A message from the CEO and Board Chair ‘We Can’t Wait To…’ In Girl Scouts, the opportunities to learn new skills, participate in new activities and make new friends are unlimited. That’s why we can’t wait for more girls to have these life-changing opportunities! The ‘I Can’t Wait To…’ campaign initiated this year aims to capture the fun of Girl Scouting and expose girls to unlimited possibilities. Throughout our council, girls are inspired to try experiences that give them the confidence they need to succeed at anything they put their minds to. In discovering themselves, connecting with others and taking action to make the world a better place, they experience the true essence of leadership. One of the highlights of the year for us is always the opportunity to celebrate our council’s Girl Scout Gold Award recipients. Girls from Washington State participated in a ceremony in Olympia, and all of our council’s Gold Award recipients were honored at the Oregon State Capitol in Salem. While some may see the Gold Award solely as a culminating event in Girl Scouting, it is actually a launching point for girls to continue to develop their project management skills, explore their interests in a tangible way and support their communities as responsible, compassionate stewards. We are incredibly proud of these outstanding young women. This year has included both the new and renewed. Beginning in April, staff and volunteers initiated a Strategic Learning “refresh” to re-examine our priorities and focus on those things which are most important: support for the adult volunteers that make Girl Scouting possible; helping more girls reach their potential through a growing membership; and creating a culture of philanthropy that will allow us to invest in girls now and well into the future. In September we hosted our first “Women of Distinction” luncheon in honor of an amazing former Girl Scout volunteer, Marie Lamfrom. The first two recipients of this esteemed award were Former Governor of Oregon Barbara Roberts and Oregon Attorney General Ellen Rosenblum, both Girl Scout alumnae. The luncheon raised over $100,000, and gave us the opportunity to share the value of the Girl Scout Leadership Experience with the community. We can’t wait to continue to make a difference in the lives of girls. With your support, we will continue to empower girls to reach their full potential. A special thank you to our more than 11,000 volunteers for making 2013 an amazing year for Girl Scouts! Sincerely,

GSOSW volunteers collectively participated in 7,000+ hours of training, learning to deliver safe, impactful and fun Girl Scout experiences.
97 girls worked to develop healthy relationships with mothers in prison through the Girl Scouts Beyond Bars Program.
1,305 girls grew in courage, confidence and character through GSOSW’s Migrant Education Program.
29 young women earned the Girl Scout Gold Award, transforming their communities with projects addressing the environment, nutrition, self-esteem, literacy, safety and more.
One in three girls served required some form of financial assistance. GSOSW provided $110,559 in financial assistance this year.
GSOSW served 17,206 girl members (2,505 Hispanic) with the support of 11,627 adult members (364 Hispanic) in 37 counties.
4,193 girls attended 20+ volunteer-run day camps. 1,174 girls attended Camp Arrowhead, Camp Cleawox and Camp Whispering Winds resident camps.

STRATEGIC LEARNING
The close of the 2012 membership year was also the close of our first Strategic Learning cycle (see 2012 Annual Report for the highlights of our first cycle). This meant 2013 would be the year the council would conduct a Strategic Learning Refresh (SLR) process. Between April and June, volunteers, board members and staff took part in the SLR. During this time, data was analyzed, key insights and challenges were identified and strategic implications were reviewed. The outcome of this three-month process is a road map that, for the next three years, will become the overarching work of the council. The first piece of this new road map was the “Winning Proposition” – what we will do differently or better than our competitors. The Winning Proposition is:
GSOSW creates the opportunity for a girl to develop the values and leadership skills she needs to make a positive difference throughout her life. Once the winning proposition was defined, the next step was to identify the key priorities for the council. These would be the most important things (areas of focus) the council must do in order to achieve the Winning Proposition. These areas were determined to be: • Structure – existing structures must meet the needs of today’s volunteers and allow staff to work in ways that maximize resources in the support of girls and volunteers. • Funding – broadening and strengthening the funding of the organization is critical to the continued mission of building girls of courage, confidence, and character, who make the world a better place. • Membership/Community Development – the opportunity for membership growth in all demographic areas must continue, allowing girls to reap the benefits of Girl Scouting. Additionally, three business imperatives – those things that must be included as part of each focus area – were identified: • Communication • Technology • A culture of unity Once the key priorities were identified, the next step was to convert them into tasks which must be completed for success to be achieved. Current states and desired future states were defined for each priority. The difference between the current state and future state is the “gap” which must be closed to achieve success. The gap statements developed for all focus areas were combined into a single document which will guide the work of closing these gaps over the next three years.

