New oil finds push Guyana above industry standards US Oil giant, ExxonMobil on Wednesday confirmed the two additional discoveries offshore Guyana at Tilapia-1 and Haimara-1 wells, bringing the total number of discoveries in the Stabroek Block to 12.

Guyana Chronicle on Wednesday broke the story on the discoveries hours before ExxonMobil and the Department of Energy issued two separate statements on this new development.

The discoveries at Tilapia-1 and Haimara-2 build on the previously announced estimated recoverable resource of more than five billion oil-equivalent barrels in the Stabroek Block.

ExxonMobil said that Tilapia-1 is the fourth discovery in the Turbot area that includes the Turbot, Longtail and Pluma discoveries.

“Tilapia-1 encountered approximately 305 feet (93 meters) of high-quality oil-bearing sandstone reservoir and was drilled to a depth of 18,786 feet (5,726 meters) in 5,850 feet (1,783 meters) of water,” the oil giant explained. The well is located approximately 3.4 miles (5.5 kilometres) west of the Longtail-1 well.

The US-based company

said that the Noble Tom Madden drillship began drilling the well on January 7, 2019, and will next drill the Yellowtail-1 well, approximately six miles (10 kilometres) west of Tilapia-1 in the Turbot area. Baseline 4-D seismic data acquisition is underway.

“We see a lot of development potential in the Turbot area and continue to prioritise exploration of high-potential prospects here,” President of ExxonMobil Exploration Company, Steve Greenlee, said.

“We expect this area to progress to a major development hub, providing substantial value to Guyana, our partners and ExxonMobil,” he added.

At the Haimara-1 well, approximately 207 feet (63 meters) of high-quality gas-condensate bearing sandstone reservoir was encountered. It was explained that the well was drilled to a depth of 18,289 feet in 4,590 feet of water. It is located approximately 19 miles east of the Pluma-1 discovery, and according to ExxonMobil, it

is an area with great potential for development. The Stena Carron drillship began drilling the well on January 3 and will next return to the Longtail discovery to complete a well-test.

ExxonMobil said there is potential for at least five floating production storage and offloading vessels (FPSO) on the Stabroek Block producing more than 750,000 barrels of oil per day by 2025.

“The Liza Phase 1 development is progressing on schedule and is expected to begin producing up to 120,000 barrels of oil per day in early 2020, utilising the Liza Destiny FPSO,” it explained.

Liza Phase 2 is expected to startup by mid-2022.

“Pending government and regulatory approvals, sanctioning is expected in the first quarter of 2019 for the project, which will use a second FPSO designed to produce up to 220,000 barrels per day. Sanctioning of a third development, Payara, is also expected in 2019, and startup is expected as early as 2023,” the company explained.

“This continues to be positive news for the people of the Co-operative Republic of Guyana, but the real substance of these finds will come when all Guyanese are able to benefit from these discoveries, whether directly and/or indirectly,” he said.

While pointing out that the 10th discovery at Pluma-1 well had increased the estimated recoverable resource for the Stabroek Block to more than five billion oil-equivalent barrels, Dr. Bynoe said the rate of the discoveries put Guyana above industry standards.

“The rate of these finds remains well above industry standards and continues to allow for further de-risking of the deep and ultra-deep one, but we still have a substantial

way to go before we can confidently say the one has been de-risked”, Dr. Bynoe added.

The Energy Department continues to work assiduously with its partner institutions in an effort to put the requisite framework in place to ensure all Guyanese benefit from the discoveries.

The Stabroek Block comprises 6.6 million acres (26,800 square kilometres).

ExxonMobil affiliate Esso Exploration and Production Guyana Limited operates and holds 45 per cent interest in the Stabroek Block. Hess Guyana Exploration Limited holds 30 per cent interest and CNOOC Petroleum Guyana Limited, a wholly-owned subsidiary of CNOOC Limited, holds 25 per cent interest.

Don’t misuse the diplomats’ statements …Lincoln Lewis warns media houses, stakeholders

VETERAN trade unionist Lincoln Lewis has called out media houses and other groups for misusing the statements by the diplomatic community for narrow self-interest urging all Guyanese to have a second look at the statements and “act on the obvious spirit and intent to keep us united around common values.”

Lewis was making reference to a media house declaring that the European Union was mounting pressure on government in a statement, which the body was careful to urge that “all stakeholders” must uphold the constitution.

Lewis also said it is time the key players in Guyana’s

political arena demonstrate a high level of responsibility and put the interest of the people first, as the country navigates the current challenging political period. In an interview with the Guyana Chronicle, Lewis warned that the world is watching the country’s handling of the unprecedented confidence. He said, already, both the United Nations (UN) Resident Representative Mikiko Tanaka and the European Union (EU) have added their voices by urging political leaders and all other stakeholders to be guided by the constitution.

Lewis said while the UN singled out the government, the opposition is equally

required to uphold the constitution. “Both government and opposition are equally responsible to operate within the parameters set by the constitution, the aspect for the UN’s statement that called on ‘the Executive, [to] demonstrate its integrity and respect of Guyana’s Constitution and Judiciary’ does not augur well for creating balance and fair play,” the trade unionist opined.

EQUAL RESPONSIBILITY He said Guyanese ought to be reminded that the opposition has equal responsibility to respect the constitution and judicial processes. “It is also

unfortunate that that particular (UN) statement became the panacea or only value in a series of statements that, should attention be paid to, the overall thrust focuses on inclusion, people’s empowerment and the importance of the vote and education of the masses,” Lewis said.

He said aside from the issue of singling out the government, both statements by the EU and the UN representative are loaded with general advice and concerns for all Guyanese. Those words of encouragement are welcomed, he said, as he urged the government, opposition and all Guyanese to have a second look at the statements

and “act on the obvious spirit and intent to keep us united around common values.”

COMMON GOOD If read thoroughly, he said one would see that there is a general challenge for all Guyanese to work together for the common good.

“They let us know that there is a watchful eye as we navigate this process following the confidence vote. It is therefore misrepresenting as a whole and perceived as an effort appealing to partisan interest that their input in Guyana's well-being is totally classified in various groups and media interests as that of mounting pressure on one side.

“We must not be fooled or taken off course pursuing

judicial judgement, consistent with a branch of our government and enshrined in the constitution,” he advised.

Lewis reminded that in Guyana’s three-tier judicial system, the process still remains the best and safest means of preservation as a united people.

“The concern is in this moment of political hype, better judgement must prevail, so that we do not ignore efforts by the EU and UN, asking and expecting of us a higher degree of political maturity. Trump sees total rout of Islamic State group as imminent declared that the group had been defeated, amid reports he wanted to pull out US soldiers within 30 days.

But he later slowed the withdrawal after several resignations from key defence officials and strong criticism from Republicans and allies abroad.

The global coalition against IS, now numbering nearly 80 nations, was formed in 2014 after the group overran swathes of territory and went on to launch terror attacks outside the region.

How does Trump view the battle against IS now?

“Their land is gone,” he told Wednesday’s conference in Washington. “The Isis [IS] caliphate has been decimated. Nobody thought we could do it this quickly.”

But the group still had “tiny sections that can be so dangerous”, he said, and “foreign fighters must not gain access” to the US. “You are always going to have people, they are sick they are demented,” he said. “You are always going to have them no matter how well you do well militarily.”

He also referred to the Islamic State group’s propaganda machine, which recruited fighters from Europe and other regions.

“For a period of time they used the internet better than we did,” he said. “They used the internet brilliantly but now it’s not so brilliant.”

The US leader thanked coalition partners, saying, “We will be working together for many years to come.

“Someday, maybe we won’t even have to think about this problem that is so prevalent today,” he added.

In his State of the Union speech on Tuesday, Mr Trump said “virtually all” of the group’s territory in Syria and Iraq had been liberated.

“Great nations do not fight endless wars,” he said, backing his decision to withdraw.

