PM did not urge sugar workers to picket GAWU THE Office of the Prime Minister has refuted allegations by the Guyana Agricultural and General Workers Union (GAWU) that Prime Minister Moses Nagamootoo had encouraged sugar workers to organise picketing exercises against the union and the High Court of Guyana.

A statement from the Prime Minister’s Office on Wednesday noted that Nagamootoo merely reached out to suffering Wales sugar workers and it is “disappointed” that the Prime Minister is being dragged into a GuySuCo/workers’ union dispute over the Wales factory operations merger and the delay in payment of severance benefits.

According to the statement, diverting attention from the plight of the workers to the Prime Minister appears politically motivated, petty, unhelpful and disingenuous.

The statement clarified that on July 27, a delegation of 11 Wales sugar workers visited the Ministry of the Presidency unannounced and requested a meeting with President David Granger, but were instead received by Prime Minister Nagamootoo.

The workers explained that during a meeting with GuySuCo’s management,

Prime Minister Moses Nagamootoo the plan to merge the Wales and Uitvlugt factory operations was explained. They were offered continued employment at the Uitvlugt estate.

The workers further disclosed that 99 of them voluntarily opted not to take up the offer to work at Uitvlugt and accept-

ed severance packages instead and Prime Minister Nagamootoo respected their decision. The workers explained that an agreement was made to commence payment of the severance packages starting in May last (not April). It was noted that prior to the commencement date for the payment of severance packages, the workers were advised by GuySuCo that GAWU and NAACIE sought and were granted an order of the court which blocked GuySuCo from making the payments.

“The Prime Minister expressed sympathy with the workers, but explained that he was not familiar with the payment issue and enquired whether the workers would wish to meet with the Honourable Minister of Agriculture, Noel Holder. They requested his presence and Minister Holder was invited to the meeting. Minister Holder then assured the workers that he had confirmed with the GuySuCo board that the money to make the payments was available and that the payments would be made once the injunction is discharged,” the statement noted.

According to the statement, the Prime Minister was provided with a copy of the order of the court and he explained that

the injunction in effect blocks the possibility of them receiving their severance benifits as GuySuCo could not disobey the order.

“The Prime Minister advised the workers that they should approach their union to lift the injunction in order for them to receive their severance pay.

Prime Minister Nagamootoo provided practical and logical advice to the workers who were seeking redress for the hardships they are facing and encouraged them to make their voices heard,” the statement noted.

It was further noted that the “Prime Minister was and remains in sympathy with the workers and sought to assist them as best he could and implores GAWU and NAACIE to put the interests of the workers first and to resist engaging in petty politicking and publicity gimmickry.

“The Office of the Prime Minister remains of the view that if the unions are genuinely concerned with the suffering of the workers, they would cause the injunction to be discharged.

OPM calls on GAWU and NAACIE to act in the best interest of the workers who are suffering hardships from not having received payments due to them since May of this year.”

Gov’t could consider work permits for int’l students MINISTER within the Ministry of the Presidency with responsibility for Citizenship, Winston Felix, said he is willing to consider the possibility of having international students granted work permits.

At the time, he was responding to People’s Progressive Party’s (PPP) Chief Whip Gail Teixeira during a parliamentary sub-committee meeting on Wednesday at the Public Buildings.

Teixeira, who chaired the meeting which brought into focus the roles and responsibilities of the Department of Citizenship, asked the subject minister whether the administration would consider the possibility of granting international students work permits.

She said a number of foreign students here have been complaining about the length of time it takes to process their extensions. According to her, this has been a concern particularly for the large batch of Nigerian students studying at the Texila American University.

In response, Minister Felix said he is willing to consider the proposal put by the students, however, he refuted the claims made that the process of accessing an extension is usually a lengthy one.

“I do not have any application for student visa…or extension on my desk for any prolonged period, any delay,” Minister Felix said.

It was explained that international students from Texila American University do not apply for their extensions individually, but through the school’s administration.

“If there is a delay there, I cannot account for that. What I do know is that within a relatively short period, less than a month, we would process them and get them off quickly,” he told the committee.

It was also disclosed that the Department of Citizenship usually takes approximately two weeks to process visas under the five categories: business, employment, courtesy, student and visitor. Delays, however, may occur as a result of the lack of

pertinent documents or information.

The fee for a visitor visa has been long set at US$25. The other visas, however, attract a fee of US$140.

The maximum stay for someone with an employment visa is three years; business visas are granted for up to five years and a visitor’s visa for up to three months, Minister Felix further explained.

In 2014, 1473 visa applications under the five categories were approved with business representing the largest block – 790.

However, in 2015 the number of visas approved by Guyana dropped to 1171 but the number of employment visas remained relatively high – 569. Already for this year, 880 visa applications have been approved.

Additionally, 1,117 work permits and extensions of stay were granted for 2014, 1525 for 2015 and at the end of June this year, 194 work permits had been granted.

100 years more for bauxite mining in Linden

History of Bauxite mining Bauxite mining started in 1916 when a Scot, George Bain Mackenzie, a Scotsman arrived in Linden and observed bauxite in the soil. He fooled the residents, giving them the impression that he wanted to plant oranges. After his death, other expatriates came and commenced bauxite mining in the community of 3 Friends. At that time manual methods were used to access the bauxite

and walking draglines.

The first company to commence bauxite mining was Demba (Demerara Bauxite Company) which was an offshoot of the Canadian Aluminum Company Alcan. This was followed by Guymine, Linmine, Linpa, Omai and presently Bosai.

