thinking that the charges would affect the petition.

Attorney at Law Amanza Walton-Desir, who is also a Member of Parliament and whom he PPP targeted for termination, reiterated that the charges represent acts of desperation.

“The desperation that we see characterizing the PPP action is a good indicator that the PPP is uncomfortable with the elections petition.

“They know fully that the prospects of success (of the petitions) are significant.

I expect in the coming days we will continue to see their attempt to humiliate, to dehumanize members of staff of GECOM.

GPSU wants all health workers to be classified as Frontline Workers

The Guyana Public Service Union (GPSU ) Mr. Patrick Yarde

The Guyana Public Service Union (GPSU) is restating its position that all health workers should be classified as ‘Frontline Workers’ and be paid a risk allowance.

An investigative team from the GPSU and the Government met with healthcare workers in Regions 3, 5, 6 and 10 and the Georgetown Public Hospital Corporation (GPHC)The workers share the same view and

made the recommendation to the team.

These visits are part of a two-week period for negotiations on the payment of risk allowance and several other issues that were raised following the threat of a strike from nurses at the GPHC. The GPSU and the healthcare workers believe that all categories of health workers must be classified as frontline workers and be paid a risk allowance,

since the nature of their work requires that all categories of healthcare workers come into contact with COVID-19 patients, knowingly, or unknowingly, while performing their duties.

The GPSU stated that it was pleased with the investigating team’s interaction so far with the healthcare workers.

It views the exercise as “very enlightening and encouraging.”

The GPSU is also expecting an “urgent and positive” response from the Government on the payment of the risk allowances to health care workers. The GPSU is also working to resolve the other work-related in a favourable and timely manner.

A report and recommendations for the Government are expected to be presented by next week.

Guyana’s COVID-19 death toll keeps climbing The Ministry of Health recorded 24 new cases of COVID-19 on Wednesday, October 14. One case was from Region One, one from Region Three, seven from Region Four, one from Region Six, two from Region Seven, 10 from Region Eight and two from Region Ten. The total number of recorded cases in Guyana is now at 3,589.

The death toll has increased to 108 with the death of a 46-yearold woman from Region Four. There have been 28 recorded COVID-19 deaths so far in the month of October.

As of October 14 there have been 16,308 persons tested for the virus. The number of active cases in the country at 995.

Testing for COVID-19

at the National Public Health Reference Laboratory can now be completed within 45 minutes. The testing process would previously take eight to nine hours.

Minister of Health, Dr. Frank Anthony, the shorter processing time is a result of the use of the $7.2 million automated extractor donated by the People’s Republic of China.

“I can tell you that we are now able to extract 96 samples within 45 minutes. Our processing time has gone up tremendously so we will be able to do more samples in the timeframe that we used to,” he said.

The Minister said another automated extractor, purchased by the Ministry, is being shipped to Guyana.

early 2022.

It will produce up to 220,000 barrels of oil per day at peak rates using the Liza Unity FPSO, which is currently under construction in Singapore.

CEO of the DFC, Adam Boehler, led a team of investors comprising representatives from the US Treasury, the US State Department, the National

Boehler said they are eyeing opportunities in various sectors, including energy, agriculture and infrastructure.

Nicholas Boyer, Chairman of the Private Sector Commission, said this “signals a new era in the US-Guyana

relationship and I think that is something we should take advantage of.”

Boehler said the DFC is looking to cooperate on several projects, including the deep water harbour, small and medium sized businesses, agriculture and reduction of electricity cost; He also focused on the Corentyne River Bridge which will link Guyana and Suriname.

“It’s a rare time of alignment between Suriname and Guyana to have great new administrations that are investing in their private market,” Boehler said.

Body of missing Essequibo man found The body of an Essequibo man, who went missing during a family outing to Hamburg on Sunday, was recovered this morning.

Umal Jaggernauth, 25, of Spring Garden, Essequibo Coast, and about 25 of his family members left home about noon to go to Hamburg Beach on Sunday.

Jaggernauth and his uncle, Randy, were left to moor the boat after they arrived. After mooring the boat, Jaggernauth and his uncle began to swim to shore but only Randy reached the shore. The other family members were alerted and later went in search for Jaggernauth but did not find him.

Opposition Leader Joseph Harmon, at his weekly press conference, yesterday, accused Chairperson of the Guyana Elections Commission, Justice Claudette Singh, of being “complicit and at best a part of the PPP’s plot to dismantle the current GECOM.” He said that Commissioners of the Guyana Elections Commission reported

that Crime Chief, Mr. Blanhum had written to the Chairman of GECOM requesting certain documents from GECOM. He said that these documents are under the jurisdiction of the Chief Elections Officer.

