The woman (extreme right) can be seen making her way onto the bridge before she jumped to her death UP to late last evening, police were seeking the help of members of the public in identifying the body of a woman which washed up in the vicinity of the Coast Guard Base at Ruimveldt after she had jumped to her death from the Demerara Harbour Bridge.

According to information received by this newspaper, the woman, who appears to be in her forties, exited a bus on the western side of the Bridge and walked to the spot where she mounted herself and plunged to her death.

In video footage seen by this newspaper, the woman walked along the southern section of the bridge from the western end, and was wearing a skirt and top, and carrying a black handbag slung over her shoulder. However, at the time her body was recovered, she was just wearing Please turn to page 8

PPP/C ready to face electorate on proven track record PRESIDENT Donald Ramotar having signed the formal proclamation declaring May 11, 2015 as the date for General and Regional elections in Guyana, it will be soon gazetted as stipulated by the Constitution.

In an invited comment, the Head of State told the Government Information Agency (GINA) that the date was chosen, based on the available dates that the Guyana Elections Commission (GECOM) provided, by which time it would be ready to conduct the polls.

“And all the dates that they gave me,” he said, “fell within the exams period; so I chose one … Unavoidably, we have this (brouhaha over the date).”

Continuing his reference to the comments about the polling date clashing with CSEC and CAPE examinations, President Ramotar said he is pleased with the preparations

and alternative arrangements put in place by the Ministry of Education.

The new dates were set after consultations with the Caribbean Examinations Council (CXC) and other stakeholders about what might be best for candidates.

“The main thing is that it will not put our students at a disadvantage. And in fact, I think it will give them some more time to study,” President Ramotar stated.

Meanwhile, the President has emphasised that the People’s Progressive Party Civic (PPPC) will base its elections campaign on its track record of development. “Even though the last three years were very constrictive because of the fact that the Joint Opposition got a one-seat majority in Parliament,” the President said, “I’m still very proud of what we were able to achieve, in the circumstances.”

He added that he is also proud of the PPP/C’s record in office, particularly since it is they who have transformed the country. “So, I think I’m running on solid ground,” President Ramotar said.

With regards to the political opposition, President Ramotar said he wasn’t too sure about what they wanted, “because sometimes they want elections, then when you call elections, they don’t want elections, but they have to face the music anyhow. We all have to face it”.

The President will be leading his party’s campaign as it seeks another term in office in an effort to continue Guyana’s developmental progress. (GINA)

Auschwitz’s last survivors urge a troubled Europe not to forget (REUTERS) – AUSCHWITZ’S last survivors urged the world not to forget the horror of the Holocaust 70 years after the Nazi death camp was liberated in the final throes of World War Two, an anniversary that finds Europe again confronted by intolerance.

European Jews warn of a growing under-current of anti-Semitism, fueled by anger at Israeli policy in the Middle East and social tensions over immigration, inequality and increasing economic hardship under austerity policies that have contributed to a rise of far-right political movements in Europe.

With deep snow blanketing the Polish countryside, some 300 aging survivors and a host of world leaders gathered on Tuesday under a tent at the brickwork entrance to the Auschwitz II-Birkenau camp, the rail-

way tracks that bore more than a million European Jews to their deaths illuminated in gold.

“Seventy years later, the daily cruelty is still etched in my mind,” former prisoner Roman Kent told the gathering.

The commemoration marked perhaps the last major anniversary that survivors of Auschwitz, the youngest of them in their 70s, will be able to attend in notable numbers.

It was held in the shadow of war in neighboring Ukraine, a spate of assaults on Jews in Europe and a recrudescence of open anti-Semitism even as memories of the Holocaust fade with the passing of those who lived through it.

“To remember is not enough; deeds are crucial,” said Kent. “It is our mutual obligation – the survivors and world leaders – to install

an understanding of what happens when prejudice and hatred are allowed to flourish.”

A string quartet played the work of Szymon Laks, a Polish Jewish composer who led the prisoners’ orchestra of Auschwitz-Birkenau and managed to survive the war.

David Wisnia, an 88-year-old survivor of Auschwitz, sang a funeral prayer of the Ashkenazi Jews, moving some of those present to tears.

Seated among them were the heads of state of Germany, France and other nations.

France’s Francois Hollande made the trip less than three weeks after 17 people, four of them Jews, were killed in Paris by Islamist gunmen in attacks on the Charlie Hebdo satirical weekly newspaper and a kosher supermarket.

Boston area hit by howling blizzard; New York gets off easy BOSTON (AP) — A HOWLING blizzard with wind gusts over 70 mph heaped snow on Boston along with other stretches of lower New England and Long Island on Tuesday but failed to live up

to the hype in Philadelphia and New York City, where buses and subways started rolling again in the morning.

In New England, the storm that arrived Monday evening was a bitter, paralyzing blast, while in the New York metro area, it was a bust that left forecasters apologizing and politicians defending their near-total shutdown on travel.

Some residents grumbled, but others sounded a bettersafe-than-sorry note and even expressed sympathy for the weatherman.

At least 2 feet of snow was expected in most of Massachusetts, potentially making it one of the top snowstorms of

all time. The National Weather Service said a 78 mph gust was reported on Nantucket, and a 72 mph one on Martha’s Vineyard.

“It felt like sand hitting you in the face,” Bob Paglia said after walking his dog four times overnight in Whitman, a small town about 20 miles south of Boston.

By midmorning Tuesday, New Jersey and New York City lifted driving bans, and subways and trains started rolling again, with a return to a full schedule expected Wednesday.

The lawsuit, filed in 2012 by People’s Progressive Party (PPP) Executive Secretary, Zulfikar Mustapha, charges that Ramaya made “libelous” claims regarding Mustapha, in November 2011 – during the height on the elections campaign – on his televised programme ‘Issues of the People’, which airs on Channel 8, a local station

Prisoner escapes from Timehri Prison USUALLY reliable sources attached to the Guyana Prison Service have confirmed that a prisoner escaped from the Timehri Prison yesterday.

The Guyana Chronicle was, up to press time, unable to confirm how the man managed to flee the holding facility.

Efforts to ascertain what the man was incarcerated for were unsuccessful. However, this newspaper was able to confirm that the escape took place at approximately 15.30hrs.

tatives, including AFC leader, Khemraj Ramjattan, and Vice-Chair, Moses Nagamootoo, were a no-show for the second hearing of the lawsuit, an act considered to be gross disrespect for the judiciary, since no explanations were offered to the court.

Consequently, given that there has been no res-

olution of the three-yearold matter, and neither defence nor proof offered to justify the allegations made against Mustapha, the lawsuit is expected to be resolved via trial, which is set to commence in February.

The first hearing of the matter was held on January 12, 2015.

GuySuCo confirms ...

NIS will be honouring workers’ claims THE Guyana Sugar Corporation (GuySuCo) yesterday issued a statement saying that the National Insurance Scheme (NIS) yesterday instructed all its local offices to honour all legitimate claims for benefits submitted by sugar workers.

The statement comes in the wake of a report in the Sunday, January 25, 2015 edition of the Kaieteur News, saying that sugar workers’ benefits could be “endangered” because of the “non-remittance of NIS payments”.

According to GuySuCo, it met last Friday with NIS’ Deputy General Manager (Operations), and submitted a payment sched-

ule for all outstanding contributions. It says that as a result of this commitment to honour the schedule for outstanding payments and remittance for current, NIS decided yesterday to honour all workers’ claims.

GuySuCo further said in its statement, “The Corporation wishes to place on record that not only is it the largest contributor to NIS, but it has sustained a close working relationship with NIS, and at no time has any employee’s legitimate claim for benefits endangered or jeopardised as a result of any late remittance of either employee or employer’s contribution.”

27 children nabbed during truancy campaign ––in the Pomeroon

THE Department of Education in Region 2 recently conducted a series of truancy campaigns in the Pomeroon River in its drive to ensure children attend school.

According to senior schools welfare officer of Region 2, Mr Haimraj Hamandeo, 25 children were nabbed during the truancy campaign conducted in the Lower and Upper Pomeroon River.The officer said the objective of the campaign was to ensure that children attend school regularly and increase school attendance at nursery, primary and secondary levels in the Upper and Lower Pomeroon River.

He said the areas targeted were Marlborough,Hackney, Kayamuri creek and Kabakaburi.According to the senior schools welfare officer, several officers from the Department of Education who visited the areas had talks with parents on the importance of children having an education and attending school regularly.

Measures were put in place to encourage children to attend school.

The officer said the Department of Education schools welfare section issued letters to parents whose children were not attending school.He said parents were also warned about the consequences if they continue to neglect their duties as parents.

Mr Hamandeo said some of the reasons why children did not attend school in the Pomeroon areas were lack of transportation and financial difficulties.He said parents were advised to visit the Department of Education so that referrals could be made to different agencies for financial assistance.

The officer said the department is very concerned over the high number of children that are not attending school in the Pomeroon and added that the truancy campaign will continue in the coming weeks. ( Rajendra Prabhulall in Essequibo)

Political power play AS national leaders, it is their utmost responsibility to do what is best for the people and the country, which some aim or aspire to serve at the highest level.

Though it is quite natural that leaders will have different aspirations and are guided by the needs and wants of their constituencies, it should be minimum at least that in their representation, they do not substitute national interests for partisan gains.

