By Svetlana Marshall A HIGH profile team from FATF, the inter-governmental body which promotes effective implementation of legal, regulatory and operational measures to fight money laundering, terrorist financing and other threats to the integrity of the international financial system, is in Guyana to check on reforms here. The team visiting Guyana is from International Co-operation Review Group (ICRG) of the Financial Action Task Force (FATF). They are particularly interested in the implementation of Guyana's updated laws against money laundering and the financing of terrorism, and other reforms FATF had set out. - Major campaign launched to curb road accidents - Prime Minister appeals for extra cars. bV. road users By Rabindra Rooplall THE Guyana Police Force Wednesday launched a major campaign to curb the high incidence of road accidents which have claimed 96 lives for the year. "We are going to have an increase in traffic patrols by day and night we will have the reintroduction of spotting exercises. we will have an increased deployment in black spots (the cluster where there are fatal accidents), we will have random breathalyzer testing." Police Commissioner (ag) David Ramnarine announced at Police Headquarters. Eve Leary. Ramnarine said "Operation Safeway" will restore much needed road safety consciousness with the ultimate goal of minimising the number of accidents. On Tuesday, a meeting was held with Divisional Commanders. the Traffic Chief and Divisional Traffic Heads to outline the steps which would be taken during the operation, including more frequent use of radar guns to target speeding drivers.

In a statement. Prime Minister Moses Nagamootoo said that the issue of increased road fatalities was raised at both this week's National Security Committee and Cabinet meetings. As a result, he said an "urgent decision was taken" to launch Operation Safeway. "Every Guyanese needs to arrive home alive. We all need to slow down. The number of road deaths so far this year represents a 10% increase over the same period last year. The Police Commissioner said that the Force has noticed "a very high degree of callousness regarding the attitudes towards other road users, in particular pedestrians." IT WAS earlier reported that half of the 2016 national budget had been unused, but the Ministry of Finance has related that it is indeed its Public Sector Investment Programme (PSIP) that has experienced this slow pace of spending. The clarification follows a report by this newspaper earlier that said less than 50 percent of budgetary spending had been done by government ministries. Minister Winston Jordan who spoke on the matter said that according to the Ministry's midyear report it was highlighted that PSIPs had experienced low implementation and not the 2016 national budget. According to the Minister's report. "As at June (last) our rate of (PSIP) implementation was just over 25 percent."

He said there was a decline in the application of the five "Cs"" that are well publicised, but are seemingly becoming something of the past. "This is not being rade or disrespectful to anyone, but commonsense is becoming so rare that many people wish they could purchase it in a shop. "This is the reality of the situation; your commonsense which is linked to your conscience is a natural sense of what is right and wrong, just and unjust, moral and immoral, it's the voice that speaks to you from within, but do we listen to that voice? " Mr Ranmraine questioned. He said that the high incidence of fatal accidents is unacceptable not only to the force, but also to key stakeholders in Guyana. Of the number of fatal accidents. 14 were caused by drunk drivers while another 50 resulted from speeding. In 43 of the accidents, the drivers were charged and an inquest was recommended for 22 of the cases; 15 cases are awaiting legal advice. Mr Ramnarine stated that 70% of the drivers involved in these accidents were between the ages of 18-33. and that most of the accidents (71%) involved private motorcars. "If we don't harness this situation that is developing, the prognosis is we are likely to have 120 accidents at the end of 2016 with 132 deaths, which is something we really can't accept." the Top Cop said. "We cannot sit and allow this to happen; we are a small developing country with a small population." "The carnage on our roads leaves so many persons in pain and agony. Mothers, fathers, children, brothers, sisters, wives, husbands and other relatives, friends, neighbours, classmates and work colleagues are all emotionally distressed by the needless loss of lives." the Prime Minister stated. With the new campaign, Mr Ramnraine also had a warning for those who will be involved in Operation Safeway: "We don't want traffic ranks and anti-crime ranks to be involved in unprofessional conduct with the travelling public, since only if an offence is committed then a rank should intervene.

While capital expenditure had increased to 89. 4 percent, it was recognised that some programmes had to be reshuffled and changes made to boost PSIP spending. The PSIP makes up just about 25 percent of the national budget. The Finance Ministry was however unable to provide the percentage of budget expenditure since the figures were not available when requested. However PSIP implementation is being blamed on poor planning. Minister Jordan has told the Guyana Chronicle that "interference" affected the smooth functioning of implementation systems. This was directly related to operational systems within the various sectors. Minister Jordan also believes that some agencies

expenditures

were "caught off-guard with an early 2016 Budget," and that some were accustomed to being relaxed and lackadaisical in their approach to getting things done, that they were surprised by the early budget and were unable to function accordingly. President David Granger has nonetheless related government's continuous strides toward creating a workable planning and implementation system that fixes many of the issues inherited from the previous Administration. The President said it is the government's intention to have planning units created in all ministries ahead of the 2017 budget. He said there needs to be more careful planning in relation to spending budgetary allocations.