The bauxite company was nationalized in 1971 and after operating at a loss, the then Government was on the verge of closing operations as the consolidated fund was forced to fetch the financial burden of the company with US $15 M per year.

“It is important that people know that bauxite mining started in October 1916 and the history and the role that bauxite played in the development of Linden, of Guyana and the World War 1 and 2,” he said.

James said that bauxite mining could be deemed responsible for Linden being developed into a community and later a town, if not it would not have even been occupied. “This area would have been like other settlements along the Demerara River… but this town was established as a company town,” revealed Mr. James.

In addition the Linden community has benefited tremendously from the generous donations from Bosai Minerals whether

in the soil such as the pick axe and spade. As the bauxite went deeper in the soil the companies began using heavy-duty machineries such as excavators

Shariff’s ‘exorbitant’ wealth - Harmon says PS did not raise concerns about fraud;sent on leave to allow police investigation

MINISTER of State Joseph Harmon Wednesday said that the large accumulation of wealth and properties by the Permanent Secretary in the Ministry of the Presidency cannot be justified.

Minister Harmon’s comments followed a Stabroek News report which quoted a source as saying that Shariff believed he was sent on leave and the financial crimes probe initiated, because he had raised an alarm over the alleged misuse of international donor funds.

While Harmon would not comment on media reports of the wealth and properties Shariff accumulated, he said what Shariff amassed was “exorbitant” and could not be “justified by income, by any public servant, regardless of their position in the administration. He said that any such accumulation of wealth would “raise questions.”

Regarding claims of the misuse of donor funds, Harmon said no such report or discovery was brought to his attention by the permanent secretary at any time and even if this were the case, it was his “duty” to make a police report.

“I can categorically state that Mr Shariff never reported to me any matter involving any sums of money that were the subject of a fraud investigation. In

Minister of State, Joseph Harmon any event, if that were so, then it is his responsibility, even if he had informed me, it is his responsibility as the accounting officer of the ministry to report that matter to the police,” the Minister of State was quoted as saying.

Minister Harmon reiterated that Shariff was sent on leave to facilitate the ongoing police investigation into the acqui-

sition of his personal assets and accounts.

“The fact that Mr. Shariff has been sent on leave is because of an investigation by the SOCU (Special Organised Crime Unit) and he was sent on leave after he advised me that he was being investigated and that the police ranks from the SOCU were at his office and that they were taking him down for an investigation into what he said to me were matters of a private nature and involving tax liabilities.

“So it would not have been proper practice for him to remain on the job while he was being the subject of such an important investigation,” Minister Harmon said.

He noted that even though Shariff was an executive of the People’s Progressive Party (PPP), he was given the opportunity to continue to serve in his professional capacity when the new administration took office.

“When we took office, it was clear that Mr. Shariff had been a member of the PYO (Progressive Youth Organisation). He was a very senior person in the PPP and in spite of all of that, when we took office, we said that we were going to rely on his professionalism to conduct what he had to do. There was clearly an

“We gave Mr. Shariff the benefit of the doubt and requested that he remain professional in the work that he was doing,” Harmon stated.

Shariff remains on leave as SOCU continues its investigation.

Remigration issues to be handled by Felix THE responsibility for remigration matters will soon be re-assigned to the Department of Citizenship, Foreign Affairs Minister Carl Greenidge said on Wednesday as he appeared before a parliamentary sub-committee.

According to the Vice-President, Cabinet will soon take a decision to effect the necessary changes.

He said the Foreign Affairs Ministry had made the recommendation following a series of consultations with the relevant ministries. This change, he said, was also being considered by the previsions administration long before the May 2015 elections.

“Cabinet will announce in due course a decision to formally move the responsibility and the Government will bring to the House a legislation to give effect to that change,” Minister Greenidge assured the sub-committee headed by People’s Progressive Party (PPP) Chief Whip Gail Teixeira.

He said the issue of classifying a migrant is among key issues to be addressed, in addition to the inconsistencies between migrants and settlers.

In recent months, the administration has been making some structural changes in its quest to streamline responsibilities.

Only last week, President Granger announced that a new department of the environment will be created.

This newspaper was reliably informed that Minister of Natural Resources and the Environment, Raphael Trotman, will remain responsible for the mining, oil and gas sectors, while the Climate Change sector along with related sectors will now fall under the newly established department.

However, President Granger said he will not be persuaded to create more ministries.

Director of Youth appointed Personality profile

AFTER a protracted delay, Melissa Carmichael, a woman who has been involved in youth work for the past nine years, has been appointed the country’s Director of Youth.

She took up office at the Department of Culture, Youth and Sport on Main Street, Georgetown, last month.

A formal announcement of the appointment has not yet been made, but is expected shortly.

Carmichael holds a degree in Behavioural Science and has been involved in peer-education work for many years. She also worked as a teacher for seven years.

Carmichael’s confirmation followed a series of interviews conducted by a panel put together by the Public Service Commission (PSC), which included the Permanent Secretary in the Ministry of Culture, Youth and Sport.

A source at the PSC said Carmichael was among three persons who were shortlisted for the post.

Carmichael assumed office mid-July, according to a source from the Department of Culture, Youth and Sport, and she has already begun interaction with the ministry’s staff.

The Georgetown-based Guyana National Youth Council (GNYC), in an official comment to this newspaper, said the body welcomes the confirmation of the appointment of a Youth Director, but expressed concern that no official announcement was made by the ministry.

