Introduction
Welcome tothe December 2025GTH Planning Policy Overview. Since theGovernment introducedsignificant changes to the National Planning Policy Framework (NPPF) and the Standard Method for calculating housing needs and the subsequent changes to Council’s housing targets, some LPA’s have published their updated figures and this is reflected within this document. Another key change from previous editions is the addition of Gloucester.
This document has been developed by the Greenslade Taylor Hunt, Development Land and Planning Department and aims to draw together the key planning and development information for Local Authorities across the South West in one accessible place. Whilst every effort is made to ensure this document has the latest up-to-date information, changes in planning policy may occur in between publications.

BANES commenced work on the emerging Local Plan in 2022. In light of the December 2024 changes to the NPPF concerning the way in which housing targets are calculated the plan making process has been reset. This reset will allow for additional engagement and consultation.
The Council’s options consultation has concluded with the next stage (Draft Local Plan Consultation) due to start in the summer of 2026.