“It appears upon that communication, documents were released to the Police,” he added.

“It is no wonder that the Chairman of the Elections Commission has not raised her voice in concern for the welfare of these officers who worked with her.”

But Justice Singh released a statement refuting the allegation.

“It has been brought to my attention that Mr. Desmond Trotman, Commissioner of GECOM, in an interview

earlier today with the Press, alleged that as the Chairperson of GECOM, I have been “facilitating the handing over of information and the persecution of members of staff without showing any willingness to take some line of action.

She said that Trotman accused her of “facilitating every line of action that the police (are) taking.

“She has instructed that documents be handed over without ascertaining what the documents are going to be used for.”

Justice Singh did not dispute the approach by the Criminal Investigations Department. “I wish to state that the Criminal Investigation Department (CID) of the Guyana Police Force had requested the contracts of some members of staff which I reported at a Statutory Meeting of the

Commission.

“After some discussion, I undertook t o seek clarity from the CID as to the purpose of the request as these documents are private to GECOM and those members of staff.

“A response from the CID advised that what in fact was required were their respective Job Descriptions. Considering that this information is public, I instructed the Human Resources Manager to provide Job Descriptions ONLY.” “As Chairperson of GECOM and a former Police Legal Advisor, I will always ensure that the best interest of the members of staff of GECOM are protected.”

Harmon said that the detention and charging of those staff members of

Friday.

Fire Chief, Marlon Gentle, said that calls from residents about the fire began coming in around 14:00 hrs.

By the time firefighters arrived, the building had already been engulfed in flames which were beginning to threaten nearby buildings. They

were able to contain the fire but by that time it had already destroyed at least 80 million dollars in car parts.

the fire was started by a customer after he was told that the store did not have a part he needed in stock.

Imran Inshan, the owner of the business,

was told by his employees that after the customer was told the item was not available, he asked the employees to check for it.

When they turned away from him he set fire to a piece of paper and threw it into the bond, thus starting the fire.

The man then fled the scene on a bicycle.

Inshan said he will review security footage to attempt to identify the man.

The Fire Chief has said that the incident is being treated as arson.

Investigations are still ongoing.

COVID deaths reach 103

The Ministry of Heath recorded 29 new cases of COVID-19 on Friday October 9, last. The total number of recorded cases in Guyana is now at 3,358. There have been 390 cases recorded in the last seven days.

The death toll has increased to 103 with the deaths of a 28-year-old man from Region Two and a 57-year-old man from Region Four.

As of October 9, a total of 15,568 persons have been tested. The number of active cases in the country at 1,075.

The Ministry continues to remind Guyanese to observe the protocols of the COVID-19 Emergency Measures (NO. 9), which are in effect until October 31, 2020.

Dodging the China question

The view expressed are entirely his own) Of all the questions that both Kamala Harris and Mike Pence dodged during the U.S. Vice Presidential debate on October 7, the most revealing concerned China.

Susan Page, the moderator, from the publication, “USA Today”, put a clear question to Pence and Harris in turn: “We have no more complicated or consequential foreign relationship than the one with China. It is a huge market for American agricultural goods.

“It’s a potential partner in dealing with climate change and with North Korea; and, in a video tonight, President Trump again, blamed it for the Coronavirus saying China will pay… how would you describe our fundamental relationship with China: Competitors?

Adversaries? Enemies?”

Vice President Pence did not say whether China was a competitor, adversary or enemy of the U.S. Senator Harris was no clearer in her response.

She said President Trump’s trade war with China “resulted in the loss of over 300,000 manufacturing jobs and a manufacturing recession, and the American consumer paid thousands of dollars more for goods because of that failed war”.

She added, “Pew, a reputable research firm has done an analysis that shows that leaders of all of our formerly allied countries have now decided that they hold in greater esteem and respect Xi Jinping, the head of the Chinese communist party, than they do Donald Trump”.

From these answers, it is little wonder that people in the U.S. have no clear picture of their country’s relationship with China.

The real situation is far more complex, and both Pence and Harris know it.

The U.S. and China are the two largest economies in the world.

They have an inter-dependent relationship not only in bilateral trade and investment, but in the maintenance of a stable global economy that serves both their interests for markets and supply of raw materials that neither of them has.

