Mahdia declared a town …President urges residents to diversify economy, focus on agriculture

By Svetlana Marshall AMID much pomp and ceremony, and in the presence of hundreds of persons, President David Granger challenged the people of Mahdia to transform their economic landscape by diversifying their economy, as he declared Mahdia a town.

Established in 1884, Mahdia, located in the Potaro-Siparuni Region, is renowned for its massive gold reserves though in recent years there has been a drop in production among small scale miners. On Thursday, as he addressed residents and those who travelled from other parts of the country to witness the historic event, President Granger said it is time Mahdia expands its economy to include manufacturing, agricultural production, and commerce among other critical sectors, thereby reducing its dependency gold mining. “…You must maintain agricultural production, and you must build the type of balanced economy in which people could produce food profitably to supply the mines and the schools,” he implored the residents of Mahdia.

Instead of importing food into the region, the Guyanese leader said Mahdia can export, noting that the town has the potential to generate energy as he referenced not only to hydropower but solar and wind power. “That solar power, wind power or water power, can help to drive small industries, agro industries (and) household industries, so that the housekeepers, the housewives, the young people…can produce a range of commodities,” President Granger said.

He noted that once there is a turning around in the local economy, the commercial banks will establish a presence in the town.

DEMOCRACY The town’s infrastructure, education, health, and tourism sectors would also improve with greater input from residents and strong backing from the govern-

ment. “We have embarked today 25th October, 2018 on one of the most powerful economic changes in the history of Mahdia. First of all you are installing and embedding democracy in this town. Democratisation would ensure that every citizen would have the opportunity to be involved in decision making,” he said.

As the people of Mahdia join the other nine municipalities, and 70 Neighbourhood Democratic Councils (NDCs) to participate in Local Government Elections (LGE) on November 12, 2018, the President said the elections present an opportunity to adopt a new model that is not based on conflict and confrontation but one of

transformation that has taken place in those areas, and in Lethem, in the short space of time since they have become towns. People are beginning to take ownership of their areas. With that comes pride in our surroundings and a greater desire to plan for better conditions,” Minister Bulkan explained.

He said the empowerment of residents is not limited to the municipalities but communities through the country as they are now managing their own development with the help of central government.

Despite their political affiliation, President Granger said the elected representatives must work together for the good of their town, thereby allowing for better services and greater representation. The Potaro-Siparuni Regional Chairman, Bonaventure Fredericks welcomed the move by the government to upgrade Mahdia to a town. In offering his advice, Mayor of Bartica, Gifford Marshall said the three elements of a progressive town – are service, success and succession.

“Have a servant attitude - empower your people,” he said while urging them to take ownership of their town by promoting development through effective management. He also urged them to be transparent and accountable in the execution of their functions.

Vice President and Minister of Indigenous Peoples Affairs, Sydney Allicock; Minister of State, Joseph Harmon, Minister of Social Protection, Amna Ally and Minister of Public Infrastructure, David Patterson were among the government officials present. The mayors of Mabaruma, Bartica and Lethem were also present along with 13 Toshaos from across the region and other local and regional administrative officials from across Guyana.

To mark the occasion, President Granger and the minister of communities along with other government and regional officials commissioned the Mahdia Monument. The monument which is made out of granite is built 9ft below the ground and 13ft above, carrying a total of 18 tonnes. It was sourced right in Mahdia.

Gov’t commissions $827M road network in Mahdia

By Svetlana Marshall PRESIDENT David Granger on Thursday afternoon commissioned an $827M road network in Mahdia moments after he declared the Potaro-Siparuni administrative centre a town.

The President was joined by Vice President and Minister of Indigenous People’s Affairs, Sydney Allicock; Minister of Public Infrastructure, David Patterson; Minister of State, Joseph Harmon; Minister of Communities, Ronald Bulkan and Minister of Social Protection, Amna Ally; along with a number of local and regional officials.

During a ceremony to mark the declaration of Mahdia as a town and to simultaneously commission the multi-million dollar internal road network, Minister Patterson said the project is indicative of government’s commitment to the continued infrastructural development across Guyana at a standard that aims to drive focus beyond the routine rehabilitation of road works.

“This $827M project is significant, the Region has seen drastic changes over the past two and a half years, with major advancement geared towards ensuring safety and efficiency of the roadway,” Minister Patterson told

residents.

The project includes the rehabilitation of several bridges, the installation of a reinforced concrete rigid pavement with curbs, a network of reinforced concrete drains and culverts, complimented by road safety elements, inclusive of road markings and signage.

In the not so distant future, he said safety features of the road will be further enhanced with the installation of speed bumps and fifteen solar street lights.

“This 8,243 foot roadway along with other works within Region 8, such as the road from Mahdia to Denham Bridge, Mile 78 to Mile 96, Brian Sucre junction to Mahdia, Mahdia to Konawaruk, shows my ministry’s commitment to providing safe road access to community residents and to commuters in Region 8 alike,” the Public Infrastructure Minister posited.

Noting that the road is important to Region 8, he said it serves as a link to the world’s highest single-drop waterfall – the Kaieteur-- and at the same time provides access to the wealthy gold and diamond mining lands and links indigenous communities.

Turning his attention to the Hinterland Electrification Company Inc., Minister Patterson informed the residents of Mahdia that

US$14,488,927 has been allocated to develop Solar Farms for various communities, including Mahdia.

“We have chosen to focus our investments in solar and wind energy technologies because it could significantly reduce energy costs for all Guyanese. Businesses will be able to reduce production costs and boost income and this will result in benefits to families, communities and the country at large,” he explained.

The ministry has recently launched its “LET’S MAKE IT HAPPEN” campaign to encourage investment in renewable energy as a long-term solution to the country’s economic and social development needs.

Minister Patterson also used the platform to announce other plans for the Region under his ministry. “In 2019, a sum of $105M was allocated for the rehabilitation of the road from Karasabi to Paramakatoi. Rehabilitation of the road from Hill Foot straight out to the airport in the first phase, then onwards to the new housing scheme in the second phase, which I understand is also the proposed location for the new hospital.”

“Further, my ministry in conjunction with the Ministry of Business will be upgrading the Mahdia to Pamela Landing corridor. This will be integral to the Ministry of Business’s

plan of creating an overland route to Kaieteur.

Also, a representative from my ministry had recently attended the North Pakaraima district council meeting, which was held in Chenapou where the development plans for twenty-two indigenous villages were shared with my ministry’s representative,” he detailed.

He disclosed too that the ongoing works along the Bartica-Potaro corridor is near completion, in addition to the road from Mahdia to Denham Bridge.

Additionally, contracts were awarded for the structural analysis on both the Denham and Cassandra Bridge. “We have also made a submission for a one-year routine maintenance contract of the Mabura to Mahdia corridor and, last but certainly not the least, we will be retrofitting the bridges to concrete,” he added.

He reiterated that the execution of these projects is a strong indication of the government’s dedication towards improving and creating a positive impact on the lives of all citizens in Guyana.

While there is still more work to be done within the region, he said government remains committed to ensuring completion to a standard that is second to none.

By Lisa Hamilton AN Institute for Food and Nutrition Security has been launched at the University of Guyana with hopes of setting Guyana on the path towards food security; green development and greater agriculture productivity.

The institute will begin functioning in January 2019 with Dr. Dindyal Permaul serving as its Founding Director.

On Thursday at the Arthur Chung Convention Center (ACCC), representatives from university and other local sectors attended the event titled: ‘From farm to Fork: Food

and Nutrition Security for the Green State.’

In welcoming the gathering, UG's Principal and Vice Chancellor, Professor Ivelaw Griffith vouched for the relevance of the institute, stating that it would address Guyana’s food management and preservation issues. “We know that Guyana is a producer of much food in many categories. But when we ‘peel the onion back’ we’ll find that the four pillars around which food security revolves --availability, access, utilisation and stability--- we’re not as strong in those pillars as we would like.

“We produce a lot of food

but we waste a lot of food because it’s not processed, it’s not canned. The logistics do not enable us to move food from easily across Guyana and beyond Guyana. So there’s an imperative revolving around dealing with the four pillars in way that we have not, as a university, done before,” the professor stated.

He added that it would also help to gather and provide useful information so that policy makers can be guided by “evidence rather than anecdote”; extend education and set Guyana on a “green” development pathway.