WHAT IS STRATEGIC LEARNING? Strategic Learning is a learning-based process for creating and implementing breakthrough strategies. Unlike traditional strategy, which aims at producing one-time change, Strategic Learning drives continuous adaptation. Strategic Learning is a leadership process that generates a cycle of ongoing discovery and adaptation. It strives to balance focus with flexibility, and thoughtful analysis with creative thinking which is continually sharpened through learning and experience. It is designed to engage the creative and intellectual energies of the organization as broadly as possible. The council strategy must be a direct translation of the vision, mission and priorities of the Movement, bearing in mind local circumstances and challenges.

Arrowhead
Camp staff and user groups will appreciate the new stove and grill unit in the lodge kitchen. Girls will sleep even better at camp on new mattresses. The Corn Crib building has a new entrance trail and a new coat of paint inside. Ranger Mark Hansen has been busy sprucing camp up in many ways such as extending the archery range, adding and clearing trails, reducing underbrush and clearing buildings of unused and unusable items. A new fire break was established with help from WA Department of Natural Resources, improving fire safety. Girls and adults alike will notice a cleaner, tidier look all around camp.
Cleawox
Anyone entering camp will notice the addition of a new lawn in front of the lodge, surrounded by an attractive rope and post fence. It is our new front yard at camp and it looks great! The lodge has been entirely repainted inside and the shop has a new exterior coat of paint. Camp just looks better and better under the care of Ranger John Aaron. New furniture in the staff house makes the building even more attractive for Girl Scouts and outside user groups. Engineering and permitting was done this year for new hooslies (yipee!) and new kayak storage buildings. Look for them to be built next year.
Homestead
Much needed repairs and updating were made to the 100 year old ranger residence at Homestead Outdoor Program Center. Three layers of flooring were stripped to expose wood floors in the kitchen, bath and hall. The wood flooring underneath has been given a new lease on life through refinishing. In the bathroom, architecturally consistent white and black tile and new accessories were installed. A built-in dishwasher was installed in the kitchen and the stove and hood were replaced. The front porch has been rebuilt, as it was sagging badly. The refresh of the porch is an ongoing project. Our new ranger, John Amschler, has already made a huge difference at camp. We hope you will notice on your next visit!

HOMESTEAD
Mountaindale
This year, Ranger Gary Seymour got permanent living facilities. The Low Bungalow mobile home was moved from Wallace Creek and installed at Mountaindale Outdoor Program Center. It was more complicated than it seems with all the permits, hookups, inspections and skirting needed to get it installed. The fire suppression pump was overhauled to keep Marilyn’s Place safe. Gary continues to keep Mountaindale an inviting place for girls and adults.
Seaside
GSOSW staff Rex Buchanan and Ron Severn completed an amazing remodel of the kitchen at the Seaside Program Center. It now has a fresh, new kitchen with tile flooring, new appliances and new cabinets. It looks beautiful and functional. This building has always been our most used facility and it is likely to be busier than ever now!
Whispering Winds
A new program shelter was built this year in the Maple Valley unit with funds donated by Marven Petersen in honor of his wife, Joanne. It will be fun and useful for girls and volunteers for years to come. Both Marven and Joanne volunteered for years at camp and loved Girl Scouts—Camp Whispering Winds particularly. The first maintenance and shop facility was built at Camp Whispering Winds this year. The project was made possible through a generous gift from the Rita Meeker estate in honor of Alice Knott, an additional gift from Marven Petersen, and the GSOSW capital budget. The building has a heated shop space and two large bays to store camp equipment and supplies. It is a much needed addition to this property.