To do so will be nothing but an overt attempt of selling their country short. This, in a synopsis, adequately captures the sentiments of A Partnership for National Unity (APNU) Leader David Granger and former Finance Minister in the People’s National Congress (PNC) Government Carl Greenidge on the European Union’s (EU) withholding of funding for sea defence and the sugar industry.

Given that we are in an election season, it is a foregone conclusion that both of these gentlemen will be utilising the political platforms to speak about development of Guyana, and quite certainly

will dwell lengthily on the sugar industry and perhaps to a lesser extent, the need to protect the coastline against the rising threats of climate change.

From a cursory glance of their approach, it appears as though they see nothing wrong in recognising the need for development, but surprisingly or not so surprisingly by now, they also seem to see nothing wrong in doing a volt-face in supporting developmental projects that will have wide-ranging national impact.

The statements by Granger and Greenidge are reflective of the general posture of the Opposition.

And, from all appearances, they have put themselves in a position where the view is unavoidable, that any project that will put the Government in good light and reflect its thrust of continuation of progress, and building a modern Guyana, will be visited by the red light.

In this case, it is not only the Opposition voting down a project, but also giving their full support for the withholding of funding for critical projects by the EU

over claims of Guyana not fully complying with eligibility criteria.

By their statements, what Granger and Greenidge have done is to lay bare the nature of their parochial politics. It shows that they care less for some of their supporters and people who traditionally support the PPP. Their action is bewildering since in the normal scheme of things, it would be natural for them to call for transparency, accountability, speedy delivery of work and improvement of production.

But they chose to side step these calls by praising a seemingly vindictive move by the EU, which from all indications, appears to be a swipe against a democratically-elected Government of a sovereign nation over its move to prorogue Parliament.

The Parliament was prorogue to facilitate dialogue with the Opposition on a number of contentious matters but was met with their obstinate refusal.

Looking back at the actions of APNU, the support for the withholding of funds

Protecting our children THE Ministry of Education, along with the National Centre for Research and Education Development (NCRED), have embarked on a project entitled ‘Tell Scheme’.

Tell Scheme is a project which seeks to educate, spread awareness and empower children, ages eight to 10 years old, on the signs of sexual abuse and encourage them to speak out if they are being abused.

Tell Scheme should be done once a week in the primary schools. In addition, a Tell box should be placed in classrooms where pupils can anonymously place information about sexual abuse.

To my surprise, Region Five ‘Teacher of the Year 2013-2014’, was accused of inappropriately touching his female students and attempted rape.

In addition, the Tell Scheme programme was not implemented in that West Berbice Primary School (Rosignol Primary). I must complement the present Headteacher for taking immediate action by reporting the matter to the Ministry of Education, which immediately suspended the male teacher. The min-

istry is following the Code of Ethics and the matter is pending investigation.

It disheartens me, being a fellow teacher, that my colleagues along with the previous Head teacher of the school were condoning this young man, because pupils as far as three years ago and the previous class have started to speak out since his suspension.

His colleagues are upset with the Headmaster for reporting this ‘teacher of the year’.

I am not a parent but, as a teacher, children are young and vulnerable and should not be taken advantage of. I am looking forward for the appropriate sanctions and penalty to be imposed on this male teacher, who had been taking advantage of his students for a number of years and is in breach of the teachers’ Code of Ethics.

CONCERNED PRIMARY SCHOOL TEACHER

So in the scheme of things, the recent statements by Granger and Greenidge are at least consistent with the views expressed by one of its members, who see sugar workers as the backbone of the PPP being in office and a block to the APNU gaining power.

Undoubtedly, many APNU supporters, in a time manner would have also benefited from the sea defence projects through the provision of employment or the protection of their livelihoods and homes.

But this is not part of their immediate interests. The current power play is a telling signal that they are more interested now than ever before to gain as much attention and support as possible, regardless of the consequences, as they seek to attain the seat of power at the May 11 polls.

Media urged to respect hospital’s policy and patients’ privacy THE Georgetown Public Hospital Corporation (GPHC), the Nation’s Provider of Quality Health Services, is reminding members of the media that the hospital policy still exists which requires media operatives to seek approval from the Management before interviewing or taking photos of patients.

The hospital has recognised that members of the media have constantly been visiting the hospital taking photos/ interviewing patients without approval.

Request for Approval forms can be uplifted from the Public Relations Department.

GPHC is asking members of the media to respect the hospital’s policy and patients’ privacy.

Sitting MPs, Constitutional Office Holders share guilt ––Death Squad’ member-turn-witness fearful of testifying in public

By Gary Eleazar TWO sitting Members of the National Assembly, as well as a number of other Constitutional Office Holders, are all guilty parties in an elaborate State-sponsored plot to eliminate members of the Working Peoples Alliance (WPA), including of its founder, Dr Walter Rodney in 1980.

The names of the guilty will, in the meantime, remain with a key witness giving evidence to the Walter Rodney Commission of Inquiry (COI), which recommenced its latest round on Monday, and continued yesterday.

Robert Gates yesterday returned to the witness dock, this time for cross-examination after submitting a second statement to the Commission, and indicating that a lot of information now presented had either been deliberately withheld by him in the past, or he had completely forgotten at the time, since the incident being probed occurred 34 years-ago.

SECURITY REASONS Gates said in the instances where he deliberately withheld information, he did so because of security concerns for himself.

In his sworn testimony to the COI, Gates said he approached the Commission to give a second statement with new information, since at the time he had previously given evidence, the “environment” was not right for him to divulge all that he knew.

He told the Commissioners it was only because he was able to put some measure of “insurance” in place, that he decided to approach the Commission, in order to disclose what he

“I don’t want to, for security reasons,” Gates said. He said that should he be granted an ‘in-camera’ session, “I am prepared to do that.”

Chairman of the Rodney COI, Queen’s Counsel, Sir Richard Cheltenham of Barbados, indicated that they will look into the matter of facilitating the hearing ,and that Gates will be advised accordingly.

The commitment by the COI Chairman was preceded, however, by an intense scrutiny of Gates’ credibility as a witness.

“I am not in a free world like you,” Gates said by way of explaining why he had to put certain covert systems in place that would allow for him to be able to finally say what he knows.

Responding to a quip by one of the attorneys present, Gates told those in attendance that a person can easily lose their lives in prison, so he deliberately held back some of what he knew, “for security reasons.”

BURNHAM BRIEFED On Monday last when Gates took to the witness dock, he alleged that former President, Forbes Burnham, reportedly held a meeting “two or three days” before the fateful June 13, 1980 explosion that killed Dr Rodney.

Under cross-examination, he maintained that he was informed of the nature of the meetings by one of Burnham’s close-man (security detail), a man he identified as a Sergeant Mark Johnson, who told him that the president was briefed on the developments of the assassination plot.

His credibility as a witness did get a boost, when Commissioner Samuels–Brown pointed out the existence of a letter from the Office of the Commissioner of Police, outlining Gates’ service record.

The official document from the Police Commissioner’s Office to the COI seemingly corroborates Gates’ story that he was given a bogus Letter of Dismissal from the Guyana Police Force, as a ruse to help him infiltrate the WPA.

A ‘Service Record’ was also supplied by the Office of the Commissioner of Police, and that corroborated the dates and years that Gates claimed to be a serving member of the Police Force and assigned to penetrate the WPA. Gates on Monday told the COI that it was former Crime Chief, ‘Skip’ Roberts who handed him the letter to convince WPA Co-founder, Dr. Rupert Roopnarine of his loyalty to the Party and its cause.

Lusignan massacre survivors urge forgiveness, reconciliation

SEVEN years ago, eleven innocent Guyanese - five children and six adults, were slaughtered without mercy during the massacre at approximately 01:30 hrs on the morning of January 26, 2008, some while still in their beds by bestial gunmen armed with shotguns and AK-47s.

The cold-hearted gunmen invaded the homes of five Lusignan families and slaughtered at will, in a hail of bullets, Clarence Thomas, 48; Vanessa Thomas, 12; Ron Thomas, 11; Mohan Goordat, 32; Seegopaul Harilall, 10; Seegobin Harilall, 4; Dhanwajie Ramsingh, 52; Seecharran Rooplall, 56; Raywattie Ramsingh, 11; Shazam Mohammed, 22; and Shaleem Baksh, 52.

Many others were injured but the pain and trauma have left ineradicable scars and fear in that community and indeed, the entire Guyana, because of periodic violence intermittently erupting, especially immediately preceding and subsequent to elections in this country.

It is as if this is part of a predestined formula for the political fray and the plots and sub-plots to wrest the government from PPP anytime they win elections (which that

party always does), despite being cheated time and again at the polls – to the detriment of the country’s developmental paradigm.

Despite their anguish at inestimable losses of loved ones; despite their recurring nightmares and ineradicable traumas and fears; despite their endless paean of grief; despite their silent shedding of rivulets of tears, the survivors of the massacre – and indeed all the residents of Lusignan…all urged forgiveness and reconciliation.

The victims are what the power-hungry political Opposition calls “collateral damage”; so relegated to the total mass of “collateral damage” were Clarence Thomas, Vanessa Thomas, Ron Thomas, Mohan Goordat, Seegopaul Harilall, Seegobin Harilall,

Dhanwajie Ramsingh, Seecharran Rooplall, Raywattie Ramsingh, Shazam Mohammed, and Shaleem Baksh, as well as all victims of politically-orchestrated and driven violence in the country.

