Baboolall, an aspir ing b iochemist, ob tained 24 grade ones and three grade twos while Heeralall, an aspiring politician, earned 24 grade ones and one grade two. A total of 10,368 candidates in Guyana registered to write the CSEC examinations this year and some 213 attained eight or more grade ones, based on results provided by CXC.This year Guyana saw an overall pass rate of 68.5 per cent, an improvement from the 66.36 per cent pass rate achieved in 2021. This year, Guyana also recorded im proved performances in 20 subjects, con stant performances in six subjects, and outstanding perfor mances in nine sub ject recordedtainedperformancesTheareas.outstandingwereatinmusic,whicha100per cent pass rate, agricul tural science (double award), with a pass rate of 99.43 per cent and agricultural sci ence (single award) with a pass rate of 95.56 per cent. Indus trial technology re corded a pass rate of 98.68 per cent. The country saw marked improve ments in mathemat ics. The pass rate in this subject increased from 31.6 per cent in 2021 to 34.26 per cent in 2022. For additional mathematics, the pass rate was 53.88 per cent; for Eng lish Language, the pass rate increased from 67.72 per cent in 2021 to 70.84 per cent in 2022 while for English Literate a 72.47 per cent pass rate was recorded, an increase of 19.08 per cent over last year’s performance.

Liz Truss has promised to deal with surging energy costs and to cut taxes, after she won the Tory leadership contest to become the next Prime Minister. Part of her plan, set to be announced on Thursday, could allow energy suppliers to take out government-backed loans in order to subsidise bills.

Truss will succeed Boris Johnson after being formally appointed by the Queen at Balmoral Castle on Tuesday. The 47-year-old, the UK’s third woman PM, will then an nounce her Cabinet. In her victory speech, she promised a “bold” programme of tax cuts to grow the flagging economy and to prevent the UK tipping into recession. She will take the reins of power on Tuesday, bringing Boris Johnson’s turbulent pre miership to an end less than three years after the Conserva tives’ resounding election vic tory in Truss’s2019.most pressing de cision as premier will be how best to shield households and businesses from the soaring international price of energy. Her team is understood to have been working on a sup port package for weeks, with an announcement pencilled in for Thursday.Undertheir plans, the government would guarantee loans to energy firms, who would then use the money to freeze or lower customers’ bills.The loans would be repaid from bills over the next 10-20 years.Scottish Power, which pro posed the idea of governmentbacked loans, has estimated that freezing bills for two years could cost nearly £100bn. Truss defeats Sunak in UK elections

Dear THISEditor,isarejoinder to my missive that Rishi Sunak would go down to defeat in the leadership race for the Tory or Conservative Party in the UK (Sep 5). The results are in. Liz Truss has won and should be congratulated by our government. She will succeed Boris John son as Prime Minister on Tuesday; it was a long campaign. Opinion polls had Su nak trailing almost two to one. I had indicated that he would close the gap in spite of the polls. Indeed, he did narrow the gap go ing down to defeat 43 per cent to 57 per cent. The re sults surprised pundits and even Liz Truss supporters who wanted an emphat ic victory of two to one. Truss would now have to reach out to Sunak’s supporters offering them Cabinet berths to unite the party. A majority of Tory MPs had favoured Sunak over Truss as Tory leader and Prime Minister. But party members decide the leadership. Some 97 per cent of the membership is white.Opinion polls have La bour ahead of Tory in the next general elections due by 2025. Polls show Sunak more popular than Truss among voters. This is all the more reason that Truss would reach out to Sunak; she will offer him a Cab inet berth of his choice.

Initially, I felt he would decline. But I now feel that he may accept a position to remain in the news, just in case Truss falters. As for Guyanese and Caribbean Briton voters, with hardly any being members of the Tory party, they like Sunak. It is too early to tell wheth er they will support Truss in a general elec tion. In the last election, a sizable chunk of Guya nese, Indian, and “Trini” voters cast ballots for Tory because they felt Labour had surrendered too many benefits to the EU.

The Guardian report said: “Laura (not her real name) was in her car when a notification showed up on her phone, alerting her that an Apple AirTag had been detected nearby. ‘I didn’t know what it was or what it meant. I felt quite panicky,’ she says. ‘I pulled over and still didn’t know what I was looking at. My phone was showing a map of where I was with a trail of red dots indicating the route I’d just followed. I think I was in shock. I drove straight to a friend’s house and we searched the car.’”