The GNYC, which is an umbrella organisation comprising 84 youth-oriented groups, said it hopes the Director’s “approach is transparent, inclusive” and that she engages with youth leaders, young people, and youth activists in a manner that is in the interest of youth and

The Council, started in 2013, said it looks forward to engaging the Youth Director. “We look forward to

engaging her officially, and will be requesting a meeting soon.”

The GNYC-led two youth-oriented voter campaigns for Guyana’s 2015 general elections, and for the recently held local government elections. GNYC is a member of the Caribbean Regional Youth Council (CRYC), and the Commonwealth Youth Council (CYC).

The Director of Youth position had long been one of controversy.

In 2015, following the change of administration, Mr Trevor Williams, a former parliamentarian with the Alliance For Change (AFC), was chosen for the post, but the position was later rescinded by then Chief Justice Ian Chang, after a court action filed by the PYO, the youth arm of the opposition PPP. The PYO motion was filed by former Attorney General Anil Nandlall. Chang had allowed the motion since the position of Director of Youth was one that had to be advertised by and deliberated on by the constitutionally provided Public Service Commission.

Just a few days after the confusion about Williams’s appointment to the post, the Public Service Commission advertised the position.

Youth make up a significant portion of Guyana’s population of 746,000. The recently released national census indicates some 253,240 persons make up the youth population. Youth is defined as persons between ages 15 and 35.

Meanwhile, a report from the Caribbean Development Bank (CDB) places Guyana’s youth unemployment at around 40% of the youth population. In their analysis, the CDB’s definition of youth were persons aged 15- 24 years.

The son of former Attorney General and now Commissioner of Information Charles Ramson, Ramson Jr first appeared in the National Assembly for

this 11th Parliament.

Ramson, an attorney-at-law, was admitted to the Bar in 2010.

From the onset of the PPP’s participation in the 11th Parliament, Ramson had asserted himself as the unofficial voice on youth issues for the Opposition.

Ramson, in his inaugural address to the National Assembly last August, criticized the David Granger administration for its low youth participation in both the National Assembly and the executive government.

He had also challenged the structural shift of the Ministry of Culture, Youth and Sport into the Department of Culture, Youth and Sport, now accommodated under the Education Ministry.

Ramson’s remarks at the time incurred the wrath of Minister within the Ministry of Public Health, Dr Karen Cummings, who countered that in 23 years of the PPP/C Government, there was an increase in youth unemployment by some 40 percent.

Cummings cited a Caribbean Development Bank (CDB) report titled “Youth are our future: The Imperative of Youth Employment for Sustainable Development,” which placed Guyana’s youth unemployment around 40 percent.

The CDB’s definition of “youth”, however, were

persons aged 15 years to 24 years. While the international youth definition is 15 years to 35 years.

Ramson’s legacy in Parliament took an embarrassing dip when he mispronounced the word “battalions” in quoting Shakespeare, instead bel-

lowing “bantylions.”

The young parliamentarian was also tripped by Presidential Advisor on Youth, Aubrey Norton, who challenged the young politician on his comments about the National Youth Policy which was announced in Finance Min-

ister Winston Jordan’s last budget speech.

“Were Mr. Ramson Jr a serious young politician who pays attention to current affairs, he would have noted that the media houses, including all newspapers and the Guyanese public were

informed that the Draft National Youth Policy has been completed and therefore, he would not have arrived at the erroneous conclusion that they are “unable to come up with the national youth policy,” Norton wrote in a letter to the press.

WHAT were considered “racist remarks” made by Opposition Leader Bharrat Jagdeo recently in New York have revealed the new agenda of the Peoples’ Progressive Party (PPP) -- which is: to represent their ethnic interests exclusively.

This contention has been advanced by former Speaker of the National Assembly and former longstanding PPP Executive member Ralph Ramkarran, who expressed same in his weekly blog, “The Conversation Tree”, published on Saturday.

Speaking at a social event in Queens, New York, Jagdeo said Guyana’s political, economic and social conditions were worse than in the 1970s and 1980s under the then People’s National Congress (PNC) Government of then President Forbes Burnham.

“There is an assault on our democracy. There is an assault on people of In-

dian origin. There is an assault on supporters of the PPP. What we thought would never return to Guyana in just one short year has returned with full force, and even worse in some regards than the Burnham era,” he told the predominantly East Indian gathering.

According to Ramkarran, this reveals the “new PPP agenda.”

“This is a wholly new dimension to the PPP’s agenda; namely, its formal and official transformation by Mr. Jagdeo into an ethnic party representing exclusively ethnic interests,” he said.

He added that the founder of the PPP, former President Dr Cheddi Jagan, must be turning in his grave.

The political commentator explained that Jagdeo’s remarks that: “we gonna take back Guyana” must mean that “we” own Guyana, Ralph Ramkarran that it was taken away from “us”, and that “we” must now take it back.

But although the Opposition Leader did not say from whom the country will be retaken, Ramkarran questioned whether it is from the PNC or from Africans.

“He clearly meant, even if he did not say it, that ‘we’ will then rule Guyana in ‘our’ interests because it belongs to ‘us’. The big question is who ‘we’ are,” the political commentator said.

Ramkarran went on to point out that, in “full hyperbolic flow,” Jagdeo answers the very question in stating “There is an assault on people of Indian origin. There is an assault on supporters of the PPP”.