What did Pompeo say?

He called the troop pullout “a new stage in an old fight”. It was, he said, a “tactical change... not a change in the mission”.

(BBC) US President Donald Trump has said territory held by the Islamic State group in Syria and Iraq could be “100%” liberated as early as next week.

“It should be announced, probably some time next week, that we will have 100% of the caliphate,” he told a gathering of coalition partners.

However, he also cautioned that he wanted to “wait for the official word”.

Secretary of State Mike Pompeo pledged the US would continue to fight IS, despite withdrawing troops from Syria.

US asks allies for more Mike Pompeo said President Trump’s surprise decision to withdraw troops from Syria was a tactical change, not a change in the US mission or commitment.

But he called on other nations to do more in the continued fight against IS, by providing funds to help stabilise liberated areas in Syria and Iraq and by repatriating and prosecuting foreign fighters jailed by America’s Kurdish allies in Syria.

Mr Trump did not consult members of this anti-IS coalition when he decided to bring US troops home, or with the US general who oversees troops in the Middle East, Joseph Votel.

Gen Votel told a Senate committee this week that without sustained counterterrorism pressure the IS militants would regroup.

Has IS been defeated?

Republicans, military officials and US allies abroad have all questioned Mr Trump’s assertion that IS has been defeated.

On Tuesday the head of the US military’s Central Command, Gen Votel, told a Senate committee up to 1,500 IS militants remain in a 20 sq mile (52 sq km) pocket on Syria’s border with Iraq.

Gen Votel said the anti-IS coalition needed to secure its hardwon gains by “maintaining a vigilant offensive” against the group, which still has “leaders, fighters, facilitators, resources and the profane ideology that fuels their efforts”.

Meanwhile, a report by a US defence department watchdog cited Central Command as saying that without sustained pressure IS “could likely resurge in Syria within six to 12 months”.

US to buy Israeli Iron Dome missile defence system (BBC) The US military has announced plans to buy and test out Israel’s Iron Dome missile defence system.

The system, which uses radar and interceptor missiles to combat incoming threats, has been in use since 2011.

The US Department of Defence has said the system

will be used on a test basis, while it assesses options for the military’s long-term needs.

Israeli Prime Minister Benjamin Netanyahu has labelled the sale a “great achievement for the country”.

“This is another manifestation of the deepening of our steadfast alliance with the United States, and an expression of Israel’s rising status in the world,” his statement went on.

Iron Dome works by tracking incoming shortrange projectiles by radar, then analyses data about the likely impact zone - before assessing whether to provide co-ordinates to a missile firing unit to intercept.

Is Israel’s missile defence a game changer?

Israeli officials claim the missile system, which works in all weather and is transportable, has a success rate of up to 90%.

It is said to be able to provide city-sized protection against incoming aerial threats and has been utilised heavily to intercept missiles filed by Palestinian militants from the Gaza Strip.

The system took years to develop and is produced by Israel’s state-run defence firm Rafael Advanced Defence Systems.

The US has already heavily subsidised the system’s creation, and some of its components already come from American firms.

In a statement, Israel’s

Military of Defence said the purchase was made because of the “immediate needs” of the US army.

Reports emerged in defence media about the rumoured sale last month.

US Army Colonel Patrick Seiber has said the system would be “assessed and experimented” with to protect deployed US personnel on a test basis only.

“While Iron Dome has been in operational use by the Israeli Air Force since 2011 and proven effective in combat, it should be noted that the US army will assess a variety of options for its long-term IFPC (Indirect Fire Protection Capability Increment) solution,” a statement released on Wednesday said.

Venezuela crisis: Pompeo demands aid corridor opened (BBC) US Secretary of State Mike Pompeo has demanded Venezuela reopen a bridge on the Colombian border for an aid shipment organised by the opposition.

Venezuelan soldiers have blocked the crossing ahead of a delivery arranged by opposition leader Juan Guaidó, who has declared himself interim president.

President Nicolás Maduro, who has the support of the army, has rejected letting it into the country.

In a tweet, Mr Pompeo demanded Mr Maduro let the aid through.

“The Maduro regime must LET THE AID REACH THE STARVING PEOPLE,” the post reads.

Venezuela is in the grip of a worsening humanitarian crisis.

Mr Guaidó is head of Venezuela’s National Assembly and says the constitution allows him to assume power temporarily when the president is deemed illegitimate.

He has secured the backing of over 40 countries, including the US and most Latin American and European nations. Mr Maduro still has the support of China and Russia.

What is happening at the border?

The Venezuelan military had used a tanker truck and a cargo container to block access to the Tienditas bridge which links Cucuta, Colombia to Urena, Venezuela, opposition politician Franklyn Duarte told AFP news agency.

“Troops from the armed forces are blocking the pass”, he said.

Other opposition leaders appealed to the military to allow aid trucks to cross the border.

“You know there’s a red line, you know well there’s a limit, you know that medicines, food and medical supplies are that limit,” said lawmaker Miguel Pizarro.

The ‘colectivo’ groups supporting Maduro Pictures shared on social media appeared to show residents confronting soldiers in Urena.

Mr Maduro said humanitarian aid would be the start of a US-led invasion, insisting that “no-one will enter, not one invading soldier”.

How will the aid scheme work?

Mr Guaidó does not control any territory in Venezuela so, instead, he is planning to set up collection centres in neighbouring countries where Venezuelans have fled to.

He said he wanted to set up an international coalition to gather aid at three points, and press Venezuela’s army to let it into the country.

In a tweet on Sunday, US National Security Adviser John Bolton said plans were being advanced.

Meanwhile, US President Donald Trump said in an interview the use of military force remained “an option”.

In his State of the Union speech, he reiterated his support for Mr Guaidó, saying: “We stand with the Venezuelan people in their noble quest for freedom.”

Protecting the rights of consumers

A

DEMOCRATIC government is a system or a group of elected persons responsible for governing an organised community such as a State. A primary responsibility of government is the formulation and enforcement of laws and regulations that protect the interests of the people.

The people may be considered to belong to various “groups,” each having particular interests; one such group – perhaps the largest one – is that of consumers. A consumer is defined as someone who acquires goods or services for direct use or ownership rather than for resale or use in production and manufacturing. The thirty-fifth president of the United States, John F. Kennedy famously said, “Consumers, by definition, include us all.” Evidently, it is the responsibility of government to recognise and protect the rights of consumers. And any ‘good government’ will take that obligation seriously.

From its first day in office, the APNU+AFC coalition government of Guyana has worked to strengthen the administrative structures and enforce regulations that protect consumers. The primary government agencies tasked with delivering such services are the Consumer Affairs Division of the Ministry of Business, and the Guyana National Bureau of Standards. Those agencies work closely with consumer advocate groups and other concerned non-governmental organisations (NGOs).

The fact that consumers have rights is internationally recognised. Many experts agree that modern, formal consumer protection began on March 15, 1962. On that day,

US President Kennedy made a speech to the US Congress naming four basic rights of consumers: the right to safety, the right to be informed, the right to choose, and the right to be heard.

In 1985, the concept of consumer rights was endorsed by the United Nations (UN) through the United Nations Guidelines for Consumer Protection and the list was most recently revised by the General Assembly in resolution 70/186 of December 22, 2015. The UN recognises specific basic rights: (1) The right to satisfaction of basic needs. This right demands that people have access to basic, essential goods and services: adequate food, clothing, shelter, health care, education, public utilities, water, and sanitation.

(2) The right to redress. The right to redress provides for consumers to receive a fair settlement of just claims, including compensation for misrepresentation, shoddy goods, or unsatisfactory services.

(3) The right to consumer education. The right to consumer education states that consumers should be able to acquire knowledge and skills needed to make informed, confident choices about goods and services while being aware of basic consumer rights and responsibilities and how to act on them.

(4) The right to a healthy environment. This is the right to live and work in a work space or home that is non-threatening to the well-being of present and future generations.