At the launching, remarks came too from Education Minister, Nicolette Henry, who noted the institute has similar links to the Ministry’s National School Feeding Programme. Some of these she listed as: reducing poverty, promoting good health, improving nutritional status and increasing agriculture production.

“I fully endorse this initiative as an affirmation that the classroom is an essential cornerstone for any approach that is sustainable and capable of bringing lasting change,” she said.

Owning your own region

PRESIDENT David Granger, at a community meeting in Lethem last week in the Upper Takutu-Upper Essequibo, Region Nine, charged residents to take responsibility for the prosperity and development of their villages, communities and region, and ultimately the country.

This, undoubtedly, was a clarion call to the people signalling a time for action, which should not be ignored. It is a charge likely to resonate with those who feel regional government is being under-served, hamstrung or held hostage to political machinations.

The 1980 Guyana Constitution, which established a regional system to be managed by Regional Democratic Councils (RDCs), empowers Parliament to make laws for these local democratic organs to be autonomous and raise their own revenues,

which are being channelled in the President’s view. Three decades after, unlike the towns and the Neighbourhood Democratic Councils which are allowed the autonomy to make their own (by) laws, establish their own police/constabulary systems and raise revenues for their daily operations, the RDCs are not so empowered. Management of the regions is, in large part, subject to the national government’s decisions, programmes, allocation of revenues, and the agenda of the political directorate. Woe onto the people of the region if that government considers them not one of theirs, as has happened in the nottoo-distant-past.

Deprivation of involvement and equitable treatment have proven to be polarising, hindering the regions from forging harmonious relations among its peoples and the benefits,

intrinsic and extrinsic, that can be derived from ownership and wanting the best for the community. Given these limitations and discriminatory practices, it would not be unfair to say that the regional system has been stymied and was never given the opportunity to properly utilise its human and physical resources, consistent with its objective.

Regional government is the second tier of government, formed with the intent of devolving power to the people in their quest for self-determination. An advantage of regionalism is that the regional leadership has the opportunity to interact more frequently with the citizenry and obviously will get better understanding of the desires of the people, the problems that exist, and the people working together in resolving them.

This level of interaction also brings with it a greater sense of account-

ability and improvement to local democracy, which are elements of good governance.

Since the regional system was established, the People’s National Congress (PNC) was in office for 10 years, the People’s Progress Party/ Civic (PPP/C) for 23 years and A Partnership for National Unity+Alliance For Change (APNU+AFC), two years. Suffice to say, without getting into finger-pointing, though all governments must be held to account, the operationalising of the system has fallen woefully short.

The initiative by President Granger for flags depicting each of the 10 administrative regions, while it may appear symbolic, signals an intent to make the system work. The demarcation and unique identity that the flags represent for each region should now see collaborative efforts in using

their resources for development of the people. Making ownership possible will require instituting legislative structures that allow for economic, political, security and other autonomous measures.

Such could include granting each region the opportunity to create their own security system and revenue base derived from the resources therein and services provided. This would also facilitate some level of competition among the regions that push and facilitate inter-dependency which are healthy indicators for development. The RDCs and people in the regions should no longer be made to feel that investment in them hinges on political allegiance to central government; neither should any region have to be deprived for not supporting the government in office.

Aleem Hussain was voted into office as President by members who looked beyond his past and have been well satisfied that since his involvement -- beginning October 2017 when he singlehandedly brought off a successful international Guyana Open Tournament in 2017 -- he has made a greater positive contribution to the LGC and golfing in Guyana than any other previous President in the history of the club.

Being cognisant of his past – a past that Aleem Hussain has not shied away from – the executive is satisfied that President Hussain has MOVED FORWARD IN LIFE AND HAS DEDICTATED HIMSELF TO MAKING AN EXCELLENT CONTRIBUTION IN WHATEVER AREA HE FINDS INVOLVEMENT. This visionary, tireless, indefatigable leader has had a few critics, opponents and gainsayers within the club, but then so has every previous president, or executive, and in fact by some of the very same persons who like Judas of old, always seek to undermine and betray the leadership in some unimaginable ways.

Aleem Hussain -- with a winsome, frank and always-looking-for-a-solution personality -- like so many great and visionary leaders, accomplishes much in double-quick time; is impatient with the inevitable delays of sub-committees; has little tolerance for

mediocrity; and succeeds where thousands of others would have failed if faced with the same challenges for accomplishments.

To date, in terms of golfing in Guyana -- to mention only a few things -- Aleem has pioneered a new method of international tournament sponsorship for the Guyana Open; has seen the course maintained in pristine condition throughout the year; for the first time in the club’s history has realised golf-playing throughout the year, because of a significantly improved golf course; has taken golfing to schools and the university (a dream and hope of previous administrations); and has personally involved his finances in ensuring development and operation of the club (a feature several previous presidents and executive members have also done).

With regard to the activity concerning Jack Nicklaus, which was used to bring these disclosures to the fore, it needs to be noted

that nothing great was ever accomplished by those who were content with the status quo.

But significantly, those foreigners involved in the project had done their own background checks and were satisfied that it was worth their time and investment to be involved with Mr Aleem Hussain in this multi-million dollar project, which, once successful, will redound to the benefit of Guyana and Guyanese.

Rohee must explain why no phantom killer was charged under his stewardship Dear Editor, THE recent escape of three inmates from the Lusignan prison and the subsequent riot that resulted in 10 prisoners being injured by rubber bullets and live rounds used by security officers who were called out to quell the uprising, have once again brought to the fore the challenges facing Guyana in its overcrowded prisons and poorly managed penal system.

The comments by the Minister of Public Security, as quoted in a Demerara Waves article on October 17, 2018, captioned, “ Improved prisons hinge on oil money – Ramjattan”: and a letter that was written by his predecessor, Clement Rohee, that was published in the Stabroek News on October 18.2018, captioned “Coalition gov’t has to be more inclusive in management of the serious prison's problems,” are both instructive.

Mr. Rohee in his letter stated, “On assuming office,

Mr. Ramjattan rejected the sound policies he inherited from the previous PPP/C administration…”. However, not unsurprisingly, he failed to outline what those “sound policies” were. Anyone reading Rohee’s letter in the context of the caption will have tremendous difficulty in attempting to understand what the former minister refers to as inclusive management of the prison's problems.

As I have stated, he made no substantial arguments in support of his position. What was unmistakable was the self-serving nature of the letter, which sought to rewrite history with his ridiculous claim that the prisons and the crime situation in Guyana were well managed under his and the PPP/C’s stewardship.

The facts tell a different story. It cannot be denied as Rohee attempts to do, that the genesis of the nation’s prisons and crime crisis is rooted in the 23 years of PPP/C rule. The mismanagement of the crime and security situation in the country under the

PPP/C and the involvement of high government officials in the facilitation of criminal activity during that period, saw crime and the behaviour of criminals degenerating to levels never seen before in the modern history of Guyana. At the height of that crisis hundreds of citizens, including police officers, were murdered. As a result of the PPP/C regime’s covenant with known drug lords, the nation witnessed for the first time in its history, the emergence of an unprecedented rise in state-sponsored executions that led to the birth of the so-called phantom killers and the criminalisation of the state. Mr. Rohee must explain why none of the known phantom killers was brought to justice under his stewardship.

In fact, it is important to note that when the head of the criminal enterprise in Guyana, Roger Khan, was captured in Suriname and the Surinamese authorities offered to return him to Guyana, the then Minister of Home Affairs, the Hon.

Gail Teixeira, said that Khan was not wanted in Guyana for any criminal act. He was subsequently handed over by Surinamese officials to U.S. law-enforcement officers, taken to the USA, entered a plea bargain arrangement, and was tried, convicted and sentenced to 16 years imprisonment in a U.S. prison.

All of the above had a negative impact on the political, economic and social situation in the country. The end result was overcrowded jails that up to today are populated with young men, most of whom were born and brought up under the PPP/C regime.

It is this reality that was inherited by the APNU+AFC coalition government. It is obvious that in the prisons the “chickens” came home to roost - so to speak –and the phenomenon of the prisoners on the “roof” to “riots and fires” was spawned. The nation is now reaping the seeds that were sowed by the PPP/C administration; this is proving to be a difficult situation for the present gov-

Khusial got it wrong on oil money Dear Editor, IN a recent letter, Darshanand Khusial makes two points: Warren Buffet is a great investor and that our oil contract is flawed. While he is right that Mr. Buffet is a great investor, his claims about our oil contract are inconsistent with the facts.