Ramkarran said this answers the question as to who the “we” are in Jagdeo’s statements.

LOYALISTS Having been faced with a torrent of criticism, the former Speaker said, Jagdeo trotted out some loyalists: Clement Rohee, Gail Teixeira and Anil Nandlall, as he usually does when under pressure to prove discrimination.

But according to the former longstanding PPP executive, charges of discrimination which Jagdeo and the PPP have made before are not new. What Ramkarran believes is new, however, are the emotive appeals to “defend” Indians “in these dark times”, and the Opposition Leader’s promise to Indians to “take back Guyana” for them.

He went on to explain that accusations of racial discrimination in Guyana’s administration by Guyanese politicians are nothing new.

He referred to the period between 1957 and 1964 when PPP Governments endured charges of “apaan jaat”, adapted to mean “support your own kind”; the subsequent

period between 1964 and 1992, when PNC Governments were consistently accused of racial and political discrimination; and the period between 1992 and 2015, when PPP Governments were targeted by the Opposition for ethnic discrimination.

As such, Ramkarran contended, no one should therefore be surprised at accusations by the Opposition Leader and the PPP that racial discrimination is taking place in Guyana.

“The realities of Guyana have caused our main political parties to take cognisance of the fact that organised political expression and activity are driven by ethnic insecurities.

Both Indians and Africans feel more secure in supporting parties that they believe represent and protect their ethnic interests.

“In order to sustain that support, each of our main parties must appear to represent, or purport to represent, the interests of the ethnic group which supports it. This is one of the factors that explain the accusations of discrimination by the party out of office against the party in office; and their appeals, subtle or open, to ethnic constituencies,” the former PPP Executive said.

STATE BOARD APPOINTMENTS He also pointed out that the PPP rejects allegations that it had practised discrimination while in Government; yet, dozens of boards appointed by that party were dominated by Indians, and the predominance of Indians appointed to some Government posts was noticeable.

“All ambassadors were Indian on the ground that no Africans were qualified, according to Dr Luncheon,” Ramkarran added.

According to him, disputes about race and ethnicity in Guyana took a turn for the worse after 1992 – a year when the PPP assumed Executive office. He believes that the language became sharper and more divisive.

In addition, street violence, particularly in Georgetown after the elections of 1992, 1997 and 2001, intensified ethnic fears across the country. During the disturbances after the 1997 elections, former President Desmond Hoyte horrified many by calling upon the security forces to extend ethnic solidarity with their ‘kith and kin’ in the PNC. “These developments heightened ethnic cleavages,” Ramkarran said, adding that the two main political parties had always maintained a posture of being multi-ethnic and of representing both major races in Guyana.

However, he believes that from 2006, particularly in the National Assembly, the PNCR began to explicitly say that it was speaking on behalf of its supporters’ interests; and now that the PPP is in opposition, that party has adopted the same posture, as evidenced by Jagdeo’s speech.

Hillary wouldn’t be the first female American president

IF SHE wins, Hillary Clinton won’t be the first female American to become President of a country. Janet Rosenberg beat her by a generation—and against much tougher odds.

Like Clinton, Rosenberg was born in Chicago—on the South Side, where Michelle Obama was raised, where Barack Obama first got into community organizing, where the Obama girls were born, and where the Obama Presidential Library will be built. Rosenberg came from a middle-class Jewish family. She grew into a handsome young woman, with high cheekbones set in a long, elegant face. She was outspoken, for the nineteen-forties.

She also rode horses and learned to shoot.

“Nothing much frightens me,” she once explained.

Rosenberg was a student nurse at Cook County Hospital when she met Cheddi Jagan, a dashing Indo-Guyanese man with wavy black hair and a movie-idol smile.

He was studying dentistry at Northwestern. Their parents didn’t approve of their multiracial, interfaith relationship. (He was Hindu.) Nevertheless, in 1943 they married and moved to British Guiana, then still a colony nestled next to Venezuela, on South America’s Caribbean coast.

The Jagans opened a dental-surgery practice in Georgetown, the capital. But politics was their first love. They were both leftists, radicals for the time. They soon joined the independence and labor movements in his home country, one of the poorest places in South America.

The population was largely split between descendants of African slaves and indentured laborers from India who had worked on sugar plantations; only nine per cent were indigenous Amerindian. In the forties, Janet helped to organize domestic workers and to establish the Women’s Political and Economic Organization.

“Women must join in the struggle to bring about political and socio-economic changes so that there will be equal opportunities for all, so that we can end unemployment, poverty and hunger, so that genuine democratic institutions can flourish, so that our women can be free and equal citizens,” she once explained.

In the fifties, the Jagans co-founded the leftist and multiracial People’s Progressive Party; she was its secretary-general for two decades. He was elected the colony’s chief minister, on a pro-independence platform, in 1953. When Hillary Clinton was still in elementary school, Janet Rosenberg Jagan was elected deputy speaker of parliament and became the country’s first female cabinet minister.

The Jagans’ careers were turbulent, however. In 1954, their activism against colonial rule landed them in prison for six months; after that, they were under house arrest for two years. “Jail wasn’t easy from the physical point of view,” Janet later recalled. “But, like my husband, I treasured the quiet of jail from the furor outside. I did a lot of reading after insisting that women, like men, should have a right to have books.”