Both Pence and Harris

know that it is not in the interest of the U.S. to encourage hostility with China. They both dodged the question because they each weighed their answers on a narrow, ‘political opportunity’ basis.

Pence’s response fed prejudice against Chinese, and Harris’s answer nurtured a sentiment of horror that an American leader could be less respected than a Chinese ‘communist’. Neither of them set-out a clear and constructive strategy for relations with China.

The absence of a China strategy is also obvious in the 15-nation Caribbean Community (CARICOM) whose membership is divided between recognition of China and Taiwan. Nine of the 14 independent CARICOM states have diplomatic relations with China, and five others with Taiwan.

Once this division remains, there can be no “CARICOM Strategy” on China. Although, as I have argued in other writings, CARICOM, by now, should have negotiated a formal collective partnership with China that covers the terms of trade, investment, labour practices (including the use of imported Chinese workers for projects); competition; and dispute settlement through independent machinery.

Instead, the nine

CARICOM countries have an ad-hoc relationship with China that is characterised by Chinese investment and loans, as well as a trade surplus in China’s favour.

The increased presence of Chinese companies in the nine CARICOM countries as well as their importation of Chinese labour for their projects have caused resentment in local populations. These concerns have not been adequately addressed.

The ground for growing anti-Chinese sentiment has been fertilized recently by statements from high representatives of the U.S. government. These include questioning the value of Chinese money if it “feeds corruption and undermines your rule of law”, and calling for investments to be examined “if in fact they ruin your environment, and don’t create jobs for your people”.

Ahead of the March 22 meeting between President Trump and leaders of five Caribbean countries – Bahamas, the Dominican Republic, Haiti, Jamaica and St. Lucia – a White House spokesperson said one of its aims was to “counter China’s predatory economic practices.”

Within CARICOM countries, these unsubstantiated statements appeal to prejudiced-thinking in certain sections of the

societies. This thinking could be tempered by better information.

Misapprehension lingers because governments have failed to inform their people fully.

For example, the amount of money borrowed from China to finance much-needed infrastructural projects, is considerably reduced by using Chinese labour.

It is also little known that China, as a donor state, contributes to regional economies through its membership of the Caribbean Development Bank, the Inter-American Development Bank, the World Bank, and as a Permanent Observer to the Organization of American States. Its investment outreach to the Caribbean is not only bilateral; it is also multilateral.

Many – if not all – of these matters could be addressed in a transparent and balanced manner if CARICOM countries could jointly negotiate a partnership agreement with China as they have done with the European Union.

Further, joint CARICOM negotiations, using the leverage available to the entire region would be more advantageous than national bargaining where China would be in a much stronger position.

This observation equally applies to the CARICOM relationship

with the U.S. which is no less ad-hoc and lacking in regional strategy. The U.S. enjoys a perennial trade surplus with Caribbean countries that topped $4 billion in 2019, notwithstanding preferences for a narrow range of goods exported by some CARICOM countries.

While the U.S. has withdrawn from offering loans and investments to the majority of Caribbean nations, and International Financial Institutions have disqualified many of them from concessional financing, China filled the gap with soft loans and, in some instances, grants particularly in the struggle with the COVID-19 pandemic.

From 2006 to 2015, under the George W. Bush and Barack Obama Administrations, while expressing concern about China’s influence in the region, the U.S. generally viewed China’s engagement with the region positively, regarding it as a contributor to economic growth.

Such collaboration with Caribbean participation would be beneficial to all.

CARICOM countries need joint strategies toward the U.S. and China. They should be based on being partners not pawns in any game of competition, rivalry, or enmity.

DCEO ROXANNE MYERS CHARGED FOR MISCONDUCT IN PUBLIC OFFICE

eputy Chief Elections O f f i c e r Roxanne Myers has been granted $300,000 bail following her first court appearance today at the Georgetown Magistrates’ Court.

Police charged Myers with two counts of misconduct in public office regarding the March 2 election. She was granted $150,000 bail on each charge.

She is expected to make her next court appearance on October 23.

Myers surrendered to police and was arrested on Tuesday, after seeing a report that police were looking for her. Police spokesman, Assistant

Commissioner Royston Andries-Junor, said they have been trying to reach the DCEO for questioning for over a month.

Myers’s Attorney, Nigel Hughes said that Myers exercised her right to silence during a video interview with investigators and was then informed that she would be arrested for alleged obstruction of justice.

