Allicock talks up Budget 2019 –– sees it as an improvement on last year’s projections

WITH just a day to go before everyone knows what’s in store for them in Budget 2019, Minister of Indigenous Peoples’ Affairs, Sydney Allicock is already anticipating immense benefits for each and every Guyanese.

According to a statement from the Ministry of Indigenous Peoples’ Affairs, Minister Allicock is confident that the 2019 budget, when presented by Finance Minister Winston Jordan tomorrow, will give every Guyanese hope for a productive future.

He said that for starters, the administration will be building on the foundation that was put in place when the collation government entered office in 2015; that the APNU+AFC government has always presented annual budgets that cater to the need of every strata of society, and that following-on from the “Fit and Proper” Budget that was presented in 2018, he is confident that 2019’s will cater for further advancements.

Said he in the state-

ment: “Budget 2019 will definitely give hope, and I’m also confident that it will give our young people the opportunity to excel in their areas of expertise.

“I’m seeing that young people are finding themselves, and their skills will help them to grow with the support that the ministry will be giving.

“It will be one for the communities, and with the limited resources that we have, we have seen the willingness of communities, if not all, the majority on board with projects that enable them to have economic benefits.”

Minister Allicock seized the opportunity to note that budgets presented over the past three years have sought to bridge that division of which he speaks, particularly in the hinterland, which was evident when the coalition government took office.

He said that the government, ever mindful of these divisions, has taken steps to ensure that there is cohesion in keeping with its mandate of fostering a cohesive nation.

“When we came into government,” he said, “we noticed the division of communities, politically mainly.

And in some instances we had religious divisions where we noticed about six religious groups not necessarily agreeing as they should, and we have been able to work with those communities to look at the bigger picture for the sake of humanity.”

STRATEGIC MEASURES A critical area of consideration, he said, is taking strategic measures to address the social ills of society.

“We have been able to have welfare officers placed in various regions that did not have prior to now, and they are doing a great job out there,” he said, adding: “And while it is not perfect, we continue to find the weaknesses; persons in communities who are very articulate they have great vision, and the approach is to listen and to allow the people on

their own strength come up with ideas that the ministry and the government will support.”

According to the statement, 10 welfare officers are currently in the employ of the Ministry of Indigenous Peoples’ Affairs and are spread across the Hinterland to better serve the Indigenous population, as catered for in the 2018 Budget.

Minister Allicock also reflected on the many strides that were made due to strategic budgetary allocation in the three years the coalition’s been in office, such as the thriving sustainable economic activities coming out of the Hinterland Employment Youth Service (HEYS) Programme, the Bina Hill Institute, and training provided by the Institute of Applied Science and Technology (IAST).

One of the transformative projects which came out of the 2018 Budget, he recalled, was the flagship Hinterland “Green” Enterprise Development Centre, which is being constructed at a cost of $200M at the Bina Hill Institute in Re-

gion Nine (Upper Takutu-Upper Essequibo).

Noting that some $79M was allocated to commence construction of the facility, Minister Allicock said the decision was essential, since it will ensure job creation for hinterland communities, and focus on training in the areas but not limited to Indigenous and traditional knowledge.

It will also cater to influencing upstream demand for local products and services.

A LAPIDARY CENTRE There was also the establishment of a Lapidary Centre, which is expected to create employment for youths in Monkey Mountain and nearby villages of Tuseneng, Kurukabaru and Kato.

During a meeting at Monkey Mountain with Minister Valerie Garrido-Lowe early this year, villagers reportedly agreed on the location for the construction of the $10M facility, which, according to the Department of Public Information, was a key

The 2018 Budget is also said to have made provision for Information Communication Technology programmes for hinterland communities, which cost the government a tidy $200M-plus.

Minister Allicock said he is optimistic that Budget 2019 will continue with government’s developmental agenda of ensuring Guyana is poised to realise tremendous benefits.

GNBS, Education Ministry to collaborate on metric system use THE Guyana National Bureau of Standards (GNBS) in the near future vows to collaborate more with the Ministry of Education, so as to have students understand and drive the use of the metric system (SI) system.

Public Relations Officer (PRO) of the GNBS, Lloyd David, said the International System of Units is the modern form of the metric system and is the most widely used system of measurement in the world.

“It comprises a coherent system of units of measurement built on seven base units. It defines 22 named units, and includes many more unnamed coherent derived units. To keep aligned with the rest of the world, all of Guyana needs to make a concerted effort to adopt and use metric units of measurement in trade transactions and in other measurement practices,” David said.

The GNBS official said that in 2002, the metric system (SI) became the

legal system of measurement in Guyana. The seven base units of the legalised system are the kilogram for mass, metre for length, Candela for light, seconds for time, mol for the amount of substance, Ampere for electric current and Kelvin (degree Celsius) for temperature.

He explained that the decimal nature of the metric system makes it so simple to use. Yet, many consumers continue to request their products and services in imperial quantities and this is a key hindrance to full adoption of the metric system.

The GNBS he said has recognised that adoption of the metric system should start from the top – policy-makers, ministries of

government and government agencies should lead the metric drive.

David explained that having recognised the importance, the policy-makers have developed and published an action plan for implementation of the metric system. Significant emphasis will be placed on this plan going forward and all stakeholders must support the initiative for success.

“At the other end, our school system has already fully adopted the use of the metric system and the younger generation has a good understanding of its application,” the PRO said.

As Guyana’s economy repositions itself with the wealth of resources, Da-

vid said the GNBS has to push in all facets to be on par with global practices, including those related to measurements.

“It is a fact that today almost all of the countries in the world use the metric system, especially in scientific research, manufacturing and trade.

Only a few countries still use the imperial system of measurement or a combination of both measuring systems, which include Guyana,” he said.

Nevertheless, he said most of the local sectors have fully adopted the use of the metric system, even though there continues to be a wrestle between the two systems in the retail sector.

Tax-free back pay in the cards –– as gov’t waives taxes on public servants ‘retro’ pay hike

THE A Partnership for National Unity + Alliance For Change (APNU+AFC) government has waived the taxes on the retroactive pay hike for public servants, according to a notice published in the Official Gazette.

The government recently approved increases for all public servants, ranging from 0.5% to 7% for 2018, Finance Minister Winston Jordan has confirmed.

Finance Minister Winston Jordan is quoted in the Gazette as saying: “In exercise of the powers conferred upon me by the Section 105 of the Income Tax Act, cap.

81:01, I hereby make the following regulations:- “1: These regulations may be cited as the Income Tax (Special Provisions) Regulations for the waiver of taxes on the retroactive percentage increase in salaries for employees/public servants, and public officers in the employ of the Government of the Co-operative Republic of Guyana for the period January 01, 2018 to and ending December 31, 2018.

“2: These regulations shall come into operation with effect from January 01, 2018.

“3: There shall be exempt from the tax - (a) The retroactive percentage increase in salary for the period beginning January 01, 2018 and ending December 31, 2018, for employees/ public servants, and public officers in the employ of the Government of the Co-operative Republic of Guyana.”

In a circular issued on Monday, November 19,

the Financial Secretary of the Ministry of Finance informed all heads of budget agencies that the increases have been approved for all public servants; that they will take effect from January 1, 2018, and as such would be paid retroactively.

According to the circular, public servants that earned up to $100,000 as of December 31, 2018, will receive a seven per cent increase, while public servants that acquired salaries between $100,000 and $299,999 will receive a 6.5 per cent increase.

Public servants whose salaries ranged between $300,000 and $499.999 will receive a five per cent increase; those that fall within the $500,000 to $699,999 bracket will receive three per cent increase; $700,000 to $799,999, a two per cent increase; $800,000 to $999,999, a one per cent; and those earning one million dollars and above would receive a 0.5 per cent increase.

The ministry noted that the increases are payable to workers who were employed as at the November 2018 payroll, and according to the circular, the increase is applicable to “all traditional public servants, defined to mean those employed in ministries, departments not under ministerial control, regional administrators, and Public Service-related agencies, i.e., commissions, secretariats and those who are engaged on contract positions reflected on the inventory of authorised positions of the traditional Public Service and persons on contract outside on the inventorised

positions.”

It is also applicable to all members of the Disciplined Services, but not to teachers, employees of the University of Guyana, and ministers and Members of Parliament.

SEPARATE CIRCULAR A separate circular has been issued to address increases for teachers in keeping with the Memorandum of Agreement between the Ministry of Education and the Guyana Teachers’ Union (GTU) signed on October 24, 2018.

Just last Sunday, Minister Jordan, in a Letter to the Editor, said public servants can expect salary increases, especially in the next three years. He also announced that Old Age Pension, which now stands at $19,500 per month, will be further increased when the National Budget is presented tomorrow.

The announcements were in response to an article by trade unionist Lincoln Lewis, which, under the headline “Local Government Elections, though disappointing to some, were not unexpected”, touched on a number of issues, including the increase in salaries for Cabinet ministers as well as Members of Parliament and the payment of year-end bonuses to members of the Disciplined Services.

In addressing the issue of the bonus to members of the Disciplined Services, Minister Jordan explained that for many years, the previous People’s Progressive Party-Civic (PPP-C) admin-

istration had adopted the practice of paying less to public sector workers, so as to retain a certain amount to pay year-end bonuses to workers in the Disciplined Services only.

Said Jordan, who worked as the finance ministry’s budget director for several years when the PPP-C was in power: “Recall that the standard wage increase was five per cent per annum, resulting in the paltry minimum wage of $39,570 in 2015. But a higher percentage has been budgeted to pay increases to all workers across-the-board.

“The difference in the two percentages was used to finance the one-month bonus to the Disciplined Services. Even in cases where funds remained after paying the bonuses, the previous administration refused to use them to pay the other public sector workers, preferring to return them to the Treasury.”

He said it is a policy of the coalition government that all workers must benefit if there are excess resources that can be shared. Hence, in 2015 and 2016, all workers benefited from the payment of bonuses of $50,000 and $25,000, respectively.

FINANCIAL CHALLENGES Acknowledging that since 2017, the government has had to grapple with financial challenges that have precluded paying bonuses Minister Jordan said: “However, we have paid salary increases beyond the “five-per-cent”, such that the minimum wage has rapidly increased by nearly 52 per cent in two years, from $39,570 in 2015 to $60,000 in 2017.

“It took the PPP-C administration nine years to move the minimum wage by a similar percentage, or from $26,070 in 2006 to $39,570 in 2015.

“All workers can expect salary increases, going forward, especially in 2018, 2019 and 2020.”

The finance minister said what he found particularly nauseating was Mr. Lewis’s attempt to connect the lower voter turnout by

“I firmly believe that our hard-fought right to vote cannot be so easily and callously sacrificed for the proverbial “40 pieces of silver.”

Gibraltar deal clears way for Sunday Brexit summit

BRUSSELS (Reuters) - A last-minute deal to meet Spanish demands for a say on the future of Gibraltar after Britain leaves the EU salvaged a summit which will go ahead as planned on Sunday (today) to deliver a Brexit accord to British Prime Minister Theresa May. May met EU chief executive Jean-Claude Juncker and summit chair, Donald Tusk,

on Saturday evening to receive final assurances that all will go smoothly, as Spanish Prime Minister Pedro Sanchez lifted his threat of an effective veto after Britain and EU officials provided written guarantees to Madrid.

“We have received sufficient guarantees to be able to reach a solution to a conflict that has lasted more than 300 years between the

United Kingdom and Spain,” Sanchez told reporters in Madrid after talks dragged on through the night in Brussels.

Juncker’s spokesman said the negotiated deal was “fair for the UK, fair for the EU”, while Tusk quoted the British rock band Queen as a motto for the Sunday summit in saying: “Friends will be friends right till the end.”

The British government wrote to Tusk to say that it would not interpret its withdrawal treaty, due to be endorsed on Sunday, as meaning that a future EU-UK trade treaty would automatically apply to Gibraltar - though London’s envoy to the EU said it would seek the best

deal for its territory.

May said in Brussels on Saturday evening: “We will always negotiate on behalf of the whole UK family, including Gibraltar ... We have worked through the withdrawal issues for Gibraltar in a constructive and sensible way.”