The Government of Guyana recognises those rights.

Further, local legislation mandates that consumers are

treated fairly and respectfully, and get value for their money. The Consumer Affairs Act, Act No. 13 of 2011, enshrines into law the quality of goods and services to which consumers are entitled, as well as the conditions and nature of the relationship between consumers on the one hand, and providers of goods and services, on the other.

The APNU+AFC administration has revealed that it has found that Guyanese consumers are frequently treated unfairly. This reality, says the government, is due to the fact that many consumers are unaware that they have rights under the law. Additionally, during the reign of the PPP regime, scant regard was paid to customer rights. As a result of this neglect, the system of enforcement of laws fell apart.

With those facts in mind, the administration has embarked on an ambitious public-education drive with the goal of informing citizens of their entitlements. For example, Section 21 of the Act provides for the return of purchased goods, while Section 24 prohibits any place of business from displaying signs that state that goods are not returnable. Further, government aims to make all citizens aware of the nature of various warranties to which all consumers are entitled.

Government has declared that all rights of all citizens will be safeguarded and honoured by the administration. Government has committed itself to educating Guyanese of their rights, thereby fulfilling the mandate bestowed upon it by the Guyanese people. After all, that is the least that any good government would do.

INCE the Chief Elections Officer (CEO), Keith Lowenfield of the Guyana Elections Commission (GECOM), is said to be responsible for the operational aspect of the constitutional body, then it stands to reason that he should be fully au fait with all its functionalities. This includes, its central requirement of delivering credible elections, deemed free and fair, and able to withstand any kind of scrutiny.

But is he correct in his most recent statement which includes that “the voters list is clean’’? Editor, from all the pronouncements, statements, discussions and analyses given as to GECOM’s state of preparedness, it is incontrovertible that there is need for a sanitised list that will reflect the actual number of national electors.

Reading James McAllister’s explanation and analyses of the total number of electors, it is quite rational and explanative that we have a national voting register which has dead persons, and that their names should struck off. Surely, such a list should not have even been used for LGEs 2018, much less contemplated for national and regional elections, 2020.

While one will agree that it had only recently been used in 2018, there is a significant difference, that is, LGEs are still not seen as important, and still attract insignificant scrutiny in terms of results.

It means that national lists should be clean. This is fully understood by not only the living registered voters, as they ought to be; but more so GECOM’s CEO Keith Lowenfield.

He must be reminded that it is GECOM’S responsibility to set the stage, free from any kind of pressure, whether deliberately induced, such as what the PPP/C has contrived, or otherwise.

Lowenfield and his staff at GECOM must do what is authentic in keeping with its constitutional mandate and stated mission. It must fulfil the national interest, and not the dangerous, narrow interests of all types which are shamefully pervasive; and whose intention has never been genuine love for country. It is about upholding the human rights of each and every Guyanese citizen, ensuring that once eligible, they are properly registered for exercising their democratic right. The CEO must also be reminded that GECOM is about Guyana, and not a geographic section, or specific race or political party. He must stand his ground and ensure a clean list. And if to do so means a new round of house-to-house registration, then SO BE IT. Regards Aditya Panday

Guyana has done well in the fight against crime Dear Editor,

I

N my humble opinion, recent events have revealed the international perspective on the safety situation within our country. The recently concluded UN Convention to Combat Desertification at the Arthur Chung Convention Centre, the re-classification of Guyana by the US State Department crime and safety report has Guyana listed at ‘Level 1’ i.e. exercise normal precautions (Guyana was previously listed at ‘Level 2’, i.e. exercise increased caution). Councillor and Minister of Foreign Affairs of the People’s Republic of China, Wang Yi, over a dozen US congress men’s visit and other similar actions that expressed confidence in Guyana by major international actors speak volumes.

Guyana’s security status according to the US State website is better than other countries such as France, Italy and the UK. A Trafficking in Persons report has placed Guyana at ‘tier 1’ from ‘tier 2’ according to a Guyana Times report June 30, 2017. (Guyana Times a usual critic of the current

administration) which only confirms Guyana’s great strides in the realm of crime and policing and the recognition of these gains by members of the international community.

The words “massacre” and “pirate attacks” in Guyana’s waters are no longer a regular fixture in the headlines, instead, there are innumerable headlines relating to the capture and prosecution of criminals and consecutive crime reports chronicling the decrease in the instances of serious crimes.

Transparency International has recently lauded Guyana as one of 20 countries that have significantly improved their rating in the fight against corruption. Guyana has improved within the last seven years from 29-37 points and currently ranked 93 out of 180 countries.

So then it begs the question, why is there still a narrative that says crime is out of control or crime is worse than we think? The answer is in the source of the narrative. I would beseech the Guyanese people to consider the source of the depressing lamentations of those who intend to sow and sell fear among us. What is there to gain by belittling the thankless and self-sacrificing work of our security forces who risked their lives to combat a crime situation that is

now much better than it was in times past?

Truly, one life stolen, one attack on a businessman or his family by bandits or one purse snatcher preying on vulnerable women are one too many. But let’s not ignore the hard-fought gains of the Ministry of Public Security and the reformed Guyana Police Force in dismantling several criminal enterprises for the political mileage of the opposition and columnists who seek to sensationalise their headlines.

Instead, a fair and objective approach should be adopted when it comes to reporting or pronouncing on the overall crime situation in Guyana as a matter of respect to our men of service. We owe it to ourselves as a matter of pride as a people to open our eyes to the reality of the situation and reject the political and commercial blinders foisted upon us by those whose purpose of a distorted narrative on crime is purely selfish. The international community sees the truth, it is time Guyana does too.

URELY, blogger Joshua Safeek is another of those persons, undoubtedly People’s Progressive Party/Civic affiliated, who is a member of the choir singing the refrain of “elections now.” This understanding of such a view is gathered from his blog response to Demerarawaves, “GECOM disagrees with PPP commissioners work plan submission deadline,” dated February 02, 2019.

As a democrat, I respect my fellow citizens’ viewpoints/opinions; even if it is ridiculous and nonsensical, as Safeek’s. It is still his right to express same.

Is Safeek not aware that GECOM schedules its press briefings, updating the nation as to the state of play with regard to the institution’s preparations for whatever category of franchise? Of course, he is.

However, this citizen, same as all those whom we already know, wants GECOM to effect an electoral leap for which it is not in a ready state. How unfortunate, these plotters who intend to destroy GECOM, for their own ends! They are clearly recognisable!

Certainly, one is sure that GECOM will inform the nation when it is properly prepared and ready for national elections. But to further suggest that the United Nations, as Safeek has suggested, be requested to execute our elections is the joke, thus far, for 2019. It points to madness, very convenient in its display at a very critical phase of this nation’s modern political history. How is such going to be possible? Perhaps, Safeek should say.

Seriously, what Safeek is doing is soliciting assistance, to fund the grab-at-all-costs power train, that he and others of his ilk, have boarded.

Editor, it is only a national electoral commission which does not value its integrity, and electoral competency, that will allow such a list in its current state to be the basis for national elections.

Leave GECOM alone, to do its job properly! It has had enough of short-sighted persons; selfish and blinkered in their national outlook, seeking to impede its daily work.

WAS pleased to read in another section of the press that the Government of Guyana intends to honour Ms. Valerie Rodway on the centenary of her birth.

I think a postage stamp with her image is a fitting tribute to her contribution as a teacher and musician.

I have written to that media outlet and now to you to correct history. As the daughter of Vere T Daly, Guyanese historian (A Short History of the Guyanese People and the Making of Guyana), Author and Writer of the ‘Hymn for Guyana’s Children,’ I believe it is my duty to my father, my family and to posterity to correct the misconception given on the website of the Ministry of the Presidency and published in that newspaper that Ms. Rodway penned the words to the song ‘Hymn for Guyana’s Children.’