In 1957, she ran again for the legislature—and won. “We led the struggle by educating the people on the ills of colonialism and the need for unity to end the exploitation of this country by the dominant clique that wanted only power and profits—profits and power,” she said, in 1962. “We attained power by the valid ballot and proved our worth by winning in three successive elections—without benefit of a daily press or foreign finances. We did not attempt to grab power by bloodshed.”

But Janet Jagan was not universally

admired. In 1963, Time called her “the most controversial woman in South American politics since Evita Perón….

Not only is she a white woman in a volatile land of East Indians and Negroes; she is also a strident Marxist and believed by many to be the brains and backbone” behind her husband. “I have no religion save the religion of equality,” she countered. In 1966, the British colony gained independence, as Guyana.

Janet won parliamentary races in 1973, 1980, 1985, and 1992—and became the parliament’s longest-serving member, her career spanning forty-six years. In 1992, during Guyana’s first completely free and fair elections, which were monitored by a team led by Jimmy Carter, Cheddi Jagan became President; Janet was his First Lady as well as a politician in her own right. By then, her hair had turned white, and she had cut her long locks into a functional bob. Cheddi died in 1997, from a heart attack, despite an emergency

2000—the year Hillary first ran for the Senate. Her daughter, Chandrika Kumaratunga, was Sri Lanka’s longest-serving President, for eleven years, beginning in the mid-nineties.

In the past century, fifty-four countries on the six inhabited continents —about a quarter of the world’s nations—have had female Presidents or Prime Ministers. Bangladesh, Finland, Lithuania, Malta, New Zealand, Norway, the Philippines, Poland, São Tomé and Príncipe, and Slovakia have had more than one. Theresa May just became the United Kingdom’s second female Prime Minister.

The United States has not excelled at putting women in national legislatures. It currently ranks ninety-sixth out of a hundred and ninety-three countries, according to the Inter-Parliamentary Union. Less than twenty per cent of U.S. representatives in the Senate and House are women.

In 1997, UNESCO awarded Janet Jagan the Gandhi Gold Medal for Peace, Democracy, and Women’s Rights. As President, she expanded her focus to include globalization and the environment. “In our continuing efforts to develop our country and meet the needs of our people, especially those living in poverty, my country remains dedicated to the preservation of the environment and the sustainable development of our resources,” she said, at a meeting of regional foreign ministers, in 1999. She resigned due to poor health a few months later, at the age of seventy-seven. Her life was chronicled in a PBS documentary in 2003. The first American woman to be president of a country died in 2009, the year Hillary Clinton became Secretary of State.

If she wins, Hillary Clinton will not break new ground for women in politics globally, either. As Stephen Colbert joked on his show last Friday, the United States “will finally catch up with Sri Lanka.”

If she wins, Hillary Clinton will be a throwback to a much earlier model of women in power. Throughout most of history, women inherited political position or prominence from their fathers or husbands. The earliest recorded female leaders were in Egypt: Sobekneferu, some thirty-eight hundred years ago, came to power after her brother’s death, and Hatshepsut, three centuries later, after her husband’s. Hereditary monarchies were the primary route to the top, from the Biblical Queen of Sheba to Britain’s Queen Elizabeth II. The pattern of inherited power went on well into the twentieth century.

In the nineteen-seventies, Isabel Perón, of Argentina, became the world’s first female president, assuming power after her husband died. The pattern of wives and daughters acquiring power continued even when hereditary monarchies were replaced. The notables include Cristina Fernández de Kirchner, who succeeded her husband, Nestor, in Argentina, and the Nobel Peace Prize laureate Aung San Suu Kyi, whose father was a leading figure in achieving the independence of modern Myanmar.

The pattern began to shift in the late nineteen-sixties, coinciding with the women’s-liberation movement. In 1969, Golda Meir, a Russian immigrant who grew up in Milwaukee, became Prime Minister of Israel. Her late husband, Morris Meyerson, had been a sign painter. Margaret Thatcher became Britain’s Prime Minister in the eighties; her husband was a businessman.

The nineties witnessed the first real spurt of women acquiring power in their own right. Both of Canada’s two major parties were headed by women.

Ireland had two female Presidents, Mary Robinson and Mary McAleese.

Jenny Shipley and Helen Clark were both Prime Ministers in New Zealand. Hanna Cuchocka was the first woman to head a Polish government since Queen Jadwiga, in the fourteenth century. Édith Cresson was France’s Prime Minister. The economist Tansu Çiller was Turkey’s first female Prime Minister. In an unprecedented move that still seems radical, her husband took her surname.

In many countries, the transformative factor has been quotas—either through legislation or party bylaws. India has a long history of practices that oppress women, from gender-selection abortion and female infanticide to bride-burning, when a family fails to pay a dowry. Violence against women, including acid attacks and rape, is still “common,” the latest State Department Human Rights Report warns.

Yet India also carried out history’s single biggest act of female empowerment.

In 1993, a constitutional amendment set aside a third of all seats in local councils for women. Nearly a million women suddenly entered politics. A pending constitutional amendment—the so-called Women’s Reservation Bill—would allocate a third of all seats to women in the lower house of Parliament, and in state assemblies.

“More than half of the countries in the world have implemented some type of political quota,” Rohini Pande and Deanna Ford, of Harvard’s Kennedy School, write. “They have led to a dramatic increase in female leaders across the globe.” Norway’s Socialist Left Party started the trend, in 1975, with a rule that forty per cent of its candidates should be female. In 1990, the U.N. Economic and Social Council set a goal of thirty per cent female representation in decision-making bodies.