At the summit on Sunday morning, the 27 EU leaders will be asked to approve a declaration specifically excluding Gibraltar from future EU-UK treaties - while leaving open the possibility that London could negotiate with Madrid on deals for Gibraltar.

Saturday’s agreements may comfort Spain’s hopes

that the EU will, once Britain is no longer a member, swing behind its 300-year-old claim to recover sovereignty over “The Rock”, home to a British naval base and 30,000 people.

Sanchez’s brinkmanship, however, left some in Brussels uneasy at how he jeopardised the Sunday summit for what many saw as domestic political purposes. Sanchez’s party faces a regional election next weekend in Andalusia, the province abutting the Gibraltar peninsula.

AFTER SUMMIT, PARLIAMENTARY BATTLE After a little more than an

hour of talks among themselves, the 27 EU leaders will meet at around 11 a.m. on Sunday to share with May two key documents — a treaty setting terms for an orderly British withdrawal on March 29 and an outline of how Britain can keep close to its biggest market by following some EU rules after a status-quo transition period ends in two to four years.

May will, however, face an uphill struggle to have the agreement accepted by her own party and the British parliament.

Zimbabwe’s Mugabe in Singapore for medical treatment, unable to walk

Mugabe, 94, who ruled

the southern African nation for nearly four decades since independence from Britain in 1980, was forced to resign in November 2017 after an army coup.

Mnangagwa told the ruling ZANU-PF supporters at a rally in Murombedzi, Mugabe’s village some 100 km (60 miles) west of the capital Harare, his predecessor had been due to return on Oct. 15 but that his poor health had

delayed the journey.

He did not say what treatment Mugabe had been undergoing.

“We have just received a message that he is better now and will return on Nov. 30.

He can no longer walk but we will continue taking care of him,” Mnangagwa said, referring to Mugabe by his totem name Gushungo.

During his later years in power, Mugabe made several medical trips to Singapore.

Officials often said he was being treated for a cataract, denying frequent reports by private local media that he had prostate cancer.

Mnangagwa, who won a disputed July 30 presidential vote, repeated the army’s previous justification for last year’s coup, saying his former mentor Mugabe had been surrounded by criminals.

When the army rolled its tanks into Harare, military leaders said they were targeting “criminals around the president.” A bitter Mugabe said later, however, that the army’s action had forced him to resign.

Opposition condemns police action as demonstration continues to remove Haiti president PORT AU PRINCE, Haiti (CMC) — Opposition political parties have condemned the actions of the police, who used tear gas to disperse demonstrators who took to the streets on Friday in the continued effort to remove President Jovenel Moise from office.

“The Democratic and Popular Sector condemns the

provocative behaviour of the PNH (Haiti National Police) who dispersed the demonstration of the opposition,” the opposition grouping said, adding that it understands “that the order to disperse the demonstration came directly from the head of the government, (Prime Minister) Jean Henry Céant.”

Union warns dispute with Scotiabank Jamaica could escalate to the region KINGSTON – The president of the Bustamante Industrial Trade Union (BITU) President, Kavan Gayle, says that the dispute with Scotiabank Jamaica over the transitioning of more jobs to other Caribbean countries, could grow into a regional confrontation with the financial institution by next week.

“We are getting support from unions in The Bahamas, Antigua, Grenada, and even Latin America, as well as the international body for unions representing bank workers, Global Union. They want to discuss the matter with us because they, too, feel threatened by this trend,” Gayle is quoted as saying in the Jamaica Observer newspaper.

Gayle comments followed the failure of the bank and the union to make any progress in local-level talks held on Wednesday in an effort to settle the dispute which has been a triggered primarily by the bank’s decision to continue transitioning local units to locations outside of Jamaica.

The strategy dates back to 2013 when Scotiabank formed Operations and Shared Services Company

Ltd (OSSCL) in Trinidad and Tobago. The bank moved its back-office operations, inclusive of account processing, reconciliations, customer support, and collection services to Port of Spain to cover customers in Trinidad and Tobago and 17 other countries in the Caribbean from that location.

Scotia’s management has said that these moves are part of its international strategy, focusing on investing resources in potential markets where the bank anticipates solid, long-term economic growth.

Gayle said that several jobs were lost due to the Trinidad operation, and the union and the workers felt that the parent bank, Bank of Nova Scotia, was not showing enough interest in the positive changes taking place in the Jamaican economy nor the bank’s local successes.

TRINIDAD EXPRESS Police are investigating the origins of two phone calls threatening the lives of Commissioner of Police Gary Griffith and Opposition Leader Kamla Persad Bissesar.

At around 7:24 p.m. on Friday, an operator at the E999 Command Centre received a call from an anonymous number threatening the life of the Commissioner.

“I want to kill yuh mudda

Zoological Society lauds scratch bomb ban TRINIDAD GUARDIAN -The Zoological Society of Trinidad and Tobago (ZSTT) is applauding the Government for taking the bold move to ban the importation, sale and use of scratch bombs.

National Security Minister Stuart Young made the announcement during Tuesday’s post-Cabinet media briefing at the Diplomatic Centre, calling the crude explosive devices a “national nuisance.”

In a statement on Saturday, the Zoological Society said the move was long awaited and also urged the government to consider further restrictions on the use

of fireworks in Trinidad and Tobago.

“As a next step, the ZSTT would like consideration to be given on restricting the use of fireworks in residential and sensitive areas so as to minimise the harmful effects on people and animals.

It is well established that noise from fireworks can cause distress, and animals have been known to injure themselves,” the society said.

It added that during festive times special precautions are needed at the Emperor Valley Zoo during times of fireworks displays to ensure the animals’ welfare.

Government Standards of Conduct

FOR the first time in Guyana’s history, there is a written Code of Conduct to which public officials are obligated to conform. That code of conduct is enshrined in two documents: the administration’s ‘Ministerial Code of Service’, and ‘Ministerial Responsibility,’ respectively.

Those documents were conceived and placed into writing by President David Granger when he took office. The fact that the conduct of public officers is now part of the public record not only gives guidance to those officials, but allows citizens to measure the activities of officers against the clearly articulated standards and expectations of the President of the Cooperative Republic of Guyana.

The Ministerial Code of Service set out by the President mandates that “Ministers and Members of the

National Assembly” conduct themselves in a prescribed manner in the discharge of their obligations to their constituents and the public at large.

The code states that, “Ministers are bound to this Code in all respects of their public life.”

The code states that, “Ministers have a duty to uphold the law, including the general law against discrimination, and to act, on all occasions, in accordance with the public trust placed in them.”

The code sets out in great detail the values to which ministers of government are expected to subscribe.

The code mandates accountability, dignity, diligence, duty, honour, integrity, loyalty, objectivity, responsibility, and transparency.

The code states, “Ministers’ conduct should be based on the public interest and they should avoid conflict between personal interest and

the public interest.

“The acceptance by a Minister of a bribe to influence his or her conduct as a Minister, including any fee, compensation or reward in connection with the promotion of or opposition to, any Bill, Motion, or other matter submitted, or intended to be submitted to the National Assembly, or to any Committee of the Assembly is unlawful.”

The code states, too, “Ministers shall conduct themselves at all times in a manner which will tend to maintain and strengthen the public’s trust and confidence in the integrity of the government.

“They should never undertake any action which would bring the government, or its members, generally, into disrepute.”

The President of Guyana wrote that code, and he obviously expects all members of his administration to

abide by its provisions and mandates.

His Excellency also wrote that, “Ministerial responsibility is central to the parliamentary system, because it ensures the accountability of the government to the legislature, and thus, ultimately, to the population.

“This principle is mainly based on a body of constitutional conventions, rather than on positive statutes.”

President Granger, by writing those words, indicated that he expects members of government to exercise good and moral judgment, whether or not such judgment is enshrined in law.

President Granger wrote, too, about the collective and individual responsibilities of officials. About the former, he wrote, “...The government remains in office only so long as it retains the confidence of the parliament and all

ministers stand or fall together with the government.”

Regarding individual responsibility, President Granger wrote, “Ministers are personally responsible to the parliament. This responsibility includes the minister’s own conduct, but it also extends to the agencies and departments under his or her purview.”

Guyana, obviously, is fortunate to have a Head of State who has clearly and publicly written openly of his high expectations of the persons who hold positions of leadership.

Of course, nobody is perfect; everyone makes mistakes occasionally. However, the President has articulated a vision of ideal behaviour for public officers, and that in itself is sufficient cause for praise, and perhaps, celebration.

Beware the Manchurian Candidates

Dear Editor,

I WISH to remind my comrades in the APNU that one of the strategies of the People’s Progressive Party/Civic is to lure unstable community leaders to serve as their Manchurian Candidates. When they cannot get their way in a community they seek control of, they work with their ‘imbeds’ to undermine development in subtle ways and use it to score bragging points with gullible residents.

Every APNU-led council in Guyana was faced with the ‘Manchurian ploy’ of the PPP/C over the years, and their implants are in administrations and councils.

Linden is a prime example where persons in administrations and councils were serving the Manchurian purpose. I experienced this first-hand during my tenure as mayor; lost some battles

and won in the end, as I was able to fulfil my purpose through partnership with the community, and assurance from my heavenly father that my character matters most.

APNU cannot risk a Manchurian Candidate at the helm of the municipality of Linden heading into 2020; neither can we afford ‘undermines’ from our own comrades who blindly misinterpret their roles as “Party Representatives” and serve the interest of the opposition.

The refreshing democracy which exists with the APNU allowed local authorities to lead in the interest of vulnerable people; but this democratic freedom was misconstrued by some who felt they should ignore the will of the people and fulfil only their selfish desires, listen to no party leader, reject the vision of the party and curse the coalition leaders who submit an opposing view, as minutes

of meetings would indicate.

To be a good leader and give direction, one must first learn to be a good follower and take directions. Good leaders are also trainable, and never come with all the answers.

Hence, the party’s wishes were denied time and time again in Linden and the late Sandra Adams had to muscle her way on several occasions.

Certain councillors even took to social media to belittle her and the party, and then caucused to go against the recommended choice of a new mayor as my successor, since I had signalled my intention to proceed on studies.

They had their way, and the APNU leadership then embraced the policy of appeasement. ‘Manchurinism’ won; the PPP got their wish for a destabilised and under-served Linden, and the people voiced their objection through the recent local gov-

ernment elections.

‘Anti-Manchurinism’ sentiments can be justified in this circumstance, and with 2020 in view, the coalition government cannot take things for granted and will need to make many political decisions in order to fulfil its mandate and to successfully deliver on its manifesto promises.

Linden needs a strong leader and deputy who will act on the party’s behalf and the people’s behalf, with a focus on reaching community needs while bringing the people in consolidation for 2020.

Linden can once again deliver the knockout blow to the oppressive PPP. As such, I would recommend Proportional Representation Candidate Deron Adams be elected mayor, and Constituency Three representative Leroy James serve as his Deputy.

Time to reject Manchurinism and any PPP in-

roads in Linden.

Finally, whatever happens in Georgetown affects the rest of the municipalities in varying ways, and to varying degrees. The APNU’s choice for mayor will be equally significant in winning back the trust of the people, and APNU’s largest voting bloc. Furthermore, in the last general election, youths played a major role in unseating the barbaric PPP/C government. It is now time to show youths that their contribution to our nation is most valuable.

Akeem Peters’ elevation to deputy mayor was a good start, but his stint in the current dispensation makes him polarising to the constituents, despite his good-natured temperament. APNU cannot afford divergence at this time, and must choose wisely someone who will provide humble leadership; one who is trainable, youthful and

possesses the capacity to lead a new path for Georgetown.

I see such qualities in young Denroy Tudor as mayor and Ubraj Narine as deputy. Alternatively, a more seasoned deputy to be considered is Alfred Mentore.

It is time to make wise decisions and be wary of choices which can undermine the coalition’s interest. All other local organs will play a significant role in deciding the fate of the government at the next general elections.

Moreover, all must be assessed when considering second chances. Georgetown is the capital city, and therefore easy to be spotlighted. But don’t be fooled by the disguise of other towns obscured in the dark. Guyana cannot afford the Israelites out of Egypt’s cry. Beware!

