University Ombudsperson The University Ombudsperson (Chapters 197, 198 y 199 of the UA Statutes) is appointed by the University Senate to ensure that the rights and freedoms of the University community are respected as regards the actions of the different bodies and services of the University. It is not managed by any university body, and it works autonomously and independently on the basis of equality and respect towards confidentiality. Usually, the Service’s actions are triggered by queries, complaints and claims, but it can also act on its own initiative and as a mediator to solve disagreements and conflicts, as long as the parties agree to do so. The University Ombudsperson shall: a) Collect the information necessary to perform his/her duties from the relevant university bodies. For these purposes, all university community members shall collaborate with the Ombudsperson as an urgent priority. b) Request the presence of the authorities of any university body where necessary for the performance of his/her functions. c) Attend meetings of the general decision-making bodies of the University when dealing with any matter relating to Ombudsperson’s actions at the time. To this end, the Ombudsperson should receive a timely copy of the meeting agendas of those bodies. d) Draft any reports that are requested or that the Ombudsperson deems appropriate to issue in connection with his/her actions at the time. e) Propose solutions to the relevant university bodies, as the Ombudsperson deems appropriate, for the settlement of the matters that are brought to his/her attention. Once a year, the University Ombudsperson shall submit a report of his/her activities to the University Senate. In addition, this report shall include recommendations and suggestions for improving university services. All complaints, claims or requests for mediation must be submitted in writing, either in person at the office, by post or by email. In all cases, the name and surname of the complainant must be stated, as well as the identity document number, address, contact telephone number and as clear a description of the complaint as possible, stating the justification for it. It is not necessary to submit these details during consultations. The University Ombudsperson investigates the facts in order to clarify the causes of the claim. He/ she then informs the interested parties of the result of the investigations. It is important to underline the fact that the University Ombudsperson is not empowered to impose sanctions or suspend administrative activities. However, he/she is responsible for making suggestions and recommendations for correcting any deficiencies or problems to those immediately responsible for the University services, the highest University authorities, and those involved in the measures that should be taken.