Despite their anguish at inestimable losses of loved ones; despite their recurring nightmares and ineradicable traumas and fears; despite their endless paean of grief; despite their silent shedding of rivulets of tears, the survivors of the massacre – and indeed all the residents of Lusignan are survivors because the traumas and fears pervade the entire village - have from the inception, subsequent to the funerals when their loved ones were laid to eternal rest, all urged forgiveness and reconciliation.

The President has proclaimed May 11 as the 2015 elections date, having been forced to truncate another PPP/C administration through Opposition gimmickry.

And one could only hope that good sense and the spirit of Lusignan residents will prevail and that in the foreseeable future, all violent transgressions against humanity will cease and forgiveness and reconciliation be the theme for the survival of Guyana.

Region 2 administration Another woman deeply concerned by jumps to death ... spate of suicides From page 2

REGION 2 Chairman Mr Parmanand Persaud says he is deeply concern about the number of suicide cases on the Essequibo Coast since the year began.

This declaration came as another teenager ended his life by hanging last Friday afternoon at Richmond village.

The Chairman appealed to religious organisations and social bodies in the Region to come forward and help to council persons so as to stop them committing suicide.

Chairman Persaud said he is yet to understand why persons, including teenagers and the elderly, are ending their lives by suicide. He said life is precious, and he is therefore calling for a permanent solution to suicide, which, according to him, is a temporary problem in the

Region.

Last Friday (January 23), 18-year old Jamsey Singh, known as “Fat Boy”, of Richmond village, was found hanging from a piece of rope in his bedroom. The teenager had reportedly lived with his grandmother, Aunty Baby, since he was two years old.

Reports are that Jamsey was alone at home after his grandmother had left to go to the Anna Regina Health Centre, but had done several other errands after leaving the health centre. She came home during the afternoon and saw her grandson’s bedroom door ajar and he appeared to be standing next to his bed.

The grandmother said she called to him but he did not answer, so she left

him but later went back to his room, where she saw him standing in the same position near the bed. She said she told him to go and feed the dog, but he did not answer, so she checked to see what was wrong.

She reportedly checked his hand and found it cold, and then she discovered that the teenager was hanging from a piece of rope from the ceiling.

The Police were informed along with his relatives. Reports are that the teenager has left no clues as to why he hanged himself. His father is said to be living in Canada and his mother is in one of the Caribbean islands.

Some seven persons have died by suicide on the Essequibo Coast since the year started.

A Police Special Guard reported to management of the Demerara Harbour Bridge that as she was approaching the woman to talk to her after being told that she may be contemplating suicide, the woman jumped off the floating structure before she could even reach her.

Video evidence showed that the woman walked onto the Bridge at approximately 15:05hrs, mounted herself on a section of the Bridge, then jumped. It was also reported that persons who passed and saw the woman, telephoned the Demerara Harbour Bridge and informed them of the presence of the woman; and this prompted the guard to approach her.

The woman’s body was not immediately recovered after she jumped to her death, nor were marine police successful in retrieving any of her belongings from the river up to press time last evening.

Speaking with the media yesterday afternoon, General Manager of the DHB, Rawlston Adams explained that immediately after receiving information about the incident, the police were informed and the coastguard initially came up empty handed in a search for the woman.

Yesterday the DHB manager and his team were reviewing video footage to ascertain from which direction the woman accessed the bridge. It was confirmed later in the evening that the woman who was seen walking to the bridge was the same one who jumped off the structure.

On Christmas Eve a woman jumped to her death from the very structure but her body was immediately recovered by DHB workers who had raced to the scene in their maintenance boat.

GEORGETOWN’S political past haunts it to this day. And, let out of his prison cell at the Camp Street jail on Monday, colourful personality, former military spy Robert Allan Gates unveiled dark and sinister forces that operated in our capital city to silence Dr Walter Rodney’s crusade for justice in his homeland.

Gates became a household name when he testified last year at the Rodney Commission of his role as double agent, spying for the late former Commissioner of Police, Laurie Lewis on Dr Rodney’s political party, the Working People’s Alliance (WPA), and for deputy WPA leader, the mysterious Dr Rupert Roopnarine, on behalf of the Joint Intelligence Command, a secret spy outfit of the State under the Government of the People’s National Congress (PNC).

Gates on Monday unveiled testimony of stunning detail, naming Lewis; former head of the Guyana Defence Force (GDF) Norman McLean; and former Crime Chief and head of the Criminal Investigations Department (CID) of the Guyana Police Force, Cecil ‘Skip’ Roberts as vital players in a deadly PNC State plot to assassinate Dr Rodney.

Commission Chairman, Sir Richard Cheltenham questioned Gates in detail about these assertions, ascertaining that Gates spelled out his testimony with clear and precise information.

The Walter Rodney Commission of Inquiry is holding its first sitting of 2015. President Donald Ramotar convened the Presidential Inquiry in June last year, with the Commission comprising distinguished legal luminaries from the Caribbean in the persons of Sir Richard Cheltenham of Barbados; Ms Jacqueline Samuel-Brown of Jamaica; and Mr Seenath Jairam of Trinidad and Tobago.

Gates told the Commission that Monday marked one year since he’s been in jail. He was jailed in an unrelated matter involving business dealings.

Several high-profile witnesses testified at the Commission over the past eight months, and the Commission’s Secretariat has compiled a large body of documents and testimonies that may implicate the PNC State machinery in a sinister plot to assassinate Dr Rodney.

The case went unsolved for 34 years, before President Ramotar convened the Commission, in the face of intense opposition and protest from the PNC and its sympathizers, who questioned the Terms of Reference for convening such a body, and accused President

being persecuted for his intimate knowledge of events before and after that tragic day of June 13, 1980.

He worked as undercover agent for the Joint Intelligence Command, which Laurie Lewis ran from a building in Ogle, and moved about Georgetown, spying on behalf of the PNC State machinery. But he also became double agent for Dr Roopnarine, relaying inside information and misinformation between Lewis and Roopnarine.

Having become disillusioned with Lewis in 1992 when Guyana won its first free and fair elections in 28 years, Gates wrote then President, Dr Cheddi Jagan, advising him not to trust Lewis.

He told the Commission Monday that after learning that he, Gates, had warned Dr Jagan to beware of him, Lewis started persecuting him. Gates said Lewis went so far as to have his

Dr Walter Rodney employment with the Guyana Police Force terminated in the late 1990s.

He finally quit the Force in 1996, and sought employment with the private sector, but, he testified, Lewis stymied his livelihood.

Gates said he became fearful for his life because of what he knew of Dr Rodney’s assassination, and threatened Lewis through a back-door message saying that he would spill the beans to the CIA in the US. His astonishing tale of the shadowy political intrigue that gripped Guyana for decades, causing the assassination of various political leaders and to some extent the demise of Georgetown to this day, details a storyline that would fit any Hollywood blockbuster script.

Looking alone and defeated in his collar-and-tie, standing there in the witness box, shoulders slouched and facing the Commission, telling the world of his role in the assassination of one of the world’s great Black intellectuals, Gates unraveled a tale of shocking espionage, and dark, deadly plotting.

loyal to the PNC as an intelligence officer of the State, he also felt loyal to the WPA, as he sympathized with the political cause for which that Party was fighting.

“I was in sympathy with the WPA and what they were going through, but I had to make a choice. And that choice was to be loyal to the Government and the State,” Gates said, adding: “I felt confident that Roopnarine thought they could remove the Government by force, and I would have been offered a position at Special Branch. So I did an assessment of the strengths and weaknesses of WPA.” Yet, he played along with the PNC, as “they succeeded in eliminating individuals.”

Gates said, under questioning from Samuel-Brown, that Roopnarine collected ammunition from him. But he also saved Dr Roopnarine’s life, he testified. “I failed, refused or neglected to carry out my duties; and that’s why Roopnarine escaped the State’s killing plot. He knows that! And he owes me his life!” Gates said in answer to a question from Commission Chairman, Sir Richard Cheltenham.

SIX PLOTS TO ASSASSINATE The PNC State was responsible for plotting to kill people, Gates said. He was aware of six such plots, he said, four of which he remembers as being Dr Rodney, Dr Roopnarine, and WPA activists Kwaama and Dublin. “I know the State wanted them killed; all were successful. The only exception was Roopnarine, because I let him go,” Gates said.

“Kwaama,” he said, “was seen as someone trafficking arms to WPA. He drove WPA vehicles around.” Gates said the Police Force never tried to arrest Kwaama or persecute him; rather, they moved to assassinate him.

Gates said he was at a bar on Robb Street when he met Detective Sergeant Andrews, better known as ‘Agent’, and one Corporal Cuffee, both members of the ‘Death Squad’, and there learned of the plot to assassinate Kwaama and Dublin. “We all served on ‘Death Squad’ together,” Gates said, adding: “‘Agent’ was a cold-blooded killer; a man of very few words. I thanked him for the information that Kwaama was ‘to be sent home’; home being a term for the Le Repentir Cemetery. I did not inform WPA, as ‘Agent’ was giving me friendly advice. Kwaama was killed about two weeks after that meeting.”