Guyana, EU partner to fight illegal logging, provide legal timber trade

EUROPEAN-based timber buyers can be rest assured that timber products from these shores are legal and that Guyana will tackle trade in wood that has been illegally harvested, transported or processed.

This follows the conclusion of negotiations on a Voluntary Partnership Agreement (VPA) on Forest Law Enforcement, Governance and Trade (FLEGT), according to a statement from the EU. “It will help improve forest governance, tackle illegal logging and promote trade in verified legal timber products,” the statement said.

Minister of Natural Resources, Raphael Trotman said: “The forestry sector in Guyana is an important contributor to the national economy, generating jobs and helping to reduce pover-

ty. The Voluntary Partnership Agreement with the EU will help Guyana to develop the sector by improving forest management and governance.

By rooting out illegality, it will boost trade and contribute to Guyana’s goals on climate change, biodiversity conservation and sustainable development.”

At the same time Commissioner for International Cooperation and Development, Neven Mimica, said: “This is an important step towards promoting the sustainable development of timber trade, protecting our planet and at the same time, creating jobs and contributing to the competitiveness of the forestry sector. The EU is committed to supporting Guyana’s efforts to implement the Voluntary Partnership Agreement in the years ahead.”

The new agreement will give EU-based timber buyers assurance Through the Voluntary Partnership Agreement, that Guyana will tackle trade in timber that has been illegally harvested, transported or processed. In this way, Guyana will improve market access for law-abiding businesses, as well as modernise

its forestry sector, create jobs, promote sustainable development and protect the rights of indigenous peoples.

It was noted that the agreement will enter into force as soon as the EU and Guyana have completed their internal procedures for signing and ratifying it.

For the agreement to be

implemented, Guyana will develop systems and procedures to verify that all timber and timber products comply with relevant laws and regulations. Among other things, this means ensuring that loggers only fell trees than they are allowed to harvest, factories uphold health and safety regulations, and companies pay sufficient taxes.

The process will involve identifying and addressing possible gaps in the forest allocation process and in the legal framework, upgrading systems for tracking wood through the supply chain, improving procedures for verifying legal compliance, and supporting Guyana in developing approaches for ensuring that the traditional rights of Amerindian peoples are not impeded.

The statement said that the process will also include

the establishment of independent audits, a complaints mechanism, and systems and procedures for making information on the forest sector publicly available. “This process will be accompanied by a joint oversight of progress by the EU and Guyana,” the statement read.

It was noted that once the Voluntary Partnership Agreement is fully implemented, Guyana’s shipments of timber products to the EU will have to be accompanied by a Forest Law Enforcement, Governance and Trade (FLEGT) licence, demonstrating their legality. Such a licence would certify that the products meet the requirements of the EU Timber Regulations, which prohibits the placing of illegal timber on the EU market.

What are the rules for police ‘stop and search’ in Guyana?

THE report in Kaieteur News of 23-11-18, titled “More stop-and-search, police patrols for Region Two” caught my attention for two reasons.

For one, the fact that the commander of the GPF ‘G’ Division made a presentation on his Christmas policing plan to regional civil society stakeholders struck me as a welcome act in police/public

relations. Should such presentations be a standard procedure for all police divisions countrywide, then full praise is due to the force.

But, secondly, I took note of the intention of the police to increase “stop-and-search” operations to combat the expected upsurge in crime over Christmas.

Here is my concern: what are the rules of engagement in Guyana for police “stop-and search”

exercises? Does the Guyana police need to first have, as in America, “reasonable suspicion that the individual has committed, is committing, or is about to commit a crime?” If so, are the ranks of the police force aware of the legal contours of such suspicion?

Even beyond the critical issue of reasonable suspicion, we additionally have to understand what is the scope of police power when they

actually “stop and search” someone.

In American law (at least, in theory), when a police rank has reasonable suspicion to stop someone, it is only to question (not search) him or her as a first step. **As a second step, however, US police are empowered to frisk that person only to the extent necessary to ensure the officers own safety or that of nearby others.

Of course, there has been much abuse of these police powers in the US, with Blacks and Latinos bearing the brunt, despite clear rules on what is reasonable suspicion and when and how to conduct a frisk. The whole question of “stop and frisk” has come under relentless legal and political pressure that the New York police have reduced the practice by 94% over the last several years.

The questions then for our police force are (i) is reasonable suspicion required?, (ii) If so, how do the ranks operationalise it on the ground, and (iii) what is the scope of the search of persons, their belongings, and their vehicles?

The thieving of anything is a crime Dear Editor, STEALING or thieving anything, by any means, of any value by any person from anybody, be it road accident victims, marine accident or aircraft accident victims, is a crime and a shameful act; it must be condemned by all and the accused person or persons must be brought to justice by giving them a fair and speedy trial.If found guilty, the sentence must befit the magnitude of the crime committed.

Quite recently, we read about the alleged disgraceful act after the Fly Jamaica aircraft crash-landed at the airport;then we read about the

disappearance of the money entrusted to teachers at a school; then there was the turbo charger that went missing from the engine at the power house at Mabaruma, a location that is expected to be manned or secured 24 hours per day; and the question is being asked, how and why these grossly dishonest acts are happening. But the answer is that over a period of about 25 years we have cultivated a culture of dishonesty and a loss of pride and dignity.

One writer attributed the situation to a lack of employment and low wages and salaries. I would say that is utter nonsense. The last group of persons I afore-

mentioned all of the accused persons were employed and on the other hand, they were persons who were earning--minus allowances-- in excess of $600,000. Six Hundred Thousand Dollars per month and they are accused of committing crimes to the tune of hundreds of millions of dollars, remember the $30,000,000. Thirty million plus Guyana Power and Light matter. Remember the other case where two women were charged, but the case was dismissed because the charge was bad in law or on legal technicalities. We must not forget the Petro Caribe money, the numerous contractors that are being over paid and is reluctant to repay the money,

that they may have mistakenly or wrongfully received; and this list does not include the many who knowingly do substandard work by using inferior and less materials.

These are all acts of gross dishonesty and all of those persons I have mentioned are not poor people.

Stealing at any level and dishonesty must not be condoned and must be vigorously condemned by all; but at times we nail the poor to the cross and garland and idolise and glorify the rich and powerful.

It is beyond the comprehension of the right-thinking person, why those of our professionals, doctors, lawyers, engineers, and others are not

paying tax that is required by law; why most of our law-makers are not declaring their assets -- a requirement by law.

Why are a large number of employers deducting money from workers and not remitting same to the NIS? These are all acts of dishonesty that must be condemned by those at the top using strong language, but there is a deafening silence when these white-collar crimes are committed.

The N.I.S. must publish a list of the names of defaulters. You can’t help but feel sorry for the workers who would have qualified for pension, but because of their employers could not receive

what is due to them.

This current administration is taking steps to reduce the level of corruption unlike the previous government, but a lot more needs to be done. The foundation for corruption was constructed by the previous government and it will take some time to destroy or dismantle. We must use the same lens and language when a crime is committed by the poor and less fortunate and when it is committed by the rich and powerful.

From Atlantic Crossing to Atlantic Air Bridge OVER recent weeks, Guyana was the venue for several high-level regional and international conferences. These include the meeting of the Commonwealth Association for Public Administration and Management (CAPAM), United Nations Human Rights Council Workshop for Small Island Developing States and Least Developed Countries, and the Air Transport Meeting of the International Civil Aviation Organisation (ICAO). The latter ended yesterday.

These conferences highlighted the growing recognition of our country in the international community for its efforts at promoting professionalism in our public service, for respecting fundamental human rights, and achieving high approval ratings for air transport safety and security. Guyana has leapt over the approved confidence bar!

GUYANA BRAND It is always rewarding for international executives, including ministers from foreign countries, to applaud the Government of Guyana as well as our local entrepreneurs in the air transport, entertainment and hospitality sectors for delivery of what is fast becoming the Guyana brand in quality service and unforgettable hospitality.

This is what stood out the most during the recently-concluded ICC Women T20 tournament in Guyana. I have heard only high praises for our sports organisers, hoteliers, retail shop owners and taxi service providers.

But in Guyana becoming the venue for these conferences, it seems that emphasis is being placed on improvement in all-round services, including airline services; that Guy-

ana must deliver not only when it strikes first oil, but in delivering the much-touted “green state” agenda.

At these fora, Guyana was able to roll out its Green State Development Strategy (GSDS) with a 20-year vision for:* Sound fiscal and monetary policy; * green jobs and inclusive economic diversification; * sustainable management of natural resources; * transition to renewable energy; * resilient infrastructure, green towns and urban public spaces; * a healthy, educated and socially cohesive population; * good governance and strong institutions; and enhanced * trade, investment and international cooperation.

The door is already being opened for the latter, as was evidenced from the involvement by the African Union at the ICAO Air Transport Meeting, and the conclusion of agreements that could see, in due course, flights into Guyana from African States. When that happens, Guyana would enter history as a catalyst for turning what was hitherto the “Atlantic Crossing” into the Atlantic Air Bridge.

The perilous journey that once took at a minimum eight weeks by sea, would sooner, hopefully, take eight hours by air.

And the air flights would move not people as human cargoes but passengers as human capital from Africa to the Caribbean and the Americas, to boost our tourism industry, transit shopping and business investment.

RENEWED CONFIDENCE Guyana and the rest of the Caribbean

look forward with renewed confidence to the expansion of links with non-traditional markets, such as with the African Union.

“Africa and the Caribbean are joined by the Atlantic Crossing, and by history and culture. It is long overdue that we should have air transport connectivity,” I noted at the conference.

Coming out of investment meetings that I have attended in Southern India, there is now growing interest in Guyana among investors of Tamil origins from India, Malaysia and South Africa. There is much idle capital out there, and Tamil investors, too, would be looking forward to better air connectivity to access the Caribbean market.

For its part, Guyana has been showcasing its “open skies” policy. Guyana has strengthened legal security and safety measures with a Revised Civil Aviation Law, which was approved by our National Assembly on Monday last.

For us, aviation is the primary channel to connect internationally.

With a land space of 83,000 square miles, some 80% of which is pristine tropical rainforest, aviation is vital to connecting our coastland with riverine and hinterland communities, most of which are populated by our Indigenous Peoples.

MOVING IN RIGHT DIRECTION Our aviation sector is moving in the right direction, and growing. In 2017, Guyana recorded its highest international passenger movement in the history of the aviation sector of in excess of 650,000 passengers.

With first oil mere months away, Guyana is becoming an attractive market for foreign airlines, and a preferred business and tourist destination. Last week, American Airlines made its inaugural flight to Guyana.

In terms of connectivity, this has increased the number of destinations being served out of Guyana, which remains connected to major hub networks of the world such as Panama, JFK, Miami, Toronto, Port of Spain and Barbados.

International aviation is going through a period of unprecedented change. Guyana is poised to take advantage of this change.

With our expanded runway at the Cheddi Jagan International Airport, and the new terminal with state-of-the- art facilities, Guyana is in a better position to handle larger aircraft, and process more passengers.

BIGGER, BETTER BUDGET I know that my many readers would have expected me to, once again, dabble with the local political controversies.

But I have decided instead to air my views on the new horizons for Guyana’s prosperity, which are the modernisation of our governance system, and promotion of opportunities for expanding our air travel connectivity.

“It (his body) was in the kitchen and from all appearances he was going to eat, and the plate and all was on the ground; and they hit him, and he had a knock on the head, and it has something to do with the massala brick. It could have been that, I don’t know. He has a wound at the back at his head,” Shivdas related.

Police said that it appeared as if the pensioner was robbed and murdered.

Reducing the

prevalence of HIV OVER the years since Guyana recorded its first patient infected with the Human Immunodeficiency Virus (HIV), much work has been done by the Ministry of Public Health, with great support and collaborative partnerships from international donor agencies and concerned stakeholders.

Through the engagement of civil society, industries, communities and healthcare providers, Guyana has been able to make significant gains in the fight against HIV/ AIDS. However, we must be careful not to let the gains we have accrued over the years diminish.

That there is an increase in the number of new HIV cases in Guyana is of great concern to the Ministry of Public Health. We are redoubling our effort to ensure that we significantly reduce the spread of HIV, with the aim of reaching an elimination point by 2030.