The police refuted Hughes’s claims on Wednesday in a statement saying Myers was arrested for the offence of “conspiracy to defraud” and she was told of the allegation at the said time.

She then exercised her right to remain silent.

Hughes later released

a transcript of the proceedings at CID and showed that the police lied.

Attorney Ronald Daniels, another of Myers’ lawyers, refuted the account provided by the Police Force, claiming that Myers was arrested for “perverting the course of justice”. This claim was also denied by police.

The Guyana Police Force has been pitchforked to investigate alleged criminal conduct of the Chief Elections Officer (CEO) Keith Lowenfield, Returning Officer of Region Four, Clairmont Mingo, and several others, in relation to the March 2, 2020 General and Roxanne Myers Regional Elections.

The deceased are 24-year-old Kevin Persaud, a mechanic of Goedverwating, ECD; and 52-year-old Lionel Brower, a security officer of Bachelor’s Adventure, ECD. Persaud was driving

a motorcar and Brower was on a motorcycle According to a report from the Guyana Police Force, the motorcycle was heading west on the southern side of the road and the car was going in

the same direction. The motorcar then collided with the rear of the motorcycle “without explanation”.

The car lost control and crashed in a canal on the northern side of the

road while the rider of the motorcycle was thrown around 100ft from the point of impact.

Both men received injuries about their bodies and were taken to the Georgetown

Public Hospital by the police where they were pronounced dead.

The bodies are currently at Georgetown Public Hospital Mortuary awaiting a postmortem examination.

When they returned to the room Mr. Caesar said as follows: Mr. Caesar: Counsel, I will now have to put an allegation to your client for perverting the course of justice.

Mr. Caesar: Ms. Myers: It is alleged that you are perverting the course of justice and as such you will be placed in custody.

During the course of the investigations we will have persons to confront you with.

Mr. Caesar then invited Ms. Myers to exit the room where he placed her in the custody of Women Inspectors Castello and McBean whom he instructed to book her and take her to Beterverwagting Police Station.

I maintain that at no time did ASP Caesar, Insp.

Stephens, or any other police officer, on or off camera, put the allegation of ‘conspiracy to defraud’ to Ms. Myers.

Guyana’s COVID deaths surpass 100 T

he Ministry of Heath recorded 37 new cases of COVID-19 on Thursday October 8. One dozen cases were recorded in Region One, four in Region Two, 16 in Region Four, four in Region Seven and one in Region Eight.

Region Four has the highest number of recorded cases at 1,551, followed by Regions One and Nine with 521 and 364 respectively. The total number of recorded cases in Guyana is now at 3,329.

The death toll has risen to 101 with the deaths of a 57-year-old man

from Region Seven and a 43-year-old man from Region Three. There have been 21 deaths recorded so far in October.

AS of October 8, 15,450 persons have been tested for the virus and 2,165 have recovered.

This leaves the number of active cases in the country

at 1,063.

The Chinese government has also donated a COVID-19 testing machine that will improve the capacity for testing in Guyana and reduce the waiting time for results.

Chief Medical Officer, Dr. Narine Singh, said

results could be obtained within two to three hours with the use of this machine. “This is what we call an extractor, which extracts the viral genetic material so it takes a faster time to get the results.”

Current testing takes 48-72 hours to return results. Dr. Singh noted

that samples coming from hinterland regions will take at least a day to get back results.

Dr. Singh added that testing would be done in batches. Between 200 and 300 tests are being done in a day.

Barbadian fined, jailedafter marijuana bust Barbadian Mr. Michael Forde and Trevor Robinson

Customs Anti-Narcotics Unit (CANU) Head, James Singh

A Barbadian seaman, Michael Forde, was fined $51 million and sentenced to four years’ imprisonment for the offence of trafficking in narcotics. Forde was arrested and charged with five others after 150 pounds of marijuana were found on a Barbadosregistered cargo boat.

Volda Lawrence, for conspiracy to commit fraud.

Lowenfield is scheduled to make his next court appearance on Friday, October 9, 2020, and Mingo’s next court dates are November 16, 2020, and December 15, 2020.

Editorial Dismissals and supersessions represent the new government order

he head of government always says that he will lead on behalf of all the people.

That should mean that everyone would have equal access to everything that the government controls.

But the society is seeing that this is not really the case. In fact, one is led to believe that incompetent or people who were less than competent actually occupied positions of leadership in the various branches of the society.

One would arrive at this conclusion when one looks at the people who are being replaced in the various government and state agencies.