Gates said Kwaama was ambushed and killed in the East La Penitence area, and “as was normal at that time, arms and weapons were placed in the trunk of his car.”

Asked by Commission Counsel Latchmie Rahamat why he testified that it was the PNC State itself that had plotted to kill Dr Rodney, Gates told her that the Police Special Branch, the Guyana Defence Force and the then Government all wanted Dr Rodney

“out because he was affecting the smooth running of the country.”

Gates gave details about McLean’s involvement with several persons he knew personally. These were either relatives or close friends, “who relayed information of what was happening.

“Ashton Barker was assigned a certain task. Ashton Barker is a former member of GDF; he was sent to French Guiana by Norman McLean to keep an eye on Gregory Smith.

“Ashton was a relative, and I thought it best, for my own security, to communicate with people like him.

He told me he was going to Cayenne (French Guiana’s capital) and what he was going to do. Norman took security precaution to keep tabs on Smith, as when anyone is involved in activities for the State, it is important that counter-surveillance methods be put in place; that he doesn’t talk to the wrong people, and he wouldn’t give out any information on whatever activity he was involved in.

“On July 15, 1980, I met Ashton at my birthday celebration, and he told me of his Cayanne move.”

Asked by Rahamat whether he was aware of any tabs on Smith prior to Rodney’s death, Gates replied: “GDF soldier, Aubrey Jones was my nextdoor neighbour, and I was told he was husband, or ex-husband, of Gwendolyn Jones. He was also the technician

the GDF.” “Pat introduced me to McLean in New Amsterdam, at her mother’s home, at around 1976 or 1977,” Gates said, his details and naming of names providing serious information to the Commission.

He recalled that the code name on military communications unit for McLean was ‘Moonraker’. “I was issued a radio set during my assignments, and we were given the names because you would frequently hear transmissions; so we had to know the ‘call-signs’ of the various officials. I was given the set a week after starting duties with Dr Roopnarine.”

Gates said he found out during investigations he conducted in the late 1990s that President Forbes Burnham met with Laurie Lewis, Norman McLean and ‘Skip’ Roberts at about 8pm at the then Presidential Residence at Belfield on the East Coast of Demerara. Also present at this meeting was Cecil Ram Doobay, “a close confidante of Burnham’s, who lived on East Coast Demerara, and frequently went horse-back riding with Burnham.”

This meeting occurred “two or three days before Rodney killed,” Gates said, adding: “Special Branch was in charge of Presidential security, and two of my Special Branch colleagues, a Sergeant and a Corporal, who were stationed at

Jones and I went to school together, and we were both from Sandhills, up the Berbice River. His mother was my headmistress, Ms Jean Jones; he was a family-friend; we kept in contact.

“I saw it necessary for me to know what was going on in and around me, and in and around the country, so we shared information. Jones himself told me what he did; Jones was neighbour to Smith on Russel Street.”

COMMON–LAW RELATIONSHIP Continuing with his testimony, Gates said: “Patricia Austin and Norman McLean were involved in a common-law relationship which lasted for years. She’s my first cousin, and is also known as Pat Christiani.

“I visited their home on a number of occasions; I saw him coming and leaving, but I had discussions with her brothers, Clement Austin, who was given a job in the National Service and given the rank of Sergeant. Also Tony Austin, who became a Major in

the Presidential Residence at Belfield, told me of the meeting. After, GDF officer, Sergeant Mark Johnson, who resides in the US now, told me the President was briefed on the Rodney plot at that meeting.”

Gates said others persons at the meeting were not happy with Ram’s presence, but the President insisted on his being there.

Commission Chairman, Sir Richard, wanted to know if Burnham was only being briefed, or was a part of the plot. Gates response was: “My understanding is that Burnham was being briefed only.”

He added: “My intention was to find out whether Burnham had knowledge before and after. I know the Rodney killing was State-sponsored, because of who was involved, and who Gregory Smith was reporting to: Norman McLean and Laurie Lewis.”

SUSPICIOUS SMITH For decades, suspicion has swirled around Gregory Smith as the GDF soldier who executed the

plot that assassinated Dr Rodney, when he gave a deadly bomb, disguised as a communications device, to Dr Rodney on the fateful day of June 13, 1980. The Commission heard testimony that the bomb blew up, by remote control trigger, in Dr Rodney’s lap, killing him instantly as he sat in his car that night.

“After starting my private investigation company in the late 1990s, I wanted to know more about Rodney’s death; if Burnham was involved. I wanted to use it as a form of security, because I was being hounded by Mr Laurie Lewis while he was Commissioner of Police; he always felt threat-

Dr. Rupert Roopnarine ened that I would tell what I know. I made sure Lewis got a message that I am fearful for my life, and I would tell the CIA all I know,” Gates said, agreeing with Commissioner Samuel-Brown that this was only a “concocted” message to Lewis.

“After the PPP got into Government in 1992, Lewis remained as Commissioner; he ensured that he knew something about everybody.

Even after he came off as Commissioner, he was appointed to a post at the Office of the President, and he had a lot of intelligence on the other side,” Gates said.

“McLean and Roberts did not hound me,” he said. “Lewis felt I was working for the CIA, and he felt threatened. And one time Police searched my house and found some documents that he claimed proved I was in association with the US. I explained how I came to be in possession of those documents, but he didn’t buy it.”

The drama in the unveiling of those political plots and espionage that stifled Guyanese democracy, and damaged Guyana for decades. Those shadowy movements in the streets of Georgetown in those days, provide gripping revelation of how serious the PNC State manoeuvred the Police Force, the GDF and State workers like Gates to assassinate Dr Rodney and other activists. The Commission’s sitting continued yesterday.

Blizzard 2015...

New England buried, NYC lifts travel ban

THE coast of New England was clobbered on Tuesday by a blizzard every bit as ferocious as forecasters feared: Twoand-a-half feet of snow; wind as strong as a hurricane; and icy ocean waves powerful enough to shake houses.

All of Nantucket Island lost power, and an 80-foot section of seawall collapsed in Marshfield, Massachusetts. Boston was socked with 21 inches of snow. Nurses and doctors hitched rides with police, or put on skis and snowshoes to get to work.

The blizzard set up farther east than forecasters expected, and New York and Philadelphia got little more than an ordinary winter storm. Subways rolled back to life, and the governors of New York, New Jersey and Connecticut lifted driving bans.

It was enough of a miss that the National Weather Service felt compelled to explain itself on Facebook; and one meteorologist offered a public apology on Twitter. But in New England, the blizzard matched the direst fears.

By 2pm, some cities on the Massachusetts coast had 30 inches of snow, and it was still falling in windblown sheets.

Burrillville, Rhode Island, got just shy of 2 feet. Moosup, Connecticut, came in at 25 inches. Fierce winds whipped water ashore.

"There is about 4 feet of water in the street in front of the house," Eric Murphy, a pest control worker, told NBC News from his home in Marshfield, Massachusetts. "We do get flooding here, but this is the worst I've seen in the 15 years I've lived here. My house is on stilts; but another few inches, and we might be in trouble."

Gov. Charlie Baker said that Boston transit would remain closed, at least until Wednesday. A nuclear power plant in Plymouth shut down automatically when the power went out, but authorities said the public was not in danger.

The strongest gust from the blizzard was recorded on Nantucket — 78 mph, as powerful as a low-grade hurricane.

In Rhode Island, gusts were as strong as 53mph. A 110foot replica of the 18th Century tall-ship, Providence, blew over on its side in a Newport Shipyard and broke its mast, the owner told New England Cable News.

Air travel was all but shut down across much of the Northeast. In all, more than 7,700 flights were wiped out Monday and Tuesday because of the blizzard. Stranded passengers were lined up on cots along a window at LaGuardia Airport in New York, with no idea when they could fly.

"I started to read, and I dozed off," said Cynthia Maynard, who expected to be marooned for a second straight night as

she tried to get home to Nassau, Bahamas. All the nearby hotels were full.

The cots were fine, she told NBC News from the food court, but "You don't sleep soundly; no, by no stretch of the imagination."

And at John F. Kennedy Airport, passengers on at least one outbound Virgin Atlantic flight were stranded when their flight to London was canceled after six hours on the tarmac.

"There's nothing to drink; nothing to eat. It's a disaster," said Alexis Dehasse, a music producer who was aboard Virgin Atlantic Flight 4 to London, which was supposed to take off at 6:30pm ET Monday, but dumped passengers back at the gate

after midnight after dealing with de-icing and a sick passenger.

The official snow total was 7.8 inches in Central Park. As late as Monday afternoon, the weather service had predicted 24 to 36 inches for parts of the city. Forecasters had to backpedal when the storm moved east.

"The science of forecasting storms, while continually improving, still can be subject to error, especially if we're on the edge of the heavy precipitation shield," the weather service's New York office said on its Facebook page. "Efforts, including research, are already underway to more easily communicate that forecast uncertainty."

Hundreds of Guyanese affected by flight cancellations - during US winter storm Aircraft on snow-filled runway

HUNDREDS of Guyanese were affected by the winter storm Juno, a major blizzard that hit the Northeastern section of the United States by noon on Monday, resulting in the cancellation of some flights by Caribbean Airlines, Dynamic Airways, COPA Airlines and Fly Jamaica.