In a similar way that she set Martin Carter’s poem to music, Ms Rodway wrote the music score for ‘Hymn for Guyana’s Children.’ Attributing the words of the song to her therefore, would be diminishing my father’s legacy.

I have written to the Ministry of the Presidency, asking for the correction to be made on its website from which I believe much of the information on Ms. Rodway’s tribute has been disseminated. I write to sensitise you now as a member of the Fourth Estate, with responsibility for educating the Guyanese people through the publication of both current and historical facts.

I hope you will publish my letter in your newspaper.

Son of Essequibo, Isahak Basir, laid to rest

HISTORIAN Isahak Basir was described as a healing soul and a man that touched thousands of lives during his funeral service held at his Hampton Court residence, Region Two, on Wednesday.

An atmosphere of sadness was created when his body was interred at the Lima Sands Cemetery, an area dear

to him.

Basir, 84, called “Tabarak”, formerly of Jacklow, Pomeroon, died from heart failure at the Suddie Public Hospital on Friday.

On Wednesday, his body arrived at his residence at 10:00 am for viewing. Persons from across Pomeroon-Supenaam dressed in black and white came to pay their last respects to the man they knew and loved.

The programme commenced with a brief welcome by his second son, Andrieko Basir, after which prayers were said by Maulana Mansoor Baksh.

Scripture readings were done by Mansoor Baksh and Swami Ravindra Sookraj.

Hymns, Qaseedas and Bhajans were sung by well-wishers. The laying of the Cacique Crown of Honour was done by Military Personnel,

Rondel Williams.

Andrieko, in reading the eulogy, described his dad as a great father and mentor.

He said education was of paramount importance to his father and he ensured all his children were educated.

He told the gathering that his father was a composer, poet, politician and a teacher of Islam, Christianity and Hinduism.

He also remembered that his father devoted most of his life(60 years) to the People’s Progressive Party, spreading the message of the late founder leader, Dr Cheddi Jagan.

“My father was fond of an education, he used to get scholarship for the children to pursue their education. He worked until the last. He was committed in anything he does,” the young Basir said.

Acting President Moses Nagamottoo said Basir was loved by all and his works were appreciated by many.

He said the late historian worked with all religious organisations and ethnicity for a greater Guyana. The acting President said that what he admires most about the historian was his zest to serve the people.

“Comrade Basir home was the home for most of PPP meetings; his home was very comfortable to us; Basir’s life was admirable; we in the PPP will always remember him,”

Following the tribute, prayers were said and the body of Basir was taken to the Cheddi Jagan Park at Lima Sands where it was laid to rest at Lima Sands Cemetery.

Basir was a “universal man” and a politician who respected all, he said.

Minister of State Joseph Harmon said he admired Basir’s determination in advising the Peoples National Congress (PNC). Harmon said while Basir served the PPP, he often sends letters of advice to the President.

by PPP representatives Clement Rohee and former President Donald Ramotar. They

For his part, former President Ramotar said, “He (Basir) was able to see the transformation that happened in Region Two from the 50s.

He was at every turn, he defended during the strike in the 1970s; he organised meals to feed many patients during strike actions.”

Also present were former Prime Minister Samuel Hinds and prominent PPP leaders, Dr Frank Anthony, Devanand

Flowers and wreaths were laid as a way of paying respect to the late historian.

Basir was a former PPP Member of Parliament, chairman of the National Congress of Local Democratic Organs, Vice President of the Rice Producers Association and Chairman of the Guyana-Libya Agriculture Company. He was also a social worker, historian and a dental technician by profession.

Hearing of Ali matter adjourned THE magisterial hearing in the matter against former Housing Minister, Irfaan Ali, has been adjourned until April 29, 2019, pending the hearing of a motion in the High Court to stop the matter from proceeding further. Ali is accused of defrauding the State of some $174M. Ali, 38, of Sea-spray, Leonora, West Coast Demerara, who is also the People’s Progressive Party-Civic (PPP/C) presidential candidate, was, in November 2018, ‘slapped’ with 19 counts of fraud.

The charges read that, between 2010 and 2015, Ali conspired with persons unknown to defraud the Government of Guyana, when he acted recklessly in presenting the value of 19 plots of state land, situated at Plantation Sparendaam and Goedverwagting, East Coast Demerara, and sold the said lands at a grossly undervalued price, without first obtaining the necessary valuation .

When the matter was called on Wednesday, February 06, 2019, Ali's attorney Devindra Kissoon, requested that the matter be adjourned, pending the outcome of the hearing at the High Court.

The Chief Magistrate, with no objection raised by Special Organised Crime Unit (SOCU) prosecutor, Patrice Henry, adjourned the matter until April 29, 2019.

The application was filed on January 2, 2019, by Senior Counsel Neil Boston, Anil Nandlall and Devindra Kissoon at the High Court, where the matter was being heard by

Ali, in his application, contended that the charges were vague and constituted an abuse of process and, as such, he was seeking, from the High Court, several orders.

An order of Certiorari quashing the decision of the DPP to charge him with the offence of conspiracy to defraud, contrary to common law, on the basis that it was irrational, biased, and influenced by improper considerations and motives; an order of Certiorari quashing the information on oath of Munilall Persaud, Corporal of Police of the SOCU, on the 19 charges.

Ali is also asking for an order of prohibition restraining the chief magistrate, Ann McLennan, or any other magistrate from hearing or at-

tempting to hear the charges as filed by the corporal; and a declaration that the particulars of the charges do not constitute an offence known to law and one that there is no statutory or common-law duty to obtain a valuation prior to the sale of property.

Education Ministry on the move, sensitising public THE Ministry of Education is sensitising the public about the tremendous volume of work it has been doing over the past few years and to this end, Minister of Education Dr. Nicolette Henry has embarked on a walkabout/ distribution exercise in the New Amsterdam Market.

The controversial Pradoville 2 issue came to the fore when the coalition government commenced several investigations into suspicious financial transactions of state officials that bordered, or amounted to, corrupt practices and/or abuse of office. It was found that several persons close to the last government had received prime seafront lands belonging to the state at extraordinarily low cost.

It was reported that the “Pradoville” recipients, the majority of whom held very

high positions within private or state organisations, received land and later built posh or luxury homes on the properties after paying as little as $114 per square foot; citizens, on the other hand, were being made to pay as much as $500 a square foot for ordinary land.

The “Pradoville” arrangement was made during the PPP’s term of office, 20102015.

Jagdeo’s property is easily the largest plot of land with the biggest mansion, equipped with a pool and other amenities. The Pradoville 2 matter

became even more controversial when it was related that taxpayers’ money was used to develop the land and remove a transmitter belonging to the National Communications Network , which cost around $100M, in order to develop the scheme for the prominent persons going to live there.

There was even more controversy surrounding the seafront properties, since there was no advertising of the state lands and it appeared that all the recipients who got the land were handpicked by the then government.

Underscoring the productive engagements that the ministry has had with both the WWF and the NTC in the past, Minister Trotman said the WWF has been a consistent partner and has provided financial, administrative, institutional and technical assistance and support to key natural resource agencies.

Additionally, he said it has helped to advance key strategic priorities, including the government’s Green State Development Strategy (GSDS), the National Forest Policy, the Mineral Sector Policy and Framework, among others.

Also, he said due to the valuable role that indigenous peoples play in the preservation and management of Guyana’s natural resources, the ministry and by extension, the government remains keenly sensitive of their concerns.

As such, he noted government is committed to engaging the NTC and the communities they represent.

Minister Trotman explained that the signing of the MoUs to streamline and formalise the ministry's relationship between the NTC and the WWF is intended to signal the seriousness of the ministry's commitment to engagement and development.

NTC Chairman, Toshao Nicholas Fredricks, said living in the hinterland is no easy task, especially when issues about the extractive industries arise in various communities.