KNOW YOUR STATUS This year marks 30 years since the observation of World AIDS Day. In 2018, the focus is on knowing one’s status. Indeed, the first step to treating HIV is to know who is infected. Hence, intrinsic to the treatment of HIV is ensuring that persons have unhindered access to screening sites so that they can be tested and become aware of their HIV status.

Through robust public awareness and education campaigns, Guyana has, over the years, continuously encouraged persons to get tested in an effort to have them know their HIV status, particularly if they engage in behaviour that puts them at risk of contracting the virus. High-risk behaviour includes having unprotected penetrative sex, and using intravenous drugs with unsterilised needles.

Please note that HIV is preventable, and you can reduce or eliminate your risk of contracting the virus. Early detection can lead to early treatment and better outcomes.

With early detection and proper care, many people live long, normal lives because of the advancements in HIV treatment options, and their ready availability.

The sooner you get tested, the sooner you can access treatment. You will be able to acquire information to help you manage the condition and delay the onset of AIDS, should you test positive for HIV. The earlier in the progress of the infection you get tested and get effective treatment, the easier it is to keep your immune system healthy.

Your doctor can monitor your immune system and help you avoid opportunistic diseases, or help you to manage these when they occur.

BARRIERS TO VOLUNTARY TESTING Even as the Ministry of Public Health remains committed to providing universal access to comprehensive HIV prevention programmes, treatment, care and support services, and encourages voluntary HIV testing, in Guyana, there are barriers within our society that negatively affect persons’ desire for voluntarily testing for HIV. Stigma and discrimination remain formidable barriers to voluntary testing for HIV, particularly among our key populations.

Greater efforts must be made by all concerned stakeholders to break down the barriers of stigma and discrimination within our society, particularly as it relates to HIV. Late diagnosis of HIV is associated with increased morbidity, mortality, and healthcare costs. Therefore, you must ensure that you protect yourselves by getting tested, and by following the regime of treatment.

Last year, UNAIDS launched a report during the Human Rights Council Social Forum entitled: “Confronting discrimination: Overcoming HIV-related stigma and discrimination in healthcare settings and beyond”. The report clearly shows that people living with HIV who experience high levels of HIV-related stigma are more than twice as likely to delay enrolment into care than people who do not perceive HIV-related stigma.

In addressing the Forum, UNAIDS Executive Director, Michel Sidibé said, “When people living with, or at risk of, HIV are discriminated against in healthcare settings,

they go underground.

“This situation seriously undermines our ability to reach people with HIV testing, treatment and prevention services. Stigma and discrimination are an affront to human rights, and put the lives of people living with HIV and key populations in danger.”

It is very important to note that, the world over, stigma and discrimination only continue to undermine prevention, treatment and care of people living with HIV and AIDS. They hinder those with the virus from telling their partners about their status.

Stigma and discrimination seriously threaten their access to healthcare. HIV-related stigma significantly affects people’s ability to earn a living, making it even more difficult for them to lift themselves out of poverty.

In view of the foregoing, I urge you my fellow Guyanese to work together to eradicate stigma and discrimination from our society. We all must recognise that HIV/ AIDS is not an automatic death sentence, as the life expectancy of those receiving treatment is approaching that of the general population.

The advent of antiretrovirals (ARVs) and a healthy lifestyle, inclusive of exercise and proper dieting, can cause a person living with HIV to live for decades.

Persons living with HIV/AIDS need love, respect and care, like everyone else in society. Know the facts of the disease before ignorance gets the better of you. Do not fall prey to the epidemic of fear, and spread falsities about the disease that you cannot verify. I wish to exhort our healthcare workers to refrain from any form of stigma and discrimination of persons living with HIV/AIDS. You are the standard bearers. Moreover, it is unfair, unprofessional, and unethical to behave in such a negative manner. Please refrain from such behaviour.

HIV is a chronic treatable disease.

Think of it as you would think of diabetes.

Persons living with HIV can seek treatment and live normal lives like all of us.

ENDING AIDS BY 2030 Guyana has joined the rest of the world in implementing the treat-all

–– is the responsibility of every Guyanese initiatives to end AIDS by 2030. The Ministry of Public Health, through the National AIDS Programme Secretariat (NAPS), continues to engage in numerous activities to spread awareness about HIV/AIDS, and the measures to be taken by individuals to protect themselves and their loved ones from becoming infected.

In addition, information has been shared about the best treatment options available in Guyana. Guyana’s decision to embark on the treat-all programme is in line with the World Health Organisation’s (WHO)’s objective to end AIDS by 2030.

Guyana has embarked on the Test-andStart programme in an effort to fast-track the treatment of persons living with HIV/ AIDS in Guyana.

Test and Start is a scientifically proven HIV prevention programme that can fasttrack the treatment of persons living with HIV/AIDS. The 90–90–90 PEPFAR goals speak to 90 per cent of the people living with HIV/AIDS in Guyana knowing their status.

Of those persons, 90 per cent must be immediately placed on ARVs. Of the 90 per cent placed on ARVs, there must be a 90 per cent increase in viral load suppression.

Practice HIV Prevention at all times.

Get tested. The first, and most important, step in preventing HIV infection is to know your status. Find out where you can get your free HIV test in Guyana. Use condoms. HIV is spread through bodily fluids like blood, semen, and vaginal fluids.

When used properly, condoms are an effective way to prevent HIV infection. Being Faithful to one partner reduces your risk of being exposed to the virus. Also, make sure your partner gets tested regularly, too.

Avoid injecting drugs. Sex is not the only way HIV is transmitted. Intravenous drug use also puts you at risk, since HIV can be spread through blood. Avoid injecting drugs, and never share needles.

By preventing HIV infection, we can create a healthier community; but it all starts with knowing your status. Take charge of your health today by getting tested.

Exploring the geology behind Guyana’s oil discoveries EARLIER this month, it was reported that Senegal could be “the next Guyana” based on specific geological similarities between the offshore areas of both countries.

It may seem remarkable that two countries, Guyana and Senegal, on different continents and separated by the vast Atlantic Ocean could share similar geology. It’s worthwhile to examine and explain this.

Energy companies and foreign experts are apt to throw around geologic terms—from new “plays”, to terms like “cretaceous carbonate”—that don’t always mean much to the average person.

But basic concepts of geology are a critically important factor in why Guyana has seen such an incredible series of oil finds in the Stabroek Block more than 200km offshore.

The geology of an oil-bearing formation impacts everything, from how much oil there is to how difficult it is to extract, although other factors like the distance from shore and the depth of the water also impact that calculation.

How and where these deposits form has been the subject of intensive study for more than a century by geologists and geophysicists.

Sedimentary basins like the one off the coast of Guyana are the remains of vast shallow seas that formed as ancient supercontinents split up millions of years ago. As organisms like algae and plankton died over millions of years, their remains built up at the bottom of the sea, and, over time, some of that organic matter was slowly compressed and heated into crude oil.

A certain portion of that oil can be “trapped” by specific types of geologic features and layers of non-porous rock to form a reservoir that can be drilled into.

When companies and officials talk about a type of “play”, they are indicating the geologic era in which that organic matter was deposited, like the Cretaceous Period, which began 145 million years ago. In many cases, these “plays” can rest on top of one another as basins of trapped oil separated by millions of years of rock.

For most of the wells drilled by the

Exxon-led consortium in the Stabroek Block, oil was found more than 5,000 meters under the ocean floor, in 2-kilometer-deep water, making drilling an expensive and technically complex feat.

The Liza and Ranger discoveries were made in different types of carbonate and sandstone, but both were from the Cretaceous Era. However, more recent discoveries, like the Hammerhead-1 find, are particularly interesting because they occurred at a shallower depth in different rocks, in this case sandstone from the more recent Miocene Era. Finds like this are special, because they prove that multiple geologic eras left behind oil in different layers of rock offshore Guyana.

According to the Guyana Oil and Gas Association, the Guyana Basin once formed one side of a shallow sea that emerged in the Cretaceous Era as South America split from Africa due to continental drift. The West African side of this drift has already been a prolific oil producer in the past years, led by countries like Nigeria and Ghana.

That’s a key reason why oil companies were interested in Guyana in the first place, and why places like Senegal, that also bordered this ancient sea, could find similar wealth.

But despite Guyana’s geologic potential, reports from Wood Mackenzie and Rystad Energy note that it took years of searching, and the largest underwater seismic mapping project ever conducted to actually find drillable prospects.

That points to the difficulty and sophistication of offshore drilling, and the inherent uncertainties that come with predicting and pinpointing geologic formations created millions of years ago.

C’bean urged to participate in activities against gender based violence GEORGETOWN, Guyana (CMC) — Caribbean Community (CARICOM) Secretary General Irwin LaRocque is urging regional countries as well as non-governmental organisations to host events in support of the activities marking the 16 days of Activism Against Gender-Based Violence.

In a statement ahead of the International day for the Elimination of Violence Against Women on Sunday, LaRocque said that he was encouraging the governments and other stakeholders to host the events with local, national, regional and global women’s movements, survivor advocates and women human rights defenders.

He said these activities should create opportunities for sharing personal stories to stimulate dialogue among activists, policy-makers and the public.

“During this 16-day campaign, people around the world, especially women, are mobilising to ensure that they can enjoy the full complement of their human rights. But women and girls cannot do it alone. Men and boys must become involved.

“We all have a shared responsibility in achieving gender equality which will allow our women and girls in our Caribbean region an opportunity to live their lives free of violence,” he said.

The region’s top public servant said that it is important to note that while violence is an extreme violation of women and girls human rights, it also incurs huge economic costs for women and families, as well as for communities and societies.

He said the 57th Session of the Commission on the Status of Women in 2013, noted the economic and social harm caused

by such violence and strongly urged all governments to collect, collate, analyse and disseminate reliable and comparable data and statistics on a regular basis, disaggregated by sex and age.

“Data is needed on all forms of discrimination and violence against women and girls. There is also a need for multidisciplinary research and analysis on the structural and underlying causes of, and risk factors for violence, its types and prevalence, in order to inform the development and revision of laws.”

LaRocque said that for the first time, Caribbean countries are engaged in prevalence surveys on gender based violence.

He said these surveys are being conducted with the collaborative efforts of UN Women, the CARICOM Secretariat and several international partners.

Guyana to serve on CoP to Minamata Convention on Mercury GUYANA has been nominated to serve on the Bureau of the Conference of Parties (CoP) to the Minamata Conference on mercury.

According to the Ministry of Natural Resources, the nomination was made against the backdrop of strides made by Guyana in implementing the Minamata Convention on the use of mercury in mining.

The Minamata Convention on Mercury is an international treaty designed to protect human health and the environment from anthropogenic emissions and releases of mercury and its compounds. The convention came into force in August 2017.

The ministry stated in a release that the agency’s Project Officer Marisica Charles was recently elected at the Conference of the Parties to the Minamata Conference on Mercury 2 (CoP2) at the International Conference Centre in Geneva, Switzerland, as one of the two vice-presidents from the Group of Latin America and Caribbean countries (GRULAC).

“The Ministry of Natural Resources continues to recognise the environmental and human health risks of mercury use and pollution.

A National Working Group has been reconstituted as of August 2018 and currently has been reviewing the draft National Action Plan with stakeholders giving comments and inputs on how it can be completed,” the agency said.

Baramita to get Cottage Hospital

ROCKED by high suicide rates and other social ills, government will soon open a Cottage Hospital at Baramita--located in the Barima-Waini region.

Currently, the community is served by a health post. Minister of Public Health Volda Lawrence recently visited the proposed new building which will house the proposed Baramita Cottage Hospital at Barama Line. During her visit, she applauded the efforts of Regional Health Officer Dr. Cerdel McWatt and the staff who provide healthcare to residents. She reminded them that there was still more to be done to ensure villagers access the services being provided.

“With a catchment area this large, you have people coming from all over, you need to think big and there is a lot to be done here… But you are doing well,” the minister related to Dr. McWatt, who indicated that the health post functions on a 24-hour basis.