Mr. Khusial’s demand that we renegotiate the contract makes it seem as if we will receive a paltry sum of the oil revenue, but this is just not true. As it stands, the oil industry will generate more money for Guyana than we have ever seen before. Exxon estimates that we have approximately 4 billion recoverable barrels of oil.

Looking at different oil-price scenarios, analysts estimate that our total government revenue over the next couple decades could range from $51 to $160 billion USD. As you can see, we are not

just letting Exxon develop our oil in exchange for crumbs. This is an enormous amount of money that will be a catalyst for growth and prosperity in Guyana.

Mr. Khusial also claims that we are receiving a much lower percentage than what many other nations have got in their oil contracts, but this statement is misleading if not looked at in context. According to Rystad Energy’s report, the Guyana’s government take will be 59 per cent of total profits. When you look at other countries with no previously known resources or oil and gas infrastructure, our government’s take is right in the middle of the pack internationally. It is also interesting to note that our average government take is higher even than countries like Australia, Canada, Israel, the United Kingdom, and the United States.

In fact, to initially attract an

oil company like Exxon, we had to offer favourable economic terms. However, as the IMF report explains, because it is now established that Guyana is blessed with huge oil reserves, we are in a position to adjust our fiscal terms for future oil contracts. Contrary to what Mr. Khusial says, it would not be more prudent to renegotiate our oil contract with Exxon; doing so would bring uncertainty and could delay development for a decade and even jeopardise the project entirely.

What we should do, though, is start preparations for how we are going to infuse our newfound oil revenues back into Guyana and improve the lives of all Guyanese.

Minister Ramjattan‘s statement that “improved prisons hinged on oil money,” when taken with his revelation that the government had unsuccessfully approached international agencies for finance to build new prisons, seem to suggest that the administration is anticipating a rise, rather than a reduction, in the prison population in the immediate period ahead. This is a frightening thought, even though all that the minister may have been doing is expressing the thinking of the cabinet, and what his security advisers may have told him.

With the pending oil wealth, we as a nation must commit to public policies which are designed to address the fundamental social and economic issues that are negatively impacting the nation, particularly among the youth population, with the intention of reducing the flow of citizens entering the

prisons. When it is realised that the vast majority of these citizens are from the poor and powerless in the society, the need for action becomes more urgent.

The logic of this argument is that we must stop thinking of building new prisons; instead, we ought to be looking at meaningful solutions to reduce the need for jails. Guyana needs a more enlightened policy to address the country’s prison challenges, both in the short and long-term; oil money will give us the opportunity to do so. Cash payouts from oil revenues to Guyanese households will contribute to the limitation of the spread of poverty and crime among the nation’s youths by economically empowering poor households.

Making a substantial difference at LGEs 2018!

Dear Editor, WE recently had an experience with our Neighbourhood Democratic Council (NDC), Better Hope, as it relates to garbage collection. On Tuesday, October 9, 2018, we contacted our NDC for their scheduled disposal days and were elated when we were informed that Wednesday is the weekly scheduled pick-up day for our community. We were advised that since pick-ups are not timed, it would be best to leave the secured garbage bags on the parapet for removal. On Wednesday, no garbage was picked up. After numerous calls and a visit, the garbage was finally collected on Friday, October 12, 2018.

Sadly, and in most communities, it is a norm that if the scheduled garbage-disposal day passes, it is expected that residents would wait for the next scheduled pick-

up day the following week; this is unacceptable. This is a regular garbage-disposal issue with many NDCs. Too often, the excuses are not practical.

With Local Government Elections (LGE) scheduled for November 12, 2018, I plead with our local representatives to address this issue; it is one of many critical subjects and the only acceptable solution lies in electing policy-makers who are responsible, share the view of serving and protecting the public’s interest, making tough public-policy decisions and holding the council responsible for its mandate. This poses a serious health concern and it affects all of us; let’s all act affirmatively and make the necessary choices that will lead to a timely resolution of this problem.

HEN I arrived at the Parliament Building on Thursday last, I immediately noticed that the atmosphere was just right for the day’s ceremonial event: an address by President David Granger at the start of a new session of the National Assembly.

In the foreground, were three groups with banners and placards. In a celebration of Guyana’s open democracy, one group was assuring solidarity for the coalition government; the second calling for legalisation of marijuana; and the third demanding final payment of redundancy monies to sugar workers.

I thought immediately that this week’s column should be titled: ‘Granger, Ganja and Paisa’, but decided against this after I had listened to the President’s address.

President Granger was composed and in total control of his message. As he spoke, I realised that his was no ordinary address: he was cataloguing achievements just three years after taking office, which sent a clear message that the coalition government is here to stay. He was, as I told him afterwards, preparing the pitch for the 2020 elections.

GOOD WICKET I was not the only one who came to that conclusion. The opposition benches were disconcerted, squirming uncomfortably, probably realising that the coalition government was batting on a good wicket -- and scoring big. I mentally caricatured the posture of the opposition when an otherwise vociferous backbencher placed his hands over his head, which was bent over his desk, in apparent silent submission and resignation, as if to say, “All

gone, Lake!”

The President didn’t bowl any bouncers; just slow, soft spin. The objective of his government, he remarked, is to secure the ‘good life’ for all. No one could fault or contradict that, as he explained: “The ‘good life’ entails providing every citizen with opportunities to be the best that they can be. The ‘good life’ is about securing sustained economic prosperity, ensuring citizens’ access to quality public services, and promoting social cohesion.

“The ‘good life’ involves eliminating extreme poverty and removing social, ethnic and geographic inequalities. The ultimate indicators of the good life are happy communities, happy households and happy people.”

Carefully and methodically, the President presented the score-sheet on how well the government has done to further the nation’s social agenda, in order to incrementally secure “happy households and happy communities.”

ACCESS AND ACHIEVEMENTS The entire nation would back a government that is building a first-class education system, with emphasis on providing access to education, attendance and achievement.

The first round of applause greeted the announcement that the Public Education Transport Service has distributed 1,254 bicycles, 28 buses and nine boats to help get our children to school, “without expending a dollar from the government coffers.”

President Granger was extraordinarily modest about this unprecedented achievement. It is his initiative, emerging from his 70th birthday, when he had said that he didn’t want personal gifts. Donors were invited to help

the nation’s children by providing transportation facilities. The ‘Three Bs’ later included boots and books. Then, the Ministry of Education expanded the school-feeding programme by adding a daily hot meal, mostly for pupils in hinterland areas.

As a former teacher during a time when the main educational tools were chalk and talk, the innovations in today’s education system must bring deserved credit to this government, which has reversed the failure of our students at competitive examinations. Today, apart from textbooks, our schools get musical instruments, micro-science kits, and toolkits for mathematics, literacy and social studies, and sports equipment.

The young and vibrant Nicolette Henry, as Minister of Education, has breathed new life into the education system, and should be identified with the changes taking place. It must be, therefore, with justification and pride, that the President reported to the National Assembly that at the National Grade Six Assessment exams, the percentage passes in English moved from 42 per cent in 2016 to 60 per cent in 2018; Mathematics moved from 14 per cent in 2016 to 38 per cent in 2018; and Science from 28 per cent to 46 per cent.

Only a blind narcissist would not recognise the transformative effect of the government’s people-oriented policies. These include, for example, a river ambulance being provided for Orealla Village, way up the Corentyne River, “to transport and provide medical interventions for pregnant mothers and other emergency cases en route to the nearest health facility”, or provision of Maternity Waiting Homes for high-risk, pregnant mothers, particularly those from the hinterland regions.

Also, the forward-looking “housing solutions” for 2019 will see development works in nine new housing areas; completion of 450 housing units; and installation of electricity in eight communities.

In addition, more than 31,600 persons have benefited from access to potable water for the first time.

New water-treatment plants are being built at Uitvlugt, Diamond and Sheet Anchor, to provide improved access to potable water for more than 50,000 persons next year, when eight new wells would also flow in our Indigenous communities.

‘GREEN’ GROWTH The 2019 Budget has to be crafted, within the financial means of the state, “to sustain and improve the delivery of social services.”