Speaking briefly with the Guyana Chronicle in a telephone conversation, Captain Gerald ‘Gerry’ Gouveia, Managing Director of Roraima Group of Companies related that Dynamic Airways due to the snow storm had canceled one of their scheduled flights with approximately 200 passengers. He explained that the company does not foresee any more cancelations

unless the snow storm continues.

Fly Jamaica’s representative told this newspaper that there were some cancelations but could not relate the number of persons or flights that were affected.

And a press statement by Caribbean Airlines said that “as of noon yesterday (January 26) , we have cancelled, delayed or consolidated many flights to/from JFK (John F Kennedy) Airport for today (January 27) and tomorrow (January 28) and other changes could be expected depending on the severity and clean-up required after the storm.” Up to press time, officials out of COPA Airlines could not be reached for a comment.

“Air travelers faced chaos in the Northeast, thanks to a major winter storm that threatens to wallop parts of the region with blizzard conditions.”

Airlines reacted to the storm by cancelling more than 7,500 flights through today. Of those, at least 3,200 were already announced by Sunday, a day before the storm's first flakes fell along the East Coast. The impounded motorcar HC 1288 FOUR men are in custody in the wake of a robbery on Chinese restaurateur, Tai Hong Fen, at Edinburgh Village, East Bank Berbice.

The men’s arrest followed a tip-off by residents.

On Tuesday, just before midday, residents along the East Bank communities observed a yellow ‘212’ motorcar, HC 1288 with a Cyril’s Taxi logo being driven within their community. They observed, too, that it was the very car which had driven off with the bandits who had robbed the Chinese restaurateur on Sunday night. They further observed that the number plate had been changed from HC 214.

As a result, contact was made with the police who, thereafter, intercepted the occupants, as they were about to exit Edinburg Village. The village is located along the lone access road to the East Bank Berbice areas.

The men, including the driver, who incidentally is a convicted felon, were ordered out of the vehicle, after which the trunk was opened revealing a 32” Apex Flat Screen Television, two laptop computers, a skate board, a video adapter, a porta-

ble camera, a water pump and a Rolex wrist watch.

Meanwhile, Joel Grant of Edinburg, along with Carl Mangal of Charlestown Georgetown; Kurt Grant of East Ruimveldt and Gregory Simmons of Albouystown, when questioned by the police could not give a proper account for the items. They were subsequently arrested and remain in police custody. The car has been impounded at the Central Police Station, New Amsterdam.

The Chinese restaurateur was on Sunday night beaten and robbed by armed bandits as he was about to close his business at Lot 23 Edinburg Village, East Bank Berbice, shortly after 22:00hrs.

The 49-year -old Tai Hong Fen, recalling the incident in a deep Cantonese accent, said it was about 22:00hrs when he decided to close the family- run Four Sea Restaurant, which, had a few customers who were drinking beverages.

“The customers left, and I was about to close the door, when one of the bandits went into the business and asked to purchase a 100 dollars worth of cigarettes. He presented a

1000 dollar bill. Seconds later two other identifiable males with cutlasses forced their way into the shop.”

Visibly shaken, Fen said, “I tried to run to the kitchen, and in doing so I failed to close the inner door dividing the restaurant and the kitchen. One viced me, while another, both sporting dreadlocks, cuffed me in my eye and beat me and they asked ‘whey the money deh.’

“They break the drawers and took out cash, an Alcatel cellular phone valued $40,000, and $56,000 in phone cards.

“Not satisfied with what they got, they took me upstairs where my 14- year- old daughter Daulisa was asleep. One of the bandits began choking her asking for more money. After they started to beat her, I opened the Chester Drawer and give them the money totalling $365,000. One of the bandits fired a chop to my left hand and right eye, before escaping in a yellow car HC 214.”

The injured father and daughter were taken to the New Amsterdam Hospital, where they were treated and sent away.

Investigations are continuing.

Gang rape teen now recovering at N/A Hospital

By Leroy Smith DEOMATTIE Persaud, mother of the 18-year-old young man who was reportedly raped repeatedly by ten men, including a close friend, confirmed yesterday that her son is now a patient at the New Amsterdam Hospital in Berbice.

Speaking with the Guyana Chronicle yesterday, Ms Persaud, who now sounds a bit up-beat in contrast to three weeks ago, said that her son was taken to that medical facility to receive shock treatment for the trauma he has suffered after the alleged ordeal.

“He coming around very slowly; he talking one-and-two things. He is eating without the tube; he is drinking; sitting up; and calling for mommy, and is now able to have motions,” she told this newspaper.

The woman said that she and the teen’s father, accompanied by two nurses from the Georgetown Public Hospital, travelled to the New Amsterdam Hospital last Friday.

They spent the first few nights on the patients’ bench before someone from the Hospital’s canteen offered them boarding at her home after learning of their plight.

The woman said that her son received the first shock treatment on Monday, and is expected to receive another one today, and one on Friday. Asked about the welfare of the other children she left at home, the woman said that they are big enough to take care of themselves.

Meanwhile, the woman said that she has received no word from the police recently concerning the investigation.

However, other sections of the media reported that the commander of the division in which the incident occurred had said that they are awaiting the recovery of the young man to take a statement from him on the matter.

In addition, the woman and her family are also receiving assistance from someone in Berbice who is expected to secure an attorney who will provide legal services to them, pro-bono, in the matter.

The doctors at the New Amsterdam Hospital are said to be providing the young man with much-needed care and attention. According to his mother, they assured her that they will be working to ensure that they can return to their home very soon, given the distance they have travelled to seek medical attention.

Efforts last evening to contact senior officials from the Health Ministry to find out why the treatment could not have been done at the Georgetown Public Hospital proved futile.

Earlier this year, the 18-year-old told his mother that he was raped by his friend and other men following an Old Year’s Night party. The main suspect in the matter has since denied claims of being sexually involved with the young man.

However, this newspaper has been told that the house in which the teen is claiming that the incident took place really exists, according to persons in the Vreed-en-Hoop area. The police are continuing their investigations into the matter.

Republic Bank again sponsors ‘Mash’ pan competition - donates $2.8M to the cause

REPUBLIC Bank (Guyana) is once again sponsoring the Mashramani Steel Pan Competition, and they handed over a cheque for $2.8M on Monday to Minister of Culture, Youth and Sport, Dr. Frank Anthony on behalf of the Ministry in his office.

This contribution towards the steel pan competition by Republic Bank has been going on for about seven years now.

Minister Anthony in brief remarks said that the Ministry is very pleased to be partnering with Republic Bank and this is one of the partnerships that the Ministry always looks forward to.

STEELPAN WORKSHOPS He recalled that last year there were steel pan workshops where youths were

given the opportunity to enhance their skills and the bank was also supportive of that initiative.

He acknowledged that Mashramani is not just about the competitions, but a celebration for everyone to get involved in national life.

A representative from Republic Bank stated that they are proud to be partnering with the MCYS for this initiative.

Also speaking on Monday, Administrator of the National School of Music, Andre Tyndall, disclosed that the Republic Bank/ MCYS Mashramani Panorama Steel Band Competition will be held on February 5 and 8 at the Theatre Guild and Cliff Anderson Sports Hall respectively.

Rohee opens ultra-modern GFS Training School at Leonora

He said the training facility has finally come to fruition after years of painstaking planning by the Ministry of Home Affairs (MOHA) and the Guyana Fire Service (GFS) to ensure that the GFS is equipped in all areas to carry out its mandate.

He stated that since 2011 the GFS and the MOHA have been in talks to have the state-of-the-art training complex constructed and he was very pleased that it has been established to enhance the skills of the ranks.

Gentle told the large gathering on Monday that it was also the first time in their history that they were witnessing a Passing Out Parade of 93 recruits, who had completed three months of rigid training.

FIRE STATION FOR WEST BANK He pointed out that with the changing landscape on the West Coast Demerara corridor, there is need for a second fire station and so one will be constructed at La Grange, West Bank Demerara.

He explained too that the GFS will also be running an Ambulance Service as first responders and Emergency Medical Technicians (EMTs) to facilitate humanitarian work in service to the citizens and community.

Gentle added that over the years they have been the premier agency that is constantly being called to assist in emergency situations such as fires and road accidents and they remain committed to saving lives and protecting property.

The Fire Chief also urged the recruits to be both physically and mentally prepared since they will come in for unfair criticisms at times.

The ultramodern facility was declared open when Minister Rohee unveiled the plaque and cut the ribbon before an official tour of the two-storey building.

Guyana’s international relations stands on solid ground MINISTER of Foreign Affairs, Carolyn Rodrigues-Birkett, in apprising Guyanese on foreign policy matters, detailed that Guyana is looking at non-traditional partners, even while consolidating relationships with traditional ones.

Appearing on “Political Scope” on the National Communications Network (NCN) Inc., last Friday, the Minister explained that Guyana was forging ahead, working with countries such as Turkey, recalling the CARICOM/Turkey meeting last year. In a more direct manner at the bi-lateral level, Guyana has had several visits from various teams from the Turkish Government; these are already bearing fruit as some small projects have been approved by Turkey, in some key areas such agriculture and health.