Dr. McWatt also took the opportunity to inform that when the facility relocates, there will be the addition of laboratory services, a vector control unit, an area for infectious diseases and a morgue. The Baramita Health Post, which is located next door to the Baramita Primary School alongside the village’s airstrip, offers a number of services to a large catchment area of

several satellite villages. The Level One health post currently delivers Level Three healthcare services which are equivalent to that of a cottage hospital.

This facility temporarily houses patients on an in-patient basis until recovery or further referral. Its primary healthcare programme is also intact while essential drugs and medical supplies needed to support the chain of healthcare delivery are in stock.

At the Baramita Health Post, delivery of newborns is done, along with registration of births. There is a chronic disease clinic, maternal and child health clinics while home visits are also conducted. The facility’s staff complement includes two doctors, one medical extension officer (Medex), one community health worker and one regional monitoring and evaluation officer for vector control.

The Health Minister was accompanied by a team from the ministry, including acting Director of Regional and Clinical Services, Dr. Fiona Perry; Director of Primary Health Care, Dr. Ertenisa Hamilton; Nutritionist, Food Policy Division, Analese Roman-Benn; Director of Pharmacy, O’neil Atkins and adviser on health systems and services from PAHO/WHO, Dr. Paul Edwards.

Agriculture growth demands on freshwater unsustainable – Agri Minister

THE demands on the world’s freshwater resources from increasing agriculture growth are unsustainable, Agriculture Minister Noel Holder said during his address at the “Week of Agriculture and Food” held in Argentina on November 22 and 23, 2018.

Under the theme, “Week of Agriculture and Food: Future challenges for Latin America and the Caribbean”, Minister Holder said at this rate of water consumption growing twice as fast as the global population, the share of water for agriculture could be drastically reduced.

He called for a more profound transformation in Latin America and the Caribbean to ensure self-sufficiency.

Minister Holder identified areas for future collaborative work, regarding public policies and national programmes, in the area of climate change, sustainable agriculture and food and nutrition security.

The event served as a regional forum for the exchange of experiences, dialogue, and the construction of agreements between the regional bodies to further advance the sustainable development goal.

“As policy-makers, we ask ourselves, how do we significantly increase agricultural production without further stressing our environment; or destroying our natural forests and, without further diminishing our water resources, to feed a world population which is expected to increase from under seven billion to about nine billion by 2050?” he questioned.

To meet this demand, Minister Holder said those in agriculture in 2050 will need to produce almost 50 percent more food, feed and biofuel than they did in 2012.

He said about 80 percent of this increased production will have to be furnished from existing arable land through the production of higher yields.

“Agriculture is one of the pillars earmarked to forge a path of sustainable development for Guyana and the Caribbean. It is of fundamental significance to ensure food and nutrition security and represents a viable mainstay on which to promote a “green” economy for our country,” Holder posited.

Summits such as these, he said, augur well for governments of Latin America and the Caribbean to learn, engage, network and grow, as it highlights the interface for collaboration as the countries work to expand its production base in a sustainable manner.

The agriculture sector, Minister Holder said, is undoubtedly one of the most important sectors in Guyana and continues to contribute over 16 percent to the economy. It is a sector that is crucial in terms of reducing unemployment, poverty alleviation and for bolstering economic development.

Guyana’s vast tracts of productive land present enormous opportunities for growth. However, according to Holder, high volatility in international commodity prices and extreme weather events, in recent years, have affected the agriculture sector.

“With a land area of 83,000 square miles but with almost 90% of its population occupying a strip of land approximately 200 miles long and 30 miles in width; and having

75% of the main economic activities concentrated on this low-lying coastal zone situated some six feet below sea level, Guyana is particularly vulnerable to the negative effects of climate change on its economy, human livelihoods and ecosystems,” he said.

Climate change is anticipated to have potentially disastrous impacts on the economic viability of the agricultural sector. The potential, negative impacts that climate change can have on Guyana are significant if profound changes are not agreed upon.

The Food and Agriculture Organization (FAO) has projected that by 2030, the world will be faced with a 40 per cent global water deficit under the business-as-usual climate scenario.

Groundwater provides drinking water to at least 50 per cent of the global population and accounts for 43 percent of all of the water used for irrigation.

In addition, inappropriate use of fertilisers and pesticides has translated into water pollution affecting rivers, lakes and coastal areas.

Crime menaces migrants on Mexico border as Tijuana declares crisis TIJUANA, Mexico (Reuters) - Unaccompanied minors and other vulnerable migrants risk falling victim to crime in the Mexican border city of Tijuana, where thousands of Central Americans from caravans may be stuck for months as authorities tighten up asylum rules, advocates say.

Some 4,600 migrants from the bedraggled caravans whose advance has angered U.S. President Donald Trump are camped out with blankets and little food in an overcrowded stadium in Tijuana, whose mayor has declared a “humanitarian crisis.”

Trump has sent troops to the U.S.-Mexico border, authorised the use of lethal force and threatened to shut down the frontier entirely if the migrant caravans are not

stopped.

Among the Central Americans, many of whom are Hondurans fleeing violence and poverty in the struggling region, are about 80 minors between the ages of 10 and 17, according to migrants rights groups.

Josue, a 15-year-old Honduran in Tijuana, said that during a previous attempt to cross into the United States last year, he was kidnapped and badly beaten in Mexico by drug traffickers claiming to be from the notorious Zetas gang.

“I ended up in the hospital, I don’t know how, because I arrived there half-dead,” he said, declining to give his second name.

Once he was well enough, authorities deported him, he said.

Reuters was not able to

independently corroborate details of his story. Mexico’s immigration institute did not immediately respond to a request for comment about the case.

Tijuana was rated by Mexican think tank Seguridad Justicia y Paz as the fifth most violent city in the world in 2017, with a higher murder rate than the Central American cities from which the migrants are escaping.

Juan Manuel Gastelum, Tijuana’s mayor, said late on Thursday that the city was facing a humanitarian crisis and that supporting the migrants was costing more than 500,000 pesos ($25,000) a day. He urged international agencies to help Tijuana.

WAITING LIST

Activists fear that the Central Americans could be stranded for a long time in the city, where some protests against the presence of the caravan have broken out.

In May, citing a lack of processing space at the same crossing, U.S. immigration officials stalled a previous caravan that also drew Trump’s anger. Eventually, they began letting in a trickle of people from the group.

To manage flows of asylum claimants, Mexican and U.S. authorities have in recent years maintained a waiting list. Lawyers and human rights group, Amnesty International have said such measures slow the process.

U.S. Customs and Border Protection said in a statement sent to Reuters, that the San Ysidro Port of Entry, which

connects Tijuana to San Diego in California, could process up to 100 people per day and that it was working with Mexico to manage the flow.

Mexico’s National Immigration Institute said it protects the rights of all foreigners and was “respectful of immigration policy implemented by other countries.”

Stalled for days, migrants from the caravan have been signing onto the waiting list.

They include gay and transgender teenagers.

Erika Pinheiro, director of litigation at Al Otro Lado, an immigration legal advocacy group, last week told a Californian court under oath, that “LGBT children cannot safely stay in Mexico. They are at risk of violence and persecution.”

Tijuana has just one shel-

ter for migrant children, which subsists with the help of civic organisations.

“Young people are definitely the most vulnerable in this type of movement,” said Mynor Contreras, who runs the local YMCA. “We’ve never received so many in such a short time.”

If the children cannot enter the United States, they risk being deported from Mexico.

That can spell big trouble.

“I don’t want to die,” said 16-year-old Justin, who related how his life was threatened last month for not paying a “war tax” that gangsters charged for his small used-clothing business in the Honduran city of San Pedro Sula. “That day I told my mother to give me her blessing and I left,” he said, crying.

MoPI issues spring-tide flood warning

PERSONS residing along the banks of rivers and low-lying coastal areas are advised to take all necessary precautions in the event of flooding during the current spring-tide period which began on Wednesday and is expected to end tomorrow.

Although there have been no official reports of flooding in high-risk areas, the Ministry of Public Infrastructure (MoPI) is warning persons to be vigilant and cautious during the period.

According to a public advisory from the ministry, the Sea and River Defence Department considers several areas to be particularly susceptible to possible flooding due to storm surges which may induce overtopping of sea or river defence structures.

Flashback: The situation in Alexander Village during one particularly severe high tide Those areas include Johanna Cecilia-Zorg, Charity and along the Pomeroon River Banks; Zeelandia, Good Success to Sarah-Wakenaam Island; Thierens-Success, Cane Field-Amsterdam, Endeavour-Blenhen, Cane Garden-Leguan Island; Windsor Forest to DeWillem, West Coast Demerara; Parika Market Area and Salem to Sparta, East Bank Essequibo; Kitty to Turkeyen in Georgetown; Chapman Grove-Greenfield, on the East Coast Demerara; and Helena Numbers 1 and 2 and Mahaica.

The highest tides were recorded on Friday at 3.13 metres, and on Saturday at 3.14 metres.

In light of what has been recorded so far, the ministry is advising that precaution should be taken by all mariners, including those operating fishing vessels and larger vessels, and against the use of beaches and foreshore areas for recreational purposes.

Early this year, several villages and communities on West Demerara were inundated after heavy rainfall and high tides resulted in the breach of the sea defence in that area.

–– Captain Latchman urges “IT doesn’t matter how often I visit a resort, it always feels like the first time for me,” says boat captain Vincent Latchman.

Being a jet boat captain for Old Fort Tours, Vincent Latchman is a people-oriented person who has travelled the length and breadth of the Essequibo River.

He is part of a team of professionals who conduct

tours to resorts in the Essequibo River for foreign and local tourists.

Latchman began working with Old Fort Tours in 2015, but before that he worked on a part-time basis with the same privately owned company.

He is a boat captain/tour guide and production officer who is part of the tourism business in Guyana, hosting tours to resorts in the Esse-

quibo River.

The 39-year-old has been a boat captain for many years and his expertise is appreciated because he is very familiar with the many islands and resorts among other places in the Essequibo River.

This ever friendly boat operator grew up in Bartica but resides at Parika, East Bank Essequibo and started his journey at Captain Da

Latchman told the Guyana Chronicle that he likes his job more so, because he meets people and interaction is part of his daily routine.

“It doesn’t matter how often I visit a resort, it always feels like the first time for me because it is so peaceful and serene… so different from the ‘hustle and bustle’ of everyday life in the city,” he said.

Latchman added that in his job he also gets to showcase Guyana’s tourism product, our nature resorts and it never gets old for him.

He said, “Even though some of the resorts were man-made, visits to the resorts give off a completely

different feeling, a relaxing one which is felt deep within and it is so tranquil, a really good feeling all in all.”

This boat captain has no problem ferrying people around to the tourists’ destination since he knows the Essequibo River like ‘the back of his hand’ and manoeuvring is quite easy even at nights.

Latchman told this newspaper that visitors are usually enthralled with the resorts, the sheer beauty is enough for them to re-visit and some even say it is like ‘paradise’ here.

I

N an effort to ensure that children all across the country benefit from adequate nutrition in their daily diets, the Pan American/World Health Organisation (PAHO/ WHO) Guyana office has partnered with the Ministry of Public Health’s Food Policy Division to inform all children of all ages of the importance of a healthy and balanced diet.

More specifically, children in hinterland areas have been targeted to learn of the nutritional benefits in their traditional diets.

In keeping with its goals, representatives of PAHO/WHO and the Ministry of Education on Friday made available several video segments, utilising local content including children and public figures from the Baramita village, for screening by the students. Also, included

in the video were special guest appearances by the staff of the Food Policy Division, Young Leaders in Diabetes, the Minister of Indigenous Peoples’ Affairs among many others.

Two of the segments shown explained the making of a cassava bread sandwich and a new way to eat Tuma Pot. It also detailed new additions, such as green and coloured vegetables, to the foods to add an extra bit of nutrition to their diet. A mandate, well adopted by both parties involved, after being inspired by the constitutional right of children which is the right to health and nutrition.

The Food Policy Division and PAHO/WHO have recognised that the diet of hinterland students and those on the coastland are different. Additionally, it was found that if all

children in Guyana are to grow equally, they should benefit from similar nutritional values in foods.

For the Baramita Primary students, they learnt, through the videos, how additions can be made to their traditional dishes and generally how they can benefit from a healthy diet.