According to the President, Budget 2019 will be based on “the theme of transformation for sustainable development and ‘green’ growth towards achieving the good life.”

It will place emphasis on economic diversification, and on new and emerging sectors such as agro-processing, information communications technology, and ecotourism.

Nothing gives me greater pride than to see the emergence of small, independent agro-processors who have placed on shop shelves a wide variety of local products.

Though the President did not speak to the issue of marijuana, it is the government’s known policy to reform sentencing laws that would ensure that no one goes to jail for possession of small quantities of this substance.

As for the understandable clamour by a cluster of cane-cutters for sever-

ance payment, it is a bankable promise that the additional sum of about $2.5B would be paid after funds are approval by parliament.

What the President avoided, however, is the hypocrisy of the opposition which had ruined the sugar industry, ran it into bankruptcy with an indebtedness of $85B and unashamedly jumping on the bandwagon of feigned sympathy for sugar workers over the severance pay issue. Under our government, the affected workers would get their ‘paisa’ soonest!

FIRST OIL Guyanese surely want to hear about the future; the announcements in Parliament about first-oil and a Natural Resources Fund would come to them as sweet melody to the ears. The whole world looks at Guyana, and come 2020, or hopefully before, Guyanese will not only smell, but begin to taste the better life.

Above all, a grateful nation recorded gratitude to Vice-President Carl Greenidge and the Ministry of Foreign Affairs for their efforts to protect, in the President’s words, “our national patrimony” by representing successfully that the long-standing controversy between Guyana and Venezuela be referred to the International Court of Justice for a final and definitive settlement.

Parliament reconvened in an atmosphere of optimism. While our achievements are many, better days are ahead. Though the President used a light roller, the pitch is already well prepared for the exciting 20/20 contest ahead.

Construction of East Coast- East Bank road link to start July 2019 THE feasibility study for the East Bank –East Coast bypass road from Diamond to Ogle, has been submitted to the Ministry of Public Infrastructure by the Consultant- RITES Limited – a Government of India enterprise.

The project is estimated to cost US$104,000,000. The Guyana Government through a loan provided by the Government of India, has entered into an agreement for the East Bank – East Coast Road Linkage Project. In a statement on Tuesday, the Ministry of Public Infrastructure disclosed that the

feasibility study was submitted on September 21, 2018, in addition to an Inception Report, which was submitted at mid-year.

The Inception Report and Feasibility Study form part of Stage 1 of the three-pronged project, which will see a road connecting Diamond Housing Scheme on the East Bank of Demerara to Ogle on the East Coast of Demerara. “The proposed design for the main alignment comprises three sections. Between the Rupert Craig Highway and the Railway Embankment will have four lanes with a cycle lane on each

side and covered concrete drain which will be used as a sidewalk; between the Railway Embankment and the GuySuCo compound will have a similar but expanded design, along with the cane field area which will have four lanes with a 40m reserve to separate the direction of traffic. All other deliverables will be submitted in 2019,” the Public Infrastructure Ministry said.

It will also allow for integration with the existing road network via a number of connector roads, measuring a total length of 9.62 km, at the following roadways: at Aubrey

Barker, Haags Bosch, Mocha-Arcadia Road and at Diamond Access.

According to the ministry, the consultant is expected to submit the Draft Detailed Project Report in February, 2019, the Final Detailed Project Report in April, 2019 and the Bid documents in May, 2019.

RITES was awarded the contract for consultancy services at the cost of US$ 1,321,000.

Stage 2 is expected to commence in July, 2019 with the construction and supervision of the road project. “The Government of Guyana has also approved the

Consultancy services for the continuation of this project; i.e. from Diamond to Soesdyke, which will also commence in 2019,” the ministry noted. The final stage is the Post Construction/ Defects Liability Period.

Based on the agreement, the terms of reference (ToR) stipulate that the consultants have to submit an Inception Report, Feasibility Report, Draft Detailed Project Report, Final Detailed Project Report and Bid Documents.

Understanding Energy...

Guyana’s emerging role in geopolitics Guyana’s growing importance on the global stage is being noticed. Since the discovery of massive oil resources, international attention and investments have been steadily growing.

Just this last week, an American think tank turned its focus on Guyana by hosting an event on the prospects for oil revenue to bolster our regional status and the security situation.

The American Security Project (ASP) is a non-profit and non-partisan research organisation in Washington, D.C. The organisation’s board of directors includes former U.S. Secretary of State John Kerry, former U.S. Secretary of Defense Chuck Hagel, and former Senator and presidential candidate Gary Hart.

The event on Thursday included Sonya Boodoo from the Norwegian energy research firm Rystad, Lisa Viscidi, director of the Energy, Climate Change, and Extractive Industries Program at the Inter-American Dialogue, and Vice-Admiral Kevin Green, USN (Ret), who had commanded the U.S. Navy’s Southern Command. At the event, ASP unveiled

an academic report examining Guyana’s security situation and calling on American policymakers to build a closer relationship with Guyana.

The report was written by Andrew Holland, the ASP’s chief operating officer and an expert in sustainable energy, environmental policies, and infrastructure, who worked as a legislative aide in the U.S. Senate. Holland’s paper emphasised the fortunate timing of Guyana’s oil discoveries, coming just as Venezuela’s oil production collapses and other major conventional oil finds have been scarce.

“If properly managed, these new resources could help Guyana become a model for how to build sustainable security and prosperity. For too long, U.S. policy has ignored the interests of the Caribbean and Latin America, seeing it only as a source of problems,” the report stated.

At the event itself, which was livestreamed, Boodoo outlined the projections of Rystad Energy and noted that Guyana had effectively used attractive fiscal terms in its production-sharing agree-

ments to attract investment—a decision that could help lead to the government taking in more than US$110 billion over the next few decades, according to Rystad projections at $70 per barrel oil.

The report did not ignore the challenges faced by Guyana and the problems that resource extraction can sometimes pose. However, the panelists emphasised that they believe Guyana is on the right track. “Guyana faces geopolitical challenges, ranging from transnational crime to threats to its territorial integrity. If properly managed, the oil boom can help alleviate these threats and turn Guyana into a model for the Region.”

“The resource curse is not a prophecy: it is a warning,” noted the report, which also stated that if the Green State Development Strategy is implemented effectively, Guyana could become a model in the Region and the world for how to balance energy development, economic growth and conservation.

The elements of territorial integrity and geopolitical independence are also important ones. Considering the regular

threats from Venezuela, our security situation is usually on the minds of many Guyanese. As outlined in the ASP report, Venezuela doesn’t just claim more than half the country as its own, but also an area that includes all major oil finds to date.

“For small countries, energy security affords resilience to external threats.

Without energy security, a country’s economic and social well-being becomes hostage to foreign actors. There are few places in the world that exhibit the challenges of energy insecurity more so than the nations around the Caribbean,” Holland wrote in the report.

As the report and panel emphasised, revenues generated by the oil project provide an opportunity for Guyana. With an effective fiscal regime, Guyana can direct the profits to build local industry, invest in crucial infrastructure and education, ensure domestic energy supplies and enhance our geopolitical status.

Local airlines to join international initiative to reduce carbon footprint GUYANA, through the Guyana Civil Aviation Authority (GCAA), will participate in the Pilot Phase of the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) commencing in 2021.

On this occasion, Guyana will proactively participate in the ground-breaking initiative launched by the International Civil Aviation Organisation (ICAO), the GCAA said in a release. This intention was communicated to Secretary-General of the ICAO when the Director-General Lt. Col. (Ret’d) Egbert Field presented the GCAA’s Letter of Participation during

the 13th Air Navigation Conference in Montreal, Canada, on October 16, 2018.

CORSIA is a market-based measure (MBM) adopted by ICAO as part of a broad set of measures to help ICAO achieve its aspirational goals to decrease the carbon footprint of international civil aviation.

A market-based measure (MBM) is a policy tool that is designed to achieve environmental goals at a lower cost and in a more flexible manner than traditional regulatory measures. Examples of MBMs include levies, emissions trading systems, and carbon offsetting; CORSIA will take

the form of carbon offsetting. CORSIA will have three implementation phases: the Pilot Phase from 2021-2023, the First Phase from 2024-2026, and the Second Phase from 2027-2035.