This, she said, leads directly to the Corentyne Bridge, involving Guyana and Suriname. She added that due to the “amount of money China has earmarked with cooperation

Pertaining to the effects of this kind of amalgamation, the Minister emphasised the importance of establishing relations, with so many countries, as almost natural, since “it is an interconnecting world … it’s becoming interconnected with the technology that we have today, and we also see that diversification of power as we have many emerging economies that are doing very well and certainly those countries are looking for new partners…”

Albeit, this kind of intermingling can be sought after and even be actualised, the Minister did not withhold her caution as “there will be times when we will not share the same position and there will be other times when we converge with respect to our positions … so it’s important for us to have relations with all the countries in the world.”

Minister Rodrigues-Birkett highlighted that China is one of Guyana’s consistent partners. She recalled that Guyana was one of the first countries in the English-speaking Caribbean to establish diplomatic relations with China, and she “thinks that they hold that fact very dearly and we also have been working very closely with China in good times and in bad times.”

She noted that China is the second largest economy in the world, with the largest foreign reserves, a major force with which to reckon. The Minister also said that this power house and close ally of Guyana has been reaching out to the Caribbean and the Latin American countries, and so the China/ CELAC (The Community of Latin American and Caribbean States) must be lauded.

She cited the first China/CELAC forum where out of that meeting came what is deemed a ‘cooperation plan’ that included in it some $35B that can certainly come to the Latin America and Caribbean Region. The details are that $5B of that is for cooperation; $10B for concessionary financing; and another $20B for infrastructure projects.

This kind of union, she suggested, is “quite a major achievement … of course the implementation now is what will be important and so small countries like Guyana and the rest of the Caribbean … we have to be ready to put forward our projects under that initiative.”

UNASUR Continuing on the theme of integration, Minister Rodrigues-Birkett referred to the recent visit to Guyana by the UNASUR (Union of South American Nations) Secretary General, former President of Colombia, Dr. Ernesto Samper.

He has been visiting all of the countries in UNASUR to discuss matters concerning the organisation but the Minister zeroed in on Guyana’s priorities. She informed that a number of issues have been outlined, including inter-connectiveness of South America.

“I’m speaking about physical interconnection and already he has identified seven projects within the UNASUR mechanism, two of them include Guyana specifically, which would be the linking of Guyana, Brazil, Suriname, and then among

poised to achieve Developed Country status very soon, because of what they have been able to achieve, she said, “and so we certainly have a lot to learn from Chile. We are also working with Chile in the CARICOM context,” she noted.

Minister of Foreign Affairs, Carolyn Rodrigues-Birkett from CELAC, Suriname has taken advantage of that as well.

There has been a submission for the Corentyne Bridge, which would benefit the two countries.

It should be noted that Guyana is a member of UNASUR’s twelve South American countries, and has been consistently working to strengthen relations within the organisation’s framework, as well as bilaterally with the countries in UNASUR. This is why Guyana established an Argentine embassy here. It was pointed out too that very strategic is Guyana’s position between the Caribbean and South America. So, for the Minister, “it is appropriate that we have the CARICOM Secretariat here in Guyana … so that is an added advantage.”

Chile is in fact one of the countries in South America;

The Minster clarified that comments about and concerns of neglect of partnerships with long term partners are totally unfounded. She said that the United States of America remains Guyana’s largest trading partner in the world and so it is very important for that relationship to be preserved and strengthened. Also she highlighted that Guyana has the largest Diaspora population in the US as well, “so we have worked very hard to maintain our relationship, we are also working closely together on security matters, and in fact “I would think that our security portfolio, in terms of projects, is the largest one within the US Caribbean Basin security initiative.”

The Minister added that Guyana is also working with the US on a number of other initiatives, such as the issue of Trafficking in Persons, and even though “we do not always agree on some of the pronouncements, we are working very closely on that matter with the United States.” (GINA)

Rice distributor placed on $1M bail - for obtaining credit by fraud

RICE distributor Bibi Faniza Deo, aged 45 years and of Lot 35 Lusignan, East Coast Demerara, has been accused of fraudulently obtaining $4.5M worth in grain from Nand Persaud and Company Limited, millers, and was on Monday ordered to post $1M bail by New Amsterdam Magistrate Charlyn Artiga.

Jointly charged with her husband Chatterpaul Deo, who

was absent from yesterday’s proceedings, Bibi Fanzia Deo was not required to plead to the charge of fraudulently obtaining credit.

She faces two counts, which alleged that on December 22, 2014, at Number 36 Village, Corentyne, she incurred a debt or liability of $2,294,100 from Nand Persaud and Company Limited for the payment of a quantity of rice, obtained on credit to the said amount by falsely pretending that she was in a position to effect valid payment by means of a cheque; and she did issue a Bank of Novia Scotia cheque, number 000059 for $2,294,000 as payment, but same was dishonoured by the said bank.

On the other charge, it is alleged that on January 2 last, she incurred a debt or liability of $2,069,550 from Nand Per-

saud and Company Limited for the payment of a quantity of rice obtained under credit to the said amount by falsely pretending that she was in a position to effect valid payment by means of a cheque; and she did issue a Bank of Novia Scotia cheque, number 000054 for $2,069,550 as payment, but same was dishonoured by the said Bank of Novia Scotia.

Counsel for the defence, Mr. Jerome Khan, told the court that his client was forcefully taken by the employer’s servant to the police station; but a source close to the investigations revealed that efforts to contact the defendant had proven futile, and it was only after she had been promised additional bags of rice under the pretext that she would repay the owed sum “a little at a time” that she turned up for the grain, only to be arrested.

Further, 13 charges totalling the sum of $33M are expected to be instituted shortly. The matter has been transferred to the Whim Magistrate’s Court for report on March 19.

In the meanwhile, the defendant has been ordered to report at the Vigilance Police Station every Friday at 15:00hrs.

THE political coalition APNU has kicked off its election campaign in Region 2 (Pomeroon/Supenaam) with a public meeting Monday at Charity waterfront, just next to the busy area near the Gauling Supermarket.

Proceedings began just after 09:00 hrs under the chairmanship of APNU Region Two RDC Councillor, Mr. Prince Shepherd. Several speakers addressed the gathering, among these were retired headmaster Takechand Ramnauth, APNU Region One MP, Renita Williams, and MP George Norton.

In her very brief address to the small crowd, MP Williams called for Amerindians to be given quality education and not just handouts. The young MP also called for Amerindian communities to have more development, and for markets to be provided so their produce can be exported to the Caribbean and further afield.

Highlight of the meeting was an address by Leader of the Op-

position, Brigadier (ret’d) David Granger, who promised residents that if APNU wins the upcoming elections, he would focus on education and economic reform, and his Government would have a plan for inclusiveness.

He encouraged people to join him, irrespective of their race, creed, status or colour; and he promised to resuscitate

the Guyana Marketing Corporation facility at Charity so as to assist farmers to have better marketing and distribution facilities for their produce.

He said several top members of the APNU in Region Two had visited several communities in the Pomeroon over the past days, and had met with residents.

After the meeting, the Opposition Leader met and greeted several farmers and shoppers, and took time to listen to their problems. In some cases, he took notes of the conversations he had with the people he greeted.

Lesser Used Species of Timber – being promoted internationally

GUYANA’S efforts to increase the usage of the Lesser Used Species (LUS) of timber locally were complimented by two international timber organisations.

In a recent conversation between Amy Smith, manager, wood sector engagement of the World Wildlife Fund (WWF) and International Wood Products Association (IWPA), said

emphasis was placed on the benefits of sourcing Lesser Used (Known) Species of timbers.

When asked by IWPA why businesses should chose to invest in LUS, Smiths’ answer was simple. There are hundreds of species in the world with similar physical and mechanical properties as traditionally harvested species that have actual or

potential commercial value and are categorised as LUS. It was noted that this is good news for wood products companies, as it allows access to a variety of woods that offer similar aesthetic appeal and perform just as well as many species that are already highly sought after in the market place. Companies benefit financially too since the cost for LUS is relative-

ly low given that they are under-utilised and abundant.

The Timber industry in Guyana is faced with a similar situation where Lesser Used Species are abundant and under-utilised whilst many of the more commercialised species are in high demand in the market place.

The WWF representative was then asked for her views from an environmental perspective as it relates to the benefits of sourcing Lesser

The discussion concludes that sourcing LUS with Forest Stewardship Council (FSC) certification sustains ecological, carbon, nutrient and water cycles in forests and reduces the susceptibility of tree species to diseases. In order to achieve the environmental objectives of FSC certification, forest managers might have to reduce the volume of wood extracted from the forest each harvesting cycle if only high market value species are utilised, which in turn could reduce revenues in the short term. But using LUS can help managers to reach a

It also shows the FSC availability of these LUS from GFTN producer participants and this is how WWF promotes the LUS. In Guyana the Forest Product Development and Marketing Council (FPDMC) has published a similar hand book to that of the GFTN which includes information on the key mechanical and physical properties and potential end use applications of some of the Lesser Used Species in Guyana. This handbook has been widely distributed and can be obtained from the office of the FPDMC free of cost.

Happy residents laud gov’t as...

Angoy’s Avenue receives electricity for first time IT was a happy day for residents of the New Amsterdam community of Angoy’s Avenue, also called Mount Sinai, on Thursday, when electricity, under the Unserved Areas Electrification Project (UAEP), became a reality.

For the 400 households in Timmer’s, Patrick, and Levi Dam and other areas in Angoy’s Avenue, who were without electricity for decades, this project will drastically improve their lives.