“The United States is a notable exception among Western countries,” Pande and Ford note. Mexico has legislated quotas for both its parliament and local political office. In 2014, Mexico passed a constitutional amendment that requires parties to develop “rules to ensure gender parity in the nomination of candidates in federal and local congressional elections.” By law, all parties must also allocate funds (albeit small) to train, develop, and promote female leaders. As a result, women account for forty-two per cent of seats in the lower house and a third of the Senate seats. In the United States, women hold only about twenty per cent in both the House and the Senate.

Worldwide, quotas have enabled tens of thousands of women to enter politics.

Hillary Clinton has clearly earned her nomination, from years as a community organizer, as a senator, and as Secretary of State. President Obama said no candidate has ever been as qualified to hold the office. Yet, paradoxically, she is still an example of the traditional path to power for women. She emerged on the national stage as a First Lady—as a wife.(The New Yorker)

Three charged with Black Bush triple murder

THREE men who allegedly confessed to the murder of three rice farmers of East Canje, Berbice appeared before Magistrate Judy Latchman on Tuesday at the Georgetown Magistrate’s Court.

They were not required to plead to the charges and

were remanded to prison until September 06; the matter was transferred to Chief Magistrate Ann Mclennan.

Those charged are Carlton Chetram,38 called “Lima” or “Lie man,” of Mibicuri South; his 18-yearold son Jairam Chetram, and a worker, Tameshwar

Jagmohan 26, called “Guana” of 222 Mibicuri South, Black Bush Polder.

The court heard that between July 21 and July 22 at Kokerite Creek Savannah, they murdered Pawan Chandradeo, 37, called “Suresh” and “Jug Up”; his son Jaikarran Chandradeo, 16, called “Kevin” and

his brother-in-law Naresh Rooplall, 35, called “Teeka Bai” and “Mice.”

The search continues for the fourth suspect, Rakesh Karamchand called “Go to Front”, of Sheet Anchor, East Canje, who is still in hiding. It is alleged that the accused men were in a rice field belonging to Sudama

Carlton Chetram reportedly instructed his teen son to kill the men.

The alleged shooter, 18 – year – old Jairam Chetram, and Tameshwar Jagmohan

Jagmohan called “King”, and were stealing diesel fuel when the trio came to the very field to catch “hassar”.

The accused fired two shots in the air, and the trio ran towards the dam but fell. It is alleged that “Lie Man” told the party to “get rid of the evidence (witnesses)”.

The shooter, believed to be his 17-year-old son, moved over to the men and shot them each once at point blank range, killing

them on the spot. It is believed that the gun he used belong to his father.

When the bodies were discovered on July 22 by “King” and his workers, the men still had their fishing gear on them.

Rooplall had a cast net hung over his shoulder, his nephew had a bag with fish hung around his neck, while Chandradeo had his cast net in his hand. Fish, body parts and blood littered the scene.

Policemen charged with robbing gold miners

FIVE policemen – a Lance Corporal and four Corporals – were charged on Tuesday in connection with robbing three gold miners of a total of $165,000 worth of raw gold.

Appearing before City Magistrate Judy Latchman were Lance Corporal Mark Fernandes, 42, of Lot 16 Annandale Railway Embankment, Constables Raphael Lowenfield, 25, of Diamond Housing Scheme; Akeem Thompson, 25, of Bell Air, Georgetown; Kosice Arthur,25, of Linden and Delroy Duncan, 22, of Sister’s Village, West Bank Demerara.

The policemen are accused of robbing Sherwin Noel of five pennyweights of raw gold valued GY$55,000; Her-

ilall Gildharie of four pennyweights of raw gold valued GY$44,000 and Urie Samuels of six pennyweights of raw gold valued GY$66,000 on July 25, 2016 at Timehri, East Bank Demerara.

The men pleaded not guiltily to the three charges and were represented by Attorney- at-law Patrice Henry. According to Henry, his clients were on patrol duty at the Timehri Police Station when they received certain information via a radio that they should report to the Cheddi Jagan International Airport (CJIA). The officers had received information that three suspects had stolen raw gold from their employer.

The ranks upon arrival searched the three suspects but sent them away after nothing was found in their possession. The lawyer told the court that a few days later the miners showed up at the police station claiming the officers had robbed them of their gold.

Police Prosecutor Shellon Jupiter made no objection to bail; however she told the court that on the day in question about 14:20h the miners came out of the interior and were standing at the Camp Stephenson army base.

According to the Prosecutor, the five armed officers who were on mobile patrol arrived and searched the men and stole the gold in the process.

Magistrate Latchman granted each policeman $200,000 bail on each of the three charges and ordered that they report to the Criminal Investigations Department Headquarters every Friday.

‘Making something out of nothing’ –– All they came with were their drums, ‘Magic’ says

By Neil Primus “WHEN Africans came to Guyana, they had nothing except their drums to communicate. From that drum, they made something out of nothing.”

This was the observation of a humble but passionate Afro-Guyanese: Hugh Brian October, also known as Hewley ‘Magic’ Prince.

‘Magic’ grew up on Regent Street in the capital city. His father came from Victoria on the East Coast of Demerara, and his mother from Sisters Village, in Berbice.

“I had a bit of country life, and a bit of town life while growing up,” ‘Magic’ said. “I was able to visit Victoria regularly, and witness many fascinating African rituals and practices. This gave me my love and respect for African spirituality and culture.”