“It speaks about the vast amount of forests you have and are actively maintaining; it speaks about the fresh water richness you have that is truly at a unique level globally with the expectation that fresh water resources are getting scarce; it speaks

about the vast amount of biodiversity in the country that is appreciated and provides a sound basis for your development; it speaks about oceanic and coastal resources which are important for the development of your fishing sector,” he explained.

He said that the WWF will continue to partner and support such initiatives.

Meanwhile, Director of Environment, Ndibi Schwiers, said government has advanced its third national development strategy GSDS vision 2040, which is transformative in its concept.

She explained that Guyana will be developed onto a pathway that is low carbon, sustainable and one that is resilient, ultimately defining better policies for the health and education sector, along with economic resilience.

The Director said that the partnership with WWF is cherished and in the future possibilities of signing an MoU with the NTC for further development will be proposed.

Another bomb threat forces UG to evacuate, cancel classes ANOTHER bomb threat Wednesday afternoon forced students of the University of Guyana (UG) to evacuate as classes were cancelled for the remainder of the night.

The threat was received at about 17:15 hours.

“Students and staff members are at present asked to evacuate the University of Guyana Turkeyen Campus due to a bomb threat,” a notice posted online by the University almost immediately read.

Further, the notice said:

“All classes have been cancelled for the evening.”

On Tuesday, the first threat was made to the university and similarly forced UG to evacuate all persons from its Turkeyen campus and cancel classes for the day.

According to a statement from UG, the administration of the university was made aware of the bomb threat on Tuesday afternoon following information that was received at the Alberttown Police Station, Georgetown, at 12:40 hours that day.

Upon receiving that information, the university, which currently has about 8,000 students along with a sizeable staff, began to evacuate to the field in front of the school. Later, all person were sent home as classes were cancelled for the rest of the day.

Meanwhile, officers from the Police Force and the Fire Department meticulously conducted checks in each building and surrounding areas.

With Justice George-Wiltshire ruling that the motion was validly carried, govern-

ment signalled its intention to appeal the High Court’s decision in an attempt to safeguard its five-year term in office. The constitution stipulates that General and Regional Elections be held within 90 days following the defeat of a government, or by a time agreed upon by no less than two-thirds majority of the National Assembly.

Government would therefore need the support of the opposition to extend the timeline, since the Guyana Elections Commission (GECOM) has indicated that elections are not possible by March 21, 2019. It is still assessing its readiness to hold elections within the coming months.

YFC’s Secretary Kenny Valladares said it is insulting that the parliamentary opposition, the PPP, would choose to sacrifice the constitutional right of young people to vote.

The December 21 vote of no-confidence against the A Partnership for National Unity + Alliance For Change (APNU+AFC) administration, triggered the need for elections to be held within 90 days or such longer period as agreed by a two-thirds majority of the National Assembly.

Even as the validity of the vote is being challenged, the Guyana Elections Commission has been assessing its state of readiness to facilitate a free and fair election.

Based on a report submitted by GECOM’s Secretariat to the Commission’s Operations Sub-Committee, elections cannot be held in March or April. It was explained that the claims period would require between 28 to 21 days, while the objection period could take up to seven days. However, the PPP-appointed commissioners are demanding that elections be held on March 19.

Valladares said the position of the PPP-appointed commissioners cannot be supported, as he addressed reporters at AFC headquarters on Wednesday.

“We find their willingness to forego the cleansing of the official list of electors hypocritical and a threat to the credibility of the results

forthcoming from an elections with an unsanitised list, as it would not satisfy the criteria of “fair.” In fact, it would be completely unfair!”

Valladares said.

He said it would be important for GECOM to conduct house-to-house registration to ensure the Official List of Electors is not bloated with deceased persons and that all eligible persons are enlisted.

“Young people are more than 50 per cent of the electorate; young people are the hands and feet of the campaigns and young people are the touted case and rallying call to fight for but the political opposition doesn’t see it important that young people are afforded the right to vote at the very elections being carried in their name with their sweat,” he contended.

MUST BE UPHELD Valladares said YFC would like to see the constitution upheld and the autonomy of GECOM respected.

YFC, he said, is calling on the PPP to “desist from their bully and intimidation tactics in letting the body do its work.” It is also advocating for other youth organisations, including the Progressive Youth Organisation (PYO), to demand that their constitutionally guaranteed right to vote and participate in the political process is respected.

“We view Jagdeo’s position as a risk to the fracture of democracy, as it would make spectators of eligible young voters in the upcoming elections,” Valladares opined.

AFC General-Secretary Marlon Williams said GECOM should not be forced to deny young eligi-

ble Guyanese their right to vote, as he referenced those who have recently acquired eligibility. Williams rejected the March 19 date proposed by the PPP-appointed GECOM commissioners, but said whenever elections are called the APNU+AFC coalition would be ready to contest the elections.

“It is only reasonable to accept that they cannot be ready by the end of March.

They have suggested that.

Whenever GECOM indicates that they are ready, the Alliance For Change and its coalition partners will be eagerly ready to go to these polls,” he told reporters.

According to him, the events of December 21, 2018 have “truly galvanised supporters of the coalition” in all regions of Guyana.

IMPARTIALITY However, Williams said that it is important that GECOM commissioners display a high level of impartiality when conducting the business of the commission, and in this case, treating with GECOM’s readiness for elections.

“It is very important that the commissioners of GECOM operate in a bipartisan way to ensure that Guyana gets a period where elections can be held free and fair,” he said.

Weighing in on the matter, Women for Change (WFC) Cynthia Rutherford emphasised that the election body must be allowed to do its work without interference. “We would prefer that GECOM cleanses [the list], if it is through continuous registration or houseto-house that is not for us to

“We respect the learned CJ’s ruling on the legal issues surrounding said vote in the National Assembly.

However, our democracy is underscored by the doctrine of the separation of powers and it is in this context that we lend our full support to the government to exhaust the legal options available right up to the CCJ,” she said.

Rutherford said contrary to the position of the opposition, WFC has full confidence in the APNU+AFC government.

Georgetown could be financial hub of Caribbean – EU envoy WITH greater urban planning and future oil revenues, Georgetown can be transformed into the financial hub of the Caribbean, Head of the European Union (EU) Delegation to Guyana, Jernej Videtic said.

He shared these sentiments during a meeting with Georgetown Mayor Pandit Ubraj Narine, where on Wednesday, he handed over the plans for restoration of City Hall.

Noting that the plan cost €280,000 euros to produce, the EU envoy said the idea is to make City Hall self-sufficient and funds can be

He thanked the EU and promised to maximise the potential of the support received.

City Hall, along with the engineer and mayor’s buildings, will be restored to their former 19th-century glory to the tune of $903 million.

Millions worth of smuggled Hennessy seized THE Drug Enforcement Unit of the Guyana Revenue Authority (GRA) on Wednesday afternoon stumbled upon a large shipment of smuggled liquor at the Guyana National Industrial Corporation (GNIC) wharf on Water Street, Georgetown.

A source at the GRA noted that the liquor, which included a large quantity of Hennessy cognac, was found in a 20-foot container.

Investigators at the scene were pursuing records

of the shipment in order to arrest those responsible for importing the alcoholic beverages.

Unofficial estimates put the value of the undeclared liquor at US$200,000.

Reports are that investigators suspect collusion between a GRA staffer and the shipper who owns a shipping agency.

One GRA official said the liquor was shipped from a Caribbean island and was declared as utensils and used clothing.

GRA last year launched

a major project to stamp imported alcohol with a high-security bar-coded stamp.

These stamps are designed to reduce the leakage of an estimated $2B in taxes that Guyana loses annually from smuggled hard liquor and cigarettes.

Using a mobile scanner, enforcement officers could determine right away whether the taxes have been paid or attempts were made to forge the stamps.

Smith-Joseph, Gill trial set for March 20 PEOPLE’s National Congress (PNC) Regional Secretary for Region Five (Mahaica-Berbice), Carol Smith-Joseph and People’s Progressive Party (PPP) Member of Parliament (MP) Harry Gill made their second appearance on assault charges at the Fort Wellington Magistrate’s Court on Tuesday.