Chevy Devonish, Wednesday said they are concerned that the agreement would expire in three years and they are anxious for details on what happens next. "I am happy for this new agreement; however, if it is indeed tme that it is only for a term of three years, then this is unfortunate. "It raises several questions: Why only three years? What is the justification? When do negotiations for a new agreement start? Is it before the expiry of the old agreement or after it expires? How long will it take?" Devonish said the Law Society does not want another situation where the agreement expires and students are left to wonder whether or not they will be given the opportunity to study for their Legal Education Certificates (LECs) at the Hugh Wooding Law School. I do not know who is at fault for the current state of affairs, or even if fault is attributable to either of the parties. I just know that as things stand currently, the students have to pay the same tuition." Minister Williams would not be dragged into saying that the money paid by government was for a specific expense. "Whether it is a combination of economic cost and defraying the expenses for students, at the end of the day it is US$85,000. Whether it is fees or economic cost, it is going into the coffers of the Hugh Wooding Law School." Minister Williams was keen on pointing out that the contribution to the Hugh Wooding LawSchool by the government of Guyana comes after approximately 14 years. The local law students would like to have matters cleared up. "The University of Guyana Law Society has been attempting to get an audience with Mr. Williams for weeks now, however, his office has continuously informed us that he us too busy. We do hope that this changes soon," Devonish said.

AFC doesn't owe Ramayya a dime - Ramjattan LEADER of the Alliance For Change (AFC) Khemraj Ramjattan said his party does not owe Dr Veerasammy Ramayya a dime. Ramayya. the former Regional Executive Officer of Region Six announced his resignation from the party. which forms part of the country's coalition administration . on Tuesday. Dr Ramayya said among other things that he is disappointed that the money he spent in 2011 and 2015 was not returned. He said he had spent more than $15M on the party during the campaign period and received only $5.5M. "Recently I have sent six letters out from the President downwards asking them if I would be reimbursed for the money I spent in 2015... weeks and no one had the courtesy to acknowledge my letter and further to that, in

THE Guyana Defence Force (GDF) and the Guyana Police Force have secured an aircraft left abandoned at the Yupukari Airstrip, Central Rupununi, Region Nine. Army Chief of Staff Brigadier Mark Philips confirmed the discovery and told the Guyana Chronicle that the aircraft was spotted by residents of Yupukari who alerted the GDF and the police. matters THIS year's Education Month (September) is being observed under the tbeme, "Each Child Matters: Stakeholders Unite for the Enhancement of Education." Efforts by every government to unleash and enhance the intellectual capacity of its human capital are worthy. A nation cannot develop without a vision and the inputs of its people, which even the ever-growing reliance on modem technology continues to prove. There is still the need for human inputs in the conceptualisation, development, application and maintenance of the various mechanisations. People often speak about education as being in the classroom, completing school and passing examinations and being awarded the requisite certification. Yet education is much more complex. An educated nation is not only one where formal classrooms are established and students go through the rudiments of meeting the curriculum and being successful at it. An important component, if not the most important, is the philosophy that drives the nation's developmental thrust that would inform its education policy and influences programmes and laws. A nation that prides itself as the best or among the best of nations, conceptualisation of its education policy will be driven to ensure it achieves or maintains that pride of place and competitive edge. Being in such category would ensure systems are built and put in place for intellectual development that would ensure productive citizens and increase productivity for the people and nation's benefits. Where the two are considered equally important, it requires catering for diverse abilities, given that each has unique talent and all talents, from the least to most certificated, are important. The focus that every child matters, the attention within recent years to downplay technical education as seen by the removal of the Community High Schools for instance, meant that some children did not matter. There is no one size fits all in learning or one skill fits all in development. Planning in education has to factor in these. Another component, which becomes important, given historical experiences of mistrust and inequities, is to factor into education the contributions each ethnic group has made to the nation's development. Welding a nation and ensuring the comity of its people rely on respecting all the peoples. One factor in ensuring this outside of laws is to create learning opportunities for each citizen not only to understand the contribution of his lineage,

The relationship between employer and employees is important for the child's learning and development and harmonious relationships work to the advantage of the system. In the community, the family, equally as neighbours, is an important stakeholder. Whereas parents shoulder primary responsibility to ensure the child is socialised with needed relational skills, attends school, is learning, completing assignments and maintaining relations with the school, the community carries oversight responsibility and denizens positive role models. In education, the African proverb "It takes a village to raise a child" remains applicable and doable.