ICAO’s goals involve realising carbon-neutral growth from the year 2020 onwards, by keeping the net CO2 emissions from 2020 at the same level. A baseline level of emissions will be calculated from the years 2019 and 2020.

The total emissions from international aviation operations on routes that are covered under the scheme will be measured from 2021 onwards and will be compared

to the baseline. Should the level of emissions found to be above this baseline, the emissions will have to be offset.

Offsetting is done through acquiring and subsequently cancelling out emission units acquired in the carbon market.

BENEFITS FOR GUYANA According to the GCAA, participating in CORSIA’s Pilot Phase will catapult Guyana’s aviation industry directly to the forefront of the fight against climate change.

Participants moved from D’Urban Park along Vlissengen Road to the Kitty Roundabout and back to the park, completing a course distance of five

kilometres (5K). They ran the 5K or 10K race or cycled for 20K, but most persons managed the 5K walk.

The aim of this event was to stress the severity of breast cancer and raise awareness, so that it may be eradicated. Prime Minister Moses Nagamootoo and his wife, alongside Junior Minister of Public Infrastructure, Annette Ferguson, were among those who came out to show their solidarity.

Saturday’s event was perhaps the highlight of GTT’s month-long activities held in observance of Breast Cancer Awareness month, held throughout October.

In September, Chief Executive Officer of GTT, Justin Nedd, said Pinktober is intended to be a “seismic shift” in how Guyanese address social causes, particularly breast cancer and cancer on the whole.

“Ultimately, our dream is to ensure that every single person in Guyana … is screened routinely … and as we make this a routine occurrence we will remove the stigma associated with cancer,” Nedd said.

Addressing the mammoth crowd that returned to D’Urban Park, Minister of Public Telecommunications Cathy Hughes too, stressed, “breast cancer is preventable.”

She, however, added that

the work does not stop at wearing pink and marching.

Instead, screening for breast cancer regularly to detect it as early as possible is paramount.

While stressing that women should get the screening done regularly, she also urged the men present to encourage women to get checked up. And he hailed the men for coming out to support women in this manner.

Early detection in order to improve breast cancer outcomes and survival remains the cornerstone of breast cancer control. This is the key message that is continually amplified by the World Health Organisation [WHO] when it comes to this disease.

Breast cancer is cancer that develops from breast tissue. Signs of breast cancer may include a lump in the breast, a change in breast shape, dimpling of the skin, or fluid coming from the nipple.

Data, published in the Ministry of Public Health’s Cancer Surveillance Report in 2015, suggests that between 2003 and 2012, breast cancer was the leading cause of cancer- related deaths in Guyana.

Hosted at the Pegasus Hotel, the function saw reflections being made on Dr. Persaud’s long and distinguished career in business, civic and philanthropic works.

Dr. Persaud has served in several positions of business and innovation, such as former Executive Chairman of Demerara Distillers Limited (DDL) and founder of the

Expert commends gov’t Green Paper on SWF ….says strongest elements are multi-layered accountability structures

GOVERNMENT’s Green Paper which outlines the proposed plan for managing oil revenues through the establishment of the Sovereign Wealth Fund, contains “strong elements,” especially on accountability, transparency and oversight.

This is the assessment of Natural Resource Governance Institute (NRGI) Consultant Andrew Bauer, who on Wednesday delivered a lecture for journalists under the heading: “Oil Revenues and Green Growth – How can Guyana effectively manage oil revenues for green growth?”

The lecture was held at the Moray House on Camp Street in Georgetown. NRGI is a New York-based independent non-profit organisation, dedicated to improving countries’ governance over their natural resources to promote sustainable and inclusive development. Bauer is an expert in several areas of management, including public financial management; natural resource regulations and taxation; state-owned enterprises and sovereign wealth fund governance; local government finance and inter-governmental transfers; economic development and industrial policy; accountability mechanisms, as well as lobbying and advocacy.

The forum on Wednesday was hosted by the Guyana Press Association (GPA) in collaboration with Conservation International (Guyana).

Bauer noted during the lunchtime presentation, that he interacted with the Ministry of

Finance here and according to him, the agency is aware of all the challenges in its path. He said that the agency “has been studying this topic for a while; they understand the issues.”

Bauer said the Green Paper puts in place a sturdy policy foundation; and he noted that it contains a proposal for fiscal rule, which he said will constrain government’s spending. He said the strongest elements of the Green Paper are the “multi-layered”

ency and oversight.” These include the annual reports, audits undertaken by the Office of the Auditor General, as well as parliamentary oversight. “The strength of this paper is that they are taking the issues about accountability and transparency seriously,” Bauer noted of government’s approach to management of the sector.

As a voluntary state, Guyana will also have the opportunity to share the experiences of developing states in implementing CORSIA. The director-general said “it is

imperative that we are able to have our perspectives and capabilities as a small state taken into consideration in the wider global conversation.”

REQUIREMENTS FOR OPERATORS In the years 2019 and 2020, Guyana will implement a Monitoring, Reporting and Verification (MRV) system to monitor the level of CO2 emissions from our international aviation operations and report these emissions to ICAO to create the baseline.

Bauer also suggested that there should be open discussions and consensus-building to help ensure that all parties are on board with the plan on how to manage oil revenues.

The Green Paper was created with inputs from the World Bank, the International Monetary Fund, the Inter-American Development Bank and the Commonwealth Secretariat; and is line with the Santiago Principles—24 generally accepted practices for good governance of resource revenues created by the International Forum of Sovereign Wealth Funds. The plan will hold petroleum and excess mining revenues in a “Natural Resources Fund”—a U.S. dollar-denominated Sovereign Wealth Fund (SWF) at the Bank of Guyana.

Holding funds in an international currency such as U.S. dollars is a common practice with SWFs, since it prevents inflation and distortion in the local currency. The plan outlines how petroleum revenues will be incorporated into the budget, how they will be saved and invested and what agencies and ministers have authority over how and when funds are spent. In August this year, the government presented the Green Paper to the National Assembly under the title, “Managing Future Petroleum Revenues and Establishment of Fiscal Rule and a Sovereign Wealth Fund.” It is expected to be laid in the National Assembly before the end of 2018.

After approval, the operator will be required to monitor their emissions throughout the year in accordance with the plan. The Biennial Conference is being held from October 22–24.

The conference is expected to create the opportunity for experts and practitioners to set out arguments for a prosperous future that includes the public service being responsible custodians for the environment.

“Guyana is keen to collaborate with and learn from all innovative ideas at this historic juncture when we ourselves are engaged in re-orienting and re-positioning our public sector to embark on the path of a green state agenda, as well as management of our environment as we develop a new oil and gas industry,” the statesman said.

He continued: “Oil and gas is the new buzz in town, and brings with it new responsibilities for the public sector. While the focus would be to develop and implement strategies to secure the better life for our citizens, the public sector has to be prepared to grapple with environmental and climate governance challenges, as well as the green agenda as a whole.”

The acting President explained that the integrated mandate of the public service which includes ministries, agencies and departments, is to ensure improved human and social wellbeing within this framework.

As such, Mr. Nagamootoo stressed that climate change is real and all sustainable development will require partnerships and collaborations across borders.

This, Mr. Nagamootoo said, reveals the reality of cross-border implications and the need for inter-state cooperation as climate change can affect countries that may not themselves be internally vulnerable.

“We have seen the tropical storms, typhoons, hurricanes, earthquakes, floods and other natural disasters that are ravaging the world around us. Our sister Caricom state, the Republic of Trinidad and Tobago, is currently suffering from the effects of unpredictable weather changes, resulting in severe floods,” he said.

Further, the acting President said while CAPAM will invariably play its part in assisting with transformational change and international cooperation, a sustained, local multi-stakeholder approach to any green agenda is nec-

essary for its effective and efficient implementation.

Adding that seven multi-stakeholder expert groups made up of public sector; private sector and wider civil society members have been working with the Green State Development Strategy since its beginning in 2017. Nagamootoo said the expert group on Sustainable Management of Natural Resources prioritised the expansion of environmental services and stewardship of the natural patrimony.

The prime minister explained that the seven expert groups on the pertinent green agenda areas in their detailed analyses, pointed to the strength in collaboration among all stakeholders, whether they are in the public service, private sector or the wider civil society.