The two appeared before Magistrate Rabindranauth Singh, who set March 20 as the date for trial.

Joseph is being repre-

sented by Attorneys James Bond and Darren Wade, while Attorney Ian Anamayah is representing Gill.

Gill’s lawyer told the court that Gill has a video recording of the incident and would like to produce it in court as evidence.

The magistrate; however, suggested that he should submit this video to the police investigator, who would then decide what action should follow.

The charge against Smith-Joseph was that on

November 7, 2018, at Fort Wellington, she assaulted Gill so as to cause him actual bodily harm. Gill is also accused of assaulting Smith-Joseph on the said date.

Both of them pleaded not guilty to the charge.

The lawyers for both sides agreed that March 20 was convenient for the trial and that it should proceed unimpeded on that date.

Tucville fire victim receives help

SOCIAL Protection Minister Amna Ally presented a number of items to fire victim, Tonya George, at the Social Protection Ministry, Lamaha Street, Georgetown office on Wednesday.

The mother of four and grandmother of a one-yearold was drawn to tears by the good gesture. Aside from losing her home, only recently George also lost her husband.

The mid-morning fire occurred Sunday last at the Lot 3C Tucville Terrace home.

The fire was suspected to be electrical in origin and began while George was downstairs. She and her family were able to evacuate the building during the blaze.

On Wednesday, the distressed mother received a food voucher to shop at Bounty, a mattress, and other household items from the Ministry of Social Protection.

The assistance was geared at

helping the young mother to return to some state of normalcy in life.

Following the loss of her husband three weeks prior to the fire, George was left to provide for herself, her children ages seven to 17 and her one-year-old grand-daughter.

These tragedies have left the young woman in a traumatic state and she is currently receiving counselling to get over her problems.

The United Bridge Building Commission, located at 81 John Street, Campbellville, is currently housing the mother and her family.

The United Bridge Building Commission’s Chief Executive Officer (CEO), Bonita Montague said efforts are being made to get other organisations such as Food For the Poor and The Guyana Relief Council to render assistance to the George’s family.

In addition to items donated, the Ministry of Housing will provide the woman with a house lot to build a new home.

Minister Ally expressed her sadness at George’s losses in the fire and the loss of her husband and assured her that things will get better with time.

“I thank God for sparing my life and bringing me here today,” a thankful George said as she received the items from Minister Ally.

Montague is pleading with organisations and the general public to help George and her family in any small way they can, since it will go a far way in aiding her recovery.

‘Agriculture has money’ …Minister Jordan tells Buxton RAID Project farmers

MINISTER of Finance Winston Jordan yesterday, (Wednesday, February 6, 2019) travelled with a team into the backlands of Buxton to check on progress being made on the farms, and listen to farmers’ concerns as he continued his visits to farms that are a part of the Rural Agricultural Infrastructure Development (RAID) programme.

The minister was accompanied by officials from the Guyana Marketing Corporation (GMC), Ministry of Agriculture (MoA), the National Drainage and Irrigation Authority (NDIA) and National Agricultural Research & Extension Institute (NAREI).

The minister was very pleased with the work done so far.

“I am very encouraged.

Agriculture has always been a mainstay of this economy. Agriculture has money, agriculture has the capacity to absorb large numbers of people. It is perhaps the only sector providing food, employment, income, and foreign exchange. So we can’t go wrong focusing on agriculture as a means of diversifying the economy,”

Jordan noted.

Minister Jordan’s visit came just days after the Buxton farmers were visited by Minister of Agriculture, Noel Holder.

Buxton is one of four communities covered for works under the RAID project. Mocha, Triumph and Ithaca also received support under the $318.6M project, which is being funded by the Caribbean Development Fund (CDF).

Farmers present during the visit were very pleased to have the opportunity to speak with the minister, hear his suggestions and show off some of the produce the farms had already produced.

Fifty-nine- year- old Patrick Howard was quick to ask the minister what he thought about a collection of pumpkins picked from his farm.

A GMC representative advised that Howard would need to follow a number of quality- control measures, if he expects to see his produce exported. The GMC is working along with the farmers in a capacity- building position.

They engage the farmers in training on proper farming practice to improve their businesses.

Howard had much praise for what the RAID initiative was doing to encourage farmers to return to the lands, which many had left at one point, because of lack of proper infrastructure and support.

“I was waiting for this opportunity for a very long time, because is now I gon’ really prove myself as a farmer,” Howard remarked.

Howard had suffered major losses at his farm and had scaled back his efforts. However, a few months ago, with the support being injected into the area, he has returned.

He has some five acres of farm lands.

“So much bush had taken over and at one time I had gotten frustrated because of the kind of things that were happening in the early days,” Howard shared.

Across the road from Howard’s farm was Randy Benjamin, who proudly noted that he was one farmer who never gave up on his farm, even when things had become difficult and others had abandoned lands.

He was grateful to see the farms being revived and spoke to the minister about his concerns about

the drainage around the farm. The minister listened intently and offered suggestions.

Benjamin had a large supply of watermelons on display for the minister.

“I am thankful for the little help, it’s just that you would find some hiccup. Everything takes time and you must get a little hiccup. What

anybody who can encourage the women farmers? We need to encourage women in agriculture. It’s not only about getting a certificate or diploma from GSA; but if you get that it’s now to get people with a plot of land and apply what they learn. So I would hope that more women will be seen to be part of this.

The minister placed special emphasis on enquiring about the female farmers allocated lands in the backlands. However, he was informed that most of the women preferred the livestock farming at their homes.

Nonetheless, he said more must be done to make the environment more conducive for the women.

“Are they afraid? Is there

way of just men doing it, and women doing just a kitchen garden,” the minister commented.

The farmers also spoke on the issue of farm- to- market roads and the minister suggested utilisation of the waterways as a better means of transportation for the produce.

“There are water ways, we should talk about farmto-market waterways. These water ways just need to be cleaned and with rain it would be easy to get the pro-

duce out. Once the drains are desilted and so on I think it’s easier to bring the pumpkin and watermelons out by boat.

So that part we have to focus on --using our water ways more,” Jordan noted.

Jordan informed the farmers that a lot was riding on their efforts, as much had been invested and other communities around the country were looking to the RAID project farms as leading examples.

“It has evoked a lot of interest country wide. In a sense, these four villages are demonstration villages.

So these villages and the people that are here farming, the onus is on them to show how farming can move from being just a vocation to actual employment and business. I would like to see this succeed,” Jordan said.

COHSOD discusses free movement of agricultural workers, security guards MINISTERS of Labour across the Caribbean on Wednesday continued their discussion to foster the free movement of agricultural workers and security guards.

The discussion was conducted via videoconferencing.

The Council for Human and Social Development (COHSOD) on Labour, a body which falls under the purview of the Caribbean Community (CARICOM), facilitated the special technical meeting. Minister within the Ministry of Social Protection, with responsibility

for Labour, Keith Scott, led Guyana’s delegation to this meeting.

“The purpose of the Special Meeting of the COHSOD is to further efforts towards implementing the mandate from the CARICOM Heads of Government for agricultural workers and security guards to move under the CARICOM Single Market and Economy (CSME),” a statement from CARICOM read.

According to the draft agenda seen by the Guyana Chronicle, the engagement focused on determining definitions for “Agricultur-

al Workers” and “Security Guards” and the qualification requirements for the two groups of workers. The definition of household domestics should have also been considered.

Minister Scott, in an engagement among contingents in Guyana, highlighted the importance of determining the definitions and minimum qualification requirements of the categories of workers.

Specifically, he directed focus to “Security Guards” and said there should be a distinction between “watchmen” and actual “security guards.”