Asked what life in the city was like back then , Magic said: “Years ago, there were many African businesses in Regent, Robb and Charlotte Streets, and Bourda and Brickdam.

Today there are hardly any. The Prince family is the longest surviving African business on Regent Street.

“In 62 years, it has never changed hands, despite many lucrative offers to buy us out. Hopefully, youths can be inspired from the experience of our family.

“Today, everybody wants to sell; no-one is thinking about going back to the land; farming. There is plenty of land in the villages, but the youths are not going back there. Everybody

wants to be a Rasta, but nobody wants to plant,” he lamented.

‘Magic’ feels that the African organiations in Guyana are too divided. He opined that they should come together, and speak as one voice.

He is very thankful to the folks of the 1823 Movement. He has been very active in the African Holocaust celebrations and commends people like Mr. Randolph Beresford and Mrs. Pinder for their sterling contribution and hard work in furthering the African culture in Guyana.

Said he: “African Guyanese need to get back to their culture! We were brainwashed into believing that our spirituality is ‘obeah’. Not so! We are becoming too modernised, and are neglecting or ignoring our culture.

“For example, we now want only coconut milk in tins; we don’t even want to grate the coconut.

“The average African child can tell you when it’s Diwali or Phagwa; they even participate in these festivals more readily than they do any African celebration.

“At the African Holocaust every year, the average turnout of youths is between fifteen to twenty. Our youths have lost their sense of direction.”

Magic made an impassioned appeal to President Granger.

“Mr. President, if you want to advance the cause of Emancipation, you should re-introduce National Service.

“This will help many youths to receive valuable training, discipline, and a love for the land and farming and our beautiful country.”

Emancipation love –– APNU+AFC councillors bury hatchet at celebration

By Clifford Stanley PRESIDENT David Granger on Monday urged Region Five officials to “let bygones be bygones”, as he sought to put an end to the long rift between APNU+AFC councillors and Regional Chairman Vickchand Ramphal.

“Work together; let nothing impede the development of this beautiful Region,” the President appealed in an address to a large gathering at the basketball court at Ithaca, West Bank Berbice during Emancipation Day celebrations.

The crowd responded to these words with loud cheers; and cheered even louder when APNU Councillor Carol Joseph reached out to shake the hand of People’s Progressive Party/ Civic Regional Chairman Vickchand Ramphal, indicating that the standoff, which started in January last, had come to an end.

Joseph was soon after simultaneously embraced by PPP Member of Parliament Harry Gill on the left and Chairman Ramphal on the right, in a gesture seeming to convey that ‘love was in the air’. The crowd again cheered lustily.

President Granger’s intervention was greatly appreciated by all, since in a sense he was seen to be the aggrieved party in the matter

that caused the conflict, and it was therefore felt that he would be the best person to bring the imbroglio to an end.

The camaraderie occurred amidst throbbing African drums and African folk dances being performed as the appetizing smells of conkie and other African delicacies filled the air.

The historic occasion was witnessed by Minister of Social Cohesion, Amna Ally; APNU/AFC Member of Parliament (MP) Jenny Wade; councillors of the Region 5 Regional Democratic Council, and adults and children from Ithaca and surrounding villages.

President Granger said that August 1st must be seen as an occasion for the entire nation, without distinction, to celebrate; since it is a day that brought Guyanese together to become a nation.

He also assured that his administration intends to be fully involved in achieving the objectives set by the United Nations (UN) International Decade for People of African Descent (20142024).

He told the gathering that Ithaca epitomises the Village Movement that was started by ex-slaves shortly after Emancipation 178 years ago.

“Whether Ithaca, Lichfield, Victoria, those early days marked the beginning of the Village Movement in

He then pointed out that all the ethnic groups who came to Guyana because of the emancipation of slavery had, over time, become participants in the burgeoning Village Movement, and all the villages had been built and developed on four

pillars, namely: the home, the church, the school and the farm.

“All our ethnic groups developed homes, churches or masjids or mandirs, and schools and farms…. Our forefathers wanted homes to start families. They wanted the church or mandir or masjid so they could benefit from spirituality and encourage good moral behaviour in the communities. They saw the importance of education for their children -- as a means of escaping from poverty; and they saw the importance of work.

“The villages were the cradles of Guyanese society for all…. They were conceived by our fore-parents as the home for the generations to come. This is what our forefathers did, and that is what we must continue.

These four pillars must never be neglected by our villages. Every child must go to school,” the President said.

He added: “The link with the churches, the mandirs and the masjids and the schools, which fostered spirituality and good moral behavior, must be re-established. Youths must strive to work as business people; as

entrepreneurs. Let us never forget these four pillars of our villages.

“My brothers and sisters of Ithaca, if you shake these pillars of home, church, school and farm, the house will fall down!

Keep your village firmly established on those four pillars, and work with them to improve the quality of life in the community and ensure that the sacrifices of your forefathers are not in vain.”

He then made some special remarks to Guyanese of African descent, assuring that the Government saw involvement in the United Nations (UN) International Decade for People of African descent as mandatory.

“Africans are victims of the greatest crime against humanity. The harm that has been left by those whips and chains has left indelible scars in the entire Western Hemisphere. We in Guyana will try to fulfill those UN goals by 2024, because we feel that if we do not, Guyanese of African origin will not achieve Emancipation.

“Emancipation is not something that happened 178 years ago; Emancipation is continuous. We have

to keep ourselves working to keep from being enslaved; we have to keep ourselves focused on the objectives of our forefathers -- of building a strong nation,” the President said.