ASAT30 JUNE, 2016 CHAIRMAN'S REVIEW Dear Shareholders, I am pleased to present the report on the financial performance of the Company for the first six months of the financial year ended 30 June, 2016. Globally, growth prospects have weakened throughout the world economy. Emerging market and developing economies are facing stronger headwinds, including weaker growth among advanced economies and low commodity prices. The Guyanese Economy recorded 2.0 percent growth over the past six months, despite low returns in rice and sugar. The major contributors were the Mining sector, which recorded increased production of gold and the Services sector. The Agriculture, Fishing, and Forestry sectors contracted by 10 percent, despite growth in the Livestock, Other Crops, and Fishing subsectors. Notwithstanding the effects of El Nino on the Rice and Sugar industries, the Other Crops sector grew by 2 percent in the first half of the year. Turnover for the period was G$ 6.4m. The Company recorded a Loss After Taxation of G$ 3.5m. The Company continued to focus on mutually economically beneficial initiatives to support development in the neighboring indigenous communities. The El Nino climate experienced during the first half of the year, negatively impacted on the cattle mortality rate. Cattle rustling in the Savannah is a major concern for the Company. This situation results in financial losses and reduction in the value of the Biological Assets. Requests for assistance in reducing cattle rustling have been made at the regional level. Despite the challenges, the Board of Directors and Management remain committed to further developing the tourism operation and broadening our beef markets to enable the provision of attractive returns. ~ director laments political interference By Svetlana Marshall THE Government Analyst Food and Drug Department (GA- FDD) is plagued with many problems ranging from insufficient resources to political interference, according to the Director Marian Cole. In a recent interview with the Guyana Chronicle. Cole contended that the department, which falls under the Public Health Ministry, is unable to effectively execute its mandate because of the lack of food and dmg inspectors coupled with poor remuneration. It was pointed out that while there are approximately 600 food importers, the national regulatory authority lias only six food inspectors and three dmg inspectors. LTD 'Grey Boy' freed of Crum-Ewing's murder NOTES TO THE INTERIM FINANCIAL REPORT A GEORGETOWN Magistrate Wednesday freed "Grey Boy," the man accused of the March, 2015 murder of political activist Courtney Crum-Ewing, arguing that while the gun used in the murder was found at his home, the prosecution failed to pin him to the murder. Regan Anthony Rodrigues (Grey Boy) was freed of the charge after Magistrate Judy Latchman accepted the no-case submission filed by his Attorney Adrian Thompson. In her ruling. Magistrate Latchman said that while she was satisfied that the gun. which was used to shoot Crum-Ewing was found at the home of the accused, the evidence offered by the prosecution did not imphcate Rodrigues in the actual murder. As such, the Magistrate dismissed the murder charge against Rodrigues and informed him that he was a free man. Rodrigues. 37. is however still in prison as he is currently serving a threeyear sentence at the Camp Street prison for escaping lawful custody. At the end of the Preliminary Inquiry on Friday last. Thompson made his no-case submission, noting that the Prosecution failed to establish a prima facie case against Rodrigues. by being unable to establish that he

He was shot five times, including three times to the head at point blank range.

MINISTER of Public Security, Khemraj Ramjattan , on Wednesday charged 38 new recruits of the Guyana Prison Service (GPS) to keep a good balance between security and control and humanity and justice. He said balancing the acts is vital to the public service and public security sector. '"Within the limited resources that we provide these days, seek as best to provide decent conditions for the prisoners. Although we might not have the best physical infrastructure, you can meet their needs by being courteous, you can meet their health care needs by calling the relevant personnel instead of taking the 'don't care a damn" attitude. Help prisoners redress their behaviours, help the prisoners prepare for their return to society ... though young and inexperienced, you have to start learning/' Ramjattan charged the graduates to stand up to the difficulties, never give up as he noted the "very low salaries" that prison officers receive along with the number of prison officers to prisoners. "Ensure that the prisoners you keep remain in custody and that there are no break-outs and things of that nature. maker's FIVE persons are in police custody after their colleague Elroy Lewis, 20, reportedly drowned at Sisters Village, during a return trip from across the Berbice River, where they had gone to catch iguanas. Lewis" family believes that his disappearance is due to foul play, even as the search for him continues. According to the young man's sister Jenica, she was in the hammock when a villager reported that her brother had gone fishing with him and jumped off the boat and drowned. The villager then walked calmly away after communicating the message. The teenager said she screamed on hearing the news, but managed to muster the courage to tell her father the tragic news that was related to her. Villagers subsequently told her told her to be calm as that information she received may not be true. But even with this assurance, a neighbour referred to as "Cliffo" said he did hear cries of Help! Help! but did not pay much heed to it. Reports are that six men, inclusive of the now missing man, had joined a motorised engine vessel for a place commonly referred to 'Kaman Sankar' to catch iguanas. The Guyana Chronicle was told that while close to the Sister's Village seashore, Lewis and two others