One can ask about the reason for the replacements but rest assured, one would never get an accurate answer.

Vincent Adams, perhaps the most qualified of the people to head the Environmental Protection Agency, was simply swept aside. There was a brief article that suggested that Adams’s affiliation to the Alliance For Change may have had something with the government removing him.

He says that he will not deal with the political opposition until it stops saying that his government is illegal.

One cannot rule on behalf of an individual or group of people with whom one has no discussion.

But what is all this talk about not holding discussions until one side stops saying that the government is illegal. Five years ago the PPP was saying that the Coalition was illegal. Do suh nah like suh.

for $100,000.

Persons are being asked to send money to an MMG Account which is falsely being linked to the Office of the First Lady, Ms. Arya Ali, under the pretext of payment for the house lot.

The Ministry wanted to make it clear that no Land allocation is made directly from the Minister’s office.

All allocations are made by the Central Housing & Planning Authority (CH&PA) using the prescribed procedures established by the agency.

Jury trials have restarted

ury Trials have recommenced.

On Tuesday, October 6, 2020, the Demerara Assizes opened and two juries were empaneled in the cases of The State v Desmond James and The State v Keron Taylor.

The judges presiding are Justice Brassington Reynolds, Justice

Navindra Singh and Justice Priya Sewnarine-Beharry.

Justice Priya SewnarineBeharry conducted another empaneling on Wednesday.

Both James and Taylor were freed on the first day of the court hearings. The judge, Justice Navindra Singh, upheld no-case submissions.

The two men who

were represented by Mark Conway and Nigel Hughes, respectively, were indicted for the 2014 stabbing to death of Glendon Cox, at Aranka, North West District.

Jury trials were suspended since March due to the incidence of COVID-19. On Monday, October 5, 2020, Justice Brassington Reynolds

resumed a jury trial which commenced in March 2020 but had to be adjourned due to the COVID 19 pandemic.

These resumptions are a monumental achievement as many jurisdictions worldwide have been unable to restart this essential judicial service.

The Judiciary of Guyana has been working

assiduously over the past 6 months to facilitate the safe resumption of jury trials for the October Session of the Demerara Assizes.

Similar efforts are being undertaken with respect to the Essequibo and Berbice Assizes. These efforts at resuming jury trials have been in recognition of the fact that Jury service is integral to the criminal justice system of Guyana.

A number of measures have been put in place for the safe conduct of cases.

For instance: Judges, Jurors, court staff, attorneys-at-law and all court users will be socially distanced.

Cameras, video link and video conferencing facilities have been installed.

Plexiglass has been placed around witness boxes, desks and other furniture Sanitizing dispensers are in all courtrooms and constant sanitisation of jury seating, court furniture, exhibits and the

courtroom will be done.

Temperature screening will also be conducted upon entry of everyone to the court compound.

The summoning of a jury panel is staggered to allow for social distancing.

Court corridors have been utilized to accommodate the empaneling of juries.

The media is allowed to report on the trials remotely by audio visual link.

Amerindian & Foods GUYANA’S AMERINDIAN Guyana’s Amerindian population consists of several tribes, including the Caribs, Wapisianas, Arawaks, and Warraus.

Anthropologists believe that Amerindian tribes were Guyana’s first inhabitants, arriving around 11,000 years ago. They settled lowlying coastal regions of the country, where they fished, hunted, and used a variety of plant species to produce fibers, oils, dyes, and a variety of different dishes.

Over the centuries, Guyana’s Amerindian population migrated inland, penetrating the dense jungle via the country’s extensive river system, constructing temporary and permanent settlements. While Amerindians dwelling in coastal regions lived on turtles, fish, crabs, and snails, those inhabiting the savannahs hunted various types of mammal, including deer, monkey, and sloth, as well as various types of waterfowl. Guyana’s indigenous eetay palm is an important source of flour in Amerindian cuisine, while the country’s interior is also rich in cashews and wild honey.

Amerindian cuisine remains incredibly popular in Guyana, both within traditional indigenous villages and in towns and cities. In 2014 Tuma Sálâ opened in Georgetown, establishing itself as the country’s first Amerindian restaurant.

TELECOMMUNICATIONS SECTOR LIBERALISED

Prime Minister, Brigadier Mark Phillips, has announced that the Government of Guyana issued Commencement Orders to fully bring into force the Telecommunications Act 2016 and the Public Utilities Commission Act 2016 The commencement of these Acts is described as historic. It will be aligning Guyana’s telecommunications regime to those found

in other countries in the world and ending a thirtyyear-old anti-competitive telecommunications monopoly.