Car, minibus explode in separate incidents A CAR burst into flames Wednesday morning at Avenue of the Republic, Georgetown after the driver parked it immediately when he noticed smoke emanating from the Toyota Carina PJJ 5656.

Meanwhile, a Guyana Power and Light (GPL) minibus also mysteriously went up in flames on Sheriff Street Wednesday morning.

The driver said he and

Footballer on bail for allegedly robbing ex-girlfriend NINETEEN-YEAR-OLD national footballer Jobe Caesar was on Wednesday, February 06, 2019, released on $150,000 bail, after spending almost a month on remand for robbing his ex-girlfriend and damaging her $3.5M motor car.

Caesar made his appearance before Principal Magistrate Faith McGusty at the Georgetown Magistrates’ Court and pleaded for his pre-trial liberty.

the teen alleged that, on November 25, 2018, at Lot 178 Albert and Charlotte streets, while armed with a gun, he robbed Jennifer Validen of a cell phone valued at $30,000.

The second charge alleged that, on the same day, he damaged Validen’s motor car.

Police Prosecutor Ceon Blackman objected to Caesar being granted bail, on the grounds that a gun was used and also because the accused was before another court for assaulting Validen.

Nevertheless, Magistrate McGusty released Caesar on a total bail of $150,000 with the condition that he lodges his passport at the court. The matter will be recalled on February 27, 2019.

The Guyana Chronicle had earlier reported that Caesar crashed his ex-girlfriend’s motor car and riddled it with bullets, because she refused to take him back.

According to reports, Caesar and the victim had shared a relationship which

was said to have been abusive.

It is alleged that, prior to the incident, the woman had made several attempts to end the relationship but Caesar had threatened her. Consequently, complaints were filed with the police.

The victim explained that on the night of the incident she and Caesar had an argument after she had begged him to leave her alone and to desist from coming to her house. “I keep telling him I don’t want him and he kept knocking me in front of my children,” the woman told the Guyana Chronicle.

She explained that Caesar stormed her Albert and Charlotte streets home, picked up her car keys then ran out of the house.

He returned around 03:30hrs on Sunday, November 25, 2018, and she (the victim) refused to let him into the home after he threatened to harm her.

Caesar reportedly became annoyed, went back into the car and drove it into a nearby post. He then came out, allegedly pulled out a firearm and discharged several rounds at the vehicle before making good his escape.

The victim explained that during the incident, she became fearful and locked her children in the bedroom. Also, during the incident, Caesar told her that “he can’t live without her and if he can’t get her, then the burial ground will.”

CCJ overturns Appellate Court’s decision in fraud case –– Mahaicony man to regain land THE Caribbean Court of Justice (CCJ) overturned the decision of Guyana’s Appellate Court while upholding the High Court’s decision in a case of fraud –Chandra Ramotar Singh vs Bhagwantlall Mossai and Alvin Alves.

The Trinidad and Tobago-based Appellate Court, on Wednesday, ruled that the two land titles obtained

by Bhagwantlall Mossai and Alvin Alves ought to be cancelled on the basis that they were fraudulently obtained.

The disputed plot of land is located at Lot 14 Mortice, Mahaicony River.

In a statement, the court explained that Singh did not have official title; however, he had occupied the land in 1989 when he agreed to purchase it from some of the

heirs of the previous owner.

“Unknown to Mr. Singh, Mr. Alves, Mr. Bhagwantlall Mossai and his brother, Mr. Ramrattan Mossai, had conspired to defraud him. In 1994, Mr. Alves applied to the Land Court for title and fraudulently claimed that he was in possession of the land. The Land Court, being unaware that Mr. Singh was the person in possession, granted Mr. Alves a declaration of title. Mr. Alves then sold the land to Mr. Bhagwantlall Mossai,” the CCJ summarised.

Region 3 Department of Education hosts anti-domestic violence workshop

COGNISANT that many students and teachers in the region are affected by domestic violence, the Region Three Department of Education, through its Guidance and Counselling Unit, on Wednesday started a twoday Anti-Domestic Violence Workshop at its Vreed-enHoop headquarters.

The workshop engaged some 30 teachers and 35 students and was held under the theme: “Breaking the silence through empowerment and education.”

It is hoped that the workshop would help to empower teachers to reach out to those students in their schools who live in homes where domestic violence occurs.

“Through our welfare visits, we have discovered that there are many learners who come from domestic violence homes and you would even find that there are a few teachers who are in abusive relationships; so we would like to empower them either so they can get out, or so that they would not get into any abusive relationship. It is also, so that we can teach them [teachers] to identify learners who are from domestic violence homes, so that we can give them [students] the relevant support and referrals to help them out of the situation,” explained Regional Education Officer Annesta Douglas.

The workshop saw attendance of teachers from the nursery, primary and secondary school levels.

Senior Guidance and Counselling Officer, Priscilla Gonsalves, noted how widespread the issue of domestic violence was and the need for the education system to do its part in helping to eliminate this social ill.

“This unit felt it imperative that a strong stance against domestic violence is taken, because we believe that a life free of domestic violence is everyone’s right.

Today’s venture was introduced to help restore and build lives, families, communities and our country at large one step at a time,” said Gonsalves.

The workshop was done in collaboration with the Ministry of Social Protection (MoSP). The first day of the workshop saw the teachers being engaged and involved in interactive sessions with MoSP Prevention and Education Officer, Diedre Ifill.

Ifill commended the collaboration between the MoSP and the Department of Education.

“The only way we’ll know about it is when we start talking about it, start collaborating. I’m hoping that if not all of you at least one of you will take something away from today’s session that will make a difference in somebody’s life.

Indeed, this activity is timely,” Ifill told the audience of teachers.

The students are expected to be engaged today (Thursday, February 7, 2019) with the session again being facilitated by a team from the MoSP. With the students ,it is hoped that the session would encourage those in families where domestic violence occurs, to reach out

GFF shortlists 26 locally based players THE Guyana Football Federation (GFF) yesterday announced that they have shortlisted 26 local-based players as preparations intensify for the upcoming CONCACAF Nations League match against Belize on March 23.

The squad includes three goalkeepers, eight defenders, six midfielders and nine forwards, who have been shortlisted from an initial 35-man squad and have been in training for the last two weeks.

Former National defender, Charles ‘Lilly’ Pollard, who has been appointed as assistant coach and has been working with the team, said the shortlisted squad is solid while noting “players being able to perform at a high level under instruction” was among the criteria used for selection.

The team will be engaged in an eight-week weekly train-

ing programme before the final squad is announced to engage Belize.

Pollard said that the time should be good to enable the team to be in shape for final selection, adding “in the next eight weeks, it will give everyone a level playing field and an equal chance to make the final 23. Fitness, developing their football IQ, awareness and tactical soundness will be the focus.”

For his part, Pollard was happy to be back in the national setup and to contribute to the football development in Guyana.

“I’m excited to work with the team; it’s a very good group of guys. I will share all the knowledge that I’ve got. They are very excited to be part of the programme so I’m looking forward to a good eight-week preparation and, at the end of the preparation, the

best guys will be selected,” Pollard said.

Smith still on track for World Cup role

STEVE Smith remains on track to be available to play a full part in Australia’s World Cup campaign, with Cricket Australia (CA) keen to return him to action “as soon as practical”.

And Smith’s camp dismissed reports the former captain could skip the 50-over showpiece tournament and return to cricket

through the Australia A tour of England that runs concurrent to the World Cup. Smith had surgery on his elbow last month and the first step of his recovery required him to spend six weeks with his right arm in a brace.

Smith’s manager, Warren Craig of Turning Point Manage-

ment, said the former captain remained in the brace after his elbow surgery that had “gone very well”.

“Until the brace comes off we don’t know for sure but all current opinion is that he’ll then have about three and a half weeks (before being ready to play),” Craig told cricket.

“The intention is that he will play in the IPL and then the World Cup and then the Ashes.”