However, the public sector, he said, must lead the way in preparing itself to

meet the challenges of climate governance. It must also build networks and partnerships within and beyond sovereign borders.

The acting President noted that Guyana’s Green State Development Strategy (GSDS), the framework for which is being refined, offers a 20-year national development plan and serves as a mechanism for achieving the Sustainable Development Goals (SDGs) that have been adopted by all United Nations member states.

Meanwhile, President of the CAPAM Board, Dr. Ali Hamsa, spoke to the relevance of the conference’s theme noting that the effects of climate change are felt globally.

“The theme of our conference today is timely…

‘Transforming the Public Sector for Climate Governance’, that is; the effects of changing climate are being felt to various degrees

around the world… With many regions experiencing both shared and unique climate challenges, it is clear that effective and efficient climate governance must occur across government systems through a multitude of sectors and industries in order to better tackle the complex environmental matters,” Dr. Hamsa said.

Echoing similar sentiments, Director of the Governance and Peace Directorate of the Commonwealth Secretariat, Ms. Katalaina Sapolu called for policy changes that reflect the urgent need for climate governance.

“The theme… is timely and important given the existential threat posed to humanity by climate change. The role of the public sector in climate change governance is, therefore, critical and governments are ultimately responsible for the implementation of a

‘green’ international global governance framework.

Indeed for governments to meet their commitments to address climate change in accordance with the Paris agreement, the public sector needs to put in place appropriate national strategies, policies, and institutional frameworks.

[Guyana] has set, for us, a very good example [in] its ‘Green’ State Strategy,” said Ms. Sapolu.

CAPAM provides an opportunity for government heads within the Commonwealth to exchange innovations in public sector management to promote good governance.

The conference is designed for an international audience of senior public sector managers and administrators. The three-day event will offer insightful dialogue, theoretical and practical knowledge exchange and networking opportunities.

According to a concept paper on the conference, “more and more, it becomes evident that strategic partnerships, consultation across political and bureaucratic boundaries and leading practices will advance innovative solutions and support the public service in determining and advising governments on ways to promote economic prosperity while protecting the natural productivity of our world.”

The note explains that with many regions experiencing both shared and unique climate challenges, effective and efficient climate governance must occur across government systems and sectors and industries to better tackle complex environmental matters.

Karasabai to host international tourists FROM January 2019, the village of Karasabai in the South Pakaraimas of Region Nine will be receiving its first overnight international tourists, a step towards greater tourism development in the village.

On Sunday, Minister of Business Dominic Gaskin and Minister within the Ministry of Indigenous Peoples’ Affairs, Valerie Garrido-Lowe, visited the community to discuss the new venture.

Over the last weekend, the Guyana Tourism Authority (GTA) had conducted

its own discussions with the villagers and the village’s tourism committee, to determine ways of improving their tourism contribution.

Coming out of the discussions was a draft three-year plan for tourism, which will enable villagers to make informed decisions, while developing their tourism product.

The plan outlines the strengths and weaknesses of the village, as well as the required capacity-building and infrastructural development necessary for the successful implementation of the vil-

lage’s tourism product.

“The primary aim is to work with them to determine their vision, goals and priority actions to get tourism off the ground; then we will be essentially creating an action plan for them, which incorporates all the information they shared with us,” GTA Director Brian Mullis had explained.

According to a release from the Ministry of Business, Gaskin expressed optimism that something tangible will emerge from the discussions.

As the villagers are now working to ensure that everything is in place for future tourists to have a memorable experience, the village’s Deputy Toshao Andrew Albert expressed his vision for the community.

“We want to develop the area, so we can accommo-

date both local and international tourists…we would like to see that by 2021, all villagers are both direct and indirect beneficiaries of the tourism industry,” he said.

He added that the village intends to merge its agricultural sector with the tourism product.

Karasabai is home to approximately 1200 Amerindians of the Macushi tribe and most of the villagers are excited and optimistic that their community has what it takes to be a leading tourist

destination.

According to Albert, the village has already constructed an Eco Lodge to house tourists, but is presently developing more cabins to accommodate a larger number of tourists.

Some of the unique experiences visitors can have in Karasabai include its golden sun parakeet, giant anteaters, flora, fauna and the seasonal pink and gray dolphins, among others.

Cassandra Chu Simplicity that stands out

By Dominique Hunter AT just 27 years old, Cassandra Chu is carving out her niche as a creative practitioner whose distinctive works vary from beautiful paintings inspired by Impressionism to one-of-a-kind leather works and exquisite semi-precious gemstone jewellery. And although at the surface level these disciplines might appear to be completely unrelated to each other, Chu has managed to link them (both in theory and in practice) so that a certain level of cohesiveness is evident, regardless of the physical form the artwork eventually takes.

But long before she made the decision to focus on those specific subject areas, she was involved in a different kind of creative expression altogether.

It was through Bravo Arts (the popular local face painting and body art company) that the former St John’s College student got her start some nine years ago. She admitted that at the time they were all largely selftaught and self-directed, relying mostly on the guidance of various online resources.

And, it was after being exposed to the endless possibilities, that the medium presented that her desire to learn more about the technical aspects of art intensified.

What followed seemed a natural shift towards a more formal type of training and the decision to enroll at the E.R. Burrowes School of Art, for the institution’s one-year painting programme. After having successfully completed the course, she was encouraged by the school’s administrator to return for the diploma programme. She eagerly took up the new challenge and just recently completed the three-year course, graduating as one of the first jewellery majors the school has produced in recent years.

Reminiscing on her time spent at the institution, the young artist admitted that there was certainly no shortage of challenges. In fact, at the time of her enrolment, she was struggling to find a balance between having a job and the decision to pursue her studies full-time. She stated that eventually, the workload became so overwhelming that she was forced to sacrifice her job and put her art education first. And although this decision should have lightened, her schedule revealed that it was still incredibly difficult adjusting to the school’s intense curriculum.

Drawing, for example, was the one course, in particular, she admits was never her strong suit. But in spite of the difficulties she initially encountered with the subject, she persisted and managed to attain a level of proficiency she now feels satisfied with.

She went on to explain that although there are many introductory courses that may feel quite burdensome initially, they are incredibly beneficial to almost any art career in the long run. However, she is of the opinion that the

school could do even more by introducing a course that would prepare young artists to transition smoothly from art student to art professional. In this way, they would not only be less likely to fall victim to undervaluing their work but they would also be better equipped to market their work at the local, regional and international levels.

“The art school equips you with so much knowledge and skills but what they don’t do is teach you the business aspect of it,” she stated.

Elaborating on her art-making process, Chu explained that hers is one that begins with research and a mood board.

Once these have started to take shape, a series of sketches to pull together a cohesive piece of work would usually follow.

However, as with most persons in any creative discipline, things don’t always go according to plan. In those moments when she’s experiencing an artist’s block for whatever reason, she disclosed that her best bet is to be patient and wait for

that Van Gogh found relief in painting his various subjects, she has also found a way to use her artwork as a coping mechanism to deal with the challenges that accompany the “up and down” nature of her personality, as she describes it.

Although it is quite evident that another major source of her inspiration (particularly in her jewellery) is linked to the culture of Guyana’s Indigenous peoples, Chu insisted that she wouldn’t necessarily describe her

Very often during the course of her studies at the art school, her creative output would be limited due to the scarcity of good quality leather hides in the preferred shade. Nevertheless, she has found ways to work around those challenges, adjusting her plans to suit whenever possible.

She expressed a sincere appreciation for the public’s response to her work as the first graduating student to major in jewellery making in recent years. With the momentum that has since built up following her graduation exhibition, she is hopeful a newer and even more impressive

artwork as being “quintessentially Indigenous.” Instead, she explained that while she acknowledges the simplicity of their lifestyle and their oneness with nature as the foundation for her own art production, she takes it a step further by using her personal style and sensibilities to reflect those same qualities. She describes her work as “nature-based,” particularly in the use of organic materials as well as design motifs and finishing techniques.

Chu also has an equally impressive portfolio of paintings and leather works.

But she revealed that these present an entirely different set of challenges long it to pass.

“With artist’s block sometimes there’s nothing you can do but wait it out. You just take a break and don’t try to force it.

Some persons would try to induce it by saying ‘I’ll just do it until the feeling comes.’ But for me that can’t happen. Most times I just have to wait it out,” she said.