IN MEMORY MARVIN BENNETT
Many in our community knew that Camp Whispering Winds Ranger Marvin Bennett had been very ill since late December 2013. GSOSW received word from his daughter that he passed away peacefully in his sleep in early March 2014. Marvin was an asset to camp for 30 years and a fixture in the local community. A logger by trade, he was an avid outdoorsman, gardener and family man. His knowledge of local flora and fauna was renowned. He raised his family at Whispering Winds and saw the camp through many changes over the years. Many knew Marvin—he made a difference for generations of campers—and he will be truly missed.

GSOSW congratulates our 2013 Gold Award Recipients! The Girl Scout Gold Award is the highest and most prestigious award in Girl Scouting. Girls who pursue their Gold Award aspire to transform an idea and vision for change into an actionable plan with measurable, sustainable and far-reaching results. Girl Scouts of Oregon and Southwest Washington is pleased to have recognized 29 recipients in 2013. Ceremonies were held for Oregon and Washington honorees in their state capitols.

Girls of all ages joined in for service Unit 66’s Grace Manor Nursing Home holiday giving party. Participating troops purchased or made special holiday gifts for residents of the home, then gathered all together to sing carols for the residents and present their gifts. The celebration brings joy to both the residents and Girl Scouts.
Over 30 Girl Scout Brownies and Juniors in Central Oregon attended a science night hosted by Bend Research. Girls made observations about polycarbon bonds and hypothesized about sound waves, observing them as represented by fire. They discovered the phases of matter, experimented with liquid nitrogen, balloons and flowers, and observed tiny specimens with an electron microscope.
Liliya Benz of Canby, OR, received the 2013 Luella and George Shaver Family Scholarship, awarded to an exceptional graduating Girl Scout Ambassador who earned her Girl Scout Gold Award. Emily Krupa of Oregon City, OR, received the Arlene Johns Memorial Scholarship recognizing an outstanding Gold Award recipient and allowing her to continue her education. Congratulations Liliya and Emily!
Girl Scout Troop 41259 visited New Zealand and Australia during summer 2013! The group stayed in youth hostels as they explored history, sea and wildlife (koalas, kookaburras, whales and more), culture (the Sydney Opera House!) and much more. The trip was three years in the making as the girls researched destinations, accommodations and activities, analyzed costs and developed a travel budget, then money-earned to fund their adventure. Along with proceeds from the Girl Scout Cookie Program, the troop organized tree and pop-can recycling drives, car washes, garage sales and more to pay for the trip. Their hard work paid off – it was the trip of a lifetime!
Girl Scout Troop 20504 performed traditional Mexican folk dances at Centro Latino Americano’s Latino Heritage Night in October 2012. Dressed in traditional costumes with their Girl Scout vests on top, the girls performed La Botella, Los Machetes, La Raspa and Jarabe Tapatio. The flash of cameras and enormous applause following their performance had these Girl Scouts feeling like superstars!
At just ten years old, the girls of Girl Scout Troop 10041 learned to design & program their first robot. With the help of grant funding from Intel, the troop formed a FIRST LEGO League team and got to work discovering the fun of LEGO robotics. The girls had a blast at their first tournament in December 2012, competing with teams as old as eighth grade. Troop volunteer Erin Howarth said, “The girls learned a lot that first year,” and were ready to jump right in to a second year of competition. Come September 2013, the girls met after school to research new robot designs and experiment with building and programming strategies. Howarth added, "Some girls have discovered their strengths as researches, others as builders and others as programmers. I can't wait to see what they do next year!"