They claim that the story told to them by the men who went with Lewis is contradictory. They related that at one time they are told that Lewis alone jumped overboard and they tried to save him with outstretched paddles while another time they are hearing that several of them jumped overboard. Lewis" family also related that he never went to catch iguanas and it was strange that he went with the iguana catchers. The missing man's reputed wife Venita Ali said he left home on Tuesday just after 08:00hrs, but did not say where he was going and she assumed he was going to work. Lewis makes concrete blocks for a living but would do odd jobs in between. At his home on Wednesday evening, persons who gathered lauded him as a good young man with a bright future ahead. At the gathering, Lewis' family recalled that he and a known individual had a misunderstanding some time ago which led to him facing an assault charge.

A schoolgirl from Charity beams with joy after receiving a new pair of shoes

and Berbice THE Come Alive Network Incorporated (CANI) last Saturday completed their annual "Come Alive" Shoe Drive, providing 80 pairs of shoes to less fortunate children in Charity and Berbice. In each of the communities visited, the volunteers gave each child deemed "needy" a new pair of shoes to equip them for the new school term and year. Notably, in Charity some 50 children betw een the ages of 3-15 were recipients of new pairs of shoes, while in New Amsterdam another 30 children were also able to receive a new pair of shoes each. The children in New Amsterdam also benefitted from lunch packs donated by Singers. The team of Youth Volunteers also engaged the children in fun activities and held discussions to enlighten the children about the importance of education. The Executive Director of CANI. Ryan Hoppie. noted that they have "a network within the community" which encompasses the community leaders and social protection officers within the area. This network is able to identify the needy children and disseminate their genders and sizes, so the CANI team was able to source the shoes for the children. A team from the organization usually goes out to the targeted areas and presents each child with a pair of shoes. This is the third year CANI conducted the shoe drive in Charity, while they were in Berbice for the first time. Over the past few weeks, the youth organization had reached out to the public and requested donations of Black School Shoes or donations of $2360 GYD (or $12 USD) to purchase a pair of shoes. While there was some degree of public response, the Shoe Drive was also supported by Footsteps and Singers. In previous years. CANI was able to donate some 700 new pairs of school shoes along with stationery to less fortunate children in various communities across Guyana. The youth organization also held a 'self-worth' Creative Response workshop while in Berbice on, in observance of World Suicide Prevention Day. The workshop, which was held at the Berbice Chamber of Commerce in New Amsterdam, targeted persons aged 15-30.

arrest SEVENTY-four-year-old •v pensioner Hedley Williams of Third Street, Montrose, East Coast T Demerara who was recently reported missing and subsequently found dead at the Cheddi Jagan International Airport (CJIA) had died from cardiac arrest. This is according to a / post-mortem examination conducted on the man's Dead: remains on Wednesday by Hedley Williams Government Pathologist. Dr Nehaul Singh. According to reports, the man and some relatives had gone to the airport on Sunday to receive a family member who was coming into the country. It has been confirmed that he was found dead some 400 feet from where the minibus he and his relatives used to take them to the airport was parked. He was found in a garbage heap in the vicinity of the CJIA's maintenance building. Reports are that Williams was left in the minibus, while his relatives went into the airport's arrival lounge to await the visiting parly. Based on footage from the airport's CCTV camera, Williams was last seen exiting the minibus and proceeding north where several stands are situated. He was seen headed in that direction until he was well out of the cameras' range.

THE Jamaican government is planning a special event to celebrate the success of its athletes at the Olympic Games in Rio, Brazil, next month. The event will be held during the National Heroes Weekend. October 15-17. said Minister of Sport Olivia Grange at a special ceremony hosted by Digicel at the Norman Manley International Airport in Kingston to welcome home six of the athletes on Tuesday night. The minister said further details would be made available in the coming days. Jamaica won six gold, three silver and two bronze medals at the Games mirroring the success it achieved in Beijing in 2008. Russian (REUTERS) - Confidential athlete medical data relating to last month's Rio Olympics has been hacked and published by a Russian cyber espionage group with the threat of more to come, the World Anti-Doping Agency (WADA) has said. It identified the group as Tsar Team (APT28). also known as Fancy Bear. The website said it had information about a number of U.S. athletes, including tennis sisters Serena and Venus Williams as well as multiple gold medal-winning gymnast Simone Biles. The WICB announced on Tuesday that head coach Simmons' tenure had come to an immediate end only five months after he guided the Winches to the World Twenty20 title. That announcement was made just a week before the first game of the Winches' torn of the United Arab Emirates to take on Pakistan.