Chu credits a major source of her inspiration to the works of the late Post-Impressionist Dutch painter Vincent Van Gogh. In addition to his signature style (heavily textured brushstrokes and use of vivid colour), she revealed that his personal story is one that has resonated deeply with her. In the same manner

body of work would soon materialise. But before settling down to produce her own jewellery line, she is optimistic about one day working with an already established manufacturer to gain more experience in the field.

Her advice to anyone who might be considering pursuing any kind of formal art training is simple: “You have to make sure it’s what you want to do. It has to be your passion because you’re going to run into a lot of obstacles. And if you don’t really want it then it will be easy for you to give up. So you have to make sure that it’s exactly what you want. That will be your drive to keep going,” she insisted.

WHETHER you choose to call it luck or fate or divine intervention, one thing is certain: Kamalita Heralall’s story is a remarkable account of an undeniable talent that blossomed in spite of the threats presented by less than ideal circumstances. Hers is a story filled with many twists and turns but, more importantly, a core group of supportive individuals, all of whom would’ve recognised the untapped potential of a young woman long before she recognised it herself.

The former Charlestown Secondary School student was incredibly transparent about the difficult journey that led to a rather unexpected start as a creative practitioner. She explained that she had dropped out of school as a second form student and was home for about two years. Immediately after this period of inactivity, she decided that it was time for a change and took it upon herself to enter various youth groups as a way of rekindling the drive she seemed to have lost during those years. It was then that she discovered the Carnegie School of Home Economics and ultimately shifted the trajectory of her life.

“They sent me to the Craft Production and Design Division that was located in the compound. After that I graduated with two distinctions, one in visual art and another in garment construction,” she stated.

Having successfully completed the programme, Heralall explained that she was urged to enroll at the E.R. Burrowes School of Art by Michelle Damon, someone who would remain a constant source of encouragement along her creative journey in the upcoming years. She admitted

that although pursuing art, it was not an option that she had ever considered, since she never thought herself to be an artistic person but, she heeded the advice of her mentor.

“It was her continued belief in me and my ability that contributed significantly to

me gaining my distinction in visual art and garment construction. She was the person who was pushing me all along to get where I am today,” she explained.

Speaking on her experience at the art school, Heralall said that her decision to enroll at the institution marked a significant shift in the course of her life. It was there that she “found” herself, as she described it.

She admitted that at the time of her enrolment at the art institution she had no knowledge of the technical aspects of most subjects offered by the school. In fact, after listening to her story some might even say that she caught a lucky break. On the day of her interview, the staff and students were busy making costumes and building floats for the annual Mashramani parade. As a result, she did not get a chance to sit the drawing exam, as is usually required

work, which she describes as being a “carrier of knowledge and truth,” with specific references to the connectedness of its root system, is likened to the human body. Heralall insists that we must not allow the advancement of technology to overshadow the organic ways we initially used to commune with nature and each other. Instead, she describes the two as working in a complementary manner rather than existing as mutually exclusive entities. Ultimately, she says, it is our duty as conscious beings to ensure the sustainability of our environment, even as we continue to make advancements in technology.

“If I had to draw before I got in there I don’t think I would’ve made it because I didn’t have any idea about drawing,” she said.

Initially, Heralall had enrolled in the certificate programme. However, upon completion, she was encouraged by the school’s administrator to pursue the diploma programme even though she did not have the CSEC requirements at the time. She quickly came to the realisation that the opportunity might not be available again any time in the near future and agreed to return, doing so under the condition that she maintained a certain grade and attendance record.

“If he [the school’s administrator] didn’t see my potential and push me to do it then I don’t think I would’ve gotten this far. I didn’t know I could do these things, and it amazes me to see how far I’ve come because I was just home doing nothing.”

Elaborating on the theme of her most recent body of work, which was on display at the Umana Yana back in September, she disclosed that her decision to use “Connecting with nature” as the conceptual framework was the result of wanting to see a more harmonious relationship between people and their respective environments.

“My work is more or less about awareness. It’s not just about me; it’s also about the public. The concept behind my major task was to create art that would encourage both [parties] to look at the simple aspects of nature that often go unnoticed,” she explained.

But after carefully studying and testing the unique characteristics of each material, she is usually able to find ways of working around any limitations that might pop up, in order to produce a cohesive and aesthetically pleasing final piece.

When asked about any words of wisdom she might have for art school hopefuls who might be considering pursuing a formal education in the field, Heralall emphasised the importance of being exposed to as many creative disciplines as possible. This, she explained, would be crucial in the moulding of any talent and, more importantly, inspire new possibilities for making interesting works of art.

“Go and expose yourself to everything because there’s a lot that the school offers.

By utilising those overlooked and unconventional types of material in her work, she is hopeful that it would encourage persons to be more cognisant of their environment and the endless creative possibilities of working with organic materials.

“I was exposed to patchwork in my textile class and I’ve branched off into so many areas since then. Patchwork allowed me to freely create a new type of base coverage because of the materials I work with. It allowed me to create something from it because I can place anything anywhere in order to cover a surface,” she explained.

Recognising that she might not be as fortunate to receive a similar opportunity to pursue her studies without having the relevant academic qualifications, Heralall explained that she is hopeful about writing a few CSEC subjects sometime in the near future. In addition to writing those subjects, she is also hopeful about introducing several crash courses of her own in textile design and construction for persons who might be interested in working under her guidance.

Catering to the needs of children living with disabilities REdO calls for a Special Needs Centre in Region Two

By Indrawattie Natram OFTENTIMES parents or relatives with children living with disabilities may feel embarrassed to go out in public, but this feeling should be shunned since those children are special in every way according to National Special Education Needs (SEN) Officer Ms. Savvie Hopkinson. Hopkinson during an interview with Pepperpot Magazine said that parents of such children should be proud and also make it a priority to send them to school. With that, Hopkinson optimistically said, that there is hope and help available through the Ministry of Education and NCERD, for children living

with disabilities and in the school system. The Special Education Needs (SEN) Unit within the Ministry of Education is there to assist with such children.

The unit which falls within the National Centre for Educational Resource Development (NCERD), was formed with the mission to understand, translate, interpret and support policies and plans of the Ministry of Education, relative to Special Needs Education as outlined in the National Education Strategic Plan. Its primary role is to catalyse those policies and plans, in order to accelerate the realisation of national education goals.

“The SEN Unit aims to improve the quality of teaching and SEN services offered throughout the national education system through professional development programmes, teacher training and the production of teaching materials developed in conjunction with other departments involved in the common pursuit of excellence in education. It is concerned with ensuring that the school system graduates the best-prepared students to further their endeavours and become productive citizens leading satisfactory personal lives and contributing to their communities,” Hopkinson said.

During a SEN clinic held recently in Region Two at the Department of Education boardroom, the National SEN Officer in her remarks said, the most common types of learners with special education needs are encountered within the mainstream classrooms of the schools. She said they display learning exceptionalities, which require special educational provision.

“Learners with special education needs can benefit from screening assessments, the assessment is an integral part of instruction, as it determines whether or not the goals of education are being met. We can, therefore, say that the primary purpose of the assessment is to improve students’ learning and teachers’ teaching as both respond to the

The SEN clinic is geared at recommending strategies that are concomitant with students’ learning styles. Teachers and parents, she said, will be provided with information

Meanwhile, Region Two Education Officer (REdO), Nicola Matthews is calling on the government and the Region Two administration to consider establishing a Special Needs Centre in the Region. She was at the time speaking at a Special Education Needs Unit (SEN) clinic which was hosted by the Ministry of Education NCERD in the Region.

Addressing parents, teachers and education officers on the need for such a centre, in the department’s boardroom, Ms. Matthews said that such centre will be an asset for the

living with some form of disabilities but those very children have hidden skills that can be developed such as Art. We as educators need to work with them and provide a positive environment for them to dwell in,” Matthews said.

She called on parents not to be embarrassed if they have children who are challenged or suffering from any form of disability – rather, they must be supporters. She said that many of the children that are suffering from various forms of disabilities are blessed with talents, and as such those talents can be developed once the resources are available.

With the establishment of the centre, she said, special teachers will be allocated to work with the children in helping to unlock their hidden potentials. When asked if there is any available place or land in the region for the establishment of the centre, the REdO said there are buildings that are available but permission must be given by the regional administration for such use.