Smith and David Warner will become eligible for international selection again on March 29 after serving their year-long bans, and that is expected to coincide with the final two matches of a five-match ODI series against Pakistan in the UAE. This year’s Indian Premier League (IPL), the 12th season of the lucrative T20 tournament, also begins on March 29.

A Cricket Australia spokesperson said: “Return-to-play timeframes will be clearer once the brace has been removed near the end of February. We are working with Steve to ensure he is ready to return to play as soon as practical.”

to strengthen the arm before returning to the nets and building up to match readiness.

Australia coach Justin Langer said it would be “crazy” not to pick both Smith and Warner for the World Cup campaign.

“We’re talking about two great players. We’re not talking about two really good players, they’re two great players who, on paper, we’d be crazy not to have them in the team (for the World Cup),” Langer said after the Test team’s win in Canberra. “(It’s about) how much cricket they get to play between now and then, but I’m sure we’ll find opportunities.

“They’ll find opportunities … but I can’t see anything else (stopping them).

Haniff joins Everest Cricket Club as youth coach

FORMER national cricketer Azeemul Haniff has been appointed to the post of junior coach of Everest Cricket Club (ECC) effective from February 2019.

Haniff, who represented Guyana for more than a decade, takes over from Latchman Yadram who became unavailable due to other commitments.

The new coach who took up the post on Monday, February 4, is in charge of the development of the age-group members, Under-15, Under-17 and Under-19 as well as female cricketers of the

prestigious club.

With the experience of 51 First Class matches and 13 List A matches, the left-handed former opening batsman said he is looking forward to the new role. “I was thinking about if for some time and I am glad that the executives of Everest reached out to me,” Haniff said.

The 41-year-old hit the ground running on Monday at the Camp Road-based club and will be busy over the next few months preparing the various youth teams for competitions in April this year.

Haniff was a member of

the winning Guyana Under-19 sides from 1995 to 1997 and graduated to the West Indies Under-19 team where he played alongside Ramnaresh Sarwan, Vishaul Nagamootoo, Nicholas DeGroot, Chris Gayle, Wavell Hinds, Shirley Clarke and the late Runako Morton. He also represented the West Indies ‘A’ team before being selected for the Champions Trophy in 2000 in Kenya but did not play a game.

After the 2007 Regional season, the Industry Village resident called time on his career at the age of 29 years.

Bermuda to stage T20 World Cup qualifying tournament

HAMILTON, Bermuda (CMC) – Bermuda will host the ICC America’s Region T20 World Cup qualifying tournament later this year, Bermuda Cricket Board (BCB) announced on Monday.

The double elimination tournament will see Bermuda take on regional rivals Canada, the United States and Cayman Islands. between August 15 and 25.

The top two countries will advance to the Global Qualifier tentatively scheduled for October or November.

Bermuda and Cayman advanced to this year’s tournament here by ousting hosts Argentina in the Americas Sub Regional Qualifier tri-series last year, Bermuda edging out Cayman for the title on net run-rate after each side traded victories after both twice defeated Argentina.

The next T20 World Cup will be held in Australia in October and November next year. West Indies are the defending champions, having beaten England by four

wickets in the 2016 final in India.

“On behalf of the board, we are honoured to be selected by the ICC to host this prestigious event,” BCB president Lloyd Smith said in a press release.

“The tournament will provide numerous opportunities for Bermuda officials, umpires and scorers to gain international experience and training on home soil.”

ICC Americas development manager Fara Gorsi said hosting an event of this stature was a “huge honour” for Bermuda.

“After visiting BCB and meeting with the Bermuda government recently, I have been impressed with both organisations and their sheer enthusiasm to support the initiatives of ICC development programmes and also tender as hosts for the men’s WT20 regional finals,” he said.

GCA announces fixtures for weekend matches THE Georgetown Cricket Association (GCA) will continue two competitions this weekend, weather permitting.

The NBS Second-Division 40-overs competition and the Nobel House Seafoods Under-19 Generation Next 100-over competition are scheduled for several grounds across the city.

On Saturday, in the 40-overs competition, Malteenoes Sports Club (MSC) will host the University of Guyana (UG), while the Demerara Cricket Club (DCC) will travel to the Everest ground to play the home team.

The 40-overs competition will continue on Sunday with Transport Sports Club (TSC) tackling the Police Sports Club, (PSC) and the Everest Cricket Club (ECC) again playing at home, this time against UG. Games are scheduled for 11:00hrs start.

In the U-19 competition, TSC will look to make it two in a row when they challenge the GCA Developmental team, Eco Champs, at the Muslim Youth Organisation (MYO) ground.

Winners of the Friends of Cricket U-17 100-overs competition GCC (who are using a number of their players from the championship team) will host the MYO, while Bel Air will tackle the MSC at the Ogle Community Centre ground.

Also looking to stay unbeaten will be Queen’s College (QC), who registered an emphatic six-wicket victory over GNIC in their first game. QC are set to battle Gandhi Youth Organisation at the GYO ground on Sunday.

Also in action on Sunday are the DCC teenage cricketers, who will host GNIC.

Pakistan’s Sarfraz stays on Man City go top of the Premier as captain after racism ban League with win at Everton

Pakistan captain Sarfraz Ahmed was also told to take part in an education programme after admitting breaching an anti-racism code.

PAKISTAN captain Sarfraz Ahmed will stay on in the role until this summer’s World Cup in England - despite serving a ban for racism.

Sarfraz left his side’s tour of South Africa early after cricket chiefs suspended him for four games.

The 31-year-old wicketkeeper admitted breaching the International Cricket Council’s (ICC) anti-racism code.

But the Pakistan Cricket Board (PCB) said on Tuesday that Sarfraz was “an integral part” of its World Cup plans.

“We all know he has had some tough times as a professional cricketer in the

past few weeks,” said PCB chairman Ehsan Mani. “(But) I was always clear in my mind that Sarfraz would be the captain.”

Sarfraz, who was caught on a stump microphone using the Urdu word “kaale”, meaning “black”, said: “The reality is the last few weeks have been extremely difficult for me as a person and professional.

“But I am delighted the PCB has reassured its confidence and faith in me.”

The ban was imposed by the ICC last month following a one-day international in Durban in which Sarfraz made a racist remark to South Africa all-rounder

Andile Phehlukwayo.

He later apologised and claimed his words were “not directed towards anyone in particular”, though he admitted breaching the anti-racism code.

The PCB was critical of the punishment and said it would seek to reform the anti-racism code at future ICC forums.

Pearson elected as new chairman of Ravens Sports Club

AFTER almost three years of dormancy, the Ravens Sports Club of Richmond on the Essequibo Coast was reconstituted, following a special general meeting held on Monday evening at the residence of honorary member Latchman Rajpaul.

In the process, elections were held with Marvin Pearson being unanimously elected as chairman. The other executive members are Gary Ragnauth – vice-chairman, Ramesh Tacoordeen - secretary, Wazeer Dhanraj - treasurer, Jayindra Boodram - assistant/secretary/treasurer and Elroy Stephney - Public Relations Officer.

Pearson, who is the uncle of West Indies one-day speedster, Ransford Beaton, was also elected as the club’s captain with Jayindra Boodram serving as his deputy.

The third Thursday of every month will be the statutory date for meetings. Ravens Sports Club was once a successful and dominant force on the local scene and boasted a number of outstanding players including former senior national selectee Jaimini Singh, Michael Singh, Latchmikhant Narine, Dennis Benjamin, Mahendranauth Benneth, Tribuwan Roopnarine and Marvin Sukhnandan who served with distinction.

Bravo aims for 100 Tests, available for all formats DARREN Bravo, one of the heroes for the Windies in their massive 10-wicket win over England in Antigua last Saturday, has declared that he is available for the Caribbean side in all formats of the game.

The 29-year-old Trinidadian said one of his career goals is to play 100 Tests and sees himself playing for the Windies for a few more years in order to achieve that goal.