Patricia, a resident of Timmer’s Dam, who has been living in the area for over 13 years, expressed happiness after she received electricity for the first time in her home. She said that for years she was living in darkness, and today thanks, to the Government, “there is light.”

Bibi Ally, who lived about 20 years in Angoy’s Avenue, also expressed gratitude to the Government for this life changing initiative.

“I’m very happy to get the electricity and I thank GPL for implementing this project. I must say a special thanks to the Government for all the things they would have done.

I will benefit a lot, because before I could not have used a microwave, either a fridge, I had a solar that could have only pushed one light and the TV, so I am now very happy. Now I can afford to have a washing machine and a microwave,” Ally said. She further stated that it will also allow her to save money, since she will now be able to purchase her groceries in bulk and store in the refrigerator.

In 1992, when the People’s Progressive Party/Civic took office, this community became Berbice’s largest squatting settlement, and thereafter the Government tried to regularise the area, but was blocked by the Co-operative society. However, it still managed to develop the area by providing critical drainage, water, roads health and education facilities.

Prior to the electrification programme, this community had the highest illegal connections, of about 99%. During December last year, GPL installed meters in 331 households, and applications are currently being processed for about 100 more.

In his address to residents, Prime Minister Hinds explained that when the Government took office in 1992, only 30% of the households in Berbice had electricity. Through the implementation of the UAEP, this situation has changed.

The Prime Minister explained that because of the issue with the co-operative society, Government was not allowed to do much for Agony’s Avenue, so this community could not have benefitted from this programme.

At Inter-faith service for Lusig

Attorney-General speakers urge peace ––forgiveness for perpetrators THE Indian Arrival Committee (IAC), last Monday evening, held its annual inter-faith service, an “Evening of Remembrance”, in observance of the seventh anniversary of the Lusignan massacre.

Seven years ago, eleven innocent Guyanese -- five children and six adults -- were slaughtered without mercy during the massacre at approximately 01:30 hours on the morning of January 26, 2008. Some were still in their beds when the bestial gunmen, armed with shotguns and AK-47s, struck. The IAC has since reached out to the survivors, families of the victims, and the community at large in an annual commemorative inter-faith programme that has since become a calendar event.

The trauma of the horrific events of that fateful January morning has seared the souls of the Guyanese nation; moreso when the carnage continued with the massacre at Bartica and other parts of the country.

Two members of the Rondell ‘FineMan’ Rawlins gang -- Mark Royden Williams, called ‘Smallie’, and James Anthony Hyles, aka ‘Sally’ -- were charged for the murders. However, they were set free by a

jury, the foreman of which had a years-old association with defence lawyer, Nigel Hughes.

A former gang member who turned State witness testified, but this did not sway the jury. The Director of Public Prosecutions has appealed the High Court decision.

FALSE CHAMPIONS At last Monday’s commemorative inter-faith event, AG Anil Nandlall, representing President Donald Ramotar, urged all Guyanese in general, and victims of those affected by the crime wave of those times particularly -- especially the Lusignan survivors -- to stand resolute against those who seek to mislead them by representing themselves as their champions, rather than the instigators of the tragedy that has impacted their lives in such a violent manner, as it has impacted the lives of many others.

Nandlall referred to the infamous ‘Lusignan Massacre’ court case, where an executive member of an Opposition political party successfully defended the indefensible in court; a matter which was allowed to proceed, despite allegations of jury tampering by the defence lawyer, who had a long association with the jury foreman, but who attempted to draw a red herring to deflect attention from his actions by implicating Nandlall in a despicable attempt to smear the Attorney-General with the allegations that the jury foreman of the Lusignan murder case was Nandlall’s client, rather than defence attorney Nigel Hughes’s years-long associate.

He also alluded to the gross insensitivity of a political opposition party which recently ran an advertisement in the ‘Kaieteur News’, using the politically-driven Lusignan Massacre as an elections campaign tool, when, conversely, it was that party’s vice-chairman who defended the men charged with the Lusignan murders; an action that was applauded by the Opposition collective.

Nandlall recalled arriving at Lusignan even before the bodies had been removed, and spoke of the horror of the strewn-asunder bodies mutilated by the fusillade of bullets, soaked in their own blood; images that still resonates in his mind and memory.

He reminisced, in the aftermath of those horrific slayings that shocked and trauma-

tised the entire country, on the indescribable frustration, anger, anguish, and sense of helplessness pervading the community, which drove a protest that ensued in police arresting persons, whom he represented out of empathy and sympathy.

He stressed that the killers came to wreak their havoc with an agenda; they came specifically to kill; and he reiterated his plea not to allow the political opportunists to use the community as a political football.

Nandlall concluded his address by lauding the leadership, especially Pandit Haresh Tewari, for melding the community into a brotherhood that demonstrates inordinate strength and fortitude.

l, other e in nation A RACE-HATE CRIME The Lusignan and other massacres, emphasized Bishop Juan Edghill, were not ordinary crimes committed for material gain, but were indubitably race-hate crimes based on vengeance and driven by political opportunism.

It was wrong, he stressed, and no amount of explaining and attempts at justification or re-creation of history could deny the fact that perpetrating violence against helpless people was, is, and will always be wrong. He made this point to underscore the attempts of political protagonists who, even while they ‘condemned’ the barbarous acts, simultaneously attempted to justify the heinous crime committed against the peaceful residents of Lusignan “...as if the helpless people had done something to deserve this.”

He noted that people with political agendas should not send open and subliminal messages (to criminal-minded elements) to hurt peaceful people.

Lauding former President Jagdeo’s strong leadership, the Bishop reminded the gathering that Jagdeo had kept his promise to have the joint services hunt down the perpetrators and bring them to justice when the people of Lusignan and the entire country had felt forsaken and abandoned to the criminals.

However, Edghill lamented that, while some met their demise at the hands of the joint services, others still living were brought before the courts and were defended by those who want to lead Guyana into the future. Today, he said, those perpetrators are enjoying their lives while Lusignan

still mourns its dead, only because those who are offering themselves as leaders defended them in the courts. The defenders of the murderers were also applauded by their associates for their success, he reminded the gathering.

Declaring his pride at being part of a government construct that places premium care on social cohesion and inclusivity, Edghill stated that, seven years after the crime wave in the country, Guyana did not collapse; and through mature leadership and responses to citizens’ grievances, the country will continue to move forward.

He applauded the strength of the residents for sending messages of forgiveness and reconciliation, even in the midst of their pain, which he said denotes their strength; a strength that fortifies the nation.

HARROWING EXPERIENCES After a bhajan by Rudolph Madray, and Quranic Recitation by Haji Zahid Ally, through which he urged that the afflicted “…seek help in steadfastness and prayer”, resident and leader of Lusignan, Pt. Haresh Tewari, offered a prayer that begged, inter alia, “May none suffer from that which is ill-fated.”

He reminisced of the unfolding incidents of that ill-fated January night, when what seemed like a never-ending fusillade of bullets -- an eternity of terror -- erupted in the peaceful village in which he was born and lived all his life.

In the aftermath of that hail of gunfire, bodies were left strewn in their own blood and gore, slain while in their beds like so many animals. Little five-year-old Roberto Thomas and his 19-year-old brother Howard Thomas, as well as Nadir Mohamed, 48, were badly injured; with the intestines of Roberto pouring through a huge hole blasted in his tiny belly.

brother’s entrails that were sliding through his fingers.

Those gruesome events, emphasized Pt. Haresh, perpetuate in the hearts, minds and memories of residents and all those who witnessed the aftermath; but, he adjured, those afflicted should take comfort from and be guided by the scriptures of yore which, while urging the twin pillars of forgiveness and compassion, also warn that whatever a man sows that shall he reap, and that oppressors will be punished with the reciprocal fruit of their evil deeds.

Quoting from the Book of Matthew, Verse 22, Pastor Balgobin Ragnauth drew parallels between the storms of those biblical times and the storms that visit current day humanity. He proffered the message of healing of the soul through the peace that the Lord Jesus will bring to humanity.

Others participating in the programme were Kemba Brown, who sang a hymn, “I look to you”; Ryan Adams, who recited a Quaseeda; Haji Abdul Sattaur, who said a prayer in supplication for peace and tranquility; Bhisham Budhu, who did an Anup Jalota bhajan; and Rupert Singh, who sang a song, “You lift me up to more than I can be”.

programme was supported by small loans, and while Guyana was readily provided with those loans from other countries, today it has developed to a place where it is no longer eligible for small grants and soft loans.

“So we have to find the resources. Had it not been for the situation with the co-op, this community would have benefitted from the inception of the programme. The world didn't have electricity all the time; it is a process and we are developing because it is our desire that Guyanese have a steadily better life. It is we who have to build our country, and that is why our focus has been in education and health,” Prime Minister Hinds noted.

He urged the community to continue to collaborate with Government to further this development.

Meanwhile, Duncan told the gathering that providing electricity to every citizen is a priority for GPL. He said that despite the challenges, GPL stood by the residents of Angoy’s Avenue and ensured that the area was electrified. Duncan urged them to pay their electricity bills and desist from stealing current.

MP Faizal Jaffarally also acknowledged the noticeable development in the community.

He said that for too long the area has been stigmatised and he urged the community to work together to ensure its further development.