The implementation of these pieces of legislation will create a modern and competitive environment for telecommunications, greater choices, better quality of service and lower prices for consumers and will ensure that all operators continue to enjoy the same benefits provided by the previous

legislature.

The Prime Minister also said that this step is consistent with the government’s vision of furthering national and regional social and economic development.

The Telecommunications Act will address the expansion of telecommunications networks and services into unserved and underserved areas through the institution of a new

universal access and services programme. It will create a level playing field for the sector with a clear framework.

There will also be transparency and nondiscrimination in the issuance and monitoring of licences and authorisations to use the spectrum, seamless interconnection and access between telecommunications networks and services, and price regulation. It will also guarantee equal

treatment of stakeholders and benefits and protection for consumers.

T h e Telecommunications Act 2016 was first laid out in the 9th Parliament in August 2011, and again in the 10th Parliament in 2012. The Act was finalised before the 2015 elections.

It was enacted by the Coalition Government in 2016 by Minister Catherine Hughes, with bipartisan support.

However, only a few sections of the Act were put into force.

Prime Minister Phillips emphasised that these legislations straddled administrations, and were the subject of extensive negotiations with stakeholders which lasted nearly a decade.

The Prime Minister continued to point out that universal and competitive access to telecommunications is pivotal to Guyana’s developmental trajectory especially in the face of the Covid-19 crisis.

The Government of Guyana remains ready and willing to work with all stakeholders to ensure that every Guyanese has affordable access to quality and modern services which they so badly deserve, as well as ensuring that the existing operators suffer no disadvantage whatsoever as they continue business in the sector.

Personnel are currently on the ground working on the connections, and GPL expects to see the project completed by the end of the month.

Once it is competed it will help to mitigate blackouts on the East

Coast Demerara corridor.

Ramtahal also stated that preliminary works are beginning for another 30 megawatts of power for the Demerara-Berbice Interconnected System.

The third project is a “dual engine for Garden of Eden to 46.5 megawatts.”.

This project is expected to be implemented by the second quarter of 2021.

“By that time, we should be able to be in a better position to manage our reliability of electricity in this country,” Ramtahal said.

The DCEO explained that since his appointment he has uncovered a number of inconsistencies in the company’s previous management.

“I’m there for just two weeks, but I’ve discovered

[that] over the last four to five years, investments to generation was under five per cent, [which is] merely seven megawatts.”

He said that there is a very low generation reserve.

There are not enough “spinning reserves” or spare reserves to ensure that the grid continues operating in the Demerara-Berbice Interconnected System when there are problems.

The reserve is intended to allow reliable connections and ensure supply capacity is always above the demand.

When the reserve is too low and power consumption in an area is above normal, bl ackout s or power out ages occur.

GPL to obtain power from Giftland Mall by month end

Samaroo Ramtahal, the new Deputy Chief Executive Officer (CEO) of Strategic Operations at Guyana Power and Light Inc.(GPL), has said that the company will be looking to secure power from the Giftland

Mall, through a Power Purchase Agreement.

GPL has several projects in train to maximise the potential of power generation in both the short and long term. Obtaining power from Giftland is one of three avenues the

company is considering.

GPL is looking to obtain an additional five megawatts of power from the Giftland system which has a 6.7 megawatt output capacity but only uses 1.6 megawatts during prime operations.

Hess selling interest in Shenzi field to fund Payara Project U.S. oil company, Hess, has agreed to sell its 28 percent interest in the Shenzi field in the U.S. Gulf of Mexico to BHP for $505 million. It proposes to use the money for operations in Guyana.

The Shenzi field is operated by BHP with a 44 percent stake. 28 percent is owned by Hess and the remaining 28 percent is owned by Repsol. The sale to BHP will add around 11,000 barrels of oil equivalent per day of production, of which 90 percent is oil.

The proceeds would be used to fund their investment in the Payara development project that was recently approved for Exxon.

A 28-year-old mother of three is killed by her estranged reputed husband

Domestic violence is one of the most common features in Guyanese life. It is only surpassed by child abuse. Another woman, Clarabel Yolanda Johnson, died horribly at the hands of her estranged reputed husband, in Albouystown, Georgetown.

The killer was 45-yearold Nicholas Shawn Williams.

Clarabel Johnson was 28 years old and a mother of three. Alvin Johnson, a brother, was not around but he learnt of the murder.