The Guardian called the device “a gift to stalkers”. “Both Refuge and the Suzy Lamplugh Trust -- civil so ciety organisations in the UK which provide support to victims of stalkers -- have been contacted by women like Laura, who have re ceived AirTag notifications on their phones. Some went on to find the devices plant ed in children’s backpacks by ex-partners. Others had been slipped into the wom en’s pockets or handbags. In one case, the AirTag couldn’t be located at all. The Refuge team talked the caller through how to dis able it, but she still doesn’t know where it is hidden,” the report Recountingsaid. the horrify ing experience of being surveilled by her ex-boy friend, the survivor, nick named Laura, said: “I’m a dinosaur; he loved fancy new gadgets, and when we were together, he bought the technology… I was actually in the car on the way to get ting it fixed when I got the AirTag alert. “He also put some kind of tag on my keys – he said it was so we wouldn’t lose them – but it meant he knew where I was at all times. He had security cameras on the house, which he viewed on his phone. One night after we had separated, I got in at 11.30 at night, and as I was walking upstairs, loud mu sic started blaring out of the boombox. He had watched me come in on his phone and activated the sound sys tem remotely. I was running around the house unplug ging everything. By then I didn’t want to stay at home any more. As a pre caution, since Apple AirTags were only detectable by Ap ple iPhones, the company has released the “Tracker Detect” app which allows non-iPhone users to track AirTags that are in close proximity to them for pro longed periods. This offers temporary relief, but only if consumers are savvy to know to download the app and watch for notifications. W HEN we think about gender-based violence, particularly domestic and intimate partner violence, we are usually confronted with the abuses that man ifest physically, economi cally and emotionally. The world is changing around us, however, and the technology is grow ing at a faster rate than we can fathom. With it comes the increased risk of surveillance. It is un fortunate that the devices used to make our lives easier can also be weap onised against vulnerable people. In a recent report, the UK Guardian related the story of a young mother who had separated from her part ner and later discovered he was using the Apple AirTag to track her movements.

• Service Industries expanded by 7.6 per cent, with overall 2022 growth rate now forecast at 6.3 per cent;

• $1 billion went to purchase and distribute fer tiliser to farmers across the country,• $800 million went to provide cash grants to house holds in hinterland and riverine communities (plus several other similar interventions);

Under the current Saint Lu cia Labour Party (SLP) admin istration led by Prime Minister Philip J. Pierre, Saint Lucia, the small Eastern Caribbean island traditionally heavily de pendent on tourism, agriculture and manufacturing -- and also under a new administration for the past year, likewise posted good results after the first 12 months of 2022.

• Mining and Quarry ing grew by 64.6 per cent, with a revised 2022 forecast of 99.9 per cent;• The Petroleum Sector expanded by an estimated 73.5 per cent (with 34.6 million barrels of oil produced);

• Manufacturing con tracted by 11.4 per cent in the first half of the year, but is now projected to grow by 7.5 per cent by year’s end;

The Economic Commis sion for Latin America and the Caribbean (ECLAC) is pro jecting the island’s economy will register the highest GDP growth among Eastern Carib bean Currency Union [ECCU] member states in 2022.

NEW realities, especially since COVID-19 first regis tered in 2020, have forced a combination of responsive adjustments by Caribbean governments to New Norms, working harder and better and cooperating more than ever to grow their economies and care for people – and yielding better results at na tional and regional levels. After the first two years of the current PPP/Civic admin istration led by President, Dr Irfaan Ali, Guyana, as one of the fastest oil-and-gas econo mies globally today, has spent more than ever, with better than ever results, while continuing to lead regional economic development and revival with phenomenal growth rates that help the Caribbean Community (CARICOM) post much-better performance figures on the globalReportingscale. on Guyana’s overall financial and economic performance during the first six months of 2022, Finance Min ister Dr Ashni Singh reported last •week:Overall Gross Do mestic Product (GDP) growth of 36.4 per cent, with the nonoil economy growing by 8.3 per cent; and real GDP growth now projected at 56 per cent overall by year’s-end and nonoil GDP growth at 9.6 per cent.