The three-hour-long programme included the distribution of bicycles to 20 students of Ithaca. The bicycles were donated by Immediate Past President of the Guyana Bahamas Association, Deavindra Jagroo.

Some 125 senior citizens of the village were given food hampers and sports equipment, and gears were handed over to the youth representative of the village.

Schoolchildren were given buttons with the words “Every child in school”, and green exercise books.

“Let us think about the future; about the children.

The future belongs to them, and let us deliver to them a region in a better situation than we found it,” President Granger urged the reconciled Region Five councillors.

Regional Executive Officer (REO) Ovid Morrison thanked all who helped to make the event a success.

Trying to keep drumming alive

“THE art of drumming is dying,” she said with a wistful look in her eyes.

“Many have lost interest in the art, and the few who’ve remained faithful through the years have become disheartened.”

It’s a fact that has not been lost on us here at the Guyana Chronicle, which is why we sought out Sister Clementine Marshall, a longstanding member of the African Cultural and Development Association (ACDA), to find out exactly what is happening with what is arguably one of the most precious gifts passed on to us Guyanese by our African forebears.

It was she who conceded that the art form is slowly dying, but she was quick to point out that ACDA is trying its best to somehow keep the form alive.

“Sometimes we find when we go into communi-

ties,” Sister Marshall said, “many people do not have the time because they have to work. Some just do drumming because they love to drum, but they get disillusioned and put the drums down, and maybe go and do cement work or something else because they get nothing from drumming.”

And if they do manage to get something, it’s just a pittance. “If you notice,” she said, “when they are out on the road with their little box, somebody will put twenty dollars. How many twenty dollars you have to get to get a thousand dollars?”

But one of their biggest problems is seemingly recognition. “They complain that they don’t think they’re getting enough recognition,” Sister Marshall said, adding: “When somewhere wants drummers, they just ask for drummers… But how are they surviving? They need exposure!”

And this is where ACDA

comes in, she said. “In ACDA, we have a youth group. Every Saturday, we have drummers; young drummers that are coming up. We try to see if we could have a continuity of drumming with other people.”

She is of the opinion, however, that the Ministry responsible for Culture, Youth and Sport could do a lot more than it is doing for drumming, rather than just focusing on developing and promoting the sport aspect of its work.

“We see the Ministry of Culture, they’re looking to sports and all of that, but not at our music and our drumming…. So, in ACDA, we try to encourage them; to bring them out, especially at Emancipation time, so that persons could see them.”

“We talk about cohesion, but we have to have it in every sphere: Economically and culturally,” Sister Marshall said.

… becomes first Windies player in 50 years to score a century and take five wickets in the same Test (REUTERS) - Roston Chase joined elite company as West Indies escaped with an unlikely draw against India after the second Test concluded in Jamaica yesterday.

Chase scored 137 not out to lead West Indies to safety, with the home team losing only two wickets on the fifth and final day at Sabina Park in Kingston.

West Indies had reached 388 for six in their second innings when India captain Virat Kohli conceded a draw with a few overs still remaining.

If not quite qualifying as a miracle, the result was certainly unexpected after the Windies began the final day staring down the barrel of defeat, precariously placed on 48 for four and still needing another 256 to make India bat again.

Even though rain washed out most of day four, it seemed a formality for India to quickly wrap up victory and take a 2-0 lead in the fourTest series, but West Indies batsmen dominated from the very first over as Chase and his fellow middle-order batsman displayed assurance and more than a touch of class.

Their performance will give Caribbean cricket fans hope that their team has a future in the five-day format.

Chase, in just his second Test, took 5-121 with his off-spin in the India innings, before showing his class with the bat.

He became just the fourth West Indies player to score a century and take five wickets in the same Test, and the first to do so in 50 years.

Gary Sobers, the only player to accomplish

the feat twice, last achieved that double in 1966.

RAPTUROUS APPLAUSE The small crowd erupted in rapturous applause when Chase completed his century and raised his bat in celebration, with nobody clapping louder than Viv Richards.

Chase received excellent support from fellow 24-year-old Jermaine Blackwood (63) and Shane Dowrich (74), who was unfortunate to be given out lbw to Amit Mishra, with replays showing he appeared to get a thick inside.

Blackwood displayed excellent technique with a series of classic straight drives that offered evidence of why he kept his place in the team despite a pair in the first Test.

He smashed two sixes and nine fours in a 54ball knock as he dominated a brisk fifth-wicket stand of 93 with Chase until he was superbly caught by a diving Cheteshwar Pujara, via bat-pad, off the spin bowling of Ravichandran Ashwin.

Chase then shared in a sixth-wicket partnership of 144 with Dowrich, who departed with the result still very much in the balance.

Captain Jason Holder, the fast-bowling all-rounder who knows how to wield a bat coming in at number eight, teamed up with Chase to assure the draw.

The pair put on 103, Holder bringing up his 50 in style by hoisting Ashwin over long-off for six. He was 64 not out at the close.

The rearguard action had statisticians search-

ing through the record books, revealing it to be the first time ever that West Indies batsmen at five, six, seven and eight had each scored a half-century in the same innings.

West Indies’ crushing defeat in the series-opener in Antigua, by an innings and 92 runs, meant the hosts had lost seven out of eight Tests while drawing the other game.

But the series suddenly has new life going into the third Test to be played at Gros Islet on the island of Saint Lucia from August 9 to 13.