This was followed by a brief session during which Nutritionist, Analese Roman-Benn from the Food Policy Division narrowed down the food groups to three catchy food groups to encourage the children to begin practising their use and benefits.

Roman-Benn explained that there are “go foods”: These are foods which provide energy, grow foods: which help you to grow on schedule and glow foods which help to improve their appearance. The attendees were

also informed that healthy children are the wealth of a nation.

The children were enthused after they learned of how healthy eating could help them to grow and become influential persons in society. Some of them indicated that one day they would like to grow up and possibly become the President of Guyana and even the Minister of Public Health.

by Kaleidoscope In Defined Shapes (KIDS) TV. These programmes will be shown in the school periodically, and also at the health centre in an effort to encourage the embrace of the push for health and nutrition in hinterland regions.

Agricola youths charged to aim high at job fair

LOCAL entrepreneur and resident of Agricola Christine Profitt on Saturday hosted a job fair at the St. Anne’s Primary School in the community as part of her ‘I Can’ project aimed at developing youths.

Speaking at the fair, Profitt said: “This project is to combat the negative thoughts we tell ourselves and the negativity that we project in the community and turn it around to say ‘...I can make a positive change in my household, in my heart [and] in my life’.”

the US’s Young Leaders of the Americas Initiative.

According to Profitt, it is centred on two goals: providing mentorship and networking opportunities for young people looking for employment as they turn away from negative influences; and mobilising members of the community to understand the role in the East Bank Demerara community, especially as it related to dispelling stigma and stereotypes.

Also speaking at the fair was Minister of Public Security Khemraj Ramjattan who affirmed: “I felt compelled to be here because this is exactly what should be replicated all across the country-- a nurturing and a mentoring of our young people that is going to take them places.”

He expressed how delighted he was that Profitt took up the mantle to engage in such a project, especially in an area which has been stigmatised for crime and deviant behaviour.

“I am very proud that we have an entrepreneur who has taken the initiative to become involved in this community, to the extent that she has that desire to inspire young people to want to make it to better things,” he said.

But the minister also acknowledged that youths do rebel sometimes, and that is normal once the rebellion stems from their need to question things as against just rebelling to destroy. He said that adults must know how to contend with this, and guide youths to engage in legitimate activities and community work.

Speaking to the young people present at the fair, Ramjattan stressed that young people also have to bear some responsibility. He contended that society may tempt any susceptible person to engage in deviant activities, but it is important to have self-restraint. “That is why I want you young people of Agricola and everybody other town and village in this country to understand that

And young people and adults alike have the responsibility to create change in their communities, because the government cannot and will not attend to every single need, Ramjattan noted. That does not mean however that the government will not strive to ensure that citizens are safe and happy, he related; he added that South America is a very violent continent and to stop this from becoming the “trajectory” in Guyana, similar mentorship schemes are paramount.

And though he had high praise for the entire project, he mentioned that the job fair specifically was another great initiative, since the country has historically held a deficit of financial resources and developed human resources. “We are on the cusp of extraordinarily great things with an oil- and-gas sector [and] we have to prepare our young people to ensure that they be beneficiaries of that,” he said. “Becoming better than you are us a preparation of that.” At the job fair, young people from the community spoke to several stakeholders-- particularly those entities which deal with job readiness and employment. Other US-supported programmes which target locals came out to show their support and play their part in trying to boost the community.

Businessman in Agricola and Profitt’s father Christopher Rockcliffe noted that a few years ago he engaged similarly to help youths in the area. He shared that so stigmatised was the community that persons were turned away from their jobs just because their address was Agricola, even if they had the requisite qualifications.

For him, it is important to motivate the youths so that they can make a name for themselves and so that the community can move away from the stigma.

–– young graduate doctors urged as they venture out into the world of work

PRACTICING good “bedside manners” could improve a doctor’s ability to make a prognosis.

That’s the word from Dean of the Georgetown American University (GAU), Dr. Haydock Wilson as he led the charge at the institution’s graduation ceremony at the Marriott Hotel on Saturday.

Dr Wilson said that while in the past, doctors tended to encounter difficulties while trying to diagnose a patient, he believes that this can be surmounted by developing a rapport with one’s patients.

“You know, when you have a good attitude, the patients will open up to you, and in that way you would be able to under-

stand their problems and provide a proper diagnosis,” Dr Wilson said.

“It would improve the rate of diagnosis by 50 per cent,” he told the seven young doctors before him that afternoon, and warned them about being complacent, but to rather see their finally being able to graduate as just the beginning of a long journey.

Similar sentiments were expressed by Minister of Public Health, Volda Lawrence who told the graduates to use their skills and knowledge to transform and save lives, rather than using them for selfish gains.

She also encouraged them to contribute to the achievement of Goal Three of the UN-led Sustainable Development

Goals (SDGs), which is to “Ensure healthy lives, and promote wellbeing for all at all ages.”

Although five of the seven graduates are not from Guyana, Minister Lawrence said she was confident that most of them would remain here for awhile, and contribute to the efficient delivery of healthcare locally.

Valedictorian, Dr. Isioma Oside accepted the challenges on behalf of all the graduates and reflected on the fruitful journey throughout the four years at the institution.

She said that although the journey was not easy, she and her colleagues were able to persevere and ensure that they successfully completed their time at the university.

GAU is an established University in the Republic of Guyana. It was founded in November 2013 by Guyanese, Dr. Melissa Varswyk and Mr. Cyril Fox, and opened its doors to first batch of students in June 2014, just after seeking National Accreditation Council recognition.

The university received its registration with the National Accreditation Council of Guyana in August 2014.

GAU is also recognised by such international organisations as the Foundation for Advancement of Medical Education and Research (FAIMER), International Medical Education Directory (IMED), and the World Federation of Medical Schools.

Its mission is to create and nurture a diverse student body committed to leadership in alleviating human suffering caused by disease, through innovative research and healthcare delivery to Guyana.

The first established school within the university was a School of Medicine which delivers a Premedical Sciences Program and Doctor of Medicine Program.

The University is affiliated to the Wyckoff Hospital in New York, where its students have recently successfully complete clinical rotations.

GAU has also secured facilities for clinical rotations for students in Washington DC and Atlanta, Georgia.

These affiliations allow GAU clinical science students to complete their final two years of study in the USA.

BK Quarries Inc. eyes tourism sector

THE BK Group of Companies is seeking to transform a section of the BK Quarry at Teperu/Itabu along the Mazaruni River, into a tourism destination and an exclusive get-away spot.

Speaking to the Guyana Chronicle recently at the quarry, Manager Rickford Inniss related that management is striving to contribute to the developing tourism sector in Guyana by combining

the rugged feel provided by the operations of the quarry with the natural beauty of the Mazaruni area.

A tour of the site would show that it is much, much more than a quarry. Employees who reside there have comfortable living spaces with their meals and laundry well taken care of. The quarry boasts modern living facilities and of course, an entertainment area which is

primarily a bar.

Amidst the quarry sites, there are farms which produce food for dwellers. But perhaps the main attraction would be the Teperu Falls that caresses the entertainment area.

Cognisant of how attractive the waterfall is, Inniss highlighted: “What we are trying to do is create a lake, so that the Teperu Falls would fall into that lake and so it will always be filled with water.”

At the quarry, that very same area designated for the lake is currently being drilled and blasted. Once this is done, plans to establish the lake should move ahead.

Inniss said that the aim is to also foster kayaking, swimming and whatever else is desired to enhance the tourism appeal.

The intention too, he noted, is to provide an atmosphere that could give persons an adrenaline rush of sorts—from seeing the blasting or drilling of rocks or just watching on (from afar and with protection, of course) the process of

And quite frankly, he acknowledged, “We know people don’t want to spend too much money.”

Once the quarry becomes a large-scale business however, the manager said that there will certainly be a cost attached. And he believes that within the next year, or two, the quarry will be transformed into a tourist hub.

“We want to showcase that BK is a tourist attraction for Guyanese and to the world as a whole,” Inniss said.

In 2011, a twoday Caribbean Community (CARICOM) retreat culminated with a dazzling rock blast at the Teperu quarries that amazed leaders who witnessed from a distance the main operations of BK Quarries Inc.

UG Unions reject increase –– say amount an insult to staff –– Council to meet and negotiate

THE University of Guyana Workers Union (UGWU) and University of Guyana Senior Staff Association (UGSSA) announced Friday that they have rejected the three and four per cent increase approved by the University’s Vice-Chancellor, Ivelaw Griffith.

The Union also announced that they are currently awaiting a negotiation meeting with the council.

Last week the Finance and General Purposes Committee of UG unanimously approved a last-minute request by UG’s administration and imposed a three per cent salary increase for UA (academic) staff, and four per cent increase in salary for UB (support) staff, retroactive to January 1, 2018, which Griffith said is all the university can afford at this time.

“It is completely contrary to the principles of labour relations to impose an increase where trade unions exist and negotiations are possible. The percentage named are also insulting to the staff,” said the president of the UGSSA, Jewel Thomas.

Moreover, she said, the university’s unions have been trying to negotiate wages and salaries with the university’s administration since January of this year.

The first negotiations meeting with the administration was held on February 28.

Since then, they have been unable to agree on an agenda.

Thomas said that they wished to negotiate salaries for 2018, travelling allowances, book allowances, medical science, and gratuity for persons not on the pension scheme, and pensions for UG staff.

“We indicated that we were not prepared to negotiate items 1-5 until the University’s Divisions had been transformed into a Human Resources Department.

The Finance and General Purposes Committee of Council had laid out a plan for this transformation since 2016, and we had been told in early 2017 that the plan should be implemented by 2018.

One of the first items that had to be implemented was the hiring of a human resources director.

We still do not have a human resources director,” she said.

SMALL NEGOTIATING TEAM She opined that there was also some discussion about the persons who would comprise the administration’s small negotiating team.

They objected to two persons, but when the administration insisted on their presence, they were prepared to go ahead, while noting the objections.

“The administration, however, was not prepared to compromise on the items on their agenda, and to agree on putting our items first. In August, after we received an email from the vice-chancellor that spoke to this, we decided to contact the Department of Labour to ask for their assistance in getting the process moving,” she said, adding: “The administration refused to meet with us. We turned up to the meeting on October 25; they did not.

Their tactic, to get around negotiating with us, was to rush an item onto the agenda of a scheduled F&GPC meeting under ‘Any Other Business’, and get those present to agree to those unilateral increases. We rejected it entirely.”

When asked about the university’s financial position, and if that may be what is hindering a solid increase, Thomas said: “In negotiations, you’re normally required to provide the documentation that will support your statements about what you can afford and what you cannot afford.

“Normally, they would have to give us the documents that lay out the university’s financial position; and we did not receive documentation that we feel confident about as yet. We’re still waiting for that documentation with the university’s financial position.”

She added, “Since the manner in which expenditure has been done in the university has really not taken into account what stuff we would like to see happen, we don’t feel in any way responsible for our financial situation, and our position.

“And staff should not suffer for whatever has happened in terms of the university’s spending.”

‘DEAD IN THE WATER’ UGWU President, Bruce Haynes said at the press conference: “If you remove some of the very critical staff from this university, you are not going

to have anything positive happening; we will stop like a ship that is dead in the water.

“A lot of stuff that the UG staff does for this university is taken for granted; it is not valued. They have to start addressing things that make our staff uncomfortable.”

Sharing the same sentiment, UGWU Executive Member, Khemraj Narine said, “Our staff, both UA and UB, are doing a yeoman service to this university, but are not shown the appreciation that they deserve.

If this university is going to move swiftly into the 21st Century, it can’t be by buildings; no building could move. It takes people to do that; it takes people who are

“And if you’re talking oil and gas, we are in trouble.”

According to Thomas, persons do not realise that the 2015 industrial action was taken because of the fact that staff were subsidising the university.

“This year, the practice still continues,” she said.

“And as I said, more money is coming into the universi-

ty, and you can see evidence of spending. And staff are still paying for essentials for the University; staff are still paying for paper, providing projectors, and bringing them to use in classrooms for presentations.

“I was told by somebody yesterday that they had to go and buy their own office supplies and paper clips, because they were told they can’t have any.”