• The bauxite industry grew by 31.9 per cent; and other Mining and Quarrying industries by 36.3 per cent;

• Balance of Payments recorded a US$100 million deficit, with receipts expanded by US$2,330.2 million, out weighing the US$506.6 million increase in imports;

But Guyana and Saint Lucia are showing that CARICOM is quite aware of the dangers at hand -- and the eternal wisdom behind the ageless proverb: Where there’s a will, there’s a way.

Where there’s political will, there’ll always be better ways forward!

Guyana is showing the benefits of prudent handling of the nation’s financial, econom ic and natural resources, while paying equal attention to de velopment of human resources with clear visions in mind today as to where it wants to be tomorrow -- and next year.

• Credit to the private sector rose by 7.5 per cent to $308.3 billion;

• Agriculture, Forestry and Fishing expanded by 10.9 per cent and is now expected to grow by 11.9 per cent.

• The Natural Re sources Fund (NRF) received US$307 million from its share of profit from oil, plus US$37.1 million in royalties, with a cu mulative balance, including interest, of US$753.3 million -- after withdrawing US$200 million in May; and

• Government antici pates 13 lifts from oil profits for 2022 and (subject to the evolution of world market oil prices) now projects US$1.1 billion from profits from oil sales and US$147.7 million in royalties.ButGuyana is not alone, as Saint Lucia is also leading fellow Organisation of Eastern Caribbean States (OECS) and regional Small Island Develop ing States (SIDS) – including Barbados -- in growth regis tered and projected for 2022.

According to a state ment issued by Guyana, during the November 2020 visit, Agriculture Minister, Zulfikar Mustapha, met with Agriculture, Live stock and Fisheries Minis ter of Suriname, Parman and Sewdien and request ed the issuance of 150 SK licences which will allow Guyanese fishermen to ply their trade in Suriname OceanThewaters.statement noted that Minister Mustapha recalled the earlier discus sions between President Ali and the President of Suriname, Chandrikaper saud Santokhi, that there should be an agreement on the issuance of the number of licences requested by Guyana.Minister Sewdien also indicated that his Govern ment would form a compa ny that will deal with the issuing of licences to the Guyanese fishermen. A NUMBER of homes in Dazzell Housing Scheme and Bareroot, East Coast Demerara (ECD) suffered extreme damage as a re sult of the heavy rainfall and winds on Monday. Members of the Guyana Police Force (GPF) from the Regional Division 4 ‘C’ visited both areas on the East Coast of Demerara to assess the damage that was done.Two ranks ventured into the back of Dazzell Housing Scheme, where it was observed that several houses between Eighteenth and Twentieth Streets had their roofs detached due to the heavy winds. “These improvements offset reductions in earn ings received from rice, sugar, and gold exports, which fell year-on-year by US$19.5 million, US$4.1 million, and US$3.5 mil lion, respectively,” the Fi nance Ministry said. Regardless of the out turns in those sectors, the outlook for the second half of the year continues to be favourable, with real Gross Domestic Product (GDP) now projected to reach 56 per cent by the end of this year and nonoil GDP growth at 9.6 per cent, maintaining Guyana’s position of global leader in economic growth.

Man admits to strangling wife

GANESH Dhanraj on Monday stood before the Demerara High Court and confessed to strangling his wife with a bedsheet at their Parika, East Bank Essequi bo home in 2017. Dhanraj appeared before Justice Jo-Ann Barlow for the capital offence of murder. However, he opted to plead guilty to the lesser count of manslaughter, which al leged that on April 5, 2017, at Parika, he unlawfully killed 29-year-old Dhanwantie Ram.The matter was adjourned to September 26, 2022, for the presentation of a proba tion report, following which he will be Attorney-at-lawsentenced.

According to previous reports by this publication, on the morning of April 5, 2017, the lifeless body of the mother of three was found in a sitting position with a bed sheet tied around her neck. The victim’s sister who made the gruesome discov ery, had told this newspaper that the woman was found kneeling on the living room floor, slumped across a chair with the sheet around her neck and a carpet covering her Onbody.April 9, 2017, the police arrested Dhanraj after he was on the run for four days. He was caught around 02:00hrs at Parika after be ing shot in his right arm by lawmen.Investigations had re vealed that Dhanwantie af ter enduring years of abuse ended her relationship with Dhanraj. She left his house with their three children and went to live elsewhere in Parika.Although she had tried to move on, Dhanraj continued to harass her and on the fatal day as she was on her way to make a report to the police, Dhanraj lured her into his house and allegedly killed her.