PTCCB drama final blows audience away

HE performances of the finalists in the Pesticide and Toxic Chemicals Control Board’s (PTCCB) Secondary School drama competition on Thursday were nothing short of expressive and informative.

The audience agreed that this year’s presentations rivalled past acts.

Delivering the feature address at the National Cultural Centre (NCC), Minister

of Agriculture Noel Holder urged the students to promote the proper use of pesticides to avoid endangering human health and the environment.

“Pesticides have the potential to harm the nervous system, the reproductive system, and the endocrine system, and is linked to illnesses such as Cancer and Alzheimers. Therefore, it is important that as future leaders, you are involved in such activities, to better understand

and advocate what you have learnt,” the minister said.

He also commended the students for their participation, saying: “Everyone has a role to play in the dissemination of information regarding the proper handling and use of pesticides.”

Minister Holder said the government recognises the importance of reducing the negative impact of misuse of chemicals, hence its full support of the

PTCCB drama competition.

This, he said, is in keeping with the government’s ‘Green State Economy’ agenda.

By Rajiv Bisnauth SOFTBALL cricket has now become one of the most-attended sports locally, and yesterday’s start of the three-day Guyana Softball Cup 8 was no different.

Twenty-four local and overseas teams began battling for supremacy at various venues in Georgetown and on the East Coast, Demerara.

Organised by Guyana Floodlights Softball Cricket Association (GFSCA), the annual tournament for the first time attracted an Over-50 category.

While it was somewhat difficult to report on all 24 games, Chronicle Sport focused more on the games played by the two defending champions, Ariel Speedboat X1 and Floodlights Masters.

apiece, which means the categories are wide open heading into today’s second day’s play.

Ariel Speedboat began their title defence with an easy 49-run win over Cotton Field Wild Oats at Ogle. The defending champions posed a challenging total of 2063. Openers Anand Bharat and Shazim Hussain laid the perfect foundation with an opening stand of 76 before Lennox Marks hit six sixes in an unbeaten 40 at the back end of the innings.

Bharat struck four fours and two sixes in his knock of 49 while Hussein hit two fours and four maximums in his innings of 48.

In the run chase, Speedboat bowlers produced a well-disciplined effort, and maintained a steady line to restrict their opponents to 157 all out in 19.2 overs.

Ganesh Mangal top-scored with 31. Latchman Rohit (22) was the next best scorer.

However, in their second encounter against SVC Spartans, Speedboat suffered a shock defeat, losing by eight runs. The victory was the second for the SVC Spartans, after whipping the Ontario Softball Cricket League by 10 wickets in their first encounter.

Batting first, the Canadian team made 58 in 9.3 overs. Chandrakashar Arjune claimed 6-17 while Roy Jaferally took 2-0.

In reply, the Spartans reached 59-0 in 4.5 overs with Yutesh Danpaul and Delbert Hicks remaining unbeaten on 29 and 16 respectively.

Batsmen have forced India to bring back best bowlers, says Law PUNE, India (CMC) – West Indies head coach Stuart Law has praised his side’s batting performance in the One Day International (ODI) series against India, saying that the home side had been forced to bring back their best two bowlers in Jasprit Bumrah and Bhuvneshwar Kumar for the third ODI which begins here today.

Law, who is returning from a two-match ban following a breach of the ICC Code of Conduct, said it was a good sign that the Windies’ batsmen had been able to “manufacture” changes in the Indian bowling lineup, following

two successive scores of over 320 by the visitors.

“Yeah I would like to think so (on their comeback). That’s probably the reason why they’ve called back their two most experienced One-Day bowlers.

To our credit, we haven’t shied away from it,” Law said on the eve of the third ODI. “So yeah, hopefully we are getting the Indians to ask questions to themselves. They are giving us plenty of questions to ask ourselves but at this stage, we are coming up with pretty good answers.”

In the 8-16-place playoff, Colaaco will play

Akeem Jordan’s 5-18 destroys Red Force for 92 …sends Marooners to Super 50 final BRIDGETOWN, Barbados (CMC) – The Combined Campuses and Colleges Marooners qualified for their second final in a regional competition when they shocked title favourites Trinidad and Tobago Red Force by seven wickets in the second semifinal of the Regional Super50 at Kensington Oval here yesterday.

Led by a spectacular bowling performance from opening bowler Akeem Jordan, the Marooners eased to a comfortable victory and booked their spot in tomorrow’s final against the Guyana Jaguars.

Coincidentally, in their first-ever final appearance at the regional level back in 2013, the Marooners had also dismissed T&T for 90-odd on their way to defeating them in the semi-finals.

This time around, it was Jordan’s opening spell which ripped the heart out of the Red Force’s top order to reduce the star-studded outfit to shreds in a mesmerising display of medium pace bowling.

The dismissal of Lendl Simmons, who had come into the match with three half-centuries under his belt, prompted an unimaginable batting collapse by the Red

Force.

The CCC Marooners are into their second regional final after easily defeating the T&T Red Force.

After scoring just two runs, Simmons was deceived by a beautiful delivery outside off-stump from pacer Jermaine Levy, which he could only edge behind to wicketkeeper Amir Jangoo to leave the score three for one.

In his second over and third of the match, Jordan struck three times within the space of five balls, to derail the Red Force’s innings.

In his second ball of the over, Jordan tempted Sunil Narine to fish outside his off-

stump and was caught behind

by Jangoo for one without a run being added to the score.

And three balls later Jason Mohammed was undone by a beautiful out-swinger to be out for a duck to give Jangoo his third catch of the innings.

Captain Denesh Ramdin only lasted one ball, chipping Jordan’s last ball of the over to Nicholas Kirton at mid-on, as the Red Force slumped to three for four.

Nicholas Pooran scored nine before his attempted wild slash resulted in a catch behind to Jangoo as Jordan grabbed his fourth wicket.

Jordan then capped off his spell with a perfectly-bowled in-swinger to remove the offstump of Darren Bravo after the left-hander had shoul-

dered arms to leave the score 25 for six.

Veterans Dwayne Bravo, who top-scored with 27 and Kieron Pollard (16) – two of only three batsmen to score in double figures – then tried to steady the Red Force during a seventh-wicket partnership of 33.

But once Pollard holed out to long-on as he tried to clear the ropes, the end came swiftly, as 58 for seven soon became 66 for eight when Bravo could only steer Carlos Brathwaite’s high bouncer to square leg where Jonathan Drakes took an easy catch.

Rayad Emrit’s unbeaten knock of 15 threatened briefly to carry them over the 100-mark, before he ran out of partners.

The Marooners then made light work of their target, despite losing two early wickets.

Opener Kyle Corbin edged a defensive prod to first slip where Dwayne Bravo took a stunning one-handed catch to his right off the bowling of Sunil Narine with the score on three, and Jangoo was caught at long-on by Emrit running back for 11, as CCC stumbled to 29 for two.

However, once Drakes was dismissed, opener Kjorn Ottley, who stroked an unbeaten 39 and Brathwaite who finished on 29 not out off just 22 balls, carried the Marooners to victory in less than 17 overs.

Former West Indies middle order batsman on Thursday received the Honorary Doctor of Laws by the University of the West Indies, St. Augustine campus.

PRIME Minister Moses Nagamootoo yesterday joined Guyanese across the world in extending heartiest congratulations to one of our most outstanding batsmen, legendary Guyanese cricketer and former captain of the Guyana and West Indies cricket team, Shivnarine Chanderpaul.

Chanderpaul was on Thursday bestowed with the Honorary Doctor of Laws by the University of the West Indies for his achievements in cricket.

The 43-year-old, for more than 21 years, mesmerised cricketing fans across the world with his batting prowess.

Currently, he is one of the Cricket West Indies (CWI) Ambassadors for the ICC Women’s World T20 tournament – to be played in the West Indies from November 9 to 24.

Prime Minister Nagamootoo and Chanderpaul have enjoyed a long personal friendship, since his days playing with Mahendra and Vishal Nagamootoo for Guyana.

‘Tiger’, as he is known to many, has presented two of his most prized run-scoring bats to the Prime Minister over the years.

THE GFF-Always National Women’s Development League (WDL) will kick off today in Georgetown as women across the country get ready for consistent and competitive football.