At the press conference,

the body also expressed that the university is currently looking for a new chancellor and they hope that the chancellor will be someone who will be in the position to provide leadership of integrity and wisdom to the council, and to the university.

They also hope that the council acts in a way that will enable staff to have trust and believe in the body.

FFTP donates medical supplies to GHPC

FOOD For The Poor-Guyana has donated one container filled with medical equipment and supplies to the Georgetown Public Hospital Corporation (GPHC), with the aim of fostering the provision of improved health services.

Chief Executive Officer of the FFTP, Kent Vincent, noted that he has been in contact with Chief Executive Officer (CEO) of the GPHC, Brigadier (ret’d) George Lewis, over the past few months, concerning the donation of the supplies.

Vincent highlighted: “We want to assure the CEO that we are committed to assisting as much as we can to the alleviation of those who are suffering here in Guyana.”

This contribution from the FFTP was not

one done in isolation.

In fact, Vincent related that the organisation has been bringing supplies into the country and donating these supplies to health centres throughout the country.

Receiving the donation at the GPHC on Friday, Lewis highlighted that the GPHC values its collaboration with the FFTP, and acknowledged that over the past few years the hospital would have received assistance.

“The supplies provided here will be used for the improvement of healthcare at this institution,” Lewis said. He noted too, that if there are items that can be shared with other medical institutions to improve the delivery of health services, the GPHC will not hesitate to share.

Three remanded for Leopold St murder THREE teenagers were on Friday remanded to prison after they were arraigned before Chief Magistrate Ann McLennan for the murder of a 45-year-old drug addict, who was stabbed to death on Leopold Street, Georgetown last Saturday.

John McKenzie, 19 and a Georgetown Public Hospital Corporation employee along with his two accomplices, both 15, was not required to plea to the capital offence which alleged that on Saturday, November 17, 2018 at Leopold Street they murdered a human John McKenzie being named ‘Buckman.’

McKenzie was remanded to prison, while the two 15-year-olds were placed in custody at the juvenile holding centre.

The police had reported that on November 17 about 22:45, “Buckman” and the three teens were involved in an argument after he stopped buying drugs from them.

One of the teens allegedly pulled out a knife and stabbed the man several times before making good his escape.

After the stabbing, the 45-year-old man was rushed to the GPHC where he succumbed to his injuries.

Guyana Airways Inc. ‘ecstatic’ about court win … despite millions in losses

CHAIRMAN and Chief Pilot of Guyana Airways Inc., Dr. Colin Abrams, says that the company is looking forward to continuing its plans to bring the airline on stream now that it has the green light from the courts to use its company name.

Abrams said that the company has suffered huge financial losses over the past few months, so they are eager to get off the ground so some revenue could come in as soon as possible. Abrams could not immediately put a figure to the situation but estimated it was millions in losses.

“Extremely ecstatic. Looking forward to moving forward with our project,” Abrams expressed at a press briefing on Friday at the company’s headquarters on Barack Street.

Abrams stated that they choose to use the name Guyana Airways Corporation Inc. because the name was available and separate from Guyana Air 2000 and for 18 years there was no flag carrier airline in Guyana and he wanted to bring one to Guyana. GAC Inc. is using the colours and logo of the former state-owned carrier. He explained that Guyana Air 2000 logo was never copyrighted and they went about things the right way.

The company plans to operate two 737 aircraft, and is looking to Cuba as one of its target market when it starts operating flights around the Caribbean. The company will need to do a few more processes before the airline will be allowed to operate flights to the US. “Until we get our air operators certificate and we apply to the Department of Transportation and they initiate the process of getting the FAA to come down to Guyana to do an ICAO audit,” Abrams explained.

Rashid, Stokes wreck Sri Lanka, England in charge COLOMBO, Sri Lanka (Reuters) - Adil Rashid and Ben Stokes scripted a spectacular turnaround to earn England a handy first-innings lead after skittling out Sri Lanka for 240 on day two of the third and final Test yesterday.

District 10 begin ‘Nationals’...

THE 2018 edition of the National Schools Swimming, Cycling, Track & Field and Teachers Championships will open today at the National Track and Field Centre, Leonora at 15:00hrs.

Organised by the Guyana Teachers Union (GTU) and the Ministry of Education, the 58-year championship will see student-athletes Under-8 to Under-20 from across the country compete at the week-long event.

According to the organisers, a colourful opening ceremony is planned where spectators will be entertained by Cofona Marching Band from Berbice, West Demerara Secondary School Orchestra, South Ruimveldt Secondary’s physical displays and other acts.

Representatives of the GTU, Minister of Social Cohesion Dr George Norton, Minister of Education Nicolette Henry and Region Three Regional Executive Officer (REO)

Denis Jaikarran will all address the athletes before they head into action.

Last year, behind the exploits of Daniel Williams, Chantoba Bright and Deshana Skeete, Upper Demerara/Kwakwani, District 10, won their consecutive and 16th overall title, which saw them continue their reign as the most successful District in the history of the Championships.

The ever-improving South Georgetown (District 13) finished second, while North Georgetown (District 11) were third.

Rounding off the top five finishes last year were West Demerara (District 3) who finished fourth and East Georgetown (District 12) and Cuyuni Mazaruni (District 7) tied for the fifth position.

Spurs end Chelsea run as Man City, Liverpool forge on

By Marc Isaacs LONDON, England (Reuters) - Tottenham Hotspur ended Chelsea’s unbeaten start to the Premier League season with a breathtaking display of attacking football at Wembley that saw them seal an emphatic 3-1 win and refresh their title challenge yesterday.

The win moved Spurs up to third but unbeaten Manchester City still looked in a class of their own at the top, as Leroy Sane scored twice in a 4-0 stroll over West Ham United at the London Stadium.

It put City to 35 points from 13 matches but nearest pursuers Liverpool, also still unbeaten, remained just two points behind the champions, keeping up the pressure with a 3-0 win at Watford.

Much had been made of the unbeaten runs of City, Liverpool and Chelsea but Spurs had, quietly, made an impressive start to their own

campaign and were at their brilliant best at a raucous Wembley.

After City and Liverpool had won, the writing was quickly on the wall for Maurizio Sarri’s men in the day’s late fixture as Chelsea went 2-0 down inside 16 minutes to goals from Dele Alli and Harry Kane.

Spurs added a sensational third when Son Heung-min carried the ball from inside his own half, beat two men with ease before finishing neatly.

Bowlers spur Transport to thrilling win over DCC in Under-13 final

By Faizool Deo QUALITY bowling propelled a short-handed Transport Sports Club cricket team to a thrilling one-run victory over host team, Demerara Cricket Club (DCC), in the final of the V-Net Communications/Georgetown Cricket Association (GCA) Little Champs U-13 competition on Friday night.

What seemed a simple victory for DCC turned out to be a whirlwind of entertainment for the small crowd who watched the youngsters battle under lights.

The competition, which was sponsored by Cerulean Inc., Guyana Trading Company and Eco Atlantic International Investment Inc, followed a different format, which allowed for maximum participation.

Each team started the allotted 25 overs with 200 runs; batsmen batted in set pairs for mandatory five-over periods and both teams were punished for infractions.

Wides and no-balls were credited with two runs for the batting side, while the fall of a wicket meant that 10 runs were discounted from the batting total. In the end, DCC scored a significant number

of runs more than Transport, but they lost more wickets hence the result.

The home team won the toss and inserted their opponents to bat. Although Transport were pegged back by an early dismissal (batsmen were given multiple opportunities at the crease), they still managed to reach 215-1 after the first five overs with Ryan Latif on six and Sachin Persaud on five.

Dave Mohabir (four runs) and 10-year-old Reyaz Latif (three runs) battled through the next five overs to push the score to 235-1.

At the beginning of the 11th over, eleven-year-old Riyad Latif, the middle brother of the Latif trio, and Stephon Sankar began their time at the crease, and although they played a few shots, Transport lost another wicket off the first over of Romeo Deonarain.

The spinner frustrated Sankar for five balls before bowling him with the sixth to push the score to 235-2 in the 13th over.

With eventual man-ofthe-match Riyad (12 runs) playing a few shots, including a nice cover drive and a few deliberate shots fine of the wicket, the visitors had managed to reach 244-2 off

Skipper Alvin Mohabir and Tyriq Walters were the next batsmen in and they added 13 runs before the latter was bowled by fast bowler Mahiem Khan.

During the five-over stint, the home team had a chance to wrest more control, but Mohabir (who scored 14 elegant runs) was put down at backward point.

Due to a lack of players, Transport were forced to give up their last five overs, which left their score on 257-

Needing to score just 258 for victory (each team starts with a score of 200) with nine men manning the field, DCC looked like favourites, but they were setback from ball one after Keshaun Silas was caught at mid-on attempting a big shot. By ball two of the innings, DCC were reduced to 190 with a new target of 268 runs for victory.

The visitors were unlucky in the second over as Silas was dropped from the last

ball of the second over off the bowling of Walters, while the very next ball (the start of the third over) Deonarain was bowled off a no-ball. The pair laboured and pushed the score to 216-1 by the end of the fifth over with Deonarain scoring 10 and Silas 1.

From the sixth over to the eighth over the Latif brothers took control with their legspin bowling. Reyaz grabbed his second wicket, while his brother took two wickets from two balls. This pushed the home team to 198-4 in the

eighth over.

DCC had rebuilt their innings by the 13th over and a victory again looked possible at 232-4, but two miscalculations (a badly placed shot and a suicidal run-out) over the next three overs pegged them back at 217-6.

Another dismissal carried DCC further back to 207-6. By the 20th over, DCC looked defeated at 216-9, but Wavell Allen and Khan stablised the innings and pushed the score to 2489 by the 24th over.

Persaud was given the responsibility to bowl the last over. He flighted his deliveries and had to hold his nerve - and so he did.

The game went down to five runs from three balls, to four runs from two balls and then three from a single ball as he kept his line and length and stifled the scoring. The last shot was another push which left the home team one run short of the visitors’ score.

Allen finished with 13 runs and Khan with eight.

Riyad, Reyaz and Dave Mohabir led the winners’ attack with two wickets each.

Tamarind, Amin, Kristalia Highlights ISKF National Karate Championships MARIAN Academy auditorium was a-buzz with the spirit of Shotokan karate last Saturday as International Shotokan Karate Federation –Guyana (ISKF) hosted their 2018 National Senior & Junior Karate Championships.

In this unarmed method of competitive martial arts, more than 60 karatekas participated from their combined Dojos (HQ Dojo, Karate Studio - National Park, Georgetown International Academy Dojo (GIA) and Craig Dojo - EBD).

The competition started with the introduction and opening remarks by Marlon George, secretary of ISKF-Guyana.

The official judges for the competition were introduced: Chief Judge - Sensei Christopher Chaves, judges Sensei Neville Holder, Sensei

Marvin Singh, Sensei Marlon George, Sempai Storm Katchay and Sempai Alex Rodrigues.

As the tournament got underway the events flowed smoothly, participants demonstrated excellent sportsmanship and camaraderie without compromising their need to fiercely compete.

It was a joy to witness the level of organisation and scores of parents and supporters of the organisation were in for a treat.

This year, in addition to the usual age and rank divisions, the tournament included a special division; “The ISKF-GUYANA CUP”. This newly added division was open to all ranks, espousing the Kata male and female open contests, 16 years and over, and Kumite male and female open contests 17 years and over. This division was the

ISKF-Guyana, being the official representative of International Shotokan Karate Federation (ISKF), at the conclusion of the tournament remarked that all involved are winners as we should not think we have to win. We only need to think we do not have to lose. To convey their special thanks, the officials, sponsors, parents, volunteers, and supporters, who contributed to making the event the success it was, were all recognised.

Brathwaite blames first-innings performance for defeat

CHITTAGONG, Bangladesh (CMC) – Stand-in West Indies captain Kraigg Brathwaite believes his side lost the first Test match on the opening day when they allowed Bangladesh to score in excess of 300 runs.

The hosts were reeling on 235 for seven in their first innings, before a 65-run ninth-wicket partnership between Nayeem Hasan and Taijul Islam helped them to reach 324.