Meanwhile, Chairman Armogan noted that in every village or community, electricity is a necessity, “it is not a privilege, it is a right that everyone must enjoy”. He said that this will not only allow for persons to live better lives, but the business community will benefit, since residents will now be able to purchase electrical appliances.

Other villages electrified under the UAEP include Number 76, Fort Ordnance, Glasgow and Bath settlement on the West Coast Berbice.

Alleged con artist facing court - for collecting money by false pretence

ALLEGED Police impersonator Ronald Balgobin, aka “Coolie Boy”, aged 20 years and of Lot 35 Reliance, East Canje, appeared Monday at the Whim Magistrate’s Court before Magistrate Charlyn Artiga to face charges of impersonation of a cop and collecting money by false pretence.

He was placed on $40,000 bail on each charge, and is expected to return to court on February 2 for report.

Balgobin was not required to plead to the indictable charges, particulars of which stated that on January 21, 2015 at Bloomfield Village, Corentyne, Berbice, Balgobin impersonated himself to Jose Teixeira as Police Inspector Singh, a serving member of the Guyana Police Force, knowing same to be false.

The second charge read that on the said day, he falsely and deceitfully collected a sum of Gy$10,000 from Jose Teixeira.

Initially of Goed Fortuin, West Bank Demerara, Balgobin was arrested moments after demanding money from a motorist who had failed to wear a seat belt.

The alleged con artist told this reporter that it was his first brush with the law, and that he was sorry for the incident, which resulted in two motorists being defrauded of $8000.

He said the needs of his young wife and two-month-old daughter has forced him to commit the act.

“Things bad at home; the baby needed milk and pampers.

I decided to try a thing”, he confessed.

He said he had previously worked as a security officer with Demerara Bank, but was laid off. Since then, he said, life had been difficult at his Lot 5 Meadow Brook Drive home in Georgetown.

The relationship between himself and his step-father became sour, forcing him to migrate to Reliance Village in East Canje.

‘Greens’ vendor habitually abuses probation officer - for intervening in his domestic affairs

THIRTY-four-year-old vegetable seller, Ishmael King of Lot 158 Smytfield, New Amsterdam, Berbice is alleged to have verbally abused Probation and Social Welfare Officer Ms Maisie Sheppard on January 24 at Strand Road in New Amsterdam.

He appeared Monday before New Amsterdam Magistrate Charlyn Artiga, and pleaded not guilty, was placed on $10,000 bail, and bonded to keep the peace until hearing and determination of the matter.

Questioned as to whether he had another matter before the court, King confessed to having a matter involving his reputed wife, in which Ms Sheppard had intervened.

Ms Sheppard, in responding to the Magistrate, said that following her intervention in that matter, King would abuse her whenever she passes him on the streets.

The Police case is that on the day and place in question, King made use of abusive language to Maisie Sheppard, whereby a breach of the peace may be occasioned.

Hearing of the case is fixed for March 20. **************************************

‘Little Current’pleads for light sentence - gets one year for larceny

JUNIOR Harry, an habitual offender known as ‘Little Current’, was sentenced to one year’s imprisonment after he confessed to a charge of simple larceny before New Amsterdam Magistrate Charlyn Artiga.

The 46-year-old father of three asked for a small sentence, citing that he had not given the police “a hard time”. But Magistrate Artiga told the convict that while the offence carries a maximum five-year imprisonment, she would impose a oneyear custodial penalty on him after taking into consideration that he did not waste the Court’s time, and that he was also an habitual offender.

Police Sergeant Phillip Sheriff, prosecuting, said that between January 22 and 23 last, virtual complainant Ramsook Latchman had secured his home and had gone to work. On his return, he discovered that a spray can, six carpets, three pairs of slippers, a pair of boots, and grocery items totalling $32,000 had gone missing.

After making enquiries, the complainant received certain information which led to the arrest of the defendant.

Sheriff said some of the articles were recovered.

93 GFS recruits complete three-month training course ––at new Training School Complex at Leonora DURING the Guyana Fire Service (GFS) commissioning of the Training School Complex at Leonora, West Coast Demerara on Monday afternoon, 93 recruits took part in the Passing Out Parade after successfully completing three months of training.

Acting Station Officer, Clive Mc Donald in giving the Course Report said that

training started on November 10, 2014 with both theoretical and practical sessions in which several topics were introduced to the recruits.

He stated that in addition, the 93 men and women were engaged in drills, knots, lines and rescue simulations to develop their firefighting skills and capabilities.

SKILLS DISPLAY Following the skills display session by the recruits they were lauded for their presentation which was very entertaining and professional.

The recruits underwent three months of training at the spanking new Training School Complex which was constructed at a cost of $139M in three phases.

The two-storey building houses a library, barracks for male and female recruits and training staff, kitchen, mess hall, several offices, storage areas, lavatory facilities, classroom area and training tarmac.

This was the very first time in the Service’s history that there was a Passing Out Parade of 93 recruits at the state-of-the-art training facility.

THE Guyana Cricket Board (GCB) strongly refutes the allegations contained in the Guyana Chronicle dated Tuesday, January 27, headlined ‘Only I could set the date for GCB elections’. We trust that our response would be given equal or similar prominence as the Minister’s allegations against the GCB. During the said article, it was quoted verbatim by the Minister as follow: “He (Dr McGowan) has been trying to investigate the various issues that surround cricket, but I think he has been having difficulties doing that because some members of the GCB are not allowing him to gain access to the things that he needs to do, so that there can be free and fair elections,” said Dr Anthony.

The GCB wishes to make it categorically clear that they have never been consulted by the Hon. Minister of Sport at any time regarding his appointment of an Ombudsman neither have they ever been contacted by anyone calling himself a Cricket Ombudsman.

Further in the said article, the Minister proceeds to make mention that the Cricket Administration Act was passed with the consent

of everyone and that he does not consider his actions in the Act as political meddling.

Perhaps, the Minister is very loose and casual with the actual facts surrounding this matter and may wish to consult with the Hansard records to establish the truth of the voting that took place in the National Assembly in May, 2014. At the same time, the Minister may care to explain in his mind what constitutes political meddling within a private entity.

Once again, the GCB wishes to reiterate that the Cricket Administration Act contains numerous flaws and seems to have been drafted in a very sloppy manner so much so that it cannot withstand serious scrutiny.

We are also aware that the process for the appointment of the Cricket Ombudsman may not have been followed. Both the GCB and the WICB have made their positions very clear regarding the constitutionality of the Cricket Administration Act which is currently the subject of a legal challenge.

Be that as it may, the Government of Guyana (GoG) continues to totally ignore the negotiated

Memorandum of Agreement made between the GCB, West Indies Cricket Board (WICB) and the GoG in July last year along with the agreed upon Amendment to the said Cricket Administration Act. We all agree that the Act is flawed and needs to be corrected. Several per-

tinent legal matters still engage the judiciary that also has to be ruled upon to provide clear direction.

The GCB is of the firm opinion that a legislative solution cannot or should not overtake a judicial undertaking.

Brian Muller was Beckles’ last opponent. The fight took place in Guyana on May 27, 1979 and Muller was adjudged the winner. Beckles won 33 fights, lost 13 and drew two.

Frank defeated American Joe Harris on January 28, 1995 in Miami, Florida. The judges had to decide the winner of the eight-round bout. Frank had first met Harris on March 6, 1987 but won that fight by TKO in the fifth round.

Cameron loses bid to extend life of a WICB president PORT–OF-SPAIN, Trinidad (CMC) - President of the West Indies Cricket Board (WICB) Dave Cameron has failed in his bid to extend his stay in office, if he loses the next election carded for March, regional reports suggest.

WICB directors have rejected a proposal for a president, defeated in an election, to remain in office until the end of the financial year, reliable sources have reported.

The proposal is contained in a document submitted by Cameron, first discussed at a December meeting in Port-of-Spain and later at a meeting in Antigua.

Cameron was seeking support to approve what has been termed an “induction phase”, to allow for “a proper induction period and an introduction to the related structures of the WICB, such as the ICC (International Cricket Council)”.

According to the document, “When an elected officer of the Board loses his/her election bid that person is required to demit office almost instantaneously. That creates a steep learning curve for the individuals assuming the reins of power”.

Alpha United president Odinga Lumumba GUYANA’S leading football team Alpha United have withdrawn for this year’s Mayor’s Cup competition.

Chronicle Sport has been reliably informed that the defending champions opted out of the Mayor’s Cup citing preparations for the Caribbean Football Union (CFU) Club Championship.

E ff o r t s y e s t e r d a y t o make contact with club president Odinga Lumumba and vice-president Steve Ninvalle proved futile. However, a source close to the national champions disclosed that the main focus is the CFU contest.

“The club have started

preparations for the CFU championship. This is the most prestigious tournament in the English-speaking Caribbean. As such, a decision was taken by the executive to withdraw from the local competition and focus more on the CFU event,” the source explained.

Alpha United were one of 24 teams invited to participate in the Mayor’s Cup which started in 1981 and this year’s competition will mark the 80th birth anniversary of Georgetown’s Mayor Hamilton Green. It is not yet known how the withdrawal would affect the local tournament.

The Mayor’s Cup will see teams compete from January 31 to February 22 for a first prize of $1 million.
