The recent budget announcement has had little direct impact on property and land markets, instead, its publication has brought welcome clarity and stability, helping the market return to a more familiar rhythm.

While the past few months have seen developers and landowners adopt a more conservative approach, confidence is steadily returning. Deals are progressing with renewed momentum, and we continue to transact across a diverse spectrum of sites throughout the South West.

RISING DEMAND FOR BROWNFIELD DEVELOPMENT LAND

The development land market is experiencing a shift towards the reuse of brownfield land, driven by planning reform, tightening land supply and renewed Government emphasis on regeneration.

Brownfield land accounts for 8.7% of land in England and 54% of all new homes in 2021/22 were built on brownfield land. Our Development Land and Planning Team have been closely analysing current market conditions and in this blog, we break down the growing focus on brownfield development into a series of key points.

Land Moving to the Forefront of Development Strategy

Government direction continues to prioritise brownfield land, with growing pressure to protect open countryside, there is a renewed focus on bringing forward redundant yards, former agricultural buildings and disused commercial premises. As a result, brownfield land is becoming an increasingly important part of the development pipeline, offering landowners fresh opportunities to unlock value.

Stronger Policy Support for Rural Redevelopment

National policy is increasingly supportive of reusing derelict or under-utilised rural sites. Local Planning Authorities are being encouraged to consider how previously developed land can contribute to meeting local housing needs and targets. This shift aligns with wider ambitions to deliver sustainable growth in villages and rural communities.

Growing Opportunities for Landowners

As policy support strengthens, landowners with brownfield land are increasingly well positioned to bring forward development proposals. Sites that may have once been dismissed due to limited policy support are now being reconsidered, especially ones in close proximity to existing settlements.

Unlocking Brownfield Sites

Despite the opportunities, unlocking brownfield sites can often be challenging. Common constraints include contamination from historic use, asbestos particularly within older agricultural buildings, demolition requirements, access limitations and ecological considerations. These issues can have a significant impact on a potential scheme’s viability and deliverability.