Speaking at the post-match press conference, Brathwaite said that period had proved to be the deciding factor in the match.

“It was a tough loss for us.

Well done to the Bangladesh team, they did very well. I

think the new ball was the key and we gave away 30-40 runs too many in the first innings,” said Braithwaite, who assumed the captaincy with Jason Holder out due to injury.

Despite the loss, he pointed to the performances of Shane Dowrich and Shimron Hetmyer as positives going into the next Test which is scheduled to begin in Dhaka, November 30 to December 4.

“It was a tough pitch to bat on; we didn’t get partnerships early on and lost wickets consistently. They (Dowrich and Hetmyer) played very well; we can take a lot of positives from this game.”

(REUTERS) - Azhar Ali and Haris Sohail scored half-centuries as Pakistan overcame a shaky start to reach 207-4 against New Zealand on day one of the second Test in Dubai yesterday.

Sohail was unbeaten on a patient 81 while Babar Azam was batting on 14 after New Zealand hit back in the final session to leave the contest at the Dubai International Cricket Stadium evenly balanced.

Pakistan found themselves in a spot of bother at 25-2 within the first 10 overs after captain Sarfraz Ahmed had won the toss and elected to bat first.

Azhar, who could not prevent a narrow defeat in the first Test despite a defiant 65 in the second innings,

put on 126 runs with Sohail for the third wicket to leave Pakistan in control.

But his run-out in the 71st over saw the New Zealanders spring to life and spinner Ajaz Patel, the hero of the first Test with a matchhaul of seven wickets, then sent back Asad Shafiq for 12.

Sohail, who smashed 10 boundaries in his 240-ball knock, helped Pakistan to see off the second new ball and guided them to the close of play without any further hiccups.

Police ahead against Everest, Malteenoes bat all day against GCC SEVEN wickets from leftarm orthodox spinner Heimchan Persaud and a half-century from Andrew Lyght Jr propelled home team Police to a first-innings lead against the Everest Cricket Club (ECC) in one of the two Noble House Seafoods second-division two-day semi-finals played in Georgetown yesterday.

DOMINANT PERSAUD At the Eve Leary ground, Police won the toss and asked the visitors to take first strike. Everest never settled. A few batsmen got starts, but none took control of the opening bowling. The former Essequibo senior inter-county player Persaud then took over and routed the middle- and lower-order as he grabbed seven wickets for 12 runs from 8.4 overs his best bowling figures of his career.

Mahaica face GFC; Rangers take on Santos A DOUBLE-header of intense action is set for this evening at the Ministry of Education ground on Carifesta Avenue when the semi-final stage of the Turbo KO football tournament gets going.

In the first game of the night Mahaica Determinators take on GFC for a spot in the final. The Georgetown-based side will have to ensure two things are done if they are to secure victory.

They must accumulate an early lead over their East Coast counterparts if they are to set the plan in motion and they must be able to defend well later in the game.

Mahaica have shown their dominance in their tournament well after the 75th minute with a number of their goals coming then. Notoriously shaky on the start, the Determinators need to get

ahead as early as possible.

Meanwhile, game two is an all-Georgetown affair as Northern Rangers play Santos. The Rangers have been increasing their team play gradually and this semi will definitely be a test of that.

Their ability to play patient football could be a major asset here when they come up against Santos. Meanwhile, the pace of Santos is not something that should be underestimated.

Their ability to play on the break and make opponents pay for the slightest mistake could mean a quick game-changer.

However it goes, after tonight the finalists will be decided.

Phil Mickelson beats Tiger Woods on 22nd hole in $9M showdown PHIL Mickelson claimed the $9M (£7M) winnertakes-all prize in a dramatic duel with Tiger Woods which finished under floodlights in Las Vegas.

The matchup between the two Americans went to the 22nd hole, before Mickelson, 48, sank a four-foot putt for victory.

Woods, 42, chipped in on the 17th to stop Mickelson putting for the match, then missed a chance himself from eight feet on the first extra hole.

That led to a sudden-death playoff on a 93-yard hole which Mickelson edged.

With 19 majors between

them and two decades at the top of the game, Woods and Mickelson are two of the most recognisable golfers on the planet and this head-to-head battle was the latest chapter in an enduring rivalry.

Playing under the lights was a suitably extraordinary finish to an event which, although lacking quality as a sporting spectacle, had promised to show golf as it had never been seen before.

“I’m just trying to calm down, my heart can’t take any more, it was such an incredible opportunity,” Mickelson, a five-time major champion, said.

THE J.C. Chandisingh Secondary School emerged as champions of a four-school, Lower Corentyne area, U-19 competition last week in the Ancient County.

In the final of the Berbice Cricket Board (BCB)-organised Rose Hall Town Youth & Sports Club (RHTY&SC)/ Guyana Bank for Trade & Industry (GBTI) Inter-Secondary School ‘Say No to Suicide’ Under-19 competition J.C. Chandisingh defeated Corentyne Comprehensive High (CCH) by 26 runs.

Berbice Under-17 player Chanderpaul Govindan spearheaded the attack. The promising youngster struck six sweetly-timed boundaries in a top score of 46 as his school tallied 88-5 off 12 overs.

Tagwah Ross supported with 15 runs.

Gouray Ramesh led the bowling attack for the eventual second-placers with 2-8, while Tyrese Sealey, D. Bijadder and Mahendra Gopilall finished with one scalp each.

CCH never settled in the middle and they found scoring difficult. Ramesh proved his prowess with an unbeaten knock of 23, but only Sealey (11) and Shamar Scott (11*) lent support as CCH folded for 62-5.

Opening batsman Marcus Harris and paceman Chris Tremain were included in the 14-man squad announced yesterday to take on the topranked Indian tourists in the first two Tests in the fourmatch series in Adelaide and Perth.

Shaun Marsh, who has been in fine form with the bat recently, also offers plenty of Test match experience, while his all-rounder brother Mitch is one of the team’s vice-captains.

Middle-order batsman Travis Head also made his debut in the series loss to Pakistan and retains his place in the squad while batsman Peter Handscomb, who was dropped for the Pakistan Tests, returns for another chance to cement his spot in the side.

Tremain, who earned his place in the squad with three five-wicket hauls for Victoria, and highly experienced quick Peter Siddle are unlikely to get a run unless there is an injury or Australia decide to go with a four-pronged pace attack.

“We will select a final team of 12 prior to each Test, and the two remaining squad members will be released to get important match time in the Sheffield Shield,” Hohns added.

“We believe all players chosen deserve their selection in the squad, and we’re con-

fident given the opportunity all will apply themselves well against India.”

Batsman Cameron Bancroft received a nine-month ban for his part in the ball-tampering scandal in South Africa in March and will be eligible to return in January, while Smith and Warner will have to wait until the end of March.

The first Test against India begins on December 6 with the series concluding in Melbourne and Sydney around the New Year.

Islam’s six-wicket haul condemns Windies to historic defeat CHITTAGONG, Bangladesh (CMC) – A mesmerising display of spin bowling from Taijul Islam sent the West Indies crashing to an embarrassing 64-run defeat inside three days in the opening Test of their two-match series at the Zahur Ahmed Chowdhury Stadium here yesterday.

After Devendra Bishoo had captured four wickets to help dismiss Bangladesh for a paltry 125 in their second innings and leave the Windies a target of 204 for victory, Islam claimed his seventh five-wicket haul in Tests to almost singlehandedly destroy the visitors’ middle order, as they were skittled out for 139 on the stroke of tea.

The loss was also the West Indies’ third straight to occur inside of three days of a Test, dating back to the two losses in the recently concluded Indian tour.

For the second time in the match, Shimron Hetmyer countered with aggression, blasting Al Hasan for two fours and six in the first full over after lunch.

That aggression proved to be his downfall, however, as,

in trying to hit Mehidy Miraz out of the ground, he picked out Nayeem Hasan on the long-off boundary to be out for a cameo 27 from 19 balls.

Shane Dowrich, who scored an unbeaten half-century in the first innings became Islam’s third wicket when he was trapped on the back foot and was out lbw despite using a review, to leave the score 51 for six.

Bishoo was then brilliantly bowled by Islam for two with a delivery that drifted away but then turned back sharply between his bat and pad.

Murray suspended by GBA Disciplinary Committee THE Disciplinary Committee of the Guyana Boxing Association (GBA) has provisionally suspended Forgotten Youth Foundation Gym coach Joseph Murray.

The 51-year-old Murray has been suspended from all boxing activities that fall under the auspices of the GBA until a disciplinary hearing is held.

A letter from the GBA to Murray, seen by Chronicle Sport, stated: “The Disciplinary Committee of the Guyana Boxing Association has voted to provisionally suspend you from all activities organised by and under the aegis of the association.

by Stacy Corriea, assistant secretary treasurer and dated November 22. A source close to the GBA stated that the

action was timely.

“Some of the coaches believe they are above the law. Mr Murray is one of them and has continuously behaved in a disrespectful and vulgar manner. He has been warned several times but still behaves like he is a law unto himself. Referees have now refused to officiate in matches when he is in a corner,” the source said.

“It is not Murray alone,

and I would hope that the Disciplinary Committee find time to sort out other members of the rogue crew as it does nothing good for the sport. They fail the boxers in the gym and want to blame defeats on bad officiating by the referees,” the source added.

When contacted, GBA president Steve Ninvalle assured that those who attempt to bring the sport into disrepute will be dealt with firmly and condignly. “I can assure (you) that there will be no sacred cows,” Ninvalle stated.

Murray’s run-in with boxing administrators dates back to October 2015.

On October 15, the former FECARBOX super featherweight champion was publicly thrashed in front of a packed National Sports Hall by boxing promoter Odinga Lumumba for flagrantly violating protocol during a fight between `Deadly’ Denny Dalton and Andrew `Six Head’ Lewis.

Just when it looked like the two were on course for a significant partnership, Mehidy struck to dismiss Warrican, who top-edged a drive and Al Hasan took a good catch running back from midwicket, as Bangladesh eased closer to victory at 138 for nine.

Warrican scored 41 from 55 balls laced with three boundaries and one six.

Islam then duly finished off the match by having Ambris caught behind for 43, although replays showed there was no edge when the ball went past the bat.

Big wins for St Pius, North Georgetown THERE were big wins for St Pius and North Georgetown Secondary when action in the Smalta Girls Pee Wee Football competition continued at the Ministry of Education ground.

Action in rounds three and four of the competition yesterday featured St Pius striking six goals past St Margaret’s in the third match, recording the biggest margin of victory of the day.

The effort was led by a brace from Anthea Braithwaite (10th and 13th) while Marissa Frank (1st), Christal Archer (8th), Tehanna Mendonca (28th) and Shevon John (30th) were all on target.

On the opposing pitch, North Georgetown beat Smith Memorial 2-0, thanks to Martha Chance (22nd and 25th).

The day’s opening match pitted South Ruimvedlt against St Stephen’s with the former winning 2-1. Fayon Harry’s double in the (4th and 13th) pivoted the game in favour of South after which Sara Williams scored a consolation goal.

Genesis Harmony won match 8 via walkover from Mae’s.

Enterprise were also winners on the day, snagging a 2-0 win over F.E. Pollard thanks to Audain Denita (14th) and Allegra Williams (28th) while Shellon David helped West Ruimveldt thump Tucville 1-0.

Australia win fourth ICC Women’s World T20 trophy AUSTRALIA have won the 2018 ICC World T20 after defeating England in the final in Antigua by eight wickets.

Australia chased down the 106 runs they needed to claim their fourth World T20 title after a brilliant display from spinners Georgia Wareham and Ashleigh Gardner helped peg back England at Antigua’s Sir Vivian Richards Stadium.

England opener Danielle Wyatt gave her team a solid start with a tournament-best 43, but after she departed England lost 7-41 to be bowled out in the final over.

Wyatt had scored just 36 runs in four innings coming into the final but immediately went on the attack, striking a four then a six from left-arm spinner Sophie Molineux in the opening over of the match.

She was lucky in the second over when Rachael Haynes couldn’t hold on to what would have been an absolute screamer at point, and she was given another life the following over when wicketkeeper Alyssa Healy missed an edge off the bowling of Ellyse Perry.
